Anomalies in PWD (R&B) Dimapur division: ACAUT

DIMAPUR, JUN 13 (NPN): Following an RTI filed by ACAUT Nagaland, various anomalies were brought to light in the PWD (R&B) Dimapur division. T h e RT I f i l e d b y ACAUT sought information on five major roads in and around Dimapur city including— 1. Zion Hospital to Government Primary School, Purana Bazar Toluvi; 2. Khermahal police point to Batacharalli via Friends hall; 3. Khermahal police point to Neisatuo colony to Notun Basti Circular Road; 4. Flyover approach and 5. Dhobinallah to Thahekhu. According to the RTI replies made by the department, it was stated that the work orders for all the said roads were issued in December 2015 and except work no 5-Dobinallah to Thahekhu which was to be completed within six months from the 7th day of the issue of the work order, the rest four were to be completed within three months from the 7th day of the issue of the work order. It pointed out that as per Court’s directive; there should be Notice Inviting Tender (NIT) in order to maintain transparency and fair-play. However, ACAUT

‘Terrorism must be eradicated by collective efforts’ ACCRA, JUN 13 (PTI): Terrorism is a scourge which knows no borders and must be eradicated through the collective efforts of the civilised world, President Pranab Mukherjee said here as he expressed solidarity with Ghana which is confronting this challenge. In his address at the banquet hosted by Ghanaian President John Dramani Mahama, Mukherjee, who is on a twoday visit, said India has been a victim of terrorism for three decades and shares Ghana’s concern that it has become a global menace. “It is a scourge and knows no borders; it has no ideology except the ideology of wanton destruction. It must be eradicated through the collective efforts of the civilised world,” he said. While Mahama quoted Mahatma Gandhi and recalled the bond shared between Ghana’s first President Kwame Nkrumah and India’s first PM Jawaharlal Nehru, both founding fathers of Non-Aligned Movement, Mukherjee quoted a poem of Rabindranath Tagore titled ‘Africa’ in his address. “Today the world order demands global governance structures that are consistent with the new challenges that confront the global community. It is a serious anomaly that India, home to every sixth citizen of the world and Africa, a vibrant hub of the global economy, still remain out of UN Security Council,” Mukherjee said.

stated that the RTI reply by the department cited that they could not publish the NITs in the newspapers due to shortage of time. This was clearly in violation of the court’s order and favouritism and malpractice in distribution of public work, it said. It also cited NCSU’s statement demanding all public works should to be floated through tender process. It further said that if there was time constraint, the department could have given the NIT for short notice tender, which could have been done with 14 weeks. During spot verification by ACAUT along with media persons on the above mentioned road, it was alleged that the works were found to be well below the value of the total funds released for the projects. ACAUT pointed out that except work no 5., the total amount for other works was released even before the contractors could furnish the completion certificate. ACAUT said that most of the works were yet to be completed even after a span of six months, after the release of the work orders. It said that the date of release of the work order for work no 5 was December 22, 2015. However, there was

no mention of any date for the other work orders, which again signifies that the photocopies of the work order furnished by the department seemed only to appease the RTI applicants, ACAUT stated. Although the PWD department had been claiming lack of funds, a total of Rs 8 crores was sanctioned for the five works out of which Rs. 6 crores were already released. ACAUT has urged the concerned minister to take action against the firms that were allotted the works. It also said that the minister should not just wash his hands off by claiming that there was no fund. Further, ACAUT has requested the concerned department to blacklist those underperforming firms so as to not allocate any more work to them in the future. While maintaining that when the educated creamy layer of the society residing in cosmopolitan cities like Dimapur and Kohima were robbed off their basic needs, there was no question of any developmental activities taking place in other remote and rural areas. ACAUT further assured that it would continue to fight for justice and work for the people.

Odisha Governor receives threat letter from Maoist BHUBANESWAR, JUN 13 (AGENCIES): Odisha Governor Dr. S.C. Jamir on Monday received a threat letter purportedly from Maoists, asking him to quit the office within a fortnight. Claiming themselves as cadre of the outlawed CPI (Maoist), the signatories of the letter, Ravinda Verma and Mantu, also threatened to blow up the Raj Bhawan. The Raj Bhawan, which received the letter on Monday, handed over the threat letter to the police. The Commissionerate of Police, Bhubaneswar-Cuttack, confirmed the receipt of the threat letter. “We are examining the letter. If required, the police will register a case in this regard,” a senior police officer told PTI. The Odisha Police contacted its Jharkhand counterpart to ascertain the identity of the duo. They informed the Odisha Police that similar threat letters were also sent to some VVIPs by the same persons. The letter was written in Hindi, the officer said. Dr. S.C. Jamir who is also the former chief minister of Nagaland, escaped five assassination attempts on his life. Besides facing the bullets, Dr. Jamir also survived IEDs/ bomb explosion during the assassination attempts. He is protected round-the-clock by a Z Plus security cover.

Protestors gherao Mkg PS over rape incident Correspondent

MOKOKCHUNG, JUN 13 (NPN): Irked by the alleged rape on a minor girl, a group of protestors reportedly tried to enter Mokokchung police station-I on Monday but was stopped by police personnel. Notwithstanding the appeal, some of the protestors started to pelt stones at the police personnel. As a result, the policemen were compelled to lathicharge and resorted to blank firing to disperse the protestors, an official said. In a press note, Eastern Nagaland Women Organisation Mokokchung (ENWOM) stated that the minor girl from Konyak community, residing at Khensa village, was allegedly raped on two occasion (June 4 and 8) by Alemchiba (68 years) of Khensa Village. The victim was staying at the house of Alemchiba’s daughter, ENWOM stated. The accused, who had gone to his daughter’s house on June 4, committed the crime in the kitchen. Later, on June 8 girl was raped again by the same person at his farm and warned her not to reveal the incident to anyone, ENWOM stated. While condemning the incidents, ENWOM, ENPUM, KNSK, KU and KSU said that such “unimaginable and shameful act” should be condemned by all. The union further appealed to the authority concern to expedite the case and award stringent punishment to the culprit.

Mokokchung police upon receipt of information arrested the accused on June 11. The accused was later forwarded to judicial custody. On Monday, police said that some protesters tried to enter the police station demanding that the accused be presented to them or to at least show them his face. However, police refused to listen to their demands, the official said. Later, ENPO Mokokchung officials after submitting a memorandum to the DC Mokokchung, appealed to the crowd to disperse. Despite the appeal, some of protestors began to pelt stones at the police station, police said, adding the personnel resorted to balnk firing. Some of them were arrested but was later released on bond to ENPO officials, police said. Around two vehicles were damaged in the incident but no one was injured, police added. “We are monitoring the situation, though it has been brought under control”, police said. In the memorandum sub-

mitted to the DC by ENWOM, they demanded that the accused be booked under IPC against sexual assault on minor girl and awarded severe punishment as per the law of the land and also awarded capital punishment. They also warned that if the rapist was bailed out without the knowledge of ENWOM, it would take its own course of action. It further demanded that the district administration initiate the procedure to grant compensation to victim and to ensure the safety of the womenfolk. In this regard, ENWOM warned in the event the government failed to respond positively on the demands, the organization would be compelled to take its own course of action. The memorandum was signed by ENWOM president N. Khumla Chang and secretary Nyolong Konyak Meanwhile, the DC had reportedly assured that the culprit would be punished as per the law of the land after fair trial is completed.

Acharya launches bank account for BBBP scheme

DIMAPUR, JUN 13 (NPN): Nagaland Governor P.B. Acharya has launched the bank account for the Beti Bachao Beti Padhao (BBBP) in Nagaland. The pet project launched by Prime Minister Narendra Modi, seeks to save and empower the girl child. A Raj Bhavan press release stated that the governor had a series of meeting with social organizations and various community leaders residing in Dimapur on June 11 and 12, 2016 and received a good response from all. About 133 girl child were sponsored by various organizations and an exclusive SBI bank account has been opened for this purpose. (See list of sponsors). Governor has made an appealed that those who want to sponsor one girl child for one year, an amount of Rs.2,500 to be deposited in the account opened for the purpose in the SBI Kohima. The girls and the private schools would be identified and selected by a committee formed for the purpose by the governor, stated the release. In this connection, the governor has appealed to the civil society organisations, individuals and community leaders to come forward and strengthen the scheme. 4 chargesheeted in Ritika murder case MLA’s statement attracts flak from NPF DIMAPUR, JUN 13 (NPN): Special Investigation Team (SIT) of the Dimapur Police investigating into the sensational murder of Ritika Mehta- proprietor of the Apna Hotel, has filed the chargesheet against four persons. Addl. DCP & PRO in a press note said that Ritika Mehta was shot dead after miscreants fired upon her inside her establishment on December 14, 2015. “The building where her establishment was located was a subject of dispute following the sale of the property by the stepmother of the victim. The dispute was a matter known widely in the public domain”, police said. PRO said that the SIT during the investigation was able to gather necessary evidences against the accused persons in the form of physical, documentary and digital evidences. The investigation was also assisted by the Forensic reports in the form of Narco Analysis Test and Brain Electrical Oscillation Signature profiling (BEOSP) conducted upon two accused persons

from the Directorate of Forensic Sciences, Gandhinagar. On January 9, 2016, PRO said that the SIT arrested one “Motsuthung Ngullie s/o Ntsenthung Ngullie, a resident of Boro Lingrijan”, reportedly a ‘tatar’ of the Lotha Region, GPRN/NSCN. SIT established that Motsuthung party in the conspiracy of the murder, PRO said. “Incriminating evidences of his involvement in the stages of planning and reconnoiter are found against him,” PRO said. Later, on January 12, 2016, PRO said that the main conspirator identified as one “Thungkhomo Jungio S/o Nnio”, GPRN/NSCN dy. kilonser was arrested. “The investigation was also able to establish that he was in receipt of huge sum of money from the members of the family engaged in the dispute with the victim. He had received the money on various occasions with an assurance to have the victim evicted out of the property by any means,” PRO said.

Further, PRO said that the stepbrother of the victim-Tiachungba Ao S/o lt. B.S Sharma, was also arrested and charged with liabilities of the case for being party to the conspiracy ultimately leading to the death of the victim. “He was found to be involved in all dealings and a payment made in connection to the conspiracy and was in knowledge of the plan,” PRO added. Police also arrested Thechano Ngullie w/o Martoshi Lemtur, and charged with the liabilities of the case for being party to the conspiracy and facilitating the deal between the parties of the conspiracy, PRO said. PRO has informed that the SIT would be filing a supplementary charge sheet at a later date and was likely to fix charges against few more others. “The same is pending awaiting certain crucial reports. The charge sheet filed is exhaustive and lengthy explaining the details of the investigations and its findings into the various angles”, PRO stated.

DIMAPUR, JUN 13 (NPN): NPF Central, Kohima and Women Wing Central, in separate statements on Monday slammed independent legislator N. Thomas Ngullie, a day after he accused State government of not taking any action to prevent influx of illegal immigrants. NPF Central press bureau ridiculed Thomas for being in stupor and making such “irresponsible” statements just to grab some headlines. The party maintained that the Dimapur district administration was sincerely working to prevent further inflow and detection and deportation of illegal immigrants. NPF said it noted that Thomas, who was also former Congress minister, had confessed that Congress was responsible for paving the way for illegal immigrants to penetrate into North-eastern region. Dr. Nicky calls for addressing issues of CCAs DIMAPUR, JUN 13 (NPN): A policy dialogue workshop on “does Nagaland need a policy for community conserved areas?” under Global Environment Facility (GEF)-Satoyama Project was held in the conference hall of principal chief conservator of forests (PCCF) & head of forest force (HOFF), Kohima on June 13, 2016. The objective of the workshop is to address the need for a policy on community-conserved areas (CCAs) in Nagaland, and to brainstorm on the modalities of developing such a policy including legal, financial and other implications. In a press release, PCCF & HOFF, M.Lokeswara Rao, stated that the workshop was the first in a series under a CIJapan, GEF-Satoyama sponsored study on “Mainstreaming Community--Conserved Areas for Biodiversity Conservation in Nagaland’ that was being carried out by The Energy and Resources Institute (TERI) with the support of the Nagaland forest department. In his inaugural address, Nagaland Minister of forests,

Dr. Neikiesalie (Nicky) Kire, acknowledged numerous challenges faced by CCAs and said local people required incentives to compensate for lost livelihood opportunities as productive landscapes and forests were set aside for conservation. TERI study found that the major challenge faced by 81% of the CCAs was providing alternative livelihood avenues, especially where most of the economic activity in the villages was based upon utilization of natural resources from those CCAs. In the long-term, Dr. Nicky said threatening the viability of those forested areas were the lost revenues from timber production. He said creation of CCAs may lower incomes that previously came from the sale of forest products, and also have associated opportunity costs. A major issue, he said was foregone benefits from the sale of timber revenues, which has significant implications for the sustainability of CCAs. Since many of the CCAs comprise private or clan

lands, forest minister said owners frequently want those areas returned (particularly as forests improve) for their timber revenues. “These issues will need to be addressed, particularly since 58% of the village councils reported facing financial constraints and 59% reported incursions of the timber mafia,” said Dr.Nicky. Given that only 11.7% of forests were under the governance of the state, the minister said those CCAs constituted the primary method for forest management and conservation in the state, in many ways on par with the country’s protected area system. Moreover, he added that those CCAs sequestered carbon worth more than 20 crores annually. Despite their importance, however, there is currently no policy on the community-conserved areas of the state and few funding avenues available, Dr.Nicky said. To ensure the future of Nagaland’s CCAs and thereby its forests and biodiversity, the minister of forests said a multipronged approach including

alternative livelihood opportunities through the development of ecotourism, ecological restoration, and long-term ecological monitoring was required. However, he asserted that primary importance was the development of a policy on CCAs to buttress state recognition, support and funding of community-managed initiatives in Nagaland. Giving introductory remarks, J V Sharma, Senior Fellow, TERI, said in Nagaland, traditional conservation and wise-use practices have helped protect biodiversity over the centuries. He, however, said that escalating pressures on forests for multiple uses has adversely impacted the forests and local people, given their dependence on forest cover for a variety of provisioning and regulating ecosystem services. These livelihood issues form a major impetus for the creation of CCAs in the state to help conserve and protect key ecological interactions and ecosystem services, Sharma said. (Cont’d on p-7)

The JMFC Peren has fixed the hearing of the case on June 14, 2016. In a petition to the JMFC Peren, the DCC Peren president Aluibe Iheilung expressed hope that justice would be delivered to the people without any further delay. ZUNHEBOTO, JUNE 13 (NPN): More than thirty (30) kms adjoining the 4 villages of Kitahu, Tazahumi, Tizuhumi till Koiboto village were recently repaired and maintained by the volunteers of the four concerned village communities during past few weeks. As per the reports of vice chairman adhoc urban station committee, Henikhu Awomi, “new road cutting stretching at least two and a half kms from Kitahu was also initiated”. Further, another 6 and a half kms stretching from Lizuto to Koiboto were broadened and widened; minor repairs connecting KoibotoAchikichu- Asuto- AichiSaghe were also maintained stated the report. All the logistic and technical supports such as bulldozers and other assistances were extended by parliamentary secretary for Fisheries and Printing Press, Shetoi Sümi. Meantime, all the Kükami/ GBs, elders and the public from the concerned four villages has extended gratitude and acknowledged Shetoi Sümi and also the manual volunteers for their services.

DIMAPUR: Acting on information about some underground cadres extorting people at Kohima town, a combined team of DIB of DEF Kohima and plain clothed personnel from North PS on June 13 carried out special operation at main town Kohima and arrested one NSCN–U cadre identified as ‘ss sergeant major’ Ase-u Kense (26) s/o Pfusiesa Kense, of Touphema, Kohima near Phoolbari Traffic Point. In a press note, SDPO and PRO, Kohima Police, informed that six demand slips of NSCN/GPRN – K and one mobile phone were recovered from his possession. In this connection, a criminal case has been registered against the arrested cadre at North P.S and remanded into police custody for conducting joint interrogation and further investigation. In a similar incident on

the same day, personnel of North PS arrested one cadre identified as tatar NSCN-R and ‘finance in-charge’ Kohima, P.A Yamlau, s/o Peyau, Monyakshu Village, presently residing at Sepfuzou colony, Kohima and recovered Rs. 1920, 30 NSCN-R information slip, two cash receipts of NSCN-R, a special ID Card (Sl. No. 57) issued by the supervisor of Cease Fire Supervisory Board NSCN – R, and one mobile phone were recovered from his possession. Kohima Police stated that the cadre was apprehended by public at Fancy Market area, Near Old NST, Kohima for serving tax slip to shops. In this connection, a criminal case has been registered against him at North PS and remanded into police custody for conducting joint interrogation and further investigation.

NBSE notifies on NSEE-II entrance examination: Nagaland Board of School Education (NBSE) has notified that it would conduct Nagaland State Entrance Examination (NSEE)-II, 2016 for selection of candidates to fill up state reserved seats in MBBS and BDS courses for the session 2016. It notified that tentative date of examination was on July 2 and centre of examination would be in Kohima town. Questions would be set from the existing NBSE’ syllabus of Classes XI & XII (common core syllabus). All questions shall be multiple choice questions (MCQ) only with a total of 180 (one hundred and eighty) items and there shall be one paper consisting of 90 items from biology, 45 items from Physics and 45 items from Chemistry. Speaking at the function, PD Wokha, Dr.Mhonchan Shitiri, informed that the program was organized to create a platform for farmers of the two districts to exchange knowledge, ITKs, and agricultural practices so as to enhance production and productivity.

The farmers were trained on the various steps on production of oyster mushroom, its importance and health benefits. Various slide shows on mushroom were shown to the farmers. DIMAPUR: Around 500 tree saplings were planted by the Jakhama Students’ Union (JSU) on June 11, with proper fencing along the NH-29 to village, covering the village circular road in view of its forthcoming golden jubilee. JSU president Kelethuzo Yosa stated that the project was undertaken along with village council, youth society, women society, sanitation committee, churches and Jakhama Union Kohima (JUK) with a strong object to promote and protect environ-

ment in and around the village and also to keep the village clean and green. During a shor t programme chaired by JSU president an invocation prayer was pronounced by pastor Jakhama Christian Revival Church before commencement of the social work. It stated that during the planting of a tree sapling, project director RD Kohima, Kevipodi said that it was important to protect and conserve “our” natural resources including air, water, and forests in order

to maintain the overall health of the environment as all of these resources were at a risk, resulting in shortage of water and change of weather. Convenor of JSU golden jubilee committee, Er. Zavishio Khieya said that “we are failing on our part in replacing the trees that we have cut or cleared” either for development or construction of roads and in order to fight for the menace of global warming, vigorous efforts should be made. He said that activities or developments or businesses which are detrimental to environment should be discouraged. An environment activist and co-convenor of JSU golden jubilee committee, advocate Kezhokhoto Savi commented that by protecting rivers and their related ecosystems as well as searching for new sources of water, even in the form of preserving trees in the jungles and rocks in the rivers, “we can assure ourselves of a substantial supply of this crucial substance in the future while still protecting important fish and wildlife habitat”. Savi said that Jakhama village was a blessed village with beautiful and rich natural resources, jungles and the two rivers namely Kehoru and Tsuchoru which were the lifeline of the villagers. He called upon everyone to work together towards protecting the trees especially in the Dzukou road, jungles, mountain and the rocks as these are the main sources for good environment in air and water supply.

SCSU appeals for proper development

DIMAPUR: Sheanghah Chingnyu Students Union (SCSU), Mon has appealed the power department to ensure uninterrupted power supply at S/ Chingnyu. A press note by SCSU president, Nockyam Wangnao and general secretary, Honman Wangsa while stating that the concerned authority should instruct the employees posted in different villages of the region to work with coordination so as to give rapid respond when technical failure occurs at different points. SCSU also stated that after analyzing the situation and condition of the village, the SCSU has found that progress of the village ranging from various infrastructure developments to the growth of education sector proved to be stagnant. Bemoaning the way various developmental works under various schemes and funds had been undertaken at S/Chingnyu village, the SCSU has urged government not to issue clearance to any party/ individual without determining the type of schemes and the quality of work. SCSU stated that it would be the watchdog to ensure smooth developments in the region.

Mon, June 13 (NPN): Due to incessant rain for the last two days multiple landslide and mudslides near Telangsao Hydro project has once again caused blockage to vehicular movement from Mon to Tobu area.

According to sources, Hongpi, DPRO Mon, two culverts have been completely washed away by the landslide while multiple mudslides occurred along the roads. He also informed that since the occurance of landslide, the BRO have been engaged to clear the road blockage.

It may be mentioned that there was a major mudslide in this particular area in the month of April. The situation is likely to deteriorate if it continues to rain in the days to come. This particular route is the life line of the Tobu subdivision of Mon district.

dents were protesting against the state government at Manipur Bhawan, when Delhi police resorted to lathi-charge on them without any provocation. The role of both Union Government controlled Delhi Police and Manipur Government controlled Manipur Rifles is condemnable, as both the forces cracked-down

on peaceful protesters in a colluded manner. It is a clear manifestation of the ruthless way in which the governments continue to rule over people. NEFIS said it stands against such brutal attacks on the right of the people to protest and will continue to fight and build a movement against state violence.

Naga Women’s Union (NWUM) vehemently condemned the brutal act of the Manipur Rifles and the Delhi Police on the tribal students of Manipur during a peaceful protest against the three infamous Anti Tribal Bills outside Manipur Bhawan, New Delhi on June 7. NWU denounced any form of violence and strongly condemned the inhumane and sadistic action meted out to already victimised tribal people of Manipur particularly womenfolk who were molested, indiscriminately thrashed, beaten, kicked and detaining them overnight in the police station. A record 5,546 ousted from CPI-M in Tripura in a year AG A RTA L A , J U N 1 3 (IANS): A record 5,546 persons were expelled and dropped from the Communist Party of India-Marxist (CPI-M) in Tripura in the past one year, party official Bijan Dhar said here. “In the past one year, 535 members were expelled from the party and 5,011 whole-time members were either dropped from the party or denied renewal of membership for numerous reasons,” Dhar, who is CPI-M Tripura state committee secretary, told reporters on Sunday evening. He said despite the ouster of 5,546 people, the membership rose to 91,578 this year, a growth of 2.24 per cent from last year. Following a decision taken in December at the party plenum, the CPI-M introduced stricter norms for continuance and renewal of membership, said Dhar, a CPI-M central committee member. Women constitute 26.92 per cent of the CPI-M’s members in Tripura, much more than about 10 per cent nationally. “After the annual renewal of party membership during January to March, around 26.92 per cent of the 91,578 members in Tripura are women,” he said, noting that the state party has always had a better women representation than other states. At the national level, around 10 per cent of the total of 10.58 lakh members (as per

2015 CPI-M congress data) is women. The women membership of Tripura CPI-M rose to 26.92 per cent this year from 26.49 per cent last year and from 25.76 percent from 2014. Of the total of 91,578 members, 35.55 per cent are tribals, 19.58 per cent are Scheduled Caste and 22.89 per cent are Other Backward Classes (OBC). The CPI-M dominated Left Front is in power in Tripura for the past 38 years except for five years from 1988 to 1993. During 1988 to 1993, a coalition of the Congress party and tribal party Tripura Upajati Juba Samity, led by two successive Chief Ministers Sudhir Ranjan Majumder and Samir Ranjan Barman, ruled the state. Dhar said: “Quality of party members is a big issue for us. Our rectification move is on and this is an endless task. To maintain quality of membership is also a non-stop endeavour.” Dhar said his party was concerned over the growth of the Bharatiya Janata Party (BJP), Rashtriya Swayamsevak Sangh (RSS), Indigenious People’s Front of Tripura, Indigenous Nationalist Party of Tripura and Amara Bangalee in Tripura. “These are divisive forces and their political work creates division among various communities and ethnic groups, disturbing peace, tranquility and integration among the people,” he said.

AHMEDABAD, JUN 13 (PTI): A special SIT court Monday said that it will pronounce the quantum of sentence on Friday for 24 convicts of the Gulberg Society massacre in which 69 people, including former Congress MP Ehsan Jafri, were killed. The court of Special Judge P B Desai here said that the quantum of sentence will be declared on June 17, after the prosecution submitted a list of jail terms spent by all 24 convicts, as asked by the court. Earlier, the court had on June 2 convicted 11 persons for murder and other offences, while 13 others, including VHP leader Atul Vaidya, were charged with lesser offences. It had also acquitted 36 others in the case. The court had concluded the arguments on quantum of sentence on Friday last week after taking into consideration submissions made by both the prosecution and defence lawyers as well as the lawyer of the victims. Militant killed after attack on CRPF camp in Udhampur JAMMU, JUN 13 (PTI): Security forces Monday gunned down a militant who targeted a CRPF camp on the JammuSrinagar national highway after a state road transport bus in which he was travelling was intercepted for checking at Kud. Three civilians -- two women and a child -- were injured in the incident in Udhampur district, which falls in Jammu region of the state, police said. The State Road Transport Corporation (SRTC) bus was on its way from Kashmir Valley to Jammu when it was stopped for checking at Kud, about 170 kms from here. “Police and CRPF were frisking all the Jammu-bound vehicles at Kral Nallah area in Kud when they stopped an SRTC bus and during its checking, an unidentified suspected militant opened fire at them this evening,” Director General of Police (DGP) K Rajendra Kumar told PTI. In the cross-fire, one militant was killed and one AK-47 rifle and one pistol were recovered from him. He said it seems only one militant was travelling in the bus. “It was just the random checking of the vehicles when the police and the CRPF team were attacked, while the militant was gunned down, three civilians including two women and a child were injured in the firing,” the DGP said. He said while it seems that the attack was carried out by one militant, the security forces cordoned off the area and launched a combing operation to ensure that no other suspected militant was involved in the attack. “The firing has stopped, CRPF and Police is on the spot and we are carrying a combing operation. Investigation is also on to ascertain the identity of the slain militant,” the state police chief said. INLD, which had originally backed Anand, had alleged that Congress leader and former Chief Minister B S Hooda and BJP were “responsible” for the 14 votes of party MLAs being declared invalid in Saturday’s Rajya Sabha election, leading to the victory of BJP-supported independent candidate Subhash Chandra. The Congress leaders and Anand accused Chandra,

a media baron, of “playing fraud on the democracy and Constitution” with the help of an independent MLA and some EC officials. “There was a conspiracy hatched to hijack the elections... We have made a complaint to the Election Commission about the fraud played by Subhash Chandra, Jai Prakash (independent MLA) in the Rajya Sabha election. “The AICC too has filed its complaint. The EC has heard our side, they will decide the matter accordingly. We have urged them to declare as null and void the entire election process and hold re-polling there,” Anand told reporters after the meeting with EC officials. Hariprasad said all the Congress MLAs voted for Anand “as per the direction of the party”. Hariprasad said he, being agent of the party during the polls, had seen votes of all but one MLA. “There was no revolt. Congress people voted (to the right candidate), it was the conspiracy of the RSS-BJP. This indeed is a conspiracy and deliberate attempt (to defeat Anand). It is a big conspiracy

to wipe out Constitution and election process,” he said. When asked by reporters whether Hooda did not vote, Hariprasad retorted, “Who told you that Hooda did not vote? He did cast his vote.” On the pen theory, Anand claimed it was BJP legislator Aseem Goyal who had allegedly switched the pen meant for marking the votes so as to make the 14 Congress votes declared invalid. He alleged that Jai Prakash took away the original pen from the voting enclosure. When asked why the pen issue was not raised while the election process was on, Anand said, “One will not know such things when the polling is on”. “We realised about the fraud when we checked the voting pattern. There was no point of Jai Prakash going there (inside the booth) again (twice)... after two of our MLAs cast their votes, he (Jai Prakash) went there again and changed the pen,” Anand claimed. The votes of 14 Congress MLAs were declared invalid leading to the loss of Anand who was otherwise expected to win.

IAF MiG-27 crashes; pilot ejects safely

JODHPUR, JUN 13 (PTI): A MiG-27 aircraft of the IAF Monday crashed in a residential area of the city, with the pilot ejecting safely. The aircraft was on a routine training sortie when it crashed at 1130 hours. “The MiG-27, which had taken off from Jodhpur Air Force Station, developed some technical problem and hit a locked house in Kuri Bhagtasni housing board at about 11:30 AM,” DM Vishnu Charan Mallik said. The plane caught fire after the crash and fire fighters were rushed to douse the blaze. “The pilot ejected safely seconds before the crash,” said Mallik. IAF sources said the pilot had reported a technical problem and sought priority landing. However, as the engine had failed, he had to eject, the sources said. Defence Spokesperson, Lt Col Manish Ojha, said, “The MiG-27 crashed at 1130 hrs. The aircraft was on a routine training sortie. The pilot ejected safely. A court of

Governor indicts govt

W

hether politicians appreciate or not, the views expressed by Nagaland and Assam Governor P.B.Acharya, pertaining to various issues such as –backdoor appointments, proxy teachers under the Department of School Education, poor performance of government schools in HSLC and HSSLC examinations and irregularities in implementation of central schemes. What the Governor spoke of, are not new but issues that have been plaguing the state since the mid-70s when politicians, who promised change instead began to sow seeds of corruption at various levels. However, the very fact, that the Governor of a state has come out openly in expressing his serious concerns is in itself, a very significant step. Of course, politicians in power, have lost all sense of probity as they have developed very thick skins over the decades. Politicians represent people and so people are also not above blame. In fact, people should accept moral responsibility for electing those with dubious background. Be that as it may, such a situation has led to growing despondency among public and weakening moral authority in the government. Even the very structures of society has been weakened since existence of corruption in the corridors of power has undermined the forces of law and order besides reducing public morale. Society has been gradually criminalized at almost all levels. It is a widespread problem of a moral abyss afflicting contemporary society because people generally tend to think that power is a license to serve personal, family or community needs above all. Those who take away 70% of the fund as salaries include bogus teachers and perhaps other bogus employees that are believed to exist in various government departments. Thus, the bogus rolls that make up the state’s swindler’s list has to be dealt with appropriately. The bogus teachers list surfaced only after the state education department in 2008 discovered a huge deficit to the tune of around Rs.25 crore in its finance Every development project is made at great cost with hardly any returns. On the issue of helping the government in eradicating anomalies and scams, the ordinary public may not be in a position to verify such anomalies, since they don’t have the means or wherewithal to do so. There are also several scams in the government with regard to diversion or siphoning of funds, some of which had been reported in the media-such as the road and VRS scams but that was the end of it. There are also some allegations made by the public and NGOs on corrupt practices which are also available in the report of the CAG every financial year ending. To assume that more funds for development would be a panacea is not based on facts. The Right To Information Act (RTI)is a good weapon to be used against corruption. The level of awareness on corruption can be complemented to a larger degree through proper use of the RTI Act. At the end of it, unless public themselves are vigilant, the fight against corruption will prove to be a Herculean task. What was sought to be stated, though laced with despondency is an indictment of the fact that the government’s cupboard is full of skeletons with corruption which is systematic and endemic. How development funds have been cornered by some may be seen in buildings, lands and other financial investments.

o you experience bloating, intestinal cramps and excessive gas in your stomach often? This could be lactose insensitivity which is a very common reason for digestive problems. Lactose is a sugar found in milk and milk products. Lactose should be broken down in your upper intestine by the enzyme lactase. Most people in India have varying degrees of lactose insensitivity, making it difficult for them to digest sugar. But since the pain and bloating differs, people often don’t connect the two. Technically, as infants, humans produce lactase in our digestive systems and can digest milk. As we enter adolescence the enzyme in the body starts decreasing and with it the ability to break down lactose. This is natural because milk is for infants and humans are the only animals that drink milk beyond infancy. All Asians and 75% Africans and Caribbeans, 50% Europeans and 35% Americans have degrees of lactose intolerance. The only people who can really digest milk are Northern European whites and Americans of North European descent who have a genetic mutation to deal with lactose. Unfortunately, it was these North Europeans who colonized much of the world and they brought their eating habits with them; which is why America, colonial Africa and Asia started drinking milk. So, while your background defines whether you can tolerate dairy or not, most governments push milk aggressively, and food manufactur-

ers find milk sugar a cheap ingredient and add it to wide variety of processed products; which is why the largest selling medicine in the world is a lactose digestive. How sensitive you are depends on how much lactase enzyme your system is still producing. Some people can drink a glass of milk without apparent side effects. Some can have just a spoonful in their tea or coffee or on their cereal and it triggers off a gastric upset. Why does lactose cause gas and abdominal pain? When your body does not produce enough lactase in your small intestine, all your milk/ milk products pass through to the large intestine undigested. Bacteria in your colon love lactose and quickly ferment it. This fermentation creates lots of gas. Due to the high levels of protein in the milk, the gas is very smelly. These extra gases bloat the intestine causing spasms and cramps. When the pressure from the gas interferes with water absorption in the colon it causes diarrhoea. Some people experience bloating and flatulence in 15 mins.-2 hrs. after ingesting milk or its products. Gurgling or rumbling sounds in your belly, loose stools or throwing up are common symptoms. While passing wind almost immediately is the best thing to happen, apart from being uncomfortable it is also embarrassing for you - both the smell and the noise are not socially acceptable. Smell has a decisive role in changing mood and it becomes very annoying for people to share your space.

Are you lactose intolerant? Since this is such a common problem, why do most people not realize it. One of the reasons is that since food containing lactose (paneer with vegetables for instance) travels much slower than liquid, it may take hours for the symptoms to appear. You could have eaten something in the morning and end up with gas in the evening without making any connection between the two. Here is a list of food and drinks that contain lactose. Milk is obviously the first product that you should avoid, especially cow and goat milk. All dairy milk, even skimmed milk, has extremely high levels of milk sugar. All protein powders have concentrated lactose. Butter and all cream contain slightly less than milk but enough to cause you trouble. Freshly made cheese- feta, paneer etc. has a large amount. The harder the cheese, the less lactose it contains. For instance, parmesan will have much less than mozzarella. Ice cream is particularly bad because not only is it made from milk, but manufacturers add extra milk sugars to sweeten it. Good quality curd, made at home and without any flavouring has

the least amount of lactose. But commercial yogurt is simply thickened, sweetened milk with very little beneficial bacteria in it. All yogurts are made with live cultures, but many yogurts go through a process called “heat treatment” that kills the bacteria. Check the label for the words “contains live and active cultures.”. Canned soup has lactose – especially if it is “creamy”. So do packaged savoury snacks, especially if they are cheese flavoured. Milk chocolate, cakes, puddings, biscuits, doughnuts have lactose, as do premade sauces, gravies and salad dressings like mayonnaise. Breakfast cereals are sometimes made with milk powder or solids and then you eat them with more milk. Bread, baked goods, instant breakfast drinks, instant potatoes, instant soups, pancake, cookie, and biscuit mixes, margarine and salad dressings too. Even processed meats like sausages, luncheon meat have lactose. Pizza with its combination of soft cheese, bread and perhaps processed meat is the worst thing you can eat. Start looking at labels for the words lactose, milk solids, milk powder, milk protein, non-fat dried milk,

casein, sodium caseinate and whey. Strangely enough, birth control pills, headache tablets and some drugs and supplements also contain lactose. By themselves they are unlikely to have a major effect but if your food is bad, it all adds up. If you are lactose intolerant, it is far more serious that just cramps, bloating and flatulence. If the colon is constantly deluged by fermenting lactose it can leave the digestive system permanently weakened with harmful bacterial overgrowth and weakened immunity. If you are Indian, take it for granted that you have some level of intolerance. Sometimes the small intestine stops making lactase after a short-term illness such as stomach flu or as part of a lifelong disease such as cystic fibrosis. Or the small intestine sometimes stops making lactase after a surgery to remove a part of the small intestine. In rare cases, new-borns are lactose-intolerant – this is serious because diarrhoea causes dehydration. Some premature babies have temporary lactose intolerance because they are not yet able to make lactase. Lactose intolerance increases as you get older. You need to check out what harm you are doing to yourself. The best way to check this is to avoid eating all milk and dairy products to see if your symptoms go away. If they do, then you can try adding small amounts of milk products to see if your symptoms come back. There are two tests that doctors have: the Hydrogen Test Breath Test. Before the

here is already a demographic imbalance and threat to Naga’s identity. The uncontrolled and unrestrained immigration pose a great threat to our state security, demographic balance with the viewpoint of the outsiders becoming a majority community dropping the majority indigenous community of the Nagas to a minority even in our own home land. There is wisdom of powerlessness, nervousness and stiffness amongst the Nagas fearing that the Nagas identity or tribal identity is under severe threat. The situation after arrival of Train to Dimapur is so alarming. The incidence of local girls marrying immigrants is swelling every year and the numbers is going up nowadays. The immigrants originate with an intension to marry local girls to seek shelter or secure social sanction and establish themselves by buying land, constructing houses and getting white colour jobs. The Immigrants come with an intention to marry local girls to settle and in most cases, they are given Naga names. So, they cannot be detected by the authorities concerned. When they apply for opportunities like jobs, which are meant only for the indigenous people of our state, we face uncountable problems. Time has come for us to debate on whether the Nagaland Government should discourage Naga women marrying outsiders and they need to pass an order that these women shall not be allowed to inherit any ancestral land property or buy land properties in their names. are not using family planning methods for birth control although the indigenous population are practicing family planning methods leading to population imbalance. The immigrants are indulging in illegal drug trafficking or any other crime for earning quick money. The population of Immigrants are increasing by leaps and bounds in Dimapur as the political leaders, GB’s are entirely responsible for fast increase of IBI population in Dimapur. Many of our Political Leaders in Dimapur/ Nagaland use the immigrants as vote banks. I have personally seen some Ministers dancing with lean and thin ugly looking immigrants in their own constituencies. They supported and assist the immigrants in getting ration cards, BPL cards, driving licence, Voter ID, Birth certificate etc. They even helped them in purchasing land or owning shops. Many IBI’s came to Dimapur with ration cards, driving license, birth certificates issued by the Government of Assam. No wonder Assam is now called: the “Exporter of Foreigners”. So our security system cannot identify them as foreigners and the same practice is being carried in Dimapur also. The Police, Administration, GBs, Politicians is overprotective to the migrants. For instance, If there is a quarrel or little bit of violence involving at Hazi park and New Market area, our own Naga brothers immediately appears out of nowhere and start harassing our own Nagas whether right or wrong. They allow themselves to be used by outsiders and it is such a shame to see those Chamchas

to IBI’s. In general, we Nagas do not want to work as domestic helpers, rickshaw pullers, Cart pullers, cobblers, barbers, garbage collectors, mason, Plumbers etc. Jobs that are generally unattractive to the natives are being occupied or booked by the immigrants. So there is always a vacuum, which can be filled by migrant workers at cheaper rate. When the BRO or any outside contractors come to work in Nagaland, they bring hundreds of labourers. These labourers never return to their home states even after completion of the specific task. We Nagas are lazy and the easy availability of jobs and better economic prospects attract immigrants to Dimapur. Migrants are more hard working. They do not enjoy Sundays and Holidays where we Naga Manu are enjoying not only Sundays and Holidays but also all festivals, making ourselves more undependable and unreliable. Since the migrants also charge less, local contractors also prefer to employ them. Such scenarios pave the way for large-scale immigration. However this practice should be stopped by our own people and instead encourage our local youths to take up such jobs. Moreover, the Dimapurians are becoming increasingly dependent on the immigrants. There is also an absence of any law for regulation of internal migrants in Dimapur and effective implementation of Foreigners act must be applied immediately by the state government. The immigrants should not be allowed to purchase land without government permission.

A special temporary work permit for the specific trade should not be encouraged rather a seminar or workshop programme about “Dignity of labour” must be conducted by the state government to encourage our youngsters to fill up into those space and all the departments responsible for issue of ration cards, BPL cards, Electoral or Voter ID, driving licence should be trained and alerted. On July 10, 2009, Nagaland home minister Imkong Imchen stated on the floor of the state assembly in Kohima that a total of 75,807 ILPs were issued in 200809, and the total amount collected was Rs 2,024,690. In 2007-08, the number of permits issued was 76,268, with the total amount collected being Rs. 2,157,345. However, he admitted that the state did not have any mechanism to check if people coming in through this permit ever left the state or not. An overwhelming majority of the intelligentsia (94.28 per cent) in Nagaland is felt that the ILP had not been effective at all. Dimapur had the largest non-Naga workforce followed by Kohima. The construction sector had the highest. More than 50% of this income goes to their own states. Now all sections of the Naga people are increasingly getting worried that unabated immigration will become a major economic, demographic and political problem. Their apprehension is that this may lead to loss of land and damage to Nagas and tribal cultural identity. This is matter of great importance and great consequences. Why has Modi mooted for early solution to Naga issue

harat Karnad, a strategist and was a member of a National Security Advisory Board, was once known to have assumed that the United States has a ‘nursery’ for growing great powers while underscoring India’s effort in early alignment with the United States’ geopolitical strategy. He is known for his antithetical viewpoint to the ideals of India’s first PM who stood firm on ‘soft state’ policy, and arguing that nurturing a great power is, inter alia, the “use of both soft power and hard power to expansively mark its status in the external realm”. To say that his strategic thinking has categorically given effect to a paradigm shift in respect to foreign policy of the current Modi government is a time factor, yet it is hardly deniable that NDA’s brand ‘Act East’ has timely paralleled with America’s ‘Pivot to Asia’. This common interest in Southeast Asia has brought the two former not-so-friendly nations to a common calculated platform, which is unprecedented and unanticipated. It is unprecedented as the self-proclaimed Non-Aligned nation, India, has never been into any military alliance with any groupings nor involve in geopolitical game which contribute to destabilizing an established government. Further, it is unanticipated because the leader of the Non-Aligned Group has strayed from its principled stance to militarily flourish a nexus with elite forces. Either ways, the real intent of such a shift in foreign policy and, essentially, a more pragmatic participation in military exercises lies in its attempt to pose itself an emerging superpower. Having learnt a lesson from the 1962 episode, India is treading cautiously

in designing its claim to be a would-be superpower. Adding to its ostensible military vision for possible alliance is the availability of options at its knees for remedy in case of any fall-out. It may be recounted that the then National Security Advisor to the NDA government under Vajpayee hinted at a possible formation of a Washington-Tel Aviv-New Delhi axis in the international affairs. The audience is of the opinion that the current political dispensation is implementing this vision into a reality. Growing weary of China and its presumptuous rise in both military and economic arenas, also facing with uneasy relationship with its neighbors surrounding to the east through north and till west, India has to reluctantly re-orient its foreign policy to look to some great powers to rebalance the disadvantages it get and check the advantages that accrued to the regional rivals at the expense of its soft approach. Thus, the foundation of the US-India relationship was envisaged in 2005 when the 123 agreement was signed known as the Indo-US nuclear deal. Though, the previous government stopped short of meeting certain options advanced by the US, the NDA government has seized an opportune time by walking an extra mile in forging the relationship to a new horizon. The NDA regime has cleared itself of doubts to be a military partner of the United States as contemplated in the announced logistic support agreement (LSA) to be signed between the two countries shortly. Under this agreement, the US Army would be allowed to have access to India’s air, land and naval bases and vice

versa. In addition, work for preparatory work on site in India for six nuclear reactors to be built by an American company will also commence very soon. Not coincidental, India followed the steps of the United States vis-à-vis Vietnam where the latter had recently lifted the arms sales ban on Vietnam in line with Obama’s signature foreign policy of rebalancing Asia-Pacific. India and Vietnam signed a Joint Vision Statement on defence cooperation for 2015-2020 in 2015. Accordingly, a $ 100 million line of credit was okayed for Vietnam mainly for defence procurement. Vietnam’s readiness for Brahmos missiles could be next as Russia, the co-developer of the missile, gave a green signal to India for sale as Russia was previously edgy. Despite a major breakthrough in heralding a novel concept in India’s presence in international affairs, Modi isn’t successful yet. The question of morality in ensuring country’s greatness, the issue of economic and social disparities backed by underdevelopment and most importantly the separatist and revolutionary movements extended its arms across the country that stood in Modi’s way. Dubbed as the mother of all political movement in the Northeast, Naga National Movement (NNM) has offered Modi with a complex-stricken action-oriented dialogue as he already has it at his finger’s end that a mono-pronged approach would dearly cost his ambitious Act East. Who is a nonindigeneous Naga?

Referring to the article “Naga Hoho opposes Transfer of Land Ownership to Non-Nagas “appeared on 10th June 2016 in local papers, I would like to express my views on the applicability of the term. To my understanding, the term Indigenous Inhabitant of Nagaland is supposed to be citizens who possess Indigenous Certificates from office of the Deputy Commissioner of any district of Nagaland. If the Hoho is strictly to oppose acquiring of land by a non-Naga, it should also cover the Nagas from Manipur, Assam or Arunachal who are purchasing land mostly in Dimapur district. Many non-Indigenous Naga villages and colonies have been established in plain areas of Nagaland who definitely do not hold any legal documents to claim as indigenous inhabitants of Nagaland. Restriction of acquiring land should not be only to the Plain people but the fatality should include the Nagas who hails from other neighboring states of Manipur, Assam and Arunachal as well. A NonNaga can be a Naga from other states living in Nagaland. Can a Naga of neighboring State be exempted because he is a Naga by blood? Or is there any relaxation for those Nagas who are from other states are Nagas by blood? If not, the law of the land should be at par with other Non-Nagas as per legality of the term till such time we come together as a Naga in one State. The Naga Hoho may examine the Act and come up proper guidelines. It is not that we hate our Naga brothers who hail from other states but till the Act is relaxed, the rule should be applicable to the defaulters irrespective of blood or caste or creed. Rahul vows to end drugs menace; hits out at Akalis

JALANDHAR, JUN 13 (PTI): Congress Vice President Rahul Gandhi Monday promised to end the drugs menace in Punjab if the party comes to power in 2017 Assembly polls in the state by bringing in a new law. Hitting out at the 9-years old SAD-BJP government in the state, Gandhi accused the Akalis of “protecting” drugs trade and said there was “ease in doing only one business in Punjab which is of drugs”. Gandhi also lambasted the Akali dispensation for unemployment in the state. Leading a dharna against the drugs menace and “deteriorating” law and order situation in the state, Gandhi asked people to be beware of the “dangerous enemy” which was “ruining” their lives, and promised to bring the state back on track. “Amarinder Singh ji said he will take one month to end the drugs problem when Congress comes to power. Why did he say so. If you have to eliminate the drugs problem, then you will have to give power to the police. “You will have to put right officers on the job and remove inefficient ones and this work is not being done by Akali Dal. When you do this job and you end the nexus of police and Akali Dal, then the drugs problem will be addressed in one month,” Gandhi said. “Those who have made

money, big houses and robbed the youth of their money from this drugs trade, we will get that money back (from them) and return it to you. We will bring a law and deploy the police in the right manner to stop the menace,” he said. He also took a dig at Prime Minister Narendra Modi and Chief Minister Parkash Singh Badal. “Modi ji and Badal ji talk about ease of doing business. Punjab has only one business where there is ease and that is drugs business. That business is protected by Akali Dal,” he said. “There is no shortcoming in Punjab police. Jawans here had fought against terrorism ... But the Akali Dal government has put good officers who want to work on ‘Khudeline’ (unimportant) job. The government asked them not to work and empowered the wrong officers,” he said. He said when he raised the issue of drugs problem four years back, Deputy Chief Minister Sukhbir Badal made fun of him. On the controversy surrounding film ‘Udta Punjab’, which highlights the drugs problem in the state, Gandhi said, “Udta Punjab is being banned here. Today again, they are not ready to admit the truth, because they are benefiting from this. Everyday they benefit from this

truth, from drugs and lawlessness in Punjab. Akali Dal and its leaders are benefiting from this.” “If Punjab wants a future, then it will have to eliminate drugs problem from the state. There is no other solution to this. Another matter has come to light. On the one side there is a problem of drugs and, on the other side there is a problem of law and order and unemployment,” Gandhi said. He also vowed to restore the money made by drug dealers to the victim families. Noting that Punjab’s future has been “destroyed”, Gandhi asked the people of the state to accept the reality of drugs in the state. “The hands and feet of Punjab’s youth are chained and without breaking these chains, Punjab cannot move forward. Punjab’s people will have to accept this truth and only then we can wage a war against drugs. Nothing will happen by hiding it. Punjab has the strength to recognise this truth as its people work with honesty and so does the Congress party,” Gandhi said. “I want to tell you that when Congress comes to power (after next elections), we shall fight against drugs the way we fought for Bhatta Parsaul, the way we sent back ordinance (on land acquisition) thrice,” Gandhi said. “Industrialisation which

Recalling the Bhatta Parsaul incident, Gandhi said when he raised the matter, people made fun of him. “When farmers in Bhatta Parsaul came to me, they told me about their pain. People made fun of me at that time and said why did you go to Bhatta Parsaul. I remember, they said nothing had happened in Bhatta Parsaul. “There was a truth in Bhatta Parsaul and farmers were feeling the pain. I fought for them and in the end, we got the Land Acquisition Bill,” he said. “Farmers know who fought for them, who did not. Modi Ji made a promise on MSP and farmers know what is the truth,” he said. “It is easy to speak but you ask farmers of Bhatta Parsaul who fought the battle and who brought the Bill and who stopped ordinance and with whose support, it was stopped,” he said talking about the agitation he led in Uttar Pradesh against alleged forcible land acquisition. He maintained that the revival of traditional conservation and forest management practices through the creation of CCAs, offers hope for forest protection and biodiversity conservation, as communities set aside parcels of forests within productive, jhum (shifting cultivation), landscapes. A study of Nagaland’s CCAs conducted by TERI and the forest department of Nagaland found that almost one-third of Nagaland’s villages have constituted CCAs and as many as 82% of these 407 CCAs have completely or partially banned tree felling and/or hunting within the CCAs, and enforce various regulations for forest protection (TERI, 2015). These CCAs which cover more than 1700 sq. km, by setting aside forests for conservation, also contribute extensively to carbon storage (an estimated 120.77 tonnes per ha (TERI, 2013), reduce emissions from deforestation and degradation, and are an important mitigation and adaptation strategy for climate change. Earlier, in his opening remarks, Neihu C.Thur, commissioner & secretary, department of forests, ecology environment and wildlife, spoke about the community conservation areas and its importance and growing pressure on CCAs. Keynote address was given by Dr S K Khanduri, IG Forests (Wildlife), ministry of environment, forests and climate change. He emphasized the need for resources to not only strengthen the efforts but also to sustain the ecological,

economic and social benefits accruing from the CCAS. He clarified the weightage of 7.5% to forests in the 14th Finance Commission calculations for devolution of central resources is only the beginning of recognition of the state of forest in the economy. Evolution of models and a policy on CCAs is needed to integrate community level conservation with sustainable forest management in Nagaland, he said. I. NEW DELHI, JUN 13 (PTI): In a jolt to Delhi’s ruling AAP government, President Pranab Mukherjee has refused to give assent to a legislation that protects 21 party MLAs, who have been appointed Parliamentary Secretaries, and face the prospect of disqualification. Petitions have been filed with the President seeking disqualification of these MLAs on the ground that they occupied office of profit violating constitutional provisions. Acting as a quasi judicial body, the Election Commission to whom the President referred the issue, had sought replies of the MLAs. The Delhi Government had sought an amendment to the Delhi Members of Legislative Assembly (Removal of Disqualification) Act, 1997.

Penal powers for Trai not a solution to call drop issue: DoT New Delhi, Jun 13 (PTI): Amid intense lobbying by mobile operators against giving more teeth to regulator Trai, Telecom Secretary J S Deepak on Friday said penal powers cannot be the “one and final solution” for call drop and the firms have committed Rs. 12,000 crores to install new towers to check this problem. After its earlier direction asking telecom firms to pay consumer for each dropped call was quashed by the Supreme Court, the Telecom Regulatory Authority of India (Trai) has asked the government to amend laws to give it powers for imposing fine of up to Rs. 10 crores on operators and jail term of up to two years for their executives. Deepak said the government will “take a view” on Trai’s demand for more powers, but in his “personal opinion” a person cannot be sent to jail “for every call drop”. Economic experts, think tanks, multilateral institutions and reputed media have acknowledged India’s growth story,” a resolution passed at the BJP’s National Executive meet here said. “India’s GDP had grown to 7.2 per cent in the year 201415 and 7.6 per cent in 2015-16. It is significant to note that last quarter witnessed GDP growth rate of 7.9 per cent,” the Bharatiya Janata Party (BJP) resolution said. “Despite severe resource constraints, we could achieve fiscal deficit of 4.1 per cent and 3.9 per cent in the year 2014-15 and 201516 respectively,” the resolution added. India received “an unprecedented amount of foreign direct investment (FDI) in the calendar year 2015,” it said. “Increased capital spending in infrastructure development, increased credit for agriculture and small industries” has facilitated India’s fast growth, the resolution said. “This has increased domestic growth and domestic consumption. Indian consumer spending increased from 6.2 per cent in 2014-15 to 7.2 per cent in 2015-16,” the BJP resolution said. Notably, some economists and newspaper columnists have questioned the growth figures flaunted by the government, putting them a few notches lower than officially claimed.

Call drops have been a major concern for over a year now and the situation has failed to improve despite involvement at the top level for several past months. Most of the mobile service providers have frequently failed in quarterly sample call drop tests conducted by Trai but operators have contested the results saying that they comply with benchmark set by the regulator.

Govt plans to ease process for importers New Delhi, Jun 13 (Agencies): To push its ‘Make in India’ drive, the government will soon be announcing a scheme to extend single port clearance, deferred duty payment and relief from routine checks for select importers. The finance ministry is uniting and expanding the scope of two existing programmes for importers, the Accredited Clients Programme (ACP) and the Authorised Economic Operator (AEO) scheme. It will extend direct port transfers, allowing members to move their cargo as it arrives at a land or sea port to a warehouse without checks. “The framework has been finalised, after consulting the industry. It is aimed to significantly cut time and cost for importers and boost domestic production,” said a ministry official. Only members of the revamped scheme will be eligible for deferred payment benefits. The new scheme will have a benefits matrix, extending most of the benefits, including assured clearance from ports, to direct manufacturers in India. “We will divide a month into two. Importers in the revamped AEO scheme and bringing in shipments by the 15th of a month will get to make payments by a particular date of the second fortnight. Similarly, those bringing in consignments during the second fortnight will have to make payments by a specified date at the beginning of the second month,” said an official, who did not wish to be named. “The move will significantly help importers with cash flows.” Members will be graded on compliance history. “Those in the business for long and dealing with non-sensitive countries will be rated a higher

Only about 18 entities so far have AEO status in India. The ACP Programme, begun in 2005, has about 300 members; 13 per cent of imports are through this route. The government is aiming that at least 40 per cent of imports occur through the revamped programme, with at least 1,000 members. The US has 11,000 members as part of an AEO programme. The gover nment will probably do away with the eligibility criterion of Rs 10 crore of imports in the earlier financial year, to encourage medium and small enterprises to be a part of this scheme. “Under the revamped scheme, there will be no value thresholds. Minimum documentation will be required,” he said. While manufacturers will be given preference, traders will not be barred. “Entry norms were tough under the earlier scheme and not many could qualify. We’re easing the minimum import norms, without making the scheme weak. Those with doubtful credentials will not be allowed to join,” said another official. The Central Board of Excise and Customs is holding consultations with other government departments, to come on board and mutually recognise imports, and opt for only risk-based assessment for member-importers.

New Delhi, Jun 13 (Agencies): NITI Aayog, which has been tasked with preparing a road map for disinvestment, feels the government should privatise unlisted public sector companies, instead of divesting shares once they are listed. While the large PSUs are listed, smaller ones remain wholly owned by the government. In addition, several subsidiaries of large staterun firms are yet to be listed, potentially opening the door for the government to tap into these entities. NITI Aayog, which is also identifying sick state-run companies for closure, has identified around 25 PSUs that need strong intervention for revival. But the bot tom line is that the revival should not hinge on sale of land or other assets. “Companies should only be revived if they are viable and they have a business plan that can sustain them in the future,” said a source. At the same time, NITI Aayog believes that the PSUs which are unviable should be immediately shut down so that they do not remain a burden on the exchequer.

(PTI): Targeting April 2017 for the rollout of Goods and Services Tax, the government is betting on support from smaller regional parties to pass the national sales tax legislation in the Parliament session from next month, and expects approval for supporting laws by year-end. GST was earlier planned to be introduced from April 1 this year, converting 29 states into a single market through the new indirect tax regime, but the deadline was missed as the bill to roll it out remains stalled in the oppositiondominated Rajya Sabha. “If we can pass it in the monsoon session (of Parliament beginning next month), then we can implement it in April 1, 2017,” Minister of State for Finance Jayant Sinha told PTI. The government has enough backing from smaller regional parties to pass the Bill in Rajya Sabha without support from the main opposition Congress party, he said. Bengaluru, Jun 13 (PTI): Government-to-government contract is being planned to import pulses to bridge the supply-demand gap and maintain stability of prices, Union Food and Consumer Affairs Minister Ram Vilas Paswan today said. The situation of pulses is now under control and month on month their prices have gone down, he told reporters here. “There is a gap between demand and supply. This year our production is 170 lakh tonnes, last year it was 171 lakh tonnes, before that it was 173 lakh tonnes. “On the demand side it is increasing 10 lakh tonnes per year. This year it will be 246 lakh tonnes,” he said. The minister said the central government has worked out a strategy to mitigate the shortage of pulses and maintain the stability of the prices. He said there would be a gap of over 76 lakh tonnes. In this case, private importers may import only 60 lakh tonnes. For the rest, the government has planned to have governmentto-government contract to fill the gap. “Our team will go to Myanmar and other countries for this.” Paswan said the government has also maintained a buffer stock, for which it has already purchased 1,13,000 tonnes of pulses. State governments have also been asked to purchase pulses (for retail distribution). “We are providing them tur dal at Rs 66 per kg and urad dal at Rs 82 per kg. The strategy that we have made has resulted in price stability,” he added. On sugar prices, Paswan said in the last few months it has gone up and to mitigate this, government has taken various steps.

Kolkata, Jun 13 (IANS): SBI Life Insurance is eyeing to achieve a growth of 30-40 per cent in the new business premium in 2016-17, a top company official said. “We are targeting to achieve 30-40 per cent growth in new business premium in the current fiscal and intending to grow by 25-26 per cent in the gross total premium including new and old,” said company’s Managing Director and CEO Arijit Basu. The life insurer will remain focused on banking and agency channel to achieve the growth, he said. The company achieved 29 per cent growth in total new business premium in 2015-16 and 37 per cent growth in the rated Individual new business premium as compared to 8 per cent for the industry, he said.

“This was attributed to performance of banking and agency channel. Sales through agency channel grew by 12-13 per cent in the last year while banking channel also had a fantastic growth,” Basu said. “We intend to grow by 20 per cent in the current fiscal in agency channel while our banking channel growth is expected to over 50 per cent,” he said. The life insurer will strengthen its banking channel by increasing the number of licensed specified persons who are SBI staffs having licence to sell life insurer’s product. “We have about 28,00030,000 specified persons adding 3,000 in the last year. Mumbai, Jun 13 (PTI): Amazon followed by Filpkart and Snapdeal were the most preferred e-commerce websites among sellers, with highest top of the mind recall, a recent study has revealed. The findings came as a result of a study by Nielsen for the January-March quarter, which surveyed 1,184 online sellers. It revealed that 39 per cent of online sellers “explore two or more e-commerce websites as an option to sell products on and grow their business.” A high level of familiarity along with in-depth knowledge of an e-commerce website is the most important factor that drives brand equity, the report said. While Amazon had the highest top of the mind recall (25 per cent), Flipkart stood second (21 per cent) and Snapdeal (20 per cent), it added. “With the e-commerce industry growing in double digits, there is surge in demand by customers, and an evolving online seller category that is fuelling supply on portals,” said Dolly Jha, executive director of Nielsen India. “To ensure the equilibrium of demand and supply, it is essential for e-commerce portals to focus on developing an inviting platform for online sellers in the country. Sellers

are also increasingly discerning when it comes to reaching their customer and meeting business needs,” Jha added. The first wave of the newly launched study was conducted in 16 markets with a population of over 10 lakh, and a sample size of 1,184 respondents. It aims to understand the inclination and experience of selling products on e-retailing platforms. The study also gauges the brand equity of e-commerce websites amongst connected online sellers, and of those who intend to sell their products online in the next few months. “Considering the juncture at which the category is, it is now very critical for e-tailers to understand push and pull factors that make sellers pick one website over the other,” Jha said. Other key factors that impact brand equity are certain perception of the e-retailers like they help the sellers stay relevant and ahead of competition, provide new market opportunity, and help minimise costs to reach out to more customers, it said. In terms of overall awareness, 86 per cent respondents in the study voted Amazon, 82 per cent voted Flipkart and 75 per cent respondents voted Snapdeal, followed by others.

Mumbai, Jun 13 (PTI): Extending losses against the U.S. dollar for the third day, the rupee on Monday plunged by 38 paise to hit a one-week low of Rs. 67.14. This was due to persistent demand for the American currency from banks and importers in view of sharp fall in domestic equities. The rupee opened lower at 67.07 against last Friday’s closing level of Rs 66.76 per dollar at the Interbank Foreign Exchange (Forex) market and dropped further to 67.19 before ending at a one-week low of 67.14, showing a loss of 38 paise or 0.57 per cent. The rupee has dropped 49 paise or 0.74 per cent in the last three days. The rupee had last ended at 67.25 per dollar on June 3, 2016. The currency hovered in a range of 66.94 and 67.19 per dollar during the day. Meanwhile, the dollar index was down by 0.16 per cent against the basket of six global currencies in the late trade. The RBI fixed the reference rate for the dollar at 67.0737 and euro at 75.5116. In cross-currency trades, the rupee firmed up further against the pound sterling to close at 95.24 from the last weekend’s level of 96.24 while moved down against the euro to 75.67 from 75.46 per euro previously.

New Delhi, Jun 13 (PTI): Having overhauled the century-old bankruptcy laws for companies, the government will now bring a new insolvency law for banks and financial institutions to vest with depositors the first right over assets of a defunct entity. In an interview to PTI, Minister for State for Finance Jayant Sinha said the new legislation that is in the process of being drafted will help in quick winding up of stressed banks, non-banking financial companies (NBFCs) and microfinance institutions while safeguarding the interest of small savers. “We are also looking at additional legislation for resolution of bankruptcy in financial firms,” he said. Last month, Parliament passed the Insolvency and Bankruptcy Code that unifies more than four overlapping sets of laws and aims to slash time taken to wind up a dying company or recover dues from a defaulter. The inability to shut lossmaking firms and collect dues had locked up funds at banks and damped lending and investment. The government is setting up infrastructure to operationalise the law, he said. said, “by their characteristics, have depositors of money as well. So we have to come up with appropriate resolution processes for orderly winding down of financial firms. It will be a new law.” “We are working on that as well. So this is more in terms of the structural reforms we are doing which is to look at the resolution and insolvency process,” he added. The new law will deal with financial institutions, including banks, NBFCs, and other financial institutions, that have money deposited, he said. Asked whether the depositors would have first charge on liquidation, he said, “let’s wait for that legislation to be drafted, but obviously yes depositor money is first in line. We are working on that.” Sinha said the government is also planning to come out with comprehensive law – Enforcement of Security Interest and Recovery of Debt Laws and Miscellaneous Provisions (Amendment) Bill, 2016 – to amend the debt recovery laws with an overall objective of improving the ease of doing business. “We are making amendments to the DRT and Sarfaesi Act,” he said.

NEW DELHI, Jun 13 (PTI): Retirement fund body EPFO may soon allow its subscribers to contribute voluntarily towards its pension scheme in addition to their employers’ mandatory contributions. “We are considering a proposal to allow employees to contribute towards ‘EPS 95’ for getting enhanced benefits after retirement. But that contribution would be paid by the employees,” EPFO’s Central Provident Fund Commissioner VP Joy told PTI. At present, an employer contributes 8.33 per cent of basic wages of Rs 15,000 per month towards to the Employees’ Pension Scheme 1995 (EPS-95). The threshold for monthly basic wages for deduction of EPS contribution is Rs 15,000. Therefore, the maximum con-

tribution in a pension account can be Rs 1,424 every month which includes government subsidy of 1.16 per cent of basic wages even if an employee is drawing more than the threshold. Once the proposal is approved by the EPFO’s Central Board of Trustees, the employees would have an option to contribute towards EPS 95 in addition to contributions made by employers. As per the back of envelop calculations, over three decades of service with average basic wages of Rs 15,000 would result in a pension of not more than Rs 7,500 per month. Considering the enhanced paying capacity of a large number of subscribers, the EPFO is working on the proposal to allow them to

contribute more in addition to employers’ contribution for ensuring higher pension after retirement, an official said. The official also said, “Since the pension under the EPS 95 scheme is not inflation linked, it remains stagnant after retirement. Thus the employees should have an option to contribute more towards the pension scheme.” The unions have been demanding indexing of pension and a minimum monthly benefit of Rs 3,000 under the scheme. However, government has fixed minimum monthly pension of Rs 1,000 under the scheme.

Bangladesh anti-militant crackdown crosses 8,500

London, Jun 13 (PTI): An Indian-origin employee claims he has been sacked for speaking out against his employer’s attempts to dodge paying staff the new “National Living Wage” in the UK. Kumaran Bose, an employee with Kettleby Foods for 12 years, has been backed by his Bakers, Food and Allied Workers Union (BFAWU) this week over his whistleblowing. “What his managers particularly disliked was his brave decision to stand up for his rights and refuse to accept that he and his fellow workers should be treated so appallingly,” BFAWU regional organiser George Atwall said. The Leicester-based firm owned by Samworth Brothers is at the centre of a scandal in which companies have reacted to the introduction of the higher minimum wage in the UK from April 1 this year by cutting workers’ terms and conditions. The food giant has allegedly slashed overtime, night shift and Sunday rates — even cancelling paid tea breaks. The strict rules are set to be highlighted in a television expose by Channel 4’s investigative ‘Dispatches’ programme, which will be broadcast next week. “I was the voice of the union, they set me up as an

example. This is what will happen to you [if you join]. I feel I’ve been dismissed for union activities,” Bose told The Times. Bose and union officials say that in some cases workers could be denied up to 2,000 pounds a year in wages. An employee working from Friday to Sunday, they say, would lose 27 pounds per week simply by being docked pay for taking an hour’s break each day. A disciplinary investigation by the company concluded that Bose was guilty of gross misconduct for mentioning the 2,000 pounds figure, which they said was misleading. “Kumaran Bose was dismissed for two reasons and neither of them have anything to do with his union activity. As he has lodged an appeal and therefore the process is continuing it would be unfair on Mr Bose to make any further comment,” a spokesperson for Samworth said. “We are investing more than 5 million pounds extra in the pay bill every year for the next three years to support our recent pay review, a process that we launched more than 18 months before the national living wage was announced. The vast majority of staff are seeing a pay increase as a result of these changes,” she added.

Colombo, Jun 13 (PTI): The UN’s human rights chief today said there should be an “inclusive and meaningful engagement” of all Sri Lankans when implementing the resolution on the country adopted by the UNHRC last year. The Sri Lankan government’s efforts to implement its commitments in resolution will require a comprehensive strategy on transitional justice that enables it to pursue different processes in a coordinated, integrated and appropriately sequenced manner, said UN High Commissioner for Human Rights Zeid Raad Al Hussein. “This will require the inclusive and meaningful engagement of all Sri Lankans. I will present an oral update later in the session,” Zeid said while speaking during the opening of the 32nd session of the UN Human Rights Council (UNHRC) in Geneva. Malaysia’s Indians-owned Sharia-compliant airline shut Kuala Lumpur, Jun 13 (PTI): Malaysia’s Rayani Air, the country’s first Shariacompliant airline owned by an ethnic Indian Hindu couple, was shut down today, months after it was suspended for failing to adhere to aviation rules. The Malaysian Aviation Commission (MAVCOM) revoked Rayani Air’s Air Service Licence (ASL) after finding Rayani Air had breached the conditions of its licence. It said the airline also lacked the financial and management capacity to continue operating as a commercial airline. “As a consequence, Rayani Air can no longer operate as a commercial airline with effect from today,” it said. The airline was founded by Ravi Alagendrran and his wife Karthiyani Govindan and started operations in December last year. They used parts of their first names for the airline’s name. On May 25, MAVCOM had issued a show-cause letter to Rayani Air after it had completed its evaluation of the airlines commercial standing and capabilities to determine whether it could continue as an ASL holder. MAVCOM required the airline to submit its representation in writing within 14

days before the commission decides on whether Rayani Air should be allowed to continue to hold the ASL or whether it should be revoked, or suspended. Rayani Air submitted its representation in writing to MAVCOM on the last day of the stipulated time. “After reviewing Rayani Air’s written representation, MAVCOM has decided to revoke the ASL as the representations made by Rayani Air are not satisfactory responses to the show cause letter dated May 25, 2016,” it said. The commission also said Rayani Air was still liable to refund its customers. Customers who have purchased tickets with Rayani Air but were not able go on their journey may lodge a complaint with the company and seek a refund. In the event consumers are not able to obtain their refunds, consumers can file a civil suit for those refunds.

DOHA, JUN 13 (AGENCIES): A Doha court on Monday convicted a Dutch woman of adultery and handed her a one-year suspended sentence after she reported being raped while on holiday in Qatar. The 22-year-old woman, known only as Laura and who was not in court, was also fined 3,000 Qatari riyals ($800/710 euros) and will be deported once she pays the fine, court officials said. She had denied the charge against her. The male defendant, said by a court official to be Syrian and named as Omar Abdullah al-Hasan, was sentenced to 100 lashes for the illicit sex and 40 lashes for consuming alcohol. Hasan, who was also not in court, will undergo a medical examination to see if he is fit enough to withstand his punishment. James Howell, 20, of Indiana, was arrested yesterday in nearby Santa Monica where police found multiple weapons, ammunition and bomb-making materials in his car, police said. The arrest came just hours after 50 people were massacred at a gay nightclub in Florida. Santa Monica police chief Jacqueline Seabrooks said on Twitter that Howell told officers about “wanting to harm Gay Pride event,” in reference to the annual LA Pride parade that took place in Hollywood yesterday. Lahore, Jun 13 (PTI): At least 40 clerics of the Barelvi school of thought in Pakistan have issued a fatwa against honour killing, declaring it ‘un-Islamic and unpardonable sin’ amidst a series of such incidents. The clerics under the banner of Sunni Itehad Council (SIC) told a news conference here yesterday that honour killing is kufr (infidelity). “Burning women alive for marrying of their own choice is against Islamic injunctions,” the fatwa (religious decree) said. Dhaka, Jun 13 (PTI): Bangladesh today said it did not need any foreign help to provide security to its religious minorities despite a recent wave of deadly attacks by Islamists targeting Hindus and other communities along with liberal activists in the Muslim-majority country. “The followers of minority religious faiths are being attacked along with other ordinary citizens as part of an orchestrated plot to embarrass the government but these incidents could in no way affect the interfaith harmony in Bangladesh,” Information Minister Hasanul Haq Inu said. The 22-year-old singer was shot while signing autographs after a performance in St Petersburg, Orlando, Florida, on Friday. She was attacked by 26-year-old Kevin James Loibl who then took his own life following a struggle with Grimmie’s brother. Pantera say the incident brought back memories of the 2004 shooting of guitarist Dimebag Darrell while onstage with his band Damageplan. And the band add that they hope more will be done to prevent further similar tragedies. ontroversial Indian film Udta Punjab will be released on Friday with one cut and three disclaimers, the Bombay High Court has ruled. The filmmakers had approached the court after claiming that the censor board had asked them to make 89 cuts. Censor board chief Pahlaj Nihalani told reporters on Sunday that the film could be released with 13 cuts, ahead of the court verdict on Monday. The film focuses on the problem of drug abuse in the northern state of Punjab. The court asked the censor board to issue a certificate for a film within 48 hours. The censor board had defended its cuts, which included removing every mention of the word “Punjab” from the film, deleting swear words, and also a number of other words like “parliament”, “legislators” and “elections”. It also said that the film questioned the sovereignty of India, but the court rejected the argument. “We have read the script in its entirety to see if the film encourages drugs. We do not find that the film questions the

sovereignty or integrity of India by mentioning the names of cities, or referring to a state or by a signpost,” the judge said. The court had last week told defence lawyers that the film industry was “not made of glass” to be handled with care and added that there was no need for excessive censorship as the public was the “biggest censor”. It had also said that it was important for creative people and the industry “to survive”. The board has the option of appealing against the verdict in the Supreme Court. The film’s director, Abhishek Chaubey, told reporters outside the courtroom that

On the one hand, while Bombay High Court’s observations are in the favour of the film and the High Court has ruled the verdict in the favour of the film upholding only one cut out of suggested 89 cuts, on the other, Punjab and Haryana court is in no mood to let the film release in the state. As per a report on Times Now, the P&H High Court issued notice to the filmmakers asking for an explanation as to why the film shouldn’t be banned in Punjab and Haryana. The onus is now on the producers to prove this. However, the Bombay HC verdict has finally ruled in the favour of the film, which can now be released with just one cut. The scene that the Bombay High Court have asked to delete from the film is where Shahid Kapoor’s character of Rockstar Tommy Singh is seen urinating in front of a large audience.

K o lkat a , J u n 1 3 (Agencies): The Board of Control for Cricket in India (BCCI) has reportedly approached the England and Wales Cricket Board with the proposal of playing a day-night Test after New Zealand turned down India’s offer. While the ECB is yet to convey their decision, the board is also believed to be in talks with Cricket Australia for the same when they tour India next year. New Zealand expressed their apprehension of partaking in a pink-ball Test in Indian conditions and informed the BCCI of the same a few weeks ago. “The New Zealand board is not willing to play day-night Test as they are not comfortable with the Indian conditions,” a top BCCI official was quoted saying by the Indian Express on Monday (June 13). “There are various reasons, for instance the dew factor and ground conditions. “New Zealand played the first day-night Test against Australia and players could not find batting and fielding easy at dusk. So BCCI has got in touch with ECB and Cricket Australia to find out if they are interested

in playing one day-night Test when they travel to India,” he confirmed. The Test was initially speculated to be played at the Eden Gardens in Kolkata after Sourav Ganguly was found persuing the idea of his home ground hosting the fixture. Whilst a decision on whether Australia will participate in a pink ball Test early next year hasn’t been taken yet, CA and BCCI have agreed on playing a pink ball four-day game during India A’s tour of Australia in August. Indian men break 18-yr national record in 4x400m relay ERZURUM, Jun 13 (PTI): The Indian men’s 4x400m relay team created a new national record, clocking 3:02.17 at the International Sprint and Relay Teams Cup on Sunday. They bettered the previous record of 3:02.62 set at the 1998 Asian Games in Bangkok. Meanwhile, the Indian women’s 4x400m relay team, who are the reigning Asian Games champion and recordholder, clocked 3:30.16 and jumped to world No 12 in the rankings, to emerge as strong contenders for a qualification berth for the 2016 Olympic Games. Earlier, the Indian team management decided to field two teams each in both the relay events for more options. The men’s second team (B team) clocked 3:06.61 while the women’s second team (B team) finished with a timing of 3:34.45.

The new team will be headed by Er. Kevizhatuo Miachieo as the president, Silie Mepfuo and Er Pelezotuo Miachieo as vice presidents, Kenei Peseyie as general secretary, Neisakuolie Belho as treasurer and Visatso Kuotsu as property secretary. Fractured finger puts Warner out of tri-series

Ba s s e t e r r e , J u n 1 3 (IANS): In-form Australia opener David Warner has been ruled out of the remainder of the tri-nation cricket series with a fractured left index finger. The team vice-captain sustained the injury while fielding during their 36-run victory over South Africa in the fourth game of the tournament at Warner Park on Saturday, reports CMC. Subsequent X-rays revealed on Sunday that the damage would keep the left-hander out of action for up to six weeks, or could even require surgery. The X-Ray showed an intra-articular fracture of the distal phalanx of the index finger of the left hand - the top part of that finger, team doctor Geoffrey Verrall said on Sunday. We w i l l a s s e s s t h e situation over the coming days to see if the injury requires a

surgical option but should that not be the case then David is likely to be available to return to play in somewhere between two and six weeks. A decision will be taken on if Warner will remain on tour and whether or not a replacement will be summoned. Warner, who struck 109 in Saturdays game, said he would try to take the positives from the injury layoff. Its obviously disappointing to be sidelined given the form Ive been in and given the important stage the tri-series is at, but its always important to look at the positives, he said. This downtime, however long or short it is, will give me the chance to freshen up and spend quality time with my family after an intense period of action, with trips to New Zealand and South Africa, plus the World Twenty20 and the Indian Premier League.

YAPO, President alongwith Lineman replacement of electrical post The existing electricity from Yimparasa Village to Serika Village hampers repair and renovation from time to time due to existence of dense forest and wild elephant. The line was diverted and connected from Jendong NAP OutPost to Serika Village through which 18 (eighteen) villages are at present benefiting. The expenditure accrued during diversion of line incurred ` 3,58,028 (Rupees three lakhs fifty-eight thousand twenty-eight) along with 588 wages. The line shifting started on 10th Jan' 2014 and completed on 22nd February' 2014. However, during recent hailstorm one of the electrical poles was damaged at Khumchoyan village, the same was also replaced through public contribution under Yanmhon Area Public Organization (YAPO). In this connection, YAPO humbly urge upon the concerned high officials to deploy more labours/linemen, without neglecting the area for the greater interest and welfare of public services so that the public of the area could assist more co-operation in the days to come.

Ireland own goal hands Sweden draw India pocket third straight

Paris, Jun 13 (Agencies): It’s a case of what might have been, as Ireland were held to a 1-1 draw by Sweden in their Euro 2016 Group E opener at the Stade de France. Ireland took the lead after 48 minutes through Wes Hoolahan’s brilliant half-volley, but then immediately sat back and allowed Erik Hamren’s side to regain the initiative. But a lumbering Sweden side still couldn’t muster a shot on target through their own efforts, with the equaliser coming 19 minutes from the end when Ciaran Clark headed Zlatan Ibramovic’s cross into his own net. For 50 minutes the Ireland diamond shone in SaintDenis, with Glenn Whelan immense at the base and the rock that allowed Seamus Coleman and Robbie Brady to attack down the flanks. And it was a 16th minute Brady set-piece that almost got Ireland on their way, with Clark’s header from his corner just rolling past the desperate stretch of John O’Shea in the six-yard box. But this wasn’t the Ireland of old, content to soak up pressure with the vain hope of nicking a goal from a dodgilyawarded set-piece. Sweden were toothless and leaden, only able to offer a solitary, off-target shot in the opening 45 minutes, with an increasingly tetchy Zlatan dis-

appearing deeper and deeper into O’Shea’s pocket. And any fears that Ireland’s momentum might be lost during the half-time break were soon dissipated as Hoolahan broke the deadlock with a brilliant half-volley into the far corner from Coleman’s gambolling run into the area and chip. Which made what happened next all the more inexplicable – Ireland lost their shape, allowed Sweden onto

them, and almost paid the price immediately, with first Emil Forsberg and then Zlatan going close as Martin O’Neill’s defence panicked. And the inevitable Sweden equaliser arrived on 71 minutes, as Clark headed Zlatan’s cross from the left touchline into his own goal from point-blank range. And with Belgium to come on Saturday for Ireland followed by Italy on Wednesday, and vice versa for Sweden, the nightmare scenario could be that both teams go out of the tournament with just this single point to show for their efforts. scored a late goal to give Spain a 1-0 victory over Czech Republic in their Group D match. Twice defending champions Spain had a ball possession up to 68 per cent, created 14 corners and fired 17 attempts, but they just failed to turn those numerous chances into goals. With the match more and more likely ending as a goalless draw, second half substitution Pedro Rodriguez and

Andres Iniesta combined on the right before the latter sent a cross towards the back post. Iniesta’s Barcelona teammate Pique jumped the highest and earliest to head the cross past Petr Cech, who should have made history by earning his country a point nearly single-handedly. Iniesta proved dominant in the midfield, launching attacks wave after wave but Cech, together with their central defender Roman Hubmik, always reacted quicker to keep their goal intact. Although contained for most of the time in their own half, the Czechs finally found their best chance in the 65th

minute. A short corner and delivery gave Theodor Gebre Selassie the chance to head from a tight angle and Cesc Fabregas saved his side with a last-ditch clearance off the line. David Silva was found in the box by another Iniesta cross in the 78th minute. The Manchester City forward cut inside and almost found the far corner with a left-footed effort.

Clinical Germany begin campaign with win

Goals on either half by Shkodran Mustafi and Bastian Schweinsteiger assisted world champions Germany to a 2-0 win over Ukraine in their Group C opener at Euro 2016 in their bid for a record fourth European crown. The Germans enjoyed greater ball possession from the start. They lead 1-0 at halftime at Stade Pierre-Mauroy. It was the sixth meeting between the two sides with Ukraine never having won once. But they could not carve open a disciplined Ukrainian defence easily who were not overawed by the occasion or at the prospect of facing the world champions. It was clear they were not going to go down without putting up a fight. Germany went ahead in the 19th minute. Shkodran Mustafi’s perfectly timed header gave them the 1-0 halftime lead.

It was his first international goal. Mustafi beat his marker and towered above everyone else to meet Toni Kroos’ curling free kick from the right just outside the penalty area. His powerful header went in the top left corner of the net. Ukraine were not bogged down after conceding and despite Germany’s superiority, they had chances of their own. German goalkeeper Manuel Neuer made two crucial saves. He first stopped Yevhen Konoplyanka with a dive towards his left and then tipped over Yevhen Khacheridi’s effort from close range. Defender Jerome Boateng cleared a goal bound ball off the line. Ukraine had a goal ruled out for offside in the closing stages of the first half. The second half was similar to the first half with both teams fighting neck and neck. They created chances but could not finish them off as it moved towards the end seemingly to end at 1-0. But in the final seconds Schweinsteiger latched on to a pinpoint Mesut Ozil pass, of a swift counter-attack, to put the result beyond doubt.

UEFA ‘may move future games’

UEFA is considering making changes to the way games are allocated to cities and the timing of kick-offs at future European Championships, in the wake of violence at Euro 2016. It is likely the governing body will change the current protocol and allow itself to move matches and start times to minimise the risk of hooliganism. Euro 2016 has been marred by violence, with Marseille hit by three days of fighting between England and Russia fans and local French troublemakers. There has also been trouble in Nice, where Northern Ireland and Poland supporters were involved in fighting with local youths, and between Germany and Ukraine fans in Lille. There are fears that English and Russian supporters could clash again in the northern city of Lille later this week. Russia play in Lille on Wednesday, and England play Wales 20 miles away in Lens on Thursday - but many English fans are staying in Lille. UEFA says that under the current arrangements, it had no power to move games or kick-off times, as these were all pre-arranged ahead of the draw which took place in Paris in December.

Harare, Jun 13 (IANS): India pocketed its third consecutive One-Day International (ODI) series win against Zimbabwe on Monday after the Mahendra Singh Dhoniled side inflicted an eightwicket defeat on the hosts in the second of the three-match series here. In what turned out to be another one-sided affair at the Harare Sports Club, India romped home with 139 balls to spare after the bowlers led by young leg-spinner Yuzvendra Chahal (3/25) restricted the hosts to a meagre 126 in just 34.3 overs. In reply, the men-in-blue were off to a brilliant start with openers Lokesh Rahul and Karun Nair putting on 58 runs before being separated. Rahul, the centurion in the previous match, got to another good start with a 50-ball 33 comprising four boundaries before being bowled by all-rounder Chamu Chibhabha. But Nair and Mumbai’s Ambati Rayudu forged another 67-run partnership for the second wicket to take India within sniffing distance of a win before the righthanded opener was packed back by off-spinner Sikandar Raza. Nair’s patient 39 came off 68 deliveries with five hits to the fence. Coming in at No. 4 Manish Pandey (4) finished off the proceedings with a boundary to covers, with Rayudu remaining unbeaten on 41 from 44 balls. Rayudu’s knock included seven boundaries. For the hosts, none of the bowlers could trouble the Indian batsmen as Chibhabha and Raza managed to take one wicket apiece. Thiem seals Stuttgart title Stuttgart, Jun 13 (Agencies): Dominic Thiem continued his remarkable season by claiming his fourth title of the year at the rain-delayed ATP Mercedes Cup in Stuttgart on Monday. After the adverse weather caused the grasscourt final against German Philipp Kohlschreiber to be held over, world No 7 Thiem came through to secure victory. Kohlschreiber had been leading Thiem 3-2 in a first-set tiebreaker on Sunday when play was halted for the day. But the 22-year-old Austrian upped his game on Monday, eventually running out a 6-7 (2-7) 6-4 6-4 winner.

London, Jun 13 (Agencies): Former Liverpool and Norway left-back John Arne Riise has decided to call time on his career, the player confirmed in a blog post on his official website on Monday. The 35-year-old Riise spent seven years at Liverpool, making more than 250 appearances and winning the Champions League, the FA Cup and the League Cup during his spell on Merseyside. “I like to play football, but the motivation is still not strong enough to run the race at the highest level,” he wrote, in a post translated in full on the Liverpool Echo website. “This body - and this head - has been through so much over the last 20 years. It is an admission that is both heavy and painful, and very full of emotion, but it is most of all honest... “Lately there has emerged a completely new feeling in me, feeling that joy, glow but no longer strong enough to perform at my best.” Riise played for several clubs, including Fulham and Italian side Roma following his departure from Anfield, and last played for Norwegian outfit Aalesund. And he spoke in his post about how much the game has meant to him over the years. “To succeed as a footballer you have to have a mental strength... Every fight is a public examination where you’re measured and judged. But beneath all this lies the joy.” Riise ends his career as the most-capped Norwegian player of all time, having made 110 appearances for his country. Social media quickly paid tribute to a star who was a mainstay of Liverpool’s side for almost a decade.
