NEW DELHI, MAY 31 (PTI): At least 16 defence personnel, including two Army officers, were Tuesday killed in a massive fire that broke out at one of Asia’s biggest ammunition depot in Maharashtra’s Pulgaon that houses the largest stockpile of weapons in the country. The fire which started at 1 a.m. at one of the sheds that housed “highly sensitive ammunition” in the high security central ammunition depot (CAD), spread over 7,000 acres, has been completely doused and the situation brought under control after an overnight operation. “However, in efforts to douse the fire, two officers and

Nagaland may get extra PDS grain N E W D E L H I , M AY 3 1 (AGENCIES): Cabinet Committee on Economic Affairs (CCEA) is likely to approve on Wednesday a proposal to allocate an extra monthly 62,300 tonnes of grains for supply through ration shops in Nagaland, Tamil Nadu and Kerala that have not yet implemented the food law. Barring these three, rest 33 states and Union Territories have rolled out the National Food Security Act (NFSA), under which 5 kg of wheat and rice are supplied to each beneficiary at highly subsidised rates of Rs 2-3 per kg. “The CCEA meeting is scheduled for tomorrow. The Food Ministry’s proposal on additional monthly allocation of foodgrains to BPL and APL families to three states is on the agenda list,” a source said. In the Cabinet, the ministry has sought approval for additional monthly allocation of 62,307 tonnes of foodgrains to families of BPL and APL to non-NFSA states -- Tamil Nadu, Kerala and Nagaland -- for six months till June or till implementation of the food law by respective states, the source said. Out of the total quantity, the ministry has proposed allocation of 41,800 tonnes of foodgrains to BPL families at BPL rates and the rest 20,507 tonnes of foodgrains to APL families at two-thirds of the minimum support price (MSP) of wheat and rice or MSP derived price. Wheat and rice are priced at Rs 4.15 per kg and Rs 5.65 for BPL families while MSP is fixed at Rs 15.25 for wheat and Rs 14.5 for rice.

Loud explosions were heard one after the other as the raging fire lit up the night sky. The cause of the fire is yet to be ascertained and the Army has instituted an inquiry into the incident, Singh said. “Actions to assess the damage are in progress,” the DGMO said. The Army had earlier put the casualty at 17

Assam border to be sealed by year end: Ram Madhav NEW DELHI, MAY 31 (AGENCIES): The IndiaBangladesh border along Assam would be sealed by the end of this year putting an end to the menace of infiltration, BJP general secretary and Assam in-charge Ram Madhav told Mail Today. The border would be jointly patrolled by the Bangladesh Rifles (BDR) and the Border Security Force (BSF) of India. Chief minister Sarbananda Sonowal had made similar announcement asserting that infiltration will be completely plugged in two years. The move will fulfill BJP’s major poll promise. The party had contested elections primarily on issues of infiltration and illegal Bangladeshi migrants damaging the cultural identity and demography of the state. Ramifications: “The victory in Assam has ramifications which are ideological, local and national as well as international. We promised two things in the elections: development and the security of the identity, honour and culture of Assam which has been facing the perennial problem of infiltration. A lot of the border had been sealed post Indo-Bangladesh Land Boundary Agreement and the remaining will be sealed by 2016,” said Madhav. He also said action would soon begin against illegal migrants living in the state.

Zeliang inaugurates short stay home for people living with HIV

KOHIMA, MAY 31 (NPN): Nagaland chief minister, T.R. Zeliang on Tuesday inaugurated the ‘short stay home for people living with HIV’ at the Naga Mothers Association’s (NMA) Cradle Ridge, funded by Housing and Urban Development Corporation (HUDCO) under Corporate Social Responsibility (CSR) programme. Speaking as chief guest, Zeliang said many companies have come to the state and had earned through business, however state had not benefited through their CSR. He however, thanked HUDCO for coming up with the noble project under CSR and hoped that other corporates would also come up with similar socially beneficial projects so that downtrodden,

and people from lower economic brackets of the society would be benefitted. Lauding NMA for showing that women are second to none, Zeliang pointed out that the completion of the short stay home even with meagre amount (Rs 75 lakh) would not have been possible if it was executed through department or contractor. He also complimented NMA for their hard work and endeavour in the area of social service. Zeliang fur ther expressed the hope that the home would offer free accommodation to all person and children afflicted with HIV, catering to the needs of those coming from outside Kohima for treatment, beneficial particularly to those coming from poorer section of the society. He also called for collective effort in removing stigma associated with HIV and AIDS. D e l ive r i n g a s h o r t speech, regional chief Housing and Urban Development Corporation, L. M. Yanthan informed that during the last three financial years under CSR, HUDCO had sanctioned four schemes at cost of Rs. 147.55 lakh out of which Rs. 121.30 lakh have been released in the state. agement project for providing cesspool each to Kohima and Dimapur through their Municipal councils, while in 2014-15, NMA short stay home for HIV and AIDS patients was sanctioned and in 2015-16 public toilet was sanctioned for Mokokchung town presently under implementation stage through municipal council and expected to be completed in the next three months. Yanthan also urged the state government to fully utilize HUDCO in its endeavor to provide affordable homes to its citizens. He suggested state government to urgently constitute Nagaland State Housing Board to accelerate HUDCO’s effort. Short speeches were also pronounced by former Prinicpal Dircetor H&FW, Dr. Neiphi Kire and president NNP+, Lanu. The gathering was enthralled through special song by children of Cradle Ridge. Centre sanctions `12 cr for NPPCL revival works DIMAPUR, MAY 31 (NPN): Centre has assured to sanction Rs 30 crores to the Hindustan Paper Corporation, out of which an amount of Rs. 12 crores would be made available to the Nagaland Pulp & Paper Company Limited (NPPC Ltd), a statement from the chief minister’s office (CMO) stated. The amount (Rs. 12 crores) would clear the outstanding dues, so that the machineries sent for repairs can be delivered at the earliest, CMO added. On Tuesday, Nagaland chief minister T.R. Zeliang convened a meeting at his residential office to discuss issues confronting the revival package of NPPCL, wherein parliamentary secretary Industries & Commerce, Amenba Yaden; chief secretary, Industries department officials, joint secretary ministry of Heavy Industries, Rajesh Kumar Singh; Hindustan Paper Corporation CMD, Shashi Kanth Jain and others were present. Zeliang pointed out that out of the Rs. 100 crores released by the Ministry of Heavy Industries in 2013, Rs. 60 crores was diverted by HPC Ltd. To this, he urged the ministry “to get to the bottom of the matter and ensure that mistakes and errors, if any, should be rectified at the earliest”. Govt to set up TCCs in all districts: Longon NMA rejects 25% reservation for civic bodies Correspondent

KOHIMA, MAY 31 (NPN): As a part of its anti-tobacco campaign, the state government has planned to set up Tobacco Cessation Centre (TCC) in all the districts of the state, informed minster of Health and Family Welfare (H&FW), P. Longon Tuesday. TCCs would be set in the respective district hospitals where counselling services and Nicotine replacement therapy would be made available for tobacco users to quit, the minister said. He said this at the function here to mark, “World No Tobacco Day” held on the theme, “Plain Packaging”. The event was organized by National Tobacco Control Programme (NTCP) under the Department of H&FW at capital convention center. Longon also assured that his department would continue to invest resources and exercise influence to protect non-smokers and children from tobacco hazards and also help tobacco users to quit the habits through various initiatives.

Under this, the minister said all the eleven districts would be covered by NTCP activities during 2016-17. Department had also conducted intensive awareness programmes in Kohima and Dimapur, Longon said and added that activities on anti-tobacco campaign would also be launched in Wokha and Peren shortly. The minister also pointed out that Nagaland is the second highest tobacco users in the country where tobacco initiation begins at the age of eight years. He said 28 percent of school children in the age group of 8-12 years used tobacco and at present 41% of this age group buys tobacco products for their parents and relative which needed to be controlled. Pointing out that oral cancer, head and neck cancer, oesophagus cancer and stomach cancer are on the rise in the state, Longon asked the department to come out with new approach to tackle and bring down this life threatening issue, as all these cancers were also related to tobacco. On the occasion, Longon also

congratulated the schools, colleges and Gariphema village in attaining Tobacco free status. He further called for collective effort of all the stakeholders to make tobacco free Nagaland. Speaking as the guest of honour, minister of school education, Yitachu stressed on the need to go beyond eradication of tobacco (smoke) free, but also eradicate smokeless tobacco which is more dangerous with higher number of usage. He also encouraged the children to influence the elders, as they have the power to do wonders not only for them but for the coming future. The chief guest and guest of honor also gave away certificates to 20 tobacco free schools, two colleges and one village in Kohima. SNO NTCP, Dr. Hotokhu Chishi read out the guidelines and action plan for “Smoke Free, Kohima City”. “Voice of children” was delivered by Kessica of Dainty Buds School Kohima, while “voice of tobacco victim” by David. KOHIMA, MAY 31 (NPN): Even as chief minister, T.R. Zeliang has reiterated on 25% reservation for women in urban local bodies (ULBs), the Joint Action Committee on Women Reservation (JACWR) has rejected the offer by sticking on its demand on 33% reservation. Zeliang who was speaking at the inaugural programme of the short stay home for people living with HIV, said that state government through deputy commissioners would nominate 25% in consultation with NMA and women associations in ULBs. Zelaing also told Nagaland Post that since the matter was pending in the Supreme Court (SC), the State Government was unable to avail around Rs 40 crore sanctioned by the Centre for ULBs. Meanwhile, NMA president, Abeiü Meru said that it would remain strong to their demand on 33 % reservation. JACWR also demanded implementation of SC ruling of April 5, 2016, to hold municipal elections and implement 33%

women reservation. Meru said that JACWR was waiting action from the state government and expressed hope that the SC ruling would be implemented. In this regard, NMA president said that the committee had also written to the secretary Municipal Affairs last month. When asked on Naga Hoho’s (NH) resolution that introduction of 33% reservation for women in the municipal bodies was premature, Meru said that the case was not between NMA and NH but between NMA and state government. She clarified that it was not premature as other states have already implemented 33% reservation, and opined that Naga women were matured enough and that men folk should not undermine women. JACWR is also scheduled to hold a meeting on the issue.

MAD clarifies, says NLA resolution still holds ground

Municipal Affairs Department (MAD) has issued a clarification with regard to the Supreme Court’s order dated 05.04.2016 Special Leave Peti-

tion (Civil) No. 26794/2012 and Writ Petition (Civil) No. 242/2014 on 33% women reservation and also challenging the Assembly Resolution dated 22.09.2012 exempting the operation of Article 243-T [onethird reservation of seats for women in the ULBs] of Part IX-A of the Constitution of India to the State of Nagaland. In a press note, Municipal Affairs joint director & HOD, A. Zanbemo Ngullie said after making its observation, it was learnt that the Supreme Court had converted the Special Leave Petition into a Civil Appeal [Civil Appeal No. 3607/2016]. “The said order only entails that the matter shall now be argued on its own turn as a regular matter, which may take some time before it is finally decided,” he said. He pointed out that the directions issued by the single judge on 21.10.2011 were not sustained by the division bench and were replaced by the operative directions issued by the division bench on 31.07.2012. He said the single judge’s directives were “subsumed and

merged with the impugned judgment” passed by the division bench. In this regard, he said that the stay on the implementation of the impugned judgment by the Supreme Court “does not operate to revive the single judge’s decision and directions”. He also pointed out that since there was “no stay of the Legislative Assembly’s Resolution (22.09.2012)”, though the same was challenged in writ petition, it has implied that the Assembly Resolution continues to hold the field. It has been observed that the Supreme Court “has neither adjudicated upon the merits of the case nor has it issued any directions to the state of Nagaland”. Therefore, he said the state government was under no obligation to hold elections to ULBs and any communication/information to the contrary was misleading, until the final outcome of the civil appeal. He however, said that the state government may decide to hold the Municipal/ Town Councils election “as and when deem fit”.

Yitachu had appealed to various organizations and associations to exhaust all possibilities to reach an understanding with the department before resorting to agitation on May 28. NSSFOF and ANSTA: Announcing the stir, NSSFOF secretary, Kevitsiano Luho, convener, Visasielie Suhu and ANTSA general secretary, Visato Koso said that the total cease work would commence from June 1, as second phase of agitation against the failure of the government to address the issue of total bifurcation of elementary/secondary from Higher Secondary sections. They have asked all their members to “strictly” comply with the directive for effective implementation of the agitation. DIMAPUR: Various departments, schools and organizations in Nagaland observed the “world no tobacco day” in respective districts on Tuesday under the theme, “get ready for plain packaging”. N TC P D imapur : District observed the day at Christian Higher Secondary School, Dimapur by organising a prepared speech competition on “Smoke Free Dimapur” and recognising tobacco free schools under Dimapur district. Chief medical officer Dimapur, Dr. K. Vikato Kinimi as chief guest reiterated the dangers of tobacco use and especially warned the students that in addition to causing cancer and many other health hazards, consumption of tobacco products can lead to nicotine addiction if tobacco consumption begins at an early age. He emphasised on the cosmetic point of view too to make tobacco free teeth and tobacco free stomach, smoking free lungs which would give better health and good looks. He further offered awareness programmes on any health related topics if students need it in future. DIMAPUR: Union Territory1(UT-1) under NNC Parent Body has condemned Kiumukam Yimchungrii stating that he was creating division and confusion at UT-1 Area with few members after being expelled from NNC Parent Body. In a press note, chairman, UT-1NNC Parent Body, H. Sumi, stated that Kiumukum was a “morally degraded” person and “not fit to be a leader” and that his position, past and present, in Naga affairs was known to all.

“He is a morally a corrupted person who was expelled from his own Yimchungrii region by his people and these are all known facts throughout Nagaland and even outside”, H. Sumi stated. In this regard, H. Sumi maintained such person should not be supported by anybody but condemned. “Instead of doing something good for the people, he is real trouble maker spreading confusion, disunity, hatred in the Naga society,” he added.

DIMAPUR: The Old Monger Union Kiphire Town (OMUKT) on May 28 visited the ongoing new road connection from Seyochung Village to Old Monger Village via New Monger. In a press release issued by president OMUKT, A.Lipise Sangtam and vice president OMUKT, Y.Chorise Sangtam stated that the union has visited the spot and has observed the major lifeline road connection for three vil-

lages. The release stated that the people of the area have been endowed with a sign of relief and happiness with the new road connection which it stated was a long cherished dream of the villagers. The OMUKT mentioned that the ongoing road connection was personally initiated by minister of Power, C.Kipili Sangtam, to which the union acknowledge its deep appreciation to him for extending all the

monetary support. While thanking the minister for the new road, the union has also sought to extend additional monetary support to facilitate smooth and early completion of works. Moreover, the OMUKT also acknowledged its neighbouring villages for extending incessant cooperation by GBs, council chairmen and village elders by keeping close coordination, physically and morally at the ongoing work.

DIMAPUR: DC Phek, Muruho Chotso has informed the citizen of Phek that, it has been brought to the notice of Phek district administration that the unscrupulous citizens in some villages under Phek district have been continuously indulging in hunting till today despite the standing ban order. According to DIPR report the DC informed that ban was imposed pertaining to the ecological balance in general and wildlife in particular as it would cause extinction of many species of wild animals in the district. DC stated that killings of wild animals and birds were in violation to the standing ban order as well as environmental laws which is a very serious offence. DC Phek has strictly restrained the people of Phek district herewith from the holding of all kinds of fire arms and air gun of nonfire arms by any person or group of persons for the purpose of hunting in the district with immediate effect.In this regard, DC Phek, Muruho Chotso has issued that if anybody or group of persons were found violating the order, they would be liable to be punished under the provision laid down under the environmental laws and wildlife protection laws.

DIMAPUR: Highway Area Sumi Public Organisation (HASPO) has vehemently condemned the attempt made on the life of GB of Thilixu village, Tokishe Achumi on May 28. A press note by HASPO president, Kaiho Zhimomi and general secretary, David Zhimo stated that barging into the residence of the GB at night or for that matter into any other citizen’s residence with weapons was a serious offence that can never be justified whatsoever. It stated that HASPO stands in solidarity with Tokishe Achumi who is also its treasurer, while thanking almighty God for his providential escape. HASPO stated that in a democratic society, any misunderstandings or issues should be sorted out through talks or understanding but resorting to intimidations and violence would only aggravate the problem at hand. IMC polls: KCP calls for 12-hr bandh Correspondent

IMPHAL, May 31: Campaigning came to an end on Tuesday for voting to the Imphal Municipal Corporation (IMC) slated for June 2, even as Kangleipak Communist Party (KCP)-Poirei Meitei group has called a 12-hour general strike on poll day. A total of 86 candidates are in the fray for 27 seats of councillors in which 128 candidates are fighting for the 54member of ward development committee. The Imphal Municipal Corporation covers seven Assembly constituencies spreading over the twin Imphal dis-

trict. Altogether 1,75,864 voters will exercise their franchise to the local body elections. The campaigning ended at 4 pm Tuesday. The polling will be conducted on June 2 with the poll timing from 8 am to 4 pm. Though other parties like the CPI, LJS and JD(U) are fielding their candidates, the fight will be confined between the ruling Congress and BJP. The CPI is contesting in 15 seats, LJP (Lok Janasakti Party) in three and JD(U) in one. 25 indpendent candidates are also in the fray. Both the ruling Congress and the opposition BJP are fielding 26 candidates each for the ward councillors seats.

On the other hand, a militant faction, Kangleipak Communist Party (KCP)-Poirei Meitei group has called a 12hour general strike on poll day. In a statement dispatched to the local media, the faction alleged that government as well as political parties sidelined the ongoing people’s movement for implementation of Inner Line Permit System in the state.

DIMAPUR: NSCN- Reformation has condemned the “cold blooded” murder of one of its member, late Hokuto Ayemi, “razou peyu” on May 26 at Mariani green land hotel. NSCN (R) in a press release through its MIP secretary said that the victim recently joined the group from GRPN/NSCN. MIP alleged that victim was reportedly “taken away by the killers, who claimed themselves to be NSCN (I-M) command”. His body was found next morning “with multiple bruises on the body suspected to be caused by sticks, buds and fists”, NSCN (R) alleged. In this regard, NSCN (R) has appealed both the NSCN (I-M) and GRPN/NSCN to inquire from their end. NSCN (R) has requested the NSCN (I-M) to inquire the incident from their workers and

public as to “how far the claim of killers is true to be NSCN (IM) command”. It also appealed the GPRN/NSCN to closely examine the incident as “there is every chance of misusing the situation by some of their workers as the victim was once member of GPRN/NSCN”. NSCN (R) said that whichever faction the killers might be, no one can justify such action and that it strongly believe that, “no Naga Political Groups might sanction such cruel some action on any Naga under any circumstances for any reason”. However, NSCN (R) reminded both the NSCNs that they should not misunderstood the appeal, rather, it expects co-operation to punish “anti-Naga criminal people”. t was an unexpected surprise when Prime Minister Narendra Modi made the announcement to extend the retirement age of central government doctors from 60 to 65 years so as to meet the growing demands in the country. Modi made the announcement at a rally in Saharanpur UP, as a precursor go the formal election campaign in UP which goes to the polls in 2017. The World Health Organisation says there is only one doctor per 1,700 citizens in India against the WHO stipulated 1:1,000 ratio. Modi had responded to the shortage faced by health institutions where just seven doctors are available for every 10,000 people and only 8,350 critical specialists against required 50,000. As of March 31, 2015, more than 8 per cent of 25,300 primary health centres in the country are without a doctor, 38 per cent without a laboratory technician, and 22 per cent had no pharmacist. Nearly 50 per cent of posts for female health assistants and 61 per cent for male health assistants remain vacant. In community health centres, the vacancy figure is grimmer— surgeons (83 per cent), obstetricians and gynaecologists is estimated at 6 per cent, physicians (83 per cent), and paediatricians (82 per cent). Even in health facilities where doctors, specialists, and paramedic staff have been posted, their availability remains in question because of high rates of absenteeism. The Union Ministry for Health & family Welfare admits that there are about 6-6.5 lakh doctors available in India and will need about four lakh more by 2020 — 50,000 for PHCs; 0.8 lakh for community health centres (CHC); 1.1 lakh for 5,642 sub-centres and another 0.5 lakh for medical college hospitals. This acute shortage of public sector doctors is leading to ever-increasing personal expenditures on health, and impoverishing 3.3 per cent of India’s population every year. Decision to increase the retirement age is also likely to meet the faculty need of the AIIMS like institutes which are coming in a big way across the country to reach out to the poor patients. There is also suggestion for increasing medical colleges and improving medical education to ensure quality doctors. Presently, there are more than 410 Government and private medical schools having an annual intake of 50,000 students for MBBS courses. But it is alleged that quality of medical education is not improving to the extent desired. While some believe the extension of retirement age will help patients the rural areas where young doctors are not showing interest; others feel the decision would only be a band-aid solution as the rest of the infrastructure related issues and workforce such as paramedic staff is not addressed. The apprehension expressed by some younger doctors that their promotion opportunities will be affected, if the retirement age of the government doctors is hiked, cannot be brushed aside. The government should also ensure the younger doctors are not compelled to migrate to private sector if they do not see promotion opportunity. That being so, the collateral affect of Modi’s response to the humanitarian problem could open the floodgate to similar demands among the civil services. Lengthening the retirement age of doctors or scientists etc involved with health care or research will not be a loss, unlike having many big babus hanging on to service and certainly not in public interest. Hopefully the Modi government makes a clear distinction, lest it attracts ire from millions of unemployed.

any toppers and sincere students including the Bible college students went to different parts of India for further studies but they fail to pursue on with their studies and returned home with great discouragement. Hence, there is a great need for the parents to diagnose the reality behind this tragedy. Let us find out the root cause and heal the sickness before it is too late. 1. 4-18 years of age: Parents send their children to School at the age of 4 (which seem to be early) nevertheless with their own choice they keep their children right away in the hostel for schooling which they regard it as a better place. But there are three disadvantages: Firstly, they miss the attachment with their parents. Secondly, they are confused with their faith in Christ. Thirdly, they build closer relationship and attachment with people of bad influence. It is advisable that children should be with their parents till eighteen years of age. Nothing is better than a child being raised by the mother. Mothers are the best teacher for children and separation from mothers at a young age can give many disadvantages. Fathers should seek God’s wisdom and take up the responsibility in training up his child himself at home rather than Hostel. 2. 19-22 years of age: 19-22 years of age is a

It is being put on the public domain once more to refresh our minds and to reclaim our own in the truest spirit of the Nagas that we once were and to reshape our destiny in the same spirit of forthrightness sans fear.......................... When we have travelled the long road of life, it makes sense to take a pause for a while... and look back at all the bridges that we have crossed along the way. It is then that we realise the lost opportunities: of little things we ought to have done...but didn’t; of the little things we ought not to have done...but did; where a simple deed, a kind word of encouragement that costs us nothing, could have made all the difference to someone else’s life. That little time spent on honest reflection which leads us all to the dawn of new experience and knowledge. The Good Lord gave us all the same opportunity, all at different times, for each generation to see and do or be fated never to realise that an opportunity afforded to us, just passed us by... unseen. This sensitivity of perception makes the distinction of who we really are...the good, the bad and the ugly. While trying to understand the sequence of events in the Naga political history, something struck me as an oddity. What appeared to me so totally out of tune with the Naga character, no matter which Tribe we may belong, was the failure of a generation before us and the continued lapse of our own, to honour, respect and fondly remember the simple deeds of a gone by generation whose historic landmark contribution made all the difference to our present. We have had our share of worthy personalities whose contributions have gone by unnoticed without even a word of ‘thank you’. We have let them fade away silently into the sunset, incognito, without being given an honourable space under the sun in their own lifetime. You are probably wondering what I am getting at....so let us dig into the fact of history together. Thereafter, exercise your minds accordingly with your stamp of approval or rejection. There will be a thousand and one such deserving personalities who have quietly passed on unrecognized, I would presume. For those who know other such stories...it is still not too late to let the world know about them by unselfishly sharing it with others, as a gratitude in return for their selfless act(s), remembering too that each of them must have left behind

At such juncture, it is therefore advisable that they should be under the care and control of their parents with the exception of Theological College Hostel and Hostels that focuses on the spiritual life where the children would be nurtured spiritually, sometimes even better than their mothers at home. Truly speaking till 22 years of age they should not go out independently because they are still immature to have self discipline and self control. Remember at this age they are on the cross road, so if the parent are not wise enough to take care of them they are prone to go to a wrong direction of no return. After the child is spoiled the parents will tear their hearts but it would be too late and the child will ended up with chaos. Therefore, parents should not yield to their child insistence by taking the hasty decision and send them out far away from them. 3. 23-35 years of age: After Graduate to till their Ph.D, i.e., 23-35 years of age, parents can release them from the bondage of control. Now they are mature, now they will discipline themselves and be so wise to mingle with the world. This is a challenging period where they will either die with the world or survive and become leaders of the world; now it will depend on the individual.

Parents now should not have to panic or worry because they have given their best in their children’s early years therefore now relax knowing that in this period they will take care of themselves and unnecessary tension should be avoided. Because you have brought him/her up so well, this is the stage that you believe in them and uphold your children in your prayers. Now let us reason together, why Nagaland students who achieved top rankings failed to succeed or continue their studies and rather returned home? Why those who seemed to be sincere and outstanding characters returned home and shattered their parents? It is not only committed by the secular students but the theological students as well. Unexpectedly some Theological students are found as black sheep, but as a Principal of the Bible College, I discovered that many if not almost all are found as excellent people. Some unfortunate black sheep students are those who were not trained in the way of the Lord. Hence, outwardly they seem to be succeeding and flourishing but inwardly they struggle with the world, they do not walk with the Lord but living in secret sins, their private lives filled with drugs, alcohol and sexual immorality. Academically, they topped but actually they ventured out empty (without Christ) to various parts of India and the world and returned with

full of wickedness, failure and frustration. “What can men do without Christ? He’d only fall and fall and fall again.” Dear Parents of today take the right step and mould up your children in the way of the Lord from their very early age. If you could train up your child in such a way then they will never depart from the living God. Nevertheless until they are 22 years of age let them be with you, keep your eyes on them and use the remote to control them. This age is just as if standing on a cross road so do not throw them far away from you like a stone. If you do not take a wise decision then you will soon be surprised to know that your child is alcoholic, drug user and it will trembled you that your child is living in immorality like a prostitute. Definitely they will return home with frustration but you will get blame because you have failed to play a father’s role / a mother’s role. If you do not seek God’s wisdom to train up or take care of your children, then your children will become the victims who will live in desperate condition throughout his / her life. Concerning your children 23 years of age and above, leave them alone support them with your prayers. Now they are mature, let the almighty God take care of them. Rev. Waste Disposal Guidelines in Unorganized slaughter houses/ butcheries in Nagaland

ackground Nagaland is basically a tribal state and poultry, piggery, cattle, etc are reared by the people for the domestic consumption. With the changing times, people have started to practice the sale of meat as a business enterprise in a small scale. There is one slaughter house in Dimapur equipped with modern facilities for butchering and disposal of waste scientifically including a sewage treatment plant. Besides this, butchering activities are unorganized and in a very small scale. Present Scenario The butcher purchases animals which are brought and butchered from his own land/compound where dressing is done and the clean animal body is transported to the market for sale. In Nagaland, hardly anything is wasted, except the dung, horn, teeth, hoofs and blood (in case of halal system). Therefore, the waste from slaughtering animals is comparatively less. However, proper care should be taken to maintain a clean environment. Suggestions for10 0unorganized slaughtering of animals. The waste produced from slaughtering animals can be turned into manure by composting and can be sold/used for agriculture and horticulture purpose. For this technique, a pit can be dugged near the slaughtering and the dung from the cleaning of the innards and blood can be deposited in the pit and then covered with a layer of earth. This process can be continued till the pit is fully filled. Then a next composting pit can be dug and continued similarly. After some days composting is complete which can be dugged out and used as organic manure. This method if properly executed, will keep the environment around the slaughtering place clean, reduce flies, control odour and give additional income for the sale of manures. Where honour is due (part II) their son(s) and daughter(s) still living with us today. At least they deserve to know that we care. The Naga Memorandum to Simon Commission stands out positively as the very first ‘Magna Carta’ document of the Nagas that significantly laid a historical landmark way back on 10th January 1929. This is a very special document in a good number of ways. It defines the Naga identity at its honest best. It had caused a chain historical reaction. I am sure many a Naga soul would have heard of this memorandum by now. Many more would have read it over and over again. Nevertheless, humour me as I take this privilege to present this Memorandum verbatim to register its significance: To, The British Statutory Commission; Camp-India. Sub: Memorandum of the Naga Hills Sir, We the undersigned Nagas of the Naga Club at Kohima, who are the only persons at present who can voice for our people have heard with great regret that our Naga Hills is included within the Reformed Scheme of India without our knowledge, but as administration of our Hill is continued to be in the hands of the British officers and we did not consider it necessary to raise any protest in the past. Now we learnt that you have come to India as representative of the British Government to enquire into the working of the system of Government and growth of education and we beg to submit below our views with the prayer that our Hill may be withdrawn from the Reformed Scheme and placed outside the Reforms but directly under the British Government. We never asked for any reforms and we do not wish for any reforms. Before the British Government conquered our country in 1879-80, we were living in a state of intermittent warfare with the Assamese of Assam Valley to the North and West of our country and Manipuris to the South. They never conquered us, nor were we ever subjected to their rule. On the other hand, we were always a terror to these people. Our country within the administered area consists of more than eight regions quite different from one another, with quite different language which cannot be understood by each other and more regions outside the administered area which are not known at present. We have no unity among us and it is only the British Government that is holding us together now. Our education is poor. The occupation of our country by the British Government being so recent as 1880, we have had no chance or opportunity

to improve in education and though we can boast of two or three graduates of an Indian University in our country, we have not got one yet who is able to represent us in any council of a province. Moreover our population numbering 10200, is very small in comparison with the population of the plains districts in the Province, and any representation that may be allotted to us in the council will be negligible and will have no weight whatever. Our language is quite different from those of the plains and we have no social affinities with the Hindus or Mussalmans. We are looked down upon by the one for “Beef ” and the other for our “pork” and by both for our want in education, is not due to any fault of ours. Our country is poor and it does not pay for its administration. Therefore, if it is continued to be under the Reformed Scheme, we are afraid that new and heavy taxes will have to be imposed on us, and when we cannot pay, then all lands will have to be sold and in the long run we shall have no share in the land of our birth and life will not be worth living then. Though our land at present is within the British territory, Government have always recognised our private rights in it, but if we are forced to enter the council the majority of whose number is sure to belong to the other districts, we also have much fear the introduction of foreign laws and customs to supersede our own customary laws which we now enjoy. For the above reasons, we pray that the British Government will continue to safeguard our right against all encroachment from other people who are more advanced than us by withdrawing our country that we should not be thrust to the mercy of other people who could never be subjected, but to leave us alone to determine ourselves as in ancient times. Levi Kacha Naga, (Clerk); Take a careful look at the designations of all the Tribal representatives, [purposely bracketed], who were fated to endorse this historic memorandum. In today’s parlance, they were all academic nonentities. Many of them would not even have had formal education worth the mention. Their peers must have met them in the streets, but were perhaps ignored without a second glance. Yet consider the results of what they did! No classroom groomed graduates/post graduates of today will ever be comparable to their matchless thoughts crafted through life’s experience. Their expression of ground reality made all the difference to make the British also seriously think twice, which culminated in the British India Act 1935, excluding the Naga inhabited areas as “Naga Hills Excluded Area”. Think carefully about this! This was an Act...a LAW, and will remain as a legally cognizable and actionable historical evidence even in today’ National or International Courts. Robert Reid was thereafter also commissioned by the British Government through the endorsement of their Queen of England, to Map the Excluded Areas of the Nagas country incorporating the Eastern inhabited territory classified as UN-ADMINISTERED FREE NAGA AREA even during the British Raj that also included the Chin Hills to be known as “Queen’s Land Colony”. The Mapping output of Robert Reid was considered as a Plan also known as the “Couplan Plan”, which was a direct follow-up result of the British India Act of 1935. On August 19, 1946, Pandit Jawaharlal Nehru was known to have defined the status of the Nagas in connection to the proposed British Colony of Couplan Plan in these words: “The tribal Areas are defined as being that long frontier of India which are neither part of India nor Burma, nor of Indian States nor of any foreign power”. Through this British India Act 1935 (enacted because of the Naga Memorandum to the Simon Commission), the ‘Chin Hills Regulation and Bengal Frontier Regulation Act 1873’ was made applicable to the “Naga Hills Excluded Area” as well wherein foreigners including Indian nationals were restricted to enter into the Naga country without a valid Inner-Line permit (ILP)...A PASSPORT EQUAVALENT. It is only when you enter a foreign country that a passport become mandatory...well, the same principle applies to Indian Nationals entering Nagaland even to this day. These

are some of the facts that distinguish “Naga History to be unique”! We Nagas do not even recognise the significance or the importance of ILP and the bureaucrats only see it as an opportunity to make a cheap pocket money. We have perhaps become a people without a vision or purpose. Nevertheless, the moot point is that this is a historical as much as it is present living evidence that defines the unique identity of our status. All this was made possible by those rustic Naga elders who signed that monumental memorandum in 1929. Mr. A.Z.Phizo was a shrewd thinker. He understood his people well. He too emphasized and focused on the foreign tax issue enshrined in the Simon Commission like no other NNC Presidents before him and made history with the Plebiscite of 1951. Have the Nagas, especially the NPGs, ever consider officially acknowledging or thanking the signatories of this famous memorandum? After all...it laid the foundry of the Naga National Movement. Who knows....perhaps they are waving the Naga National Flag from wherever they are, to attract our attention that we have a legal justification to our claims. The Nagas and more so the NPGs, owe them all, a huge gratitude, albeit no act can fully compensate their

mammoth contribution now. It saddens one’s heart that their generation let them all carry on without even an official ‘thank you’ in their lifetime. If we are unable to respect and honour our own can we expect others to respect the Nagas? I dedicate this little article to them in fond remembrance and with a hope that some responsible, capable, conscience bearing NGOs/ NPGs out there are listening and get spurned into action to right what has been ignored for so long. It is never too late. We still have the opportunity and the privilege to remember and honour them befittingly where honour is due. It also a reminder to who we really are and act wisely without fear in our hearts and say what we need to say: that the “Framework Agreement” signed by NSCN (IM) with the GoI is fine to the extent that some kind of an agreement has been reached but beyond that point the Nagas of Nagaland cannot possibly endorse this “Framework Agreement” before knowing its contents which could very well be detrimental to our nurtured fundamental dreams of freedom that our forefathers freely laid down their lives for. Different good writers and educationists have written and share their vast knowledge and different well-experiences on about the two hierarchical educational institutions in our daily paper. As a matter of fact, secondary education and higher secondary education are complimentary to each other and interdependent institution cater the needs of our people. From the very inception of our own parliamentary govt. formation just after obtaining our statehood the institution of elementary and secondary has setup to run normal classes up to class 10. The head who look after this institution powers and functions is clearly defined by the concerned school education department. The age of elementary and secondary institution is about 53 years old. On the other hand, the institution of higher secondary even if foremost requirement is a new born up institution. It came into existence some few years back only. The staffing pattern suggested recently by the higher authority is just like about a son and his own father. A son after getting married to a beautiful girl and set up a new family of his own responsibility trying to chase out his own father from their ancestral home while his father is active and alive. This kind of practices is a curse according to our Naga customary law and religion point of view. The clearly demarcation of powers and functions of these institution will be better to serve the very purpose of our constant specific aim and objective. Joint family system has merits in one way but have more disadvantages in other way. The separate building and other infrastructure facilities will be more better and more convenient for these two family set up. As education is a state subject higher authority of the concerned department look into the matter at the earliest and take action conveniently for the larger interest of all would be highly appreciate and welcome by all. State Bank of India (SBI) Mao Gate branch was inaugurated on Tuesday by chief general manager (CGM) SBI North East circle Guwahati, PVSLN Murty on Tuesday in the presence of general manager NW-11 SBI NE circle Guwahati, Panna Lal Das and local MLA L. Dikho. With this new branch at Mao gate, Manipur now has 34 branches across the state. Murty, in his address, said that the facility would help in developing the area and therefore urged them to use it properly. (PTI): Terming the banks nonperforming assets (NPAs), or bad loans, issue a serious concern to the economy, Union minister of state for finance Jayant Sinha has said the government was working to sort it out and reduce NPAs. “For this, the government has brought the Bankruptcy Bill and given more freedom and transparency to the banking sector,” the minister said. “Most of the banks incurred heavy NPAs between 2008 and 2012, during the UPA government. The present government decided to make it public, so that people should know what is the present situation,” he said. Sinha said his government is serious about taking action against wilful defaulters. “With the new Bankruptcy Law, the defaulters cannot escape. With this the recovery from defaulters can

N E W D E L H I , M AY 3 1 (AGENCIES): Payment in cash for buying goods and services worth more than Rs 2 lakh with the exception of jewellery will attract 1% tax collected at source (TCS) from June 1. The existing TCS of 1% on cash purchase of over Rs 5 lakh of jewellery and over Rs 2 lakh of bullion will continue, tax officials said. The Income Tax Department has been levying 1% TCS on cash purchase of bullion in excess of Rs 2 lakh and jewellery in excess of Rs 5 lakh since July 1, 2012. The position is maintained and there is no change in the position, the officials said. Finance Minister Arun Jaitley in his Budget 2016-17 imposed TCS of 1% on goods and services purchased in cash in excess of Rs 2 lakh. Besides, sale of options will also attract increased Securities Transaction Tax (STT) of 0.05% from Wedensady. Currently, STT is 0.017%.

ZUNHEBOTO/KOHIMA, MAY 31 (NPN): After more than 15 years, the SBI Aghunato was formally inaugurated by AGM SBI Mokokchung Gnanaseker. G at Aghunato town, in the presence of parliamentary secretary Soil and Water Conservation, Pukhayi Sümi, Tuesday. Pukhayi in his greetings said, it was a historic moment for Aghunato town. “Our collective efforts from all corners have made this long awaited dream a reality,” he added. He lamented that one of the main reason for the closure of the SBI branch was due to the “infamous ambush and looting by some NPG/ party (s) in late 1990s, which also claimed the lives of some security men.” He said since 2009, he along with others took the effort to let SBI reopen the branch. He said “Aghunato town was the first place/centre of affairs and governance amongst Sümi land/community, but was shifted to Zunheboto for the conveniences and other technical issues”. “The bank belongs to us, therefore we should extend collective supports and cooperation from each one of us” said Pukhayi while urging thousands of employees in Aghunato to transfer their accounts to keep up the smooth functioning of the branch. He also said with the reopening of the branch, the government can propose to bring the HSLC centre at Aghunato. SBI asst. GM Gnanaseker in his brief address, lauded the individuals and all concerned groups for the support and cooperation in reopening of its branch after more than one and a half decades. He said in the present day, banks have become part of the basic necessity of human lives. For this, he sought the support and collective coordination of the public, NGOs as well the customers.

Moscow, May 31 (PTI): Russia is waiting for India to identify the location of a new nuclear power plant where six power units of 1,200 mw each will be constructed under an Indo-Russian agreement, a senior Russian official said today. “We are waiting for the Indian party to identify the location for the new NPP. Colombo, May 31 (PTI): Sri Lanka Navy has arrested seven Indian fishermen along with their trawler for allegedly poaching in Sri Lankan waters, the Navy said here today. Seven Indian fishermen were arrested yesterday by the Navy and the Sri Lankan Coast Guards northwest of Talaimannar in northern Sri Lanka. The arrested fishermen were handed over to the Mannar Fisheries Inspector for further action, the Navy said in a statement. The arrest came on the first day of fishermen resuming their work after the end of a 45-day-long annual fish breeding season ban on fishing using mechanised boats.

Mumbai, May 31 (PTI): Ending months of speculation, I-League champions Bengaluru FC announced today that it has parted ways with its successful head coach Ashley Westwood “by mutual consent”. The severing of ties between the club, winners of the I-League crowns twice in the last three years as well as the Federation Cup once (in 2014), has brought to an end “a successful three-year association”, the club said in a media statement from Bengaluru. “The Blues have also made the quarterfinals of the AFC Cup this season under Westwood and will look to go a step further when the continental competition resumes in September,” said the release, referring to the club’s 3-2 win over Kitchee of Hong Kong under the guidance of Westwood. “The Englishman was at the helm of affairs since the club’s inception in 2013 where the Blues went on to stun Indian football by winning the I-League in its debut season. 2014 too was a successful season where Bengaluru won the Federation Cup, finished second in the League and made the knock-out stages in the AFC Cup,” the club said in its statement.

The hard work put by the NCA in developing and promoting the game would see them becoming a full member of BCCI soon, said newly elected BCCI president Anurag Thakur during a felicitation programme at Niathu Resort, Dimapur on Tuesday.

The BCCI president, who was on his maiden visit to Dimapur after being elected as president on May 22, assured all possible help to NCA and north eastern states for the development and promotion of cricket in the region. He assured that BCCI would provide all support in turning cricket academy at Sovima into a NE centre of cricket excellence. Stosur moves ahead in Paris Paris, May 31 (Agencies): Sam Stosur beat Simona Halep while Tsvetana Pironkova stunned second seed Agnieszka Radwanska in their elongated French Open fourth-round matches. Australian former US Open champion Stosur, runner-up at Roland Garros in 2010, trailed 5-3 when her match with Halep was called off court due to fading light on Sunday evening. But a Monday washout seemed to help the 21st seed, who powered into the quarterfinals with a 7-6 (7-0) 6-3 triumph over the Romianian sixth seed. Play resumed for a second time just after 3pm local time in Paris on Tueaday following an earlier half-hour stint between the rain. Oklahoma city, May 31(Agencies):The Golden State Warriors beat the Oklahoma City Thunder 96-88 in Game 7 of the Western Conference finals on Monday to set up a rematch with the Cleveland Cavaliers for the NBA Championship. Stephen Curry hit five second-half 3-pointers and scored 36 points in all for Golden State, who will host the opener of the best-of-seven NBA Finals on Thursday in Oakland. The defending NBA champions, who rallied from a 3-1 series deficits, were down by 13 in the first half and eight early in the third quarter before gunning their way to a shot at becoming the NBA’s first repeat winner since Miami in 2012 and ‘13.

Serge Ibaka added 16 points for the Thunder, who were seeking to become first team in NBA history to beat two 65-win teams in the same playoffs. Oklahoma City eliminated the West’s second seed, the San Antonio Spurs, in the second round. While the Warriors were holding the Thunder to five field goals in the third quarter, Curry was heating up at the other end of the court. While welcoming the Lodha Committee recommendations, Rio, who is also the president of NCA, expressed hope that the state would not be deprived of any developments recommended by Lodha Committee. BCCI president was accompanied by Abhishek Dalmiya, son of the late Jagmohan Dalmiya (former BCCI President), and three other officials of the BCCI. NAC open supercross on June 2 & 3

Hectic preparations for NAC open supercross underway at Kohima local ground. (NP) Correspondent Kohima, May 31 (NPN): NAC open Supercross, the national level two wheeler competition organized by Nagaland Adventure club (NAC), would held at Kohima local ground on June 2 and 3. Parliamentary secretary YR&S, MTF and lotteries Khriehu Liezietsu would grace the inaugural programme on June 2 at 10:30 am as the chief guest. The organizers is expecting around 40 participants

from the state and various parts of the country like Hyderabad , Bangaluru, Meghalaya, Assam Mizoram and others, said NAC president Paul Rutsa. He said the competition would be in four categories namely expert, novice (beginners), open and local. The champion in expert category would fetch Rs. 50,000, 2ndRs. 40,000, 3rd- Rs. 30,000 and for novice category 1st- Rs. 35,000, 2nd- Rs 25,000, 3rd –Rs 15,000, in open category 1st –Rs. 15,000, 2nd – Rs. 10,000

and 3rd – Rs. 3,000 while the winners in local category would receive Rs. 3,000, Rs 2,000 and Rs. 1,000 for first, second and third respectively. First qualifying would be held on June 2 and the final round on June 3and there would be ticket system priced at the rate of Rs. 1,000 for donors, Rs. 500 and Rs. 100. The closing programme on June 3 would be graced by director youth resources and sports Asangla Imti as the guest of honour.
