18-pt agreement inked for clean polls

KOHIMA, JUN 22 (NPN): Seven political parties in Nagaland-- NPF, NPCC, BJP, JD (U), DPP, NC, and AAP on Thursday, signed an 18point agreement with the Nagaland Baptist Church Council (NBCC) and ‘Clean Election Campaign’ (CEC) at NBCC’s Platinum hall Kohima. The signatories included presidents of various parties- NPF, Dr. Shürhozelie Liezietsu (represented by Apong Pongener); NPCC, Kewekhape Therie ( represented by GK Zhimomi); BJP, Visasolie Lhoungu ( represented by Dr. M Chuba Ao); Nagaland Congress, Nillo Rengma ( represented by Z. Lohe); AAP, Dr. Amos Lkr ( represented by Rukhie Tuonuo); DPP, Chingwang Konyak ( represented by Dr. Chumben Murry) and JD-U , Y. Rhekhum. NBCC was represented by Rev. BJP set to sweep KAAC election Correspondent

Diphu, Jun 22: Ruling BJP in Assam is all set to sweep the Karbi Anglong Autonomous Council (KAAC) election 2017. Till Thursday, BJP has won 16 out of the 26 seats. Till the filing of this report, BJP was maintaining an upward trend in seven seats. Two independent candidates won from East and West Karbi Anglong defeating seating BJP Members of Autonomous Council. Both Congress and AGP failed to open their account while regional force-- Hills State Demand Council also failed to open account. Congress tasted bitter defeat in all 26 segments in term of vote share. Meanwhile, the BJP party has decided to hold a meeting at Diphu on Friday to discuss on electing the leader of the party to head the autonomous council. It is expected that the newly elected members would form the Executive committee and complete the process of distributing portfolios within next week. Meanwhile, Diphu MLA Sum Ronghang has expressed gratitude to the voters of Karbi Anglong for resting their faith on BJP.

The signatories affirmed the fact that NBCC and political parties should work together in addressing the evils of elections. Therefore, to realize the objectives of the CEC guidelines, the political parties in Nagaland along with NBCC agreed to follow and practice the following principles, signed before God on June 22, 2017 at NBCC headquarters, Kohima: 1. Shall not buy votes with money. 2. Shall not insist/force Clan, Khel, Village, and

family to declare support for a particular candidate. 3. Shall not bribe the voters with money or materials. 4. Shall not distribute party money or provide party-based development work during election time. 5. Shall not distribute alcohol, drugs, or other intoxicants to voters. 6. Shall not set up camps in colony/khel/village/town. 7. Shall not put up flags and posters on an individual household except in party office and house of the candidate. 8. Shall not provide feasting, picnic, or go for procession. 9. Shall not use force,

intimidation and undue influence to the voters. 10. Shall not use the support of underground/ NPGs for threatening voters. 11. Shall have a clear and realistic manifesto. 12. Shall avoid house to house campaign. 13. Shall discipline the party workers and educate them with CEC instructed by the NBCC. 14. Shall not use/ spread false propaganda for personal gain. 15. Shall not be involved in booth capturing and any other activities which are unbecoming of any political party. 16. Shall deliver peace, justice, and development for

our people. 17. Shall participate in the Common Platforms organized by the Clean Election Committee. 18. Shall support NBCC-CEC Guidelines in letter and spirit, and cooperate with all the initiatives of Association level CEC-Core Committee. The signatories also acknowledged that the CEC initiated by NBCC aims to inculcate Christian values and principles into the democratic processes of the State. CEC plays an important role in awakening the conscience of the Naga people and helps them to see election as a moral and spiritual issue. In order to eradicate corruption in a so called Christian dominated society, election malpractices is one major area that need to be cleaned, the signatories stated. Earlier, in his keynote address NBCC president and convener CEC, Rev. Dr. Mar Atsongchanger said that with the changing time, one’s right and freedom were also shrinking day by day and challenged the gathering whether “we are really serious about the rights and liberties of the people.”

Congress-led opposition names Meira Kumar as Prez nominee

NEW DELHI, JUN 22 (AGENCIES): On behalf of opposition parties, Congress president Sonia Gandhi on Thursday announced former Lok Sabha speaker Meira Kumar as their presidential candidate. Kumar, a fivetime Member of Parliament, was elected unopposed as the first woman Speaker of Lok Sabha and served from 2009 to 2014. She is a lawyer and a former diplomat. This decision was taken in a crucial meeting of opposition parties which was attended by leaders of 17 parties. Prominent among those who attended the meeting held in the Parliament House Library were Congress president Sonia Gandhi, former PM Manmohan Singh and senior party leaders Ghulam Nabi Azad, Mallikarjun Kharge and Ahmed Patel, besides NCP’s Sharad Pawar and RJD’s Lalu Prasad. DIMAPUR, JUN 22 (NPN): Nagaland Contractors’ & Suppliers’ Union (NCSU) on Thursday informed that the issue in connection with the 4-lane road project work with the NSCN (I-M) was resolved on June 21. A press note issued by NCSU vice president, K.L. Setuo Rutsa and secretary Hoshito Assumi said that the NSCN (I-M) home minister called the NCSU officials for a meeting on June 21. During the meeting, the issue was thoroughly deliberated “for communication gap and misunderstanding between the two parties and amicably settled among ourselves.” In this regard, NCSU has informed that the 4-lane project work has been resumed from June 22.

DIMAPUR, JUN 22 (NPN): In a startling revelation, the State Power department has come out with a list of 100 defaulting government departments and PSUs who have failed to pay the electricity bills to the tune of Rs. 95597416 crore. According to the Engineer-in Chief (Power), Er. G. Chishi the highest amount of Rs. 11605908 was to be paid by Diphupar PS under Police department till October 2016 followed by Agri department’s Marcofed office, Dimapur (Rs. 9098758), Education department rest house Dimapur (Rs. 8790753), Development Authority, NIDC (Rs. 3163725) and Water pump house Kohima, PHE department (Rs. 3097983). Most of the defaulting offices are located in Dimapur and Kohima.

DIMAPUR, JUN 22 (NPN): Reacting to the statement of NPF president and chief minister, Dr. Shürhozelie Liezietsu “to support the candidature of BJP-RSS candidate for the Presidential election”, NPCC through its media cell said it was “unfortunate” that the NPF had hurriedly decided to support the BJP nominee. By doing so, NPCC said the regional identity of NPF has been given a final burial and that it was now the “full fledged proxy party for BJPRSS” in Nagaland. “Our belief, culture and way of life have been greatly compromised in the name of garnering benefits of development and good governance which is still a farfetched dream,” NPCC stated. NPCC said the NPF- BJP alliance was without any principles but based solely on petty benefits. Despite BJP calling “NPF 200% corrupt” and in return NPF calling BJP “anti-Christian party”, NPCC said they both continued to sail together in a rotten boat. With regard to election for the next president of India, NPCC said it would clearly define as to which side of the divide a political party would stand-- on two competing ideas of India. met the spiritual guru, Sri Sri Ravi Shankar, founder of the Art of Living (AoL) in New Delhi. In a press note, GPRN/NSCN MIP said Sri Sri Ravi Shankar, who is also the founder of institutions such as Geneva based International Association for Human Values and World Forum for Ethics in Business, was well versed with the Indo-Naga political issue. MIP said Sri Sri stressed that political problems exist because of erroneous perception of history, culture, forcing differences of opinions, ideologies and wrong approach towards resolving issues. MIP said Sri Sri was of the opinion that resolving the protracted Indo-Naga issue required sincerity from both Government of India and Nagas. He encouraged the Nagas to be practical and pragmatic in their approach and that unity of body, mind and spirit was important. Stating that the country was at a crossroads since the established idea of India was being challenged by the new idea of India labelled in Hindutva package, NPCC said every election, in this backdrop, would turn into a battlefield for these two competing ideas of India. Maintaining that the ongoing presidential poll was no exception, NPCC said NPF under Dr. Shurhozelie had readily embraced the new idea of India which had nothing to offer our people except infringing on our rights and curtailing our liberties with each passing day.

NEW DELHI, JUN 22 (NPN): Union Minister for Environment, Forest and Climate Change, Dr. Harsh Vardhan on Thursday warned that the government has taken serious note of illegal trade of animal parts and other wildlife crimes, saying such criminals will not be spared at any cost. It may be mentioned that illegal trade in parts of wildlife can result in imprisonment from three to seven years and a fine of Rs. 10,000 for the first offence and imprisonment, of not less than three years extendable to seven years and a fine of Rs. 25,000 for any subsequent offence. He said trading in wildlife articles was the third largest trade in the world.

Centre introduces software to catch ‘corrupt’ officers NEW DELHI, Jun 22 (Agencies): Seeking to cut delays and introduce transparency in departmental proceedings against bureaucrats for alleged corruption, the government on Thursday introduced an online software that will record all processes online and use cloud-based technology to provide an interface among all stakeholders. Minister of State for Personnel Jitendra Singh said the new system will expedite the departmental proceedings, thus ensuring that corrupt officers are brought to justice without delay even as the honest ones are spared undue harrassment and intimidation. The portal will initially be adopted in respect of IAS officers posted at the Centre but subsequently be extended to all All India Services officers as

well as Group A employees serving in the Central government. A DoPT release said the system will also involve the state governments in the later phases by covering All India Services officers serving in the states. The online system envisages use of cloud-based technology and provides interface to different stakeholders like the administrative ministry initiating the departmental inquiry, the cadre controlling authority, charged officer, inquiry officer, etc through separate modules. All documents required for the conduct of the inquiry will be stored online and authenticated through digital signature/e-signature. Further, all communication between the different stakeholders will be through the system with provision for email and SMS alerts.

The software also provides status of all pending cases on real time basis along with alerts for adhering to the timeframes indicated in the rule. The government had recently amended the All India Services (Discipline & Appeal) Rules to fix time-frames for completion of departmental inquiry (six months), filing of reply by the charged officer to the chargesheet and advice of UPSC. MoS Singh on Thursday said the system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online system for monitoring of disciplinary proceedings will make the whole system transparent and cut delay, he said adding that it K Y M C
