SVSU files FIR against RMSA, contractor

KIPHIRE, JUN 17 (NPN): Upon the failure to resume gover nment high school building construction work at Seyochung village resume within seven days, the Seyochung Village Students’ Union (SVSU) on Friday has filed an FIR against RMSA and the contractor with police station Kiphire. According to the FIR registered by SVSU president K.Chemseli and assistant general secretary Roseline, the union had appealed time and again to the RMSA and the contractor to construct the school building as allotted, but they turned a deaf ear to its appeal. SVSU that the contractor has withdrawn Rs.18,90,959 as running bill out of Rs. 58.12 lakh allotted for the construction of high school building. However, it said there was no sign of construction till date. Therefore, the signatories have appealed to the police to conduct impartial investigation into the matter and deliver justice

DIMAPUR, JUN 17 (NPN): Speaking up on taxation issue, NSCN (I-M) on Friday said that the “belligerent attempts to belittle the wicked nexus between the naturalized Naga citizens who hold the core position of the organization and the Indian intelligent department will not make any difference no matter how tactfully the hidden truth are camouflaged in front of the public.” In a press note, NSCN (I-M) MIP said that the deliberate attempt of ACAUT to “sabotage” the very foundational principle of the Naga government on taxation, and the mischievous collusion with the adversary had become a matter of great urgency to act in unison. DIMAPUR, JUN 17 (NPN): Directorate of Technical Education, Nagaland, has informed that the selection list for agriculture and allied courses through NSEE-I 2016 has been declared on June 16, 2016. In a press release, technical education director Er.Arjun Singh stated that the result has been published in local dailies and was also available in the website dtenagaland.org.in as well as in the notice board of the directorate of technical education, Kohima. The directorate has therefore informed the selected candidates that they were required to submit acceptance/non-acceptance in written on or before June 21, 2016. Non-submission of acceptance letter shall be treated as declining of seat offered, it stated. Counselling for selected candidates would be carried out on June 22, 2016 for all the courses in the conference hall of the directorate of technical education Kohima at 11am.

AHMEDABAD, JUN 17 (IANS): Fourteen years after 69 people were massacred at a Muslim housing society here during the 2002 Gujarat riots, an Ahmedabad court on Friday sentenced 11 of the 24 convicts to life in prison, one man for 10 years and 12 others for seven years. The quantum of punishment by the special court disappointed Zakia Jafri, the wife of Ehsan Jafri, a former MP who was among those brutally attacked and later burnt in the February 28, 2002 mass murder. Pronouncing the punishment in a packed courtroom, Special SIT Court Judge P.B. Desai dubbed the day of the killings at the Gulberg Housing Society “the darkest day in the history of civil society”. But he rejected the prosecution’s request to treat it as a “rarest of rare” case. Judge Desai refused capital punishment to the convicts as sought by the prosecution and advocates for the victims saying it was beyond his court’s jurisdiction. The prosecution had argued that those murdered, including women and children, were all innocent. The judge also said he would not write in the verdict that those convicted of murder and sentenced to life must

Indicating she would approach the higher court, Zakia said she would talk to her lawyer for the next step. Civil rights activist Teesta Setalvad said it was
a “diluted and weak” judgment and vowed to appeal against it. “Eleven people were given life imprisonment since they were convicted in serious offences. But the biggest disappointment for us is the rest of the convicts, including 12 given seven years of imprisonment,” she said. The ruling Bharatiya Janata Party called the judgment a “victory of truth”. Cabinet minister and Gujarat government spokesperson Nitin Patel said: “The right punishment has been awarded to the convicts as the court has ruled out the conspiracy theory”, adding the BJP stands vindicated. State Congress spokesperson Manish Doshi said the prosecution had failed to establish a conspiracy and could not nail the “big fish who escapted scot-free”. He said the then Gujarat government allowed such heinous killings to happen despite advance information. “The sentence is less; it could have been harsher. The real culprits slipped away and smaller people were punished,” he said. The Gulberg massacre was among 10 deadliest incidents during the riots investigated by the Supreme Court-appointed Special Investigation Team (SIT).

meet him to get his personal opinion on the present political scenario in the North East. “I implicitly told him that I was not a politician and moreover I being a member of the Naga Hoho cannot make any statements with political overtones but that the Naga Hoho stands for an honourable Naga political settlement”, he said. In this regard, Yhobu claimed that the news reporter had “completely distorted” their interaction. “In the course of our discussion among other things I said that it was by his own choice that Rio decided to become an MP by vacating his seat as CM”. “Also that if and when Mr. Rio decides to come back to state politics he would try to come back as CM and not as a mere MLA and as such the statements ascribed to me as in the article are not true”, Yhobu pointed out. He further made it clear that the above statement were purely his personal opinions and not the opinion of the Naga Hoho.
DIMAPUR, JUN 17 (NPN): NPF has reacted to the statement of NPCC that slammed the resolutions adopted by Nagaland Legislators’ Forum on Naga political issue. In a press release, the NPF press bureau while seeking to clarify “some of the contentions” raised by the NPCC said the Congress statement was “full of contradictions”, adding that they seemed to be confused of what they actually wanted to convey. It said NPCC appeared to be “panicking” since government of India and the NSCN (I-M) were “seriously inching to a political solution.” The bureau alleged that all through this while NPCC was “known for opposing any political solution to the Indo-Naga Political Issue”. It maintained that the statement of NPCC president K. Therie was “a clear indication” that Congress did not believe in the present peace process and political solution of the Naga Political issue. “How the NPCC can ridicule the resolution passed by the NLF when entire Naga people are yearn-
CNTC supports NTC; condemns threat to ACAUT DIMAPUR, JUN 17 (NPN): Central Nagaland Tribes Council (CNTC) on Friday said it would totally support statement made by Nagaland Tribes Council (NTC) stating that “never did the Nagas at any point of time gave their endorsement to any particular group or faction to collect tax or to solve Naga issue except the Plebiscite of 1951 under the aegis of NNC and said that any solution should be inclusive of all groups and content of the Framework acceptable to all sections of the Nagas”. was now ebbing away. “Patience has been more than once tested time and again which is going to blow up at any moment if corrective and restrictive measures are not taken at the earliest”, it said. In the name of nationalism besides collecting taxes, CNTC said people rather have questions to ask the NPGs— “what have the NPGs contributed to the society so far? Roads, schools, hospitals?” Posing a blunt question before the NPGs, CNTC asked “if such another referendum as the historic Plebiscite of 1951 is held again. Where would our NPGs stand today? It said that the NPGs should learn from their bitter experiences of the past of what had happened in Mokokchung and Mukalimi, “when the wrath of the public could no longer be held back and stopped by any forces which were ignited due to the continuous misbehavior against the people’s sentiments and wishes of the Naga public”.
CNTC further stated that NPGs should know very clearly that without the people’s support they will never survive. “If they continue to irk the public by issuing threats, summons and warnings the writing on the walls are very obvious that Nagaland will witness more bloodshed in the days to come”, CNTC said. It said that when all the Naga people were united against the curse and menace of taxation, CNTC wondered as to “why others apex bodies like Naga Hoho, NSF, NMA are all silent when the common people have sacrificed on the altar of these NPGs greed for such a long time? It went on to say that “no revolutionary organization, however much powerful and dictatorial they are, can never survive without the support of the people”. CNTC felt that it was the right time to listen to the grumblings of the people and not to take them for granted as if they know nothing. On the issue raised by NPCC that the trip of 60 MLAs to Delhi would be another waste of time and money of public tax, the NPF said going to Delhi or using the state resources while pursuing the Naga Political issue should in no way be misconstrued as wastage of time and money, “because Naga political issue is so dear to the entire Nagas.” Further, NPF said Therie should remember that all those past agreements he mentioned were also born out of negotiation “although it has not totally fulfilled the legitimate aspiration of the Naga people”. Therefore, NPF said the ongoing political talk needed to be strengthened so as to build a better future for the posterity.
Nagaland’s Pulp and Paper Mill will be revived: Minister AGARTALA, JUN 17 (IANS): The central government will make all efforts to revive the Pulp and Paper Mill in Nagaland, Union Heavy Industries and Public Enterprises Minister Anant G. Geete said on Friday. “We have decided to revive the mill. We will do whatever possible to set up adequate number of industries in the northeastern region,” he told reporters here. The minister, who came here on a day’s visit, said: “Growth of industries and development of infrastructure in the resource rich northeastern region is a priority of the central government.” The Centre has promised to sanction Rs 30 crore to Hindustan Paper Corp, out of which Rs 12 crore will be made available to Nagaland Pulp and Paper Co Ltd (NPPCL) or Tuli Paper Mill to revive production. Non-availability of adequate power and law and order issues had affected the rulling of the mill. Referring the huge production of rubber in Tripura, the minister said the central government would do whatever possible to set up big and medium rubber based industries in the state. Geete said 3.50 crore bogus ration cards had been revoked since May 2014 and Rs 36,000 crore saved by providing payment through bank accounts under the direct benefit scheme.

DIMAPUR, JUN 17 (NPN): The Supreme Court of India of June 15, 2016 dismissed the special leave petition (SLP) filed by the Nagaland chief minister T.R. Zeliang against the impugned final judgement and order dated April 25, 2016 passed by Gauhati High Court at Kohima pertaining to his educational qualification case. A vacation bench comprising Justice Adarsh Kumar Goel and Justice L Nageswara Rao, after hearing the counsel for the petitioner, said that since by the impugned order, the matter has been left to be decided by the Trial court, “we do not consider it necessary to go into the merits and entertain this petition.” However, while disposing the petition, the bench directed that the Trial court must, in the first instance, determine the question of limitation. And for that purpose, the bench said the petitioner need not appear in person and can appear through his counsel. “It will be open to the petitioner to raise all contentions, as may be available in law,” the bench said. The court also granted liberty to the petitioner to take his remedies in accordance with law if he was aggrieved by the order which may be passed by the Trial court. It may be mentioned that Gauhati High Court, Kohima Bench on April 25, 2016 quashed all three cases pertaining to the educational qualification of chief minister T.R. Zeliang, but did not stop proceedings filed by Maziezokho Niza of Jotsoma village and the other by Kuilimbe against Zeliang. K Y M C

DIMAPUR: Indian Army has revised the eligibility criteria for recruitment in the Indian Army for soldier general duty and tradesmen from existing 8th class to 10th class. According to PRO Defence, the education standards for recruitment in the Indian Army for soldier GD and tradesmen have been changed for all categories including for candidates hailing from backward areas like Scheduled Tribes etc. PRO stated that the revision was mandated by the need for matching education/technical knowhow for the future generation soldiers. Further, PRO informed that for all future recruitment rallies in Nagaland and Manipur, minimum educational qualification requirement would be 10th pass with minimum 33% marks in each subject with overall aggregate of 45% and 10th simple pass for soldier general duty and 10th simple pass for soldier tradesmen for all classes including scheduled tribes from October 2016. There is no change in respect of remaining categories.

DIMAPUR: National Domestic Workers’ Movement (NDWM) observed its 5th International Domestic workers’ Day on June 16, at town hall, Nagarjan Junction, Dimapur under the theme “Decent Work for all the domestic worker” where more than 500 domestic workers participated. Speaking at the programme as chief guest, Deputy Commissioner (DC) Dimapur Kesonyii Yhome, (IAS) in his speech noted the
progress of domestic workers’ union in Tamil Nadu, Maharashtra and Kerala in implementing the minimum wages schemes. He said that Nagaland was still lacking a lot in implementing such schemes for the protection and welfare of the domestic workers. Yhome also challenged the domestic workers to strive for three important achievements including domestic works to be recognized as adequate and dignified work, to
implement placement agency recruitment policy for the domestic workers and to achieve the right to take weekly holidays and also receive proper maternity benefits. He encouraged all domestic workers to join the movement without hesitation and bring their plans into action. “An individual alone can never solve the problem but by joining hands together as union can differences be made,” said Yhome.
He appreciated the women domestic unions for their efforts in creating awareness and conscientizing others who cannot avail such opportunity to join the movement. Yhome further assured that he along with the concerned organizations and committee would take up necessary action on anyone who forbids them to join the movement. Ban on road transport of timber products lifted

DIMAPUR, Jun 17 (NPN): The Chumukedima Timber Traders Association and Timber Traders Welfare Union Dimapur has lifted the ban on road transportation of timber products to other states following a two-day meeting which deliberated on the rampant and excessive taxation imposed on timber transporters by an individual collecting taxes in the name of timber transporters. Transportation of timber products would resume on June 20, informed CTTA president Khutovi Awomi and DTTWU president Toikhu Chophy during a press conference held on Friday. The unions are also in the process of fixing the amount of taxes to be paid to road transporters union and
at check gates till Guwahati, they informed. It further informed that they were in the “process of negotiating for 40% reduction of taxes” on trucks ferrying finished timber products to other states. The meeting, meanwhile, resolved to file FIR if “unauthorized or illegal collection” was imposed on Naga timber traders exporting finished timber products via road. While stating that hundreds of Naga families were dependent on timber business for livelihood, the unions said that it would no longer remain silent to the manipulations of an individual collecting “illegal taxes” on transportation of
timber products to other NE states. The unions has also warned that it would resort to extreme course of action including filing FIR if any group or individual do not heed to the appeal of moderate rate of “taxation or collection” imposed on transportation of timber. Meanwhile, during the meeting, a new body, Dimapur District Timber Traders Union (DDTTU) comprising of Chumukedima Timber Traders’ Association (CTTA) and Dimapur Timber Traders’ Welfare Union (DTTWU) was formed.

M’laya HC orders CBI probe into police recruitment scam

SHILLONG, JUN 17: Meghalaya High Court has ordered an inquiry by the Central Bureau of Investigation (CBI) into the alleged recruitment scam of Meghalaya Police Service conducted by Meghalaya Public Service Commission. Justice Sudip Ranjan Sen issued the order on Thursday following a hearing on a petition filed by a candidate, Millon Ch, Momin, after having found that he had scored total marks of 874, which was higher than the marks obtained by four other successful candidates who obtained 867, 820, 815 and 814 in total respectively. The Meghalaya Public Service Commission had conducted the examination to fill up to fill up 34 posts of Meghalaya Police Service Officer under Home (Police) department on September 8 to 16, 2014. While examining the viva-voce score sheet, the Court also found that some marks were noted down against certain candidates twice, one with pencil and another with ball pen.
”It is also noticed that in the respective columns in vivavoce score sheet like, Personality, Capacity Command and Confidence, Intelligence, General Knowledge and Special Knowledge, there is nothing mentioned about the specific marks. All of a sudden the total mark mentioned is 39 both with pencil and with ball pen. It appears eraser was used,” Sen said. Moreover, Meghalaya Public Service Commission Chairperson, Biana W. Momin and Chief Controller of Examination, W.A.M. Booth who appeared before the court could not give any satisfactory answer about the marks given in the viva-voce score sheet. “After hearing the submissions advanced by the counsels for the parties and after examining the viva-voce score sheet, a doubt gather and to remove the doubt, I feel that an independent enquiry is very necessary,” Sen said. Directing the Superintendent of Police, CBI, N.G. Khamrang to conduct a preliminary enquiry to find the actual position and to submit the report within three months.
Assam experts to study China’s Yellow River management strategies

GUWAHATI, JUN 17: To control Assam’s flood and erosion problem, the expert committee set up by Assam government will study the Yellow River (Huwang He) Management Strategies to replicate the same in Assam for taming Brahmaputra and use it as a deterrent for flood and erosion. Chairing a high level review meeting of Water Resource Department in Guwahati on Friday, Assam Chief Minister Sarbananda Sonowal said that if the Yellow River which was once considered as ‘sorrow of China’ can be tamed, the Brahmaputra which is the life line of the people Assam can also use productively to serve the people. Sonowal said that the ‘knowledge-driven’ study in association with the World Bank would also prepare a roadmap for taming the Brahmaputra and its tributaries to control flood and erosion. The study will encompass basin characteristics, river engineering, hydrology, channel morphology, floodplain evolution within its ambit and submit its report. “Water is source of all energies and the Brahmaputra which has gifted Assam with abundance of water, the government will use this vast resource to propel State’s development,” the Assam CM said. Correspondent SHILLONG, JUN 17: Eighteen more dead bodies were recovered on Thursday from the 500-feet deep gorge, taking to 25 the death toll in a bus accident in Meghalaya, police said. “A total of 25 dead bodies, including 18 more on Thursday, were recovered from the deep gorge during the search and rescue operation which was suspended again this evening following the sunset,” Spill Thamar, the district police chief of East Jaintia Hills, told Nagaland Post. The accident occurred on Tuesday night at Sonapur in East Jaintia Hills district, about 150 km from Shillong, when the privately-owned bus was on its way from Silchar in southern Assam to Guwahati via Meghalaya. Earlier reports put the toll at 29. On Wednesday, a combined rescue team of Meghalaya Police, Border Security Force troopers and the local people evacuated nine injured people from the deep gorge and retrieved seven dead bodies. “The rescue team has searched the gorge to locate any survivor or dead body but as of today the body count stand is 25 and the injured people is 9,” Thamar said, adding that a mopping operation will be conducted on Friday to locate if there are any survivor or dead bodies in the gorge. Moreover, he said that according to the passenger list provided by bus operator indicated that there were only 34 people on board. He said the dead bodies have been kept at Khiehriat government hospital for post mortem. Thamar said the injured persons, who are in a critical condition, have been shifted to the North East Indira Gandhi Regional Institute of Medical Sciences (NEIGRIMS) in Shillong and Jowai Civil hospital in West Jaintia Hills district.
Assamese youth arrested for murder of Kerala Dalit woman KOCHI/ALUVA (KERALA), JUN 17 (IANS): A 23year-old Assamese man has been arrested on charges of rape-murder of a Dalit woman law student in Kerala that grabbed national headlines for the sheer brutality of the April 28 crime and became a hot political issue during the state assembly elections. The Assamese man, identified as Amiyur ul Islam, was picked up from Tamil Nadu near the Palakkad border two days ago. According to police, forensic and other evidence has shown the man’s involvement in the crime, that was being compared to the December 16, 2012 Delhi gang rape. B. Sandhya, Additional Director General of Police, who headed the probe in the Jisha murder case, on Thursday said the arrest of the accused has been recorded. “It was through an extensive probe that the accused was tracked down and finally taken into custody,” Sandhya told reporters at the Aluva Police club, where the accused was brought. Reacting to news of the arrest, the woman’s mother Rajeshwari said: “He should be dealt with in the manner in which he assaulted my daughter, and after that he should be hanged to death.” “Not a single woman in the country should ever be made to undergo what my daughter underwent,” said Rajeshwari. Earlier in the day, Kerala Chief Minister Pinarayi Vijayan, announcing the arrest, said in Kochi: “This is going to be a feather in the cap of the police probe team.” Sandhya led the police questioning of the suspect at Thrissur. On Thursday evening, Islam was brought to Aluva where all the top police officers, including Sandhya, were present. According to police, two vital clues turned out to be the clinching evidence for nailing him -- the footwear which was left near Jisha’s home and a photo of Islam and Jisha taken
at a local studio near her house. The footwear shop owner and the studio owner identified the man, even as police concluded, from the evidence, that the crime was committed by someone known to Jisha. Islam had taken part in the construction of Jisha’s home, and they were in touch and had some verbal duel over the construction. According to the information, the Assamese man had come to her home on the morning of April 28 and they had a fight. He came again in the afternoon when he was drunk and committed the crime. Police zeroed in on Islam after his DNA samples, checked against the saliva and blood samples found on Jisha’s body, matched when the results came in on Thursday. Director General of Police Loknath Behra, who is in Mumbai, told reporters there that things are going well in the case and expressed happiness at the Chief Minister’s praise of the police force. Jisha, 27, was found dead on April 28 at her home in Perumbavoor in Ernakulam by her mother Rajeshwari, who works as a casual labourer. Her body bore injuries in a way that gave rise to suspicion that she was raped before being killed. The murder attracted national headlines and became a hot topic in Kerala’s election season. The Left Democratic Front (LDF) said it reflected the slide in law and order that the then ruling Congressled United Democratic Front (UDF) had allowed, and promised to book the culprits within hours, if elected to power.

IMPHAL, JUN 17: Manipur has not faced fuel scarcity even as the economic blockade imposed on the national highways entered its ninth day on Friday. When Joint Action Committee Against Anti-Tribal Bills (JAC), Churachandpur and Outer Manipur Tribal Forum (OMTF) jointly announced economic blockade on the national highways for 10 days, panic-stricken vehicle owners had thronged fuel stations in Imphal fearing fuel scarcity hitting the state in the days to come. A day ahead of commencement of the blockade, on June 8, most of the fuel stations closed down citing “stock nil”. The same situation continued till the next day, June 9, the first day of commencement of the blockade. However, when the fuel stations remain open as usual, the fear of fuel scarcity hitting the state eased and no more beeline queue at the fuel stations. It was said that authority of IOC in Imphal was not hes-
itate in supplying any quantity of petrol and diesel demanded by the fuel stations. Proprietor of a fuel station said that the IOC officials gave any quantity of fuels they demanded which made them able to open the stations without any break. According to him, IOC officials offered them to procure extra quantity of petrol and diesel at any time but to keep the pump open as usual. Apart from it, there was no interruption in the ferry of petroleum products on NH-2. Over 300 loaded oil tankers have been escorted from Khatkati (Assam) to Imphal in the last few days, since the commencement of the blockade, the official source added. Manipur use to fetch all its require petroleum products from Khatkati of Assam through HN-2 and owing to limited stocking facility, there is short supply of these fuels in the state whenever uncertainty like economic blockade, bandh and other natural disasters on the NH-2. India to give double entry e-visa to Thai nationals

2 militants killed in Sopore encounter
SRINAGAR, JUN 17 (PTI): Two militants were killed today in an encounter with security forces in Sopore town of north Kashmir’s Baramulla district, police said. Security forces launched an anti-militancy operation in Bomai area of Sopore this morning following information about presence of militants in the area, a police official said. He said militants opened fire on the advancing security forces, who retaliated. In the ensuing gunfight, two militants were killed, the official said. As soon as the operation ended, local residents started pelting stones at the security forces, he said, adding the
clashes were going on till reports last came in. The success for the security forces comes a day after four militants were killed in an anti-infiltration operation in Tangdhar sector of Kupwara district near the Line of Control.
Manohar Parikkar BENGALURU, JUN 17 (PTI): Defence Minister Manohar Parikkar Friday said the increased number of terrorist encounters show that the country’s intelligence has “increased” and counter terrorist network is “tightening”. “More encounters means - we are neutralising more, our intelligence has increased, our counter terrorist network is now tightening up,” he told reporters here. He said, “If you see the ratio of security forces martyrdom... To terrorists deaths (it) is now in the favour of the security forces at the rate of 1:4.3/4.4.” The number of terrorists’ neutralised was more than 50 now, whereas only 12 security forces personnel had lost their lives. Stating that the loss of security forces should further reduce, he said “our efforts are towards it.” Parrikar was responding to a question on whether the increased number of terror encounters was because of increased vigil or more attempts of infiltration. The Defence Minister was here to witness the inaugural flight of India’s indigenous basic trainer aircraft, Hindustan Turbo Trainer-40 (HTT-40) designed and developed by HAL here. New Delhi, June 17 (PTI): Finance Minister Arun Jaitley Friday said BJP does not want to “communalise or polarise” the UP elections, but the state government must address the issue if there is “even some evidence of migration” from Kairana. Jaitley also took on Delhi Chief Minister Arvind Kejriwal, accusing his Aam Aadmi Party government of giving advertisements to only “friendly” media and not to the media houses that are critical. In an interview to Times Now, the senior BJP leader maintained that ‘Ram Mandir’ will not be made an electoral issue in UP, where assembly elections are due next year, and his party is not looking to polarise the state to win votes. A major controversy has erupted over alleged migration from Kairana in western UP, although the state administration has questioned any religion-specific migration there. “We don’t want in anyway to communalise or polarise the election, but if there is even some evidence of migration taking place from Kairana, it’s an important issue that the state government there must

NEW DELHI, JUN 17 (IANS): India and Thailand on Friday agreed to deepen their security engagement and defence partnership as Prime Minister Narendra Modi announced a double entry e-visa for Thai nationals to facilitate their visit to the Buddhist circuit. Addressing the media here with visiting Thailand Prime Minister General Prayut Chan-o-cha following delegation-level talks, Modi said India and Thailand were aware that rapid spread of terrorism and radical ideology poses a common challenge to both countries. He said that close security partnership would help the two countries secure their people from such threats. “Beyond terrorism, we have agreed to further deepen our security engagement in the fields of cyber security, narcotics, transnational economic offences and human trafficking,” Modi said. elhi legislative assembly to exempt the post of parliamentary secretary from the purview of the office of profit, the Aam Aadmi Party came under attack from the BJP and Congress for the ‘extra-judicial appointments.’ In its defence, the party has also cited the appointment of parliamentary secretaries in other states that are constitutionally an office of profit. It has argued that in contrast, the AAP government’s parliamentary secretaries have not been given any perks or emoluments. The party says it had proposed to give to them office space and a car for official use – both of which, it claims, have not been given. The documents released by BJP and the complex legal nature of the issue will many a twist to the controversy in the coming days. For now the parliamentary secretaries have stepped back and insist that only CM Arvind Kejriwal and the three party spokespersons will comment on the issue. The Parliament (Prevention of Disqualification) Act, 1959 under paragraph 3 protects the membership of certain persons. The controversy over the issue of office of profit has confounded all and sundry as the present list of exemption under paragraph 3 includes offices held by a minister, minister of state or deputy minister of the Union or state, leader of Opposition, office of chief whip, parliamentary secretaries, office of a member of a delegation sent abroad and offices under any body connected with a university. An elected representative, who holds any office that is not included in the list as above, is to be deemed to be holding an office of profit and automatically attracts disqualification. The apex court, in its ruling, maintained that any government office capable of yielding pecuniary gain or material benefit would automatically attract disqualification. The root of the problem lies in the propensity of the political masters to keep legislators in good humour by doling out offices of profit. Officials in the ministry of home affairs dismissed Kejriwal’s argument that the post of parliamentary secretary in Delhi was not an “office of profit” on the plea that none of the 21 appointees were drawing salaries, perks or other benefits. The officials said if a parliamentary secretary was handling government files and taking decisions, then it has to be deemed as an office of profit. The controversy over the issue of office of profit has confounded all and sundry as the present list of exemption under paragraph 3 includes only offices held by a minister, minister of state or deputy minister of the Union or state, leader of Opposition, office of chief whip, parliamentary secretaries, office of a member of a delegation sent abroad and offices under any body connected with a university. The issue of 21 parliamentary secretaries of the Aam Admi Party is surely going to be decided in court in the light of the rejection of AAP government’s bill by the president of India. In Nagaland, there are 24 parliamentary secretaries and four advisors to the chief minister of cabinet rank. Parliament will have to draw a line between what is an office of profit and save time and money in litigations.

It is impossible to enter into fellowship with God when you are in a critical mood. Criticism serves to make you harsh, vindictive, and cruel, and leaves you with the soothing and flattering idea that you are somehow superior to others. Jesus says that as His disciple you should cultivate a temperament that is never critical. This will not happen quickly but must be developed over a span of time. You must constantly beware of anything that causes you to think of yourself as a superior person. There is no escaping the penetrating search of my life by Jesus. If I see the little speck in your eye, it means that I have a plank of timber in my own (see Matthew 7:3-5). Every wrong thing that I see in you, God finds in me. Every time I judge, I condemn myself (see Romans 2:1724). Stop having a measuring stick for other people. There is always at least one more fact, which we know nothing about, in every person’s situation. The first thing God does is to give us a thorough spiritual cleaning. After that, there is no possibility of pride remaining in us. I have never met a person I could despair of, or lose all hope for, after discerning what lies in me apart from the grace of God.

Why always blame the teachers? Tribute to a father’s heart J T eachers in our state are always in the news for either the right or the wrong reasons. It is especially when the state HSLC results come out then a heap of criticisms and finger-pointing against govt. schools and the teachers are showered in plenty without any remorse. But one thing many people miss to notice is the number of students who are securing first divisions or getting distinction in various subjects from govt. schools all over the state though many schools drew a nil result. People should also understand the govt. teachers are molding some of the really hard to crack children who have been brought up in hard and harsh conditions. Many parents who cannot afford to send their children to private schools are sent to govt. schools. Students who are disobedient, indiscipline or incorrigible and who are often expelled from private schools are admitted in the govt. schools and the govt. school teachers are dealing with some really unruly and uncontrollable students. This year’s HSCL results show a remarkable improvement from previous years with a good number of govt. schools showing a high pass percentage. Like anywhere in the world, good students passed out in flying colors, average students or below average students who work hard to make it even though in third divisions. Students who do not toil do not make it. Some get compartments but again with hard work and determination and of course with the teacher’s help they somehow make it. During this entire ordeal, the govt. teachers are never recognized, given their due credit and their hard-work is never noticed. I write this not to take applause or take a credit. But as a teacher I feel that even if humans fail to see or recognize our sweat and hard efforts, if our heavenly Father sees it then it is enough. But as human beings, we too get hurt when those hurling negative comments and undue accusations are made against us every now and then. Remember, like the way you judge us, God too is going to judge every one of us. Teachers like the rest of people in the world, some are good some are bad; some are truly dedicated and sincere while some are lazy and inefficient in their duties. But it doesn’t mean that just

Nation can no longer afford to remain silent and allow the fate of the nation to perish at this crucial moment by a few misguided reactionary. It is a clarion call for the Nagas to decide, either to allow the nation to perish or to save it from this treacherous element that comes in the shadow of extending solidarity to the public. It is very clear right from the beginning that most of the member of this rogue element who founded and popularised it are naturalised Naga citizens and not by blood whose father married a Naga women and
because of some insincere or inefficient teachers, all teachers are alike or should be branded as same and classified in the same category. Sometimes our salaries are not paid for even several months in a row and we too have a family to feed. But during those times do you even care to understand our plight and hardships during such moments? With only our tears we look up to heaven for help. We too have to pay our house rent, electric bills, phone bills, our children’s school fees etc. We too have to pay the auto-fare or buy some litres of fuel even to go to our work-place despite not being paid our salaries for even half a year at times. And when we are not been paid for so many months how do you expect us to carry on with our life? Beg, steal or borrow? We too need to light and burn the kitchen fire in order to feed our stomachs and our children’s’ too. Please remember, we are human beings too and we too have our sentiments. People who live comfortably and do not have any experience about the hard realities of life are always there to criticize and speak ill of us without knowing both sides of the coin. Regarding substitute teachers/proxy teachers, not everyone is same and so should not be measured in the same scale. There might be some few lazy lot who do not attend their duties and draw out their salaries which of course is a sin both in the eyes of God and men too. But sometimes substitute teachers are appointed under various circumstances when teachers avail leave from the government to go for higher studies. Sometimes teachers too being humans fall sick and have to undergo long medical treatment or operations and take rest; so are advised by doctors to take some rest. In such situations to the local authorities such as village councils or school headmasters appoint some persons in their place so as not to hamper the academic session. Young lady teachers who are pregnant avail maternity leave for three months and when some unfortunate medical complications arises, a need to appoint someone in their place arises. To avoid delays ,going to the state capital and undertaking all governmental procedures, the respective village or area authority
with their wisdom appoint some capable persons so as not to obstruct the ongoing school curriculum till the original incumbent resumes his/her duty. Nowadays, in the case of teachers going for B.Ed studies, the salaries of substitute teachers are even paid by the incumbent teachers. Such cases should not be always accused or indicted of being a proxy or otherwise. Teachers are the most burdened lot amongst all other departments. During census operations, teachers are called out to carry out the task. During the Economic surveys teachers are called for the task. Even during electoral registrations too it is the teachers who are called to perform these duties. All this too when the academic session is on full swing. They have to miss many classes because govt. duty beckons them to attend these duties. Many teachers stay in far-flung remote area separated from their families without electricity or even phone network without being in touch with their spouses, children and loved ones for weeks or months. In many instances, they stay without proper accommodation and basic necessities like proper toilets and drinking water facilities. Many people in our society without knowing the reality jump to conclusions by hearing one side of the story. Instead of always accusing teachers unjustly for every failure and disappointments, let’s reach out and start visiting the places and schools by giving them a helping hand, correcting them, encouraging them, supporting them to make our society a better one rather than pinpointing the teachers’ every faults and weakness. Our society today needs more people to correct and bridge the gap from the grassroot level rather than shout from our roof-tops. Let us go to the villages, gto the schools, go the places where you feel that needs to be straightened and corrected and stem out any wrong from the bud rather than always shouting and throwing wild accusations at every possible chance on the poor teachers through the newspapers and social media. Even when the black sheep of the family goes astray like the prodigal son, the father’s love endures still, and hopes and prays for their child to return. It is unfathomable to compare the size of a father’s heart. In the Garden of Eden, God the Father was the first missionary after Adam and Eve committed the original sin. This lesson has been handed down through the generations and today also, the father is the first missionary in his respective family. A father who is committed to the Lord automatically nurtures great men and women for the Church and society. How precious is the role of a father’s strong heart! Personally, I experience the love overflowing from my own father’s heart on a daily basis. He is benevolence incarnate – my role model. He has earned my respect because of his exemplary life. The filling of FIR against a national worker by using the Indian state mechanism shows the outright challenge to the nationalist activities affront to national interest. NSCN has the sole legitimacy to represent and collect tax because of the following reasons: 1. NSCN being the only people mandated Naga national government after the political sunset of NNC
having signed the Shillong Accord in 1975 whose surrendered remnants are still visible at Chedema Peace Camp. Though the 1951 Naga plebiscite was conducted under NNC yet the document of such historic plebiscite is the property of the Naga people. In the same way the political documents achieved by NSCN like the “Unique history and situation of the Nagas” and the “Framework Agreement” shall remain the property of Naga people. 2. It is the only Naga government whereby all the Naga tribes are sufficiently a member. 3. It has jurisdiction control over all the Naga ancestral territory. 4. It is the only Naga government representing the Naga political issue having peace talks with the government of India. 5. It is the only Naga government that has internationalised the Naga political issue far and wide. 6. NSCN is a recognized entity across the nations. Many sympathizer countries and even India have recognized it. Chief among them is Unrepresented Nations and People’s Organization (UNPO), which has recognized the sovereign right of the Nagas in its general assembly. NSCN is a member of UNPO. It is a parallel organization to the United Nations (UN) Accredited by ‘The Society for Threatened People’ a strong
organization in Germany, NSCN leadership was given the privilege to speak in the UN human right meetings for a number of times. Parliamentarians for National Self Determination (PNSD) a London based organization extend their fullest support to the cause of the Nagas in response to the appeal of the Naga people. We have another strong organization called Naga International Support Center based in the Netherlands and its coordination offices in other countries too. NSCN is a member of ‘Geneva Call’ an organization under UN. Kreddha (The International Peace Council for States, Peoples and Minorities), PILPG (Public International Law & Policy Group) both US based organizations under UN. ‘Idasa’ a strong South Africa Human Right organization. KWIA (Support group for indigenous peoples) – Belgium based Human Right organization, AIPP (Asia Indigenous Peoples Pact), Forum for Asia both Bangkok based Human Right organizations, Other Media – Delhi based Human Right organization. All these organizations among many others are strong supporters for the Naga cause. 7. GPRN under the umbrella of NSCN is in control of all Naga territories and running government effectively covering 27 regions. NJB (National Judiciary Board) has been looking after judicial matters for dispensing justice
on the basis of Naga customary laws. 8. Naga Army under the banner of NSCN confronted the enemies in the east, in the west, in the south and north with conviction and faith. Many patriots were martyred in the line of duty while defending the future of the Nagas. 9. Jimmy Carter the former President of United States of America was graceful enough to appreciate the presentation of NSCN on Naga issue that he personally wrote a letter on 18th June 2005 to the Prime Minister of India Mr. Narasimha Rao and to NSCN for early and peaceful settlement of the Indo-Naga conflict. 10. On 11 July 2002 the Unique history and situation of the Nagas were recognised by the government of India 11. On 3rd August 2015, the Framework Agreement was signed with the government of India. This signed document becomes the basis of finding permanent solution to the Indo-Naga political conflict. The oft quoted statement that no Nationalist organisation has the public mandate is a wrong notion because on 20-21 January, 2005, the 4th Naga People’s Consultative meeting held at CHQ, Hebron mandated NSCN to represent the interest of Naga people’s political case at the negotiating table with India. There are certain things that need to be critique for the good. Nature is perfectly operational on its own and therefore certain imbalances should not be disturbed. One of the dangers that science can lead humanity is the manipulation of genes. If this process keeps developing, humans might create super beings and this created beings might one day rule and destroy the whole of the present race. In the movie; ‘Jurassic Park’ a beautiful dialogue goes like this: “God creates dinosaurs, God destroys dinosaurs, God creates man, man destroys God, and man creates dinosaurs. Dinosaurs eat man and woman inherits the earth!” This simple dialogue narrates something of the reality that can one day overrule the whole of creation and destroy us all. Nature knows very well how to keep the creation in a balance manner and
as a result through the natural selection dinosaurs have become extinct today. Otherwise it could very well survive because it has every potentiality to be so! But the fact is that it is dangerous for the others. Today scientists are making a great lot of progress in the field of bio-medical science. There are hazards anchored to it. This is where religion needs to enter and proclaim the sanctity of life. Religion gives wholeness to science and science adds flavour to religion. Both help in completing one another. Unless we do something, we will be condemned to live amidst the ruins of the natural world. By ruining the bio-systems of the earth we are gambling with the destiny of the next generation and all succeeding generations. Our children may be living amidst the ruined infrastructures of the industrial world. Also, it is important not to deal just with physical pollution. There will be
no improvement in the lives of people and the planet unless ethical concerns are given as much weight as economic, political, and technological ones. The problems are not simply economic and technological; they are moral and spiritual as well. Science is not just independent on its own with the physical law. It is in perfect union with the cosmic law governed by the one who created it. If there is someone all powerful who has created everything, it simply means that everything is sacred. If science works with the sacred elements, then science is definitely sacred. Science doesn’t work with imaginary materials in the air but it makes use of the created things. No scientist can create anything out of nothing. They use the existing matter to create and experiment. So there is not point for any compartmentalization. It will be very ridiculous for such a thing. Perhaps in the past many things were side-
lined due to ignorance but today the advancement that has come about should and must trigger for the spiritual quest. In my view, this quest has always been part of the system though lately realised. It will be very foolish to suppose that one is satisfied with the little that one has. The universe in which we live is so vast. Today, we talk of universes. How did these things come about? Can it happen by chance without the knowledge of some powerful supernatural force? The universe in which we live has elements which have tendencies to move towards the source. The spiritual dimensions in science and religion both are moving towards it. It cannot be denied. Every activity is aimed at it. There are only two commandments out of the ten which Moses received from God that ends with a promise and one of them is to honor our father and mother so that we may live a long life, full of blessing. Time and again, both in the Old and New Testament, the Bible highlights on the theme ‘father.’ What the Word of God emphasizes, we also need to emphasize. The comparison between the love of our heavenly Father and our earthly one also keeps recurring. This speaks volumes on the priority value God places on fathers. God must put in extra wisdom and care when He fashions fathers’ hearts. The innocent eyes of a child perceives his/her father as the superhero of the family – the one with all the right answers to endless questions, the strongest and most affectionate, the one worthy to be adored and emulated. For adults, fathers are the one we turn to for sound advice and honest criticism, for direction and admonishment, someone who always holds our best interest in his heart. Indeed, a father’s heart is indescribable, irreplaceable and impeccably perfect. God presents us this priceless gift without a price. Now if the representation and sacrifices of NSCN on behalf of the Nagas is not worthy enough to pay tax then let ACAUT respond as to whom it suggest the Naga public shall pay to. Time and again NSCN has been reminding the other groups to come and join the peace process which is in its concluding stage so that the final decision could be worked out together and the voice of “one government one tax” shall also be achieved. NSCN will continue to do what is best for the Naga people because time will not wait the Nagas and “one government one tax” will not simply fall from the sky. NSCN is indebted to the Naga people because without her active participation and unwavering support the supreme sacrifices made by the National workers of the past and present will go in vain. Therefore, it is the urgent appeal to all the Nagas at home and abroad to remain firm to the cause that is dear to all of us. The moment of triumph and jubilation is too near to be impatient. NEW DELHI, JUN 17 (PTI): Aam Aadmi Party Friday accused BJP and Congress of bending the Delhi Municipal Corporation Act to provide facilities to its councillors thus leaving them bereft of any “moral right” to question AAP on the issue of office of profit. The party said the standing committees of the civic bodies had unilaterally decided to extend the facilities of transportation and offices to certain councillors, which AAP claimed amounted to monetary graft. “Congress and BJP have no moral right to question us on parliamentary secretaries, who are not paid a single paisa, unlike the provisions for their councillors. Govt to review provisions of Geospatial Bill NEW DELHI, JUN 17 (PTI): Government may review some of the provisions of a draft bill that proposes jail term of seven years and a fine up to Rs 100 crore if anyone wrongly depicts India’s map after some individuals and groups opposed them. A Home Ministry official said the draft ‘The Geospatial Information Regulation Bill, 2016’ was made public, seeking views and suggestions on its various provisions. “We are open to consider all sen-
sible suggestions that may come with regard to the draft bill,” the official said. May 31 was the last date for sending suggestions for the draft bill. However, the Home Ministry is yet to examine all the suggestions sent by public. According to the draft Geospatial Information Regulation Bill, it will be mandatory to take permission from a government authority before acquiring, disseminating, publishing or distributing any geospatial information of India.

GIRIDIH (JHARKHAND), JUN 17 (PTI): A jawan of the CoBRA battalion was on Friday killed during a gun battle with the Maoists in Patharchhapra jungles in Giridih district, Inspector General of Police (CRPF) Sanjay Anand Lathkar said. The encounter started in the morning with more than 150 bullets being traded between the security forces and the Left Wing Extremists, Deputy Inspector General of Police Upendra Kumar said. The DIG, who is camping at the spot, said several Maoists also received bullet injuries during the gun fight and a combing operation was on. Tearful farewell was given to the jawan, Balan Harijan, who belonged to Assam. His body would be sent to home from Dhanbad, the DIG said.

NEW DELHI, JUN 16 (PTI): Delhi government has withdrawn the order to relocate the office of the Director General of Health Services (DGHS) to LNJP Hospital campus following protest by the faculty of Maulana Azad Medical College, associated hospitals and an umbrella body of doctors. “As mentioned in email dated June 11, no insult of the learned members of the faculty was intended vide the aforementioned order and no attempt to decapitate the institution was ever conceived. “The faculty of Maulana Azad Medical College have wrongly interpreted the said order and are considering that it would lead to interference in day to day working of medical professionals. In view of aforesaid, the order dated May 31 stands withdrawn with immediate effect,” said a Delhi government fresh order issued to this effect Friday.Lok Nayak Jaiprakash Narayan (LNJP) Hospital is governed under the Maulana Azad Medical College (MAMC). As per the old order, the office of the DGHS was proposed to be moved to the building block of LNJP in which its Medical Superintendent’s office is located.

KAIRANA/LUCKNOW, JUN 17 (PTI): In escalation of political tensions over alleged migration of Hindus from Kairana, BJP MLA Sangeet Som Friday gave a 15-day ultimatum to the UP government to bring them back, in an apparent bid to keep the issue alive ahead of elections in the state. As Som, who is an accused in the 2013 Muzaffarnagar riots case, and Samajwadi Party(SP) leader Atul Pradhan took out separate rallies, prohibitory orders were enforced across Shamli district and borders of Kairana sealed and paramilitary forces deployed. Both the rallies were stopped by authorities. Som warned if the SP government in Uttar Pradesh does not bring the Hindus who have allegedly migrated back no one will be able to stop BJP workers from going to Kairana. The warning came even as Shamli district administration is stated to have found that only three families left Kairana due to fear of criminals from the list of 346 families said to have “fled” due to persecution. India, the world’s second largest sugar producer after Brazil, has exported 1.6 million tonnes of sugar so far in the 2015-16 marketing year (October-September). Further exports are unlikely to take place with this decision. With retail sugar prices soaring to around Rs 40/kg from Rs 30/kg six months ago, the government has taken various steps to contain prices
including withdrawal of export-linked production subsidy and imposition of stock limits on traders. Last week, food minister Ram Vilas Paswan had announced that his ministry has proposed to “levy 25 per cent custom duty on export of sugar” to keep exports under control. “Global sugar prices are rising and therefore traders may increase the export of sugar to make profit,” he had said. Industry body Indian Sugar Mills Association (ISMA) did not offer any comments immediately. However, a senior indus-
try official welcomed the decision in view of tight demandsupply situation expected in the next 2016-17 marketing year starting October. With imposition of export duty, the official said that exports have become unviable. An increase of 50 per cent in global sugar prices in last three months due to disruption in supply from Brazil had made exports viable. The country’s sugar production is estimated to decline to 25 million tonnes in 2015-16, as against 28.3 million tonnes last year. The annual domestic demand is pegged at 26 million tonnes.

NEW DELHI, Jun 17 (PTI): Government has imposed 20 per cent customs duty on sugar exports to boost domestic supply and check prices which are ruling high at Rs 40/kg. The move comes at a time when prices have surged sharply in various commodities including tomato, wheat and pulses. “To keep the domestic prices of sugar under check, the government has decided to impose export duty of 20 per cent on the export of raw sugar, white or refined sugar,” the Finance Ministry said in a release. NEW DELHI, Jun 17 (PTI): Government today said fall in India’s exports have been arrested in May and now it is time to extend incentives to boost the overseas shipments. Although the pick up in exports may be slow but the bottoming out has happened, Commerce and Industry Minister Nirmala Sitharaman said. “I think from now, it will show slow but steady rise... Last month’s indicators show that it has now come down to 0.79 per cent, which is still a situation where we have to do a lot more to allow it to pick up. “So it is a time when the help will have to be extended whether in the form of interest subvention or in the form of any kind of incentives for exports. We have been looking at sectorally,” she told reporters here. The remarks assume significance as exports fell the 18th month in a row in May, though marginally by 0.79 per cent, to US$ 22.17 billion as

UNITED NATIONS, JUN 17 (PTI): UN human rights experts have called on India to repeal a law restricting NGOs’ access to crucial foreign funding, saying its provisions are increasingly being used to “silence” groups that are critical of government’s policies. “We are alarmed that Foreign Contribution Regulation Act (FCRA) provisions are being used more and more to silence organisations involved in advocating civil, political, economic, social, environmental or cultural priorities, which may differ from those backed by the government,” said UN Special Rapporteurs -- on the situation of human rights defenders Michel Forst, on freedom of expression David Kaye and on freedom of association Maina Kiai. The three experts called on India to repeal the FCRA, which they said is being increasingly used to obstruct civil society’s access to foreign funding and fails to comply with international human rights norms and standards. Despite detailed evidence provided by Lawyers Collective to rebut all allegations and prove that all foreign contributions were spent and accounted for in line with FCRA, the suspension was still applied, the UN human rights experts said in a statement issued from the Office of the UN High Commissioner for Human Rights.

LAHORE, JUN 17 (PTI): A mother slit open the throat of her 22-year-old pregnant daughter in Pakistan’s Punjab province, the latest in a series of gruesome “honour killing” that have sparked national outrage. Muqadas, a resident of Butranwali, Gujranwala, some 80 kms from Lahore, contracted love marriage with Taufeeq of her locality against the will of her family some three years ago, a police official said. Superintendent of Police (civil lines) Nadeem Khokhar said that the family of Muqadas was not happy with her as the victim married Taufeeq after eloping with him. “A m n a , m o t h e r o f Muqadas, recently contacted her and told her that the family had pardoned her. She invited the couple to her house. However, yesterday when the 8-month pregnant Muqadas was present at a clinic in her locality for a check-up Amna reached there and took her to her house,” he said. Khokhar said initial reports are suggesting that Amna with the help of her husband Arshad and son Adil tortured Muqadas severely before she slit open her throat with a knife. “However we are recording the statements of Muqadas’ relatives about the incident and probing the matter from all aspects,” he said. Khokhar said a mur-
der case has been registered against six people including mother, father and brother of the victim. He said Arshad has been arrested while raids are underway to arrest the remaining suspects. Shafique, brother-in-law of Muqadas, told police that initially Muqadas family had pardoned her for marrying a man of her choice. “But later it decided to kill her. It is learnt that her parents pledged to kill her for earning bad name for the family,” he said. Last week Zeenat, 18, was burnt alive by her mother in Lahore for marrying a man of her own choice. A couple in Lahore and a young Christian girl were killed by their family members for contracting marriage against their (families will). An Islamic religious body in Pakistan this week dubbed the killing of women in the name of “honour” as un-Islamic. At least 40 clerics of the Barelvi school of thought on June 12 issued a fatwa against honour killing, declaring it ‘un-Islamic and unpardonable sin’. The clerics under the banner of Sunni Itehad Council (SIC) said that honour killing is kufr (infidelity). At least 1,100 women were killed in the name of honour in Pakistan last year by their relatives on the pretext of defending what is seen as family honour.

Iraq forces retake Fallujah ‘Pak’s N-prog has increased risk of conflict with India’ government HQ: commanders WASHINGTON, JUN 17 (PTI): Pakistan’s “full spectrum deterrence” nuclear doctrine and increasing fissile production capability have increased the risk of a nuclear conflict with India, a Congressional report has said amid Pakistan’s efforts to drum up support for its NSG membership bid. “Islamabad’s expansion of its nuclear arsenal, development of new types of nuclear weapons, and adoption of a doctrine called ‘full spectrum deterrence’ have led some observers to express concern about an increased risk of nuclear conflict between Pakistan and India, which also continues to expand its nuclear arsenal,” the bipartisan Congressional Research Service (CRS) said in its latest report. Pakistan’s nuclear arse-
nal probably consists of approximately 110-130 nuclear warheads, although it could have more, said the report ‘Pakistan’s Nuclear Weapons’, authored by Paul K Kerr, analyst in non-proliferation, and Mary Beth Nikitin, specialist in non-proliferation. According to the copy of the report dated June 14, which was obtained by PTI, Pakistan’s nuclear arsenal is widely regarded as designed to dissuade India from taking military action against it. CRS is the independent research wing of the US Congress, which periodically prepares reports on issues of interest to American lawmakers for information purpose only and does not represent the official position of the US Congress. Running into 30 pages,
the report comes in the wake of Pakistan lobbying at the Capitol Hill and before the US government in support of its membership to the 48-nation Nuclear Suppliers Group. Though noting that Pakistan in recent years has taken a number of steps to increase international confidence in the security of its nuclear arsenal, the CRS report observed that instability in Pakistan has called the extent and durability of these reforms into question. “Some observers fear radical takeover of the Pakistani government or diversion of material or technology by personnel within Pakistan’s nuclear complex. While US
and Pakistani officials continue to express confidence in controls over Pakistan’s nuclear weapons, continued instability in the country could impact these safeguards,” CRS said in its report meant for the lawmakers to take an informed decision. CRS said the current status of Pakistan’s nuclear export network is unclear, although most official US reports indicate that, at the least, it has been damaged considerably. he theme song of Against Corr uption and Unabated Taxation (ACAUT) Nagaland composed by noted Naga musician Methaneilie Jütakhrie was released by Ex Speaker NLA and Advisor NTC, Z. Lohe at Rattle and Hum café, Friday. Speaking at the release, Lohe said that ACAUT stood for defenseless, neglected and downtrodden of Naga society. He said that unlike other NGOs, ACAUT doesn’t expect praises and remuneration, yet continue to fight without expectation. Lohe also expressed gratitude to media for giving
best cooperation for highlighting sentiments of anti corruption organization. Lamenting that today corruption has taken deep root in Naga society, Jutakhrie said that it is the right time for everyone to lend a helping hand in support of ACAUT. He appraised that ACAUT theme song has been composed in both English and Nagamese. Jutakhrie said that the song is about doing away with corruption and for everyone to join in the fight against corruption. The Naga musician also enthralled the gathering through ACAUT Nagaland theme song.

London, Jun 17 (IANS): India reached the final of the Hockey Champions Trophy for the first time after Britain and Belgium played a dramatic 3-3 draw to finish below the Asian Games champions at the completion of the round-robin stage here. In the summit clash on Friday, India will meet world champions Australia, who defeated them 4-2 in their last league match of the six-nation tournament on Thursday. India got seven points with two wins, two losses and a draw. Germany and Britain ended with six points each and will clash for the bronze medal. Ivan Rakitic then doubled the lead in the second half just after the restart but the Czech Republic grabbed a goal back 15 minutes from time thanks to Milan Skoda. VIENNA, Jun 17 (Agencies): Russia’s ban from athletics was maintained by the sport’s governing body on Friday leaving the country’s hopes of competing in Rio Olympics dependent on the IOC giving special dispensation at a meeting next week. IAAF which had voted in March to retain the suspension first imposed in November, was meeting in Vienna to decide whether to extend the ban again after hearing from a task force that significant doping problems still existed in Russia. If confirmed, the decision would mean that Russian athletes remain unable to compete in IAAF-sanctioned events, such as next month’s European championships in Amsterdam, though some could still take part in Rio Games in August if IOC makes special dispensation at its own Olympic Summit on June 21.
New Delhi, Jun 17 (PTI): Unwilling to be a party in legal disputes between sportspersons, national federations and international bodies, the Sports Ministry on Friday asked all NSFs to institute effective, transparent and fair grievance redressal systems for athletes. Stressing on the autonomy of National Sports Federations (NSFs), the Ministry said since it does not interfere in the day-to-day running of their affairs, it does not wish to be dragged to court on disputes either. “In almost all such cases (disputes between athletes, federations and international bodies), the experience has shown that this Ministry is also unnecessarily made a party and impleaded as a respondent, though this Ministry has hardly any role to play in the settlement of such disputes which are basically internal matters of the NSFs
