Lockdowns in Kohima and Dimapur July 25-31 in Kohima (total), July 26 to AugUST 2 in Dimapur (partial)
KOHIMA/DIMAPUR, JUL 23 (NPN): The District Task Forces (DTFs) of Kohima and Dimapur on Thursday decided to impose total lockdown and partial lockdown respectively in the two districts. During an emergency meeting of DTF Kohima, it was decided to impose a seven-day total lockdown under Kohima municipal areas (19 wards) from July 2531. However, in Dimapur, the DTF during its meeting decided to impose partial lockdown from July 26 till August 2, with stringent measures in place. The lockdowns were being imposed in order to enhance active surveillance by the respective district medical teams and to ensure more comprehensive contact tracing, early detection of suspected cases and isolation measures so as to slow down the chain of transmission process and to further contain the spread of COVID-19 infection. Accordingly both the deputy commissioners-Gregory Thejawelie (Ko-
hima) and Anoop Khinchi (Dimapur) have issued lockdown measures to be strictly followed by all. “Unless each and everyone comes forward and act accordingly, other measures we may adopt, but that is not the solution, when the general public have certain changes in behaviour that can really be a good approach in fighting against COVID-19,” DC Kohima said. He said the district administration was concerned about COVID-19 cases being detected from outside the quarantine centres.
Lockdown measures for Kohima town areas
1. All public movement is prohibited, except on rare Medical Emergencies. 2. All categories of Shops are to strictly remain closed during the total lockdown period, except for Pharmacies outside the sealed area. 3. All religious places should remain closed. Religious services and congregation is strictly prohibited. 4. Movement of all
commercial and private vehicles are prohibited, except for unavoidable Medical Emergencies. 5. Gathering of people at public places within the residential areas in Ward/ Colonies/villages is prohibited. 6. Marriages are not allowed during this total lockdown period. 7. Funeral/last rites related gatherings shall ensure social distancing and the maximum number of people allowed shall not exceed more than 20 people. 8. Inter State, Inter-district and inter village movement is restricted. However, movement of medical emergency cases and essential goods and services with proper safety measures in place will be allowed. Exemptions: District administration, police, paramilitary/army, medical, chief minister’s office, Raj Bhavan staffs, Treasury, Prisons, Kohima Municipal Council, PHED, Power, NIC, DIPR, NSDMA, Fire & Emergency Services, HG &CD, Food & Civil Sup-
ply, Social Welfare, IT&C, AIR, Doordarshan, Medias, Medical Hospitals, Clinics & Nursing Homes, BSNL & Private Telecom services, Internet service providers, Banks with minimal staffs & ATMs, petroleum outlets & LPGs, Quarantine centres, Bethel Kitchen, persons/ patients with medical emergencies and those person/ individual involved in authorized Covid-19 related duties are exempted from the purview of the total Lockdown measures. In view of the Sixth Session of the 13th Nagaland Legislative Assembly to be held on July 30, all members of NLA, AHoDs/ HoDs, Assembly officials and others involved/detailed for the session are also exempted.
Dimapur district lockdown measures
1. Only shops dealing with essential commodities will be opened for public from 9 a.m. to 2 p.m. 2. Wholesale markets will remain open from 5 a.m. to 9 a.m. only

3. Vegetable vendors will be allowed to sell vegetables in the colonies/ villages only and not in the main market. 4. New Market, Hongkong Market, Hazi Park, Millenium Market, Railway bazaar and Vegetable market at Purana Bazaar will continue to remain closed completely. 5. Public are directed to buy essential commodities from their respective colonies/village shops. 6. As the lockdown is enforced in the State, movement of all public are restricted except those coming out to avail essential services. 7. In all the essential commodity shops, social distancing to be strictly maintained and adhered to. 8. Inter-State, Inter District and Inter Village Movement is restricted. 43 Armed forces personnel positive 37 Power company employees DIMAPUR, JUL 23 (NPN): Nagaland on Thursday recorded the highest single-day spike of 90 COVID-19 cases taking the total number of people infected with the contagion to 1174 cases-- 644 active and 530 recovered.
Kohima district accounted the maximum number of fresh cases on Thursday at 61, while Dimapur recorded 26 cases, 2 in Peren and 1 in Phek district. According to state Health & Family Welfare
department, out of 90 cases, 43 were from the armed forces, 42 from among the returnees at quarantine centres out of which 37 were from a Power company, 1 frontline worker and 4 traced contacts. Active sur veillance and contact tracing was in progress to prevent further spreading of the infection, principal secretary Home Abhijit Sinha said in his daily briefing. As per the severity of symptoms, 640 active cases were asymptomatic, 2 mild, 1 with moderate symptoms and 1 admitted to ICU on ventilator. Till July 23, a total of 20,126 samples had been sent for testing through RT-PCR. Results of 18,968 samples were received out of which 11,793 were tested at the BSL-3 lab (NHAK) and 654 samples tested positive. In addition, a total of 13,497 samples were also sent for testing on Truenat. 12,766 samples tested negative and 428 positive, which have again been sent for confirmation by RT-PCR. Meanwhile, a total of 2,821 persons were presently under Facility Quarantine.

DIMAPUR, JUL 23 (NPN): In order to take effective measures to prevent the spread of COVID-19, deputy commissioner (DC) Dimapur and chairman District Disaster Management Authority (DDMA), Anoop Khinchi, has ordered the sealing of the office of the General Manager of Nagaland State Transport (NST) Dimapur with immediate effect till further order. This has been done so after four Railway employees of the parcel section tested positive for COVID. KOHIMA, JUL 23 (NPN): In view of the spike in COVID-19 cases, authorities of Nagaland Legislative Assembly (NLA) are leaving no stone unturned to ensure that the forthcoming daylong Assembly session scheduled on July 30 passes off smoothly. As part of the precautionary measures and taking into consideration the standard operating procedure (SOP) and other COVID protocols in place, special seating arrangements are being made, especially considering the fact that 43 of the 60 legislators are in the age group of 50 to 86, considered vulnerable. NEW DELHI, JUL 23 (PTI): With the highest-ever single-day spike of 45,720 cases, India’s COVID-19 tally crossed the 12-lakh mark on Thursday, while
the death-toll mounted to 29,861 with a record 1,129 fatalities in a day, according to the Union Health Ministry data. The country crossed
the 12-lakh mark just three days after it crossed the 11lakh milestone. The coronavirus caseload in the country surged to 12,38,635, while 7,82,606 people have recovered so far in the country, the data updated at 8 am showed. There are 4,26,167 active cases of coronavirus infection presently in the country. Thus 63.18 per cent people have recovered so far. The total number of confirmed cases includes foreigners. Meanwhile, as many as 29,557 COVID-19 patients have recuperated in a 24-hour span till Thursday morning, the highest recorded in a day so far, taking the recovery rate to 63.18 per cent, the Union Health Ministry said. The number of tests for detection of COVID-19 also crossed the 15-million mark as the number of cases surged to 12,38,635 on Thursday.
DIMAPUR, JUL 23 (NPN): Two more railway staff, of the parcel section, tested positive for COVID-19 here on Thursday, taking the total number of railway employees affected with the virus to four now. All the four COVID-19 patients have been shifted to Circuit House here, which has been converted into a COVID Care Centre (CCC). Railway colony council members informed Nagaland Post that swabs were collected from six persons of the railway colony, of which two came out positive through TrueNat machine. And following the detection of the two more cases from the area, the railway colony adjacent to the rail station has been barricaded and restrictions have been imposed on movement of people and vehicles, the council members stated. The COVID patients had reportedly visited a railway doctor after they showed symptoms.

NMA writes to CM over various issues DIMAPUR, JUL 23 (NPN): Naga Mothers’ Association (NMA) has written to the state chief minister drawing his attention to various issues including extension of the Disturbed Area Act (DAA) and Armed Forces Special Powers Act in Nagaland, ban of sale of dog meat, government’s self declaration order to employees etc. and sought his intervention. In a representation addressed to the state chief minister, NMA president Abeiu Meru and secretary Lochumbeni Humtose strongly protested the extension of DAA and AFSPA amidst the ongoing peace process. Stating that they have witnessed decades of armed violence, militarization, killings and human rights violations, NMA has, therefore, urged the government to protect the right to peace and security without such draconian laws. NMA also sought repealing of AFSPA for a fruitful and peaceful conclusion of the Naga political issue in an atmosphere of respect and mutual understanding. On the issue of ban of sale of dog meat, NMA stated that dog meat was a traditional delicacy among many tribes in the state. NSF flays govt’s self-declaration order to employees
DIMAPUR, JUL 23 (NPN): Naga Students’ Federation (NSF) has condemned and described as “malicious exercise” the state government’s office memorandum dated July 7, 2020 directing all administrative heads and heads of departments to obtain information from all employees in a ‘self-declaration’ form, whether any of the employees have their family members and relatives in the underground organizations. NSF president Ninoto Awomi and general secretary Liremo R Kikon denounced the usage of the term ‘undergrounds’ to refer to “Naga national workers” by the state government.
