MUNICH, JUL 22 (AGENCIES): At least six people are believed to have been killed in a shooting rampage in a Munich shopping centre today, a police source said, and three armed suspects are at large. The shooting spree began before 2130 IST at a McDonald’s restaurant and continued on a nearby street before the gunmen moved into the mall near the Olympic stadium in the southern German city, a police spokeswoman said. “There are several dead and injured,” the spokeswoman said, without confirming the death toll of six. Munich’s main train station has been evacuated and metro and bus transport in the
city suspended, officials said. Three gunmen were involved in the shooting, according to a police statement, citing witnesses. There was no information about the possible motives of the attack. Europe has been on alert for terrorism in the wake of a string of attacks including bombings in neighbouring France and Belgium. DIMAPUR, JUL 22 (NPN): Delivering a hard-hitting reminder about their responsibilities against the backdrop of serious complaints of absenteeism especially in far flung areas across the state, Principal Director Health & Family Welfare Dr. Watikala urged upon both doctors and staff nurses to remain within the areas of posting and perform their duties faithfully. She was speaking at the inaugural programme of the Special Newborn Care Unit (SNCU) at District Hospital Dimapur Friday. Going further, Dr. Watikala lamented that most of the government doctors and nurses posted to far flung areas, instead chose to neglect their bounden duties to work in private hospitals. She asked them whether their conscience permitted them to do so? Dr. Watikala asked government doctors who are practising in private hospitals not to avail ‘Non Practising Allowance’ and instead resign from their jobs in order to pave way for many qualified professionals looking for jobs. While lauding the service of NGOs who were providing medical service in the farflung areas, Dr Watikala asked if this was the duty of the NGOs or the appointed doctors and nurses? She also disclosed that during the recent transfer and postings, the department (H&FW) received numerous “unwanted letters” from politicians and NGOs. Dr. Watikala opined that such practices existed
mainly because some within the department wanted to pull strings. The Principal Director reminded that it was impossible to post all doctors and nurses only in Kohima or Dimapur. She urged them not to insist on posting to urban areas only but obediently carry out duties wherever they are posted. Dr. Watikala reiterated that the department would adhere to the government orders and if officers did not want to be posted out of Kohima or Dimapur, then such officers will have to voluntarily resign from service. She also expressed regret over the practice of keeping “proxy nurses” by some of those posted to far-flung areas. Dr Watikala said this was a “shame” for the department that some were carrying out such unethical practices. Encouraging doctors and nurses to rededicate and provide service to the people as their profession demanded, she urged them not to neglect the sick but to cater to the needs of the suffering public. She also expressed appreciation to the efforts of doctors and staff of District Hospital Dimapur in inaugurating Special Newborn Care Unit and encouraged them to continue with the good works. Also speaking in the programme, mission director National Health Mission (NHM) Yankho Kithan expressed the hope that the state government would release funds in time so that projects or schemes could be well implemented in the state. DIMAPUR, JUL 22 (NPN): Extending its support to the Rengma Hoho demand’s for creation of Tseminyu district, the Rengma Students’ Union (RSU) on Friday said it has decided to fully cooperate and join the rally scheduled to be held on July 27, 2016 at Tseminyu town. In a press release, the RSU president RN David Magh and general secretary Kegwalo Kemp asserted that demand was the genuine right of the Rengma community, which has been neglected since the statehood despite continuous appeal. RSU affirmed to cooperate with the Hoho and other frontal organizations till their demand was fulfilled. Meanwhile, RSU has requested school authorities under Tseminyu sub-division to send class 9 students and above to participate in the rally. It also requested students to reach Tseminyu Town Hall by 9.30 a.m. on that day.

KOHIMA, JUL 22 (NPN): Naga students pursuing various courses in colleges and universities outside Nagaland on Friday staged a sit-in-protest at the State Civil Secretariat demanding full payment of the Post Matric Scholarship for the period 2015-16, sanctioned under the Ministry of Tribal Affairs. The aggrieved students from DJGI Modinagar, Ghaziabad, UP; Mewar University, Gangrar, Chittorgarh, Rajasthan; Adhunik, Moradnagar, UP, and IGI, Haryana were seen holding placards, some of which read “help us pay our fees”, “we want what is rightfully ours” and “we need education, we need scholarship”. Police seize brown sugar worth around `1 crore DIMAPUR, JUL 22 (NPN): In yet another major haul, the Narcotics Cell, PHQ, Nagaland, has reportedly detected and seized about 1kg Brown Sugar from a Bihar-bound bus and arrested one person in this connection. According to an official bulletin, the SP(Crime)& PRO, Nagaland Police, M. Tungoe, disclosed that the price of seized smack in the international market was estimated at about Rs.1crore. The accused has been identified as Raman Kumar, hailing from Motihari district, Bihar. On being interrogated, the accused revealed that the consignment was to be collected by an unknown person once the bus reached its destination. A case has been registered and investigation is being taken up, PRO said. 1 held in Ponzi scam: In another incident, a team from Nagaland Police arrested one accused identified as one Chandan Sinha Roy from Kolkata on charges of his involvement in a Ponzi scam. The accused was reportedly in the board of directors of Ever Light Realcon Infrastructure Limited (ERIL), involved in duping/cheating hundreds of depositors and swindling crores of rupees. An SIT set up for thorough investigation of the case has so far charge sheeted 10 accused. Earlier, the SIT had arrested one Biplap Kumar Dey from Jharkhand, another accused in the case. They said when students from other states have availed the scholarship and paid their fees, Naga students were suffering to pay the fees. In this regard, they asked the state government to implement the recommendation of the State Level Committee for scholarship and to release the amount (2015-16) in full at the earliest. The students reminded that most of them were from “economically poor family backgrounds”. They further demanded that the scholarship for the post graduate students be released immediately in order to get their pass certificates/ mark sheets. While submitting the memorandum, the students informed that the concerned department had assured all possible help.
KIPHIRE, JUL 22 (NPN): Kiphire town has been reeling under complete darkness for the past two months due to malfunctioning of transformer, said Kiphire Area Students Union (KASU) on Friday and demanded immediate restoration of electricity within one week. In a press release, KASU vice president Isaac L. Tsalumpi slammed the department for not taking measures to restore power supply despite several appeals. According to KASU, the transformer which was sent as replacement was non-functional and has out-lived its life. The union said even if the transformer was repaired, it would not be able to withstand and supply power as it was damaged beyond repair. KSAU alleged that dereliction of service on the part of the power department has affected normal life. It demanded that in order to swiftly address the issue, the department immediately provide new transformer to provide uninterrupted supply of electricity. “Any deviation from providing of new transformer will not be accepted,” said the union. KSAU further cautioned that failure to restore electricity within the stipulated time, it would be forced to initiate measures as deemed fit.
Landslides snap Meluri-Reguri road link
DIMAPUR, JUL 22 (NPN): Reguri village under Meluri subdivision Phek remains cut off from other parts of the state as the only road connecting the village has been snapped by heavy landslides. In a press note, Reguri Students’ Union (RSU) president Ekato and RSU ex. president Angelo Pfithiu said road connectivity which reached Reguri village in 2008, 68km road stretch from Meluri HQ, was built under PMGSY by state PWD (R&B). They said the road, the only means of transport and communication, was neglected even after heavy landslide and blockage. Left with no alternative, the villagers had to wade through the river to reach Meluri for food supplies and medicine. The villagers also had to cross the fields of Lephori and Meluri on foot. RSU further stated that UPC pastor Aremu lost his life on July 16, 2016 while crossing the river. Therefore, RSU urged the state PWD (R&B) to deploy workforce and repair the perilous road at the earliest.

IAF aircraft with 29 persons missing
CHENNAI/NEW DELHI, JUL 22 (IANS): An AN-32 transport aircraft of the Indian Air Force (IAF) with 29 people on board went missing on Friday over the Bay of Bengal off the Chennai coast, and remained untraceable till evening despite a full-scale search and rescue mission. Those on board included six crew members and personnel from the IAF, army, navy and Coast Guard. The aircraft took off from Tambaram Air Force Station in Chennai at 8.30 a.m., and was expected to land at Port Blair in the Andaman and Nicobar Islands at 11.30 a.m., officials said. During the meeting resource person AO-II, Niulang SDAO, Temjentoshi spoke on the topic “IPM on paddy and soyabean”. He highlighted on various strategies to control pests, weeds and diseases through natural, biological, agronomic methods and also with pesticides. Temjentoshi emphasized on various insect pests like stem borer, plant hoppers, leaf folder, hispa, climbing cutworm and gundhi bug. He said that SRI is a methodology aimed at increasing the yield of rice produced in farming. It is a low
water, labor intensive, organic method that uses younger seedlings singly spaced and typically hand weeded with special tools. SRI concepts and practices have continued to evolve as they are being adapted to rain-fed (un-irrigated) conditions and with transplanting being superseded by direct-seeding sometimes. The programme was chaired by ATM Niuland block, Moakumzuk, while 35 farmers attend the meeting. During the demonstration resource person WDT department of land resources, Yanchibemo spoke on the topic “rubber plantation methods”. The interested farmers who were new to rubber farming were imparted knowledge on proper selection of site, nursery raising and proper selection of polythene, land preparation, planting and manag-
ing. He said that RRIM 600 variety is mostly suitable in Dimapur areas in terms of temperature, humidity and rainfall and pits should be dug and filled with organic matter and rock phosphate and planted in the middle providing mulch and shade. Yanchibemo further mentioned that the main pests in rubber plantation are cockchafer grub, termites, mites which can be controlled by chlorpyriphos mixed in water. ATM, Niuland block, Moakumzuk spoke on the topic “practices of agro forestry” and specified that planting of trees is necessary in cash crop plantations like tea, coffee, etc and also in paddy fields and other horticultural crops. He said that the practice provides canopy, protects from heavy winds, provides mulching and vegetation. He also mentioned that it has various benefits in terms of productivity like provides food, fodder, fuel, fibre, timber, medicinal products, etc. Expertise in both areas is needed, neither can
be ignored if an agro forestry system is to function properly and provide the desired benefits. The programme was chaired by BTM, Niuland block, Demalu Hasnusa. Altogether 28 farmers attended the programme. In a separate programme, Demalu Hasnusa, BTM highlighted on PMKSY with the use of pico projector during BFAC cum farmers’ friend meeting conducted at muga farm school, Niuland town on July 20. CHARE BLOCK: Agricultural Technology Management Agency (ATMA), Chare block Tuensang conducted training and demonstration programme at Tronger village, Tuensang on July 14. In the programme, resource person block technology manager, Chare block, Dr. T. Arenmongla imparted the farmers on mushroom cultivation. She also demonstrated the step by step procedures on mushroom cultivation and various slides shows on mushrooms were also shown to the farmers using Piko projector. Assistant

WOKHA: Three-day farmers training tour to State agriculture Research Station (SARS) Yisemyong and watershed model farm at Longkong village under Mokokchung district was organized by Agricultural Technology Management Agency (ATMA) Wokha from July 7-9. The tour was initiated under within state farmers training programme and PMKSY plan for watershed farmers’ tour. During the tour, farmers were exposed to the growers so-

AVSU, AVU, SRSU condemn rape of minor DIMAPUR: Achikuchu Village Students’ Union (AVSU) and Achikuchu Union Dimapur (AUD) have condemned the rape of a minor girl allegedly by one Aketo Aye, leacy UT-1 NSCN (I-M). In a condemnation note, AVSU president Puloka Yeptho and AUD president Akaho Yeptho stated that such “paedophilic” and “bestiality” act was not just unlawful but “unnatural” offence. The unions have also extended support towards eradication of such offences and demanded action against the accused at the earliest. SRSU: Suruhuto Range Students’ Union (SRSU) has vehemently condemned the rape of a minor girl, a class IV student allegedly by Aketo Aye, leacy UT-1 NSCN (I-M). Govt. constitutes SLSC on city compost DIMAPUR: Nagaland government has constituted a State Level Steering Committee (SLSC) on city compost for inter-departmental coordination and promotion tthe state. According to DIPR report , composition of the Committee would be: secretary, urban development department as chairman, secretary, agriculture department as co-chairman, mission director, swachh bharat mission (urban) as convenor and director, agriculture, director, horticulture, director, municipal affairs executive officer/administrator, KMC as members. The terms of reference of the committee would be: tagging the city compost producing units with the fertilizer marketing companies for co- marketing as per policy on promotion of city compost notification. Finalize the strategy for promoting usage of city compost in agriculture/horticulture activities. To monitor MRP of city compost being sold in the State under the notified policy. Prepare and implement the action plan for achieving 100% processing of municipal waste. To monitor issue of necessary certificates by concerned agency in the State Government to facilitate release of Market Development Assistance to fertilizer companies. To closely monitor the product of FCO compliant city compost and extend all necessary support to cities to achieve the above. The report stated that the Steering Committee shall meet on fortnightly basis to analyze the development in regard to compost promotion and distribution.

DIMAPUR: National Cadet Corps (NCC) cadets from Nagaland, Manipur, Mizoram and Assam undergoing training at NAP Training School, Chumukedima were briefed on “electoral awareness” deputy chief electoral officer Vekho Vero, Friday. In his speech, Vero said that India being the biggest democracy country in the world, every citizen has an important role to play. He therefore encouraged all eligible citizens to participate in the electoral process. Stressing on importance
of healthy democracy, Vero briefed the gathering about ethical voting, informed voting and voters’ education. He also informed the campers about the constitution of national board by Election Commission for inclusion of electoral literacy in the school syllabus within few years of time. “State government is also doing necessary arrangements to include electoral education in all training centres and educational institutions”, he said. He further informed that the EPIC was to become a
necessary document while filling up forms for different purpose and therefore appealed to the gathering to enter all particulars correctly. Vero also expressed concern over the low participation of the age group of 18 and 19 years in the elections. DIMAPUR: In a consultative meeting of 13 literature boards/committees on July 21 at Zonal Council Hall, Kohima an association namely Association of Naga Literature Boards (ANLB) with Dr. D. Kapfo as president and S. Keppen Rengma as general secretary. The consultative meeting attended by the literature boards/committees of 13 recognized languages namely Rengma, Pochury, Kuki, Zeme, Liangmai, Phom, Kuzha, Sangtam, Chokri, Konyak, Chang, Yimchunger, and Khiamnuingan, was held on 21S’ July at Zonal Council Hall, Kohima. According to a press release by ANLB joint secretary Dr. Z. Venuh, during the meeting the association resolved to take-up issues pertaining to development of mother-tongue of all groups and for redress of grievances of the literature boards/committees representing the thirteen linguistic/dialect groups. Amongst the many agendas discussed, every member present expressed concern
on the apathy and step-motherly treatment shown by the government in refusing to grant permission to the thirteen languages to teach and study their own mother-tongue at the secondary level. The meeting resolved to demand the government to grant without delay, permission to introduce Class IX & X for the thirteen languages too. The association further observed that serious deliberation on the matter needs to be made by the State Legislative Assembly, and to effect necessary legislation so that no linguistic/dialect group is deprived of its right to teach, promote and propagate the mother-tongue. The meeting also resolved to demand the government to post-create language-teachers for the deprived thirteen languages. The association further appealed to the general public, leaders and frontal organizations of the 13 languages to lend support for the association to achieve its goals.

Floods on Friday engulfed more districts in Assam amid heavy deluge and pouring waters of overflowing rivers in the state affecting three lakh people even as the Army swung into action in Chirang district for rescue works. The state continued to be under the grip of floods with the deluge on Friday spreading to nine districts from yesterday’s seven, Assam State Disaster Management Authority (ASDMA) said.

Incessant downpour over the past couple of days has triggered landslides and floods in several districts of Arunachal Pradesh throwing normal life out of gear. Besides damaging culverts and some buildings, the floods and mudslide submerged low-lying areas and a rural link road and disrupted power supply. Seijosa and its adjoining villages in East Kameng district remained cut off from the rest of the state due to landslides triggered by torrential rain. The rains also caused landslides at many places at Talom Riktak village under Taliha Circle of Upper Subansiri district, an official report from Daporijo said. The flood situation was grim in Namsai district with Noa Dihing and its tributaries flowing above the danger mark, DC R K Sharma said.

Leaders say a coterie led by officials of Food and Civil Supply Department and several businessmen of the hill district siphoned off the central-fund meant for people below the poverty line by supplying substandard food grains. “There are reports of death of many people in malnutrition consuming poor quality rice and other food grains,” they also alleged. Leaders of two organisations named two business firms and officials of Food and Civil Supply and Consumer Affairs Department involved in supply of poor quality food grains to the people. They are: Bajrang Dal & Co, Hanuman Bhandar, Machua Swami, Ram Avtar Swami, Promod Syam and Altaf Ahmed. Both the organisations have demand the authorities to deal strictly with the people and the firms involved in the irregularities and said that a high level probe should be initiated by the government into the scam and attach all property and assets of the scam stars.

Announcing this decision at a press conference in Imphal on Friday, DESAM general secretary Nameirakpam Edison appealed to All Manipur Written Test Successful Candidate of Police Constable Male, 2013 (AMWTSCPCM-2013) to withdraw its proposed 24-hour bandh call given on July 24), which will begin from July 23 midnight. Edison said that the proposed bandh should be withdrawn in view of the AIPMT (All India Pre-Medical Test)/ NEET (National Eligibility Cum Entrance Test)-2 to be held on Sunday across the country. He said that around 5,000 candidates from the state would be appearing for the medical entrance test at around 10 centres spread across Manipur. The state has already lost 45 working days in this year. Moreover, the state has been losing Rs 36 crore everyday when there is a bandh or general strike and Rs 3.09 crore every day when there is economic blockade. Edison suggested that the state government should find out some measures to check such bandhs so that there would not be any negative impact of bandhs on the society and next generation. He said DESAM has been working to create awareness among common people to stop such bandhs and strikes. However, he lamented that off all their efforts to induce leaders of organisations gone futile. “Bandh causes lot of problems to common man. Government needs to formulate an anti-bandh regulation to make Manipur a bandh free state,” he asserted. M e a n w h i l e, A M WTSCPCM-2013, in a press statement, said that the proposed bandh would go ahead in an intensified manner. Filming of Parl security by AAP MP rocks both LS, RS lok sabha speaker rejects Mann apology for video filming
NEW DELHI, JUL 22 (PTI): The controversial filming of Parliament security by AAP MP Bhagwant Mann rocked both Lok Sabha and Rajya Sabha on Friday, with lawmakers, mostly from the ruling NDA, demanding strong action against him and creating uproar which led to a washout of the proceedings. Lok Sabha Speaker Sumitra Mahajan, who summoned Mann and obtained his “unconditional apology”, termed it a “serious issue” and assured protesting members that some action would be taken. Both Houses saw trouble from the start, with members mostly from NDA constituents Akali Dal, BJP and Shiv Sena, saying Mann had compromised the security of Parliament by making and uploading on social media the video film which showed the route, his access and protective arrangements. They were joined by members of Congress and Left parties in demanding action against the Aam Aadmi Party’s Lok Sabha member from Sangrur in Punjab. The uproar led to repeated adjournments of both Houses before Lok Sabha was adjourned for the day minutes after noon and Rajya Sabha at around 2.40 pm. In the nearly 12-minute video, Mann is seen giving a running commentary as his vehicle crosses security barricades and enters Parliament. “I’ll show you today something you would not have seen earlier,” he is heard saying. Mann then enters a room where questions to be taken up inside Parliament are being sorted and describes the process. As soon as Lok Sabha met for the day, NDA members raised the issue, terming it as

As Mann watched, Kirit Somaiya (BJP) demanded his disqualification as an MP while his party colleague RK Singh, a former Home Secretary, said the AAP member has put a question mark on the security of the sensitive complex. He demanded a breach of privilege motion be brought against Mann. While NDA members were raising the issue from their benches, RJD and SP members rushed to the Well holding placards over quota, apparently expressing their anguish over delay in passage of a bill on reservation in promotions. Amid din, the Speaker adjourned the House till 12 pm. During the adjournment, Mann met her and apologised. When the House met again, Mahajan said, amid the din, that the matter was “serious” and under her consideration. “Koi na koi karvayee karenge (we will take some action),” she said, adding that 13 people had laid down their lives for the security of Parliament, referring to the terror attack of December 13, 2001. Kejriwal dubs BJP govt ‘antiDalit’, meets victims in Guj MOTA SAMADHIYALA/ RAJKOT, JUL 22 (PTI): Alleging Gujarat government’s collusion in the Dalit thrashing incident, Delhi Chief Minister Arvind Kejriwal Friday dubbed it “anti-Dalit” and accused the ruling BJP of “trampling” upon the depressed sections. Kejirwal targeted the BJP after meeting the victims in Rajkot civil hospital first and visiting Mota Samadhiyala village in Una to meet their family members, a day after Congress Vice President Rahul Gandhi met the victims. Seven persons of Dalit community were brutally thrashed by cow vigilantes for skinning a dead cow on July 11, triggering nationwide condemnation. The AAP chief also alleged that the Gujarat government first allows crimes be carried out on Dalits and then slaps false cases on people who come out in protest on streets. He alleged that the dalit victims were beaten up at the behest of the administration. “The beating happened in front of a police station in the presence of police, with police batons...it means this is happening at the behest of the administration. This means there is some direction from the top administration,” he told reporters. “The BJP government in Gujarat is inflicting atrocities on Dalits, it is anti-Dalit,” he said. “The BJP first sends its goons to beat dalits, and when their community members come out on the streets to protest, false cases are filed against them,” Kejriwal alleged. Kejriwal also rubbished BJP’s contention that leaders are making a beeline to Gujarat only to make political gains. “Our politics is for justice of Dalits, while BJP’s politics is for trampling upon them,” Kejriwal said in reply to a question on politics behind the visit. Apart from Rahul Gandhi and leaders of other non-BJP parties, Gujarat chief minister Anandiben Patel had visited the victims day before yesterday. A Trinamool Congress parliamentary delegation is slated to come to Rajkot and Una tomorrow and JD(U) leader Sharad Yadav is also expected to meet the victim’s family. ED books former Haryana CM, AJL officials under PMLA
NEW DELHI, JUL 22 (PTI): Enforcement Directorate has booked former Haryana Chief Minister Bhupinder Singh Hooda, officials of the Associated Journal Limited (AJL), publisher of the National Herald newspaper, and others on charges of alleged money laundering. Officials said the central probe agency registered a criminal case under the provisions of the Prevention of Money Laundering Act (PMLA) after taking cognisance of a Haryana State Vigilance Bureau FIR of May this year. The vigilance Bureau had registered a case of cheating and corruption against Hooda and four officials who were in HUDA for allegedly re-alloting a plot to AJL in Panchkula in 2005. They said summons will soon be issued to the accused named in the ED FIR. Hooda termed the action as “political vendetta” and said there was no wrong doing. The vigilance case that was registered under various IPC sections, including criminal breach of trust by a public servant, cheating, criminal conspiracy and under the provisions of the Prevention of Corruption Act, was registered against Hooda, the then Haryana Urban Development Authority (HUDA) chairman, an ex-officio post held by him as the CM, and four other top officials of HUDA on May 5 this year. The plot had been initially allotted to AJL in 1982. After the expiry of the lease period in 1996, then Haryana Vikas Party goverment led by Bansi Lal took back its possession.It was re-allotted to AJL after the Congress leader came to power in 2005. The Vigilance Bureau had alleged that the act by the then HUDA chairman and the officials had caused a huge financial loss to HUDA as the plot should have been sold through open auction instead of being alloted again to AJL. A separate FIR had been lodged in December last year by the state vigilance bureau against Hooda as the then chairman and chief administrator of HUDA for alleged irregularities in allotment of industrial plots in Panchkula three years ago.

Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi sought action under National Security Act against the member, saying he had exposed to terrorists the security apparatus inside the Parliament building complex. Mann, by putting the video on security checks, positioning of security personnel and layout of Parliament House complex on social media sites, was helping terrorists succeed in their nefarious designs, Naqvi alleged. Stating that security of Parliament was of
paramount importance, Kurien said “the government has to take cognisance of this security violation and take appropriate action.” He went on to point out the technicalities involved in that process, saying the MP in question was a member of the other House and Lok Sabha Speaker alone could take action against him. Government, he said, should be seized of the security violation and take appropriate actions. “Government can take legal action (against the MP),” he said adding if the government wants a discussion a motion has to be moved. Amid the uproar, Union Minister and Punjab MP Harsimrat Kaur Badal wanted to speak on the issue. When Chairman Hamid Ansari asked the members to cooperate in conduct of Question Hour, Badal was heard asking if Question Hour was more important than security of Parliament. However, Congress members were on their feet opposing the proposal. Amid the din, a Congress member was heard saying that Badal should not be allowed to speak on the issue as she is a Lok Sabha MP. As treasury and opposition members kept speaking at same time and did not heed to repeated appeal of Chairman Hamid Ansari, the House was adourned for half an hour. Later, the House was adjourned till 2.30 pm. However, ruling party members again demanded that Badal should be allowed to speak on the Mann issue, which was strongly opposed by Congress. Kurien said he would permit Badal to speak but only after introuduction of private member bills. BJP members did not yield and trooped into Well.

MHA to suggest enhanced security for Parl complex NEW DELHI, JUL 22 (PTI): In the wake of a row over shooting of a video of the highsecurity Parliament House by AAP MP Bhagwant Mann, the Home Ministry is likely to suggest upgrading the electronic security system for vehicles and individuals, including parliamentarians. Concerned over Mann shooting the controversial video, which allegedly exposed the security apparatus in the complex, the Home Ministry is likely to suggest upgrading of Under Vehicle Surveillance System (UVSS) and Radio Frequency Identification (RFID) Tags in the Parliament complex. The UVSS delivers the full picture of a vehicle’s entire width and length and the RFID identifies and tracks tags attached to objects and individuals. “There is a need for complete overall of the security system in the Parliament complex on a priority basis,” a senior Home Ministry official said. There is a feeling in the security establishment that the AAP MP allegedly exposed the security apparatus set up right from the Vijay Chowk, opposite Parliament, till the main gate of the building. Mann had showed in the video how many layers of security a car with MP tag passes through from Vijay Chowk to the main entrance of the building. The official pointed out that the terrorists, who attacked the Parliament on December 13, 2001, could not enter the main building as they did not find out the way. “Mann’s video a gives clear view of the way till the main entrance,” the official said. In the video, the positions of Parliament security men, Quick Reaction Teams, UVSS and how long it takes a vehicle to reach the destination etc., are clearly shown, the official said.

End politics of casteism & nepotism: PM Modi skips of raging controversy surrounding Dalits GORAKHPUR(UP), JUL 22 (PTI): Denouncing politics of casteism and nepotism, Prime Minister Narendra Modi Friday pitched for a BJP government in Uttar Pradesh to promote politics of development but skipped any mention of the raging controversy surrounding Dalits. “You (people) don’t need those who play politics of casteism and nepotism. You have filled everyone’s pocket but has your pocket been filled. “My dear youths, nepotism and poison of casteism will not help in development. Support politics of ‘visasvad’ (development). I am here to urge you to bless me with your support as you have done earlier (in Lok Sabha polls),” he said at a public meeting in an apparent attack on the main opposition parties in the state without naming them. Exhorting the people of poll-bound UP to shun politics of family, Modi said, “There has been enough of family and caste politics. You supported everybody. But did they support you as well? Were youths and farmers benefited?”. In a speech delivered after laying foundation stone for an AIIMS and revival of a sick fertiliser plant, Modi skipped any reference to the raging controversy stoked by one of his party leader’s attack on Mayawati or the violence against Dalits in Gujarat. He focused his speech on his efforts to boost state’s development. The Prime Minister also accused the state’s Samajwadi Party government of being unable to spend the central fund for the state’s health sector and asked people to choose a government next year which could run for them like him.

If electricity and gas are provided, then industrialists line up. It is a beginning of an industrial revolution in the eastern UP. “It is not merely inauguration of a factory but the start of a victory march that will defeat poverty, unemployment...,” he said. In a dig at previous Congress governments at the Centre, Modi said they used to import urea and other fertilisers while plants remained closed in India. His government, he said, has decide to revive closed plants and noted that most of them, like in Sindri and Barauni, were in eastern part of the country, which needed to be strengthened if India was to develop. Modi said the chariot of development can run only whenboth the wheels were balanced and strong. “One wheel is of eastern India and another one is of western states. If only one is strong, the development chariot will not move at a high speed,” he said.

t is credible that the Right To Information)RTI) Act implemented in Nagaland since 2005 has seen a very positive impact among public who have realised they now have a source to gather information needed about their state’s governance. Of late, various organisations have come out in the public domain with regard to appointments that were made without advertisements for an open competitive examination and also how funds have been allegedly misused or misappropriated. The RTI Act is indeed an important essential for ensuring good governance and transparency and helps citizens to know what their government is doing behind their backs. There are penal provisions in the RTI Act if the officer concerned fails to furnish the information sought within 30 days. There have been few officers holding the crucial posts of Public Information or Assistant Public Information officers (PIO, APIO) under some departments who have been penalised for not providing the required information within the stipulated maximum of 30 days or not providing any information at all. There was a case recently, where a department admitted that it had delayed reply to an RTI query and nothing more was mentioned. The link with the government comes from the fact that since all public servants exercise power only on behalf of the people, it would be anathema if what they did were hidden from the people. Today, more than ten years after it was enacted, there is greater awareness about the RTI Act in Nagaland. This is a healthy sign and at the same time, also a need to be vigilant about possible abuse or misuse. On the flip side of the Act, there are numerous reports of how those seeking RTI from various departments, are being driven by a motive to blackmail officials. In other words, the Act is being used as a tool to extract money so that information provided does not spill over to public domain. Most of the RTI queries put up for various government departments pertain to appointments and allocation and use of funds besides other issues. Transparency and accountability in appointments to various government departments would satisfy people even though a fraction were to be selected and given jobs. Abuse of state-power by elected leaders and bureaucrats for private gain is one of the prime factors for ailing the society. The objective of RTI is to achieve a more effective, fair, accountable and transparent governance by empowering the grassroots people through informative and educative contents continuous pressure from civil society organizations could influence the government mechanism to act in a manner that satisfies the public quest. Nagaland Governor P.B.Acharya has been calling on society and government to do something to root out corruption, that has totally damaged the foundation of the society. He has also strongly urged upon the state government to enact the Lok Ayukta at the earliest to check corruption. The Lok Ayukta will certainly add more teeth against corruption and so the DAN government cannot run away with the reality and should apply itself seriously to enact the Lok Ayukta if it wants to be seen as being sincere towards good governance.

In sanctification God has to deal with us on the death side as well as on the life side. Sanctification requires our coming to the place of death, but many of us spend so much time there that we become morbid. There is always a tremendous battle before sanctification is realized— something within us pushing with resentment against the demands of Christ. When the Holy Spirit begins to show us what sanctification means, the struggle starts immediately. Jesus said, “If anyone comes to Me and does not hate…his own life…he cannot be My disciple” (Luke 14:26). In the process of sanctification, the Spirit of God will strip me down until there is nothing left but myself, and that is the place of death. Am I willing to be myself and nothing more? Am I willing to have no friends, no father, no brother, and no self-interest— simply to be ready for death? That is the condition required for sanctification. No wonder Jesus said, “I did not come to bring peace but a sword” (Matthew 10:34). This is where the battle comes, and where so many of us falter. We refuse to be identified with the death of Jesus Christ on this point. We say, “But this is so strict. Surely He does not require that of me.” Our Lord is strict, and He does require that of us. Am I willing to reduce myself down to simply “me”? Am I determined enough to strip myself of all that my friends think of me, and all that I think of myself? Am I willing and determined to hand over my simple naked self to God? Once I am, He will immediately sanctify me completely, and my life will be free from being determined and persistent toward anything except God (see 1 Thessalonians 5:23-24). When I pray, “Lord, show me what sanctification means for me,” He will show me. It means being made one with Jesus. Sanctification is not something Jesus puts in me— it is Himself in me (see 1 Corinthians 1:30).

How forest management and Are we role models to our children? deforestation are impacting climate T T oday our life is greatly influenced by technology and almost everyone from children to old age people could not imagine spending a day without a mobile phone at hand. Even though the advantages of the latest mobile technology outshine the disadvantages caused by it in our life, the tendency of excessive dependence on mobile gadgets may cause irreparable damages to humanity in long run. I am sure that the shortcomings described below would be applicable to most of us. We adults try to restrict use of mobile phones by children but many of us set ourselves as worst examples in front of them. Whether it is at home or at office we never part ourselves away from the gadget. Many schools have banned the use of mobile phones by students inside the school campuses but very few schools could effectively restrict its teachers from using the same during school hours. Even many teachers use mobiles inside class rooms. If we check the Facebook and WhatsApp status of many of us during the school and office hours, definitely majority of us will be available online and one could get instant responses. The free periods of teachers are meant for utilizing in preparatory works, evaluation works etc and being engaged with mobile phones during the school hours would definitely divert our attention away from such works. Moreover, when students observe us using mobile phones during school hours we forgo our moral right to prevent them from using the same. Recently a State Govt. has banned teachers
carrying mobile phones during training sessions as many were found busy using social media during such training sessions. This is not the case with teachers alone. We often come across instances of officials spending much time over mobiles on casual talk while we wait in front of them for few minutes of works. The worst scenario is people using mobile phones while driving. What discipline will our children who sit besides us in the car learn if we practice this dangerous habit? Has anyone ever heard about the traffic police charge sheeting people for this offence? When a person is penalized for not wearing helmet which is meant for the safety of his own life, an act that may endanger the life of others is simply overlooked by the law enforcing agencies. The situation is not different at homes. Many of us are active members in various Facebook and WhatsApp groups and the game starts in the early morning itself. We may not exchange a smile with the family members at home but would be so prompt in posting good morning and good night messages in the social media. I have come across many parents depriving their own children of quality time and at the same time getting busy in the social media with their concerns and care for the society. Even some parents get irritated when children interrupt them while they are occupied with important (?) interactions in the social media. If we parents behave in this manner, what will our children learn from us? I accept that parents do have
friends and feelings and I am not against them using the social media at home. At this age of smart phones it is not at all possible for anyone to be away from them. All we need to do is to have distinct time schedule for every activity. In that way we can easily come out of the addictive habits of mobile use. Initially our friends may feel bad for the delayed responses but in course of time they will understand us and would also change themselves. Thus we can balance between friends and family and could also make our children follow systematic life style. Finally, let me say few words of caution to employers and officers. Today most of the working people find it difficult to balance between work and family. An employer/officer has every right to get the maximum work from his employees. But he must remember an important fact that he is boss to his employees and subordinates and not to their family members. Employees should be trained to complete their office works during the working hours and carrying office works to home should be discouraged. Calling employees over phone beyond the office hours should be avoided unless there is some emergency. After all every one work for the wellbeing of their family and do deserve a peaceful and joyful family life after the office hours. Being happy doesn’t mean everything’s perfect. wo new studies reveal how altering the composition of trees in forests is influencing not only the carbon cycle, but air surface temperatures to a significant degree as well. The results highlight how human-made changes to forests hold more severe consequences than previously believed. Worldwide, reforested areas are increasingly prominent; for example, in Europe, 85% of forests were managed by humans as of 2010. Strong favoritism of foresters to plant more commercially valuable trees -- such as Scot pines, Norway spruce and beech -- has resulted in reforestation of 633,000 square kilometers of conifers at the expense of broadleaved forests, which decreased by 436,000 square kilometers since 1850. To gain more insights into the impact of this favoritism, Kim Naudts and colleagues reconstructed 250 years of forest management history using a land-cover model, but also included forest management factors such as changes in tree species. Their analysis reveals that the conversion of broadleaved forests to coniferous forests caused significant changes in evapotranspiration and albedo, the amount of solar energy reflected from the Earth back into space. These changes, in combination with the release of carbon that is associated with managed forests, are contributing to warming rather than mitigating it. This is happening despite an overall increase in tree coverage. Thus, climate frameworks
should account for land management practices in addition to land cover when trying to mitigate warming, the authors say. A second study describes how changes in global forest cover are affecting the fluxes of energy and water between the land and the atmosphere, and how this process can vary across different forest regions. In the past, the degree to which biophysical effects of deforestation can influence climate have been debated in the scientific community, but these results shed new light on the matter, suggesting that aridness and forest type are important variables. Such data could better inform climate treaties, the authors, Ramdane Alkama and Alessandro Cescatti, note. Their analysis, based on satellite data of surface temperature and variations in forest cover, reveals that forest clearing is causing an increase in average and maximum surface temperatures, except at the northernmost latitudes. They note that evapotranspiration plays a key role in how forest clearing impacts temperatures, since arid areas show the strongest warming pattern, followed by the temperate, the tropical, and the boreal zones. Together, these two studies demonstrate previously unappreciated complexities of the role that forests play in affecting the carbon cycle and air surface temperatures. or any nation, securement of its National Interest (NI) is it’s first and foremost priority. Hans Morgenthau has put it this way“The meaning of National Interest is survival- the protection of physical, political and cultural identity against encroachment by other nation-states”. India as a sovereign independent nation has always been trying to secure its NI particularly in terms of maintaining cordial relationship with its neighbors with regard to its borders. Under no condition can India jeopardize its NI due to itsy-bitsy internal skirmishes. The integration of princely states in to the Indian Union was a herculean task and even after attaining independence, India has witnessed several uprisings posing grave threat to the national integrity of India. The signing of the “Peace Accord”, “Naga Accord” or “Framework Agreement” (interchangeably used) has drawn flaks from all across the country. Neither the Government of India nor the NSCN IM which has signed the Accord on behalf of the Nagas has come out clear on this issue. The NSCN IM ultimate demand has been the integration of Naga inhabited areas of Asom, Manipur, Arunachal Pradesh, Myanmar and consolidating it to “Nagalim” (Sovereign Independent State of the Nagas). The Nagas have their own distinct history and were

The Naga villages could be compared with that of the Greek ‘citystates’. With the coming of the British empire, they annexed some portion of the Naga Hills but they also took into consideration the uniqueness of the Nagas culture and tradition. The Nagas bestowed its mandate on the Naga National Council which was spearheading the Naga National Movement at that time through the Naga Plebiscite of 1951 wherein 99.9 % of the Nagas voted for a sovereign independent state. However the people’s aspirations were shattered with the signing of the Shillong Accord in 1975 led by the Naga National Council whereby the NNC accepted the Constitution of India on their own volition and agreed to lay down their arms and it was also agreed that the representatives of the underground organisations would have reasonable time to formulate other issues for discussion for final settlement. However any rational person can conclude that since the NNC has already accepted the constitution of India, any settlement arrived at will be within the Constitution of India and not otherwise. The question for a Sovereign Independent Naga state therefore does not arise. This was the biggest blunder committed by the NNC and till date the Nagas have not reposed their

Article 2 and 3 of the Indian constitution deals withformation of new states and alteration of state boundaries and their names but no state would agree to part their land in order to transpire the idealistic notion of the NSCN-IM i.e ‘Nagalim’. As such, the demand for absolute sovereignty is more or less a dream. 2. Relations with South East Asia: During the former Prime Minister P V Narashima Rao’s regime, the ‘Look East Policy’ was initiated with an aim to improve India’s relationship with the South East Asian Nations as well as to contain the growing power of China. However this was not transpired and continued to be implemented only in paper. When PM NarendraModi came to power, the ‘Look East Policy’ was changed to ‘Act East Policy’ to accelerate the relationship with SEA. It would facilitate new avenues to improve and strengthen India’s relation with South East Asian Nations. Also, there has been conflict over the South China Sea and as such India has been making efforts to make its presence more aware in the South China Sea by tying up with South East Asian nations. Already India has diplomatic relations with many of the ASEAN countries and have signed pacts with Indonesia and Vietnam. India’s oil company ONGC Videsh and PetroVietnam have signed a mutual cooperation
agreement on the exploration of several South China Sea oil blocks. Recently, India has signed pacts with Thailand concerning trade relations as well as signing of MoU between Nagaland University and Thailand University. The booming economy of ASEAN has drawn the interest of many nations including India and granting sovereignty to the Nagas would obviously mean strained relationship with the South East Asian Nations. 3. Threat to National Integration:National Integration is what India has always been concerned about.It is an undeniable fact that India is a diverse country with multi ethnicity, language, culture and tradition. As such the framers of the constitution took into consideration the need to have a constitution that is congenial for every section of the society. But despite framing such viable constitution there was demand for separate nation by the Tamils demanding for ‘Dravida Nadu’. There has also been demand for ‘Khalistan’ by the Sikhs emancipating for ‘Greater Punjab’. India has faced threat from insurgent groups from Kashmir, Bengal, Manipur, Asom etc. Thus, even if the present Nagaland state is granted sovereignty, there will be hullabaloo over the entire India which the Government of India cannot risk to let the country burn up in flames. The 12th Nagaland Legislative Assembly, in the 12th Session, in an Opposition-less House, passed the Bill for a new private Catholic University, on the 14th July 2016; to be called the ‘St. Joseph Catholic University’. This enactment by the State Legislative Assembly may aptly be regarded as its ‘Vision 2030 Legislation 2016’. The new University is named after St. Joseph the carpenter and the foster father to our Lord Jesus Christ; who is the patron-saint and the embodiment of dignity of labour. The keynote concept to the new Catholic University, was enunciated in the editorial article “The critical challenges to Higher Education in the North East”, by the Principal of St. Joseph College, Jakhama; Rev. Dr. Sebastian Ouseparampil, M.A., M.P.H., Ph. D., in the Eastern Mirror, on the 13th July 2016. The Bishop of Kohima Dioceses, Most Rev. Dr. James Thoppil, the Priests, the Nuns and the Members of the DMI Foundation Nagaland, deserve accolades; for their telescopic vision to the future of the youth of the State. Their contributions to today’s generation are testimonies to tomorrow’s attainments towards a better generation. PRO said all service providers operating in Nagaland have been directed to allow sale of SIM cards only in the authorised points of sales. In this connection, PRO said law enforcing agencies have already had meetings with representatives of all mobile operators that have presence in the state of Nagaland and have been made aware of the menace. Therefore, police warned that the in-charge of zones, districts and regions would also be held accountable if the problem persists. Meanwhile, police have also requested all the citizens to refrain from buying pre-activated SIM cards as the society was at risk. If anyone comes across any shop that told pre-activated SIM cards, one could report the matter to the nearest police station or email to spcrime-ngl@nic.in. Police assured that anonymity would be maintained and action would be taken against the defaulters.

SRINAGAR, JUL 22 (PTI): Fresh clashes broke out between protestors and security forces in Kashmir today after Friday prayers killing one youth, raising the death toll to 45 in the unrest that erupted two weeks ago, even as Union Home Minister Rajnath Singh is set to visit the Valley on Saturday. As the PDP-BJP government battles the unrest following the killing of Hizbul Mujahideen commander Burhan Wani in an encounter, Singh will be in Kashmir for two days in a bid to calm down tensions and reach out to people in the first high level visit from the Centre after violence broke out on July 8. After a brief spell of relative calm, reports of stone pelting were received from many places in the curfew-bound Valley, mostly in Baramulla, Kupwara and Pulwama districts, as clashes continued through the evening. Curfew remained in force in all 10 districts of the Valley due to apprehension of law and order problems in view of large gatherings for Friday prayers. A youth identified as Mushtaq Ahmad Bhat sustained severe injuries in the abdomen after being hit by pellets during protests at Chursoo in Awantipora area of Pulwama this afternoon after Friday prayers, a police official said. He said Bhat was rushed to SMHS hospital here but succumbed to injuries. This was the first death in fresh clashes in the Valley since Monday when three persons were killed in army firing at Qazigund in Anantnag district. DIMAPUR, JUL 22 (NPN): Taking a serious note of “unscrupulous elements” continuing to indulge in pre-activated SIM cards business despite repeated warnings, the Nagaland police have warned that strict action as per law would be taken against those people found indulging in such illegal activity. In a press release, SP(Crime)& PRO, Nagaland Police, M. Tungoe, stated that rules clearly prescribed the procedures to be adhered to before a SIM card was issued and activated, which included filling up the Customer Acquisition Form (CAF), providing proofs of Identity and Address, photographs etc. Only after those norms were followed and authenticity established, PRO said a SIM card could be issued to a customer, adding that all service providers were also required to follow a call back verification procedure before phone/ SMS/internet services were activated on a new SIM card. Therefore, PRO said any preactivated SIM card available in the market was illegal. Stating that tele-verification for new

CHENNAI/NEW DELHI, JUL 22 (IANS): An AN-32 transport aircraft of the Indian Air Force (IAF) with 29 people on board went missing on Friday over the Bay of Bengal off the Chennai coast, and remained untraceable till evening despite a full-scale search and rescue mission. Those on board included six crew members and personnel from the IAF, army, navy and Coast Guard. The aircraft took off from Tambaram Air Force Station in Chennai at 8.30 a.m., and was expected to land at Port Blair in the Andaman and Nicobar Islands at 11.30 a.m., officials said, describing it as a “routine sortie”. A massive search and rescue operation involving aircraft, helicopters, ships and a submarine was launched immediately to find the plane that went missing around 300 km off Chennai, and will continue through the night.

The incident comes a year after a Coast Guard Dornier aircraft with three crew members on board for a routine surveillance flight went missing. The search team found its black box nearly a month later. The skeletal remains and personal belongings of the crew members were recovered from the sea bed off the Tamil Nadu coast.

Antonio Guterres the eighth occupant of the post in the Organisation’s 70-year history. He took office in January 2007 and will be ending his 10-year tenure on December 31, 2016. Under the UN Charter, the Organisation’s top official is appointed by the General Assembly on the recommendation of the Council. The election process for UN Secretary General has been unprecedented this year with the General Assembly taking a more active role in the selection process, aiming to make it more transparent and inclusive. For the first time in history, the candidates were asked to submit their resumes and to take part in informal briefings with the Assembly. Along with the informal hearings, the UN last Tuesday held its first-ever globally televised and webcast townhallstyle debate in the General Assembly Hall, where 10 of the 12 confirmed candidates took questions from diplomats and the public at large.

Chicago-based Shalabh “Shalli” Kumar, who heads the Republican Hindu Coalition (RCH), told a group of Indian reporters yesterday that he and his family have already donated USD 1.1 million to the Trump Campaign. With this, he is among the top 14 donors for the Trump campaign. “The Kumar family in total would contribute USD 2 million for the Trump Campaign and the Republican Party. It is in the best interest of the India-US relationship that I have decided to work for the victory of Trump in the November general elections,” Kumar said. Kumar said he is planning to hold a mega rally sometime in September in the Tri-State area of New York, New Jersey and Connecticut to showcase the support of Indian-Americans for Trump. He met the Republican presidential nominee last week and claimed that Trump’s presidency would take India-US relationship to new heights. “Under a Trump presidency, forget about F-16 to Pakistan,” he said. Declaring that he alone has the leadership strength to secure the homeland and rejuvenate the economy, the billionaire real estate mogul offered himself as a “law and order” candidate and made a direct appeal to blue-collar Americans who have felt left behind in the 21st century. “The forgotten men and women of our country — people who work hard but no longer have a voice: I am your voice,” Trump said in a long address to fired-up delegates on the closing night of the Republican National Convention. Rather than pivoting to the political middle with an uplifting address, Trump punctuated the turbulent fourday convention with a heavy speech with simple declarations. And he focused inten-

While news agency Reuters said multiple deaths are feared, AFP has reported one death and injuries to ten people. Germany’s Muencher Abendzeitung reported that up to 15 people were killed in a shooting in a shopping mall in the southern city of Munich. After the straw poll, former Portuguese prime minister Guterres, who served as UN High Commissioner for Refugees for 10 years, emerged as the frontrunner, according to diplomats who spoke on condition of anonymity. The day long Music carnival will be marked with music workshops on piano, choral music, violin, guitar and voice. The concept of the festival is to bring music students from across the city and to disseminate music learning skills amongst the students, and also to extend an opportunity to those who do not have formal access to music education. Richards said the Stones were hoping to play some European dates next year and would “love to” perform in the UK. “I think it’s on the menu somewhere,” the 72-year-old said. The new album was confirmed by the band earlier this year at the launch of Exhibitionism, a career retrospective at London’s Saatchi Gallery.

Altogether 51 participants are participating in seven different categories including Junior category (U 19-single), Senior category (men’s single and doubles), 4 categories of Sub-veteran (35 years & above- doubles) and Veteran category (40 years and above) respectively.

Kolkata, Jul 22 (IANS): The RP-Sanjiv Goenka Group, which co-owns Indian Super League (ISL) franchise Atletico de Kolkata, is coming up with a Rs. 500 crore football academy in the city’s vicinity, a top company official said on Friday. Group chairman Sanjiv Goenka said the proposal for the project, comprising a football academy, a stadium along with a 120-room hotel, has been submitted to the West Bengal government for its approval. “The land has been identified. It will be a football academy with a small stadium to start with, which will be developed later. There will also be a 120-room hotel and training facility. The total investment is Rs. 500 crore,” Goenka told mediapersons here. “We have submitted the proposal to the state government. As soon as we get the approval we will move ahead with the project. The first half of the project (stadium and academy) will be completed within one year from the date of approval,” he said. Declining to detail more, Goenka said the “selfsustaining” project will be on less than 50 acres of land and will come up in the city’s vicinity. “The self-sustaining venture will be the first of its kind in the country.

London, Jul 22 (Agencies): When Dipa Karmakar launches into her soaring vault at the Rio Olympics, chances are that only a handful of people will be aware that the foundations of the skill were built on (Do It Yourself) DIY apparatus made from secondhand parts of a discarded scooter. “We initially had no apparatus and had to use our imagination to improvise,” Karmakar’s coach Bisweshwar Nandi told Reuters in an interview. “For example we stacked eight to 10 crash mats on top of each other to make a vaulting platform. We bought second-hand springs and shock absorbers from discarded scooters, then asked a local carpenter to make some kind of a spring board with the bits. “So when Dipa first started to vault, she used to jump from this onto a pile of mats.” In August, the gymnast will get a chance to show the world just how far she has come since her rather primitive start in the sport when she attempts a daring Produnova vault. North Sound (Antigua), Jul 22 (PTI): Virat Kohli cantered to his maiden double century in Tests as India cruised to 404 for 4 at lunch on day two of the series opener against the West Indies here today. Kohli (200* off 281 balls ), resuming at an overnight 143, reached the milestone at the stroke of lunch and was ably supported by Ravichandran Ashwin (64*). The duo batted the entire session, extending their fifth wicket stand to 168 runs as the West Indies failed to pick up a wicket in 29 overs. The double century was also first for Kohli at the First Class level with his previous highest being 197. India had started off the day at their overnight score of 302/4, with the two batsmen looking to bat as long as possible. And it was obvious from their watchful demeanour, as the West Indies had opted for the new ball straightaway. He vowed that the government would continue its work defending the “lawful rights” of the athletes. The Kremlin “still does not agree with any generalised decisions and resolutions on the basis of collective responsibility,” Peskov said. The CAS on Thursday rejected Russia’s appeal over the Olympics ban on the country’s athletes caused by the recent doping scandal. The decision, however, left the door open for some athletes who “fulfil certain specific criteria” to be allowed to compete in Rio.

Indian men’s junior cyclists No 1 in team sprint N EW D ELHI , J u l 2 2 (Agencies): In an unprecedented first for Indian cycling, the men’s junior team finds itself ranked No 1 in the Team Sprint category as per the Union Cycliste Internationale (UCI) ratings release. According to the latest rankings released this week and which are updated every three months - the Indian men’s junior team has moved from a previous rank of 11th place to top of the table, with a tally of 1012.5 points. At second is Poland, with 960 points, followed by Korea at third with 900.
“This is history, let me tell you,” Onkar Singh, Secretary General of the Cycling Federation of India, told TOI Sports. “I think this is the first time we’ve broken into the top 100. When we took over the federation in 2013, India was ranked 149th in the world. So in just about two-and-a-half years, see how far we’ve come. These boys are 14-15 from and from all parts often country, training under our coaches’ supervision at our academy.” Other good news, junior men’s team cyclist Sanuraj is ranked tenth in the individual Keirin category. There was
further improvement for India in the women juniors table too, where in the Team Sprint the cyclists moved up four places to occupy eighth place. Cyclist Anu Chotia enjoys two top-20 rankings as per the UCI, at No 8 in the individual 500m time trial and 19th in the Sprint category. In the Women Elite table, India are at 18th place while in the 500m time trial, Deborah Herold sits at sixth having reached the unprecedented high of fourth+ in December. “These rankings reflect the success of our boys and girls over the past six months,
based on registered and unregistered events as per UCI, some events on the Indian circuit and some international competitions,” said Singh. “We are looking at the 2020 Tokyo Olympics. That is our goal right now. We’re on the right track.” While there is no Indian participation at the ongoing UCI Junior Track Cycling World Championships that runs from July 20-24 at the headquarters of the UCI in Aigle, Switzerland, Singh reveals that there should have been in the form of two members of the men’s junior team, Sanuraj and Sahil Kumar.
45 failed tests from Beijing and London

London, Jul 22 (Agencies): Forty-five athletes have failed dope tests after their samples from the 2008 Beijing Olympics and 2012 London Games were reanalysed, the International Olympic Committee (IOC) said on Friday. The results are from a second wave of retests and take the total number of athletes who tested positive for prohibited substances to 98, the IOC added in a statement. Of the 45 failed tests announced on Friday, 30 were from Beijing, including 23
medallists, and 15 were from London. The IOC did not say if any of the London athletes had won medals. “The new reanalysis once again shows the commitment of the IOC in the fight against doping,” IOC President Thomas Bach said. The IOC stores samples for a decade in order to re-test using newer methods or to look for new drugs. The results are part of the IOC’s re-testing of samples from past Games to keep cheats from competing at the Rio de Janeiro Olympics in
August. The athletes are being informed, after which proceedings against them can begin. All athletes found to have infringed anti-doping rules will be banned from competing at the Rio Olympics. The failed tests will raise further speculation about the extent of doping at the Games, just weeks before the Rio Olympics starts. Doping scandals have plagued the build-up to the world’s biggest multi-sports event with Russia potentially facing a complete Games ban following the publication of the McLaren report on Monday. The report revealed evidence of a systematic and widespread state-sponsored doping by Russian athletes at the 2014 Sochi Winter Olympics. The second wave of retests included 386 samples from Beijing, involving four sports and eight countries. There were 138 samples retested from London 2012, involving athletes from two sports and nine countries. The third and fourth waves of tests are expected to continue throughout and after
the Rio Games. No more tenure after nine ISL: FC Goa fine years in office: Lodha panel reduced but New Delhi, Jul 22 (PTI): The Supreme Court-appointed Lodha Committee on Thursday clarified to the state associations that any office-bearer who has cumulatively or separately completed nine years in office before or after July 18 will be disqualified from contesting elections. Sources told PTI that the committee on Thursday sent an e-mail communication to BCCI President Anurag Thakur and secretary Ajay Shirke asking them to inform the state associations with queries in this regard. The two questions asked by a number of state associations are: 1) Are individuals who have cumulatively completed nine years as Office Bearers of a State Association disqualified from again becoming office bearers? 2) Is the 9-year disqualification period to be reckoned only commencing from the date of the judgment (18.07.2016) or does it include tenures as office bearers prior to that date? The committee in their clarification pointed out: 1) Any individual who has cumulatively completed a period of nine years as an Office Bearer of a State Association stands disqualified from contesting elections or holding a post in the Association.

The committee also requested BCCI to ensure that state associations are informed in this regard. “This clarification may be kindly intimated to the various State and Member Associations, so that individual missives to either the BCCI or this Committee on this count may be avoided. This is in addition to the direction sent on Wednesday that the BCCI and the State Associations put on hold all elections and electoral processes,” it concluded.
New Delhi, Jul 22 (Agencies): FC Goa will start on level terms in the third edition of the Indian Super League. Following an apology, the ISL’s appeals panel decided on Friday that the Goan side will not be docked 15 points for an unruly incident after the final of ISL 2 last December. However, FC Goa coowners Srinivas Dempo and Dattaraj Salgaocar have withdrawn their stakes from the team. Both Dempo and Salgaocar had their bans overturned on Friday. FC Goa will now have two coowners - Videocon and Virat Kohli. In May this year, FC Goa were punished by the ISL regulatory commission for their poor behaviour after being beaten 3-2 by Chennaiyin FC in the final at Goa’s Fatorda Stadium on December 20. FC Goa officials had alleged match-fixing and also criticised match officials. Chennaiyin’s star player Brazilian Elano Blumer was arrested for allegedly beating an FC Goa owner. It was NDTV which first showed that Elano was not the culprit. Former Indian captain Baichung Bhutia also criticised FC Goa.
