LONDON, JUN 24 (PTI): British prime minister David Cameroon had placed his reputation on the referendum urging his country to vote to Remain but was defeated by 52% to 48% despite London, Scotland and Northern Ireland backing staying in. Having voted to leave the EU, voters have left the fate of the 28-nation bloc and Prime Minister David Cameron with no option but to announce he would step down by October,2016. The official results were announced on Friday with the Leave campaign receiving 52 percent in Thursday’s historic referendum. Truckers laud AR DIMAPUR, JUN 24 (NPN): Transport truckers from Nagaland and Assam, who regularly ply between Nagaland and Manipur via National Highway-2 (erstwhile NH-39), have lauded the 35 AR based at Hengbung under Sadar Hills in Manipur for its attempt to “root out anti social elements” Representatives of truckers unions told this reporter that said they often face extortion threats and kidnappings for ransom at various locations along NH-2 especially in the places inhabited by Kuki outfits under the Suspension of Operations (SoO). The unions alleged although despite contacting concerned police stations and 25 AR based in that area, they failed to extend help. As such, the unions said the 35 AR did commendable job by apprehending some anti-social elements. They said such act displayed 35 AR’s sincerity towards providing security to those in need. The unions also questioned the stance of various NGOs in the region that were all out demanding the release of the apprehended. The unions asked as to where those NGOs were when armed groups kidnapped innocent drivers, tortured them, demanded ransom and held hostage for ransom. The unions said though such anti-social activities took place right under the nose of those NGOs they were least bothered. Therefore, the unions said they called on the security personnel to come forward and ensure the safety of the truckers plying along that road. (Staff Reporter)

The pound hit its lowest level since 1985, diving as much as 11 percent before recovering slightly to trade 6 percent lower at $1.3917. Oil prices crashed, with the US benchmark diving $1.95 to $48.16 a barrel. The Nikkei 225 plummeted about 8 percent, its biggest fall since 2008.

The Editors - Akum Longchari (Morung Express); Wapong Longkumer(Eastern Mirror);M.Kire(Capi) and K.Temjen Jamir(Tir Yimyim)also expressed confidence that police would earnestly investigate the pursue all possible means to unearth the roots of the incident. In the joint statement, the Editors also emphasised on the need for the government of Nagaland, to take appropriate measures to ensure public security and create a safe environment for all. They also reaffirmed that the values and principles of the freedom of the press were invariably interrelated with the safety and well-being of the public. The four Editors further cautioned that any attempt to “coerce, threaten or obstruct the voices of Freedom of the Press, will only undermine the democratic foundations and practices of the society”. They expressed the belief that the government of Nagaland would take all necessary steps to make certain and provide safe working environment for journalists.
IMPHAL, JUN 24: Manipur is the next target of BJP to capture power ousting chief minister O Ibobi Singh led Congress government. Highly placed sources in Manipur BJP Friday said that 28 sitting MLAs of the ruling Congress, including two incumbent cabinet ministers have together approached national leaders of the party expressing their interest for joining the party. The sources said that these sitting MLAs recently called on BJP central executive member and Assam minister Dr Himanta Biswa Sarma who is also the convener of the newly-floated North-East Democratic Alliance (NEDA) and BJP national general secretary (NEcharge) Ram Madhav Das who were on a brief visit to Imphal on Thursday. The two BJP leaders were understood to have several rounds of meetings with Congress MLAs at two separate undisclosed locations in Imphal during their brief stay in the state capital. The duo had left Imphal on Thursday afternoon with a list of the 28 Congress MLAs who were willing to leave Congress party. The letters were forwarded to national leaders of the party for final decision, sources hinted.

The committee is reportedly left to meet with TNLA, AA, MNDAA and the Nationalist Socialist Council of Nagaland (NSCN) to persuade them to attend the Union Peace Conference. The preparation committee is trying to make contact with all the ethnic armed groups that have not yet met with the government delegation within the month of June.
KOHIMA, JUN 24 (NPN): Describing nonrelease of funds and salary under National Health Mission (NHM) to the State Health Society (SHS) as a “big problem” in the state, the National Rural Health Mission (NRHM) director (finance), Kavita Singh on Friday, however, said the state government has assured to release fund under the state health society. Kavita Singh told Nagaland Post that salary for three-four months and payment for schemes such as Janani Shishu Suraksha Karyakaram (JSSK), Janani Suraksha Yojana (JSY), family planning incentives etc. has not been released because the money that the Centre sanctioned was still with state treasury. She informed that even the Union Health Minister had written to the state chief minister for release of fund and salary. As per government of India order, she said money was to be released within 15 days, but the state government released money only in small amount. NRHM director (finance) said the state could get more funds from centre but due to non-release, the government was unable to sanction more money. She is on a three-day visit to the state to review financial management and implementation of Public Finance Management System (PFMS) by finance management group under the Ministry of Health and Family Welfare.

DIMAPUR, JUN 24 (NPN): NSCN (K) has affirmed that it would not be attending the Myanmar government initiated 21st Century Panglong Conference set to be held in late July. Talking to Nagaland Post over phone, NSCN (K) MIP said that the conference was “basically about the discussion of granting more or less autonomy to federating states within Myanmar”. Since the conference has “nothing to do with the Nagas’ demand for sovereignty”, NSCN (K) said the group would not be attending the conference. It may be noted that Myanmar government on May 31, 2016 formed a preparatory committee and subcommittees for the holding of the Union Peace Conference (21st Century Panglong Conference). Support Center (NISC) has lauded the Myanmar government for taking the initiative to hold the Panglong Conference, saying it was high time the indigenous peoples of Myanmar were recognized for their right to self determination, a right laid down in the covenant of the United Nations and signed by Myanmar. In an open letter to the government of Myanmar, Naga International Support Center appealed for taking the request of the Nagas in Myanmar seriously “because after all the former Government of Myanmar signed the UN covenant for peoples who have the right to self determination.” Naga International Support Center expressed hope that the step to hold another Panglong Conference was “an important one” and reminded that the Nagas were a people who want to deterNaga Inter national mine their own future.

Zeliang hopeful of early solution DIMAPUR, JUN 24 (NPN): Nagaland chief minister T.R. Zeliang and some cabinet colleagues are in Delhi waiting for an appointment to meet prime minister Narendra Modi. Zeliang and his colleagues will urge the prime minister to bring early solution to the Naga political issue. While in Guwahati before leaving for Delhi, Zeliang expressed confidence that an early solution was on the anvil and that once the Naga political problem was solved, the state could be as peaceful as Sikkim or Mizoram. Before departing for New Delhi, the chief minister told a regional daily that National Security Advisor Ajit Kumar Doval and Interlocutor RN Ravi assured him that there were no major differences between the negotiating parties and that both sides were keen on finding a solution to the problem. He said Ravi had told him earlier there were no major hurdles as such and that only some little differences were to be sorted out. “We are hopeful of an early solution,” he said, adding that all the sixty legislators would be meeting the Prime Minister to impress upon him to expedite the peace agreement. “We are waiting for an appointment with the Prime Minister,” he said adding that communication from
the PMO was expected soon after the Prime Minister returned from his foreign tour. He said the Prime Minister had insisted on meeting a select team of the legislators, but relented to the request when told that all the legislators wanted to meet him personally and hear about the development from him.
NEDA launch on July 13
Mizo National Front (MNF) president Zoramthanga today said a new alliance of non-Congress parties of the northeastern region will be formally launched in Guwahati on July 13. According to a TPI report, the launch of the alliance called North East Democratic Alliance (NEDA) is likely to be participated by BJP president Amit Shah and many Union ministers. NEDA would support the NDA government at the Centre, he told party workers at ‘Hnam Run’,the MNF’s office here. “NEDA has been conceived to wipe-out Congress from the northeast region, Zoramthanga said, adding the national party has already been uprooted from Delhi and recently from Assam. He said at least 10 non-Congress parties met in Guwahati recently to draft the constitution for NEDA, and MNF is its only member from Mizoram.
Pace of urbanization in Nagaland alarming: S.I. Jamir Correspondent
KOHIMA, JUN 24 (NPN): Considering the urban infrastructure deficit, the advisor urban development, S.I. Jamir, has expressed concern over the “alarming pace of urbanization” in Nagaland. He cautioned that “at this rate urban population would take overtake the rural population in the near future”. S.I Jamir was speaking as chief guest at the foundation stone laying programme for construction of children’s park under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) by Kohima Municipal Council and Urban Development department at new reserve Phesama here on Friday. Urban Development advisor pointed out that during the census 2011, the rural area recorded negative 14% growth rate while urban area recorded 69%. He maintained that this scenario presented a number of challenges to urban policy makers and planners on sever-
al issues including availability of infrastructure services, poverty, housing, proliferation of slums, employment, solid waste, environment, traffic and transportation. Jamir said whatever limited internal revenue the state generated was mostly from the urban areas. Since Nagaland achieved statehood in 1963, he said total population had increased by 5.3 times in terms of absolute number while urban population increased by 18.4 times, which, he described was “remarkable”. Jamir also said that the state has recorded the highest rate of urbanization in India during the last two censuses 2001 and 2011. During 2001, he said the average rate of urbanization at the national level was 21% but Nagaland recorded 69%. Disclosing that the centre has earmarked untied fund of 10% of total allocation under AMRUT as incentives to states that were able to achieve reforms, the advisor said if state was to avail the incentives, “we should be pre-

pared to undertake reforms, which require the cooperation of the stakeholders.” Asserting that the state was strategically located for India’s Act East Policy, he urged the department officials to be prepared mentally and technically to face the challenges of urbanization.
Delivering keynote address, urban development director, Ken Keditsu, stated that for the financial year 2015-16 an amount of Rs. 34.98 crore was sanctioned (central share Rs. 31.48 crore and state share Rs. 3.50 crore) and administrative and office expenses at Rs. 97 lakh.
While receiving the list, the two leaders, Dr Sarma and Das have reportedly discussed with the MLAs whether they would prefer to join the BJP after resigning from the Congress or defect from the Congress government to form another party in the line of Arunacha Pradesh. Later, the two leaders invited the MLAs to Delhi for meeting with central leaders at their personal level which the source said as part of screening of the MLAs by the national leaders. It is learnt that the MLAs would also discuss with the Central leaders on whether it would be better to move a no confidence motion in the State Assembly against Chief Minister O Ibobi Singh government like that was done in Arunachal Pradesh and form a new government with outside from the BJP. They are also looking for another option of mass resignation from their respective posts by the MLAs and pave the way for holding early elections to the state assembly, the source disclosed. In addition to the Congress MLAs, several others from opposition parties are also in close touch with the central leaders for joining the saffron camp to topple 14-years old Ibobi government in the state, the source maintained.
He said the projects included drainage system and parks at Rs. 14.04 crore in Kohima and water supply, sewerage and septage management, urban transport and green spaces/parks at Rs. 20.94 crore in Dimapur. On the financial outlay for 2016-17, Keditsu informed
that an amount of Rs.40 crore has been allocated (central share Rs. 36 crore and state share Rs.4 crore) while administrative and office expenses at Rs. 96 lakh. He said the projects to be taken up were storm water drainage and a park in Kohima and water supply, storm water drainage and a park in Dimapur. Further, Keditsu also highlighted some of the milestones achieved under the scheme. UD director said AMRUT was a programme for the ULBs, however, he added that since ULBs were not properly equipped with technical staffs at the moment, the ministry has given a provision in the guidelines that state government could execute the projects by parastatal agencies of the state or central government. In this regard, he said a Memorandum of Understanding would have to be executed amongst the state government, the parastatal agencies and the concerned municipality.
Polytechnic site most feasible: YASU KOHIMA, JUN 24 (NPN): Even as twenty villages under Sakshi block and Longleng sadar of Longleng district have served a 15 day-ultimatum on the government to revoke the order for establishment of Polytechnic institution at Yongnyah, the Yongnyah Area Students’ Union (YASU), comprising of nine villages under 49 Tamlu A/C, has appreciated the government of Nagaland for selecting the site at Yungho, Yongnyah village. In a press release, YASU president Baungan Phom said selecting the present site at Yungho for setting up technical institution would benefit the people of Phom in particular and Nagas in general to great extent. The union said Yungho was the most feasible site. It stated that state government had responded to the “educational plight” of the Phom people by approving setting up of technical institution in district.
