India-China border standoff continues India pushes more troops to Doka La

NEW DELHI, JUL 2 (AGENCIES): A tense environment is reeling round the Sikkim border where Indian and Chinese troops are locked in a standoff. While Beijing jumped into the matter and demanded the withdrawal of Indian troops from the Sikkim sector as a precondition for “meaningful dialogue” to resolve the situation, India expressed its deep concern over China constructing a road in the disputed Doklam area near Sikkim. India has pushed in more troops in a “non-combative mode” to strengthen its position in an area near Sikkim, where its soldiers have been locked in a standoff with Chinese troops for almost a month now in what has been the longest such impasse between the two armies since 1962. India brought in more troops after the destruction of two of its bunkers and “aggressive tactics” adopted by the Chinese People’s Liberation Army (PLA), sourc-

2 earthquakes hit NE states Correspondent/Agencies

SHILLONG, JUL 2: Two mild earthquakes measuring 3.1 and 4.9 on the Richter scale shook the North Eastern region of the country on Sunday morning at 10.14 am and 10.57 respectively. Sources from the Indian Meteorological Department informed that the first quake with its epicentre in Kokrajhar, Assam was felt at 10.14 on Sunday morning and was swiftly followed by another 4.9 magnitude quake with its epicentre in the MyanmarIndia border region at 10.57 am. It may be mentioned that a 5.0 magnitude quake shook the region on Saturday with its epicentre of the quake at Myanmar-India border region at 12.31 p.m. Assam, Meghalaya, Mizoram, Tripura, Nagaland, Arunachal Pradesh and Manipur-- are considered by seismologists as lying in the sixth major earthquakeprone belt in the world.

Clarification

DIMAPUR, JUL 2 (NPN): A propos the news item ‘Brick Rates revised from July 1’ published on July 2, the rates for broken bricks should be read as Rs 3,300 to Rs 3,350 per truck load (at brick kiln) and not as rendered.

es said. In a “non-combative mode”, the nozzle of a gun is placed downwards. Giving details for the first time about the events that preceded the face-off between the two armies, sources said the PLA on June 1 asked the Indian Army to remove the two bunkers set up in 2012 at Lalten in Doka La, which falls in the vicinity of Chumbi Valley at the corner of IndiaBhutan-Tibet tri-junction. The Indian Ar my, which had been patrolling this area for many years, decided in 2012 that two bunkers would be positioned there as a backup option, besides providing security to the Bhutan-China border.

The Indian Army forward positions informed Sukna-based 33 Cor ps Headquarter in North Bengal about the Chinese warnings on the bunkers, the sources said. However, during the night of June 6, two Chinese bulldozers destroyed the bunkers, claiming that the area belonged to China and that India or Bhutan had no right over it, the sources said. Indian troops on the ground prevented the Chinese men and machines from doing any further damage or transgressing into the area, they said. Additional forces from nearby brigade headquar-

ters, located 20 km from the face off point, were moved in on June 8 during which a scuffle led to soldiers on both sides suffering minor injuries. PLA troops were rushed in from its 141 division located in the area, prompting the Indian Army to also strengthen its position. This is the longest stand-off between the two armies since 1962. “Our position to uphold our territorial sovereignty is unwavering. We hope the Indian side can work with China in the same direction and immediately withdraw the personnel who have overstepped and trespassed into Chinese border,” Chinese foreign ministry spokesperson Lu Kang had told the media in Beijing last week. PLA spokesman Col Wu Qian also spoke a tough language while making a reference to the 1962 SinoIndia conflict, saying that New Delhi should “learn historical lessons”. Qian described Indian Army Chief General Bipin Rawat’s remarks that India was ready for a “two-and-ahalf front war” as “extremely irresponsible” and asked

him to “stop clamouring for war”. Meanwhile, China has released a map to back its claim that Indian troops “transgressed” into the Doklam area of the Sikkim sector, which it claims as part of its territory. In the map, released by the Chinese Foreign Ministry, a blue arrow with markings in Chinese points Indian troops alleged transgression into the area to prevent the PLA troops from building a strategic road. The map is in addition to the photographs released on Thursday purportedly showing Indian troops on the Chinese side of the border. China calls off annual media trip: China has called off the annual media trip that it organises for journalists to travel to Tibet. Following the recent border stand-off between Chinese and Indian troops, the tour of five Indian and as many Nepalese journalists has been cancelled. No official reason was given by the embassy officials to the journalists. The trip was to commence from July 8 and end on July 15.

Centre may consider setting up NE police body Bhattacharya told ET, “In the lines of Interpol which is facilitating international police cooperation, we are launching NEPOL for greater cooperation among states of the region. West Bengal and Sikkim will be members of it besides seven states of the region.” Lt. Gen. Shokin Chauhan, Director General of Assam Rifles offered training for NEPOL at the Assam Rifles Training Centre in Dimapur. The Multi-Agency Centre (MAC), comprising as many as 26 agencies involved with counter-terrorism and counter-insurgency, meets in Delhi every day, while the state-level Subsidiary Multi-Agency Centre (SMAC) meets at least once a week to exchange inputs so that immediate action can be taken. Efforts are now on to take such mechanism right up to the district level

for further improvement in coordination among different agencies working on the ground level. Another major issue discussed in the two-day meeting was the importance of forensic science laboratories in investigation of crime. It has been found that in most states of the region, forensic science facilities are far from adequate to deal with the situation and there is urgent need for upgrading the labs. Forensic experts from other parts of the country were also brought to exchange ideas with the police personnel of the North Eastern states and the state governments of the region have been requested to formulate detailed plans to augment the forensic test facilities not only for investigation of crimes but also to deal with the problems of insurgents using the cyber space.

ST status demand: 12-hr Assam bandh

G U WA H AT I , J U L 2 (AGENCIES): Government of India will actively consider the proposal for setting up of North East Police Organisation (NEPOL) on the lines of INTERPOL to ensure better coordination among the police forces of the North Eastern states to prevent crimes, sources said. Meanwhile, the poor infrastructure of forensic science laboratories in the Northeast has become a matter of serious concern and the state governments have been requested to chalk out plans for their improvement and submit reports to the Centre. Security sources told The Assam Tribune that the proposal for creation of the NEPOL was mooted by the Assam Police in the conference of the heads of police forces of the NE states held in Guwahati. The matter would receive

DIMAPUR, JUL 2 (NPN): In a continuing tirade with NPF, the Nagaland Pradesh Congress Committee (NPCC) renewed its attack on NPF for justifying the appointment of Khriehu Liezietsu as advisor to CM with cabinet status “as reward for his supreme sacrifice” . NPCC media cell said use of the work “supreme sacrifice” liberally has now become the “facade for all illegal activities of NPF”. NPCC said it was for the “first time in any political history, we are hearing about the son making supreme sacrifice so that his father continues to be chief minister and the father rewarding his son to be his advisor after performing rites of so called supreme sacrifice at NPF,CEC meeting.” While reiterating that it has no issues in the fatherson combine running the affairs of the NPF as their

“active consideration” of the Centre, they added. Though the coordination of state police forces of the region improved considerably over the years, there is scope for further improvement. There are some crimes like vehicle theft, human trafficking, etc., in which inter-state gangs are involved and only real-time sharing of inputs can help in checking such crimes. The idea of the Northeast Police Organisation is to improve coordination at all levels in the police forces and better connectivity, possibly up to the police station level. Sources said there are national- and state-level intelligence sharing coordination committees, but they mostly deal with terrorism and insurgency. Assam Additional Director General of police (Special Branch) Pallab

personal fiefdom, NPCC however said the affairs of the government was a separate issue. NPCC alleged that “there can be no greater case of nepotism than Dr. Shürhozelie appointing his unmandated son, who had recently resigned as legislator to pave way for him.” Rather than taking pains to explain about parliamentary norms and procedures on the ascension of Dr Shürhozelie as chief minister, NPCC said that the NPF should instead be ashamed that there was no suitable or capable legislator among the 48 party legislators to take over as the chief minister. “This shows the depth of leadership crisis in NPF that had to fall back on an unmandated leader to give them some breathing space,” it added. On the issue of NPFBJP alliance, NPCC said, despite NPF saying that both NPF and BJP were

natural allies and recalling their relationship back to 1977, it said the alliance was based more on convenience of petty politics. NPCC said the opportunism of BJP was evident despite NPF humiliating them in May 2009 when two BJP legislators were forced to resign and merge with NPF after Congress led UPA retained power at the centre and for which, NPF had offered unconditional support. NPCC said that the most amusing spectacle was of BJP calling “NPF 200% corrupt” and NPF labelling “BJP as anti-Christian party” in recent times while cohabiting with each other. It further pointed out that the tirade against NPCC president K. Therie was a payback of ungratefulness. NPCC said it was Therie “who single handedly revived the dying Cock party and propelled it to power in (Cont’d on p-7) 2003.”

CNTC slams R&B minster, deptt for deplorable roads DIMAPUR, JUL 2 (NPN): Taking serious note of the deplorable road conditions in the state, while supporting the demand of the Western Sumi Students Union (WSSU) for immediate repair of roads, the Central Nagaland Tribes Council (CNTC) has lambasted the Roads & Bridges (R&B) minister and the department. Asserting that the roads were worsening each passing day, CNTC through its media cell demanded that the minister “wake up from his slumber and owe full responsibility.” CNTC said “never has the state come under such appalling and awful conditions of the roads as now and the R&B minister instead of shifting the blame on his engineers or contractors, should own full responsibility.” CNTC said it was his duty to ensure that works are carried out properly and sincerely with good workmanship and quality works. However, CNTC lamented that most of the roads were in dilapidated conditions with water-logging, huge potholes and crater like holes in every nook and corner of the state.

Despite the fact that the road conditions were worsening every day, CNTC said there has been “no tangible effort or any responsible action with any serious concern shown by the department and the R&B minister.” It also pointed out that commuters have been facing undue hardship and lives were being endangered, while some have lost their lives. There is not a single person who is not dismayed by the road conditions, it added. Pointing out that adequate funds were already sanctioned by the Centre, CNTC said the minister along with the department should be embarrassed by the pathetic roads rather than justifying feeble excuses like no funds time and again in the media. It urged upon the department to “pull up its socks and roll up its sleeves and start working giving good quality roads to the people.” CNTC further demanded that the R&B minister and the department “show its accountability and prove its worth by properly repairing and maintaining whatever remains of the socalled roads now.”

the BJP’s South Goa district headquarters. “BJP has resolved to have functioning party offices in every district in the country before December 2018. We may have started late but the pace has picked up,” Shah said. Shah, who arrived in Goa on a two-

G U WA H AT I , J U L 2 (AGENCIES): Due to non fulfilment of assurances given by the Assam government in awarding Scheduled Tribe status to six communities-- Koch Rajbongshi, Moran, Motok, Tai Ahom, Chutia and Tea Tribes of Assam, a 12 hour Assam bandh has been called by the apex body of the six communities on July 3 starting from 5 am. It is speculated that bandh is likely to affect the districts of Sivasagar, Jorhat and Golaghat, bordering districts with Nagaland. Travellers are advised to avoid using the routes in these Assam districts. Earlier, announcing the protest programmes, Arunjyoti Moran, president of All Moran Students’ Union said: “We are calling a 24hour Assam bandh from 5am on July 3 and will block rail movement on July 11.” K Y M C
