KOHIMA, JUL 6 (NPN): Human Rights Law Network (HRLN) Nagaland chapter in addition to the 20 PILs filed against department of health and family welfare last year has filed eight more PILs against the department in the Gauhati High Court on July 5. Eight PILs filed were on District Hospital Dimapur; CHC Sanis town Wokha; PHC Thonokyu and Tuensang; PHC Sakraba, Thiphuzu and Phek, PHC Piphema, Pherima and Chumukedima; sub-centre Kuisam under Kiphire, sub centres Khuzama, Bayavu, Jotsoma under Kohima and sub centre Meriema, Thizama, Chiedema under Kohima. Speaking to media persons at a press conference here Wednesday, one of the petitioners in the NRHM case, activist and academician, Rosemary Dzuvichu, lamented that PILs had been repeatedly filed against the H&FW department, but the department has been asking more time and failed to submit their replies to the court till now. She said that in yesterday’s hearing, the petitioner’s lawyer appealed to the judge that if the trend of asking for more time continued, the petitioner would ask the errand officers to be summoned to the court. Dzuvichu said it was “very unfortunate” to litigate and ask for people’s right to health especially women’s right to reproductive health services.

NSCN (R) busts illegal stores selling PDS rice DIMAPUR, JUL 6 (NPN): NSCN (R) on Wednesday claimed that its town command and Konyak region on July 5 busted “illegal stores” selling public supply rice (PDS) in Mon. In a press note, NSCN (R) MIP alleged that the stores were being “run by some kingpins and few staffs of Civil Supply department posted in Mon Hq.” In this regard, NSCN (R) has asked the directorate of Food and Civil Supply “to investigate the activities of their staff posted in Mon. NSCN (R) said rice meant for poor public were being stolen and sold to “non local businessmen shops and illegal stores for the last more than 10 years”. Such illegal activities involving department staffs have denied the real beneficiaries to avail their share under BPL, APL and AAY. It said that the town command and Konyak region personnel carried out surprise raid on all the three illegal stores and seized huge quantity of rice which was later handed over to the police for further investigation. Stating that the gravity of the crime was “too high”, MIP said the NSCN (R) would simply not excuse the main culprits, but initiate severe action against the three shops. Meanwhile, NSCN (R) has warned that any shops found selling rice meant for the poor public would be closed down permanently.

One of the petitioners who filed SLP in the Supreme Court with regard to the alleged embezzlement of Rs. 68 crore under NRHM Nagaland, Dzuvichu said that

the Supreme Court has made the central government and CBI as respondents to the case and the date of hearing was awaited. Underlining that NRHM scam involved “kickbacks and not only looting from office”, she said the case has become “complicated” because it was to do with the tenure of the previous state health minister. Dzuvichu, who is also advisor of Naga Mother’s Association (NMA), said that the Joint Action Committee on Women Reservation (JACWR) was ready for contempt petition in the Supreme Court for non-implementation of the Supreme Court order for implementation of 33% reservation for women. She said that the committee had also held a series of meetings with the legal advisor to the Election Commission of India in Delhi. ANSTA Mangkolemba demands posting of HA at SDEO office DIMAPUR, JUL 6 (NPN): All Nagaland School Teachers’ Association (ANSTA) sub-unit Mangkolemba has appealed to the department of School Education to immediately post head assistant at sub-division education officer (SDEO) office, Mangkolemba under Mokokchung district. In an appeal to the director of school education, the ANSTA sub-unit Mangkolemba president Senlikaba and general secretary Tsungdar said that the office of SDEO, Mangkolemba was going through crisis owing to “utter disregard and disobedience” of government order by one head assistant (HA), who have not joined office/duty till date. They said the HA’s order for attachment at DEO’s office, Kiphire was cancelled on May 23, 2016. However, after a lapse of one and half month, the HA was still to submit even his joining report in the SDEO office, Mangkolemba. Further, sub-unit stated that he was

transferred on promotion to SDEO office Mangkolemba on June 1, 2015 after signing an undertaking wherein HA promised not to apply for transfer for three years. They said he submitted his joining report to SDEO office Mangkolemba on June 5, 2016, but did not attend office even a single day. Expressing surprise as to how a government employee could stay away from duty for more than 10 consecutive months, ANSTA sub-unit has sought answer from the director of school education. It urged the school education director to take disciplinary action against the erring HA as failure to initiate action would lead to many such problems in future. The subunit also requested director to send one HA to SDEO office Mangkolemba immediately. They cautioned that failure to address the appeal would “attract repercussion from us and we will not take responsibility for any eventuality.”

Dzuvichu said that since the respondent could not produce stay order, the district judge continued hearing on “condonation of delay” filed within the limitation time and the judgment was reserved. She said the next hearing was listed for July 8 in the district court Kohima. Dzuvichu said the petitioner would oppose the stay order and transfer of case as it had no relevance on the case. She said second part of the case was the criminal complaint on the fake certificate. Dzuvichu said that in a copy served to the petitioner and submitted to the session judge “on why the respondent wants the case to be transferred”, the respondents had alleged that the petitioner was politically motivated, used by both the congress and NPF.

KOHIMA, JUL 6 (NPN): As part of the phase-1 agitation, the Nagaland Law Students’ Federation (NLSF) would stage sit-in on July 7 from 10am to 12noon in their respective law colleges across the state to express resentment towards state government’s “lackadaisical attitude” in setting up Government Law Colleges in Nagaland. The federation has demanded the state government to set up government law colleges and to give equal importance to the subject of law on a par with other professional studies in the state. Meanwhile, Kohima Law college students’ union (KLCSU) president Vitoka K Aye and general secretary Medochutuo Kiewhuo informed that the union would hold dharna at its college near Raj Bhavan road with the rest of the other students of the state from 10am to 12 noon.

Girls trafficked from Delhi; CM urged to act PANAJI, JUL 6 (IANS): An anti-trafficking NGO in Goa has urged Delhi Chief Minister Arvind Kejriwal to act against an organised trafficking network in the national capital involved in trafficking girls and women for commercial sexual exploitation to Goa. In a letter to Kejriwal, Arun Pandey of Anyay Rahit Zindagi (ARZ) has said that a large section of the girls and women rescued from “massage parlours” in Goa were trafficked from Delhi after being picked up from states like West Bengal, Assam, Nagaland and Manipur by promising them well-paying jobs. “We believe that trafficking cannot be controlled unless there is collaboration between government and non-government agencies in source, transit and destination areas,” the letter said. “The agencies in source, transit and destination needs to exchange information, and collaborate to prevent trafficking; protect and rehabilitate those who are trafficked and prosecute those involved in trafficking of girls for commercial sexual exploitation,” Pandey said in his letter to Kejriwal. ARZ is a nodal agency appointed by the anti-human trafficking unit of Goa Police and is involved in debriefing and counselling women rescued by the police in raids on brothels and massage parlours, many of which according to Pandey, masquerade as prostitution hubs.

Oil adulteration racket kingpins are also SK oil agents: ACAUT DIMAPUR, JUL 6 (NPN): Media Cell of ACAUT Nagaland expressed shock that out of six alleged kingpins of fuel adulteration three were also SKO agents such as- Dinanath, Srikanth and Umesh who were operating under Power of Attorney. Citing sources with the F&CS department, ACAUT said SK(Superior Kerosene) oil were “awarded” to these same persons “ for decades” without transparent and open tendering process. Due to it, ACAUT said, it was not surprising that out of 14 lakh litres of SKO issued as monthly quota to Nagaland, several lakh litres were diverted to black market

and utilized for adulteration of fuel. Highlighting its point, ACAUT provided the following table of list of SK Oil agents in Nagaland. (See table) Further, ACAUT pointed out that the pumps /fuel outlets were also distributing points for SK Oil and in most cases, fuel outlet owners end up as SK Oil agents. Also clarifying on the issue, ACAUT Nagaland said Lalmohan, who is proprietor of five petrol pumps is not the owner of any of the six fuel adulteration units busted on June 27 and so there was no reason to believe that his outlets were selling adulterated fuel “unless proven oth-

SRF activists surrender before KU DIMAPUR, JUL 6 (NPN): Konyak conclave involving Konyak Union (KSU), Konyak Students’ Union (KSU) Konyak Nyupuh Sheko Khong (KNSK), after holding a series of meetings on Sovereign Republic of Freeland (SRF) issues, had on July 5, 2016 meeting at Mon town “finally and peacefully settled the issues”. In a press release, KU president Manlip Konyak and assistant general secretary M. Sheiching Konyak said the meeting “successfully culminated” after the two main Sovereign Republic of Freeland activists “accepted to surrender unconditionally” before the KU. The two have been identified as Hejei Konyak, son of Mankang Konyak of Chen Moho village and Panglei Konyak, son of Longpai Konyak of T/ Chingkho village. According to KU, the “act of pledge” was witnessed by both the presidents of Totok Chingkho union and Chen area union. The union

stated that another two enrolled members L. Langjun Konyak, son of late Longshah Konyak and Wanpa Konyak, son of late Tonching Konyak hailing from Chi village had voluntarily surrendered before KU. I n th i s r eg a r d , th e Konyak Union has welcomed the “right decision undertaken by the four renegades” and returning in to the established institution of the Konyak society. KU, on behalf of all the Konyak frontal organizations, has also extended “deep regrets and apology” for the “infliction of trauma” caused upon the innocent family members and villagers of the “two precious Konyak souls” while on its quest for safeguarding the interest of the Konyak under “one uniform code”. The Konyak Union at the same time has directed all the village councils to immediately “clear out” their report on the involvement of its citizen in the SRF. It

further directed all individual to immediately denounce its involvement by surrendering voluntarily before any harsh measure/step was declared by the union. “Hence, all Konyak renegades/traitors are warned to immediately surrender their Identity card to the office of the Konyak Union (KU) without delay, the union said and cautioned that it would not tolerate any individual who failed to adhere to its directives. Stating this, NGRC-1 CU president Seyiekuolie and general secretary L. Phukharo Shohe asserted that contractors suffered most when engines of vehicles and machineries including tipper trucks, JCB and latest machinery and equipments used in construction last for hardly seven years instead of 15 years due to adulterated fuel. They also said while a litre of fuel gave 16 kilometers mileage, adulterated fuel gave only 10 kms and kerosene in adulterated fuel causes engines to seize. It also referred to a letter written by the ministry of Petroleum and Natural Gas on January 4,2016 to all chief secretaries and administrators, that there was evidence that some part of Kerosene allocated were being diverted. The union also pointed out that there had been a major increase in power supply to villages and so under the ‘Give Back” scheme of the government of India, nearly 50 lakh LPG connectioins were released to the poor . Such measures had reduced demand for kerosene for lighting and cooking purposes. The Union opined that such a scheme indicated a potential for Direct Benefit Transfer(DBT) for genuine beneficiaries and preventing illegal diversion.

NEW DELHI, JUL 6 (AGENCIES): The Centre has set up a committee to examine the feasibility of changing the financial year from its existing April-March cycle. The committee will examine if there would be any benefit in shifting to a different cycle and report its findings by December, the Finance Ministry has said. The committee will be headed by former CEA Shankar Acharya, and will include former Cabinet Secretary KM Chandrasekhar, former Tamil Nadu Finance Secretary PV Rajaraman and Rajiv Kumar, a fellow of the Centre for Policy Research. The Finance Ministry in a notification said the committee would examine the “desirability and feasibility” of having a new financial year cycle. The committee will have to provide a reasoning for its recommendation, from the point of view of correct estimation of the receipts and expenditure of the Central and state governments. The committee would also have to state the likely effect of its recommendation on the different agricultural crop periods and the relationship of the financial year to the working season. Besides, the committee will also have to

analyse its impact on businesses, taxation systems and procedures, statistics and data collection and the convenience of the legislatures for transacting budget work. The committee will further have to provide the government with the genesis of the current financial year and the studies made in the past on the desirability of change in financial year. “The Committee may, after due examination of all relevant factors, recommend the date for commencement of the financial year which in its view is the most suitable for the country,” the notification said. In case a change in the financial year is recommended, the Committee may also work out modalities for effecting the change, which would include appropriate timing of change, determination of a transitional period, the change in tax laws during the transitional period. It will also have to work out modalities for the amendments that may be required in various statues and changes in the coverage of the recommendations of the Finance Commission. The committee may interact with experts, institutions, and government departments for framing its report, the notification said.

‘Comprehensive consultations needed on UCC’ NEW DELHI, JUL 6 (IANS): New Union Law Minister Ravi Shankar Prasad said on Wednesday that “comprehensive consultations” were required before taking steps towards a Uniform Civil Code (UCC). Prasad made the comments after taking charge of the Law Ministry following the Tuesday reshuffle by Prime Minister Narendra Modi of the council of ministers. He said there would be “comprehensive consultations with all the stakeholders” before moving towards the UCC. Pointing out that right now the issue of UCC was being examined by the Law Commission, Prasad said Article 44 of the Constitution mandated a common civil code. Article 44, under the Directive Principles of State Policy, says: “The State shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.” Describing himself as an “old hand” in the Ministry of Law and Justice, Prasad said this was his third stint, first being as a Minister of State in the Atal Bihari Vajpayee government and then when Modi took office in May 2014. He said the government favoured strengthening the justice delivery system, transparency in the appointment of judges and their fast tracking, upholding the independence of judiciary and working in harmony with it and granting citizenship rights to Hindu migrants from Bangladesh. Dismissing any confrontation with the judiciary on framing a procedure for appointing judges to the higher judiciary, Prasad said the appointment of judges should be quick and done in a transparent manner. People “competence and integrity” must occupy the high judicial positions, he said. “I don’t contemplate confrontation on the drafting of the memorandum of procedure for the appointment of judges. We look forward to work in harmony.” Responding to a question on judicial activism often flagged by Finance Minister Arun Jaitley, Prasad said an independent judiciary was an important facet of the State. DAO Wokha conducts trg on EIL, oil palm plantation

DIMAPUR: District Agriculture Office (DAO) Wokha conducted an Integrated Pest Management (IPM) training programme on June 30 at L.Yanthung village. The programme was conducted with the aim to educate the farmers for proper identification and monitoring of pests and to manage them before they reach Economic Injury

Level (EIL). During the programme, Agriculture Officer (AO) Eyingo Tungoe spoke on the objective of Farmers Field School (FFS) and role of Integrated Pest Management (IPM) while ballot box test of farmer’s knowledge, identification of pest, defenders and their feeding capacity was done by A.O Mhathung Odyuo. The programme was

chaired by AFA Nzanbemo T Erui. Rotenticide and Kits were distributed to 24 farmers who has registered for FFS Earlier, DAO Wokha also organized a training programme on oil palm cultivation on June 7 at Meriyan community hall. In the programme, official from directorate of agriculture DDA, Alet Hansing informed that oil palm was

introduced in Nagaland in 2014-15 after MoU was signed between Shivasis oil palm private limited and department of Agriculture. He also appraised the farmers about the origin and present market values of oil palm. Hansing also informed the farmers that a separate grower’s card would be provided to all the registered growers which would be linked with their bank account for marketing of their produce. Resource person A.O Mhathung spoke on the package and practices of oil palm cultivation. Thereafter an interaction session between the resource person, officials and the beneficiaries was made. Earlier, the programme was chaired by agriculture officer Eyingo Tungoe while introductory speech was delivered by DAO Wokha C Peter Yanthan and vote of thanks was delivered SMS Rose Mary. Altogether, 45 beneficiaries from Tsungza, Meriyan, L. Yanthung and Totsu village attended the training programme.

DIMAPUR, JUL 6 (NPN): Personnel of State Excise Department (Narcotic Cell) seized 20,592 capsules of banned Spasmo proxyvon drugs worth Rs.3.8 lakh Wednesday at Chumukedima excise check gate here. Two persons, identified as one Altaf Rahaman (28) son of Abdul Jabar of Soraching Wangna Kakching, Manipur and Firoj Khan (24) son of Abdul Basir of ‘A’ Maning Leikai Kakching Thoubal, Manipur was arrested after they were intercepted by the excise personnel from Imphal bound Dimapur bus MNO1-2088. According to superintendent of excise (NC), S.Chanlei Angh the two accused procured the drugs from a drug dealer, Santosh at Bara bazaar, Kolkata at Rs 40,000 and was planning to sale the same at Manipur. He also said that the accused were arrested and forwarded to court booked under relevant section of drugs and cosmetic Act 1940. highlighted the importance of conducting such trainings for the teachers. He said the training has “opened the eyes” on the importance of phonetic which “our” people were not aware of. Stating that “English grammar” was about correct writing and speaking, Kevishe said education was incomplete without correction pronunciation. Asserting that educational system in the state

GBUD endorses ACAUT demand on fuel racket issue

DIMAPUR: GB’s Union Dimapur (GBUD) has extended support to the demand raised by ACAUT to cancel permits of the fuel outlets allegedly found selling adulterated fuel saying it should be seriously considered so that people would desist from such crime in the future. In a press release, GBUD general secretary Yeheto Zhimomi

and finance secretary W. Kholie Kapfo also lauded ACAUT and Dimapur district administration for busting fuel adulteration racket within Dimapur district. GBUD also mentioned that because of such racket thousands of vehicle engines have been damaged (condemned) making huge losses in terms of economy.

It also stated that those people involved in the racket should be made accountable so that justice would prevail, thereby making people content in the rule of law. The union has urged upon the district administration to take stern action against the unscrupulous persons who have been involved in the racket.

HDFC bank loot: three arrested IMPHAL JUL 6 (IANS): Three of the six persons who looted the HDFC Bank in Thoubal district on Monday have been arrested, and Rs 8.55 lakh in cash and 2 kg of gold ornaments recovered from them, Manipur Police said on Wednesday. Police sources told IANS that the identity and particulars of the remaining accused persons would be made known shortly. Police said: “On Monday, six persons brandishing knives raided the bank and first overpowered two bank guards and then herded them in a room along with other bank employees. The bank is located along the highway at Thoubal Athokpam. They fled with cash and gold ornaments. We are interrogating the arrested persons and it is too early to say whether any insider was involved.” HDFC Bank branch manager T. Dion Maram, who lodged a formal complaint in this regard, said: “Rs 1 crore in cash and gold ornaments valued at Rs 2.50 crore were taken away.”

Hospital ransacked after woman’s death IMPHAL, JUL 6: Family members and relatives of a 34-yearold woman, who died after giving birth to a baby at RIMS hospital in Imphal on early hours of Wednesday, ransacked furniture on the A-block of the hospital, holding the doctors responsible for the death. Thokchom Kheroda Devi, wife of Th Somerendro Singh of Khurai Kongpal in Imphal East, died early morning around 4.30 a.m. She was admitted to the hospital on Monday. She gave birth to a baby girl on Tuesday, but her condition deteriorated due to profuse bleeding. On Tuesday evening, she was shifted to ICU ward in a critical condition. Doctors declared her dead in the early hours of Wednesday. Her body was shifted to morgue of the hospital after family refused to accept demanding befitting action against the doctors and staffs after an inquiry into the cause of death. Alleging that she was not given proper medical attention in time by the doctors attending her, relatives along with locals gheraoed the hospital’s administrative block and ransacked it. HTL to move SC against Bodo Accord

DIPHU, JUL 6: Hill Tribal’s League (HTL), an umbrella organisation of 30 civil bodies of Assam’s Karbi Anglong district has decided to move Supreme Court for scrapping of clause 8 of Bodo Accord signed between the officials of Ministry of Home Affairs (MHA), State Home Department and representatives of Bodo Liberation Tiger (BLT) in 2003. This was decided by the HTL in an emergency meeting held at Karbi Lammet Amei (KLA) office in Diphu on Tuesday. The meeting chaired by its president Khorsing Teron also demanded publication of electoral roll of Karbi Anglong Autonomous Council (KAAC) in English instead of Assamese language. The HTL will also submit a memorandum to Karbi Anglong DC in this connection. (Correspondent)

Mizoram to initiate talks with HPC(D)

HAFLONG, JUL 6 (AGENCIES): Movement of passenger trains through Lumding-Silchar hill section of NF Railway, which has been temporarily suspended since May 16, is likely to resume soon, senior railway officials informed here on Wednesday. Rail communication to Barak Valley and Tripura has been snapped since May 16, after landslides triggered by heavy downpour at Mrigendisa in Dima Hasao district in the Lumding-Silchar hills section blocked the tracks. Railway engineers and workers are engaged in clearing the debris. Train services on this route remained uncertain because of inclement weather conditions. A group of engineers has been working war footing to restor the track and finally the track was restored on Wednesday afternoon.

(PTI) NEW DELHI, JUL 6 (PTI): Several ministers including Smriti Irani, who was shunted out from HRD to Textiles ministry, Wednesday took charge of their new ministries and promised to work for development, streamlining justice delivery system, early passage of GST bill and ensuring speedy implementation of projects. Apart from Smriti, Ravi Shankar Prasad and Ananth Kumar took over as Law and Parliamentary Affairs ministers respectively. Prakash Javedekar, the lone promotee who was given HRD ministry in the reshuffle of the Council of Ministers by Prime Minister Narendra Modi yesterday, is scheduled to take up his new position tomorrow. Talking to reporters here, he asserted that dialogue is the

key to avoid agitations and that education is not a subject for party politics. “I am a product of student agitation, so we will always talk with everybody. So with dialogues in place, there will be no necessity of agitation,” Javadekar said. Panel to look into employees’ demands on Pay Commission

NEW DELHI, JUL 6 (PTI): A high-level committee will soon be set up to look into issues raised by various unions of central government employees on pay scales and other recommendations of the 7th Pay Commission. “A new high-level committee will soon be set up to look into the grievances raised by the employee unions,” a top government official told PTI. Expressing dissatisfaction over the recommendations of the Pay Commission, various central government employees’ unions have threatened to go

on an indeifinite strike from July 11. Earlier in the day, representatives of various unions met Home Minister Rajnath Singh for deliberations over their concerns after which the government termed the talks as “positive”. Today’s was the second meeting the employees’ unions had with the government on the issue. Earlier, they had met the Group of Ministers chaired by Singh on June 30. The GoM includes Finance Minister Arun Jaitley and Railway Minister Suresh Prabhu.

Govt to take appropriate action against Zakir Naik, says Rijiju

NEW DELHI, JUL 6 (IANS): The government on Wednesday indicated it was contemplating action against controversial Indian Islamic preacher Zakir Naik, who was followed by militants who killed 20 persons in Dhaka’s Holey Artisan Bakery on July 1. It was a “matter of law” and the agencies concerned will take “appropriate action”, Minister of State for Home Affairs Kiren Rijiju told reporters here. “We will give all kind of support, whatsoever, in matters related to terrorism,” he said. Asked if the government planned to ban the preacher, as some other countries have already done, the minister said: “It’s not wise on part of the minister to make announcements about actions likely to be taken.” Naik, founder of Mumbai-based Islamic Research Foundation, is banned in the United Kingdom and Canada for his hate speeches aimed against other religions.

Claiming that the whole country is in favour of GST, Ananth Kumar, who has got Parliamentary Affairs ministry in addition to existing Chemicals & Fertilisers portfolio, said passage of this “very important” bill will be his priority for which government will talk to all political parties. “GST is a very important bill. The whole country is in favour of passing this bill as early as possible. We will talk, discuss and request all political parties that this bill should be passed in this session (Monsoon), so that it can be implemented as early as possible,” he told reporters after assuming his new charge. Gangwar too expressed confidence of getting the muchdelayed GST Bill passed in the

upcoming Monsoon session of Parliament. Gangwar, who was yesterday shifted from the Textiles Ministry to the all-important Finance Ministry, assumed charge along with Arjun Ram Meghwal, who has also been made a Minister of State in the Finance Ministry. Asserting that development and environment go together and are “not against” each other, Dave said all projects undertaken by his predecessor will continue although he would take a week’s time to understand the functioning of the department. Gohain, who is among the new faces in the Union government, said safety and security of passengers as well as expansion of rail connectivity in the entire North East will be his top priority. “I am from North East region. These states are hilly region. So getting rail connectivity in the region is a difficult task. But our government under Prime Minister Narendra Modi has promised to provide rail connectivity to all states of North East by 2020 and we will work towards the goal,” he said. ‘Suspected terrorist made, received calls from Syria, Iraq’

KOLKATA, JUL 6 (PTI): Suspected terrorist Mohammed Mosiruddin received several phone calls from Syria, Iraq and Bangladesh, investigators have claimed citing details of the call list on his mobile phone. “It was quite surprising to see so many calls on the suspected terrorist’s mobile phone made from foreign countries. After checking the numbers we have found that a few calls were made from Syria, some from Iraqi numbers while some were made to and received from Bangladesh also,” a CID officer told PTI. “There were calls made and received from other states of the country also. We are verifying them and trying to find out who and why the calls were made to Mosiruddin,” he said. Asked whether any documents related to Mosiruddin’s link to Islamic State (ISIS) and Jamaat-ul-Mujahideen Bangladesh (JMB) were seized, the officer said, “We will not be able to divulge that but I can confirm that we have got definite clues relating to Mosiruddin’s links to the terror groups.” It was learnt that during a joint grilling session by CID, National

Investigation Agency (NIA) and Intelligence Bureau (IB) sleuths, Mosiruddin has said a list of top IPS officers in the country including from West Bengal were being prepared. “But he was mum when asked for what purpose the list was getting prepared ... We are checking whether he (Mosiruddin) was lying to confuse us or not,” he said, adding the suspected terrorist has claimed to have downloaded images of several IPS officers from the Internet also. Questioning Mosiruddin, it was found that he was back in West Bengal and was heading to his native place Labhpur in Birbhum district after six years on an “assignment” to kill someone there. CID Wednesday arrested Kallu Sheikh and Amin Sheikh who were waiting for Mosiruddin at Burdwan station and were detained along with him on Monday night. It was being suspected that the two men were working for one of the two terror groups and were recruited by Mosiruddin. Mosiruddin gave out names of a person, who he claimed was his handler in Hyderabad.

On the suspected terrorist’s return to Bengal, the CID officer said, “There were two purposes for which he has come back after so many years. One was to spread the tentacles of the IS and other to murder someone and for that purpose he had bought that sharp knife.” Mosiruddin was first detained by CID officers who were following him at Amadpur in Burdwan district inside Viswabharati Fast Passenger train and then arrested at Burdwan station for his alleged links to ISIS and JMB. A 13-inch-long knife, an improvised small firearm and three rounds of bullets were seized from him. Mosiruddin was produced at a Howrah court on Wednesday and charged under the Arms Act and also with sedition. He was remanded in police custody for 14 days. Kallu and Amin were also charged with sedition. Mosiruddin was residing in Tamil Nadu’s Tirppur district with his wife and two children for over six years. He was running a grocery shop there.

NEW DELHI, JUL 6 (PTI): Asserting that dialogue is the key to avoid agitations, HRD minister Prakash Javadekar Wednesday said education is not a subject for party politics, as he replaces Smriti Irani who had a controversy-ridden tenure. Speaking to reporters here, Javadekar said he was open to suggestions and consultations with everyone. He lauded the “good initiatives” taken by Irani and said he will also speak to her to take them forward. “I am a product of student agitation, so we will always talk with everybody. CBI brings Kejriwal’s PS, other accused face to face NEW DELHI, JUL 6 (PTI): Delhi Chief Minister Arvind Kejriwal’s Principal Secretary Rajendra Kumar and four others were brought face to face by CBI officials in connection with the probe in an alleged corruption case. Sources said on Wednesday that all the accused are being confronted with each other to unravel the conspiracy behind the alleged scam. The evidence gathered by the CBI during the probe so far are being shown to the accused, who were also told about the alleged monetary benefits they got by engaging in alleged corrupt practices in award of Delhi Government contracts to a private firm -Endeavour Systems. Meanwhile, the agency officials claimed to have found the trail of money, which was given to the accused as bribe, the sources said. Kumar and four others were arrested by the CBI on Monday for allegedly showing undue favours to a private company in award of government contracts worth over Rs 50 crore. They were yesterday sent to five days CBI remand by a court.

Asked about reports of Congress’ planned agitation on the alleged dilution of Forest Rights Act, Javadekar retorted with an apparent jibe at Rahul Gandhi, asking “Has their leader returned? Javadekar was present today when his successor Anil Madhav Dave took charge of Environment Ministry. The officials of the Ministry had organised an event for Javadekar’s farewell and to welcome the new minister. “We work passionately. This is not giving any number to any minister. The whole team led by Narendra Modi called Team India is passionate and has brought a change in governance of the country. As HRD ministry requires Cabinet rank, that’s why I was promoted,” he said. Javadekar said that he was part of JP movement and had gone to jail. “I was also a member of the senate of Pune University for 12 years while as deputy chairman of state planning commission in Maharashtra, I had laid emphasis on education,” he said, adding, “I have passion for education and have worked in it.” Asked about controversies surrounding the HRD Ministry, he said that education is a national agenda and not a party agenda and everybody will work together for it. Stone-pelting, clashes in parts of Kashmir on Eid

SRINAGAR, JUL 6 (PTI): The Eid festivities in parts of Kashmir were on Wednesday marred by stone-pelting and the resultant clashes, in which more than 30 people, including a senior police officer and 20 other security personnel, were injured. Clashes took place in Safakadal near Eidgah in Srinagar and in Hyderpora on the outskirts of the city after the Eid prayers, police said. Parts of Anantnag district and Sopore town in north kashmir’s Baramulla district also witnessed clashes after the prayers, a police official said. Additional Superintendent of Police Mubashir Bukhari was injured when he was hit by a stone in the stomach during stonepelting at Janglat Mandi in Anantnag

district, the official said. Four persons, including a photojournalist with a local magazine, were injured in clashes at Safakadal in Srinagar as security forces fired pellet guns and tear gas shells to disperse a stone-pelting mob, the official said. Eyewitnesses said more than dozen protesters sustained injuries in the police action amid claims that even ordinary civilians were targeted while dealing with protesters. Photographs showing security personnel purportedly vandalising private vehicles went viral on social networking sites like Facebook and Twitter in the aftermath of the clashes. However, police officials said the forces exercised maximum restraint while dealing with the unruly mobs.

t was the second cabinet rejig by prime minister Narendra Modi when he inducted 19 new ministers from 10 States on July 5 and taking the total strength of his ministry to 78(including the prime minister). Modi’s dictum of “maximum governance, minimum government” may have had to be extended especially in view of the critical election in UP. A cursory look at most of the new faces indicate -five are Dalits, two are from the OBC communities and three from the Scheduled Tribes category. It is hard to avoid the impression that the appointments have a lot to do with the upcoming Assembly polls in seven states including the bell weather state of UP. Drawn from 10 states, there are three ministers each from UP and Gujarat, and one from Uttarakhand — places where elections will be held next year. The government is headed by a man who, after coming to power, dismantled the UPA’s cumbersome bureaucratic ecosystem, merged several ministries, abolished standing committees, did away with a plethora of Groups of Ministers and Empowered Groups of Ministers. These were mechanisms that served to hold up decisions rather than speeding them, and contributed to the UPA’s much-reviled policy paralysis. However, the latest expansion of the NDA government’s Cabinet indicates a submission to the compulsions of electoral politics. There were some notable surprises though not as expected. The media speculated that minority affairs minister Najma Heptullah might be dropped. The reasons speculated were-she was not performing to expectations and that she was already past 75 by a year, which was certainly above the “under 75” criteria set by the BJP.Anyway, the speculations proved wrong as much as the one being that Smriti Irani might also be dropped. However, the media speculations were not totally wrong as perhaps some had “sources” within the BJP, to speculate. God has to take us into the valley and put us through fires and floods to batter us into shape, until we get to the point where He can trust us with the reality of the vision. He is getting us into the shape of the goal He has for us, and yet over and over again we try to escape from the Sculptor’s hand in an effort to batter ourselves into the shape of our own goal. The vision that God gives is not some unattainable castle in the sky, but a vision of what God wants you to be down here. Allow the Potter to put you on His wheel and whirl you around as He desires. In the process we killed one million people of each other’s communities. Till today there is no accountability and I personally think that non-Muslims in India should offer an apology to the Muslims on the other side, just as they should do the same to us. This may not make amends for the horrors, but at least it might begin a new chapter of healing. The terrorists who are the product of those terrible times may then be condemned by the people themselves and they would not be able to get the backing they need. t is an open fact that the situation of power outages is at an abysmal scenario in Nagaland. The State has been ailing for long under this prevalent pathetic condition even after 52 years of statehood. The power outages have for long held the graph of development just at the starter’s line. The people are deprived of the basic necessity of the modern developed world without which an economy comes to a standstill. Statistics show that only 311 kWh is the per capita consumption of power in Nagaland during Financial Year (FY) 2014-2015, whereas the national average hovered at 1010 kWh. This statistical figure depicts the sorry figure of power crisis that our state is reeling in, the sporadic and unreliable supply of electricity. So, in this article the root cause of the power outages has been delved into by taking various reports of Central and State government data which points to some glaring problems like, the sale of power in Nagaland which does not compensate for the expenditure meted out on the purchase, lack of infrastructure to meet the energy demand of the state and an unutilized potential capacity of power generation. To meet the needs of the State’s power demand in the FY2014-15, 88.07% of our electricity was sourced through purchase. What is outrageous is that Rs. 36,665.68 lakhs was spend to purchase 621.69 MKWH as the energy demand stood at 705.83 MKWH. Whereas the collection from sale of electricity amounted to a mere Rs. 9,867.24 lakhs, i.e. Rs. 26,798.44 lakhs paid from the State exchequer’s coffers to compensate for the deficit. The projected energy requirement for FY 2016-17 stands at 812.79 MU and as years go by the demand will increase tremendously and the

pressure to supply uninterrupted electricity will increase too. What needs to be introspected with this horrendous statistical data, is, what ails our power department in creating this enormous deficit. It is an open fact that electricity is pilferaged thus adding an enormous burden on revenue deficit and offenders are left scot free. And as such, there are no check and balances. To discourage such offences, offenders found pilferaging must be penalised according to the law and there must be strict adherence of the punishment laid down in the Electricity Act of 2003. Likewise, the State’s Anti-Power Theft Mobile Squad (APTMS), should not be a mere paper tiger and/or lame sitting ducks, their services must be utilised upto optimum with proper training and efficiently groomed to bring the offenders under the outreach of the law. At the other end of the spectrum, what consumers need to understand is that, for the efficient delivery of uninterrupted power transmission, they should bear in mind that power dues must be paid, and on time. It is easy to hook on the blame of efficiency on the department of power and government every time. But what needs to be introspected is that everything cannot be doled out as a freebee (as our revenue deficit runs into Rs. 26,798.44 lakhs for payment of power dues). If so, a state like ours with just skeletal means of income cannot pay from the coffers of the State every time for balancing the revenue deficit of its people. Otherwise the power outages will be there to stay and like it or not, the authorities would be helpless to fulfill the power consumption needs. The other problem is that there has been a palpable “administrative ambition” with our Government.

According to Economic Survey of Nagaland (ESN)2015-16, 1,326 villages have been electrified out of 1,401 habited villages in our state. One reason stated by the State in ESN 15-16 for low revenue returns is the extensive rural electrification and long transmission networks. Analysing from the perspective of inclusive developmental plans, it is a commendable fact that such exercise could be carried out by an economically weak state like ours. But the grim scenario is whether the so called electrified villages see the light after sunset. Even in township areas, to have even 12 effective hours of uninterrupted power supply is a blessing that many devour it with blissful anticipation and gratitude. What needs to be done is instead of promising the poor villagers electricity, it would be great if existing infrastructure is upgraded and put on hold the extensive electrification plans without really bridging the demand supply gap.Otherwise what will people do with wires hanging up above their thatched roofs with no benefits of electrification. Analysing the present power scenario and topping it with the dismal performance of our government in mitigating the challenge of supplying uninterrupted power, it still projects a bleak future for the State in becoming power sufficient. The only glimmer of hope to such grim affairs of power outages is that the State own sat least some hydroelectric project like Likimro and the small and micro hydroelectricity projects like Lang, Duilumroi, Tehok and Telangsao which minutely mitigates the power shortages of the State. With Dikhu, Lower Tizu and upper Zunkgi projects envisioned on the pipeline of the State’s list of power projects in the future, hopefully some of the challenges of intermittent power supply should

The brightest side however to the State’s power crisis is that, the data of Energy Statistics 2016 highlighted that our state has the potential capacity of generating 16 MW wind power, 197 MW small hydro power, 10 MW biomass power and 7290 MW of solar energy which totals to a staggering 7513 MW. If these statistics are to be taken into account, the energy deficit gap would be buried just by using renewable resources (though to reach the full potential capacity is more of a pipe dream in real terms), but even if we can use up the potentiality upto a certain percentage, not only will we have uninterrupted access to electricity but we can become a power exporting state (think about the revenue and employment it will generate for the State).These datas highlights that there is potential to provide uninterrupted supply of power in the state. But what seems to be the concern is the lack of will power of the stakeholders to speed up and efficiently utilize the existing resources available at hand to manage and run our State’s department of power. So, how long will the State’s economic and social fabric sustain and thrive with the intermittent power outages and dwell in the ‘realm of darkness’? The statement our government in Economic Survey of Nagaland 2016is selfexplanatory and aptly sums up the necessity of having uninterrupted power supply. “Power is an important input for any development efforts. It is the basic infrastructure requirement for growth of industries, IT enabled services as well as overall growth of the economy in the State. Hence, the Matikhrii village council lodged a complaint letter to EAC, Kamaleh and ADC Meluri, at the same time both the Administration from ADC Meluri of (Nagaland) and SDO Jessami of (Manipur) has jointly verified the spot and resolved a cadastral survey in the presence of both Matikhrii and Jessami village council, at the time of their verification. Representation to governor of Nagaland by WCH (Against the suspected murder of sepoy, Vezota Vasa of Jat Regiment at Bareilly (UP))

We beg to state that one of our members, sepoy Vezota Vasa expired on June 23, 2016 at the Jat Regiment Centre at Bareilly (UP) under suspicious circumstances. His mortal remains was brought to Dimapur and laid to rest on June 25, 2016. We were made to understand that on 23/06/16 at about 0750 hrs, col. Jeevan informed V, Vasa, the father of the sepoy over the phone stating that his son was no more. Immediately Vasa requested the officer not to conduct post-mortem till his arrival. On 24/06/16 when the father and family members of the deceased reached at 0115 hrs, they insisted to see the dead body but it was refused. It was only at around 0900 hrs that the authorities allowed them to see the forehead and half part of the chest and fresh blood stains were visible. Therefore, the authorities and the bereaved family agreed to clean the corpse between 1800 hrs and 1900 hrs. Surprisingly, the dead body was cleaned and wrapped before they reached the morgue, located within the regimental battalion. The family members requested to allow the garments to be put on the dead body but were also not allowed. Against the backdrop, we are of the opinion that the tragic end of a young, energetic and jovial person cannot be termed as suicide for the simplest of reasons as follows: 1. As per the FIR lodged by the regimental centre, sepoy Ajay Kumar was the first person who found the body of sepoy Vezota Vasa at about 0530 hrs in the toilet which is about 12 feet away from the barrack but the incident was reported to the occupants of the barrack only after 40 minutes. 2. The photographs available with the police show that the button of the victim’s halfpant was opened and unzipped. 3. Fresh sweat was seen which means the victim could have survived if emergency medical attention was provided. 4. Photographs also reveal that the victim was wearing his slippers and there was no stiffness in his feet. 5. The family members were not allowed to meet sepoy Ajay Kumar and the barrack mates feigned ignorance and were not cooperative. Likewise, there are many instances of irregularities but since police investigation is on, we have faith in the rule of law. However, we requested you to personally intervene into the matter and see that the truth is unfolded as the earliest by conducting fair and impartial investigation. Those found guilty should be adequately punished because atrocities and ill-treatment to tribal army personnel are very common and the same should be discouraged at all cost. Thanking you sir. NEW DELHI, JUL 6 (PTI): Keeping its promise to provide succour to refugees from neighbouring countries, the NDA government is contemplating to amend the Citizenship Act so that Hindus and Sikhs, who had entered India without valid documents could be granted Long Term Visa and citizenship. The issue was discussed threadbare at a high-level meeting chaired by Home Minister Rajnath Singh and attended by Foreign Secretary S Jaishankar besides others. There are thousands of Hindus and Sikhs who have entered India after facing religious persecution in countries like Pakistan, Bangladesh and Afghanistan without any valid document. These refugees have been facing difficulty in getting Long Term Visa (LTV) or Citizenship and the existing law does not allow anyone granting Indian nationality if he or she can not show proof of documents on country of birth. “Hence, the government plans to amend the Citizenship Act so that such refugees could be granted LTV and citizenship without any hindrance,” a Home Ministry official said. In its election manifesto before the 2014 Lok Sabha elections, the BJP had declared India as “a natural home for persecuted Hindus”

Prime Minister Narendra Modi, during the campaigning in 2014 had made a distinction between Hindu and Muslim refugees from Bangladesh and arguing that the former should be accommodated. “We have a responsibility towards Hindus who are harassed and suffer in other countries. Besides, the Home Ministry also organised special camps at district level in Gujarat, Madhya Pradesh, Rajasthan, Uttar Pradesh, Karnataka, Maharashtra, Andhra Pradesh, Haryana and NCT of Delhi for granting LTV and citizenships. Children of refugees on LTV are allowed to take admission in schools/ colleges/ universities/ technical and professional institutions under foreigner quota without per-

India needs to have a policy whereby if you believe that political asylum needs to be granted to people who are being persecuted for different reasons, gender, religion, faith, political affiliations, then there has to be a cohesive and in all encompassing policy with regard to that,”, he added.

The incident took place in the wee hours of Tuesday when the two scribes -- Vijay Prabhat Shukla and Krishna Kumar Tiwari -were returning home after thier duties. They stopped near Vidhyasagar Institute from where they were supposed to go to their homes, separately on their motorcycles, a police official said on the basis of the complaint lodged by them. When one of them was handing over a laptop and a mobile charger to the other, a PCR Van patrolling in the area reached at the spot and enquired about them. Despite introducing themselves

as journalists and apprising that were heading home after work, the policemen, who were alleged to be in an inebriated condition, misbehaved with them and used expletives to threaten them without listening to their justification, the SSP said. The cops then forcibly took them to Awadhpuri police station and confined them there for the entire night, the duo alleged in their complaint. Shukla alleged that Dangi was drunk and did not listen to them. He then started beating them despite being told that they are journalists. Shukla claimed that when he told the cops that he belongs to Faizabad in Uttar Pradesh, the policemen dubbed the duo as “SIMI activists” and took them to police station and allegedly beat them up. Later, Dangi and others left the police station and the two scribes were allowed to leave from there early morning yesterday. The condition of the journalists worsened after reaching home, after which they narrated the incident to their editor. On a complaint over the incident, senior police officers swung into action and suspended the three policemen. The SSP said the duo was taken to a government hospital where they are undergoing treatment.

Kanhaiya, who is out on bail in a sedition case, has been leading a movement demanding justice for Rohith Vemula, a Hyderabad university scholar who was found hanging in his room earlier this year after he along with five others were suspended. “There has been an outrage in the dalit community and among students against Irani after Rohith Vemula was forced to commit suicide. The move to send her to Textile ministry from HRD has been made only to divert public attention from Vemula issue,” he said. “If you remove a minister from one ministry and send her to another one, it is not a punishment..it is just an arrangement which has been made keeping in view the upcoming elections,” he added. Smriti Irani was yesterday shifted from the key HRD ministry to less significant Textiles portfolio and replaced by the newly elevated Cabinet minister Prakash Javadekar after an expansion of the Union Council of Ministers and reshuffle.

Seven may lose vision at Hyderabad Hospital H Y D E R A B A D, J U L 6 (IANS): Seven patients at a government-run eye hospital here are in danger of losing vision as a solution used during surgeries was found contaminated, officials said on Wednesday. A total of 13 patients, who underwent cataract surgery last week at the Sarojini Devi Eye Hospital, developed post-operative complications but doctors are confident five to six of them would get back their vision. The incident has sent shockwaves among patients, whose relatives staged protests at the hospital demanding action against those responsible. Hospital authorities seized all bottles of the solution and stopped further surgeries as a precaution. The Telangana government has ordered a probe. The hospital’s Deputy Superintendent, Rajendar Gupta, said investigations revealed that the solution used on June 30 was contaminated. “The solution was tested

For the remaining cases, the doctors are repeating the injections and waiting to see the results. We have given injections and cleaned the internal chambers,” he added. He said the hospital gets the solutions from a government drug store. The drug inspectors have already sealed the bottles for further tests. The Sarojini Devi Eye Hospital at Mehdipatnam is the biggest government-run eye hospital here. About 40-50 patients from poor and lower middle class families undergo surgeries every day.

The International Air Transport Association (IATA) said in its “World Air Transport Statistics”, released on Tuesday, that India achieved an annual growth of 18.8% in a market of 80 million domestic passengers during 2015. “India’s performance surpassed that of Russia (11.9% growth, in a market of 47 million domestic passengers), China (9.7% growth, in a market of 394 million domestic passengers) and the United States (5.4% growth, in a market of 708 million domestic passengers),” IATA said. Military action at that time was not a last resort.” The 2.6-million-word report is an exhaustive verdict on a divisive conflict that by the time British combat forces left in 2009 had killed 179 British troops, almost 4,500 American personnel and more than 100,000 Iraqis. Chilcot said then-Prime Minister Tony Blair’s government presented an assessment of the threat posed by Saddam Hussein’s weapons with “certainty that was not justified.” He also found military planning for the war and its aftermath were not up to the task. “The people of Iraq have suffered greatly” because of a military intervention “which went badly wrong,” he said. Soccer star handed 21 months; former Olympian Pistorius receives 6 years London, Jul 6 (Agencies): In a significant day for the world sporting community, soccer star Lionel Messi and former Olympic sprinter Oscar Pistorius were both sentenced to jail on Wednesday. Messi, who plays for Argentina and Barcelona, was found guilty of tax fraud to the amount of €4.1 million ($4.5 million US) between 2007 and 2009. He was sentenced to 21 months in prison and about 2 million euros in fines ($2.2 million US). His father and co-defendant, Jorge Messi, was also sentenced to a prison term and financial penalty of 1.5 million euro fine ($1.7 million US). However, the BBC reports that neither Lionel nor Jorge is expected to actually spend time in jail, because Spain allows sentences under two years to be served as probation. Messi, 29, and his father defrauded the Spanish tax office of almost 4.2 million euros between 2007 and 2009 by using a web of shell companies to evade taxes on income from the player’s image rights, the court said in a written ruling. The companies - with names such as Sport Consultants and Sport Enterprises - were based in tax havens such as Belize, Uruguay and Switzerland where legislation kept the identities of their owners secret, according to the ruling. Messi, five-time World Player of the Year, admitted during the trial to signing contracts protecting his image rights but said he had no knowledge he was partaking in any wrongdoing or defrauding the Spanish state. Rio 2016: Russia names 68-strong squad despite ban London, Jul 6 (Agencies): Russia has named a 68-strong athletics team for this summer’s Rio Olympic Games, despite being banned from international competition. Athletics’ governing body first imposed the ban in November following allegations of widespread state-sponsored doping in the country. The Russian Olympic Committee (ROC) and its athletes last week appealed against the decision to the Court of Arbitration for Sport (Cas). A final decision is due by July 21. The International Association of Athletics Federations (IAAF) has said a handful of Russian athletes could compete in Rio as “neutral athletes”. To do so, they must meet a number of criteria, including being repeatedly tested outside their homeland.
