KOHIMA, JUL 22 (NPN): Amid high political drama, Nagaland chief minister, T.R. Zeliang on Saturday installed his council of minister by appointing 10 cabinet ministers including two BJP MLAs. Nagaland Governor, P.B. Acharya administered the oath of office and secrecy to the 10 ministers at Raj Bhavan Saturday evening. (See Table) Earlier, there was confusion regarding the cabinet list put up by the Governor’s office where EE Pangteang’s name was mentioned in serial no. 7 out of 11. However, the Chief Minister’s Office later issued the final list of 10 members leaving aside Pangteang. This was

later clarified that the 11th person was supposed to be Noke Wangnao. Unlike other days, the swearing-in ceremony was a low key affair with very thin attendance as some legislators, in support of T.R. Zeliang, and even senior bureaucrats gave a miss to the function held at the Durbar Hall. Among those present were Lok Sabha MP, Neiphiu Rio, NLA Speaker Imtiwapang Aier and BJP state president Visasolie Lhoungu. Earlier, TR Zeliang took oath as the 19th chief minister of Nagaland on July 19 at Raj Bhavan Kohima. He later proved his majority by winning the

DIMAPUR, JUL 22 (NPN): PWD (R&B) has condemned the action meted out to two officers of Peren PWD (R&B) division allegedly by the mob of Gaili village, Peren district on July 19 last. In a press release, PWD (R&B) chief engineer, Er. K Rhetso, requested the authority to take appropriate action on the culprits. According to chief engineer, two officers – Er. Vimeto Pusa, SDO, PWD (R&B) Jalukie division were allegedly manhandled at Npangreu river when they were on duty to inspect the damage of sub-ways of bridges under construction in between Punglwa and Jalukie. PWD (R&B) chief engineer said it was “very unfortunate” that the public resort to such violent actions while performing official duties. The department said unprecedented rains during the year have damaged many roads and bridges in the state causing much inconvenience to the public. However, it said that such damages caused during natural calamities cannot be controlled and restored or set right within a few days. Asserting that the departmental site officers were working under constrained circumstance and were trying their level best so the road users were not inconvenienced, the department has therefore appealed to the public to show restraint and understand the situation before resorting to such inhuman actions.

Says, polluted leaders removed from NPF for good
DIMAPUR, JUL 22 (NPN): NPF president and former chief minister, Dr. Shürhozelie Liezietsu described the present political crisis in the party as “a blessing in disguise” and also “a God-given opportunity to screen out the grain from the chaff.” He said this while addressing party functionaries at his private residence Saturday disclosed NPF Media & Press Bureau. Dr. Liezietsu said party leaders were able to clearly identify “the polluted leaders and had filtered them from the party for good.” He said only the faithful leaders remained in the party and that NPF will be able to work peacefully and conveniently for the welfare of Naga people and the party. Dr. Liezietsü said the 11 MLAs who stood firm with the party were the “seeds of NPF party”. Urging party leaders and workers to stand firm on their conviction and principles, Dr. Liezietsu said NPF would grow taller and stronger with the faithful and dedicated leaders to lead the party.
Coming down heavily on the BJP-RSS ideology and principles, Dr. Liezietsu reminded that NPF had severed all ties with the BJP to protect the identity and the rights of the Nagas. He said due to alliance compulsions, on many occasions the NPF could not speak out the truth. However, after cutting off ties with BJP, he said NPF will have no hesitation to speak the truth for the Naga people. Making it clear that NPF was not against Hinduism, Dr. Liezietsu said NPF was against BJP’s strategy to create disturbance in Naga politics. He continued his attack on Governor PB Acharya, whom he described as a hardcore RSS pracharak, who violated all the constitutional provisions and established laws to bring down his government. However, he said Acharya will never achieve his dream to install a BJP government in Nagaland. Dr. Liezietsu acknowledged Prime Minster Narendra Modi for courageously supporting and strengthening the ongoing Naga Peace process and on curbing cor-
ruption. He further cautioned party leaders that TR Zeliang and group were now preparing to destabilise the NPF after having destroyed the party government. He said if party leaders stood committed and firm, no force of money or power can destroy the party. Dr. Liezietsu said he was optimistic the NPF party will rule beyond 2018 after the “rotten potatoes were removed from the sack”. On MKR Pillai case, Dr. Liezietsu wondered as to why so many legislators had expressed strong reservations about handing over the case to CBI for inquiry. NPF legislator C.L. John in his short speech, termed the present crisis as “vitamin” for the party and a filtration of the corrupted MLAs from the party which will make it stronger. He also said that the crisis was revival period for the party to go stronger. Yitachu MLA in his speech said NPF party was growing from strength to strength and even expanding its wings to other Nagainhabited areas. (Cont’d on p-7)
Rumblings over ministry formation ZBK reacts to ASTD Correspondent
KOHIMA, JUL 22 (NPN): All’s not well within the group of legislators led by chief minister T.R. Zeliang as there are rumblings of discontentment from those who did not find a berth among the 10 cabinet sworn-in on Saturday at Raj Bhavan. T.R. Zeliang was sworn-in as chief minister on July 19 and won the floor test by 47-11, when the fact remains that there is no opposition in house and the government is supposed to be an “all-party”. Several aspirants, most of them senior legislators who did not find their names in the cabinet list, have openly expressed their unhappiness. This was evident when senior leader from Longleng district Pangnyu Phom walked straight up to chief minister T.R. Zeliang and Lok Sabha MP Neiphiu Rio, soon after the swearing-in ceremony ended. Pangnyu did not mince words when he told both in Nagamese-- “Ami Kushi Pa Nai” (I am not happy). He told media persons that he was “very disappointed and angry” for being overlooked
despite having played a major role in the recent rebellion. Another senior legislator inducted into the cabinet, Y. Patton expressed unhappiness for being downgraded in the cabinet list, which was No.3 now to No.4. Interacting with media persons, chief minister T.R. Zeliang said all the problems would be ironed out soon and that appointments of parliamentary secretaries and Advisors would follow suit. When asked the reason for Pangnyu’s resentment, Zeliang opined it was probably because he was not inducted into the cabinet. He justified the exclusion on the ground that there was need for maintaining tribe equation within the NPF-BJP government. Zeliang expressed confidence that it will be smooth sailing for his government and assured that all disgruntlement would be resolved soon. Asked about Patton being unhappy for being listed as No.4 in the cabinet list, Zeliang said Patton had misunderstood it adding, “this was not an Assembly sitting arrangement but only for swearing in.” Patton could not be contacted
ACAUT responds to GPRN/NSCN DIMAPUR, JUL 22 (NPN): Affirming that no tax demand would be entertained, ACAUT Nagaland through its media cell on Saturday said that 1951 plebiscite did not authorise nine factions to collect tax from the Naga people. ACAUT was reacting to the contention of the GPRN/NSCN that the Naga people during 1951 Plebiscite pledged “to support the Naga movement by way of providing ration...” ACAUT said that the factions, if anything, were living “on borrowed times” gasping for much needed oxygen. However, it added that “negative tendency” of the factions to harass grassroots leaders and the general public could “hasten the drying up of this oxygen supply.” Further, ACAUT also urged the GPRN/NSCN not to peddle lies or accuse

with “unfounded allegations.” Admitting that the Assam Rifles surrounded the area where DUCCF members and “SS Col. Tokugha were holed up”, ACAUT said it was also a fact that DUCCF appealed to AR not to arrest Tokugha. “So this is the real story of how Tokugha escaped,” it said. ACAUT said if GPRN/NSCN has any iota of honour then it should be publicly thank DUCCF for saving Tokugha rather than again threatening DUCCF. “This attitude speaks volumes about GPRN/NSCN and therefore its contention that Tokugha has been dealing with DUCCF in a most friendly atmosphere is laughable,” ACAUT said. Meanwhile, ACAUT reminded the factions that Military Intelligence and NIA have tons of dossiers with regard to their activi-
ties. It said that those information would be “definitely used to implicate them” if the Government of India so desired as in the case of 24% salary deduction case leading to the arrest of officers from the social welfare and land records departments. ACAUT also said there had been instances where members of the factions and their family members were waylaid, killed or arrested after their phones tapped. ACAUT said it was therefore “absurd” to accuse DUCCF members of informing Assam Rifles about the presence of Tokugha when phone numbers of all UG rank and file were probably tapped. ACAUT advised GPRN/NSCN to work towards holding talks with the government of India for a Naga settlement rather than squabbling with ACAUT or DUCCF.
Landslide cuts off KiphireTuensang road Correspondent
KIPHIRE, JUL 22 (NPN): A major landslide that occurred near High Bridge under Kiphire district has completely cut off the road between Kiphire and Tuensang. It may be mentioned that the landslide occurred following heavy downpour on the night of July 21. According to official report from the office of the Executive Engineer, PWD (National Highways) Kiphire Division, the restoration work of the said road could take more than four days. In this regard, commuters have been requested to bear with the inconvenience as the department has put in all efforts to restore the road at the earliest.
as he had left soon after swearing-in and also did not join his colleagues for dinner provided at Raj Bhavan. There was also confusion over the swearing-in of EE Pangteang whose name was on the list. At the last moment, Noke’s name was called much to the annoyance of Pangteang. Asked about it, Zeliang said Noke could not be informed as he was out of station but that he would be sworn-in on Monday at 9 a.m. When asked why P. Paiwang Konyak former minister and BJP MLA was dropped, Zeliang said it was directive from the Central BJP. However, when contacted state BJP president Visasolie Lhongu said he was not aware of the arrangement and that he was not informed. Zeliang also informed that he will not suspend those members who had voted against him during floor test held on July 21. Meanwhile, some aspiring MLAs, who were in support of Zeliang, said they did not attend the swearing-in ceremony since they were ignored and left out despite sacrificing themselves during the entire political crisis.
DIMAPUR, JUL 22 (NPN): Zeliangrong Baudi Kohima (ZBK) has expressed strong resentment at the statement of Ao Senso Telongjem Dimapur (ASTD), which rejected TR Zeliang as chief minister. In a press release, ZBK president, Kairinpibou Chawang, and general secretary, Kenlum Hemang, said ASTD statement was a direct discrimination and challenge to Zeliangrong community as TR Zeliang was also a member of the community. The Baudi stated that Zeliang was democratically elected by majority including Ao MLAs, adding that he was also an elected member from Peren AC. “TR Zeliang an elected member from selected from the Zeliangrong elector of Peren and not by ASTD is a well known fact which ASTD should understand while rejecting him,” ZBK said. Stating that a chief minister was for the whole state and not only for ASTD, the Baudi asked how could “a very civilised Ao organisation of Dimapur stoop so low and selfish.” The Baudi said that there should be no discrimination against each other out of selfish interest and motive. It said that whether a major tribe or a minor tribe justice should prevail, adding that all were equal in the eyes of God. Further, the Baudi said the ASTD statement, which was “highly influential for tribalism in a near future”, should be avoided and condemned by all Nagas. Meanwhile, ZBK has appealed for unity among Nagas, saying it strived for prosperity of the Nagas.
Therie reacts to Dr. Shürho’s allegation DIMAPUR, JUL 22 (NPN): NPCC president, K. Therie has reacted to reports on the allegations levelled against him by former chief minister, Dr. Shürhozelie Liezietsu that he had joined hands with Neiphiu Rio and T.R. Zeliang to remove him. In a rejoinder, Therie said since the Congress did not want to fight two elections in six months’ time, the party had raised the issue of the provision of RP Act 1951 section 151A, about holding of the byeelection. Based on the laid down provision, Therie said, if read correctly, it appears that the bye-election cannot be held if the remaining tenure is less than one year. Citing this, Therie said it had nothing to do with the individual. He rather accused all NPF leaders of following RSS-BJP political wing as
their godfather. Therefore, Therie said he had no business in interfering in the internal squabble of NPF, nor could he have done anything. On a personal level, Therie said he had no grudge with either Neiphiu Rio or T.R. Zeliang since they were friends and colleagues and travel in the political axis. “Maybe we are travelling in opposite directions today but tomorrow, we will surely meet again when the circle completes,” he said. Despite having the support of all the MLAs in the 60-member house, Therie said NPF has utterly failed to manage and was therefore accountable for four chief ministers in the 12th NLA. “An eye for an eye and greed, have blinded NPF and its trailers as they have abandoned the people and the state,” he added.
Even after calling BJPRSS as natural ally and extending unflinching support to BJP Presidential nominee, Therie said BJP has abandoned NPF and that the fracture of NPF was beyond redemption. Therie said Dr. Shürhozelie was right on saying that his (Therie) friends had kicked him out. “I don’t know who is kicking out whom in NPF now as everyone appears to be dressed in Boots. So it is, as you sow, so you reap,” Therie stated. Therie said he was rather happy when Dr. Shürhozelie took over as CM, saying he expected him to be reasonable and systematic. However, Therie said he was terribly wrong again when he saw Dr. Shürho’s son appointed as advisor to CM. He also could not stop his habit of suspension, he said. (Cont’d on p-7) K Y M C
