PANAJI, JUN 16 (AGENCIES): North Eastern states require special attention from the rest of the country, Power Minister Piyush Goyal said on Thursday. “Unless we care for northeast India, we will never be able to change the future of India,” he said, delivering the inaugural address at the twoday conference of state power ministers near Panaji, adding the region requires concern, care, commitment and special attention from everyone. “I am happy that this conference has developed into a good platform for exchange of ideas and to understand each other’s problems,” he added. Centre will stop funding states that are found indulging in irregularities in procurement of material for its flagship schemes for rural electrification and urban upgradation of power infrastructure, Power Minister Piyush Goyal warned on Thursday. “I would request states which are not willing to join the common procurement pool to study its benefits, do an apple to apple comparison, compare

the specifications (from central pool) to that being procured with your own specifications, compare the prices before you take any decision. “Any irregularity found by us at the Centre could actually cause us to stop the funding to the states which indulge in any activity which are not in the best interest of the people of India,” Goyal told the ministers and secretaries of states at a 2-day conference here.

NPCC slams NLF resolution; says an insult to intellectuals of Nagaland

KOHIMA, JUN 16 (NPN): Nagaland Minister of National Highway, Nuklutoshi, on Thursday disclosed that detailed project report (DPR) for NH-2, Tseminyu and Wokha sector (from 40 Km to 72 Km), has been approved and was waiting for sanction of fund. Speaking to media persons here, Nuklutoshi said the DPR was submitted last year. However, he said in the process of making it accurate, DPR had to be redone after replying to queries posed by ministry. Nuklutoshi said within “one week or two” the ministry should release the money. He said that along with the chief minister, they had met the ministry officials twice to pursue the matter. During the meeting, the central ministry assured to immediately sanction the fund but due to “technical problem” it could not be released. Nuklutoshi also said that “regional officer” from Guwahati had also carried out spot verification along the NH-2 last week. When asked about the construction of 43 km long Dimapur-Kohima four-lane works, the minister disclosed that the work order has been issued, all land compensation paid and construction work would begin by November or December this year.

DIMAPUR, JUN 16 (NPN): A day after the Nagaland Legislators Forum (NLF) on Naga Political Issue adopted resolutions urging the government of India and the NSCN (I-M) to take forward the August 3, 2015 Framework Agreement and arrive at an honourable settlement at the earliest, the Nagaland Pradesh Congress Committee (NPCC) on Thursday said NLF represented by all 60 legislators, “who represent the people and the soil of Nagaland”, should stop making repeated resolutions “for the “sake of publicity”. In a press release, NPCC president K. Therie said the legislators “must know” the value of being legislative members who constitute the state assembly. “They had similar resolutions urging GoI, NPGs and FNR recently. The so called resolutions are only programs and requests. They should stop shaming the intellectuals of Nagaland before neighbouring states and the nation,” Therie said. He said

governor’s recent assertion that “members of the legislative assembly were not elected just to make resolutions and not deliver” did not even strike their minds. Stating that 60 MLAs had also gone to Delhi last year at the expense of public exchequer, Therie asked “how many times do they have to travel without results?” and maintained that the proposed trip “will be another waste of time and money of public tax.” NPCC president said that the state was aware that even after over 70 negotiation meetings, the government of India and the negotiating team were unable to bring out a solution acceptable by majority of stakeholders. “Naga Memorandum to Simon Commission was not secret. 9-Point Agreement was not secret, Plebiscite was open. 16-Point Agreement was open. The Revolutionary Government Agreement was open. Shillong Accord was open. They were drafted by

Nagaland’s Leaders. They took responsibility on the resolved points before GoI and the people. This why we have statehood with Art 371A,” Therie said. He said if the state assembly was sincere and has the courage, they should outline the points considering the wishes and the aspirations of the people and negotiate with the government of India “as our leaders have done in the past.” Therie said Nagaland MLAs should not become “so low and weak”, adding that “our founding leaders and forerunner leaders have never stood so low.” He said many gave their lives but continue to live on in the history of Nagaland. “By God’s providence some have lived to serve us and we owe them all that we have today. We admire them and for us, we shall draw our strength from the spirit of our leaders and live to the expectations of our people and siblings,” said Therie.

NTC reacts to NSCN (I-M) statement DIMAPUR, JUN 16 (NPN): Drawing attention to what it described as “a statement by MIP-NSCN/GPRN condemning and threatening the ACAUT,” the Nagaland Tribes Council (NTC) on Thursday sought to “remind the NSCN (I-M) and all concerned that the Naga public had a single Plebiscite of 1951 to support Naga National Movement for Sovereignty.” In a press release, the NTC through its media cell said: “This historical referendum was for a united movement under the aegis of NNC. Beside the Plebiscite of 1951, Nagas had not given any mandate to any political group including NSCN(IM) at any point of time.” NTC said “unfortunately, we have fragmented ourselves into tiny islands branding each island to be a nation is itself making a mockery of our aspiration and to the delight of our adversaries.” It alleged that each Naga National Political Group (NNPG) including NSCN (I-M) has “sidetracked the genuine path of Naga political aspiration at the cost of Naga unity and embroiled in pathetic factional and petty politics which includes coercive taxation on the common man.” “Usurping the Naga National Movement, each group has forced its un-mandated tax on the Nagas of Nagaland is antithesis to Naga political aspiration,” it stated. NTC maintained that had there been a united movement led by a single organization and patronized by the Nagas as prior to the advent of fragmentation, “we would not have grown weary and tired even in paying tax.”

Nevertheless, NTC questioned how long the Nagas of Nagaland were expected to remain silent when they were unable to survive economically because of the “massive illegal taxation calamity.” It said due to taxation menace, a mass movement started in 2013 in the name of ACAUT “against disunity amongst the Naga national workers and their taxation”, adding that ACAUT continued on the basis of resolutions adopted by the general public. While implementing the resolutions, it said ACAUT was found “intimidated by NSCN(IM)” in the language “…why not befitting actions against them (ACAUT) should not be initiated”. Not to be intimidated and threatened by others, NTC said Nagas have been pursuing political aspiration. Therefore, it said “such bully is a burrowed culture and it misfits the nomenclature of national group.” NTC said Naga national movement was for self determination and not for self threat. “We do not blame NSCN(IM) alone for the perpetual division, and yet all the NNPGs are responsible for the public to come together and resolved not to pay tax to any group till they are united,” it said. Therefore, NTC maintained that it was not agreeable that factions have “absolute sovereign rights to impose and collect taxation”. The contentious issue to pay tax or not to pay tax would remain so long division exists and it will disappear when they were united, NTC said. (Cont’d on p-7)

Union Cabinet reshuffle likely after June 21 NEW DELHI, JUN 16 (IANS): A reshuffle of the Union Cabinet may take place this month with more representation likely to be given to pollbound Uttar Pradesh, Uttarakhand and Punjab, informed sources said on Thursday. The reshuffle could take place after the International Yoga Day on June 21, they said. Among the probable names doing the rounds from politically significant Uttar Pradesh are party MPs Yogi Adityanath, Satyapal Singh and Sadhvi Savitri Bai Phoole. The names of Navjot Singh Sidhu, Rameshwar Teli from Assam and Bhagat Singh Koshyari and Ajay Tamta from Uttarakhand are also doing the rounds. After the BJP’s national executive meeting in Allahabad, held recently, speculation is rife whether the Union Cabinet will see new faces. As per reports, if the reshuffle happens, some of the factors that may play a role are as follows- may drop nonperforming ministers, number of new projects undertaken in the past two years. Those delayed may also be taken into account. Minister’s performance in implementing proposals cleared by the Union cabinet. Also social media presence of the ministers. At the same time, their ability to communicate with other ministries can also be taken into account.

Wuzu inquiry: Pochury bodies seek clarification

DIMAPUR, JUN 16 (NPN): Frontal organisations of Pochury community led by Pochury Hoho have sought clarification from the Wuzu Firing Incident Inquiry Commission with regard to its proposed press conference with local media on June 18, 2016 at the GA Rest House Meluri. An emergency meeting convened by Pochury Hoho on June 16, 2016 at headquarters office Meluri with frontal organisations discussed recent statement of Wuzu firing incident inquiry commission published in local dailies. In a joint press release, Pochur y Hoho president Penthü Pochury, Meluri Area Public Organisation president Riesoupa, Pochury Students’ Union president Er. Joyson Pfithu, Pochury Youth Association president William Thupitor, Pochury Mothers’ Association president Machü Joshou and Pochury Gaon Burah Union president Nyupuchu questioned “how and why” the inquiry commission was scheduled to address the media when the commission set up by the state government on November 22, 2015 could not furnish even a single statement for the last seven months. Therefore, the signatories sought clarification on the proposed press conference called by the inquiry commission on Wuzu incident. Meanwhile, the Pochury frontal organisations have also expressed their resentment at the state government for the delay in assigning/attaching stenographer and driver for the commission to execute its works on time. “Why the government failed to provide the stated requirements of the commission,” they asked and asserted that inability of the government to provide the requirements showed the government was “not serious over the plaintive issue.”

Parl secy row: EC takes cognisance of President refusing nod to bill NEW DELHI, JUN 16 (PTI): The Election Commission, which is examining the issue of disqualification of 21 AAP MLAs on the office of profit issue, has taken “cognisance” of the President’s decision against signing a Delhi government bill to exclude the post of Parliamentary Secretary from the ambit office of profit. With the President refusing assent to the bill, the 21 ruling party MLAs at present have no legal backing for holding the post of parliamentary secretaries. Sources in the Commission said while the poll body has taken “cognisance” of the latest development, the ongoing proceedings, where a petitioner has sought disqualification of the 21 MLAs for holding office of profit, will continue independent of the decision of the President. They said any decision of the Commission, which functions as a quasi-judicial body while dealing with such issues, will be based on the merits of the arguments to be

placed before it by the MLAs as well as the petitioner. EC had recently forwarded the written submissions of the MLAs to petitioner Prashant Patel, who then gave his response to the submission. Now the Commission, in the coming weeks, may decide on giving personal hearing to the MLAs to present their stand. On March 13 last year, Chief Minister Arvind Kejriwal had passed an order appointing the 21 party MLAs as Parliamentary Secretaries. Subsequently, the Delhi government had sought an amendment to the Delhi Members of Legislative Assembly (Removal of Disqualification) Act, 1997. Through the Bill, the AAP government wanted “retrospective” exemption for the parliamentary secretaries from disqualification provisions. The Bill was forwarded by Lt Governor Najeeb Jung to the Centre, which in turn was sent to the President with its comments. However, the

President did not give his assent to the Bill. Aam Aadmi Party on Wednesday termed as “purely political” the refusal of assent to a bill to shield 21 of its MLAs from office of profit rule, saying it was part of BJP’s ploy to trouble the Delhi government as Prime Minister Narendra Modi was “scared” of Chief Minister Arvind Kejriwal. The party told a news conference that the President’s decision, “based on the Centre’s recommendation”, was not on technical grounds “as being projected” as BJP and Congress themselves had appointed their lawmakers as parliamentary secretaries in Delhi and other states. The Delhi government released an order, dated May 7, 1997, through which the then BJP government under Sahib Singh had appointed Nand Kishore Garg as parliamentary secretary, AAP said and accused the ruling party at the Centre of “doublespeak”.

NPF youth wing slams news report DIMAPUR, JUN 16 (NPN): NPF central youth wing said it had taken serious of the news report-- “After big win in Assam, BJP eyes Nagaland; seeks to take advantage of rift in ruling party”-- published in one of the online news portal including section of the local dailies, wherein it said that the author had brought out the opinions expressed by some individuals including the general secretary of the Naga Hoho. NPF youth wing media cell wondered as to “how a responsible Naga leader of the apex body could talk of the 2018 election, when they were expected to express their opinion on the on-going Naga Peace process and the solution of the Indo-Naga Talk?” Terming it as unfortunate, NPF said the Naga Hoho general secretary, while airing his views, had purportedly stated that “Whatever Rio does to claim back his (so called) empire is to be done before Assembly election that will be held in 2018”. While questioning the leader of being candid, NPF youth wing said he was “so sure of 2018 Election, when even a political party

like NPF maintains that, in the event of an honourable solution arrived at, the Government of the day shall pave way for the new dispensation”. The wing said that the general secretary further went to say that, “he sees Neiphiu Rio toppling T.R. Zeliang government in the near future”. Such “confirmation from a responsible leader” like the Naga Hoho general secretary, has clearly exposed the real intention of Rio trying to topple this present government, it said. In this regard, the youth wing said “Rio cannot deny any longer of his true intention of trying to topple this present government”. Acknowledging that the Naga Hoho was a responsible organization, respected by all, the wing said as its office bearers were expected to be cautious while commenting on sensitive issues. The youth wing also questioned the intention of the author as to why none of the party men were interviewed on the particular issue. The youth wing said that the door was open to the author, if he wished to know the details relating to NPF party.
