NPF in a communiqué also clarified that there was no question of souring of relationship between the governor and State government as it was already a foregone conclusion that Raj Bhavan did not trust the ruling PDA because there was no semblance of governance. NPF said even the general public has no hope and confidence whatsoever on the PDA government. NEW DELHI, JUL 6 (PTI): Home Ministry (MHA) Monday allowed universities and other academic institutions to conduct examinations during the ongoing ‘Unlock 2’ phase. In a statement, MHA said it has sent a letter to the Union Higher Education Secretary permitting universities and institutions to conduct examinations. “The final-term examinations are to be compulsorily conducted as per the UGC guidelines on examinations and academic calendar for the universities and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health and Family Welfare,” the statement said.

DIMAPUR, JUL 6 (NPN): NPCC expressed astonishment at the statement made by the state government claiming that Article 371A(1)(b) was made redundant by state assembly resolution in 2013. NPCC working president Khriedi Theünuo pointed out that Art. 371A has four clauses from (a) to (d) under which (1)(b) provided special responsibility to the state governor on law and order. In this regard, NPCC said since the special responsibility was enshrined in the constitution, only the President of India, if he is satisfied, can direct the state governor to cease such a responsibility. Theünuo said that mere passing of resolution in the assembly on December 17, 2013 to do away with the special responsibility granted to the governor was “unjustified” since there has been no amendment or rectification over Article 371A(1)(b) by the parliament. Therefore, he asked the state government to put the record straight and follow procedures if the clause is to be effected.

DIMAPUR, JUL 6 (NPN): Joint Action Committee (JCA) COVID-19, Peren district has alleged that the inefficiency of the state government and its machineries at the district level has given rise to “ever increasing positive cases” and said the situation has been aggravated by blunder committed by the two doctors leading to fear and panic amongst the people of the district. In a press release, JAC secretary, Mathiuthai Gonmei, warned that should community transmission happened and the people become victim and casualty to the virus, the two doctors and the government would be held solely responsible for the “wilful negligence and inaction.” JAC said that the release of 96 Haryana returnees from quarantine centres to their respective villages by two doctors on June 23, 2020 without conducting second test to ascertain their COVID status has given ample room for community transmission and mass casualties amongst the villagers. In this regard, JAC has demanded that the

government immediately initiate action against the duo under the relevant section of the law and instill confidence in the minds of the public that the government would be impartial and cares for the well being of the public. It said that giving absolute immunity to irresponsible doctors, citing the excuse that the state was short of manpower, was only harming and inviting more disaster besides demeaning the selfless and hard work of the doctor community in the state. JAC has also appealed to the government to “take cognizance of this blunder” and take up immediate appropriate measures to help contain the spread of the virus in the district before it becomes uncontrollable and mass casualties happen. It said that the government “lackadaisical attitude” towards the people of Peren district was “on a tipping point” as demands of the people have fallen on deaf ears, adding that step-motherly treatment meted out to the Peren district was inexcusable. Nagaland Pradesh Congress Committee (NPCC) has issued its counter-rejoinder to the ruling NDPP’s defence of the PDA government over ‘Letter-Gate’ in which the state Governor R.N. India’s COVID-19 tally crosses 7 lakh

NEW DELHI, JUL 6 (PTI): With another big single-day jump in coronavirus cases, India’s COVID19 tally crossed the seven lakh-mark on Monday, just four days after the number of infections in the country had reached six lakh. The death toll due to the disease climbed to over 20,000, while the total number of tests for detection of COVID-19 also crossed the one-crore mark in India on Monday. According to Health ministry figures updated in the morning, a big single-day jump of 24,248 COVID-19 cases took India’s tally to 6,97,413. However, a PTI tally showed India’s COVID-19 caseload at 7,11,878 and the death toll at 20,139. The tally has been compiled as per information provided by respective states and UTs.

KOHIMA, JUL 6 (NPN): While the State’s overall COVID-19 infection rate was less than 3%, Peren registered a massive 13%, the highest among all the districts. Speaking to Nagaland Post after a meeting with Health & Family Welfare minister Pangnyu Phom and Higher Education and Tribal Affairs minister Temjen Imna Along at the secretariat here on Monday, High Powered Committee (HPC) spokesperson and advisor Mmhonlumo Kikon

remarked that the high rate of positive cases in Peren district indicated “not-sosatisfactory” adherence to quarantine norms and protocols by inmates at the quarantine centres. Mentioning that flouting of quarantine norms, indulging in unruly behaviour and disobeying instructions of frontline workers by a section of the returnees only aggravated the situation, he remarked that all the returnees should own some responsibility for the good of everyone. Mmhonlumo emphasised that adherence to quarantine norms by re-

turnees and observing preventive measures were the only weapons to break the chain of the transmission of the virus. He observed that apex community-based organisations (CBOs) could play a crucial role in maintenance of discipline at quarantine centres, while faith-based organisations (FBOs) and NGOs could organise spiritual counselling programmes for promoting gainful and meaningful activities among the inmates. He appealed to the CBOs, FBOs and NGOs to continue extending their help and support to frontline workers in management of the quarantine centres. Stating that frontline workers had been directed to strictly follow the standard operating procedures (SOP) issued by the State government, Mmhonlumo urged the community not to compel or insist the frontline workers to deviate from the (Cont’d on p-8) SOP.

There is a strong debate on this,” she said. Interviews with nearly 20 scientists, including a dozen WHO consultants and several members of the committee that crafted the guidance, and internal emails “paint a picture of an organization that, despite good intentions, is out of step with science,” the report said. “Whether carried aloft
