Govt rolls out second wave of FDI KEY HIGHLIGHTS

Will attract capital, create jobs: India Inc

NEW DELHI, JUN 20 (AGENCIES): Government on Monday launched a second wave of FDI reforms allowing 100 per cent inflows in civil aviation and food processing sectors while easing norms in defence and pharmaceuticals, steps apparently aimed at neutralising fallout of Raghuram Rajan’s decision to exit RBI. Launching the second set of sweeping reforms, Prime Minister Narendra Modi Monday said it makes India the most open economy in the world for FDI and would give boost to employment as part of efforts to transform the country. “Key reform decisions were taken at a high level meeting chaired by the PM, which makes India the most open economy in the world for FDI,” Modi said in a tweet. In a second tweet, he said the changes would provide a “major impetus to employment and job creation in India.” Government’s move to relax foreign direct investment (FDI) norms in sectors, including civil aviation, single-brand retail, defence and pharma, will help attract big investments and boost job creation, India Inc said on Monday. A significant change in local sourcing policy for singlebrand retail trading could now enable US-based Apple Inc

Ban on cancercausing additive in bread, other food NEW DELHI, JUN 20 (AGENCIES): Government of India on Monday banned use of potassium bromated as a food additive following a CSE study that found its presence in bread as causing cancer. The Food Safety Standards Authority of India (FSSAI), however, has referred potassium iodate -- also claimed to be carcinogenic used as a food additive -- to a scientific panel. “FSSAI has banned potassium bromate. A notification has been issued in this regard. As far as potassium iodate is concerned, it has been referred to a scientific panel,” FSSAI CEO Pawan Kumar Agarwal said. Last month, the regulator had recommended to the health ministry removal of potassium bromate from the list of permissible food additives after a study by the Centre for Science and Environment (CSE). The CSE study had found that 84 per cent of 38 commonly available brands of pre-packaged breads, including pav and buns, tested positive for potassium bromate and potassium iodate. These two food additives are banned in many countries and listed as “hazardous” for public health. According to CSE, potassium bromate typically increases dough strength, leads to higher rising and uniform finish to baked products while potassium iodate is a flour treatment agent.

* Upto 100% FDI in defence sector * Upto 74% FDI in brownfield pharmaceuticals under automatic route * 100% FDI in brownfield airport projects under automatic route * 100% FDI in civil aviation * FDI upto 49% in civil aviation under automatic route, beyond 49% through govt approval * Local sourcing norms for FDI in single brand retail for products having “state of art” and “cutting edge” technologies to open stores under today’s decisions which also cover broadcasting carriage services, private security agencies and animal husbandry. The major reform measures were decided at a highlevel meeting chaired by Prime Minister Narendra Modi, which was earlier said to have been planned for tomorrow. The stock markets also reacted positively to the news of FDI reforms even as they recovered from early morning plunge after talking-up by influential marketmen that helped counter Rexit (Rajan’s exit) jitters. Other sectors in which FDI norms have been relaxed include e-commerce in food products, broadcasting carriage

services, private security agencies and animal husbandry. Terming the simplification of policy framework governing investments in strategic sectors like defence and aviation as a “huge positive for the economy”, Ficci Secretary General A Didar Singh said, “The Modi administration through these moves has once again highlighted that reform is a continuous process in order to capitalise on the potential India offers.” In the defence sector, foreign investment beyond 49 per cent has been permitted through the approval route in cases resulting in access to modern technology in the country or for other reasons. The government has

done away with the clauses pertaining to the ‘state-of-theart’ technology. The decision to further liberalise the FDI set-up with the objective of “providing major impetus to employment and job creation in India” was taken at a meeting chaired by Prime Minister Narendra Modi on Monday. This is the second major reform overdrive in the FDI space after significant rules relaxations in November 2015. Briefing media, Commerce Minister Nir mala Sitharaman said the decisions would help in attracting more investments, creating jobs and making India the global manufacturing hub.

The Congress went on to say that the Foreign Direct Investment (FDI) reforms were a “panic reaction” with its spokesman Jairam Ramesh asserting it would not have come about had Raghuram Rajan not announced his decision on Saturday to exit RBI as Governor. The government, however, maintained the reforms initiative had nothing to do with Rajan’s decision. CPI(M) General Secretary Sitaram Yechury said the “dangerous part” is FDI in defence, noting there are very few countries where it is allowed in this sensitive sector. Opposing the major reforms, the Trinamool Congress said that in the name of ‘Make in India’ the Modi government is “breaking India”.The Swadeshi Jagran Manch, the RSS affiliate which has been criticising some economic policies of the Modi government, said the FDI reforms is not aimed at job creation. “It is aimed at snatching away jobs from Indian people. It will spell a death knell for local businessmen.” “Opening sectors like retail, defence and pharma to FDI and by relaxing norms is ‘betrayal’ of people of the country. In doing so, this government has not done good to the country in general and local businessmen in particular,” SJM’s national co-convener Ashwani Mahajan told PTI.

CGBU backs order on riverbed mining ban DIMAPUR, JUN 20 (NPN): Chakhroma GBs’ Union (CBGU) has described the order issued by DC Dimapur, which banned the use of heavy machinery for extraction of resources in Dhansiri and Chathe rivers, as “a much long felt need and a welcome step” and affirmed that it “wholeheartedly support” the ban. In a press release, CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan stated that “there were five major rivers that pass through the Chakhroma Angami traditional villages viz. Dzüza river (Zubza river), Dzümha river, Khuova river (Khopa nalla), Chathe river and Tamorü (Dhansiri river)”, besides other rivulets, adding that people depended on those rivers and their resources for their livelihood and sustenance. However, they said with introduction of heavy machineries, the riverbeds and resources therein were being destroyed beyond repair and many villages were being adversely affected. One of the most glaring immediate effect, CGBU said was that due to random excavation of riverbeds, the ground water level has reduced so much that most ring wells were now drying up by months of March and April every year and villagers were now facing acute shortage of water where there was once abundance of water. It said many farmers

who depended on those rivers for irrigation of their paddy fields were now abandoning their fields as riverbeds were excavated so deep that they were not in position to dig irrigation canals deep enough to reach water level in the river. CGBU said it was “deeply disturbed” that source of livelihood of the majority of “our people” i.e. agriculture, was being sacrificed and destroyed due to wanton exploitation of rivers by a few. It also expressed deep pain over drowning of so many children and losing precious lives after accidentally falling into deep pits left uncovered and unmarked by the miners. Observing all those factors, the CBGU opined that since rivers were “common properties” and as no private individuals have ownership of rivers as per Naga customs and traditions, it was the responsibility of every village situated near the rivers to ban such illegal activities and protect the river and its resources within their area. In this regard, the union appealed to all village councils to protect rivers and resources by banning illegal excavation of riverbeds the same way illegal hunting and fishing were banned. It also suggested that DC order banning riverbed mining should be made permanent instead of a few months and should be made to cover other rivers also.

China throws cold water on India’s NSG hopes Bullet train to connect Delhi-Varanasi in 2.4 hrs BEIJING, JUN 20 (IANS): In a blow to India’s NSG hopes, China said on Monday that the Nuclear Suppliers Group (NSG) was still divided over admitting the country and that New Delhi’s application for membership was not on the agenda of the plenary of the 48-member bloc in Seoul later this week. B e i j i n g ’s s t a t e m e n t comes a day after India’s External Affairs Minister Sushma Swaraj exuded confidence in getting China’s support for membership at the NSG - the global nuclear trade regulatory body. “The Nuclear Suppliers Group (NSG) is still divided about non-NPT (Nuclear Non-Proliferation Treaty) countries entry into the NSG and under the current circumstances we hope that NSG will make thorough discussions to make a decision based on consultation,” Hua Chunying, spokesperson for China’s Foreign Ministry, told the media here. “The inclusion of non-NPT members has never been a topic on the agenda of NPT meetings. In Seoul this

year there is no such topic,” Hua said. The NSG, which controls global nuclear trade, is to hold an important plenary June 23-24 in Seoul when the membership application of India, along with Pakistan, were scheduled to be taken up. On Sunday, Swaraj said China “is not opposed to India’s entry” into the NSG but was “only talking about the criteria procedures” to New Delhi’s entry to the nuclear grouping. China has been opposed to India’s membership to the bloc on the grounds that it is not a signatory to the Nuclear Non-Proliferation Treaty (NPT). Beijing has also said if New Delhi is admitted, then so should Islamabad, its allweather ally, be given admission to the elite bloc. India, which finds the NPT discriminatory in nature, has been backed by the US, Switzerland, Mexico, Italy, Russia and Britain. However, some member countries like New Zealand, and South Africa have been opposing India’s entry. Consensus among all

member countries is essential to allow a new entrant. On Sunday, Sushma also said India “will not oppose entry of any other country. What we want is all the applications are decided on their own merits”. Sushma Swaraj’s remarks came close on the heels of Foreign Secretary S. Jaishankar’s unannounced trip to Beijing last week to discuss India’s NSG bid with Chinese government. President Pranab Mukherjee had also been to China in the last week of May when he had taken up the issue with the top Chinese leadership. The Chinese media has said that India’s entry to the NSG will “shake the strategic balance in South Asia and even cast a cloud over peace and stability in the entire AsiaPacific region”. The state-run Global Times daily in an opinion piece this week said that China could support India’s inclusion to the elite nuclear club if New Delhi “played by the rules”.

NEW DELHI, JUN 20 (AGENCIES): The second bullet train after the MumbaiAhmedabad corridor will run from Delhi to Varanasi, a distance of 782 km, and could complete the journey in just two hours and 40 minutes. The project connecting the capital to the pilgrimage city, which is also PM Modi’s

Lok Sabha constituency, while passing through Lucknow has been fast-tracked ahead of the UP polls next year. Though it will be a while before the service rolls out, the DelhiVaranasi stretch — part of the Delhi-Kolkata corridor — has been accorded topmost priority for the railways after the national transporter acceler-

ated the Mumbai-Ahmedabad stretch by tying up funds with Japan and setting up of the High Speed Rail Corporation. Fast-tracking of the stretch seems to be part of the Modi regime’s strategy to project a pro-development image ahead of UP polls. The Delhi-Varanasi stretch will pass through Aligarh, Agra, Kanpur, Lucknow and Sultanpur. An official said the interim report by a Spanish firm, which is conducting feasibility study of the high-speed rail corridor, was discussed by the Railway Board and the firm is likely to submit its final report in November. As per the report, the travel time between Delhi and Lucknow (506 km) is likely to be 1 hour 45 minutes while travel between Delhi to Kolkata (1,513 km) will take 4 hours 56 minutes. The preliminary cost, without rolling stock, being worked out is estimated to be about Rs 43,000 crore for the Delhi-Varanasi stretch and around Rs 84,000 crore for the entire Delhi-Kolkata corridor.
