The decision to extend current lockdown measures in Nagaland was taken at a meeting of the High Powered Committee (HPC) on COVID-19 in Kohima under the chairmanship of the state chief minister, Neiphiu Rio. Other HPC members who attended the meeting included- HPC co-chairman & deputy chief minister Y Patton; minister health & family welfare; minister
planning & coordination, LR & parliamentary affairs; chief secretary; additional chief secretary & development commissioner and senior government officials. The HPC was briefed by the home and health departments on the overall COVID-19 situation in the state. Both the school education department as well as higher & technical education departments briefed members on various measures being taken to ensure continuous learning of the students through both of-
fline and online modes during the lock down period. In view of the rise in COVID-19 positive case, three districts are currently under total lockdown— Kohima (July 25-31), Dimapur (July 26- August 2) and Mon (July 27-August 2). With public gripped by fears of community transmission, sources Wednesday said the district task forces of Kohima and Dimapur would have to take stock of the situation in the next few days before deciding on whether or not to extend the lockdown period.

(More on p-6) DCCI opposes: Dimapur Chamber of Commerce & Industry (DCCI) has expressed strong opposition to the transfer of DC and urged the government to put on hold his transfer order till such time Dimapur returned to normalcy. Expressing shock and outrage at the development, DCCI president Akashe K Zhimomi in a release questioned the logic behind the abrupt transfer of the incumbent at a time when the government and all sections of society were all engaged in fighting the COVID-19 pandemic, relegating all other activities and issues to the background. He also questioned the motive of the government in transferring the head of the district at a time when Dimapur was gripped by worst fears of the disease reaching epic proportions.

Delimitation exercise in Nagaland: Apex court seeks response from Centre
Correspondent
NEW DELHI, JUL 30 (PTI): The Supreme Court on Thursday sought response from the Centre on a plea challenging an order to resume the delimitation exercise in Nagaland based on a 2001 census. A bench comprising Chief Justice S A Bobde and Jusitces A S Bopanna and V Ramasubramanian tagged the plea with an earlier petition related to delimitation in neighbouring Assam. The petition sought quashing of the order passed by the centre on February 28, terming it “arbitrary and violative of Article 14 (equality) of the Constitution.” It sought a direction that the delimitation exercise to be conducted based on the 2021 census. The petition sought stay on the February 28 order passed by the Centre till the time matter is decided before the court. Earlier the delimitation exercise was deferred in the state by an order dated February 8, 2008. The petition said that the 2008 order was passed considering the law and order, disturbance to tribal equilibrium, ongoing peace talks etc.
KOHIMA, JUL 30 (NPN): At least ten(10) staff at the chief minister’s residential complex in Kohima tested positive for COVID-19 on Thursday. According to highly placed sources said the ten, that included security personnel and support staff, had tested positive for COVID. Sources informed that the security personnel are sent for sentry duty and were not from the CM’s inner security section. In a tweet, the CM’s Office said that chief minister Neiphiu Rio, as a safety precaution, was under home quarantine while strict adherence to Standard Operating Procedures (SOPs) have been put in place for primary and secondary contacts. Following the detection of positive cases, CMO said that the complex was sanitized and the residential office closed for 48 hours. However, CMO said the CM’s Office at Nagaland civil secretariat was functioning normally with all guidelines.
“The new order is arbitrary since the reasons continue to exist and there is no change in circumstances,” the petition, filed by Chakhesang Public Organisation (CPO) said. It further said that “the object of delimitation would best be served in case the last census i.e. 2011 census figures are made the basis for the delimitation exercise or the census of 2021 which is currently underway.” “State of Nagaland has a unique history of insurgency and is comprised of several tribes having their distinctive language, cultural and customs. It is because of these circumstances that the State of Nagaland enjoys special constitutional guarantee under Article 371A of the Constitution of India. “The impugned order seeking resumption of delimitation exercise based on 2001 census would certainly disturb the tribal equilibrium/demarcations and lead to abrogating their constitutional rights,” it said. It further said that that the grievance with the 2001 census figures for the State of Nagaland is marred by
Demand for ouster of state BJP chief Correspondent
KOHIMA, JUL 30 (NPN): After a short truce brokered by the party’s central leadership, dissidence has once again surfaced in Nagaland unit of BJP over the leadership issue. According to reports, some district presidents of the party launched a poster campaign in their areas seeking removal of State BJP president Temjen Imna Along. A twitter post showed photos of Peren, Tuensang, Noklak, Kiphire, Kohima, Phek, Wokha, Mon, etc, district presidents, besides Aboi subdivision, holding placards that read “Will not undertake any party activity unless the president was removed”, “No to liars, we want president with principles”, etc. Earlier, 10 district and organisational district presidents of BJP had demanded replacement of Along after accusing him of being dictatorial, autocratic and
not being transparent in financial matters, besides demanding implementation of one man, one post. In a memorandum to BJP’s national general secretary (Org) Ajay Jamwal, the district presidents also pointed out certain allegations against the incumbent State president. However, after a meeting in Delhi in mid-July, Jamwal claimed before Nagaland Post that there was no issue within the State BJP leadership and that the “miscommunication” between the leaders had been resolved, adding that there won’t be any change in the leadership. On the memorandum submitted by the 10 district presidents, he assured that the central leaders of the party would take a call when the time comes. Meanwhile, when contacted, a party insider told this correspondent that if the State president had to be replaced at all, there were four/five potential contend-
ers. However, he said so far there was no directive from the central leaders. Another party member asserted that the party would function as usual but admitted that dissent among certain district presidents were growing louder. According to him, the district presidents were given a false hope that they could impeach the State BJP president, “which they actually cannot”. He recalled how in the past signatures were appended and protest rallies were held with slogans and banners to remove previous presidents, but all of which failed, predicting that the current move too would meet a similar fate. Pointing out that never in BJP’s history had a State president been removed, he asserted that Along would remain as the State president because he was “constitutionally appointed” for the tenure 2020-23 on January 13 this year in the presence of party’s central leaders.
several fallacies and abnormalities which have not been corrected even after 14 years of protracted litigation. On July 19, 2020, a former legal advisor to the Election Commission (EC) had red-flagged the Centre’s order setting up a Delimitation Commission for Arunachal Pradesh, Manipur, Assam and Nagaland, calling it “unconstitutional” and “illegal”. S.K. Mendiratta, who served with the EC for over 50 years, wrote a letter to the three election commissioners last month, pointing out that the Law Ministry’s notification of March 6 violates the Representation of the People Act 1950. Section 8A of the RP Act 1950, introduced by Parliament in 2008, states that delimitation in the four North East states, when held, would fall within the EC’s remit. Hence, any delimitation exercise in Arunachal, Manipur, Assam and Nagaland by the new Delimitation Commission would be “declared void by the courts” and, subsequently, result in “wastage of huge precious public funds”, Mendiratta wrote in his letter.
Peren bodies threaten to launch phase-III stir
DIMAPUR, JUL 30 (NPN): Zeliangrong Students’ Union (Nagaland), Kuki Students’ Organization (N) and Zeme Youth Organization (N) Thursday threatened to launch third phase of agitation “any time soon” on the ground that the state government failed to fulfill its assurance to set up technical committee for better health facilities in Peren district. In a press release, ZSU (N) president Dithuibo Newmai and general secretary Adona Herie claimed that the government seemed “to give little less important to the genuine needs of the district.” Reiterating the demand, ZSU(N) said it had put its early agitation on halt with the hope that government would be sincere to their commitment. However, ZSU(N) cautioned that if the government failed to fulfill its commitment, it would be forced to take up its third phase of agitation and for which the government would be fully held responsible in the event of day night, around 8.30 p.m., any untoward incident. close to the Indo-Myanmar border. CEOs of Amazon, Apple, Facebook & Google grilled 3 AR jawans killed in joint
WASHINGTON, JUL 30 (AP): Congressional lawmakers finally got a chance Wednesday to grill the CEOs of Big Tech over their dominance and allegations of monopolistic practices that (Cont’d on p-5) stifle competition. But it’s not clear how much they advanced their goal of bringing some of the world’s largest companies to heel. Invective flew as legislators questioned Facebook’s Mark Zuckerberg, Amazon’s Jeff Bezos, Sundar Pichai of Google and Tim Cook of Apple at a hearing of the House Judiciary subcommittee on antitrust. For the last year, that panel has probed the business practices of the Silicon Valley giants with an eye to determining if they need to “With only 3 out of 10 be regulated more heavily, reporting for work, it or even broken up. startling revelations or striking confrontations. While the executives faced hostile questioning and frequent interruptions from lawmakers of both parties, little seemed to land more than glancing blows. The CEOs testified via video to lawmakers, at times appearing together on the committee room display as tiny individual figures in a mostly empty array of squares. Most committee members were seated, masks on, in the hearing room in Washington. The execs provided lots of data purporting to show how much competition they face and just how valuable their innovation and essential services are to consumers. But they sometimes struggled to answer pointed questions about their business practices. They also confronted a range of other concerns about alleged po-
litical bias, their effect on U.S. democracy and their role in China. The panel’s chairman, Rep. David Cicilline, a Rhode Island Democrat, said each platform controlled by Facebook, Amazon, Google and Apple “is a bottleneck for a key channel of distribution.” “Whether they control access to information or to a marketplace, these platforms have the incentive and ability to exploit this power,” he said. “They can charge exorbitant fees, impose oppressive contracts, and extract valuable data from the people and businesses that rely on them.” “Simply put: They have too much power.” The four CEOs command corporations whose products are woven into the fabric of everyday life, with millions or even billions of customers, and a combined
market value greater than the entire German economy. One of them, Bezos, is the world’s richest individual; Zuckerberg is the fourthranked billionaire. And they had a few rough moments. Pichai and Zuckerberg, for instance, appeared discomfited when pressed about unsavory aspects of their companies’ businesses, but got respites when their inquisitors ran out of time. Bezos also acknowledged that alleged misdeeds at Amazon — such as reports that the company has used data generated by independent sellers on its platform to compete against them — would be “unacceptable” if proven to be true. Outside observers were able to draw radically different conclusions from the event. Richard Hamilton Jr., a former Justice Department
