PM on ‘ground-breaking’ visit to Israel

TEL AVIV, JUL 4 (PTI): Laying the foundation of a new chapter in relations with Israel, Prime Minister Narendra Modi began his “ground-breaking” visit today, receiving an extraordinary welcome by the Jewish nation. The personal chemistry and the warmth between Modi and Prime Minister Benjamin Netanyahu was apparent in their remarks and their hugs. Reflecting the importance that Israel is according to the first visit by an Indian prime minister since Israel’s establishment 70 years ago, the host nation pulled out all stops to welcome Modi -- Netanyahu broke protocol to come to the Ben Gurion airport, an honour reserved only for the US President and the Pope; Netanyahu’s entire Cabinet was also present as were representatives of various religious orders. Board exams to be reintroduced DIMAPUR, JUL 4 (NPN): Department of School Education has notified that the board examination in schools would be re-introduced in the level of Class IV and Class VIII, which would be conducted by the concern SDEOs and the SCERT respectively. Therefore, all responsible SDEOs and directorate of SCERT have been requested to take necessary action for timely conduct of the exams from the academic year 2017. Further, the department informed that for the academic year 2017, the board exam will be conducted for government schools only.

Vikiye relieved as CFMC convenor

DIMAPUR, JUL 4 (NPN): NSCN (I-M) has relieved i n c u m b e n t c o nv e n o r, Cease-Fire Monitoring Cell (CFMC) Vikiye Sumi. According to sources, Vikiye will be replaced by kilonser and former CFMC convenor, K. Chawang. However, Chawang could not be contacted for comment. When contacted, Vikiye confirmed that he was relieved from the post. He however refused to comment further. It may be noted that Vikiye, former kilo kilonser, was recently appointed as CFMC convenor. NEW DELHI, JUL 4 (IANS): Election Commissioner Achal Kumar Joti has been appointed the next Chief Election Commissioner, the Law Ministry said on Tuesday. Joti will assume office on July 6, the day the incumbent Nasim Zaidi demits office. Joti, a 1975-batch former Indian Administrative Service (IAS) officer of the Gujarat cadre, will have a short tenure of only about six months since he is scheduled to retire in January 2018 on attaining the age of 65. Earlier, Joti served as the Gujarat chief secretary under the then chief minister Narendra Modi. The next in line of succession to the top post in the poll panel is Election Commissioner Om Prakash Rawat, a 1977-batch former IAS officer of the Madhya Pradesh cadre. But he too is set to have a short tenure of around 11 months before he retires in December 2018. As the CEC, Joti will oversee the assembly elections in Gujarat and Himachal Pradesh, as the terms of present assemblies in both states are ending in January 2018 and elections are to be held there before this deadline.

NPCC takes on govt over backdoor appts DIMAPUR, JUL 4 (NPN): Taking note of the recent agitation by members of Public Service Aspirants of Nagaland against backdoor appointments, Nagaland Pradesh Congress Committee has criticized the government for making hollow assurances time and again. NPCC media cell said going by the past instances, the written assurance of the chief secretary to the agitating members of PSAN was just a ploy to buy time and wear off the agitation. It said the NPF government that does not even hesitate to indulge in treacherous act of betraying the NBCC brokered tripartite agreement with JCC during the recent ULB crisis, “cannot be trusted to honour its word/ assurances with other organizations.” NPCC pointed out that the government through the P&AR department had brought out an Office Memorandum dated June 6, 2016

banning all ad-hoc/casual/ temporary/work-charged appointments. However, it said the state government miserably failed to implement its order in letter and spirit. NPCC alleged that only those who has connections to power, have been taking all the cake and eating it too, depriving deserving candidates. NPCC said that unless youths and the public gear up to assert their rights and claim their due, the NPF government that has become immune to the plight of the people would never wake up from their self induced slumber. In this regard, NPCC said: “What more can the people expect from the government where the chief minister appoints his unmandated son to the post of advisor to CM with cabinet status while many of his party legislators are without any portfolio.” It said that “when

backdoor appointment can be made for the post of advisor to CM by a father for his son” without dissenting voices from any corners, what stops the government form pursuing backdoor appointments to hundreds and thousands of lower level post that are being filled regularly despite the official order banning the same. NPCC said as long as nepotism is patronized by chief minister himself, nothing will change on ground and that the young generations can only stare at the bleak future. While expressing solidarity with students/ youngsters fighting against backdoor appointments, NPCC said it was a grim reminder to the youngsters on agitation path that “they will only keep getting empty and false assurances whenever they converge to make their voices heard unless the NPFBJP government is forced to start changes from the top.”

DIMAPUR, JUL 4 (NPN): Chumukedima Area GBs’ Association (CAGBA) has clarified its statement that the Rural Development department, Chumukedima block deducted 80% fund from the MGNREGA under “convergence fund.” In a press release, CAGBA president, Tokishe Achumi, and vice president, Yashimeren Lkr, stated that the “miscommunication of the ground realities and detail funding system were not communicated among the village elders by the concern VDB secretaries and without knowing the details from the department we have gone to the press.” In this regard, the signatories said that since they have come to know the detail funding system from the concern department, “We don’t have any complain whatsoever. This is for general public clarification.”

NEW DELHI/DIMAPUR, JUL 4 (AGENCIES/ NPN): India on Tuesday said freedom of navigation was “imperative” for enhancing regional peace and stability and boost trade, in a clear reference to the South China Sea dispute where China has been ramping up its military strength. External Affairs Minister Sushma Swaraj said India wants to further boost cooperation with Association of Southeast Asian Nations (ASEAN) and commerce, connectivity and culture will be the key areas to strengthen the ties with the regional bloc. She was speaking at Delhi Dialogue, an annual forum aimed at enhancing India’s interaction with the ASEAN countries. She said India and ASEAN are facing the common traditional and non-traditional security challenges and both sides have consciously forged collaborations, bilaterally and through ASEAN-led fora such as East Asia Summit and expanded ASEAN Maritime Forum, to ensure regional peace and security. “Freedom of navigation and respect for international law, notably UNCLOS (United Nations Con-

vention on the Law of the Sea) is therefore imperative in this context,” she said. Her comments came amid China’s growing military assertiveness in the South China Sea where it has sent naval ships and military jets to “warn off ” a US missile destroyer sailing close to an artificial island built by it. In his speech Nagaland Home minister Y. Patton highlighted various issues and problems linked with implementation of India’s Act East Policy along the Indo-Myanmar border. In lieu of the plan to link up ASEAN nations with north east, Patton stressed on according priority for construction of highways and railways. Patton made a strong plea for reviving the BG railway from Diphu (Dhansiri) to Karong in Manipur via Peren district in Nagaland. He also said international border fencing may be logical with regard to Pakistan and Bangladesh but not so with regard to India’s 1643 km border with Myanmar. In this regard Patton cited Longwa in Mon district where the house of the Angh has been divided into half between India and Myanmar. Patton said border fencing along Indo-

Myanmar border was not viable since it acted against development of far flung areas of Nagaland close to the international border. What was needed in the border was to unlock the land-locked area by construction of roads to promote trade and development. Patton also said absence of roads have made the border area a safe hide out for insurgents. He also raised the issue of imposition of restrictions on construction and other development activities along Indo-Myanmar border within 25-km radius which affected many villages of Nagaland. He also rooted for expediting the proposed broad band internet to North east region via Cox Bazar Bangladesh to that it could spur IT in the region and inter-related services. Speaking on the occasion, Deputy Prime Minister of Vietnam Pham Binh Minh said: “We welcome India’s active contribution and hope it will continue to support our efforts to maintain safety, security and freedom of navigation in order to promote peace and cooperation in the South China Sea on the basis of international law,” he said.

Yajang A village bans plying of PWD vehicles

DIMAPUR, JUL 4 (NPN): Yajang A Village council has decided to ban movement of government vehicles (PWD department) under its jurisdiction-- Yajang A zero point to Yajang C, until the department repair the road, the village council chairman I. Bendang and secretary M. Nungsang stated in a press note. The village council stated that the road condition has become unmotorable after incessant rainfall on June 24, 2017. The council said despite repeated appeals made to EE, PWD (R&B) Tuli division, there was no positive response. Rather, the council through meagre voluntary contribution and special labour assistance from the villagers re-opened the said road on a temporary basis, they said. In this regard, the council said “unless the department initiates total road repair and maintenance, no government registered vehicles (PWD department) would be allowed to ply under our jurisdiction.” K Y M C
