NEW DELHI, JUL 4 (IANS): Prime Minister Narendra Modi is set to reshuffle his council of ministers on Tuesday by axing six ministers and inducting 19 new faces in the maiden such major exercise since he took power in May 2014, party sources said. Some of the to be ministers who flew into the capital on Monday from Rajasthan, Uttar Pradesh, Gujarat, Karnataka and Uttarakhand confirmed to IANS that they were summoned by BJP President Amit Shah. All of them met Shah over tea in the afternoon. Frank Noronha, the government’s principal spokesperson, tweeted earlier in the day that a cabinet expansion would take place on Tuesday at 11 a.m. but did not go into the specifics. BJP sources said two dozen names were doing the rounds for induction, promotion or ouster. The sources said over 15 new faces -- one source put the figure at 19 -- could find a place in the ministerial council and four ministers of state with independent charge were likely to be promoted to the cabinet. MALT pickets SDEO Mangkolemba DIMAPUR, JUL 4 (NPN): Around 130 Mangkolemba Ao Youth Organization (MALT) volunteers picketed the office of the Sub Divisional Education Officer (SDEO) Mangkolemba on July 4, 2016 in protest against state government’s failure to initiate action against HA of SDEO Mangkolemba. MALT president Imjong Longkumer and assistant general secretary Tinuniken Langu said that the HA, who was transferred on promotion, failed to join office after his detachment from District Education Office (DEO) Kiphire to SDEO, Mangkolemba on May 23, 2016. However, the proposed indefinite picketing of Sub Divisional Education Officer’s office was called off after ADC Mangkolemba, Imtiwapang Aier, gave an assurance on behalf of the Directorate of School Education to take disciplinary action against the HA and to deploy one HA to SDEO Mangkolemba. Mangkolemba Ao Youth Organization has also submitted ultimatum to the Chief Secretary through ADC Mangkolemba demanding disciplinary action against the “disobedient” HA and posting of one HA at SDEO Mangkolemba before July 18. The youth organization further warned of befitting steps in the event of failure to fulfill their demand.

IMPHAL, JUL 4 (IANS): A threemember team of the Press Council of India (PCI) arrived here on Monday for a three-day visit, during which they will study the ground realities of the problems journalists face from security forces and insurgents and formulate some guidelines for the media in the insurgencyafflicted North Eastern region. The members of the PCI subcommittee are Ravindra Kumar who is also editor of The Statesman, Kasuri Amarnath and C.K. Neikareni. Ravindra Kumar told reporters at the Tulihal international airport that the sub-committee shall formulate some guidelines which may be approved by the PCI for implementation in the region. “The ball was set rolling in Nagaland when some underground organisations forced the press to publish their handouts and these were not to the liking of the government. “In Manipur, the NIA (National Investigation Agency) was not amused by the coverage of the underground news. The government issued a notification asking the media to abide by the PCI recommendations on the matter. It is against the freedom of the press guaranteed by the constitution if the press is restrained in publishing news,” he said. During their stay, the sub-committee members shall talk with the Manipur government representatives, officials of the security forces and journalists. “Press in most of the northeastern states is sandwiched between the government and the insurgents over the publication of the underground reports and sub-committee shall try to find a way out,” said Ravindra Kumar.

The CBI alleged that the accused persons had entered into a criminal conspiracy and caused a loss of Rs 12 crore to the Delhi Government in award of contracts between 2007 and 2015, and claimed that the officials had taken “undue benefit” of over Rs three crore while awarding the contract. Without any government tendering process, Rajendra Kumar, when working as chairman of Delhi Transco Limited, allegedly facilitated an award of contract worth Rs 40.16 lakh to Endeavour Systems for the development of a comprehensive management information system in 2009, the official said. “As a secretary in the health and family welfare department of the Delhi government, Rajendra allegedly awarded a Rs 2.43 crore manpower project in the health ministry to Endeavour Systems through ICSIL in November 2010. This tender was also not passed by the government,” the official said. Working as commissioner in trade and taxes department, Rajendra Kumar in May 2012 facilitated a project award of Rs 3.66 crore to Endeavour Systems through ICSIL for the development of software applications, the official said. Rajendra Kumar, as a secretary of information and technology in the Delhi government, allowed a facility management system project worth Rs 45.5 lakh to Endeavour Systems in July 2013 without any government tender. “As a secretary to Delhi CM, Rajendra ensured and allegedly facilitated a project of enterprise resources planning of Delhi Jal Board worth Rs.2.46 crore to Endeavour Systems in June 2014. This project was given to ICSIL by the Delhi Jal Board in February 2014 through a proper tendering process,” the official said.

NEW DELHI, JUL 4 (AGENCIES): Central Bureau of Investigation (CBI) on Monday arrested Chief Minister Arvind Kejriwal’s Principal Secretary Rajendra Kumar and four others over an alleged Rs 50 crore scam on award of software contracts. According to the FIR, Rajendra Kumar promoted a company, Endeavour System Pvt. Ltd. Rajendra Kumar, a 1989 batch IAS officer of Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, allegedly facilitated an award of five contracts worth Rs.9.5 crore to ICSIL and Endeavour Systems during 2007-2014. A CBI official said that Kumar has emerged as the kingpin of the scam. Four others, including former assistant director of VAT department Tarun Sharma, were also arrested for alleged corruption. “There are allegations that he (Kumar) favoured private companies to make their way for tendering process. Further investigation is going on,” a spokesperson for the investigating agency said. Deputy CM Manish Sisodia accused Centre of a conspiracy to “paralyse” the Kejriwal government. “The Central government has now stooped very low by doing this. This is all a conspiracy,” Sisodia said. “Modi ji, let me tell you - we’ve been elected by ppl of Delhi, we shall run an effective govt for them despite all your attacks on us!” his tweet reads. NPRAAF to stage protest No SRF office, flags in Eastern Nagaland: ENSF NH, NPO to hold larger against F&CS department consultative meeting DIMAPUR, JUL 4 (NPN): With the expiry of 15-day deadline extended the food and civil supplies (F&CS) department to cancel all backdoor appointments, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has announced that it has decided to stage series of democratic and non-violent agitation in the office premises of food and civil supplies (F&CS) department at Dimapur within a few days time. In a press release, information and publicity cell, NPRAAF, said even after extension of the deadline for 15 days as requested by F&CS department, which expired on July 2, the department took no substantial action. The forum therefore said it had no option but to resort to phase wise agitation to bring the matter to logical conclusion. During the course of agitation, NPRAAF said it would also take up the issue of irregularities in PDS such as rice, wheat, kerosene etc and irregularities in the appointment system of stockists/sub-stockists and power of attorney system.

The forum stated that it has taken a serious note of the “unbecoming language” allegedly used by F&CS director during a telephonic conversation to its office bearer on May 20, 2016, wherein the director purportedly said he took the issue raised by NPRAAF “personally.” “Such attitude is unbecoming of an officer heading a department since NPRAAF is not targeting any individual but taking up the issue for the welfare of the public,” it stated and demanded the director clarify why he has taken the matter “personally.” NPRAAF cautioned that failure to give “satisfactory clarification or public apology” would compel it to take own course of action.
DIMAPUR, JUL 4 (NPN): Eastern Naga Students’ Federation (ENSF) through its “Shopilak Declaration 2016”, adopted during 15th federal assembly held at Tuensang HQ on June 28, 2016, has directed all its respective federating units to strictly ensure that no SRF office should be established and no SRF flags should be hoisted within Eastern Nagaland. In a press release, ENSF assembly speaker N.C. Mongko Chang and assembly secretary Lokhum Yim stated that the ‘Shopilak Resolution’ had been declared in order to maintain and safeguard the interest and aspiration of the people, which were duly endorsed by all the village councils of all the eastern Nagaland villages under the four districts of Tuensang, Mon, Longleng and Kiphire. The federation also resolved to appeal to the entire concerned citizens “currently enticed into the fold of the so called SRF to immediately denounce its membership and to join hand into the mandated
stream of the masses.” According to ENSF, many innocent public were treacherously flattered in to the group by assuring glamorous benefits such as registered & ID card holders would be directly recruited into military once its target was achieved; value/ amount of registration determines the rank & profile of the member and many innocent elders were falsely enticed by offering magnificent ranks and assuring glamorous benefits. ENSF further warned the “so called SRF groups” not to confuse the innocent public by assuring early political solution “while they themselves are being in tuned with utmost forms of corruption and game.” The federation after taking serious note has also warned “those individuals/ bureaucrats/groups to immediately abstain from such destructive act”, saying its silence should not be taken for granted. ENSF said it had already “listed some people who are treacherously involved behind the screen.” It also appealed to
all the Naga Political Groups (NSCN-IM/NSCN-K/ GPRN/NSCN/NSCN-R/ FGN/NNC etc) to refrain from accommodating any such element/group in to their system so as to avoid confusion and misunderstanding. It said any factions doing so shall be doing at their own risk. Meanwhile, in accordance to the “Shopilak Declaration”, ENSF has directed all the six federation units to immediately start executing the resolution within its respective jurisdiction by July 5, 2016 onwards. The federation cautioned that it would not be held responsible if the “Shopilak Declaration” was not being adhered to. “Respective village level students had been assigned to thoroughly investigate in upholding its endorsement,” it stated. In the mean time, ENSF has appealed to “all those individually currently treacherously enrolled into SRF to come forward openly with clear conscious so as to strive jointly out in finding a peaceful solution for all.”

DIMAPUR, JUL 4 (NPN): Parliamentary secretary for labour & employment, skill development, border affairs, Mmhonlumo Kikon, has called upon the civil society organisations (CSOs) to conduct research in environmental problems, to campaign on environmental issues and to evolve a holistic environmental perspective. Speaking as chief guest at the ‘environment awareness seminar’ for civil societies of Dimapur at Unity Hall, Naga Council Dimapur (NCD) office here on Monday, Mmhonlumo stressed on ecology and environment protection and pitched for inculcating the understanding and concern on environmental issues especially among the youth. The seminar held on the theme “Role of civil society in environment protection”, was organised by Save Environment Network (SEN) in collaboration with Nagaland Contractors & Suppliers Union (NCSU).

DIMAPUR, JUL 4 (NPN): Kohima police, in its halfyearly crime report, for this current year, has informed that it has arrested 216 persons, including 10 women in connection with incidents of crime. According to a press release by Sr. Superintendent of Police, Kohima, Joseph Hesso IPS, 146 cognizable cases have been registered from January-June 2016, out of which 77 were reported cases and 69 suo-motu (self detected cases). Of the cases registered, charge –sheets have been filed against 55 cases and final report submitted for seven cases while 84 cases still pending for investigations. The senior SP in the release also said that during that period huge quantity of contraband substances, arms and ammunition and explosives were seized. The top seizure listed by senior SP included recovery of 30 stolen vehicles worth about Rs. one crore. Seizure also included 2886 kgs of con-
traband ganja worth about Rs. 28,86,000 and five kgs of opium worth Rs. 1,25,000 in the open market. Kohima police also seized 279 cases of IMFL worth around Rs. 2, 79,000 and 52,000 capsules of banned Spasmo Proxyvon worth Rs.5, 20,000 lakh in the street market, the senior SP said. During the raids, various types of arms and ammunition including two 7.65mm pistol with magazine, one 9mm pistol with magazine, one .22 pistol Chinese made, six muzzle loading guns, two .22 rifles with magazine, two 12 bore single barrel rifle, one 12 bore DBBL rifle, one live round of 9mm ammo, two live rounds of 7.65mm ammo., twenty one .22 live rounds, eight fired .22 ammo, and seven .22 bullet head were also recovered. Apart from this, 50 gelatin sticks, seventeen meters of cortex fuse wire and 230 detonator caps were also reportedly seized by the police, said the senior SP in a release.

‘Disqualify MLAs holding office of profit in 11 states’ NEW DELHI, JUL 4 (AGENCIES): The AAP has demanded the Election Commission disqualify over 100 legislators holding the post of Parliamentary Secretary in 11 States and was asked by the poll panel to approach the President and the Governors of the States concerned with its plea. “We gave a list of Chief Parliamentary Secretaries and Parliamentary Secretaries across several States to the Commission and have demanded that they be disqualified since they are being given the facility of cars, bungalows, fat salaries, police escort and status as Ministers,” AAP leader Sanjay Singh Singh said.
