USSC objects to CSC post result DIMAPUR, JUL 3 (NPN): United Sangtam Students’ Conference (USSC) has raised objection to the recently declared results for the post of CSC manager under Nagaland State e-Governance Society (NSeGS) department of Information Technology and Communication. In a press note, USSC general secretary Achum Thonger while expressing dismay, demanded that since priority was not accorded to local inhabitants/ applicants, the department needed to review the results and withhold the joining report. USSC said local inhabitants/applicants of the district should have been given the first priority when any vacancy arises. It further urged all the departments in the district “to call back all the attached govt. servants be it contract or regular appointment for the smooth functioning of the administration and for the convenience of the public”. Meanwhile, USSC said it would organizing a memorial service in honour of late Isak Chishi Swu NSCN (I-M) chairman as per the directive of the ENSF at Deluxe point Kiphire on July 4 at 5:30 p.m. In this regard, USSC has also asked all educational institutions to remain close.
MVC demands black topping of LHEP road

MOYA (LIKIMRO), JUL 3 (NPN): Moya village council (MVC) has earnestly appealed to the state government in black topping Likimro Hydel Electric Project (LHEP) road, the second largest hydro project (24 MW) in the state. MVC chairman, K. Tsalimong Yimchungru told this correspondent, that the government should give top priority in black topping the road so that this hydel project should become a “successful project” in reality. The chairman further said that since the road has been neglected by the power department and government for the past many years, the village council used to maintain the road from their own contribution. It may noted, that there has been a sign of improvement in transmitting the power at LHEP, after the project was handed over to the NEC Energy Pvt. Ltd by the state government.
Wangtin appeals to Muivah, Kitovi
DIMAPUR, JUL 3 (NPN): NSCN (Reformation) president Y. Wangtin Naga in an open letter to the ato kilonsers of NSCN (I-M), Th. Muivah and GPRN/NSCN, N. Kitovi Zhimomi, stated that NSCN (R) “has no problem with any NPG and ready to shake hands with all of them”. Wangtin said he was impressed to see “all NPGs leaders mourned together for our great leader late Baba Isac Swu and shared the grief and distress together as one people”. Touched by the scene of unity, Wangtin said it brought tears of joy like never before. Urging Muivah and Kitovi to “come closer”, Wangtin said “let your action shock the Nagas in particular and entire world in general to fulfill the dream of the Nagas?” (Full text on p-6)

130 killed in Baghdad blasts
BAGHDAD, JUL 3 (IANS): At least 130 people, including children and women, were killed in two overnight bombings in Baghdad, most of them in busy areas, as residents shopped ahead of Eid-ul-Fitr, police and medical sources said on Sunday. In the deadliest bombing -- the most lethal single attack in Baghdad this year -- which hit Karada, a busy shopping district in the centre of Baghdad, 125 shopers were killed and over 100 others wounded, according to police and medics. The second blast -- of an improvised explosive device -- in eastern Baghdad left five people dead and 16 others wounded. It was earlier reported that a bobby-trapped car blew up in the area. No group has so far claimed responsibility for the attack. The Karada street in the mainly Shia area thronged with crowds shopping ahead of the Eid festival. The blast struck as families and young people were out on the streets after breaking their daylight fast for the holy month of Ramadan, which ends later this week. The Islamic State terror group claimed responsibility for the bombing in a statement posted online, saying it had deliberately targeted Shia Muslims. The group considers Iraq’s Shia Muslim majority to be heretics and frequently targets them in attacks in the country. The statement,however, could not be independently verified.

IS issued a statement claiming the suicide car bombing, saying it was carried out by an Iraqi as part of the group’s “ongoing security operations”. Hours after the bombing, Iraq’s Prime Minister Haider al-Abadi visited the blast site. Video footage uploaded to social media showed an angry crowd, with people calling Abadi a “thief ” and shouting at his convoy. “The terrorist groups carried out such desperate deadly attack as a result of being crushed in the battlefield,” a statement from Abadi’s office said, referring to the latest defeat of the IS in the country’s western province of Anbar. The Baghdad attacks came just over a week after Iraqi forces declared the city of Falluja “fully liberated” from the group. Over the past year, Iraqi forces have racked up ter-
ritorial gains against IS, retaking the city of Ramadi and the towns of Hit and Rutba, all in Iraq’s vast Anbar province west of Baghdad. Before the launch of the operation to retake Falluja, the Iraqi Prime Minister was facing growing social unrest and anti-government protests in Baghdad sparked in part by popular anger at the lack of security in the capital. In one month, Baghdad’s highly fortified Green Zone, which houses government buildings and diplomatic missions, was stormed twice by anti-government protestors.
ISIS plans to attack India
Islamic State has made its intentions clear of launching terror attacks in India through its bases in Bangladesh and Pakistan. In an interview with the
group’s online magazine Dabiq in April, Shaykh Abu Ibrahim Al-Hanif, ‘Amir of Khilafah in Bengal’ said that once the group manages to build bases in Bangladesh, it will launch raids in east and west of India. Shaykh asserted that Bengal(IS calls Bangladesh as Bengal) has a strategic location and building a jihadi base there will facilitate ISIS to launch guerrilla attacks in India. Bengal is located on the eastern side of India, whereas Wilayat Khurasan is located on its western side. Thus, having a strong jihad base in Bengal will facilitate performing guerrilla attacks inside India simultaneously from both sides and facilitate creating a condition of tawahhush (fear and chaos) in India along with the help of the existing local mujahidin there,” Hanif told Dabiq.

High alert on Indo-Bangla border in 5 states after Dhaka carnage
Kolkata/Agartala, Jul 3 (PTI): A high alert has been sounded on the Indo-Bangla border in the five states of West Bengal, Tripura, Meghalaya, Assama and Mizoram in the wake of the terror attack in Dhaka with the Border Security Force(BSF) stepping up its vigil. India and Bangladesh share a 4,096 km-long international border, the fifth-longest land border in the world, with West Bengal having the highest length with 2,217 km. The length of the border in the other four states is Tripura(856km), Meghalaya(443km), Assam(262km) and Mizoram(180km). The West Bengal administration has asked the state police to be on high alert and take serious note of any suspicious movement in the border districts. “All police stations along the Indo-Bangla border have been alerted and all border districts have been told to keep a close eye on any suspicious movement,” a senior police official of the West Bengal Police said. Ve h i c l e s a r e b e i n g checked at various entry and exit points in the districts bordering Bangladesh, which has declared a two-day state mourning after the attack on a cafe in Dhaka’s diplomatic zone on Friday night resulting in the killing of 20 persons, all
foreigners, who were taken hostage. As it was a festival season with Eid and Ratha yatra to be celebrated, a strict vigil was being maintained on the border. But after the attack in Bangladesh, the BSF had further intensified the vigil and special operations were on, IG BSF Sandeep Salunke had told PTI yesterday. Salunke also said that the BSF was in touch with Border Guard Bangladesh and keeping a close eye on the situation. A top police official in Agartala said that as soon as the attack broke out BSF and all other security forces including Tripura police, were alerted so that no unwanted elements could cross the border to enter Indian territory. BSF Inspector General (Meghalaya Frontier) P K Dubey said the force has been put on “very high alert” along the Indo- Bangladesh border in Meghalaya. “The force has been put on very high alert along the Indo-Bangladesh border following the armed attack in Dhaka. Security has been tightened,” Dubey said. Dubey said he had spoken to officials of Meghalaya Police for coordination and sharing of information as soon as news of the killings came in. Meghalaya has over 100 “gaps” consisting of streams, rivers and drains apart from
the unfenced 90-km stretch along its 443-km border with Bangladesh. Accordingly, the BSF has sought cooperation of all state and central intelligence units to ensure that no illegal cross-border movement takes place, he said. Police personnel posted close to the border have been alerted and asked to keep strict vigil in close coordination with the BSF, a senior police officer said. The Assam police said it had instructed SPs of all districts, especially the border ones, to keep a strict vigil for any possible ISIS activity in the state. According to a press release by the Assam Police, all the SPs have been instructed to gear up their intelligence machinery and keep a close watch on the situation. Although authorities have not perceived any footprint of ISIS in Assam in the recent past, considering the gravity of the situation in the neighbouring country the alert has been issued, it explained. “The SPs of Cachar, Karimganj and Dhubri, and BSF along the Assam-Bangladesh border have also been cautioned to be on maximum alert,” the statement said. Several modules of JMB in Assam were busted in the aftermath of Khagragarh blast in Burdwan district of West Bengal on October 2, 2014.
Anomalies detected in SWD: NPRAAF Fuel adulteration racket: ACAUT DIMAPUR, JUL 3 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has claimed to have unearthed various anomalies in distribution of Grant-in-Aid (GIA) to various organizations by Social Welfare department (SWD) under four Centrally-funded welfare schemes for the year 2015-16 in Dimapur. In this regard, NPRAAF served one-month deadline to SWD, demanding appropriate action against those officers and staff responsible for such gross anomalies and irregularities. NPRAAF information and publicity cell in a RTI response by the department claimed that anomalies were detected in various schemes- voluntary organizations dealing with children homes under non-plan, children homes under plan, old age homes and drug abuse. Interestingly, during physical verification of the beneficiaries, NPRAAF found out that two government organizations deducted Rs. 5000 each from some of the beneficiaries. The forum expressed surprise that the deducted amounts
were added into the amount of GIA and shown as given to the beneficiaries. In one of the RTI document, one children home was shown as beneficiary of Rs. 80,000, NPRAAF alleged. Therefore, when the particular children home claimed the amount from the department, that children home was “initially threatened of withholding the amount if the children home was connected with filing of RTI in the department”. NPRAAF said despite its efforts to locate some children homes and societies, which were shown as recipients of GIA, it could not be traced. In another case, NPRAAF claimed that a particular organization was shown as a recipient of two different GIAs under Children Homes and Old Age Homes. When NPRAAF verified, such organization under the same name was found to be non-existence. NPRAAF was also astonished to see that an “office expenses” of Rs 50, 000 was shown under the list of GIA for Children Homes under Non-
Plan during 2015-16. However, NPRAAF claimed that such office expenses was never known and shown under any scheme or financial year, Plan or Non-Plan. Besides physical verification of beneficiaries in Dimapur for the year 2015-16, NPRAAF alleged that when it enquired from other beneficiaries in other districts, several homes denied of receiving any GID as shown in the RTI document. The forum also claimed that a certain individual was shown as a recipient of a certain amount during 2013-14 under Drug Abuse scheme. But in the RTI, it was mentioned that GIAs were given to “Voluntary Organizations” and nothing mentioned about eligibility for individuals to avail such benefits. In the light of the issues, NPRAAF demanded that the SWD distribute GIA to all those organizations which have been mentioned as beneficiaries. NPRAAF also demanded that the department strike out the names of non-existent organizations shown as beneficiaries and utilize the resultant funds in an appropriate manner.

DIMAPUR, JUL 3 (NPN):Against the backdrop of the fuel adulteration racket discovered by a combined team of ACAUT Nagaland volunteers, district civil and police officials, Media Cell of ACAUT have termed it as a conspiracy since the past 15 to 20 years . ACAUT said the conspiracy by the fuel adulterators, landlords, NPGs, administrative officials, F&CS department, police and politicians of having “gained enormous wealth at the cost of the common man.” ACAUT said that though it was inappropriate for it to comment on the integrity of the state judiciary “thanks to an archaic piece of whip called contempt of court “; the public was depending on the courts not only to sentence all suspects to full jail term but also attach properties and added that it would be unfortunate if public loses faith in the judiciary. ACAUT has listed names of outlets of some fuel adulterators for action by the public and authorities, especially in the districts where the outlets allegedly sell adulterated fuel. It also pointed out that the outlets were “benami properties of the named adulterators” meaning, they were registered under names of Nagas. ACAUT further alleged, that the “fuel mafia” unfairly availed licenses under ST/educated unemployed/widow
category as per criteria for eligibility but misuse it and where most of the ‘namesake Naga owners” were paid commission from Rs.40,000 to Rs.One lakh a month. Since the outlets were allegedly “misused and misappropriated for criminal activities”, ACAUT demanded that the state government and district administration immediately seal and cancel permits of the outlets and as an example, asked the Dimapur administration to lead by example so that other districts would follow. The following were individuals with the outlets allegedly involved in adulteration as named by ACAUT: 1. Lalmohan Choudhary(5)- three outlets in Dimapur (Ghorapatti, 6th Mile and 4th Mile), one at Kukidolong and Jalukie; 2. Srikanth Prasad(4)- one at 2 ½ Mile, 7th Mile (near Bottling Plant) Dimapur, one each in Piphema and Kohima; 3. Dinanath Prasad (7)- Two in Dimapur town, one in (Chumuokedima, one in Kohima, Wokha, Phek and Kiphire and Umesh (2) one in Dimapur and one in Phek. ACAUT media cell also stated that it was in possession of list of properties of al “fuel adulterators” which would be handed over to the government if and when the latter decided to attach the properties.

Even on July 7, Prime Minister Modi will have no time due to his scheduled tour of four African nations from that day. Rashtrapati Bhavan sources said they have not yet received any message from the PMO to get ready for swearing in the new and promoted ministers. “We usually require a minimum of 48 hours to make all preparations and hence we do not expect it at least on Monday now since no intimation arrived till Saturday evening,” a Rashtrapati Bhavan official said. The reshuffle may coincide with the changes in the ruling BJP. The much-delayed appointments of the central office-bearers and reconstitution of the national executive has been held up all these months to explore possibility of taking out some ministers for party duties and sending some office-bearers to the ministry, the party sources said. The reshuffle will be mostly confined to appointment of the ministers of state (MoS), promotion of some MoSs and two, three cabinet ministers changing positions.

IMPHAL/NEW DELHI, JUL 3: United Committee Manipur (UCM) on Sunday affirmed that it would not accept any kind of settlement between Government of India and NSCN (I-M) if it directly or indirectly compromises Manipur’s territorial integrity. Talking to reporters on the sidelines of UCM 16th Foundation Day programme at Imphal on Sunday, its president Elangbam Johnson also asserted that the committee would oppose the move of the government for formation of a pan-Naga council in the state. UCM, an umbrella organisation of various civil societies, was formed after June 18, 2001 uprising against the extension of ceasefire with NSCN (I-M) without territorial limit. “Manipur is in a difficult situation so far as its territorial integrity is concerned. Not only internal but external forces are also challenging its unity and integrity,” Johnson
said. Since Government of India has been working out to deliver solution to the Naga issue by this year, he however made known that the committee has been closely observing the developments. During several meetings with the Interlocutor for Naga talks, R.N. Ravi, Johnson said it had clearly tabled its stand, that “any sort of settlement that hurt the common interest of the Manipur will not be accepted”. Nearly a year has passed after signing of the Framework Agreement between Government of India and NSCN (I-M), however nothing has been made clear to the people, he said. “If the agreement happens to include any proposal like formation of a pan-Naga council which would look into the welfare of all the communities living in North East India and beyond”, Johnson said UCM and the people of Manipur would stand against it. Leaders of various civil society organizations, while
speaking at the foundation day, also criticized Government of India for not revealing the details of the Framework Agreement. While hitting out at the Centre for its failure to respond positively to UCM’s talk proposal, the leaders made clear that the Centre could not by-pass Manipur government while signing any important agreement with NSCN (I-M). “UCM had proposed for a talk with the Centre. However, no response has come up till date,” they added.
‘Swu’s death not to affect talks’
The passing away of NSCN (I-M) chairman Isak Chisi Swu is unlikely to impact the outfit’s ongoing negotiations with the Centre for a permanent settlement to the Naga issue, according to a senior government functionary. The functionary told Times of India that while Swu was indeed chairman of the Naga outfit, it is general
secretary Th Muivah who was effectively running the show and leading negotiations on the framework agreement signed earlier with Centre’s interlocutor for Naga talks R.N. Ravi. “Centre’s interlocutor Ravi and Muivah have been engaged in several round of talks since August last year, when the ‘historic’ framework agreement was signed by them in the presence of Prime Minister Narendra Modi, home minister Rajnath Singh and national security adviser Ajit Doval. The accord laid down the broad contours within which the Naga settlement would be worked out. Ever since, sufficient progress has been made to work out terms of a permanent settlement,” said a senior home ministry officer. “The solution therefore lies in protracted and exhaustive negotiations with all possible Naga factions, to make the final agreement more broad-based,” the officer added.
