Deadlock to India’s NSG bid

TASHKENT/SEOUL, JUN 23 (PTI): Prime Minister Narendra Modi today urged China to support India’s NSG bid, but there was no breakthrough on the issue at the meeting of the 48-nation grouping in the face of stiff Chinese-led opposition. As Modi and the powerful Chinese President Xi Jinping met in Tashkent, some 5000 km away in the South Korean capital, India’s case, although not on the formal agenda, came up at a special post-dinner meeting of NSG members, who remained divided over India’s entry because it is not a signatory to NPT. Besides China, which has been publically vocal in its opposition to India’s membership, it is understood that countries like Turkey, Austria, New Zealand, Ireland and Brazil took the stand that no exception can be made in the case of India. Clearly, Modi’s urgings had not changed the Chinese position, but what transpires tomorrow, the final day of the two-day plenary, remains to be seen. Although admission of members like India which are not signatories to the Nuclear non-Proliferation Treaty (NPT) is not on the agenda, Japan and some other countries are understood to have raised the matter in the opening session which led to the matter being taken up at

Antibodies found that ‘neutralise’ Zika virus PARIS, JUN 23 (AFP): European scientists announced today they had discovered antibodies which attack Zika, a step they hope will pave the way for a protective vaccine against the brain-damaging virus. The antibodies -- frontline soldiers in the immune system -- “efficiently neutralise” Zika in human cells in lab dishes, and are also effective against its cousin virus dengue, the team reported. The discovery “could lead to the development of a universal vaccine” against both diseases, they hoped. The Zika-zapping molecules were obtained from people who had previously been infected with dengue and whose immune systems had produced antibodies to fight that disease.

Shot fired near NP gate

Dimapur, Jun 23 (NPN): Unidentified miscreants in a Mahindra Scorpio fired a shot in the air near the gate of Nagaland Post at Link Road(Nepali Basti) Thursday at around 9.02 p.m. Security staff of Nagaland Post rushed but the Scorpio, which had entered Link Road from Metro Hospital side, sped away towards Midland side. A complaint was lodged with police over the incident, which happened to be the first such in the vicinity. Police is expected to seriously probe any threat angle in the light of some complaints reported earlier. The incident has also exposed the vulnerability of public at the hands of armed miscreants in Dimapur. (Staff Reporter)

on June 20. Seeking China’s support for India’s membership, Modi urged Xi to make a “fair and objective” assessment of India’s application which is before the Seoul plenary. The two leaders are in Tashkent for the Shanghai Cooperation Organisation (SCO) Summit. The line take by Modi was that New Delhi’s case should be judged on its own merits and that China should

contribute to an emerging consensus in Seoul. That there was no immediate commitment by Xi was indicated by External Affairs Ministry Spokesperson Vikas Swarup who refused to comment saying, “You know, it is a complex and delicate process. We are waiting (to see) what kind of news comes from Seoul. I will not make any more comment on this.” An indicator of the importance attached by India to the membership of the elite Nuclear Suppliers Group (NSG), which will enable it to trade in nuclear technology, is the fact that the Modi-Xi meeting was dominated by this topic. Asked if India talked about the need to delink India and Pakistan’s NSG membership bids, he said, “... You have heard what Prime Minister told Xi Jinping that China must make a fair and objective assessment of India’s application on its own merits and China should join the emerging consensus in Seoul.” Later, when asked at a press conference about Xi’s response to Modi’s request, a top Chinese official refused to comment. China has been unrelenting in its opposition, harping on the need to have a criteria for non-NPT countries like India and clubbing India’s case with that of Pakistan for which it is batting.

In the function, senior BJP leaders announced that 6 MAC (Member of Autonomous Council) of regional party HSDC are making way for joining BJP. The joining of Ronghang is considered to be a major blow to the Congress party as the Karbi Anglong goes for council polls in January 2017. With this joining the power of the KAAC goes to the BJP from the Congress party from today.

Governor launches women helpline DIMAPUR, JUN 23 (NPN): Describing women as the living force behind human race, Nagaland and Assam governor, P.B Acharya, on Thursday asserted that the society was witnessing women who were marching ahead in every field. Governor said this at the launch of women helpline- 181 and inauguration of Sakhi - One Stop Centre (OSC), a Centrally Sponsored Scheme, at the premises of District Hospital Dimapur. The OSC is intended to support women affected by violence, in private and public spaces, within the family, community and at the workplace. According to an official bulletin, the governor highlighted on the various roles played by women as home makers, guardians of children and the hard work put in by them in every field. “Yet despite all these, sometimes women are taken for granted and not looked at as human beings due to greed for money and entertainment and we should change this mindset with all seriousness”, Acharya said. Observing that domestic violence was committed by one’s own nearest and dearest people, the governor reminded the gathering that “women are our own mothers, our sisters and our daughters.” The governor expressed optimism that problems of distressed women would be addressed through this project. He also appealed to all the stakeholders to extend cooperation so the rate of vio-

Nagaland minister of social welfare and parliamentary affairs, Kiyaneilie Peseyie, who also spoke at the function, appealed to the people to extend their cooperation for strengthening the security of women. “Let us all join hands to bring unity, peace and prosperity in our land”, he maintained. Also, speaking at the function, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, termed as “relevant and timely” the launching of women project. He said that violence against women needed to be addressed with urgency as a social concern. “The real test of the project will be seen when services are provided to the women in need to achieve the commitment”, he opined. DC Dimapur assured to render all support to ensure success of the project. Nagaland State Commission for Women (NSCW) chairperson, Dr. Temsula Ao, said violence against women

was escalating and felt the need for introspection. Congratulating the social welfare department for launching the much needed helpline, NSCW chairperson questioned, “Why do we even need such centres?” and added that “we have to consider and question ourselves as the biggest threats are from within.” She further congratulated the stakeholders for completing the project and expressed hope that the centre proves to encourage women to find justice for themselves. At the programme, Lino Awomi enthralled the gathering with a special number. Social welfare secretary, Dellirose M. Sakhrie delivered the keynote address, while State Resource Centre for Women, Nagaland, mission director Daisy Mezhur delivered welcome note. Nagaland State Social Welfare Board chairperson, Bano Vinito proposed the vote of thanks while social welfare director, T.Merang Aier chaired the programme.

NEDA seeks more funds for region from PM Rally in Longleng over polytechnic site DIMAPUR, JUN 23 (NPN): Pointing out that the annual fund allocation of the region had been stagnant at Rs 800 crore, the North East Democratic Alliance (NEDA) has appealed to the Prime Minister to institutionalise budgetary provisions so that 10% of the funds of the Non Lapsable Central Pool of Resources (NLCPR) was mandatorily deposited with the Ministry of DoNER. Recently formed political coalition, NEDA has submitted a memorandum to the Prime Minister, in which they stated: “What we require today is greater empowerment of the Ministry of DoNER and the NEC to serve as effective vehicle for transferring resources and capacities to the Northeastern States.” The “Memorandum of Request” was jointly signed by Nagaland chief minister T.R. At a time when the fund allocation to the Ministry of Development of the North East Region (DoNER) and the North East Council (NEC) should have increased with corresponding rise in cost index, it is ironic that it has stagnated, to the extent that it currently has only an annual allocation of about 800 crores. “This has greatly impacted the rate of growth of the infrastructure and economies of the Northeastern States,” they said.

DIMAPUR, JUN 23 (NPN): Five Naga tribal organisations – Phom People’s Council (PPC), Sumi Hoho (SH), Chakhesang Public Organisation (CPO), Ao Senden and Konyak Union (KU), have on Thursday submitted a joint memorandum to the Prime Minister of India, through Nagaland governor P.B. Acharya, seeking resumption of the abandoned Special Accelerated Road Development Programme for North East (SARDP-NE) project in the state. The memorandum was handed over to the governor at the Circuit House, here by PPC president H.Leisha Phom, SH president Toniho Yeptho, CPO president Kekhwengulo Lea, Ao Senden president Imolemba Jamir and KU president Manlip Konyak. While receiving the memorandum, the governor said the government wanted to help and finish the project, however, he added that there was too much corruption in the system.

He said that the people should raise their voices to curb corruption in the state. Asserting that “money is generously coming to the state,” Acharya, however, said the greed for money and corruption has been preventing development in the state. Expressing his concern at the hardship faced by the people of the affected districts, the governor assured the team that he would take a strong step to ensure that the work resumed. The governor also told the team that he would forward the memorandum to the Prime Minister immediately. In the joint memorandum, the five tribal bodies highlighted about the state and how state and its people were fully dependent on the central government assistance for development and maintenance of the road connectivity in the state. They also highlighted how the SARDP-NE project for construction of two lane roads from (1) Mon-TamluMerangkong, (2) Longleng-

Changtongya, (3) Phek-Pfutsero and (4) ChakhabamaZunheboto for a total length of 329 kms was sanctioned by Ministry of Road Transport and Highways (MoRT&H) and work was allotted to a Hyderabad-based company-Maytas-Gayatri (JV). The memorandum stated that construction work (earth cutting) was going on in full swing, but came to an abrupt stand-still from June 2012 on the pretext of non-approval of Revised Estimate (RE) by MoRT&H. As the project was abandoned, they said it ultimately led to blocking the lifeline for five districts which in turn had affected the innocent public. Despite submitting numerous representations at regular intervals, the five tribal bodies lamented the authorities had given a deaf ear without any justification. The memorandum also highlighted how the affected parties filed a Public Interest Litigation (PIL) and how the court disposed the PIL by judgment order dated October 13,

2015 with specific directions to the respondent to do the needful within a month’s time. However, the organisation said till date there was no development and the public were continuously facing untold miseries and hardships, which, they insisted should not be ignored in a welfare state. The signatories said they failed to comprehend as to why the government of India was “giving step-motherly treatment to the people of Nagaland”, adding that the action of the government was sheer denial of democratic ethos, defeating the very essence of Democracy, “Government of the people, by the people and for the people.” “It is a clear case of discrimination to the innocent public that are victimized at the hands of government authorities who were/are nominated, elected and appointed by the people in the interest of public,” the memorandum said. Maintaining that the then government had not considered the pleas and hardships of “our people”, the organisa-

tions, however, stated that the people have high hopes and expectations that “your esteem governance will definitely acknowledge and hear the prayers of the innocent people of Nagaland.” Due to inordinate delay, the signatories said the grievances of general public were being published almost every day in the media coupled with agitations, submission of time bound ultimatum and declaring bandh at regular intervals. The organisations pointed out such untoward incidents could be resolved only by resuming the construction of the road project, which, they said, would be possible only by sanctioning the Revised Estimates (RE) that was still pending in the ministry (MoRT&H). In the light of the facts and circumstances, the organisations cautioned that if the matter was not attended immediately, they would be “compelled to take our own course of action and in such eventuality the government shall be held solely responsible.”
