Deadlock to India’s NSG bid
TASHKENT/SEOUL, JUN 23 (PTI): Prime Minister Narendra Modi today urged China to support India’s NSG bid, but there was no breakthrough on the issue at the meeting of the 48-nation grouping in the face of stiff Chinese-led opposition. As Modi and the powerful Chinese President Xi Jinping met in Tashkent, some 5000 km away in the South Korean capital, India’s case, although not on the formal agenda, came up at a special post-dinner meeting of NSG members, who remained divided over India’s entry because it is not a signatory to NPT. Besides China, which has been publically vocal in its opposition to India’s membership, it is understood that countries like Turkey, Austria, New Zealand, Ireland and Brazil took the stand that no exception can be made in the case of India. Clearly, Modi’s urgings had not changed the Chinese position, but what transpires tomorrow, the final day of the two-day plenary, remains to be seen. Although admission of members like India which are not signatories to the Nuclear non-Proliferation Treaty (NPT) is not on the agenda, Japan and some other countries are understood to have raised the matter in the opening session which led to the matter being taken up at
Antibodies found that ‘neutralise’ Zika virus PARIS, JUN 23 (AFP): European scientists announced today they had discovered antibodies which attack Zika, a step they hope will pave the way for a protective vaccine against the brain-damaging virus. The antibodies -- frontline soldiers in the immune system -- “efficiently neutralise” Zika in human cells in lab dishes, and are also effective against its cousin virus dengue, the team reported. The discovery “could lead to the development of a universal vaccine” against both diseases, they hoped. The Zika-zapping molecules were obtained from people who had previously been infected with dengue and whose immune systems had produced antibodies to fight that disease.

Dimapur, Jun 23 (NPN): Unidentified miscreants in a Mahindra Scorpio fired a shot in the air near the gate of Nagaland Post at Link Road(Nepali Basti) Thursday at around 9.02 p.m. Security staff of Nagaland Post rushed but the Scorpio, which had entered Link Road from Metro Hospital side, sped away towards Midland side. A complaint was lodged with police over the incident, which happened to be the first such in the vicinity. Police is expected to seriously probe any threat angle in the light of some complaints reported earlier. The two leaders are in Tashkent for the Shanghai Cooperation Organisation (SCO) Summit. The line take by Modi was that New Delhi’s case should be judged on its own merits and that China should
contribute to an emerging consensus in Seoul. That there was no immediate commitment by Xi was indicated by External Affairs Ministry Spokesperson Vikas Swarup who refused to comment saying, “You know, it is a complex and delicate process. We are waiting (to see) what kind of news comes from Seoul. I will not make any more comment on this.” An indicator of the importance attached by India to the membership of the elite Nuclear Suppliers Group (NSG), which will enable it to trade in nuclear technology, is the fact that the Modi-Xi meeting was dominated by this topic. Asked if India talked about the need to delink India and Pakistan’s NSG membership bids, he said, “... You have heard what Prime Minister told Xi Jinping that China must make a fair and objective assessment of India’s application on its own merits and China should join the emerging consensus in Seoul.” Later, when asked at a press conference about Xi’s response to Modi’s request, a top Chinese official refused to comment. China has been unrelenting in its opposition, harping on the need to have a criteria for non-NPT countries like India and clubbing India’s case with that of Pakistan for which it is batting.

Governor launches women helpline DIMAPUR, JUN 23 (NPN): Describing women as the living force behind human race, Nagaland and Assam governor, P.B Acharya, on Thursday asserted that the society was witnessing women who were marching ahead in every field. Governor said this at the launch of women helpline- 181 and inauguration of Sakhi - One Stop Centre (OSC), a Centrally Sponsored Scheme, at the premises of District Hospital Dimapur. The OSC is intended to support women affected by violence, in private and public spaces, within the family, community and at the workplace. According to an official bulletin, the governor highlighted on the various roles played by women as home makers, guardians of children and the hard work put in by them in every field. “Yet despite all these, sometimes women are taken for granted and not looked at as human beings due to greed for money and entertainment and we should change this mindset with all seriousness”, Acharya said. Observing that domestic violence was committed by one’s own nearest and dearest people, the governor reminded the gathering that “women are our own mothers, our sisters and our daughters.” The governor expressed optimism that problems of distressed women would be addressed through this project. Nagaland minister of social welfare and parliamentary affairs, Kiyaneilie Peseyie, who also spoke at the function, appealed to the people to extend their cooperation for strengthening the security of women. “Let us all join hands to bring unity, peace and prosperity in our land”, he maintained. Also, speaking at the function, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, termed as “relevant and timely” the launching of women project. He said that violence against women needed to be addressed with urgency as a social concern. “The real test of the project will be seen when services are provided to the women in need to achieve the commitment”, he opined. DC Dimapur assured to render all support to ensure success of the project. Nagaland State Commission for Women (NSCW) chairperson, Dr. Temsula Ao, said violence against women
was escalating and felt the need for introspection. Congratulating the social welfare department for launching the much needed helpline, NSCW chairperson questioned, “Why do we even need such centres?” and added that “we have to consider and question ourselves as the biggest threats are from within.” She further congratulated the stakeholders for completing the project and expressed hope that the centre proves to encourage women to find justice for themselves. At the programme, Lino Awomi enthralled the gathering with a special number. Social welfare secretary, Dellirose M. Sakhrie delivered the keynote address, while State Resource Centre for Women, Nagaland, mission director Daisy Mezhur delivered welcome note. NEDA seeks more funds for region from PM Rally in Longleng over polytechnic site DIMAPUR, JUN 23 (NPN): Pointing out that the annual fund allocation of the region had been stagnant at Rs 800 crore, the North East Democratic Alliance (NEDA) has appealed to the Prime Minister to institutionalise budgetary provisions so that 10% of the funds of the Non Lapsable Central Pool of Resources (NLCPR) was mandatorily deposited with the Ministry of DoNER. Recently formed political coalition, NEDA has submitted a memorandum to the Prime Minister, in which they stated: “What we require today is greater empowerment of the Ministry of DoNER and the NEC to serve as effective vehicle for transferring resources and capacities to the Northeastern States.” The “Memorandum of Request” was jointly signed by Nagaland chief minister T.R. DIMAPUR, JUN 23 (NPN): Five Naga tribal organisations – Phom People’s Council (PPC), Sumi Hoho (SH), Chakhesang Public Organisation (CPO), Ao Senden and Konyak Union (KU), have on Thursday submitted a joint memorandum to the Prime Minister of India, through Nagaland governor P.B. Acharya, seeking resumption of the abandoned Special Accelerated Road Development Programme for North East (SARDP-NE) project in the state. The memorandum was handed over to the governor at the Circuit House, here by PPC president H.Leisha Phom, SH president Toniho Yeptho, CPO president Kekhwengulo Lea, Ao Senden president Imolemba Jamir and KU president Manlip Konyak. While receiving the memorandum, the governor said the government wanted to help and finish the project, however, he added that there was too much corruption in the system.
He said that the people should raise their voices to curb corruption in the state. Asserting that “money is generously coming to the state,” Acharya, however, said the greed for money and corruption has been preventing development in the state. Expressing his concern at the hardship faced by the people of the affected districts, the governor assured the team that he would take a strong step to ensure that the work resumed. The governor also told the team that he would forward the memorandum to the Prime Minister immediately. In the joint memorandum, the five tribal bodies highlighted about the state and how state and its people were fully dependent on the central government assistance for development and maintenance of the road connectivity in the state. They also highlighted how the SARDP-NE project for construction of two lane roads from (1) Mon-TamluMerangkong, (2) Longleng-
Changtongya, (3) Phek-Pfutsero and (4) ChakhabamaZunheboto for a total length of 329 kms was sanctioned by Ministry of Road Transport and Highways (MoRT&H) and work was allotted to a Hyderabad-based company-Maytas-Gayatri (JV). The memorandum stated that construction work (earth cutting) was going on in full swing, but came to an abrupt stand-still from June 2012 on the pretext of non-approval of Revised Estimate (RE) by MoRT&H. As the project was abandoned, they said it ultimately led to blocking the lifeline for five districts which in turn had affected the innocent public. Despite submitting numerous representations at regular intervals, the five tribal bodies lamented the authorities had given a deaf ear without any justification. The memorandum also highlighted how the affected parties filed a Public Interest Litigation (PIL) and how the court disposed the PIL by judgment order dated October 13,
2015 with specific directions to the respondent to do the needful within a month’s time. However, the organisation said till date there was no development and the public were continuously facing untold miseries and hardships, which, they insisted should not be ignored in a welfare state. The signatories said they failed to comprehend as to why the government of India was “giving step-motherly treatment to the people of Nagaland”, adding that the action of the government was sheer denial of democratic ethos, defeating the very essence of Democracy, “Government of the people, by the people and for the people.” “It is a clear case of discrimination to the innocent public that are victimized at the hands of government authorities who were/are nominated, elected and appointed by the people in the interest of public,” the memorandum said. Maintaining that the then government had not considered the pleas and hardships of “our people”, the organisa-
tions, however, stated that the people have high hopes and expectations that “your esteem governance will definitely acknowledge and hear the prayers of the innocent people of Nagaland.” Due to inordinate delay, the signatories said the grievances of general public were being published almost every day in the media coupled with agitations, submission of time bound ultimatum and declaring bandh at regular intervals. The organisations pointed out such untoward incidents could be resolved only by resuming the construction of the road project, which, they said, would be possible only by sanctioning the Revised Estimates (RE) that was still pending in the ministry (MoRT&H). In the light of the facts and circumstances, the organisations cautioned that if the matter was not attended immediately, they would be “compelled to take our own course of action and in such eventuality the government shall be held solely responsible.”

DIMAPUR: Accountant General (AG) has informed all retired state government officers/officials that pension and GPF final payment cases settled up to the month of May 2016 have been uploaded on the AG Nagaland website- www.agnagaland. gov. The AG has asked pensioners to log on the website and click “felicitation” and “pension or GPF felicitation” or directly click on “click here to view list of settled pension /GPF final payment cases”. The list has been displayed at public relation cell and can be viewed on any working days during office hours, added AG. AG (A&E) has also requested all pensioners to record their mobile numbers in the pension documents to enable the department to intimate them on the progress of their pension cases through SMSs. It informed that the SMSs would be trigge r e d t h r o u g h p e n s i o n database SMS gateway no.9402739265. However, since the number is integrated with the system, pensioners have been requested
not to call the number but to note it down as all SMSs would be initiated through the number. The AG has also informed that SMSs would be sent when confirmation on the pension case was received, when the case was sent back to the department due to observation/objections, and on completion of pension case. UAWS condemns attempted rape
DIMAPUR: Upper Ag ri Women’s Society (UAWS) has vehemently condemned the attempted rape of a minor girl allegedly by one Dilip Pradhan, a retired government servant on May 31, 2016. In a press release, UAWS president Achü.M.Dzüvichü and general secretary Shetoli Tungoe stated that such acts of malafide intent did not have a place in a civilized society. “It is even more shocking that the shameful act was committed to a minor by a person old enough to be a grandfather!”, they said. Stating that “our children” deserved to grow in a society without fear and “our women” with dignity, the UAWS appealed to “all right thinking citizens” to condemn the act. It also fervently appealed to the law enforcing agencies to dis-
pense with speedy justice. The society has extended its “unflinching support’ to the victim and family members and also prayed that such incidents that damaged society were done away for good. Meanwhile, UAWS has stated that the accused would no longer be granted residency in the colony and anyone who provided him shelter would be doing so at their own risk. It also requested colony residents hailing from outside to cooperate with the efforts of the local bodies to maintain a safe social atmosphere for all. It further stated that non cooperation was a hindrance to justice and the society would not be responsible in future for those who preferred to remain outside the norms of the colony guidelines.

national Yoga Day. “Yoga is a scientific way of life inherited by us from ancient times and doing yoga daily brings good health as well as better mental strength and help us to lead a balanced life,” the Governor said. He also praised Patanjali Yog Samiti and Bharat Swabhiman Trust for taking the initiative in propagating awareness about yoga among the people. The governor also gave away awards to outstanding
yoga teachers and founders of Patanjali Yog Samiti Dimapur. He also took part in the yoga exercise along with participants from across Dimapur. President, Naga Council Dimapur, T. Bangerloba also addressed the gathering. Earlier, welcome address was given by Ramesh Agarwal of Bharat Swabhiman Trust. MTLT demands restoration of transformer
DIMAPUR: Mokokchung Town Lanur Telongjem (MTLT) has asked power department to speed up the process of power restoration in Mongsenbai ward under Mokokchung district with “high urgency”. In a press release, MTLT media cell said Mongsenbai ward under Mokokchung district has been without power for the last two weeks due to the malfunctioning of the transformer alloted for Mongsenbai ward. Keeping in mind the hardship faced by the mass and especially those whose businesses depend on the promptness of the power supply, MTLT media cell has asked the power department to speed up the process of power restoration. It stated that transformer which had been sent to Dimapur be repaired on a “war footing basis” to bring back normalcy and convenience for the residents of Mongsenbai ward. According to DIPR report, the guest house was constructed by the contribution of the seven elected members of the Tuensang District which was initiated by the district administration and supervised by the CAWD Tuensang. After the inauguration, Kejong along with the district officers planted tree saplings around the guest house to commemorate the inauguration.

constructed the houses allegedly encroaching beyond the river towards lands belonging to Khabung Karong village around three weeks ago. Alleging that the land where the houses constructed belongs to Maram Khunou, the villagers have been asking to stop the construction immediately. As the construction continued despite repeated reminders, a group of Khabung Karong villagers rose up and dismantled the under construction houses early today morning, around 3.30 am. While they were dismantling the structures, villagers of Maram Khunou came out and opened fire at the rival villagers, injuring seven of them. The clash that erupted out the gun firing continued till a combined team of police and 35AR personnel who rushed to the spot intervened. The situation has now been brought under control. However, as tension was running high, district authority has detained armed police personnel in and around the disputed area preventing entry of any villager at the disputed site. An official source said that tension between the two villages was prevailing since the last week of May and prohibitory order under section 144 Cr PC 1973 was being imposed at the disputed site since May 30 last by the Senapati district magistrate.

Meghalaya sent bread samples to Laboratory
Correspondent SHILLONG, JUN 23: Food Safety Officers in Meghalaya have collected samples of bread from various bakery units across the state to ascertain presence of carcinogenic compounds in bread. “We have already sent the bread samples to the Assam Public Health Laboratory on Wednesday if they contain any hazardous chemicals like potassium bromate and iodate,” Health and Family Welfare Minister, Alexander Hek told journalists. However, he said that the government is yet to receive the reports from the laboratory. “In case, the samples fails to comply with the provisions of the food safety and standards Act, and is reported to contain such additives, necessary actions as per the provisions of the Act shall be initiated,” Hek said. On Monday, the Food Safety and Standards Authority of India’s (FSSAI) has banned the use of potassium bromate as an additive in food products. Potassium bromate is known to be a category 2B carcinogen and is already banned in Britain, the European Union, Australia, Canada and Sri Lanka, among others.
“After discussions, it was agreed to extend suspension of operations for a period of six months up to December 31, 2016,” a Home Ministry official said. The NDFB(P) has been under peace pact with the government for the last few years after laying down arms to find a lasting solution to their demands. Another faction of the group, NDFB (S), however, continues to indulge in subversive activities.

AGARTALA, JUN 23 (PTI): Rescuing trafficked children, arresting thieves and drug users and recovery of stolen goods goes to the credit of the Railway Protection force of N.F. Railway last month, official sources said on Thursday. Pranav Jyoti Sharma, Chief Public Relation Officer of N.F Railway said, “As many as 44 children were rescued from trains and stations and handed over to respective parents / guardians or local NGOs. Two persons, one male and other female, were arrested by RPF for being woman traffickers while trying to traffic minor girls by train in the month of May”. Sharma in a press statement said last month RPF arrested 25 persons for being involved in theft cases and recovered stolen property worth Rs. 74,300.00. Altoghether 49 persons were also apprehended for stopping trains by pulling Alarm Chain and prosecuted under section 141 of the Railway Act. Five persons were also apprehended for being involved in touting activities while conducting raid and search against touting activities from different places and booked. In all 62 persons were apprehended by RPF for unauthorised entry into the ladies compartment and prosecuted under section 162 of Railway Act. Two criminals who used to drug innocent railway passenger and loot their belongings were also apprehended and prosecuted. Eight persons were arrested by RPF with recovery of contraband goods worth Rs. 4, 61,000/- during the month.

SHILLONG, JUN 23: Meghalaya Chief minister Mukul Sangma on Wednesday asked the ruling BJP to get out of the euphoria (elections) and talk about development. “No need for the BJP to be in euphoria. India denies training North Korean experts in ballistic tech
NEW DELHI, JUN 23 (IANS): India on Thursday strongly denied allegations in the media that a research centre in Dehradun may have violated UN sanctions by training North Korean experts who went on to occupy important positions in secretive military programmes of the reclusive communist nation. The allegations came up in an Al Jazeera article, citing a UN Security Council report, that the Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP) has trained at least 30 North Koreans in the last nearly 20 years of its existence. The trained North Koreans included “Paek Chang-Ho, who was designated for his role in the launch of the Unha-3 rocket” on December 12, 2012, according to the UN Security Council report of FebruaryMarch 2016. Currently, the centre has two students from that country studying there, the UN report said. One of them is affiliated with North Korea’s National Aerospace Development Administration, which plays a key role in the country’s nuclear development programme. But India denied that the institute conducted courses that
could help North Koreans in training or transferring nuclearrelated, ballistic missile-related or other weapons of mass destruction-related programmes as alleged in the Al Jazeera article. “We have come across the article. The insinuation in the article regarding India’s assistance to North Korea’s UN proscribed activities is baseless and without any merit,” External Affairs Ministry spokesperson Vikas Swarup said in a statement. The UN report said one of the courses offered instructions that “could be directly relevant” to “designing and testing a launch vehicle using ballistic missile technology, such as those on launch vehicles, attitude control, and telemetry, tracking, command and data-handling systems”. Swarup said the UN report was result of “subjective” and “limited understanding” of the experts “who have authored it”. “India has made its position clear in this regard to the UN Security Council. The topics covered in the courses offered by CSSTEAP are very general and cover basic principles in the respective areas,” the spokesperson said. The UN-sponsored centre was established in 1995 to
ensure that “no country in the region will have to look abroad for expertise in space science and technology application”. The UN report said the courses offered by the centre were not deliberately designed to assist ballistic missile development but the expert panel’s assessment “is that certain modules or sub-modules constitute specialised training that could be used by (North) Korea in its prohibited activities. “Participation in the space and atmospheric science and global navigation satellite systems courses is a ballistic missile-related activity prohibited” under UN resolutions to impose sanctions against North Korea. Refuting the contention in the UN report, Swarup said: “We believe that these courses are unlikely to contribute in any way to a violation of the various UN sanctions” against North Korea. He said a representative of the UN Office for Outer Space Affairs (UN-OOSA) is a permanent observer on the governing board of the institute and its advisory committee, which evaluates and reviews the course curriculum and criterion for the selection of candidates, is also chaired by the director of UN-OOSA.

Truck carrying carcasses of cows set afire MATHURA, JUN 23 (PTI): A truck was set ablaze and the National Highway 2 was blocked today by residents of Chaumuhan area here after the vehicle was found carrying carcasses of 30 cows, police said. The trouble started when the residents noticed blood spilling out of the truck, which was parked at the outskirts of Chaumuha. When they removed the plastic cover from the vehicle, they found it full of dead cows, police said. “A total of 30 cows were found dead in the truck,” SDM Chatta, Vishwa Bhusan Mishra said. The angry villagers then set the truck on fire and blocked the National Highway, police said. The negotiations were on between the residents and the police even as the villagers demanded the arrest of the culprits. Deputy SP Chatta, Peeyush Kumar, Dy SP Mathura, Chakrapani Tripathi along with Mishra, have rushed to the spot with heavy police force, police added. In a late night development, Mishra said that the blockade has been lifted. The blockade was lifted after we assured the protesters that National Security Act will be slapped on the culprits, he added.
AAP wants Lt Gov’s arrest over officer’s murder NEW DELHI, JUN 23 (PTI): The relations between Najeeb Jung and Delhi’s ruling AAP today hit a new low with the latter demanding the arrest of the Lt Governor over his alleged role in the murder of an NDMC official and a state assembly panel saying he would be summoned for “questioning” in five scam cases. The Aam Aadmi Party escalated its confrontation with Jung over the recent murder of NDMC officer M M Khan, allegedly at a hotelier’s bidding, after he refused to accept a bribe to extend the lease of his establishment. “His (Jung’s) role is suspicious in the case. Why had he written to NDMC seeking action against Khan? We demand that the LG be arrested and sacked from his position,” AAP’s Delhi Unit Convener Dileep Pandey told a press conference. “We also demand that the Delhi police stop reporting to the LG and report to Ministry of Home Affairs,” he added. It has come to light that a day after Khan was murdered for allegedly refusing to take bribe from Delhi hotelier Ramesh Kakkar, Jung’s office had purportedly sent Kakkar’s petition against Khan to NDMC asking for “action as per law”. summoned by the nine-member committee whose all members are Aam Aadmi Party MLAs. “At a meeting of Petitions Committee, we have decided to summon the LG, Meena and investigating officers for questioning. We will also seek legal opinion from the Standing Counsel to proceed in the matter,” Birla told reporters. She said the issue was serious as two former Union Ministers and a prominent industrialist were involved in the cases. She alleged the Lt Government and ACB adopted an “indifferent attitude” in getting the cases probed. The development came a day after AAP MLAs Somnath Bharti and Rajendra Pal Gautam submitted their complaints in connection with the five cases to assembly Speaker Ram Niwas Goel, demanding action against Jung and Meena. Yesterday, 12 AAP MLAs had gone to the LG’s official residence demanding registration of an FIR against Jung and Meena without a formal appointment. They later claimed that LG “refused” to meet them. The LG Secretariat, however, said Jung’s schedule for the day had already been prepared and that procedures had to be followed for seeking an appointment with him. The ruling party legislators had then approached Goel and submitted their complaints

MUMBAI, JUN 23 (PTI): In yet another salvo at Prime Minister Narendra Modi, Shiv Sena Thursday said bringing yoga to the centre stage of the world was a praise-worthy effort, but will practising the ancient form of exercise relieve people of the pain of inflation. “Prime Minister Narendra Modi deserves praise for making 130 countries perform yoga. The world bends if somebody makes it do so. Through yoga, Modi made 130 nations lay on the ground. “What is now needed is to make Pakistan lie down forever. This can only happen with the help of weapons. Pakistan deserves a permanent ‘Shavaasan’ (a yoga position that involves lying down like a corpse),” the Sena said in an editorial in its mouthpiece ‘Saamana’. It said that while chief ministers of non-BJP states may oppose Modi, yoga is a science that should not be opposed. “A lot can be achieved through yoga. But, in daily life, can yoga help in relieving the pains of high inflation and corruption? It would be good if a clarification is given on this as well,” it said. The United Nations had last year declared June 21 as the International Day of Yoga. Lakhs of people across India and abroad stretched themselves in various postures to mark the second International Yoga Day as the Prime Minister maintained that yoga is not a religious activity. Following the probe, a local court there had given death sentence to all the accused. However, the Jharkhand High Court had upheld death penalty to Mofil and Mubarak and
modified the sentence to life term for the two others. The Supreme Court in its final judgement in October 2014 also upheld the death penalty given to the convicts. A mercy petition was then filed before the President through the Home Ministry. The plea, which was received in December last year at the President’s secretariat, seeking mercy has been rejected by Mukherjee, they said.

Irrepressible Swamy
H
e makes very controversial comments time to time; he is an intelligent person, but he is hardly ever away from controversies. He is Dr Subramaniam Swamy, the irrepressible and now India’s most well known loose cannon ball. He is very blunt in his opinions, and puts things as it is. This has more often created problems, especially among the minorities, for whom Swamy is not known to make politically correct arguments. Though, he has held ministerial portfolios before, but then he was not as big a name as he is now, and hence can cause a much bigger embarrassment for the BJP if any unwarranted comments come from him. After attacking RBI Governor Raghuram Rajan and CEA Arvind Subramanian, Subramanian Swamy, took a veiled dig at the Secretary of Economic Affairs, Shaktikanta Das. Responding to a tweet which asked for removal of Das on microblogging site Twitter, the Swamy claimed that there might be a case pending against Das for allegedly helping P Chidambaram “swallow” real estate in Mahabalipuram. He had also said that Subramanian had advised the United States to arm-twist India on IPR-related issues. Swamy has been a loose cannon for sometime and has been switching sides frequently and could even turn the tables on the Current NDA government. Like a pendulum, his stand and support oscillates between politicians and parties. He was vociferous against Jayalalitha between 1992-1996 but prior to that he was close to he and joined hands to trump Karunandihi on the issue of support to LTTE. Once he made Jayalalitha and Sonia Gandhi sit together (over a, now infamous cup of tea) that led to the fall of the Vajpayee government in 1998. He then switched sides and supported the DMK against the BJP. For those who may dismiss Swamy simply as a maverick and political pirate; one thing is clear, he is a feared foe who politicians dread to be on the other side. He had fought and succeed in getting those involved in the 2G case jailed, the Rama Sethu, Avoidance of EVM fraud, Jayalalitha’s disproportionate Assets, Reliance , Ramakrishna Hegde case and many more. Dr. Swamy was very close to the Congress party, due his close friendship with Rajiv Gandhi. It was only after Sonia Gandhi took over that he decided to launch a full-frontal attack on the NehruGandhi family and the Congress. He did what Modi and BJP didn’t do in pursuing the National Herald case and making both Sonia and Rahul as respondents. In fact, Swamy getting Sonia and Rahul summoned to appear in court, was something considered not done. He has also pursued with the Jet Etihad deal and Sunanda Pushkar case.Swamy’s recent pickings on-Raghuram Rajan, then CEA Arvind Subramaniam and lately Shaktikanta Das (secretary Economic Affairs) does not hide his real target-finance minister Arun Jaitley. Swamy rightly or wrongly believes he is best suited as finance minister and so his focus on those close to Jaitley. Political commentators opine that Swamy has the backing of RSS and important BJP leaders and perhaps Jaitley may be either shifted to another portfolio or have some branches of the finance ministry given to a cabinet minister.Either way, Swamy has proved he is not going to lie low any time and could even oscillate again. Having said all of the above, BJP would benefit if he can support the government on an advisory role with a cabinet rank.

At the beginning of our lives we do not bring ourselves to the point of dealing with the reality of sin. We look at life through the eyes of reason and say that if a person will control his instincts, and educate himself, he can produce a life that will slowly evolve into the life of God. But as we continue on through life, we find the presence of something which we have not yet taken into account, namely, sin— and it upsets all of our thinking and our plans. Sin has made the foundation of our thinking unpredictable, uncontrollable, and irrational. We have to recognize that sin is a fact of life, not just a shortcoming. Sin is blatant mutiny against God, and either sin or God must die in my life. The New Testament brings us right down to this one issue— if sin rules in me, God’s life in me will be killed; if God rules in me, sin in me will be killed. There is nothing more fundamental than that. The culmination of sin was the crucifixion of Jesus Christ, and what was true in the history of God on earth will also be true in your history and in mine— that is, sin will kill the life of God in us. We must mentally bring ourselves to terms with this fact of sin. It is the only explanation why Jesus Christ came to earth, and it is the explanation of the grief and sorrow of life.

Drifting of the intellegentia: softening or sulking!
G
opalkrishna Gandhi in a column article titled The general drift of society appeared in “The Hindu” dated June 16, 2016, aptly connects the sayings of some of the intellectuals of the 20th Century to the current impasse amongst the intellectuals. In the column article, as a wise man he speaks as he thinks and writes as he thinks. His has extensively used George Orwell, English Novelist, Essayist, journalist and critic known for his integrity and honesty. Known for his clear stance for social justice and opposition to totalitarianism and leaned towards democratic socialism. He has been outspoken because when he says it as it is and yet says it as it has not been said before. Undoubtedly he has been an imaginative and creative writer who never minced words and confused the readers. He said differently and distinctly on diverse issues of his times. Gopalkrishina Gandhi brings in some of the renowned persons to bring clarity to the passivity of intellectual in their times. For instance, “On the surface, Polemic was anti-Soviet which in varying degrees seemed like being anti-communism. But it was essentially against totalitarianism, not just the Stalinist variety but of all types, including that of intolerant majorities”. It is not only the current scenario even in the mid-and later part of 20th Century and even now starting from the beginning and current times of the 21st Century, we have been witnessing the intolerance of the majority around the world. On this there have been many contributors including the iconic iconoclast Bertrand Russell as Gopalkrishna Gandhi elucidates that “The fundamental cause of the trouble is that in the modern
world the stupid are cocksure while the intelligent are full of doubt”. In similar vein, he adds another celebrated American author Henry Miller (“I need to be alone,. I need to ponder my shame and my despair in seclusion”). Likewise he adds a few in the list that the philosopher A.J. Ayer (“… when one buys a pair of shoes, one is buying three things, the right shoe, the left shoe and the pair”), the British poet-novelist Stephen Spender (“Great poetry is always written by somebody straining to go beyond what he can do”), the Welsh poet Dylan Thomas (“Do not go gentle into that good night”), the historian Hugh Trevor-Roper (“The function of a genius is not to give new answers, but to pose new questions which time and mediocrity can resolve”), the controversial thinker C.E.M. Joad (“Some turn to vinegar, but the best improve with age”) and Orwell. Of the five essays that Orwell contributed to Polemic, the most famous is “Notes on Nationalism”, the most important is “The Prevention of Literature’. Gopalkrishna Gandhi succinctly elaborates the main essence in the essay about the enemies of intellectual liberty. Orwell unpacks the threats to freedom of thought in England wherein the concentration of the press in a few hands, monopoly of radio, the bureaucracy and, curiously, the unwillingness of the public to buy books. Orwell subtly uses a remarkable phrase—direct and terse—to describe this threat as “… the general drift of society”. In our age, he writes that “the idea of intellectual liberty is under attack from two directions. On the one side are its theoretical
enemies, the apologists of totalitarianism and on the other its immediate, practical enemies, monopoly and bureaucracy. Any writer or journalist who wants to retain his integrity finds himself thwarted by the general drift of society rather than by active persecution.” Even after seven decades there is resonance though Orwell wrote this essay in 1946. His frank fluent and coherent ideas did disturb and should be disturbing many over time. More than his times, his essay is more valuable for us today, both as a piece of masterful writing and also a warning. Gopakrishna Gandhi brings lots of convergence between Polemic and the justappeared volume, Words Matter: Writings against Silence, edited by K. Satchidanandan and published by Penguin-Viking, which includes essays by Nayantara Sahgal, Romila Thapar, Gopal Guru, Gith Hriharan, A.R. Venkatachalapathy, Ananya Vaipeyi and others, with selections from the writings of the slain freethinkers Narendra Debholkar, Govind Pansare, and Malleshappa Kalburgi, will illume us why it is so. Gopalkrishna Gandhi in fact compares this volume as a contemporary Indian avatar of Polemic. Gopalkrishna Gandhi weaves in “The current Indian establishment’s priorities do not include the independence of writers. They do not place freedom of thought and expression high on its list. But no less worrisome for the defenders of free expression is the “general drift of society” today.” Adding further to the current fiasco, “The troubled intellectual in India today is being asked to choose between free speech that can lead to intellectual murder or a silence that can end in intellec-
tual suicide. And who is demand this? Not the state, not directly anyway. It is what Orwell called the ‘general drift of society”. Gopalkrishna Gandhi connects the Orwellian times and our contemporary times quoting Orwell that “The journalist is unfree, and is conscious of un-freedom, which he is forced to write lies or suppress what seems to him important news: the imaginative writer is unfree when he has to falsify his objective feelings…” Gopalkrishna Gandhi draws Orwell’s perception and candid understanding to the staggering scenario that we face in India that reflects the desire, often inchoate but not unclear, of the ‘general drift’ towards blind conformity, hero worship and the narrowest narrow nationalisms. He substantiates that “Totalitarianism is not always operated diktat. It is insinuated by suggestion and replication. A political is not in operation in India. But a political orthodoxy has certainly crept into our national life. The political orthodoxy genuflects in supromo worship, sees Hindus as India’s master race of the purest Aryan descent and the goal of India’s Reich-like dispensation as being a superpower status. Pride is cousin to fear. And fear does not have to be proclaimed by the state. It can be set going as a public floatation.”The non-intellectuals and pseudo-intellectuals could be mesmerized by the mega-events. Intellectuals are the guardians of intellectual liberty should stand against subtle and direct gagging of free-expression in all forms. The future I want
A
s I ponder my thoughts towards making a better society, I realised that to begin for a better society we need to change ourselves first. We all talk about bringing change to the society but we never talk about the change we have to bring in us. Well there is a saying which goes as ‘Change occurs when someone begins with himself/herself.’ My dear fellow beings, today we are living in a society where everyone desires for a change but no one is willing to take the initiatives to bring the change. It is not about you and me anymore, it is about ‘US’. We cannot bring any change until and unless we change ourselves and bring unity among ourselves. Yes, it is good to respect our own tribes and culture but don’t you think we are focusing too much on our tribes that we are forgetting to work together as one resulting tribalism? People, it is not that we know nothing, we know so many things and we have learnt so many things yet we hesitate and does not contribute anything to our society. Of course this might see. Nothing for some people but for me, it is very important. We Nagas have to tendency to always go with the flow. We don’t raised questions, we don’t give feedbacks, we give up so easily and there is no one who can stand and fight for their rights bravely and courageously. There is no time for us to sit and clap anymore, we have to take the initiatives now. There is another saying which says ‘As I am, so is my nation’. Today when I realised that I contributed nothing to the society, I felt that I should stop complaint and stop talking about the change I want to see in people because somewhere, someone is also expecting the same from me. I am here today to do every bid of what I can to improve myself and start my journey in doing good for my people. We tend to believe that only great people can bring changes but did you realise that those people whom we call ‘GREAT’ were once just ordinary people like us? People, let us stop saying ‘They are Angamis, we are Sumis. They are Lothas , they are Zeliang’ . Because of our concept of tribalism, it will not be wrong for people to call us ‘primitive and backward’. Today the world is offering enormous possibilities and opportunities to young people, so you have to seize the moment , widen the horizon of your imagination and explore the world of possibilities. Everyone should have a specific, measurable, achievable and testable goal so that your life and success will become meaningful with a purpose. I want to encourage the people to keep your dreams alive even in times of challenges and discouragement which are eminent and only perseverance is the key to success. Battle of Kohima (1944) facilitated the rise of Naga nationalism
S
eventy-two years ago, on 22nd June 1944, the battle of Kohima came to an end. This battle has been voted ‘Britain’s Greatest Battle’ the British Army has ever participated in all course of its history on 20 April 2013 conducted by National Army Museum at London. In the early part of March 1944, under the code name U-Go operation, the Japanese 15th Army under Renya Mutaguchi, divided into three Divisions started the invasion of India marching in three directions across the IndoMyanmar frontiers. Moving across the Naga Hills was the 31st Division of 15,000 troops under Lieut. Gen. Kotoku Sato. In this fierce battle of 64 days (4th April- 22nd June 1944), the Japanese were defeated and they withdrew back to where they came from. The Japanese 15th Army, 85,000strong, eventually lost 53,000 dead and missing in this entire U-Go operation and the British sustained 16,564 casualties. During the Battle of Kohima alone, the British and Indian forces lost 4,064 men, dead, missing and wounded, and against this, the Japanese had lost 5,764 as battle casualties in the Kohima area and many of the 31st Division subsequently died of disease or starvation (Louis Allen, Burma- the Longest war, p.643). For these colonial pow-

ers of the time it was all about victory and defeat far from their respective mother countries. But for the people amidst whom the battle was fought, it was a cathartic moment of historical reckoning having far reaching consequences. The Nagas, hitherto living in their traditional world with little or no contact with outside world save the Britishers and Christian missionaries, were abruptly awakened, to face the vagaries of modern world in a harsh way when the two empires fought one of its fiercest battles in its heartland. The passage of such large modern armies back and forth across their lands, and the hunger and disease wrought by fighting had traumatised traditional communities (Fergal Keane, Road of Bones, p.409) leaving them deeply affected mentally and physically. Tens of thousands of Nagas were mobilised across the hills in the form of labour corps, stretcher bearers, informers and soldiers. In the battle of Kohima along 600 Nagas participated. One way or the other the whole of the Naga Hills was affected. The battle of Kohima and WW II in general, had serious implication in the polity of the Nagas which left them awakened with a new sense of identity consciousness. This war brought them into contact with people of different nationalities and therefore they now
began to perceive themselves as a separate distinct entity. The enormous participation of Nagas in this war gave them experience and transformed their whole perception of things. They were able to grasp the fast changing political situation after the war and thus consolidated themselves to negotiate their future. The implication of the war can be gauged from how the people especially around Kohima who had experienced this war the most with the main battle fought at Kohima, pioneered to espouse the political future of the Nagas. Then Naga WW II veterans whether involved with the Japanese or Allied forces, got themselves involved in the fledging Naga nationalism in the later days signifying another direct impact of this war on the Nagas. Men like A.Z Phizo who was involved with the Japanese and the Indian National Army (INA) got much insight into the international politics during WW II and thus the NNC taking a drastic turn under his leadership may have lots to do with this event though not denying the influence of tradition of independent-mindedness of his native village autarchic tendencies against the colonial power that might have moulded his thinking. The large availability of weapons left behind by both the British and Japanese in Naga Hills dis-
trict also produced far reaching implication as they were used by the later Naga army when direct armed confrontation with Indian Union exacerbated. The war brought new weapons into the hills; for the first time Nagas were using Tommy guns and stocks of Chinese rifles sold across the border from Burma (Keane, op.cit. p.409). Nationalism was stirred in the minds of the Nagas. But as a result of the war, isolation of the Nagas from the outside world was broken. Nagas experienced large scale arrival of people during the war and communication with the outside world greatly increased as a result of the military needs. The British and the nonNagas for this matter failed to grasp the changed disposition of the Nagas after the war. When Louis Mountbatten promised that British would never forget her debts to the Nagas, he never comprehended what political future really awaits the Nagas but was speaking in the bright glow of victory when nobody could have imagined a civil war in the hills (Keane, op.cit. p.443). In the immediate aftermath of the war, Charles Pawsey the then DC of the Naga Hills spoke with apparent confidence about returning to the old way of life. In June 1944 speaking to visitor, Pawsey said the presence of war and British and Indian

oney can’t buy happiness or health. Money is a terrible master but an expedient slave. From the market commodities reeling down to the basic necessities of life, money is indispensable. In today’s milieu, survival in such a commercialized world is inconceivable for the downtrodden and common people. Perhaps we are living in the times of prophet Amos where the poor are bought with silver and needy being sold for a pair of sandals. Without money, you can’t step out of your confinement. Now, the education based on business outlook has created a huge gap between the rich and poor. It’s not about competence or the desire for learning on the part of the kids anymore. It’s about whether the parents can afford to support them financially. Maybe that’s an overstatement in some sense but the fact of the matter remains. Poor families struggle to pay their school dues while the rich kids spend lavishly on their branded apparels. The poor have to be satisfied with two meals per day while the rich tosses the food for disposal. The poor and the rich have one thing in common: their Maker but it is not so while we live here on earth. In a striking poem, “Money Madness” penned by DH Lawrence, he pointed out that the world has gone mad because of the seductions of money. Money
makes people tremble and fear. Money enslaves and counts people on the basis of how much they are worth. If he has no money, then he is left to eat dirt and go cold. This thing called money has made every human a fool. The poem woefully retorts and ends with these lines, “We must have money to save us from eating dirt and this is so WRONG. Bread should be free, shelter should be free, fire should be free to all and anybody, all and anybody, all over the world. We must regain our sanity about money before we start killing one another about it.” Indeed, we have lost our saneness in our rush for selfishness, possession and material gains. Not only that, money seems to be the hidden face behind every profession of works. From the political arenas ranging to educational and religious spheres of responsibilities, the word “money” plays a major role in the decision process. Of course, none can escape from that reality but my point here is if money takes the upper-hand in every role, then truly and sadly, humans have become a slave of money. Dr. Ravi Zacharias in his book, “Recapture the Wonder” narrates a meeting that took place with an ambassador of the United Nations. Dr. Zacharias asked the ambassador if he was optimistic about the world scene and the role of United Nations. To this, the man gave a staggering reply.
There was a tone of sadness in his voice as he quietly said, “I’m afraid that in the end it all boils down to money. Whoever has the money calls the shots.” The spiralling of money-madness from the international politics down to national and state level is uncovered right before our eyes. The hunger for money has become insatiable. The rich craves to become richer and richer at the expense of exploiting the less fortunate while some wanting to get rich overnight has become the prey of the racketeer. Many unsuspecting Nagas have been hoodwinked by the moneymonger from within and without. We love money too much but we don’t have enough! The delirium of seeking money is killing our society, families and individuals. Money is dividing walls between ‘the haves’ and ‘haves not.’We are not living for money nor are we living for ourselves! But when will we gain our sanity before we spin out of control? When will we realize that human lives are much more valuable than gold or silver? When will we, before we all get lost in a money-madness world? The Bible says: For the love of money is the root of all kinds of evil. Some people, eager for money, have wandered from the faith and pierced themselves with many griefs (1 Timothy 6:10). The British books recorded about what the Nagas did in those epic days, but not what they thought. Infact, Naga Hills and Kohima was remembered as a place but not as a people. Though the first exposure of some 2000 Nagas during WW I to France and the subsequent formation of Naga club 1918 and the presentation of memorandum to Simon commission in 1929 can be traced as beginning of identity consciousness, yet what happened in 1944, transformed the Nagas once and for all. The formation of NNC (only mandated organisation ever formed by the Naga people in all course of its history) on 2nd February 1946 and the events that followed like series of negotiations, declaration of independence (1947), plebiscite (1951), etc are historical facts that will always act as the pivot giving perennial lives to Naga nationalism. Hence, any future solution not based on this historical facts will only prove ephemeral nor final solution can appear until it comes through the only given mandated organisation of the
Nagas. The phoenix will always rise back from the ashes in the ebbs and flow of time until solution comes through the given mandate if permanent solution is to be found. NNC took right decision at the right time. It was a moment of historical decision, what was once decided will be final and binding and no more change can be done again. It was not a matter of fear to antagonise the powerful neighbour (which was prevalent) but of doing the right thing no matter the imminent consequences. As expected reaction (from Indian union) was sharp and suppressive but the historical decision of NNC is a reality that cannot be erased anymore. The reason why Nagas took decision differently from other communities of NE as far joining Indian Union is concern is because it underwent a different experience in its experience with WW II. The impact of the event on the Nagas has been all pervading and permanent. Infact if WW II and battle of Kohima never occurred in the Naga hills, its doubtful if Naga nationalism would ever be there or even if it is there, the same magnitude might not be there and Nagas might just have accepted the Indian constitution like any other communities of the North east India. Kohima Press Club has come a long way braving the odds and difficulties to maintain the credibility of freedom of the press. I believe that you will usher in the work of demanding media fraternity and a sense of responsibility that voices to do much to shape the public opinion in the State. The reporter’s work is an adventure, so full of fresh experiences that men and women who has been in it for years still come to work with a subconscious wonder about what unexpected development the day will bring. He will put in mind that his reader, look something about the cracks in political parties, corruption, ultimatum, deadlines and agitation etc. on his breakfast table before he plans for the day. News stories have the different objectivity and like everybody else they try to present the shape of their world view and the future of society. Journalist is not concerned with the news values of the people among whom he is living, but with what people at home in, eg. London or New Delhi, will want to know, so that he may see the events of the country in what he senses. The newsmen work under severe time pressures in a society whose standard are in flux. They work not in the luxury of contemplation but under the tyranny of the clock. The life of a reporter is not quite all the Taj Mahal by moonlight and the gondolas on the Grand Canal. You are giving the readers at home a complete background service, explaining and interpreting the news, providing the scenes and happening which are taking place and is therefore news worth covering. It is true that you are prepared to cultivate a calm temper, a prepared not to take life too seriously, but to accept the rough with the smooth, receiving with the like occasional thanks of the paper and the report. There is no place in trade and technical press, for the light, superficial writing, skimming the surface of a topic or taking human angle story for the man or woman in the street. Can’t allow school to be run from unsafe building: SC NEW DELHI, JUN 23 (PTI): Supreme Court Thursday refused to allow a Mumbai school to continue its academic session from an old building, declared unsafe and unauthorised by civic authorities, saying the structure will be unable to sustain the onslaught of monsoon. “The building will not be able sustain the onslaught of monsoon in Mumbai. The safety and security of students is of importance. We cannot allow the school to go on from the old structure,” a vacation bench of Justices Adarsh Kumar Goel and A M Khanwilkar said. The Mumbai-based St Thomas High School had approached the apex court against Bombay High Court’s order which had directed demolition of the building after considering the report of the Municipal Corporation on its structural safety. The High Court had restrained the school from starting the new session from its old building. The apex court also refused to agree with
the submission of senior advocate Huzeba Ahmadi that alternate arrangements will be made in a year’s time and said that “in Mumbai during monsoon, drains overflow and the building will not be able to bear the onslaught of this season.” Ahmadi, who appeared for the school, said over 3000 students were studying and if time was not granted to them to make an alternate arrangement, then their future would be in jeopardy. The bench, however, refused to interfere with the Bombay High Court order. The school, in its petition filed through advocate Maheen Pradhan, said “the High Court has failed to appreciate the fact that a report of a structural engineer from their own panel has also submitted that the building is safe for occupancy and the prayer of the petitioner to permit them to continue using the same for a period of one year to arrange for make-shift arrangement could have been accepted.”

NEW DELHI, JUN 23 (PTI): Defence Minister Manohar Parrikar Thursday directed the armed forces to carry out joint exercises with friendly foreign countries specially, in South East Asia, in tune with India’s ‘Act East Policy’. He also asked them to optimise resources and enhance cost effectiveness even as he exhorted them to exploit joint capabilities for predominant role in the volatile region around the country. Parrikar reviewed key security issues facing the nation and important strategic, operational, administrative and logistics aspects pertaining to tri-services were also deliberated upon. “To keep in tune with the India’s Act East Policy, Parrikar urged the Armed Forces for conduct of joint exercises involving more than one Service with our friendly foreign countries specially, in South East Asia,” a defence ministry statement said.
He stressed on the need for jointness of the three services to optimise resources and enhance cost effectiveness, so that maximum funds can be made available for modernisation of the armed forces, it said. Parrikar while addressing the two-day Annual Unified Commanders’ Conference here, said by virtue of India’s dominant geographical location, the country is poised for a predominant role in the volatile region around us. The minister said, hence, there is a requirement to exploit this advantage by developing joint capabilities. AAP MLA booked for misbehaving with women NEW DELHI, JUN 23 (PTI): AAP MLA and vice chairman of Delhi Jal Board, Dinesh Mohaniya, was Thursday booked for allegedly misbehaving with a group of women who approached him with a complaint regarding water crisis in their locality. The Sangam Vihar MLA has been booked on charges of causing hurt, criminal intimidation and using word, gesture or act intended to insult the modesty of a woman, police said. “An FIR has been registered under Sections 323, 506 and 509 of IPC against Mohaniya at Neb Sarai police station following a complaint by the group of women,” Nupur Prasad, Additional DCP (South), said. Police sources said that the MLA was likely to be arrested in connection with the case. The complainants, who are residents of Sangam Vihar, alleged that Mohaniya and his accomplices “manhandled” and “threatened” them yesterday when they sought his help in the water crisis faced by them.

SRINAGAR, JUN 23 (PTI): Six militants were Thursday killed in two separate encounters with security forces that broke out in north Kashmir’s Kupwara district. Three militants were killed in the first encounter in Lolab area after a joint team of army and police, acting on a tip-off, launched a search operation in Dobwan forest area, an army official said. As the search operation was going on, the militants opened fire on the security
personnel who retaliated. In the ensuing gunfight, three militants were killed, he said. In the other encounter, three militants were killed in Drugmulla area in the evening, the official added. He said security forces launched a search operation in Waterkhani forests of Drugmulla following information about presence of militants there. Modi wished him long and healthy life in a tweet this morning. His admirers, supporters and well wishers including ministers, MLAs and officers, chairpersons of boards and corporations and people from different states made a beeline to his private residence at Holley Lodge to greet him. Singh also inaugurated a blood donation camp at Sanjauli in the evening and participated in community lunch organised by Harish Janartha, Vice-Chairman of state Tourism Development Corporation at IGMS Shimla. “I am a God fearing person and believe in myself, the law of the land and above all the truth and not afraid of any inquiry or investigations,” Singh said, adding ultimately truth will prevail and he will come out clean from all the allegations. “I have had 54 years of clean public life and never considered any person my political enemy and believe that difference of opinion should not become a cause of enmity,” he said adding that he believed only in serving the people. Air operator permit policy to be amended for new FDI norms New Delhi, Jun 23 (PTI): The government today said it will amend the existing policy for grant of air operator permit (AOP) to bring it in line with its recent decision to allow 100 per cent foreign direct investment in domestic airlines. It would also be “examining” the substantial ownership and effective control (SOEC) norms of the various countries which permit more than 49 per cent foreign direct investment (FDI) in their airlines, Civil Aviation Secretary R N Choubey told reporters on the sidelines of an aviation event here. Under the current norms, AOP or flying licence is granted to a company only if its chairman and two-third Directors are Indian citizens and its substantial ownership and effective control is vested in Indian nationals. “The policy relating to AOP being given, that policy will be completely aligned with the FDI Policy. So if there is something when higher FDI investment is not resulting in AOP being given, then the AOP requirement will be to that extent will be amended,” Choubey said. Foreign investors, bar-

New Delhi, Jun 23 (IANS): Decline in arrival of wheat has also resulted in shortfall in its procurement this season by the official agency Food Corporation of India (FCI), Food ministry sources said here on Thursday even as the government maintains that there “will not be any shortage” of the commodity. “Last year’s procurement of wheat was at about 31 million tonnes, this year there is a marginal decline to 25.6 million tonnes due to low arrival,” a ministry source said here, adding bulk procurement is completed generally between April and June. Mumbai, Jun 23 (Agencies): Having extended talks with Aircel twice, Reliance Communications (RCom) Thursday said it expects to announce the merger with the company “very shortly” after the signing of a “binding definitive” pact. “RCom and Maxis Communications Berhad (MCB) and Sindya Securities and Investments Pvt Ltd (Sindya), the shareholders of Aircel Ltd (Aircel), expect to sign binding definitive documentation and announce the proposed transaction for the combination of the Indian wireless business of RCom and Aircel very shortly,” the company said in a BSE filing. It said however that any transaction will be
subject to regulatory, shareholders’ and other third party approvals. “Hence, there is no certainty that any transaction will result.” Earlier last month, the company and Aircel had decided to extend by 30 days the discussion period for their possible merger. This was for the second time the companies had extended the discussion period for the merger. The telcos previously on March 22 had extended the merger talks by 60 days. Last year in December, the two firms announced that they have entered 90-day ‘exclusivity period’ for the deal that will exclude RCom’s tower and optical fibre assets for which a separate sale process is ongoing, the company said in a statement.
‘Analytics to reach $16 bn industry’ H y d e r abad, J u n 2 3 (IANS): Big data analytics sector in India is expected to witness eight-fold growth to reach $16 billion by 2025 from the current level of $2 billion, the National Association of Software and Services Companies (Nasscom) said on Thursday. India is currently among top 10 big data analytics markets in the world. Nasscom, which is holding fourth edition of its big data and analytics summit here, has set a target of making India one among the top three markets in next three years. K.S. Viswanathan, Vice President, Nasscom, said the sector was expected to grow at CAGR (compounded annual growth rate) of 26 percent over
next five years. “The sector has huge growth potential and by 2025, India will have 32 percent share in the global market,” he told reporters on the sidelines of the two-day summit which began on Thursday. He said Nasscom was partnering with its members to build a multi-pronged approach that encompasses skill development, thought leadership, products and platforms to realise the vision. According to Nasscom, there are about 600 analytics firms in the country, out of which 400 are start-ups. About 100 companies were added during 2015. There is approximately $700 million worth of start-up funding over the last
two-and-half years. “The analytical firms are positioning India as an emerging hub for analytics solutions across the globe. The big data and analytics industry is witnessing a rapid growth driven by increased demand for cloud based and predictive analytics solutions by industries such as BFSI, retail, telecom and healthcare,” he said. Currently employing over 90,000 people in various data analytics roles, the big data analytics segment would require huge manpower over next five years. Nasscom expects an announcement this year by the government on the proposal for the Centre of Excellence in big data analytics.
Kolkata, Jun 23 (IANS): ITC Ltd. said it has been advocating compulsory licensing of all cigarette-making units irrespective of size, and increase in customs duty on imported cigarettes to rates fixed by the World Trade Organization (WTO). “...Your company continues to make representations to policy-makers recommending compulsory licensing of all cigarette manufacturing units irrespective of size, increase in customs duty on imported cigarettes to WTO bound rate levels...,” said ITC, India’s largest cigarette maker, in its Annual Report. The company said high incidence of taxation and “a discriminatory regulatory regime” on cigarettes in India have led to a shift in tobacco consumption to lightly taxed or tax-evaded tobacco products like bidi, khaini, chewing tobacco, gutkha and illegal cigarettes, which constitute over 89 per cent of total tobacco consumption in the country. Over the last four years, the incidence of excise duty and VAT on cigarettes, at a per unit level, has gone up cumulatively by 118 per cent and 142 per cent respectively, exerting severe pressure on legal industry volumes even as illegal trade grows unabated, ITC said. It said its cigarette business remained subdued during the year ended March 31, 2016, due to unprecedented pressure on the legal cigarette industry in India on account of the cumulative impact of steep increase in taxation and intense regulatory pressures.

That will require amendment,” he said. As far as bilateral rights are concerned, the requirement of SOEC is also a condition from International Civil Aviation Organisation (ICAO) and not of a particular government or country, he said.

“All that it means is that if you are having more than 49 per cent then there may be an issue in getting the bilateral rights for flying abroad. But if you wish to fly within the country, then there is no bar,” he said. When asked why an airline with 100 per cent investment from a foreign country will fly only domestic, Choubey replied, “India itself is a huge market. So somebody if wishes to use its domestic market they can do so.” There are also code shares, the rules regarding which have been also liberalised, Choubey said, adding, “If they wish to grow within the country and also take up the code shares, they can do so.” He said the purpose of allowing overseas investors own up to 100 per cent stake in Indian carriers is to encourage investments in domestic operations. To a question whether domestic carriers owned 100 per cent by foreign investors will be allowed to fly international skies, Choubey said, “We are examining whether they can fly abroad. New Delhi, Jun 23 (IANS): India Inc’s foreign borrowings in May fell by as much as 45 per cent to $1.32 billion as compared to the same period in the previous fiscal, according to Reserve Bank of India (RBI) data. In May last year, India Inc foreign borrowings stood at $2.39 billion. The borrowings happened through external commercial borrowings (ECBs) and foreign currency convertible bonds (FCCBs), out of which $472.69 million was through automatic route and the remaining $845.72 million was routed via approvals. Under the approval route, HDFC borrowed $375 million in May for on-lending and sublending. Reliance Industries borrowed $190.72 million for refinancing of earlier ECBs, Adani Ports raised $150 million for ports while Dewan Housing Finance Corporation raised $130 million for onlending and sub-lending, the data showed. Under the automatic route, Sintex Industries raised the maximum foreign borrowings of $110 million in May for modernisation projects.

Beijing, Jun 23 (PTI): Finance Minister Arun Jaitley today began his five-day China visit by meeting Chinese bankers and wealth fund managers pitching for more investments in India. Soon after his arrival in Beijing today, Jaitley met Bank of China Chairman Tian Guoli and addressed a closed Roundtable meeting of heads of Sovereign Wealth Funds, Institutional Investors and Banks. The Finance Minister will tomorrow address Business Forum Invest in India in which several Chinese businessmen and heads of state-run firms were expected to take part. On June 25, Jaitley will attend the Board Governors meeting of the Asian Infrastructure Investment Bank (AIIB) in which India is the second largest investor after China. The Beijing-based AIIB was officially established late last year. The bank has authorised capital of USD 100 billion. China is the largest shareholder with 26.06 per cent voting shares. India is the second largest shareholder with 7.5 per cent followed by Russia 5.93 per cent and Germany 4.5 per cent. In all the 57 countries joined as founding members of the bank which was expected to announce first set of loans

Due taxes have to be paid by November 30 by the declarants. Under the window, income as declared by the eligible persons, would be taxed at the rate of 45 per cent which is 30 per cent plus a ‘Krishi Kalyan Cess’ of 25 per cent on the taxes payable and a penalty at the rate of 25 per cent of the taxes payable on the income declared. The scheme was announced by the government with an aim to squeeze out black money from the domestic economy.
NEW DELHI, Jun 23 (Agencies): The State Bank of India (SBI) has defended financing a U.S. cluster bomb manufacturer, saying its investments were legal, after being put in a “Hall of Shame” along with several other major banks by a Dutch campaign group. A report by PAX last week listed the governmentowned bank as one of 158 lenders - including JP Morgan Chase, Barclays, Bank of America and Credit Suisse that violated an international ban for investing in cluster bomb firms. India’s top lender by assets was the only the Indian company on the list. The State Bank of India said it provided credit to U.S. firm Orbital ATK Inc as part of a syndicated deal with other banks but added there was no ban in India on financing such firms. “To achieve its business growth objectives, State Bank of India participates in syndicated credit deals to finance projects across the globe,” the SBI said in a statement sent to the Thomson Reuters Foundation late Wednesday. “State Bank of India always works in accordance

New Delhi, Jun 23 (PTI): The “extra push” given to the textiles industry through an incentive package will help create more jobs and push exports, Commerce and Industry Minister Nirmala Sitharaman said on June 23. “It is a sector where India has gained a lot of advantage… It has a great potential for job creation,” the minister told reporters in New Delhi. This “extra push” was given to the sector due to various global developments, she said. The Union Cabinet on June 22 approved a Rs 6,000 crore package for textiles and apparel sector with an aim to create one crore new jobs in three years and attract investments of $11 billion while eyeing $30 billion in exports. Textiles exports contribute significantly to the country’s total exports at about $17 billion in 2014-15. The sector is witnessing huge competition from small countries like Bangladesh and Vietnam, which have access to developed markets at lower tariffs. When asked about the impact of Brexit (possible exit of Britain from European Union) on India, Sitharaman said that the government is “watching the situation”. “We will be observing the developments. The Board has charted out some new guidelines to be followed by the taxman in order to make the window, called the Income Declaration Scheme (IDS), a success. The directives state that IT authorities across the country should publicise the scheme at places which are “frequented by potential declarants like club houses, posh markets, show rooms of high-end products, among others.” Such publicity messages and posters, the directives said, should also be put up at “local fairs, fetes and social and cultural functions”. The Central Board of Direct Taxes has also directed that full privacy should be ensured to the people desirous of availing the IDS so that they can file their black money declarations in a “hassle-free manner” and hence the designated officer nominated for the task, Prin-

SEOUL, JUN 23 (AFP): North Korean leader Kim Jong-Un has hailed the successful test of a powerful new mediumrange missile, saying it poses a direct threat to US military bases in the Pacific, state media reported on Thursday. Kim, who personally monitored yesterday’s Musudan missile test, said it was a “great event” that significantly bolstered the North’s pre-emptive nuclear attack capability, the official KCNA news agency reported. “We have the sure capability to attack in an overall and practical way the Americans in the Pacific operation theatre,” Kim was quoted as saying. The Musudan - also known as the Hwasong-10 - has a theoretical range of anywhere between 2,500 and 4,000 kilometres. The lower estimate covers the whole of South Korea and Japan, while the upper range would include US military bases on Guam. After a string of failures in recent months, North Korea tested two Musudans yesterday, one of which flew 400 kilometres into the Sea of Japan (East Sea). Tearful bid adieu to Sabri’s funeral KARACHI, JUN 23 (PTI): Thousands of tearful mourners, including women and children, Thursday thronged the streets of Pakistan’s largest city and sang the soul-stirring renditions of Amjad Sabri as they paid tributes to one of the country’s finest Sufi Qawwals who was killed by Taliban militants here. His funeral prayers were held in a mosque of Liaquatabad area where the 45-yearold was attacked yesterday by two unidentified bike-borne gunmen. The grieving mourners included members of Sabri’s family, friends and fans. They threw rose petals over an ambulance carrying his coffin and later followed the vehicle to the graveyard, where he was buried near the grave of his father Ghulam Farid Sabri, a leading Qawwal of his time. “There were thousands of people in the funeral,” police official Muhammad Ali said. He said some people were singing his famous qawwalis. The Tehreek-e-Taliban Hakimullah Masood group, which has said it was against any form of Sufism, has claimed responsibility for the fatal attack on Sabri yesterday.

In a statement on behalf of the G4 countries, India’s Permanent Representative to the UN Ambassador Syed Akbaruddin said that a large number of member-states including the G4 called for incorporation of elements of convergence achieved so far on all five key issues including the question of veto, categories of membership and regional representation in a consolidated and streamlined text. Other G-4 nations are Brazil, Germany and Japan. “The G-4 would like to reiterate its call for reflecting the convergences that have emerged so far and also to include in the elements paper the divergent positions in the other three key areas,” Akbaruddin said at the Informal Meeting of the General Assembly on the Intergovernmental Negotiations (IGN) on Security Council reform here yesterday. He said the elements paper could complement the framework document and its annex in forming a concrete basis for text based negotiations in the next session of the IGN. Outlining the G-4’s position on the issue of categories of membership, Akbaruddin had said in the May meeting that it is evident from the positions submitted in the text circulated by former UNGA President in July 2015 that an overwhelming majority of member states support expansion in both categories. In all, 129 member states out of a total 152 or about around 85 per cent support expansion in both categories. He had urged the IGN chair to consolidate the names of those in favour of the expansion as well as those proposing additions of 5-6 countries in the permanent category.

Pakistan Army spokesperson Asim Bajwa said that efforts are going on to engage India. However, the long-standing issue of Kashmir is the cause of tensions between the two nations, he said. During an inter view with Germany’s international broadcaster Deutsche Welle, he said that the country’s defence mechanism was ‘Indiaspecific’. This is “due to the fact that India posed the biggest threat to Pakistan’s security”, he was quoted by Geo TV as saying. he jury in Led Zeppelin’s copyright trial will continue its deliberations after being told by the judge that a unanimous verdict must be reached. Frontman Robert Plant and guitarist Jimmy Page are accused of stealing their iconic “Stairway to Heaven” riff from Spirit’s 1968 instrumental song “Taurus”. US District Judge Gary Klausner ruled in April that “Stairway to Heaven” bore “substantial” similarities with “Taurus” after Michael Skidmore, a trustee for late Spirit composer Randy Wolfe, filed a lawsuit alleging that Page had been inspired to write his 1971 hit after touring with Spirit in the late Sixties. Plant and Page deny the allegations but Skidmore’s lawyer Francis Malofiy is adamant that Wolfe deserves
a “third credit”. “It doesn’t displace Mr Plant. It doesn’t displace Mr Page. ‘Stairway to Heaven’s introduction was lifted from a piece called ‘Taurus’,” he said in his closing speech. Page said in his testimony that he first heard “Taurus” two years ago when his son-in-law alerted him to the comparisons with “Stairway to Heaven” that were emerging online, while Plant claimed to have “no memory” of watching Spirit play at a 1970 Birmingham gig as he was involved in a serious car crash that same night. Plant also argued that it was not a “problem” that Led Zeppelin covered other bands, including Spirit, at their early gigs. “In the nest of rock and rhythm and blues, there has always been cross-pollination,” he said.

Reports suggest the Oscar-winning actor may be one of the star attractions at a rare public event planned by the RSS next month to mark the 50th anniversary of its foreign wing Hindu Swayamsevak Sangh. The RSS has not officially confirmed it. his year’s Kennedy Center honorees include musicians who span genres including pop, rock, gospel, blues, folk and classical — and an actor known for his extraordinary range. The John F. Kennedy Center for the Performing Arts said Thursday that actor Al Pacino, rock band the Eagles, Argentine pianist Martha Argerich, gospel and blues singer Mavis Staples and singer-songwriter James Taylor will be honored for influencing American culture through the arts. For the Eagles, the recognition will be bittersweet. The band was tapped for the honor last year but postponed its appearance
because of founding member Glenn Frey’s failing health. Frey died in January, about a month after the honors gala. For Pacino, the star of The Godfather trilogy who has long been regarded as one of the great American actors, the honor is arguably overdue. Many of his peers who became leading men in adventurous 1970s Hollywood have already been honored, including Warren Beatty, Rober t De Niro, Dustin Hoffman, Jack Nicholson and Robert Redford. Kennedy Center president Deborah Rutter, who’s had the job for two years, said she didn’t know why Pacino hadn’t been selected

The Academy of Television Arts & Sciences filed a lawsuit Wednesday in federal court against Heritage Auctions and the late pop star’s estate, saying the sale would violate academy rules. Houston won the award in 1986 for her Grammy ceremony performance of Saving All My Love for You. The singer was found dead at age 48 in a hotel room in Beverly Hills, California, on the eve of the 2012 Grammys. In its lawsuit, the academy says Houston won her trophy when the Emmys carried a label stipulating they were academy property and that an heir seeking to dispose of an award must return it to the academy for storage in “memory of the recipient.” The lawsuit, which includes copyright infringement among its allegations, asks for a court order returning Houston’s statuette to the academy and seeks a jury trial for unspecified damages. The academy also is seeking a temporary restraining order to halt the trophy’s sale. It’s included in an auction of Houston memorabilia

Scholes is one of those rare English footballers who played their entire professional careers at a single club. He is one of the most decorated footballers of England and is one of the most successful footballers in English club football. Scholes has won a total of 25 trophies, featuring 11 Premier League titles and two

The 34-year-old was the centre of attention during the match on Wednesday since he announced his intention to retire from international football after the tournament. If Sweden had managed to beat Belgium, Ibrahimovic would have continued to play in the knockout stage. “I’m just a boy from a small little part of Malmo and I got to represent my country. While Manoj thrashed Tajikistan’s Rakhimov Shavkatdzhon, second seed Vikas got past Korea’s Lee Dongyun in the quarterfinals by a similar margin of 3-0. Manoj will next face European champion Pat McCormack of Britain in the semifinal tomorrow. McCormack defeated Frenchman Amzile Hassan in his quarterfinal bout. Vikas, on the other hand, will be up against Turkmenistan’s Achilov Arslanbek, who got past Italian Cavallaro Salvatore in his quarterfinal contest. Mumbai, Jun 23 (IANS): The future of the International Cricket Council (ICC) Champions Trophy is back in doubt as the tournament could even be abolished after next year’s edition in England, should a new One-Day International (ODI) league be introduced from 2019. The Champions Trophy was originally meant to be scrapped after the 2013 edition, but the huge commercial success of that year’s tournament in England led to it being retained, at the expense of the World Test Championship that had been scheduled for 2017, reports ESPNcricinfo. However, now the tournament faces being a victim of the ICC’s ongoing review of the structure of international cricket. Under the latest proposals an ODI league of 13 nations is being planned from 2019, culminating in a play-off between the leading two sides in 2022. Although the Champions Trophy has proved hugely popular, in part due to its condensed nature -- 15 matches will be played over 18 days in next year’s competition -- the ICC has never been enamoured of having two marquee tournaments in 50-over cricket alongside the World Twenty20, and had planned to scrap the tournament as far back as 2011. “The event has been allocated to India in 2021, but how things will pan out following discussions around international cricket structures, we don’t know,” an ICC spokesman said.

Dharamsala, Jun 23 (PTI): Former captain Anil Kumble was today appointed the Indian cricket team’s head coach for a oneyear tenure, bringing an end to the prolonged suspense over who will take over the reins of the side. The 45-year-old Kumble pipped former Team Director Ravi Shastri, Australians Tom Moody and Stuart Law and a host of others to clinch the high-profile position following an elaborate selection process headed by a threemember Cricket Advisory Committee (CAC). The committee comprising greats Sachin Tendulkar, VVS Laxman and Sourav Ganguly had interviewed 10 candidates for the job in Kolkata on Tuesday in a marathon session which lasted close to 10 hours. “BCCI has been very transparent. We fixed a criteria. There was the CAC as well. They have gone through the process, interviewed and recommended few names. After discussions with various stakeholders, we have decided that Anil Kumble will be the head coach of the Indian cricket team for the next one year,” BCCI President Anurag Thakur said in a press conference here. “It is not about Indian or foreign, it is
about who is best for the job. I think we have used the services of best players who have served Indian cricket. There was no such limitation that we have to have only an Indian coach. We wanted the best for the Indian team,” he added. Kumble, the highest wicket-taker for India till date and third in the international list behind Muttiah Muralitharan and Shane Warne, emerged as a front-runner in the last few days even though he has no experience in coaching in the international arena. Kumble’s stint as a mentor with IPL teams such as Royal Challengers Bangalore and Mumbai Indians as well as his vast experience as an international cricketer might have tilted the scale in his favour. The former leg-spinner played 132 Test matches and 271 ODIs in a career spanning close to two decades. Kumble finished his Test career with 619 scalps and accumulated 337 ODI wickets which put his combined tally at 956 in two formats. The leg-spinner was the only bowler after England’s Jim Laker to have taken all 10 wickets in a Test innings. Thakur said the names of the other support staff will be announced later. Explaining the decision to appoint Kumble despite his lack of experience as an international coach, Thakur said the former spinner’s record itself is a testimony to his worthiness for the job. The BCCI chief said nonetheless, Kumble’s performance would be up for a review after one year. “He has been a match-winner for India. He has a great record and that speaks for Anil Kumble as far as winning matches for India is concerned. His performance will be reviewed after one year,” he said. Thakur said the decision to appoint Kumble was taken after discussion with all the stakeholders. “Mr Kumble is a great cricketer. The CAC looked into all applications, they shortlisted a few names. When the names came to us, we discussed with other stakeholders. We take feedback from all stakeholders. We wanted to be more transparent,” he said. Mary Kom denied wild card for Rio Olympics NEW DELHI, Jun 23 (PTI): Her last hope for an Olympic berth might be over after the denial of a wildcard, but star Indian woman boxer MC Mary Kom on Thursday said she would not hang up her gloves just yet. The 33-year-old five-time world champion could not make the cut for Rio via the two qualifiers and last-ditch attempts by the Indian Olympic Association and the ad-hoc committee administering boxing in India to fetch her a wildcard entry also fell through after the IOC declined the request. “I have been duly informed that I won’t be getting a wildcard for the Olympics. It is heartbreaking but it is something which I had no control on. I have to accept this decision but I am not quitting the sport right now. I will continue
