Govt considering drafting new ILP bill: Gaikhangam Correspondent

IMPHAL, Jun 18: After President of India withheld his assent on May 11 to three anti-migrant bills passed by the Manipur Assembly, the Manipur deputy chief minister Gaikhangam on Saturday said that the state government was considering drafting of a fresh ILP related bill in consultation with all stakeholders, particularly agitating JCILPS and tribal bodies protesting the three bills. Talking to reporters after paying floral tribute to the ‘martyrs’ of Great June Uprising in Imphal’s Kekrupat on Saturday, he said “The bills were said to have been withhold. For the time being, we don’t know the exact reason. So, we now think of preparing a bill which will be acceptable by all,” he said. “If possible we want the Centre to draft the bill or let us draft it strictly following all the mandatory procedures,” he said. Gaikhangam clarified that the bills were not against any particular community, but intended to protect all the indigenous communities residing in Manipur. ASTD condemns threat to Dr. Jamir

DIMAPUR, JUN 18 (NPN): Ao Senso Telongjem (ASTD) has vehemently condemned the threat on Odisha Governor, Dr. SC Jamir by CPI (Maoist). In a press note, ASTD president Supu Jamir and general secretary C. Onen Walling said that the union would not allow “any group/gang/outlaw”, to target Dr. Jamir, who is the son of the soil and one of the tallest leaders of Nagaland. Reminding that Dr. Jamir, the lone surviving signatory of the 16-point agreement, had survived five life attempts through divine intervention, ASTD appealed to the government of India to take serious note of the threat, saying it not only undermines the constitutional post that Dr. Jamir holds as the governor, but also the Constitution of India. ASTD expressed appreciation to Central Nagaland Tribes Council for the bold and timely intervention. It further said that the ASTD was “well prepared to fight tooth and nail for any life threat or attempt upon its bonafide citizens from within and outside the state.” Hoax threat: Meanwhile, as per reports, the threat letter was received three months back. Odisha DGP, KB Singh told reporters that the threat letter was three months old and the police had taken the mater seriously. Further Odisha police sources said, after investigation, they came to learn that the letter was a hoax as similar letters were also issued to Odisha chief minister and others.

In view of the opposition from the tribal groups in the state, the governor did not give his assent to the bills but sent them to the President on September 16, 2015 with the remark: “I reserve the bills for consideration of the President.” On June 7 last, an all-party delegation from Manipur, led by Chief Minister

Okram Ibobi Singh met Union Home Minister Rajnath Singh and apprised him about the need for presidential assent to convert three Inner Line Permit System-related bills into acts. The delegation conveyed to the Home Minister the necessity of getting presidential assent to the three bills, which were opposed by tribal groups of the state. The Chief Minister was joined by representatives of BJP, LJD, JD(U), CPI(M), among others. The delegation sought presidential assent to have the three bills converted into acts. The bills have been strongly opposed by tribals. Meanwhile, deputy chief minister declined to give any comment on the “wanted” tag declaration on the head of former JCILPS convener Kh Ratan, saying the matter was sub judice. High Court of Manipur on June 10 last dismissed a petition filed by Kh Ratan against the “wanted” tag declared on him by Manipur government. The declaration was made after circulation of an image in which he was seen pledging his allegiance to the banned outfit United National Liberation Front in social media. Following the declaration Ratan tendered his resignation as convenor of JCILPS.

PM Modi to launch Smart City Mission projects from Pune HYDERABAD, JUN 18 (AGENCIES): Prime Minister Narendra Modi would inaugurate work on Smart City projects from Pune on June 25, Union Urban Development Minister M Venkaiah Naidu informed. The works would start simultaneously in 20 cities across the country, Naidu said, adding that development of some cities as ‘smart cities’ would motivate others also to work for progress. “It is like a lighthouse. If there is a lighthouse, everybody would look at that. If some smart cities are developed, there will be competition among others also, municipalities will increase their revenue and things will improve,” he said here. The Smart City mission, one of the flagship programmes of the NDA government, was announced on June 25 last year. He said Modi is leading the country on the path of progress with innovative thinking and out of the box ideas and cited examples like supplying neem-coated urea and massive construction of highways. With regard to Kohima Smart City Plan, Municipal Affairs Department, Nagaland said that the Urban Development ministry had directed the state government to submit the revised and updated Smart City Plan by June 30 for the second round of competition and the work was under progress.

Residents block rail track over clogged drain NFR seeks 48-hr time to initiate action Staff Reporter

DIMAPUR, JUN 18 (NPN): Several hundred irate residents of colonies around Dimapur railway station on Saturday blocked the railway track here to protest against the clogged drain that has caused severe water logging in the colonies for the past several weeks. Train ser vice in the morning was affected due to blocked of railway track by enraged residents. Jana Satabdi Express, which was scheduled to reach Dimapur railway station at 10.30 a.m., was stopped from entering the station for several hours. The protesters expressed anguish that NF Railway authorities despite giving an assurance to clear the drain have failed to do it. Divisional Railway Manager (DRM) of North East Frontier Railway, Lumding Division, Promod Kumar Jain, who heard the grievances of the residents, sought 48-hour time to take up measures. Even as Dimapur Municipal council (DMC) continued its effort to clear the clogged drain, last night’s incessant rainfall caused water logging in new areas of Westyard, Railway Bazaar Colony,

Manipuri Basti, Chatteswari and Grace Colony forcing the residents to block the railway track. Residents of the affected colonies lamented that railway authorities have paid no heed to the repeated appeals by leaders of the colonies for clearance of the clogged drain. They alleged that their children could not attend schools due to water logging on the roads. The colony temple committee was putting efforts to provide food to the affected people. Scarcity of drinking water has hit the area and the

people have to buy drinking water from outside since the water has become dirty emitting foul smell. The water logging has also created serious health hazards in the area. In this regard, the residents have demanded railway authority to provide medical assistance to the affected people. Local MLA and NIDC chairman, Tovihoto Ayemi, who visited the affected area to take the stock of the situation and interacted with the protestors. Tovihoto expressed concern over the situation and said that it was unbecoming on the part of railway authori-

ties for taking the matter carelessly. MLA urged the railway authorities to explore all possible means to solve the problem at the earliest. Tovihoto also suggested that more manpower and machineries should be deployed to clear the water from the affected areas. While admitting that water logging has become a serious problem in the area, Tovihoto assured all possible help from the part of the state government. He also asked the colony members to remain calm as the concerned authorities were doing their best to solve the problem.

A joint statement signed at the end of bilateral visit by Prime Minister of Thailand General Prayut Chan-o-cha, who is accompanied by his spouse Associate Professor Naraporn Chan-o-cha said that both the Prime Ministers noted with satisfaction the progress in regional connectivity efforts such as the IndiaMyanmar-Thailand Trilateral Highway and agreed to expedite the completion of the project as well as to expedite negotiations on the India-Myanmar-Thailand Motor Vehicles Agreement. Later addressing a joint press conference, Prime Minister Narendra Modi said both the countries were fully aware that smooth flow of goods, services, capital and human resources between the economies needs a strong network of air, land and sea links. “We have, therefore, prioritised completion of India-Myanmar-Thailand Trilateral Highway; and early signing of the Motor Vehicles Agreement between our three countries.”

“Connectivity is also an area of priority for India’s development. Improving access to Southeast Asia from our North Eastern States benefits both our people,” Modi said. The two leaders also agreed to commence the negotiation on the Air Service Agreement. They agreed that the completion of the Highway and the Agreement will facilitate not only trade but also people-to-people linkages, the joint statement said. Both the Prime Ministers proposed that India-Myanmar-Thailand Friendship Car Rally will be organised in November this year. Thailand would extend assistance as seen appropriate to make it a success. On regional cooperation, the two leaders expressed their desire to further enhance the ASEAN-India Strategic Partnership. The Prime Ministers noted that the establishment of the ASEAN Community last year has been a historic event and hoped that it will be an important step towards greater integration and prosperity in all dimensions. With a view to underscore the significance of sub-regional frameworks, the Prime Ministers viewed that developing the Mekong-India Economic Corridor would complement ASEAN well.

DIMAPUR/AHMEDABAD, JUN 18 (NPN): Acting on the advice of Prime Minister Narendra Modi of inter-state exchange of police forces to improve co- ordination, given during the National DGP meet at Dhordo in Kutch held between December 18 to 20, 2015 -- for the first time two companies of state reserve police forces from North Eastern states of Nagaland and Assam will be deployed during the Rath Yatra bandobast. According to a report in Times of India, senior police officials said these two companies which will consists of about 200 personnel will include two platoons of women police personnel also. It is noteworthy that 139th Rath Yatra of Lord Jagannath will be taken out on the 18 kilometer route in the city on July 7. Eid could also fall on the same day and hence extra precautions are being taken by the city police to ensure peace in the city. “During the DGP meet at Dhordo, Prime Minister while addressing the senior police officials from across the state had laid emphasis on improving co-ordination between police forces of different states. He had said that for effective policing forces from different states should be inter exchanged to become familiar with each other” said a senior police official who had attended the DGP meet.

Reaction to NSCN (I-M) caution on ACAUT Dimapur, Jun 18 (NPN): A social media spearheaded- ‘Concerned Citizens of Nagaland’(CCN) g roup, through its media cell, has come out in full support for the citizens of Wokha on their reaffirmation of ACAUT’s October 31,2013 resolution for ‘One Govt One Tax’ and applauded ACAUT Wokha Unit and Yikhum Village Council for their “brave exemplary action” towards other villages in Nagaland and appealed to other villages to follow suit. In an email sent to media, CCN media cell said it was astonished by NSCN(I-M) terming ACAUT’s stand as “extreme provocation”. It said it was an “insult to the wisdom and sentiments of the citizens” as no one was “ in hallucination that such mass of intellectuals can be provoked by anyone”. CCN opined that as NPGs voice “silent whispers of the Nagas to the Indian government for freedom”; ACAUT also voices out people’s “ silent whispers against corruption and unabated taxation” adding all these were inborn voices

and decisions of “true Naga patriot and not a by product of any provocation.” C C N sa id bra nding ACAUT was “an insult to the same people” whose silent whispers for Naga freedom the NSCN(I-M) was voicing out otherwise, it was portraying Nagas as being brainwashed. It said voice of the people “in the form of ACAUT” should not be considered “nuisance” and any group unless “ it is a dictatorial form of government” and which claimed to represent people and such group should lend their ear to the people. CCN questioned the term, “banned movement” on ACAUT since ‘ban’ was alien to Naga culture as it meant imposition and curtailment of freedom of speech and expression of public. Naga citizens rights and voice should be taken into consideration without looking down on citizens’ rights for ‘One Government One Tax’ as “nuisance or anti-national Nagas” said CCN. It said warning of action against ACAUT was

threatening Nagas and which was “unethical and unacceptable” since by virtue, Nagas are a warrior race who don’t have a culture of fear who don’t bow to threats. Pointing to the rejoinders by NTC and CNTC over the Naga people’s mandate, CCN said it fully agreed with the two bodies that NNC has the mandate of people through the Plebiscite of 1951 and therefore, no group can claim so unless another mandate was held. It therefore expressed dismay over the NSCN(I-M) claim of being the sole authorised organisation to collect tax and the silence of other NPGs as meaning assent to that claim. CCN also questioned NSCN over the issue of ‘naturalised citizens’ of ACAUT members when newspaper reports revealed “Non Nagas such as suspected illegal Bangladeshi immigrants as cadres”. Lastly, CCN said they were surprised at the silence of some apex bodies over the issue when their priority should be truth, unity and justice for the land and people.

No threat to polio-free status of India: WHO NEW DELHI, JUN 18 (AGENCIES): Amid concerns over resurfacing of polio cases in India, the WHO on Saturday said there is “no threat” to the polio-free status of all South East Asian region countries, including India, and the detection of a rare strain of the crippling disease is “not unusual”. Noting that all the countries including India maintain a “high vigil” for the detection of the disease, the World Health Organization’s South-East Asia Regional Office (WHO SEARO) said that no child has been afflicted by wild poliovirus since the last case was reported from West Bengal in January, 2011. “All countries in the region continue to maintain a very high vigil for poliovirus detection. As part of this, environmental surveillance collection of samples from sewage is being conducted regularly from 30 sites across seven states in India,” it said in a statement.

DIMAPUR, JUN 18 (NPN): Reacting sharply to the statement made by NPF Peren division against senior advocate and former advocate general of Nagaland, K.N. Balagopal-- “for stooping so low to come to Peren” to take up the case pertaining to chief minister T.R. Zeliang’s education qualification, NPCC said overlooking the fact that Peren was an important constituent of Nagaland, from which incumbent chief minister represents, such comments was an insult to the people of Peren. For this, NPCC working president P. Ayang Aonok, in a press release, demanded that the NPF apologies to the people of Peren. On the allegation that the K.N. Balgopal and his team had to stoop down to appear before a junior magistrate, NPCC said when all the Courts were temples of justice, such comments were an attack on the Court. Pointing out that the Supreme Court had declined the relief in appeal against the order passed by the Guahati High Court, Kohima bench directing the magistrate to hear the case on point of ‘limitation’, NPCC accused Zeliang of hiding the order and pretending to be invincible. NPCC said “he should at least now realise the famous words of Thomas Fowler, ‘That no one is above the law’, and rather, he owes an apology to the people instead of attacking the complainant and making aspersions on their counsel and also belittling the people of Peren”. While taking note of the Judicial Magistrate Peren cautioning Zeliang’s counsel that “no further adjournment will be given and the case will be heard on 28th June 2016”, NPCC alleged that due to this reason, “Zeliang approached the Supreme Court which refused to interfere with the High Court’s Order and thereby giving a huge setback for the chief minister”. While stating that the chief minister’s days appear to be numbered, NPCC said in the event the Magistrate convicts him, Zeliang’s nomination papers would be deemed rejected from the date of filing of the same. On June 14 last, NPCC said that the counsel (K.N. Balgopal) for the complainant, had pointed out to the court whether “T.R. Zeliang, in the 2018 Assembly Elections, will dare to write in his affidavit before the Election Commission in the column pertaining to educational qualifications that he has passed B.A. Exam in 1979 in the light of the fact that the University and college authority have already furnished documents to show that Mr. Zeliang failed in all the subjects in the year 1979 and didn’t appear in 1980”? It said that the High Court had on April 25, 2016 “refused to close the case against Zeliang”, which was referred back to the Judicial Magistrate, Peren, to be heard on the point of limitation. larifying to the report published in the local dailies that the Supreme Court (SC) had rejected/dismissed chief minister, T.R. Zeliang’s petition, NPF Legal Cell said that “the heading itself is ambiguous and total misrepresentation of the Supreme Court Order”. In a press note, NPF convenor legal cell, Achumbemo Kikon clarified that the SC in its order dated June 15, 2016 had “directed the Trial Court to determine the question of limitation and for that purpose the petitioner (CM) need not appear in person and can appear through his counsel”. Kikon said that Court went on to state in its order that “it will be open to the petitioner (CM) to raise all contentions and in case the petitioner is aggrieved by the decision of the Trial Court, he (CM) is at liberty to seek legal remedy in accordance with law”. As such, the legal cell made clear that the said SLP was not dismissed but sent back to the Trial Court with clear directives. Asserting that, the order could not be construed as dismissed, the cell rather said, “it was a big relief for the chief minister as the opposite party kept on insisting that he should appear in person inside the court room”. The Supreme Court order “has vindicated the CM to a large extent as the directive given by the Supreme Court of India will definitely be the main guiding principle while deciding the case”. It further reminded that the SC order had actually strengthened CM’s contentions and that there was no reason at all for the opposite group to be jubilant.

Probe over illegal taxation at Lahorijan check gate Correspondents

DIPHU/BOKAJAN, JUN 18: Deputy Commissioner (DC) Karbi Anglong, Mukul Gogoi, has ordered for a magisterial probe into illegal taxation at Inter-State Forest Check Gate and at a private weigh bridge on national highway-36 at Lahorijan along Nagaland-Assam border. The order came out after a team of journalists from Diphu and Bokajan revealed that illegal taxation has been going on unabated in the two gates at the very nose of the police and district administration. The journalist team found that the staffs of Inter-State Forest Check Gate collect Rs 200-300 from each truck passing through it while the staffs of the weighbridge collect Rs 200-500 forcibly from the truckers.

It may be mentioned that a weighbridge run by a private concern M/S AK Weigh Bridge on NH-36 has allegedly harassing truckers by way of forcible collection. It was alleged that weighbridge has been extorting truckers according to the wheels and size of the trucks that pass through it. Such illegal collection often victimise many Nagaland and Manipur bound truckers. Even as there was a border out post (BOP) near the weighbridge, no police personnel come forward to help the truckers. “The staffs of the weighbridge collect money in the name of weighing the commercial vehicles. However, they never weigh any vehicle. The drivers who are reluctant to pay the taxes have to face awkward situation in the gate,” said Md Ali Hussain, a Manipur-bound truck driver. K Y M C
