HPC report: SIC to hear NPRAAF’s plea on June 16 DIMAPUR, JUN 14 (NPN): Nagaland State Information Commission (SIC) has reportedly fixed June 16 for hearing a complaint filed by Nagaland Public Rights Awareness and Action Forum (NPRAAF) against state home department for denying information regarding ‘High Powered Committee on Illegal and Unabated Taxation’. In a press release, information & publicity cell, NPRAAF, stated that the chief information commissioner, Toshi Aier, has directed PIO home department and NPRAAF to attend the hearing. Stating that HPC report did not come under any Indian law qualifying it to be classified, NPRAAF said there was no reason why the particular report should be denied to any citizen. The forum stated that information was being denied on the “mere pretext” of “under active examination” by yet another committee, which, it claimed was “taking longer time examining the HPC report than the actual time taken by HPC to submit its final report.” NPRAAF said the issue of illegal and unabated taxation was of utmost public importance and expressed hope that judgement would be delivered in its favour. On June 7 last, NPCC had also demanded that the state government make public the report submitted by the High Powered Committee on illegal and multiple taxation.

Because they knew what they did was illegal,” she said. Congress spokesman P L Punia wanted Kejriwal to resign taking moral responsibility over the whole issue. Nadda pulls up state CM’s education row: Hearing adjourned govt over NHM funds Staff Reporter

KOHIMA, JUN 14 (NPN): Union Minister of Health and Family Welfare, Jagat Prakash Nadda, has pulled up the state government for inordinate delay in transfer of funds under National Health Mission (NHM) from state treasury to the State Health Society (SHS) in spite of best efforts of officials of Ministry. In a letter dated May 24, 2016, addressed to chief minister, T.R. Zeliang, Nadda pointed out that despite a stipulation of transfer of NHM funds from state treasury to SHSS within 15 days of receiving the funds, it was learnt that Rs. 48.37 crore have not been transferred from state treasury under NRHMRCH Flexible Pool to SHS even after a lapse of 308 days. The minister asserted that the delay has adversely impacted implementation of the NHM programme and affected the core activities such as direct beneficiaries’ payment under Janani Suraksha Yojana (JSY) and other demand based activities like Janani Shishu Suraksha Karyakram (JSSK), family planning services, incentives payment to ASHAs, procurement of drugs and equipment, salary payment to staff, operation of ambulances and completion of civil works. Nadda lamented that most of the senior officials of health department in the state have reportedly been

busy chasing releases from the finance department rather than focusing on programme implementation. Further, the minister emphasized that timely availability of funds with SHSs was critical for ensuring critical health care services for the public through effective implementation of NHM. Nadda has solicited personal intervention of the chief minister in getting the fund transferred to SHS for timely implementation of NHM programme so as to help the ministry release the next installment. Meanwhile, medical staffs of NHM told Nagaland Post that they were in dire need of some respite owing to the ‘lacklustre attitude’ of the finance department in failing to release salaries and other financial components like JSY and Asha incentives to the staffs of NHM and state health society despite repeated appeals by the department officials and NHM staffs. They said the delay has affected not only the working morale of all NHM employees but also the implementation of all the important health programmes. NHM employees have, therefore, appealed to the state finance department to release all the pending funds till date. The employees cautioned that failure to release the fund and comply with the directive of the centre by the state government would compel them to approach the centre.

PEREN, JUN 14 (NPN): Hearing on the “issue of limitation” pertaining to the case of chief minister T.R. Zeliang’s educational qualification issue was on Tuesday adjourned and rescheduled for June 28 by the court of Judicial Magistrate First Class (JMFC) Peren. Following the April 25 order of Kohima Bench of the Guwahati High Court in which proceedings of two cases filed by Maziezokho Niza and another by Kuilimbe against Zeliang were transferred to JMFC Peren, the hearing of the case was held on Tuesday at the court of JMFC Peren. In the proceedings, counsel of the complainant, KN Balgopal, presented his argument to the court in the absence of the defendant. Arriving in the middle of the proceedings, Zeliang’s advocate, A. Zhimomi, argued that the respondent should have an opportunity to raise objection and therefore, sought four weeks time to “give a written submission.” However the judge granted the defendant’s counsel two weeks time. Objecting to the plea, Balgopal stated the defendant was taking the matter casually using delay tactics to prolong the case. After hearing the complainant on the issue of limitation and also the defendant’s plea for more time, the court of JMFC Peren adjourned the case and rescheduled the next hearing for June 28. The judge,

further verbally reminded the defendant’s counsel that “no further adjournments would be granted.” On the issue of limitation, Balagopal stated that the defendant’s argument was based on Sec A 469 of the CrPC. However, he argued that as per Section B 469 of the CrPC, it states that the knowledge of the offence was required. Therefore, he said that commencement of limitation starts from the day of knowledge and identification of the offender commences limitation. In this case, Knowledge and identification of the offence happened on the same time, he added. Since the provision was clear, Balagopal said “we will be letting criminals escape if justice is not delivered”. Meanwhile, Balagopal without going into details had claimed that he and his daughters were threatened. This was apparently in connection with the case.

NPF reacts to DCC Peren

Reacting to the statement of Peren District Congress Committee (DCC), on chief minister’s education row, NPF Central through its press bureau accused the Congress party of trying to supersede the courts of law in the land and define justice according to its whims and convenience. Against the backdrop of the hearing on June 14, NPF said that the DCC president Aluibe Iheilung made a stunning remark saying “justice

has not been delivered even after lapse of almost 6 months of filing the complaint, no justice has been delivered till date!.” “Are we to take it that convenience of the honourable Court to take up a matter is subject to the wishes of the petitioner, in this instant case the Congress party, and that failure on the part of the honourable court to take up the matter as per the political party’s desire, is failure of deliverance of justice?”, NOF questioned. NIA files supplementary charge Cong alleges ‘threat’ for raising MGNREGA issue 17 blood donors honored sheet against NSCN (K) cadres DIMAPUR, JUN 14 (NPN): A supplementary charge sheet was filed by investigators on Tuesday in National Investigation Agency (NIA) case before Special NIA Court, Dimapur charging three NSCN (K) cadres for commission of offences. According to a NIA press release, the three accused were identified as Nasaka I Kinny, Atoshe Sema and Tapitu alias Tapi. They have been charged under sections 120 B read with section 302, 307, 326 of the IPC, section 25 (1) of the Arms Act and sections 16, 18, 20, 23 of UA (P) act. NIA stated that the accused Nasaka and Atoshe were armed cadres of NSCN (K) who were allegedly part of the strike group, which attacked the personnel of Assam Rifles on March 26, 2015 in Kohima. The charged accused Tapitu, NIA said was part of the conspiracy and execution of “this terror attack.” “All the three persons

were tracked down by NIA, after painstaking investigation, from different parts of the country, where they had been in hiding after the attack,” state the release. The first charge sheet was filed on November 23, 2015 against the three accused persons Ranjit Thapa, Khekaho Rochill and Kisheto Ayem. The case pertains to a firing incident which took place at Indira Gandhi Stadium, Kohima, in which one AR personnel was killed and three were injured, in an attack by cadres of NSCN (K) in early hours of morning. A case was registered at Police Station (North) Kohima vide FIR No.0029/2015 dated March 26, 2015, which was subsequently entrusted to NIA for investigation as per orders of the Ministry of Home Affairs, Government of India. NIA stated that further investigation in this case was being continued to arrest the absconders.

DIMAPUR, JUN 14 (NPN): NPCC on Tuesday alleged that it had received various threats from “RD minister and his cronies” on raising the issue and rights of job card holders provided in the MGNREGA. However, NPCC president, K. Therie said it did not deterred the Congress party in the state rather has strengthen the party in its fight for the rights of the public. NPCC has also reaffirmed to continue to fight till public received its guaranteed wages. Therie claimed that during April 2016, Centre released Rs. 442.32 crore to the state government for MGNREGA payments but the fund was held up. Therie therefore, asked the minister, to clarify to the public whether there was any demand made as mobilization funds from VCCs/VDBs and officers. Therie also demanded that the collected money

should be returned to VCCs and VDBs for payment to job card holders. NPCC president further asserted that the Congress wanted that the people should be awarded 100 days work as provided in the MGNREGA. He maintained that the party was aware that the village council or VDBs and officers would not like to misuse funds, since they are “all good Christians” but were dictated. In this regard, Therie appealed the councils, VDBs and officers to come forward and join hands in the demand for the rights of the public. He also expressed hope that MGNREGA in the state could be revived, as Nagaland Governor had taken serious note on the issue. To this, Therie urged the Governor to constitute an impartial Inquiry Commission headed by a retired High Court judge into the MGNREGA scheme in the state. NPCC president also slammed the NPF led DAN government for failing on all fronts. He claimed that the people have decided for

change of government in the next election and that there was no reason to vote for a corrupt government. “Even strong NPF men and women are fed up with the corruption and anti-incumbency. Further, with bitter division in the NPF, people are only waiting for time”, he added. “The anti-incumbency is much stronger than in Assam. Even though Tarun Gogoi changed the face of Assam benefiting all other Northeastern States at least in the roads, yet his government was voted out”, Therie said. He alleged that Congress during its rule in Nagaland did not approve corruption. In fact, Therie said, “our founding fathers have taken decisions that have turned Nagaland”. On the other hand, NPCC president claimed that NPF government was guided by NGOs and NPGs and their only objective was corruption. In the next election, Therie alleged that NPF would be buying votes with money looted from the public.

DIMAPUR, JUN 14 (NPN): A week after several colony councils residing adjacent to the Dimapur railway station served a 15-day ultimatum to clear the drains, the railway authorities on Tuesday visited the area and assured to take corrective measures. Railway officials including senior DMO, V. Thomas, assistant divisional engineer (ADEN), Dimapur Dinesh Kumar and Lumding railway division’s divisional railway manager (DRM) Promod Kumar Jain along with Dimapur Municipal Council (DMC) chief executive officer (CEO), Atokhe Aye, visited the waterlogged area. Interacting with the residents of affected area, senior DMO and ADEN said DMC would depute labourers and machineries for clearing the drain on Wednesday starting 4 a.m. The railway officials sought cooperation from local residents in clearing the drain so as to prevent further water logging. team members said the chief general manager (CGM) of Northeast Frontier Railways (NFR) was already informed on the issue. Early Tuesday morning, DMC team arrived at the area to take the stock of the situation. DMC, CEO Atokhe Aye while regretting that the people of the area had experienced the bitter consequences of throwing garbage into the drain expressed hope that the residents of the colonies

would abstain from throwing plastic and other solid waste into the drains. Meanwhile, the colony councils have appealed to the department of health and family welfare to provide assistance to help tackle various water and vector borne diseases in the area. They also expressed gratitude to the DMC for extending support and cooperation towards the welfare of the area.

DIMAPUR, JUN 14 (NPN): Nagaland Tribes Council (NTC) has urged the governor of Nagaland to impress upon the government of India not to further extend Disturb Area Act (DAA) in Nagaland beyond June 30, 2016. In a memorandum addressed to the governor of Nagaland, the NTC president Lendinoktang Ao and general secretary Nribemo Ngullie asserted that the ministry of home affairs declaring the whole State of Nagaland as a “disturbed area” for a further period of one year from June 30, 2015 to June 30, 2016 “came as a cruel reality for the citizens of Nagaland.” Pointing out that prior to 2015 June, the enforcement of the DAA was promulgated for only 20km belt along IndoMyanmar border, the NTC, however, said following ambush on security forces by “underground” in Chandel district of Manipur on June 4, 2015, Nagaland was instantly imposed with DAA.

Contending that Nagaland was not in Manipur, the NTC, therefore, said placing the peaceful state of Nagaland under the Act just in the name of an incident in Manipur was “ironic and illogical.” The council maintain that while the Centre was trying to resolve the Naga political issue through peaceful negotiation, for which the prerequisite ceasefires were ensured out of mutual trust, barring NSCN (K), there was no militant group in Nagaland. “Despite the existence of few political groups, each has practically proved itself to be nonviolent peaceful segment of the society all through these years and not otherwise as can be easily assessed wrongly,” said NTC. KOHIMA, JUN 14 (NPN): In commemoration of Word Blood Donor Day, the department of Health and Family Welfare (H&FW) has acknowledged 17 voluntary blood donors, who have donated blood for more than five times by giving them a certificate. Commissioner and secretary H&FW, M. Patton IAS, who graced the state level function at Kohima, Tuesday as chief guest called upon the donors, who have donated more than five times to come forward and receive certificate for their humanity works. The event was held on the theme, “blood connects us, share life, give blood”. Patton also acknowledged the donors of the state for saving many lives through their generous blood donation. He also stressed on the need of strengthening activities in blood collection and upcoming initiatives in the state, so that more blood would be made available for those people who needed blood. World blood donor day is celebrated every year to commemorate the birth anniversary of Karl Landsteir, a great scientist who won the Nobel prize for his great discovery of the ABO blood group system. Asserting that there was no substitution for blood, and blood came only from the donors, he appealed to the gathering to become responsible citizens by donating blood and disseminating its importance to their community. MALT demands action Excise Kohima seize ganja against SDEO HA

DIMAPUR: Mangkolemba Ao Lanur Telongjem (MALT) in a press note, demanded immediate action against HA of the Sub Divisional Education Office (SDEO), Mangkolemba. MALT president Imjong Longkumer and general secretary Lanutemjen said that the HA who was transferred on promotion, failed to join office after his detachment from District Education Office (DEO) Kiphire to SDEO, Mangkolemba on May 23, 2016. It said that the HA “was transferred on promotion to SDEO Mangkolemba and joined office on 5 June 2015”. “However, after submitting the joining report he did not attend the office/duty even a single day till he was attached to the DEO, Kiphire on 29 February 2016.” MALT said. It said that Mangkolemba SDEO was one of the largest establishments in the state with 54 GPS, 13 GMS and 11 composite schools covering two districts-- Mokokchung and Wokha. MALT further alleged the SDEO of accepting the joining report of the HA “without submission of last pay certificate (LPC) and service book (SB) on June 5, 2015”. “These documents were not submitted till the time the attachment order was issued from the directorate of School Education,” it added. MALT said it was also shocked to note that the SDEO failed to take any action or send any compliant report to the higher authority regarding the continuous absence of the HA. MALT questioned the government as to how the HA “was drawing his salary for those 9 (nine) absent months”. While slamming the lackadaisical attitude of the SDEO towards the establishment, MALT appealed to the authority concern to look into the issue with utmost sincerity and sensitivity at the earliest. MALT also demand immediate action against the HA. It further warned the involvement of any legislature or political party leader in their affairs, saying MALT was firm and committed to fight tooth and nail against any form of corruption. It also cautioned to initiate “radical steps” if the Education department and minister fail respond positively.

During the interrogation, Excise Kohima said Wezulo has confessed to be the owner of the seized contraband and admitted to have procured the ganja from Khuzama area from an unidentified person for which he paid Rs. 30,000 as “advance payment”. Excise Kohima said that the seized ganja has been kept in its office malkhana and that the case was under investigation.

DIMAPUR: Voluntary Blood Donation Association Kohima was formed in 2011 by a group of likeminded donors for an action oriented approach to help the people who needed blood. According to DIPR report, till date the districts of Kohima, Dimapur, Mokokchung, Tuensang, Zunheboto and Peren has formed the district associations and were actively involved in assisting many patients in times of need. The associations are involved in creation of awareness by organizing voluntary blood donation camp, celebration/ observation of special events like the World Blood donors Day June 14 and National Voluntary Blood Donation Day October 1 all over the state. Such events are supported

He further requested the department staff and all to understand the utmost importance of this very initiative. Power point presentation was delivered by participants from all 11 (eleven) districts regarding the activities carried out by the trainees in the 11

selected villages. They highlighted the problems faced by the villagers and also identified the different springs and the measures to be taken to revive and rejuvenate the identified springs. The programme was chaired by KhrolhiweuTsuhah, (PSI), Dehradun, welcome address was delivered by, dy. director, Land Resources Albert Ngullie while addl. director Land Resources Hoto Yeptho proposed vote of thanks. Around 40 participants including DPOs/APOs, WDT (M) from all districts, the team members from PSI Dehradun and others participated at the culmination workshop cum training programme. DIMAPUR: Rishav Sethi, son of Ajay and Anita Sethi of NIIT Dimapur center, cracked IIT JEE (Joint Entrance Examination) Advanced 2016, which is considered as one of the toughest exams in the world. Rishav is perhaps the only IIT (Indian Institute of Technology) aspirant from Nagaland to have achieved the feat this year. Confusion was surfaced when some elected members, particularly BJP nominees, demanded that they should be taken oath as corporators instead of councilors. Responding to the demand, Executive Officer (EO) of the IMC, Ng Uttam clarified that IMC was yet to be fully converted into a corporation. He had written to the concern authority proposing administering the newly elected members as corporators. However, no positive response comes up till date. As such he had no option but to administer as councilors, he added. Uttam further convinced the elected members that taking oath as councilor was followed at other corporation outside the state. It may be brought up here that Karbi Anglong Autonomous Council executive committee led by Dr. Jayanta Rongpi recommended on October 25, 1991 on the basis of its EC resolution that “ the Bodos and the Tiwas living in Karbi Anglong should be accorded due scheduling in the Sixth Schedule areas”. The resolution however recommended that the due scheduling should be done within the ambit of an autonomous state as provided in Article 244(A) of the constitution. Ironically the Tiwas living in these two districts were accorder ST (H) status keeping the Bodo tribes aside also by paying no heed to the EC resolution. The scheduling of the Tiwas who are more populated then the Bodos, did not invite any political resistance from any political party or pressure group.

Make yoga a mass movement: PM Modi to Union ministers

New Delhi, Jun 14 (PTI): Ahead of the International Yoga Day on June 21, Prime Minister Narendra Modi has sought the support of all Union ministers and department heads to make yoga a “mass movement” for better physical and mental well being. In a letter to all the ministers, Modi said the International Day of Yoga was a way of making yoga an integral part of our lives. “The International Day of Yoga is not simply an event. It is a way of making yoga an integral part of our lives. It is a means of popularising yoga among the masses, across social strata, in different age groups so that we can enhance our mental and physical well being. It is towards this end that I solicit your support,” he said in the letter. “It has been decided to take forward the momentum generated last year with greater

The national event of mass yoga demonstration will be held in Chandigarh on June 21. He said that along with the mass yoga demonstration at Chandigarh, the Centre aims to organise similar demonstrations at the state, district, block and panchayat levels and each state has been requested to plan its activities in tandem with the national effort. “The state governments have also been requested to encourage the use of locally made yoga mats and apparel, preferably with locally available raw-material to provide employment oppoprtunities to local artisans and small entrepreneurs. Special effors would be made to involve persons with disabilities in all the celebrations.

New Delhi, Jun 14 (IANS): Unhappy over some BJP MPs’ attempts, during the National Executive meet, at self-projection as probable chief ministerial candidates in Uttar Pradesh, party president Amit Shah has directed them to refrain from such politics and instead focus on their constituencies till the assembly polls. The direction from Shah came at a meeting of party MPs from Uttar Pradesh at Allahabad after the National Executive meeting concluded there on Monday. However, BJP MP from Sultanpur, Varun Gandhi, hundreds of whose posters were put up around in the city - a move that did not go down well with the party’s central leadership, skipped the meeting. However, one of his aids told IANS that there was no such meeting but a get together of party MPs from state with the party president. Other than Varun Gan-

dhi, around half a dozen MPs skipped the meeting including Prime Minister Narendra Modi, Union Home Minister Rajnath Singh, and Hema Malini. “They had sought permission to stay away,” said a BJP leader. The development came at time when disgruntled party MP Shatrughan Sinha backed Gandhi’s candidature, saying that “he should be given opportunity and his name should be announced as party’s chief ministerial candidate at the earliest”. He also added that Gandhi could be the best choice for the post. AICC General Secretary Janardan Dwivedi announced the decision in presence of senior leader Ghulam Nabi Azad who was the party’s authorised representative in the RS elections in Uttar Pradesh last Saturday. People should not drink and drive, and not violate traffic rules,” said Gadkari at an event here. The appeal came in connection with the growing number of road accidents and related fatalities in the country. Gadkari said that the growing number of road accidents in the country is a matter of grave concern, and it is extremely sad that so many innocent lives are lost everyday due to these accidents. “My ministry is working in earnest towards reduction of road accidents, 726 black spots have been identified and work is on to rectify these. Rs 11,000 crore will be spent for this work. Crash barriers are going to be installed in hilly terrains like Himachal Pradesh,” said Gadkari. “A Group of Ministers is working on recommendations to make Indian roads safer. This will pave the way for introducing a new Motor Vehicles Act in the Parliament soon,” added Gadkari.

What happened in the early hours of June 12 in Orlando stoked furious debates about gun control and radicalisation of Islam in the West. Of course, the minds of insane people like Americans Omar Mateen, should also be a matter of grave concern as much as the proliferation of guns and growing influence of radical Islam in the liberal west. Mateen symbolises the face of new breed of Americans, in the US melting pot where radical Islam is slowly and surely gaining ground and even likened to what Pentecostalism is to Christianity. Loss of values and spread of western liberalism has ensured that immigrants get more than the space and advantages where they continually chip away at the traditional western culture and introduce multi-cultures. It is due to military rifles that thousands have been shot dead in the US. There were 372 mass shootings in the US in 2015, killing 475 people and wounding 1,870. Even kids can easily either buy guns or get their hands on and create a rampage. In school shootings alone, there were 64 shootings in 2015. In total some 13,286 people were killed in the US by firearms in 2015, according to the Gun Violence Archive, and 26,819 people were injured [those figures exclude suicide]. Further, the number of gun murders per capita in the US in 2012 - the most recent year for comparable statistics - was nearly 30 times that in the UK. Again, of all the murders in the US in 2012, 60% were by firearm compared with 31% in Canada, 18.2% in Australia, and just 10% in the UK. Total number of guns: No official figure exists but there are thought to be about 300 million in the US, held by about a third of the population. That is nearly enough guns for every man, woman and child in the country. The gun lobby in America, is believed to be the most influential and having immense financial resources to ensure that the majority of public against easy sale of guns cannot pass any law by citing the Second Amendment that states: “A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed.” Thus, it is ironic that terrorists in liberal America can enjoy this right as much as the right to propagate radicalism and murder or maim at will.

Our lives are not made up of only one neatly confined area. Am I preventing God from doing things in my circumstances by saying that it will only serve to hinder my fellowship with Him? How irrelevant and disrespectful that is! It does not matter what my circumstances are. I can be as much assured of abiding in Jesus in any one of them as I am in any prayer meeting. It is unnecessary to change and arrange my circumstances myself. Our Lord’s inner abiding was pure and unblemished. He was at home with God wherever His body was. He never chose His own circumstances, but was meek, submitting to His Father’s plans and directions for Him. Just think of how amazingly relaxed our Lord’s life was! But we tend to keep God at a fever pitch in our lives. We have none of the serenity of the life which is “hidden with Christ in God” (Colossians 3:3). Think of the things that take you out of the position of abiding in Christ. You say, “Yes, Lord, just a minute— I still have this to do. Yes, I will abide as soon as this is finished, or as soon as this week is over. It will be all right, Lord. I will abide then.” Get moving— begin to abide now. In the initial stages it will be a continual effort to abide, but as you continue, it will become so much a part of your life that you will abide in Him without any conscious effort. Make the determination to abide in Jesus wherever you are now or wherever you may be placed in the future.

Nagaland has become a looting machine

he government systems in Nagaland have become almost an incorrigible looting machine; government is the king pin of the system and an accessory to it is the queen pin which is the IM, other NPGs are camp followers. The difference in the money making machines is that the government systems starts with assembly election involving, the political parties, their financers, village councils, ward and colony youth groups, the woman groups, the ethnic tribal groups, the co-operating bureaucrats, super contractors and the IM who has emerged as the fortune teller of the richer political parties usually the party or group in power. The church does not directly work in tandem with the government system but here and there, are influential church workers who like to be in the good book of the powerful and the rich that form an important part of the ruling class. The distinguishing feature of the government and the IM systems is that the government system employs non-violence and finances, the IM system depends on the influence of the barrel of the gun, force, coercion, threats and intimidation. The IM has become a system par excellence in producing the desired result of an election. No wonder today in Nagaland no one can hope to come out successfully in an election without the ‘blessings of the IM”. ecently, I was having a discussion with an elderly respected Naga academician who is settled in Australia, and had come back to Nagaland for a visit - after 20 years. His comment was, “Everyone in Nagaland has become so dishonest. You can’t trust the Government, not the NPGs, not the NGOs, not even the Church. We can no longer even trust each other. Generally people in Australia trust their government. But not here. Everything has become so chaotic”. I think this sum up the sorry state of affairs that we face today in Nagaland. But should we or can we afford to resign ourselves to such a situation? Is this what the Naga youth deserve? What is our vision for tomorrow. What do the youth aspire for and what can we do today? The youths are the period between childhood and adulthood. A time filled with hope and energy. Secondly, a nation is a country considered as a group of people living in a certain territory under one Government. So if we go back to the title of this article – “nation building”, which nation, whose people, which territory and which Government are we talking about? He can make arbitrary arrests, arbitrary orders and summons. The present ire of the IM in the Wokha district all started from the town commander’s ‘Summons’ to a Lotha village just timely after the village re-

ceived its share of NREGA fund for the village development schemes. The Oxford dictionary defines ‘SUMMON’ as “an authoritative call to a law court on an occasion”. Except by a legal magistrate and in connection with a case in the court, no others have the authority to arrest or summon a law abiding citizen of the state. The village council and VDB officers have every right not to honor the summon of the IM town commander. The time has come for the Naga in the village to know their rights. it is very encouraging that the Yikhum villagers have strongly held to their civil right. The IM appears to be very sore with the ACAUT support for the rights of the villagers. It is nice that the IM fights for the independence and sovereignty of the Nagas, but if my memory serves me right, I remember Mr. Muivah himself has said in the papers that there is not question of sovereignty and integration in the talk and that India understands the difficulty of the Naga and IM also understands India’s difficulties. When everything is said and done about the ACAUT and of the IM, it must be said that the spirit of the law is with the ACAUT to release the Naga from oppression, the recovery of their sight; to proclaim freedom of their rights and to proclaim the year of the law’s favor for the Naga society, more than the GPRN/MIP. A commoner’s appeal

he media in Nagaland, over the last couple of days is witnessing frantic attempts by a large number of people questioning the proposed Naga Accord on one hand and others, justifying the entailed issues. This ‘war of words’ started on 19 Apr by Mr Bharat Bhushan, a renowed journalist from mainland India who highlighted the likely issues of the Naga Framework Agreement in his article – ‘Emerging Contours of the Naga Settlement’ published in Eastern Mirror. What is our take on this? Is this necessary or it poses questions to our political leaders, NPGs and society. Only we Nagas have the answers. Same hard hitting queries have been raised by the Indian journalist, Bharat Bhushan. It is relevant now as no details of the ongoing peace talks have been told to the Naga society. That everybody is silent on the issue concerning us is deafening. The first voice was of Mr Bharat Bhushan which was responded by some of my Naga brothers, including NSCN (IM). My request to my NPG friends is that come clear on the issue to dispel any concerns and mis-apprehensions of all Nagas. That Naga talks are bring led by Mr Muivah and Mr Atem, Tangkhuls, make this issue more emotive especially for Nagas of Nagaland. First of all, has the issue of sovereignty been comprised? Who was ‘shouting on the roof tops’ for complete sovereignty? It would be foolish on any one’s part to suggest that Indian Government would agree to this. This was a far fetched idea. We are now hearing of an idea of ‘shared sovereignty’. How can sovereignty be shared. It means that any future dispensation would have the blessings of Indian government and shared defense would mean only in Nagaland or Pan India. Will Naga’s fight Chinese, Myanmar or Pakistan Army in shared sovereignty and shared def concept? Are we fooling ourselves? The NSCN (IM) must clarify this to all Nagas, if they want to be proclaimed as the sole representatives of the Naga cause. Secondly, the issue of uniqueness of Naga society and history. Being a devil’s advocate, let me question us Nagas. Is our uniqueness unique? Without offending or being hypocrites, my call is for introspection and observing our surroundings. But his heart was no longer in the task as before. He used inferior materials, cut corners, made shortcuts and his worksmanship too was not upto his usual standards. After the building was completed, to his astonishment, the employer gave him the keys to the house, saying it was his gift for the many years of dedicated service he has put in. How the carpenter was regretting. If only he knew it was to be his own house, he would not have spared any expenses. He could have used the best wood, the best fittings, the best of everything. If only he knew! Today, we Nagas are like that retiring carpenter when it comes to Nation building. We are not sure whose nation we are trying to build, and under which government we are living. Consequently, we are half-hearted in our attempts. If we say, “Kuknalim” we are liable to be called anti-national by the Indian army and maybe arrested, tortured or even killed under AFPSA. If we say “Jai Hind”, we are again liable to be called anti-national by different Naga groups and harassed. So, what is “national” and what

is “anti-national”? If we don’t know “which nation”, how can we build it with care? Such a situation has put tremendous psychological pressures upon our youth today, that we are confused and end up doing nothing – at best, or become a liability to society. Thus for the youth to play a role in nation building is, first know yourself and know your identity. The second most important prerequisite is patriotism. Each youth, each citizen, must be imbued with the spirit of patriotism. Patriotism is different from nationalism. Nationalism, if taken to extreme by jingoistic fervor, can even become destructive, as in the case of Germany leading to WWII. Patriotism on the other hand, is always constructive. It is having a deep sense of justice, love, respect, service and sacrifice for one’s land and people. A honest citizen, working a honest day’s work with a sense of duty for a living is a patriot. But gun toting elements by whatever self-styled grand names they may call themselves, trying to extract multiple taxation out of someone’s sweat are not patriots. A leading citizen of Mokokchung once remarked, “Nagas have nationalism minus patriotism”. He has succinctly put his finger in the core disease which is bleeding the Nagas today. The first generation of

Naga freedom fighters of the 1950s & 60s were patriots. Nationalism was just a corollary. But today, we have lost, nay, sold away, our patriotism. And we try to cover this under the pseudo cover of nationalism. Let us be clear – we must first learn, understand and love our land. Our history, our culture, our flora & fauna, our people. This forms our Nation. The caste system, the dowry & bride burning is not our culture. Indus valley civilization is not our history. We relish pork, we eat beef – and many more. How can one share a kitchen with someone whose culture and religion says that you cannot eat what you eat, and makes your diet illegal? Linguistically, Naga languages belong to the Sino-Tibetan Burman group and not at all related with Hindi or Sanskrit. Anthropology can never agree that Nagas belong to the “Indian” group of Dravidians, Adivasis or Aryans. A nation comprises of a people. So which People and which Nation are we talking about? Let us be clear – we are talking about the Naga People and the Naga Nation. Under the Memorandum to the Simon Commission in 1929 and the plebiscite of 1951, we have every moral, legal, political and historical right to claim so. Unless we can agree on this, we shall be confused, attempting to

build a house whose ownership is in doubt, and it can never be of a good quality because our hearts and mind can never be fully into it. But if we build our own house, we put our mind, our soul, our sweat and tears into it. We work, serve and sacrifice for it. It can be our own house where we can see justice, peace and prosperity. The main role of the Naga youth today for nation building, would be thus to firstly, identify where they stand. What they stand for. And how much they are willing to work, serve and sacrifice for it. Thirdly, we need a whole new generation of Naga youth entrepreneurs. Entrepreneurs with knowledge, innovation and skills. The primary role of young people is to get a good education in order to become better and useful citizens of tomorrow. They need to learn skills to do the job that their country’s economy needs. Upto what extend the Naga youth are playing this role today?A pe ople whose plate of rice is in someone else kitchen can never be a free people. They shall remain enslaved and suppressed. To regain our sovereignty, we must first economically be able to stand on our own feet. To economically develop, we need entrepreneurs. A people that works hard. Not the present

Why has Modi mooted for early solution to Naga issue

(From previous issue) Firstly, India has so long ignored the vitality of Myanmar in ‘looking east’ while economically ‘acting west’. The West, however, is technically losing its purchasing power. This is to mean that even if India were to substantially produce commodities in manifold, its export to the west would boomerang back affecting its economy. Change of guard in Myanmar as well as lucrative trade opportunities in Southeast Asia is, therefore, the only alternative available to Modi to look away from the crisis-hit west to keep India’s growth consistent and remain higher against China. In the absence of free-conflict zone, a secured border and presumptive ‘loyal’ citizens, materializing a friendly neighbor is next to achievement as is the case of India’s relationship with Pakistan. A pre-arrived thesis has it that solving Naga issue would eventually solve Northeast’s problem. Stemming from this framework, the Modi government attaches special interest to the Naga issue as Northeast would evolve centre of excellence and economic hub as far as avenues in Southeast Asia is concerned. Secondly, Modi is curious that China may fill the crevices (Naga political movement) India has left unsealed. At the peak of the struggle for independence, members of the Naga Armed Forces ventured to China through thick and thin. We have evidences of China having sold-off arms and ammunitions in support of our struggle. Even instances of equipping us logistically, including base-training, were

So if we are products of conquered British and converted tribes, what is so unique about us? Sadly the only tribe which still practices old Naga traditions, customs and claims its uniqueness, we don’t consider it a Naga tribe anymore – The Herakah. We were never conquered-yes, until the British came in and ravaged us - at Khonoma, Kohima..... I have the fortune of getting my education at Shillong and privy to local history. The Khasi kingdom is much older than ours; Manipuri boosts of a written history dating back to the 3rd century till 1949, when it was forcibly annexed by India. If we read history, many kingdoms in India are much older in vintage and culture. The Santhal tribes, South Indian tribes, other NE tribes are so unique and have recorded history not to name of Oriya’s, Tamils, Maharashtrians and Rajputs etc etc. The thought that only Nagas are unique is misleading will generate such attempts by other communities and I fear Nagas will face a massive backlash throughout India. Kingdoms came to mind to any history student. So if our history is unique, why is it unique from these examples. The mediating group must explain this fact to all Nagas. Doesn’t granting of concessions on this issue, further lead to similar demands from such ethnic groups, as well. Lets not be like a pigeon with closed eyes in front of a cat- lets be ready to face uncomfortable pointers to maintain our unquestionable uniqueness. Thirdly, why has the NSCN (IM) remained silent on the provisions. It may continue to answer through counter questions and allegations in the media but if the group is genuinely working for the interest of the Nagas, it must face the Naga society and answer these disconcerting questions, since it concerns all of us Nagas. Way is the NPG so sensitive on the matter, has the Government of India bribed them into dilution of earlier stance? I agree with views of Mr Bharat Bhushan and Mr Khekiye K Sema, who have in sighted into the peace talks. being told in days gone-by. Ideologically, as per the constitution of various Political Groups (GPs), Nagas are more inclined towards socialistic mode rather than the more privatized India. To postulate that, with our migration route pointed to China (at least) thereby establishing a brotherly feeling, big brother has a responsibility to protect its younger brothers. Acting to its Act East Policy, India’s effort to befriend with, and arming of, Vietnam is already in the air. Hence, a forceful backlash from Beijing is expected. Modi is not taking any chance in letting Beijing gaining confidence with Naga Armed Groups in case of any fall-out of the Indo-Naga Talk. Third and lastly, preparing to be a superpower would be a mockery in the long run if India fails to solve its usually ‘dubbed’ internal disturbances. Conceptually, the Naga problem has been recognised as ‘political’ whereas in spirit India pursues its goal palpably to asphyxiate Naga independence movement by endeavoring to grade Naga problem as ‘internal’. This is explicitly indicated in political phrases resulting from the current talk including ‘shared sovereignty’, ‘Pan Naga Hoho’ and ‘Supra State’ to be accorded to Nagas. If the Modi government successfully solves the Naga problem, Modi would undoubtedly emerge as a world leader and a global ambassador for peace. This would paint a bright picture for India, and especially the NDA government, in international scenario. This would lift India’s image as an emerging but peaceful super power, accelerating India’s entry to the UN’s Security Council,

and conveniently accommodate in the elite club of Nuclear Suppliers Group. All these would present India with more say in global issues. While all eyes were staring west in most stages of historical past, now with west wink its concentration to the oriental world, it is noted that India’s approach has shifted accordingly. The Middle East, by virtue of its strategic location supported by its huge petroleum reserves, serves as a battle ground for the world’s major powers. Though there is no similarity between the Middle East and the restive India’s Northeast, the possibility of struggle for territorial supremacy and for natural resources in near future could not be ruled out in Southeast Asia including India’s northeast. With China anxiously watching India-US partnership in AsiaPacific, and as each of the parties has a committed interest in the region, any development that challenge the prestige of these nations could suddenly escalate into a full-fledged regional war. GoI is hastening Indo-Naga Talks to consolidate its own power in search of greatness. For Nagas, if matured enough, we don’t have to rush to catch the speeding bus and get run over but unite ourselves first and advance a united voice to the GoI. Who knows, under pressure, GoI may finally accede to Naga’s right for self-determination as we truly deserve. They look down poorly on those people in the Government sector. People in the Government sector in such countries are generally seen as not competitive, lazy, incompetent and the not so bright type! Here, the Naga parents need to free their children, and allow them to strive for what they aspire. Let the children do the things that they have the passion for. If they want to be a shoe maker, let them become the best shoe maker – like the father of Abraham Lincoln. If they want to be a hotelier, let them run the best hotel. Why should parents chain their children with the caveat that “they must try for a government job even if it is only a peon or a chowkidar”? This parental attitude is killing a whole generation of Naga youth today. Let the Naga youth break free from this chain, and work for their nation building in whatever capacity they can. We Nagas have become slaves to our own people, Prisoners in our own land for we are blinded in our own ignorance. It is time to shout enough to those using the Idea of Naga nationalism and the face of Christ to extort money from the people of Nagaland and stealing away the peace and loving face of the state. Christ Said “Do Not Kill” but we had killed enough of our own and others while Christ forgave those that crucified Him and asked us to be like Him. The silence of the public and the cooperation of the nagas are limited to gunpoint and threats of all sorts but today I know this has to stop. Money is extorted from the wealth of a business person to the sweat of a daily wager or even a poor cobbler. This is not right. This is illegal plus the economy of the state is not at all in a position to spend extra money for useless purposes. We have no Investors and will never have as long as illegal taxation exists. Entrepreneurs and private sectors can never flourish in our land because of excess illegal taxation. Above that we have been hostile to our own country for too long thus we have closed doors of development and modernization for our hostile and taxing nature. Why would any company want to come and invest in our land and pay extra illegal taxes while they can invest anywhere else without any illegal taxation? Why do we pay double the price for a product in our state while in other states they enjoy discounts instead? The people for decades have been slaves to gunpoint money extortion and fake idealism of pride and power. Nagas don’t need nationalism! Nagas need Christ. Christ is enough, but if you don’t find Christ enough than it can only mean your desire is worldly and your intentions are wrong. Stand and fight for what is right and true for God knows. Stop recruitment of daily wagers or face action: Govt New Delhi, Jun 14 (PTI): All central government ministries were today asked to stop recruitment of daily wagers failing which disciplinary action would be taken against officials concerned. They have been asked to assess the work being done by regular employees for output and productivity so that the work of casual employees could be given to them. The move comes after it was observed that in spite of strict guidelines on engagement of casual labour, various ministries continued to engage casual workers for work of regular nature against the government’s policies. “It is,

therefore, reiterated that all ministries or departments may ensure strict compliance of the guidelines on engagement of casual labourers. “Negligence in the matter of implementing these guidelines should be viewed seriously and brought to the notice of the appropriate authorities for taking prompt and suitable action against the defaulters,” the Department of Personnel and Training (DoPT) said in a directive issued to secretaries of all central government ministries. “The departments may also review the norms of staff for regular work and take steps to get them revised”.

Govt allows agents in defence deals but with strict oversight NEW DELHI, Jun 14 (PTI): Foreign defence firms can now appoint ‘agents’ to market their products to the armed forces and the government but with strict oversight which includes opening up of company’s books to scrutiny besides not allowing any success bonus or penalty fees among other measures. The government will also have the veto power to reject or accept, at any point of time, an agent proposed by the company. The new set of guidelines are now part of the Defence Procurement Procedure (DPP), 2016 that was put out in public last week as the government works on ensuring transparency in the murky

world of defence deals. While previous DPPs also had a window for foreign companies to hire agents, it is for the first time that a detailed set of guidelines has come out. The previous mechanisms had failed to ensure transparency even though defence agents continued to play crucial roles in defence contracts. The authorities have been looking into reports that he had visited the club several times and also used a gay dating app. Sitora Yusufiy said she met Mateen online in 2008 and the two got married in 2009. He “might have been a gay but chose to hide his true identity out of anger and shame,” she said. A New York Times report cited a senior federal law enforcement official as saying that the FBI was looking at reports that the 29-year-old had used a gay dating app. Patrons of the club, Pulse, were quoted as saying that he had visited the club several times. Yusufiy said her ex-husband had told her that he frequented nightclubs before their wedding, but did not say they were gay clubs. CBS News said in a report that club-goers had told the investigators that Mateen was at Pulse previously. The Orlando Sentinel and other news organizations also quoted regular customers at the gay bar as saying they had

Smith said he saw Mateen inside the club at least a dozen times. And, you know, had the same religion,” she said. “So I was like, OK , this could potentially satisfy my parents.” Yusufiy moved to Florida, and they married in a quiet courthouse ceremony in 2009. But the short-lived marriage was marred by violence and isolation, she said. She had no friends or family in Florida, and Mateen preferred that she stay in the house. She said he sometimes returned from work angry and agitated, including one night when she fell asleep on the floor waiting for him to return home. “All I remember is being woken up by a pillow being taken from under my head,” she said.

The Joint Statement issued by the two sides said that while India has been a victim of cross-border terrorism for a long time, Ghana is situated in an increasingly volatile region.”International terrorism is a scourge, and is a threat to the entire civilised world. The two leaders therefore agreed for greater security and defence cooperation and also called for greater exchanges between the Kofi Annan UN Peacekeeping Centre, Accra, and the Centre for UN Peacekeeping, New Delhi,” the Joint Statement said as President Pranab Mukherjee wrapped up his two-day visit to the African country. After wrapping up his two-day visit to Ghana, Mukherjee departed for Ivory Coast for the second leg of his three-nation tour seen as “outreach for Africa”. Sources close to the investigation identified the suspect, who was killed in a dramatic police operation, as Larossi Abballa, 25. MANILA, PHILIPPINES, June 14 (AP): Philippine officials confirmed Tuesday that Abu Sayyaf militants beheaded a Canadian man, the second Canadian hostage to be killed in two months after their demands for a large ransom were not met. The hostage, Robert Hall, was abducted from a marina last September along with another Canadian, a Norwegian and a Filipino. The other Canadian, former mining executive John Ridsdel, was beheaded in April. Presidential spokesman Herminio Coloma condemned “the brutal and senseless murder” of Hall. Washington, Jun 14 (PTI): The Obama Administration is concerned about the threat posed by lone wolves, the White House said while appealing to Americans to be vigilant, a day after a selfradicalised Afghan-origin youth killed 49 people at a gay nightclub in Orlando. “This (lone wolves) is obviously something that the President and his national security team are quite concerned about,” White House Press Secretary Josh Earnest told reporters at his daily news conference yesterday. “The President, I believe on a number of occasions, has noted that the most challenging threat facing our counterterrorism and homeland security officials is disruptive to the activities of a lone wolf,” he said. “By definition, this (a lone wolf) is an individual that isn’t communicating with too many other people. And it’s hard to get a sense of exactly what they may have planned,” he said in response to a question on lone wolves. The FBI has been fol-

The program started off with an opening prayer by lecturer-Jemima Assumi. After which, the students gave a presentation displaying their solfeggio expertise. This was followed by testi-

monies from Thsachola and Fuchumlo, both students of this year’s course. They shared on their stay at the college and the effectiveness of the course, which they said was good. Thereafter, the students performed 6 choral pieces, each song was conducted by various selected students, as part of their learning requirement. PCB rubbishes Kaneria’s claims

KARACHI, Jun 14 (PTI): The Pakistan Cricket Board has r ubbished claims by banned Test leg-spinner Danish Kaneria that he was discriminated against by the board because he is a Hindu. The PCB’s media director Amjad Hussain Bhatti reminded Kaneria that he had played 61 Tests for Pakistan. “If he was discriminated against at any time because of his religion he would not have played even one match for Pakistan,” a visibly upset Bhatti said. “We strongly condemn the anti PCB statement of Kaneria,” he added. Kaneria is in India with his family to perform religious rituals but his silence on when he intends to return home, has led to speculations he might seek help in India for his case. Kaneria added fuel to fire by telling an Indian news channel that PCB is not taking any interest in his case which forces him to use the word “discrimination” and gives rise to the feeling that he is “neglected for being a Hindu”. “ We a r e ve r y disappointed at Kaneria’s statement. Because we didn’t ban him he was banned by the England and Wales Cricket Board in the UK. And he was given all opportunity to appeal against the life ban,” Bhatti said.

Twenty top chess players from the state are vying for the coveted champion title of 15th Nagaland State ‘A’ Chess Premier 2016 which is being organised under the aegis of Nagaland Chess Association (NCA). Chang in his address said that chess should be encouraged as it works in tandem with the mind and give exercise to brain. He said unless

mind keeps on exercising by doing something, the cells in the brain would tend to work slowly or may deteriorate. Chang appreciated Naga people both young and old for showing enthusiasm towards the discipline of chess. Terming the participation of officers, bureaucrats and technocrats in the event as a big boost to the youngsters, the parliamentary secretary expressed his confidence that more people would participate in the event in future. Barca to pay 5.5 mn euro fine over Neymar transfer BARCELONA, Jun 14 (Agencies): Barcelona on Monday accepted to pay a 5.5-million-euro ($6.2 million) fine over Neymar’s contested 2013 transfer in a deal with prosecutors that sees the club avoid trial on tax evasion charges. “It was better to accept this agreement than continue on with the uncertainty that has dragged on for a long time over the Neymar case,” Barcelona president Josep Maria Bartomeu told reporters, in reference to the transfer deal that authorities believe was undervalued, allowing the club to pay lower taxes in Spain. “We have had to accept paying a 5.5 million euro fine due to a mistake in the 2011 and 2013 tax planning in the signing

of Neymar,” added Bartomeu. The agreement frees up Bartomeu and his predecessor Sandro Rosell from possible criminal proceedings that could have seen them jailed. Neymar’s arrival in 2013 has been a huge success for Barca on the pitch but a judicial nightmare off it. The 24-year-old is being investigated in Brazil and Spain over his shady transfer from Brazilians Santos to Barca. Catalans Barcelona originally published the transfer figure as 57.1 million euros, with 40 million euros of that given to the player’s family. But Spanish authorities believe the true transfer figure was at least 83 million euros.

Brazilian investment fund DIS, which held 40 percent of Neymar’s sporting rights when he played at Santos, claims it was cheated out of its real share of the transfer due to parallel contracts that Barcelona and Santos allegedly used to hide the true cost. Santos -- where Neymar started his career -- received 17.1 million, 6.8 million euros of which went to DIS. But Spanish judicial authorities believe another 26 million euros from the parallel contracts were shared between Neymar, his family and Santos, with DIS and the taxman missing out on their cuts. James connected on 10of-18 from the floor, including 2-of-4 3-pointers, and grabbed nine rebounds in the first half while Irving added 18 points, hitting 8-of-10 from the floor. Fans chanted “Free Draymond” and booed James as the Warriors jumped ahead 9-3, aided by four Cavaliers turnovers, but James and J.R. Smith sank back-to-back 3-pointers to lift Cleveland level at 22-22 and the first half stayed tight from there.
