USSC objects to CSC post result DIMAPUR, JUL 3 (NPN): United Sangtam Students’ Conference (USSC) has raised objection to the recently declared results for the post of CSC manager under Nagaland State e-Governance Society (NSeGS) department of Information Technology and Communication. In a press note, USSC general secretary Achum Thonger while expressing dismay, demanded that since priority was not accorded to local inhabitants/ applicants, the department needed to review the results and withhold the joining report. USSC said local inhabitants/applicants of the district should have been given the first priority when any vacancy arises. It further urged all the departments in the district “to call back all the attached govt. servants be it contract or regular appointment for the smooth functioning of the administration and for the convenience of the public”. Meanwhile, USSC said it would organizing a memorial service in honour of late Isak Chishi Swu NSCN (I-M) chairman as per the directive of the ENSF at Deluxe point Kiphire on July 4 at 5:30 p.m. In this regard, USSC has also asked all educational institutions to remain close.

MVC demands black topping of LHEP road

MOYA (LIKIMRO), JUL 3 (NPN): Moya village council (MVC) has earnestly appealed to the state government in black topping Likimro Hydel Electric Project (LHEP) road, the second largest hydro project (24 MW) in the state. MVC chairman, K. Tsalimong Yimchungru told this correspondent, that the government should give top priority in black topping the road so that this hydel project should become a “successful project” in reality. The chairman further said that since the road has been neglected by the power department and government for the past many years, the village council used to maintain the road from their own contribution. It may noted, that there has been a sign of improvement in transmitting the power at LHEP, after the project was handed over to the NEC Energy Pvt. Ltd by the state government.

DIMAPUR, JUL 3 (NPN): NSCN (Reformation) president Y. Wangtin Naga in an open letter to the ato kilonsers of NSCN (I-M), Th. Muivah and GPRN/NSCN, N. Kitovi Zhimomi, stated that NSCN (R) “has no problem with any NPG and ready to shake hands with all of them”. Wangtin said he was impressed to see “all NPGs leaders mourned together for our great leader late Baba Isac Swu and shared the grief and distress together as one people”. Touched by the scene of unity, Wangtin said it brought tears of joy like never before. 130 killed in Baghdad blasts

BAGHDAD, JUL 3 (IANS): At least 130 people, including children and women, were killed in two overnight bombings in Baghdad, most of them in busy areas, as residents shopped ahead of Eid-ul-Fitr, police and medical sources said on Sunday. In the deadliest bombing -- the most lethal single attack in Baghdad this year -- which hit Karada, a busy shopping district in the centre of Baghdad, 125 shopers were killed and over 100 others wounded, according to police and medics. The second blast -- of an improvised explosive device -- in eastern Baghdad left five people dead and 16 others wounded. It was earlier reported that a bobby-trapped car blew up in the area. No group has so far claimed responsibility for the attack. The Karada street in the mainly Shia area thronged with crowds shopping ahead of the Eid festival. The blast struck as families and young people were out on the streets after breaking their daylight fast for the holy month of Ramadan, which ends later this week. The Islamic State terror group claimed responsibility for the bombing in a statement posted online, saying it had deliberately targeted Shia Muslims. The group considers Iraq’s Shia Muslim majority to be heretics and frequently targets them in attacks in the country. The statement,however, could not be independently verified.

IS issued a statement claiming the suicide car bombing, saying it was carried out by an Iraqi as part of the group’s “ongoing security operations”. Hours after the bombing, Iraq’s Prime Minister Haider al-Abadi visited the blast site. Video footage uploaded to social media showed an angry crowd, with people calling Abadi a “thief ” and shouting at his convoy. “The terrorist groups carried out such desperate deadly attack as a result of being crushed in the battlefield,” a statement from Abadi’s office said, referring to the latest defeat of the IS in the country’s western province of Anbar. The Baghdad attacks came just over a week after Iraqi forces declared the city of Falluja “fully liberated” from the group. Over the past year, Iraqi forces have racked up ter-

ritorial gains against IS, retaking the city of Ramadi and the towns of Hit and Rutba, all in Iraq’s vast Anbar province west of Baghdad. Before the launch of the operation to retake Falluja, the Iraqi Prime Minister was facing growing social unrest and anti-government protests in Baghdad sparked in part by popular anger at the lack of security in the capital. In one month, Baghdad’s highly fortified Green Zone, which houses government buildings and diplomatic missions, was stormed twice by anti-government protestors.

ISIS plans to attack India

Islamic State has made its intentions clear of launching terror attacks in India through its bases in Bangladesh and Pakistan. In an interview with the

group’s online magazine Dabiq in April, Shaykh Abu Ibrahim Al-Hanif, ‘Amir of Khilafah in Bengal’ said that once the group manages to build bases in Bangladesh, it will launch raids in east and west of India. Shaykh asserted that Bengal(IS calls Bangladesh as Bengal) has a strategic location and building a jihadi base there will facilitate ISIS to launch guerrilla attacks in India. Bengal is located on the eastern side of India, whereas Wilayat Khurasan is located on its western side. Thus, having a strong jihad base in Bengal will facilitate performing guerrilla attacks inside India simultaneously from both sides and facilitate creating a condition of tawahhush (fear and chaos) in India along with the help of the existing local mujahidin there,” Hanif told Dabiq.

High alert on Indo-Bangla border in 5 states after Dhaka carnage

Kolkata/Agartala, Jul 3 (PTI): A high alert has been sounded on the Indo-Bangla border in the five states of West Bengal, Tripura, Meghalaya, Assama and Mizoram in the wake of the terror attack in Dhaka with the Border Security Force(BSF) stepping up its vigil. India and Bangladesh share a 4,096 km-long international border, the fifth-longest land border in the world, with West Bengal having the highest length with 2,217 km. The length of the border in the other four states is Tripura(856km), Meghalaya(443km), Assam(262km) and Mizoram(180km). The West Bengal administration has asked the state police to be on high alert and take serious note of any suspicious movement in the border districts. “All police stations along the Indo-Bangla border have been alerted and all border districts have been told to keep a close eye on any suspicious movement,” a senior police official of the West Bengal Police said. A top police official in Agartala said that as soon as the attack broke out BSF and all other security forces including Tripura police, were alerted so that no unwanted elements could cross the border to enter Indian territory. BSF Inspector General (Meghalaya Frontier) P K Dubey said the force has been put on “very high alert” along the Indo- Bangladesh border in Meghalaya. “The force has been put on very high alert along the Indo-Bangladesh border following the armed attack in Dhaka. Security has been tightened,” Dubey said. Dubey said he had spoken to officials of Meghalaya Police for coordination and sharing of information as soon as news of the killings came in. Accordingly, the BSF has sought cooperation of all state and central intelligence units to ensure that no illegal cross-border movement takes place, he said. Police personnel posted close to the border have been alerted and asked to keep strict vigil in close coordination with the BSF, a senior police officer said. The Assam police said it had instructed SPs of all districts, especially the border ones, to keep a strict vigil for any possible ISIS activity in the state. According to a press release by the Assam Police, all the SPs have been instructed to gear up their intelligence machinery and keep a close watch on the situation. Although authorities have not perceived any footprint of ISIS in Assam in the recent past, considering the gravity of the situation in the neighbouring country the alert has been issued, it explained. “The SPs of Cachar, Karimganj and Dhubri, and BSF along the Assam-Bangladesh border have also been cautioned to be on maximum alert,” the statement said. Several modules of JMB in Assam were busted in the aftermath of Khagragarh blast in Burdwan district of West Bengal on October 2, 2014.

Anomalies detected in SWD: NPRAAF Fuel adulteration racket: ACAUT DIMAPUR, JUL 3 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has claimed to have unearthed various anomalies in distribution of Grant-in-Aid (GIA) to various organizations by Social Welfare department (SWD) under four Centrally-funded welfare schemes for the year 2015-16 in Dimapur. In this regard, NPRAAF served one-month deadline to SWD, demanding appropriate action against those officers and staff responsible for such gross anomalies and irregularities. NPRAAF information and publicity cell in a RTI response by the department claimed that anomalies were detected in various schemes- voluntary organizations dealing with children homes under non-plan, children homes under plan, old age homes and drug abuse. Interestingly, during physical verification of the beneficiaries, NPRAAF found out that two government organizations deducted Rs. 5000 each from some of the beneficiaries. The forum expressed surprise that the deducted amounts

were added into the amount of GIA and shown as given to the beneficiaries. In one of the RTI document, one children home was shown as beneficiary of Rs. 80,000, NPRAAF alleged. Therefore, when the particular children home claimed the amount from the department, that children home was “initially threatened of withholding the amount if the children home was connected with filing of RTI in the department”. NPRAAF said despite its efforts to locate some children homes and societies, which were shown as recipients of GIA, it could not be traced. In another case, NPRAAF claimed that a particular organization was shown as a recipient of two different GIAs under Children Homes and Old Age Homes. When NPRAAF verified, such organization under the same name was found to be non-existence. NPRAAF was also astonished to see that an “office expenses” of Rs 50, 000 was shown under the list of GIA for Children Homes under Non-

Plan during 2015-16. However, NPRAAF claimed that such office expenses was never known and shown under any scheme or financial year, Plan or Non-Plan. Besides physical verification of beneficiaries in Dimapur for the year 2015-16, NPRAAF alleged that when it enquired from other beneficiaries in other districts, several homes denied of receiving any GID as shown in the RTI document. The forum also claimed that a certain individual was shown as a recipient of a certain amount during 2013-14 under Drug Abuse scheme. But in the RTI, it was mentioned that GIAs were given to “Voluntary Organizations” and nothing mentioned about eligibility for individuals to avail such benefits. In the light of the issues, NPRAAF demanded that the SWD distribute GIA to all those organizations which have been mentioned as beneficiaries. NPRAAF also demanded that the department strike out the names of non-existent organizations shown as beneficiaries and utilize the resultant funds in an appropriate manner.

DIMAPUR, JUL 3 (NPN):Against the backdrop of the fuel adulteration racket discovered by a combined team of ACAUT Nagaland volunteers, district civil and police officials, Media Cell of ACAUT have termed it as a conspiracy since the past 15 to 20 years . ACAUT said the conspiracy by the fuel adulterators, landlords, NPGs, administrative officials, F&CS department, police and politicians of having “gained enormous wealth at the cost of the common man.” ACAUT said that though it was inappropriate for it to comment on the integrity of the state judiciary “thanks to an archaic piece of whip called contempt of court “; the public was depending on the courts not only to sentence all suspects to full jail term but also attach properties and added that it would be unfortunate if public loses faith in the judiciary. ACAUT has listed names of outlets of some fuel adulterators for action by the public and authorities, especially in the districts where the outlets allegedly sell adulterated fuel. It also pointed out that the outlets were “benami properties of the named adulterators” meaning, they were registered under names of Nagas. ACAUT further alleged, that the “fuel mafia” unfairly availed licenses under ST/educated unemployed/widow

category as per criteria for eligibility but misuse it and where most of the ‘namesake Naga owners” were paid commission from Rs.40,000 to Rs.One lakh a month. Since the outlets were allegedly “misused and misappropriated for criminal activities”, ACAUT demanded that the state government and district administration immediately seal and cancel permits of the outlets and as an example, asked the Dimapur administration to lead by example so that other districts would follow. The following were individuals with the outlets allegedly involved in adulteration as named by ACAUT: 1. Lalmohan Choudhary(5)- three outlets in Dimapur (Ghorapatti, 6th Mile and 4th Mile), one at Kukidolong and Jalukie; 2. Srikanth Prasad(4)- one at 2 ½ Mile, 7th Mile (near Bottling Plant) Dimapur, one each in Piphema and Kohima; 3. Dinanath Prasad (7)- Two in Dimapur town, one in (Chumuokedima, one in Kohima, Wokha, Phek and Kiphire and Umesh (2) one in Dimapur and one in Phek. ACAUT media cell also stated that it was in possession of list of properties of al “fuel adulterators” which would be handed over to the government if and when the latter decided to attach the properties.

The reshuffle may coincide with the changes in the ruling BJP. The much-delayed appointments of the central office-bearers and reconstitution of the national executive has been held up all these months to explore possibility of taking out some ministers for party duties and sending some office-bearers to the ministry, the party sources said. The reshuffle will be mostly confined to appointment of the ministers of state (MoS), promotion of some MoSs and two, three cabinet ministers changing positions.

IMPHAL/NEW DELHI, JUL 3: United Committee Manipur (UCM) on Sunday affirmed that it would not accept any kind of settlement between Government of India and NSCN (I-M) if it directly or indirectly compromises Manipur’s territorial integrity. Talking to reporters on the sidelines of UCM 16th Foundation Day programme at Imphal on Sunday, its president Elangbam Johnson also asserted that the committee would oppose the move of the government for formation of a pan-Naga council in the state. UCM, an umbrella organisation of various civil societies, was formed after June 18, 2001 uprising against the extension of ceasefire with NSCN (I-M) without territorial limit. “Manipur is in a difficult situation so far as its territorial integrity is concerned. Not only internal but external forces are also challenging its unity and integrity,” Johnson

said. Since Government of India has been working out to deliver solution to the Naga issue by this year, he however made known that the committee has been closely observing the developments. During several meetings with the Interlocutor for Naga talks, R.N. Ravi, Johnson said it had clearly tabled its stand, that “any sort of settlement that hurt the common interest of the Manipur will not be accepted”. Nearly a year has passed after signing of the Framework Agreement between Government of India and NSCN (I-M), however nothing has been made clear to the people, he said. “If the agreement happens to include any proposal like formation of a pan-Naga council which would look into the welfare of all the communities living in North East India and beyond”, Johnson said UCM and the people of Manipur would stand against it. Leaders of various civil society organizations, while

speaking at the foundation day, also criticized Government of India for not revealing the details of the Framework Agreement. While hitting out at the Centre for its failure to respond positively to UCM’s talk proposal, the leaders made clear that the Centre could not by-pass Manipur government while signing any important agreement with NSCN (I-M). “UCM had proposed for a talk with the Centre. However, no response has come up till date,” they added.

‘Swu’s death not to affect talks’

The passing away of NSCN (I-M) chairman Isak Chisi Swu is unlikely to impact the outfit’s ongoing negotiations with the Centre for a permanent settlement to the Naga issue, according to a senior government functionary. The functionary told Times of India that while Swu was indeed chairman of the Naga outfit, it is general

KOHIMA: One day District Level Training Programme ( D LT P ) wa s o r g a n i z e d by Agricultural Technology Management Agency (ATMA), Kohima on June 30 at village council hall, L Khel Kohima village. The programme was organized with the aim to make use of locally available products for own home use and for income generation. Earlier, in the formal session, Kewhimiapfü Mechü Krotho, chairman, Khrienguü Kesiezie chairman in her speech acknowledged the organizing committee for bringing up such activities at their village level for the women group which is resourceful especially for the housewives. The purpose was to enable the trainees to produce such products for own homemade use and later on expand as an enterprise. The second technical session was on “value additioning of seasoning fruits and low cost nutritious food”. Resource persons, KVK programme assistant (Home Science) Tesophenyu, Keviyieno apprised the trainees on the value addition of fruits like plum, cucumber and passion fruit. The trainees were given hands on training on how to prepare products like jam, fruit squash and plum murabas. Trainees were also taught to prepare low cost nutritious food and pea nut butter which can be used as weaning food for babies and feed ailing nutrients during sickness.

He also trained the farmers on the topic ‘soil conservation’, stressing on intercropping and crop rotation. Further, BTM Longkhim block demonstrated on construction of vermicompost tank, materials required and the techniques involved. Its advantages and certain precautions were also discussed. Resource persons urged the farmers to practice biological methods for control of pest and diseases and also to follow proper post harvest management. Earlier the programme was chaired by ATM, Nemchaba Jamir. Altogether 58 farmers from Totok Chingha and Chi

ANPHEDFSA demands regularization DIMAPUR: All Nagaland PHED Field Staff Association (ANPHEDFSA) comprising of members who have completed 30 years and above service have asked the state government to give a “positive response” on their service regularization within a week. ANPHEDFSA said it would not remain quiet and was “ready to face any consequences” in the event the government fails to comply with their demand. A press release by “group in-charge PHED” Vitoho Sumi informed that the work-charge (W/C) employees of Public Health Engineering Department who have completed 30 years and above service formed a group under the banner ANPHEDFSA on July 1. It said the association would be led by N. Zhekugha Assumi as president and Z. Yampamo Lotha as general secretary till the “regularization order case” was solved by the state government. The release also stated that the group would be assisted by Longching Konyak in Mon and Vitoho Sumi in Dimapur. Meanwhile ANPHEDFSA has requested all respective units and below 30 years W/C not to “comment on the decision” as it was for a “particular purpose.”

DIMAPUR: Naga Students’ Union, Mumbai organised a condolence service to pay homage to late Isak Chishi Swu at Air India Ideal School, Kalina, Santacruz East on July 2. The service was attended by around 120 Nagas living in Mumbai. In the service, Elijah Chara, a research scholar from Tata Institute of Social Sciences gave a brief biography of late Isak Chishi Swu. He reminded the congregation of how late Swu followed a trait uncommon amongst Naga

leaders and that he was vocal about the moral and material degradation that crept into the NSCN during the period of cease-fire. Dr Johnson Chithung, founder of Life Resource Ministry, Kalina, exhorted the gathering to look at the life of late Swu and be blessed while Keren Sumi an image consultant remarked that the demise of late Isak had rendered the Nagas fatherless- an orphan. NVCO initiates awareness on ‘National Food Security Act 2013’

DIMAPUR: Nagaland Voluntary Consumers’ Organisation (NVCO) initiated an intensive awareness campaign on “National Food Security Act (NFSA)” at Emmanuel Baptist Church, Kohima, Sunday. Addressing the gathering, NVCO president Kezhokhoto Savi informed that the Act was a historic step taken by the government of India to eradicate hunger which came into effect on September 10, 2013 and extended to the whole of India, to ensure access to adequate quantity and quality of food at affordable prices. As per the provisions of the National Food Security Act 2013, he said it was the state government bounded duty to implement the Act and monitor the scheme of minister and department in accordance with guidelines issued by the central government so that the scheme reached to the targeted beneficiaries in the state. He said the state government particularly the de-

partment of Food & Civil Supplies had worked hard to implement the said Act as there were several preconditions. Under the Act, Savi said that the scheme of Antyodaya Anna Yojana (AAY) meant for the poorest sections would continue but the two categories such as BPL and APL has been converted into Priority Household (PHH). He also appealed the beneficiaries to extend their co-operation to the department of Food & Civil Supplies, district administration, village authorities, town colony panchayats in urban area while carrying out the act. Sanitation campaign at Kevijau colony DIMAPUR: Noune Krotho Kevijau organized a sanitation awareness campaign on June 29 sponsored by WSSO, PHED rural division Dimapur at Kevijau near Indian Oil Depot. In the programme, resource person secretary Kevijau colony, Neiza Tepa briefed the group on good sanitary practices and challenged the gathering to maintain clean and healthy surrounding. Arunachal to have new medical college to boost health sector ITANAGAR, JUL 3 (PTI): Union Health and Family Welfare Minister JP Nadda has assured immediate sanctioning of funds for the establishment of state’s first medical college at Naharlagun here in a bid to improve the ailing health scenario in the state. The assurance comes in the wake of his meeting with Arunachal Pradesh Chief Minister Kalikho Pul at his office in the national capital yesterday, who apprised him the need to improve the ailing health scenario in the state, an official communique said. As per the official statement, he has also assured the establishment of one more medical college at Tezu in Lohit district. The chief minister said it would give improved access to quality health care and medical education for eastern part of the state. “Tezu being strategically located in the eastern zone, a medical college here would

not only be used for civilian purposes but would also be useful for armed forces and paramilitary forces and can be of use during eventuality of armed conflict and wars,” he said. Chief Minister Kalikho Pul also sought support for the establishment of nursing college at Itanagar. He asked for setting up of two more nursing schools at Bomdila and Tezu to which the Union minister agreed to provide funds for nursing schools and college. Union Health and Family Welfare Minister JP Nadda agreed to provide a financial assistance of Rs 83 crore to help the state in making all the health institutes fully functional. The minister agreed to revise the Personal Independence Payment (PIP) benefits, a welfare scheme aimed at meeting extra costs of living due to health ailments or disability, the communique added.

IMPHAL, JUL 3: Manipur has lost 55 working days in six month, from January to June of this current year, according to independent researcher Serto Tondana Kom who came out with his another survey report on Sunday. The state has lost 55 days out of the 277 days available for the current year 2016 due to bandh or general strike and other forms of protest, Serto revealed during a press conference held at Manipur Press Club on Sunday. According to his survey report, the state government employees enjoyed 89 holidays including 12 second Saturdays, 25 general holidays and 52 Sundays this year. Apart from these holidays and non-working days, the employees have 277 working days. The available working hour is 6648 hours taking five hours working hours a day in 2016, he estimated. Asserting that government offices in the state were closed due to bandh, general strikes and other forms of protest on different counts, he said that altogether 55 working days had been lost from January 1 to June, 30, 2016. However, in the case of Central government offices where the working timing is 8 hours, its employees have 253 working days and the working time available for them is around 6072 (8 hours a day x 253 available working days) in this year. They have lost 53 working days during the same period (from January 1 to June 30). During the stipulated period, the state government employees have 82 working

AGARTALA, JUL 3 (IANS): At least eight tribal girls from Mizoram were rescued from a car while being trafficked to Gujarat, police said on Sunday. As many as two tribal youths were also arrested in this connection, the police said. “They were rescued from a small vehicle on Saturday night while being trafficked to Gujarat via Guwahati,” police inspector Ratanmani Debbarma told the media. “During interrogation the girls gave different versions about their journey. Seven of them are the inmates of refugee camps in Kanchanpur (in north Tripura) where tribals from Mizoram live. Another teen aged girl is a class nine student from Mizoram,” he said. Debbarma said that to know the details the police have called the refugee leaders who said they were unaware of the girls’ journey. “Their parents said they face acute poverty here. They were sending their daughters to Gujarat in search of jobs in beauty parlours. However, the parents could not give corroborative facts and other details. We are investigating the matter,” the police official added. The girls were aged between 15 and 25 years while the two men are aged between 35 and 40. About 31,300 Reang tribals, who call themselves ‘Bru’, have been living in seven makeshift camps for the past 19 years in Kanchanpur area adjoining Mizoram. They had fled ethnic violence in western Mizoram following the killing of a Mizo forest official at the Dampa Tiger Reserve. Despite several initiatives by the Mizoram government to bring them back, the refugees have been reluctant to go back to their villages unless their demands for food and security are met.

10 displaced Reang people detained AGARTALA, JUL 3 (PTI): Ten displaced Reang people, including eight women, were detained on the suspicion that the women were being trafficked to Gujarat from Kanchanpur in North Tripura district, police today said. Acting on a tip-off that eight inmates of an evacuee camp in Kanchanpur were being trafficked to Gujarat, a police team led by Inspector Babul Mahajan raided the Kanchanpur motorstand yesterday and nabbed them. Two youths and eight women were from Naisinghpara evacuee camp which sheltered displaced people of Reang tribes from neighbouring Mizoram, Officer-in-charge of Kanchanpur police station, Ratanmani Debbarma said. Family members of the detained people informed police that the poverty-stricken women were going to join a beauty parlour at a mall in Gujarat to eke out their living, he said. Many more women had earlier left the camp for seeking jobs in Gujarat and Rajasthan similarly, the families claimed. Police were investigating if they were being trafficked by a racket or really on their way for jobs, Debbarma said. Altogether, 35,000 people of Reang tribes are now sheltered in seven evacuee camps in Kanchanpur since 1997. They took shelter following ethnic clashes.

‘Smuggler’ shot dead in BSF firing

AGARTALA, JUL 3 (PTI): BSF shot dead an alleged Indian smuggler at Durlavpur in Sipahijala district, about 50 km from here. “A group of suspected smugglers set up a temporary bridge on the barbed wire fencing at Durlavpur and allegedly tried to smuggle motor bikes last evening. When jawans patrolling along the border challenged them, the group attacked the personnel with knives,” BSF Commandant Amitav Roy said. BSF then opened fire killing one suspected smuggler while others fled the area, the BSF Commandant added. The slain Indian national was identified as Prasenjit Das. Sub divisional Police officer Babul Das said Prasenjit Das was taken to the nearby Jatrapur hospital, where the attending doctors declared him brought dead.

DIPHU, JUL 3: Two unknown youths attacked an elderly person, Bonsing Ronghang, father of a newspaper publisher in Diphu in Assam’s Karbi Anglong district on Saturday night. The injured has been shifted to nearby hospital and he is stated to be out of danger. According to the report, two unknown youths came to the house of Bimal Ronghang, owner and publisher of a Diphu-based English daily, Hills Bulletin, around 10.30 p.m. on Saturday for giving him a press release for publication in the newspaper. Ronghang’s father Bonsing who came out to visit them saw a small arm at the hand of a youth and told them that Bimal was not in the house. However, the youths was waiting outside the house and looking for Bimal. All of a sudden a youth hit Bonsing by an iron rod and fled from the scene immediately. Bonsing was shifted to hospital immediately and is undergoing treatment at the hospital.

Austrian, German engineers help shore up rail links in NE AG A RTA L A , J U L 3 (IANS): The broad gauge lifeline of northeastern states is in danger and it’s because of the loose soil beneath the railway track. So engineers from Austria and Germany are now working hard to find a solution even as the Northeast Frontier Railway has decided to divert parts of the track in Dima Hasao district of southern Assam. The track that traverses southern Assam, Mizoram, Manipur and Tripura was converted from metre gauge to broad gauge last year. However, within weeks train services had to be suspended -- first because of rain and landslides, and then due to loose soil beneath the railway track. “The railway track in Migrendisa in southern Assam was badly damaged due to incessant rain and landslides. After the debris was cleared train services resumed, but because of the loose soil the track got curved,” Northeast Frontier Railways’ Chief Public Relations Officer Pranav Jyoti Sharma told IANS. “Before laying the new railway track, profiling of the area, soil testing and other technical matters were checked by various agencies, including the Research Development and Standard Organisation under the Railway Ministry,” Sharma reasoned. The Guwahati-Silchar railway route is the lifeline for southern Assam comprising Cachar, Karimganj, Hailakandi, Dima Hasao districts, and the mountainous states of Tripura, Manipur and Mizoram. The region is dependent on this railway route for supply of food grain, fertiliser, petroleum products, construction materials and other commodities. Gauge conversion for Lumding-Silchar and Badarpur-Agartala route was sanctioned in 1996. It was declared a national project in 2004, thereby ensuring uninterrupted funding from the central government. However, the project was hit by insurgency between 2006 and 2009, and work resumed after that. The Silchar-Jiribam (52 km) in Manipur and SilcharBhairabi (120 km) in Mizoram gauge conversion projects are part of the Lumding-Silchar line.

Pampore attack: accused driver identified How four terrorists plotted attack killing and CRPF jawans

(File photo) SRINAGAR, JUL 3 (AGENCIES): Security agencies have identified the driver of the car which ferried the ‘fidayeen’ terrorists who ambushed a CRPF bus killing eight personnel, as a probe pointed to the LeT attackers having infiltrated into Kashmir Valley through higher reaches of Gulmarg early last month. Official sources said today that the driver, whose identity has been withheld, had driven four militants of Pakistan-based terror outfit Lashker-e-Taiba(LeT) from Baba Reshi, 57 km from here, four days before the deadly attack in Pampore on June 25 and kept them in a safe house

in Pulwama district in south Kashmir. The driver, who has gone underground since the day of the attack, was considered as Over Ground Worker (OGW) of the militant outfit by the local police but no action was taken against him as there was no evidence so far, the sources said. Security agencies are now hot on the trail of the driver. Piecing together the evidence collected by the security agencies so far, they said the four ‘fidayeens’ (suicide attackers) infiltrated through the higher reaches of Gulmarg in north Kashmir and reached south Kashmir in a Tata Sumo vehicle.

Initially all the four terrorists had carried out a reconnaissance of the National Highway and chose the attack spot which is barely three km from Entrepreneurship Development Institute (EDI), where LeT militants had gunned down two Army officers and three others ranks in February this year. After the Pampore attack, raids were carried out at various places in Pulwama during which the security agencies gathered information that it was a group of four ‘fidayeens’ behind the attack. Out of the four, two were killed in swift action by the Quick Reaction Team(QRT)

of CRPF during the attack while the third was killed in a gunfight in Malwari Newa village of Pulwama district on June 30. While the identity of two fidayeens was yet to be ascertained, the third one killed in Newa village was identifed as ‘Abu Ayan’, the sources said, adding the fourth in the group is believed to have moved towards Shopian and Kulgam area where dense forests provide a natural cover for hiding.The fidayeens behind the attack in Pampore, which is in the outskirts of the city, had chosen a spot from where they could have escaped through a side lane and take shelter in the congested lanes and bylanes which could have taken them to Tral area as well, the sources said. Security forces carried out searches at Baba Rishi area, 57 km north of Srinagar, during which they identfied the place where the four terrorists had stayed after their infiltration in the Valley, the sources said, adding that they are believed to have entered through ‘Haji Peer pass’ in the upper reaches of Gulmarg and then trekked along the foot hills of Peer Panjal range before reaching the halting point. The army has been asked to increase the vigil along this axis and teams have fanned out along the possible route used by the militants questioning nomads and shepherd who often take their cattle and sheep along these tracks, the sources said.

Woman lives with dead father for five days BURDWAN(WB), JUL 3 (PTI): A woman was on Sunday found living with the decomposed body of her father for the past five-six days in Burdwan district, police said. Following a complaint, police reached the house of Panchu Soren at Muktarpaar under Madhabdihi police station and found that his daughter Panmani is living with his decomposed body. It appeared that Soren (68), retired employee of block land revenue office of Raina II block in the district, died at least five days ago, police said. Police also found that Panmani regularly served food to his dead father. Panmani, whose husband and two sons work elsewhere, said his father was ill and that was why he could not take the food. Police said it took a lot of time for them to make her understand that her father was no more and later arrangements were made to bury the body at home. The house is located in a secluded place with none living nearby. Some passersby smelt the stench today and informed the police following which they visited the house. It was learnt that Panmani did the same thing when her mother Sukhi died around eight years ago or her 18-year-old daughter died three years back. An almost similar incident happened in Kolkata last year where a septuagenarian man and his son were found living with skeletons of the former’s daughter, and two dogs for months. The incident came to light when the old man allegedly committed suicide.

MUMBAI, JUL 3 (PTI): The civic body’s suggestion to implement ‘odd-even’ scheme for vehicular traffic in Mumbai has invited criticism from the Opposition, which said it was an attempt by the municipal corporation to “hide its sins” and admission of failure of public transport system. A report prepared by the Brihanmumbai Municipal Corporation on Comprehensive Mobility Plan (CMP) has suggested implementation of ‘odd-even’ road-rationing scheme in the financial capital to keep vehicular pollution under check and reduce congestion on roads. Opposition NCP said the suggestion only proves failure of public transport system operated by BMC, which is ruled by the Shiv Sena-BJP alliance. “The BMC is tactfully resorting to a sin hiding measure. Public modes of transport have failed miserably and the civic body’s failure to do something about it has resulted in this suggestion. CJI Thakur asks Telangana advocates to withdraw strike

HYDERABAD, JUL 3 (PTI): Chief Justice of India TS Thakur Sunday asked advocates from Telangana to withdraw their ongoing agitation over allotment of judges from Andhra Pradesh in courts of the newly formed state and seeking bifurcation of the High Court here. CJI Thakur made the request when a delegation of Telangana advocates called on him in New Delhi. Members of Telangana High Court Advocates Association, Federation of Bar Associations Telangana, Telangana Advocates Joint Action Committee and other organisations spearheading the agitation submitted a representation listing their demands to the CJI. “We explained to him our demands for withdrawal of provisional list of Judges of AP nativity who were allotted to subordinate courts in Telangana, revoking the suspension of 11 judges and for initiating steps to bifurcate Hyderabad High Court,” Telangana High Court Advocates Association President Gandra Mohan Rao told PTI. “The CJI asked us to withdraw the agitation and said he would discuss the matter with Union Law Minister. He assured us to initiate steps to fulfil our demands,” he said. Religious texts to be included in Haryana school CHAND IGARH, J UL 3 (IANS): Texts from the holy books of various religions will be incorporated in the curriculum of government schools in Haryana from this month, a minister said on Sunday. The subject of moral education which includes religious texts from ‘Bhagavad Gita’ (Hindu religion), ‘Quran’ (Islam), the ‘Bible’ (Christianity) and ‘Guru Granth Sahib’ (Sikhism) will be introduced at a programme to be held in the Kurukshetra University auditorium on July 5. Haryana Education Minister Ram Bilas Sharma said moral education would be introduced as a subject for students from class six to class 12. “All religions focus on character building. Texts such as Bhagavad Gita, Quran, the Bible and Guru Granth Sahib have been incorporated in the curriculum. Different textbooks would be prescribed for each class,” Sharma said in a statement. “The state government has prepared the curriculum in collaboration with social organisations and educationists.” Sharma held a meeting with senior officials of education and allied departments regarding preparations for the introduction of the subject on Saturday. The Haryana government had faced criticism last year when it announced to include texts from the ‘Bhagavad Gita’ in school curriculum. The opposition Congress termed it an attempt to saffronise education. The event to launch the texts in school curriculum will be attended by Haryana Governor Kaptan Singh Solanki, Himachal Governor Acharya Dev Vrat, Gita scholar Swami Gyananand, Acharya Balkrishna from Patanjali Vidyapeeth and ministers from the centre and state government.

The HC Registrar General’s office has warned that if the strike is not called off, it may have to consider “other options” to ensure the litigants do not suffer. However, the protesting advocates have urged the HC to first look into their demands before they considered ending their stir. Advocates and judicial employees across Telangana had been protesting since June 6 against allotment of judges from Andhra in Telangana’s courts. Chief Justice of India has rejected the government’s move to put in place a committee of retired judges to evaluate the applications of candidates before forwarding them to the collegium to decide whether to recommend their names for elevation or appointment as judges. CJI T S Thakur expressed his reservations over the clause in the revised draft memorandum of procedure (MoP) when External Affairs Minister Sushma Swaraj, who headed the Group of Ministers which drafted the MoP, and Law Minister D V Sadananda Gowda met him at his residence on Wednesday evening. Parliament had enacted the National Judicial Appointments Commission Act to do away with the over two-decade old collegium system where judges appoint judges. The law was struck down by the apex court on October 16 last year. A Supreme Court bench, while deciding on ways to make the collegium system more transparent, had asked the Centre to redraft the MoP in consultation with the states. The MoP is a document which guides the appointment of judges to the Supreme Court and the 24 high courts. At present, there are two MoPs -- one for the apex court and the other for the high courts.

AAP MLA to be summoned in Malerkotla sacrilege case CHANDIGARH, JUL 3 (PTI): Punjab police will summon AAP MLA Naresh Yadav for questioning in connection with the alleged sacrilege incident in Malerkotla on June 24 after one of accused claimed that he had acted at the behest of the legislator. Refuting the allegations, Yadav, who is MLA from Mehrauli, and his Aam Aadmi Party alleged that it was a conspiracy to malign the party’s image ahead of Assembly polls in Punjab where it is stepping up campaign with Chief Minister Arvind Kejriwal embarking on a three-day visit today. “We will summon AAP MLA Naresh Yadav in order to question him regarding Malerkotla incident,” Sangrur SSP Prithpal Singh Thind said. He said the MLA’s name has appeared while questioning the accused who had been arrested for their alleged role in the sacrilege of a religious book in Malerkotla. “During our investigation and questioning of accused, it was revealed that accused had met him (AAP MLA). “Calls were also exchanged between the accused and AAP MLA,” claimed Thind. Asked whether police suspected Mehrauli MLA as the mastermind behind the sacrilege incident, SSP said it will be known after questioning Yadav. The Sangrur police had arrested three men – Vijay Kumar Nand Kishor Goldy and Gaurav - on June 27 in connection with the Malerkotla case. When everyone across the country -- Hindus, Muslims, Sikhs and Christians-- are supporting us and when we are winning elections, why will I do it? “I have no involvement in the case. If there is any proof then hang me. This is a conspiracy and I have nothing to do with the matter. The whole country knows that only one partycan do this,” Yadav said, hitting out at the BJP. AAP also lashed out at the ruling SAD-BJP alliance over the issue. Its leader Ashutosh said it reflects BJP’s desperation as his party is “sweeping” the polls scheduled to be held early next year. “Now ruling Akalis do not have any issue with them for contesting polls and they know that they are losing their ground. “Therefore they have resorted to these things which are highly condemnable. Syro-Malabar Church all for Uniform Civil Code

KOCHI, JUL 3 (PTI): The Syro-Malabar Church, an influential Catholic community, Sunday supported the BJP-led Centre’s proposed move to implement Uniform Civil Code, saying such a system would help strengthen the nation and unity among the people. The minority community made clear its stand on the controversial issue amid a debate in the country over the Modi government asking the Law Commission to examine the issue that is dear to the BJP and the sangh parivar. Welcoming the government’s initiative, the head of Syro Malabar Catholic Church, Cardinal George Alencherry, here said, “the uniform civil code would be useful for strengthening the unity of the country and its people.”

However, he hoped that while formulating the code, the authorities concerned would consider laws based on traditions and conventions. The Union government had last week asked the Law Commission to examine the issue of the implementation of Uniform Civil Code. The Department of Legal Affairs had asked the Commission, a recommendatory body, to submit a report on the issue. The move assumes significance as the Supreme Court had recently said it would prefer a wider debate, in public as well as in court, before taking a decision on the constitutional validity of ‘triple talaq’, which many complain is abused by Muslim men to arbitrarily divorce their wives.

Disturbed by the Act

B

oth Armed Forces (Special Powers) Act and the Disturbed Areas Act are like two sides of the same coin. The debate over the justification of the two will never end. It can be likened to the cycle of Thesis and Anti Thesis but stopping short of a Synthesis. One view is for retention, the other for revocation while the third seeks conciliation of both. The Disturbed Areas Act was extended for another period of one year by the government of India on July 8,2016. According to a media report, the reason or justification appeared to be the abrogation of the cease fire by the NSCN(K) last year and followed by a series of attacks on security forces. The government of India has also banned the organisation for a period of five years as the Indian armed forces continue to launch operations both within and beyond the international border. The declaration of the DAA came as a rude surprise to many who felt it somewhat contradicted the essence of a public expectation of a solution of the Naga political issue. As stated, the extension of the DAA was to facilitate the validity of the Armed Forces (Special Powers)Act 1958, amended in 1972 to extend it to all the other seven north eastern states. The DAA is a precursor for the AFSPA as the former opens the door for the latter to take effect. The DAA like the AFSPA are both unpopular due to their long history of atrocities. The government of India had also declared 12 districts of Arunachal Pradesh situation along the border with other states under DAA. Tripura has repealed the Act from the state and becoming the only state to do so. When the DAA was extended prior to 2015, the ruling state government had raised its objection. Information made available to the media suggested that the Centre had taken the decision, based on its conclusion that the Act needed and therefore, the entire state had to be declared as a ‘disturbed area’. In the decades when DAA was in force, it was primarily confined within some 25 Kms of the international border. However, the DAA was gradually extended to other parts of Nagaland in the subsequent decades. A lot of debate has gone into the justification or rejection of the DAA and the AFSPA. The Jeevan Reddy Committee set up by the UPA government had attempted to reflect the sentiments against AFSPA when it recommended repeal of the Act on one hand and on the other hand, made recommendations to insert provisions of AFSPA into the UAPA 1967. The Modi government has made a clear decision in rejecting the committee’s report. The north eastern states attract a special attention of the government of India, which is undeserving. The situation in states like Jharkhand, Odisha, W.Bengal or Chhattisgarh are certainly most disturbing with violent killings, ambushes and explosion of remote controlled devices by Maoists/ Naxalites which have claimed hundreds of lives of security forces. However, these states or some of their areas , have been exempted from being deemed as disturbed because they are not in the north east. The double standard used in determining what a disturbed area is, has only caused misgivings.

Woe is me, for I am undone! Because I am a man of unclean lips… —Isaiah 6:5 When I come into the very presence of God, I do not realize that I am a sinner in an indefinite sense, but I suddenly realize and the focus of my attention is directed toward the concentration of sin in a particular area of my life. A person will easily say, “Oh yes, I know I am a sinner,” but when he comes into the presence of God he cannot get away with such a broad and indefinite statement. Our conviction is focused on our specific sin, and we realize, as Isaiah did, what we really are. This is always the sign that a person is in the presence of God. There is never any vague sense of sin, but a focusing on the concentration of sin in some specific, personal area of life. God begins by convicting us of the very thing to which His Spirit has directed our mind’s attention. If we will surrender, submitting to His conviction of that particular sin, He will lead us down to where He can reveal the vast underlying nature of sin. That is the way God always deals with us when we are consciously aware of His presence. This experience of our attention being directed to our concentration of personal sin is true in everyone’s life, from the greatest of saints to the worst of sinners. When a person first begins climbing the ladder of experience, he might say, “I don’t know where I’ve gone wrong,” but the Spirit of God will point out some definite and specific thing to him. The effect of Isaiah’s vision of the holiness of the Lord was the directing of his attention to the fact that he was “a man of unclean lips.” “He touched my mouth with it, and said: ‘Behold, this has touched your lips; your iniquity is taken away, and your sin purged’ ” (Isaiah 6:7). The cleansing fire had to be applied where the sin had been concentrated.

Post-mortem Condolence speech of Y. Vikheho Swu, nephew of late Isak Chishi Swu C

hairpersons of the Funeral program, Rev. G. Kiyeto Sumi, and Khehoshe, Vice president Sumi Hoho. Respected, Ato Kilonser,GPRN Th Muivah and his lady wife, respected Vice President GPRN Gen. Rtd. Khole, all the rank and file of the GPRN, Hon’ble Parliamentary Secretary Pukhai Sumi,. My friend Achumbemo Kikon, my friend from the NPMHR, FNR, NSF, Government Officials, and each and every one whom I cannot mention individually. I want to thank you all for being with us at this time of sorrow. Today, we bid farewell to a man who gave his all to the cause of the Naga Nation. We bid farewell to a man who has been the rock upon whom many held on to, in this long struggle for the Naga cause. My uncle Isak Chishi Swu joined the Naga National Movement much before I was born. I first met him in 1971 when he had come to Ghathashi to attend the Diamond jubilee celebration of the Chishilimi Baptist church. I remember accompanying him on foot to attend the celebration at Chishilimi Village. I also recall the first time I met him as an adult in Kathmandu. We shook hands and words did not come easy for both of us. Years of separation and lack of communication left a vacuum that could not be filled with easy flow of words. The first meeting, I recall was of uneasy silence and just some polite conversation. As President of Naga Student’s Federation and subsequently, Convenor of Naga Peoples’ Movement for Human Right (NPMHR) I started having more interactions with him as I came to know him more personally, I saw that he was indeed a remarkable man. Our meetings always started with a prayer and ended with a prayer. Whenever I met him he never failed to mention that without God nothing was possible and that we are all created for a purpose and we all need to seek that purpose with God’s constant guidance. I still continue to pass this on to my children. Another thing about my uncle was that he was a very caring man. He was always concerned about other people. While going out, he would always be the one to open car doors for us. Even when entering a room he opened the door for us. While eating too, he always gave us the best portions. He was a perfect gentleman, humble and selfless. He did not think of accumulating worldly things. He was generous to the core. Always giving away what he had. I treasure the small but precious gifts that he has given me over the years, like his personal bible, his shawl, a belt that he gave me among others. He was a man who was disciplined and led a very God fearing and exemplary Christian life and he wanted others to do

the same. Through all ups and downs he never once wavered in his walk with His Lord. Wherever he went, he did not fail to Glorify God. His two main commitments in life were to Glorify God, and another was the cause of The Naga Nation. Even during his stay in Katmandu from what I learnt, he was instrumental in the building a church there. Through his friends in the Church circle he could also take the Naga struggle to many other platforms. I also had the privilege of accompanying him to attend church services in Bangkok and Manila. His sacrifices can never be fully comprehended. Most of the children were born in the jungles and were sent away one by one, carried by sacrificing villagers and cadres through rough jungle terrains. They were all born during the worst time of the struggle and taking them out of jungles for safety was another heartbreaking story altogether. All the children grew up in different homes away from each other. The family did not grow up as a unit. No doubt, it was traumatic for the children. However, through it all the Lord God was merciful and today they have all turned out to be fine young men and woman. The First time the family ever got together was around 2002-2004 in Manila. It was just for a few years but that was the most memorable and most cherished time that I can remember. One of my greatest worry that I shouldered all my life was for my uncles family. I always worried about what would happen to the children. I remember, seeing them all together for the first time in Manila bought me so much happiness. I had taken care of each one of them when they were first brought to Kohima and Ghathashi. Here I want to particularly thank the following families who had helped in raising them to be what they are today. Mr & Mrs. K.L. Chishi & family, Mr & Mrs. Lt. Gen Zuheto Swu, and family Mr & Mrs. late Quito Chishi and family, Mr. & Mrs. Khetovi Chishi and family, Mr & Mrs. Nihoshe Swu Lazami and family and within the close family paricularly, Rev. Luhoi Jakha and family, Mr & Mrs. Nixezu and family, Rev. Yehoshe Chishi Swu and family. If I have not mentioned all, we do remember every single one of you who has helped along the way. The Naga struggle would not have come this far and my uncle would not have accomplished what he has thus far, had it not been for his long time companion and colleague, Uncle Th. Muivah. Their partnership was a perfect balance that was, I can say without doubt pre-determined by God. The amazing relationship survived through many ups and downs and would not have survived this far if the hand of God was not present. For being his friend, his brother and his family all through the years, I thank him on behalf of all the family members.

I would also like to thank all the rank and file of NSCN (IM) and every individual who worked with him, for believing in him and in his leadership. On behalf of the family I want to thank the Sumi community for upholding the Naga struggle thus far. Right from the beginning till now, the Sumis have been in the forefront of Naga Political Struggle. Your prayers, contributions and good wishes is immeasurable. I want to thank the Sumi Hoho, Western Sumi Hoho, Eastern Sumi Hoho, Northern Sumi Hoho, Sumi Aphuyemi Hoho, Sumi Kukami Hoho, Sumi Gazatted Union and all other organizations that I may have failed to mention. Your support and contribution throughout his lifetime, till he took his last breath has been so immense. We hope you will continue to extend the same unwavering support to the Cause of the Nagas. Both my Uncle and Aunty were guided by the Lord throughout, but what they could do all the way was also because of the contribution, in cash in kind, physical and mental help extended to them by Sumi community. I urge the Sumi community to continue to support the Naga cause even in the days ahead. The Sumi Aphuyemi Pughoboto has always been a source of strength to the Naga cause. Sumi Aphuyemi has also suffered untold humiliation and pain for the cause of Naga political right, but we have stood our ground not because we had Isak Chishi Swu, but there is in us the spirit of nationalism much before Isak. I urge the Aphuyemi’s, that we should not give up, we must carry on and support the struggle in the way we have through the years till we achieve our goal. The people of Chishilimi have suffered a lot. From the time my uncle joined the movement till today. Today we are burying him after decades of suffering but I am confident and I want each and every one of us to believe that this burial upon the soil of Chishilimi will bring manifold blessing upon this very soil and upon the lives of every Chishilimi for generations to come. The Naga Civil Society and the Naga Churches has been one of the most Pro-active and progressive pressure groups. The Unflinching support and contribution of Naga Civil Society Groups towards the Naga Struggle is commendable. I want to particularly thank the Naga Hoho, NSF, NPMHR, NMA, FNR, ENPO, ENSF, ENWO, UNC, ANSAM and all other organizations for recognising the leadership of my uncle Isak Chishi Swu. l also want to thank the Naga Civil Society under the aegis of Naga Hoho for the decision you have taken to erect a memorial in his honour in the State capital Kohima. I thank God for Iza Khulu whom God chose to be the life partner of my uncle, Isak Chishi

To Ato Kilonsers, Th. Muivah NSCN (IM) and N. Kitovi NSCN (U)

Swu. Iza Khulu herself was a cadre in the Naga Movement. She has been a source of strength, proficient at juggling the responsibilities of being a mother of a family as well as a Nation. Though her life has been a constant struggle she never wavered and stood by my uncle for which we, the family is very grateful. She made every effort to assist in the responsibility of her husband, even to the extent of taking up English Courses so that she may accompany her husband in his frequent travels around the world. Today I am proud to say that she is as capable a diplomat of the Naga Nation as any trained person. We pray for her well-being so that she may continue to be an inspiration to the Naga People. The decision to bury him in his Native village Chishilimi has caused alot of inconvenience to the entire Naga people. I want to thank the Naga Hoho, the Sumi Hoho and the Western Sumi Hoho for the concern you had to bury him in the State Capital Kohima, in Zunheboto and in Western Sumi area respectively, but the family members and the Chishilimi as a whole could not do away with his last wish. He wanted his mortal remains to be brought to his village for burial. I want to thank all the members involved in the funeral organizing committee, the Naga Cominity Delhi, NSCN, Western Sumi Hoho, Angami Public Organization, Angami Youth organization, Rengma Hoho, Sumi Aphuyemi Hoho, Sumi Hoho. The neighbouring villages of Chisholimi, Kilomi, Khughutomi, Hebolimi, Mukalimi, Ghathashi, Lazami and Sumi Aphuyemi Hoho, Sumi Aphuyemi Kukami Hoho , SAKK and each and every individual, community and organization who have participated in various ways. As we gather here to pay our last respect to Ino Isak Chishi Swu, let us be reminded of five greatest achievements achieved thus far for the Naga people: Cease-fire between Naga Political groups and Government of India. Recognition of Naga Issue in the United Nations, Making the Indian Government recognize the Uniqueness of Naga History, Signing of the Framework Agreement and Signing of the Covenant of Reconciliation. Let us remember that He was from the 50’s and 60’s. His leadership has led the Nagas into the 21st century. It is for posterity to record how we, the present generation go forward with the legacy that he has given us. Who is a true Naga leader? According to me it would be a person who do not think of himself or his family or his or her tribe alone but able to think for the entire Nagas, hence my last words. My beloved and most honoured “True Naga Leader” my Unlce Isak Chishi Swu, I bid you farewell --- Ileno Wolo!

Dear Sirs, Revolutionary salute to both of you and all comrades in Hebron and Khehoi My dearest Baba Th. Muivah, it was only under your leadership, the Nagas attained membership of UNPO and GOI recognized the uniqueness of Naga History and Political Situation. Your boldness and patient enabled you to sign historic Frame Work Agreement with GoI on 3rd August 2015. It is only in your hand either to unite or dis-unite the Nagas. After signing the said Accord, entire situation flared up and some section of Naga people opposed it and they voiced their resentment through various medias but the NSCN-Reformation under my leadership appreciated and supported the agreement hoping that, it would not be a betrayal one rather it would benefit the Nagas. I also believed that, late Baba Isac Swu and you would invite all other NPGs with open hearts to participate all processes for acceptable solution but you have failed in this regard till date. Hope, you are ready for it even today although Baba Isac Swu is no more with us now. My dearest Baba N. Kitovi, I have been your servant and you know what I was for you till anti-element separated us on 7th June 2011 and still then I considered you as my mentor. You may recall how SS. Khaplang betrayed you on June 2011 and the same man betrayed me and the entire Nagas on 26th March 2015. Glory to God, the one who saved me from the angry jaws of Indian army and gave me new life in Assam on 26th March 2015 (The Indian Army’s programme to do away with my life was just to avenge the killing of their comrades by NSCN-K under SS. Khaplang’s command). The action of Indian Army was not confine only to my brutal arrest but also burnt down Ponghong designated camp including Church building and all Office documents, followed by sealing and locking of ceasefire Office at Mon. Under such peculiar situation, Mr. P. Tikhak and I took bold decision to form the NSCN/GPRN-Reformation and saved hundred and thousand souls. The formation of NSCN-Reformation also saved the entire situation in Naga country on the basis of ‘Stitch in time save nine’. Had I been sited with SS.Khaplang under such situation, the entire environment could have been different by now. The NSCN-Reformation has no bad intention towards any NPG including your Government. I shall be grateful if you kindly instruct your cadres not to harass NSCN-Reformation workers who are also your own children. I am very happy that both NSCN-IM and NSCN-U have not attack and harass each other, so also, they should not treat NSCN-Reformation as their common enemy. Now, our collective duty at this juncture is to re-build our broken home by uniting among us although all NPGs remain in their respective institutions. The dis-unity and misunderstanding among us reduces our strength and position. I humbly prayed before two of you to work for unity among all NPGs and let us do away with all negativism that have been given birth in recent past. The NSCN-Reformation has no problem with any NPG and ready to shake hands with all of them. Infact, I was so impressed to see all NPGs leaders mourned together for our great leader Late Baba Isac Swu and shared the grief and distress together as one people. The particular scene threw my tear which ran on my face and it really touched me bringing me never before rejoice and I am also proud to be a Naga gentleman. NGBF’S correction to Lotha Hoho’s article dated June 7th, 2016

N

agaland GBs Federation’s humble appeal to Lotha Hoho to withdraw the Public Interest Litigation (PIL) against the state government on oil extraction and the request to settle amicably under Naga customary law for the interest of all Nagas was a “Goodwill Mission” and no other motive behind or intended. But the NGBF was not aware that a humble appeal could bring such a situation that the Lotha Hoho had to define the meaning of Guanbura and their role to an institution which was recognized by the British regime way back in 1882. Therefore to understand what and who are the GBs of Nagaland, we must go back to the beginning of our Naga civilization i.e.. way back to the 11thCentury. Nagaland, the land of many tribes with their own unique and distinct customs & tradition, practices, usages etc... makes it a unique state/ country. As Lotha Hoho in its previous article pointed out that it was not the ‘assigned responsibility’ of the GBs on the matters related to the settlement of issues but directed to coordinate in the management of Khel(Colony) within the villages which they supposed to be the only responsibility of the GBs. There was no paramount power and each village was the state by itself. Each village has its own land and forest, every

village had its own government, some were democratic set up and some had hereditary set up. This system of governance was run by the village chiefs known as Angh in Konyak, Kukami in Sumi, Ekhung in Lotha, Pehumia in Angami, Putumenden in Ao, Kilongtsur in Yimchunger, Mewoh/ Runakreta in Chakhasang, Abotonger in Sangtam, Monyu in Phom, Sangponyu in Chang, Chingkhu/Pai in Zeliang etc... However the system of governance was always for the welfare and protection of its citizen based on their respective custom and tradition. There was also division of work among themselves in administration, rituals etc. Every individual in the village had his rightful place in the society. Each family had its land, and each village was more or less economically self sufficient. The village chieftain and elders does not exercise any kind of autocratic power. All the important matters are discussed in open court where views are exchanged, evidence are examined and only after thorough deliberation a final decision is taken (A kind of direct democracy). Nagas met British during 1832, when British expedition crossed the Angami country. During the British rule i.e. 115 yrs in Naga Hills, the British Sarkari had introduced two institutions in the beginning of the year 1882 i.e.. (i) Do-Bhasi (DB)

(ii) Gaon Bura (GB) *The nomenclature of Village Chiefs to Gaon Bura(GB) was just changed for the administrative purposes of the British India Sarkari as Nagas consisted of many tribes and to acknowledge the chieftains of the Naga Villages as discussed above* The British Sarkari also introduce of the house tax system in some part Naga society and had appointed village chiefs/elders as GBs according to the local practice and the custom of various communities to serve their interest and to assist their colonial administration in carrying out their respective village administration and thus, the powers of chieftains were subjugated by the British empire. They are continuing to be the most useful institute on both civil & justice administration in Naga Society. It was a form of acceptance of the administration and the authority of the government and less important fiscal point of view. The house tax was usually collected by GBs and they used to get two Anna per rupee collected (2% per rupee). The system of house tax continued up to 1955. Gaon Bura (GB) is the institute which the British introduced in Naga Hill at the early stage of their administration. They are not government paid servant but are appointed by the government and work as village chief. In fact they are the liaison officer between the

government and the grass-root people/villagers, the government get most of its work done in respect of the villagers through this institution. They work, on the government authority in the village as village chiefs. Insignia of GB’s authority and service in our society, GBs are presented with one red blanket annually by the government. Since the time immemorial, GB/chieftain of village is the custodian of Naga customary laws and practices, traditions, culture and usages. Generally, 80-85% of Nagas lives in the rural (villages) areas and it is the responsible of GB/chieftain for protection and safeguards its citizen. The role and responsibility of Naga GB/chieftain was first acknowledged by British government and now strengthen and enhanced by the government of India and the state government by entitlement as “rural police” as per the “Rules for Administration of Justice and Police in Nagaland”. Act. 1937. Some of the role and responsibilities of GBs are as follows: 1. Guardian of customary laws and practices, traditions, culture and usages. 2. Maintenance of law and order in the villages. 3. Try cases as per customary laws and practices within their respective jurisdiction. 4. Act as the rural police as per the, “Rules for Admin-

istration of Justice and Police in Nagaland. Act. 1937 5.Maintain peace and tranquillity within the village and with neighbouring villages/colonies. 6.Liaison officer between government and the grass root people. Today Nagas stands unique because of their rich culture, Traditions and costume, the legacies carried on by our for-fathers since time immemorial. Therefore Let us preserved our identity and

let us not belittle our self, for whatever may be the reason. Nevertheless, the meeting with the Lotha Hoho was not intended to harm anyone’s sentiment, but to share the grievances and to appeal if possible to solve the problems within, as a family. The NGBF may be childish and unwise for appealing Lotha Hoho to withdraw the PIL, but as an elderly organization we have done our responsibility. Media Cell, NGBF

That sir, the salaries Hindi teachers under CSS have not been released for February 2016 onwards till date inspite of repeated request at the district and sub-divisional level. Because of non-payment of salary we are facing untold difficulty in meeting even the basic needs of our family and may lead to agitation among the aggrieved members. I, therefore, request your honour kindly to look into the matter and do needful to release the pending salaries to the teachers immediately, for which act of your magnanimity we shall remain ever grateful to you. U’khand cloudburst: 3 more bodies recovered, toll rises to 18

Mukherjee wrote to Governor K K Paul expressing grief at the loss of lives in the recent spell of rains whereas Congress President Sonia Gandhi had a telephonic talk with Chief Minister Harish Rawat during which she took stock of the situation. Rawat has ordered a stay on government employees taking leave over the next three months to avoid any shortage of manpower in case of any emergency. The Chief Minister also wrote to Union Home Minister Rajnath Singh requesting him to provide the state licenses for 22 satellite phones for better communication between agencies involved in rescue operations in the affected areas. Rawat also wrote a separate letter to Communications and IT Minister Ravishankar Prasad asking him to allocate spectrum of HF/BHF network to the state immediately to help in smooth conduct of relief and rescue operations. Meanwhile, the condition of three people, among the 13 who were injured in Bastadi, Nauleda, Rigoliya, Nachani and Charma in the cloudburst incidents, was serious and they have been brought to Pithoragarh for treatment. Water, electricity supply and communication systems have been badly hit in these villages and efforts are on to restore them at the earliest.

Indian girls’s body to be flown home from Dhaka today

NEW DELHI, JUL 3 (PTI): The mortal remains of Indian teenager Tarishi Jain, who was among those hacked to death by Islamic militants in a terror attack at a Dhaka restaurant, will be brought here tomorrow, External Affairs Minister Sushma Swaraj said. “It is a case of brutal killing - an unnatural death. Some legal procedure has (to) be completed,” the Minister said on twitter. Swaraj said that Tarishi’s body will be taken to Delhi by plane on Monday. “This is with concurrence of Tarishi’s father.” “The family will take the mortal remains to Ferozabad (UP),” she added. MHA cautions NGOs to file annual returns

NEW DELHI, JUL 3 (PTI): NGOs not furnishing annual income and expenditure statement for two consecutive years will face a penalty totalling ten per cent of foreign contributions received by them or Rs. 10 lakh, whichever is less, the Home Ministry has said in a gazette notification. A penalty equivalent to five per cent of total foreign funds received in a year or Rs. five lakh will be imposed for non-furnishing of annual return after one year up to two years after December 31 every year. According to an official estimate, less than 10 per cent of nearly 30 lakh registered NGOs across the country file their annual income and expenditure statements or annual returns. Registration under Foreign Contribution Regulation Act of around 15,000 NGOs

were cancelled by the government in last two years for not furnishing annual returns. A penalty of four per cent of the total foreign contribution received during the financial year or Rs. two lakh will be imposed for failure to furnish returns after six months up to one year after December 31 every year. Penalty of three per cent of the amount of foreign contribution received during the financial year or Rs. 50,000 will be levied for not filing the annual returns after three months up to six months after December 31 every year, the notification said. Two per cent penalty on total foreign funds received during the financial year or Rs. 10,000 will be imposed for not furnishing returns for three months after December 31 every year.

NEW DELHI, JUL 3 (PTI): The government will celebrate 350th birth anniversary of Sikh Guru Gobind Singh across the country and has earmarked Rs 100 crore for the events. Addressing a function to commemorate 300th anniversary of martyrdom of Sikh general Baba Banda Singh, Prime Minister Narendra Modi said a high-level national committee will be formed that would chalk out an elaborate plan for the celebrations. “Government of India will be celebrating 350th birth anniversary of Guru Gobind Singh in every corner of the country. It will be celebrated everywhere across the world where Indians reside. “For this, the government of India has earmarked an amount of Rs 100 crore. A high-level committee is being formed to look into organisation of the events,” Modi said. The Punjab government will also contribute a matching amount for the event. Guru Gobind Singh, the tenth and last Sikh Guru was born on December 22, 1666. “Commemoration of the historical events will connect future generations with our roots. Those who forget history can never create history. Only those can create history who are connected with the historical roots. “So, if we celebrate 300th, 350th or a centenary, all these events connect us with the great and historical traditions,” he said.

New Delhi, Jul 3 (PTI): Terming India’s GDP number as “overstated�, Morgan Stanley’s Chief Global Strategist Ruchir Sharma has called for more private investment for the economy to get back on track. “I think India’s GDP data is overstated,� Sharma told PTI. Indian economy grew 7.9 percent in the fourth quarter of 2015-16, taking the overall GDP expansion to a 5-year high of 7.6 percent for the fiscal. Sharma seemed fine with the overall investment in India, but “it has largely been supported by the government�. “The private sector investment is still not picking up in India,� he noted, linking low sustainable inflation to “very high� level of investment. RBI’s decision to bring inflation to 5 percent this year, he said, is in line with emerging market economies’ average. “If you look at all successful economies of the world... China, Korea, Taiwan all grew very rapidly when their inflation rates were low. There is no economy which does well with high inflation rates. So, you know all miracle economies. New Delhi, Jul 3 (PTI): Gold imports fell by about 51 percent to USD 2.7 billion in April-May this fiscal, which is expected to keep a lid on the current account deficit. The sliding prices of the precious metal in both global and domestic markets are seen as a contributory factor for the plunge. Gold imports stood at USD 5.55 billion in April-May 2015. The in-bound shipments contracted for the fourth consecutive month in May by 39.14 per cent at USD 1.47 billion, according to Commerce Ministry data. The contraction in the imports helped narrow trade deficit to USD 6.27 billion last month. The deficit was at USD 10.4 billion in the yearago period. India is the largest importer of gold in the world and the imports mainly take care of demand of the jewellery industry. India’s CAD narrowed to 1.3 per cent of GDP in the third quarter of 2015-16 as against 1.5 per cent in the same period of the previous year, mainly on account of a lower trade deficit.

ICICI to add 400 branches, 1,000 ATMs this fiscal New Delhi, Jul 3 (PTI): Country’s second-largest lender ICICI Bank will add 400 more branches and expand its ATM network by another 1,000 in the current fiscal to boost business from retail operations. “We believe that a wide branch network is a cornerstone in retail banking. Keeping this in mind, we plan to add around 400 branches this fiscal. We also plan to expand our ATM network by adding over 1,000 ATMs,� Chanda Kochhar Managing Director and Chief Executive Officer of ICICI Bank said in an interaction. Kochhar said research done by the bank has shown customers value a wide branch network, and the proximity to one’s home or office plays an important role when customers evaluate a bank with which they want to start a relationship. “It also helps deepen the relationship with the customer as it forms a focal point for a

range of products and services like mortgages, other loans and investments,� she said. ICICI Bank is of the view that branch expansion will continue, although their nature of branches are yet to evolve. “The branches will become digital and more advisory in nature. In fact, our branches, in their advisory role, source over half of our home loan and new cards customers. Our ATMs are like mini-branches today wherein we provide many banking services in addition to dispensing cash,� said bank’s head. Besides, automated teller machines (ATMs) also involve services such as Aadhar card updation to utility bill payments, pre-approved loan eligibility and even fund transfers to any bank. “Today, over a third of all financial transactions are done through ATMs,� Kochhar said.

ICICI Bank had said in the previous fiscal it added 400 branches to its network, which is equivalent to the branch network of a small bank. As of March 31, 2016, the ICICI Bank said it had the largest retail network among private sector banks in the country with 18,216 branches and ATMs. Of this 4,450 are branches and 13,766 are ATMs. Advancing with new age requirements, the bank has also successfully weaved digital strategy alongside its brick and mortar model. ICICI Bank has 110 fully digital and automated ‘Touch Banking’ branches across 33 cities available round-the-clock on all days. As part of branch automation strategy, the bank said it has deployed more than 1,800 self-service kiosks, which include cash deposit machines and insta banking kiosks, across its branches.

HDFC, 5 other cos add Rs 37k Cr to market value New Delhi, Jul 3 (PTI): Driven by robust sentiment in the stock markets, the combined market valuation of top six Indian companies rose by Rs 37,692.44 crore during the week ended July 1. While Reliance Industries Ltd (RIL), HDFC Bank, HDFC, Hindustan Unilever Ltd (HUL), Oil and Natural Gas Corporation (ONGC) and Sun Pharma saw a rise in their market capitalization, or M-Cap, for the week, Tata Consultancy Services (TCS), Infosys and Coal India Ltd (CIL) suffered losses. The comparable figure for the fifth ranked ITC was however not

available due to adjustment related to bonus issue of shares. ONGC’s valuation soared by Rs 12,662.12 crore to Rs 1,91,942.42 crore. The M-Cap of HUL zoomed by Rs 8,462.2 crore to Rs 1,94,370.90 crore while that of RIL jumped by Rs 7,182.01 crore to Rs 3,15,700.62 crore. HDFC Bank’s valuation climbed by Rs 3,464.71 crore to Rs 2,97,589.76 crore. HDFC added Rs 3,454.54 crore to its M-Cap, taking its market value to Rs 1,96,909.34 crore. The M-Cap of Sun Pharma rose by Rs 2,466.86 crore to Rs 1,83,871.43 crore. In contrast, TCS saw its market valuation dip by

Rs 13,576.25 crore to Rs 4,92,961.66 crore. The market value of Infosys dropped by Rs 5,145.16 crore to Rs 2,69,224.88 crore. CIL’s valuation fell by Rs 979 crore to Rs 1,95,870.46 crore. In the ranking of domestic M-Cap chart, TCS stood at the top position, followed by RIL, HDFC Bank, Infosys, ITC, HDFC, CIL, HUL, ONGC and Sun Pharma. For the week, the Sensex climbed 747.20 points or 2.83 per cent, while NSE Nifty surged 239.75 points or 2.96 per cent. For both indices, the jump was their best weekly gain since May 27.

New Delhi, Jul 3 (PTI): India has slipped to the 75th position in terms of money held by its citizens with banks in Switzerland, while the UK remains on top. India was placed at 61st place last year, while it used to be among top 50 countries in terms of holdings in Swiss banks till 2007. The country was ranked at the 37th place in 2004. As per the latest annual update on Swiss banks, released by the Swiss National Bank (SNB), Switzerland’s central bank, the total money held there by foreign clients from across the world fell by nearly 4 per cent to 1.42 trillion Swiss francs or CHF (about Rs 98 lakh crore) at the end of 2015. In terms of individual countries, the UK accounted for the largest chunk at about CHF 350 billion or almost 25 per cent of the total foreign money with Swiss banks. The US came second with nearly CHF 196 billion or about 14 per cent. No other country accounted for a double-digit percentage share, while others in the top ten included West Indies, Germany, Bahamas, France, Guernsey,

New Delhi, Jul 3 (PTI): The government may not cut excise duty on petrol and diesel in the near term if it accepts the suggestions made in an approach paper submitted by Chief Economic Advisor Arvind Subramanian for maintaining status quo if oil prices climb by another $15 per barrel. Subramanian last month submitted an approach paper to the Finance Ministry on scenarios to deal with a rise in crude oil prices. Sources said the chief economic advisor suggested status quo on excise duties till oil prices climb to $65 per barrel, from the present $49 levels. Any rise in prices above $65 a barrel should be equally borne by the consumers and the government - consumers by way of paying higher retail rates and the government by cutting excise duty on the two auto fuels. If crude oil price were to average $65 a barrel from July to end of the year, half of the burden on the fiscal would be Rs 46,000 crore, or 0.3 per cent of GDP, Mr Subramanian said in the approach paper. Every incremental $5 per barrel increase in global oil prices would translate into a Rs 2-2.1 per litre increase in retail

New Delhi, Jul 3 (PTI): Buoyed by relaxation of FDI norms, NRI tycoon Yusuffali M A, who heads the Dubai-based retail conglomerate Lulu Group, has announced investment of over Rs 7,000 crore in India for setting up shopping malls and hotels. Ali said his group will invest Rs 4,650 crore in Kerala, Rs 1,000 crore in Uttar Pradesh and Rs 1,410 crore in Telangana in the hospitality and retail sector. Complimenting the NDA government for raising FDI cap for various key sectors, Ali estimated that investment to the tune of USD 150 billion will flow into India’s retail, aviation, tourism and manufacturing sectors from the Gulf countries in the next few years. He said Prime Minister Narendra Modi’s outreach to a number of Gulf nations coupled with new initiatives to attract foreign investment have made India the most talked about FDI destination in the region which is eying to broaden its non-oil investment. “There will be a tremendous push from Gulf investors into India as the they are looking to broaden their non-oil investment,� he said. Ali’s Lulu Group, having an annual turnover of USD 6.3 billion, has already made major investments in retail, hospitality and food processing sectors in India. The Forbes magazine had last year listed Ali, a first generation migrant to the Middle East, as the 30th wealthiest Indian and the 737th richest in the world. Ali said the company will initially invest Rs 1,000 crore for setting up a shopping mall and a five star hotel and convention centre in Lucknow. The site for the project has already been identified and construction work will start by December. In Telangana, Ali said his group is investing Rs 500 crore for establishing a food processing plant, while a shopping mall will be set up with an investment of Rs 900 crore in Hyderabad. In Kerala, Ali said his group is making an investment of Rs 4,650 crore in a number of projects. A shopping mall and a five star hotel with investment of Rs 1,250 crore is being set up in Thiruvananthapuram, he said, adding another five star hotel will come up in Kochi at an investment of Rs 1,600 crore. The Lulu Group is also a setting up a world class IT Park at Kochi with an investment of Rs 1,400 crore.

Don’t change excise on transport fuels: Subramanian New Delhi, Jul 3 (IANS): Following this week’s cut in transport fuel prices, the Centre is likely to favour Chief Economic Advisor Arvind Subramanian’s view that excise duty on petrol and diesel should not be cut in the future, said a senior official here. In a paper submitted last month, Subramanian suggested a status quo on excise duties till international oil prices rise to $65 a barrel from their current levels of under $50, said the official of the finance ministry. The paper argues that any price-rise above $65 a barrel should be borne equally by consumers, who will have to pay higher rates, and the government which will need to cut excise duty on transport fuels. Amid the recent fluctuation in global crude oil prices, the Indian basket of crude closed trade on Thursday at $47.24 for a barrel of 159 litres, up from its previous day close at $46.80, according to the available data. State-run Indian Oil Corporation (IOC) cut the price

With oil prices in free fall over the entire last year, falling from well over $100 a barrel levels to around $27, the government had hiked excise duty on petrol and diesel nine-fold to garner additional revenues. In all, it raised excise duty on petrol by Rs 11.77 a litre and that on diesel by Rs 13.47. Oil prices have surged more than 80 per cent on a weaker US dollar from a 12year low in January. Subramanian is of the view that taking into account the government’s tighter fiscal position this year after approving implementation of the 7th Central Pay Commission (7CPC) recommendations, it would be unwise to cut excise duty till crude prices climb back to his suggested trigger level. Finance Minister Arun Jaitley has estimated the “recurring burden� on central government finances this year on account of the 7CPC, including for arrears payment, at Rs 84,933 crore.

‘Textile ind job creation plan may get hit due to automation’ Mumbai, Jul 3 (PTI): Textile and apparel industry is likely to create only 29 lakh jobs compared to the government’s target of one crore new jobs, even as the sector’s market size is expected to grow by 40 per cent to USD 142 billion in the next five years, says a report. “As textile and apparel industry is moving towards automation, the industry is unlikely to create more jobs along with the growth in the industry. The expected job creation in the domestic textile and apparel sector would be 29 lakh in the next 5 years,� a joint study conducted by industry body Texprocil and EY said. The Cabinet had last month approved a Rs 6,000 crore package for textiles and apparel sector with an aim to create one crore new jobs in

three years and attract investments of USD 11 billion. E&Y report said the technological advancement leading to increased efficiency may reduce job opportunities. From a high of 40 workers being employed by the industry, it has now declined to 25 workers per Rs 1 crore. The spinning, autoconers and auto-splicers divisions have replaced a job of 20 workers by 2 workers. The Inter-fiber shift moving from relatively labour intensive spun yarn to synthetic filament segment also leading to lower job creation, it said. As per a World Bank report, 69 per cent of the jobs in India are at a higher risk of being replaced by automation. The report pointed out that because of absence of

In a strong message to those evading tax, Jaitley said such people would face serious action and that the government is plugging the escape routes. “Those who were involved in the Liechtenstein accounts, those who are involved in the HSBC accounts and which were held to be illegal, are now facing prosecution. Those holding illegal accounts as disclosed in the Panama papers will also meet the same fate. We have revised our (tax) treaty with Mauritius so that there are no such routes available where people get away with earning income in India and not paying taxes.

“So, investors and taxpayers are going to be taxed on the basis of residence-based principles,� Jaitley said. According to him, Cyprus treaty has also been revisited and is likely to be approved by the Cabinet over the next few days. The government is also in discussions with Singapore for revising the bilateral taxation treaty. “What stems out of this is that every income earned in India unless exempted would be liable for tax in India, the escape routes against that are now being blocked. But our tax rate will be reasonable, base has to be much larger and the tax department has to start trusting the assessee and the taxpayer,� he said. Currently, the country has a taxpayer base of about 5.4 crore people. He also said that all grey areas are being made clearer when it comes to taxation and the tax department. “Ease of communicating with tax department is going to continue. All the grey areas, the unclear areas I think by virtue of clarifications and notifications are now increasingly becoming clear,� Jaitley said. In the last few months, procedures have been simplified and the “assessees have never seen such an easy and friendly approach of the taxation department�, he noted. His remarks also come against the backdrop of various initiatives being taken to ensure that the taxation system becomes more friendly towards taxpayers. Listing out various measures aimed at simplifying the procedures, Jaitley said dispute resolution mechanism has been put in place at the appeals stage with respect to tax matters. Bangladesh blames homegrown terrorists for terror attack in Dhaka

Dhaka, Jul 3 (PTI): Bangladesh government today claimed the attackers who slaughtered 20 hostages inside a cafe here in the country’s worst terror attack were members of “homegrown” Islamist terrorist outfits and not ISIS militants, as the shocked nation began observing two days of national mourning. “Let me clear it again, there are no ISIS or al-Qaeda presence or existence in Bangladesh...the hostage-takers were all home-grown terrorists not members of ISIS or any other international Islamist outfits,” Home Minister Asaduzzaman Khan told PTI. “We know them (hostagetakers) along with their ancestors, they all grew here in

Bangladesh...they belong to homegrown outfits like JMB (Jamaatul Mujahideen Bangladesh),” he said. Islamic State has claimed responsibility for the killing of the hostages, mostly foreigners and one Indian girl, and two police officers during an 11-hour siege that ended yesterday after the army stormed the Holey Artisan Bakery popular with expats in the diplomatic zone here, killing six attackers and capturing one alive. A police source was quoted as saying by the Dhaka Tribune that all the attackers were Bangladeshi nationals aged between 20 and 28. Police said the attackers were well-educated and most came from rich families.

Bangladeshi media reports said that after US-based SITE Intelligence Group published photos of five gunmen holding assault rifles who, the Islamic State claims, killed the hostages, former classmates have started identifying by posting their old pictures on social media. According to the reports, three of the five attackers have so far been identified by their friends. Announcing a two-day state mourning for those killed in the worst terror attack in the country, Prime Minister Sheikh Hasina vowed to do everything to eliminate terrorists from the country and asked extremists to stop killing in the name of religion. She asked all, including the general public, to get united to resist a “handful of terrorists”. Twenty hostages, including 19-year-old Indian girl Tarushi Jain, were hacked to death by terrorists inside the cafe popular with expats in the diplomatic zone before commandos launched an assault killing six attackers and capturing one alive. Most of those killed were found with their throats slit. Of the 20 hostages slain 9 were Italian, 7 Japanese, one American of Bangladeshi origin, and two were locals, the army said.

The assailants killed two police officers, who tried to enter the cafe, to break the siege. Army commandos stormed the eatery yesterday and rescued 13 hostages, killing six attackers while capturing one alive.

The official Australian Electoral Commission tally has Labor on 71 seats and the ruling Liberal-National coalition on 67 seats. Independents and minor parties gained an unprecedented share of the vote. The future Australian government would be resolved by the 11 seats which remain in doubt. Of these, Labor was ahead in six. The polls will elect all 226 members including 150 members for the lower house of the 45th parliament after an eight-week official campaign period following the double dissolution announced by Turnbull in April. Colombo, Jul 3 (PTI): The Sri Lankan government is considering a proposal to issue permits to a limited number of Indian trawlers to enter the International Maritime Boundary Line in an attempt to minimise illegal, unreported and unregulated fishing, a media report has said. Defence Ministry Secretary Karunasena Hettiarachchi said that a licensing system was being explored. “We have not finalised it. It is a very sensitive issue for both sides,” Sunday Times quoted him as saying. Technical proposals will be drawn up and submitted to the Indian Government through diplomatic channels, Hettiarachchi said, declining to give further details. Yet the proposal which came from the Indian side is likely to face strong opposition the paper says. Sri Lankan fishing organisations had opposed the idea when the Indian counterparts proposed it during talks between two sides. The frequent arrest of Indian fishermen by Sri Lankan navy remained unresolved despite high level talks since 2014. Istanbul, Jul 3 (AP): Turkish President Recep Tayyip Erdogan declared that Syrian President Bashar Assad was a “more advanced terrorist” than the Islamic State group, despite the deadly attack on Istanbul’s Ataturk Airport that Turkish officials blame on IS. Speaking in the town of Kilis near the border with Syria, Erdogan said the Syrian leader was responsible for the deaths of some 600,000 of his own citizens and was the root cause of the war in Syria. “He is a more advanced terrorist than a terrorist from the PYD or the YPG,” Erdogan said. “He is a more advanced terrorist than Daesh.” Erdogan was referring to Syrian Kurdish militia, which Ankara accuses of being a terror organization because of their affiliation with Turkey’s Kurdish rebels, and to the IS group by its Arabic name. Three militants armed with assault rifles and suicide bombs attacked one of the world’s busiest airports on Tuesday night, killing at least 44 people. Toronto, Jul 3 (PTI): A 22-year-old Canadian has been sentenced to 10 months in jail for punching and kicking a Sikh man in a racially motivated attack that had drawn strong condemnation from Prime Minister Justin Trudeau. Gabriel Royer-Tremblay, 22, was convicted of assault for punching and kicking Toronto resident Supninder Singh Khehra on a street in Quebec City in March. Khehra had said at the time that Tremblay and two of his friends shouted and swore at him in French and pointed at his turban, before he was punched in the eye and kicked. 29-year-old Khehra said his turban flew off of his head during the assault. Police arrived at the scene a short time later and arrested Tremblay and another man, who was later released without charges. The incident had drawn widespread condemnation in Canada, including from Prime Minister Trudeau, who said at the time that such “hateful acts” have “no place in Canada”. Royer-Tremblay was also convicted of several other offences, including obstructing police and methamphetamine possession. His lawyer, Benoit Labrecque, told CTV News Toronto that six months of the sentence was for the assault against Khehra, and the other four were tied to the other offences. Royer-Tremblay was also given two years’ probation on Thursday.

Spectre violence sparked most complaints to BBFC

pectre generated the most complaints to the British Board of Film Classification (BBFC) in 2015, the ratings body has revealed. The James Bond film, which was rated 12A, received 40 complaints that focused on its scenes of violence. Released last October, it featured Daniel Craig’s 007 battling a criminal syndicate. Other films that generated public feedback to the BBFC included Kingsman: The Secret Service and Minions. According to the BBFC’s annual report, published on Fri-

3 Indians eye Rio berths in Olympic qualifiers for pro boxers NEW DELHI, Jul 3 (PTI): Aiming to become the first set of Indian professional boxers to compete in Olympics, WBC Asian title-holder Neeraj Goyat, Gaurav Bidhuri and Dilbag Singh will begin their campaign in the International Boxing Association’s final qualifying tournament for the Rio Games in Vargas, Venezuela. The event in Venezuela will mark a historic end to the dividing line between pros and amateurs. Gaurav (49kg), Neeraj (69kg) and Dilbag (81kg) will all be in action tomorrow in the first round of the historic tournament, which was finalised after AIBA’s Extraordinary Congress last month voted overwhelmingly in favour of allowing pros into the Olympics, scheduled in Rio de Janeiro from August 5. The tournament will feature boxers from AIBA’s own professional events -- the World Series of Boxing (WSB) and AIBA Pro Boxing (APB) -- besides pro boxers from all over the world.

However, none of the big names in the pro circuit have made themselves available for the tournament citing reasons ranging from fitness, lack of time for preparation and the threat of sanctions by their promoters and licensing bodies like the WBO and the IBA. London, Jul 3 (Agencies): World No 1 Novak Djokovic has confirmed he will not play for Serbia in their Davis Cup clash against Great Britain. Djokovic announced his decision shortly after being surprisingly knocked out of Wimbledon on Saturday, losing to American Sam Querrey in the third round. The 29-year-old had made at least the quarter-finals of every major since the 2009 French Open prior to his defeat to Querrey. Serbia will play Great Britain, the defending Davis Cup champions, in Belgrade on the weekend of July 15, but will now have to make do without their star player. When asked whether his early exit from Wimbledon would affect his decision to play in the Davis Cup, Djokovic said, “No, I am not going to play in the Davis Cup.” Viktor Troicki, Nenad Zimonjic and Filip Krajinovic, who featured alongside Djokovic in Serbia’s first-round victory over Kazakhstan, will be joined by a new team-mate for the clash against Great Britain. BORDEAUX, Jul 3 (Agencies): Germany defeated Italy 6-5 in a marathon shootout featuring 18 penalties to finally end their jinx against their old rivals in major tournaments and reach the Euro 2016 semifinals on Saturday. They will now face the winners of the other quarterfinal between hosts France and Iceland, who play on Sunday. After a tense, tactical battle ended 1-1 after extra time, the usually clinical Germans missed three spot kicks but still progressed courtesy of even more wayward shooting by their opponents who failed to convert four of their penalties. Jonas Hector had the honour of sending Germany through by putting away their ninth kick but even his effort only just made it under Gianluigi Buffon’s dive. Mesut Ozil had given Germany the lead midway through the second half before Leonardo Bonucci replied with a penalty following a bizarre handball by Jerome Boateng.

Germany, who reached their sixth successive semi-final in a major tournament, had never previously beaten Italy at a major finals - a run stretching back to the 1962 World Cup. Italy’s four wins included a World Cup final and two semi-finals and the Euro 2012 semis. The other four games were drawn. The first half was as tense, tactical and cagey as expected between two teams who had only conceded one goal between them so far in the tournament. Both sides began with three-man defences, although Italy also pulled wing backs Alessandro Florenzi and Mattia De Sciglio into the back line every time they sensed danger. It took 42 minutes for either side to produce a genuine chance but Germany forward Thomas Mueller, usually deadly in front of goal, scuffed his shot and Buffon saved easily. Germany’s passing was slicker and they broke through in the 65th minute when Hec-

tor’s pass into the area was deflected off Bonucci and fell perfectly for Ozil to guide into the net. It seemed that might be enough to win the game but Italy equalised out of the blue 13 minutes later. Florenzi curled the ball into the area, Boateng went up for a challenge with Chiellini with his arms raised like a basketball player and the ball hit the German’s arm. Bonucci fired a superb penalty low into the bottom right hand corner, beyond Manuel Neuer’s reach.Italy suddenly found a new lease of life as Graziano Pelle had a shot deflected wide following a quick break and De Sciglio fired into the side-netting. Little happened in extra time but the shootout was eventful. Simone Zaza, Pelle, Bonucci and Matteo Darmian missed for Italy, while Mueller, Ozil and Bastian Schweinsteiger fluffed their lines for Germany but Hector stepped up to seal the win.
