IMPHAL, JUN 17: In a big jolt to the three-year old N. Biren Singh-led BJP coalition government in Manipur, nine legislators withdrew support and reduced the BJP-led coalition to minority in a house with an effective strength of 49. The nine legislators– three BJP who joined Congress, four National People’s Party (NPP), an independent and Trinamool Congress expressed their desire to support a Congress-led government in the state.

Though the three BJP legislators- Subhashchandra Singh, TT Haokip and Samuel Jendai- had tendered their resignation, the speaker was yet to accept on the matter. The Congress in Manipur will meet Manipur Governor Najma Heptullah to demand convening of a special session of assembly for a trust vote. Review direct State gets `31.25 regularisation of cr RLB basic grant MOs, says NIDA Spl. Correspondent DIMAPUR, JUN 17 (NPN): Nagaland In-service Doctors’ Association (NIDA) has appealed to the state government to immediately review the direct regularisation of the Medical Officers (MOs) so as to quell the deep resentment amongst the fraternity and resolve the present imbroglio at the earliest. In a representation addressed to the commissioner & secretary H&FW, the NIDA president Dr. Ritu Thurr and secretary, Dr. Ahu Sekhose pointed out that the direct regularization of newly appointed MOs happened to be in contravention to Nagaland Health Service Rules (Amendment 2017). Meanwhile, NIDA has expressed gratitude to the state government for the “prompt consideration” of its representation dated June 3, 2020 in addressing the huge shortfall of manpower in the Department.

NEW DELHI, JUN 17 (NPN): Centre on Wednesday released Rs. 15,187.50 crore to the state governments as first instalment of rural local bodies (RLB) basic grant (united). Nagaland state has been granted Rs. 31.25 crore. The office of the union finance minister Nirmala Sitharaman said “Based on the recommendations of the 15th Finance Commission, @FinMinIndia today released Rs 15,187.50 crore to 28 States as the 1st instalment of Rural Local Bodies Basic (Untied) Grants for 2020-21.” It said that the amount would enable the rural local bodies to fight the pandemic and restart economic activities. The basic grants can be used by the local bodies for location-specific felt needs, except for salary or other establishment expenditure, the department added.

All of them tendered their resignations to the Governor Najma Heptulla announcing their formal withdrawal from the coalition government. Addressing media persons at the residence of a Congress leader in the evening, NPP legislator and former deputy CM, Y. Joykumar said: “From today, we withdraw our support to the government.” It may be recalled that after the 2017 assembly polls, Congress emerged the single largest party with 28 MLAs and the BJP second with 21 MLAs. The BJP however managed to form the government enlisting the support of all non-Congress MLAsBJP (21), Naga Peoples Front (4), National People’s Party (4), TMC (1), LJP (1) and 1 Independent. Later, Congress’ Shyamkumar Singh defected to BJP and seven more Congress MLAs joined the saffron party, taking the strength of the

BJP-led government to 40 members in the House. However, the situation changed dramatically after the Supreme Court’s verdict in the case of T Shyamkumar. Subsequently, on March 28, 2020, the Assembly Speaker disqualified him as an MLA taking the strength of house to 59. Later, the Manipur High Court had also directed the Speaker Yumnam Khemchand to “restrain” seven Congress MLAs, who had “defected” to the BJP, from entering the House until further orders. COVID: India records highest-ever spike of 2003 deaths

NEW DELHI, JUN 17 (PTI): India recorded the highest ever spike of 2,003 coronavirus deaths after Maharashtra and Delhi added earlier fatalities not attributed to the disease. The COVID-19 death toll stood at 11,903 while the number of cases jumped by over 10,000 for the sixth day to cross another grim milestone of over 3.5 lakh cases, according to Union Health ministry data. The COVID-19 caseload climbed to 3,54,065 with 10,974 new infections being reported in the last 24 hours. According to a PTI tally based on reports from the states, the number of cases jumped by 15,082 to total 3,56,044 with 1,92,571 recoveries. The death toll stood at 12,183. Of the 2,003 new deaths, Maharashtra accounted for the highest 1,409 fatalities taking its COVID-19 death tally to 5,537, while the death toll in Delhi stood at 1,837 after 437 more people died of the disease, according to the data updated at 8 am. Maharashtra, Tamil Nadu and Delhi are the three worst affected states.

Peace first, but ready to reply: PM NEW DELHI, JUN 17 (AGENCIES): In his first remarks on the violent face-off between the troops of India and China in Ladakh’s Galwan Valley, Prime Minister Narendra Modi on Wednesday said India wants peace but is capable of giving befitting reply if instigated, and asserted that the sacrifice of “our Army men will not go in vain.” In his opening remarks on day two of the virtual conference with chief ministers on the coronavirus crisis, Modi said India would not “compromise with its integrity and sovereignty” and will firmly defend its self-respect and every inch of land. Modi’s remarks came two days after the fierce clash between the troops of India and China in which at least 20 Indian Army personnel were killed in the Galwan Valley in eastern Ladakh on Monday. “India is culturally a peaceloving country…We have always worked closely with our neighbours in a cooperative and friendly manner. We never provoke anyone, but we also do not compromise with the integrity and sovereignty of our country. Whenever the time has come, we have demonstrated our power, proving our

capabilities in protecting the integrity and sovereignty of the country,” he said. Expressing condolences to the families of those killed, Modi said the brave sons of the country have made the supreme sacrifice while protecting our motherland in Galwan Valley. “Today the whole country is with you. This sacrifice of our martyrs will not go in vain. Whatever be the situation, India will firmly defend the country’s self-respect, every inch of land,” he said. The Prime Minister also asked those participating the virtual interaction to observe two minute silence as a mark of respect for the slain soldiers. Modi noted that India has always tried not to allow differences to become disputes, but said,” India’s integrity and sovereignty is supreme for us, and no one can stop us from protecting it. Nobody should have any confusion or doubt about this.” The Prime Minister has also convened an all-party meet on June 19 to discuss the India-China border situation. PM’s call for meeting comes against the backdrop of demands by opposition parties that the government should come out with the details of violent face off.

After 11 tribe bodies petitioned Prime Minister Narendra Modi against carrying out the delimitation in Nagaland prior to solution of Indo-Naga political issue, NPF legislator from 19 Phek Assembly constituency Kuzholuzo Azo Nienu has come out strongly in favour of the exercise. Earlier, Zeliang People’s Organisation (ZPO) Nagaland too welcomed the delimitation move and even recommended delimiting Peren district into three Assembly constituencies – Jalukie, Tening and Peren. Results of 1028 awaited: Out of 7202 samples (cumulative) sent for testing, 6174 were received and the results of 1028 samples were awaited. Out of the 7202 samples, BSL-3 lab received 4569 samples out of which 3910 were tested.

Health workers fear congestion in hospitals by following SOP Correspondent

KOHIMA, JUN 17 (NPN): As the process of discharging recovered COVID-19 patients under the standard operating procedures (SOP) takes about a week, health workers at COVID hospitals fear that this could congest the hospitals, especially if the number of positive cases increased in the coming days. One health worker explained to Nagaland Post that to release a recovered patient, district hospitals have to send necessary documents for approval to the deputy commissioner (DC), who then send these to chief secretary (CS) and once the approval was received, the same cycle was repeated, all of which took at least four to five days, if not more. And during such time, if more COVID positive patients arrived, the recovered patients did not agree to stay along with the newly tested positive cases, he added. He said recovered patients frequently expressed their fears of getting infected by staying to-

gether with the new patients and demanded that they be released. Many health workers suggested that the State government should come up with a policy to segregate the recovered patients and fresh cases so that more space could be created for the new cases and accommodate them, while ensuring that the recovered patients did no face delay in discharge. According to an insider, district hospitals are following the June 7 addendum SOP where it has been mentioned that any returnee from institutional quarantine, who is to be released for home quarantine, will be first given clearances by the medical team at the quarantine centre as per protocol. Thereafter, the district task force lead by the DC will consider the case and then send recommendations to the CS for obtaining the latter’s concurrence. Only after receiving the CS’ concurrence, the DC will issue the approval letter for releasing the returnee for undergoing home quarantine.

13,483 returnees arrive Nagaland till date SSB should not have interview system: ACAUT Staff Reporter

D I M A P U R , J U N. 1 7 (NPN): Nagaland has received a total of 13,483 returnees till date, as per the data provided by the Empowered Group COVID-10 Dimapur. The data shows that Dimapur has so far received 6,800 residents of Nagaland from different parts of the country via special trains, 3,491 by normal trains, 904 by flights, 2,138 by buses and 510 by hired and paid vehicles. Addressing media persons at commissioner’s guest house here, the agriculture production commissioner (APC) Y Kikheto Sema, who is also overall in-charge for COVID-19 activities in Dimapur, Wednesday maintained that Nagaland should be considered as the best State in India in

tackling the pandemic. He said that Nagaland should be regarded as the best State in terms of management, logistics, arrangement of special trains, receiving of returnees, treatment of returnees at quarantine centres etc. Even though positive cases were on the rise, Sema said he was hopeful that they would soon recover.

Referring to public criticisms and complaints, Sema remarked “When there was no positive case in Nagaland, there were no complaints. And when positive cases started to emerge, complaints started to appear. And now when there were recovery cases, there are still complains. It’s not easy to serve the Nagas.” From the data analy-

DIMAPUR, JUN 17 (NPN): Following the announcement of setting up the Staff Selection Board (SSB) in the state within one month, the ACAUT Nagaland Wednesday suggested that SSB should have no interview system, but should only conduct written examination for the purpose of selection of candidates. In a press release, ACAUT chair man Tia Longchar and co-chairman Simon Kelio asserted that if SSB carried interview marks, it would “definitely go the NPSC way”, which they claimed continued to be plagued by allegations of favouritism and corruption. They maintained that “this radical step of having no interview” was in line with the decision of Prime Minister Modi government, which had done away with interview for Group D, C and Group B non-gazetted

posts in the central government since January 1, 2016. Asserting that it been “a long fought battle”, the signatories, however, said that “finally wisdom prevailed” and gave credit to Naga Students’ Federation (NSF) and the state chief minister Neiphiu Rio for clinching the SSB deal. They said that the “saga of this historic watershed” goes back to 2015 when ACAUT had first raised the issue with the TR Zeliang government. “It was during the height of the backdoor appointment agitation led by ACAUT that it was realised that unless there is a SSB to oversee the selection of all the non-gazetted posts in the state, Nagaland faced a herculean tasks to combat backdoor appointments,” the signatories said. They said that ACAUT on June 26, 2015 first submitted a memorandum to the then

chief secretary, Pankaj Kumar, for setting up of a SSB to conduct exams for those posts that fell below NPSC pay-band criteria. “Since then there has been no looking back,” they added. Along the way, the signatories said civil aspirant body under the name PSAN also took up the issue with the government in 2016. Thereafter, they said ACAUT and PSAN under the banner of PCC jointly staged a hunger strike in front of the Secretariat, Kohima, on three major issues—setting up of Lokayukta, SSB and the reduction of NPSC interview marks. They said the Zeliang cabinet at its meeting with ACAUT and PSAN representatives on November 17, 2017 accepted the formation of the Lokayukta and reduction of NPSC interview marks from 75 to (Cont’d on p-8) 55.
