tism and narrow mindset” and build confidence so that the dream for Tseminyu district could become a reality. Reading out the second memorandum, signed by president and general secretary Rengma Hoho, president, Rengma G.B’s association, president Rengma Mother’s association, president Rengma students’ union and president Rengma Selo-zi, the Rengma Hoho president, Kenyuseng Tep said, “if we talk about population and territory for creation of a district, in that case none of the districts in Nagaland has fulfilled the required criteria for it because the whole of state population is less than one district population of U.P and Bihar”. He said all eleven dis-

tricts in Nagaland were created purely out of necessity, and not on the basis of population and territory or MLA seats. Therefore, Tep demanded that the Tseminyu ADC Hq be upgraded to district headquarter on the grounds of necessity and on tribal consideration. While highlighting the contributions made by Rengmas in Naga political and historical movement, Tep said that there were two MLA seats for Rengma tribe during the interim government 19611963. However , in the first Nagaland general elections 1964 Rengmas were deprived of one seat “for no valid reason”. He pointed out that delimitation commission of India proposed two MLA

seats for Rengma community in 2003 in their draft proposal based on population but that it was yet to be materialized. Tep further said that Tseminyu sub-division deserved to be upgraded to district since it had completed 65 years and was also the fifth administrative headquarter the of Naga Hills. Others, who expressed solidarity, were former parliamentary secretary, R. Khing, president Nagaland Congress, Nillo Kath Rengma, national BJP vice-president (ST Morcha), Johny G. Rengma and Col. (retd) Sajukha Rengma. Meanwhile, ADC Tseminyu assured to forward the memorandum to the state government and sought public cooperation.

Beef brigade assault women; uproar in RS MANDSAUR (MP), JUL 27 (PTI): In yet another instance of cow vigilantism, two Muslim women who were carrying buffalo meat were assaulted by people at a railway station here on suspicion that it was beef in the presence of police which arrested the duo. Activists of a Hindu radical group reportedly roughed up the two Muslim women. The incident came close on the heels of the attack on dalit youths in Gujarat by cow vigilantes for skinning a dead cow, drawing outrage and triggering a slugfest between BJP and its rivals. Shockingly, the women were beaten up after they had been detained by the police. Reports said 30 kilograms of meat was recovered from the women. An examination of the meat by local doctors showed it was from buffalos. The women were later produced before a court and sent to judicial custody. But the police have failed to take any action against the men who beat them up at the railway station. Rajya Sabha erupted on Wednesday over the issue of targeting of Dalits and Muslims over beef rumours. A m i d u p r o a r, M P s stormed the Well of the House after BSP chief Mayawati spoke on the issue of two Muslim women being assaulted in Madhya Pradesh for allegedly carrying beef. Mayawati also addressed

the Dalit unrest issue while speaking in the Upper House of Parliament. “BJP raises ‘mahilaon ke samman mein, BJP maidan mein’ slogan, yet in BJP-ruled Madhya Pradesh women are thrashed on beef rumours,” the BSP supremo said. She demanded that the Madhya Pradesh government act against those who beat up the women at Mandsaur railway station. Congress leader Ghulam Nabi Azad said cows should be protected but Muslims and Dalits should not be targeted in the name of cow protection. “We are against such attacks,” Azad said. Minister of State for Parliamentary Affairs MA Naqvi said the government doesn’t justify the violence which is condemnable. “The Madhya Pradesh government has taken action on the issue about which Mayawati ji spoke about,” Naqvi said in the House. Mandsaur Superintendent of Police Manoj Sharma said got to know of the incident, two police constables, including a woman, rushed to the platform and took the two women away, he said. After that, the meat was sent for examination which revealed that it was of buffalo, he said, adding one of the two women had earlier also been booked for carrying meat in an illegal manner.

Zeliangrong bodies ask NSCN ENCSU serves 7-day SMSA fixes sand rate at `25 pcft (I-M) to stop illegal logging ultimatum on govt. DIMAPUR, JUL 27 (NPN): Zeliangrong Baudi (Assam, Manipur and Nagaland) and All Zeliangrong Students’ Union (Assam, Manipur and Nagaland) in a memorandum urged upon the collective leadership of NSCN (I-M) to immediately stop illegal logging operations in Zeliangrong areas. The signatories, ZB (AMN) president Raitu Chawang and general secretary Dr. Gairiangmei Maringmei and AZSU (AMN) president Nchaheing Kompoing and vice president, Hulangbo Niumai, demanded that the commander, rank and file of NSCN/ GPRN cadres of Huthrong Brigade involved in illegal logging be transferred and all machineries deployed by NSCN/GPRN functionaries be withdrawn immediately. They also demanded that the “bond signed agreement” with Chaka/Kanem villagers under duress be immediately revoked. The two organizations claimed that NSCN (I-M) kilo affairs had banned total logging in Chaka/Kanem under Zeliangrong areas in Senapati district on

February 19, 2016, since the said land was under dispute. However, despite the ban order, the commander of Huthrong Brigade and some of its continued illegal logging with “vested interested group (s)” engaged machineries and destroyed the ecology and environment of the dense virgin forest in Zeliangrong territory, the signatories alleged. The signatories claimed that when the landowners of Chaka and Kanem villagers protested the action of NSCN (I-M), they were summoned to the camp on April 18, 2016 and made to sign a “bond of agreement” under duress by 2nd in command of Huthrong Brigade. They further claimed that on the pretext of solving the land dispute of Chaka/Kanem and Razaimai, the NSCN (I-M) cadres armed with sophisticated weapons were involved in illegal logging in full-view of the innocent villagers. Therefore, the two organizations demanded stringent action from the NSCN (I-M) authority in the greater interest of the Naga nation.

DIMAPUR, JUL 27 (NPN): Consequent upon State government’s failure to address its July 20 memorandum, the Eastern Nagaland College Students’ Union (ENCSU) has served seven-day ultimatum to State chief secretary seeking his intervention and necessary action on the anomalies detected in the NSEE selection process. In the ultimatum, the signatories, chairman, ENCSU, M. Longre Chang, and general secretary, Nokchem Angth, warned that it would resort to its “own course of action” if the government and technical department failed to respond to their demands. The union demanded that no counselling for the 2016-17 NSEE batch be conducted prior to fulfilment of its demands. The signatories demanded immediate review of recently declared NSEE 2016 results and allocation of the four “missing” BT seats to BT candidates either by conducting exclusive re-examination for BT candidates or by awarding ‘grace marks.’ On the back log seats of past one year 2015-16, ENCSU demanded that the seats be allotted to BT candidates without any consideration in order to deliver justice to the candidates hailing from “deprived areas.” The union also called for strict implementation of government notification. Claiming that Part III Selection Clause (d) from the same government notification was against the BT reservation policy of the government, ENCSU demanded that the said clause be striked out.

DIMAPUR, JUL 27 (NPN): As announced earlier, Sand Mahaldars and Suppliers Association (SMSA), HQ Manja, Karbi Anglong Wednesday has fixed the price of sand at Rs. 25 per cft. The decision to sell sand at Rs. 25 per cft was unanimously welcomed by all mahaldars, said SMSA secretary, Paban Phangcho and adviser Mathew Engleng in a press statement. They said that the hike in price was necessitated due to stringent notification served to all sand mahaldars by the district administration, Karbi Anglong Autonomous Council and forest department on the permissible norms on trucks transporting sand.

SSSUD urges SMSA to lift ban on sand export A day after, Sand Mahaldars and Suppliers Association (SMSA), HQ Manja, Karbi Anglong had announced to ban export of sand to Nagaland along NH-36 and NH39 from Karbi Anglong, the Sand Stockist and Suppliers’ Union Dimapur (SSSUD) Wednesday urged SMSA to lift the “temporary ban” in the interest of all concerned.

In this regard, SSSUD president Viniho Shohe and vice president Avishe Zhimo said the union convened joint meeting on July 27 and discussed at length on the issue which led to ban of sand export. At the emergency meeting, the union said it appealed Nito Sumi to desist from such activities as alleged by SMSA to ensure better understanding and business interest among all those involved in sand trade. SSSUD maintained that “whatever Nito Sumi did was on his personal level and not under the banner of the union”. Further, the union assured SMSA that, in future, it would initiate action against Nito Sumi if found using the name of the union “for his personal benefit or trying to create misunderstanding among the sand traders”. Meanwhile, SSSUD clarified that it adhered to the April 6, 2016 agreement, and urged SMSA not to blame the SSSUD on the difference between the truck drivers and sand mahaldars. While appealing SMSA to lift the ban, the SSSUD assured that it would extend its fullest cooperation from its end.

NE states reeling under grip of ATM fraud F&CS deptt responds G U WA H AT I , J U L 2 7 (AGENCIES): Technological advancement may not always be a boon for the recipients, especially in cases when it poses a threat to a person’s privacy. In an era where everything is dependent on technology, from waking up in the morning to ending the day at night, from ordering a food to shopping online, do we ever think how much risk does this online culture pose to our privacy? That being said, everytime we make online payments of our shopping bills, how certain are we about the safety of our ATM pin-code or the customer password? Are we always 100% assured that no third party will encroach upon our vital information that may risk us our entire savings? Can we trust the net banking system of our respective banks when we log into them from our cell phones or computers that no other person will get access to our Account number, phone number or even the pin? Questions like these and more constantly haunt our

BE AWARE OF FAKE CALLS Never disclose your BANK DETAILS

minds, but the easy online culture is so enticing that it does not fail to keep us away from itself for long and hence, every minute, we are susceptible to a risk that may befall upon us any unfortunate hour as in the cases cited in police records. As per recent records, it was seen that Rs. 45,000 was debited from the SBI account of one Ashok Mukherjee as per his police complaint on July 1. Earlier, on June 28, one Raj Kumar Sen Thangkhiew lodged a complaint that he received a phone call from one

Rahul Sharma who identified himself as the Branch Manager of SBI and asked the victim for his ATM details. The very next day, Raj Kumar found that Rs. 37,000 had been debited from his account. These are only a few out the innumerable cases cited in police records. Two ATM hackers were arrested by Dhubri police in Assam in July 9. The gang has already withdrawn over Rs 4 crore from different ATMs in Assam. In most cases, the gullible people are asked to give their ATM details over phone by

perpetrators who claim to be bank officials. Despite various awareness programmes carried out not only by the state police but also by the banks, such as SBI, the people seem to fall an easy prey to these miscreants. It may be worthy to mention in this regard that Meghalaya police has received innumerable complaints of fraudsters who cheat the public by sending them false offers through emails, messages, letters and even phone calls. Moreover, various cases whereby huge sums of money have been withdrawn from people’s personal bank accounts by collecting their ATM details are piling up despite various awareness campaigns. It is high time we start apprising our friends and family of such fraud calls and not give in to this menace. It is only when we help each other to be aware can we collectively overcome these fraudsters who are always on the lookout for easy money thereby depriving innocent, ignorant people of their hard-earned money.

to NPRAAF’s demand

DIMAPUR, JUL 27 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) said that the department of Food and Civil Supplies has responded to its demand by rectifying the three LDAs, appointed on March 10, 2016 as contractual appointments subject to “regularization/fresh appointment made through open interview/ departmental screening committee”. However, while appreciating the department for cancelling the appointments on “regular basis” and rectifying it as “contractual,” the NPRAAF information and publicity cell demanded that fresh appointments or open interview should be held against the three LDA posts on expiry of their contract appointments on March 20, 2017. “Regularizing the three appointees through departmental screening committee will amount to another but continued form of backdoor appointment through which

the three entered service”, NPRAAF said. The forum maintained that it would not allow any such veiled policy of regularization of backdoor appointments. NPRAAF said it was fighting against the issue of 76 backdoor appointments including the above mentioned LDAs. The forum said the department had made 73 appointments from January 2003 to November 2015. Since the department had informed that it was seriously examining the issue of 73 appointments taking into consideration the legalities involved and other practical details, the NPRAAF said it expected positive response from the department. Meanwhile, NPRAAF said that the issue of the director of F&CS making a phone call to NPRAAF official on May 20 saying that the issue raised by them was “personally” remained unresolved since there was no clarification/ apology from the director.
