NEW DELHI, JUL 23 (AGENCIES): Outgoing President Pranab Mukherjee on Sunday said the governments should avoid taking the Ordinance route to promulgate a law it wants, and stressed that this option should be used only in “compelling circumstances”. In his farewell address as the President to members of Parliament in the Central Hall of Parliament here, Mukherjee said: “I am firm in my opinion that the Ordinance route should be used only in compelling circumstances and there should be no recourse to Ordinance in monetary matters.” The President, who demits office on July 25, underlined that the Ordinance route should also not be taken in matters which have been introduced in Parliament or are being considered by a house committee. “If a matter is deemed urgent, the committee concerned should be made aware of the situation and mandated to present its report within the stipulated

In a letter, secretary to CM, Kelei Zeliang said that the incumbent CM is required to perform from the official residence with proper security and adequate residential facilities for the convenience of the MLAs and public. Meanwhile, NPF on Sunday informed that former CM will vacate the official residence in a day or two.

DIMAPUR, JUL 23 (NPN): Following the recent re-formation of Dimapur Naga Youth Front (DNYF), Dimapur Ao Youth Organisation (DAYO) has informed all bonafide Ao youths not to be involved with the front without the knowledge/consent of DAYO for the time being. In a press note, DAYO president, K. Longri Imchen and general secretary Meyatoba said after DNYF was initially formed under the initiative of JCC during ULB poll imbroglio, DAYO representative were called back on May 2, 2017. It further requested the sessional office bearers of DNYF to consult all Dimapur based frontal Naga youth organisations/ fronts for proper functioning and representation.

KOHIMA, JUL 23 (NPN): In another U-turn on Sunday evening, chief minister, T.R. Zeliang decided to include EE Pangteang as a cabinet minister. Pangteang would be sworn-in as the 11th minister on Monday, 9 a.m. at the Durbar Hall, Raj Bhavan Kohima. This was also confirmed by EE Pangteang. It may be recalled that on Saturday’s swearing-in programme, Pangteang’s name was listed at serial no. 7 as per the Raj Bhavan order. However, in a last minute glitch, Pangteang’s name was removed by the CMO. It was later made known that Noke was to be accommodated. After learning that Noke was disappointed with both T.R. Zeliang and Neiphiu Rio, Pangteang was given an option whether he would want to be a simple minister or opt for the post of advisor with plump portfolio. Since Pangteang opted for the advisor’s post, Noke’s name was cleared for cabinet, sources said. However, things took a sudden turn and Pangteang was called in by the chief minster on Sunday evening to inform him that his name has been finalized to be sworn in on July 24. Meanwhile, sources said that Noke is likely to be made the DAN chairman.
Kohima, Jul 23 (NPN): After Speaker of the NLA Dr. Imtiwapang Aier twice (July 18 and July 20) did not respond to the demands made by 11 legislators as to on what ground he appointed chief minister T.R.Zeliang as the NPF legislature Whip and if he had done so by withdrawing recognition of Kiyanilie Peseyie as official Whip, the 11 legislators (10 NPF and 1 independent) are all set to take the matter to court. Disclosing this to media persons during an interaction at the CM’s residence Kohima Sunday evening, former Speaker Chotisuh Sazo MLA reiterated that the present Speaker was obligated to clarify the matter since NPF is a registered party and its constitution accepted by the ECI. Sazo went on to explain that as per the NPF constitution Article Chapter 5 and Section 10, the party president authorises promulgation of ordinance to all members including the legislature. He further cited Tenth Schedule Para 2, 1b of the constitution wherein it mentions that a political party has to give direction to its legislators whether to vote in favour of or against or to abstain. This direction is issued by the Whip appointed by the party for its legislature. Sazo pointed out that in the case with T.R. Zeliang, he appointed himself as leader of NPF legislature and also as the Chief Whip of the party when he was already expelled from the NPF. He said the appointment of Kiyanilie as Whip was not revoked
nor withdrawn and therefore, appointing T.R.Zeliang as the whip of NPF will be challenged in court. When the matter goes to court on who is the whip of the NPF, Sazo said if the ruling favoured NPF party then all the 37 NPF legislators who voted against the whip will be disqualified unless the NPF party condones it within 15 days. Sazo said the Speaker is supposed to be neutral since he no longer belongs to any political party while holding the chair. He said since the Tenth Schedule does not cover the Speaker that the latter could rejoin NPF after resignation but subject to approval of the party. On T.R. Zeliang’s contention that appointment of whip was not mentioned in the NPF constitution, Sazo pointed out that the party constitution authorises the party president to promulgate ordinance(s) to any of the party members including legislators. Therefore, he said the word ‘whip’ need not be mentioned in this context as the directive was clear. He claimed that most of the members in the other camp were “misguided” about theses issues. Sazo said appointments of party whips as that of Kiyanilie and other states and union territories are forwarded for record with ECI. He said in the state assembly, there is record of the whip of NPF party but no record of any entity as ‘NPF legislature party.’ DAN Chairman Kuzholuzo (Azo) Neinu, MLA said if the legislators are disqualified, the first
timers especially will not be entitled pension or other benefits since they cannot be deemed as ‘ex-MLA’. On his appointment as DAN Chairman Azo said the post does not belong to anyone but decided by NPF, BJP, JDU and NCP. After NPF cut off links with BJP, he said of JDU and NCP still support NPF but if both withdraw support, then he will cease to be DAN chairman. On his appointment as NPF legislature party leader, Azo said the MLAs and party president endorsed his name but that the NLA did not accept. He accepted it since to be legislature party leader he must have support of one half majority of members. However, Azo argued that after 20 MLAs were expelled and ten suspended from T.R. Zeliang’s group, he has fulfilled the criteria of having one half majority of NPF legislators and so the Speaker has not option but to accept his appointment as legislature party leader. He said Zeliang was expelled for six years from the party while others for an indefinite period but the latter cases could be reconsidered by the party. Yitachu, MLA renewed his attack on the Governor by terming his recent actions as “arbitrary and unconstitutional”. He also asked under which letter head did T.R.Zeliang write to Governor to stake claim for forming government and sworn-in? Yitachu said even on this issue, they will go to court as such an unconstitutional manner cannot be allowed to have sway in Nagaland at least in the 21st century.
Arunachal Naga students body seek GPRN/NSCN responds to ACAUT Gorkhas to organize unity march on July 30 in Kohima surrender and rehabilitation policy
ITANAGAR/NEW DELHI, Jul 23 (IANS): A Naga students body in Arunachal Pradesh has urged chief minister, Pema Khandu to come up with a surrender and rehabilitation policy for the youths who joined the outlawed forces, to enable them to return to mainstream. With over 500 Naga yo u t h s i n A r u n a c h a l Pradesh having joined the outlawed forces, the Arunachal Naga Student’s Federation (ANSF) said the policy can be used by the cadres as a platform to return to civilian life. ANSF, a powerful Naga youth outfit in Arunachal Pradesh, has also sought a paramedical college to be set up in one of the Naga inhabited districts like Tirap, Changlang and Longding, so that the youngsters can be engaged in professional
courses and stay away from outlawed forces. ANSF has been demanding a surrender and rehabilitation policy on the lines of the one that exists in Assam since 1998. The main objective was to wean away the youths who have strayed into militancy and now find themselves trapped. The scheme should also ensure that the militants who have surrendered do not stray back into insurgent groups, the ANSF said. “Tirap, Changlang and Longding are all development deprived districts of Arunachal Pradesh. Youths, mostly out of frustration, join outlawed groups and find themselves trapped. This needs to be ended,” said ANSF President Nokchai Boham. “We want the state government to come up with a surrender and
rehabilitation policy so that they can come back to civilian life,” Boham said. The ANSF leaders have said they would meet Defence Minister Arun Jaitley and Union Home Minister Rajnath Singh to press for their demands. The organisation, which has also revived the demand for autonomous council for the three districts, has sought a Sainik school for the region so that teenagers from early age are motivated to join the Indian defence forces. Alleging that the Arunachal government was denying Nagas their genuine demands, the community said they have waited for too long to see development in the districts where they reside, and felt the area could develop only under an autonomous council.
DIMAPUR, JUL 23 (NPN): GPRN/NSCN through its MIP has claimed that the alleged harassment on members of Dimapur Urban Council Chairmen Federation (DUCCF) over taxation purpose has been “meticulously pre-planned and perpetrated” by ACAUT and some members of DUCCF to tarnish the image of the GPRN/NSCN government. If not, MIP challenged ACAUT and DUCCF to give press statement in black and white about “when, how and who” were those DUCCF members being threatened and harassed by Col. Tokugha. MIP also expressed surprise how could ACAUT, an anti-Naga movement questioned the government affairs of the GPRN/NSCN, when DUCCF president had reaffirmed that Col. Tokugha has not threatened or harassed any DUCCF members. Therefore, to avoid eventuality, MIP asked DUCCF asked to clarify, or else GPRN/NSCN will be compelled to take its own course of action against the perpetrators. MIP has also asked ACAUT to refrain from misleading the people through their nefarious antiNaga activities as it was well known that ACAUT’s relentless efforts and the motive behind the “mirage of one tax, one government” was against the Naga nation. Further, MIP reminded ACAUT that so long as Naga national movement for self determination is on, the 1951 Naga people’s voluntary plebiscite will remain valid. It therefore, advised ACAUT to restraint from anti-Naga movement.

KOHIMA, JUL 23 (NPN): In support of the ongoing movement in Darjeeling hills for the creation of a separate Gorkhaland state to be carved out of West Bengal, Gorkhas of Nagaland has decided to organize “Global Gorkhaland Unity March” on July 30 in Kohima. The rally will be held under the aegis of Nagaland Gorkha Association in collaboration with Gorkha public Panchayat Kohima and Gorkha NGOs informed NGA president and co-ordinator Nobin Pradhan at a press conference held at Gorkha Public panchayat Chandmari Kohima on Sunday. Members of NGA will gather at Gorkha Public Panchayat Kohima at 1pm from there they will march to Raj Bhavan and submit the memorandum to Nagaland governor. He said that the unity march has received world wide support and Gorkhas of Nagaland being the part of the community will be joining global march in -Kohima, Mokokchung, Wokha
and Kiphire. He expects more people from the remaining districts in the rally. The rally will be addressed by Angami Public organization, Nagaland Tribes council, Naga people’s Movement for Human Rights, T. Khel union and others, Pradhan said. Pradhan said that by taking part in rally, Gorkhas of Nagaland will be lending their voices to the brothers and sisters in Darjeeling “for our identity, our language, our culture and our birthright in India”. He said that the mission was to unite and connect the entire Gorkha diaspora scattered across the world. The rally is also open to friends and supporters from outside Gorkha community, who believe that they have a moral responsibility to speak out against any threat to justice, equality and human rights, Pradhan said. Meanwhile, Gorkha Public Panchayat Kohima president Santu Thapa said that the genuine demand of Gorkha already 110 years old since from British era, has been ignored by the Centre.
RSS flourished in state under NPF says NPCC Mon district BJP expresses dismay DIMAPUR, JUL 23 (NPN): NPCC has once again hit out at the NPF saying that the spurt of RSS activities in the state had flourished under the patronage of NPF, “who had deliberately turned a blind eye for the love of power and money.” However, NPCC media cell stated that “the sudden discovery by NPF that BJP is communal party, Governor PB Acharya is RSS Pracharak and chief minister TR Zeliang is Heraka boy is a belated but welcome sign that vindicates the assertion of the NPCC all through the years.” NPCC said NPF cannot absolve itself for being the comfort party of BJP, its springboard and to put it in their own words- ‘natural ally.’ It said NPF’s argument about the sinister agenda of the BJPRSS has rather exposed its own double standards arising out of being kicked badly by its natural ally BJP. Instead, BJP has lot to thank the NPF
for allowing it to take roots and nurturing its growth, NPCC added. Since BJP came to power in May 2014, the communal temperatures in the country has been heated up by the BJP-RSS to consolidate its holding on power and the nation remains divided more than ever, NPCC stated. When other states were vociferously protesting against BJP-RSS divisive politics over Good Governance Day, Digital India Day, beef ban etc., NPCC said the deadly silence of NPF and its stout defending of the BJP-RSS agenda cannot be easily forgotten by the people. Ridiculing NPF for its ignorance that BJP was its ally since 1977, when the party was only formed on April 6, 1980, NPCC said NPF, realizing after 37 years the true colors of the BJP-RSS, “will not undo the damage caused to the state and its people by allowing communal forces to take root.”
In this regard, NPCC has appealed to all secular minded people to come together and save the state from impending dangers of communal forces. It said NPCC has been and will always continue to be the voice of the people in defending their rights and will go an extra mile to defeat the communal forces whose polarizing agenda spells doom for the people. In the next assembly polls, NPCC said that the people would have a choice to either vote for secular front or communal forces. “Unless the communal forces are defeated, posterity will never forgive us for succumbing to the lure of instant gains that will destroy our identity and our way of life forever,” it added. Therie mocks at new govt: NPCC president, K. Therie mocked at the new government saying “it cannot expect glamour to return from multiple divorcees” after hav-
ing the fourth marriage in just five years. Therie said, with too many cooks around, “the fourth divorce appears to be in the offing in the midst of oath taking, wishing for the fifth marriage.” He further said adulterating with RSS-BJP salt was a little too much since it had insulted the 55 MLAs and the people of Nagaland, creating an uneven representation. Encouraging corruption and defection should have been avoided and moral authority should have been respected, he added. “I don’t know how to name the new government now, but one thing I am certain is that they are not the alternative for Nagaland. The State cannot expect change from the old tattered minds,” Therie stated. He said “in Nagaland we put our faith in God, not in idols or mother cow neither do we put our faith in corrupt government.”
MON, JUL 23 (NPN): Mon district BJP unit has expressed strong resentment for non-inclusion of Paiwang Konyak as cabinet minister. In a press note, BJP Mon district unit president, Nyawang Konyak reminded that Paiwang, elected from 41 Tizit A/C, was the only official BJP leader who had won under the BJP party ticket in the last Assembly election. The other three MLAs joined later from another party, he said. While acknowledging that two BJP MLAs were inducted in the cabinet, the Mon BJP unit however pointed out that the original son of the party, who was earlier a cabinet member, was deprived of the same and replaced by newcomers. This was a big blow and has impacted the entire party unit, particularly at a time when BJP Mon has been gearing up to fill the maximum number of candidates in the forthcoming elections, the unit stated. Mon BJP unit said since they were given the impression that the removal of the original party MLA by new comers came from the Central office, the unit has demanded the party to rectify the gross anomaly. Despite being one of the most active BJP bastion in the state, such
action by the party has only let down the morale of its workers, the unit stated. Mon BJP further said that the removal of Paiwang has sent across a wrong signal to the electorate of the state. The unit therefore urged its party to look into the serious anomaly and not abandon its workers and legislators in the face any changes or upheavals in the state. 41 A/C BJP: BJP 41A/C Tizit has also expressed shocked and dismay for non-inclusion of its MLA, P. Paiwang Konyak in the cabinet. In a press note, the 41 A/C BJP unit president Nokleam Konyak and press secretary Tingnon Konyak BJP Unit 41A/C condemned the present government led by TR Zeliang for not inducting the “lone original BJP MLA” into the cabinet. While pointing out that Paiwang was the lone BJP candidate elected to the 12th NLA in the state, it questioned “how could anyone avoid the original and include the new comers/adopted ones.” Expressing strong resentment with TR Zeliang and the Central BJP leadership, the unit said “no amount of reasoning and justification would satisfy the party workers and electors of 41A/C Tizit.” K Y M C
