KOHIMA/DIMAPUR, JUL 8 (NPN): Four months after Naga People’s Front (NPF) president Dr. Shürhozelie Liezietsu took over as Nagaland chief minister, the NPF party faces its fourth rebellion since 2014, when the same MLAs in February 2017, who compelled Dr. Shürhozelie to come out of retirement to be their chief minister, have now ganged up to oust him before he could fight the by election scheduled on July 29. When Nagaland Post broke the story on Friday about the move to oust Dr. Shürhozelie, it has been confirmed that former chief minister T.R. Zeliang has 34 NPF legislators (out of 47) and seven Independent members supporting him. The four remaining BJP legislators will fall in line with the eventual winner. YVC, NVC reject JCC’s demand DIMAPUR, JUL 8 (NPN): Yachem Village Council (YVC) and Noksosang Village Council (NVC) have strongly rejected the July 1 resolution of the Joint Coordination Committee (JCC) “to insist the state government to immediately transfer DC Longleng as promised by the Cabinet Sub Committee.” In a joint statement, the chairmen of YVC-M. Imti Phom and NVC-Hennang Phom have categorically reminded that the issue had been amicably settled between the Phom People Council (PPC) and Yachem Village Council (YVC) during the joint meeting on February, 6 2017 at Longleng, which was also published in all the local dailies the following day. Despite PCC clarifying the matter on many occasions, YVC and NVC said JCC was still insistent on transferring the DC without any reason Asserting that such demand was unacceptable under any circumstances, the two councils therefore have rejected the demand and requested all to respect and uphold the February 6 agreement between PPC and YVC.

a meeting between rivals belonging to T.R. Zeliang/ Dr.Shürhozelie camp and Lok Sabha MP Neiphiu Rio. The meeting failed to bring both sides together after which T.R. Zeliang engineered plan ‘B’ in which he backed Dr. Shürhozelie and who was later sworn-in on February 22,2017. However, by July, the situational circumstance drew both bitter rivalsT.R.Zeliang and Lok Sabha MP Neiphiu Rio together again and this time against their common foe- chief minister Dr.Shürhozelie. On July 7, after the meeting with the NDA nominee for post of President of India, Ram Nath Kovind at IMC Hall Dimapur, followers/supporters of T.R.Zeliang and Neiphiu Rio headed for Kaziranga. By then their numbers swelled to 34 NPF MLAs out of 47(Khriehu resigned to pave way for by election of Dr. Shürhozelie). Relationship between Dr. Shürhozelie and T.R. Zeliang, that had withstood difficult tests soured especially after the former wanted to hang on and not leave the chair. According to one
MLA close to T.R. Zeliang, Dr. Shürhozelie Liezietsu failed to keep his word to hand over power back to T.R Zeliang after two or three months. It was also alleged that Dr. Shürhozelie did not consult DAN legislators about his intention to enter the house through a by election. “No one knew about the resignation of his son, Khriehu Liezietsu, to pave way for his father,” said the MLA. He disclosed that Dr. Liezietsu was scheduled to file his nomination for the bye-polls on Monday and so the exodus to Kaziranga was planned to put a spanner in the works. The timing of the rebellion also coincided with the brief visit of BJP national general secretary Ram Madhav and convenor of NEDA Himanta Biswa Sharma, finance minister Assam. They arrived Dimapur with NDA nominee Ram Nath Kovind to campaign with DAN legislators. T.R. Zeliang is considered to have close ties with Ram Madhav and there are speculations that the move could be aimed at the forthcoming 2018 general elections where Nagaland is the next important target of the BJP.
DIMAPUR, JUL 8 (NPN): Former chief minister and DAN chairman, T.R Zeliang on Saturday shot off a letter to Nagaland Governor, P.B. Acharya staking claim to form the new NPFled DAN government with the support of 41 legislators out of 59. When contacted, Raj Bhavan sources said that Governor Acharya was out of station and would be reaching Nagaland soon. In the letter, Zeliang said that the Legislature Party of the NPF (34 out of 47 MLAs) held a meeting on July 4, 2017 at his residence in Dimapur wherein the legislators extended support to him to continue as the leader of the NPF Legislature Party. He said the legislators also “authorized me to stake claim before the Governor to form a new NPF-led DAN government in Nagaland and urged upon the incumbent chief minister, who is a non-MLA, to resign and pave way for me to take over as the chief minister.” To back him claims, Zeliang also submitted the
letter of support signed by 34 NPF MLAs. Zeliang further stated that seven, out of eight, Independent MLAs have resolved and affirmed their support to him, taking the tally to 41 MLAs out of 59. Taking note of the development, Zeliang said that the council of ministers under the incumbent chief minister has been reduced to a minority. In this regard, T.R. Zeliang has requested the Governor to invite him to form the new government at the earliest.
34 NPF MLAs pledge support to TR Zeliang
A group of 34 NPF legislators have resolved to empower TR Zeliang, who they claim is the leader of the NPF legislature party, to stake claim to form a new DAN government in Nagaland. This was resolved at what was described as “meeting of the NPF legislature party” held on July 4, 2017 at 11am at the residential office of TR Zeliang in Dimapur. The meeting was purportedly held in pursu-
ance of the notice dated June 30, 2017 issued by TR Zeliang, leader of the NPF legislature party. After due deliberation, the meeting passed resolutions including amendment of resolution dated February 20, 2017. The meet resolved that the words in the NPF legislature party’s resolution dated February 20, 2017 “unanimously elect Dr. Shurhozelie Liezietsu as the new leader of NPF legislature party with immediate effect” be substituted by the words “Unanimously recommend to the governor the appointment of Dr. Shurhozelie Liezietsu, a non-MLA, as the chief minister of Nagaland vice Shri TR Zeliang, who resigned from the office of the chief minister of Nagaland, for time being”. It was further resolved that such substitution of words would be deemed to have taken effect from the date of passing of the original resolution i.e. from February 20, 2017, since a nonMLA cannot be elected as leader of the legislature party. Govt has violated its own OM: PSAN NSF programme on Tuluni irks Sumi students DIMAPUR, JUL 8 (NPN): Public Service Aspirants of Nagaland (PSAN) has expressed utter shock and slammed the state government for violating its own Office Memorandum of June 6, 2016-- banning all adhoc/temporary/work-charged appointments-- by appointing 32 persons in three departments. In a press note, PSAN claimed that the state government despite issuing the OM, appointed 18 persons in the Higher & Technical Education department on contract basis, nine assistant public prosecutor and one LDA-cum-computer assistant in Justice and Law department, one post each of assistant archivist, LDA, research assistant for Phom tribe and Pochury tribe in Art and Culture department. “If it is not a blatant farce by the government to look good in the eyes of the public, what is it?” PSAN stated. Such action of the government is as a complete betrayal of the people’s trust, by making rules and regulations that have meaning only
on paper, it added. Resorting to rampant appointments without requisitioning posts to NPSC or without following any proper recruitment procedure has hampered the prospects of thousands of young Nagas, PSAN stated. In this regard, PSAN advised the government to completely do away with the unethical practice of backdoor appointments without much delay. Slams Imkong Imchen: PSAN has slammed Forest minister, Imkong L. Imchen for his “preposterous statements” made on the aftermath of PSAN’s peaceful protest on July 3 saying, PSAN “applauds him for his “hypocrisy”. Since the whole of Nagaland knows the truth, PSAN said it would leave it to the wisdom of the public to conclude on it. PSAN said it was “comedic for many people when Imchen proudly declared that he had never taken anything belonging to our young boys and girls.” Posing several questions on Imchen, PSAN asked “how about our future that looks
bleak? how about justice that has not been availed to us? how about making backdoor appointments for political gains without providing opportunities to “our young boys and girls” for free, fair and open competition? how about trying to fool us through the June 6, 2016 P&AR Office Memorandum which your government does not have any intention to follow?” PSAN maintained that the discovery of unethical and illegal appointments was substantial enough to prove that the protestors were right in sloganeering, “Nagaland Government! Corrupt!” While making it known to Imchen that the least a political leader could do was avoid making statements contradictory to the obvious fact, PSAN said the future of “our young boys and girls” was not a game for politicians to play. “If there is any conscience left in them, what is right and good for the people of Nagaland should be done with all earnestness,” it added.
DEMAND FOR PUBLIC APOLOGY; DSSU DECLARES NON-COOPERATION
DIMAPUR, JUN 8 (NPN): Various Sumi student bodies have expressed strong resentment against the Naga Students Federation (NSF) for organizing HSLC toppers felicitation programme on July 8, coinciding with Tuluni festival, the premier festival of Sumi community, while several bodies have already decided not to cooperate with NSF in any of its activities. WSSU: Western Sumi Students’ Union (WSSU), while expressing strong resentment against NSF, has demanded mass resignation of the NSF team on moral ground basing on the violation of NSF constitution— to “preserve our culture, customs and traditional heritages”. A press note by WSSU president, Nito Achumi and general secretary, Angukato Yeptho stated that elected leaders were entitled to work for preserving and safeguarding the identity and culture of the citizen, but the officials and office of NSF through some vested
leaders had mis-used and denied the rights, culture and identity of Sumi community in particular and the Nagas in general which was condemnable by one and all. WSSU cautioned that failure to do so, the WSSU and its bonafide members would declare non-cooperation to NSF within its jurisdiction till the demands were made. DSSU: Dimapur Sumi Students Union (DSSU) on Saturday said it has decided not to cooperate in any of the activities of NSF as mark of protest against NSF for holding the felicitation programme on July 8 coinciding with Tuluni festival. In a press release, DSSU president, Tovika K Chishi, and general secretary, Steve Chophy, accused the NSF of showing total disregard for the Sumi community and affirmed that neither DSSU nor its bona fide members would to cooperate with the federation until NSF publicly tendered apol-
ogy to the Sumi community. DSSU stated that NSF decided to go ahead with the HSLC felicitation programme even after Sumi Kiphimi Kuqhakulu (SKK) made an appeal. The union maintained that it was not expected of NSF, which it described as “highest intellectual student body”, to be ignorant of the day earmarked by the state government in its yearly calendar in respect of celebration of Tuluni, the premier festival of Sumi community. Stating that the issue has “deeply hurt the sentiments of the Sumi community” and cannot be justified in any terms, the DSSU questioned the NSF whether it had any regard for the preamble of constitution on the basis of which it was formed. The union also cited the preamble of NSF constitution of NSF which states,”.....to cultivate and preserve our cultures, customs and traditional heritage....”
Interlocutor Ravi shares view on inclusive solution, NNPGS, NSCN (K) Staff Reporter
DIMAPUR, JUL 8 (NPN): Government of India’s Interlocutor for Naga Peace Talks, R.N. Ravi who was on a two-day visit to Nagaland held series of consultation meetings with civil society organisations in Kohima and Dimapur. He left for Delhi Saturday afternoon. In an exclusive interview with Nagaland Post on July 7 at Chumukedima Police complex, Ravi spoke about the ongoing peace process with NSCN (I-M), inclusive solution, formation of Naga National Political Groups (NNPGs) Working Group and government of India’s stand on NSCN (K).

speculated that if things did not work out, the cabinet could even recommend dissolution of the current house and recommend for early election. CM sacks TR Zeliang: In counter move, the chief minister has sacked T.R. Zeliang from his post as Advisor to CM (Finance). Meanwhile, T.R. Zeliang had also submitted his resignation as advisor (Finance) on July 8, addressed to the chief minister. World famous nature resort, Kaziranga (Assam) has assumed significance as a hideaway for dissidents of Nagaland state politics, engaged in political skulduggery thrice- in May 2014, February 2017 and July 2017. In May 2014 a faction backing T.R.Zeliang took refuge in the resort to prevent poaching by supporters of outgoing chief minister Neiphiu Rio. In February 2017, after T.R. Zeliang was forced to quit by various apex Naga tribe organisations spearheaded by the NTAC and JCC over the violence during agitations against ULB election and women reservation; Kaziranga again became the rendezvous for
NP: What is the primary focus of your visit after a gap of more than a year? Ravi: Of late, there have been some voices questioning the inclusiveness of peace process. The primary
reason of my visit was to understand the Naga civil societies’ opinion on inclusiveness and also to share with them the progress made so far in the peace talks. NP: After you took over as the Interlocutor, you have been talking about inclusive solution. Today, six Naga National Political Groups have come together under the Working Group. Is the Government of India likely to include them in the peace process? Ravi: Our position since the beginning has been that the solution to the Naga issue has to be inclusive and so also the peace process. Naga issue is complex and there are multiple stakeholders, their cooperation is significant for the success of the peace process. While I have been in consultation with various Naga civil societies from time to time, the negotiation is with the NSCN (I-M). Some Naga
groups through a civil society have asked for a dialogue with government of India. Our position is clear that there is only one peace process, which is inclusive, and eventually there will be only one agreement as we cannot fragment the Naga issue. All those with a constructive orientation to the peace process will be included. However, other Naga groups should be conscious of the fact that the ongoing peace process cannot be undermined. NP: What is the current status of the ongoing peace process with NSCN (I-M)? Ravi: The ongoing peace process with the NSCN (I-M) is at an advanced stage. While we have reached common understanding on several crucial issues, some are yet to be resolved. NP: When can Nagas expect the final agreement? Ravi: In such a complex negotiation, it is not prudent to spell out a time-frame al-
though we hope to finalise it without further delay. NP: Will Nagaland go for another Assembly Elections before solution? Ravi: Conducting election is the responsibility of Election Commission of India and they will take a call. However, if there is a significant material development in-between, I am sure the Commission will take cognisance of it. NP: Does it mean solution before 2018 Assembly Election? Ravi: We are seriously working towards this end. NP: Even if NNPGs Working Committee becomes a part of the peace process, without one major Naga group, NSCN (K), the peace process cannot be termed inclusive. Would you like comment on this. Ravi: NSCN (K) was engaged with government of India until early 2015 when they unilaterally abrogated
the cease-fire and resumed the fighting. It was unfortunate. Everyone knows that the Naga issue is political and can only be settled through political negotiation. A political engagement bring the parties closer whereas fighting widens the gap and further complicates the situation. I hope, the NSCN (K) appreciates this fact and takes a rational decision. NP: Since GoI has been engaging a single Naga group in a dialogue, yet it aspires to include other Naga groups in the peace process. So, why did it declare NSCN (K) as a terrorist group? Isn’t NSCN (K) also fighting for Naga people? Ravi: NSCN (K) after unilateral abrogation of the cease-fire committed a number of provocative acts by attacking the Indian security forces. When the attacks continued despite appeals of the board spectrum of Naga civil societies for peace,
government of India had to take a call. NP: Will the final agreement deliver peace if a major group like NSCN (K) is not a party to it? Ravi: We would be happy if all the Naga groups adopt a constructive approach to the solution of Naga issue and be a part of the peace process. NP: How were your meetings with the Naga civil society organisations? Ravi: About 30 civil society organisations met me. I am very happy with their interest. They have given some very useful suggestions. NP: Is this your last visit to Nagaland before the final agreement? Ravi: In a negotiation, the final agreement is only after all the relevant issues are finalised between the parties. Although I would love to have an agreement at the earliest, I cannot rule out further need based visits.

DAN supporting Kovind insult to voters: NPCC DIMAPUR, JUL 8 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Saturday said that NPF-led DAN government’s decision to extend support to BJP presidential candidate, Ram Nath Kovind, was an insult to Nagaland voters. DAN on Friday extended unanimous support to NDA presidential nominee for the upcoming Presidential election to be held on July 17. In a press release, NPCC president, K Therie, said that people voted regional party to power and not BJP-RSS, saying NPFled DAN has finished its regional identity. “They have completely surrendered to BJP and RSS,” said Therie.
