issues 3-day ultimatum on Race to Raisina: no consensus candidate ACAUT NSCN (I-M) to respond to queries

NEW DELHI, JUN 18 (AGENCIES): Political parties may be in hectic huddles to forge a consensus for the upcoming presidential poll, but history shows that all presidential polls -- barring one -- in India have seen a contest, some keen, most a walkover. Going by precedence, the 15th presidential election scheduled to be held on July 17 this year will see a contest, notwithstanding the frenetic political confabulations for a consensus candidate. Of the 14 presidential elections held in the country so far, the only one which saw a candidate getting elected without a contest was the seventh poll, which Neelam Sanjiva Reddy won unopposed.

The election, caused by the sudden death of serving President Fakhruddin Ali Ahmed, saw 37 candidates filing their nominations, of whom 36 were disqualified. This led to Reddy’s unopposed victory on July 21, 1977.

BJP lines up ministers, allies to propose nominee The BJP has lined up its Union ministers and senior leaders of its allies as proposers and seconders for filing the nomination papers of the presidential candidate whose name will be announced soon. The party has also called a meeting of its MPs on 19 June and 20 June to brief them about the process of polling for the presiden-

MPs, MLAs to have different ballot papers It will be green-coloured ballot papers for members of Parliament and pink for MLAs who vote in the presidential election on July 17. In case the NDA and the opposition field their own candidates and none withdraws till July 1 evening, the Election Commission will initiate the process of “final printing” of ballot papers as a contest would then become imminent. The value of an MLA’s vote depends on the population of the state he or she represents. But the value of the vote of an MP does not vary -- it is 708. The ballot boxes will be brought to Delhi for counting on July 20.

Now, cow protection on lines of Project Tiger: Minister MUMBAI, JUN 18 (IANS): Amid the controversy over the central notification that effectively bans sale of cattle for slaughter, Union Minister Hansraj G. Ahir on Sunday said the Centre was considering to set up ‘cow sanctuaries’ and initiate ‘Project Cow’ on the lines of Project Tiger. “It is difficult to maintain cows which are not selfsustaining animals. We need to protect them by setting up cow sanctuaries on the lines of those for tigers,” Minister of State for Home Ahir said at a national conference on “BOS INDICUS - The Glorious Indian Cow” at the Bombay Stock Exchange Building here. Addressing the gathering, BJP’s Rajya Sabha member Subramanian Swamy said ban on cow slaughter has been guaranteed by the Constitution.

tial election on 14 July, BJP sources said on Sunday. The proposers and seconders, who will also include MLAs, are likely to carry out the formalities on 20 June. A party leader said the BJP-led presidential candidate’s name can be announced around 20-21 June and the nomination papers filed by 23 June. The party has prepared four sets each comprising 60 proposers and an equal number of seconders. Besides names of cabinet ministers and other leaders of the NDA, the names of independent MPs are also in the list of proposers and seconders who have extended their support to the BJP for the presidential election.

‘Oppn should announce candidate by June 21’

A day after the Centre’s talks with Opposition over the presidential candidate failed to yield a consensus, CPI(M) general secretary Sitaram Yechury said the Opposition should announce its candidate by June 21. “...The meeting with the government on Saturday was not fruitful as they had no names to offer,” Yechury said. The Opposition leaders claimed the government outreach was more of a Public Relations (PR) exercise to give the Opposition less time to field an appropriate candidate against the government’s nominee in the event of a contest.

In a set of directions issued to the states, the ECI has said that while “the ballot papers for use by elected members of both houses of Parliament shall be printed on green coloured paper, those for use by elected members of legislative assemblies shall be printed on pink coloured paper.” Ballot papers for Arunachal Pradesh, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, Meghalaya, Mizoram, Nagaland, Rajasthan, Uttarakhand, Uttar Pradesh and NCT of Delhi, which are to be printed in English and Hindi, will be printed here by the poll panel itself, while the states which are required to be printed in languages other than Hindi (and/or) English, will be printed in the respective states.

Development should be without favoritism: CNTC DIMAPUR, JUN 18 (NPN): Central Nagaland Tribes Council (CNTC) has appealed to the state government to develop the state in all uniformity and consistency without any favoritism or prejudice. CNTC media cell said the executive council body held a meeting with its three federating units, the newly elected teams of the Ao Senden and Sumi Hoho with the Lotha Hoho at Tourist Lodge Dimapur on June 17 wherein several issues concerning the state and the three districts in particular viz. Mokokchung, Wokha and Zunheboto, formerly known as the Mokokchung Elakha were discussed. It also reminded the legislators from CNTC tribes to recall the 2016 meeting at Tourist Lodge where they had assured to bring out some solution at the earliest on numerous issues beleaguering the three districts

such as Khelhoshe Polytechnic Asukhuto, Nagaland University Lumami campus, the abandoned Foothill Road and the cessation of work of the Doyang bridge at Liphayan Governor’s camp, BokajanMerapani highway taken up the NHIDC and the defunct Tuli Paper Mill. In this regard, CNTC has fervently appealed to its legislators to address the grievances with all promptness and sincerity and to keep their word. The meeting also resolved to form “fact- finding teams” of the tribal hohos and to bring out a report on the matters cited, and approach the government to find out a solution at the earliest for the betterment of the three districts, which had been plagued by infrastructural problems, mismanagement, financial crunch and lackadaisical attitude of the government.

Advani, Joshi keep cards close to their chest on Prez nominee

JP veterans LK Advani and MM Joshi refused to suggest any names for the NDA presidential candidate when senior ministers M Venkaiah Naidu and Rajnath Singh approached them for advice on Thursday. Sources close to the veterans told Hindustan Times they did not propose any name to the ministers and left it to the BJP leadership to take the call. Singh and Naidu had a closed door meeting, separately, with the two seniors on Friday. Prime Minister Narendra Modi is keeping BJP leaders and others guessing about his choice for the top post and he is likely to reveal it to key party leaders over the next couple of days. Advani (89) and Joshi (83) missed ministerial berths in 2014 when Narendra Modi decided not to induct any 75-plus leader in the union council of ministers. The two were seen as contenders for the post of the President and the Vice President, but not favourite of the current BJP leadership. The post of vice president falls vacant in August.

DIMAPUR, JUN 18 (NPN): ACAUT Nagaland held the view that NSCN (I-M) was responsible for newspaper reports that it was involved in halting works on the 4-lane road by threatening to “burn down all machineries belonging to the contractors.” “However, in all fair ness” ACAUT said it has decided to give a three-day ultimatum on NSCN( I-M) to respond to the following: (1) whether the NSCN (I-M) demanded tax from the contractors engaged in four –lane construction of the Asian Highway-1? If it was affirmative, then ACAUT asked whether it was the policy of the NSCN (I-M)” to stop all developmental works in Nagaland, pending final settlement of its peace talks with the GoI? (2) ACAUT asked NSCN (I-M) if its elements were involved in stopping the four-lane works? If it is in the affirmative, ACAUT asked what action NSCN (I-M) contemplated “against such rogue IM cadres?” ACAUT also asked whether NSCN (I-M) would expose “all these rogue elements with their complete identity and designations, so that people of Nagaland know who these antipeople are?” ACAUT has demanded that NSCN (I-M) give appropriate reply within three days and in case NSCN (I-M) failed to do so, then the automatic conclusion will be that NSCN (I-M) “does not want

GJM protest intensifies; Rajnath appeals for calm DARJEELING, JUN 18 (AGENCIES): A day after police and Gorkha Janmukti Morcha (GJM) workers fought pitched battle across the Darjeeling Hills and three GJM workers were killed in firing, thousands of protesters poured into the streets to observe ‘Black day’ to mourn the deaths and demand a separate state of Gorkhaland. Bodies of two of the three individuals killed on Saturday were brought to Chowkbazar in mortuary vans. From Delhi, Home Minister Rajnath Singh appealed for calm and peace in Darjeeling. “Nobody should resort to violence… Every issue can be resolved through mutual dialogue,” he tweeted. “In democracy like India resorting to violence would never help in finding

a solution. Every issue can be resolved through mutual dialogue,” Rajnath further said. GJM Sunday slammed the Modi government for ignoring the Gorkhaland crisis. They said they were disappointed with Centre’s role and questioned Darjeeling’s BJP MP SS Ahluwalia’s absence. The BJP MP has not visited the city once since the crisis broke out. Earlier in the day, thousands of GJM protesters today took out huge rallies to observe ‘black day’ in Darjeeling to protest the death of three its activists in police firing. The GJM activists marched with the coffins of the three activists who were allegedly shot dead in the police firing in Darjeeling’s Singmari on Saturday. In view of the protest

Nagaland people to enjoy fruits of development”. Further it said in case the problem persisted then ACAUT would be forced to appeal to appropriate authorities, with unpleasant consequences. ACAUT also requested both Maytas-Gayatri and NSCU not to stop their works under any circumstances but ensure that the life road for Nagas was not jeopardised. ACAUT also reminded the contractors that workmanship and quality should not be compromised at any cost. In addition, it has urged upon the state government not to “remain a mute spectator” and at the least, assure Naga public through a press release to the effect that works will not be affected. ACAUT reaffirmed a previous resolution with the Western Angami Public Organisation (WAPO) that no entity shall be allowed to disturb the four-lane construction for Asian Highway-I under any circumstances. ACAUT further called upon every citizen of Nagaland to safeguard and ensure that there would be no hindrance towards swift completion of the four-lane road. ACAUT also urged upon the Working Group of the 6 NNPGs to give a public undertaking to the people of Nagaland, that the four-lane work under AH-I Nagaland sector will not be disturbed by taxation demands under any circumstances.

Meghalaya landslide death toll rises to seven

march, the administration had deployed heavy security forces across the city and there were no reports of fresh clashes. In a fresh statement, GJM chief Bimal Gurung said that if police try to stop their movement, it will create trouble. “We will continue our movement, if police tries to stop us, it will create trouble,” Bimal Gurung said. The GJM announced an indefinite general strike from Monday in the hills encompassing Darjeeling and Kalimpong districts and the Dooars (foothills of the Himalayas covering stretches of Jalpaiguri and Alipurduar district) to oppose the government’s purported decision to make study of Bengali language compulsory in state-run schools and to press for a separate state of Gorkhaland.

Torrential rains a couple of days back triggered huge landslides in several parts of the state and damaged public properties. “The deaths toll has rose to seven following the recovery of the body of the missing woman from the debris on Sunday morning in Tharia area under Ri-Bhoi district,” State Disaster Response Force (SDRF) official Merinpole Sangma said On Saturday, SDRF personnel recovered five dead bodies and nine others were injured at

Tharia in the Umiam Industrial Unit after they were washed away by a massive landslide. The victims were mostly labourers of the Veneer Product Private Limited. ed to be ready early next month, the government said Sunday amid a parliamentarian being barred by do-

mestic airlines for allegedly creating ruckus. A revised Civil Aviation Requirement (CAR) is being finalised after receiving comments from the stakeholders. The civil aviation ministry has already come out with draft rules for a ‘national no-fly list’ of unruly passengers for all domestic carriers, under which the flying ban could extend from at least three months to an indefinite period. The CAR related to the no-fly list is expected to be notified in the first week of July, Civil Aviation Secretary R N Choubey told PTI. Lok Sabha member from TDP J C Diwakar Reddy is barred by major airlines from taking their flights following allegedly creating the ruckus at Vizag airport last week as he was denied boarding by IndiGo. Reddy belongs to the same party as that of Civil Aviation Minister Ashok Gajap-

athi Raju. This is the second incident involving a Lok Sabha member after Shiv Sena’s Ravindra Gaikwad was banned by carriers for some time after he had assaulted an Air India staffer a few months ago. As per the draft norms, the national no-fly list will include names of passengers identified as unruly after an inquiry by a committee constituted by a particular airline. A person identified as a threat by security agencies would also be included in this list. While the list is characterised as ‘national’ and would have data on disruptive passengers from all airlines, the ban recommended by the committee is not mandatory for all airlines to follow. The government had recommended three levels of unruly behaviours, each with a corresponding duration of flying ban.

No departure cards for passengers flying abroad Here is some good news for Indians flying abroad: A notification issued by the ministry of external affairs on June 14 seeks to discontinue the departure cards for Indian passengers at all international airports across the country. However, filling of departure cards will continue at rail, seaport and land immigration checkposts. A copy of the notification has been accessed by The Times of India. The move is aimed at making the immigration process a breeze-through experience for Indian passengers at the airports. Since a passenger’s credentials and travel details are now available in the system from other sources, there is no need for duplication,” sources in the immigration department told TOI.
