GUWAHATI/SHILONG/ NEW DELHI, JUL 29 (AGENCIES/NPN): Days of monsoon flooding has killed at least 42 people in Eastern and North Eastern India, local media reported Friday. At least 22 people have died in Bihar, according to PTI, and another 20 in Assam. With at least 20 persons dead and over 17 lakh affected due to floods in 21 districts of Assam, Union Home Minister Rajnath Singh will visit the state on Saturday for a day to take stock of the situation. Singh is expected to make an aerial survey of the floodaffected areas before returning to Delhi in the evening. According to the Assam State Disaster Management Authority (ASDMA), over 17 lakh people have been affected by floods in 21 districts. Over one lakh people have been forced to abandon their houses and take refuge in relief camps. Flood waters have inundated 3,374 Assam villages as well as crops standing on 2,13,251 hectares of land, an ASDMA official said. Prabhu to lay foundation stone of rail project DIMAPUR, JUL 29 (NPN): Union minister of railways, Suresh Prabhu, would lay the foundation stone of Dimapur (Dhansiri)-Zubza new railway line project at Dimapur Railway Station on August 1, 2016 at 10am. Nagaland governor, P.B.Acharya, and chief minister, T.R.Zeliang, would be present as chief guests. After the programme, the union minister would also dress the press at 10.45am.

Traffic advisory In view of the visit of the union railways minister, the Dimapur police have issued traffic advisories, which would be enforced only on August 1, 2016 between 8:30am—12 noon. In a press release, additional deputy commissioner of police/PRO informed that taxis and autorickshaws would not be allowed to park within the premises of the railway station. NEW DELHI, JUL 29 (NPN): Considering the typical topographic and developmental status of the eight states in the North-Eastern Region, the union minister of state (Independent Charge) for Development of North Eastern Region (DoNER), Dr Jitendra Singh, has assured that he would take up with the Ministry of Urban Development the possibility of having “a little more liberal criteria” for inclusion of the North-Eastern cities in the Smart City programme. Addressing the Smart City Summit as chief guest in New Delhi on Friday, Dr Jitendra Singh said the Smart City is a “wholesome” concept and cannot be practised in piece-meal or in parts. He said Smart City initiative was one of the flagship programmes of the Central Government, for which, the Urban Development Ministry has developed a very objective and scientific qualifying criteria for a town or city to be included in this programme.

At the same time, Dr Jitendra Singh said, a progressive approach in the Smart City initiative was not confined only to the construction of buildings and roads, but also to providing of optimum infrastructure for various facets of life, particularly health and education sectors. Besides, he said a “Smart City” was not smart only on the basis of its physical appearance, but also on the basis of its people, who were smart enough to live up to the requirements and expectations of contemporary times. In order to make the programme more wholesome, Dr Singh called upon the private stakeholders participating in the conference to come forward in partnership with the government and encourage entrepreneurship in the North-East to take advantage of its vast unexplored potential. Bank strike hits operations across India

KOHIMA/DIMAPUR, JUL 29 (NPN): Banking operations across the country were hit on Friday as around 10 lakh employees in around 40 private and nationalised banks struck work for a day to protest against the central government’s policies for the sector, reports IANS. In Nagaland also, banking services were hit as employees of banks joined the all India bank strike called by the United Forum of Bank Unions (UFBU) on Friday. UFBU Nagaland general secretary A. Lolly Moses confirmed to Nagaland Post that in the state capital all the banks were shut down as part of the strike. Nagaland State Cooperative Bank Employees’ Union (NSCBEU) assistant general secretary Joshua Swu told Nagaland Post that almost all the banks including Bank of Baroda, IDBI Bank, SBI, Punjab National Bank were closed in the state affecting normal operations. Unions in the banking sector had given the strike call to protest the mergers in the sector, infusion of private capital in government banks, for recovery of bad loans, bringing to book wilful loan defaulters and others. UFBU is an umbrella body of nine unions in the banking sector viz., AIBEA, AIBOC, NCBE, AIBOA, BEFI, INBEF, INBOC, NOBW and NOBO.

JMFC dismisses complaint cases against T.R. Zeliang DIMAPUR, JUL 29 (NPN): Court of Judicial Magistrate First Class (JMFC), Peren, which had on June 28, 2016 reserved its order on the “issue of limitation” pertaining to Nagaland chief minister, T.R. Zeliang’s educational issue, on Friday passed the judgement dismissing the complaint cases on the grounds that they were barred by time limitation. According to Media Cell, CMO, the magistrate, while passing the judgement, remarked that the “instant case is in the shape of a political vendetta.” Media cell said that the Supreme Court in an order dated June15, 2016, had directed the lower court (JMFC, Peren) to first determine the question of limitation on the two cases filed in November 2015 and this month. Earlier, in November 2015, a complaint case was filed in the court of JMFC Kohima by one Maziezokho Nisa, and similar case was filed by KK. Kulimbe alias Kengim in the court of JMFC Peren in July 2016. A l l t h e c a s e s we r e against T.R. Zeliang for filing false information of his educational qualification in a sworn affidavit in his election nominations papers in 2013. DIPHU, JUL 29: Karbi Anglong District Magistrate (DM) Mukul Gogoi has imposed Section144 CrPC throughout the district in view of deteriorating law and order, an official press release informed on Friday. Stating that cer tain NGOs, organizations, groups and sections of people were allegedly extorting money and materials forcibly from the citizens, business institutions and government offices or officials in the name of fund raising, for this Gogoi said that the district administration was compelled to enforce Section 144 CrPC. DM further said that the district administration has banded any kind of fund raising, extortion in the form of donation or materials by any NGOs, organizations or individual, groups, government offices, officials and business institutions. It also banned individuals from carrying lethal weapons and arms in public places including licensed arms.

ZUNHEBOTO, JUL 29 (NPN): Under the initiative of Sumi Hoho (SH), the NH702 between Mokokchung and Zunheboto near Alaphumi village under Akuluto area, which was severely damaged on July 26 by major mudslide, was cleared the next day. The road served as a major life line as it connects Naltoqa 8 NAP HQ, Suruhuto area and adjoining villages, Akuluto area, Askhuto/Atoizu area and all other routes such as Mokokchung, Wokha, Jorhat, etc and beyond. According to SH source, it deputed its information and publicity secretary, Nitoho Zhimo to supervise the restoration work.

Therefore, the court ruled that both the complaint cases were time barred, and also found no satisfactory ground to condone the delay in filing the complaints and dismissed the cases, media cell said.

‘Aadhaar or not, no one will be denied benefits, subsidies’ NEW DELHI, JUL 29 (IANS): No citizen will be denied any benefits for want of an Aadhaar card and if required, necessary instructions will be issued, Information and Broadcasting Minister Venkaiah Naidu said here on Friday. Some Rajya Sabha members raised the issue of making the Aadhaar card mandatory for availing government benefits like subsidised domestic cooking gas cylinders, food supplies and pensions. Taking note of the members’ concerns, Naidu said it would be ensured no genuine and deserving beneficiary is denied his/her entitlements. Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, provides that the central or state government may make possession of an Aadhaar number a condition for receipt of government subsidies, benefits or services. Old Delhi trucks head to Nagaland to re-register illegally NPRAAF responds to parl secy’s clarification

NEW DELHI, JUL 29 (AGENCIES/PTI): To avoid detection by Delhi Police, who have begun taking action against diesel vehicles older than 10 years following the National Green Tribunal’s (NGT’s) order, Delhi-based transporters have adopted a unique modus operandi. The NGT recently banned all diesel vehicles (passenger as well as commercial) older than 10 years. It directed the regional transport office in the city to deregister all such diesel vehicles with immediate effect, and ordered police to start taking action against them. Following a tip-off that transporters were taking their vehicles to Nagaland to illegally change the engine chassis number and fraudulently register their vehicles with the state authority, police arrested a truck driver from outer Delhi’s Samaypur Badli area Tuesday. Sources told The Indian Express that the arrested truck driver has been identified as Sanjay Kumar, a transporter of Sanjay Gandhi Transport Nagar. Sanjay Kumar, the owner of Delhi Karnataka Roadlines,

was held for plying trucks older than the prescribed limit after getting them re-registered from Nagaland, Joint Commissioner of Police (Crime Branch) Ravindra Yadav said. “The arrest was made by a team of the Inter-State-Cell of Delhi Police’s crime branch. The team received information that some transporters were fraudulently registering their vehicles with new numbers in northeastern states,” said sources. On Tuesday, investiga-

tors came to know that a truck with a fake registration number was parked at Sanjay Gandhi Transport Nagar. They immediately conducted a raid. A Crime Branch team raided the accused office at Sanjay Gandhi Transport Nagar and seized one truck bearing a Nagaland registration number. Soon, another such truck was recovered. The two models of trucks were upgraded by re-registering them in Nagaland through a tout who

used to charge Rs 70,000 per truck, said the officer. The two trucks, manufactured in 2004 and 2005, were upgraded to be shown as manufactured in 2008 and 2009. Touts in Nagaland would rub the existing chassis number of a truck and punch a new one. Thereafter, it would be registered in the state with a new chassis number, showing it to be an upgraded model and a new number would be given to the transporter. The touts also provided all relevant papers

like registration certificate. The Crime Branch has claimed to have identified many other transporters involved in re-registration of older trucks. The investigation found that many such vehicles may be plying fraudulently in Delhi and NCR, Yadav said. “After impounding the truck, police asked Kumar to produce the original documents. The documents showed that the national permit authorization was issued by the Nagaland transport authority. However, police found the engine chassis number was scratched out and replaced by a new one. Kumar was then arrested,” added the sources. Police are now scanning details of all other transporters, especially those who have registered their vehicles from the Nagaland transport authority. Police said they are likely to summon officials of the transport authority concerned in the coming days. NPRAAF claimed that the parliamentary secretary “did not raise any objection to any of the points and said he agreed with the proposals”. NPRAAF said it failed to understand as to how, parliamentary secretary for Tourism, “who agreed to

the proposals in front of six NPRAAF members, could suddenly retract his statement thereby causing breach of trust upon himself ”. DIMAPUR: Nagaland Police Headquarters has established a subsidiary canteen at PHQ, Kohima, especially for the Nagaland Police Personnel and staffs. In a press release, PRO (PHQ) stated that the canteen would sell products at Central Police Canteen (CPC) rates prevalent and at par with the army CSD canteens all over the country. PRO informed that consumers having valid IDs could avail the privilege. It also informed that the privilege was not limited to serving personnel alone, but also to all retired personnel, widows, gallantry awardees and other uniformed personnel like home guards, fireservices etc. As a welfare measure, it is envisaged that the marginal profit acquired from the canteens would also be re-circulated for the welfare of the Police force. PHQ PRO stated that its plan to cover all units of Nagaland Police in the near future and continue with its yeoman service to all dedicated serving personnel in humility with the aim of “Security, Service & Sacrifice”. DIMAPUR, JUL 29 (NPN): Food grains to Priority Household (PHH) ration card holders under National Food Security Act (NFSA) for rural areas of Dimapur district would be issued from July 30. In this regard, superintendent of Food and civil supplies (F&CS) Dimapur, N Jamonger Ao has informed the village council to come and collect the food grain from the FCS office, Dimapur. Priority Household ration card for Urban Dimapur would also be issued from August 3 and the respective GB’s and chairman have been asked to come and collect the same from the office. Highlighting on carrying out the two entitlements; AAY (Antyodaya Anna Yojana) and Priority Household (PHH) beneficiaries, the superintendent said that under AAY an eligible beneficiary is entitled to receive 35 kg of rice per ration card holder at a subsidised price of Rs.3/kg per month. While the Priority Household eligible beneficiary is entitled to receive 5 Kg of rice to each member of the family at a subsidised price of Rs.3/kg per month. Interacting with media persons at his office at Bank Colony Dimapur, Jamonger said that the department is working hard to reach out to the people and disseminate information on National Food Security Act so that every household is sensitized on the act. With larger section of the society oblivious of the scheme, genuine beneficiaries are missing out of availing the entitlement, he added. He also conveyed that the system of Food and Civil Supplies would be streamlined for smooth functioning while ensuring transparency and accountability. Speaking at the panchayt chairman meeting at the DC conference hall in Kohima on Friday, DC Kohima also informed the Below Poverty Line (BPL) families that in order to avail the benefits of the food security, Aadhaar card was mandatory for family heads and Addhar number for the rest of the family members. DC said that Aadhar was mandatory for checking of leakages and improving transparency in the public distribution system. He informed that the legal entitlement to 5 kg of subsidised rice per person per month at Rs 3/kg while wheat at Rs 3/kg per person per month would be initiated in the district. While for registration and availing of ration card, he said the beneficiaries needed to pay Rs 20 per card to the village council chairman or panchayats chairman. For the sub division of Tseminyu and Chiephobozuo centres, DC informed the beneficiaries to register with the inspector or sub inspector of food and civil supplies. Food and civil supplies (F&CS) assistant director, Dr. Kapenlo Thong, also informed that the benefits were eligible for the BPL families, whose income should be below Rs.1,50,000 annually with the family monthly income of Rs 12,000 per month. He also said the identification of beneficiaries was based on self-declaration of family income. Food and civil supplies assistant director also informed that the food distribution would start from July 30, 2016. After the meeting, ration cards were distributed to the concerned ward chairman.

JCILPS calls for 24-hour public curfew in Manipur

‘US interest in linking NE to SE Shortage of essential items; fuel Asia due to Chinese presence’ cripples life in Tripura, protests on

KOLKATA, JUL 29 (IANS): One of the reasons for the US’s interest in integration of northeast India with southeast Asia is a “lurking concern” about China’s looming presence in the region, a political science expert said here on Thursday. “Regional integration (by the US) is seen as a good thing as it will lead to prosperity and greater prosperity means greater trade with the US and the possibilities of American investment,” Sumit Ganguly, director, Centre on American and Global Security at Indiana University, told IANS here. “... and it would be dishonest not to say at least one word... a lurking concern about China’s looming presence particularly in Myanmar, Thailand and in Bangladesh,” Ganguly said here when quizzed on the US interest in linking northeast India with southeast Asia. Ganguly opined China’s presence is probably not entirely benign. “If this presence was entirely benign then the US could afford to shrug it off but there is probably something more than completely benign in China’s active interest in having possibilities of having bases in Myanmar, increasing Chinese presence in northern Myanmar and Chinese behaviour elsewhere... it is all sort of seamless. That looming shadow does exist,” he contended. Ganguly is the co-author of the book “Heading East: Security, Trade, and

Environment between India and Southeast Asia” that was unveiled here as a follow up to ‘Building Pan-Asian Connectivity Conference’ that was held in the city last year. “It highlights both the challenges and the promises that are involved in linking northeast India to the southeast of Asia,” he said. Ganguly, who holds the Rabindranath Tagore Chair in Indian Cultures and Civilisations at the varsity, pointed out not enough has been done despite the announcement of the Look East policy. “Despite physical proximity, not enough benefit has accrued to this part of the world and not enough has been done despite the announcement of the Look East policy as early as 1992 and now Prime Minister Narendra Modi calls it Act East.” “... and one hopes it will not simply be a stated policy but a policy that will actually have teeth and will have actual significance and help in the development of the people in northeast India.” Ganguly hoped the policy would not just focus on security issues but also focus on issues like climate change, river water, migration and “not to simply look at it through lens of security.” The report launch was organised by the US Consulate General-Kolkata, Centre on American and Global Security of Indiana University (IU-CAGS), Observer Research Foundation and Oxford University Press.

AG A RTA L A , J U L 2 9 (IANS): The supply of essentials and fuel continues to be hit badly in Tripura for about two months now even as the state government has repeatedly sought the central government’s intervention to restore its lifeline - National Highway-8 - which has been badly damaged in adjacent Assam. Due to heavy rains and poor maintenance, the NH-8, has turned into a muddy field with knee-deep mud at Lowerpoah in southern Assam’s Karimganj district adjoining northern Tripura, thus almost cutting off Tripura by surface communication. Opposition political parties and affected people have been organising road blockade and protests regularly to demand normal supply of fuel. Some protestors have also been burning vehicle tyres. People were also facing severe scarcity of cooking gas due to a major shortfall in the supply. On Friday, 25 Trinmool Congress picketers were arrested by the police when they tried to enter the civil secretariat forcibly. Tripura’s PWD Minister Badal Choudhury, Transport Minister Manik Dey and Food and Civil Supplies Minister Bhanulal Saha on Friday jointly addressed the media to explain the situation.

Choudhury later accused opposition parties of “exploiting” the situation arising due to the fuel crisis to “create violence and disturb peace in the state”. At the press conference, he, releasing copies of all the state government’s letters to the central and Assam governments, said that the central government has not being showing its due responsibility toward the people of Tripura. “Central government can deploy military engineering service or Border Road Organisation or any of its agencies to urgently repair the damaged portion of the roads,” he said, adding that for the repair of only a 300 metre portion of the highway, they had been appealing to both Assam and central governments almost every week. Saha said that some trucks and fuel tankers passed through the damaged areas but this was nothing. “The state government has suggested that essential items including fuels be transported to Tripura through Bangladesh.” Saha, had earlier this week, said that the Food Corporation of India and the Indian Oil Corporation had assured them that they have taken steps to transport food grains, petrol and diesel through Bangladesh, using the Guwahati-DawkiDharmanagar route and Ban-

gladesh’s Ashuganj river port. “If the central and Assam governments would have taken steps earlier to repair NH-8, then Tripura would not have suffered in such a magnitude. The centre should be much more responsible for easing the sufferings of the northeastern states which are affected due to lack of proper surface connectivity,” he said. Choudhury said he also spoke with his Assam counterpart Parimal Suklabaidya and Tripura Chief Secretary Yashpal Singh talked to his Assam counterpart and sought their intervention to overcome the crisis. Several hundred goodsladen trucks and oil tankers carrying fuel from Guwahati are stuck in Assam’s Karimganj, while the situation worsened as the train services between Tripura, Mizoram, Manipur and southern Assam and the rest of India became irregular for more then two months due to damage to the railway tracks in Assam’s Dima Hasao district. Following the shortage caused by the disruption of both rail and road traffic, prices of fuel and essential commodities have increased to a large extent in Tripura. Taking a cue from the Delhi government, Tripura had introduced the “odd-even” system from Thursday in a bid to ration petrol and diesel.

AIZAWL, JUL 29 (PTI): A woman and her three-year-old daughter were killed and six others injured when a house was hit by a massive landslide at Ngur village at Mizoram-Myanmar border, police said on Friday. Bodies of Dawnsianmuangi (42) and her daughter were taken out from the mud by the villagers following the landslide last night. Dawnsiangmuangi’s youngest daughter, who is threemonth old, is safe, police said. One of the six injured persons was Laltlanthanga, a voluntary rescue worker, who sustained spinal injury and was brought to the Aizawl Civil Hospital.

Kejriwal, Sanjay get bail in defamation case AMRITSAR, JUL 29 (PTI): Delhi Chief Minister Arvind Kejriwal and AAP leader Sanjay Singh were Friday granted bail by a local court here after they appeared in connection with a defamation case filed by Punjab Revenue Minister Bikram Singh Majithia. The court has fixed October 15 as the next date for hearing. “Arvind Kejriwal and Sanjay Singh Friday appeared before the court here which granted them bail. Ashish Khetan has been asked to appear before the court on the next date of hearing which has been fixed as October 15,” AAP member and advocate H S Phoolka told reporters here. The court had on July 18 issued summons to Kejriwal, Singh, who is AAP’s Punjab affairs in-charge, and Khetan, a journalist-turned-politician, to appear before it in the defamation case. On May 20, Majithia had filed the criminal defamation case against the three in a court here alleging that AAP was bent upon tarnishing his and his family’s image by levelling baseless allegations over the drug issue. A large number of AAP supporters, carrying placards, gathered at Amritsar circuit house here to express solidarity with Kejriwal and other party leaders. Tight security arrangements were made by the police to maintain law and order.

NEW DELHI, JUL 29 (PTI): As protests continued for the 21st day on Friday in Kashmir, Union minister Kiren Rijiju said “highly motivated” people in some parts of the Valley, who are “out of national mainstream”, were making it difficult for the government to improve the situation there. Delivering a lecture on cyber security, Minister of State for Home Rijiju advocated for building a responsive society for any government to succeed and reasoned that any “adverse public mindset will create big hurdle which is difficult to take care of.” He cited the example of Kashmir, which has been witnessing an unrest for the past three weeks after killing of Hizbul Mujahideen commander Burhan Wani in an encounter with security forces on July 8. In the aftermath of this encounter, 47 people have died during protests. “In Kashmir, in some of the places, what we have realised is that people are highly motivated and totally out of the national mainstream thought. The situation is very adverse. We face hostile attitude and in those kind of situation it is really difficult to get into the bottom of the things,” he said. The Minister said that state and central intelligence agencies should not allow “any gap” to come in while gathering the intelligence. “You will find there is a gap (in) state intelligence

When asked about his reaction on Jammu and Kashmir Chief Minister Mehbooba Mufti’s statement that security forces would have spared terrorist Burhan Wani if they had known about his presence during the encounter, Rijiju said that he has not heard what she has said and will be unable to comment on it. He assured the industry that the government would cooperate and support them in framing policy required to secure cyber space.

PATNA, JUL 29 (PTI): With RJD chief Lalu Prasad demanding 80 per cent reservation for youths of Bihar in state jobs and admission in educational institutions under it, Chief Minister Nitish Kumar Friday said it was not “out of context”. Step could be taken in this direction, he said, if a consensus emerged among all parties after intense discussions. “The issue of domiciliary is not out of context,” Kumar told reporters emerging from state Legislative Assembly. The issue of local reservation is picking momentum in different parts of the country and hence the Centre should intervene to make some “solid arrangement” for protecting the interest of locals, he said. Kumar, who is the national president of JD(U), said during his recent visit to neighbouring Jharkhand, he had extended support to citizens of that state on the issue of reservation for locals. “I and my party are very much in favour that residents of Bihar should get preference in employment in state jobs,” he said. “There is a need for intense discussions on the topic and if consensus emerges among all parties, steps could be taken in this direction,” Kumar said.

Raising the matter in Zero Hour, Congress leader Mallikarjun Kharge reeled out statistics to highlight attacks on dalits and cited the incident in Mandsaur (MP), besides one in Gujarat and the killing of two dalits in UP to buttress his point. Demanding a ban on cow

vigilante groups like ‘Gau Rakshak Sangh’, he alleged that they have become a law unto themselves and were being encouraged by BJP governments in states. Kharge also attacked the Sangh Parivar alleging that their members and those of the BJP are also involved in such incidents. “Such incidents can happen only when they have government’s support,” he said, while also referred to reports today that a dalit couple was hacked to death in UP. Amid cries of ‘shame, shame’ from opposition benches, the Congress leader said the two women pleaded with the

attackers that they were carrying buffalo meat and not cow meat and had produced receipt to make their point. “They were still thrashed in front of the police. A genuine demand

nhabiting Tseminyu sub-division in Nagaland, the Rengmas of Nagaland (northern Rengmas) have a sizeable population of around 51,000 living in a rectangular strip of land between the Angami on the south, the Semas on the east and the Lothas on the north. Southern Rengmas live in Assam in what was known as Rengma Hills, a vast tract of land that was transferred to Assam and today, dominated by the Karbi tribes, who were originally from Khasi Hills. Rengmas in Nagaland have much to complain about and no one can deny that they have not been given their due-whether politically or socio-economically. Rengmas inhabit Tseminyu subdivision and are grouped as Tenyimias. Of all five sub divisional administrative circles, which were under a bench court prior to 1950, four have all been made districts including one which was made a bench court in 1949. However Tseminyu which was a bench court in 1948 still remains a subdivision. Also, according to Rengma Hoho, when Nagaland was created as the 16th state under the Union of India(by an Act of Parliament, The Constitution(Thirteenth Amendment)Act 1962; the interim government in 1961-62 had two legislative assembly seats for the Rengmas. However, said Rengma Hoho, when the first state general assembly election was held in 1964, the Rengmas were given only one seat. Even in matters of employment in the government, though Rengmas are not a major tribe, they have not been considered under backward category and so have been disadvantaged. Rengma legislators have been in position under various governments throughout the decades but probably since the tribe had only one legislator, no pressure could be put on the government to redress grievances. The elected member of the district put things in perspective when he blamed lack of cooperation( or disunity) among the community for their plight. The Rengmas of Nagaland today have resolved to focus on their common agenda of doing what was right and needed- demanding that Tseminyu subdivision be upgraded into a district. Tseminyu was upgraded into a subdivision in 1991 along with several others but it is the only subdivision that has not been further upgraded into a district since the past 25 years(1991-2016). Other subdivisions were upgraded into districts in 1997 and again three others also upgraded into districts in 2004 while Tseminyu was left behind. The demand to upgrade Tseminyu into a district is not an impossible one as it is deserving. Creation of eleven districts in Nagaland was on the basis of tribal consideration or composition of the communities and not on the basis of economic feasibility. Therefore, Rengmas who inhabited Tseminyu also ought to be considered for being integrated as a district of the Rengmas in order to help the community in catching up with lost ground. This would also not only benefit the Rengmas socio-economically but would also indirectly bring positive impact on the state. In such matter, all other tribes need to share their thoughts and act in a manner that would help promote fraternity among all tribes.

Through every cloud He brings our way, He wants us to unlearn something. His purpose in using the cloud is to simplify our beliefs until our relationship with Him is exactly like that of a child— a relationship simply between God and our own souls, and where other people are but shadows. Until other people become shadows to us, clouds and darkness will be ours every once in a while. Is our relationship with God becoming more simple than it has ever been? There is a connection between the strange providential circumstances allowed by God and what we know of Him, and we have to learn to interpret the mysteries of life in the light of our knowledge of God. Until we can come face to face with the deepest, darkest fact of life without damaging our view of God’s character, we do not yet know Him. “…they were fearful as they entered the cloud” (Luke 9:34). Is there anyone except Jesus in your cloud? If so, it will only get darker until you get to the place where there is “no one anymore, but only Jesus …” (Mark 9:8; also see Mark 2:7).

great deal of time have been spent in the print media for the past several years desperately addressing the core Naga Political issues that concerns our immediate lives, the lives of our present children and most importantly, the lives of our grandchildren and the great grandchildren that will surely follow long after we are all dead and gone, whose lives will be measured by the legacy we leave behind for them today. This is the ultimate call of duty to honestly search our Christian hearts and find an honourable solution that upholds the dignity and identity of all Nagas as free people. It is imperative that the decisions we take must be based on true Christian humility and equality that emphatically transcends all personal ego considerations ... because what we do today will irrevocably define who we really are for all times. It is only in times of death of people we love that we are seriously reminded of the transient nature of life. It momentarily registers in our minds the utter meaninglessness of amassing wealth beyond our basic needs, security and comfort zones... because each one of us, without exception, are fated to depart from planet earth at the appointed day of Our Lord the way we came...empty handed. No matter how much power, riches or self esteem we may like to credit ourselves with in our lifetime, our little footprint on earth will eventually be wiped out by the sands of time and forgotten. I repeat...No matter who we are...no matter how many AK 47’s we wield... we will all still die empty handed as God decreed. Was this not the case for our respected Late Isak Chishi Swu, Chairman, NSCN (IM)? Will it not equally be relevant for Ino. Th. Muivah, our General Secretary NSCN (IM)? Yes, as mere mortals, the desire to go down in history as the ‘Father of the Nation’ is extremely tempting without doubt but is it worth destroying the sanity of peaceful future of the generation to come...just trying to satisfy our present individual lust for a reputation we cannot take where we are going? Would this really matter after we are dead and gone?! The elementary principle of forgiving others and expecting forgiveness in return is certainly a fine Christian gesture. It is however the ‘historical principle’ that NSCN (IM) keeps doggedly harping about and expecting all other Factions to come on board their bandwagon is the area that causes severe indigestion...so let us try and address this subject objectively. Despite varied customs and traditions, the one common ancestral trait that stands out significantly amongst the Tribes, is our predominant traditional sense of honour. It is within these confines of honour that the Nagas and the NSCN (IM) need to evaluate this ‘historical principle’ more sensitively. Firstly, that same ‘political principle and political history’ germinated within the minds of our uneducated Nagas of Nagaland who cherished freedom dearly. Secondly, from a factual standpoint, when Nagas of Nagaland were mercilessly being subjected to inconceivable, inhuman treatment devoid of any human dignity at the hand of our enemy with their fate hanging in a balance, there were other brothers beyond our boundary watching it happen right before their very eyes and yet had no political consciousness or inclination to join the fray in response to the desperate cry for help to them by the Nagas of Nagaland. At that desperate time of 1962, Nagas of Nagaland could only boast of a handful of graduates in the Naga National Movement (NNM) whereas our Southern brothers, more

specifically our Tangkhul Brothers, had 264 graduates at that very point of history... as confirmed by no less a leading personality as Late Scato Swu, the President of the Federal Government of Nagaland... but our Tangkhul brothers declined to lend a helping hand as if this was someone else’s war! This is not an anti-Tangkhul sentiment being expresses. This is a recorded history being shared! Captain Vighoto Swu, with his small band of patriotic Naga Army, was sent as a special envoy to create awareness and plead to our Tangkhul brothers to join the Naga National Movement (NNM). Not only were they unprepared to join the NNM but their indifferent response was to do nothing when their Tangkhul CIDs informed the Indian Army of the whereabouts of Capt. Vighoto’s boys. As a result Capt. Vighoto lost a couple of his comrades (Tukukha and namesake Vighoto) shot by the Indian Army and his Sergeant Nikhaje arrested at Chingai forest. The 52 Villages of East Tangkhul area in between Kuchangpong Village and Senakathel Village were fully aware of the desperate plight of this ‘special envoy’ team struggling in their jungles without food but were collectively afraid to help them...and did not help them. Capt. Vighoto’s troop suffered starvation for 14 days (May 5 to May 19, 1962) in the Eastern Tangkhul jungles before being able to somehow crawl back home, having dismally failed in their mission. Dispassionately being evaluated...would such treachery be traditionally considered worthy of brotherhood within the mainstream tribal community ... no matter which tribe they may belong? Would not our traditional honour demand condemnation of such behaviour devoid of courage and ostracise them from any Tribal responsibility?! Customarily speaking therefore, our Tangkhul ‘Brothers’ would traditionally be duty bound to render an official apology to the Nagas of Nagaland for their past apathetic indiscretion to restore their honour first to begin with, let alone being tolerated for their domineering takeover of the NNM and negotiating our destiny without letting us know what is being hatched on our behalf! This can seriously be construed as the highest traditional insult no Tribe with honour would be prepared to swallow! Yet this is the greatest quality of the Nagas of Nagaland. The bottom-line is this: the Nagas of Nagaland have exercised matured wisdom by not taking our Southern brothers to task on this issue. Instead the Nagas of Nagaland acknowledges that the times have changed from brawn to brain and also credits our Tangkhul brothers in the NSCN (IM) for being better disposed to carry out mental exercise of a complex negotiation with the GoI as compared to the present brains of Nagas of Nagaland within their fold. Our Southern Brothers must believe that the fair-minded Nagas do not grudge them this ground reality and in fact wish them all the best of luck for all our sakes. The only thing that any right thinking Nagas of Nagaland would find it difficult to agree and vehemently oppose is to have our fate decided without our knowledge or consent. In the absence of Late Chairman Isak Chishi Swu, the sensitive tribal equation hangs in an imbalance ever so glaringly for all to see. The Indians have always looked down on the Nagas as secondary human beings unworthy of real consultation as history would testify. Our Tangkhul brothers must fight this same temptation of undermining the Nagas of Nagaland by giving lectures for hours and then claim it as a ‘consultation’ and an ‘endorsement’ to suit whatever designs they have. No real honest consultation

has been had concerning our present Naga political logjam to date and their guarded secrecy is not helping to clear this air of suspicion. A high profile Tangkhul member of NSCN (IM) had the audacity to tell me that he felt that the general illiterate population of the Nagas of Nagaland will not understand the complex nature of the ongoing negotiation with the GoI and therefore the secrecy! I was wondering whether he knew that there was also a literate section of equally concerned Naga population who just might understand what is going on? Our intelligence is not equal to their? Was that what he was implying?! Anyway let’s move on.... It is at critical time in history such as the present, that our ‘political principles’ must broadly be put on the table for honest review...not with the intention of demeaning one another but to reduce the level of arrogance with a more mutual reconciliatory attitude in dealing with each other with due humility and respect as equals. Candidly put...the top heavy Tangkhuls presence in the NSCN (IM), armed with AK47, are now unabashedly riding a horse that historically belongs to the Nagas of Nagaland that they refused to ride before 1964 Cease Fire. The Nagas of Nagaland are still feeding this horse despite the hardships of unreasonable multiple taxation being extorted...just so as not to lose our common identity as free people. Historically, NNC/FGN was our only original democratic Political Institution that the people identified with...not Mao Zedong’s communism. That NNC self-destructed with Shillong Accord (SA) 1975 is a common knowledge. That NSCN came to being to keep the Naga National flag flying may also be considered a reasonable argument except for the fact that sincere efforts were not seen sufficiently to retain a united democratic house by taking a challenging but right option of impeaching Mr. A.Z.Phizo (AZP) and Naga Parliament officially condemning the SA 1975 even if AZP did not, rather than start a self-perpetuating new Faction so casually with alien philosophy. AZP was not above the law...however worshipped he may have been at that time. The GoI knows for sure that SA 1975 is a redundant document that the Nagas spit upon. So instead of defining SA 1975 as a defilement of a ‘political principle’ and using it as an excuse for disunity, collectively condemn it in no uncertain terms even now and forge a unity under it or by any other name if NNC is not considered as a common acceptable political platform. The unforgiving attitude of magnifying the human error of others while losing sight of our own is a hypocrisy Nagas desperately need to overcome. Meanwhile, no Faction with a modicum of traditional pride will want to join the bandwagon under the present terms. At his age, Mr. Muivah must surely understand that time is no longer a luxury. It is important for him to also believe that the Nagas are not all that unmindful or ungrateful to underwrite all the life sacrifice he has sincerely made in having reached the present status of negotiation. A united house of all Factions will surely continue to acknowledge him as first amongst equals. The masses would stand behind him and ensure such an outcome if right steps are taken towards unity...and together even if a chicken is brought home at the end of the day...Nagas will still rejoice with him and truly celebrate “Nagaland for Christ”. NH-702 a bone of contention

rangling over the implementation of NH-702 by Longchang Village Council and Aboi area NGOs, I called upon all the rational beings to reason together and rationalize the trend of the NH-702 which was originally proposed to connect from Longleng to Namsa Foot Hills Road via Aboi, Mon and Tizit as two lanes National High Ways road for public interest, Road and transport convenience. I have already raised this matter in several Konyak Union (KU) meeting occasions in order to sorted out amicably the issue of Via and Trijunction of these two NH-702 and NH-703. At the outset let us see the Government of India policy during the UPA regime under the Common Minimum Program, Ministry of Road Transport and High Ways that, every District HQ in the country must be connected with two lanes High Ways road and it was announced in the year 2013 and published in the national and local news papers. An initial and original proposed DPR alignment and distance of these two NHs was as follow: The NH-702 should be linked from Longleng to Namsa (Namtula) Foot Hills road via Aboi, Mon and Tizit and distance is more than 100 KMs and the NH-703 must be connected from Tuensang to Aboi via Tobu, Angjangyang and Longchang and the distance is just above 100 KMs connecting to NH-702 of Longleng to Namsa (Namtula)via Aboi, Mon and Tizit and Aboi ADC HQ became Tri-Junction of the NH-703 and NH-702. Surprisingly, when the Ministry of Road Transport & High Ways, Morths, New Delhi “NIT” for Consultancy Services which appeared in Nagaland post in 2015 twisting an original Alignment by indicating; NH-702 from Longleng to Namsa/Namtula via Longchang, Aboi, Mon and Tizit and NH-703 from Tueansang to Aboi via Tobu. And this messy has been created by the PWD National HighWays departmental Engineer DPR In-charge without knowing the every geographical and topographical condition and without taken the consent of the public and this has been done reason best known to him. For this matter I would like to highlights some of the points to be viewed and reason it before it is too late. The proposed NH-703 from Tuensang to Aboi via Tobu had touched and connected to Longchang village and its EAC HQ and NH702 from Longleng second DPR also touched and passing through Longchang village and its EAC HQ. So, due to this unreasonable re-alignment in new DPR had created the duplicating road which means NH-703 of Tuensang to Aboi and NH-702 from Longleng to Namsa via Longchang, Aboi, Mon and Tizit are on the same track i.e some 30 Kms from Longchang to Aboi is appeared as duplicating road. If the NH703 from Tuensang to Aboi did not touched or passed through Longchang then the Longchang Village Council insistent and demand for connecting from Longleng via Longchang is very genuine but the road which coming from Tuensang NH-703 had already touched to Longchang, then it is

illogic to demand of NH-702 from Longleng via Longchang. Moreover, as per the NIT of Morths for Consultancy Services even though earlier road alignment was diverted from Longleng to Namsa via Longchang, Aboi, Mon and Tizit in DPR yet the tri-junction is still appeared as Aboi and if the Longchang village council demand has to be fulfilled then Longchang should be made as Tri-junction of NH-702 and NH-703 and the NH-703 should be replaced as Tuensang to Longchang via Tobu not as Tuensang to Aboi and its distance may be around 90 KMs plus. And in the midst of this controversy, another rumored has been came out that the proposed road of NH-703 from Tuensang to Aboi via Tobu is diverting, as Tuensang to Aboi via Sakchi and Longleng. It is our ample request to our Phom brothers to refrain from doing that diversion and new proposal must be made for National Highways connection from Tuensang to Longleng which is legitimate road and if this proposed NH-703 is diverted then the whole of upper range Konyaks shall face untold hardship and perish without proper road. It is obvious that National Highways of two lanes road shall automatically be connected between every District Head Quarter in the country as the Government of India Look East Policy of Vision 2020 had committed and reaffirmed by the present NDA Government of Act East Policy. It is to note that, if diversion is done just to passing through Longchang village then the most victimized people shall be Mokokchung and Longleng Districts people and seven Assembly Constituencies of the Mon district because in the originally proposed road from Aboi to Longleng via Aopao and Sowa Changlee it takes only thirty five minutes to reach Longleng even in bad road condition but if it has to cross and pass through Longchang then it may take more than one and half an hour which means to reach Longleng from Aboi one shall take two hours a minimum. Moreover, passing through via Sowa and Longchang has high gradient for which it may be difficult to ply heavy load vehicle. In this matter, Longchang Village Council must reason reasonably and think it logically since the NH-703 from Tuensang is passing through Longchang and whole of Mokokchung, Longleng and 7 ACs of Mon districts must support to Aboi Area Student’s Union AASU and Konyak Union (KU) Aboi unit for common interest and public convenience. And the Chief Engineer PWD (NH) Division, Kohima, Nagaland is requested to co-operate with the public demand and direct the Consultancy Services firm to do the survey and prepare the DPR as per original and initial proposed project before the final float of tender for the speedy implementation of the National High Ways project in the state otherwise due to public tussle and petty urchin it will affect to smooth mobilization and within the time frame execution of the work. Naga peace accord and the lesson learned

he “historic” Naga peace accord, which later came to be known as framework agreement, signed in August last year will complete one year with uncertainty still hangs around. Apart from different speculation from the media and the public about the possible content and the outcome of the accord, nothing is known yet about the nature of the accord. The accord is still shrouded in secrecy and the public had been kept in dark for the reason best known to the parties that signed the accord. This one year period was also mark by a major rival group of NSCN breaking out from the ceasefire agreement with GOI thereby once again the sound of gunfire returning to Naga homeland and the death of one of the tallest leader of Naga freedom movement Isak Chishi Swu. These two intriguing developments intertwining the accord will have a huge political ramification on the seven decades old polity of Naga national movement. For the BJP government at the center, and particularly the prime minister, they don’t waste time in claiming the credit of solving the complex Naga political problem within one year of forming their government. With the accord signed, Prime Minister Narendra Modi project himself as the leader who can take a decisive decision, and having the willingness, courage and strength to take any kind of decision that could change the course of Indian history. Narendra Modi’s excep-

tional political speech following the agreement once again proves to the world that prolific skill of a writer or an orator can change the course of history. If one could recall his speech on the evening of 3rd August 2015, his extraordinary skill of expression of love, praise, appreciation, admiration, respect and regards for Nagas had definitely caught the emotion of the Nagas. India no doubt got a right person to convert Naga political issue to lovehate relation between the two parties. Yet here at home, the suspense over the last one year as a result of secrecy maintained by the parties that signed the pact, divided opinion among the Nagas over the accord, and the apprehension and intense speculation which is widespread all indicates that the colossal task of resolving Naga political issue remain a distant reality and still a long way to go before achieving a lasting solution that will be acceptable for the Nagas. Nevertheless, the framework agreement signed between GOI and NSCN (IM) taught Nagas many important lessons and the accord gives us plenty of vital messages for us to take home for introspection and self-realization. The larger picture we are getting from this development is not just about speculating the content of the agreement but the great lesson that we have learnt about the essence of our seventy years struggle for right to selfdetermination. The most significant les-

son that we have learnt is the importance of peace that is prevailing in our world today. Naga have experienced ourselves what the absence of peace is all about. Peace must therefore prevail in our land so that our normal life, especially the life of the common people, will not be disturbed. This framework agreement reflects the genuine desire from the side of the Nagas to solve the existing problem peacefully. The tragic narrative of the Naga national movement is the bloodshed and mayhem which cost more the one lakh Naga lives due to the unfortunate refusal on the part of India to honor and recognize the right of the Nagas to live as an independent nation, and the occupying force using military means to suppressed Naga resistance. Naga had sacrifice enough for this cause, and during this violent struggle untold suffering, miseries and agony have been inflicted upon the Nagas, and it will be hard and costly for a small microscopic community like us to go for another round of similar suffering. It is in the interest of all the Nagas to take peaceful negotiation as an option to solve the problem and earned what we deserve peacefully. But one thing that the Nagas cannot ignore is the question of sovereignty which remains the core of the issue. We must remembered that even after seventy years of struggle and living under force occupation, the question of Naga independence still remain valid, genuine and survived strongly today. What is that seventy

years of Naga movement for? The obvious answer is for Naga sovereignty. Sovereignty for Naga independence which was lost to British-India and post British-India, and integration of Naga territories which were divided by the same regime too. The whole movement is born and grown in and around this two pillars and objectives. Any kind of political talk should touch these two issues, and the occupying force must accept the fact that Naga was occupied by force without our consent and we were deprived of our right of governing ourselves. And any political settlement should ensure that Naga regain and bring home sovereignty which was lost. Where do we go from here? The future of our Naga national movement rests on our unity. If there is one place in this world today where the old proverbs “united we stand, divided we fall” is of any relevance, it is ours. This is the urgent requirement of our times, and every Naga who love our freedom should consider this seriously. Thanks to the initiative and effort taken by our Naga political leaders and civil societies to mobilize international support and solidarity extended to us by international community, our voice of dissent against occupying force, which India did everything in its disposal to suppress but failed, is now at an international domain. International solidarity group like UNPO, Amnesty International, NISC etc.., support our national aspiration to live as a

free people. This great asset of ours, having the support of international community, can be spoiled at home by ourselves if we remained divided. It is up to the Nagas to decide whether to unite, made use of this opportunity and pursue and achieve our common goals. Only when Naga as a whole will present ourselves as one and single unit pursing for one common cause will New Delhi take us seriously. Failing to understand, realize and accept this reality, it will provide a big advantage for India to take

on the different Naga political groups separately and allow them to dictate us with their own terms and conditions. And it would led the Naga political movement, for which many precious Naga souls have been sacrifice and lost, die a natural death. And that scenario will be most unfortunate and painful way to end one of the longest running political struggle in the modern history of the mankind. Kohima traffic

With due respect to the concern authority we appreciate the effort made by the law enforcement agency especially the traffic police for coming up with new traffic arrangement in the state capital Kohima town during recent months. The traffic is smoother since then. Still expecting for more innovations. We are aware that our law enforcement agencies are still working in a very difficult situation. Many a time they cannot enforce the rule of law due to pressure from every corner. Sometimes maintenance of law and order is transferred to the NGOs who hardly understand the job they do. Our roads cannot accommodate our increasing vehicle population anymore ,now it is the time for the Government to do away with all the big buses that is plying in our town as city buses. It is already time to opt for smaller transport vehicle for obvious reason. There are still a good number of old mini buses which not only take a lot of road space but pollute our air. This is affecting the health of our children and every commuters. We also appreciate the effort of Municipal council for beautification of over bridges in the town. No scope of sabotage: Govt on AN 32 plane

That is the reason we are contacting American defence forces to ascertain whether their satellites picked up any signal,” Parrikar said. “Besides our own satelleite imagery, we have asked the US for their imagery for the detection of emergency frequency to space based assets. Foreign countries we have already asked. I only hope that our efforts succeed,” he added while replying to queries whether foreign help has been sought. Queried about the age of the aircraft, the Defence Minister said it was “almost as good as new aircraft”. Elaborating he said, “I don’t know exact age but it is well within lifetime. It has undergone first overhauling. Lot of replacement has been done.... They are considered as one of the safest aircraft.” He said the accident rate of Indian Air Force is 0.23 out of 10,000 hours of flying against the global rate of 0.023 and assured the House that maximum efforts would be made to ensure that the mishaps come down. “If aircraft is not fit for flying we don’t fly it. We have decided to check up whether we can improve the signalling system,” he added. About the missing aircraft, Parrikar said that after the first overhaul,

the plane had already done 279 hours and the pilot was experienced, having put in 500 hours on this route. The Defence Minister, who had made suo motu statement on the plane’s disappearance in both Houses of Parliament yesterday, said, “Let us hope that we track it down. I can assure that maximum efforts will be taken.” Sharing details of the search operation so far, he said 10 Indian Navy ships as well as submarine ‘Sindhudhwaj’ are carrying searches and “virtually checking up everything”. 23 inputs had been located, out of which 6 were of the nature of blinks and all inputs have been checked, he said. “If we locate something, then we can send deepwater equipment to pick up. We have also diverted ‘Sagar Nidhi’ (vessel) from Mauritius. It will reach on August one and it can go upto 6,000 metres depth. But we have to locate objects. We have to locate it because at this depth you cannot keep on scratching the bottom,” Parrikar said. The Defence Minister said he was personally monitoring the situation. “We owe that much to the people, I have seen (to it) that every family is kept in touch.” Yesterday, he had said that “several inputs and leads” regarding floating objects have been picked up but there is no concrete evidence so far with respect to missing AN-32 aircraft of the IAF.

BJP raises issue of chinese incursion in Uttarakhand D E H R A D U N, J U L 2 9 (PTI): Close on the heels of Chinese “transgression”, BJP leader Tarun Vijay has said large-scale migration of people from Uttarakhand’s border villages have left the areas vulnerable to the “enemy”. In a statement here yesterday, the former Rajya Sabha MP said people have been migrating from the remote border villages in search for better career opportunities and underlined the need to strengthen infrastructure and basic health and education facilities to rein in the trend. He termed the largescale migration as a major factor behind the threat of Chinese incursions. “Deserted border villages in the mountains devoid of human activity are an open invitation to the enemy. There is an urgent need to strengthen infrastructure in border areas, especially in the Himalayan side, as the population is fast leaving their age-old habitats for better career prospects,” he said. Describing Bara Hoti in Chamoli, and Gunji and Milam glaciers in Pithoragarh district as the worst-hit by migration, the former MP said he had trekked 105 kms from Munshyari to Milam and the whole stretch looked deserted. “Entire region looks deserted and only a few families have been left in this stretch known all over the world for musk deer and Bhojpatra jungles. The poachers as a result are having a field day,” he said.

7 Aadhaar or not, no one will be denied benefits, subsidies: Naidu NE W DE LHI, JUL 29 (IANS): No citizen will be denied any benefits for want of an Aadhaar card and if required, necessary instructions will be issued, Information and Broadcasting Minister Venkaiah Naidu said here on Friday. S o m e R a j ya S a b h a members raised the issue of making the Aadhaar card mandatory for availing government benefits like subsidised domestic cooking gas cylinders, food supplies and pensions. Taking note of the members’ concerns, Naidu said it would be ensured no genuine and deserving beneficiary is denied his/her entitlements. Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services)

Act, 2016, provides that the central or state government may make possession of an Aadhaar number a condition for receipt of government subsidies, benefits or services. “However, the proviso to the said section states that an individual, who has not been assigned an Aadhaar number, shall be enrolled for Aadhaar and offered alternate and viable means of identification for receipt of subsidy, benefit or service till Aadhaar number is assigned to him,” Naidu said. As of now, more than 103 crore people have Aadhaar card/number. But there could be some areas in the country where people may not have got an Aadhaar card as yet, he said. “Therefore, ministries,

departments and agencies that are implementing government welfare schemes and are using or proposing to use Aadhaar for extending benefits or services are requested to take proactive steps to facilitate and ensure Aadhaar enrolment of their beneficiaries who do not have Aadhaar numbers/cards,” he said. “Till Aadhaar number is assigned to such beneficiaries, the benefits should not be denied to them and, instead, be given through alternate and viable means of identification as provided in Section 7 of the Aadhaar Act,” the minister added. The minister said Aadhaar’s use will remove bogus beneficiaries and ensure benefits for bona fide persons only.

NE W DE LHI, JUL 29 (PTI): Government Friday said in Rajya Sabha that the possibility of sabotage in the mysterious disappearance of AN-32 aircraft of IAF was “comparatively very less” and informed that the help of the US has also been sought in locating the plane. All types of techniques are being used to locate the aircraft, Defence Minister Manohar Parrikar said while replying to clarifications sought by members on his suo motu statement on the disappearance of the aircraft on July 22. As members expressed concern and raised questions over how the plane went missing, he said, “I can’t speculate because we are searching for it and I will not like to speculate. But I can say only this much. The possibility, although we are checking all angles, of any sabotage is comparatively very less

The Minister said that at the time of disappearance, the aircraft was on “secondary/passive radar” and that “There was no SOS or transmission of any frequency. The commissioning ceremony was held at the Integrated Headquarters of the Defence Ministry in the presence of military dignitaries and Thakur’s family members. L i e u t e n a n t A nu r a g Thakur was welcomed to the Territorial Army fold by Maj. Gen. Surinder Singh, Additional Director General of the Territorial Army. L i e u t e n a n t A nu r a g Thakur cleared the Services Selection Board and was found fit for joining the Territorial Army, the statement said. The officer has been commissioned in the 124 Infantary Batallion (TA) Sikh. The Territorial Army is part of the Indian Army and manned by officers and men who are enlisted for training for two months in a year. Their actual role is during national emergencies like war and in support of the army when they relieve regular army for operations. The Territorial Army also guards vital installations like ammunitions dumps and airports, as also vital lines of communications. Thakur is also the President of the Board of Control for Cricket in India (BCCI), the apex regulatory body for cricket in the country.

NEW DELHI, JUL 29 (IANS): Foreign funding for Indian non-governmental organisations (NGOs) doubled in 2014-15 over the previous year, but with 10,000 NGO registrations cancelled in 2015, foreign contributions are likely to drop, according the latest data on foreign contributions. Delhi, Tamil Nadu, Andhra Pradesh (unified), Karnataka and Kerala together got 65 per cent of foreign aid coming to India, the data, tabled in the Lok Sabha on July 26, 2016, revealed. Of Rs 45,300 crore ($7 billion) in foreign funding to Indian NGOs over four years -- 2011-12 to 2014-15 -- Rs 29,000 crore($ 4.5 billion) was received by organisations in the national capital and these four (five after Telangana) states, an IndiaSpend analysis reveals. Organisations in Delhi received Rs 10,500 crore ($ 1.6 billion), while each of the five states received close to Rs 5,000 crore ($770 million) over the past four years. There are 33,091 NGOs registered to receive foreign funds-under the Foreign Con-

A writ petition has been filed in the Delhi High Court by ADR to constitute an independent body to administer enforcement of Foreign Contribution (Regulation) Act, 2010. NEW DELHI, JUL 29 (PTI): Government has decided to pay its employees arrears arising from implementation of the 7th Pay Commission recommendations in one go in August salaries. The government has already notified the 2.57-time hike in basic salary of one crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective from January 1, 2016. In an instruction, the Finance Ministry also said that the revised pay structure effective from January 1, 2016, would include the Dearness Allowance of 125 per cent provided in the pre-revised pay structure. NEW DELHI, Jul 29 (PTI): The last date for filing incometax returns has been extended to August 5. Tax returns for 2015-16 (assessment year 2016-17) were originally to be filed by July 31. But in view of the day-long strike at public sector banks, the deadline has been extended to August 5. For Jammu and Kashmir, the deadline will be August 31 in view of the ongoing turmoil in the state. “In view of today’s bank strike and disturbance in J&K, the due date of IT return filing is being extended,” Revenue Secretary Hasmukh Adhia said in a tweet today. For assessees across India liable to file I-T returns by July 31, the deadline is extended up to August 5, he said. “For assessees in J&K, this date has been extended to August 31,” the secretary added. Later, the Finance Ministry in a statement said, “As per provisions of Section 139(1) of Income-tax Act 1961, Central Board of Direct Taxes extends the due date for filing returns of Income for Assessment Year 2016-2017 from July 31, 2016 to August 5, 2016, in case of taxpayers throughout India who are liable to file their Incometax by July 31, 2016.”

NEW DELHI, Jul 29 (PTI): Government on Friday listed the much-awaited GST bill for consideration and passage in Rajya Sabha’s agenda for the next week. Minister of state for parliamentary affairs Mukhtar Abbas Naqvi, while making a statement regarding government business for the week starting August 1 in the Upper House, said the Constitution (122nd Amendement) Bill, 2014 will be taken up for consideration and passage. On July 27, the Cabinet had cleared changes in the legislation, dropping the controversial one per cent manufacturing tax and providing guarantee to compensate states for any revenue loss in the first five years of rollout of the ambitious indirect tax regime. The government is keen to get the GST Bill approved during the Monsoon Session of Parliament ending on August 12. The bill was passed by the Lok Sabha in May 2015 and vetted by the Rajya Sabha Select Committee. However, the measure got stuck in the Upper House where the government does not have majority of its own, as the main opposition Congress sought certain changes in it. Government is making efforts to hammer out a consensus on the bill and reaching out to opposition parties. Congress has described the exercise as “constructive and positive”.

New Delhi, Jul 29 (PTI): India saw a record 53 per cent increase in FDI in last two years as the investment climate brightened due to steps taken to foster growth, price stability and fiscal prudence which also improved the overall macroeconomic stability, government said today. Emphasising that investments are not made for “charity”, Finance Minister Arun Jaitley told the Lok Sabha that improving the ease of doing business was a “work in progress”. In the last two years, there has been 53 per cent rise in FDI into the country, which is a record high, Jaitley said during Question Hour, adding that “comprehensive reforms in FDI have resulted in the highest ever FDI inflow in 2015-16”. “Steps taken by the government to foster economic growth, price stability and fiscal prudence have improved the overall macroeconomic stability, which brightens the investment climate in the country,”

Mumbai, Jul 29 (PTI): Extending its gains for the fourth straight day, the rupee today firmed up further by 2 paise to settle at 67.02 a dollar as banks and exporters continued to sell the US currency amid persistent capital inflows. A weak dollar in overseas market also boosted the rupee sentiment, a forex dealer said. Foreign portfolio investors (FPIs) and institutional investors (FIIs) bought shares worth a net Rs 1,767.06 crore yesterday, as per the provisional data released by stock exchanges. The rupee opened flat at 67.04 a dollar from yesterday’s closing level at the Interbank Foreign Exchange (Forex) market and hovered in a range of 66.9550 and 67.0900 before ending at 67.02 per dollar, showing a gain of 2 paise or 0.03 per cent. The rupee has gained by 33 paise or 0.49 per cent in the four days to Friday. The dollar index was trading down 0.47 per cent against a basket of six currencies in the late afternoon trade. Meanwhile, the RBI fixed the reference rate for the dollar at 67.0340 and euro at 74.2737. In cross-currency trades, the rupee fell further against the pound sterling to close at 88.31 from 88.24 yesterday and also dropped further against the euro to settle at 74.47 from 74.31 previously.

Kathmandu, Jul 29 (PTI): Over 80 people were killed in floods and landslides triggered by the incessant rain since Monday in several districts of eastern, central and western Nepal. Pyuthan district in western Nepal is the worst hit area, where 36 people have died due to the landslides and floods. Similarly, seven persons were killed in Gulmi, six in Baglung, four each in Palpa and Rolpa, three in Makawanpur, two each in Arghakhachi, Jhapa and Rupendehi, officials said. One each died in Kath-

mandu, Dolakha, Sarlahi, Parvat, Udaypur, Dang, Kapilvastu, Bara and Saptari, they said. At least 43 people went missing, according to officials. Nine people have sustained injuries in Gulmi, eight in Parvat, three each in Pyuthan and Banke, two in Kathmandu and six others in different parts of the country. Four people have gone missing from Pyuthan, two each from Arghakhachi and Jhapa districts and one each from Sunsari, Dang, Kaski and Kapilvastu districts.

Heavy rains have caused massive floods and landslides in in several parts of Nepal, putting thousands of lives at risk. Scores of houses and bridges have been swept away in several parts of the country as incessant rains have swelled rivers. Army personnel have been deployed for rescue and relief operations in 14 flood affected districts. Soldiers and volunteers used rubber boats to rescue people marooned by the flooding, while helicopters are being used to drop food supplies.

Erdogan continues crackdown

Recep Tayyip Erdogan Ankara, Jul 29 (AFP): Turkish authorities today widened their post-coup crackdown to the business sector, detaining three top tycoons as part of investigations into the activities of US-based preacher Fethullah Gulen. Twenty-one journalists also appeared in an Istanbul court after being rounded up in the sweeping purge, which has seen almost 16,000 people detained since the failed July 15 putsch. Turkish authorities blame Gulen for the rebellion, which aimed to unseat President Recep Tayyip Erdogan, and they are now seeking to erase the reclusive cleric’s influence from all aspects of Turkish life. But the scale of the crackdown has sparked international alarm, with the EU

enlargement commissioner implicitly warning the bloc would freeze Turkey’s accession talks if it violated the rule of law. Johannes Hahn said he needed to see “black-andwhite facts about how these people are treated”. “And if there is even the slightest doubt that the (treatment) is improper, then the consequences will be inevitable,” he told German daily Sueddeutsche Zeitung. Austria hands over IS suspects to France Vienna, Jul 29 (AFP): Austria has handed over to France two suspected members of the same Islamic State cell that massacred 130 people in Paris last November, prosecutors said today. The Algerian and Pakistani men, now aged 29 and 35 and who have not been named, were arrested in Austria in December. Austrian and French authorities believe they travelled to Greece along with two men involved in the November 13 atrocities, posing as refugees. While the eventual assailants continued on to France, the two were detained by Greek authorities for 25 days because they had falsified Syrian passports. Once let go, they made it to Salzburg at the end of November -- after the Paris atrocities -- and Austrian police arrested them at a migrant centre on December 10. Following a French request, a court in Salzburg in western Austria approved at the beginning of July their transfer to France.

Lahore, Jul 29 (PTI): Pakistan’s Punjab government has asked police to keep a close watch on the fundraising activities of JuD, led by Mumbai attack mastermind Hafiz Saeed, through charities at mosques and other places. Punjab Home Department has directed top officials of police to provide details of fundraising by Jamaat-udDawah and other proscribed organisations as the activity is against the law. According to the directive issued on Wednesday, JuD is making efforts to collect funds through fitrana, zakat and sadkaats (money given by Muslims as charity), the Dawn reported. It said that members of these organisations were more active during Ramazan and distributed pamphlets, put up posters at various locations in Matiari Sindh, inviting people to give them their charity money. Saeed has been engaged in fundraising throughout the country via the organisation’s “charity wing” Falah-e-Insayat Foundation (FIF), the daily said. FIF is closely connected to banned terrorist group LeT and its “humanitarian front” JUD and the US had designated the group’s chief Hafiz Abdur Rauf as a global terrorist in 2010. “Activists of the organisation had asked Matirai locals to make donations to FIF in order to avoid the government ban on proscribed organisations being involved in fundraising,” the report said.

okokchung District Musicians Association (MDMA), a conglomeration of musicians and artistes under Mokokchung district was officially launched at Elate Hall by MB Longkumer, a renowned social worker, philanthropist and a fatherly figure in Mokokchung town during a solemn function. In his speech, Longkumer recollected his experience as a teenager in the fifties in Mokokchung when there was lack of musical instruments but the love and passion for music in town was so immense that they went to the extent of making musical instruments from ‘cowhide’ and ‘cut-out water canisters’. Encouraging the gathered musicians and music lovers, he asked them to be systematic and courageous in approaching their visions with defined set goals for the standardization of the association. “Let the association pave way for the growth of music not only in Nagaland but also be a platform for positive music to grow and flourish in the entire North East”, he said. He advised the gathering not to let failures dampen their spirit in their endeavour of pursuing music but rather let music be the unifying factor to overcome all obstacles. He also congratulated the association for setting a benchmark with the launch

and offered his hope that it will become a source of platform for providing livelihood to musicians by citing the example of renowned Naga musicians and artistes like the present NEZCC director, Lipokmar Tzudir, Alobo Naga and Divine Connection who have become superstars in their own right with their devotion and consistency in Music. NEW DELHI, Jul 29 (Agencies): India’s Rio hopes may have taken an early beating with two high-profile athletes, wrestler Narsingh Yadav and shot putter Inderjeet Singh, finding themselves in the dope net but this could be just be the tip of the iceberg. Official statistics accessed by TOI underline a far more disturbing trend — Indian sports is a cesspool of doping-related offences. An alarming number of 687 athletes have been banned for doping-related offences since January 1, 2009, an average of 100 athletes being banned every year, as per National Anti-Doping Agency (NADA) records. AIFF forms new panel to study merger PANAJI, Jul 29 (Agencies): The All India Football Federation (AIFF) has bought itself more time by forming a new committee that will talk to all stakeholders and then submit a report about the proposed restructuring of Indian football. The AIFF, and its marketing partners IMG-Reliance, wants to make the two-yearold Indian Super League (ISL) India’s top tier league and relegate I-League to League One, or the second-tier. The proposal, if implemented, will force Goan clubs like Salgaocar FC, Sporting Clube de Goa and Dempo Sports Club to withdraw from the ILeague but despite a deadline of July 31just two days away, the AIFF does not seem to be in any hurry. “It’s not just about the Goan clubs. The decision cannot be taken till the committee meets various stakeholders. We want to get feedback from FIFA and AFC before a final decision can be tabled,” AIFF general secretary Kushal Das said after the executive committee meeting in the Capital.

In 2014, India was third in world’s doping offenders’ list, behind Russia and Italy, showing how deep the malaise has spread. Track and field athletes (266) form the bulk of doping offenders, followed by

weightlifters (169). Most of the offenders on the list are national-level and international-level athletes who compete in junior, senior, school games and University Games. Several athletes tested positive for Nandrolone and Stanozolol (both anabolic steroids). The offenders also included boxers, cyclists, wrestlers, powerlifters, swimmers, judokas and kabaddi players. Experts say India must follow the WADA rule strictly to curb doping in sports. “Emphasis must be on smart testing of athletes and preparing their biological passports to keep track,” said former NADA chief Mukul Chatterjee. “The whereabouts clause should be strictly followed and emphasis should be given to out-of-

competition tests. There’s still a need to make the athletes aware of the evils of doping. Parents and coaches must be made aware of the menace. That can help in checking use of banned substances,” he said. The lure of huge cash rewards and other largesses extended to winners of major international events is being seen as a factor spurring athletes to take short cuts. For instance, an athlete receives Rs 75 lakh from the government for an Olympic gold, Rs 30 lakh for a silver and Rs 20 lakh for a bronze. The amount is Rs 30 lakh for a gold in Asian Games and Commonwealth Games. Shooter Abhinav Bindra was given monetary rewards totalling Rs 5 crore for the Beijing Olympics gold in 2008. For his silver at the London Olympics, wrestler Sushil Kumar received over Rs 4 crore from various state governments and other government bodies. Doping violations can attract a variety of punishments, ranging from life bans to ineligibility to compete for up to eight years to a mere reprimand. Some athletes have been able to escape censure on appeal after proving their innocence. While most of the athletes are from individual sports, four each from team sports like hockey and football have also been censured for failing dope tests.

Isinbayeva to seek justice over Olympics ban Moscow, Jul 29 (IANS): Russian pole vault queen Yelena Isinbayeva said on Thursday she intends to move various courts to prove that she had been illegally barred from the Rio Olympic Games, opening on August 5. “We will be seeking justice in courts of all instances, including (the European) Court of Human Rights (ECHR),” Tass quoted Isibayeva as saying. “This is our guideline as we must dispel all doubts for young athletes so that they continue practicing their sports,” the two-time Olympic champion added. “The clean sports exists, and I am one of the examples. So this is our top priority now,” she said. Isinbayeva said there was still hope by the end of Thursday that she would be cleared for participation in the 2016 Summer Olympic Games. “There is still hope,” Isinbayeva said. “There is still hope until the end of Thursday. I am waiting for an answer from the International Association of Athletics Federations (IAAF).” On June 17, the IAAF Council ruled it was still too early to restore ARAF’s (AllRussia Athletics Federation) membership, subsequently extending the suspension of Russian athletes from all international tournaments, including the 2016 Olympic Games. Late last month the IAAF announced that it had amended the organisation’s

At a press conference in the Chinese capital, which she is officially visiting since July 25, Chan stressed she was aware of people’s concern over Zika and termed it a legitimate fear, reports Efe. Several top-ranked golfers and some tennis players have withdrawn citing Zika virus as a concern. However, she sought to dispel fears of infections or spread of Zika during the Rio Games, adding she herself will fly to the city next week. Admitting a certain level of uncertainty, as every week something new about the disease comes to light, Chan said it was thus important to constantly update the relevant information and advice.

The WHO head said it is clear and there is consensus among scientists that there is a link between Zika and babies born with microcephaly or other neurological conditions. Because of this, she underlined that WHO has advised expecting mothers or those who plan to conceive to abstain from travelling to places at risk of Zika transmission, and urged their husbands or partners, who cannot avoid making the trip, to undergo tests upon their return. She also advocated adopting other, simpler measures such as applying mosquito repellent, wearing suitable clothing and using condoms. BERLIN, Jul 29 (Agencies): Germany captain Bastian Schweinsteiger on Friday announced his retirement from international duty with immediate effect. The 31-year-old Manchester United midfielder, who won his 120th and final cap in Germany’s 2-0 defeat to France in the semi-finals of Euro 2016, revealed the news on his official Twitter account. He retires from die Mannschaft with his Old Trafford future in the balance having reportedly been told by United’s new coach Jose Mourinho that he is one of nine players free to leave the club. Schweinsteiger still has two years left to run on his United contract. A knee injury in January flared up again in March, restricting him to just a handful of matches before he played at the European championships, netting a goal on his return against Ukraine in Germany’s opening pool game. Godin strike settles Spurs clash

M elb o u rne , J u l 2 9 (Agencies): Tottenham suffered their second International Champions Cup defeat of the week as they went down 1-0 to Atletico Madrid in Melbourne. Mauricio Pochettino’s side, beaten 2-1 by Juventus on Tuesday, lost to last season’s Champions League finalists by virtue of a first-half goal from Diego Godin. Spurs looked livelier in attack than they had against Juve and hit the crossbar and post in the first half before Godin prodded in what proved to be the winner five minutes before the break. Jan Oblak made two fine saves in the second half, but Atleti began to assume some control as the match wore on, as Pochettino and Diego Simeone made a number of substitutions. Substitute Amath

Diedhiou twice came close in the closing minutes for Atleti, but Godin’s goal was enough to give them a win ahead of Sunday’s friendly match with Melbourne Victory. Tottenham twice hit the woodwork in a first half in which they showed plenty of endeavour against a strong Atleti starting line-up. Josh Onomah rattled the crossbar with a fierce halfvolley from six yards out, before Erik Lamela steered a shot onto the post after being teed up by Vincent Janssen. Atletico recovered their composure as the half wore on, and they snatched the lead five minutes before the interval. Anton Walkes failed to clear Gabi’s flighted free-kick, and Godin was on hand to prod the ball past Michel Vorm and into the net. Spurs were

the dominant side early in the second period, and it took a fine reflex stop from Oblak to deny Ryan Mason, who let fly on the half-volley after surging into the penalty area. Oblak then denied Janssen a first Tottenham goal as he tipped the Dutch striker’s free-kick around the right-hand post, after Mason had been felled on the edge of the box. Atleti looked more comfortable as both teams called on a number of substitutes, and Diedhiou came close to a second for Simeone’s side with a deflected shot that dipped just over the crossbar, before another effort that bounced wide. Tottenham could not muster a final chance to level the scores, and they will now prepare for a clash against Inter in Oslo next week.
