landslides, floods continue Darjeeling unrest: Protestors, police clash Massive across NE states; 6 killed in M’laya Civilian killed, 35 policemen injured
DARJEELING/KOLKATA, JUN 17 (AGENCIES): Darjeeling, on the boil over the demand for a separate Gorkhaland state, Saturday witnessed widespread clashes between GJM activists and police, killing a civilian while 35 security personnel were injured including an IRB officer seriously. Gorkha Janmukti Morcha (GJM) leader Binay Tamang claimed that two of his party workers were killed when the police opened fire at a GJM procession here. ADG (law and order) Anuj Sharma, however, denied the allegation and said the police did not open fire. “It was the GJM activists who opened fire,” he said. One person was killed in the violence, he said. Many others suffered injuries during the protests. This was the first death since violent protests returned to Darjeeling on June 8, after a gap of a few years. Chief Minister Mamata Banerjee told reporters in Kolkata that Assistant Com-

A vehicle was also set on fire. “We asked them to go back but they started throwing stones, bottles and petrol bombs. We had to resort to lathi-charge,” a senior police official said. Some police personnel and GJM activists were injured in the clash, the police said. DIMAPUR, JUN 17 (NPN): Public memorial service in honour of late S.S.Khaplang, chairman NSCN/GPRN was held here at IMC hall, which was jointly organised by Eastern Nagaland Peoples’ Organization (ENPO) and Nagaland Tribes Council. Delivering profile/life contribution of late Khaplang, noted Naga peace ac-
tivist Niketu Iralu reminded the gathering that tribute was being paid to a Naga leader for whom the struggle was his passion, vision and life-long commitment. He also read out what Khaplang had said in his last will: “I have done my part for the freedom of my people with the little capacity God has given me. And now the younger generations of Nagaland need to continue the legacy left to you just as
Working group (WG) of six Naga National Political Groups (NNPGs) described late SS Khaplang, president NSCN/GPRN, as an unparalleled revolutionary leader in many ways and was humble, resolute and visionary. In a solidarity message by NNPGs working group convener, N. Kitovi Zhimomi, which was read out by WG co-convener Zopra Vero (FGN kedallo), at the memorial service, stated that Khaplang’s commitment towards the national cause was deeply grounded in his love and understanding of the Naga people.
WG convener said Khaplang was the golden bridge that connected the divided Naga house, adding that Nagas have lost an irreplaceable bridge. His death was a great loss to peoples and nations in South East Asia struggling for identity and existence, said WG convener, adding “in death, he leaves a rich legacy of courage, velour and sacrifice for all of us to emulate.” On behalf of six NNPGs working group, the convener conveyed heartfelt condolences to bereaved family and “all revolutionary comrades who cherished him as a father figure.”

SHILLONG/IMPHAL/ AIZAWL, JUN 17: Massive landslides and floods triggered by incessant rains have left thousands homeless in the North East taking the death toll to 20. On Saturday six people were killed, one missing and at least nine injured after incessant rains triggered landslides across Meghalaya, an official said. Five people were killed while they were sleeping inside their home when the landslide occurred at the industrial units in Tharia area under Ri-Bhoi district. A 60-year-old woman who is missing in the landslide is feared dead, State Disaster Response Force (SDRF) official Merinpole Sangma said. He said the search operation will resume Sunday morning to locate the missing person. Sangma said the victims were mostly labourers of the Veneer Product Private Limited. In another incident, a baby girl died in a landslide at Lad kyntong area, East Khasi Hill district after she was swept along with their thatched house. The baby was recovered from the mud but was declared brought dead to a local health centre. Condoling the deaths, chief minister Mukul Sangma has ordered an immediate probe into the safety auditing of the industrial units. Manipur: Massive landslide on Saturday left a trend of destruction in Manipur uprooting a village of around 30 households in Kangpokpi district leaving nearly hundred homeless.

The landslide also destroyed most of the paddy fields in the village. The landslide was reportedly triggered after cracks developed at Upper Toribari village, also known as Kalikhol, about 50 km from Imphal. The fissure developed during the first week of June. Considering the safety of the villagers and people, the district administration promulgated section 144 CrPC, stating that the place was no longer viable for human visitation due to continuous landslides. Since the cracks and fissure were getting wider and expanding day by day, the district administration on June 15 wrote to the principal secretary (Relief & Disaster Management)
urging for a Central team to visit and inspect the site. Experts said that the fissure developed because of deforestation and heavy rains triggered by cyclone Mora. A team of Geological Survey of India was currently examining the landslide affected area. Mizoram: Fresh landslide cut off Champhai town in Eastern Mizoram from the rest of the country, while nine kachcha houses of a town in south Mizoram’s Lunglei district were swept away by flood, officials said. A massive landslide near Keifang village snapped road connection with Champhai, a town on Indo-Myanmar border in Champhai district. (Heavy rains to lash NE states, see p-4)
NH demands impartial probe into Pillai’s case
DIMAPUR, JUN 17 (NPN): Joining the chorus of demands for independent and impartial investigation into the entire gamut of tax evasion by M.K.R.Pillai, retired ASP and consultant to DGP and possession of (Cont’d on p-5) assets disproportionate to known sources of income, Naga Hoho has urged upon the state government to ensure that all the “illegitimate activities of Pillai” throughout his careers as well as consultant to DGP be “fully exposed” and be brought to justice for his actions. NH through its communication cell recalled the recent IT raids exposed the modus operandi of Pillai who managed to manipulate the system by rising to an “influential position against all norms.” NH said this was not “Mallya could argue the surprising considering the unless Lalit Modi is also abysmal state of affairs in brought back he alone Nagaland adding the case won’t come.” could also just be the tip of

The Gorkha Janamukti Morcha (GJM) has been insisting on a government order to clear the air on three language controversy, which triggered protests in Nepalispeaking sub-divisions of West Bengal. The anti-Bengla agitation has now metamorphosed into a separate statehood movement, with GJM going back to its pre2012 position.

SERVES 10-DAY DEADLINE DIMAPUR, JUN 17 (NPN): Western Sumi Students’ Union (WSSU) has drawn the attention of the state chief minister towards the deplorable condition of the roads in Dimapur particularly the stretch of road from Nagaland Gate to Chumukedima (NH-29). In a representation submitted to the chief minister through the DC Dimapur, WSSU president, Nito Achumi, and general secretary, Angukato Yeptho, stated that the particular stretch of road, the lifeline of Nagaland and Manipur, needed immediate repairs and maintenance. The union has, therefore, requested the chief minister to intervene and do what was necessary within 10 days from the receipt of its representation. Failing which, the union cautioned it would have no other option but to proceed with further course of action till legitimate demands were made. WSSU pointed out that there has been an unprecedented rise in accidents with many reported deaths due to pathetic road condition.
and other senior IPS officers. Barring pharmacies, all others shops and hotels were closed in Darjeeling. The GJM has called an indefinite shutdown in the hills. Reacting to today’s violence, Tourism Minister Gautam Deb said, “The government will not accept the GJM’s hooliganism.” GJM leaders said Vikram Rai, son of GJM M L A A m a r R a i , wa s “picked up” by the police from Darjeeling. the iceberg, reflecting the standard of governance in the state. NH said various Naga organisations and citizens have raised questions on the police department and politicians as to how Pillai was able to manage to exert power and influence in the department. It said Pillai ran various businesses throughout the country and amassed huge wealth over a period of time since he was appointed as constable through his rapid rise. NH said Nagas need to deliberate on how government servants indulge in business and contract works while in service despite service rules that clearly make it illegal. It said when government servants indulge in business it raises a conflict of interests and breeds corruption and poor governance. This is a wake up call for the state government “to discipline the government servants, be it Naga
or outsiders.” NH described the case as an “unrestrained scam of enormous magnitude stretching over the last decade or so”. It said the case revealed ingredients such as- “abuse of official position; misappropriation of government funds; misuse of government property; money laundering and benami transactions.” NH said no amount of manipulation of paper work, be it tax returns, file noting or backdated amended orders could ever justify how a middle ranking retired government servant could establish a large business empire across states. NH said the “termination of consultancy contract” of Pillai with the police department and registration of suo moto case by the State Vigilance Commission (SVC) “specifically on his appointment as consultant and not for any misuse of his official position for
personal benefit” were provoked by the reaction to the widespread media coverage and commentary on social media on the case.” Taking a jibe at the SVC, NH maintained that it would have done well to initiate investigation not only on the consultancy contract of Pillai but also over the entire issue of massive corruption that has emerged. NH said it was well known fact among every sensible person and organisations including the SVC, on which officer or departments in Nagaland are involved in corruption by embezzling public funds on a level similar to PIllai if not more, over the years. However, when probes were conducted involving local officers in cases similar to that of Pillai, NH said the practice was to negotiate and compromise with the clan, tribe and villages.
