GUWAHATI/ SHILLONG/ PATNA, JUL 30 (AGENCIES): With the monsoon trough moving toward northern parts of India, overflowing reservoirs and swirling rivers have claimed more than 58 lives over the last few days in Assam, Meghalaya and Bihar, displacing close to 50 lakh people and rendering tens of thousands homeless. National Disaster Response Force and State rescue and relief teams evacuated people from the danger zones and moved them to camps. In Assam, which was the worstaffected on Saturday, more than 29 people lost their lives in the floods, and about 19 lakh people in 3,300 villages were displaced from their homes. Close to 80 per cent of the Kaziranga National Park, home to the one-horned rhinoceros, lay submerged following the rains. Union Home Minister Rajnath Singh, accompanied by Minster for Development of North Eastern Region (DONER) Dr Jitendra Singh and Chief Minister Sarbananda Sonwal, conducted an aerial survey of the flood-hit areas of the state. State RJD unit dissolved DIMAPUR, JUL 30 (NPN): Rashtriya Janata Dal (RJD) Nagaland unit has decided to dissolve the party “as there was no progress seen further in the state”. In a press release, RJD Nagaland unit president Khetovi Kinny stated that the decision to dissolve the party was taken at an executive meeting on July 29, 2016 held at his residence. Kinny said the party also decided that it would discuss ways and means of the party members in the future. The meeting was attended by RJD state unit president, vice president, working president, mahila president, mahila vice president, state yuva president and general secretary.

Bihar flood situation still grim; 26 dead

Many rivers were flowing above danger level in Bihar as swirling flood waters continued to wreak havoc in the state with 26.19 lakh people affected. The 12 districts which are affected by the flood are Araria, Supaul, Darbhanga, Purnea, Kishanganj, Katihar, Madhepura, Bahgalpur, Saharsa, Gopalganj, East Champaran and Muzaffarpur. Around 1.86 lakh hectares of land have been affected by the floods caused due to rise in the water levels of rivers Mahananda, Bakhra, Kankai, Parmar and Kosi. Crops spread over 3.39 lakh hectares have been affected even as the quantum of loss was under assessment. Around 4.81 lakh people have been displaced while 2.47 lakh people were sheltered in the 412 relief camps being run by the government.

Prabhu lays foundation for India’s longest tunnel

IMPHAL, Jul 30: Railway Minister Suresh Prabhakar Prabhu on Saturday laid the foundation for construction of the country’s longest railway tunnel in Manipur’s Tamenglong district and Imphal Railway Station in Imphal. Tunnel No. 12 of Jiribam-Tupul railway line with a

length of 11.55 km will be the longest tunnel in the country. The minister also laid the foundation for Imphal Railway Station in Imphal’s Yurembam village, 13 km off state capital and 1.50 km off Imphal International Airport. In his address, Prabhu said that the railway would spend Rs 9,000 crore for construction of Imphal-Moreh

railway project. Prabhu said that a proposal for extension of railway line from Imphal to Moreh bordering Myanmar, would be taken up with the Finance Ministry. He urged the state government to co-orporate with the ministry in clearing the desk of the project from the Finance Ministry.

The architectural view of the Imphal Railway Station building and circulating area was planned by incorporating the architectural elements of Kangla Fort gate and Shree Govindaji Temple, the major archaeological sites of the state. He further stated that the Jiribam-Tupul railway line and Tupul-Imphal railway extension projects would link the state capital with other states. Prabhu informed that all the railway projects for connecting all northeastern states with broad gauge would be completed by 2020. Works for converting all the existing railway line to broad gauge have been nearly completion, only 43 km was left for completion, he added. Earlier, addressing the ceremony, chief minister O Ibobi Singh drew the attention of the railway minister on proposal of the extension of railway line from Imphal to Moreh. He reminded the Union minister about state’s proposal which was taken up during the 65th planetary session of North Eastern Council (NEC).

Rongmei recognition issue revived; CNTC issues 30-day ultimatum on govt. DIMAPUR, JUL 30 (NPN): Since 2012 when the DANII government, on the eve of the 2013 assembly election, notified Rongmeis as an indigenous tribe of Nagaland, it led to wide resentment among various tribes of Nagaland and the Nagaland Tribes Council(NTC) demanded revocation of the order. The demand also has the backing of various other tribes of Nagaland. Central Nagaland Tribes Council(CNTC)comprising of Aos, Lothas and Sumis, have issued a 30-day deadline with effect from July 30,2016 on the state government, to revoke recognition of Rongmei as an indigenous tribe of Nagaland and also resolved to demand that the endorsement by the Naga Hoho submitted to the government in September 22, 2008 be “withdrawn”. In a communiqué, CNTC warned the state government that the three tribes would resort to their own course of action if the demand was not met. The CNTC resolved to issue the ultimatum at a meeting of the apex bodies of the three constituent tribes on July 22 at Khehokhu village after a thorough deliberation. According to CNTC, the Rongmeis in Nagaland have no specific geographical territory within Nagaland and

granting recognition as a tribe of the state was unjustified and uncalled for. CNTC however said indigenous inhabitant status could be considered only to those who settled in Nagaland prior to 1963. CNTC termed the move for recognition as an “ulterior motive” and reiterated that if a small state like Nagaland went on giving indigenous tribe status to every inhabitant, then a day might come when the original inhabitants of present Nagaland would be “endangered by the ramifications of such thoughtless move”. CNTC reiterated that the state cannot afford to jeopardize its own interest and that of its future generation by granting indigenous tribe status fo “anyone demanding it” since such unwarranted actions only provided “ springboard for any outsider tomorrow” to demand the same status that would only spell “utter chaos” and “doom for the future generations.” Past demands: NTC had been on loggerheads with past and present chief ministersNeiphiu Rio and T.R.Zeliang over the issue when the state cabinet had purportedly overruled its own expert committee against granting status of scheduled tribe of Nagaland on Rongmeis. KOHIMA, JUL 30 (NPN): Government of India has recognized and approved the local indigenous pig breeding policy of the state, which is the first of its kind in the country. Disclosing this during his farewell programme held at V&AH directorate conference hall here on Saturday, the retiring director of veterinary and animal husbandry (V&AH), Dr. R. Thungchamo Ezung, also disclosed that the state veterinary college at Jalukie was all set to start its first academy season September 15, 2016, which would be inaugurated by the union minister on August 6 next. He said that in the initial stage there would a farmers’ training school adjacent to the college. Dr.Ezung said after a year, the school would be one of the best farmers’ schools in the country with four farms, farmer development section and knowledge bank in the college with all the required facilities. For that, he said many efficient department officers have been sent for the trainings in various places and urged them to set a model in the country.

2 Saudi convicts lynched by inmates in Imphal prison Ensure quality services Correspondent

IMPHAL, Jul 30: Two convicted Saudi Arabians, who allegedly killed an under trial prisoner, were lynched by a mob of prisoners inside Manipur’s Shajiwa Central Jail early Saturday. The two slain Saudi Arabians were identified as Yusuf (21), son of Siddiq, and Abdul Salam (22), son of Abdul Ahad, from Madinatul Manou Warh, Saudi Arabia. Both the foreign nationals were in the jail after they were arrested from Manipur’s Moreh town bordering with Myanmar in 2013 under Foreigner Act. They were in the jail awaiting their deportation after their sentence period expired on June 23, 2014. Their deportations were under process, jail officials said. An official report said that they were lynched by the prisoners who rose up in anger after duo allegedly killed an under trial inmate identified as one Thangminlian Zou alias Bobon (29), son of late Kapkhanpao of Muallum village

of Manipur’s Churachandpur district. The duo allegedly smashed skull of Zou with both blunt and sharp weapons, shortly after midnight, the source said. Zou was an under trail prisoner lodged in the same jail after he was arrested in 2010 in connection with a murder case. His case was under trial stage in a session court here. The source said that the incident occurred at around 1am at Cell no. 6 of Sector 1 of the Shajiwa Central Jail, Imphal east where all the deceased were lodged together. On learning the killing of Zou, other inmates of the jail forcibly opened the cell and retaliated against Yusuf and Abdul. Security personnel at the jail had to fire gun in the air, tear gas shells and mock bombs to put the situation under control. Yusuf and Abdul succumbed to their injuries in the assault by the mob before the security personnel intervened. Three security personnel including a jailor and an in-

mate sustained injuries in the fracas, jail officials said. Heingang police of Imphal East transferred the dead bodies to JNIMS hospital for post mortem after registering a case. While the body of Zou has been handed over to his family members, the bodies of the two foreigners were deposited at JNIMS morgue. State home minister Gaikhangam was not available for immediate comment on the incident. However, ADGP prison, P Doungel said that as the two deceased were from foreign country, officials were trying to get in touch with the embassy of Saudi Arabia in the country. “So far no response comes up from their end. If we could not get any response from the embassy of Saudi Arabia, the two will be disposed as per the law of the land,” he added. Additional DGP (Prison) said officials on duty at the jail with the help of police personnel from Imphal East District Police controlled the

No exact reason of how the incident happed was yet to be known, he said, adding that preliminary report said that Zou was beaten up following a heated argument over some personal belongings with the two foreigners. Furious on learning the deadly clash, other inmates started attacking the two foreign inmates after breaking the two locks that locked the cell. Inmates pulled out the two Saudis and thrashed them before taking the duo to a pond located inside the prison complex. The inmates then pelted stones and other sharp iron towards them. The two with serious injuries died in the pond, he added. Meanwhile, media reports said that Union ministry of home affairs has sought a report on the incident following Saudi Arabia seeking information on the killings of its two citizens. Indian authority was in touch with Saudi Arabia about the bodies of the two Saudi Arabians, it added.

The DAN-II government had maintained that recognition of Rongmei as a tribe of Nagaland was in lieu of some 1313 enumerated as Rongmeis in the electoral list. However, the state government’s own Election department had nullified the claim when it stated that “Rongmei is not found/not available” in the electoral roll under Kohima district since 1963. In July 2014 the Angami Public Organisation(APO) had also agreed with various other tribes of Nagaland and decided to urge upon the chief minister to derecognise Rongmei as a recognised indigenous community of the state. The APO at its executive meeting in April 2014 opined that opening of the door for recognition of other Naga tribes from other states(or country) would lead to demand by other Naga tribes of similar background such as Maos, Poumais, Tangkhuls, Hemis etc and added that if similar demands by other Naga tribes for recognition was denied then it would again amount to discrimination.

NEW DELHI, JUL 30 (NPN): Minister of State (Independent Charge) of Petroleum & Natural Gas, Dharmendra Pradhan, on Saturday held meeting with all District Nodal Officers (DNOs) of Eastern States and North Eastern States and stressed on the need of ensuring quality services to all LPG consumers. Pradhan appreciated the enormous enthusiasm and commitment shown by each DNO, being foot soldier of PM’s vision to bring qualitative change in the lives of millions of women. He also emphasised that DNOs to be more vigilant on involvement of any middle man and directed to reach out to every beneficiary. The minister directed all DNOs to organise distribution melas from August 15 involving freedom fighters to make 70th Independence Day. The scheme -PMUY was launched on May 1 last at Ballia, Uttar Pradesh. July 30 is the 90th day after launch of the scheme and a total of 23 lakhs connections have been issued so far under PMUY.

Ao bodies warn social media users

DIMAPUR, JUL 30 (NPN): Ao Senso Telongjem Dimapur (ASTD), Kohima Aor Telongjem (KAT), Ao Senso Telongjem Chumukedima (ASTC) and Ao Union Medziphema (AUM) have warned that a strong action would be initiated against any person indulging and making comments or statements against Ao community and its organizations on social media. In a joint press release, ASTD president Subu Jamir, KAT president Er. Talituba Sanglir, ASTC president Dr. Imtionen and AUM president Limakumzuk said they have come across some derogatory and demeaning remarks against the Ao Senden and its endorsed organizations such as the NTC, CNTC over its formation and functioning by some person in the social media. Further, they cautioned against misleading or creating confusion without knowing the ground reality. In case of any doubts, one should approach respective organisations “to clear the same and not resort to such callous remarks which will invite strong penalty.” K Y M C
