HPC report: SIC to hear NPRAAF’s plea on June 16 DIMAPUR, JUN 14 (NPN): Nagaland State Information Commission (SIC) has reportedly fixed June 16 for hearing a complaint filed by Nagaland Public Rights Awareness and Action Forum (NPRAAF) against state home department for denying information regarding ‘High Powered Committee on Illegal and Unabated Taxation’. In a press release, information & publicity cell, NPRAAF, stated that the chief information commissioner, Toshi Aier, has directed PIO home department and NPRAAF to attend the hearing. Stating that HPC report did not come under any Indian law qualifying it to be classified, NPRAAF said there was no reason why the particular report should be denied to any citizen. The forum stated that information was being denied on the “mere pretext” of “under active examination” by yet another committee, which, it claimed was “taking longer time examining the HPC report than the actual time taken by HPC to submit its final report.” NPRAAF said the issue of illegal and unabated taxation was of utmost public importance and expressed hope that judgement would be delivered in its favour. On June 7 last, NPCC had also demanded that the state government make public the report submitted by the High Powered Committee on illegal and multiple taxation.

Election Commission must take a final call on the disqualification issue at the earliest,” she added. “If this (post) does not come under the office of profit, then why did they have to bring in the bill? Because they knew what they did was illegal,” she said. Congress spokesman P L Punia wanted Kejriwal to resign taking moral responsibility over the whole issue. He said the Supreme Court’s orders on the issue of office of profit were crystal clear.

Nadda pulls up state CM’s education row: Hearing adjourned govt over NHM funds Staff Reporter

KOHIMA, JUN 14 (NPN): Union Minister of Health and Family Welfare, Jagat Prakash Nadda, has pulled up the state government for inordinate delay in transfer of funds under National Health Mission (NHM) from state treasury to the State Health Society (SHS) in spite of best efforts of officials of Ministry. In a letter dated May 24, 2016, addressed to chief minister, T.R. Zeliang, Nadda pointed out that despite a stipulation of transfer of NHM funds from state treasury to SHSS within 15 days of receiving the funds, it was learnt that Rs. 48.37 crore have not been transferred from state treasury under NRHMRCH Flexible Pool to SHS even after a lapse of 308 days. The minister asserted that the delay has adversely impacted implementation of the NHM programme and affected the core activities such as direct beneficiaries’ payment under Janani Suraksha Yojana (JSY) and other demand based activities like Janani Shishu Suraksha Karyakram (JSSK), family planning services, incentives payment to ASHAs, procurement of drugs and equipment, salary payment to staff, operation of ambulances and completion of civil works. Nadda lamented that most of the senior officials of health department in the state have reportedly been

busy chasing releases from the finance department rather than focusing on programme implementation. Further, the minister emphasized that timely availability of funds with SHSs was critical for ensuring critical health care services for the public through effective implementation of NHM. Nadda has solicited personal intervention of the chief minister in getting the fund transferred to SHS for timely implementation of NHM programme so as to help the ministry release the next installment. Meanwhile, medical staffs of NHM told Nagaland Post that they were in dire need of some respite owing to the ‘lacklustre attitude’ of the finance department in failing to release salaries and other financial components like JSY and Asha incentives to the staffs of NHM and state health society despite repeated appeals by the department officials and NHM staffs. They said the delay has affected not only the working morale of all NHM employees but also the implementation of all the important health programmes. NHM employees have, therefore, appealed to the state finance department to release all the pending funds till date. The employees cautioned that failure to release the fund and comply with the directive of the centre by the state government would compel them to approach the centre.

PEREN, JUN 14 (NPN): Hearing on the “issue of limitation” pertaining to the case of chief minister T.R. Zeliang’s educational qualification issue was on Tuesday adjourned and rescheduled for June 28 by the court of Judicial Magistrate First Class (JMFC) Peren. Following the April 25 order of Kohima Bench of the Guwahati High Court in which proceedings of two cases filed by Maziezokho Niza and another by Kuilimbe against Zeliang were transferred to JMFC Peren, the hearing of the case was held on Tuesday at the court of JMFC Peren. In the proceedings, counsel of the complainant, KN Balgopal, presented his argument to the court in the absence of the defendant. Arriving in the middle of the proceedings, Zeliang’s advocate, A. Zhimomi, argued that the respondent should have an opportunity to raise objection and therefore, sought four weeks time to “give a written submission.” However the judge granted the defendant’s counsel two weeks time. Objecting to the plea, Balgopal stated the defendant was taking the matter casually using delay tactics to prolong the case. After hearing the complainant on the issue of limitation and also the defendant’s plea for more time, the court of JMFC Peren adjourned the case and rescheduled the next hearing for June 28. The judge,

further verbally reminded the defendant’s counsel that “no further adjournments would be granted.” On the issue of limitation, Balagopal stated that the defendant’s argument was based on Sec A 469 of the CrPC. However, he argued that as per Section B 469 of the CrPC, it states that the knowledge of the offence was required. Therefore, he said that commencement of limitation starts from the day of knowledge and identification of the offender commences limitation. In this case, Knowledge and identification of the offence happened on the same time, he added. Since the provision was clear, Balagopal said “we will be letting criminals escape if justice is not delivered”. Meanwhile, Balagopal without going into details had claimed that he and his daughters were threatened. This was apparently in connection with the case.

NPF reacts to DCC Peren

Reacting to the statement of Peren District Congress Committee (DCC), on chief minister’s education row, NPF Central through its press bureau accused the Congress party of trying to supersede the courts of law in the land and define justice according to its whims and convenience. Against the backdrop of the hearing on June 14, NPF said that the DCC president Aluibe Iheilung made a stunning remark saying “justice

has not been delivered even after lapse of almost 6 months of filing the complaint, no justice has been delivered till date!.” “Are we to take it that convenience of the honourable Court to take up a matter is subject to the wishes of the petitioner, in this instant case the Congress party, and that failure on the part of the honourable court to take up the matter as per the political party’s desire, is failure of deliverance of justice?”, NOF questioned. NIA files supplementary charge Cong alleges ‘threat’ for raising MGNREGA issue 17 blood donors honored sheet against NSCN (K) cadres DIMAPUR, JUN 14 (NPN): A supplementary charge sheet was filed by investigators on Tuesday in National Investigation Agency (NIA) case before Special NIA Court, Dimapur charging three NSCN (K) cadres for commission of offences. According to a NIA press release, the three accused were identified as Nasaka I Kinny, Atoshe Sema and Tapitu alias Tapi. They have been charged under sections 120 B read with section 302, 307, 326 of the IPC, section 25 (1) of the Arms Act and sections 16, 18, 20, 23 of UA (P) act. NIA stated that the accused Nasaka and Atoshe were armed cadres of NSCN (K) who were allegedly part of the strike group, which attacked the personnel of Assam Rifles on March 26, 2015 in Kohima. The charged accused Tapitu, NIA said was part of the conspiracy and execution of “this terror attack.” “All the three persons

were tracked down by NIA, after painstaking investigation, from different parts of the country, where they had been in hiding after the attack,” state the release. The first charge sheet was filed on November 23, 2015 against the three accused persons Ranjit Thapa, Khekaho Rochill and Kisheto Ayem. The case pertains to a firing incident which took place at Indira Gandhi Stadium, Kohima, in which one AR personnel was killed and three were injured, in an attack by cadres of NSCN (K) in early hours of morning. A case was registered at Police Station (North) Kohima vide FIR No.0029/2015 dated March 26, 2015, which was subsequently entrusted to NIA for investigation as per orders of the Ministry of Home Affairs, Government of India. NIA stated that further investigation in this case was being continued to arrest the absconders.

DIMAPUR, JUN 14 (NPN): NPCC on Tuesday alleged that it had received various threats from “RD minister and his cronies” on raising the issue and rights of job card holders provided in the MGNREGA. However, NPCC president, K. Therie said it did not deterred the Congress party in the state rather has strengthen the party in its fight for the rights of the public. NPCC has also reaffirmed to continue to fight till public received its guaranteed wages. Therie claimed that during April 2016, Centre released Rs. 442.32 crore to the state government for MGNREGA payments but the fund was held up. He also alleged that few crores were released under “mobilisation” money, which was later taken back from village on demand. Therie therefore, asked the minister, to clarify to the public whether there was any demand made as mobilization funds from VCCs/VDBs and officers. Therie also demanded that the collected money

should be returned to VCCs and VDBs for payment to job card holders. NPCC president further asserted that the Congress wanted that the people should be awarded 100 days work as provided in the MGNREGA. He maintained that the party was aware that the village council or VDBs and officers would not like to misuse funds, since they are “all good Christians” but were dictated. In this regard, Therie appealed the councils, VDBs and officers to come forward and join hands in the demand for the rights of the public. He also expressed hope that MGNREGA in the state could be revived, as Nagaland Governor had taken serious note on the issue. To this, Therie urged the Governor to constitute an impartial Inquiry Commission headed by a retired High Court judge into the MGNREGA scheme in the state. NPCC president also slammed the NPF led DAN government for failing on all fronts. He claimed that the people have decided for

change of government in the next election and that there was no reason to vote for a corrupt government. “Even strong NPF men and women are fed up with the corruption and anti-incumbency. Further, with bitter division in the NPF, people are only waiting for time”, he added. “The anti-incumbency is much stronger than in Assam. Even though Tarun Gogoi changed the face of Assam benefiting all other Northeastern States at least in the roads, yet his government was voted out”, Therie said. He alleged that Congress during its rule in Nagaland did not approve corruption. In fact, Therie said, “our founding fathers have taken decisions that have turned Nagaland”. On the other hand, NPCC president claimed that NPF government was guided by NGOs and NPGs and their only objective was corruption. In the next election, Therie alleged that NPF would be buying votes with money looted from the public.

DIMAPUR, JUN 14 (NPN): A week after several colony councils residing adjacent to the Dimapur railway station served a 15-day ultimatum to clear the drains, the railway authorities on Tuesday visited the area and assured to take corrective measures. Railway officials including senior DMO, V. Thomas, assistant divisional engineer (ADEN), Dimapur Dinesh Kumar and Lumding railway division’s divisional railway manager (DRM) Promod Kumar Jain along with Dimapur Municipal Council (DMC) chief executive officer (CEO), Atokhe Aye, visited the waterlogged area. Interacting with the residents of affected area, senior DMO and ADEN said DMC would depute labourers and machineries for clearing the drain on Wednesday starting 4 a.m. The railway officials sought cooperation from local residents in clearing the drain so as to prevent further water logging. team members said the chief general manager (CGM) of Northeast Frontier Railways (NFR) was already informed on the issue. Early Tuesday morning, DMC team arrived at the area to take the stock of the situation. DMC, CEO Atokhe Aye while regretting that the people of the area had experienced the bitter consequences of throwing garbage into the drain expressed hope that the residents of the colonies

would abstain from throwing plastic and other solid waste into the drains. Meanwhile, the colony councils have appealed to the department of health and family welfare to provide assistance to help tackle various water and vector borne diseases in the area. They also expressed gratitude to the DMC for extending support and cooperation towards the welfare of the area.

DIMAPUR, JUN 14 (NPN): Nagaland Tribes Council (NTC) has urged the governor of Nagaland to impress upon the government of India not to further extend Disturb Area Act (DAA) in Nagaland beyond June 30, 2016. In a memorandum addressed to the governor of Nagaland, the NTC president Lendinoktang Ao and general secretary Nribemo Ngullie asserted that the ministry of home affairs declaring the whole State of Nagaland as a “disturbed area” for a further period of one year from June 30, 2015 to June 30, 2016 “came as a cruel reality for the citizens of Nagaland.” Pointing out that prior to 2015 June, the enforcement of the DAA was promulgated for only 20km belt along IndoMyanmar border, the NTC, however, said following ambush on security forces by “underground” in Chandel district of Manipur on June 4, 2015, Nagaland was instantly imposed with DAA.

Contending that Nagaland was not in Manipur, the NTC, therefore, said placing the peaceful state of Nagaland under the Act just in the name of an incident in Manipur was “ironic and illogical.” The council maintain that while the Centre was trying to resolve the Naga political issue through peaceful negotiation, for which the prerequisite ceasefires were ensured out of mutual trust, barring NSCN (K), there was no militant group in Nagaland. “Despite the existence of few political groups, each has practically proved itself to be nonviolent peaceful segment of the society all through these years and not otherwise as can be easily assessed wrongly,” said NTC. KOHIMA, JUN 14 (NPN): In commemoration of Word Blood Donor Day, the department of Health and Family Welfare (H&FW) has acknowledged 17 voluntary blood donors, who have donated blood for more than five times by giving them a certificate. Commissioner and secretary H&FW, M. Patton IAS, who graced the state level function at Kohima, Tuesday as chief guest called upon the donors, who have donated more than five times to come forward and receive certificate for their humanity works. The event was held on the theme, “blood connects us, share life, give blood”. Patton also acknowledged the donors of the state for saving many lives through their generous blood donation. He also stressed on the need of strengthening activities in blood collection and upcoming initiatives in the state, so that more blood would be made available for those people who needed blood. NPSC declares written exam results

DIMAPUR, JUN 14 (NPN): NPSC has declared the written examination results of the NCS, NPS, NSS & Allied Services (Main) Examination-2015. As per the notification, around 330 candidates qualified for the viva-voce, which would commence from July 1, 2016. (See Advt on p-4).
