KOHIMA, JUL 7 (NPN): Disaster risk reduction was about choices but was everyone’s business, said Nagaland chief minister, T.R. Zeliang on Thursday as he called for making “ourselves and communities” resilient to the natural hazards. Addressing a two-day workshop on Disaster Risk Reduction (DRR) on climate change at the Capital Convention Centre here Thursday, Zeliang urged upon the elected members of Nagaland legislative Assembly to establish a “Legislators’ Forum for Disaster” not only to help in creating awareness among the people, but also promote people’s action in ensuring that natural hazards did not become disasters. He reminded that gathering that it should be everyone’s endeavour to create a culture of prevention as against a culture of reaction. He also opined that “our approach should be guided by our basic belief ” which could mitigate the impact and bring people together. Zeliang stressed that climate change was greatly contributing to disasters in recent years and there was a need to “closely link our DRD plans and our climate change adaptation strategies.” He suggested that DRD should also become part of “our sustainable development plans”, incorporating how to make better choices relating to many livelihood issues as un-

USSC endorses ‘Shopilak declaration’ DIMAPUR, JUL 7 (NPN): United Sangtam Students’ Conference (USSC) has endorsed the “Shopilak Declaration 2016” adopted at the 15th ENSF federal assembly at Tuensang on June 28, 2016 in the presence of all the federating units of ENSF. While upholding the declaration, USSC president, Thrikyuse Sangtam and general secretary, Achum Thonger asked the Sovereign Republic of Freeland (SRF) group functioning in its jurisdiction to stop immediately. United Sangtam Students’ Conference also appealed individual involved in the group to denounce its membership since it was not a mandated group/organization of the Eastern Nagas in general and Sangtam in particular. The Sangtam students’ body further cautioned the functionaries of the group not to mislead the innocent public and misinterpret the history of the Eastern Nagas for their greed. USSC warned that it would not be held responsible for any course of action initiated against any individual found involved in the group. In this regard, USSC has appealed to all the right thinking citizens to report immediately in the event of any individual or group found violating the declaration.

Dwelling on the manmade disasters, Zeliang urged the gathering to make feasible plan and work on that issue seriously. He further suggested that DRD plans also make provisions for the involvement of social organizations, voluntary and community-based organizations. S u s t a i n a b l e D eve l opment Forum Nagaland (SDFN) advisor and former Nagaland chief secretary Alemtemshi Jamir, in his introduction on workshop purpose and outcomes, said disaster and calamity were uncertain and it can happen to anyone, irrespective of their status and so everyone should be able to respond to it. He maintained that the home department alone should not be expected to respond to the disaster incidents but that every department should involve in times of emergency, with basic

knowledge to deal it. Jamir suggested a community based set up to address disaster in times of need. In his address, Sikkim’s Lok Sabha MP, P.D. Rai, stressed the need for community, capacity, collaboration and capital to deal with any types of disaster incident. He said political will was important to effectively deal the issue of disaster. He also shared the experiences of Sikkim earthquake of 2011 where many lives and property lost. NECTAR New Delhi director general, Sanjiv Nair, highlighted the disaster event on global scenario, disaster management in India, NECTAR work on river flood forecasting and others. A short presentation on DDR and NSMDA in Nagaland was presented by OSD to NSMDA, Johnny Raungmei. Member national disaster management authority (NDMA) New Delhi Dr. Kamal Kishore gave his message through video who

Prof. Malay Mukul, IIT Bombay, spoke on “the scientific reality of earthquake hazards in the Himalayas”. 4 cadres of NSCN (R) killed in Khosa DMAPUR, JUL 7 (NPN): Four cadres of the NSCN (Reformation) were killed near Kheti village, 7 kms away from Khonsa, Arunachal Pradesh along the Nagaland border on Thursday wee hours. According to AR sources, based on intelligence inputs that NSCN (R) cadres were collecting illegal tax, arms dealing and involved in drug peddling in Khonsa and nearby villages, troops of 16 Assam Rifles launched an operation and neutralized four NSCN (R) cadres. The cadres were operating from a temporary camp located in the vicinity of Kheti village, AR said. During the operation code name ‘Op Kheti’, AR said that their troops came under heavy gun-fire and in retaliation two cadres—‘capt’ Jano Tekwa and ‘sgt. maj.’ Lombho Pangsa were killed. Later, when the troops carried out a search, some cadres fired at the troops. In the ensuing gun-fire, two more cadres were killed identified as ‘sgt.’ Tongbai and ‘corpl.’ Mankhu Wangsa, AR stated. The troops also recovered two AK-47 rifles along with four magazines, one pistol, live ammunition and other documents. Though AR claimed that the troops busted the hideout, search and combing operations were still on till Thursday late night, sources said.

Appropriate action against preacher Zakir Naik: Centre NEW DELHI/MUMBAI, JUL 7 (AGENCIES): Controversial Indian Islamic preacher Zakir Naik faced more heat today with the government saying “appropriate action” will be taken against him over his speeches that were reported to have inspired some of the Dhaka attackers, calling it “highly objectionable”. As Mumbai-based Naik came under the scanner, senior Congress leader Digivjaya Singh was in the BJP’s line of fire after a 2012 video showing him share a dais with the 50year-old televangelist praising him at an event to promote communal harmony surfaced today. “The Home Ministry will study (his speeches). It will take appropriate action after studying them. His speeches, as being reported in the media, are highly objectionable,” the new Information and Broadcasting Minister M Venkaiah Naidu told reporters in Delhi. Naidu’s remarks came a day after Minister of State for Home Affairs Kiren Rijiju hinted at action against the preacher after looking into whether Naik through his speeches glorifies terrorist acts by Muslims. Naik yesterday asserted that his speech on Islam and terror has been taken out of context and claimed that he had only said muslims should terrorise anti-social elements. Naik’s speeches are believed to have inspired some of the Bangladeshi militants, who killed 22 people, mostly foreigners, at an upscale restau-

In a press note, ACAUT media cell said that thought a fuel outlet owner may not be involved in running fuel adulteration unit, “it does not mean he/ she is selling clean fuel or that he/she is innocent”. It further said that “simply because a fuel outlet owner is not linked with the fuel adulteration kingpins does not mean he/she is not complicit in the larger fuel adulteration racket”. As kerosene is mixed and supplied to fuel outlets, ACUAT alleged that every SK Oil Agency in the state was also a suspect. “Unless proven otherwise by the competent authorities, every fuel outlet in Nagaland is suspected of selling adulterated fuel and every SK Oil Agency of diverting kerosene to the adulteration units run by the kingpins”, it added. Stating that the SK Oil-fuel outletadulteration unit nexus was a complex one involving every known player including Manipur state, ACAUT said it was compelled and would be compelled to issue clarifications. “Clarifications are mainly given to rectify errors and present the facts or the truth as it is. These clarifications are not ACAUT Nagaland in a clarification ‘clean chits’ which only the competent said it wanted to set the record straight on authorities like the police and the courts issues pertaining to fuel adulteration and can issue by way of either acquittal or conviction”, ACAUT said. DIMAPUR, JUL 7 (NPN): Ao Senso Telongjem Dimapur (ASTD) has questioned the state government for remaining “tight lipped” about the fuel adulteration racket busted recently jointly by ACAUT, Dimapur police and district administration. “Inaction on the part of the government having heard the desperate voice of the people will hang the democracy in shame”, ASTD president, Supu Jamir and general secretary, Onen Walling said in a joint press statement. They also questioned the responsible department for remaining “deadwood” on the racket. The Senso Telongjem has also fully supported ACAUT Nagaland for shouldering the “mammoth task” and demanded that the state government award befitting punishment to those responsible irrespective of status and position. ASTD further warned that inaction by the state government would invite total catastrophe in the state economy and that the government would be accountable to the people.

NEW DELHI, JUL 7 (NPN): Ministry of Development of NorthEastern Region (DoNER) will offer subsidy incentives in Northeast for industrial and other units generating employment. Announcing this on the conclusion of a meeting of the Ministry here this morning, Union Minister for Development of North Eastern Region (DoNER), Dr Jitendra Singh said that, as a policy, the Ministry would encourage such entrepreneurship and business establishments which generate employment for the youth in the region. For this purpose, he said, the assistance to North Eastern Development Finance Corporation (NEDFI) would incorporate a component of higher interest subsidy for such units which give more employment. The Ministry is coordinating with Ministry of Finance in this regard, he added. Spelling out the action plan for the year to come, Dr Jitendra Singh gave details of Venture capital funds as another incentive for those undertaking “Startup” initiatives

in the North-Eastern region. This will be an added attractive feature for youth from all over India who wish to avail the benefit of Prime Minister’s “Startup India, Standup India” programme by setting up an establishment in Northeast. Dr Jitendra Singh referred to a meeting held recently with the North Eastern Space Applications Centre wherein it was decided to carry out satellite based survey for planning and monitoring of projects in the region. This, he said, will help in expediting the projects and also avoid discrepancies. In a similar initiative, he said, all the eight states of Northeast region have agreed to cooperate in carrying out geo-tagging by giving GPS details of various ongoing schemes in the respective states. Dr Jitendra Singh said DoNER ministry would also take up waste management project under North East Rural Livelihood Project (NERLP) and North Eastern Region Community Resource Management Project. In this case, the ministry would study the other tried models of waste management.

Students protest over demand for Govt. law colleges Correspondents

KO H I M A / M O KO KC HUNG, JUL 7 (NPN): Students of three Law Colleges in the state staged a sit-in protest at their respective colleges on Thursday, demanding setting up of Government Law Colleges in the state. The sit- in protest was as part of the phase-1 agitation, announced by Nagaland Law Students’ Federation (NLSF) to express resentment towards the state government’s “lackadaisical attitude” in setting up Government Law Colleges in Nagaland. In Kohima, students of Kohima Law College taking part in the protest, shouted slogan, “we want government Law College” while some held placards, which read “law is the backbone of a nation”, “treat us equally with other professional institution” and “the prestige and reputation of a state depends on how laws are imparted”. NLSF president Lanusowa Pongen, who addressed

the students, said the federation had submitted numerous representations to the state government appealing for setting up Law Colleges in the state. However, it was “very unfortunate” that the government has ignored the importance on the need of law in the state by keeping aside and “indulge in immeasurable corruption”, due to which the students have resorted to democratic means of agitation, he added. He said the protest was just the beginning and warned of “harder” strike on the failure of the government to meet their “genuine demand”. While pointing out that three private-run law colleges in the state have produced many imminent lawyers and advocates like retired Chief Justice H.K. Sema, Justice L.S Jamir , the NLSF president appealed to the state government to come up with policies for law studies, so that eminent lawyers and advocates could be produced. He also appealed to the government to create an

equal opportunity so that law could be pursued by both poor and rich alike. Kohima Law College Students Union (KLCSU), president Vitoka P. Aye said that once the government takes over the law college, necessary requirements such as to meet guidelines of UGC and Bar Council would be implemented in letter and in spirit. He said that absence of proper infrastructures in the law colleges have “created many untold problems and hampered the career of the law students”. Even after 50 years of statehood, there was not a single government law college in the state which itself proved state government’s “highest negligence”, said Aye. Meanwhile, principal Kohima Law College, Visevenuo Pienyü advised the students, who were the “law keepers” to maintain peace within the law while carrying out protest, submitting memorandum and movement towards achieving their goal.

Advisor NLSF, T. Lima suggested that the first demand of the law students should be recognition of at least one of the private law institutions by government, after which a separate government law college could be taken up. He said Nagaland is the only state without government Law College. Later, NLSF submitted a memorandum to the governor and chief minister. In Mokokchung, students of Mokokchung Law College under the aegis of Mokokchung Law College Students’ Union staged sit-in protest at Town Hall Mokokchung where a brief program was conducted. Students voiced their concern on the negligence of the state government towards law students and demanded setting of Government Law Colleges. Short speeches were delivered by NLSF deputy speaker Nungshimeren and AKM assistant general secretary, Shilu. The sit-in protested was also staged by law students in Dimapur.

ANAHTA serves ultimatum on govt; demands salary DIMAPUR, JUL 7 (NPN): All Nagaland Aggrieved Hindi Teachers’ Association (ANAHTA) has served an ultimatum on the state government to release their salary from February 2016 to June 2016 within seven days. In a press release, ANAHTA lamented that despite several appeals for releasing salary, their pleas appeared to have fallen on deaf ears. ANAHTA stated that the excuse of not releasing their pay and arrears has always been that the Centre has not released the fund. However, ANAHTA said it has observed that even when the money was received, the government failed to pay them salaries on monthly basis by hoarding “our money for the reason best known to authorities.” . Meanwhile, the association has urged the ACAUT, NSF, concer ned citizens, unions and NGOs to extend support.

Coming to the defence of Singh, Congress Chief Spokesperson Randeep Surjewala said his senior colleague has himself stated that he only appealed for peace, harmony and brotherhood.

Congress leader Digvijaya Singh on Thursday said all provocative speeches by Hindus, Muslims, Sikhs and Christians should be banned. “If the speeches are to be banned…all provocative speeches on religion by Hindus, Muslims, Sikhs and Christians should be banned,” Singh told media here. He said if the Government of India or the Government of Bangladesh has any evidence against Naik’s involvement in the ISIS, they should take action against him. Issuing a clarification, Singh said he spoke against religious fundamentalism and terrorism in his speech at the conference organised by Zakir Naik, adding that he had also appealed for communal harmony. “The conference was for communal harmony and against terrorism. It was also to explain that Islam is against innocents being killed,” he added. Islamic preacher Zakir Naik Thursday said his statement “urging all Muslims to become terrorists” has been taken out of context and that he is totally against terrorism and the killing of innocent humans. “Many of the news channels in India are showing a clipping where I am saying that every Muslim should be a terrorist. Whenever anyone wants to malign me, they show the clipping.

Auto driver held while trying to flee with minors

DIMAPUR, JUL 7 (NPN): In a shocking incident, an autorickshaw driver allegedly tried to flee with three minor children while the mother was buying vegetables along the roadside on Thursday in Dimapur. According to police sources, the mother had hired the autorickshaw (NL 07F-8687) from Aoyimsen to go to Purna Bazaar along with her three minor children. On the way, the mother stopped the auto at sub-jail junction to buy some vegetables. While the mother was with Kripal Sahni the nearby vegetable vendor, she reportedly saw the auto driver fleeing away with her three minor children. As the auto was on the move, the mother screamed for help and the alert public of the area managed to stop the auto and apprehended the driver, police said. The accused has been identified as one Kripal Sahni, resident of Lahorjan. (Staff Reporter)

Governor, CM extend ‘Tuluni’ greetings

DIMAPUR, JUL 7 (NPN): Nagaland and Assam Governor, P.B. Acharya, has extended greetings to the Sumi community on the occasion of ‘Tuluni Festival’. In his greetings, Acharya said that “the celebration of different festivals in our Naga society tells, how we as a Naga, continue to evolve our civilization and succeed in all our endeavours with oneness and unity in spite of many hurdles.” Acharya said “as we celebrate this festival let us encourage ourselves to review our good and noble qualities and look forward in renewing our spirit of friendship and understanding to maintain a peaceful co-existence and continue to protect and preserve our rich culture.” CM: Nagaland chief minister, T.R. Zeliang, has extended “cheerful greetings” to the Sumi community on the auspicious occasion of Tuluni. In his message, Zeliang said Tuluni celebration signified abundance and fruitful season and was celebrated by both young and old, which symbolized unity and oneness. The chief minister expressed hope that the celebration would bring peace, prosperity and serenity to all Nagas, and especially for the Sumi community.

F&CS deptt refutes NSCN (R) claim

DIMAPUR, JUL 7 (NPN): Reacting to NSCN (R)’s claim of busting “illegal stores” selling PDS rice in Mon, Food and Civil Supplies (F&CS) department, Mon termed as “totally false and baseless” statement made by NSCN (R). In a press release, F&CS Mon superintendent E. Pangjei Konyak stated that the incident occurred on July 6, 2016 at around 11am. The superintendent stated that on July 5, 2016, some NSCN (R) functionaries approached the supply department “to deposit for certain quantities of rice.” However, the superintendent said the department explained the inability to fulfil their demand since the rice allocation was meant for the beneficiaries. Subsequently, the superintendent said on July 6, 2016, NSCN (R) functionaries “with an order from their higher authority” forcefully took away 210 bags of APL rice meant to be distributed to the beneficiaries through respective FPS from the department rented Godown located at Walo ward, Mon town. He said the incident was immediately reported to district administration and police Mon and through their timely intervention, 210 bags of rice was retrieved from NSCN (R) ceasefire camp on the same evening and were presently kept under police custody.

PM to interact with CMs on July 16

NEW DELHI, JUL 7 (PTI): Prime Minister Narendra Modi will meet chief ministers on July 16 to discuss a host of issues, including inter-state relations, internal security and atrocities on SC and STs. Convened after a gap of 10 years, the 11th meeting of the Inter-State Council here will also discuss issues concerning school education, direct benefit scheme, Aadhaar card, good governance and economic and social planning, according to an official.
