78.55% turn out in 10 NA-I bye-poll

KOHIMA, JUL 29 (NPN): A total voter turnout of 78.55% was recorded in the bye-election to 10th Northern Angami-I Assembly Constituency held on Saturday with Chedema Model Village leading the voting percentage with 92.1% and the lowest percentage being at Bayavu Hill Lower-11 with only 56.1% votes cast. The constituency has 16,235 voters which include 7697 male and 8538 female. The bye-election was held after sitting MLA Khriehu Liezietsü vacated it in order to enable his father and former chief minster Dr. Shürhozelie Liezietsü to become a member of the 12th NLA. The bye-election may have lost significance since Dr.Liezietsü is no longer a chief minister but for him, it could well be the most crucial election of his life. It is a matter of speculation as to who, between the two-- veteran regional leader Dr. Liezietsü or newcomer to politics Kekhrie Yhome- would come out as the winner. Intl Roaming open to NE states GUWAHATI, JUL 29 (AGENCIES): In a major boost to trade and tourism in entire North East region, the Central Government has removed restrictions on International roaming in the region. The Centre has directed the Licensed Service Providers to provide the facility to foreign subscribers. Minister of State (independent charge) for Communications Manoj Sinha informed this to Assam chief minister Sarbananda Sonowal in a letter, an official statement said here today. Earlier, Sonowal had written to the MoS for Communications in March this year to remove restrictions on international roaming in Assam and North East. Due to the restrictions on international roaming, foreign tourists and businessmen visiting North Eastern region had to face lot of inconvenience. This also discouraged foreign tourists from visiting in large numbers to the region and dissuaded foreign investors as well. While welcoming the move, chief minister expressed his gratitude to the union government and hoped that the decision of the central government would give a major fillip to the development initiatives of the state government.

also informed that there was report of VVPAT machine defect at polling station No. 17 (T-Khel upper) and PS No. 14 (L-khel upper-11). However, he said both the defected machines were corrected at the spot by the department engineers and were used. Further, CEO said that on July 30 at 12 noon there would be scrutiny with register along with the observer and candidates’ agents if there was any complaint. He said that any genuine case would be looked into with verification from mobile videographer and permanent video shot during the whole election process. On query about the media report to withhold the declaration of bye-election due to court order, Sinha said so far the office has not received any directive and said it would go as per the previous order of vote counting on August 3 from 8 a.m. Additional chief election officer, N. IT to refer Pillai’s case for CBI probe KOCHI, JUL 29 (AGENCIES): After receiving evidence that the Central government fund provided to Nagaland government was transferred to MKR Pillai-owned Sreevalsam group, a team of Income Tax (IT) department, Kerala carrying out a probe against MKR Pillai carried out raids at various places in Nagaland, reports The New Indian Express. The IT officials received the evidence group after a few politicians and bureaucrats came under the IT scanner. An IT official termed the money flow from Nagaland to accounts of MKR Pillai as ‘mega scam’. Since the funds that was diverted was from the Centre, the matter would be referred to the CBI for investigation. “The Central government has been granting crores of the fund for the development activities and security purposes. Some of the evi-

dences collected as part of the probe attracts CBI investigation,” he said. According to the reports, the IT team comprising officials from Ernakulam and Kollam reached Kohima on Monday and the team returned to Kerala on Thursday. Official investigating sources estimated that they could unearth money transfer of around Rs 300 crore from more than 150 bank accounts of various persons in Nagaland to accounts of Sreevalsam group chairman MKR Pillai and his relatives over the last 5 years. “Three banks in Kohima and Dimapur, residences of Pillai and his aides, his office and business places were checked as part of the probe,” IT official said. The IT officials also said that when was investigation was underway the there was little cooperation from the various government de-

partments in Nagaland. “We had little access to documents. The officials were less cooperative. Hence some of the crucial documents could not be collected. This is another reason why we would seek the assistance of CBI to carry out a parallel investigation,” IT official said. MKR Pillai, who started as constable retired as Addl. SP with Nagaland Police. IT, in the investigation found that MKR Pillai owns a wealth of more than Rs 1000 crore, the report stated. It may be recalled that the Nagaland Cabinet on July 12 terminated the service of MKR Pillai as PHQ consultant and directed the government to seek a report from the Income Tax department on the matter. Citing media reports, the Cabinet had also directed the PHQ to submit a report on the presence of a Nagaland Police truck noticed in Kerala.

PIL against backdoor appointments DIMAPUR, JUL 29 (NPN): ACAUT Nagaland along with Public Service Aspirants Nagaland (PSAN) have filed a Public Interest Litigation (PIL) in the Gauhati High Court, Kohima Bench on three issues in connection with backdoor appointments. In a joint statement, ACAUT and PSAN said the PIL was filed to quash and set aside the appointment of 51 backdoor appointees appointed against NPSC posts. Since the appointments were made after the June 6, 2016 court judgement, banning backdoor appointments, ACAUT and PSAN pointed out that such appointments were contempt of court. It further appealed to the court to quash the Office Memorandums 4/8/2008 and 11/8/2016 which empowers the government to regularize all backdoor appointments after three years of service. They said such action was in total contravention of the Supreme Court judgment, as passed in Umadevi Case (2006) which states that backdoor door appointment is illegal and ultravires of the Constitution. IMPHAL, JUL 29: After the flood, Manipur has been struck with the spread of vector-borne and other diseases particularly in Imphal Valley and Churachandpur district, a state Health department official said. On Saturday, there were reports of an outbreak of an unknown disease in the interior parts of Churachandpur district, particularly Henglep village, where around 41 people had fallen ill, most of them children. Most of the affected persons were rushed to the district hospital for treatments, officials said. The state Health department has been hectically engaging in combating outbreak of dreaded diseases like Swine Flu (H1N1), Dengue, Japanese Encephalitis and Scrub Typhus following the flood in Manipur. DIMAPUR, JUL 29 (NPN): Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, has directed the public not to construct buildings or permanent structures on both sides of the road from Purana Bazar to Chumukedima. In an order, the DC Dimapur stated that coming up of buildings and permanent structures were likely to encroach upon the right of way and disturb the proposed construction of four lane road along the said stretch of road. Therefore, the DC has directed not to carry out such activities within 13 metres from the centre of the road on both sides i.e. 26 metres should be left totally for right of way. DC cautioned that failure to comply with the order would attract strict legal action as per the Nagaland Eviction of persons in unauthorized occupation of Public Land (Amendment) Act 1978.

HYDERABAD, JUL 29 (IANS): BJP-led National Democratic Alliance (NDA) will get 55% vote share in 2019 general elections to retain power, party’s national spokesman G.V.L. Narasimha Rao claimed on Saturday. He said with 73% Indians supporting Narendra Modi’s government, as showed by a recent survey, and the BJP coming to power in one state after the other, the NDA’s vote share would go up to 55% from the 42% it polled in 2014. Rao said this would be only the second time in the independent India that a government would be formed with over 50% vote share. The BJP leader also forecast that for the first time, the Congress would get less than 10% votes. He also cited the survey by global polling giant Gallup, which revealed that with the support of 73%, Modi is the most popular leader and his government is among the most trusted in the world. Rao said that the BJP was expanding across the country and coming to power in states, where nobody gave it a chance.

But the MLAs, who were flown from Ahmedabad on Saturday morning, are getting “restive” with their mobiles taken away and jammers installed, party sources said. All roads in India to be concrete: Gadkari THANE, JUL 29 (PTI): Union Transport Minister Nitin Gadkari has said all the roads in the country would be converted into cementconcrete ones to ensure their stability and durability. “In Mumbai, the cement concrete roads built 20 years ago are still in a good shape. But some political leaders, bureaucrats and contractors do not wish that such roads should be constructed in Mumbai,” Gadkari said. “These people feel that tarred roads should be made and potholes should surface on them from time to time,” said. “All the roads in the country would be converted into cement concrete ones.
