NE roads still stalled under Modi

Ne w D e l hi, J ul 24 (IANS): Even as poor road connectivity in India’s Northeast continues to stall the government’s ‘Act East Policy’, the state-run company mandated to improve this crucial infrastructure will barely manage 7.5 per cent of its target by 2019, official data shows. According to its updated work status, the National Highway Infrastructure Development Corp Ltd (NHIDCL), established in July 2014, will only be able to construct a little over 300 km of roads till 2019, against a target of 4,000 km it has been tasked with building in the coming years. The NHIDCL was set up by the Narendra Modi government in July 2014 to speed up road construction in the Northeast. However, the mandate of the PSU will remain far behind when the Modi government completes its five years. The company, specifically formed to replace the Border Roads Organization (BRO) following its failure to meet its targets, says it will be able to complete a total of 63.39 km of roads by 2017, 129.21 km by 2018 and 108.53 km by 2019. “Road construction is a time consuming task and it takes at least five years of time. We face severe hurdles during the planning as well as the execution of the road project. But whatever we

Naga Hoho seeks Sonowal’s support on Indo-Naga issue DIMAPUR, JUL 24 (NPN): Naga Hoho (NH) has sought the support of Assam chief minister, Sabarnanda Sonowal to bring out a settlement on the vexed Indo-Naga political issue at the earliest with a view to ushering in peace in the entire Northeast region. In a press statement, NH secretary (admn) Chitho Nyuso said, the delegation led by P.Chuba Ozukum which called on Sonowal at Brahmaputra State Guest House, Guwahati on July 22 “on a goodwill visit”, also briefed the chief minister on the ongoing peace process and political situation in Nagaland. While extending support to the Naga people living in Assam, the Naga Hoho urged Sonowal to be supportive by providing economic development, infrastructure, connectivity and human resource development in NC Hills and Rengma Hills. On the illegal immigrant issue and its mounting problem in the North-east, the Naga Hoho suggested better coordination and joint effort in checking and flushing out the illegal immigrants from the two states. Highlighting on the age long border dispute between Assam and Nagaland, the Naga Hoho reminded chief minister that this can be resolved only through political will of both the states. In this regard, the Hoho appraised Sonowal on the formation and objectives of Naga- Assam Coordination Forum, which could foster better relationship and understanding between the two neighboring states.

commit we do,” a senior authority of NHIDCL, who did not wished to be named, told IANS. Elaborating the difficulties faced by the NHIDCL authorities in the execution of the projects in the northeast, he said: “Land acquisition is a major issue. We have not been able to start the work in Meghalaya as we have not been able to get the land despite speaking to the higher authorities. Still we are trying to find out ways after meeting them over the issue.” Arunachal Pradesh will be most benefited state in the entire north east as majority of the roads to be completed by 2019 lie in the border and interior areas of the state. Most of the NHIDCL projects now are either at the preparation of DPR (Detailed Project Report) or location

identification stage, the official said. NHIDCL was tasked with constructing over 4,000 km of road in the hilly terrains of India, majority being in the north east region at an cost of Rs 45,164 crore (nearly $7 billion). According to the government, good quality roads in the north east can boost India’s trade with the entire Southeast Asian region, which has been marred by poor connectivity. Earlier, in an interview to IANS, Vietnam’s Ambassador to India Ton Sinh Thanh said that they did not wish to invest in the north eastern region of India because of poor road and air connectivity which posed a hindrance to developing tourism and other economic linkages. Citing other reasons be-

hind the difficulties faced by NHIDCL, the senior authority said that there were several cases where work would get stalled as the contractors used to go to court over several “petty” issues. “As of now we are not even giving chance to the contractors or the DPR developers to commit any mistake. We are either serving them notice or directly blacklisting the companies if found guilty of any malpractice during the road contract,” the senior authority told IANS. Among the projects given to NHIDCL in the initial months in 2014 include 11 projects in Manipur, nine in Meghalaya, three in Mizoram, four in Nagaland, 23 in Arunachal Pradesh and seven in Tripura. In several projects, Japanese infrastructure major Japan International Cooperation Agency (JICA) has also chipped in. The 100-km road project between Imphal, Manipur, and Moreh on the Indo-Myanmar border is being funded by the Asian Development Bank (ADB), as it is a link between India and Myanmar. Considering the good performance of NHIDCL, the Indian government has appointed the Public Sector Unit as a consultant for the construction of over 600 km of postal roads in the Terai region bordering Nepal.

Nepal PM quits ahead of no-trust vote Kathmandu, Jul 24 (IANS): Nepal Prime Minister K.P. Sharma Oli on Sunday resigned, plunging the Himalayan nation into a fresh bout of political uncertainty. He submitted his resignation to President Bidhya Devi Bhandari at the President’s Office here, hours before Parliament was to vote on a no-trust motion against his government, officials here said. “Before arriving here, I held a meeting with the President and put in my papers,” he told Parliament while replying to the no-trust motion. Oli was elected the 38th Prime Minister of Nepal in October 2015. Following Oli’s resignation, Communist Party of Nepal (Maoist Centre) Chairman Pushpa Kamal Dahal ‘Prachanda’ appeared all set to become the new Prime Minister of Nepal. The no-confidence motion against Oli was taken up on Friday after three bills related to the annual budget were rejected by a majority

vote in Parliament. The rejection of the budget-related bills came as a major blow to the Oli government, which had been reduced to a minority after key alliance partner CPN (Maoist-Centre) withdrew support earlier this month. The Maoist party also recalled all its ministers from the Oli Cabinet. After the government was reduced to a minority and Oli refused to resign, the Nepali Congress and the Maoist outfit jointly introduced the no-confidence motion against the government.

Prachanda’s party accused the Oli government of poor performance, failing to speed up reconstruction work after the 2015 earthquakes, and repeated failure to implement the new Constitution, including fulfilling the demands of Madhes-based political parties. The new alliance of the Nepali Congress, the Maoists and other fringe parties have over 360 votes in the 601-seat parliament -- sufficient to oust the Oli government. After his resignation, Oli addressed the House and defended his work as Prime Minister. Oli said the no-trust motion against his government was not natural and normal in terms of its timing, condition and nature, though it appeared democratic in its form. “The motion is democratic in form, but a conspiracy in essence,” Oli said. It is a “sudden attack” from the coalition partners themselves, the outgoing Prime Minister said, adding that it was “mysterious” as well.

Intelligence inputs warn of terror threat around Delhi NEW DELHI, Jul 24 (PTI): Central security agencies have alerted police establishments and their senior officials working in the national capital region to remain alert and step up vigil of their campuses and personal safety after recent intelligence inputs indicated probable terrorist strike threats against them. The agencies have asked police organisations in the national capital and adjoining areas like Noida, Ghaziabad and Gurgaon to take all “preventive and precautionary” measures to effectively thwart any such terrorist sponsored attacks. The security teams guarding such installations have been asked to step up “perimeter vigil and night patrolling” and ensure fool proof visitors entry drills and counter-sabotage checks to tackle any attempt that could be used to launch a hit against them. “All police and related establishments in the NCR region have been alerted in view of recent threat inputs. Dimapur, Jul 24 (NPN): Though division within NPF was to have ended when both factions voted together for the T.R. Zeliang-headed DAN government in the February 2015 vote of confidence; yet reconciliation between the Kohima and Dimapur campers appear to have eluded the party. After getting a shot in the arm when all eight suspended Congress MLAs joined NPF, raising the tally to 48; the party suspended its three-time chief minister and current Lok Sabha MP Neiphiu Rio from the party while three others were also issued show cause notices. All these on grounds of ‘antiparty activities’ etc. Reconciliation appear to follow the condition: ‘ shape in or ship out’. A two-time legislator was recently “welcomed back” to the party fold at a function near Kohima. The party also appears to be plagued by factionalism within. By 2017 , NPF will face a dilemma, for distribution of tickets for 60 constituencies . Naga Hoho condoles Sakhrie’s demise

Yitachu, Deo Nukhu with Prakash Javadekar.

DIMAPUR, JUL 24 (NPN): Naga Hoho (NH) has expressed shock at the untimely demise of Ahu Sakhrie on July 23, 2016. In a condolence note, NH president, P.Chuba Ozukum described late Sakhrie as one of the founding member of the Naga People’s Movement for Human Rights at a time when there was overall suppression from the Indian authority against the inalienable Rights and identity of the Nagas. The Hoho described late Sakhrie as bold having oratory skills and outspoken person especially on the political rights of the Naga people. “As a leader, he never had a negative attitude and his sole desire was for the betterment of the Naga society”, NH said. Leaving aside his profession as a State government employee, late Sakhrie actively contributed in Naga Hoho as the chairman of election commission in 2006. “He was a visionary and committed to the Naga cause. His role as a dedicated leader would be very rare to find among the contemporary Naga leaders”, Naga Hoho said.Further, Naga Hoho extended condolences to late Sakhrie’s wife Delli Rose Sakhrie, children and all the near and dear ones and prayed for the eternal rest of the departed soul.

Donald Trump & Hillary Clinton: two sides of a coin Cleveland (Ohio), Jul 24 (AGENCIES): The US presidential election, for starters, obviously isn’t democratic: that has been the opinion of a growing number of Americans. First, the president is elected by an electoral college of just 538 voters, none of whom have any choice as to whom they’re allowed to vote for. In such a world the winner of the popular vote can end up losing the election. In the 2008 election, vice president Al Gore won 48.4% votes to 48.4% for George Bush but lost the election. Republican Party nominee Donald Trump will face Democratic Party nominee Hillary Rodham Clinton in the November 4, 2016 US presidential election. Many rightfully wonder if Trump’s reckless language and unchecked machismo would lead to new wars, including nuclear ones. But Clinton’s declared foreign policies are perhaps more dangerous. Her sabre-rattling against Russia and for NATO expansion plans and aggressive interven-

administrations. Before engineering the bank bailout, Paulson made hundreds of millions off of the toxic home loans that left millions of people in the U.S. without livelihoods or homes. The DNC doesn’t allocate delegates by simply heeding the will of the voters. Instead they calculate their tallies from a combination of “pledged delegates,” which are earned from the actual votes of real people, and “unpledged delegates,” better known as “superdelegates.” Superdelegates consist of Democratic officeholders, as well as 21 “distinguished members,” a group made up of former presidents, vice presidents, DNC chairs, etc. Having spent her last quarter century in Washington, it should surprise no one that Secretary Clinton had been dominating Senator Sanders with superdelegates, 458 to 22. TRUMP: Trump embodies a whole class of sleazy landlords and developers, who buy favors and regulatory changes from politicians to make super-

profits at the expense of poor and working-class tenants. So the choice is between Trump, a billionaire who buys out politicians, and Clinton, a politician in the employ of billionaires. WIKILEAKS: Just as Hillary Clinton was to be officially named as the Democratic Party nominee to the White House, Wikileaks released 20,000 leaked emails that reveal how the Democratic Party primaries were rigged against Bernie Sanders and in favour of Clinton. In its recent leak of 20,000 Democratic National Convention(DNC) emails from January 2015 to May 2016, DNC staff discuss how to deal with Bernie Sanders’ popularity as a challenge to Clinton’s candidacy. Instead of treating Sanders as a viable candidate for the Democratic ticket, the DNC worked against him and his campaign to ensure Clinton received the nomination. Most of the emails released come from seven prominent DNC staff members . The release provides

further evidence the DNC broke its own charter violations by favoring Clinton as the Democratic presidential nominee, long before any votes were cast. Over the past several weeks, Guccifer 2.0 released several internal memos showing DNC staff strategizing to make Clinton the presidential nominee—as early as March 2015. In June 2016, Florida-based law firm, Beck & Lee, filed a class action lawsuit against Wasserman Schultz and the DNC based on the revelations from these leaked files. That’s the current state of American “democracy” in a nutshell: a pure sham, a rigged process dripping with corporate money to ensure the selection of an ultra-rich racist imperialist. Trump and Clinton each have higher unfavorable ratings than any presidential candidate in U.S. history. A recent tweet captured the sentiment of millions: “there must be a cheaper way to find the worst people in society.”
