KOHIMA, JUL 7 (NPN): Disaster risk reduction was about choices but was everyone’s business, said Nagaland chief minister, T.R. Zeliang on Thursday as he called for making “ourselves and communities” resilient to the natural hazards. Addressing a two-day workshop on Disaster Risk Reduction (DRR) on climate change at the Capital Convention Centre here Thursday, Zeliang urged upon the elected members of Nagaland legislative Assembly to establish a “Legislators’ Forum for Disaster” not only to help in creating awareness among the people, but also promote people’s action in ensuring that natural hazards did not become disasters. He reminded that gathering that it should be everyone’s endeavour to create a culture of prevention as against a culture of reaction. He also opined that “our approach should be guided by our basic belief ” which could mitigate the impact and bring people together. Zeliang stressed that climate change was greatly contributing to disasters in recent years and there was a need to “closely link our DRD plans and our climate change adaptation strategies.” He suggested that DRD should also become part of “our sustainable development plans”, incorporating how to make better choices relating to many livelihood issues as un-
USSC endorses ‘Shopilak declaration’ DIMAPUR, JUL 7 (NPN): United Sangtam Students’ Conference (USSC) has endorsed the “Shopilak Declaration 2016” adopted at the 15th ENSF federal assembly at Tuensang on June 28, 2016 in the presence of all the federating units of ENSF. While upholding the declaration, USSC president, Thrikyuse Sangtam and general secretary, Achum Thonger asked the Sovereign Republic of Freeland (SRF) group functioning in its jurisdiction to stop immediately. United Sangtam Students’ Conference also appealed individual involved in the group to denounce its membership since it was not a mandated group/organization of the Eastern Nagas in general and Sangtam in particular. The Sangtam students’ body further cautioned the functionaries of the group not to mislead the innocent public and misinterpret the history of the Eastern Nagas for their greed. USSC warned that it would not be held responsible for any course of action initiated against any individual found involved in the group. In this regard, USSC has appealed to all the right thinking citizens to report immediately in the event of any individual or group found violating the declaration.

He further suggested that DRD plans also make provisions for the involvement of social organizations, voluntary and community-based organizations. He maintained that the home department alone should not be expected to respond to the disaster incidents but that every department should involve in times of emergency, with basic
knowledge to deal it. Jamir suggested a community based set up to address disaster in times of need. In his address, Sikkim’s Lok Sabha MP, P.D. Rai, stressed the need for community, capacity, collaboration and capital to deal with any types of disaster incident. He said political will was important to effectively deal the issue of disaster. He also shared the experiences of Sikkim earthquake of 2011 where many lives and property lost. NECTAR New Delhi director general, Sanjiv Nair, highlighted the disaster event on global scenario, disaster management in India, NECTAR work on river flood forecasting and others. A short presentation on DDR and NSMDA in Nagaland was presented by OSD to NSMDA, Johnny Raungmei. Member national disaster management authority (NDMA) New Delhi Dr. Kamal Kishore gave his message through video who

4 cadres of NSCN (R) killed in Khosa DMAPUR, JUL 7 (NPN): Four cadres of the NSCN (Reformation) were killed near Kheti village, 7 kms away from Khonsa, Arunachal Pradesh along the Nagaland border on Thursday wee hours. According to AR sources, based on intelligence inputs that NSCN (R) cadres were collecting illegal tax, arms dealing and involved in drug peddling in Khonsa and nearby villages, troops of 16 Assam Rifles launched an operation and neutralized four NSCN (R) cadres. The cadres were operating from a temporary camp located in the vicinity of Kheti village, AR said. During the operation code name ‘Op Kheti’, AR said that their troops came under heavy gun-fire and in retaliation two cadres—‘capt’ Jano Tekwa and ‘sgt. maj.’ Lombho Pangsa were killed. Later, when the troops carried out a search, some cadres fired at the troops. In the ensuing gun-fire, two more cadres were killed identified as ‘sgt.’ Tongbai and ‘corpl.’ Mankhu Wangsa, AR stated. The troops also recovered two AK-47 rifles along with four magazines, one pistol, live ammunition and other documents. Though AR claimed that the troops busted the hideout, search and combing operations were still on till Thursday late night, sources said.
Appropriate action against preacher Zakir Naik: Centre NEW DELHI/MUMBAI, JUL 7 (AGENCIES): Controversial Indian Islamic preacher Zakir Naik faced more heat today with the government saying “appropriate action” will be taken against him over his speeches that were reported to have inspired some of the Dhaka attackers, calling it “highly objectionable”. As Mumbai-based Naik came under the scanner, senior Congress leader Digivjaya Singh was in the BJP’s line of fire after a 2012 video showing him share a dais with the 50year-old televangelist praising him at an event to promote communal harmony surfaced today. “The Home Ministry will study (his speeches). It will take appropriate action after studying them. His speeches, as being reported in the media, are highly objectionable,” the new Information and Broadcasting Minister M Venkaiah Naidu told reporters in Delhi. Naidu’s remarks came a day after Minister of State for Home Affairs Kiren Rijiju hinted at action against the preacher after looking into whether Naik through his speeches glorifies terrorist acts by Muslims. Naik yesterday asserted that his speech on Islam and terror has been taken out of context and claimed that he had only said muslims should terrorise anti-social elements. Naik’s speeches are believed to have inspired some of the Bangladeshi militants, who killed 22 people, mostly foreigners, at an upscale restau-

In a press note, ACAUT media cell said that thought a fuel outlet owner may not be involved in running fuel adulteration unit, “it does not mean he/ she is selling clean fuel or that he/she is innocent”. It further said that “simply because a fuel outlet owner is not linked with the fuel adulteration kingpins does not mean he/she is not complicit in the larger fuel adulteration racket”. As kerosene is mixed and supplied to fuel outlets, ACUAT alleged that every SK Oil Agency in the state was also a suspect. “Unless proven otherwise by the competent authorities, every fuel outlet in Nagaland is suspected of selling adulterated fuel and every SK Oil Agency of diverting kerosene to the adulteration units run by the kingpins”, it added. Stating that the SK Oil-fuel outletadulteration unit nexus was a complex one involving every known player including Manipur state, ACAUT said it was compelled and would be compelled to issue clarifications. “Clarifications are mainly given to rectify errors and present the facts or the truth as it is. These clarifications are not ACAUT Nagaland in a clarification ‘clean chits’ which only the competent said it wanted to set the record straight on authorities like the police and the courts issues pertaining to fuel adulteration and can issue by way of either acquittal or conviction”, ACAUT said. DIMAPUR, JUL 7 (NPN): Ao Senso Telongjem Dimapur (ASTD) has questioned the state government for remaining “tight lipped” about the fuel adulteration racket busted recently jointly by ACAUT, Dimapur police and district administration. “Inaction on the part of the government having heard the desperate voice of the people will hang the democracy in shame”, ASTD president, Supu Jamir and general secretary, Onen Walling said in a joint press statement. They also questioned the responsible department for remaining “deadwood” on the racket. The Senso Telongjem has also fully supported ACAUT Nagaland for shouldering the “mammoth task” and demanded that the state government award befitting punishment to those responsible irrespective of status and position. ASTD further warned that inaction by the state government would invite total catastrophe in the state economy and that the government would be accountable to the people.

NEW DELHI, JUL 7 (NPN): Ministry of Development of NorthEastern Region (DoNER) will offer subsidy incentives in Northeast for industrial and other units generating employment. Announcing this on the conclusion of a meeting of the Ministry here this morning, Union Minister for Development of North Eastern Region (DoNER), Dr Jitendra Singh said that, as a policy, the Ministry would encourage such entrepreneurship and business establishments which generate employment for the youth in the region. For this purpose, he said, the assistance to North Eastern Development Finance Corporation (NEDFI) would incorporate a component of higher interest subsidy for such units which give more employment. The Ministry is coordinating with Ministry of Finance in this regard, he added. Spelling out the action plan for the year to come, Dr Jitendra Singh gave details of Venture capital funds as another incentive for those undertaking “Startup” initiatives
in the North-Eastern region. This will be an added attractive feature for youth from all over India who wish to avail the benefit of Prime Minister’s “Startup India, Standup India” programme by setting up an establishment in Northeast. Dr Jitendra Singh referred to a meeting held recently with the North Eastern Space Applications Centre wherein it was decided to carry out satellite based survey for planning and monitoring of projects in the region. This, he said, will help in expediting the projects and also avoid discrepancies. In a similar initiative, he said, all the eight states of Northeast region have agreed to cooperate in carrying out geo-tagging by giving GPS details of various ongoing schemes in the respective states. Dr Jitendra Singh said DoNER ministry would also take up waste management project under North East Rural Livelihood Project (NERLP) and North Eastern Region Community Resource Management Project. In this case, the ministry would study the other tried models of waste management.
Students protest over demand for Govt. law colleges Correspondents
KO H I M A / M O KO KC HUNG, JUL 7 (NPN): Students of three Law Colleges in the state staged a sit-in protest at their respective colleges on Thursday, demanding setting up of Government Law Colleges in the state. The sit- in protest was as part of the phase-1 agitation, announced by Nagaland Law Students’ Federation (NLSF) to express resentment towards the state government’s “lackadaisical attitude” in setting up Government Law Colleges in Nagaland. In Kohima, students of Kohima Law College taking part in the protest, shouted slogan, “we want government Law College” while some held placards, which read “law is the backbone of a nation”, “treat us equally with other professional institution” and “the prestige and reputation of a state depends on how laws are imparted”. NLSF president Lanusowa Pongen, who addressed
the students, said the federation had submitted numerous representations to the state government appealing for setting up Law Colleges in the state. However, it was “very unfortunate” that the government has ignored the importance on the need of law in the state by keeping aside and “indulge in immeasurable corruption”, due to which the students have resorted to democratic means of agitation, he added. He said the protest was just the beginning and warned of “harder” strike on the failure of the government to meet their “genuine demand”. While pointing out that three private-run law colleges in the state have produced many imminent lawyers and advocates like retired Chief Justice H.K. Sema, Justice L.S Jamir , the NLSF president appealed to the state government to come up with policies for law studies, so that eminent lawyers and advocates could be produced. He also appealed to the government to create an
equal opportunity so that law could be pursued by both poor and rich alike. Kohima Law College Students Union (KLCSU), president Vitoka P. Aye said that once the government takes over the law college, necessary requirements such as to meet guidelines of UGC and Bar Council would be implemented in letter and in spirit. He said that absence of proper infrastructures in the law colleges have “created many untold problems and hampered the career of the law students”. Even after 50 years of statehood, there was not a single government law college in the state which itself proved state government’s “highest negligence”, said Aye. Meanwhile, principal Kohima Law College, Visevenuo Pienyü advised the students, who were the “law keepers” to maintain peace within the law while carrying out protest, submitting memorandum and movement towards achieving their goal.
Advisor NLSF, T. Lima suggested that the first demand of the law students should be recognition of at least one of the private law institutions by government, after which a separate government law college could be taken up. He said Nagaland is the only state without government Law College. Later, NLSF submitted a memorandum to the governor and chief minister. In Mokokchung, students of Mokokchung Law College under the aegis of Mokokchung Law College Students’ Union staged sit-in protest at Town Hall Mokokchung where a brief program was conducted. Students voiced their concern on the negligence of the state government towards law students and demanded setting of Government Law Colleges. Short speeches were delivered by NLSF deputy speaker Nungshimeren and AKM assistant general secretary, Shilu. The sit-in protested was also staged by law students in Dimapur.
ANAHTA serves ultimatum on govt; demands salary DIMAPUR, JUL 7 (NPN): All Nagaland Aggrieved Hindi Teachers’ Association (ANAHTA) has served an ultimatum on the state government to release their salary from February 2016 to June 2016 within seven days. In a press release, ANAHTA lamented that despite several appeals for releasing salary, their pleas appeared to have fallen on deaf ears. ANAHTA stated that the excuse of not releasing their pay and arrears has always been that the Centre has not released the fund. However, ANAHTA said it has observed that even when the money was received, the government failed to pay them salaries on monthly basis by hoarding “our money for the reason best known to authorities.” . Meanwhile, the association has urged the ACAUT, NSF, concer ned citizens, unions and NGOs to extend support.

Congress leader Digvijaya Singh on Thursday said all provocative speeches by Hindus, Muslims, Sikhs and Christians should be banned. “If the speeches are to be banned…all provocative speeches on religion by Hindus, Muslims, Sikhs and Christians should be banned,” Singh told media here. He said if the Government of India or the Government of Bangladesh has any evidence against Naik’s involvement in the ISIS, they should take action against him. Issuing a clarification, Singh said he spoke against religious fundamentalism and terrorism in his speech at the conference organised by Zakir Naik, adding that he had also appealed for communal harmony. “The conference was for communal harmony and against terrorism. It was also to explain that Islam is against innocents being killed,” he added. Islamic preacher Zakir Naik Thursday said his statement “urging all Muslims to become terrorists” has been taken out of context and that he is totally against terrorism and the killing of innocent humans. “Many of the news channels in India are showing a clipping where I am saying that every Muslim should be a terrorist. Auto driver held while trying to flee with minors
DIMAPUR, JUL 7 (NPN): In a shocking incident, an autorickshaw driver allegedly tried to flee with three minor children while the mother was buying vegetables along the roadside on Thursday in Dimapur. According to police sources, the mother had hired the autorickshaw (NL 07F-8687) from Aoyimsen to go to Purna Bazaar along with her three minor children. On the way, the mother stopped the auto at sub-jail junction to buy some vegetables. While the mother was with Kripal Sahni the nearby vegetable vendor, she reportedly saw the auto driver fleeing away with her three minor children. As the auto was on the move, the mother screamed for help and the alert public of the area managed to stop the auto and apprehended the driver, police said. F&CS deptt refutes NSCN (R) claim
DIMAPUR, JUL 7 (NPN): Reacting to NSCN (R)’s claim of busting “illegal stores” selling PDS rice in Mon, Food and Civil Supplies (F&CS) department, Mon termed as “totally false and baseless” statement made by NSCN (R). In a press release, F&CS Mon superintendent E. Pangjei Konyak stated that the incident occurred on July 6, 2016 at around 11am. The superintendent stated that on July 5, 2016, some NSCN (R) functionaries approached the supply department “to deposit for certain quantities of rice.” However, the superintendent said the department explained the inability to fulfil their demand since the rice allocation was meant for the beneficiaries. Subsequently, the superintendent said on July 6, 2016, NSCN (R) functionaries “with an order from their higher authority” forcefully took away 210 bags of APL rice meant to be distributed to the beneficiaries through respective FPS from the department rented Godown located at Walo ward, Mon town. He said the incident was immediately reported to district administration and police Mon and through their timely intervention, 210 bags of rice was retrieved from NSCN (R) ceasefire camp on the same evening and were presently kept under police custody.

Sensitization programme on anti-tobacco in Phek

the harmful effects of tobacco which was a risk factor for six of the leading causes of death in the world. She further sensitized the shopkeepers on the harmful ingredients found in tobacco and added that tobacco contained more than 7000 chemicals several of which can cause cancer and are dangerous to health. Dr. Reyosalü also requested the shopkeepers and hotel owners to put up signage on anti-tobacco. Under the COTPA Act the shopkeepers were further
imparted awareness that sale of tobacco products to and by minors and sale of tobacco and tobacco products within 100 yards of educational institutions was banned. Leaflets on anti-tobacco were distributed to all the participants. Altogether 70 shopkeepers and police personnel attended the programme. Earlier the program was chaired by EAC Phek, Tiayanger Jamir and vote of thanks was delivered by Phek Town Chamber of Commerce president, Zachive Rhakho.

During the training, resource person SDAO Mangkolemba, Imkongtemsu spoke on Integrated Pest Management (IPM) and package of practices on maize, tomato and cardamom. He also em-
phasized on the potential of large cardamom. DIMAPUR: Keeping in view the ongoing renovation/beautification works carried out at the four walk bridge in Kohima town, Angami Youth Organization (AYO) has cautioned “town dwellers” not to deface/damage the beautification works. In a press release, press secretary Angami Youth Organization, Tsoto Sale informed that the organization has directed the colony youths to be vigilant and “catch some miscreants” who have been carrying out unruly activities at the renovation sites.
Angami Youth Organization further warned that anyone caught defacing or destroying the beautification projects in and around Kohima town would be “flogged in public”. While appreciating the different organizations based at Kohima for undertaking various sensitization activities, cleanliness and environment drive, Angami Youth Organization has appealed to all communities or groups particularly the Angami people based at Kohima to come forward in initiating more of such works.

In a press note, president All Nagaland District Ministerial Staff Association Mon unit, P. Ngaching Konyak and general secretary T. Amos Lotha, stated that the association “fully support the “genuine” charter of demand. In this regard, the association has urged the government to implement the charter of demand on priority.
DIMAPUR: Several places in the Dzukou valley landscape and Doyang valley landscape (New Riphyim and Pangti) have potentials to be declared as the UNESCO site, stated a press release, conservator of forests (PUB), office of the PCCF & HoFF Nagaland, Temjenyabang The release stated that this was observed by programme specialist (Natural Sciences) UNESCO Office, New Delhi, Dr. Ram Boojh who was on a four-day visit to the state to assess the feasibility of these sites being covered under the UNESCO programmes, either as biosphere reserve or world heritage site. Temjenyabang said the visit was made as department of environment, forests and climate change, government of Nagaland has embarked on an “ambitious initiative of declaring select landscapes or conservation sites of repute in Nagaland as UNESCO sites”. In this regard, Dr. Ram Boojh visited several places in the Dzukou valley landscape and Doyang valley landscape (New Riphyim and Pangti) along with the forest officers and community leaders on June 28 and 29 respectively to gain first-hand experience of the natural wealth and socio-cultural diversity in the proposed landscape. In a meeting of the senior officials of the government and Forest department held at the conference of the chief secretary, Nagaland, a preliminary
presentation on potentials of these selected sites was made. The visiting official expressed his agreement that the proposed sites had potential to be declared as the UNESCO site, stated the release. Earlier, a stakeholder consultation meeting was organised by the department on June 27 where in senior forest officers including PCCF & HoFF M. Lokeswara Rao, visiting officials from UNESCO, officiating members of Southern Angami Public Organisation and representatives from villages in the Dzukou valley landscape discussed and deliberated the possibility of declaration of the landscape as biosphere reserve or world heritage site. Similar stakeholder consultations were organised at Pangti and New Riphyim village to assess the prospects of Doyang valley landscape for UNESCO site. Dr. Ram Boojh later called on minister for environment, forest and climate change Dr. Nicky Kire to appraise him about the intentions of the UNESCO to assess the proposed sites for inclusion under their programme. Dr. Nicky Kire called upon the department officials and visiting dignitaries to make all efforts to declare the proposed sites under the provisions of UNESCO so that the communities involved would be empowered to reap the direct and indirect benefits of such declaration.

Tseminyu stated that rabies was a highly dreadful zoonotic disease endemic in the northeastern states and was transmitted to human through rabies infected dog bites (virus is secreted through saliva) and has been found to cause casu-
alties in the state. It stated that the safest and the most economic ways to avoid contracting this deadly disease was by vaccination of healthy dogs, thereby such camps were top priority in the state.

During the training the farmers were highlighted on the concept and importance of organic farming and encouraged for such adoption for sustainable farming practices. During the meeting BTT convener briefed on activities of ATMA and functions and duties of BFAC; suggestions from farmers were noted and activities to be taken up within the block were also discussed. DPDB meeting at Peren. DIMAPUR: District Planning & Development Board (DPDB) meeting of Peren and Kiphire districts were held at their respective Deputy Commissioner (DC)’s conference hall. Peren DPDB meeting for the month of July was held on July 7 and was chaired by DC Peren Zarenthung Ezung. During the meeting, sensitisation programme on HIV and AIDS was conducted where power point presentation was given by district ICTC supervisor Peren Ngauzeulungbe. Basics of HIV and AIDS and the district scenario of last financial year were presented before the members. It was also highlighted that
though there had been a great improved treatment access for PLHIV, there was the increasing need for reducing vulnerability and risk, this in stigma, and increase access to legal and social protection by the infected and affected population. DC Peren also requested the members to create more awareness and facilitate the PLHIVs to avail social protection. Chief medical officer, Ngangshimeren also shared to the members not to discriminate or stigmatize the people living with HIV and AIDS. Earlier, the DC welcomed the newly posted officer Executive Engineer PHED Er. Vikura Khape.
The meeting also reviewed the last meeting minutes and discussed the following agendas and decided to forward it to the department for further necessary action: upgradation of sub-centre to Primary Health Centre at Samziuram, registration of Jalukie Pumling Nko society and construction of waiting shed at Tri Junction Ngaulong. The board also discussed Nagaland badminton association tournament which would be held in Peren district from August 24 with DC Peren as the convener for the tournament. The proposal of the reorganisation of RD Block i.e. Jalukie Sangtam under Peren to Jalukie block was differed to next DPDB meeting. The DC in a notification said submission of staff list should be completed at the earliest as directed by the CEO. It was also decided that the forth coming Independence Day programme would be held at Multi-disciplinary Outdoor sport complex (MDOSC) for which more inputs and co-operation were required from HoOs. KIPHIRE: Monthly meeting of Kiphire DPDB was held on July 5 under the chairmanship of deputy commissioner and vice chairman DPDB Kiphire, Sedevikho Khro.

Centre asks Manipur for report Uranium mining risky affair without state nod: Sangma on killing of former militant
IMPHAL JUL 6 (IANS): Union Home Ministry has sought a report from the Manipur government on the recent killings of former insurgents in the state who had joined the national mainstream. According to informed sources, the central government is concerned that these killings may derail the peace process in the state. In the latest incident, Hmar National Army Chairman Lalthanshang Hmar was gunned down near his house on Tuesday in Churachandpur district. Earlier, Jamkholal Zou, a self-styled captain of the United Kuki Liberation Front, was hacked to death in Chandel district. On April 21, former PREPAK Chairman Ningombam Nabachandra and his driver were shot dead in their ‘safe house’ inside the camp of 7 Manipur Rifles in Imphal East district. The killers escaped unnoticed. Some other former insurgents also had been gunned down in separate incidents in the state.
With such killings on the rise, at least one militant outfit in Imphal West district has taken up arms once again, even though it had suspended operations. Police sources said the development has vindicated those militant groups that did not suspend their operations. The peace process in Manipur began in May 2000 when the army reached an agreement on suspension of operations with some tribal outfits. However, the state government remained noncommittal, observers here pointed out. Chief Minister Okram Ibobi Singh, who also held the home portfolio then, told IANS that his government was not taken into confidence over the suspension of operations. Despite the agreement, police and paramilitary forces continued to arrest and kill some of the former insurgents. It was then that the Union home ministry stepped in. Eventually, another agreement was signed in August 2008 -- this time taking
the Manipur government into confidence. “Fifteen tribal and three non-tribal underground organisations joined the national mainstream after signing the agreement. They have been placed at different designated camps since then,” an official told IANS. But some leaders of these outfits are not happy because of the meagre stipend they get. Moreover, no political dialogue has been initiated for a settlement. The former insurgents, who have been disarmed, are also in constant fear of being killed. Villagers have been protesting the government plan to set up designated camps for former militants in the close vicinity. Referring to reports of some inmates indulging in unlawful activities, Manipur Home Minister Gaikhangam said: “The government shall come down heavily if the inmates violate the ground rules of the suspension of operations”. Police had arrested some inmates on the charge that they were involved in extortion bids.
SHILLONG, JUL 7 (PTI): Meghalaya Chief Minister Mukul Sangma Thursday cautioned of the risks involved in uranium mining if it is done without the consent of the state government. Sangma’s reaction came in the wake of the Uranium Corporation of India Ltd (UCIL), a Government of India enterprise, floating a tender inviting companies interested in constructing infrastructure and also to excavate 3,75,000 tonne of uranium ore annually. “I have just been briefed by the Political Department. As of now, there is no engagement by the Government of India to that effect (uranium mining) and of giving a green signal. If they are doing it, it is at their own risk,” Mukul told reporters at the sidelines of the cabinet meet. “If someone’s action has any negative fallout, the state government will take a call since law and order is a state subject,” he said. UCIL General Manager (open pit) P N Sarkar had on July 2 announced in a local daily that the company “ is

planning to set up open pit mine and processing plant of the uranium ore in South West Khasi Hills district.” The UCIL wants interested companies to undertake activities such as getting clearances and pending consent for establishment and mining of uranium. The state government had in 2010 given authorisation to the Union Ministry of Road and Transport to upgrade 325 km-long state roads in the mining area to “facilitate mining of uranium” under the Special Accelerated Road Development Programme in North East (SARDP(NE)).

Assam on alert after Bangla terror attacks GUWAHATI, JUL 7 (IANS): Assam Police has been put on alert after the recent terror attacks in Bangladesh and reports of five suspected terrorists crossing over from the neighbouring country into India and heading for Assam, a senior police officer said. The reports said five suspected terrorists from Bangladesh had crossed the India-Bangladesh border in Meghalaya’s Garo Hills region. “There were reports that residents of a remote village in South Garo Hills district had spotted the five youth coming from other side of the border. We are yet to confirm it and are in touch with our counterparts in the Garo Hills,” Assam Director General of Police Mukesh Sahay said. The report assumes significance as Bangladesh-based Islamic terror module, Jamaatul Mujahideen Bangladesh (JMB), has been active in Assam, where several alleged jihadi operatives working for the JMB have been arrested in the past two years. A training camp of these jihadi operatives was busted in Chirang district of Assam this year and firearms like AK-47 assault rifles seized.

People prayed for peace in the world, particularly in Iraq, Bangladesh and Saudi Arabia following the terror attacks. “We are sad about the situation in the Middle East and Bangladesh, whose people are being bombarded. Allah will listen to our prayers for peace, stability, development and happiness in the world,” Shillong Muslim Union general secretary Sayeedulah Nongrum said. and wearing skull caps offered prayers in Eidgahs or open grounds and mosques in Shillong, Dawki, Nongpoh, Lad Rymbai, Byrnihat and in the Garo Hills region. The biggest congregation was at the Eidgah of India’s first glass mosque, the Madina Masjid in Shillong, where nearly 10,000 people offered prayers. Hafiz Saddam Hussain led the prayers. The festival celebrates the culmination of 30 days of dawn-to-sunset fasting during the entire month of Ramadan,” Hussain said. Every Muslim family gave to charity -- fixed at Rs.60 this year -- as per Islamic rules, so that the poor can also celebrate the festival. AIZAWL, JUL 7 (PTI): A committee has been set up to monitor the conditions of members of Bru community, who were repatriated from the refugee camps of Tripura, Mamit district Deputy Commissioner Lalbiaksangi said on Thursday. The panel will oversee the conditions and problems faced by the repatriated Brus and submit a report to the state government and the Ministry of Home Affairs (MHA), Lalbiaksangi told PTI over phone from Mamit. She said the committee was constituted in view of the proposed resumption of repatriation process scheduled to commence from November this year. Former state home minister and ‘Army Chief ’ of the erstwhile underground Mizo National Army (MNA) Tawnluia and Laldenga’s widow Lalbiakdiki were among those who laid wreaths at Laldenga’s tomb. Born on July 11, 1927 at south Mizoram’s Pukpui village in Lunglei district, Laldenga joined the British Indian Army in 1944 and formed the Mizo

According to the Road Map-V for Bru Repatriation, approved recently by the MHA, 3,445 Bru families were proposed to be repatriated from the relief camps in
Tripura. The effort to repatriate 3,500 Bru families during June to September last year failed as not a single Bru came forward in their respective relief camps before the Mizoram officials, to be identified as bona fide residents of Mizoram. Thousands of Bru families fled Mizoram and migrated to Tripura due to communal tension triggered by a murder inside the MizoramBangladesh-Tripura border Dampa Tiger Reserve by suspected Bru militants on October 21, 1997.

Vital north-east rail link back on track after two months
SILCHAR /AGARTALA, JUL 7 (IANS): The broad gauge line of Northeast Frontier Railway (NFR) -- the lifeline of several north-eastern states -- was restored on Thursday, almost two months after it was damaged by heavy rains. The restoration of the rail traffic will be a great relief for southern Assam, Tripura, Mizoram and parts of Manipur which are linked to the railway network of India through the NFR line. Northeast Frontier Railway (NFR) Chief Public Relations Officer (CPRO) Pranav Jyoti Sharma said a new 300metre track was laid to divert the route slightly at the problematic spot in Migrendisa in Dima Hasao district of southern Assam. “After running goods train on the route on an experimental basis for a few days, we will decide on resuming normal passenger train service,” he told IANS over phone from NFR headquarters in Maligaon on the outskirts of
Guwahati city. Huge landslides triggered by downpour damaged the tracks on April 27. Good train traffic was restored on May 6, only to be disrupted again from May 13 onwards. That cut off southern Assam, Tripura, Mizoram and parts of Manipur from the railway network. The NFR converted the 110 years old metre gauge line to broad gauge last year in south Assam, Tripura, Manipur and Mizoram. However, poor soil conditions are hampering running of trains on certain sections. The Guwahati-Silchar rail route is the lifeline for southern Assam comprising Cachar, Karimganj, Hailakandi, Dima Hasao districts, and the mountainous states of Tripura, Manipur and Mizoram. The region is dependent on the rail line for supply of food grain, essential commodities, fertilisers, petroleum products, construction materials and other goods.
Meghalaya Cabinet approves setting up of 5th Pay Commission Correspondent Shillong, Jul 7 (IANS): The Meghalaya Cabinet on Thursday set up the Fifth Pay Commission for reviewing the salaries and other emoluments and promotional policies of its own personnel and certain other categories of employees. The decision comes eight days after the central government constitutes the Sixth Pay Commission for its staffers and other employees. The constitution of the pay panel by the ruling Congress-led Meghalaya United Alliance government comes after the central government hiked the salaries of its employees under the seventh pay commis-
sion. Former Meghalaya Chief Secretary Peter James Bazeley will head the three-member panel. The Cabinet also approved the names of former Secretary of North Eastern Council Uttam K. Sangma and Lambha Roy as members of the Fifth Pay Commission. Chief Minister Mukul Sangma told journalists that the a commission will study and submit its recommendation on the new pay structure of the state government employees. He said that an effective date for implementing the new pay structure would be decided by the cabinet after the commission submitted its recommendations to the state government.

PIL filed in HC for scrapping of BJP’s Lotus symbol MUMBAI, JULY 7 (PTI): A PIL seeking a direction to the Election Commission of India to scrap ‘Lotus’ symbol allotted to BJP was filed in the Bombay High Court on Thursday, contending that it is a national flower and cannot be used as a party icon. The petition alleged that BJP is using the national flower (Lotus) for electroral purposes and thereby violating the Emblems and Names (Prevention of improper use) Act 1950. “Lotus is a sacred flower and occupies a unique position in art and mythology of ancient India and it has been an auspicious symbol of Indian culture. Lotus is a flower of Goddess Laxmi and symbolises wealth, prosperity and fertility,” said the petition filed by activist Hemant Patil. “Lotus symbolises purity, achievement, long life and good fate and hence cannot be used as a symbol by any party for election purpose,” argued the petition, which is likely to come up for hearing next week. The petitioner said he had given a representation to the Election Commission to scrap the Lotus symbol of BJP as it was a national flower but it had not been considered and hence he had moved the Bombay high court. The Lotus symbol was allotted to BJP 25 years ago by the Election Commission but no party or person had ever objected to it, though it is violative of Emblems and Names (Prevention of improper use) Act, said the petition.
Tense scene in Kashmir Valley acts as bait for jihad, says Kasuri NEW DELHI, JUL 7 (PTI): Kashmir has a deep resonance inside Pakistan and the tense situation in the Valley acts as bait and encourages radical elements ‘to wage jihad to liberate fellow Muslims’, says former Pakistan foreign minister Khurshid Mahmud Kasuri. He also says that there will always be a minority opinion sympathising with the activities of the jihadis due to the staunch commitment of Pakistanis to the Kashmir cause. “If that were not the case,” he says, “there would be no willing recruits from among the masses to the jihadi cause.” However, among influential sections of public opinion and in the corridors of power it was realised that Pakistan’s policy of support to non-state actors had actually boomeranged on it, says the senior leader of Pakistan’s Tehreek-e-Insaf party who has dealt with India-Pakistan relations. On the Pakistan-India dynamics, he says, “Pakistan-India relationship does have an impact radicalising elements among Muslims in Pakistan. Kashmir has a deep resonance inside Pakistan. Furthermore, the tense situation in the Kashmir Valley also acts as bait and encourages radical elements ‘to wage jihad to liberate fellow Muslims’.” He feels normalisation of relations between Pakistan and India will help pluralistic

Kasuri is also of the opinion that notwithstanding the initial romance surrounding the Mujahideen activities, the West and particularly Pakistan continue to pay a heavy price for this jihad and both are still suffering from its blowback. “Over time, the West and Pakistan have had to contend with increasing linkages between terrorist groups of different orientations. Pakistan also discovered, to its horror, that some of the groups fighting in Kashmir could just as easily attack its own civilians and security forces. “In many cases, the intelligence and law enforcement agencies were also targeted. Public opinion in Pakistan began turning against the activities of violent groups for whatever cause,” he writes in an article in the Equator Line magazine’s latest issue,
contributors to which are all Pakistanis. Kasuri says that there was a growing recognition among the middleclasses and major sections of the media that Kashmir and other issues with India could not be resolved by resorting to violence by non-state actors and although their activities definitely attracted a lot of international attention, it was equally clear after 9/11 that the international community had lost any appetite for such activities. “It came to be realised that Pakistan and India would have to find a negotiated settlement to Kashmir and other outstanding issues between them. I do not wish to convey the impression that, at the time when I assumed office, the support for jihadi groups had evaporated among all sections of public opinion. Due to the staunch commitment of Pakistanis to the Kashmir cause, there will always be a minority opinion sympathising with the activities of the jihadis,” he writes. According to Kasuri, there are many reasons for the rise of fundamentalism in Pakistan and it may be helpful to look at the subject from at least four perspectives. “First, Pakistan’s political and constitutional struggle to create a new dispensation after Partition; this determined the role of the ulema allowing for its expansion under General Zia-ul-Haq. This, in turn, contributed later on to the strengthening of the fundamentalist forces.
MAPUTO (MOZAMBIQUE), JUL 7 (PTI): Amid a spurt in terror attacks in various countries, Prime Minister Narendra Modi Thursday said terrorism is the “gravest threat” to the world, “equally impacting” India and Mozambique which agreed to strengthen security and defence ties and bolster cooperation in food security. After Modi’s wide-ranging talks with Mozambican President Filipe Nyusi here, the two countries signed three pacts, including a significant “long-term agreement” under which India will buy pulses from this African nation to meet its recurring shortfall and contain prices of this commodity. Declaring India as a “trusted friend” and a “reli-
able partner” of Mozambique, the Prime Minister also announced that essential medicines, including those for treating AIDS, would be donated to this country as part of efforts to strengthen its public health system. NEW DELHI, JUL 7 (PTI): The 24 high courts in the country are short of 470 judges, the latest data shows even as the executive and judiciary continue to have differences over key clauses of a document which will guide future appointments to the higher judiciary. At the beginning of the year, the shortage was of 443 judges, while in the later part of 2015 it was 392, data available with the Law Ministry states. As on July 1, the high courts were facing a shortage of 470 judges, with the Allahabad High Court having the maximum vacancies at 82. The Punjab and Haryana High Court is short of 39 judges, followed by Madras (37), Andhra Pradesh/Telangana (36) and Karnataka (35). The high courts of Al-

NEW DELHI, JUL 7 (PTI): The government Thursday night rubbished Congress charge of a Rs 45,000-crore telecom scam, saying the CAG report on understatement of revenue by six telecom firms pertains to UPA period from 2006-07 to 2009-10 and it has initiated process of recovering the money from firms like Bharti, RComm and Vodafone. “CAG Report on understatement of revenue by six Telecom Service Providers by Rs 46,000 crore was received in February 2016. The report pertains to four years i.e. 2006-07 to 2009- 2010 which is before the tenure of this government,” the Department of Telecom said in a statement. The report, it said, points out a shortfall of Rs 5,000 crore of License Fee and Spectrum Usage Charge and

HARIDWAR, JUL 7 (PTI): Holding that “wrong planning” led to the pollution in Ganga, Union minister Uma Bharti on Thursday launched 43 projects worth Rs 250 crore under Namami Gange programme in Uttarakhand, saying that the Modi government is taking corrective steps to cleanse the river. “The Ganga has not been polluted because of untreated water as much as because of wrong planning. Projects being launched under Namami Gange are corrective steps to atone for what has been done over the years to dirty the river,” she said here. The Union Minister for Water Resources, River Development and Ganga Rejuvenation said that the ambitous scheme of the Centre will not only cleanse the river and
maintain its flow, but will also ensure that the Rs 4,000 crore spent on the river under Ganga Action Plan in 29 years since 1985 (till 2014) do not go waste. Announcing that the Centre is mulling passage of a legislation called the Ganga Act in Parliament for the success of Namami Gange, Bharti said industries will not just be debarred from dumping their untreated waste into the river but treated waste as well will be diverted for irrigation purposes. The preliminary draft of the Act will be sent to the states for opinion and the final draft will be prepared based on it, she said. Bharti said the Ganga flows through her veins more than blood and renewed her pledge to begin a Ganga Pa-
dayatra in October to create awareness among the people about the advantages of a clean Ganga and how they could contribute to it. Director of Namami Gange Rajat Bhargav said the projects launched include expansion of the ghats, tree plantation along them, consctruction of sewage treatment plants and developing adequate civic amenities along the banks of the river. Union ministers Nitin Gadkari, Mahesh Sharma, Uttarakhand Chief Minister Harish Rawat and former chief minister and Haridwar MP Ramesh Pokhriyal Nishank were present on the occasion. A total of 231 projects worth Rs 1,500 crore are being launched at 100 places across the country today under Namami Gange.

Bankruptcy of ideas
D
espite two consecutive verdicts reposed by the voters, which should have been opportunities to reshape, reorganise, rejuvenate and re-invent; the Congress unfortunately failed to do so and in 2014, received its worst ever humiliating and historic thrashing , retaining only 44 out of the 206 seats it had won in the 2009 Lok Sabha election. Much time has passed since 2014 and a lot has changed in Indian politics but there has been no change in the Congress except rejig of the same faces. Today, the party faces a very serious crisis as it cannot exist without the Nehru-Gandhi family dynasty. The UP assembly election in early 2017, which is only six months or so, has all political parties on hectic preparations to prepare list of candidates and their respective strategies. UP is considered a very important state for 2019 Lok Sabha election as it has 80 seats and so it is seen as a must win for parties or alliances vying for power in 2017. The ruling Samajwadi Party(SP) led by chief minister Akhilesh Yadav and mentored and tutored by his daddy and Samajwadi Party supremo Mulayam Singh Yadav, is facing a strong anti-incumbency feeling across UP. The Bahujan Samaj Party (BSP) under Mayawati is the favourite to return back to power but that may not be easy. Stopping the BSP from taking over from the SP, will be of interest for the BJP so ensure that Mayawati does not get too close to power. Coming a distant fourth, the Congress has some presence in hardly 30 constituencies out of 403.The Congress lacks credible leadership and has been experiencing reversals since 2014. The loss in Arunachal due to defection was blamed on Rahul’s inability to understand the seriousness of the problem when BJP got involved with the dissidents. The same happened in the recent assembly election in Assam where Rahul gave a deaf ear to dissidents and the party eventually paid the price. Since 2009, Rahul was tipped to be the party’s prime ministerial candidate. However, he has never seemed consumed by the ambition to lead India, and his performance as the party’s figurehead in election campaigns has driven some Congress supporters to despair. It was not surprising, that the clamour for Priyanka Gandhi Vadra(PGV) got louder. Congress poll strategist Prashant Kishore has pitched for an expansion in Priyanka Gandhi’s role as campaigner in Uttar Pradesh, believing that her charisma can help in the party’s revival, and also focusing on strengthening the organisation’s base at grassroots level in order to lift its morale and fortune in the run-up to the 2017 state assembly polls. Murmurings have also started on the engagement of Kishore and his team members for the UP polls. The outsourcing of the party has also confirmed that Rahul and team are not in tune with the pulse of the masses. Also, with the elections just around the corner, Congress is the only party, which is yet to set its house right and confusion prevails within the party rank and file over their future. The very idea of roping in Priyanka for the UP polls reveals bankruptcy of ideas. She may enthuse party workers but that cannot bring the votes needed. It would be a lost cause if Priyanka, was to devote more time in defending the shady deals of her husband than campaigning for the party.

Do we appreciate the miraculous salvation of Jesus Christ enough to be our utmost for His highest— our best for His glory? God saves people by His sovereign grace through the atonement of Jesus, and “it is God who works in you both to will and to do for His good pleasure” (Philippians 2:13). But we have to “work out” that salvation in our everyday, practical living (Philippians 2:12). If we will only start on the basis of His redemption to do what He commands, then we will find that we can do it. If we fail, it is because we have not yet put into practice what God has placed within us. But a crisis will reveal whether or not we have been putting it into practice. If we will obey the Spirit of God and practice in our physical life what God has placed within us by His Spirit, then when a crisis does come we will find that our own nature, as well as the grace of God, will stand by us. Thank God that He does give us difficult things to do! His salvation is a joyous thing, but it is also something that requires bravery, courage, and holiness. It tests us for all we are worth. Jesus is “bringing many sons to glory” (Hebrews 2:10), and God will not shield us from the requirements of sonship. God’s grace produces men and women with a strong family likeness to Jesus Christ, not pampered, spoiled weaklings. It takes a tremendous amount of discipline to live the worthy and excellent life of a disciple of Jesus in the realities of life. And it is always necessary for us to make an effort to live a life of worth and excellence.

Post-mortem Death, be not proud! National food security act
C
entre has adopted National Food Security Act in the year 2013 as would provide food grains at highly subsidized rate to cover two third of the country’s population. This Act aims at providing rice, wheat, coarse cereals at Rs. 3, 2, & 1 per kg to almost millions of Indian. Food security has long been implementing in the country but what’s remarkable of NFSA 2013 is that the allocation and coverage of targets has overwhelmingly increased in which the Chief Minister of Nagaland termed this Act is the landmark in the state’s history. It is reported that the centre has also assured of conceding to provide 75 percent of transportation subsidy in the ratio of 75:25 between centre and state for the cost of transportation of food grains from FCI godowns to designated point of sale. The poor masses have now confident that the state has adequate facilities and infrastructures for proper storage and safe keep of food grains stock. The poor should not be deprived from mismanagement or improper storage of food grains that left vulnerable to rain and attack by rodents in godowns. The beneficiaries have also confident that the state government would not fail to bear the cost of 25 percent transportation charges in time while implementing this scheme. The poor should not be suffered from corruption or negligence of implementing agency. The concerned agency should be responsible in transporting, delivering all essential food grains to every

public godowns (FPS) through a statewide network so that the targeted poor can purchase at a minimum price. What objective we set and Act adopted is good but how effective it could implement is a challenges as the corruption and fraud had devastated the Public Distribution System to such an extend as it is run by a vicious cartel of bureaucrats, political parties, fair price shop owners and middlemen. Fair price shop owners are mostly political workers and most of the beneficiaries of BPL/ AAY are relatives of leaders or headmen or those officials involved in it and bribery on the other hand as such loopholes and leakages have occurred in the PDS supply system. Fair price shop owners are imposed/demand taxes by different factions/groups/individuals, so the more demand, the more prices increased on the food items they are distributed. Because of several taxes and demands imposed on them, the fair price shop owners wants to sell food grains as soon as possible so they sell to persons (non-poor) who can buy whole sack. However, genuine poor families are unable to buy whole sack of rice at a time and they are embarrassed to approach for few kgs of grains. The supply of PDS has benefitted some non-poor than who are struggling to secure even one square meal a day. The department and village authorities have to ensure whether the poor are excluded while targeting for entitle of assistance and whether the AAY, Annapurna, BPL

ometimes we have to put aside issues and differences and view the big picture. This is exactly what the thousands did when they turned out to pay tribute and homage to our dear Asu Issak Chishi Swu. It is safe to say every Naga felt they lost someone or experienced emptiness on hearing the news of his passing. Some just felt it but many decided they have to say goodbye in some way or the other and fare thee well they did. Just a few generations back we Nagas were still so primitive. No Naga knew paper even centuries after Shakespeare had written all his great works. No Naga heard music even hundreds of years after Mozart died. Most Nagas had not even seen a bicycle even after the Wright brothers invented the aero plane nor would there have been many Nagas who switched on a bulb when the television was already invented. So you can imagine the sudden transit for the Nagas as a whole from Stone Age straight into the twenty-first Century. This Transition required special care and attention lest we lose our heritage and even more so our identity. For an Educated, Selfless God Fearing man and someone who simply loved his people it would have been hard to ignore this fact. So our Asu started his movement with likeminded friends. Whatever happened there after and over the years there is no denying we have an identity today. Imagine If you googled Naga and no information came out. People are to be well highlighted of the Act and know their rights. It is hoped that their campaign would extent all over Nagaland so that the citizens are well informed. The department may also require introducing SMS based complaint filing or feedback so as the beneficiaries can send their grievances through a mobile phone. The poor stricken families, due to low income spend all their incomes on food to sustain life and left other basic necessities. They neglect to education, health and sanitation. If this particular scheme provides food grains to targeted poor ensuring everyone has stable access to enough food of satisfactory quality sparing their income, they will realize to invest on education and other facilities as one require. A significant impact of the programme—elimination of poverty section depends on the timely delivery, reforms and transparent implementation, or else, crores of subsidies would land up in the pockets of some vested interest people. o detect, book, investigate and take appropriate action against any person violating the laws of the land is the bounden duty of an elected government. It is not the primary responsibility of ACAUT to invest so much effort to unearth every anomaly that an individual officer, a politician, a Govt. Department or a business firm has committed against public interest in the State of Nagaland today. Indeed, it is the primary duty of the popular Govt. of the day to remain sincere and sensitive enough to any form of abuse of power and violation of rules by either its employees or private individuals and book such culprits efficiently without fear or favour in the interest of governance. However, in contemporary Nagaland context, the roles are practically reversed. In fact, the State Govt. has virtually shed off its basic responsibilities of upholding the rule of law. The present Govt. is responsible in dismantling its own established laws and ethics. A solid instance is how the Vigilance Commission is disarmed. This beingthe situation, the role of the Govt. is to be held by philanthropic NGOs like, NTC, NPRAAF, NCVO, SN and ACAUT for the sake of the oppressed. o start with I don’t want to offend anyone with my article but the hassle I have to go through every time I get a document or a package on express courier services in Kohima has to be brought to light as a genuine customer. The hours I have to spend to receive a document or a package is seriously “no bargain for an express service”. Nowhere in India or other countries require a person to go to the express courier facility to collect the document or package. If we miss the first delivery they make second attempt, even third elsewhere. I make purchases online and if i am lucky to get my items on Indiapost I breathe a sigh. The situation at Bluedart, Kohima is a sight, the express checkout be it free home delivery or a paid delivery. It is an everyday issue now with nothing less than an hour of tantalizing repeated requests to process the delivery. If we mention it to any express courier

service about home delivery there is a flat reply “manu nai” and sometimes they are rude. Now my question here to every rightful citizen is “whose job is it to make the delivery?”. The amount charged by express courier services anywhere is triple or more the amount charged by Indiapost. When we make purchases online, valued items above a limit make free delivery. Are we not entitled for a free home delivery? Or am I missing something when free delivery is mentioned because I have not received any home delivery on express courier services even on paid checkouts. From the newly born child to the ripe old age, from the least to the greatest, from the fools to the wisest, from the poorest to the richest, the aroma of death has bewitched them to sleep. Death is mysteriously real as it has ravaged generations under its power. It comes knocking on every door of our homes. Humans hate to think or talk about death. We try to push it out of our minds. Too many young people have optimistic feelings about the longevity of their lives. Nobody wants to die young. But an awful lot have been snapped off too early. The beauty of human is destroyed by death and decay. Some face death right in the eyes with glowing victorious disposition while some face it with the gloom and doom of despair and terror. What makes the difference? Why do humans shudder and tremble at the thought of death? Is there an escape from it? Is there nothingness to life after all?The well-known British atheist writer Bertrand Russell, just two days before Einstein died issued a joint statement with the famous physicist, confessing his own state of despair that “those of us who know the most are the gloomiest about the future.” The anguish of hopelessness in that honest confession is the absence of God in the picture of human lives. Death is feared so much because God is feared so little. The idea of an afterlife seems a fairy land for a post-modern sceptical intellectual world.

I never like to use adulterated fuel as that will shorten the engine life of my vehicle. Yet, from where do I get uncontaminated and genuine fuel in Nagaland? Therefore, every consumer is compelled to spend money for adulterated fuel as much as paying for the genuine fuel. Nevertheless, what else the helpless consumers do when theelected Govt. decides not to make it presence felt in such matters of public interest. Now, the major task of the detection on the racket is done by ACAUT. For judicious and satisfactory probe and actions, the political will of the Govt. is indispensable. Late Isak Chishi Swu, God’s chosen leader

ate Kushe Chishi Swu of Chishilimi village, father of late Isak Chishi Swu, an anointed first Christian convert and an evangelist in Sumi community often visited our village and it was during one of his visit in 1929 revealed him in dream about late Isak Chishi Swu at lat Nizheto Zhimomi’s place, then the first pastor Sheyipu village. As he woke up he shared his dream that was revealed to him by God’s angel. In his dream, he dreamt about his wife, who was pregnant then, he saw an angel coming down and whispered in his ear that his wife will give birth to a baby boy and you are to name him Isak. Late Kushe replied that how he can be sure to be a baby boy when his wife is still pregnant, an angel opened his eyes and revealed his wife’s womb a baby boy and marked star in his forehead. And together they thanked potent God for the revelation. Late Nizheto Zhimomi affirmed and blessed him saying, “this dream is His plan and we have no choice but a righteous man deserves it. Though some have called him mighty and dreadful, he is not so! One short sleep past and we all wake eternally. And death shall be no more; death shall die.This holy sonnet was a direct allusion to 1 Corinthians 15:26: “The last enemy that shall be destroyed is death.” The captivating picture of death as portrayed in the Bible doesn’t fall short of our notice as Apostle Paul plainly states, “Death is gain for me, I desire to depart and be with Christ.” He anticipated death with a supernatural undying hope. This longing and desire of hope is only possible in the ultimate intimate union with Christ. The King George VI of Britain, just before he died of cancer gave this famous speech about his own predicaments: “I said to the man at the Gate of the Year, “Give me a light that I may walk safely into the unknown.” He said to me, “Go out into the darkness, and put your hand in the hand of God, and it shall be to you better than the light, and safer than the known.” What confidence! What boldness in the face of death! It was God that gave him such an un-daunting voice. In relation, Godwas the anchor of his soul. The conviction of forever-ness in human hearts points to the reality of life after death. Death and decay are inevitable. Generations come and go. It will never pass by again. Death tells us to look at the world temporarily. Death teaches us to cherish life and people around us. Death removes pride and reminds us that humans are nothing but mortal beings. Death is not the end but the inauguration of the forever-ness of life. Therefore, we sing with confidence, “Where, O Death is your victory? Where, O death, is your sting?” (1 Corinthians 15:55). Rather, the local administrators and the Police officers who sincerely pursued the racket will be sandwiched between the public pressure and the behind the screen powerful politicians and bureaucrats having syndicate with those greedy businessmen. Whereas, the question of booking and punishing the culprit will not arise allowing the fuel adulteration racket in Nagaland to become a bigger booming business. We are watching whether this racket is the exclusive operation of those culprits named or the joint venture. In the event of the Govt’s refusal to conduct thorough probe followed by positive and timely actions, it will not be difficult to understand that the racket in question has the approval of the Govt. of the day. y the grace of God Nagaland has ample source of petroleum and natural gas outlay at Changpang and Tssori area in Wokha district, as well as in many other places in Nagaland. For example, during British government in Naga hills, petrol production was only in Burma now Myanmar. Petrol was only supplied from Burma under the nomenclature, Burma Oil Company (BOC). Likewise petrol production in Assam is under the nomenclature Assam Oil. Petrol production in India is under Indian Oil, Hindustan Oil etc. Therefore, it is not wrong if Nagaland too declares its nomenclature as Nagaland Oil (NO) but permission should be obtained from government of India (GoI) in order to avoid hindrances. But till date none of the Naga scholars, well educated, qualified, far-sighted and visionary people has not made any remarks pertaining to this. Javadekar takes charge of HRD Ministry, Irani skips event

(PTI) NEW DELHI, JUL 7 (IANS): Smriti Irani may have scoffed at speculation over her ouster with a “Kuch toh log kahengey”, but the former HRD Minister was missing from a ceremony on Thursday to formally hand over charge of the ministry -- despite two phone calls to her by her successor Prakash Javadekar. Irani, who was shunted to the low-profile Ministry of Textiles in Tuesday’s cabinet reshuffle, seems to be “unhappy” over being displaced from the HRD Ministry, said sources. On Thursday, Irani failed to attend the chargetaking ceremony of the newly-appointed HRD Minister Javadekar at Shastri Bhavan despite being present in Delhi and being formally invited. Traditionally the outgoing minister hands over charge to the new minister
at a formal ceremony. On Wednesday, but for Javadekar, all the other newly-appointed ministers as well as those who were shifted from their ministries went to their new offices in the presence of the outgoing minister. Following the tradition, Javadekar himself handed over the charge of Environment Ministry to newcomer Anil Madhav Dave on Wednesday, while Irani took charge of her new Textiles Ministry. But Javadekar’s assumption of charge of the HRD Ministry was set for Thursday. Javadekar was hopeful that Irani will turn up on Thursday to hand over the charge, but she didn’t. Javadekar waited till the last for Irani to show up before taking the charge. “Javadekar ji called Ira-
ni twice in the morning. But she finally didn’t turn up,” a source told IANS. Irani’s absence was apparent of her unhappiness at being shunted out, but Javadekar downplayed the issue, saying “She was supposed to come today, but she was stuck in some personal work.” “I had a word with her in the morning on phone,” the Minister said. After the reshuffle, Javadekar had gone to meet Irani at her residence on Wednesday morning. Sources said that Javadekar had tried to soothe Irani’s dejection but his efforts were in vain. Javadekar, who was supposed to take charge on Wednesday deferred it till Thursday and even held a meeting with HRD officials in the ministry on Wednesday itself.
On Wednesday, Irani, after taking charge of the Textiles Ministry had denied rumours that her move to the new office was a demotion. She thanked Prime Minister Narendra Modi for placing her in charge of a sector that has immense potential to generate employment. On persistent questioning about her being moved out of the HRD Ministry, Irani said, “There have been so many questions and so many things being said. I would only say that ‘Kuchh to log kahenge, logon ka kaam hai kehna’ (People will talk, it is their business).” Javadekar was the only Minister of State to be elevated to cabinet rank in Tuesday’s reshuffle. Sources close to Irani told IANS that she had had an inkling she might be shifted out from the HRD ministry. When she met an Education Minister of one of the BJP ruled states few days ago, Irani indicated that she might not be in the HRD Ministry when he visits her next. Sources told IANS that Irani was shifted to Textiles because of the many controversies during her tenure as HRD Minister and the way she dealt with them. “She should not have dealt with these controversies in such aggressive manner. As an HRD Minister she was not supposed to behave like this. You are dealing with students. Even a teacher doesn’t behave the way she did. The ministry was given to Javadekar, who is known to be a cool and clam person,” a source told IANS.

Eye surgery botchup: Case registered against doctors H Y D E R A BA D, J U L 7 (PTI): A case has been registered against doctors of a government-run eye hospital here following allegations that seven patients suffered loss of vision after undergoing cataract surgery, police said on Thursday. Following a complaint, the case was registered against some doctors of the Sarojini Devi Eye Hospital under IPC section 338 (causing grievous hurt by act endangering life or personal safety of others), Humayun Nagar Police Station Inspector S Ravinder said. He, however, said names of doctors were not specifically mentioned in the case. “The matter will also be referred to the Telangana Medical Board,” the Inspector told PTI. Thirteen elderly patients, including women, contracted infection in their eyes with seven of them suffering partial loss of vision after undergoing cataract surgery at the hospital last week. Jitender Reddy, son-inlaw of one of the affected persons, Anji Reddy (70), alleged negligence on part of the doctors in the complaint, the Inspector said. In the complaint, Reddy alleged that doctors of the hospital did not perform the surgeries properly and no precautions were taken. Besides, five follow-up surgeries were conducted on the patients without informing the matter to their kin resulting in vision loss, the police officer said. However, doctors at the hospital have already ruled out any negligence on their part and claimed that the saline bottles used during the surgery were contaminated, resulting in infection in the eyes of the 13 patients, who were in the age group of 60-70.

In the national capital, people dressed in their festive best turned up at historic Jama Masjid, Fathepuri Masjid, Hazrat Nizamuddin and other mosques for ‘namaz’, wished each other ‘Eid Mubarak’ and exchanged gifts. Festivities gripped Jama Masjid and Chandni Chowk areas where people were busy buying sweets and savouries to welcome friends and relatives. Ecstatic children, who were gifted ‘Eidee’ (money) by parents and elders, were at the forefront of the festivities, buying toys and other items from shops around the mosques. People also gave alms to the needy who had
gathered around the mosques and eidgahs (prayer grounds). Markets in various Muslimdominated areas in the city have been decked up on the occasion. Extensive security arrangements were in place across the country, especially where large congregations took place. People in Jammu and Kashmir and Kerala celebrated Eid yesterday. Sena to be part of Fadnavis’ cabinet expansion; gets 2 MoS berths MUMBAI, JUL 7 (PTI): Two Shiv Sena MLAs will be joining the Devendra Fadnavis Ministry in Maharashtra, which will be expanded tomorrow, putting to rest the speculation whether the Uddhav Thackeray-led party would be part of the exercise in the wake of growing strain between the two ruling partners. However, Sena’s demand for elevation of the existing Ministers of State (MoS) to the Cabinet rank was turned down by the Chief Minister, as these two Sena MLAs will be inducted as MoS. Five BJP legislators will also take oath as ministers. Uncertainty over whether Sena would be part of the cabinet expansion loomed large throughout the day as there was speculation that Sena will not become part of the exercise, as it was not given a single berth during
the recent Union Cabinet expansion. A close aide of Shiv Sena chief told PTI late tonight, “Uddhav Thackeray tonight said that Sena MLAs Gulabrao Patil and Arjun Khotkar will be inducted into the Fadnavis Council of Ministers.” According to the Sena source, Patil, legislator from Jalgaon rural constituency and Khotkar, five-time MLA from Jalna will take oath as MoS. NEW DELHI, JUL 7 (PTI): Delhi government has decided to hire retired bureaucrats to conduct an inquiry into cases of alleged irregularities and wrongdoings in various departments. The Vigilance Department of the government has invited applications from retired officers, not below the rank of Deputy Secretary, who have either worked with the central government or the state government, for empanelment as inquiry officers. A senior government official said that the department will pick only those officers who do not have any criminal record and have not crossed the age of 65 as on April 1. The inquiry officer, having impeccable integrity, will have to give an undertaking of maintaining strict secrecy in dealing with documents and information. “No secret documents, information, data shall be divulged to anyone during the inquiry. All the records, reports, etc. available with the inquiry officer shall be duly returned to the authority which appointed him/her. “The inquiry officer shall conduct the inquiry proceedings in the official premises provided by the department/organisation which engages him or her,” a notice issued by the vigilance department said. In April this year, the Arvind Kejriwal government had appointed 8 IAS and DANICS officers as special Vigilance Commissioners in its various departments.

KOLKATA, JUL 7 (PTI): Suspected terrorist Mosiruddin has revealed his connections with top leaders of at least two terror groups and that he was deployed to spread their tentacles in West Bengal and other places in the eastern parts of the country, a top CID officer said on Thursday. Mosiruddin, who was arrested from a running train earlier this week, revealed this when he along with his two accomplices Kallu Sheikh and Amin Sheikh was grilled jointly by the CID, National Investigation Agency (NIA) and Intelligence Bureau (IB). “During the interrogation, the interrogators got hold of information which established Musiruddin’s links with Islamic State (ISIS) and Jamaat-ul-Mujahideen Bangladesh (JMB).” It was also found that Mosiruddin was called as Abu Al Musa Al by leaders of the terror groups and that he was close to ISIS’ former chief in the country, Shafi Armar. “He was in touch with Armar for quite some time and grew pretty close to him. They were in touch via social networking site and used fake email ids to communicate. He (Mosiruddin) was connected to other leaders of JMB also,” the officer said. During questioning, it was also found that Musiruddin had met a few top JMB leaders at least more than five times this year. Musir uddin used to change his mobile numbers often, he said, adding that the suspected terrorist also used a specific app to stay in touch with the ISIS leaders and other members. He was also actively linked to a few fundamentalist groups when he was pursuing graduation from a city college. “He was pursuing graduation at Surendranath

Hence any change in closure date can be made effective through a notification. As regards the payment of tax and penalty, neither the Finance Act nor the Rules with regard to IDS had stipulated such payment in instalment. Various trade bodies however have asked for leniency in payment of taxes and sought extension of scheme to address the cash flow problem around November. The Central Board of Direct Taxes (CBDT) has already issued three sets of clarifications on the scheme in form of frequently asked questions (FAQs). The scheme applies to both residents as well as nonresidents (as both these categories could have taxable income that can be declared under the IDS). “We will issue more FAQs. We are still getting queries from people and we will address them individually,” the official said. In order to make the IDS a success, Revenue Secretary Hasmukh Adhia has been holding video conferencing with senior tax officials every week to assess the progress made under the scheme. In the previous set of FAQs, the I-T department had clarified that where a search

has already been conducted by the Income tax authorities, the taxpayer cannot declare the undisclosed income under the IDS until the end of the period up to which a notice can be issued under the Income Tax Act. A clarification that the valuation report need not be provided along with the declaration, but can be provided before the acknowledgment is issued has given some leeway to the taxpayers to arrange for the same. Similarly, it has been clarified that taxpayers who may have received summons from the Income Tax Department without receiving any notice for assessment till date, or taxpayers who have received assessment notices after May 31, 2016 are eligible to make a declaration under the scheme for that year. Last year the government came up with a similar scheme for persons having unaccounted black money abroad. Disclosures during that window were charged with a total tax and penalty of 60 per cent. A total of Rs 4,147 crore of undisclosed wealth was declared during the 90-day foreign black money compliance window that ended September 30. At 60 per cent (30 per cent tax and 30 per cent penalty), the government got a net tax of Rs 2,500 crore from the declarations.
New Delhi, Jul 7 (PTI): Ringing Bells, the company that created a stir a few months ago by claiming that it will come up with the cheapest smartphone, on Thursday said it will start phase-wise distribution of the Freedom251 mobile smartphones from July 8. “We will start delivery of 5,000 Freedom 251 phones in the first phase in online and offline mode from tomorrow,” Ringing Bells Director Mohit Goel said here while unveiling other products that included an LED TV priced Rs.9,990 per unit. He claimed that the company is ready to ship two lakh units of the smartphone for Rs. 251 each, but “only if it gets government support”. Goel further added that some 30,000 customers had gone ahead with the booking despite a glitch and seven crore
people had signed up. Freedom 251, which was touted as the world’s cheapest smarphone when it was announced back in February, was later withdrawn by the company. The company also refunded the money to customers after government agencies mounted a closer scrutiny. Later, the firm said it would deliver the phone through cash-on-delivery to those who had placed the order. As for the cost of the phone, Goel claimed to have tied up with mobile applications, including with Hike Messenger, a Bharti Softbank venture, for keeping the price so low. The company also unveiled four new feature phones in the range of Rs. 699-999 and two smartphones between Rs. 3,999 and Rs. 4,499.
Rupee recoups 6 paise to end at 67.39 vs USD Mumbai, Jul 7 (PTI): In line with equity market, the rupee today recovered by 6 paise to end at 67.39 against the American currency on fresh selling of dollars by banks and exporters on the back of good foreign capital inflows. Foreign portfolio investors (FPIs) and Foreign Institutional Investors (FIIs) bought shares worth a net Rs 265.63 crore on Tuesday, as per provisional data released by the stock exchanges. The rupee opened almost flat at 67.46 as against Tuesday’s closing level of 67.45 per dollar at the Interbank Foreign Exchange (Forex) market. The domestic unit hovered in a range of 67.51 and 67.34 per dollar during the day before ending at 67.39, showing a gain of 6 paise or 0.08 per cent. The rupee had settled lower by 18 paise or 0.26 per cent on Tuesday.

New Delhi, Jul 7 (PTI): Gold prices slipped from a 28-month high by falling Rs 150 to Rs 30,900 per 10 grams in the bullion market today, with demand from jewellers softening, even as the metal rose overseas. However, silver weeklybased delivery continued to climb as speculators mounted fresh bets on hopes of a further rise in its prices. Traders said the fall in gold demand from jewellers at the existing higher levels mainly contributed to the fall. They said, however, a firming trend overseas capped
the losses as investors looking for asset haven following market instability in the wake of UK’s vote to leave the European Union lapped up gold. Globally, gold traded higher by 0.3 per cent to USD 1,367.45 an ounce in Singapore. The prices have gone up by 29 per cent in 2016 so far. Silver, too, inched up 0.02 per cent to USD 20.06 an ounce. In the national capital, gold of 99.9 per cent and 99.5 per cent purity fell Rs 150 each to Rs 30,900 and Rs 30,750 per 10 grams, respectively. It had risen Rs 400 in yesterday’s trade. Sovereign, however, saw scattered buying from retailers and traded higher by Rs 100 at Rs 23,500 per piece of eight grams. On the other hand, silver weekly-based delivery spurted Rs 1,325 to Rs 47,840 per kg, but silver ready saw some pressure and plunged Rs 1,300 to Rs 46,100 due to reduced off-take by consuming industries. Kolkata, Jul 7 (IANS): SBI Card, a joint venture of the State Bank of India and GE Capital, is looking at a 25 per cent growth in its card base and around 33 per cent growth in spend in the current fiscal, a top company official said on Thursday. Aimed at cardless transaction, the credit card issuer is also in a process to develop Host Card Emulation (HCE) technology so that data of a customer’s card can be stored in his/her mobile. The technology will help in the use of mobile for card transactions. “We grew by 14-15 per cent in terms of number of cards (card base) in the last fiscal and we are looking at a 25 per cent growth this fiscal. We plan to add more than one million cards in the current fiscal,” said company’s Chief Executive Officer Vijay Jasuja. The credit card insurer -- which currently maintains a market share of 15 per cent -- has a card base of 3.75 million. “We have seen the growth in spend at about 33 per cent in the last fiscal and we are looking at a similar growth in terms of spending this year,” he said at the launch of SBI Card ELITE, a premium card. Of the total portfolio, about 85 per cent of its cards is for mass segment while premium segment constitutes the rest, Jasuja said.

Radha Mohan Singh New Delhi, Jul 7 (PTI): Aiming to double farmers’ income in the next five years, Agriculture Minister Radha Mohan Singh said farm mechanisation will bring down the cost of cultivation by up to 25 percent and raise production by 20 percent. He also said that raising support price of agricrops will not suffice, as there is a need to bring down the cost of cultivation, for which, use of innovative farm machineries is the need of the hour. The Modi government is promoting farm mechanisation in a big way under various programmes and has been setting up more testing and training centres across the country, he added. “Farm mechanisation is key for modernising agriculture
sector. Use of agri-machineries will help increase production by 20 percent and bring down the cost of cultivation by 20-25 percent. This is the need of the hour,” Singh said addressing an event on this issue. Asserting that farm machineries need to be promoted both in agriculture and allied sectors to address labour shortage, the minister said the states should take equal interest and spend allocated central funds for this purpose. “We don’t have shortage of funds. The problem is that states are not utilising funds properly and timely.” Blaming the previous regime for giving less priority to farm mechanisation, the minister said the focus in the
past had been on increasing the minimum support price (MSP) and loan waiver in the name of the increasing farmers income. “But MSP is one aspect. Modi government is focusing on reducing the overall cost of cultivation and boost productivity,” Singh said. Now, the government is making efforts to address the core challenges facing farm sector, be it improving soil health or providing irrigation to farm fields or for that matter promoting balanced use of fertilisers, he added. On challenges faced in adopting new technologies, Agriculture Secretary S K Pattanayak said, “It is not financing or subsidy that is an hindrance in promoting farm mechanisation. The real issue is that not many of them are aware of innovative farm machines being developed in length and breadth of this country.” Both public and private companies and even farmers themselves have developed novel farm machineries. “We are working how to bring them together and commercialize at lower price for the benefit of farmers,” he said. “The PM has given the call to double farmers income. We are trying how to achieve this. To remove drudgery in agriculture and save labour cost, farm mechansisation is must,” the Secretary noted.
B e n g a lu ru, J u l 7 (IANS): Leading e-commerce player Amazon India on Thursday announced expanding its infrastructure by adding six more Fulfilment Centres (FCs) to better equip itself for the upcoming festive season. “With the exponential growth of online shopping in India, we are glad to announce six new FCs in India. We remain committed to investing in our fulfilment and logistics capability to enable and empower sellers to serve customers nationally at lower costs,” said Amazon India Vice President Anil Saxena in a statement. Chennai, Coimbatore, Delhi, Jaipur and Mumbai are among the new locations of the planned centres, but Amazon did not divulge the investment value. It already has 10 such centres in Gujarat, Haryana, Karnataka, Maharashtra, Delhi, Punjab, Rajasthan, Tamil Nadu, Telangana and West Bengal. A FC enables a small seller or an SME to reach out to prospective customers on a massive scale by utilising the well-established infrastructure of an etailer like Amazon. Sellers can send their products to Amazon’s FC, from where the etailer picks, packs and ships the product to the customer who placed the order.
India, Mozambique to fasttrack farm sector cooperation Maputo, Jul 7 (IANS): India and Mozambique on Thursday agreed to fast-track agricultural cooperation after delegation-level discussions headed by Prime Minister Narendra Modi and Mozambican President Filipe Nyusi here. “Mozambique’s strengths are also the areas of India’s need,” Modi said in a joint press statement with Nyusi. “And what Mozambique requires is available in India,” he said. Observing that Nyusi had highlighted agricultural development as his top priority, he said experts from both sides have since held discussions on how to work together to improve agricultural infrastructure and productivity in Mozambique. “Today, we agreed to put this cooperation on the fast track,” Modi said. Rise in food prices will stem demand: FAO official New Delhi, Jul 7 (Agencies): Though the demand for most food commodities in India is set to grow by 2025, it would at a slower rate as compared to 2005-15, according to UN’s Food and Agricultural Organization (FAO). A plausible factor is the rising food commodity prices whereby a small section of the population will find food unaffordable and thus decrease consumption. FAO India representative Shyam Khadka told The Hindu that in India, the scope for an increase in production area was limited in the case of food grains including wheat, rice coarse cereals. “We believe that both the area under food grains as well as their yield will go up, but the rate of growth will be rather muted in the coming 10 years as compared to 2005-15. In other words, at this point we do not foresee any major increase in production of food grains,” said Mr. Khadka. According to the FAO, with the increase in population and income levels, the demand for food commodities will certainly increase. However, this growth could slow down in the next 10 years due to multiple reasons and the rising commodity price is one of them. “Two factors stand out in terms of a slower rate of growth: first, it is a natural corollary of a gradually slowing rate of population growth. Besides, an important factor is income: rising household income is likely to play an increasing role in product substitution for meeting caloric requirements. For instance, as we have projected, while consumption of most cereals will gradually slow down, the demand for vegetable oils and sugar will spike, as will for other commodities such as livestock products,” said Mr. Khadka. Mr. Khadka said another factor is rising food prices whereby a small section of the population will find food unaffordable and thus decrease consumption.

New Delhi, Jul 7 (PTI): The government may extend the deadline for payment of tax on black money disclosed during the one-time compliance window and has accepted the industry request for tax being paid in instalments. “The government is favourably considering to extend the tax payment deadline as it understands the liquidity crunch around November,” a top official told PTI. “Discussions are on with regard to the number of months by which the payment window can be extended. We have said that they can pay tax and penalty in instalments,” he said. The comments follow Finance Minister Arun Jaitley’s meeting with industry associations, CAs and tax professionals late last month to understand their concerns around the compliance window. The Budget for 2016-17 announced a 4-month compliance window, allowing domestic black money holders to declare their unaccounted wealth, pay a tax and penalty of 45 per cent and escape prosecution and harsher punishment. The window under the Income Declaration Scheme (IDS) 2016 opened on June 1 and will close on September 30. Tax and penalty on income declared, as per the original scheme, is to be paid by November. DHAKA, JUL 7 (PTI): Islamist militants carrying bombs and machetes launched a deadly attack on Bangladesh’s biggest Eid gathering, killing four persons including two policemen and a Hindu woman, nearly a week after 22 people were slaughtered in the country’s worst terror attack. Bombs exploded near an Eid prayer gathering in Sholakia in northern Kishoreganj district where at least 200,000 people had gathered, police said. Police said one constable was dead and at least 13 others were injured. A second policeman later succumbed to his wounds on way to hospital in neighbouring Mymensingh. Jharna Rani Bhoumik, a housewife, was also killed as she was hit by a stray bullet that penetrated her hut, officials said.

But Pakistan does not grant nationality to refugee children born in the country. Of the total number of registered Afghan refugees, 40 per cent still live in some of the 43 UNHCR camps in the Khyber Pakhtunkhwa province. While Pakistan has been asking the Afghan refugees to leave for years, the calls for their repatriation have grown in recent times following the 2014 Taliban attack against a school in Peshawar in which 125 children were killed.
DHAKA, JUL 7 (PTI): The three Bangladeshi youths who appeared in the latest ISIS video threatening of more terror attacks around the world have been identified as a dentist, an aspiring singer and an MBA student, officials said here on Thursday. Model Naila Nayem’s former husband Tushar is one of the three youths who appeared in a so-called Islamic State video released yesterday, days after Islamist gunmen stormed a popular restaurant in Dhaka’s diplomatic enclave late on Friday and killed 22 people, most of them foreigners from Italy, Japan, India and the US, officials said. Late Bangladesh Army major Washikur Azad’s son Tushar (with longer beards in the video) married Nayem in 2011 but later they separated, bdnews24 reported. A dentist by profession, Tushar was missing for around two years. He completed secondary education at Adamjee Cantonment Public School and higher secondary at RAJUK Uttara Model College. He lived in Dhaka, the report said. The youth appearing in the video with his face covered with Arabic-styled headdress has been identified by the sources as Tawsif Hossain, a former student of the Institute of Business Administration at the Dhaka University, it said. He was a student of the 18th batch of the institute but left the university without completing the course. Hossain had been arrested before on charges of his involvement with Jama’atul Mujahideen Bangladesh (JMB). His family sent him to Austria later on, but his friends there said he was not there, the report said.

BEIJING, JUL 7 (PTI): Defending the movement of its submarines in the Indian Ocean as “legitimate” and in accordance with “international practices”, China Thursday said it never objected to the presence of Indian naval ships in the disputed South China Sea as long they follow the principles of freedom of navigation. “Talking about the submarines, the Chinese submarines cross some of sea areas and those crossings are legitimate and legal and follow the international practices,” China’s defence Ministry spokesman Yang Yujun said during a media interaction here, when asked about the movement of Chinese submarines in the Indian Ocean area which has raised India’s concerns. Asked if the movement of Chinese submarines in the Indian Ocean is legitimate then why China considers Indian naval ships presence as “wrong”, Yang said China has never taken such a stand. “I want to point out one thing. You said when the Indian ships enter the SCS (we are saying) it is wrong. Where did you hear that. I am from the Ministry of Defence and I have never said that,” he said. “If it is done in accordance with the international law and as freedom of navigation, that should be lawful. Such movement should be helpful for country-to-country relations and for peace and stability in the region. All those kind of moves should be welcomed,” he said. Vietnam, Malaysia, Brunei and Taiwan. A UN tribunal is set to deliver its verdict on the Philippines’ petition challenging China’s claims on July 12. Beijing which boycotted its proceedings said it will not honour the judgment. While asserting its claims on the SCS, China has been saying that it never obstructed freedom of navigation, which India, US and other international community have been emphasising as it is the busiest commercial shipping route. But at the same time China raised vociferous objections to US naval ships in the area especially in the waters close to artificial islands built by it. On the deployment of US naval ships in the SCS, Yang said some countries from outside the region come to SCS under “various pretexts” of their self interests and in an attempt to make provocations and troubles. “This has posed threat to peace and stability in the region. China is not afraid of them,” he said, adding that Chinese military is “not afraid of threats”. “The military fleet coming to the SCS, what is their purpose? Is their purpose peaceful? Are they coming for a friendly visit? Or for a call on the Ports? They are welcome, but if they come for making trouble we have our countermeasures,” he said. In May this year, four ships of the Indian Navy set out for a two and a half month long operational deployment to the South China Sea and North Western Pacific. Indian naval ships also took part in the Malabar ex-
ercises along with Japanese and US naval vessels in the western Pacific recently. China has, however, objected to India taking part in the oil exploration at the invitation of Vietnam saying it is disputed territory. In recent years, China has been deploying submarines in the naval escort missions taking part in anti-piracy operations in the Gulf of Aden in the Somali coast. Many questions have been raised why China has to deploy submarines for such operations. Syrian army fire ‘cuts only road’ into rebel-held Aleppo
BEIRUT, JUL 7 (AGENCIES): Syrian government forces effectively cut the only way into rebel-held areas of Aleppo on Thursday as they advanced to within firing range of the road, rebels said, putting some 250,000 people living there under siege. The advance near the Castello Road brought the Syrian government closer to its long-standing objective of encircling rebel-held areas of Aleppo. The rebels however said a fightback was underway to take back lost positions and resecure the road. The advance came during a 72-hour ceasefire announced by the Syrian army on Wednesday.
Aleppo, Syria’s largest city before the civil war with a population of more than two million people, has been divided for years into rebel and government sectors. The Aleppo area has been a major theatre in the conflict. Heavy aerial and artillery bombardment had at times made the Castello Road impassable. PESHAWAR, JUL 7 (IANS): Afghan refugees, who fled to Pakistan three decades ago carrying few belongings, are now facing an ultimatum from the Islamabad government to return to Afghanistan, a country that is still in the throes of conflict. The war between Afghanistan and the then Soviet Union (1979-1989) forced three million Afghans to cross the border to seek asylum in neighbouring Pakistan, which last week extended their residency status for six more months, with a warning that after that they must leave, EFE news reported. Islamabad, home to the second largest refugee population in the world and one of the oldest, blames Afghans for the violence afflicting the country and for flooding the labour market. “My children and grandchildren were born here. They are more Pakistani than Afghani,” says Mohamed Zamir, one of the residents of the Kababian refugee camp in Peshawar, set up in 1981, housing 11,300 Afghan refugees. K AT H M A N D U, J U L 7 (PTI): A sudden rise in water levels of a trans-boundary river originating in Tibet triggered flash floods in central Nepal, washing away over two dozen houses and forcing hundreds of residents to evacuate to safer places. Major road sections and hydropower projects, including the Bhotekoshi Hydropower Project, suffered damages in the flash floods yesterday. Bhotekoshi, a river originating from the Himalayas in Tibet in China, saw a sudden rise of about four metres in water levels on Tuesday night. Over 200 houses were at risk of floods due to the rise while at least 25 houses were washed away in Tatopani area near Nepal-Tibet border, officials said. The local administration had issued alert for Bhotekoshi river and asked the downstream villagers to move to safer locations.

SL demand compensation from WADA Colombo, Jul 7 (Agencies): Sri Lanka’s cricket board will seek compensation from the World Anti-Doping Agency (WADA) over the wrongful suspension of wicketkeeper Kusal Perera. Perera was suspended during Sri Lanka’s tour of New Zealand last December after WADA said he had tested positive for a banned substance - a finding the laboratory later revised. The International Cricket Council lifted the ban on Perera in May after Sri Lanka intervened to prove the tests were wrong, but the country’s cricket board said it spent £77,000 on legal and technical costs in defending Perera. “The ICC and Sri Lanka Cricket are together in this right now to claim money from WADA,” said Sri Lanka Cricket President Thilanga Sumathipala. He did not say how much compensation the board would claim, but he said it would be an amount “never ever granted to anyone in the history of world cricket”. No Zika risk during Olympics, insists Temer Brasilia, Jul 7 (IANS): Brazil’s interim President Michel Temer has said that there is no risk of contracting the Zika virus during the 2016 Olympic Games in Rio de Janeiro. “We can guarantee, as has the World Health Organization (WHO), that there is almost no risk of cases of the Zika virus occurring during the Games,” he said in a statement on Wednesday. Temer explained that the winter in the Southern Hemisphere saw very low spread of diseases carried by the Aedes aegypti mosquito and that cases of Zika had plummeted in recent weeks in Rio de Janeiro and across Brazil. “I remember that during the 2014 World Cup, when 1.4 million foreign tourists visited Brazil, a much awaited epidemic never happened. We will have a favourable environment for tourists during the Games,” said Temer. According to the interim president, Brazil stands ready to welcome all visitors “with open arms”. However, a number of international athletes, including top golfers such as Jason Day, Rory McIlroy and Vijay Singh and NBA superstar Steph Curry, have pulled out due to Zika fears. In June, the WHO said that there was no need to cancel or postpone the Games, since the propagation of Zika is unlikely to be affected by the sports event.

Madrid, Jul 7 (IANS): Lawyers representing FC Barcelona’s Argentine football star Lionel Messi and his father Jorge will appeal against the 21month jail sentences (consisting of three seven month terms) handed to the pair for tax fraud by a court here. Lionel was also sentenced to pay a fine of 2.1 million euros (around $2.4 million) while his father was fined 1.6 million euros for using companies outside of Spain to avoid paying 4.16 million euros earned from the players image rights between 2007-2009. The footballer had alleged in his defence that his father managed his financial affairs and that he had merely signed the papers. Mumbai FC ropes in four domestic talents for ISL Mumbai, Jul 7 (PTI): Mumbai City FC has signed in David Lalrinmuana, Pronay Halder, Lalhmangaihsanga Ralte, and Anwar Ali as part of their preparation on Thursday for season three of the Indian Super League (ISL). Lalrinmuana, who will turn 24 this November, was the captain for Aizawl FC in the 2015-16 I-League season. He helped Aizwal FC get promoted into the top division of Indian Football and was even adjudged Mizoram Premier League “Player of the Year” 2015 and 2016. Nominated for the FPAI Fans Player of the Year for the 2015-16 season, he will be seen bolstering the midfield this season for Mumbai City FC. Halder, represented Mohun Bagan in the 2015-16 I-League as a defensive midfielder and is one of the promising Indian players around signed by
Mumbai City FC. Halder has represented India at the under19 and under-22 levels and has been an integral part of the Indian National team ever since he made his debut under the tutelage of Stephen Constantine last year.
