Battle of attrition begins on Prez election
NEW DELHI, JUN 16 (IANS/AGENCIES): A battle of attrition began on Friday with major opposition parties making it clear to the government that a consensus on the President’s election will not be possible without the ruling side giving the name of its candidate, a demand that was termed as “inappropriate”. Sources said that the BJP-led NDA was likely to announce its candidate for the upcoming presidential elections on June 20. According to the reports, NDA will chair a meeting before June 20 to decide on the name of presidential candidacy. The nominee name will be announced with the general consent of allies. The government formally began its outreach with the opposition on the presidential election with senior ministers Rajnath Singh and M. Venkaiah Naidu meeting Congress President Sonia Gandhi, but placed no name of its nominee. Instead, the BJP team sought from the Congress leadership the name of the opposition candidate for the July 17 election. The opposition leaders were told that the government and the
BJP would like to finalise the candidate for the presidential poll before Prime Minister Narendra Modi leaves on a three-nation trip on June 24. “The BJP leaders did not give any name to Congress President Sonia Gandhi but they wanted us to reveal the name of our candidate. We were expecting them to disclose the name so that we can discuss it in our party and other opposition parties. Since no names were given from the government side, there is no question of any discussion and cooperation,” Ghulam Nabi Azad, who was present at the meeting, told reporters later. “They should give us the name and then seek cooperation,” he said. Singh and Naidu are part of the three-member team constituted by BJP president Amit Shah for discussion with political parties for the presidential polls. The two-member team later met CPI-M General Secretary Sitaram Yechury, Prakash Karat and Brinda Karat to seek the party’s support. Yechury virtually echoed the views of the Congress leaders and expressed dismay over the government not suggesting a name.
“We had expected that they would suggest some name which we could have seriously considered. Unfortunately, they did not come forward with any name,” Yechury said, terming it a “public relations exercise” by the government. Naidu also spoke to
NCP chief Sharad Pawar, PMK leader A Ramadoss and N. Rangaswamy of All India Congress (NR) and sought their cooperation. Meanwhile, BJP ally Shiv Sena floated the name of eminent agriculture scientist M.S. Swaminathan for the top job if its “first
choice” RSS chief Mohan Bhagwat was not acceptable. “If we want to make India a ‘Hindu Rashtra’, then Bhagwat is our first choice. But if anybody has objections, then Swaminathan should be made the President,” Thackeray told media persons.
Frontrunners for President, Vice President Prime Minister Narendra Modi has decided to create history by getting a Dalit-tribal duo to fill the posts of President and VicePresident of India in July. According to senior political sources Modi will not agree to a consensus candidate backed by NDA and Opposition as this is the first time when a BJP-led government has a majority in the electoral college to get right-wing candidates into the two top posts. Modi and BJP president Amit Shah’s strategy to get Dalit-tribal duo in president and vice-president offices is meant to achieve multiple objectives. First off, the objective is to get president and vice-president who come from RSS. Secondly, BJP wants to create history

by getting a tribal leader and a Dalit leader into the two posts for the first time and market its outreach to Dalits and tribals as genuine. Barring a last-minute hitch, the two strong candidates to win nomination of NDA-led alliance are Kariya Munda, a former deputy speaker and tribal from Jharkhand who is dyed in RSS ideology, and Thawar Singh Gehlot, social justice minister in Modi’s cabinet and a Dalit leader from Madhya Pradesh. source said Gehlot’s name for vice-president’s post is virtually sealed but Modi has to take a final call on the presidential candidate. On the other hand External Affairs Minister Sushma Swaraj has emerged the lead contender to become NDA’s President nominee, three top sources from the BJP and RSS have told News18. Swaraj qualifies in every criteria laid down by the BJP top brass and also has the endorsement of the Sangh, they said
Tension in Ukhrul district after 2 deaths
Correspondent/Agencies
IMPHAL, JUN 16: A tense situation gripped Ukhrul district headquarters after a 25 year old youth was reportedly killed in a firing incident by suspected NSCN cadres on an angry mob, on June 15, which tried to storm its Wung Tangkhul Region (WTR) office following the death of another 28 year old youth on June 14. cuss and take stock of the situation. In this regard, a Central Investigation Team (CIT) was set up on Friday to investigate the matter. No Aadhaar, no bank A/c; govt sets deadline KU slams Rijiju, Republic TV 1 AR jawan killed, 4 injured in Mnp blast notification issued amending the Prevention of Moneylaundering (Maintenance of Records) Rules, 2005, mandated quoting of Aadhaar along with PAN or Form 60 by individuals, companies and partnership firms for all financial transactions of Rs 50000 or above. Tightening the rules for small accounts, which can be opened without having officially valid KYC documents, the amendment said such accounts- which can have maximum deposit of Rs 50000, can be opened only at bank branches which have core banking solution. It can also be opened at a branch where it is possible to manually monitor and ensure that foreign remittance are not credited to such account and stipulated limits on monthly and annual aggregate of transactions and balance are not breached, the amended PMLA rules said.
tion refuted the June 10 press statement of Rijiju wherein he had purportedly stated that “Late Shangnyu Shangwang Khaplang had died at Kachin State (Myanmar)”. KU said “such unfounded statement” was indeed a “shocker”, saying how could Union MoS for Home and an Arunachali could be “so ignorant about the territorial extension and existence of its immediate neighbour?” The union clarified that Kachin was a tribe/state that occupied the North-eastern frontier of Myanmar and shared its Western boundaries with the Nagas, who occupied the North-western frontier under the Union of Myanmar. Since time immemorial, KU said Kachin and Nagas had co-existed as a good neighbour, adding that there existed no territorial confusion but mutual respect for each other’s sentiments, aspiration and determina(Cont’d on p-7) tion.

GUWAHATI, JUN 16 (AGENCIES): Who will succeed Shangwang Shangyung Khaplang as the head of NSCN (K)? This is a question that worries Delhi more than the outfit itself after the country’s most wanted insurgent leader died of prolonged illness at the outfit’s headquarters at Taka in Myanmar on June 9. India stands to win its final battle for permanent peace in Nagaland if it could have an Indian Naga instead of one from Myanmar as the head of the Myanmar-based outfit, which is the last of the Naga insurgent groups outside the peace process, reported TNN. “Government of India or government of Nagaland can only talk to Indian citizens and about only Indian territory. They can’t talk with Myanmarese Naga or Myan-
DIMAPUR, JUN 16 (NPN): Reacting to a recent statement made by Union Minister of State for Home Affairs Kiren Rijiju that NSCN (K) cadres would be rehabilitated if they surrendered, the Konyak Union (KU) said it wondered as to how Rijiju could “settle the seven decade old Naga struggles through a so called ‘rehabilitation package’?” In a press note, KU p r e s i d e n t , S. M a n l i p Konyak, and general secretary, M. Honang Konyak, said such “undermining expression of thought” would only create more confusion and further provocation. KU opined that both Naypyidaw and New Delhi should sincerely understand the cultural, social, political and territorial sentiments and aspiration of the Nagas so as to culminate into a peaceful and early solution. Further, the union while “firmly upholding” its stance (Cont’d on p-7) for peaceful and early solu-
mar’s territory. So it will be in the interest of government of India to have an Indian Naga taking charge of NSCN (K) rather than a Naga from Myanmar,” a source said. India’s best bet at the moment is NSCN (K)’s vicepresident Khango Konyak, an Indian Naga, who has been made the interim chairman of the outfit, but the arrangement is for six months only after which permanent head would be installed, implying that India has a window of only as many months to make a move. Konyak is from Tobu sub-division of Mon district in Nagaland. Majority of NSCN (K) are Indian Nagas and the remaining being from Myanmar. Indian agencies are aware of the fact that Konyak’s chances may be dampened by another top leader of the outfit,
it’s army chief Kumchop Pangmei, who is a Hemi Naga from Myanmar just like his late president. India’s interest in the next head of NSCN (K) can be gauged by a tweet by BJP’s national general secretary Ram Madhav minutes after news of Khaplang’s death reached Indian media. The next day, Union minister home Kiren Rijiju made an appeal to all Indian Nagas in NSCN(K) to lay down arms and join the mainstream and promised to rehabilitate them if they abjure violence. In 2001, the Centre had signed a bilateral ceasefire with Khaplang. After waiting in the wings for invitation for talks, Khaplang pulled out of the truce in 2015 as India kept the process on for his rivals, the NSCN (IM).
