‘Transgender’ category in birth & death certificate

DIMAPUR, JUL 5 (NPN): Following the Supreme Court’s ruling in April 2014 recognising the transgender community as a third gender along with male and female, the department of economics & statistics has notified that ‘transgender’ category has been added in the Birth and Death certificate format, i.e. Form No.5 & 6 and Form No.1, 2, and 3 in the Birth, Death and Still Birth reporting forms of Nagaland.

Governor’s Eid greetings

DIMAPUR, JUL 5 (NPN): Nagaland governor, P.B. Acharya, has extended greetings to the people of Nagaland on the joyous occasion of Eid-ul-Fitr and wished that it brings lots of joy and happiness. In his greetings message, Acharya said “this festival following holy month of Ramadan gives us the message of mutual harmony, peace, progress, fraternity and affection. The spirit behind observance of Eid-ulFitr which marks the end of the fasting month is to express our gratitude to the Almighty Allah for giving us courage to observe fasts in Ramadan and rededicate ourselves.” Acharya expressed hope that the festival would strengthen faith and usher lasting peace, unity and prosperity in the state. Acharya also appealed to the people to build a peaceful and friendly society irrespective of religion and caste. He further prayed for tranquillity, prosperity and welfare of the state.

NNC clarifies on June 19 incident

DIMAPUR, JUL 5 (NPN): Following a report that the Myanmar Army had arrested eight armed Naga National Council (NNC) workers on June 19, 2016 in Khamti town, NNC said after investigating the matter through their Eastern sector functionaries, it was found out that the arrested persons were “extortionists and armed miscreants” and not NNC workers. In a press note NNC central executive council member, H.P. Lam Khiamniungan has appealed to the Myanmar government to “take any action” against the arrested persons. NNC said the council would also initiate action against such persons who were trying to “create ugly situation among NNC and Myanmar government” and tarnishing the image of NNC and its nonviolence policy. In this regard, Lam said the NNC has issued a “goodwill clarification in the interest to continue and maintain peace among the Nagas and the Myanmarese”.

NEW DELHI, JUL 5 (AGENCIES): Prime Minister Narendra Modi’s cabinet reshuffle on Tuesday saw some major changes in portfolios with Smriti Irani losing the high-profile HRD ministry and DV Sadananda Gowda losing the Law ministry. Irani was shifted to the less important Textiles ministry while Prakash Javadekar, who was elevated to cabinet rank, gets the HRD ministry. Finance Minister Arun Jaitley sheds the Information and Broadcasting portfolio, which will now be looked after by Urban Development Housing & Urban Poverty Alleviation minister M Venkaiah Naidu. Sadananda Gowda was shifted from Law Ministry to Statistics and Programme Implementation while IT Minister Ravi Shankar Prasad gets additional charge as Law and Justice. Jayant Sinha will remain a Minister of State, but will move from the Finance Ministry to Civil Aviation. BJP spokesperson MJ Akbar will join VK Singh as the minister of state for External Affairs. Altogether, Modi on Tuesday inducted 19 new faces. The five Ministers of State who were dropped were Sanwar Lal Jat (Water Resources), Nihalchand (Panchayati Raj), Ram Shankar Katheria (HRD), Mansukh Bhai Vasava (Tribal Affairs) and Mohanbhai Kundaria (Agriculture). Katheria has been lately vocal in favour of hardline Hindutva politics. “Whatever the reason I was dropped, I have been told by party president that I should be working for the BJP,” Katheria told IANS. The new Ministers of State are drawn from Uttar Pradesh, which will see assembly elections next year, Gujarat, Madhya Pradesh, Rajasthan, Uttarakhand, Maharashtra, Karnataka, West Bengal and Assam, where a BJP government took office in May for the first time. Delhi too got representation. Vijay Goel, although elected from Rajasthan to the Rajya Sabha, is a former BJP President in Delhi. Among the new ministers, 16 are green horns while Goel, S.S. Ahluwalia and Faggan Singh Kulaste have been union ministers earlier. The strength of Modi’s Council of Ministers now stands at 78, he included.

IMPHAL, JUL 5: Reacting to the report that the United Committee Manipur (UCM) would oppose Centre’s move on the formation of Pan-Naga council, in the event a solution is arrived at between NSCN (I-M) and Government of India, Ministry of Home Affairs joint secretary (NE in-charge) Satyendra Garg dismissed such rumors saying “there was no consideration on this matter between the NSCN (I-M) and government of India.” While stating that it was just a figment of some people’s imagination, Garg said such people were creating false propaganda. Launching a seven-day training programme on commercial floriculture in Imphal yesterday, Garg stated that rumours and hearsays should not be taken as truths. Speaking to media persons after the inaugural session of the programme, Garg said that the peace process (with NSCN-IM) would not be affected by the demise of the outfit’s chairman. The peace process will go on and it will arrive at a solution, asserted the Joint Secretary. He further assured that all stake holders would be consulted before a final solution is worked out. On Sunday last, UCM president Elangbam Johnson, during the 16th Foundation Day programme of the committee at Imphal, said UCM would oppose any kind of move by the government for

formation of a pan-Naga council in Manipur. During several meetings with the Interlocutor for Naga talks, R.N. Ravi, Johnson said it had clearly tabled its stand, that “any sort of settlement that hurt the common interest of the Manipur will not be accepted”. UCM also made clear that the Centre could not bypass Manipur government while signing any important agreement with NSCN (I-M). Stating that New Delhi has initiated dialogue process with many UG groups which are under Suspension of Operation (SoO) Pact, Satyendra Garg exuded that an amicable solution can be explored. He added that the government of Manipur is also a party to the dialogue process. The Government of India would work for the welfare of Manipur, he said and went on to ask as to why there should be difference of opinions in implementing ILPS or a similar mechanism in the state. Garg added that the state government should resolve the issue by holding dialogue with all stake holders, he continued. He further made known that New Delhi had no objection to enforcement of Inner Line Permit System or a similar mechanism in Manipur. He however maintained that the state government should first address the tribal people’s sense of insecurity and bring a consensus or an understanding on the issue.

NSCN (K) to attend Panglong conference as ‘observer’

DIMAPUR, JUL 5 (NPN): In the latest development, the National Socialist Council of Nagaland (NSCN-K) has reportedly said that it would attend the planned Panglong conference as an observer without a decision on whether to join the Nationwide Ceasefire Agreement (NCA) signing, reports Xinhua. This development comes ahead of Myanmar’s state counsellor Aung San Suu Kyi’s proposed meeting with leaders of ethnic armed groups that have not signed the Nationwide Ceasefire Agreement (NCA) in Yangon this month. NSCN (K) is one among the 13 NCA non-signatories. On June 24 last, NSCN (K) had affirmed that it would not be attending the Panglong Conference since the conference has “nothing to do with the Nagas’ demand for sovereignty”. Suu Kyi to meet nonNCA signatories

State Counsellor Aung San Suu Kyi is due to meet leaders of ethnic armed groups that have not signed the Nationwide Ceasefire Agreement (NCA) in July at Yangon. “A government delegation led by the State Counsellor and United Nationalities Federal Council (UNFC) leaders is expected to meet on 18th of this month. The meeting is most likely to take place in Yangon,” said subcommittee member Khet Htein Nan yesterday. The Myanmar government and eight signatory armed groups to the NCA have agreed to hold the 21st Century Panglong Ethnic Conference by the last week of August.

Reacting to the formation of Nagaland Congress party, NPCC president, K. Therie claimed that NPCC would be the “real challenger of the ruling NPF in the next assembly elections”. Interacting with media persons on the sideline of the function, Therie said launching of new political party was difficult without having roots in the village units which also needed relationship with NDA or UPA at the centre. He affirmed that vote bank would not be divided with the formation of the new political party as all village units ACCs of NPCC were intact.
