After talks fail, NEAN to continue cease work

DIMAPUR, JUN 15 (NPN): As talks between the NHM employees and the state government failed to break the deadlock, the NHM Employees Association of Nagaland (NEAN) Monday announced that since there was no positive outcome, it has decided to continue with the ongoing “total cease work”. In a press release, NEAN said the members had a meeting with the head of department of H&FW and officials on June 15, 2020. However, NEAN termed it as “very unfortunate” that no concrete decision/commitment/assurance could be provided by the principal director and the mission director to its demands. NEAN has appealed to all responsible to extend support and understand the hardships and step-motherly treatment meted out to NHM employees. NEAN said its members have been dedicating their service to society for so many years especially sacrificing their life during this COVID-19 pandemic and with meagre remuneration. NEAN expressed deep regret for the inconveniences

NEAN said NHM employees were compelled to go on protest, because the government did not positively address or look into their grievances seriously despite repeated requests. NEAN Also alleged that the department gave step-motherly treatment to NHM employees all these years. It said that “Year after year, we have been assured

verbally to redress our grievance without any positive outcome.” NEAN also accused the department of continuing with “illegal action” and treating NHM employees as second class citizens and that its members were “expected to be always the yes men.” Asserting there was a limit to hardship and tolerance, NEAN said the employees assure they would continue to serve the people, but not

before their grievances are redressed. NEAN also appealed to the public to understand and support their movement. It expressed confidence that the people will support it “because we have tried our best to serve the people even with meagre fixed salary and step-motherly treatment by the government” till it was faced with the extreme illegal action of the government.

NJDA demands fresh Advt; revocation of cabinet decision

agaland Junior Doctors’ Association (NJDA) has demanded revocation of the “unethical” regularisation of 27 posts of medical officers (MOs) in the department of health & family welfare(DoHFW)recently, and issuance of fresh advertisements for open and fair recruitment. NJDA through its media cell, has also demanded withholding of 36 MO posts advertised on contingency basis, till a consensus was arrived at. It also demanded immediate creation of no less than 100 general duty medical officer (GDMO) posts within the current

financial year to overcome the acute shortage of doctors in the State. NJDA also insisted that the State government ensure that all Foreign Medical Graduates (FMGs) clear their Medical Council of India (MCI) exam in order to enable them to practise Nagaland, as without it, their credentials would be highly questionable. NJDA expressed shock at what it described as “insensitive response and his total lack of compassion” on the part of principal director(DoHFW) Dr Vizolie Z Suokhrie after several memorandums were submitted to the directorate and

meetings held between with him and its office-bearers. NJDA said Suokhrie’s remark “there is no question of fair or unfair....in a situation where nobody wants to apply...some have come and that is one thing” was rhetorical and lacking in logic with no substantial explanation on how government took policies. “When the principal director is supposed to look after the welfare and grievances of its juniors, such ignorant and stepmotherly treatment towards the doctors’ fraternity has completely demoralised its members,” NJDA noted. Nagaland chief minister Neiphiu Rio Monday said that the decision to recruit doctors recently was based on the open advertisement. Informing this during the press conference at the secretariat conference hall, Rio pointed outthat though some doctors had applied, their papers were not complete while a few of them were already recruited. He assured that the Health & Family Welfare (H&FW) department was on the job to resolve the matter. Rio also clarified that service cadre of National Health Mission doctors was different as they were working under a mission funded by the Centre while the State government had to follow service rules and guidelines. He explained that owing to acute shortage of doctors and nurses, the cabinet decided to recruit 53 doctors and 143 nurses to help manage the pandemic, adding the salary expenditure on account of these new posts was estimated at Rs 11.07 crore annually.

KOHIMA, JUN 15 (NPN): Nagaland chief minister Neiphiu Rio on Monday informed that the state government has spent Rs 127.11 crore so far in fighting COVID-19 pandemic. Highlighting the expenditure on COVID-19, Rio, who also heads the High Powered Committee, informed media persons here at the secretariat conference that out of Rs 127.11 crore, Rs 24.75 crore was received from the Central government while Rs 99.42 crore was spent from the State’s own resources and Rs 2.95 crore was spent from CM’s Relief Fund. He claimed that his government had been providing financial assistance to Nagas stranded in different parts of the country, bearing the cost of bringing them and keeping them in quarantine centres, all at the cost of the State exchequer. He said preparation of quarantine centres by repairing and furnishing them, setting up BSL labs, procuring TrueNat testing machines, ventilators, medicines and personal protection equipment for

KOHIMA, JUN 15 (NPN): The State government is all set to set up the much-awaited Staff Selection Board (SSB) within one month. This follows a meeting of chief minister Neiphiu Rio and his council of ministers/legislators with Naga Students’ Federation representatives here on Monday. Later addressing media persons here, NSF president Ninoto Awomi said the federation’s long-pending demand to set up SSB was finally heeded by the State government as the chief minister informed the meet-

ing that his government had in principle approved setting up of SSB, adding that upon NSF’s insistence Rio assured to set it up within one month. He exuded confidence that the government would upheld its assurance and set up the board within the given timeframe. Awomi said the NSF team also took up the issue of NHM Employees Association Nagaland (NEAN) grievances during the meeting to which Rio said he was ready to discuss the issue with the aggrieved party. Acknowledging the grievances of NHM employees, he said the federa-

tion however felt that Naga people should not be at the receiving end in the tussle between the State government and NEAN in view of the COVID-19 pandemic. Extending solidarity to NEAN, he said the current issue was about serving the community and here therefore appealed to NHF employees to give up their indefinite stir and resume work. Awomi said NSF representatives also discussed the measures being taken up for giving employment opportunities to thousands of Nagas who were working outside but had returned to Nagaland (Cont’d on p-4) now.

DIMAPUR, JUN 15 (NPN): Nagaland on Monday registered nine new COVID-19 positive cases while four infected returnees have also recovered from the virus, taking the state’s tally to 177 cases-- 85 active and 92 recovered. In a tweet, Health minister S. Pangnyu Phom said that the 9 new cases of COVID-19 +ve were reported out of 418 samples tested. 5 were from Dimapur QC & 4 from Peren QC, he said. All positive cases have been shifted to the respective district COVID-19 hospitals for treatment while those who had recovered, were shifted to the COVID care centre. According to state Health department data, the four persons who had tested negative were from Dimapur COVID hospital. KOHIMA, JUN 15 (NPN): State chief minister Neiphiu Rio on Monday told newsmen Rs 0.24 crore was collected from COVID-19 cess in April and Rs 3.36 crore in May, while the total collection in 2020-21 was estimated at Rs 37.25 crore. “The collections so far are a fraction of what we have already spent without budgetary support,” he added. He said his government took a considered decision to levy COVID-19 cess following a preliminary assessment of the levels of expenditure that would have to be incurred to fight the pandemic, especially considering the need to build health infrastructure and for procurement of machinery and equipments, including protective items and medicines. He mentioned that the coming months would continue to see significant expenditure in transportation of returnees, food, purchase of medicines and equipments, completion of BSL labs and purchase of equipments and consumables for the labs and investments that would be required in the district hospitals to facilitate them in dealing with increasing number of COVID-19 positive (Cont’d on p-8) cases.

NPFLF appeal to H&FW, NEAN to end deadlock DTF charts re-opening plan DIMAPUR, JUN 15 (NPN): Naga People‘s Front Legislature Party (NPFLP) has called upon the state government and National Health Mission Employees Association (NEAN) to come to the negotiating table and hammer out a solution without further delay, saying common men would ultimately suffer the most if the deadlock continued. NPFLP through its information and publicity wing said that NEAN’s grievances were “genuine”, which deserved all out support. However, the party asserted that call for ‘cease work’ and the subsequent absence of medical personnel from duties would have adverse effect on the general public. Po i n t i n g o u t t h a t COVID-19 pandemic was not going away anytime soon, the NPFLP said that with shortage of medical professionals working on the ground, the day-to-day functioning of

hospitals and health centres including quarantine centres would be immensely affected. As such, NPFLP said it was essential for NEAN to weigh the pros and cons thoroughly as the welfare and wellbeing of the mass was most important. Meanwhile, the party termed as “haphazard and unsystematic” the state cabinet decision to regularise the post of 27 GDMOs appointed on contractual basis on May 27, 2020 for a period of 12 months on the excuse that there was shortage of manpower to contain COVID-19 pandemic. NPFLP said the state government failing to address the grievances of NEAN, but deciding on regularisation of contract appointees has given birth to the present crisis. NPFLP has, therefore, asserted that the state government must own complete responsibility.

Opposition NPF has urged the state government to address the grievances of NHM employees and break the deadlock so various health centres across the state start functioning normally again. NPF through its press bureau said that lives of people must not be imperilled because of ‘blatant and atrocious nepotism’ of the government. NPF has, therefore, demanded that the state government immediately break the deadlock and work out the modalities. Expressing deep concern over the imbroglio in the state health and family welfare (H&FW) department, the NPF said that the decision of commissioning public servants without following the laid down procedures was “a blatant and atrocious disregard for the law governing the land and can only be termed as an act of Nepotism.”

NMDA appeals NHM employees to call off stir

Nagaland Medical Dealers’ Association (NMDA) has appealed to National Health Mission (NHM) employees to call off their cease work. Appreciating the wok and sacrifices done by the NHM employees during the ongoing COVID-19 pandemic, NMDA president A Ato Yepthomi urged them to resume work in the interest of public welfare in view of the current crisis. Stating that NHM employees were among the frontline workers combating the COVID-19 pandemic, NMDA requested the state government to resolve the issue at the earliest. It further called upon the medical fraternity and public to come forward and join hands with the government medical personnel and help them in fight the (Cont’d on p-4) deadly virus.
