tism and narrow mindset” and build confidence so that the dream for Tseminyu district could become a reality. Reading out the second memorandum, signed by president and general secretary Rengma Hoho, president, Rengma G.B’s association, president Rengma Mother’s association, president Rengma students’ union and president Rengma Selo-zi, the Rengma Hoho president, Kenyuseng Tep said, “if we talk about population and territory for creation of a district, in that case none of the districts in Nagaland has fulfilled the required criteria for it because the whole of state population is less than one district population of U.P and Bihar”. He said all eleven dis-
tricts in Nagaland were created purely out of necessity, and not on the basis of population and territory or MLA seats. Therefore, Tep demanded that the Tseminyu ADC Hq be upgraded to district headquarter on the grounds of necessity and on tribal consideration. While highlighting the contributions made by Rengmas in Naga political and historical movement, Tep said that there were two MLA seats for Rengma tribe during the interim government 19611963. However , in the first Nagaland general elections 1964 Rengmas were deprived of one seat “for no valid reason”. He pointed out that delimitation commission of India proposed two MLA
seats for Rengma community in 2003 in their draft proposal based on population but that it was yet to be materialized. Tep further said that Tseminyu sub-division deserved to be upgraded to district since it had completed 65 years and was also the fifth administrative headquarter the of Naga Hills. Others, who expressed solidarity, were former parliamentary secretary, R. Khing, president Nagaland Congress, Nillo Kath Rengma, national BJP vice-president (ST Morcha), Johny G. Rengma and Col. (retd) Sajukha Rengma. Meanwhile, ADC Tseminyu assured to forward the memorandum to the state government and sought public cooperation.

Beef brigade assault women; uproar in RS MANDSAUR (MP), JUL 27 (PTI): In yet another instance of cow vigilantism, two Muslim women who were carrying buffalo meat were assaulted by people at a railway station here on suspicion that it was beef in the presence of police which arrested the duo. Activists of a Hindu radical group reportedly roughed up the two Muslim women. The incident came close on the heels of the attack on dalit youths in Gujarat by cow vigilantes for skinning a dead cow, drawing outrage and triggering a slugfest between BJP and its rivals. Shockingly, the women were beaten up after they had been detained by the police. Reports said 30 kilograms of meat was recovered from the women. An examination of the meat by local doctors showed it was from buffalos. The women were later produced before a court and sent to judicial custody. But the police have failed to take any action against the men who beat them up at the railway station. Rajya Sabha erupted on Wednesday over the issue of targeting of Dalits and Muslims over beef rumours. A m i d u p r o a r, M P s stormed the Well of the House after BSP chief Mayawati spoke on the issue of two Muslim women being assaulted in Madhya Pradesh for allegedly carrying beef. Mayawati also addressed
the Dalit unrest issue while speaking in the Upper House of Parliament. “BJP raises ‘mahilaon ke samman mein, BJP maidan mein’ slogan, yet in BJP-ruled Madhya Pradesh women are thrashed on beef rumours,” the BSP supremo said. She demanded that the Madhya Pradesh government act against those who beat up the women at Mandsaur railway station. Congress leader Ghulam Nabi Azad said cows should be protected but Muslims and Dalits should not be targeted in the name of cow protection. “We are against such attacks,” Azad said. Minister of State for Parliamentary Affairs MA Naqvi said the government doesn’t justify the violence which is condemnable. “The Madhya Pradesh government has taken action on the issue about which Mayawati ji spoke about,” Naqvi said in the House. Mandsaur Superintendent of Police Manoj Sharma said got to know of the incident, two police constables, including a woman, rushed to the platform and took the two women away, he said. After that, the meat was sent for examination which revealed that it was of buffalo, he said, adding one of the two women had earlier also been booked for carrying meat in an illegal manner.
Zeliangrong bodies ask NSCN ENCSU serves 7-day SMSA fixes sand rate at `25 pcft (I-M) to stop illegal logging ultimatum on govt. DIMAPUR, JUL 27 (NPN): Zeliangrong Baudi (Assam, Manipur and Nagaland) and All Zeliangrong Students’ Union (Assam, Manipur and Nagaland) in a memorandum urged upon the collective leadership of NSCN (I-M) to immediately stop illegal logging operations in Zeliangrong areas. The signatories, ZB (AMN) president Raitu Chawang and general secretary Dr. Gairiangmei Maringmei and AZSU (AMN) president Nchaheing Kompoing and vice president, Hulangbo Niumai, demanded that the commander, rank and file of NSCN/ GPRN cadres of Huthrong Brigade involved in illegal logging be transferred and all machineries deployed by NSCN/GPRN functionaries be withdrawn immediately. They also demanded that the “bond signed agreement” with Chaka/Kanem villagers under duress be immediately revoked. The two organizations claimed that NSCN (I-M) kilo affairs had banned total logging in Chaka/Kanem under Zeliangrong areas in Senapati district on
February 19, 2016, since the said land was under dispute. However, despite the ban order, the commander of Huthrong Brigade and some of its continued illegal logging with “vested interested group (s)” engaged machineries and destroyed the ecology and environment of the dense virgin forest in Zeliangrong territory, the signatories alleged. The signatories claimed that when the landowners of Chaka and Kanem villagers protested the action of NSCN (I-M), they were summoned to the camp on April 18, 2016 and made to sign a “bond of agreement” under duress by 2nd in command of Huthrong Brigade. They further claimed that on the pretext of solving the land dispute of Chaka/Kanem and Razaimai, the NSCN (I-M) cadres armed with sophisticated weapons were involved in illegal logging in full-view of the innocent villagers. Therefore, the two organizations demanded stringent action from the NSCN (I-M) authority in the greater interest of the Naga nation.
DIMAPUR, JUL 27 (NPN): Consequent upon State government’s failure to address its July 20 memorandum, the Eastern Nagaland College Students’ Union (ENCSU) has served seven-day ultimatum to State chief secretary seeking his intervention and necessary action on the anomalies detected in the NSEE selection process. In the ultimatum, the signatories, chairman, ENCSU, M. Longre Chang, and general secretary, Nokchem Angth, warned that it would resort to its “own course of action” if the government and technical department failed to respond to their demands. The union demanded that no counselling for the 2016-17 NSEE batch be conducted prior to fulfilment of its demands. The signatories demanded immediate review of recently declared NSEE 2016 results and allocation of the four “missing” BT seats to BT candidates either by conducting exclusive re-examination for BT candidates or by awarding ‘grace marks.’ On the back log seats of past one year 2015-16, ENCSU demanded that the seats be allotted to BT candidates without any consideration in order to deliver justice to the candidates hailing from “deprived areas.” The union also called for strict implementation of government notification. Claiming that Part III Selection Clause (d) from the same government notification was against the BT reservation policy of the government, ENCSU demanded that the said clause be striked out.
DIMAPUR, JUL 27 (NPN): As announced earlier, Sand Mahaldars and Suppliers Association (SMSA), HQ Manja, Karbi Anglong Wednesday has fixed the price of sand at Rs. 25 per cft. The decision to sell sand at Rs. 25 per cft was unanimously welcomed by all mahaldars, said SMSA secretary, Paban Phangcho and adviser Mathew Engleng in a press statement. They said that the hike in price was necessitated due to stringent notification served to all sand mahaldars by the district administration, Karbi Anglong Autonomous Council and forest department on the permissible norms on trucks transporting sand.
SSSUD urges SMSA to lift ban on sand export A day after, Sand Mahaldars and Suppliers Association (SMSA), HQ Manja, Karbi Anglong had announced to ban export of sand to Nagaland along NH-36 and NH39 from Karbi Anglong, the Sand Stockist and Suppliers’ Union Dimapur (SSSUD) Wednesday urged SMSA to lift the “temporary ban” in the interest of all concerned.
In this regard, SSSUD president Viniho Shohe and vice president Avishe Zhimo said the union convened joint meeting on July 27 and discussed at length on the issue which led to ban of sand export. At the emergency meeting, the union said it appealed Nito Sumi to desist from such activities as alleged by SMSA to ensure better understanding and business interest among all those involved in sand trade. SSSUD maintained that “whatever Nito Sumi did was on his personal level and not under the banner of the union”. Further, the union assured SMSA that, in future, it would initiate action against Nito Sumi if found using the name of the union “for his personal benefit or trying to create misunderstanding among the sand traders”. Meanwhile, SSSUD clarified that it adhered to the April 6, 2016 agreement, and urged SMSA not to blame the SSSUD on the difference between the truck drivers and sand mahaldars. While appealing SMSA to lift the ban, the SSSUD assured that it would extend its fullest cooperation from its end.
NE states reeling under grip of ATM fraud F&CS deptt responds G U WA H AT I , J U L 2 7 (AGENCIES): Technological advancement may not always be a boon for the recipients, especially in cases when it poses a threat to a person’s privacy. In an era where everything is dependent on technology, from waking up in the morning to ending the day at night, from ordering a food to shopping online, do we ever think how much risk does this online culture pose to our privacy? That being said, everytime we make online payments of our shopping bills, how certain are we about the safety of our ATM pin-code or the customer password? Are we always 100% assured that no third party will encroach upon our vital information that may risk us our entire savings? Can we trust the net banking system of our respective banks when we log into them from our cell phones or computers that no other person will get access to our Account number, phone number or even the pin? Questions like these and more constantly haunt our

minds, but the easy online culture is so enticing that it does not fail to keep us away from itself for long and hence, every minute, we are susceptible to a risk that may befall upon us any unfortunate hour as in the cases cited in police records. As per recent records, it was seen that Rs. 45,000 was debited from the SBI account of one Ashok Mukherjee as per his police complaint on July 1. Earlier, on June 28, one Raj Kumar Sen Thangkhiew lodged a complaint that he received a phone call from one
Rahul Sharma who identified himself as the Branch Manager of SBI and asked the victim for his ATM details. The very next day, Raj Kumar found that Rs. 37,000 had been debited from his account. These are only a few out the innumerable cases cited in police records. Two ATM hackers were arrested by Dhubri police in Assam in July 9. The gang has already withdrawn over Rs 4 crore from different ATMs in Assam. In most cases, the gullible people are asked to give their ATM details over phone by
perpetrators who claim to be bank officials. Despite various awareness programmes carried out not only by the state police but also by the banks, such as SBI, the people seem to fall an easy prey to these miscreants. It may be worthy to mention in this regard that Meghalaya police has received innumerable complaints of fraudsters who cheat the public by sending them false offers through emails, messages, letters and even phone calls. Moreover, various cases whereby huge sums of money have been withdrawn from people’s personal bank accounts by collecting their ATM details are piling up despite various awareness campaigns. It is high time we start apprising our friends and family of such fraud calls and not give in to this menace. It is only when we help each other to be aware can we collectively overcome these fraudsters who are always on the lookout for easy money thereby depriving innocent, ignorant people of their hard-earned money.
to NPRAAF’s demand
DIMAPUR, JUL 27 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) said that the department of Food and Civil Supplies has responded to its demand by rectifying the three LDAs, appointed on March 10, 2016 as contractual appointments subject to “regularization/fresh appointment made through open interview/ departmental screening committee”. However, while appreciating the department for cancelling the appointments on “regular basis” and rectifying it as “contractual,” the NPRAAF information and publicity cell demanded that fresh appointments or open interview should be held against the three LDA posts on expiry of their contract appointments on March 20, 2017. “Regularizing the three appointees through departmental screening committee will amount to another but continued form of backdoor appointment through which
the three entered service”, NPRAAF said. The forum maintained that it would not allow any such veiled policy of regularization of backdoor appointments. NPRAAF said it was fighting against the issue of 76 backdoor appointments including the above mentioned LDAs. The forum said the department had made 73 appointments from January 2003 to November 2015. Since the department had informed that it was seriously examining the issue of 73 appointments taking into consideration the legalities involved and other practical details, the NPRAAF said it expected positive response from the department. Meanwhile, NPRAAF said that the issue of the director of F&CS making a phone call to NPRAAF official on May 20 saying that the issue raised by them was “personally” remained unresolved since there was no clarification/ apology from the director.

Drop charges against Sharmila, demands Amnesty International
KOLKATA, JUL 27 (PTI): International human rights organisation Amnesty International has appealed to the Manipur government to drop charges against activist Irom Chanu Sharmila before she ends her 16-year-old fast on August 9. In a statement, it said the state government must immediately and unconditionally release the 44-year-old activist and drop all charges against her. Arijit Sen, project manager at Amnesty International India, said Sharmila’s iconic fight against the Armed Forces (Special Powers) Act (AFSPA) was bound to take a new course with her decision which was announced yesterday. Amnesty has described her as a “Prisoner of Conscience” as she has been under arrest for her fast which is seen by the police as an attempt to commit suicide. “This also comes at a time when the Supreme Court has ordered 1,528 cases of alleged extra-judicial execution in Manipur over the last two decades to be investigated. Now the government needs to do its part to pave the way for the repeal of AFSPA,” Sen said.

SC critical of probe order in Rahul defamation case
NEW DELHI, JUL 27 (PTI): Supreme Court was Wednesday critical of the trial court in Maharashtra asking the cops to probe the criminal defamation complaint lodged against Congress vice president Rahul Gandhi for his remarks allegedly accusing RSS for assassination of Mahatma Gandhi. The apex court said “prima facie the procedure of taking cognizance by the judicial magistrate is erroneous” as police has no role in a private criminal defamation case and it cannot register an FIR. It said magistrates cannot ask the police to investigate a private criminal defamation complaint as it is the complainant who needs to prove the case. The remarks finding fault with the trial court order comes a week after the same bench of Justices Dipak Misra and R F Nariman had said that Gandhi should not have resorted to “collective denunciation” of an organisation (RSS) and will have to face trial if he does not express regret. Gandhi, facing a defamation complaint for his remarks allegedly accusing RSS for assassination of Mahatma Gandhi, has sought its quashing from the apex court. “If the process of taking cognizance is erroneous then the matter can be remanded back but not for the ambitious plea of quashing,” the bench observed. On Wednesday, the bench at the outset, referred to an earlier judgement delivered on a batch of pleas, including the one filed by BJP leader Subramanian Swamy and Gandhi each, challenging the constitutional validity of penal defamation law and said that police cannot be asked by judicial
MP’s suspended Dalit IAS officer seeks death BHOPAL, JUL 27 (IANS): Madhya Pradesh’s suspended Dalit IAS officer Shashi Karnawat on Wednesday wrote to Chief Minister Shivraj Singh Chouhan and sought permission to die, saying she was facing injustice since she was from the weaker section of society. The woman officer said she remains suspended from service for the last three years. “I have met the Chief Minister many times in three years but to no avail, despite assurances. He gives assurances but does not have the will to act on his assurances,” Karnawat told IANS. The officer said she was assured of suitable action in her case by Chouhan on July 14, but nothing happened and hence she did not want to live any more. Karnawat said she was seeking the permission to die since she was not very sure of getting justice from the state government.
Rahul Gandhi magistrates to probe a private defamation complaint. “We have said in the Subramanium Swamy case that the police has no role in private criminal complaints... whatever has to be established, it has to be established by the man (complainant) himself. The magistrates cannot call for a report from the police,” the bench said. It asked senior advocate Kapil Sibal, appearing for the Congress leader, to read relevant portions of the judgemnent, penned by Justice Misra, in the Subramanian Swamy case, dealing with the power of police and magistrates in criminal defamation cases. “Police has no role in criminal defamation. It cannot lodge an FIR and a Magistrate cannot seek a inquiry report from police under sections 156 (3) and 202 of the Code of Criminal Procedure. The Magistrate has to himself make inquiry into the allegations... this is altogether a different process,” it said. Senior advocate U R Lalit, appearing for Kunte, today said the apex court’s verdict has come after the lower court had sought a police report in the matter and this (power of police and magistrate in defamation cases) being a new proposition,
needed to be debated. The bench then deferred the hearing to August 23 and asked the counsel for both sides including Lalit to address it on legal proposition with regard to power of magistrates and police in such cases. Rajesh Mahadev Kunte, secretary of Bhiwandi unit of RSS, has alleged in his complaint that Rahul told in an election rally at Sonale on March 6, 2015 that the “RSS people killed Gandhiji”. The case is pending before a magisterial court in Bhiwandi in Maharashtra’s Thane district. “Criminal defamation has its own limitation. There cannot be a law for ‘x’ situation and a law for ‘y’ situation,” the court said. Sibal, during the 30-minutes-long hearing, questioned the locus of Maharashtra police, represented by Additional Solicitor General Tushar Mehta, in the matter saying “How does the state come in the picture? It is a private complaint.” The bench said that the police, which has no role to probe a private criminal defamation complaint, can deal with such cases when question of territorial jurisdiction arises. At the fag end of the hearing, the court made it clear thatthe proceedings before the trial court would remain adjourned. Earlier, the bench had questioned the speech made by Rahul and wondered “why he made a speech quoting wrong historical fact”. The apex court had said that they have applied their mind and Rahul Gandhi will have to face the trial in the case. The penal provisions make defamation an offence
Cow skinned by Dalits in Una was killed by lions; CID AHM E DABAD, J U L 27 (PTI): Gujarat police probing the widely condemned incident of thrashing of Dalits in Una town of Gir Somnath district by ‘cow vigilantes’ has found that the cow being skinned by the Dalits, was killed by lions. While probing the Dalit flogging incident near Mota Samadhiyala village in Una taluka, the CID-Crime officials said they have learnt from eye-witnesses that the cow was killed by lions on the intervening night of July 10 and 11. According to CID Inspector General S S Trivedi, who is supervising the probe, lions had killed four cows near Mota Samadhiyala that night. “During our probe, eyewitnesses told us that lions had killed a cow in Bediya village near Mota Samadhiyala and three other cows in surrounding villages during that night. The Dalit victims were called in the morning to dispose of the carcasses. Thus, it is clear that the victims were not involved in cow slaughter,” said Trivedi. Though the village is located away from Gir sanctuary, lions are usually spotted in the area. Some of the villages also fall in lion corridor used by the wild cats to move around. Trivedi said it was still a matter of investigation as to who called the ‘cow vigilantes’ when the Dalits were skinning the cow and what was the motive behind giving such false information, which led to the brutal thrashing. On July 11, Dalit youths were beaten up outside Mota Samadhiyala village, when they were skinning a dead cow brought from Bediya village. The victims included Vashram Sarvaiya, his brother Ramesh, and their cousins Ashok and Bechar, all residents of Mota Samadhiyala.
Stop exporting terror to J&K, India tells Pak NEW DELHI, JUL 27 (PTI): Amid the continuing unrest in Kashmir, India on Wednesday asked Pakistan to stop cross border terror activities and asserted it will take all necessary steps to safeguard national security and territorial integrity. The government told Parliament that terrorism emanating from territories under Pakistan’s control remained India’s “core concern” and that the Pathankot attack and strikes in various places in Kashmir have highlighted the continued threat of cross border terrorism and infiltration. “In response to Pakistan’s recent statements in support of known terrorists killed in India, Government has asked Pakistan to stop all terrorism and anti-India activities in Pakistan or territories under its control,” Minister of State for External Affairs V K Singh, said replying to a question in Lok Sabha. He said Pakistan has been told that it cannot be in denial on the impact of terrorism on the bilateral ties,
and it must expeditiously bring to justice all those guilty of Mumbai terror attack as well as of the Pathankot strike. The Minister said the government remained continuously vigilant and “firm” in its resolve to take all necessary steps to effectively safeguard India’s security and territorial integrity. Singh said Pakistan has been in “illegal and forcible” occupation of approximately 78,000 sq kms of Indian territory in Jammu and Kashmir. “China continues to be in illegal occupation of approximately 38,000 sq kms in the Indian state of Jammu and Kashmir. “In addition, under the socalled ‘Sino-Pakistan Boundary Agreement of 1963’, Pakistan illegally ceded 5180 sq kms of Indian territory in Pakistan Occupied Kashmir to China,” he said. About infrastr ucture projects being implemented by China in PoK, he said the government was aware about it. “Government keeps a constant

national
watch on all developments having a bearing on India’s national interest and takes all necessary measures to safeguard it.” Replying to a separate question, Singh said the government was aware of reports that the Tibet Military Command’s political rank will be elevated by China to one level higher than its counterpart provincial-level military commands, and that it will come directly under the leadership of People’s Liberation Army (PLA). “Gover nment is also aware of infrastructural development in the border areas on the Chinese side. Government has seen media reports, which are not authenticated, that China plans to extend its rail link to Nepal which might involve building a tunnel under Mount Everest.
plans to dilute Modi may get me killed: Arvind Kejriwal NoLokpal Act: Govt NEW DELHI, JUL 27 (PTI): Prime Minister Narendra Modi may “get me killed”, Arvind Kejriwal said on Wednesday, unleashing one of the most severe attacks on him as the Delhi Chief Minister wondered if the country was in “safe hands”. Referring to series of arrests of AAP MLAs and workers in the last one-anda-half years, Kejriwal dubbed Modi to be the “mastermind” behind the “cycle of oppression” against them and that he was hell bent on “vanquishing” the party. Calling the current period to be “very critical”, Kejriwal sought to remind AAP volunteers, MLAs and Delhi Government Ministers that things will get worse in the coming days and exhorted them to “leave” if they are not strong enough. “I want to tell all the volunteers, MLAs and Ministers that this is a very critical period. You think over it, talk to your families. This is going to get worse in the coming days. “He (Modi) can go to any extent and may get us killed. He may get me killed as well. Talk to your families and see if you are ready for the ultimate sacrifice. All the MLAs will anyway have to go to jail. If you are ready, then stay with us or if you have weaknesses, then leave,” he said. “Modi has lost all sense of proportion and is hell bent on vanquishing the AAP,” Kejriwal said in a nearly 10-minute-long video message posted online. Kejriwal, who has called Modi a psychopath and coward in the past, said the country would be in danger if the Prime Minister starts taking decisions guided by “no rhyme or reason but anger”. “For me, the biggest reason to worry is the fact that if a country’s PM starts taking decisions in anger then the country will be in danger. Who knows he might be doing the same when it comes to many such decisions. “The important

Arvind Kejriwal question is whether the country is in safe hands or not? Important thing is not the arrests of our MLAs. Is the country in safe hands ?” he asked. The Delhi Chief Minister referred to arrests of 10 MLAs, income tax raids on one legislator and attempts to disqualify 21 MLAs through “false allegations”. “You must have seen the attempts to crush the AAP. 10 MLAs have been arrested, IT raid has been conducted on one, and attempts are being made to disqualify 21 MLAs through false allegations of office-of-profit. “This is like a cycle of oppression. I was wondering why is this happening. People question as to why I blame Modiji. I want to know who is the mastermind behind the raids by CBI, IT etc. Someone has to be the mastermind behind them. Who is the mastermind? “Amit Shah, Modiji, PMO. All of them are together. Shah is doing it on Modiji’s prodding but it is happening from one source. “Insiders say that Modiji is extremely angry with us and he is not thinking logically about it. Because daily arrests make no logic. Especially when all of them get bail within days and they could not prove a thing. “He is not using his brain while dealing with us. Terror-fied Europe
error killings during the recent weeks – in France and Germany- have exposed the danger that Western Europe faces from radical Islam, notably the religion’s most lethal terror group ISIS. After a deadly attack in Paris in November last year, once again France was struck by suspected Islamic terrorists in July this year. Time after time, France bears the brunt of terrorism with more people leaving to join the ISIS and other jihadi ranks in Iraq and Syria. France has been actively participating in providing support to western allies fighting ISIS in West Asia. On July 25, one person was killed and 12 others were injured at a restaurant in Ansbach, near the German city of Nuremberg in an explosion that occurred late on Sunday. On July 24, 2016, a 21-year-old Syrian refugee killed a woman with a machete and injured two other people before being arrested. Only July 22, 2016, an 18-year-old German-Iranian gunman who apparently acted alone opened fire in a busy shopping mall in Munich on Friday evening, killing at least nine people. On July 19, 2016, a 17-year-old Afghan refugee injured at least 20 train passengers with an axe and a knife in Germany’s Würzburg. On July 14, 2016, a man driving a truck, reportedly a French citizen of Tunisian origin, ploughed into a crowd that was celebrating Bastille Day in Nice along the picturesque French Riviera, killing at least 84 and injuring hundred others. On July 26, two terrorists attacked a Catholic church in France and stabbed people inside and later slit the throat of an 86-year old priest. ISIS claimed responsibility for the murder. Europe today has realised too late that the millions of immigrants within their countries, pose grave threat to the life and security of their citizens. Some countries have been careful against taking in immigrants by imposing strict regulations to screen out dubious elements and those who try to enter without family. According to Poland’s interior minister Mariusz Blaszczak, Multiculturalism, political correctness and mass migration are responsible for terror attacks in Europe. Interestingly, Poland does not accept refugees or immigrants and have, like Hungary, Slovakia and Czech Republic- are not threatened by terrorists unlike nearby western European nations. Of all European nations, Germany has been guilty of allowing unrestricted inflow of immigrants from West Asia and Africa, mostly from muslim countries. Today Angela Merkel has been accused of having “blood on her hands” for her open door migrant policy following a fourth terror attack in Germany in a week. She has been heavily criticised for being slow to react to the four horror attacks in which 15 people have been killed and scores injured in the last seven days. The attacks sparked outrage over Mrs Merkel’s immigration policy as swathes of Germans are calling for her resignation after she actively welcomed 1.1million refugees into the country last year. The motives and circumstances of each attack were different but the string of violence has officials in the region asking whether terrorism is becoming a fact of life that Europe must learn to accept. In the last two years alone, 278 people have been killed in attacks by Islamic extremists in several European capitals, including London, Paris and Brussels.
DailyDevotion The Way to Knowledge If anyone wills to do His will, he shall know concerning the doctrine… —John 7:17 The golden rule to follow to obtain spiritual understanding is not one of intellectual pursuit, but one of obedience. If a person wants scientific knowledge, then intellectual curiosity must be his guide. But if he desires knowledge and insight into the teachings of Jesus Christ, he can only obtain it through obedience. If spiritual things seem dark and hidden to me, then I can be sure that there is a point of disobedience somewhere in my life. Intellectual darkness is the result of ignorance, but spiritual darkness is the result of something that I do not intend to obey. No one ever receives a word from God without instantly being put to the test regarding it. We disobey and then wonder why we are not growing spiritually. Jesus said, “If you bring your gift to the altar, and there remember that your brother has something against you, leave your gift there before the altar, and go your way. First be reconciled to your brother, and then come and offer your gift” (Matthew 5:23-24). He is saying, in essence, “Don’t say another word to me; first be obedient by making things right.” The teachings of Jesus hit us where we live. We cannot stand as impostors before Him for even one second. He instructs us down to the very last detail. The Spirit of God uncovers our spirit of self-vindication and makes us sensitive to things that we have never even thought of before. When Jesus drives something home to you through His Word, don’t try to evade it. If you do, you will become a religious impostor. Examine the things you tend simply to shrug your shoulders about, and where you have refused to be obedient, and you will know why you are not growing spiritually. As Jesus said, “First…go….” Even at the risk of being thought of as fanatical, you must obey what God tells you.

here is a vast difference between perception and evidence. When Congress vice-president Rahul Gandhi says that the RSS is responsible for the assassination of Mahatma Gandhi, he is conveying the general perception. In fact, the then Home Minister Sardar Patel imposed a ban on the RSS which he withdrew when the organization gave in writing that it was only a cultural outfit. However, the perception has remained till today. The BJP, which is said to be a political wing of the RSS, has always denied the charge. But there is no clinching evidence either with the BJP elements or those opposed to it. The Congress which is inthe forefront of those who say that the Mahatma was assassinated has not placed before the public that it was not a victim of any conspiracy either. When the party was in power at the Centre—they ruled for more than 50 years— it could have published the intelligence reports or some other documents to suggest

that the assassination was the doing of the RSS. Nor did the BJP, when it was in power, could release anything which would remove the charge once and for all. What Rahul Gandhi has said was the perception prevailing throughout the country and abroad even today. At that time the RSS elements were on the defensive and generally preferred to keep quiet. This only confirmed the perception that the Mahatma was killed by Nathuram Godse, a fanatic Hindu. I was working with an Urdu newspaper, Anjaam, then. We were all sitting at the office when the PTI teleprinter machine’s bell alerted for a flash. We rushed to the machine and the cryptic message was: Gandhi shot at! This is a tough case before the Supreme Court because it is going to be damned if its verdict goes either in favour of the Congress or the RSS. What saddens one is that the secular forces in the country are not marshalling their strength to face the biggest challenge to the idea of India, democratic and anti-communal. The struggle for independence was for the ethos of pluralism and egalitarianism. Once Gandhi was portrayed as a non-violent communist and he did not take any offence to the comment, although the commu-
nists had described him as a running dog of imperialism. The communists should make amends for their mistakes and hang the picture the Mahatma at their headquarters in Kolkata. My advice to the RSS and BJP is the same. Gandhi is an apostle of the marginalized and the backward. He represented the national struggle and India’s emancipation from the British. This is the point on which all the political parties meet and they should have no hesitation in collectively recognizing the fact that Gandhi rolled up the 150 years of foreign rule. As for the allegations of Rahul Gandhi, the Supreme Court has taken note of them. In the wake of the court hearing, many skeletons may tumble out of the closet. Now that the Congress vice-president has refused to apologize—one can only hope that he will stick to his statement—the fat is on fire and the public may see an ideological warfare in the court itself. Rahul Gandhi is either made or marred.
Post-mortem Make treatment Hepatitis – The Silent Killer
epatitis is a term used to describe the inflammation of the liver as a result of viral infection or exposure to harmful or toxic substances such as drugs or alcohol. While some types of hepatitis will pass without causing permanent damage to the liver, chronic infection or exposure can cause cirrhosis, liver failure or cancer. There are five main hepatitis viruses, referred to as types A, B, C, D and E, which pose the greatest risk. Hepatitis B (HBV) and C (HCV) are viral infections which can cause chronic hepatitis and are the leading causes for hepatic cirrhosis and cancer, thus creating a significant burden to healthcare systems due to the high morbidity / mortality and costs of treatment. Around 70-80% of people with Hepatitis B or C do not even have any symptoms. The symptoms often go unnoticed, the reason why this disease is also known as the ‘silent killer.’ According to the World Health Organization (WHO), one third of the world’s population has been infected with HBV, and more than 350 million suffer from chronic infection. Approximately 15–40% of infected patients will develop cirrhosis, liver failure or hepatocellular carcinoma. HBV accounts for an estimated 600 000 deaths each year worldwide, mainly due to the consequences of chronic hepatitis, such as cirrhosis and liver cancer. HBV can effectively be prevented by vaccination. The risk of developing a chronic form depends on age at infection: the younger the patient, the higher the risk of developing chronic hepatitis: chronic infection is seen in 90% of infants infected at birth, 30 to 50% of children infected between the age of one to four years, and 1 to 10% of those infected at older age or as adults. A safe and effective HBV vaccine has been available since the 1980s and can prevent acute and chronic infection with an estimated effectivity of 95%. In 1992, the WHO recommended to implement universal vaccination against hepatitis B for newborns in all countries with an HBV prevalence rate higher than 5% in 1995. All other countries were recommended to implement universal vaccination in 1997. With regard to HCV, it has been estimated that 170 million persons have chronic infection and that three to four million new cases occur each year. Initial infection is frequently asymptomatic or mild (70%–90% of cases). Of those infected, 50–80% later develop chronic infection, and cirrhosis (up to 50%) and liver cancer (1%–5%) over a period of 20 to 30 years. Although other studies show a somewhat lower percentage of cirrhosis and liver cancer. There is no vaccine against HCV infection , HCV is a major public health problem. A person with HCV can infect others from one to several weeks before symptoms occur. In case of chronic infections, infectivity may persist indefinitely. Research is in progress but the high mutability of the HCV genome complicates vaccine development. The greatest impact on HCV disease burden will likely be achieved by focusing efforts on reducing the risk of HCV transmission from nosocomial exposures (e.g. screening of blood, rigorous implementation of infection control, reducing unsafe injection practices) and high risk behaviours (e.g. injection drug use). Relevant measures to reduce transmission
are early diagnosis, effective prevention and screening programmes, as well as appropriate treatment. It is known that a large number of people carrying the HCV virus are not aware of being infected due to high proportion of asymptomatic infections. HBV is transmitted by either percutaneous or mucous membrane contact with infected blood or other body fluid. The virus is found in highest concentrations in blood and serous exudates. The primary routes of transmission are perinatal, early childhood exposure, sexual contact, and percutaneous exposure to blood or body fluids (i.e. injections, needle stick, blood transfusion). Most perinatal infections occur among infants of pregnant women with chronic HBV infection. The distribution patterns and risk groups differ widely . Sexual transmission has been estimated to account for 30% to 50% of new infections among adults in industrialized countries. The most common risk factors include multiple sex partners and history of a sexually transmitted infection. Finally, unsafe injections and other unsafe percutaneous procedures are a major source of blood-borne pathogen transmission (HBV, HCV, HIV) in many countries: the risk of HBV infection from needle stick exposure to HBsAg positive blood is ~30%. Worldwide, unsafe injection practices account for ~8 to 16 million HBV infections each year. HCV was transmitted widely through the use of parenteral injections, invasive medical and surgical procedures, and transfusion of blood products. An epidemic explosion in IDUs followed and for two decades has remained the main transmission route accounting for the majority of new HCV infections. The risk for perinatal infections ranges from 3% to 10% in different populations. Sexual transmission is thought to be relatively infrequent. However, in many cases, no recognizable transmission factor or route can be identified. HCV is mainly associated with injecting drug use (blood-toblood contact, sharing syringes and needles) and other parenteral exposure such as needle stick injuries, body piercing or tattooing. In most countries, injecting drug use accounts for 30% to 60% of all reported HCV cases. Another common risk factor is having had a blood transfusion before 1991. In 10% to 54% of cases, the risk factor is undetermined or unknown. It has been observed that high-risk sexual behaviour among (predominantly HIV positive) men who have sex with men (MSM) may predispose to HCV infection probably via permucosal route (and mucosal damage rather than by sexual contact). The implementation of effective anti-HCV testing methods and virus inactivation procedures in the late 1980s and early 1990s, as well as recent introduction of HCV RNA tests significantly improved blood transfusion safety. The estimated residual risk for acquiring HCV via blood products ranges from 1 to 40 per 10 million transfusions. The prevalence of HBV and HCV infection varies markedly in different populations. Both diseases are concentrated in certain subpopulations such as injecting drug users who have a prevalence rate ten times higher than the general population. The prevalence is also higher in men who have sex with men as compared with the hetero-
sexual population. In 1999, WHO estimated the worldwide prevalence of HCV at 3%. Most affected areas are Africa (5%) and the Eastern Mediterranean region (4.6%), followed by the Western Pacific region (3.9%), and South-East Asia (2%). The Americas and Europe had the lowest prevalence estimates, 1.7% and 1%, respectively. How to prevent Hepatitis B and C – All children should get the hepatitis B vaccine. Babies should get a first dose of the hepatitis B vaccine at birth. They should have all three shots in the series by age 6 to 18 months. Infants born to mothers who have acute hepatitis B or have had the infection in the past should get a special hepatitis B vaccine within 12 hours of birth. Children younger than age 19 who have not had the vaccine should get “catch-up” doses. Adults at high risk for hepatitis B should also be vaccinated, including: Health care workers and those who live with someone who has hepatitis B People with end-stage kidney disease, chronic liver disease, or HIV infection People with multiple sex partners and men who have sex with other men People who use recreational, injectable drugs There is no vaccine for hepatitis C. Lifestyle Hepatitis B and C viruses are spread through contact with blood or body fluids of a person infected with the virus. The viruses are not spread through casual contact, such as holding hands, sharing eating utensils or drinking glasses, breastfeeding, kissing, hugging, coughing, or sneezing. Avoid coming in contact with blood or body fluids of others. Avoid sharing personal items, such as razors or toothbrushes. DO NOT share drug needles or other drug equipment. Clean blood spills with a solution containing 1 part household bleach to 9 parts water. Be careful when getting tattoos and body piercings Safe sex means taking steps before and during sex that can prevent you from getting an infection, or from giving an infection to your partner. After realizing the gravity of these infections, and in recognition of the birthday of Professor Baruch Blumberg, who won the Nobel Prize for discovering the hepatitis B virus, World Health Organization has decided to observe 28th July as the “World Hepatitis Day” to create awareness among the people about the infection, its consequences and ways and means to prevent the spread of this dreadful and fatal disease. World Hepatitis Day was launched in 2008 in response to the concern that chronic viral hepatitis did not have the level of awareness, nor the political momentum, seen with other communicable diseases such as HIV/AIDS, tuberculosis (TB) and malaria. This is despite the fact that the number of people chronically infected with, and the number of deaths caused by, hepatitis B and C is on the same scale as these conditions. World Hepatitis Day has generated massive public and media interest, as well as support from governments and NonGovernmental Organizations. Zion Hospital and Research Centre, Dimapur
accessible for Hepatitis C
W
hile new drugs are available to cure Hepatitis C, more government initiatives are required to create awareness As we observe World Hepatitis Day on July 28, Dr Hotoka Hesso, SMO ART Plus Centre, Dimapur, while underlining the growing burden of Hepatitis C in the region, also calls for government intervention in making the treatment and drugs more accessible to people. In recent times, we have recorded a rise in the prevalence of hepatitis C in our region. Currently, it is nearly 1.6% of the population. Till date, we have received 36 patients infected with Hepatitis C. Of them while 20 patients were infected with Genotype 3, 9 were infected with Genotype 1. Remaining 7 were infected with Genotype 6. The growing rate has raised an alarm and it has become important to take substantial steps to curb the rising incidence. In doing so, it is important for the government to introduce more initiatives and programs to make the treatment and drugs available to the people. Hepatitis C is a blood-borne virus. In most infected areas in the country, it is primarily caused by blood transfusions with unscreened blood, surgical procedures that follow unsafe practices, and the use of unsterile needles by intravenous drug users and even diabetics. Secondary causes include sharing personal-care items such as toothbrushes and razors with a person infected with the virus. It also may get transmitted through unprotected sex. Aggravating the threat is the fact that unlike hepatitis A and B, there is no vaccine yet to prevent hepatitis C, which can lead to chronic liver disease, even liver cancer. Hepatitis C is certainly emerging as new health threat in India. In Nagaland, we have being seeing the rise over a decade. No one reason stands out. Many factors, such as the use of unsterilized needles, unsafe methods of surgery and even blood transfusions together contribute to the rise in burden. Hepatitis C is dangerous because while it is asymptomatic
in nature, it tends to remain silent inside the body. The symptoms are generally visible once the infection has reached chronic stage. Chronic Hepatitis C has the potential to cause severe damage such as liver cirrhosis and liver cancer”. Although, hepatitis C today has become curable, the lack of awareness has made the situation worse. According to the World Health Organization (WHO), approximately 5,00,000 people die each year from hepatitis C-related liver diseases. Dr. Hotoka suggests that the availability of generic drugs has made the disease curable. Hepatitis C needs a similar kind of awareness and education like was done to minimize HIV incidences in the country. People need to be educated regarding the causes and prevention of the disease. People should be encouraged to go for regular screenings and health checkups for early diagnosis of the disease, especially since newer treatments are pocket-friendly, are of shorter duration and can be taken as oral medication that have few side effects. What is Hepatitis? Hepatitis (HEP-ah-TY-tis) or inflammation of liver is of five kindsA, B, C, D, and E. Hepatitis A and E virus is transmitted through contaminated water and food, while Hepatitis B and C are communicated through blood and body secretions. The initial symptoms of the infection resemble that of common flu. While hepatitis A is the most common form of hepatitis, hepatitis B and C are the deadliest. Prevalence of Hepatitis B is 3-5% while hepatitis C is 1 % in general population in India. It is important to stress that hepatitis infections can be prevented. Prevention of hepatitis B & C involves practices to prevent contact with infected blood or semen. Using condoms, strictly avoiding sharing of needles or razors, and making sure tattooing or body piercing is done using clean tools. For further information, Dr Hotoka Hesso

Appeal to director general national AIDS control organization Sir,
I am happy to learn that National AIDS Control Organization (NACO) Government of India will be launching a National Hepatitis program on “World Hepatitis Day”, to initiate Prevention, care and treatment for hepatitis C virus (HCV) from Hotel Marriott Mumbai. I would like to draw your attention that the burden of HCV in Nagaland came to the limelight with the research data of Phek and Wokha being documented by the Indian Council of Medical Research (ICMR/RMRC), through the Integrated Bio-Behavioral Assessment (IBBA) study among IDUs in 2006 and 2009. According to the Data (Ref 2) the prevalence rate in Phek stood at 5.4% (2006) to 8.7% (2009) and 16.7%(2006) to 20.8 %(2006) in Wokha, signifying not only an alarming rate of HCV infection among this community but also an ever increasing trend. The Hepatitis C issue in Nagaland has emerged to be of urgent concern but even in recent years, not much has been done by the state government, civil organizations nor the NGOs working in the field of HIV/AIDS and other health sectors, whereas the epidemic continues to spread rapidly and at an alarmingly rate. The emerging threat has to be addressed now, if not people of Nagaland in general and particularly the IDUs will face a huge HCV disease burden thus challenging the very State health programs, in the coming years. Therefore, I respectfully suggest and request your kind authority, that your esteem organization (NACO) does not leave Nagaland behind in its Hepatitis National Program. Chinese soldiers spotted in Uttarakhand’s Chamoli
A R R AY D E H R A D U N / NE W DE LHI, JUL 27 (IANS): Uttarakhand government said on Wednesday that Chinese troops had been spotted within its territory on July 19 by local officials who were asked to return. Army sources however said the incident took place on July 22. The defence ministry however maintains that there are no incidents of “incursion” by Chinese troops and the “transgressions” occur due to different perception of borders. Senior state government officials said the incursion was spotted in Badahoti in Chamoli district. District Magistrate Vinod Kumar Suman told IANS that he had sent a report to “appropriate authorities” but refused to elaborate. Uttarakhand Chief Minister Harish Rawat also confirmed the incursion, saying he had reported the matter to the Union Home Ministry. “It is a serious matter. I am sure the central government would look into the issue,” he added. Uttarakhand shares a 350-km-long boundary with China and incursions have been reported in the past too. Only last year some boys grazing cattle were beaten up by Chinese troops and asked to retreat. Sources said the administration sends teams
Harish Rawat
to Badahoti, which lies in very tough terrain over 100 km from Joshimath, thrice a year -- twice in summer and once in winter. The area can only be reached on foot. A team of 19 government officials, led by Sub-Divisional Magistrate (SDM) Yogendra Singh had on July 19 left for the “summer inspection”. The team is said to have spotted the “presence of Chinese soldiers on the soil”. When they engaged in eye-toeye contact with the soldiers, the Chinese troopers asked them to leave and go back, an official said. The team retreated to Rimkhim and informed the Indo-Tibetan Border Police (ITBP) teams posted there. They then informed the district magistrate who passed
the information to the chief ministers office. The Chinese retreated to their own side after spending 40 minutes on Indian soil. The defence ministr y has meanwhile maintained that there are no incidents of ‘incursion’ by the Chinese side, referring to different perceptions of boundary. Responding to questions in the Lok Sabha last week related to intrusion in Indian territory by Chinese troops, Defence Minister Manohar Parrikar said: “There have been no instances of intrusion by troops of China or Pakistan into Indian territory. “However, as there is no commonly delineated Line of Actual Control (LAC) between India and China, there are areas along the Indo-China border where both sides have differing perception of LAC. Due to both sides undertaking patrolling upto their perception of the LAC, transgressions do occur.” The minister also said in a written replies that the government “regularly takes up any transgression along LAC with the Chinese side through established mechanisms including Flag meetings, Border Personnel meetings, meetings of Working Mechanism for Consultation and Coordination on IndiaChina Border Affairs and diplomatic channels”.

National/state Akhlaq doubts authenticity of Mathura lab report
Mohammed Akhlaq
LUCKNOW, JUL 27 (PTI): Fa m i ly o f M o h a m m e d Akhlaq on Wednesday met the Uttar Pradesh Additional Director General of Police (ADG) and briefed him about their doubts on the Mathura Lab report which stated that the meat sample recovered from their house was beef. “They have met me and raised questions on certain issues. It will be taken care of during the probe,” ADG (law and order) Daljeet Chowdhury said. The family is of the view that the lab report, which confirmed beef, was not fair and had many “loopholes”. Akhlaq’s son Sartaj, working with the Indian Air Force, said there were many loopholes in the recent forensic report of Mathura lab, after which the petition demanding legal action against the family was filed. He said his family was being treated like criminals instead of victims.
Mehbooba seeks cooperation of parties for peace SRINAGAR, JUL 27 (PTI): Seeking people’s cooperation in shaping up a politically stable and economically emancipated Jammu and Kashmir, Chief Minister Mehbooba Mufti Wednesday urged political leadership in the country to revive the peace and reconciliation process in the state through tangible Confidence Building Measures (CBMs). “Perhaps more than ever before, people of Jammu and Kashmir today want the politicians to stand up and address the political and economic issues that matter to them and I urge the country’s political leadership to make a fresh start to revive the peace and reconciliation process in the state through tangible CBMs,” Mehbooba said while interacting with civil society representatives at Budgam in central Kashmir. The Chief Minister called upon the country’s political leadership to take measures to address the causes of alienation and trust deficit among people in Kashmir and work towards finding a lasting solution to the problems plaguing the state and its people. “All shades of political opinion in the state and the country shall have to evolve a consensus on a pragmatic and workable solution to the problems confronting Jammu and Kashmir in the interest of peace and stability in the state,” she said, adding, “the time has come to strike a new
benchmark in light of the global and regional realities for the resolution of the state’s problems”. She called for an end to the violent protests which have resulted in the “loss of precious human lives and grave injuries” and said “violence has neither served any purpose in the past, nor is it going to do so in future except bringing miseries to the people”. “It is tragic to note that the victims belong to the poorest of the poor families and it is the parents of these slain youth who shall have to live with this trauma forever. Having played politics over the dead bodies of the youth, nobody is going to come and give solace to these families after some time,” she said. Maintaining that her government is striving for a space of dignity and opportunity for the people of Jammu and Kashmir in a larger paradigm of peace and reconciliation in the region, Mehbooba said the political and developmental process and good governance have to go hand in hand to put the state back on track. She said under the leadership of Mufti Mohammad Sayeed, PDP came forward in 2002 to espouse the cause of dignified and peaceful resolution of the issues confronting the state at a time when there was despair all-round. “The people of the state then suffered from a feeling of deep hopelessness, strong
alienation, cynical aloofness and complete lack of faith in the democratic political process,” she said, adding being in touch with the ground realities PDP-led government at that crucial juncture came forward to articulate the aspirations of the people in a responsive and responsible manner and the results were there for all to see. Mehbooba said the PDP-led government had at that time sparked political, economic and social activity on a phenomenal scale in Jammu and Kashmir facilitating complete transformation of the ground situation. “Unfortunately, the lack of political direction after 2005 brought the situation back to square one resulting in fresh cynicism and alienation. The present drift in the situation is the result of the policy of healing touch which was put in place by the PDP-led government between 2002 and 2005,” she said. “If we want the situation to stabilize, we will have to go back to the policy of reconciliation and winning the hearts and minds of the people of the state, sooner the better,” the Chief Minister said. Calling for a collective effort to get the state back on the track, Mehbooba sought people’s cooperation, especially from the youth in her efforts to lead the state towards peace, political stability and progress. “The youth have to be singled out as a target group deserving specific at-
tention. The kind of a violent situation Jammu and Kashmir has gone through, over the past two decades, has deeply affected our society as a whole and our youth in particular,” she said. “Young people have been particularly affected by the collapse of education and employment opportunities in the State,” Mehbooba said, adding the government would launch a process which will prepare young people to meet the challenges of future through a series of coordinated, progressive programmes and activities. The Chief Minister said the government would have to consider new ways to involve youth and allow them to offer input during decision-making, problem solving, and actiontaking activities. “Active collaboration with youth will engage them in ways that will open doors for them to contribute,” she said, adding “it is ironic to note that while on one side our bright young boys and girls are making us proud by qualifying for prestigious competitive examinations and getting admission in reputed institutions, on the other hand some youth belonging to poorest of the poor families are being exploited and handed over stones instead of pen.” Besides members of civil society groups, representatives of various religious and trade bodies were also present during the interaction, an official spokesman said.

the behest of the accused. Khan was first detained for questioning and then arrested on July 24, a day after he alleged in a press conference that the woman was “pressurised” by the police into giving a false statement against him. According to the police, on July 22, the woman had recorded her statement before a magistrate under Section 164 of the CrPC alleging that when she was returning from the MLA’s residence, a vehicle, in which Khan was sitting, tried mowing her down. She also claimed that a motorcycle tried to run over her when she was on her way to the court to record the statement. Prior to that, she had on July 19 filed a complaint with police alleging that at the AAP MLA’s residence in Jamia Nagar, a youth had on July 10 abused her and threatened that she would be killed if she did not stop politicising the matter. The woman, a resident of Jasola, had said that she had telephoned Khan on July 10 and later went to his Batla House residence to raise the issue of power cuts with him after which she was allegedly threatened by the youth.

The Okhla MLA, who is in judicial custody, moved the bail plea before an Additional Sessions Judge who has fixed the matter for hearing tomorrow. The legislator had been denied the relief by a magisterial court yesterday on the ground that he might influence witnesses and hamper investigation if released. Khan’s bail application, filed through advocate Madan Lal, contended that he is innocent and is an MLA who has to serve society/public. His counsel said Khan is a responsible man and he is ready to abide by whatever conditions the court would impose and that no purpose would be served by keeping him in jail. The MLA, who was produced before a duty magistrate last evening, was sent to Tihar jail for 14 days after the police sought the same submitting that the complainant was constantly being threatened and harassed at

The request to withdraw the plea, which had claimed that police was “deliberately shielding” the accused, was made before Justice A K Pathak who allowed it on the ground that the petitioner was satisfied by the investigation carried out by Delhi Police. The plea had sought transfer of the probe in the case lodged by Delhi Police against Hussain, the Minister of Food Supplies, Environment and Forest, and others to the CBI and also add provisions of the Prevention of Corruption Act in the matter. The petitioner had also sought a direction to the police to provide protection to him and his family members, alleging that they were receiving threats from Hussain’s associates. In his plea, Md. Qasim had claimed that Hussain “virtually controls and holds great influence over each and every construction work which is carried out in Ballimaran area (in Old Delhi)”.

The woman had filed a complaint against Bhardwaj for allegedly touching her inappropriately and a case of molestation was registered in June. The accused was arrested and later released on bail.

DIMAPUR, JUL 27 (NPN): Axis Bank, Chumukedima Branch, the fourth branch in Dimapur was inaugurated by Additional Deputy Commissioner, Dimapur, Elizabeth Ngullie during a short opening programme at T Shüya Complex, Chumukedima, Wednesday. In a brief speech, Elizabeth lauded Axis Bank as one of the most customer friendly banks which was largely due to the bank officials and staff who were helpful and were always ready to assist customers at any time. Describing Chumu as a
fast growing town, Elizabeth said, opening up of the branch would be of great help to boost the overall development of the town. The ADC urged the bank officials to reach out to the grass root level of the people as very often a lot of banks tend to ignore that section of the society. She expressed hope that the bank would bring chances, help out and makes its presence felt in the area through the initiatives it would bring up through its Corporate Social Responsibility (CSR). four Poseidon-8I aircraft
NEW DELHI, JUL 27 (PTI): India Wednesday signed an over USD 1 billion deal with American defence and aerospace major Boeing for procuring four additional ‘Poseidon-8I’ long-range maritime surveillance and antisubmarine warfare aircraft. The contract is a follow-on order to eight P-81 planes already bought by India in a direct deal with the firm worth USD 2.1 billion, defence sources said. The contract was inked during the ongoing visit of US Under Secretary for Defence on Acquisition Frank Kendall, and is seen as a sign of growing Indo-US defence ties, they said. India had last year signed a USD 3 billion contract with the US through Foreign Military Sales route for 22 Apache and 15 Chinook helicopters. With today’s deal, the total value of defence deals signed with the US in the last one decade comes to around USD 15 billion. India is also working on a deal to get 145 pieces of M777 light-weight howitzers from the US, the sources said. The acquisition of additional ‘P-8I’ will be a shot in the arm of the Indian Navy as the country has been

However, earnings so far having failed to enthuse markets,” said Anand James, Chief Market Strategist, Geojit BNP Paribas Financial Services. Meanwhile, the Fed is due to conclude a two-day meeting later in the day and the BoJ will meet on Friday. The NSE Nifty ended at 8,615.80, a gain of 25.15 points or 0.29 per cent after shuttling between 8,665 and 8,572.05. From Asia, Japan’s Nikkei ended 1.72 per cent higher, while indices like Hong Kong, Singapore and Taiwan moved up by up to 0.43 per cent.

A firm availing of the offer would have to pay the principal tax amount within 30 days of the designated authority determining the amount payable by the declarant. MUMBAI, JUL 27 (PTI): Equities staged a moderate recovery today, with the BSE Sensex rising by 48 points to recapture the 28,000-mark as the Centre and states reached a broad consensus on key issues in the long-pending GST bill amid caution ahead of outcome of the Federal Reserve meet. It also helped that Asian and European markets rallied on expectations of a stimulus from Bank of Japan. Covering-up of short positions ahead of tomorrow’s July month expiry in derivatives segment, too gave equities a push. Country’s largest mortgage player HDFC Ltd jumped 1.48 per cent to Rs 1,387.80 after it reported a 26.86 per cent rise in consolidated net profit to Rs 2,796.92 crore helped by receipts from stake sale in general insurance arm. Drug major Dr Reddy’s Laboratories extended yesterday’s weakness and plunged further by 10.07 per cent to Rs 2,988.40 after 80 per cent fall in consolidated net profit. UK oil explorer Cairn Energy is facing a tax demand of Rs 10,247 crore on alleged capital gains made in a 2006 business reorganisation it carried out in its India unit before getting it listed. The total tax due after including interest comes to over Rs 29,000 crore. British telecom giant Vodafone is also facing a total demand of Rs 14,200 crore in tax, interest and penalty with regard to its USD 11 billion acquisition of 67 per cent stake in the mobile-phone business owned by Hutchison Whampoa in 2007. Both firms raised their concerns over the tax demands and challenged the matter by initiating international arbitration. NEW DELHI, JUL 27 (PTI): Government has fixed December 31, 2016 as the deadline for companies like Vodafone and Cairn Energy Plc to settle their retrospective tax disputes. The one-time offer to settle tax issues by waiving of interest and penalty, if the companies paid up the principal tax amount, had opened on June 1 this year. Nearly two months after the offer opened, none of the companies have come forward and now the government wants to have a deadline for the scheme, sources privy to the development said. After the scheme closes, the Income Tax Department will go ahead with tax demands and pursue legal course including arbitration, they said. Sources said the government had asked Income Tax Department not to take any coercive action during the time the scheme is open. Weeks before the scheme was announced by Finance Minister Arun Jaitley in his budget speech on February 29, the Income Tax Department had issued Vodafone a

Hillary Clinton becomes first woman White House nominee
Philadelphia, Jul 27 (PTI): Scripting history, Hillary Clinton today became the first woman to win the presidential nomination of a major US party as she secured the backing of the Democrats at the convention here to set up an epic clash with Republican rival Donald Trump in the November polls. Clinton, who has been secretary of state, first lady and a Senator from New York, secured her nomination at the Democratic National Convention here after a majority of the 4,764 party delegates formally backed her. If elected in the November 8 polls, Clinton would become America’s first female president and commanderin-chief. In an electrifying end to the Democratic convention’s second night, Clinton appeared by video from New York, saying, “What an incredible honour that you have given me and I can’t believe we just put the biggest crack in that glass ceiling yet.” “This is really your victory. This is really your night. And if there are any little girls out there who stayed up late to watch, let me just say I may become the first woman president but one of you is next,” the 68-year-old said. Her rival from the primaries, Bernie Sanders moved a resolution for her nomination when the roll call got to his home state of Vermont -- sending out a vital message of unity for a party struck by deep divisions. “I move that Hillary Clinton be nominated as the Democratic Party’s presidential candidate of the United States,” Sanders said as he
Hillary Clinton called for suspension of rules to pave the way for unanimous nomination of Clinton as the party’s presidential candidate. Moments later, the Democratic delegates nominated Clinton as the party’s presidential candidate, setting up a high-stakes showdown with Republican Trump. “This moment is for every little girl who dreams big. #WeMadeHistory,” tweeted Clinton. “Stronger together,” she said in another tweet. Clinton’s nomination was proposed by Congresswoman Barbara A Mikulski, the first Democratic woman elected to the Senate, and the first woman to chair the powerful Senate Committee on Appropriations. “It is with a full heart that I am here today as we nominate Hillary Clinton to be the first woman president,” she said. “Many of you have broken barriers. You were the first to go to college. You were the first to start a business. Maybe the first to be a citizen. But you knew when you broke a barrier you didn’t do it for yourself. You did it so others would not have to face them again.
That’s what Hillary wants to do. She wants to break down all the barriers to opportunity,” Mikulski said. Legendary civil rights leader and Congressman John Lewis seconded Clinton’s name as the Democratic presidential nominee. “Eight years ago, our party nominated and elected the first person of colour to ever serve in the White House not just for one, but two terms. Tonight we will shatter that glass ceiling again. We’re the party of tomorrow, and we will build a true democracy in America,” Lewis said. Lewis talked about Clinton in glowing terms, saying she has dedicated her life to public service and building a better America. “I have known Hillary Clinton for many years. She is one of the most qualified candidates to ever run for president. She is a leader, sometimes sailing against the wind to break down the barriers that divide us. She’s smart, just smart. She could have done anything with her life, but she decided long ago she didn’t want to just do well, she wanted to do good,” he said. Clinton is scheduled to deliver her acceptance speech tomorrow. Last week she selected Virginia Senator Tim Kaine as her running mate. Her husband, the charismatic and controversial Bill Clinton was the President of the United States from 19932001. As the first lady she had launched several key initiatives in health care and women’s rights. A proponent of clean energy, Clinton is known for being a strong advocate of Indo-US ties.
IS claims attack in Syria that killed 44 Damascus, Jul 27 (AP): A twin bombing struck a crowd in a predominantly Kurdish town in northern Syria today, killing 44 people and wounding dozens more, Syria’s state-run news agency and Kurdish media reported. The Islamic State group claimed responsibility for the attack. Media reports said a truck loaded with large quantities of explosives blew up on the western edge of the town of Qamishli, followed by an explosives-packed motorcycle a few minutes later in the same area. The blasts caused massive damage in the area and rescue teams were working to recover victims from under the rubble, the SANA news agency said. Qamishli, near the Turkish border, is mainly controlled by Kurds but Syrian government forces are present and control the town’s airport. Syrian state TV broadcast footage showing people running away from a mushroom of gray smoke rising over the town and others running amid wrecked or burnt cars. Qamishli resident Suleiman Youssef, a writer, told The Associated Press by telephone that he heard the first explosion from few miles away. He said the blasts leveled several buildings to the ground and many people were trapped under the rubble. “Most of the buildings at the scene of the explosion have been heavily damaged because of the strength of the blast,” he said. The Islamic State group, in a statement published by the IS-linked Aamaq news agency, said it carried out the attack in Qamishli, describing it as a truck bombing that struck a complex of Kurdish offices.
Nepal: Heavy rains trigger floods, landslide, 54 killed Kathmandu, Jul 27 (PTI): At least 54 people have been killed and several others missing as floods and landslides triggered by heavy monsoon rains wreaked havoc in Nepal displacing thousands of people. Scores of houses and bridges have been swept away in several parts of the country as incessant rains have swelled rivers, posing a threat of massive flooding and causing panic among the local population. At least 54 people have died in different parts of the country over the last two days, police said. Pyuthan is among the 14 worst-hit districts where at least 26 people have died in floods and landslides. The toll increased in the district after 17 people who were earlier reported missing following a landslide were found to be dead.
Saint-Etienne-du-Rouvray (France), Jul 27 (AFP): A French jihadist who was under house arrest on terror charges took part in a church attack in which a priest was killed, further inflaming tensions over security failures in the violence-weary nation. Adel Kermiche, 19, was one of two attackers who stormed a Catholic church in the northern town of Saint-Etienne-du-Rouvray during morning mass yesterday, slitting the throat of an 86-year-old priest and leaving a worshipper with serious injuries, said Paris prosecutor Francois Molins. The attack, claimed by the Islamic State group, comes with France still in mourning less than two weeks after Tunisian Mohamed Lahouaiej Bouhlel ploughed a truck into
were trying to influence the US elections, Obama replied: “Anything is possible.” Obama’s comments come in the wake of release of emails by WikiLeaks which were obtained illegally by hacking into the server of the Democratic National Committee. These emails indicated that the party leadership supported Clinton in the primaries against her rival Senator Bernie Sanders from Vermont. Meanwhile, the Democratic Party and the Clinton campaign acknowledged more emails could be released in the coming weeks, the timing
of which would be scheduled to inflict most damage to the Democratic presidential nominee. “The WikiLeaks leak was obviously designed to hurt our convention. I don’t think they’re done. That’s how they operate,” Jennifer Palmieri, communications director for Hillary for America, told reporters at a news conference. “We can’t know, but it’s part of the reason that we wanted people to understand our belief that the Russians are behind this. People need to understand — when these leaks happen — what they’re
Thousands of people have been displaced and hundreds of houses have been waterlogged after floodwaters gushed into their settlements. Many of the deceased were earthquake victims who were living in a quakedamaged house after repair, police said. Tens of thousands of
Nepalese are still living in tents following the last year’s devastating earthquakes that killed nearly 9,000 people. Water levels were close to dangerous levels in Saptakoshi and Narayani rivers. Water flow in the Saptakoshi river has crossed this year’s highest mark after continuous rainfall for the past 10 days.
a crowd in the Riviera city of Nice, killing 84 people and injuring over 300. The carnage, the third major strike on France in 18 months, prompted a bitter political spat over alleged security failings and revelations over the church attack were likely to raise further questions. Molins said that Kermiche first came to the attention of anti-terror officials when a member of his family alerted him as missing in March 2015. He was arrested by German officials and found to be using his brother’s identity in a bid to reach Syria. He was charged and released under judicial supervision, but in May fled to Turkey where he was again arrested and returned to France where he was held in custody until
March 2016. Kermiche was released and fitted with an electronic bracelet which allowed him to leave his house on weekdays between 8:00 AM and 12:30 AM, said Molins. It was during this time, that he and another attacker entered the centuries-old stone Saint-Etienne church, taking hostage the 86-year-old priest, three nuns and two worshippers. One of the nuns managed to escape and call police, who, upon arrival, tried to negotiate with the hostage-takers through a small door. The nun, Sister Danielle, told local radio RMC that slain priest Jaques Hamel was wearing his white cloak and was at the foot of the altar when “they forced him to get on his knees

Molins said police were unable to launch an assault on the church as three hostages were lined up in front of the door. Two nuns and one worshipper then exited the church followed by the two attackers, one carrying a handgun, who charged police shouting “Allahu akbar” (God is greatest). One of the attackers was carrying a “fake explosive device covered in aluminium foil” and three knives, and the other was holding in his hand a kitchen timer covered in foil, and carrying a backpack containing a similar fake bomb.

In an interview to CNN, Wikileaks founder Julian Assange said they plan to release more emails in the coming weeks. “What we have right now is the Hillary Clinton campaign using a speculative allegation about hacks that have occurred in the past to try and divert attention from our emails, another separate issue that WikiLeaks has published,” he said. “I think this raises a very serious question, which is that the natural instincts of Hillary Clinton and the people around her, that when confronted with a serious domestic political scandal, that she tries to blame the Russians, blame the Chinese, etc,” he said. “If she does that when she’s in government, that’s a political, managerial style that can lead to conflict,” Assange said.
Nepalese army personnel rescue flood victims as they wade through floodwater to a safe zone in the Nawalparasi district of Nepal.
Water flow in the river was measured at 277,410 cusec yesterday morning, the highest for this year. All sluice gates in the Gandak Barrage bordering India have been opened after the water level in Narayani river crossed the danger mark. The gates were opened to allow release of water so that the risk in the barrage and upstream region could be minimised About 34 houses were inundated in Nawalparasi district due to the swelling river. A swollen Tinau river destroyed a suspension bridge at Butwal-13. Around 6,000 people are at risk. Flooded Mechi river has swept away an embankment on the Indian side. After the incident, Naksalbari, Panitanki and other Indian markets have been waterlogged, said police.

Russians possibly trying to sway US polls: Obama Philadelphia, Jul 27 (PTI): US President Barack Obama has said it is possible that Russia was trying to interfere in the US presidential election, after a leak of Democratic National Committee emails that have been attributed to Russian hackers by experts. “What we do know is that the Russians hack our systems. Not just government systems, but private systems. But you know, what the motives were in terms of the leaks, all that -- I can’t say directly,” Obama told NBC News in an interview. “What I do know is that Donald Trump has repeatedly expressed admiration for Vladimir Putin,” he said as the interviewer promoted that it looks like he is suggesting that Putin might be motivated to prefer Trump in the White House. “Well-- I am basing this on what Mr Trump himself has said. And I think that Trump’s gotten pretty favourable coverage back in Russia,” Obama said in response to a question. Asked if the Russians

eyonce’s ambitious visual album, Lemonade, has earned 11 nominations for this year’s MTV Music Video Awards. Adele follows close behind with eight nominations, including seven for her Hello video. Kanye West’s highlycontroversial video for Famous, which features the rapper in bed with several naked celebrities including Donald Trump and Taylor Swift, also received two nominations. The awards take place on 28 August at New York City’s Madison Square Garden. In Lemonade, Beyonce depicts a woman progressing through several stages of grief as she comes to terms with her husband’s infidelity, set in the context of African-American culture. The entire 60-minute film is in the running for best longform video; while the first single, Formation, is up for the coveted video of the year award, against Adele’s Hello, Drake’s Hotline Bling, Justin Bieber’s Sorry and West’s Famous. However, Beyonce’s tally fell just short of the all-time record set by Lady Gaga in 2010, when she received 13 nominations - including two for video of the year. Other nominees for the 2016 instalment include Rihanna, Ariana Grande, Calvin Harris and Florence + The Machine. potify has partnered with psychology PhD candidate David M. Greenberg to compile the perfect playlist of songs to wake up to. The playlist starts with Coldplay’s ‘Viva La Vida’, before moving onto St. Lucia’s ‘Elevate’, Bill Withers’ ‘Lovely Day’ and the aptly titled ‘Wake Me Up’ by Avicii and ‘Wake Up’ by Arcade Fire. The playlist is part of a series by Spotify that includes a 30-track compilation of music put together by a gynaecologist to give birth to, which includes Pearl Jam, Sigur Rós, Yeah Yeah Yeahs, Muse and U2. Streaming giant Spotify revealed that it surpassed 100m monthly active users last month (June). They also told The Telegraph that 30% of its monthly active users are paying subscribers, who are charged £9.99 a month in the UK, €9.99 a month in Europe and $9.99 a month in the US. Rival streaming service Apple Music surpassed 10 million subscribers in January, just over six months after it launched at the end of June 2015. Meanwhile, Tidal surpassed one million subscribers in October. It hasn’t all been good news for Spotify recently though, as it was forced to deny that user information had been posted online in an alleged breach of security in April. TechCrunch reported that “hundreds” of users had their email addresses, passwords and other account information appear on the Pastebin website.

inger Arijit Singh seems to be going through a lean patch lately. After allegedly losing a song in Salman Khan’s ‘Sultan’ (Read More), he has been replaced in Ekta Kapoor’s ‘A Flying Jatt’. Arijit, we hear, was supposed to lend his voice to a promotional track in the Tiger Shroff and Jacqueline Fernandez-starrer, but Pakistani artiste Atif Aslam eventually rendered it. Says a source, “SachinJigar, who have scored the music for A Flying Jatt, had initially roped in Arijit for a background song. However,
the makers felt that his voice did not do justice to it, and requested for a replacement.” The music director duo then approached Atif. “The makers liked Atif ’s version and have given a thumbs-up to them. The singer has been paid close to Rs 35 lakh for the song, which will be unveiled a fortnight later. He has also sung a promotional track in the film; that will be out tomorrow,” adds the source. When we got in touch with Sachin-Jigar, they said: “This is a hoax. Arijit Singh hasn’t sung any song for A Flying Jatt. He is a distin-
guished singer and we have done quite a few songs together for other films that shall be released soon.” On May 24, Arijit had posted a public apology to Salman for an ‘insulting’ remark apparently made at an awards show two years ago. In the long, dramatic message, he hinted at his version of Jagg Ghoomeya being removed from Sultan at the star’s behest. The singer later pulled it down while those close to Salman dismissed it as an attention-seeking tactic. Arijit did not respond to text messages.
Why Dave Grohl joined Queens Of The Stone Age It’s bitterness: Salim Khan

rustrated with the recording of Foo Fighters’ One by One sessions, Dave Grohl needed to let off some steam. Then he received a call from Josh Homme... With the proverbial ‘I’m outta here!’, Dave Grohl left the sessions for the difficult and near-disastrous One By One record – the band’s fourth – and took a break. hooked up with Queens Of The Stone Age as anchor on their defining Songs For The Deaf album and subsequent under-the-radar club portion of their meteoric tour. The Queens, featuring Kyuss alumni Josh Homme and Nick Oliveri, had already established themselves as a commercially successful drug and drink rock party on loosebolted mag wheels, but with Grohl’s name and tornadolike grooves, QOTSA would
become unstoppable. “It was one of those things where everybody knew there was something wrong and everybody was frustrated but we weren’t talking about it, if you know what I mean,” said Foo Fighters guitarist Chris Shiflett about the hitech hassles surrounding One By One. “It was just like you know something’s off but you don’t want to really say to the next guy (laughs) and

I’m really glad that Dave did. Of course, then there was that feeling of like, ‘Wait, are we breaking up? Is that what this means, like taking a break is a nice way of saying breaking up? But it didn’t take too long to work out that wasn’t the case.” Working meticulously on the record for nearly a year, it took a scrapping of the original recordings, a shift in studios from Dave’s home digs in Virginia to Los Angeles, and perhaps most pointedly, Dave taking out his frustrations with some very live, very loud, very incendiary QOTSA rock to get the album finished. “I love this band,” explains Grohl. “I’ve known them for years and they invited me to play on this record. Seriously, they’re one of my favourite bands and I haven’t played drums in a long time. It’s great music to play drums to. They’re amazing live and they needed a drummer, so I thought I’d do it. It’s a nice change of pace. Not being in the spotlight is kinda nice. It’s really about just playing the drums. I feel much more comfortable and confident doing this than trying to sing every night.”

on Naseer’s comments
criptwriter Salim Khan has criticised Naseeruddin Shah for his comments that superstar Rajesh Khanna was responsible for bringing “mediocrity” in Bollywood in the ‘70s. Recently, in an interview, Shah said that ‘70s was the time when mediocrity came in Hindi films and also when Khanna joined the industry, who according to him was a “poor actor”. Calling Khanna the first and the last superstar of his times, Salim said an actor has to be extraordinary to rule the industry and people’s hearts for long. “An actor passed my house and saw a big crowd waiting for Salman. He called me up to say he has not seen anything like this before. I told him I have seen bigger crowds many times outside Rajesh Khanna’s house,” Salim wrote on Twitter. “He was the first and the last superstar of the millennium. Anyone calling him a mediocre actor should know that no one can reach these heights unless he has
lvis Presley’s electric guitar is heading to auction during Graceland’s Elvis Presley Week. Presley used the guitar during rehearsals for his 1968 Elvis Special. Along with the guitar, other personal possessions will be heading to the auction. These include Presley’s birth record, a black and gold outfit he performed in, an Indian ring, and a TCB necklace. The guitar was given by Presley to Nancy Rooks and features a cherry sunburst finish with mother-of-pearl inlays in the fretboard. It also includes a modern Gibson hard-shell black case. According to Entertainment Weekly, the guitar has an estimated value of $30,000 (around £23,000) but bids are reportedly starting at $10,000 (around £7,600). The auction
opens on August 13. Elvis Presley’s estate filed a lawsuit against a Las Vegas casino-hotel earlier this year. It claimed that the hotel is holding artefacts and memorabilia involving the King as part of a leasing dispute. The estate and business group Elvis Presley Enterprises Inc. is trying to retrieve hundreds of items it loaned to the ‘Graceland Presents Elvis’ attraction at the Westgate Las Vegas Resort and Casino, a venue which is based off of the main drag-strip of casinos in the Californian city. According to Billboard, the estate filed the lawsuit on Monday in Clark County District Court seeking to retrieve stage outfits, jewellery, letters and a high school yearbook. Other artefacts have reportedly spanned the career, home and wedding of ‘The King’.

Bern, Jul 27 (Agencies): Swiss tennis great Roger Federer will miss the Olympics and the rest of the season with a knee injury. The 17-time Grand Slam champion said he needs “more extensive rehabilitation” if he wants to prolong his career. Federer, 34, had knee surgery in February before missing May’s French Open with a back problem.
Federer said on his Fa c e b o o k p a g e h e wa s “extremely disappointed” to not be representing Switzerland in Rio and it was “tough” to miss the rest of 2016. “I am as motivated as ever and plan to put all my energy towards coming back strong, healthy and in shape to play attacking tennis in
2017,” he added. Federer won doubles gold at Beijing in 2008, but has never won an Olympic singles title and lost to Britain’s Andy Murray in the final at London 2012. Federer twice required treatment during a five-set semi-final defeat by Canada’s Milos Raonic at Wimbledon this month, but found a “silver lining” in his injury-troubled

Kusal Perera on Day 2 of the 1st Test. AP The early loss of Perera on the second day of the first Test was another bitter blow for the struggling hosts. Perera fell for just four when he was lbw to paceman Mitchell Starc, leaving Sri Lanka wobbling on six for one at close of play. The downpour initially prompted the umpires to call an early tea break, but they were later forced to abandon play early for the second day running. Veteran Sri Lankan leftarm spinner Rangana Herath and the 25-year-old rookie Sandakan had earlier taken four wickets apiece as the Australian batsman also struggled to cope with a turning pitch. Adam Voges top-scored
for the Australians with 47, meaning no player from either side managed to score a halfcentury in the first innings. And with the pitch showing no sign of respite, the Australians’ first innings lead could well prove decisive as they try to cement their position as Test cricket’s number one side. The 38-year-old Herath, who has hinted that he may soon retire from Test cricket, was the pick of the bowlers and was unlucky not to record a five-wicket haul. He dismissed b o t h ove r n i g h t b a t s m e n -- skipper Steve Smith and Usman Khawaja -- in successive overs and had a third wicket in the morning session when wicketkeeper Peter Nevill was caught at mid-on.
striker Alexandre Lacazette has also been turned down by the French side. Despite reports of Arsenal having disposable income to the tune of £150m, Gazidis insists the 13-time champions of England have been forced to be prudent by their more wealthy competitors across the globe. The 51-year-old told the New York Times: “We would not be successful if we simply went out into the transfer market and tried to outgun our competitors. We’re run in a self-sustaining way, and a way that we believe in, because we believe it gives us certainty for the future, and enables us to plan our future with confidence. The appointment of Sam Allardyce, the former Sunderland head coach, has since put that suggestion to bed but Wenger has just one-year remaining on his contract. Despite the former Monaco manager winning three titles at the club, Arsenal have not tasted success in the Premier League since 2004. Perera fell to the last ball of the day, with the umpires once again forced to call a premature halt to proceedings following a downpour at the picturesque ground on the outskirts of Kandy. With 8 Rio-bound athletes, NE could Olympics less of a spectacle without Russians: Putin soon be the country’s sporting hub
G u wa h at i , J u l 2 6 (Agencies London Games was an eye-opener that the “Seven Sisters” of India had undiscovered talents in sports, who could add a golden leaf to the sports history of India. ‘Magnificent’ Mary was indeed one of them. The ‘Seven Sisters’ has been neglected for a long time. They have been exploited and treated as a colony. We have always heard news about insurgency, drugs, floods, or AFPSA. Iron Sharmila, who will break her fast next month has been refusing food for 16 years. For quite some time, we have been apathetic towards them. But things have now slightly changed. Although in the past, the states lagged behind in having the right infrastructure, development has seen the light of the day in the past decade. Eight participants from the North-East in the ‘greatest show on earth’ holds a promising picture of more brilliant performances and news faces in the near future. The people who have kept on listening ‘Are you from China?’ or ‘Are you from Korea?’ have a good reason to celebrate now as eight sons and daughters of North-East will represent the country at Rio de Janeiro from August 5 to 21. 6.72% of the entire Indian Rio-bound contingent is a huge thing! While North-East India constitutes only about 3.1% of the total Indian population, the youths out there are wellknown for their inclination towards sports. Especially, Manipur is a state that in particular has produced a large proportion of athletes. For Mary Kom, the journey from Manipur to London has not been easy. Neither are the journeys of Sushila Chanu or Dipa Karmakar. Tripura’s Dipa Karmakar has already put India on the

world global gymnastics map by winning a medal at the 2014 Commonwealth Games. This year she qualified for the biggest sporting event of the world when she scored a total of 52.698 points in the qualifying event to secure a Rio berth. This is the first time a female gymnast is going to the Games. The last participation by an Indian gymnast (male) at the Olympics was way back in 1964, but during that time, there was no qualification system in place. Assam’s Shiva Thapa is one of the brightest medal prospects at this Games. Four years back, he became the youngest boxer to qualify for the Olympics at the tender age of just 18. Since fighting his first bout in 2005 to being ranked third in the world in the 56-kg category, it has been an exhilarating journey for the 22-year-old boxer. Manipur will be fielding six athletes in the entire Indian contingent this time. Sushila Chanu will be leading the women’s hockey team that has qualified for the first time in 36
years. The captain of the Indian team at the 2013 Junior World Cup has been a veteran of 112 international matches and has previously led the junior squad to glory. The 24-year old has also led the senior team for the first time at the Four Nation Tourney in Australia in June. Anuradha Devi Thokchum is another member in this historic team who are 10 days away from scripting history. The forward from Manipur has more than 80 international caps to her name and even scored in the 3-1 victory over Canada which happened to be India’s final match ahead of the all-important Rio Games. Chinglensana Singh and Kothajit Singh, who are a part of the men’s team have already left for Madrid to play two friendly matches against Spain before heading for the Rio Olympics. Their rejuvenated performances in the recently-concluded Champions Trophy had earned them applause. Both have been a part of the medal-winning Com-
monwealth Games and Asian Games squad. Bombayla Devi Laishram will be going to her third straight Olympics after representing India at the Beijing and London Games. She has been a member of the national team for a decade now and is teaming up with Deepika Kumari and Laxmi Rani Majhi to bring that elusive medal in archery from Rio de Janerio. Saikhom Mirabai Chanu has been a consistent performer for India in weightlifting and her hard work bore fruit when she booked an August date in Brazil. The weightlifter who competes in the women’s 48 kg category had lifted 85kg in snatch and 107 kg in clean and jerk, which gave her a total of 192kg and helped her qualify for the Games. If Chanu can improve her performance by a couple of kilograms, she would stand a good chance of a podium finish at the Rio Games. There are a considerable number of players who have contributed significantly to any field of sport from the states of North East. Yes, there are world-class sportspersons in hockey, boxing, archery, and other Olympic sports in this region. And yes, they are an integral part of India and they own India as much as everyone does and they owe to India as much as everyone does. There is a need of little more attention from the centre. North East India is a region which has tremendous potential in terms of the development of sports in our country. A little more attention and a little more participation from the people can make things better for India in the future. Till then, let’s look forward to an eventful Summer Games where there would be a tighter bond between NorthEastern states and the other states of India. Because NorthEast is more than green forests, mountains, lakes, rivers and fields.
MOSCOW, JUL 27 (AGENCIES): Russian President Vladimir Putin says medals won at Rio 2016 will be devalued by the banning of Russian competitors. There have been 108 Russians banned from next month’s Olympics so far, including 67 out of 68 from the athletics team.Putin said there was a “deliberate campaign targeting our athletes”. “The other sportsmen understand that the quality of their medals will be different,” he told the Russian Olympic team at the Kremlin in Moscow. Putin, who said the Games would be “less of a spectacle” as a result of the bans, said the “campaign” he alleged “was characterised by so-called double standards and opted for the idea of collective responsibility, which is not compatible with sport, justice in general, or the basic norms of law”. There are 16 Russian fencers due to compete in Brazil and six triathletes. The Interna-
tional Volleyball Federation has cleared the Russian volleyball and beach volleyball teams for Rio, with 30 players across the respective squads. Fencing’s governing body the FIE said it had re-examined the results from 197 drug tests
taken by Russian fencers between 2014 and 2016 and all came back negative. An International Triathlon Union (ITU) statement said: “None of the six Russian triathletes (three men, three women) that have qualified for
2016 Olympics are included in the McLaren report, nor have any of them served suspensions or bans for failed doping tests. “Additionally, they have all been tested outside of Russia. Therefore, ITU will recommend to the IOC that these six athletes be permitted to compete in Rio next month.” The International Olympic Committee has said individual federations should decide if Russians in their respective sports can compete following Wada’s report. Some international federations have banned Russians from competing altogether, some have issued a partial ban, while others have cleared all Russians to take part. All Russian competitors from equestrian, shooting, judo, tennis and archery have been given permission to compete. Athletics’ governing body, the IAAF, opted to ban Russian track and field athletes unless they can satisfy strict doping criteria. So far, only one athlete has been able to do that.
