Anomalies in PWD (R&B) Dimapur division: ACAUT

DIMAPUR, JUN 13 (NPN): Following an RTI filed by ACAUT Nagaland, various anomalies were brought to light in the PWD (R&B) Dimapur division. T h e RT I f i l e d b y ACAUT sought information on five major roads in and around Dimapur city including— 1. Zion Hospital to Government Primary School, Purana Bazar Toluvi; 2. Khermahal police point to Batacharalli via Friends hall; 3. Khermahal police point to Neisatuo colony to Notun Basti Circular Road; 4. Flyover approach and 5. Dhobinallah to Thahekhu. According to the RTI replies made by the department, it was stated that the work orders for all the said roads were issued in December 2015 and except work no 5-Dobinallah to Thahekhu which was to be completed within six months from the 7th day of the issue of the work order, the rest four were to be completed within three months from the 7th day of the issue of the work order. It pointed out that as per Court’s directive; there should be Notice Inviting Tender (NIT) in order to maintain transparency and fair-play. However, ACAUT

‘Terrorism must be eradicated by collective efforts’ ACCRA, JUN 13 (PTI): Terrorism is a scourge which knows no borders and must be eradicated through the collective efforts of the civilised world, President Pranab Mukherjee said here as he expressed solidarity with Ghana which is confronting this challenge. In his address at the banquet hosted by Ghanaian President John Dramani Mahama, Mukherjee, who is on a twoday visit, said India has been a victim of terrorism for three decades and shares Ghana’s concern that it has become a global menace. “It is a scourge and knows no borders; it has no ideology except the ideology of wanton destruction. It must be eradicated through the collective efforts of the civilised world,” he said. While Mahama quoted Mahatma Gandhi and recalled the bond shared between Ghana’s first President Kwame Nkrumah and India’s first PM Jawaharlal Nehru, both founding fathers of Non-Aligned Movement, Mukherjee quoted a poem of Rabindranath Tagore titled ‘Africa’ in his address. “Today the world order demands global governance structures that are consistent with the new challenges that confront the global community. It is a serious anomaly that India, home to every sixth citizen of the world and Africa, a vibrant hub of the global economy, still remain out of UN Security Council,” Mukherjee said.

stated that the RTI reply by the department cited that they could not publish the NITs in the newspapers due to shortage of time. This was clearly in violation of the court’s order and favouritism and malpractice in distribution of public work, it said. It also cited NCSU’s statement demanding all public works should to be floated through tender process. It further said that if there was time constraint, the department could have given the NIT for short notice tender, which could have been done with 14 weeks. During spot verification by ACAUT along with media persons on the above mentioned road, it was alleged that the works were found to be well below the value of the total funds released for the projects. ACAUT pointed out that except work no 5., the total amount for other works was released even before the contractors could furnish the completion certificate. ACAUT said that most of the works were yet to be completed even after a span of six months, after the release of the work orders. It said that the date of release of the work order for work no 5 was December 22, 2015. However, there was

no mention of any date for the other work orders, which again signifies that the photocopies of the work order furnished by the department seemed only to appease the RTI applicants, ACAUT stated. Although the PWD department had been claiming lack of funds, a total of Rs 8 crores was sanctioned for the five works out of which Rs. 6 crores were already released. ACAUT has urged the concerned minister to take action against the firms that were allotted the works. It also said that the minister should not just wash his hands off by claiming that there was no fund. Further, ACAUT has requested the concerned department to blacklist those underperforming firms so as to not allocate any more work to them in the future. While maintaining that when the educated creamy layer of the society residing in cosmopolitan cities like Dimapur and Kohima were robbed off their basic needs, there was no question of any developmental activities taking place in other remote and rural areas. ACAUT further assured that it would continue to fight for justice and work for the people.

Odisha Governor receives threat letter from Maoist BHUBANESWAR, JUN 13 (AGENCIES): Odisha Governor Dr. S.C. Jamir on Monday received a threat letter purportedly from Maoists, asking him to quit the office within a fortnight. Claiming themselves as cadre of the outlawed CPI (Maoist), the signatories of the letter, Ravinda Verma and Mantu, also threatened to blow up the Raj Bhawan. The Raj Bhawan, which received the letter on Monday, handed over the threat letter to the police. The Commissionerate of Police, Bhubaneswar-Cuttack, confirmed the receipt of the threat letter. “We are examining the letter. If required, the police will register a case in this regard,” a senior police officer told PTI. The Odisha Police contacted its Jharkhand counterpart to ascertain the identity of the duo. They informed the Odisha Police that similar threat letters were also sent to some VVIPs by the same persons. The letter was written in Hindi, the officer said. Dr. S.C. Jamir who is also the former chief minister of Nagaland, escaped five assassination attempts on his life. Besides facing the bullets, Dr. Jamir also survived IEDs/ bomb explosion during the assassination attempts. He is protected round-the-clock by a Z Plus security cover.

Protestors gherao Mkg PS over rape incident Correspondent

MOKOKCHUNG, JUN 13 (NPN): Irked by the alleged rape on a minor girl, a group of protestors reportedly tried to enter Mokokchung police station-I on Monday but was stopped by police personnel. Notwithstanding the appeal, some of the protestors started to pelt stones at the police personnel. As a result, the policemen were compelled to lathicharge and resorted to blank firing to disperse the protestors, an official said. In a press note, Eastern Nagaland Women Organisation Mokokchung (ENWOM) stated that the minor girl from Konyak community, residing at Khensa village, was allegedly raped on two occasion (June 4 and 8) by Alemchiba (68 years) of Khensa Village. The victim was staying at the house of Alemchiba’s daughter, ENWOM stated. The accused, who had gone to his daughter’s house on June 4, committed the crime in the kitchen. Later, on June 8 girl was raped again by the same person at his farm and warned her not to reveal the incident to anyone, ENWOM stated. While condemning the incidents, ENWOM, ENPUM, KNSK, KU and KSU said that such “unimaginable and shameful act” should be condemned by all. The union further appealed to the authority concern to expedite the case and award stringent punishment to the culprit.

Mokokchung police upon receipt of information arrested the accused on June 11. The accused was later forwarded to judicial custody. On Monday, police said that some protesters tried to enter the police station demanding that the accused be presented to them or to at least show them his face. However, police refused to listen to their demands, the official said. Later, ENPO Mokokchung officials after submitting a memorandum to the DC Mokokchung, appealed to the crowd to disperse. Despite the appeal, some of protestors began to pelt stones at the police station, police said, adding the personnel resorted to balnk firing. Some of them were arrested but was later released on bond to ENPO officials, police said. Around two vehicles were damaged in the incident but no one was injured, police added. “We are monitoring the situation, though it has been brought under control”, police said. In the memorandum sub-

mitted to the DC by ENWOM, they demanded that the accused be booked under IPC against sexual assault on minor girl and awarded severe punishment as per the law of the land and also awarded capital punishment. They also warned that if the rapist was bailed out without the knowledge of ENWOM, it would take its own course of action. It further demanded that the district administration initiate the procedure to grant compensation to victim and to ensure the safety of the womenfolk. In this regard, ENWOM warned in the event the government failed to respond positively on the demands, the organization would be compelled to take its own course of action. The memorandum was signed by ENWOM president N. Khumla Chang and secretary Nyolong Konyak Meanwhile, the DC had reportedly assured that the culprit would be punished as per the law of the land after fair trial is completed.

Acharya launches bank account for BBBP scheme

DIMAPUR, JUN 13 (NPN): Nagaland Governor P.B. Acharya has launched the bank account for the Beti Bachao Beti Padhao (BBBP) in Nagaland. The pet project launched by Prime Minister Narendra Modi, seeks to save and empower the girl child. A Raj Bhavan press release stated that the governor had a series of meeting with social organizations and various community leaders residing in Dimapur on June 11 and 12, 2016 and received a good response from all. About 133 girl child were sponsored by various organizations and an exclusive SBI bank account has been opened for this purpose. (See list of sponsors). Governor has made an appealed that those who want to sponsor one girl child for one year, an amount of Rs.2,500 to be deposited in the account opened for the purpose in the SBI Kohima. The girls and the private schools would be identified and selected by a committee formed for the purpose by the governor, stated the release. In this connection, the governor has appealed to the civil society organisations, individuals and community leaders to come forward and strengthen the scheme. 4 chargesheeted in Ritika murder case MLA’s statement attracts flak from NPF DIMAPUR, JUN 13 (NPN): Special Investigation Team (SIT) of the Dimapur Police investigating into the sensational murder of Ritika Mehta- proprietor of the Apna Hotel, has filed the chargesheet against four persons. Addl. DCP & PRO in a press note said that Ritika Mehta was shot dead after miscreants fired upon her inside her establishment on December 14, 2015. “The building where her establishment was located was a subject of dispute following the sale of the property by the stepmother of the victim. The dispute was a matter known widely in the public domain”, police said. PRO said that the SIT during the investigation was able to gather necessary evidences against the accused persons in the form of physical, documentary and digital evidences. The investigation was also assisted by the Forensic reports in the form of Narco Analysis Test and Brain Electrical Oscillation Signature profiling (BEOSP) conducted upon two accused persons

from the Directorate of Forensic Sciences, Gandhinagar. On January 9, 2016, PRO said that the SIT arrested one “Motsuthung Ngullie s/o Ntsenthung Ngullie, a resident of Boro Lingrijan”, reportedly a ‘tatar’ of the Lotha Region, GPRN/NSCN. SIT established that Motsuthung party in the conspiracy of the murder, PRO said. “Incriminating evidences of his involvement in the stages of planning and reconnoiter are found against him,” PRO said. Later, on January 12, 2016, PRO said that the main conspirator identified as one “Thungkhomo Jungio S/o Nnio”, GPRN/NSCN dy. kilonser was arrested. “The investigation was also able to establish that he was in receipt of huge sum of money from the members of the family engaged in the dispute with the victim. He had received the money on various occasions with an assurance to have the victim evicted out of the property by any means,” PRO said.

Further, PRO said that the stepbrother of the victim-Tiachungba Ao S/o lt. B.S Sharma, was also arrested and charged with liabilities of the case for being party to the conspiracy ultimately leading to the death of the victim. “He was found to be involved in all dealings and a payment made in connection to the conspiracy and was in knowledge of the plan,” PRO added. Police also arrested Thechano Ngullie w/o Martoshi Lemtur, and charged with the liabilities of the case for being party to the conspiracy and facilitating the deal between the parties of the conspiracy, PRO said. PRO has informed that the SIT would be filing a supplementary charge sheet at a later date and was likely to fix charges against few more others. “The same is pending awaiting certain crucial reports. The charge sheet filed is exhaustive and lengthy explaining the details of the investigations and its findings into the various angles”, PRO stated.

DIMAPUR, JUN 13 (NPN): NPF Central, Kohima and Women Wing Central, in separate statements on Monday slammed independent legislator N. Thomas Ngullie, a day after he accused State government of not taking any action to prevent influx of illegal immigrants. NPF Central press bureau ridiculed Thomas for being in stupor and making such “irresponsible” statements just to grab some headlines. The party maintained that the Dimapur district administration was sincerely working to prevent further inflow and detection and deportation of illegal immigrants. NPF said it noted that Thomas, who was also former Congress minister, had confessed that Congress was responsible for paving the way for illegal immigrants to penetrate into North-eastern region. Dr. Nicky calls for addressing issues of CCAs DIMAPUR, JUN 13 (NPN): A policy dialogue workshop on “does Nagaland need a policy for community conserved areas?” under Global Environment Facility (GEF)-Satoyama Project was held in the conference hall of principal chief conservator of forests (PCCF) & head of forest force (HOFF), Kohima on June 13, 2016. The objective of the workshop is to address the need for a policy on community-conserved areas (CCAs) in Nagaland, and to brainstorm on the modalities of developing such a policy including legal, financial and other implications. In a press release, PCCF & HOFF, M.Lokeswara Rao, stated that the workshop was the first in a series under a CIJapan, GEF-Satoyama sponsored study on “Mainstreaming Community--Conserved Areas for Biodiversity Conservation in Nagaland’ that was being carried out by The Energy and Resources Institute (TERI) with the support of the Nagaland forest department. Dr. Neikiesalie (Nicky) Kire, acknowledged numerous challenges faced by CCAs and said local people required incentives to compensate for lost livelihood opportunities as productive landscapes and forests were set aside for conservation. TERI study found that the major challenge faced by 81% of the CCAs was providing alternative livelihood avenues, especially where most of the economic activity in the villages was based upon utilization of natural resources from those CCAs. In the long-term, Dr. Nicky said threatening the viability of those forested areas were the lost revenues from timber production. He said creation of CCAs may lower incomes that previously came from the sale of forest products, and also have associated opportunity costs. A major issue, he said was foregone benefits from the sale of timber revenues, which has significant implications for the sustainability of CCAs. Since many of the CCAs comprise private or clan

lands, forest minister said owners frequently want those areas returned (particularly as forests improve) for their timber revenues. “These issues will need to be addressed, particularly since 58% of the village councils reported facing financial constraints and 59% reported incursions of the timber mafia,” said Dr.Nicky. Given that only 11.7% of forests were under the governance of the state, the minister said those CCAs constituted the primary method for forest management and conservation in the state, in many ways on par with the country’s protected area system. Moreover, he added that those CCAs sequestered carbon worth more than 20 crores annually. Despite their importance, however, there is currently no policy on the community-conserved areas of the state and few funding avenues available, Dr.Nicky said. To ensure the future of Nagaland’s CCAs and thereby its forests and biodiversity, the minister of forests said a multipronged approach including

alternative livelihood opportunities through the development of ecotourism, ecological restoration, and long-term ecological monitoring was required. However, he asserted that primary importance was the development of a policy on CCAs to buttress state recognition, support and funding of community-managed initiatives in Nagaland. Giving introductory remarks, J V Sharma, Senior Fellow, TERI, said in Nagaland, traditional conservation and wise-use practices have helped protect biodiversity over the centuries. He, however, said that escalating pressures on forests for multiple uses has adversely impacted the forests and local people, given their dependence on forest cover for a variety of provisioning and regulating ecosystem services. These livelihood issues form a major impetus for the creation of CCAs in the state to help conserve and protect key ecological interactions and ecosystem services, Sharma said. (Cont’d on p-7)

DIMAPUR, JUN 13 (NPN): District Congress Committee (DCC) Peren has appealed to the judicial magistrate first class (JMFC) Peren for early disposal of a case pertaining to educational qualification of chief minister T.R.Zeliang. The JMFC Peren has fixed the hearing of the case on June 14, 2016. In a petition to the JMFC Peren, the DCC Peren president Aluibe Iheilung expressed hope that justice would be delivered to the people without any further delay. DCC Peren stated that if justice was not delivered to the people in due to time, the complainant “may have no other option” but seek the intervention of the Supreme Court of India “as is the practice of any other undelivered case by the subordinate courts in the country.” On April 25, 2016, the Gauhati High Court, Kohima bench transferred the case to the court of JMFC Peren district.
