Govt to re-write Municipal Act: CM

KOHIMA, JUN 15 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu on Thursday informed that the state government was contemplating to amend the Nagaland Municipal Act (NMA) in order to allow smooth conduct of Urban Local Bodies elections. Speaking at the laying of foundation stone for the new building of the Kohima Municipal Council (KMC) building at Kezieke as chief guest, Dr. Liezietsu said Nagaland alone could not be exempted or escape from the Municipal Act with women reservation, since it was passed by the Parliament (94th Amendment) in the early 1990s. However, he said since various civil societies were opposed to the present Nagaland Municipal Act, the government was ready to re-amend the Act. Though people expect many developmental activities from the government, he said unless there is peace in the society, there cannot be any development. to develop Nagaland. He lamented that Kohima town which was 138 years old, since the time Britishers had occupied it in 1878, was supposed to be developed. However, Dr. Liezietsu was optimistic that the KMC, with its new office, would be able to function and deliver to the people. He also assured that the state government would extent all possible assistance to construct the KMC building at the earliest. Liezietsu said KMC spot would be an important area for all kinds of develop-
mental activities in future. Parliamentary secretary Municipal Affairs, R. Tohanba in his brief address lauded the chief minister for taking the initiative to construct the new office complex. KMC administrator, Kethosituo Sekhose who delivered the introductory note, expressed gratefulness to the state government and the civil society for extending help in setting up the new location for the KMC to function at URA Academy. He also thanked the state government for prompt
action in locating and availing the new permanent site for the KMC building. Earlier, the programme was chaired by Deputy Commissioner Kohima, Rajesh Soundararajan IAS, while Rev. Moa Longchari senior Pastor BMC invoked God’s blessing. It may be mentioned that the NPF Central Executive Council had a passed a resolution on Wednesday urging the state government to set up Advisory Committees in the ULBs so that the affairs of the ULBs could be handled by local leaders.
KOHIMA, JUN 15 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu on Thursday categorically stated that the government would “not defend the case of MRK Pillai”, and instead would let the law to take its own course of action. Speaking to media persons on the sidelines of the KMC office foundation laying stone programme, Dr. Liezietsu, admitted that he had no knowledge of Pillai’s activities and frankly asserted: “I cannot defend such cases.” He said if required, an inquiry may be initiated soon. Dr. Liezietsu further reiterated that the department had already terminated Pillai’s service. To queries as to why Pillai had been retained for so long in the department even after his retirement, the CM said he did not have any knowledge of the happenings in the police department even though he was in the ministry when Pillai was re-appointed as Consultant. When contacted, Home minister Y. Patton replied that he would discuss the matter upon arrival in Kohima as he was currently out of station.
Pillai issue: NPSA objects to NCSU reiterates demand for senior police officers’ remarks open tenders; warns deptts DIMAPUR, JUN 15 (NPN): Nagaland Police Service Association (NPSA) has strongly objected to what it called the “irresponsible statements” purportedly made by some senior police officers in the print media following Income Tax raids on the business premises of MKR Pillai, retired Addl SP and consultant to DGP Nagaland. In a press release, NPSA president, Videlalie Zashumo, and general secretary, Watichuchang Jamir, said the association strongly refuted the “derogatory statement” that “Naga officers lacked confidence and boldness to go to Delhi and get works done”. NEW DELHI, JUN 15 (PTI): Petrol price was today cut by Rs 1.12 per litre and diesel by Rs 1.24 per litre. From Friday, petrol and diesel rates will be revised in sync with any movement in international oil rates. Rates will change at 6 am everyday depending on movement in cost on the previous day.

Further, NPSA said the remarks that “no one in Nagaland followed the rules” and “a lax attitude among local officers, who loathe to follow rules, was the root of all the problems” were construed as insulting to the integrity of all Naga officers serving in different departments in the state. “Such statements are condemnable and should be retracted and an apology demanded from the officer in the public domain,” demanded the NPSA. The association expressed the view that the job of a police officer was defined, adding that bringing funds or projects from
MHA was not the prerogative of a police officer but the responsibility of the government. However, it stated that if the government delegates such a responsibility to a police officer, then local officers were equally efficient and up to the task. The association lamented that Naga officers were never given the opportunity due to the total dependency of the department upon Pillai for the last two decades or more. The association however pointed out that it was confident that the Naga officers, if given the opportunity, could perform more efficiently and with more responsibility as there was no dearth of educated, capable, intelligent and sincere Naga officers in the department.
DIMAPUR, JUN 15 (NPN): The Nagaland Contractors’ & Suppliers’ Union (NCSU) has reiterated its demand for cancellation of work orders issued without floating “Open Tender” in various governments departments in the State. In a press note, Tseibou Khusoh and general secretary John Kath said that the union had time and again reminded all the departments to strictly follow the government’s standing orders issued on December 13 1985, June 30 1986and October 4, 1995. In this regard, NCSU said all contract & supply works in Nagaland should be done through Open Tender and works awarded only to NCSU identity card holders. NCSU pointed out that most of the “major contract and supply works were being awarded to non-locals by
depriving local contractors through table tender undermining the government standing order.” Taking serious note of such direct violation of the government standing order, NCSU has cautioned all Heads of departments that “such practices will be dealt with legal action against the erring officials.” The union has also asked all departments to strictly adhere and implement the standing order and award contract & supply works to only NCSU ID card holders in order to avoid confrontation. Further, the union has asked all NCSU district units to deploy its Action Committee to check all ongoing or fresh contract & supply works in their respective district and intimate the head office of its evaluation report for further necessary action.
Darjeeling turns into battleground; GJM calls for indefinite shutdown
DA R J E E L I N G / KO L KATA/NEW DELHI, JUN 15 (PTI): Hurling petrol bombs and stones, Gorkhaland supporters today fought pitched battles with police, who broke up protests, bursting teargas shells and baton-charging violent crowds, plunging Darjeeling hills into deeper turmoil. The Gorkha Janmukti Morcha (GJM), meanwhile, called an indefinite shutdown after police raided premises connected to its chief Bimal Gurung and some other leaders. The outfit had earlier called a shutdown of the offices of the state government and Gorkhaland Territorial Administration (GTA), which its controls. T h e c e n t r e t o d ay rushed an additional 400 paramilitary personnel to Darjeeling to help the local administration restore peace. These are in addition to around 1000 personnel, including 200 women, already stationed there, a home ministry official said in New Delhi. campaign is escalating fast after it joined forces with arch rival Gorkha National Liberation front (GNLF) two days ago, and attacked them. GNLF, an ally of the Trinamool Congress, had yesterday snapped its ties with West Bengal’s ruling party, giving a fillip to the agitation for a separate state of Gorkhaland. “They (GJM) threw stones, hurled petrol bombs and fired on the police,” S N Gupta, an IG rank officer who has been tasked by the state government with handling the volatile situation in Darjeeling, told reporters. Gupta and two other senior West Bengal officers
are camping in town to ensure the situation does not spiral out of control. A media vehicle was also set ablaze by the protesters. Chief Minister Mamata Banerjee told reporters in Kolkata, “We want peace in the hills. There is peace in Bengal. If anybody violates law, the administration will take action. Law will take its own course”. “There was peace in the hills. A few leaders are doing goondagiri (hooliganism). But one cannot do politics with guns and bombs. We will curb their violent agitation,” she later said at a police event in Kolkata.

Meanwhile, Naga Council Dimapur (NCD)
through its general secretary Thsapongkyu Sangtam has asked all tribal hoho/unions to send at least 25 representatives to attend the programme. Naga councilor and affiliated organizations, NHWD, DUCCF, GBs sadar union and all other different communities have also been invited to attend the memorial service.
NGOs demand action on Pillai-scam NPRAAF demands CBI probe DIMAPUR, JUN 15 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) while welcoming the termination of service of M.K.R. Pillai as consultant to DGP Nagaland, however, said removal alone would not solve the larger issue of corruption. In a statement, NPRAAF I&P wing appealed to the chief minister to order CBI probe in order to unearth the entire corrupt nexus. NPRAAF said there was no need for any ‘Consultant’ in the first place but if it was genuinely needed, then the government could have recruited from amongst the IPS and NPS officers through open competition instead of selecting a “corrupt former police constable.” It described Pillai as “Mother of Corruption and King Broker of Nagaland” who had allegedly jeopardised state police modernisation by siphoning huge amount of money through “percentage deduction” in connivance with top politicians, bureaucrats and police officers. NPRAAF said it was appalled that in spite of prima facie evidence estab-
lished against Pillai, he was yet to be arrested. It therefore appealed to the chief minister to give the CBI a free hand in order to unearth the whole truth and to put those involve behind bars. NPRAAF pointed out that despite receiving hundreds of crore rupees under Police Modernisation, the state police was still ill equipped to control riots. It said the state police also lacked arms and ammunition, tear gas, riot shield, vehicles, rubber bullets etc. It also maintained that among Non Plan Security Scheme, Nagaland received the highest central fund after Assam in the region. However, in terms of equipment and weaponry Nagaland was the worst equipped though its personnel were second to none, said NPRAAF. Further, NPRAAF said it will submit a representation to the union home minister, the Central Income Tax department and apprise them about the serious nature of the scam that was exposed in the police department. NPRAAF said it viewed IT exemption as an encouragement to corruption as no one who was exempt could have assets evaluated that were disproportionate to known sources of income.
BAN seeks thorough probe, Gov’s intervention Business Association of Nagas (BAN) has lauded the IT raids on firms owned by M.K.R. Pillai in Kerala and Karnataka some thousands of kilometres away from Nagaland and the level of efficiency involved but at the same time, questioned the IT department in Nagaland under whose nose, money was being siphoned off for decades. BAN through its media cell took strong exception to the Police Headquarters (PHQ) “still being under the spell of Pillai”, by citing statements made by DGP, L.L. Doungel who “was trying to shield PIllai by praising him as ‘quite competent and helpful’ etc. BAN slammed PHQ for being clueless about the Police truck found in Pillai’s home in Kerala. It also said the suo moto case taken up by State Vigilance Commission (SVC) on appointment of Pillai as being “totally unsatisfactory” and an “eyewash” because SVC ignored the entire gamut of Pillai’s role in shady deals, contracts/supplies awarded under table without NIT.
