NEW DELHI, JUL 24 (AGENCIES): President Pranab Mukherjee on Monday said the soul of India resides in pluralism and tolerance and the nation must free its public discourse from “all forms of violence, physical as well as verbal”. In his farewell address to the nation, the President - who will hand over charge of the nation’s highest office to Ram Nath Kovind on Tuesday -- said India derives its strength from tolerance. “There are divergent strands in public discourse. We may argue, we may agree or we may not agree. But we cannot deny the essential prevalence of multiplicity of opinion. Otherwise, a fundamental character of our thought process will wither away,” he said. But though compassion and empathy form India’s true foundation, “every day we see increased violence around us,” he said. “At the heart of this violence is darkness, fear and mistrust. We must free our public

BSNL employees calls for nationwide strike on July 27

NEW DELHI, JUL 24 (PTI): Employees of stateowned telecom firm BSNL have called a day-long nationwide strike on July 27 for not being given wage hike by the third pay revision committee. The committee recommends hike on the basis of performance of public sector firms. “BSNL became a loss making entity not because of the employees but because of the anti-BSNL policies and measures adopted by the government. BSNL was not allowed to procure equipments for its mobile network expansion from 2006 to 2012,” BSNL Employee Union convenor P Abhimanyu said in a statement said. The recommendation of the third Pay Revision Committee was approved by the Cabinet on July 19. As per the affordability clause of the recommendations, only those public sector undertakings (PSUs) which have earned profit during the last three financial years are eligible to give wage revision to their employees. “The unions and associations will be compelled to resort to more serious forms of struggles, if the government does not respond favourably to the demand of the employees,” he said.

Over the last week, the 82-year-old has attended a series of farewell ceremonies - the last one today was a lunch at the Supreme Court by the Chief Justice of India and the other judges. Yesterday evening, he attended a ceremony in Parliament’s Central Hall, where all the lawmakers and Prime Minister Narendra Modi gathered to meet him. The Prime Minister tweeted, “Under President Pranab Mukherjee, Rashtrapati Bhavan became a ‘Lok Bhavan”.

Kovind to be sworn-in as President today NEW DELHI, JUL 24 (IANS): Ram Nath Kovind will take oath as India’s 14th President on Tuesday at a ceremony in the Central Hall of Parliament. Outgoing President Pranab Mukher jee and Kovind will arrive in the Central Hall in a ceremonial procession, where Kovind will be administered oath by Chief Jusitce of India J. S. Khehar. He will then exchange seats with Mukherjee. A 21-gun salute will be given in his honour and the new president will then deliver his address. Vice President Hamid Ansari, Prime Minister Narendra Modi, Lok Sabha Speaker Sumitra Mahajan, Union Ministers, Governors, Chief Ministers, Ambassadors and other diplomats, MPs and senior civil and military officers will be among those present. After the ceremony ends, the new President will leave for Rashtrapati Bhavan where an inter-services guard of honour will be given to him in its forecourt. Mukherjee will leave for his new address - 10 Rajaji Marg.

ASTD responds to ZOAN, ZBK DIMAPUR, JUL 24 (NPN): Reacting to the statements issued by Zeliang Officers Association Nagaland (ZOAN) and Zeliang Baudi Kohima (ZBK), the Ao Senso Telongjem Dimapur (ASTD) said the union was utterly shocked for misunderstanding the statement by its president, Supu Jamir. In a rejoinder, ASTD vice president, K. Meren and general secretary, C. Onen Walling urged upon the two unions to understand and respect the historic Naga movement (referring to the mass movements against holding of ULB polls with 33% women reservation) which had erupted in the state during the early part of 2017. ASTD reminded ZOAN/ZBK that the state government, despite signing the historic tripartite agreement on January 30, 2017, totally undermined the said agreement which resulted in the death of two Naga patriots-- Avizo and Bendangnungsang in the police firing on January 31 in front of the residence of T.R. Zelaing at 3rd Mile Dimapur, while also injuring several innocent Nagas. Since the Judicial Inquiry Commission (JIC), constituted to probe into the incident, was yet to complete

its investigation, and under the given circumstances, ASTD said it had issued the statement that “T.R. Zeliang should not hold the CM’s chair at this juncture so as to let the JIC conduct an impartial inquiry without any bias. Therefore, ASTD has appealed “to the highly respectable ZOAN/ ZBK not to be confused and jump to the conclusion without knowing the head and tail of the historic Naga movement.” It further made known that the statement made on July 20, 2017 by Supu Jamir was not his personal comment but the statement of the ASTD. ASTD made its stand clear that the union was not opposed to T.R. Zeliang because he was from the Zeliang community. The fact is that the ASTD “highly honor and respect the CM’s chair and the same should not be occupied by a person whose hands were smeared with blood”, the union stated. It also reminded ZOAN & ZBK that since time immemorial there has been no conflict and misunderstanding between Zeliang and Ao community. Therefore, ASTD has asked ZOAN/ ZBK “not to pollute the congenial relationship by invoking tribalism.”

36 MLAs say they have numbers to cause split

DIMAPUR, JUL 24 (NPN): Naga People’s Front (NPF) Legislature Party comprising of 36 legislators have come out to strongly condemn the “autocratic and dictatorial functioning” of NPF president, Dr. Shürhozelie. In a joint statement, the 36 legislators asserted that they have more than the requisite number to cause a split and merge with any other political party. The 36 MLAs, however, maintained that their intention was never to break away from the NPF party. This was one of the resolutions adopted at NPF Legislature Party meeting held at the State Banquet Hall on July 24, 2017 presided over by chief minister TR Zeliang. The signatories reminded that in the 2013 general election the NPF won 38 seats which constituted an absolute majority in the legislative assembly. They reiterated the mandate was to govern the affairs of the state for a term of five years. The 36 legislators

KOHIMA, JUL 24 (NPN): E.E Pangteang, MLA from 40 Moka Assembly Constituency under Mon district was sworn in as cabinet minister on Monday at Raj Bhavan. Nagaland Governor P.B. Acharya administered the oath of office and secrecy to Pangteang in the presence of cabinet ministers, MLAs and government officials. Meanwhile, BJP legislator, P. Paiwang Konyak has clarified that his non-inclusion as cabinet minister was done as per the directives of the BJP high command. Talking to media persons after the swearing-in ceremony, Paiwang said he was aware of the arrangements about the induction of two of his colleagues who had joined the BJP from NCP. Paiwang said he was not disappointed for dropping him from the T.R. Zeliang ministry since two others colleagues could be given the opportunity. DUCCF clears stand on allegation DIMAPUR, JUL 24 (NPN): Dimapur Urban Colony Chairmen Council (DUCCF) had its general emergency meeting on Monday at Lengrijan council hall, over the demand by GPRN/NSCN made on DUCCF president. Dimapur Urban Colony Chairmen Council media cell informed that the house resolved to reaffirm to stand by the October 31, 2013 Naga Public Resolution on “One Govt, One Tax” amidst different factions demanding payment of various taxes. DUCCF said the rationale behind its stand was to impress upon all factions to be one united national movement and was in no way opposed to the process of permanent solution to the Naga political issue. Rather, DUCCF supports any process that has the mandate of Nagas under which it has to function said media cell. DUCCF said the issue of tax collection was also reiterated

in an order issued by the district administration. Since DUCCF is a registered body, it has to comply with the administrative directives. Based on the order, DUCCF said the issue of collection of tax should be put at rest once and for all. Clarifying to the demand of GPRN/NSCN over the issue of payment of army ration tax, DUCCF said previous communications on the matter were cordial though the members bore the brunt of pressure to pay up. DUCCF said the July 16, 2017 meeting between one GPRN/NSCN official with president of DUCCF was cordial but it was changed after the GPRN/NSCN official openly demanded that those unwilling to pay up raise their hands to be taken to the camp to meet with GPRN/NSCN officials to plead their cases before the higher ups. In the midst of the situation, DUCCF said Indian security forces arrived and informed

If not, MIP challenged ACAUT and DUCCF to issue press statement in black and white about “when, how and who” were those DUCCF members being threatened and harassed.

also said DAN coalition partners was made up of four BJP MLAs, 1 JDU, 1 NCP and eight independent MLAs and after the 8 Congress MLAs merged with NPF, they formed an “opposition-less government” under the leadership of T.R. Zeliang. They said Zeliang was forced to step down owing to public pressure and Dr. Shürhozelie installed as chief minister even though he was not an elected member. They said that even though Zeliang resigned as chief minister, he had not resigned as leader of DAN Legislature Party, as further reiterated by DAN MLAs on February 20, 2017 and leader of the NPF Legislature party as declared on May 17, 2017. Till date they said Zeliang has the support of 47 MLAs (NPF,BJP and Independents) in a house with an effective strength of 59 MLAs. Accordingly, they said the governor of Nagaland on July 19, 2017 administered the oath of office to TR Zeliang based on the provision of the Indian constitution.

CM urges public to remain calm

Affirming that the people of Nagaland had mandated the 47 NPF MLAs to govern the affairs of the state, they said Dr. Shürhozelie Liezietsu, does not enjoy such mandate of the people though he may be the president of NPF party. “The house therefore condemns the autocratic and dictatorial functioning of NPF president, Dr. Shürhozelie under whose direction 10 MLAs were suspended and 20 MLAs expelled,” they said. The signatories further pointed out that there was no warning or show cause notice served on those MLAs prior to the action take. They said the act was “purely arbitrary” and did not work in line with the constitution of the NPF party. The 36 MLAs have therefore cautioned that the “highly questionable acts” of Dr. Shürhozelie in suspending, revoking and expelling MLAs at his own whims and fancies, would not be tolerated anymore and appropriate action would be initiated against him as deemed fit.

DIMAPUR, JUL 24 (NPN): Nagaland chief minister, T.R. Zeliang has appealed to the public to remain calm during the transition period of forming the new government. In a statement, Zeliang said with the support of the people, they were able to come this far. “And as we prepare to enter a new era of peace, progress and all round development, I take this opportunity to assure you all, hope for a better tomorrow, where my government will work towards all round development with renewed vigor based on Christian ethos and principles,” he said. He also sought for forgiveness for any shortcoming on the part of the government. Zeliang also expressed deep appreciation on behalf of the government for the faith reposed on him and his government. He further sought the support, cooperation and prayers to move towards greater heights. He said the responsibility for good governance does not lie with the government alone but with all section of society including the Church, media, NGOs and most importantly the public. “The essence of good governance is trust and I appeal for it, my dear citizens,” he added.

NPF Central takes Whip issue to court DIMAPUR, JUL 24 (NPN): As reported on July 24, the Naga People’s Front (NPF) has taken to court the 37 NPF legislators, including the NLA Speaker on the issue of its MLAs defying the party’s chief whip during the July 21 floor test in the Assembly. The matter was placed before Gauhati High Court, Kohima bench on Monday by the petitioners NPF president, Dr. Shürhozelie Liezietsu & anrs (petitioner No. 1) Vs NLA Speaker, Dr. Imtiwapang Aier (respondent no. 2) & 36 others. The petitioner raised the issue as to whether, as per the Tenth Schedule of the Constitution, it is the political party which issues directions through any person or authority authorised by it as Chief Whip/Whip or whether party legislators can themselves appoint the Chief Whip/Whip for issuing directions.

In this regard, the petitioner pointed out that on July 21, the NLA Speaker while ignoring the Whip appointed by the original party, accepted the T.R. Zeliang as the whip of the NPF legislature party. While moving the case, the petitioners counsel also prayed for injuncting the Nagaland chief minister, from issuing any further appointment to public office. The counsels for the respondents however sought more time, stating that it required extensive hearing before deciding anything on the issue raised by the petitioners. After hearing the counsels of both the petitioners and the respondents, the court was of the considered view that notice should be issued to all the respondents. In this regard, the court has decided to give

the ruling on the matter on July 31, 2017. On Sunday, interacting with media persons, former NLA Speaker Chotisuh Sazo pointed out that as per Tenth Schedule Para 2, 1b of the constitution-- it mentions that a political party has to give direction to its legislators whether to vote in favour of or against or to abstain. This direction is issued by the Whip appointed by the party for its legislature. He therefore stated that the present Speaker was obligated to clarify the matter since NPF was a registered party and its constitution accepted by the ECI. Sazo went on to explain that as per the NPF constitution Article Chapter 5 and Section 10, the party president authorises promulgation of ordinance to all members including the legislature.

DIMAPUR, JUL 24 (NPN): Drawing attention to reports that a notice was served to Dr. Shürhozelie Liezietsu to vacate the official residence of the chief minister, the Naga People’s Front (NPF) on Monday pointed out that the former chief minister Dr. Shürhozelie Liezietsu had already moved out of the CM’s residence on July 22, 2017 and there was a thanksgiving-cumhomecoming function at his private residence at Ruleizou on that day. NPF Central HQs Kohima through its Media & Press Bureau (M&PB) admitted that a letter was received by the former chief minister on July 24 morning. However, it said that before he could even open the envelope to read the contents of the letter, it was reported widely in the social media that Zeliang has already occupied the CM’s residence. Further, M&PB stated that in order to let the department

of works & housing check and ensure that government property was left intact with no damage or property missing, a “reliable person” remained at the residence to coordinate with the department. Meanwhile, the M&PB has also clarified that due to thanksgiving-cum-homecoming function, which continued till well after 2 pm on Saturday, it was not possible for the party president to attend the Common Platform organised by the Bayavu Area Panchayat which was scheduled at 2pm. It said Kuzholuzo Azo Nienu, MLA, was asked to represent him in the said meeting. M&PB further said that certain reports insinuating that he had wilfully avoided the Common Platform that day were “erroneous and regretted” since it could hurt the sentiments of the Bayavu Area Panchayat and residents of the area who took pains to organise such a Platform with the aim of having a Clean Election.

Yang bilateral meet

BEIJING, JUL 24 (PTI): China on Monday hinted that its top diplomat Yang Jiechi and Indian NSA Ajit Doval may hold a bilateral meeting this week on the sidelines of the BRICS NSA Summit even as it warned New Delhi to shed “illusory thinking” and immediately withdraw troops that Beijing says have crossed into Chinese territory. Chinese Defence Ministry spokesperson Wu Qian said the People’s Liberation Army (PLA) had “indomitable” will to defend China’s territorial sovereignty at “all costs”. “Shaking a mountain is easy but shaking the PLA is hard. We would like to remind the Indian side to have no illusion,” Wu told the media. He said the military deployment and training in Tibet would be stepped up. Wu said withdrawal of Indian troops was a precondition for any dialogue. The Foreign Ministry echoed a similar view but hinted that Jiechi and Doval could meet on the sidelines of this BRICS security summit this week. K Y M C
