DUCCF demands immediate repair of Dimapur roads DIMAPUR, JUL 30 (NPN): Dimapur Urban Council Chairman Federation (DUCCF) has backed the Naga Council Dimapur (NCD) over its demand for the better roads and bridges in and Dimapur. DUCCF president Tsenthungo Lotha in a press statement demanded that the state government to take up immediate repair of roads which has been totally neglected for many years. He maintained that the road condition in and around Dimapur was in a deplorable condition where not only vehicles but even pedestrians cannot walk in the roads due to stagnant water. In view of the above, DUCCF urged the government to take up the work on war footing. DUCCF has also appealed to the medial department to be alert and monitor the situation as there was possibility of epidemic to occur due to flood season. The forum also extended appreciation to state government for providing relief to the flood affected people in Dimapur. Further, DUCCF acknowledged the state government for releasing the final payment of INSITU to the public of Dimapur.

Wild elephants destroy crops at Rilan

DIMAPUR, JUL 30 (NPN): A plantation farm around two bigha of land at Rilan village, Dimapur district was destroyed by a herd of four wild elephants on Saturday midnight. Rilan village chairman, Nribemo Ovung said that herd of wild elephants entered the village from Assam side and destroyed the barb-wire fence and standing crops including tapioca plants, maize and jackfruit trees. He said that the elephants were chased only after the villagers resorted to blank firing. Terming it as a serious threat to villagers due to frequent occurrences, the village council appealed to the authorities to initiate precautionary measures. (Staff Reporter)

DIMAPUR, JUL 30 (NPN): After the July 26, 2017 landmark judgment by the Supreme Court which struck down the power of the Assam legislative assembly to enact its own law for appointment of parliamentary secretaries, Nagaland Pradesh Congress Committee (NPCC) has demanded that the Governor nullify the appointments of all 26 parliamentary secretaries (in the rank of ministers of state) and nine advisors (cabinet rank). The apex court on July 26, ruled as “unconstitutional” the enactment of the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act 2004 on a PIL filed by a BJP member in 2005. NPCC president K.Therie had submitted a memorandum to the Governor at Raj Bhavan Kohima on July 28 demanding that appointments of parliamentary secretaries and advisors be nullified as “unconstitutional and without any legal sanction” in taking cognizance of the judgement by the apex court . NPCC pointed out that the Supreme Court judgement was binding all over India and therefore, urged upon the Governor to act upon it. Kma among 29 most quake-prone cities NEW DELHI, JUL 30 (PTI): Twentynine Indian cities and towns, including Delhi and capitals of nine states, fall under “severe” to “very severe” seismic zones, according to the National Centre for Seismology (NCS). A majority of these places are in the Himalayas, one of the most seismically active regions in the world. Delhi, Patna (Bihar), Srinagar (Jammu and Kashmir), Kohima (Nagaland), Puducherry, Guwahati (Assam), Gangtok (Sikkim), Shimla (Himachal Pradesh), Dehradun (Uttarakhand), Imphal (Manipur) and Chandigarh fall under seismic zones IV and V. These cities have a combined population of over 30 million. The Bureau of Indian Standards (BIS) has classified different regions in the country into zones II to V, taking into consideration earthquake records, tectonic activities and damage caused, the director of the NCS, Vineet Gauhlat, said. The NCS, which records earthquakes and carries out studies pertaining to micro-zonation of cities, comes under the India Meteorological Department (IMD). Seismic micro-zonation is the process of subdividing a region into smaller areas having different potential for hazardous earthquake effects.

Zone II is considered the least seismically active, while Zone V is the most active. Zone IV and V fall under “severe” to “very severe” categories respectively. Zone V includes the entire Northeastern region, parts of Jammu and Kashmir, Himachal Pradesh, Uttarakhand, the Rann of Kutch in Gujarat, parts of north Bihar and the Andaman and Nicobar archipelago. Parts of Jammu and Kashmir, Delhi, Sikkim, northern Uttar Pradesh, West Bengal, Gujarat and a small part of Maharashtra fall under Zone IV. Kusala Rajendran, a professor at the Indian Institute of Science, Bengaluru, and an expert on paleoseismology, earthquake recurrence and active tectonics, said most of the cities in the list have a high population density and fall in the Indo-Gangetic plains. “The Himalayan arc, stretching from upper Assam region to J&K, is known to be a high seismic zone and these cities in the Indo-Gangetic belt fall within reasonable limits of the Himalayas. So repercussions are bound to be felt there,” she observed. Ministry of Earth Sciences secretary, M Rajeevan said 31 new earthquake observatories will come up in the country by March next year.

DIMAPUR, JUL 30 (NPN): As the 15-day deadline set to expire on August 1, 2017 and with no positive response from the state government, the landowners of six villages affected by the railway project have decided to impose “indefinite” ban on the ongoing work with effect from August 1, 2017. GBs of Pimla, Dhansiripar, Razaphe Basa, Khemnok, Zutovi and Sokhuvi village, said that the ban will continue till the discrepancy on the rate of compensation of the land is settled. Therefore, GBs have urged the contractors to stop the work accordingly. Earlier, GBs of the six villages alleged that rate of compensation of Rs. 28.75 per square feet against Rs. 60 per square feet in Chumukedima area was discriminatory when major portion of the land acquired were paddy fields. They claimed that the cabinet decision to give Rs. 60 per square feet in Chumukedima area up to 18.400 km covers the lands of the six villages.

BENGALURU, JUL 30 (AGENCIES): Congress MLAs holed up in a resort in Bengaluru claimed on Sunday they went to Karnataka of their own accord, as the BJP was using the state machinery in Gujarat to threaten them ahead of the Rajya Sabha elections. In a press conference, the 44 MLAs presented a united stand and said BJP had tried to buy off 22 MLAs and had even offered to pay Rs 1,500 crore, but they have not succumbed. “BJP is trying to poach our MLAs for 1500cr rupees, but we resisted them. Our families are being threatened,” Congress leader Shaktisinh Gohil said. Congress had on late Friday night moved 44 of its Gujarat MLAs to a resort in Bengaluru to guard them against “poaching” by the BJP ahead of the August 8 Rajya Sabha polls in the state. BJP has denied reports of horse-trading and said the Congress’ actions has exposed its desperation. Zeliang was reaffirmed as legislature party leader on July 4 at a meeting of the legislators and also elected as the chief whip. During the second floor test on July 21, the Speaker had recognized chief minister T.R. Zeliang as chief whip on the strength of his election to the post on July 4. To set matter at rest, noted legal luminary and former Attorney General of India Soli Sorabjee said it is the political party and not the legislature party that appoints the Whip. KOHIMA, JUL 30 (NPN): Gorkha community of Nagaland under the aegis of Nagaland Gorkha Association (NGA) joined the “Global Gorkhaland Unity March” which was carried out in over 150 cities and towns across the globe on Sunday in a first of its kind event. In Nagaland, over 10,000 Gorkhas from Ko-

hima, Tseminyu, Zubza, Lalmati, Medziphema and other surrounding villages took part in silent procession organized by NGA in collaboration with Gorkha Public Panchayat Kohima and sister Gorkha NGOs. The rally started from Gorkha Public Panchayat complex, Chandmari Kohima and concluded at Raj Bhavan, where a memorandum was submitted to

the Prime Minister through Nagaland Governor, in support of creation for a separate Gorkhaland state to be carved out of West Bengal. In his address, NGA general secretary P.K. Thapa said that the unity march was to show to the Government of India and West Bengal that the people of Darjeeling were not isolated but the Gorkhas living across the globe are with

them. Thapa lamented that Gorkhas despite being Indian citizens for centuries, have been faced with identity crisis. This has hurt the sentiments of the Indian Gorkhas and for which the Gorkhas demand that they be treated on the basis of equality and trust just like any other citizens of this country, he added. In the memorandum signed by NGA president Nobin Pradhan and general secretary Prem Kumar Thapa, stated that Indian Gorkhas had been permanently settled in various parts of India, which accounts for about 1.5 crores in population. Darjeeling district and adjoining Dooars under Jalpaiguri district West Bengal, is the home of about 35 lakhs Gorkhas with an approximate area of 6,450 sq. km, NGA stated.
