The protest march was largely peaceful before the explosions struck as the demonstrators sought to march on the presidential palace, waving flags and chanting slogans such as “death to discrimination”. The 500-kilovolt TUTAP power line, which would connect the Central Asian nations of Turkmenistan, Uzbekistan and Tajikistan with electricityhungry Afghanistan and Pakistan, was originally set to pass through the central province. But the government rerouted it through the mountainous Salang pass north of Kabul, saying the shorter route would speed up the project and save millions of dollars.
Lack of funds hit Doordarshan Kendras in NE G U WA H AT I , J U L 2 3 (AGENCIES): Production of programmes across 12 Doordarshan Kendras in the North East has been hit due to lack of funds from Prasar Bharati. Four months into the new financial year, Prasar Bharati is yet to allocate funds under the professional and special services head to the 12 Kendras in the region, official sources said. “This (lack of funds) is a perennial problem,” a source said and added that kendras in other parts of the country received funds on time. “Doordarshan Kendras of NE have been suffering as they are not in a position to produce (record) programmes due to paucity of funds. An extraordinary situation prevails here. The employees are totally demoralized. They have been rendered almost jobless due to lack of programmes to produce,” the source said. “News bulletins are aired for half an hour but recorded programmes have maximum air-time. The programme production centre (NE) of Doordarshan runs a 24-hour satellite channel with contribution from other Kendras. Due to lack of funds, all the Kendras have stopped producing (recording) programmes and the same programmes are repeated again and again,” the source added. The funds crunch has also hit production of programmes to showcase different government schemes and initiatives.
KABUL, JUL 23 (AGENCIES): Islamic State group jihadists claimed responsibility for twin explosions today that ripped through crowds of Shiite Hazaras in Kabul, killing at least 80 people and wounding 231 others in their first major attack in the Afghan capital. The bombings, apparently aimed at sowing sectarian discord in a country well known for Shia-Sunni harmony, came as thousands of Hazaras gathered to protest over a multi-million-dollar power line. Charred bodies and dismembered limbs littered the scene of the attack, with ambulances struggling to reach the site as authorities had overnight blocked key intersections with stacked shipping containers to control move-
ment of the protesters. “As a result of the attack 80 people were martyred and 231 others were wounded,” the interior ministry said in a statement. “Based on initial information, the attack was carried out by three suicide bombers... The third attacker was gunned down by security forces.” T h e wo u n d e d ove r whelmed city hospitals, officials said, with reports emerging of blood shortages and urgent appeals for donors circulating on social media. The Taliban, who are in the middle of their annual summer offensive and are more powerful than IS, strongly denied any involvement in the attack. CHENNAI/NEW DELHI, JUL 23 (IANS): The search for the missing AN-32 aircraft of the Indian Air Force (IAF) continued on Saturday with Defence Minister Manohar Parrikar flying down to Tamil Nadu to personally monitor the operations but no trace of it was found till late evening. The search continued with more assets being pulled in, even as the rough seas posed a challenge. The AN-32 transport aircraft with 29 people on board went missing on Friday over the Bay of Bengal off the Chennai coast. IAF spokesman Wing Commander Anupam Banerjee told IANS that no signs of the missing aircraft were found so far. (Full story on p-5)

DIMAPUR, JUL 23 (NPN): Informing that heavy landslide has occurred between Lossami Junction and Old Phek junction due to incessant rains, the Public Works Department (Roads & Bridges) has advised the commuters not ply on the said road and use the alternative route -- Lossami Jn. to Phek via Layne road. In a press release, SDO (R&B) Phek, Er. Dennis Achumi, said the restoration work was in progress and cautioned the commuters that the soil was unstable and massive landslide was likely to occur anytime during this rainy season. Expressing regret for the inconvenience caused, the department has sought cooperation from all responsible.

MOKOKCHUNG, JUL 23 (NPN): The sudden termination of two teachers by authorities of a renowned school in Mokokchung, resulted in a stand-off between school authorities and students along with their parents. In this regard, the parents had reportedly called for a joint meeting with the school authority on Saturday at the Salangtem Community Hall, to address the grievances. However, it was reported that the school authorities failed to turn up. According to some student, the issue started after the sudden termination of two teachers (Maths and English) of class XII on July 19 and 20, allegedly for missing chapel attendance. The students said, after they got to know of the termination, a letter was submitted to the authorities seeking clarification for taking up such action in the middle of their academic session. However, they said there was no positive response. Later, they said the students along with the three school captains were called at the school courtyard, and were explained about the action. They also alleged that the school
had cautioned them for expressing resentment over the issue. For this, the students said they staged a protest near the school premises, demanding that the two teachers be re-instated at the earliest. They also said that if their demands were not met, with clear clarification, the protest would continue. Speaking on the sidelines, some of the parents stated that the two teachers were served with notices to tender their apologies in written, for not being able to attend the morning chapels, on or before July 22, 2016. However, they were terminated on the July 19 (Math teacher) and July 20 (English teacher), the parents stated. Meanwhile, a separate memorandum was also submitted to the school authorities on behalf of 11 individuals (parents), informing that the parents after through deliberation on July 23 demanded that the two teachers be re-instated by Monday. They have also called for a meeting between parents and the school authorities within three days. Failing to comply with the request, the parents said they would be compelled to take its own course of action and the school responsible for any consequences.
NEW DELHI, JUL 23, (AGENCIES): Warning black money holders of stringent action including imprisonment after September 30, Prime Minister Narendra Modi on Saturday said those with undisclosed wealth, most of which is parked in jewellery and real estate, should come clean to sleep peacefully. At a function jewellers organised to felicitate him, Modi said he is aware of people going to bullion merchants with “cartload” of money and a message has to be delivered to them to come clean using the one-time compliance window closing on September 30. Stating that people have been jailed in the past for evading taxes, he said the government should not be forced to resort to the same after September 30. “Aur us paap ko karna nahi chahata hu jo September 30 ko mujhe karna padega (I do not want to commit the sin which I will have to do after September 30 against black money holders),” he said. Under the Income Declaration Scheme (IDS) which opened on June 1, black money holders can come clean by declaring the assets by September 30 and paying tax and penalty of 45 per cent thereafter. Those who fail to take advantage of the scheme will have to face stringent actions, including imprisonment. The Income Tax department has already identified 90 lakh high value transactions without PAN. As part of the scrutiny, the department will initially issue 7 lakh letters to those who have indulged in such transactions seeking their details.

Sonowal-Naga Hoho pledge to work for peaceful coexistence DIMAPUR, JUL 23 (NPN): Assam chief minister, Sarbananda Sonowal told a delegation of the Naga Hoho that “dialogue and not disengagement” was the answer to the burgeoning distrust among the people living along the AssamNagaland boundary. Sonowal also pledged with the Naga Hoho for peaceful coexistence of people of the two neighbouring states notwithstanding the long standing unresolved boundary disputes. According to Assam CMO, the meeting with the Naga Hohoa delegation was held on Friday evening at Guwahati. During the meeting, Sonowal endorsed the idea of having constant interaction among the people living in the border areas for their peaceful coexistence. He also emphasized on having a forum where issues confronting both the states could be discussed in a congenial atmosphere, to find a way out for solution. Asserting
the need for frequent sporting and cultural exchanges between people of the two states, Sonowal called for a “collective will” for normalizing the situation prevailing along the border areas of Assam and Nagaland. He also urged the people living in both sides to maintain peace and harmony and thwart all nefarious designs of “anti-social elements who have been trying to blow the small incidents to a large inter-state confrontations”. It may be mentioned that as part of a civil society initiative being carried out by Nanda Talukdar Foundation, Guwahati to build bridge between the two states, the Naga Hoho called on Sonowal and discussed outstanding issues and vowed to “work together” for their early solution. The six-member Naga Hoho delegation was led by its president, P. Chuba Ozukum. Other members present were general secretary Mutsik-
hoyu Yhobu, secretary (Adm) Chitho Nyuso, secretary Assembly Elu Ndang, secretary customary and cultural affairs Mhonchumo and secretary Finance Riinguto. The convenors of the civil society initiative senior journalists Samudra Gupta Kashyap and Mrinal Talukdar were also present at the meeting. Acknowledging Sonowal’s concern, Naga Hoho president also called for peaceful coexistence and increased civil society interactions to ease out the differences and misunderstanding. Ozukum also invited Sonowal to Nagaland, which he had accepted in principle. It may be mentioned that the All Assam Students Union (AASU) and Axom Sahitya Sabha also took keen interests in the process with AASU actively associating itself with cultural and sporting activities in border areas while Sabha has activated its oldest branch in Kohima.
NPMHR, NSCN (I-M) condole Ahu Sakhrie’s demise DIMAPUR, JUL 23 (NPN): Both Naga People’s Movement for Human Rights(NPMHR) and NSCN(I-M) have expressed condolences on the demise of Ahu Sakhrie, second convenor of NPMHR, on Saturday morning in Kohima. Expressing shock at the sudden demise, NPMHR secretary general Neingulo Krome, in a message described late Ahu as a “brilliant human rights member” who was actively involved and committed for the uplift of the Nagas throughout his life. Krome also said late Ahu believed in protecting universal human dignity, rights and values. Further, Krome recalled that late Ahu, with his powerful oratory skills and dedication and as a strong propagator of the Naga cause, defended the right to life and free speech. Krome said his participation in various human rights rallies, workshops/seminars highlighting “atrocities committed by Indian Army” will be “highly regarded and always remembered”. Late Ahu’s contribution during the most difficult period of will also be forever etched in the history of the “Naga movement for sovereignty”, said Krome. NSCN (I-M): MIP expressed shock at the sudden demise of Ahu Sakhrie a founding member of NPMHR, its second convenor in 1978 after a brief illness in Kohima on Saturday. NSCN
(I-M) described late Ahu, from Khonoma village, as “one of the visionary leaders amongst Nagas” and a “truthful and committed social worker”. It also said late Ahu was a “down to earth person” who was well respected by people and involved in numerous ways for uplifting society. Further, NSCN (I-M) also said late Ahu was among those who was dedicated, sincere and courageous in all his social activities. It said late Ahu was not only a founding member but also the convenor NPMHR (Delhi sector) for many years. During the most difficult time that Nagas faced in the period of human rights violation, tortures, killings; late Ahu was the first person to file a petition in the Supreme Court against imposition of AFSPA and demanded withdrawal of draconian laws. NSCN(I-M) said till the last, late Ahu was actively involved with NPMHR and would be remembered for his “heroic deeds”. The vacuum caused by the demise will be difficult to fill and his departure is a loss not only to the family members, NPMHR and Angami community but also to Nagas, said NSCN(I-M). It offered its deepest condolences to the bereaved family and prayed that the Almighty God grant solace at their deepest mourning.
NPF Kohima welcomes Yhoshü into ‘main party fold’

DIMAPUR, JUL 23 (NPN): At a time when reconciliation seemed to have already achieved within NPF, the NPF Kohima division on Saturday organised a coordination meeting at Kisama Heritage Village to welcome who it described as “dissident” MLA from 14 Southern Angami-I Assembly Constituency, Vikho-o Yhoshü, into the “main NPF fold”. According to NPF Kohima Division, Yhoshü, who was in “Sovima camp”, joined the NPF along with his constituency party workers. It said Yhoshü joined the main fold in 2015 year end, but took months to arrange the coordination meeting “to welcome him back to the party fold.”
NPF Kohima division said on returning to the main party fold, the MLA expressed regret for taking wrong decisions. Yhoshü also expressed delight at “rejoining the NPF party at the right time and at the right moment.” Recalling the days of division within the NPF party, Yhoshü said it was his decision to join the Sovima camp. “Back then, I joined the Sovima camp with the belief that I was on the majority side. But the calculation was wrong, and this I have regretted till today,” Yhoshü said. He, however, maintained that all the NPF legislators should reconcile and come together under one fold keeping in mind the larger interest of
the party and the Naga people. MLA further said that the NPF was the party that would lead the Nagas at this juncture and urged the Naga people to rely their hope and belief on party leadership. “I waited enough to take the right decision,” Yhoshü said and thanked NPF Kohima division for paving the way to welcome him back, including his constituency party workers. Minister of social security and parliamentary affairs, Kiyanilie Peseyie, the in-charge of NPF Kohima division, heartily welcomed Yhoshü and his followers back to the party fold. Regretting the political mess within the NPF legislators, Peseyie, however,
called for unity among the party workers to strengthen the NPF-led DAN government. Speaking on the occasion, NPF Kohima division president, Goneiu Sirie, expressed delight at Vikho-o and his constituency workers rejoining the party fold. “Division will not take us forward,” Sirie said and appealed to other NPF legislators to join the “main party fold.” Others who spoke at the programme included 14 Southern Angami-1 A/c president Neiduto Rhütso, former president of the constituency Neilhouvi, NPF central vice president Tsumongo Ovung and Class-1 contractor, Vilelie Khamo. Earlier, the programme, chaired by NPF Kohima division working president Kesoneilie Theünuo, commenced with invocation by NPF Kohima division treasurer Suosahie Sachü while vote of thanks was proposed by NPF Kohima division vice president Vira Lhousa.
