KOHIMA, JUL 3 (NPN): State chief secretar y, Pankaj Kumar, on Monday assured the agitating members of Public Service Aspirant of Nagaland (PSAN) in written that the state government would review all appointments made on contract basis after June 6, 2016 for termination and the posts that come within the purview of NPSC would be requisitioned to NPSC. It may be mentioned that following allegations of backdoor and unauthorized appointments in various departments, the state government (Personnel & Administrative Reforms department) in an office memorandum (OM) dated June 6, 2016 had banned all ad-hoc/casual/temporary/work-charged appointments. The chief secretary made the assurance after hundreds of youths braving heavy downpour staged a protest against backdoor appointments at the Civil Secretariat junction here on Monday. CAN-N demands roll back of GST on disability aids DIMAPUR, JUL 3 (NPN): Connect Ability Network Nagaland (CAN-Nagaland) has demanded roll back of GST on aids and appliances used by the person with disabilities by making them available and affordable. According to CAN-N executive director Diethono Nakhro, the decision of the GST council was a blatant violation on the provisions of the recently enacted Rights of Persons with Disabilities (RPWD) Act 2016. She asserted that the assistive appliances and other aids were not a luxury but essential and necessity for people with disabilities. Therefore, she said imposition of 5-18% taxes under GST would make the aids and appliances more expensive, as they are currently exempted from all taxes. Further, Nakhro said that the GST council on May 18, 2017 had approved 18% tax on Braille typewriters and cars for the physically disabled, 12% on Braille paper, 5% on carriages for the disabled, wheelchairs and assistive devices, and 12% on hearing aids. In this regard, she questioned the wisdom of the government in taxing the disabled by making their lives more difficult.

Memorandum dated August 11, 2016 regarding regularization of government employees appointed on ad hoc and contract basis prior to OM dated June 6, 2016 would be taken up for review by P&AR department. He also informed that deputation in various departments within the purview of NPSC would be reviewed for necessary corrective action. The chief secretary, therefore, sought all required details of specific cases of appointments/deputations to facilitate the review of the cases.

The demand of PSAN was that irrespective of posts, all posts that fall within a grade pay of Rs. 2800 and above should be requisitioned to NPSC. PSAN also demanded that the state government institute State Service Commission (SSC) in line with Staff Selection Commission (SSC) as it has lost confidence in the departmental (Cont’d on p-7) exams.

DIMAPUR, JUL 3 (NPN): Chumukedima Area GBs’ Association (CAGBA) has expressed dismay over the alleged deduction of 80% fund from the MGNREGA by the rural development department, Chumukedima block under “convergence fund.” In a press release, CAGBA president, Tokishe Achumi, vice president, L.P.Theirie, and vice president, Yashimeren Lkr, said MGNREGA was a centrally sponsored scheme to provide employment for the village job card holders. They said that deduction of such a huge amount (80%) by the department and giving the remaining 20% to the village was beyond any reasoning and cannot be justified in any manner. According to the signatories, on enquiry from several sources, it was learned that only Chumukedima block has made the deduction. “If it is so, why only Chumukedima Block and why not other blocks as well?” they ques(Cont’d on p-7) tioned.
KOHIMA, JUL 3 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu on Monday lamented that due to the prolonged Naga political problem many developmental activities have been retarded. Dr. Liezietsu was however optimistic that very soon the Naga issue will arrive at an acceptable settlement which will lead to progress and development of our state. Dr. Liezietsu said this while interacting with the visiting team of 20 IPS probationers and two faculty members from Sardar Vallabhbhai Patel National Police Academy, Hyderabad as part of Bharat Dharshan who called on him at his office chambers at Civil Secretariat, CMO media cell stated. Even though Nagaland attained statehood 50 years back, he said that the state was unable to progress in many ways. JCC, NTAC caution govt; No LPG connection in 6 NE states till May submit reminder to CM DIMAPUR, JUL 3 (NPN): Joint Coordination Committee (JCC) and Nagaland Tribes Action Committee (NTAC) both formed at different stages of the state in protests against imposition of 33% women reservation by the government, have asked the chief minister to respond to their latest reminder dated July 3, 2017 so as to avoid aggravating the situation. NTAC Media Cell reminded the state government of its demand for revocation of the November 24, 2016 resolution by the Nagaland Legislative Assembly which gave the nod to hold elections to Urban Local Bodies (ULBs) with 33% women reservation. JCC and NTAC have demanded that revocation be made with suitable amendment to the Nagaland Municipal Act 2001 by safeguarding the rights conferred under Article 371A of the constitution of India.
NTCA media cell pointed out that the two committees had submitted the first representation on March 18, 2017 and a reminder on May 18, 2017 including a co-ordination meeting with the Cabinet Sub Committee (CSC) with JCC and NTAC at Hotel Saramati on April 22, 2017. The CSC was also appraised to take up the matter with all seriousness with the state government at the earliest, they said. However, NTAC said despite all these, the state government has remained silent and left the matter unattended. Therefore, in the light of the consequent concern and resentment, both JCC and NTAC have cautioned the state government against aggravating the situation and also not to take their considerate reasoning and patience as a sign of weakness.
New Delhi, Jul 3 (IANS): In six out of eight North Eastern states, the Narendra Modi government failed to provide even a single LPG connection under its flagship scheme Pradhan Mantri Ujjwala Yojana (PMUY). The Yojana is an initiative on whose success the Bharatiya Janata Party (BJP) rode to power in Uttar Pradesh, having provided over 4.3 million connections in the state to BPL families. The information was received from Indian Oil Corporation Limited (IOCL) through an RTI application by IANS in May. According to the RTI reply, till May 8, 2017, not a single family benefitted from the Pradhan Mantri Ujjwala Yojana (PMUY) in states like Arunchal Pradesh, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. Just the two BJP-ruled states in northeast India -- Assam and Manipur -- saw five and 27 LPG connections, respectively. In Assam, Baksa district received one connection, Darrang got one, Dhemaji district one and Dibrugarh got two.
In Manipur, Kakching district received highest number of connections with 15, followed by eight in Thoubal, two in Imphal West and one each in Jiribam and Churachandpur. The RTI reply also says that till May 8, 2017, a total of 75 districts in Uttar Pradesh have released 4,337,706 connections under the PMUY. The scheme was launched by Prime Minister Narendra Modi on May 1, 2016, in Ballia, Uttar Pradesh in the run up to the assembly elections in the state, which was held from February 11 to March 8 this year in seven phases. The BJP swept through the assembly elections in Uttar Pardesh, bagging 325 seats out of 403 seats and dislodging the Samajwadi Party government, which along with the Congress could manage only 54 seats. It is believed that women in UP were pleased with the central government’s initiative and voted for the BJP. The RTI reply also said that till May 8, 2017, a total of 21.933 million connections had
been released in the whole country under PMUY. However, to a question as to how much the government had spent under the scheme in Uttar Pradesh and in the whole country, the reply came that the information was not available with IOCL. Meanwhile, on the website of PMUY under the ministry of petroleum and natural gas, it is mentioned that till July 1, 704 districts had been covered and 24.4 million BPL LPG connections had been released. The BJP came to power also in Assam last year (2016) and Manipur early this year, uprooting the Congress governments On May 1, 2016, Prime Minister Narendra Modi launched the Pradhan Mantri Ujjwala Yojna (PMUY). The scheme intends to provide 50 million LPG connections to women from Below Poverty Line (BPL) families. It has been a roaring success so far. 20 million LPG connections have been issued in 2016-17 against a target of 15 million. These numbers suggest a revolution in cooking methods for the poor.

The affected districts were Barpeta, Jorhat, Lakhimpur, Karimganj, Cachar, Dhemaji, Karbi Anglong and Biswanath. The authorities set up 269 relief camps in Karimganj, Cachar, Dhemaji and Biswanath districts where 5,670 inmates were taking shelter. Arunachal Pradesh: Heavy rains lashed several parts of Arunachal Pradesh, including the capital, causing landslides and flood-like situation in many areas across the state. The administration has alerted residents located at vulnerable areas, such as river banks, streams and landslide-prone zones and advised them to move to safer locations. Heavy damages to roads, culverts, houses and other infrastructure were reported from the districts.

Therie for criticizing the appointment of Khriehu Liezietsu as Advisor to the chief minister Dr. Shürhozelie Liezietsu. NPF dismissed the NPCC attack of “nepotism” over the appointment of the son (Khriehu) as advisor to the father (CM) after the former resigned from the house to pave way for by election of his father. NPF dismissed the NPCC criticism as “inducing humour” that was as “hilarious as the political party which has become a joke”. Cement prices slashed by `15 in NE states GUWAHATI, JUL 3 (AGENCIES): Several cement companies of the Northeast India have slashed cement prices by Rs 15 per bag to pass on GST benefits to its customers. Star Cement, Dalmia Cement and Topcem Cement have made this reduction in cement prices effective from July 1. Other cement companies have also made similar announcement of rate deduction. A person from the Cement industry said, “Cement is taxed at 28 percent in GST, while in earlier tax regime taking all taxes together, Cement attracted 31 to 32 percent tax. We have decided to pass on the benefit of 4 percent to the consumer.”
Govt informs on schedule to meet Interlocutor Ravi
DIMAPUR, JUL 3 (NPN): As reported by Nagaland Post, the state government, in view of the two-day visit (July 6-8) of Interlocutor for Naga talks, R.N. Ravi to Nagaland to hold consultative meetings with the stake holders on Naga issue, has informed all concerned civil societies wanting to meet Ravi to contact Home secretary, Rovilatuo Mor at +9194360 05679. Accordingly, the Home department will schedule the date, time and venue of the meetings, a DIPR report stated. Ravi will be available to meet the civil societies at Kohima on July 6 from early evening to mid morning of July 7 and at Dimapur from July 7 evening to mid morning of July 8, DIPR informed.
