The 500-kilovolt TUTAP power line, which would connect the Central Asian nations of Turkmenistan, Uzbekistan and Tajikistan with electricityhungry Afghanistan and Pakistan, was originally set to pass through the central province. But the government rerouted it through the mountainous Salang pass north of Kabul, saying the shorter route would speed up the project and save millions of dollars.
Lack of funds hit Doordarshan Kendras in NE G U WA H AT I , J U L 2 3 (AGENCIES): Production of programmes across 12 Doordarshan Kendras in the North East has been hit due to lack of funds from Prasar Bharati. Four months into the new financial year, Prasar Bharati is yet to allocate funds under the professional and special services head to the 12 Kendras in the region, official sources said. “This (lack of funds) is a perennial problem,” a source said and added that kendras in other parts of the country received funds on time. “Doordarshan Kendras of NE have been suffering as they are not in a position to produce (record) programmes due to paucity of funds. An extraordinary situation prevails here. The employees are totally demoralized. They have been rendered almost jobless due to lack of programmes to produce,” the source said. “News bulletins are aired for half an hour but recorded programmes have maximum air-time. The programme production centre (NE) of Doordarshan runs a 24-hour satellite channel with contribution from other Kendras. Due to lack of funds, all the Kendras have stopped producing (recording) programmes and the same programmes are repeated again and again,” the source added. The funds crunch has also hit production of programmes to showcase different government schemes and initiatives.
KABUL, JUL 23 (AGENCIES): Islamic State group jihadists claimed responsibility for twin explosions today that ripped through crowds of Shiite Hazaras in Kabul, killing at least 80 people and wounding 231 others in their first major attack in the Afghan capital. The bombings, apparently aimed at sowing sectarian discord in a country well known for Shia-Sunni harmony, came as thousands of Hazaras gathered to protest over a multi-million-dollar power line. Charred bodies and dismembered limbs littered the scene of the attack, with ambulances struggling to reach the site as authorities had overnight blocked key intersections with stacked shipping containers to control move-
ment of the protesters. “As a result of the attack 80 people were martyred and 231 others were wounded,” the interior ministry said in a statement. “Based on initial information, the attack was carried out by three suicide bombers... CHENNAI/NEW DELHI, JUL 23 (IANS): The search for the missing AN-32 aircraft of the Indian Air Force (IAF) continued on Saturday with Defence Minister Manohar Parrikar flying down to Tamil Nadu to personally monitor the operations but no trace of it was found till late evening. The search continued with more assets being pulled in, even as the rough seas posed a challenge. The AN-32 transport aircraft with 29 people on board went missing on Friday over the Bay of Bengal off the Chennai coast. IAF spokesman Wing Commander Anupam Banerjee told IANS that no signs of the missing aircraft were found so far. (Full story on p-5)

DIMAPUR, JUL 23 (NPN): Informing that heavy landslide has occurred between Lossami Junction and Old Phek junction due to incessant rains, the Public Works Department (Roads & Bridges) has advised the commuters not ply on the said road and use the alternative route -- Lossami Jn. to Phek via Layne road. In a press release, SDO (R&B) Phek, Er. Dennis Achumi, said the restoration work was in progress and cautioned the commuters that the soil was unstable and massive landslide was likely to occur anytime during this rainy season. Expressing regret for the inconvenience caused, the department has sought cooperation from all responsible.

MOKOKCHUNG, JUL 23 (NPN): The sudden termination of two teachers by authorities of a renowned school in Mokokchung, resulted in a stand-off between school authorities and students along with their parents. In this regard, the parents had reportedly called for a joint meeting with the school authority on Saturday at the Salangtem Community Hall, to address the grievances. However, it was reported that the school authorities failed to turn up. According to some student, the issue started after the sudden termination of two teachers (Maths and English) of class XII on July 19 and 20, allegedly for missing chapel attendance. The students said, after they got to know of the termination, a letter was submitted to the authorities seeking clarification for taking up such action in the middle of their academic session. However, they said there was no positive response. Later, they said the students along with the three school captains were called at the school courtyard, and were explained about the action. They also alleged that the school
had cautioned them for expressing resentment over the issue. For this, the students said they staged a protest near the school premises, demanding that the two teachers be re-instated at the earliest. They also said that if their demands were not met, with clear clarification, the protest would continue. Speaking on the sidelines, some of the parents stated that the two teachers were served with notices to tender their apologies in written, for not being able to attend the morning chapels, on or before July 22, 2016. However, they were terminated on the July 19 (Math teacher) and July 20 (English teacher), the parents stated. Meanwhile, a separate memorandum was also submitted to the school authorities on behalf of 11 individuals (parents), informing that the parents after through deliberation on July 23 demanded that the two teachers be re-instated by Monday. They have also called for a meeting between parents and the school authorities within three days. Failing to comply with the request, the parents said they would be compelled to take its own course of action and the school responsible for any consequences.
NEW DELHI, JUL 23, (AGENCIES): Warning black money holders of stringent action including imprisonment after September 30, Prime Minister Narendra Modi on Saturday said those with undisclosed wealth, most of which is parked in jewellery and real estate, should come clean to sleep peacefully. At a function jewellers organised to felicitate him, Modi said he is aware of people going to bullion merchants with “cartload” of money and a message has to be delivered to them to come clean using the one-time compliance window closing on September 30. Stating that people have been jailed in the past for evading taxes, he said the government should not be forced to resort to the same after September 30. “Aur us paap ko karna nahi chahata hu jo September 30 ko mujhe karna padega (I do not want to commit the sin which I will have to do after September 30 against black money holders),” he said. Under the Income Declaration Scheme (IDS) which opened on June 1, black money holders can come clean by declaring the assets by September 30 and paying tax and penalty of 45 per cent thereafter. Those who fail to take advantage of the scheme will have to face stringent actions, including imprisonment. The Income Tax department has already identified 90 lakh high value transactions without PAN. As part of the scrutiny, the department will initially issue 7 lakh letters to those who have indulged in such transactions seeking their details.

Sonowal-Naga Hoho pledge to work for peaceful coexistence DIMAPUR, JUL 23 (NPN): Assam chief minister, Sarbananda Sonowal told a delegation of the Naga Hoho that “dialogue and not disengagement” was the answer to the burgeoning distrust among the people living along the AssamNagaland boundary. Sonowal also pledged with the Naga Hoho for peaceful coexistence of people of the two neighbouring states notwithstanding the long standing unresolved boundary disputes. According to Assam CMO, the meeting with the Naga Hohoa delegation was held on Friday evening at Guwahati. During the meeting, Sonowal endorsed the idea of having constant interaction among the people living in the border areas for their peaceful coexistence. He also emphasized on having a forum where issues confronting both the states could be discussed in a congenial atmosphere, to find a way out for solution. Asserting
the need for frequent sporting and cultural exchanges between people of the two states, Sonowal called for a “collective will” for normalizing the situation prevailing along the border areas of Assam and Nagaland. He also urged the people living in both sides to maintain peace and harmony and thwart all nefarious designs of “anti-social elements who have been trying to blow the small incidents to a large inter-state confrontations”. It may be mentioned that as part of a civil society initiative being carried out by Nanda Talukdar Foundation, Guwahati to build bridge between the two states, the Naga Hoho called on Sonowal and discussed outstanding issues and vowed to “work together” for their early solution. The six-member Naga Hoho delegation was led by its president, P. Chuba Ozukum. Other members present were general secretary Mutsik-
hoyu Yhobu, secretary (Adm) Chitho Nyuso, secretary Assembly Elu Ndang, secretary customary and cultural affairs Mhonchumo and secretary Finance Riinguto. The convenors of the civil society initiative senior journalists Samudra Gupta Kashyap and Mrinal Talukdar were also present at the meeting. Acknowledging Sonowal’s concern, Naga Hoho president also called for peaceful coexistence and increased civil society interactions to ease out the differences and misunderstanding. Ozukum also invited Sonowal to Nagaland, which he had accepted in principle. It may be mentioned that the All Assam Students Union (AASU) and Axom Sahitya Sabha also took keen interests in the process with AASU actively associating itself with cultural and sporting activities in border areas while Sabha has activated its oldest branch in Kohima.
NPMHR, NSCN (I-M) condole Ahu Sakhrie’s demise DIMAPUR, JUL 23 (NPN): Both Naga People’s Movement for Human Rights(NPMHR) and NSCN(I-M) have expressed condolences on the demise of Ahu Sakhrie, second convenor of NPMHR, on Saturday morning in Kohima. Expressing shock at the sudden demise, NPMHR secretary general Neingulo Krome, in a message described late Ahu as a “brilliant human rights member” who was actively involved and committed for the uplift of the Nagas throughout his life. Krome also said late Ahu believed in protecting universal human dignity, rights and values. Further, Krome recalled that late Ahu, with his powerful oratory skills and dedication and as a strong propagator of the Naga cause, defended the right to life and free speech. Krome said his participation in various human rights rallies, workshops/seminars highlighting “atrocities committed by Indian Army” will be “highly regarded and always remembered”. Late Ahu’s contribution during the most difficult period of will also be forever etched in the history of the “Naga movement for sovereignty”, said Krome. NSCN (I-M): MIP expressed shock at the sudden demise of Ahu Sakhrie a founding member of NPMHR, its second convenor in 1978 after a brief illness in Kohima on Saturday. NSCN
(I-M) described late Ahu, from Khonoma village, as “one of the visionary leaders amongst Nagas” and a “truthful and committed social worker”. It also said late Ahu was a “down to earth person” who was well respected by people and involved in numerous ways for uplifting society. Further, NSCN (I-M) also said late Ahu was among those who was dedicated, sincere and courageous in all his social activities. It said late Ahu was not only a founding member but also the convenor NPMHR (Delhi sector) for many years. During the most difficult time that Nagas faced in the period of human rights violation, tortures, killings; late Ahu was the first person to file a petition in the Supreme Court against imposition of AFSPA and demanded withdrawal of draconian laws. NSCN(I-M) said till the last, late Ahu was actively involved with NPMHR and would be remembered for his “heroic deeds”. The vacuum caused by the demise will be difficult to fill and his departure is a loss not only to the family members, NPMHR and Angami community but also to Nagas, said NSCN(I-M). It offered its deepest condolences to the bereaved family and prayed that the Almighty God grant solace at their deepest mourning.
NPF Kohima welcomes Yhoshü into ‘main party fold’

DIMAPUR, JUL 23 (NPN): At a time when reconciliation seemed to have already achieved within NPF, the NPF Kohima division on Saturday organised a coordination meeting at Kisama Heritage Village to welcome who it described as “dissident” MLA from 14 Southern Angami-I Assembly Constituency, Vikho-o Yhoshü, into the “main NPF fold”. According to NPF Kohima Division, Yhoshü, who was in “Sovima camp”, joined the NPF along with his constituency party workers. It said Yhoshü joined the main fold in 2015 year end, but took months to arrange the coordination meeting “to welcome him back to the party fold.”
NPF Kohima division said on returning to the main party fold, the MLA expressed regret for taking wrong decisions. Yhoshü also expressed delight at “rejoining the NPF party at the right time and at the right moment.” Recalling the days of division within the NPF party, Yhoshü said it was his decision to join the Sovima camp. “Back then, I joined the Sovima camp with the belief that I was on the majority side. But the calculation was wrong, and this I have regretted till today,” Yhoshü said. He, however, maintained that all the NPF legislators should reconcile and come together under one fold keeping in mind the larger interest of
the party and the Naga people. MLA further said that the NPF was the party that would lead the Nagas at this juncture and urged the Naga people to rely their hope and belief on party leadership. “I waited enough to take the right decision,” Yhoshü said and thanked NPF Kohima division for paving the way to welcome him back, including his constituency party workers. Minister of social security and parliamentary affairs, Kiyanilie Peseyie, the in-charge of NPF Kohima division, heartily welcomed Yhoshü and his followers back to the party fold. Regretting the political mess within the NPF legislators, Peseyie, however,
called for unity among the party workers to strengthen the NPF-led DAN government. Speaking on the occasion, NPF Kohima division president, Goneiu Sirie, expressed delight at Vikho-o and his constituency workers rejoining the party fold. “Division will not take us forward,” Sirie said and appealed to other NPF legislators to join the “main party fold.” Others who spoke at the programme included 14 Southern Angami-1 A/c president Neiduto Rhütso, former president of the constituency Neilhouvi, NPF central vice president Tsumongo Ovung and Class-1 contractor, Vilelie Khamo. Earlier, the programme, chaired by NPF Kohima division working president Kesoneilie Theünuo, commenced with invocation by NPF Kohima division treasurer Suosahie Sachü while vote of thanks was proposed by NPF Kohima division vice president Vira Lhousa. DIMAPUR: Kohima District Legal Services Authority (KDLSA) organised a legal awareness programme with the doctors and staffs of State Mental Health Institute, Kohima on July 22 at state mental health institute, Kohima. At the prog ramme, retainer & panel lawyer Kekhriengulie Thenuo spoke on the topic “NALSA (legal services to the mentally ill and mentally disabled persons) scheme, 2015.” He said that the main principle of legal aid services was access to justice for all. However lamented that it has been sidelined and neglected
by the society. Hence, Thenuo said National Legal Services Authority Act 2015 had drawn up a scheme to provide effective legal services to the mentally ill and mentally disabled. Thenuo said the mentally ill and mentally disabled persons are entitled to all human rights and fundamental freedom as such it shall be the prime concern of the institution as well as the legal services authority to promote, protect and ensure the full and equal enjoyment of human rights and fundamental freedoms of these persons. He also reflected the
important legal provisions and Acts provided for the well being of the mentally ill and mentally disabled persons. In a short speech, KDLSA chief judicial magistrate and secretary Mezivolu T Therieh said mentally ill persons should not be stigmatized but should ensure that human rights and fundamental freedoms of persons with disability (including mentally ill persons and persons with mental disabilities) are enjoyed on equal recognition before the law and equal protection of the law. She appealed for collective effort in ensuring a
friendlier and secure environment for the mentally ill and mentally disabled persons. Mezivolu also spoke on the NLSA Act 1987 which has been enacted with a vision of legal services to all. Appreciating the yeomen services of the state mental health institute catering to the mental health patients of not only Kohima but all districts in Nagaland with the basic minimum facilities, Mezivolu impressed upon the officials of SMHI to continue to work together so that benefits would reach the ones in need. Earlier, the programme was chaired by panel lawyer, Wapanginla Kichu, welcome address was delivered by SMHI, Kohima medical superintendent, Dr. Wapang. The programme was followed by interactive session where various issue on the need of a separate cell where uncontrollable and violent patients need to kept and segregated because keeping such patients in chain are a violation of their Human Rights. Security issues, refused supply diet for the patients and essential medicine and drugs were discussed and the need of a permanent rehabilitation centre to keep the patients who have recovered but have none to take care of their custody were also discussed.

Vacation Bible School at CBC Diphupar B DIMAPUR: Four-day Vacation Bible School (VBS) was organised for the children of Chakhesang Baptist Church (CBC), Diphupar B from July 14-17 under the theme “Obey God’s Word”. During the four- day programme, around 170 chil-
dren were divided into four groups namely love, peace, joy and hope. In the course of the programme, the children competed in various activities such as Bible recitation from proverbs 4:1-6, group song composition from the same Bible verse, class decoration

DIMAPUR: Angami Students’ Union (ASU) has issued “students code” keeping in mind the wellbeing of the daily affairs of the students. In a press release, ASU vice president Zekuseto Natso and general secretary Visako Rino said the “students code” has been issued as it has been brought to light that various “detrimental activities are being blatantly committed by the students both outside and inside many institutions”. ASU said the code also covers “many other factors” which are contributed by the public towards such acts. It has also sought cooperation and support of everyone within Angami jurisdiction. Immunization drive in Mokokchung DIMAPUR: Six-day immunization was organised by department of Veterinary and Animal Husbandry, Mokokchung, in collaboration Mokokchung Municipal Council (MMC). T h e i m mu n i z a t i o n drive covered all 16 wards within the municipality and successfully immunized 1,623 dogs against rabies. T h e i m mu n i z a t i o n team consisted of five veterinary doctors led by V.S., Veterinary Hospital Mokokchung, Dr. Tiachuba Jamir, 13 technical staffs, and ward authorities also assisted in the drive. During the immunization drive, dogs were also registered by the respective local ward authorities for monitoring and to also ensure that dog owners maintain the pets as per legal requirements. It may be mentioned that all dogs in Mokokchung town are now required to be compulsorily immunized annually against rabies. SRF banned from Phom area DIMAPUR: Invoking the “Shopilak Declaration 2016” during the 15th ENSF Federal Assembly on June 28 and the resolution adopted in the joint consultative meeting with Sovereign Republic of Freeland (SRF) and ENPO on July 7, Phom Students’ Conference (PSC) has “strictly prohibited” SRF to set up its base/camp, hoisting of SRF flag nor allow any citizen of Phom to be a member of SRF within Phom jurisdiction. In a press note, PSC president, Hongkam D. Ngoyen and general secretary, Lungchem, while banning SRF from its jurisdiction, warned individuals, be it Phom or any other tribe, trying to convinve people of Phom to join SRF would be dealt seriously without any hesitation and questioning. It said PSC would take its own course of action as per the resolution of ENPO and ENSF. Further, PSC directed all the village councils and its federating units to take initiative to make Sovereign Republic of Freeland members denounce membership of SRF along with their ID cards in order to uphold the people’s mandate.
NPRAAF appeals DIMAPUR: Nagaland Public Rights Awareness and Action Forum (NPRAAF) has appealed the Nagaland Information Commission (NIC) to fix date for the next hearing at the earliest on the issue of non-furnishing of full and final report of High Powered Committee by the PIO Home Department on illegal and multiple taxations. In a press note, information and publicity cell, NPRAAF, informed that it attended a hearing called by NIC in Kohima on June 16 in connection with a complaint lodged by NPRAAF against the PIO Home Department for not furnishing the full and final report of High Powered Committee on Illegal and Multiple Taxations. Officials from the Home Department, Political Branch were also present during the hearing, it added. Nagaland Public Rights Awareness and Action Forum stated that, however, the NIC had “decided to reserve its decision for further clarification in the next hearing which shall be notified later.” Appealing for early hearing in the case, Nagaland Public Rights Awareness and Action Forum maintained that the issue of illegal and multiple/unabated taxation was of public importance outweighing any harm to the protected interests of the state government as well as the NIC.

BHUBANESWAR, JUL 23 (PTI): The anti-corruption vigilance sleuths on Saturday arrested an IPS officer of Tripura-Manipur cadre from Ghaziabad for his alleged involvement in a scam in Odisha. Joydeep Nayak was produced before the court of chief judicial magistrate in Ghaziabad of Uttar Pradesh which has granted the transit remand, an official release said. He was being brought to Odisha, Vigilance superintendent of police Swarup Kumar Parida said. Nayak was on the run for one month after a case was registered against his name by Odisha vigilance. He was arrested by a special team of the vigilance wing. Nayak, a 1991-batch IPS officer, was allegedly involved in misappropriation Rs 88 lakh meant for computer education of SC/ST students and self help groups (SHGs) in Odisha when he was on deputation in the Human Rights Protection Cell (HRPC) of Odisha police. Nayak has been accused
of awarding the contract to a computer company in Cuttack without floating any tender. The scam came to light this year after Nayak’s successor took charge of HRPC. Later, the ST and SC development department also conducted a special audit during which the misappropriation was detected and the department lodged a formal complaint with the vigilance this month. Based on the complaint, the state vigilance has already arrested the additional SP Basanta Kumar Pradhan, who was then DSP of the cell, Pracheta Kumar Mishra, the then steno, Ashutosh Mishra, proprietor of the computer company, Chandi Charan Patnaik, its general manager and Mamata Rout, who is the proprietor of a printing press. Patients denied treatment due to doctors’ strike at Imphal hospital IMPHAL, JUL 23 (IANS): Hundreds of patients from different parts of Manipur as well as those from neighbouring north eastern states were denied treatment at the Regional Institute of Medical Sciences (RIMS) here after doctors went on a two-day closure of the Out Patients Department on Friday. The Teachers and Medical Officers’ Association (TAMOA) of RIMS took the step as the authorities refused to revoke the suspension order of gynaecologist L. Trinity. The organisation has threatened to resort to further agitation if the order is not revoked. A young woman, T. Kheroda, died due to intense bleeding on July 6 shortly after giving birth to a baby in RIMS. Family members and activists said she died as a result of dereliction of duty by the attending doctors. The RIMS authorities held two inconclusive inquiries. Trinity, who was on duty when Kheroda was admitted, was suspended to “facilitate inquiry”. K

He said the people should not interpret the construction of the proposed two-lane road projects as facilitating uranium mining in the state since the government would not take a decision on the matter unless a consensus was reached with all the stakeholders and people of the state were fully convinced about it. On the other hand, antiuranium mining groups vowed that they will not allow any predevelopmental projects, including the proposed two-lane road in uranium-rich deposits areas. IMPHAL, Jul 23: The whereabouts of one of the three drivers abducted by militants on Imphal-Jiribam section of NH-37 is yet to be traced out, a police source said on Saturday. The three Imphal-bound betel leaf laden trucks (MN-01G-4743, MN06L-8018 and MN-06L-7441) were hijacked by the armed militants and the drivers were abducted from a place between Sibilong and Barak along the NH-37 in Tamenglong district on July 21 last. However, they left behind the vehicles. The police recovered the vehicles on next day. According to the report, two of the drivers, Puyam Paikhomba (35) of Kongba Uchekon of Imphal East and Angom Premananda (23) of Leishangthem of Thoubal were set free by the abductors on Saturday.

JE claims one life; 12 hospitalized in Manipur Correspondent IMPHAL, JUL 23: A fear psychosis is brewing among the people in Manipur following the death of a fouryear girl in dreaded Japanese Encephalitis (JE) in Imphal East’s Changamdabi village in the last week. According to the report, as many as 12 patients afflicted in Japanese Encephalitis are undergoing treatment in various hospitals. The monir girl was shifted to hospital in a critical condition. The preliminary report tested positive for the disease. However, she died in the disease, a senior health official informed. Meanwhile, two other suspected cases were found negative, he added. The other patients are undergoing treatment at
RIMS, JNIMS, Shija and Dr Ratan’s Mothers Care Children Hospital and Research Centre hospitals. One more patient has been shifted to a hospital in Guwahati. Among the 12 patients, three were from Imphal West, two each from Thoubal, Imphal East and Churachandpur, and one each from Senapati (Sadar Hills), Chandel and Ukhrul. State health director, O Ibomcha said that they have been closely monitoring the situation as “JE, though curable, does not have a medicine and in final stages even if a patient is cured, he or she could be crippled for life as the virus affects the brain.” Manipur had reported a JE epidemic spread in 1995 in which about 200 people were affected and again in 2010 in which about 100 persons tested positive.
Auction of twelve Assam oilfields as per policy framed in ’92: Govt G U WA H AT I , J U L 2 3 (AGENCIES): The decision to hand over 12 small oilfields of the State to private companies through international open bidding is in consonance with the New Exploration and Licensing Policy (NELP) started by the then Congress government at the Centre in 1992. And during the period from 1998 to 2012, a total of 21 oilfields of Assam have been auctioned. Stating this at the Assembly today in reply to a call attention motion by legislators Ajanta Neog (Congress) and Ramendra Narayan Kalita (AGP), Commerce and Industries Minister Chandra Mohan Patowary said that in no way would the handing over of micro oilfields to private companies harm Assam’s interests; rather the State would gain a
lot from the development in terms of enhanced oil production, additional revenue generation and creation of direct and indirect employment. “This is not the first time that the State is witnessing international bidding for oilfield exploration as is being projected in a section of the media. SHILLONG, JUL 23: Meghalaya has asked the Uranium Corp of India Ltd (UCIL) to keep in abeyance the Expression of Interest (EOI) for a mine and processing plant of uranium ore in South West Khasi Hills district, Chief Minister Mukul Sangma said on Friday. Sangma, who held a meeting with anti-uranium mining groups and pro-developmental group, however urged the people to allow the construction of a two-lane 68-km road from Nongstoi, the district headquarters of West Khasi Hills, to Mawthabah village, which has rich uranium deposits. “I shared at the meeting that UCIL floated the EOI without the knowledge of the state government which is not a correct approach. Therefore, we have asked the UCIL to keep in abeyance the EOI,” the Chief Minister told journalists. Moreover, Sangma said he would also write to the central government to ensure that the UCIL does not resort to any activities in the future without the knowledge of the state government. “We will not allow UCIL to take up any preliminary activities or pre-mining developmental activities in the uranium deposit areas in South West Khasi Hills district unless it can convince the people of the state on the safety aspects or how it can insulate the people from the ramifications of uranium mining,” he said.

G U WA H AT I / I TA NA GAR, JUL 23 (PTI): Floods in Assam claimed two lives and affected over five lakh people in 14 districts of the state, besides inundating Kaziranga National Park and Pobitora wildlife sanctuary along with Dibru-Saikhowa National Park. One person died in North Lakhimpur town of Lakhimpur district and another at Mayong in Morigain district, Assam State Disaster Management Authority (ASDMA) said. The swollen Brahmaputra and its tributaries have overflown their banks in Lakhimpur, Golaghat, Morigaon, Jorhat, Dhemaji, Sivasagar, Dibrugarh, Nagaon, Chirang, Kokrajhar, Barpeta, Bongaigaon, Nagaon and Dhubri districts. As many as 1,039 villages in these 14 districts have been submerged. People have taken shelter on roads, bridges and relief camps, officials said. Large areas of the Kaziranga National park and Dibru-Saikhowa wildlife sanctuary have been flooded forcing animals to take refuge in platforms built for their succour, forest department officials said. Pobitora Wildlife Sanctuary, the densest habitat of one-horned rhinos, in Morigaon district has half of its area inundated, forcing all wild animals to seek shelter in nearby highlands. Worries mount as no trace of missing IAF plane
CHENNAI, JUL 23 (PTI/ IANS): Apprehensions grew over the fate of the missing IAF transport aircraft with 29 people on board as search teams were yet to find any trace of the AN 32 plane while efforts were intensified today over the Bay of Bengal where inclement weather appeared to be a hurdle. Defence Minister Manohar Parrikar, who arrived here this morning to take stock of the situation, undertook a two-hour aerial survey with as many as 18 navy and coast guard ships including a submarine, and eight aircraft like P 81, C 130 and Dorniers pressed into search operations. The Russian-made workhorse of the IAF went missing yesterday soon after taking off from Tambaram air base for Port Blair, a distance of 1,400 km. It made the last radio contact at 0846 hours, 16 minutes after take off. Worries mounted for the authorities as time was running out and no positive signals emerged from the operations which were launched soon after the news of the missing aircraft trickled in yesterday morning. Personally monitoring the operation, Parrikar reviewed the utilisation of assets and resources to find the plane even as he instructed that more resources could be diverted for the purpose if necessary,
defence sources said. He was apprised of the difficult conditions under which operations were being carried out during the last 24 hours. The sea is very rough and there is thick cloud cover in the area, sources said, adding he has directed all Commanders to be in touch with families and provide them information that may be required, they said. Parrikar was briefed by the Air Force and the Navy in Tambaram, near here. He then boarded a P-81 aircraft from Arakkonam Naval base to monitor search and rescue operations being conducted in the Bay of Bengal. The minister was briefed by Air Force and Naval personnel on board the P-81 as well. He later left for Arakkonam from where he was flown to the area where the SAR was being undertaken jointly by the IAF, Navy and Coast Guard. The Defence Minister was accompanied by senior IAF officials including Chief of Air Staff Arup Raha, before being briefed at the Naval Air station at Arakkonam, located around 50 km from Chennai. “Hon’ble RM (Raksha Mantri) @manoharparrikar being explained about the ops (operations) whilst in search area on P81,” a Defence Ministry spokesperson said on
twitter. The 29 people on board the Air Force’s workhorse for a long period included six crew members, two of them pilots and one navigator. Besides, there were 11 personnel from the IAF including a lady officer, two from the Army, one from the Coast Guard and 9 from the navy which included some from its armament depot. The Maritime Rescue and Coordination Centre at Chennai has been coordinating round the clock surveillance towards search effort along with Southern Air Command of IAF, Indian Navy and Indian Coast Guard. The Defence Ministry in a statement said Parrikar was briefed about the challenges of undertaking SAR under monsoon conditions with heavy rain, cloud cover, rough sea condition and most importantly depths of over 3,500 metres in the area. He was also briefed about future plans involving additional ships and a submarine that were heading for the area to join in the operation. “The sea is very choppy with thick monsoon clouds in the area making the search effort quite challenging. Raksha Mantri has directed that the operations be continued unhindered till further orders,” the statement said. As of now a massive
search operation is in progress braving prevalent monsoon weather conditions and poor visibility wherein IAF, Indian Navy and Indian Coast Guard have pooled in resources to look for any possible sign of the aircraft in the vast swath of Bay of Bengal between Chennai and Port Blair.
ISRO to use radar imaging to locate IAF plane
The Indian space agency will be using its Radar Imaging Satellite (RISAT) that can see through the clouds to locate the missing Indian Air Force (IAF) plane that went missing on Friday morning with 29 people on board, said its chief on Saturday. “We will be using RISAT to locate the missing aircraft. The satellite can take pictures both during the day and night. It can see through the clouds,” Indian Space Research Organisation (ISRO) Chairman A.S. Kiran Kumar told IANS. He said ISRO’s satellites could be tilted to some extent to look at a different place in times of need. The RISAT’s active microwave remote sensing provides cloud penetration and day-night imaging capability. MP: Minor boy who fell into 150-ft deep borewell dies GWALIOR (MP), JUL 23 (PTI): A three-year-old boy who had fallen into a 150-feet deep borewell in a village near here died on Saturday allegedly due to suffocation, police said. “The boy is no more. He died due to suffocation,” said Gwalior SP Hari Narayanchari Mishra. Earlier in the day, the boy identified as Abhay Pachouri was taken out from the borewell in Sultanpur Kheria village under Dabra tehsiland and rushed to a nearby hospital where doctors declared him dead. “Preliminary examination revealed that there was no proof of any snakebite or any other animal attack on his body. Doctors said that he died due to suffocation after falling into the borewell,” Gwalior Collector Dr Sanjay Goyal said. The Collector informed that the boy was taken out after nearly 22 hours of rescue oepration. Detailed post-mortem will reveal the exact cause behind the death. An assistance of Rs one lakh will be provided from the Madhya Pradesh Chief Minister’s Relief Fund and the damages caused to the agriculture field too will be restored, the Collector said.

The IAF AN-32 aircraft went missing on Friday over the Bay of Bengal off the Chennai coast. The search and rescue operation by Indian Navy and Coast Guard, which went on through the night, continued on Saturdaay and more assets were deployed. Two P8I surveillance aircrafts and two Dornier are continuing the search while one Dornier is on standby at Port Blair. Another AN 32 and two C-130 Hercules aircrafts and Mi-17 V5 with floats are also on standby. At present, 13 ships of the Indian Navy and four ships of Coast Guard are involved in the search operation. A submarine was also sent for locating transmissions from the emergency locator beacon on board the missing aircraft. Emergency locator beacons usually get activated in case a plane crashes.
FIR lodged in the beating of Dalits in Muzaffarpur MUZAFFARPUR, JUL 23 (PTI): A group of people allegedly beat up two Dalit youths severely and urinated in the mouth of one of them on the charge of stealing a motorcycle in Bihar’s Muzaffarpur district, a senior police official said on Saturday. The incident occurred on Thursday night in Baburam village and an FIR was registered in Paroo police station of the district yesterday by the mother of one of the victims. Rajiv Kumar Paswan’s mother lodged the FIR against 11 persons, including the husband of the local panchayat head, alleging her son was beaten up and the other person was urinated in the mouth on the charge of stealing a motorcycle. Police confirmed that the youths were thrashed but denied the allegation that they were urinated upon. Senior Superintendent of Police Vivek Kumar said as per the supervision report submitted by Sub-Divisional Police Officer (SDPO) Madan Kumar Anand, the allegation of beating up of the youths was true but the charge of urinating in the mouth was not corroborated during the inquiry. SDPO along with an inspector visited the spot on Friday to probe the matter following registration of the FIR.

The 40-year-old woman, who works for Aga Khan Foundation as a senior technical adviser, was kidnapped outside her office in the heart of Kabul on June 9. “I am happy to inform you that Judith D’Souza has been rescued,” Swaraj tweeted. A one-way street
uring the 60s till mid-80s, it used to be unthinkable for government servants in Nagaland, to defy orders for transfer and posting to any place beyond the comfort zones. Today, it is just the opposite- government servants know that transfer and posting orders are meant to be bent and what is needed to influence them. There are government service and conduct rules which every employee is expected to adhere to since they are in service purely “on public interest”. However, when government employees flout rules, they do so because they believe that their interests matter and nothing else. Therefore, what had been stated by the Principal Director of the Department of H&FW in Dimapur, is nothing new against the backdrop of rampant and blatant disregard for the authority of any government department. These are not simple issues that can be accepted as normal goings on in the system. What the PD had stated, should be taken seriously. To describe the entire phenomenon, it is called “interference” in the decision making of any department. That means no departmental head today, can exercise his or her power and authority, as provided by the service rules, to decide and act on what is best for the department. Today, even the heads of departments have become partners in throwing the sanctity of government service rules and conduct to the winds to reward their favourites or curry favour with power politicians in order to safeguard their position. These days, the authority of the bureaucracy and the heads, has sharply declined since the late 80s and hasn’t stopped. The consequence of loss of authority has also contributed to irregularities, supersession, absenteeism and backdoor appointments. One cause for concern in the total absence of work culture in most departments. This may be considered against the backdrop of the fact that Nagaland has the highest population to employee ratio in the country(and still rising, courtesy backdoor appointments). Time has come for the state to be realistic and accordingly do what is needed to bring a semblance of proportion between population to employment under the government. Government has become obese and employees are not having much work and so, doing precious little. This syndrome is the biggest hurdle against development. Only a small section of officers and staff are doing some work, while the rest spend less than two hours in offices. Prime Minister Modi had called for dismissal or cut in pension of officers found erring and still refusing to mend their ways. Central government employees are enjoying the best salary package in the country besides various other perks. An overhaul of the government’s work culture was one of the major changes Prime Minister Narendra Modi promised before taking charge. Even after 52 years of statehood, a majority of the districts and most far flung areas of Nagaland lack even the basic essentials-good road, power, water, schools, health centres. In part, absenteeism has been blamed as the cause. It may be pointed out that government employees earn not less than four to five times more than those in private firms; yet their output is hugely disproportionate. While the government employees may be focussed on what they ought to get, perhaps the people would also want them to also accept that they must also focus on what they ought to give by way of efficiency in services.

Sanctification is “Christ in you…” (Colossians 1:27). It is His wonderful life that is imparted to me in sanctification— imparted by faith as a sovereign gift of God’s grace. Am I willing for God to make sanctification as real in me as it is in His Word? Sanctification means the impartation of the holy qualities of Jesus Christ to me. It is the gift of His patience, love, holiness, faith, purity, and godliness that is exhibited in and through every sanctified soul. Sanctification is not drawing from Jesus the power to be holy— it is drawing from Jesus the very holiness that was exhibited in Him, and that He now exhibits in me. Sanctification is an impartation, not an imitation. Imitation is something altogether different. The perfection of everything is in Jesus Christ, and the mystery of sanctification is that all the perfect qualities of Jesus are at my disposal. Consequently, I slowly but surely begin to live a life of inexpressible order, soundness, and holiness— “…kept by the power of God…” (1 Peter 1:5).

ith my limited and meager knowledge about history and politics, allow me to express a few words regarding the Armed Forces Special Powers Act, 1958.In 1942 the then British government promulgated the armed forces special powers ordinance to contain the Quit India movement spearheaded by Mahatma Gandhi. Sixteen years later, based on that ordinance the Indian parliament passed the armed forces special powers act in 1958 commonly known as the AFSPA 1958 solely to crush the Naga national movement spearheaded by AZ Phizo. Once an area is tagged as ‘DISTURBED’ (undefined) by the central government, AFSPA automatically comes into force. The home ministry still feels Nagaland is a very disturbed and dangerous place and made no hesitation again in extending AFSPA 1958 to the whole of Nagaland for a period of six months wef June 30 2016. Under this Act, the armed forces are given extraordinary powers to search or make arrests without warrants, to shoot on mere suspicion even to the extent of causing of death and no prosecutions or no legal proceedings can be initiated by any court against the security forces personnel for their actions without the sanction of the central government. AFSPA 1958 was first applied to the Naga hills(then under Assam) and then extended to other seven north eastern states and to other states including Jammu and Kashmir(AFSPA 1990). It’s a well-known fact that under this very Act and some couple of similar Acts before AFSPA 1958, Nagas especially in 1950’s and 1960’s had suffered the most. Under the pretext of fighting insurgency, AFSPA1958 continues to remain in Nagaland for more than five decades. This is ridiculous because when it was promulgated in Nagaland in 1958, there was only one Naga political group under the banner of NNC and here today we have nine or ten groups. The point is, ‘is it really serving its purpose?’ Many renowned national as well as international human rights activists/organizations have widely condemned the Act and urged India
to repeal the Act for good saying the very Act overrides the constitution of India and is not in consonant with the international laws. Some worth mentioning are as follows; under the AFSPA 1958,article 14-equality before law, article 21-right to life, article 22protection against arrest and detention, article 32-right to constitutional remedies are violated. The United Nations human rights committee in 1997 declared that AFSPA is in violation of International Covenant on Civil and Political Rights (ICCPR) law to which India is also one of the signatories. The international human rights watchdog, Amnesty international has been urging India to withdraw AFSPA completely. in fact the UN in 2012 asked India to repeal AFSPA saying it has no role to play in Indian democracy. Even the Jeevan Reddy committee set up by the then UPA government in Nov. 2004 to review the provisions of AFSPA 1958 says the Act is “a symbol of oppression, instrument of high handedness” and had recommended its repeal but its still far from being implemented. Why set up a committee when its report is going to get rejected anyway? the most surprising and interesting of all is that the supreme court(the guardian of the constitution) is in no mood to strike down AFSPA as unconstitutional. This definitely emboldens some mindless and heartless individuals in the government set up to stick to their guns and never allow the Act to get repealed or even get amended. On one side, the international communities around the world especially the U.S which is also a democratic state like India is following standard procedures complying with the international laws in the military campaign against the dreaded ISIS. On the other side, India boasting herself as the largest democracy in the world is making mockery of her democracy by discriminating her own citizens through AFSPA 1958 in the north eastern states. Instead the government of India should practice without any double standard the basic principle of democracy, that the government is’ by the people, of the people and for the people’. Nagas to be a nation is the will of God
T
he Naga National Council (NNC) was constituted by the Naga people on 2nd February, 1946. Thus NNC declared Naga independence on 14th August 1947 and conducted the Naga Voluntary Plebiscite on 16th May 1951 showing to the world to remain as a free Nation. On 22nd March, 1956 the Naga people through a Federation established the Federal Government of Nagaland (FGN) under the aegis of the Naga National Council (NNC). On that Historic day, the FGN made a covenant with God through the preamble of the Yehzabo (Constitution) of Nagaland, which reads, “We the people of Nagaland, solemnly acknowledging that the sovereignty over this earth and the entire universe belongs to Almighty God alone ………………….”. These are the authorities who read out the following Bible verses and hoisted the Naga National flag for the first time on 22nd March 1956 at Parashen, Rengma Region: 1. Wheha, Ato Kilonser = Matthew 6: 33. 2. Khriesaneisa, Kedahge = Romans 10: 18 and 1Peter 2: 9-10. 3. Kruzhalie, Ahng, = Romans 8: 33. 4. A.Z. Phizo, President, NNC = Zachariah 6: 4. In order to resist the invading Indian Armed Forces which were sent by Nehru the then Prime Minister of India to Nagaland in 1954, the Federal Government of Nagaland was compelled to resist the aggressor, India and therefore, the Naga Army fought against Indian Armed forces till the International ceasefire was signed between the two Nations i.e. the Federal Government of Nagaland (FGN) and the Government of India (GOI) in 1964 through the initiative of NBCC. But the Ceasefire Agreement was unilaterally abrogated by the GOI in 1972, and the situation in Nagaland became bad to worse and thereby many National workers were requested by the village leaders
and parents to surrender. During this BROOM OPERATION carried out by the occupational Armed Forces of India, some National workers surrendered, but few National workers could withstand and came out without surrendering when peace was declared in Nagaland in 1975. In the midst of this ugly situation, God revealed to the Nagas that, “Peace is coming soon for the Nagas and so they (National workers) would celebrate the Christmas of 1975 peacefully with their family members or parents”. Truly this was fulfilled and peace was brought to Nagaland in November 1975. More than six hundred National workers were released from different jails of India and some hundreds of National workers who were saved from the bullets and deaths of the Indian Armed Forces came home and celebrated the Merry Christmas of 1975 with their family members and their dear ones. How great and wonderful things that God has done for the Nagas. So we should always give thanks to the Almighty God. At present many Nagas speak and write that reconciliation is a must and without which Naga sovereignty is not possible. Besides, the Forum for Naga Reconciliation (FNR) played an active role to bring all the factions under its banner through: 1. Reconciliation 2. The Naga historical right. The FNR conducted several meetings in Nagaland as well as outside Nagaland to reconcile among the factions. It is seen that through the initiative of FNR, bloodshed in Nagaland was at least reduced. However the FNR did not come in touch with the historical right of the Nagas so far. In defence of the Naga sovereign right, many Naga patriots were killed by the Indian Armed Forces as well as by our own Naga brothers for holding the Naga Historical right and these are the most difficult tasks to save our people and nation from the outrages of traitors and the aggressor, India.
The framework agreement ing and from the strategic point of view, China has an upper hand with regard to the control of the North east region if in any case war ensues between the two countries. It is also easier for the Chinese to move their troops in to the North East region than for India to send its reinforcements to the North East. Once the Chicken’s neck is under the control of the Chinese, the entire North East will be cut off from the mainland India and India cannot risk of being a mute spectator while large chunk of its territory is annexed by its neighbors. Besides, the Ministry of Home Affairs has also ruled out any possibility of giving separate flag and passport
which the NSCN IM has been bragging about all these time. If absolute sovereignty is not the question then it means some tacit understanding have been arrived at between the GoI and NSCN IM at the signing of the framework agreement negating the tall claim of the NSCN IM that it would take nothing less than‘sovereignty’. With barely a month left for the agreement to reach a year it is time they stop fooling the public with false hope. With the passing away of Asu Isak, a tall standing figure in the NSCN IM set, the power of the organization is now mainly concentrated in the hands of NSCN M (Muivah) one of the signatories of the Framework Agreement. Mr.Muivah should
now take into consideration the aspirations of the people with due respect to the departed soul of Asu Isak who always wished for the wellbeing of the people. The more the contents of the agreement are kept aloof from the public the more serious the repercussions will be. The NSCN IM should also know that the ‘Framework Agreement’ that it had signed with the GoI should not lead to the ushering of new factions as was the case with the signing of the ‘Shillong Accord’ and should be meticulous while framing the agreement so that history does not repeat itself. Judas Iscariot was one of the disciples of Jesus, but he betrayed his Master for the lust of money. Similarly some of our people are doing so and they may continue to do so till the victory of our Nation comes. Thousands of Nagas have been killed by the renegades pretending to be a true Nationalist and our people are blindly believing them. Is not it a time for Nagas to understand? Can such Pseudo Nagas who are dwelling in the capital of the enemy bring logical solution for the Nagas? Can our people expect right solution from India the aggressor through imposters? All these are against the will of God and God does not want the Nagas to live together with the Idol worshipers. The beautiful Nagaland never lived under any Kings or Queens nor ruled by any foreign nations, whereas India had been ruled by various Kings and Empires before British ruled over India. Therefore, India has no right to claim that Nagaland is an Indian territory. In order to wipe out our rights India had applied all sorts of barbaric acts, but by the grace of God and His protection we have been saved till today. From the beginning to this day, we have experienced His wonderful and miraculous deeds. Therefore, it is our bounden responsibility to proclaim His name to the world. Nagas are a nation of having its tribes and villages with their sovereignty, each village has its own king or village chief, they lived independently under Naga inhabited area economically, socially, culturally and having their own respective customary law within their own jurisdiction. In reality sovereign means a nation of independent and not under the authority of any other country. And the other and faction is not so important than unity. Faction means make division into form many smaller organisation breakout of disunity from main organization and disagreed to each other by ideology and political will or system. Therefore Naga need her independent and sovereignty but not factional war. If there is a sovereignty, there will be no faction and also faction is only the root cause of disunity and self style Govt. Kashmir Chamber of Commerce and Industr y (KCCI) and Kashmir Economic Alliance (KEA), two major representative trade bodies in the Valley, decided not to meet the Home Min-
ister, saying such exercises in the past have been futile. Meanwhile, curfew was lifted from Bandipora, Baramulla, Budgam and Ganderbal districts and some parts of Srinagar city in view of the improving situation in these areas, a police official said. The official, however, said restrictions on assembly of four or more people under Section 144 CrPC will continue in the areas where curfew has been lifted. He said curfew remained in force in Anantnag, Kulgam, Kupwara, Pulwama and Shopian districts of the Valley and eight police station areas of the city. Singh is scheduled to hold meetings with state government officials, political leaders and others during his two-day stay. However, representatives of the two
trade bodies, who were to meet him today, decided to boycott him. Meanwhile, two senior police officers have been transferred from South Kashmir range, which was worst hit by violence following killing of Hizbul Mujahideen commander Wani. Senior IPS officer Ghulam Hassan Bhat has been posted as DIG South Kashmir range, replacing Nitish Kumar, a government spokesman said. He said SSP Anantnag Abdul Jabbar was also transfered and replaced by SSP Traffic (Rural) Zubair. The KEA, in an open letter to the Home Minister, said while they could understand the urgency for his visit to Kashmir for assessing the situation, “we also can esily determine the futility of this exercise.” In the hard-hitting letter, the trade body accused the Union ministers of showing “arrogance and hostility” to the people of the Valley about whose problems they had “no real knowledge”. “Your predecessors have used similar tactics in almost similar situations and once you have met with some representative bodies you go back and sleep over all the issues confronting the people here and issue statements without addressing the ground realities. Therefore, Mr. Singh we have decided not to meet you,” the KEA said in the letter. It criticised Singh for his statement in Parliament in which he had blamed Pakistan for the disturbance in Kashmir. “Please seek the cooperation and guidance of the real leaders of people and stakeholders, that includes Pakistan,” the KEA said.
‘Govt to ensure passage of GST Bill’ NEW DELHI, JUL 23 (PTI): Government is engaging with various parties to ensure the passage of GST Bill during the ongoing Monsoon session of Parliament, Union Minister for Parliamentary Affairs Ananth Kumar said today. He said there is “widespread” demand for early introduction of the GST bill in Rajya Sabha, where it is pending for a long time, and government will make “best possible” efforts to make this key tax reform legislation sees the light of the day. “There is a widespread demand for early introduction of GST from almost all the political parties, state governments, trade and industrial bodies and even general public. Government is engaged in talks with political parties to ensure passage of the Bill during the current Monsoon session. “The government on its part would make the best possible effort to ensure that this long pending legislation sees the light of the day during this session. I appeal to all parties to sense the mood of the nation and cooperate in this regard,” he said. Kumar said the Business Advisory Committee (BAC) of Rajya Sabha has already allocated five hours for discussing this Bill and termed it as an important development. The Minister said bills relating to afforestation fund, prevention of corruption, benami transactions and whistle blowers protection are on the agenda during the second week of the session. After a productive first week of the Monsoon session that saw passage of five bills out of 16 proposed by the government, he said five bills have been lined up for consideration and passage in the coming week.
Docs filed by candidates in 2004 elections not traceable: EC educational qualifications of Irani, against whom a complaint was filed for allegedly giving false information in affidavits to the poll panel. “The original election forms and affidavits of all candidates who contested Lok Sabha election from Chandni Chowk in 2004 are not traceable despite best efforts. However, their photocopies are available on the commission’s website,” the poll panel official told Metropolitan Magistrate Harvinder Singh. An affidavit was also filed by the official regarding the information furnished by Irani while contesting 2004
elction. Meanwhile, the court completed recording of statement of complainant Ahmer Khan, a freelance writer, and posted the matter for further hearing on August 27. The court said it is also reported that about 140 patients need retina surgeries within the next three weeks. It is also reported that hospital can conduct surgeries of three to four patients in a day which means roughly 28 surgeries in a week can be made and to operate upon 140 patients, it may take about five weeks. “However, the patients need to be operated upon within three weeks after getting the primary treatment of the injury and if there is delay the patients eye globe will shrink and will become visually disabled for life,” the court said. It said if the details in the news reports were found to be true, immediate steps have to be taken to treat patients, including conducting of retina surgeries. “Want of space or operation table or surgical items or surgeons cannot be an answer to deny timely treatment to the patients who are to be treated for getting vision in their eyes.

You must encourage them. Srinagar, Jul 23 (PTI): The Jammu and Kashmir High Court on Saturday said the state government should discontinue use of pellet guns for crowd control during law and order situation in view of the statement made by Union Home Minister Rajnath Singh in Parliament. “The (Union) Home Minister has said in the Lok Sabha that an expert committee will be framed to find substitutes to pellet guns. “This statement should be sufficient for the government to discontinue the use of pellet guns,” a division bench of the court said here while hearing a PIL. The bench comprising Chief Justice N Paul Vasanthakumar and Justice Muzaffar Hussain Attar said Singh’s statement also meant that the pellet guns were “not nonlethal”. The Home Minister’s statement meant that in Kashmir it is not non-lethal weapon, the court said, adding the procedures have to be reasonable, fair and just. The court directed the government to provide necessary treatment to all those injured in the ongoing unrest and shift those, who need specialised medical attention, out of the state. “Ensure that treatment is provided to the patients. Shift those who need specialized treatment,” it said. Observing that “when a person loses his eyesight, he loses everything, he loses universe”, the division bench said, “No sensitive soul can bear looking at these pictures (in a newspaper of a minor boy injured in security forces action). He is a five-year-old child. You cannot accuse him of throwing stones”. The court also asked the government not to interfere in the working of voluntary

Manila, Jul 23 (IANS): Finnish telecommunications giant Nokia is all set to make a smartphone comeback with two new Android 7.0 Nougat devices by the end of this year, a media report said on Saturday. The two unnamed devices will have premium metal designs complete with IP68 certification, which means they will be as water resistant as Samsung’s Galaxy S7, The Inquirer reported. The smartphones may come up with 5.2-inch and 5.5-inch QHD screens, along with fingerprint scanner and “innovations” in the camera, the report noted. Both the smartphones are expected to feature split-screen modes, enhanced notifications and improved gaming thanks to support for the Vulkan API and could bring “elements of touch and hover interaction”, hinting 3D Touch-like technology. Washington, Jul 22 (PTI): US President Barack Obama today rejected Republican presidential nominee Donald Trump’s claim that America is in deep crisis, asserting that it does not jibe with facts as violent crime and illegal immigration have plunged during his leadership to their lowest rates in last three decades. “We’re not going to make good decisions based on fears that don’t have a basis in fact,” Obama told reporters at a joint news conference with his Mexican counterpart Enrique Pena Nieto. “America is much less violent than it was 20, 30 years ago. Immigration is much less a problem than it was not just 20 or 30 years ago, but when I came in as president. That doesn’t mean we haven’t solved those problem, but those are facts,” Obama said in response to a question. Obama said he did not watch the convention, but has a broader idea of what was discussed during the fourday event in Cleveland. “I don’t think that’s a surprise. I’ve got a lot of stuff to do and they are pretty long events. Munich, Jul 23 (AFP): A teenage German-Iranian gunman has killed nine people in a shooting rampage at a busy Munich mall and then committed suicide with the German police saying today that he likely acted alone. Nine people were killed and 16 wounded as the gunman brought terror to Germany’s third largest city last evening, the third attack on civilians in Europe in eight days. “Bloodbath in Munich,” was the headline on the bestselling Bild newspaper as shockwaves reverberated across the continent. Music Carnival held at Life Spring Corner, Dimapur, Saturday turned out to be a special treat for music students in the city. Hundreds of young people showed up at the carnival both to have fun and also sharpen their musical skills. Students from various
schools in and around Dimapur, little kids with their parents, teenagers and young adults arrived at the venue. The little kids were busy playing around; some were learning actions songs and drawing their favourite stuffs, the older ones were busy painting their faces and at-
tending the different music workshops. Instructors for the workshops included Normando Villas Jr. for the guitar, Louise Shishak for violin, Avoni Odyuo for piano, Zareni L Yanthan for choral music and Mhathung Odyuo for voice. According to the main
organizer Abigail Odyuo, the turnout was overwhelming. Admitting that she was quite worried if people would turn up given the fact that the event was a first of its kind, Abigail said the enrolment had exceeded her expectations with close to 400 people registering for participation.
Participants for voice and choral music were the bulkiest followed by piano, violin and guitar. A good number of young adults were also seen having fun at the karaoke music section. A short closing function was held in the afternoon to
give a proper conclusion to the day’s events during which special performances were presented by Louise Shishak, Avoni Odyuo and Mhathung Odyuo. Nungshiba handicrafts, Dolls of Nagaland, also set up pop-up sale at the venue. (Staff Reporter)

Olympics 2016: PM Modi to flag off ‘Run for Rio’ event New Delhi, Jul 23 (PTI): In order to create ‘Olympic Fever’ in the country ahead of next month’s multi-sporting spectacle in Brazil, Prime Minister Narendra Modi will flag off ‘Run for Rio’ event at India Gate here on July 31, Sports Minister Vijay Goel said on Saturday. “We want to create a fever of Olympics in the country and keeping that in mind, we will be organising a ‘Run for Rio’ event from India Gate. When I talked to Prime Minister Modi about this idea, he said he will come and flag off this run. Thousands of people will join the run to give their support to the Olympic athletes,” said Goel at the ASSOCHAM conference here. Besides this, giant screens will also be put up at the Central Park here starting August 1, along with an exhibition containing information on Rio-bound Athletes. “A big screen will be placed below the flag at the central park along with an exhibition in which there will be posters and cutouts of Olympians like Vijender Singh and others. This will create a carnival-type scenario,” he said. Responding to a query on the state of boxing in India, Goel said, “Presently, we don’t have a boxing federation in India. Vijender Singh pleads for an end to Indian boxing’s administrative mess New Delhi, Jul 23 (PTI): Worried about the administrative logjam in Indian boxing, recently-crowned WBO Asia Pacific champion Vijender Singh today pleaded with the officials to put together a new federation at the earliest for the sake of country’s pugilists. Speaking at the ASSOCHAM conference, in the presence of Union Sports Minister Vijay Goel, Vijender said the country’s boxers have been denied a voice at international events because of the current situation. “Our country does not have a boxing federation since last three to four years. (An) ad-hoc committee is presently running boxing. Earlier we had Abhay Singh Chautala as the Boxing Federation President for 10 to 12 years (till 2012), things went well but later the court case started and since then we don’t have any federation,”

Lausanne, Jul 23 (IANS): The International Olympic Committee (IOC) has announced it ordered Turkish weightlifter Sibel Ozkan to return the sliver medal she won at the 2008 Olympic Games for violating anti-doping rules. Ozkan, 28, came second in the 48kg category in Beijing, but she was caught after the IOC ordered a retest of samples from both the 2008 Games and 2012 Olympics in London, reports Xinhua. The IOC on Friday asked her to return her medal after she had tested positive for the metabolites of anabolic steroid stanozolol. Earlier on Friday, the IOC reported 45 new doping cases from the two previous Olympic Games after more than 1,200 samples, notably those of past medal winners, were reanalysed, bringing the total number of positive drug tests to 98.

Futsal League: Mumbai enter final

Goa, Jul 23 (PTI): In a thrilling encounter, Mumbai 5s held their nerve to defeat Kolkata 5s 4-2 in the first semifinal of the Premier Futsal and storm into the finals to be played on Sunday. Mumbai’s in-form player Colombian Angellot, who starred in the win with three goals, was ably supported especially by Charanpreet and Fogila during the match played at the Peddam Indoor Stadium here. Angellot continued his good form and netted the ball in the 9th minute and gave the side a lead over their rivals. He displayed some outstanding skills as he scored evading the Kolkata defence.
Both the sides, though were aggressive in their approach in the quarter, Mumbai 5s had an upper hand. Kolkata players too had their chances, but missed them on occasions. The story remained the same in the second quarter with Mumbai dominating and scored two goals to make it 3-0 at the half time even as their crowd cheered for their marquee player and former Manchester United legend Ryan Giggs. In the 11th minute, it was Angellot again who scored his second goal and extended the lead. The coordination and passes of the Mumbai players was up to the mark and so were their counter
attacks. Kolkata remained clueless in this quarter. In the 20th minute, Kevin Ramiraz made it 3-0 as he nut megged the keeper and put pressure on them. Futsal is a game where things can change within minutes and Kolkata 5s fans witnessed it in the third quarter as they tried to bounce back by scoring two quick goals. While it was Vander Carioca who scored in the 22nd minute with a brilliant volley, in the 24th minute in what was a successful counter attack, Gabrial netted the ball to make it 3-2. Mumbai could have gone way ahead had Angellot not missed a definite chance and a
pass after just a few seconds in the quarter. In the fourth quarter, Angellot made the most of Kolkata 5 week defence and what was an open goal post, he scored it easily in the 32nd minute taking his team ahead 4-2. During the match, Mumbai keeper Luis Amado too saved some good shots from the opposition players. Their defence remained strong as they did not give any opportunity to Kolkata 5s players in the quarter. Kolkata tried hard but all their efforts went in vain as they were unable to match Mumbai and at the end of the play.
Kohli’s double ton a classy knock: Viv Richards Antigua, Jul 23 (IANS): West Indian legend Vivian Richards has hailed Indian Test skipper Virat Kohli’s maiden double century on day two of the first Test against the hosts as a “classy” knock. “I think it was a magnificent hundred. To score a double hundred at Sir Vivian Richards Cricket Ground is a formidable task in terms of what he has achieved,” Richards told the Board of Control for Cricket in India’s (BCCI) website on Friday. “I remember when I met him at the hotel (before the Test series) I did say good luck, but I didn’t believe he would take it this far in terms of achieving a double. As a batsman myself, it was very pleasing to see and even though it was against the West Indies, I do appreciate seeing class and his was a classy knock,” he added. Richards said he thoroughly enjoyed the Delhi batsman’s effort with the willow. (AP/PTI) North Sound (Antigua), Jul 23 (PTI): Pacer Mohammed Shami picked up the crucial wicket of Darren Bravo just before lunch to peg West Indies back on day three of the first cricket Test here Saturday. The hosts reached 90 for three at lunch, still trailing by 476 runs in reply to India’s mammoth first innings total of 566 for eight declared. At the Sir Vivian Richards Stadium, Kraigg Brathwaite (46 batting) defied the Indian bowlers along with Devendra Bishoo (12), as the duo put on 38 for the second wicket but more importantly frustrated the visitors by batting out 17.5 overs. Starting at their overnight score of 31/1, Bishoo looked to stay with his partner for as long as possible, and he was successful in achieving that goal. He frustrated the Indian bowlers for nearly 70 minutes, and in
this interim, saw off the likes of Ishant Sharma (0-24), Umesh Yadav (0-12) and Shami (2-23) without much discomfort. Part of it had to do with the fact that the Indian pacers were guilty of bowling too short, especially to the night watchman. Ishant as the leader of the attack was a disappointment in particular in this scenario as skipper Virat Kohli looked at him twice to bring about a dismissal. Shami was the one who troubled Bishoo the most, but couldn’t induce an edge despite going past the bat on many occasions. At the other end, Brathwaite was happy to leave as many deliveries as possible, and he was helped by the wide deliveries bowled at him by the Indian pacers. When the spin came on, he looked to attack R Ashwin (0-22) and didn’t allow the lead spinner to settle down

Modi insisted that young sportspersons should work hard to get success. “In order to be a good sportsperson, it is essential to be hardworking,” PMO said in another tweet. “If you don’t play, you won’t shine. And never let defeat affect you so much.” With the official launch, Reliance Foundation will invest in building a culture of sports in schools and colleges to unearth the vast and untapped talent in our education system. RFYS will promote and inculcate multi-discipline sports avenues among the
youths of India. For the inaugural year (2016-17 academic year), RFYS will have football competitions in these eight cities competing in four categories i.e. Junior Boys (Grade 7-10); Senior Boys (Grade 11-12); Senior Girls (Grade 11-12) and College Boys (Graduate institutes). In first year of its launch, over 2 million youths will be reached through 2000 school and college institutes and 40,000 students expected to participate from these eight cities. Par ticipating teams across categories will compete in city qualifiers beginning August 2016, followed by City Championships in October/ November and finals to be played in January/February 2017. By year 3 (2018-19) the competition is expected to be played in 32 plus cities and year 5 (2020-21), the RFYS will spread to over 50 cities. From second year (201718) onwards, RFYS plans to add multi- discipline sports such as basketball, athletics, badminton, volleyball and tennis. RFYS will cover 16 cities, 4000 institutions and expect to have 1 lakh students’ participation and impact four million children through the initiative.
LONDON, Jul 23 (Agencies): Jamaican sprint legend Usain Bolt promised on Friday he will be physically ready for next month’s Rio Olympics -- on the night Kendra Harrison broke the 28year-old 100 metres hurdles world record. Bolt, running at the track where he achieved the individual Olympic sprint double and the 4x100m relay for the second time four years ago in London, was the star attraction on day one of the Anniversary Games in front of 40,000 people at the Olympic stadium and he did not disappoint in the men’s 200m. Brushing aside any concerns about the hamstring injury which forced him to withdraw from his country’s Olympic trials in Kingston earlier this month, Bolt ran a solid time of 19.89sec in his first competitive 200m of this season. Panama’s Alonso Edward ran a season’s best of 20.04sec while Britain’s Adam Gemili produced a 2016 best of 20.07sec. Bolt, who remains undefeated in this stadium in East London, is confident he can iron out any glitches with his cornering in his favourite discipline. “I’m getting there. MANHEIM (PENNSYLVANIA), JUL 23 (IANS): India’s women’s hockey team thrashed Canada 5-2 to record their second victory in their United States tour here. Vandana Katariya (ninth and 51st minutes) and Deepika (38th and 49th) scored a brace each and Poonam Rani netted
the fifth in the 58th minute of the match on Saturday. Getting quickly off the block, India were dominant in the early exchanges, putting Canada on the defensive. The Indian eves got a penalty corner early in the first quarter, but failed to convert it. Soon enough though, they
had the lead via Vandana’s field goal. Off a second penalty corner soon after, Poonam’s deflected shot was saved by the defender on the post to prevent India doubling their lead. Canada came out with a penalty corner of their own but India defended strongly to prevent an equaliser and went into the break with the lead. Canada came out quicker in the second quarter and scored the equaliser with Stephanie Norlander’s penalty corner conversion in the 17th minute. Over the course of the quarter, India stoically defended several of Canada’s penalty corners and ensured they went into half-time level at 1-1. The two teams came out all guns blazing in the second half; Canada dominating the ball in midfield as India looked to play on the counter. It was the latter’s tactics that worked, though. A quick press led to Deepika scoring their second to take the lead in the
38th minute. Canada equalised via a Brienne Stairs goal in the 42nd minute. With little time left in the third quarter, a host of chances fell to both sides with their respective goalkeepers put to the test. Canada’s penalty corner was bravely denied by Savita in India’s goal, before an attempt by Anuradha was denied by Kaitlyn Williams in Canada’s. The teams went into the final break tied at 2-2. In the final quarter India came out with renewed zest and were soon in the lead via Deepika’s second goal in the 49th minute. Two minutes later, Vandana doubled her tally with a field goal and extended India’s lead to 4-2. Reeling from the double blow, Canada tried to string together some possession and take control of the game, but India never truly let them back in it. Poonam scored a fifth in the 58th minute to consolidate a second consecutive victory for India on the tour.
