ORLANDO, JUN 12 (AGENCIES): At least 50 people were killed and 53 injured inside a crowded gay nightclub in Orlando after a heavily armed gunman opened fire and seized hostages early Sunday, making it the worst mass shooting in US history. The incident prompted a police SWAT team to storm the venue, officials said. “We have cleared the building, and it is with great sadness that I share we have not 20 but 50 casualties in addition to the shooter,” Orlando Mayor Buddy Dyer told a news briefing, raising the death toll from 20 previously. “There are another 53 that are hospitalized,” he added. Consensus needed on India’s entry to NSG, says China BEIJING, JUN 12 (AGENCIES): China said on Sunday that more talks were needed to build a consensus on which countries can join the main group controlling access to sensitive nuclear technology, after a push by the United States to include India. China is seen as leading opposition to the US move to include India in the 48-nation Nuclear Suppliers Group (NSG), but other countries, including New Zealand, Turkey, South Africa and Austria, also oppose Indian membership, according to diplomats. The NSG aims to prevent the proliferation of nuclear weapons by restricting the sale of items that can be used to make those arms. A decision on Indian membership is not expected before an NSG plenary meeting in Seoul on June 20. Most of the hold-outs oppose the idea of admitting a nonNPT state such as India and argue that if it is to be admitted, it should be under criteria that apply equally to all states rather than under a “tailor-made” solution for a US ally. Meanwhile, Pakistan’s dubious track record on nonproliferation hasn’t come in the way of its ‘telephone diplomacy’ to reach out to influential members of the NSG to take the wind out of India’s campaign for membership. Pakistan has demanded that NSG follow a criteria-based approach for the induction of all non-NPT states, and not make a 2008-like exception for India.

The network reported that Mateen -- who died in a shootout with police after the hostage siege -- has no apparent criminal history and that authorities are investigating whether he had ties to Islamic extremism. Police said the shooter was dead, four hours after the incident began with a volley of gunfire in the Pulse nightclub in downtown Orlando, triggering a massive deployment of police and emergency vehicles. “We can confirm this is a mass casualty situation,” the Orlando police said on their Twitter account.

It was the second shooting incident in the city in just over 24 hours, coming shortly after singer Christina Grimmie was shot dead late Friday by a gunman who stormed a theater where she had just finished a gig. Speaking to Sky News, clubber Ricardo Negron, who was inside when the shooting began, described how the gunman raked the club with bullets. “People just dropped on the floor. I guess the shooter was shooting at the ceiling because you could see all the glass from the lamps falling,” he told the network. He described hearing “nonstop firing” which probably lasted less than a minute but felt like a lot longer. “There was a brief pause in the shooting and some of us just got up and ran out the back.” “People have definitely been injured -- or worse.” Emergency vehicles swarmed the area, with at least one crisis command vehicle at the scene. “Shooting at Pulse Nightclub on S Orange. Multiple injuries. Stay away from area,” Orlando police wrote on Twitter. “There are injuries. I am not sure if there are any deceased at this time,” a police dispatcher told AFP. “Officers are going in to search the building and to get people out.” Witness Christopher Hanson said he heard “loud banging noises, like gunshots going off.”

Pfutsero reels ‘Rajnath Singh for CM’ under darkness chorus grows in UP BJP

DIMAPUR, JUN 12 (NPN): Pfutsero subdivision under Phek has been reeling under darkness for the last couple of days due to breakdown of 2.5 MVA transformer, Kalos Society, Pfutsero informed in a press statement on Sunday. The Society said most of the villages and urban areas under the sub-divisions are without electricity and the people are suffering due to non-availability of electricity in the area. In this regard, Kalos Society demanded that the state government install a new transformer with higher capacity at the earliest taking into account the colossal growth of population and developments at Pfutsero town and its adjacent villages. Kalos Society also reminded the power department that mere installation or repairing of transformer with the same capacity would not suffice since it was below the capacity to cater the needs of Pfutsero sub-division usage of 4.2MVA. The society also said that due to low capacity transformer, the citizens for the past few years have been facing frequent power cuts and “unwelcoming” load shedding. It also urged the power department to intimidate the people on such developments so that any miscommunications between the department and public could be avoided. Further, the society has asked the department to review the non-availability of reserved transformers and make necessary arrangements so that such unprecedented incidents could be handled without any difficulties. They also suggested the department to reserve few transformers with various capacities to cater the needs in times of such eventualities. In this regard, Kalos Society urged the concern authority to retrospect and reflect the undue hardship faced by the public and bring “exceptional solution” at the earliest. They warned that prolonging the matter would invite undue consequences for which concerned authority would be solely responsible.

MEERUT, JUN 12 (AGENCIES): Amidst the tussle among UP BJP leaders, local leaders told TOI that home minister Rajnath Singh is emerging as a favorite among the state unit to head the party campaign as its CM candidate in the 2017 assembly elections. Recent reports had claimed that PM Narendra Modi and party president Amit Shah had offered the post to Singh, who was reluctant to take up the mantle. According to a BJP leader, the central government was planning a “major internal security operation” in the “near future” and Rajnath Singh would be made to take the credit for the operation to boost his standing ahead of the 2017 polls. While leaders said the selection of a CM candidate was not a topic of discussion at the party’s national executive meeting in Allahabad on Sunday, there were “serious deliberations in the party high command” on whether or not to name Singh as the face of the campaign. The 65-year-old leader had held the post of UP CM from 2000 to 2002. Zeliang to adopt a resolution on the floor of Nagaland Legislative Assembly (NLA) seeking the Parliament to pass an Act for amendment to section 3 & 4 of the State of Nagaland Act, 1962 at the earliest possible time with regard to AssamNagaland boundary. This proposal was forwarded by UNTABA chairman, Hukavi T. Yeputhomi and ex. minister and senior advisory board member, Tiameren Aier at the consultative meet convened by chief minister at his residence on June 11, UNTABA general secretary, Imsumongba Pongen said in a statement. UNTABA has also asked the chief minister, to “vigorously” pursue implementation of points no. 12 &13 of the “16 point agreement” of 1960 on amalgamation of the traditional and historical Naga lands to

the present state of Nagaland according to the constitutional provisions of Articles 3 &4 of the Constitution of India. They also briefed the chief minister on the need to file writ petition in the Supreme Court for implementation of “9 Points Agreement” of 1947 on the amalgamation, vis-a-vis bringing back the traditional and historical Naga lands in Assam to Nagaland as agreed between the then emissaries of the Government of India and the Naga people (NNC). UNTABA further asked the chief minister to allow the departments of law and justice and border affairs to jointly pursue in the litigation process undergoing in the Supreme Court and appoint senior citizen having knowledge on the boundary issue as advisor to the department and the government. UNTABA has also appreciated the decision of the state government to file counter suit in the Supreme Court.

Dimapur, Jun 12 (NPN): Independent MLA, Thomas Ngullie has urged the state government to implement National Register of Citizens (NRC) in Nagaland so as to effectively control the growing population of the Illegal Bangladeshi Immigrants (IBIs) in the state. Interacting with the media persons on Sunday, MLA Ngullie said if the state government was serious about checking the illegal influx of Bangladeshi immigrants then it should immediately implement NRC effectively. Citing that Illegal Bangladeshi Immigrants (IBIs) was a direct threat to the future of the Nagas, Ngullie said the rise in their population was a bigger threat which should checked with all sincerity. The former minister held the Congress government in the past as “responsible to a great extend” for the rise in Bangladeshi Immigrants. He declared that his constituency was free from

any suspected IBI voters. He said, “the future of Nagas is more important than me becoming an MLA”. Ngullie informed that the Central government was ready to assist the state in any possible way to help implement NCR in the state. Taking a jibe at the state government on the IndoNaga political issue, Ngullie questioned the sincerity of the state government as to why the Framework Agreement was still not taken forward although it was signed sometime back. He said it was a crucial time for the Nagas as they need a strong leader to take the Framework Agreement and turn it into a reality. On the developmental front, Ngullie said the government had no developmental activity or programmes for the people. Lamenting over the halfhearted attitude of the people, the MLA said the citizens were just being mute spectators even though they could see the total breakdown in

Ngullie alleged that there had been a huge discrimination in allocation of funds for development and that no funds were allocated to his constituency except those that comes from the Local Area Development Funds (LADF). He said the government was maintaining different standards for different MLAs and parliamentary secretaries. Exclaiming surprise at the lack of discipline in the present government, Ngullie said, “I’ve never seen such indiscipline in my 35 years of political career”. On T.R. While stating that Nagas could not be fooled around by the catchy name of “One government one tax” without understanding the dynamics involved, MIP said as far as Naga nationalism movement’s history was concerned, “no Naga organisation or party had ever mobilize Naga public support to reject the ‘absolute sovereign rights’ of the nationalist government to impose and collect taxation”. However, taking advantage of the precarious political situation of flourishing factions, MIP said that the “temptation to fish in the troubled water at the service of their master who took pleasure in destabilizing Naga political movement has become too

obnoxious to bear”. It said Nagas in the past withstood the mighty British colonialist and the government of India in paying them tax, and also boycotted the Indian election. “Till today, heeding the wishes and aspirations of Naga people and the seriousness of the current Indo-Naga peace talks, all the Naga MLAs irrespective of party affiliations has taken a unanimous decision to step down and pave way for the negotiated settlement to take place when such time comes despite the Oath of allegiance they have taken under the constitution of India”, MIP said. Such crucial statesmanship, MIP said, would go down in the annals of Naga political history as an important chapter. “It also inspires and rejuvenates the Naga political struggle and such spirit strengthened the bond of camaraderie and proved that despite the difference in our ways of concern to the core of Naga issue the common objective stays the same”, MIP stated. Airline solutions and technology provider SITA is exploring the potential of newlyemerging ‘blockchain’ technology to provide travellers with a ‘secure single token’ which was previewed at the 2016 Air Transport IT Summit here in this Spanish city. The revolutionary technology provides the opportunity to allow secure biometric authentication of passengers throughout the journey across borders which could remove the need for multiple travel documents without passengers having to share their personal data. SITA’s technology research team, SITA Lab, is researching how using virtual or digital passports in the form of a secure single token on mobile and wearable devices could reduce complexity, cost and liability around document checks during the passenger journey. Jim Peters, CTO, SITA, said, “Our vision is for seamless secure travel. But the underlying design of today’s computer systems means that

there are multiple exchanges of data between various agencies and multiple verification steps, which reduces the ability to have a single global system”. “Now blockchain technology offers us the potential to provide a new way of using biometrics. 4.5 magnitude quake hits Tuensang

DIMAPUR, JUN 12: Tuensang and its adjoining areas were jolted on Saturday night as a result of an earthquake having a magnitude of 4.5 on the Richter scale. A large number of people came out of their homes. There were no reports of loss of any life or property. According to reports, the epicenter was located at 25.76, 95.199, 67.2 km from Tuensang along the India-Myanmar border at a depth of 88 km. A strong 6.8 magnitude earthquake had struck northeast India on January 4 this year, sending panicked residents fleeing into the streets.

The incident occurred on Saturday afternoon when they were on duty at their makeshift camp at Longleng peak some 100 metres away from the company headquarters. However, the aggrieved employees, demanding the pending salaries, cautioned that the “response from the government” would determine the next course of agitation. It may be noted that the DRDA employees have not received their salary from over 12 months.

PTSU dismayed by YASS activities D I M A P U R : P h o m c h i ng Town Students’ Union (PTSU) has expressed its dismay over the activities of YASS (Youth Action for Social Service) at Phomching town, which PTSU termed as “unlawful” and “illegal”. In a press note, vice president PTSU, Nokcha and asst. gen. secretary, Samuel, alleged YASS was listing many innocent people as IDU (Injecting Drug User) at Phomching in order to secure fund. “They usually hire IDUs from Mon Hq. to show as IDU of Phomching for securing funds,” PTSU claimed. Saying that 10 SHGs (Self Help Group) were formed by the public of Phomching on the directive of YASS, however, PTSU claimed none of the SHG received any financial assistance. PTSU also alleged that the Good Samaritan School Phomching, only private school at Phomching Town run by the “Good Samaritan Society” Longwa, has been claimed by the YASS as their informal school to the Central Evolution Team. In this regard, PTSU stated that introducing YASS at Phomching was futile, and the people of Phomching Town don’t want to entertain such activities in near future.

MALT dismayed by absence of employees

DIMAPUR: Mangkolemba Ao Lanur Telongjem (MALT) during its visit on June 10 to some of the government offices at Mangkolemba town were dismayed to find many officers and staff absent from duty. A press release by MALT president, Imjong Longkumer and general secretary, Lanutemjen stated that even on previous occasions the MALT had given numerous warnings and also made known of its displeasure in written to various additional deputy commissioners. It also urged the state government to take cognizance of the empty governmental offices and terminate the appointment of every irregular or insincere staff as there were many zealous, upright and determined educated Naga youths to fill their place. MALT also cautioned the concern heads of the departments not to condone the erring officers and their staff and award befitting punishments at the earliest or else the MALT would take up its own course of action.

MDVDBA in a press note by its president, Dr. Imti stated that DRDA staff across the were carrying out all the works assigned for development of the villages with utmost dedication and sincerity throughout the year and implementing the centrally sponsored schemes and different projects with determination for the rural people despite their salary which has not been released for the past 12 months by the state govt. MDVDBA has therefore appealed the state govt to look into the matter and release the pending salary of DRDA staff of Nagaland without further delay.

During the training resource person SMS (animal science), KVK (ICAR), Jharnapani, Dr. Ebibeni Ngullie spoke on the topic “Poultry Management” and said that chicken production under the free range and semi-intensive system is one of the viable alternatives for improving the livelihood of rural household which provide additional income and supplement protein intake in rural and tribal folks. She said traditionally desi varieties were used for backyard poultry production but egg production potential is very low compared to vanaraja variety, a dual purpose bird in a year which is mostly reared these days in rural and urban households. She elaborated on the management techniques of poultry birds that included low cost housing, feeding, body weights, survivability percentage, egg production, cost benefit analysis, control of diseases like Ranikhet, IBD, fowl pox and to control it through vaccination and technical support. Further, technical officer, AMFU (ICAR), Jharnapani, Imtisenla Walling also

spoke on the topic “Agromet advisories to meet climate risks in agricultural front” and said that human activities like pollution, deforestation, population growth has decreased forest cover and increased in poisonous gases leading to change in weather patterns like droughts, rise in sea level, etc. She also highlighted on the importance of Integrated Agromet Advisory Service (IAAS) and Kisan Mobile Advisory Service and the use of it in farming activities. Chukitong: ATMA Wokha, Chukitong block conducted BFAC meeting at Yanthamo village on May 24. During the meeting, farmers

discussed the various topics in which they needed trainings and demonstrations, farmers also participated in the meeting by sharing their views and queries. The meeting was attended by supporting staffs ATM, Wilson Shitiri and ATM, Nchumthung Shitiri. The meeting was chaired by BTM Chukitong block, Abeni Patton. Meeting was followed by demonstration on “preparation of nursery seedbed” conducted by ATM, Nchumthung Shitiri as resource person. Resource person gave a brief introduction on importance of nursery seedbed. He also demonstrated on how and where nursery seedbed should be made and also demonstrated on line sowing of vegetables. He deliberated on various steps to be followed after sowing of seeds and care and maintenance of nursery till transplanting to the main field. and the cost benefit ratio. Since the raw materials are easily available and the procedure is quite easy and simple one can fetch a good income. distributor for NETAFIM, Israel and KF Bioplants. The enterprise provides planting materials for turnkey project, essential oils turnkey project and also prepares feasibility project reports, and survey area services. Project Co-ordinator, North Bengal Floritech, Watila Longkumer took the team for field visit at the farm, she highlighted on the different methods, systems of planting and propagation of anthurium, orchids, gerbera. The team comprised of farmers and SHGs members under Dimapur district. ATMA Peren: With an aim to boost awareness and expose the farmers to new ideas of agricultural practices, ATMA Peren undertook a farmer’s exposure tour to Gangtok, Sikkim from May 11- 15. The team was led by two deputy project director’s of ATMA Peren, during the tour the team visited various experimental farms at ICAR KVK institute, horticulture farm, medicinal plants, piggery farm, goatery farm, poultry farm, maize farm, cardamom farm, kiwi farm & off season crop as radish, carrot, & beet root. Apart from field visits, the team also visited Seven Point View and tourist places such as flower show, handicrafts exhibition, ropeway, museum and sales in Gangtok for recreational purpose.

Acharya as the chief guest. Speaking on the occasion, governor congratulated the successful candidates and encouraged them to continue with the same zeal in life. He, however, reminded the students of the many struggles and challenges that lies ahead of them. Pointing out that getting a mere university degree

wasn’t the end, he urged the students to learn and develop skills in order to contribute towards the country’s progress. Saying that inaction of the educated had negative implication on the status quo of the poor, Acharya called upon the students to become job givers, not job seekers. During the felicitation, the governor presented certificates, cheques, and mementos to the various toppers/rank holders and other meritorious students. Earlier, the programme started with singing of the National Anthem followed by lighting of lamp/mantrochchar. Welcome speech was delivered by president of NBS, R.C. Gupta and short speech was delivered by Kishore Jaiswal. Secretary, NBS, Pramod Singh also presented the secretarial report in the function. Various songs and dances were also highlighted in the programme. During the programme, the chief guest, dignitaries, and leaders of various civil societies were also felicitated. Blockade effect: Manipur women sell fuel on roadside

A Manipuri woman at a petrol pump in Imphal during economic blockade on Sunday. IMPHAL, JUN 12 (IANS): Binasakhi is busy these days. No, it’s not with household chores, but this housewife in Manipur capital is occupied because of the economic blockade -- she is selling petrol at a premium from her roadside stall. “Every time there is a general strike or a blockade, I can earn about Rs 1,000 per day,” Binasakhi, 45, told IANS as she sold petrol to a motorist. Econom ic bl o c ka d e is like a perennial curse for people in Manipur who reel under the crippling effects of such agitation. This time, it’s the joint committee of tribal groups that has called for the 10-day blockade. The result has been on the expected lines -- prices of the commodities have skyrocketed as panic buying continued. Petrol and diesel have become a luxury, as the fuel stations remain closed.

So how could Binasakhi source petrol? It’s an open secret here. Whenever there is a blockade or strike in Manipur, hundreds of women like Binasakhi team up with certain fuel station employees who provide petrol and diesel for an additional charge of Rs 10 to Rs 15 per litre. The fuel is collected in jerrycans and bottles by these women. And then the housewives use their entrepreneurial skills to sell petrol and diesel by jacking up the prices by another Rs 10 or Rs 15 depending on the demand. “The police don’t trouble us even though we sit on the roadside under umbrellas to sell petrol and diesel,” said Nungshibi, 40, who is one among the many women who are the only options for motorists to source fuel at such times of crisis. “We just run away in case the jerrycans catch fire due to some accident. Other-

wise, it’s all fine here,” she told IANS. Locals here know that these enterprising women are in reality helping to keep the wheels turning. Or else, life would have been even more miserable in a state which often gets cut off from the rest of the country due to strikes and blockades. But what happens if the blockade or the strike continues for months? “In such a situation, the male members of the families source low grade fuel from Myanmar, about 110 kilometres from Imphal. They travel there with scores of jerrycans to collect petrol and diesel,” said a local. And so this story of unofficial fuel supply chain continues even as people of Manipur brave yet another blockade that has been called to protest against three “antitribal” bills passed by the Assembly in 2015.

Even as the Congress emerged as the single largest party by security 12 out of 27 seats, the party is yet to make a formal announcement on formation of the civic body. The major opposition BJP captured 10 seats in the elections, while independent candidates secured five seats in the elections. The voting was conducted on June 2 while the results were announced on June 7. With four independent candidates joined hands with the Congress, the ruling party has been putting all efforts to form the next civic body. However, the sources in the party informed that it was in the process of selection of leader of the councilors. Four elected councilors were in the race for the leader who will be the mayor of the Imphal. Apart from it, independents in the Congress camp have reportedly demanded the post of deputy mayor. The choosing next mayor is not a easy task because, elected members are not bound by the Anti-Defection law and they can leave the party they are nominated at his or her own wills. Meanwhile, all the elected Congress councilors including the four independents were camping together at an undisclosed place, unreachable for contact even by media. Similarly, the saffron party is also yet to choose its leaders.

Skeleton found near BSF camp in Manipur

IMPHAL, JUN 12 (IANS): A human skeleton was found near a BSF camp, about 10 km from here, and a human rights activist said there was no accounting for the numerous people missing during the height of the armed insurgency in Manipur. The skeleton was sighted on Saturday night, 100 metres from a Border Security Force (BSF) camp at Koirengei in Imphal East district, about 10 km from the state capital, sources said.

Forensic scientists have collected samples for testing. Samples will have to be sent either to Kolkata or Hyderabad as there is no facility for DNA profiling in Manipur, L. Fimate, who heads the forensic science department of J.N. Institute of Medical Sciences here, told IANS on Sunday. The results of the DNA profiling should reach the Manipur government in a month or so, he said. Khaidem Mani, a human

rights activist, told IANS that the Supreme Court was looking into a complaint that at least 1,528 people were missing since the height of the armed insurgency in Manipur. “Compensations were paid to the family members of some victims, but nobody had been booked and sent to prison. Most of the missing persons are feared to be victims of fake encounters whose bodies were secretly disposed of,” Mani said. He said the government

should order a probe to establish the identity of the person whose skeleton was found near the BSF camp. “It is also disappointing that so far nothing has been heard of the testing of the skeletons found in the past in Manipur.” On December 25 and 26, 2014, eight human skulls and several skeletal remains were found at the Tombisana high school, located in the heart of Imphal city.

NEW DELHI, JUN 12 (PTI): The Home Ministry is turning TV producer to showcase success stories from Northeast on national television. The Ministry has already commissioned a 13-episode programme, with each telling stories like that of the all-girls band Hurricane Girls, family planning campaigner Dr Ilyas Ali or gymnast Dipa Karmakar. The programme will roll out later this month on Doordarshan and if successful, the North-East Division in the Home Ministry may look at the possibility of extending it to 26 or even 52 episodes. NEW DELHI, JUN 12 (PTI): Delhi Chief Minister Arvind Kejriwal Sunday announced that 1,000 more ‘Mohalla clinics’ will come up in the national capital in a year, while terming his government as “Sabse Tej” in the country for constructing schools and hospitals in record time. Speaking after the inauguration of Dr Baba Saheb Ambedkar Medical College at Rohini in north-west Delhi, Kejriwal noted that his government was successful in building a medical college in a “record time” of one year. “There is a TV channel, dont know which one that claims to be Sabse Tej (fastest). Dont know if it is fastest or not but Delhi government is ‘Sabse Tej’ as it constructed the medical college in one year,” he said in a lighter vein. The Chief Minister said the AAP government had set up 100 Mohalla clinics which is more than the number of dispensaries that came up in last 60 years. “100 Mohalla clinics have come up in past one year which is more than the number of dispensaries that were built in last 60 years. 1,000 more dispensaries (Mohalla clinics) will be ready in Delhi in the next six months. Floral wreaths from the President of India and Vice President were laid on the veteran journalist, who passed away at a city hospital yesterday following a cardiac arrest. Paying his condolence, Prime Minister Narendra Modi said that Malhotra was a “stalwart” of Indian journalism. “Shri Inder Malhotra was a stalwart of Indian journalism, whose work will always be respected & remembered. NEW DELHI, JUN 12 (PTI): Congress will approach the Election Commission tomorrow to protest against the “misuse of government machinery” in the Rajya Sabha elections for two seats in Haryana yesterday which led to independent candidate R K Anand, backed by the party, losing the poll. Party general secretary B K Hariprasad said they will approach the Election Commission tomorrow and demand countermanding of election to both Rajya Sabha seats from Haryana. Asked whether the party suspected internal sabotage in the elections including by former chief minister B S Hooda, he replied in negative. Hariprasad alleged that there was deliberate fraud in the election by switching the pen meant for marking the votes so as to make the Congress votes invalid. The votes of 14 Congress MLAs were declared invalid leading to the loss of Anand who was otherwise expected to win. On his part, Hooda said there has been a “big conspiracy” and the truth should come out. “A probe by the Election Commission should be sought. This truth will come out in 24 hours,” he said in Chandigarh. Hariprasad had yesterday said that prima facie he saw a conspiracy from the government’s side and said the party will find out the truth. “We will fight it politically and legally,” he had said. The defeat of Anand came as a bolt from the blue for the Congress and its high command, which was confident that its strategy to trounce BJPbacked media baron and independent candidate Subhash Chandra would succeed. On Friday, the Congress Legislature Party at its meeting had authorised party chief Sonia Gandhi to decide on who to vote for and she had directed voting in favour of Anand. Hooda was not initially in favour of Anand as he was backed by INLD, the rival party in Haryana.

Govt puts on back burner EC plan on protection to members NEW DELHI, JUN 12 (PTI): The government has put in cold storage a proposal of the Election Commission to give equal constitutional protection to all members of the poll body with regard to their removal, saying it would require amending the Constitution. The Law Ministr y is learnt to have informed the Election Commission that a political consensus needed to be evolved before section 324(5) of the Constitution could be amended to provide equal protection to the Election Commissioners in the event of their removal. A senior government functionary told PTI that the Supreme Court had also upheld the present provision that the Election Commissioners and the Regional Commissioners once appointed cannot be removed from office before the expiry of their tenure “except on the recommendation of the CEC” which “ensures their independence”. The President appoints Chief Election Commissioner and Election Commissioners after the Law Ministry initiates the file for their appointment. The Chief Election Commissioner can be removed from office only through impeachment by Parliament. The President can remove the ECs based on the recommendation of the CEC. At a meeting between Chief Election Commissioner Nasim Zaidi and top Law Ministry officials here on January 5, the poll body had said it wants the government to adopt the same removal procedures for the two Election Commissioners as in case of the Chief Election Commissioner. Besides other senior officials, the CEC was accompanied by Election Commissioner O P Rawat at the meeting. At a follow-up meeting later, senior officials of the Law Ministry were learnt to have informed the Commission that the demands for equal protection to the two ECs needed amendment to Constitution

for which political unanimity was required. The officials are also understood to have referred to the 1995 Supreme Court judgement in the T N Seshan, Chief Election Commissioner of India Vs Union of India case in which the apex court had also examined Article 324 (5) of the Constitution dealing with appointment and removal of CEC and fellow Commissioners. The provision states that “any other Election Commissioner or a Regional Commissioner (RC) shall not be removed from office except on the recommendation of the Chief Election Commissioner.” “The scheme of Article 324 in this behalf is that after insulating the CEC by the first proviso to clause(5), the ECs and the RCs have been assured independence of functioning by providing that they cannot be removed except on the recommendation of the CEC. Of course, the recommendation for removal must be based on intelligible and cogent considerations which would have relation to efficient functioning of the Election Commission. “That is so because this privilege has been conferred on the CEC to ensure that the ECs as well as the RCs are not at the mercy of political or executive bosses of the day. It is necessary to realise that this check on the Executive’s power to remove is built into the second proviso to clause (5) to safeguard the independence of not only these functionaries but the Election Commission as a body,” the apex court order had said. In its report on electoral reforms submitted in March last year, the Law Commission had also proposed extending constitutional protection to the two ECs. “When Constitution says that the ECs may be appointed as the President may decide from time to time, how can we give them Constitutional protection,” he maintained.

Kidney racket: 3 Apollo doctors likely to be grilled NEW DELHI, JUN 12 (PTI): Three nephrologists at the Apollo Hospital here are likely to be questioned by Delhi Police in connection with the transplant surgeries performed under their supervision which were facilitated by the kidney racket in which 10 persons have been arrested so far. The names of the three doctors emerged during the interrogation of the racket’s kingpin Rajkumar Rao, who was allegedly operating in several states and is believed to have links with similar cartels in other countries, a senior police official said. One of the three senior doctors is currently in the US. He was to return on Thursday but did not. Two of his personal assistants were the first to be arrested in connection with the racket. A police team has been deployed at IGI airport to keep check on the doctor’s return, the official said. During investigation, police found blank papers signed by the doctor, which were allegedly used by his assistants to complete the formalities to facilitate kidney transplant surgeries at the hospital. A personal assistant of another senior doctor too was detained by police on Friday and the nephrologist’s role is under scanner now. The name of the third doctor emerged after the police came across a donor linked to the racket. The suspicion of his involvement grew after his name cropped up during Rao’s interrogation. Police are already investigating his assistant’s role, the official added. Police are likely to send notice in a day asking all three of them to join the probe. Similar notices were earlier issued to five senior officials of the hospital, including the head of the 10-member internal assessment committee for transplant surgeries. Ten persons, including two personal assistants of a nephrologist, several middlemen and donors, besides the kingpin have been arrested in connection with the racket so far.

Briefing reporters about Shah’s speech, Union Minister Ravi Shankar Prasad said the National Executive will not name any chief ministerial candidate for the UP polls, noting that such a decision can be taken only by the party’s Parliamentary Board, its highest decision-making body. A belated call

t has taken the US decades to muster the moral courage in calling a spade a spade when it belatedly warned Pakistan not to allow its territory to be used for terror attacks on India. According to an analysis published by the Saban Center for Middle East Policy at Brookings Institution in 2008, Pakistan was, “with the possible exception of Iran, perhaps the world’s most active sponsor of terrorist groups... aiding groups that pose a direct threat to the United States.” Daniel Byman, an author, also writes that, “Pakistan is probably today’s most active sponsor of terrorism”. Political observers who have been studying the Indo-Pak political affairs, wonder whether the US advisory would make any impact since the power equation in Pakistan is weighed heavily in favour of the military establishment. In addition, the Pakistani military establishment derives its importance due to its virulent anti-India campaign and sponsoring, training and arming dozens of terror outfits against India. The Obama administration, in its last days in office, had chosen to respond to the plea from prime minister Narendra Modi at the US Congress to identify and isolate countries that sponsor terror networks. Although US has gone on record saying the advisory is one of the steps that the US is encouraging Pakistan to do for the improvement of its relations with India, the query remains who and how it will be implemented? Having secured wherewithal to religious fundamentalists and several outfits over the years at the cost of people’s welfare, the cash starved poor Islamist nation may not take the advisory as an obligation on its part besides finding it difficult to act upon it. It has taken the US quite sometime to finally understand and relate with India’s deep concern with terror attacks from across the border. After 26/11, the US should have been convinced that Pakistan is turning out to be a rouge country on the basis of documents and voluminous reports prepared. IndoPak relations have been swinging like a pendulum from hopefulness to hopelessness. Despite understanding that friendly relations would work to the advantage of both; Pakistan however cannot climb down from the ‘Kashmir’ tiger lest it be swallowed up. The military hawks in Pakistan want to keep the Kashmir fire burning as it helps to maintain control over the government. Terror attacks on India is Pakistan’s way of fighting a proxy war. Despite these provocations, India has been consistent in trying to normalise relations. However, the latest attacks in Pathankot air base in Punjab in January, was proof that Pakistan is the hub of terrorism. Pakistan had been brilliantly manipulating or managing two super power rivals- US and China- to its advantage for decades. India then had only the erstwhile USSR as its trusted ally. With the US finally moving away from Pakistan, China remains the only nation that provides crucial support. China’s history of prevarication and clandestine support to Pakistan’s nuclear program is a matter of record. China not only provided a veritable nuclear umbrella under which Pakistan prosecutes a campaign of terror against India, it now also provides diplomatic cover for these Pakistan-funded terrorist proxies through the power of a United Nations Security Council veto. Be that as it may, terrorism from across Pakistan may not end even if the US demands it unless India is willing to go all the way as Pakistan, to become a US ally.

That is exactly what He will do! And not only do we make our home with Him, but Jesus said of His Father and Himself, “…We will come to him and make Our home with him” (John 14:23). India is unstoppable, Modi tells the world

rime Minister Narendra Modi’s diplomacy is paying. He has declared not only to “work shoulder to shoulder” with the US but also brought Switzeraland, Mexico, Qatar and Afghanistan closer to his fight against terrorism and bid to be part of MTCR and NSG. He has won significant business for the country – $ 10 billion nuclear projects funding by US Exim Bank, $ 40 million for US-India catalytic solar finance programmer for non-grid solar power regular Indo-US troops cooperation. The US is also to gain as India moves on to buy $ 13 billion arms from the US. It is not that India has walked into the embrace of the US. Modi has been tactical. India did not go with the “begging bowl”, as it was often projected in the past particularly by the west. Modi projected an immodest country and projected its potential. His address to the US Congress was a demonstration of two equals talking for mutual benefit. He convinced the US congressmen of unstoppable Indian rise. Modi talked of India’s strengths. He positioned it as a reliable partner with

complementary strengths. “As India embarks on an era of development, it needs to learn from America’s tradition of entrepreneurship and innovation”, Modi said. It is a significant statement and beyond the regime and friendship US President Barack H Obama. Modi apparently aware of the political changes in the US was also addressing the future president. His stress on the terror hub in the neighbourhood is significant. It is the key component in the US presidential race. In his bid to be a partner with the US, Modi was pragmatic enough not to ruffle the feathers of the Himalayan neighbor, China. He quietly dropped off avoidable South China Sea, from the joint statement. India needs China for more than one reason. Besides, winning friends does not mean creating adversaries. Modi is pragmatic. He has taken India into Missile Technology Control Regime (MTCR)), a 34-member exclusive club, which controls transfer of missile, space and related technology. More importantly the club does not include China. India is the only country to be a part of it despite not signing the

nuclear non-proliferation treaty (NPT). The US suppor t for pushing India into Nuclear Supplier Group (NSG) is an important step to counter Chinese reservation. India’s Shivaji application to NSG comes up at the NSG plenary later in June itself. Practically, India does neither need membership of MTCR or NSG. The decades of sanction since 1974 has helped India develop technologies on its own. Post-1998, India’s exhibition of capability also led to dismantling of the sanction regime. But India needs the membership to assert its sovereignty and the principle that India cannot be ignored by the world powers to deny what is due to it. The memberships would open up a new era of collaboration, where none can put a spanner on “technical” grounds. India has grown on its own but it also needs the latest technologies and mechanics to move ahead. These are gateways to unhindered growth. It also ensures that India is the natural leader of the downtrodden and can stop the rogues from disrupting the world.

That is where Indo-US troop engagement beyond the shores of the two countries is significant. Doors are now open for Indian armed forces to extend their operational reach in the Sarkar critical AsiaPacific region and beyond with logistical help from the US. It also opens up the path to acquire Predator surveillance and armed drones – a requirement to strengthen the country’s security. India’s quest to acquire armed high altitude long endurance (HALE) drones, unmanned aerial vehicle (UAV), and key space technologies will become easier after entry to MTCR. India could not acquire deadly Hellfire missiles used by the US army in Af-Pak regime as it was not in MTCR. The bilateral Logistics Exchange Memorandum of Agreement (LEMOA) envisages Indian and US militaries providing logistics support, refueling and berthing facilities to each other’s warships and aircraft on an equal-value exchange basis seamlessly. The LEMOA will give regular access to US forces to Indian military bases, though

they would not be stationed permanently. Indian forces would have access to Djibouti (horn of Africa), Diego Garcia (Indian Ocean), Guam (Western Pacific) and Subic Bay (The Philippines). India stunned the world with brave Yemen rescue mission, when 23 countries, including the US, France and Germany sought its assistance for rescue of their nationals in March-April 2015. The LEMOA is a mere recognition of Indian capability. It helps Indian forces reach to almost the entire globe. It brings an opportunity to the countrymen. It creates job not only abroad but also within the country. It is a vision that would better Indian job and economic scenario in the next few years. The multitude of Indian youth has to be adventurous to take the country ahead. There are also maritime security dialogues – key component for coastal security and sharing of commercial “white shipping” information between India and the US. India is trying to finalise such pacts with 25 countries from the African coast to the western Pacific to beef up maritime security to counter

conventional and unconventional threats. In the process, India has agreed to be on the same page on bringing Paris climate agreement into force. The joint statement indicates that the two countries will work towards ensuring that 55 nations ratify the Paris pact. Once in force, the agreements terms cannot be altered for four years. It implies that the next US president would have to abide by it. The agreements on energy security, clean energy, gas hydrates and climate change can open up a new development era. After two years, four US visits and seven summits, Modi, many may aver, has taken the country into the US ambit. But there is a less noticeable aspect of how Modi is using the US for various other relationships. It is more futuristic. The US cannot do without India in its latest geostrategy. Obama can neither push the Paris pact without India’s help nor can free Asia of terrorism nor even carry out its maneuvers in South China Sea. It is India’s moment. It has to ensure how China is on board for sailing into NSG.

he word discipline is derived from the Latin word ‘discipulus’ which means learn or to learn. It is the bridge between success and our dreams. Without discipline and manners in our life, we will only face troubles and difficulties. It is the ability to control our feelings and emotions. Manners and discipline makes us accept responsibilities. A wellmannered and disciplined person is admired, loved and adored by the society. It makes us responsible and principled citizens. Without these two qualities, our life becomes the devil’s paradise and our future becomes dark. A person, who possesses these qualities, is respected by his/her friends, elders and neighbors. A disciplined person maintains a peaceful relationship with God and lives a peaceful life with no desire for public fame, popularity or wealth. It is the art of using our liberty in such a way that it does not destroy other’s liberty because it would only lead to chaos and destruction. When we have a quick look at our surroundings, we see people spitting on the wall, littering the public property, etc. all these are because we lack discipline. Discipline, is an essential quality for each individual to have a very successful life. It is the path that leads us to success. We must remember the great saying, “Motivation may get us

started but it takes discipline to finish the journey”. A well-mannered person maintains peaceful relations with his/ her neighbors. He/she wishes “good morning” or “good afternoon” to his/her elders and teachers. Whenever helped he/she replies with a big “thank you”. In fact, not only in happiness, but also in the times of difficulties, he/she thanks God for the difficulties for him/her and grows better and stronger out of it. He/ she have the confidence to say, “I will not complain about the problem to God, instead I will tell my problem that I have a bigger God”. Success is nothing but simple disciplines practiced everyday that sum up to make us a happy person. When we are well- mannered and disciplined, then happiness itself will follow us. It is the fuel that keeps us going till the end. We can see disciplines in the Mother Nature itself; the seasons come and then go according to their respective time periods. However, if there are changes in the seasons, then the reason will only be us and our undisciplined acts towards nature. uch has written and debated about the unethical, illegal, arbitrary appointment in various departments by various writers and intellectuals, however government instead of taking a corrective measures to effectively stem the unabated ‘backdoor appointments’ it has rather exponentially expropriated to unimaginable level liquidating thousands of careers of educated youth. Backdoor appointments has become a standard procedure. It has in a way become ‘money spinning’ business for unscrupulous elements. Backdoor appointments thrive as a result of illicit clandestine marriage between politicians and bureaucrats; to benefit their kith and kin or those of their close subjects. What is illegal about backdoor appointments is the ‘breach of trust’ and laid down government rules which unambiguously calls for open exam for recruitment to any post without discrimination, bias or favour on the ground of socio-economic race, gender, cast, creed or religion. It is intriguing how appointments are blatantly made when the same has not been advertised, sanctioned nor requisitioned to NPSC. Which is the competent authority tasked with the responsibility to conduct exam for recruitment in government sector. It is commendable various students bodies and social organizations in their pursuit for just and honest society through RTI has brought to light humongous excessive ‘backdoor appointments’ in various department. It will be stimulating to see if government will initiate action on this issue or if the government will cover it upwith an absurd justification/clarification. As has been revealed through RTI query on backdoor appointments, it only confirmed our beliefs backdoor appointments is only ‘gaining ground’ and exacerbating in contrary to the government directive to all administrative head of department (AHoDs) to immediately cancel all such unethical, illegal appointments made in contravention of the laid down rules.

It is remotely possible unjustly act of ‘backdoor appointments’ will be censored. The heyday and hegemony over illegal appointments enjoyed by politicians and bureaucrats can only be check to some extent, if State Vigilance Commission (SVC) is made to exercise it’s given power to the fullest extent without interference from the Politicians, if at all government of the day is serious enough to see to it it’s directive issued directing AHoDs to cancel all illegal backdoor appointments. But to adapt to chameleon tactics to speak in correct political term and to act in contrary will be setting a pre-posterous precedent. Consequences of backdoor appointments are pernicious on state economy and those in service creating logjam in promotion. It incinerates the morals and affects the apparatus of the working structure. Backdoor appointments also give rise to multiple litigation, hampering the efficiency and working of the department. Political appointments riven the core of socio-economic equality. If the culture of political appointments is to be curtailed, Election Commission request to the government to amend the electoral law to empower to it either to postpone or countermand elections if evidence emerge of use of money to influence voter need to be amended. Election Commission request to insert clause ‘58B’ in the Representation of the People Act, if amended it will usher a paradigm shift in electioneering system in checking corruption and bribery. Most backdoor appointments are made as a vote bank. Nagas are desperately in need of young, raw, unpolluted politicians who share the dreams of the youth. The magnanimity of the backdoor appointments demands minute scrutiny. Impartial investigation commission should be set up to unearth the truth. t the outset, we, The RMSA Teacher’s (2015-16) batch with our heads ever high must take pride and proudly confess to one and all of we, being engaged in rendering our valuable services with utmost sincerity and dedication since w.e.f. February month 2016 until date even at the remotest of the places or to a far flung areas, some even cut-off from motorable/telecom services, braving with great passion against all odds/ hardships we had to face while performing our duties at par with the rest of the teaching communities and reiterates to continue with it in the same spirit even in future days. However, with much to our utter surprise and in total contradiction of our service’s and more to our embarrassed, discouragement or dissatisfaction we can say, our Government and the RMSA Nagaland have miserably failed on its part to acknowledged or recognized our noble endeavors with a great cause in a way of maliciously withholding our 4 months salaries w.e.f. February till May month without any clear justification. And such attitude with dubious character clearly lacking transparency and accountability at volume was never an uncalled for especially in a civilised society and should be termed as direct insult to our well established democratic models/ set ups and deserved a befitting condemnation of its standard from every right thinking denizen’s. For instances, who on earth

can ever imagine or expect of us to perform our duties with a rope tied tightly on our belly? Why does the state often come up with the same old cheap and bombastic bureaucratic excuses to cover its own Loophole’s? Let me quote it this way in a plain words “we never wish or like to beg our own entitlement with a begging bowl”. We do are human and deserved the same equal treatment with the rest of the people. Auto rickshaw for commuters-bane or boon

W

okha town has recently seen an increase in the number of AutoRickshaws plying for commercial transport since the last decade and while the benefit and accessibility provided by the auto rickshaw cannot be taken for granted, with it comes certain responsibilities and measures to be undertaken by the Wokha District Auto Rickshaw Union (WDAU) in respect of dispensing efficient and reliable means of transport to the common man. While keeping in mind the positive aspect that an Auto Rickshaw contributes in the growth of the local economy, it is only fair to point out the drawbacks which can be looked at and dealt with in harmony as concerned citizens so as to move further up the ladder in the public transport sector. Among the many districts of Nagaland, apart from Dimapur the topography of Wokha Town presents a unique factor for the feasibility of plying the auto rickshaw; the area and location of the town (Wokha) nestled just below the valley of Mt.Tiyi and the NH-2 cutting through the suburb of Wokha starting from Longsa Village gate to New Wokha Village passes through every important location. The demand for parking space has raised substantially with the ever increasing number of private vehicles as well the auto rickshaw itself. Adding to it, the unauthorized and indiscriminate parking further impedes the free flow of traffic. The auto rickshaw driver lack of information and awareness regarding proper driving protocols and basic traffic laws is one of the major causes for almost every accident and reckless driving. Limiting the number of autos to a specific number will also prevent over crowding

However, in spite of the various problems posed by the Auto, if we are to make a weighing between the benefits and drawbacks, it isn’t rocket science to figure out that the positive benefits far outweigh the drawbacks. Hence the saying, the need of the many far outweighs the need of the few -Needs which can be effectively dealt with and rectified. Unemployment the bane of all modern economy can be effectively countered by encouraging the local indigenous people to invest in this sector. Despite the pros and cons, promoting the auto rickshaw in Wokha town remains a key factor in developing an integrated public transport (IPT) beneficial for the people. Despite the Supreme Court order on complete ban on the use of dark control films on the vehicles across the country in 2012, the vehicles owner especially in Dimapur have started rampantly violating the apex court order and plying their vehicles blatantly without any sense of remorse. The use of tinted glasses on vehicles has proved to be a criminal paradise and social evil. Although black films cannot by itself commit a crime but can adversely assist in multiple crimes ranging from thick to thin transportation of illegal goods, movements of criminals etc. The ruling came after a series of kidnap and rape cases in which assailants used the cover of tinted windows to conceal their crime. Hence, as such vehicles help them in escaping after committing heinous crimes. All kinds of sun control films are prohibited, even if it is light in shade or dark in sun, those who violate the law should be fined and sunfilm should be removed on the spot. The enforcement agencies reprimand only the commoners; the rule of law should be equally applied to all irrespective of rank and files. And Nagas are so talented that if we see one we emulate the next minute. The police must regularly check those perpetrators who violate the law if their vehicles are found with tinted glass with stringent penalty to provide security for ensuring proper and adequate safety for all. SIT to reopen 75 cases of 1984 anti-Sikh riots, AAP taunts BJP

NEW DELHI, JUN 12 (IANS): The anti-Sikh riots of 1984 could emerge as a major political issue in the run up to the assembly elections in Punjab, even as the Aam Aadmi Party (AAP) on Sunday flayed the BJP for waking up to the cause of the riot victims so late. “Reopen cases now? What did they do in one and half years? BJP set up SIT only to prevent AAP from forming effective SIT,” Delhi Chief Minister Arvind Kejriwal tweeted on Sunday. The AAP leader’s comments came within hours of the central government ordering that a Special Investigation Team (SIT) appointed by the Union Home Ministry will reopen at least 75 cases related to the anti-Sikh riots that broke out after the assassination of the then Prime Minister Indira Gandhi on October 31, 1984.

We have received complaints regarding (private) B.Ed colleges with regard to their functioning. All the 228 B.Ed colleges will be probed. DMs and SPs have been asked to carry out a physical verification of these colleges,” Education Minister Ashok Choudhary told reporters here. Choudhary was speaking on the sidelines of ‘World Day against Child Labour’ event. The merged entity will create a banking behemoth, which can compete with the largest in the world with an asset base of Rs 37 trillion (Rs 37 lakh crore) or over USD 555 billion, with 22,500 branches and 58,000 ATMs as on December 2015. SBI alone has close to 16,500 branches, including 198 foreign offices spread across 36 countries. SBI first merged State Bank of Saurashtra with itself in 2008. SBI has maintained since then that it would merge the others as well but none of its initiatives fructified due to lack of capital (which was pegged at least Rs 2,000 crore each per bank) and stiff opposition from the employee unions. Mumbai, Jun 12 (PTI): State-run banking behemoth SBI has set up a crack team to prepare a framework for amalgamation of five associate banks with itself, even as the political opposition to the proposed move is gaining ground and the government approval is still awaited. “A team of 15-20 members has been set up and it has started working on the framework for the merger. The team is headed by a general manager and there are a few deputy general managers,” a source said. The team has been formed under the supervision of associate and subsidiaries department, which is being headed by managing director V G Kannan. “If everything works fine, in 3-4 months the process is likely to begin,” he said. New Delhi, Jun 12 (PTI): After securing exemption from service tax this fiscal year onwards, the Securities and Exchange Board of India (Sebi) has asked the government to exempt it from this liability with retrospective effect from July, 2012. Capital markets regulator Sebi was asked way back in January 2013 by the Service Tax Department that “services tendered by Sebi” were liable to tax. Sebi, which regulates the entire gamut of capital markets including thousands of listed companies, brokers, mutual funds and several other entities, has however maintained that the services provided by it do not attract the provisions of service tax and has been seeking an exemption since then. After several rounds of communications between the tax authorities and the regulator in this regard, the government decided earlier this year to exempt Sebi from the ambit of service tax with a prospective effect from April 1, 2016. Mumbai, Jun 12 (PTI): Indian pharmaceutical market grew 7.7 per cent in May compared with 3.5 per cent in April, but the ban on fixed-dose combination (FDC) drugs remains an overhang, says a report. According to data from the AIOCD-AWACS, the market research wing of the All India Organisation of Chemists and Druggists (AIOCD), the pharmaceutical market saw a growth of 7.7 per cent in May as against 3.5 per cent previous month. “We believe the impact of the FDC ban should lessen going ahead as companies launch new combinations,” Religare research analyst Praful Bohra said in a report. On the other hand, the non-FDC category grew relatively better at 8.4 per cent in May as against 4.2 per cent in April, he added. The Centre recently banned 344 FDC drugs based on the findings of an expert panel. FDC drugs continued to witness weak growth, mostly in anti-infective and dermatology therapies. New Delhi, Jun 12 (PTI): The estimate of USD 505 bn black money outflow from India by a US-based think tank is “heavily exaggerated”, the Directorate of Revenue Intelligence has informed the Supreme Court-appointed SIT looking into cases of tainted money. Global Financial Integrity, a non-profit research and advisory organisation operating from Washington, had in its report “Illicit Financial Flows from Developing Countries 2004–2013” estimated that black money outflow from India for the period was to the tune of USD 505 bn (about Rs 34 lakh crore, as per current exchange rate). The report had created quite a stir in the country following which the SIT, headed by former Supreme Court judge Justice M B Shah, had in February this year asked the DRI to ascertain the veracity of the findings. The DRI then sought relevant details from the Global Financial Integrity (GFI). According to the DRI’s findings, the amount of USD 505,555 million (or USD 505

Dhaka, Jun 12 (PTI): More than 5,300 criminal suspects, including 85 militants, have been arrested in Bangladesh as part of an intensified crackdown on Islamists to halt a wave of brutal attacks on minorities and secular writers, police said today. As many as 2,128 people have been arrested on the second day of a nationwide antiterror crackdown, police said, adding 48 of them belonged to various militant outfits. The other arrested militant suspects belonged to banned outfits like Jagrota Muslim Janata Bangladesh (JMJB) or Ansarullah Bangla Team (ABT). Altogether 5,320 people have been arrested, including 85 militants, since Friday morning, when the drive kicked off, police said. Yesterday, 3,192 people had been arrested. “The rest of the arrested 5,320 persons were mostly fugitives who are wanted in different criminal cases including narcotics charges,” a police spokesman said.

Trump calls China abuser of free trade Pittsburgh (US), Jun 12 (PTI): Branding China as the “biggest and best abuser” of free trade, presumptive Republican presidential nominee Donald Trump has alleged that the Communist trading giant was dumping its goods into the US, stealing intellectual property and imposing hefty taxes on American companies doing business in that country. “China is the biggest and best abuser. Mexico is a smaller version of China,” Trump told his cheering supporters in this steel city of Pittsburgh, which is said to be a key swing state for November general elections as he hit out at several countries including Japan, Germany, Saudi Arabia and Iran. Trump said he believes in free trade, but it needs to be fair. “I believe in free trade. But for free trade, you need to have smart people on our side. I want to make good deals. I do not want care what you call it,” he said. “I do not want China to dump steel into our country. They are dumping. They are steeling our intellectual property,” Trump alleged and warned them of consequences if he is elected as the new president of America. “If they do not behave, we will put tax on them. They (Chinese) tax us. But we do nothing about it. This is one-way street. ...We got ripped off,” he said. “If in November if you pull the right trigger, we are going to have so much fun together,” he said, urging people to come out in large number and vote in November presidential elections. AKM Shahidul Hoque Bangladesh launched the drive after a high-level meeting held by Inspector General AKM Shahidul Hoque on Thursday. The anti-militant drive involved the paramilitary Border Guard Bangladesh and the elite anti-crime Rapid Action Battalion. Bangladesh has been witnessing a string of brutal attacks by Islamists. Islamic State and al-Qaeda in the Indian Peninsula have claimed some of the attacks but the government denies the presence of these groups in Bangladesh.

The government attributes the murders to homegrown militant outfits like JMB, saying key-opposition BNP and its fundamentalist ally Jamaat-e-Islami were patronising the attacks under an orchestrated plot against the government. Prime Minister Sheikh Hasina on Friday told a meeting of her ruling Awami League party that police would stamp out the violence and vowed to catch “each and every killer”. The attacks since last year, which has left more than 30 people dead, has put Bangladesh under a global spotlight for failing to prevent such attacks. On Friday, a 60-year-old Hindu ashram worker was hacked to death by IS jihadists, days after another priest was killed by the same terrorist group in the Muslim-majority nation. In February, militants stabbed to death a Hindu priest at a temple and shot and wounded a devotee who went to his aid.

NSG: China unhappy with US backing India’s membership Beijing, Jun 12 (PTI): Notwithstanding a US push for India’s NSG membership, China today said members of the elite club “remain divided” on the issue of non-NPT countries joining it and insisted that there “was no deliberation” on the bid by India and other nations at the Vienna meeting. “There was no deliberation on any items related to the accession to the NSG by India or any other countries that are not signatories to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT),” Chinese Foreign Ministry Spokesperson Hong Lei said in a statement while referring to the Vienna meeting that took place last week. He said the Nuclear Suppliers Group (NSG) Chair Argentine Ambassador Rafael Mariano Grossi convened an unofficial meeting of the 48member group on June 9. “The Chair said that this meeting has no agenda and is only convened to heed opinions from all parties on the outreach of the NSG and prepare for a report to be submitted at the NSG Plenary Meeting in Seoul later this month (June 24),” he said. However, diplomatic sources in Vienna had said earlier that India’s membership was discussed at the meeting and talks had remained inconclusive. China has maintained that non-NPT signatories should not be admitted into NSG on the grounds that it would undermine efforts to prevent proliferation. Calling for “full discussions” within the NSG to reach an agreement on India’s admission, Hong said China would take part in the deliberations in a “constructive manner”. “China has noted that some non-NPT countries

aspire to join the NSG but when it comes to the accession by non-NPT countries, China maintains that the group should have full discussions before forging consensus and making decisions based on agreement,” he said. “The NPT provides a political and legal foundation for the international non-proliferation regime as a whole. China’s position applies to all non-NPT countries and targets no one in particular,” Hong said, without directly mentioning India’s application to join the Vienna-based group. China has been reportedly backing Pakistan’s bid to join the nuclear trading club. “The fact is that many countries within the group also share China’s stance,” Hong said in response to a question about China, New Zealand, Ireland, Turkey, South Africa and Austria objecting to India’s accession to the NSG at its meeting in Vienna. “There has been some discussion within the group on the NSG membership of nonNPT countries, but NSG members remain divided on this issue,” Hong said. “Looking forward, China will continue to support further discussion within the group to forge consensus at an early date. China will proceed with relevant discussion in a constructive manner,” Hong said. The US has been pushing for India’s membership. Ahead of the meeting here, US Secretary of State John Kerry had written a letter to the NSG member countries which are not supportive of India’s bid, saying they should “agree not to block consensus on Indian admission”.

Airline solutions and technology provider SITA is exploring the potential of newly-emerging ‘blockchain’ technology to provide travellers with a ‘secure single token’ which was previewed at the 2016 Air Transport IT Summit here in this Spanish city. The revolutionary technology provides the opportunity to allow secure biometric authentication of passengers throughout the journey across borders which could remove the need for multiple travel documents without passengers having to share their personal data. SITA’s technology research team, SITA Lab, is researching how using virtual or digital passports in the form of a secure single token on mobile and wearable devices could reduce complexity, cost and liability around document checks during the passenger journey.

SL needs special courts to try corrupts: minister Colombo, Jun 12 (PTI): Sri Lanka needs special courts to expedite trials of graft cases involving former strongman Mahinda Rajapaksa’s aides who were allegedly indulged in mass- scale corruption, a senior minister has said. “We need special courts to try these people. Now they go to court, apply for bail, then come out and ask us if we had been able to catch them. Some even go to higher courts to prevent their arrests,” Minister of Western Development and Megapolis Champika Ranawaka said at the southern town of Galle. The current government came to power with the pledge to bring to book the members of the former president Rajapaksa’s administration accused of mass-scale corruption. Although several members of the Rajapaksa family were arrested, all have obtained bail amidst accusations of anticorruption drive becoming slow and painstaking. A special police unit for financial crimes was set up yet not a singed investigation has led to a conclusion and conviction. Ranawaka said as the existing legal system lacked finesse the government needs to look at the possibility of constituting special courts to tackle the corrupt. He said the cur rent government’s mandate is to eradicate corruption from public life. The Rajapaksa family has faced many accusations of corruption and abuse of power since President Maithripala Sirisena ended the former strongman’s 10-year rule.

The petition has crossed the threshold of one lakh signatures, making it mandatory for the White House to respond. Titled ‘Uphold International Law! Stop Shielding Dow Chemical from Accountability for Corporate Crimes in Bhopal, India’, the petition dated May 15, says that the more than three decades of protection to Union Carbide (UCC) -- which is now owned by Dow Chemicals -- must end. “We insist that the US government meet its obligations under Treaty and international law by immediately serving notice upon Dow to attend court in Bhopal on July 13, 2016,” said the petition, which as of June 12 had garnered 102,000 signatures. Tonnes of toxic Methyl Isocyanate (MIC) gas leaked from Union Carbide’s Bhopal factory on the intervening night of December 2-3, 1984, killed nearly 25,000 people and injured half million others. “India charged UCC with manslaughter, but UCC refused to show for trial. Dow Chemical bought UCC in 2001 but has not made UCC available to face charges,” the petition said. “Under a Mutual Legal Assistance Treaty, India sent four notices to the US Department of Justice to summon Dow to explain UCC’s whereabouts. The DoJ has ignored or obstructed every notice. The same DoJ made BP pay USD 4 billion in criminal fines and penalties for Deepwater Horizon. 31 years of US protection of UCC and Dow must end,” the petition said.

Eric Clapton reveals incurable damage to his nervous system E

ric Clapton has revealed he is suffering incurable damage to his nervous system which has left him struggling to play his guitar. The legendary rock guitarist, who has publicly fought addictions to cocaine, heroin, prescription drugs and alcohol, said that although he is grateful to be alive, he has been debilitated by his illness. He said: ‘I’ve had quite a lot of pain over the last year. It started with lower back pain, and turned into what they call peripheral neuropathy - which is where you feel like you have electric shocks going down your leg. ‘And I’ve had to figure out how to deal with some other things from getting old.’ Mr Clapton, 71, said that it is now ‘hard work’ to play the guitar and he has had to ‘come to terms’ with the fact that his condition will not improve. ‘Because I’m in recovery from alcoholism and addiction to substances, I consider it a great thing to be alive at all. By rights I should have kicked the bucket a long time ago. ‘For some reason I was plucked from the jaws of hell and given another chance,’ he said. He added: ‘I can still play. I mean, it’s hard work sometimes, the physical side

of it - just getting old, man, is hard.’ The veteran rock guitarist first rose to fame in the 1960s with the bands John Mayall & The Bluesbreakers, Cream and Blind Faith before launching a successful solo career in the 1970s. While his career boomed in the Seventies, Mr Clapton’s personal life descended into addiction and a string of doomed affairs, including with model Pattie Boyd, who was married to The Beatles guitarist George Harrison. He converted to Christianity but his heroin addiction became so severe that he was

forced to temporarily give up performing, famously passing out while performing at a charity concert in Madison Square Garden in 1971. Speaking to Classic Rock magazine, he said: ‘I don’t know how I survived - the Seventies especially. ‘There was one point there where they were flying me to hospital in St Paul [Minnesota] and I was dying, apparently - I had three ulcers and one of them was bleeding. ‘I was drinking three bottles of brandy and taking handfuls of codeine, and I was close to checking out. It’s amazing that I’m still here, really.’

New Delhi, Jun 12 (PTI): A final shot at Olympic berths for most of them, a nine-member strong Indian boxing team, comprising the likes of Asian Games gold-medallist Vikas Krishan and Commonwealth silver-winner L Devendro Singh, today left for the AIBA World Olympic Qualification Event June 16 in Baku, Azerbaijan. Only one Indian boxer -- Shiva Thapa (56kg) -- has qualified for the Olympics so far and except for Vikas (75kg), who has made the cut for the final Olympic qualifiers via the AIBA Pro Boxing route, the tournament in Azerbaijan is the last chance for the rest of the squad. The event in Baku has 39 qualifying spots up for grabs two each in the 49kg and 52 category, five each in 56kg, 60kg, 64kg, 69kg, 75kg and 81kg, and just one each in 91kg and +91kg. India’s best bets, apart from Devendro and Vikas, would be Sumit Sangwan (81kg), a former Asian gold medallist, who has been laid low for some time owing to injuries. Saina clinches second Australian Open title Sydney, Jun 12 (PTI): Indian ace Saina Nehwal received a huge boost ahead of the Rio Olympics as she clinched her second Australian Open title after defeating China’s Sun Yu in a thrilling three-game final of the Super Series badminton tournament here today. The 26-year-old from Hyderabad eked out a 11-21 21-14 21-19 over the World No. 12 Sun in a fighting summit clash that lasted an hour and 11 minutes here. Ante Cacic’s men had plenty of attacking chances throughout the game, but it was a late first-half strike from the Real Madrid man that saw Croatia take the three points. The victors twice hit the woodwork in the second half, while a header from Ozan Turfan in the opening period was the pick of the chances for the Turks. The game started with great pace and Croatia went close inside three minutes as Darijo Srna whipped in a ball from the right for Ivan Rakitic, but it just ran too long. The Croatia captain was once again involved as he played a ball from the same flank that was headed towards goal by Mandzukic but Hakan Balta was there to clear, before a great cross form Ivan Perisic was also met by the head of Marcelo Brozovic, but he skewed it wide.
