LONDON, JUN 24 (PTI): British prime minister David Cameroon had placed his reputation on the referendum urging his country to vote to Remain but was defeated by 52% to 48% despite London, Scotland and Northern Ireland backing staying in. Having voted to leave the EU, voters have left the fate of the 28-nation bloc and Prime Minister David Cameron with no option but to announce he would step down by October,2016. The official results were announced on Friday with the Leave campaign receiving 52 percent in Thursday’s historic referendum. Truckers laud AR DIMAPUR, JUN 24 (NPN): Transport truckers from Nagaland and Assam, who regularly ply between Nagaland and Manipur via National Highway-2 (erstwhile NH-39), have lauded the 35 AR based at Hengbung under Sadar Hills in Manipur for its attempt to “root out anti social elements” Representatives of truckers unions told this reporter that said they often face extortion threats and kidnappings for ransom at various locations along NH-2 especially in the places inhabited by Kuki outfits under the Suspension of Operations (SoO). The unions alleged although despite contacting concerned police stations and 25 AR based in that area, they failed to extend help. As such, the unions said the 35 AR did commendable job by apprehending some anti-social elements. They said such act displayed 35 AR’s sincerity towards providing security to those in need. The unions also questioned the stance of various NGOs in the region that were all out demanding the release of the apprehended. The unions asked as to where those NGOs were when armed groups kidnapped innocent drivers, tortured them, demanded ransom and held hostage for ransom. The unions said though such anti-social activities took place right under the nose of those NGOs they were least bothered. IMPHAL, JUN 24: Manipur is the next target of BJP to capture power ousting chief minister O Ibobi Singh led Congress government. Highly placed sources in Manipur BJP Friday said that 28 sitting MLAs of the ruling Congress, including two incumbent cabinet ministers have together approached national leaders of the party expressing their interest for joining the party. The sources said that these sitting MLAs recently called on BJP central executive member and Assam minister Dr Himanta Biswa Sarma who is also the convener of the newly-floated North-East Democratic Alliance (NEDA) and BJP national general secretary (NEcharge) Ram Madhav Das who were on a brief visit to Imphal on Thursday. The two BJP leaders were understood to have several rounds of meetings with Congress MLAs at two separate undisclosed locations in Imphal during their brief stay in the state capital. The duo had left Imphal on Thursday afternoon with a list of the 28 Congress MLAs who were willing to leave Congress party. The letters were forwarded to national leaders of the party for final decision, sources hinted.

The preparation committee is trying to make contact with all the ethnic armed groups that have not yet met with the government delegation within the month of June.
KOHIMA, JUN 24 (NPN): Describing nonrelease of funds and salary under National Health Mission (NHM) to the State Health Society (SHS) as a “big problem” in the state, the National Rural Health Mission (NRHM) director (finance), Kavita Singh on Friday, however, said the state government has assured to release fund under the state health society. Kavita Singh told Nagaland Post that salary for three-four months and payment for schemes such as Janani Shishu Suraksha Karyakaram (JSSK), Janani Suraksha Yojana (JSY), family planning incentives etc. has not been released because the money that the Centre sanctioned was still with state treasury. She informed that even the Union Health Minister had written to the state chief minister for release of fund and salary. As per government of India order, she said money was to be released within 15 days, but the state government released money only in small amount. NRHM director (finance) said the state could get more funds from centre but due to non-release, the government was unable to sanction more money. She is on a three-day visit to the state to review financial management and implementation of Public Finance Management System (PFMS) by finance management group under the Ministry of Health and Family Welfare.

DIMAPUR, JUN 24 (NPN): NSCN (K) has affirmed that it would not be attending the Myanmar government initiated 21st Century Panglong Conference set to be held in late July. Talking to Nagaland Post over phone, NSCN (K) MIP said that the conference was “basically about the discussion of granting more or less autonomy to federating states within Myanmar”. Since the conference has “nothing to do with the Nagas’ demand for sovereignty”, NSCN (K) said the group would not be attending the conference. It may be noted that Myanmar government on May 31, 2016 formed a preparatory committee and subcommittees for the holding of the Union Peace Conference (21st Century Panglong Conference). Support Center (NISC) has lauded the Myanmar government for taking the initiative to hold the Panglong Conference, saying it was high time the indigenous peoples of Myanmar were recognized for their right to self determination, a right laid down in the covenant of the United Nations and signed by Myanmar. Zeliang hopeful of early solution DIMAPUR, JUN 24 (NPN): Nagaland chief minister T.R. Zeliang and some cabinet colleagues are in Delhi waiting for an appointment to meet prime minister Narendra Modi. Zeliang and his colleagues will urge the prime minister to bring early solution to the Naga political issue. While in Guwahati before leaving for Delhi, Zeliang expressed confidence that an early solution was on the anvil and that once the Naga political problem was solved, the state could be as peaceful as Sikkim or Mizoram. Before departing for New Delhi, the chief minister told a regional daily that National Security Advisor Ajit Kumar Doval and Interlocutor RN Ravi assured him that there were no major differences between the negotiating parties and that both sides were keen on finding a solution to the problem. He said Ravi had told him earlier there were no major hurdles as such and that only some little differences were to be sorted out. “We are hopeful of an early solution,” he said, adding that all the sixty legislators would be meeting the Prime Minister to impress upon him to expedite the peace agreement. “We are waiting for an appointment with the Prime Minister,” he said adding that communication from
the PMO was expected soon after the Prime Minister returned from his foreign tour. He said the Prime Minister had insisted on meeting a select team of the legislators, but relented to the request when told that all the legislators wanted to meet him personally and hear about the development from him.
NEDA launch on July 13
Mizo National Front (MNF) president Zoramthanga today said a new alliance of non-Congress parties of the northeastern region will be formally launched in Guwahati on July 13. According to a TPI report, the launch of the alliance called North East Democratic Alliance (NEDA) is likely to be participated by BJP president Amit Shah and many Union ministers. NEDA would support the NDA government at the Centre, he told party workers at ‘Hnam Run’,the MNF’s office here. “NEDA has been conceived to wipe-out Congress from the northeast region, Zoramthanga said, adding the national party has already been uprooted from Delhi and recently from Assam. He said at least 10 non-Congress parties met in Guwahati recently to draft the constitution for NEDA, and MNF is its only member from Mizoram.

KOHIMA, JUN 24 (NPN): Considering the urban infrastructure deficit, the advisor urban development, S.I. Jamir, has expressed concern over the “alarming pace of urbanization” in Nagaland. He cautioned that “at this rate urban population would take overtake the rural population in the near future”. S.I Jamir was speaking as chief guest at the foundation stone laying programme for construction of children’s park under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) by Kohima Municipal Council and Urban Development department at new reserve Phesama here on Friday. Urban Development advisor pointed out that during the census 2011, the rural area recorded negative 14% growth rate while urban area recorded 69%. He maintained that this scenario presented a number of challenges to urban policy makers and planners on sever-
al issues including availability of infrastructure services, poverty, housing, proliferation of slums, employment, solid waste, environment, traffic and transportation. Jamir said whatever limited internal revenue the state generated was mostly from the urban areas. Since Nagaland achieved statehood in 1963, he said total population had increased by 5.3 times in terms of absolute number while urban population increased by 18.4 times, which, he described was “remarkable”. Jamir also said that the state has recorded the highest rate of urbanization in India during the last two censuses 2001 and 2011. During 2001, he said the average rate of urbanization at the national level was 21% but Nagaland recorded 69%. Disclosing that the centre has earmarked untied fund of 10% of total allocation under AMRUT as incentives to states that were able to achieve reforms, the advisor said if state was to avail the incentives, “we should be pre-

pared to undertake reforms, which require the cooperation of the stakeholders.” Asserting that the state was strategically located for India’s Act East Policy, he urged the department officials to be prepared mentally and technically to face the challenges of urbanization.
Delivering keynote address, urban development director, Ken Keditsu, stated that for the financial year 2015-16 an amount of Rs. 34.98 crore was sanctioned (central share Rs. 31.48 crore and state share Rs. 3.50 crore) and administrative and office expenses at Rs. 97 lakh.
While receiving the list, the two leaders, Dr Sarma and Das have reportedly discussed with the MLAs whether they would prefer to join the BJP after resigning from the Congress or defect from the Congress government to form another party in the line of Arunacha Pradesh. Later, the two leaders invited the MLAs to Delhi for meeting with central leaders at their personal level which the source said as part of screening of the MLAs by the national leaders. It is learnt that the MLAs would also discuss with the Central leaders on whether it would be better to move a no confidence motion in the State Assembly against Chief Minister O Ibobi Singh government like that was done in Arunachal Pradesh and form a new government with outside from the BJP. They are also looking for another option of mass resignation from their respective posts by the MLAs and pave the way for holding early elections to the state assembly, the source disclosed. In addition to the Congress MLAs, several others from opposition parties are also in close touch with the central leaders for joining the saffron camp to topple 14-years old Ibobi government in the state, the source maintained.
He said the projects included drainage system and parks at Rs. 14.04 crore in Kohima and water supply, sewerage and septage management, urban transport and green spaces/parks at Rs. 20.94 crore in Dimapur. On the financial outlay for 2016-17, Keditsu informed
that an amount of Rs.40 crore has been allocated (central share Rs. 36 crore and state share Rs.4 crore) while administrative and office expenses at Rs. 96 lakh. He said the projects to be taken up were storm water drainage and a park in Kohima and water supply, storm water drainage and a park in Dimapur. Further, Keditsu also highlighted some of the milestones achieved under the scheme. UD director said AMRUT was a programme for the ULBs, however, he added that since ULBs were not properly equipped with technical staffs at the moment, the ministry has given a provision in the guidelines that state government could execute the projects by parastatal agencies of the state or central government. In this regard, he said a Memorandum of Understanding would have to be executed amongst the state government, the parastatal agencies and the concerned municipality.
Polytechnic site most feasible: YASU KOHIMA, JUN 24 (NPN): Even as twenty villages under Sakshi block and Longleng sadar of Longleng district have served a 15 day-ultimatum on the government to revoke the order for establishment of Polytechnic institution at Yongnyah, the Yongnyah Area Students’ Union (YASU), comprising of nine villages under 49 Tamlu A/C, has appreciated the government of Nagaland for selecting the site at Yungho, Yongnyah village. In a press release, YASU president Baungan Phom said selecting the present site at Yungho for setting up technical institution would benefit the people of Phom in particular and Nagas in general to great extent. The union said Yungho was the most feasible site. It stated that state government had responded to the “educational plight” of the Phom people by approving setting up of technical institution in district. ANATU’13 dissolved DIMAPUR: All Nagaland Adhoc Teachers Union 2013 (ANATU ’13) has been dissolved with immediate effect on June 24. In a press note, ANATU’13 president Neipetso Lomi informed that the union which was formed on September 30, 2013 and had fulfilled its demands thereby necessitating the dissolution. The union expressed its gratitude to minister for School Education, Yitachu, and commissioner and secretary to the government of Nagaland, Summer Bible camp on the theme “Hope of Jesus” organized by Children Ministry School Education, F.P Solo CRC Bayavü Hill Kohima got underway with 65 children participating the camp. and others for initiating action at an early date. DIMAPUR: Krishi Vigan Kendra (KVK), NRC Mithun, Porba, Pfutsero, Phek organized tree fodder plantation camp on June 24 at Thipuzumi village under National Initiative on Climate Resilient Agriculture (NICRA). Altogether 1500 saplings of wild cherry (Prunus spp.), wild apple (Malus sylvestris) and Ficus (Ficus hookeri) were planted in the Rihuba area of Thipuzumi village. The member of Village Climate Risk Management Committee (VCRMC) of the project assisted in motivating and mobilizing the farmers and youth of the village to participate in the camp. 25 youth participated in plantation of the saplings in the village and in the designated livestock range. DIMAPUR: A month-long training on silk weaving on fly shuttle loom and natural silk dyeing organized by department of sericulture concluded on June 18 at common facility center, Kiyeto village, Dimapur. The resource persons of the training were extension officer, Melino Neikha, master weaver Junaki Girisa and weavers Shohita and
Bohamti. During the training, resource persons taught the participants the silk weaving on the fly shuttle loom along with dyeing of silk using natural products such as teak leaves, turmeric, bettle nut, tea leaves etc. Six participants from three SHGs participated in the training programme which was observed by extension of-
ficer Mayangjala Walling. It may be noted that women play an important role in sericulture; from cultivation of silkworm food plant to reeling and weaving of silk. Thus, the objective of this training was to impart these vocational skills to women involved in sericulture so as to enable them to be financially independent through this enterprise.

DC Wokha informs DIMAPUR: Deputy Commissioner (DC) Wokha has informed all concerned to clear all building materials like stone boulders, stone chips, sand, etc and off road/broken down vehicles lying along NH 2 (erstwhile NH 61) under Wokha town within 15 days from the issue of the order. In a press release the DC stated that the materials have been causing obstruction to smooth flow of traffic and also causing blockage of drains along the road. The DC further cautioned that violation of the order would lead to seizure of such materials/unused vehicles and initiation of appropriate actions against the violators.

CSU undertakes ILP verification drive
DIMAPUR: Chakhesang Students’ Union (CSU), under the directive of Naga Students’ Federation, undertook Inner Line Permit (ILP) verification of all non locals residing within Chakhesang jurisdiction from June 17 to 18. In a press note, general secretary, CSU, Nuvokho Rhakho, stated that the union detected 25 ILP defaulters during its first phase. The defaulters were reportedly handed over to the administration for deportation and necessary action. The union stated that the second phase of checking would take place any time. CSU also noted that the responsibility of checking of illegal immigrants should not be solely that of student bodies and maintained that the public must play a vital role in solving the menace in their respective jurisdictions. In this regard the union has appealed to all the public, especially the guarantors, to be more vigilant and verify documents of non-locals before submission of their documents to the administration for processing. CSU also stated it detected several shortcomings/ loopholes from the administration on issuing ILPs, the union said it would be submitting its findings and suggestion to the district administration for better coordination and implementation. ILP stir: Bandh hits normal life on day 2, non-locals detained

Hardcore ULFA(I) militant nabbed DIBRUGARH (ASSAM), JUN 24 (PTI): A hardcore ULFA(I) militant has been apprehended by security forces in Assam’s Dibrugarh district, a police spokesman said on Friday. Acting on specific information, a joint team of police and army personnel launched an operation in Bhagmara village under Tingkhong police station late last night and apprehended the militant. The militant has been identified as Romen Bhumij alias Mrinal Asom and the security forces recovered a 9-mm revolver, six rounds of live 9 mm ammunition and five detonators from his possession. A case has been registered in this connection and interrogation of the militant was on, the spokesman added.

A group of womenfolk enforcing bandh caught around 50 non-locals coming to Imphal on a passenger bus coming from Guwahati at Pheidinga area along the Imphal-Dimapur section of NH-2 today, around 11 a.m. They were detained after they could not produce documents that can identify them, said the womenfolk. The womenfolk alleged that they were brought by a person who also happened to be a nonlocal with a promise to deliver jobs in Imphal. The bus and driver have also been detained by them. They would be handed over to the JCILPS leaders along with the detained non-locals to decide the action to be taken against them, the womenfolk said. The e-Office suite would be made functional in the State Civil Secretariat after which there would be no manual movement of file, an official release informed here today. A Project Steering Committee and a Project Implementation Committee would be set up to ensure that the project is implemented on time. A comprehensive training module would be put in place to train all users of this application. Digitization of legacy data would be undertaken to ensure continuity. The main highlights of this application is that all government files would be processed and decisions taken electronically by using digital signatures by all decision makers. File tracking system would ensure speedy decision making and transparency in decisions will be ensured. The decision was taken during a high level official meetingn chaired by Chief Secretary Shakuntala Gamlin here yesterday.

Moreover, Sangma said that his government had come up with its Mines and Minerals Policy, 2012 to regulate mining activities in the state. The green court had ordered an interim ban on “rat-hole” coal mining in Meghalaya from April 17, 2014 after the All Dimasa Students’ Union and the Dima Hasao District Committee filed an application before the tribunal alleging that the water in the Kopili river was turning acidic due to coal mining in Jaintia Hills.
No changes of facilities from July 1: Railways DIMAPUR, JUN 24: NF Railway Friday denied that Indian Railways is introducing several changes and new facilities from July 1 as reported in a section of social media groups, including whats app and said this news item is totally correct and published without verification from railway authorities. In a press release NR Railway CPRO Pranav Jyoti Sharma Friday said that this news item had created a lot of confusion in the minds of the rail users. NFR clarified that there are no new changes being introduced from July 1. Railways have been selling waitlisted tickets both through online (e-ticket) and PRS counters and there is no change in this scheme and railway will continue to sell waitlisted tickets through both online and PRS counter, NFR said. NFR also said railways have been running Suvidha Class of Trains since July, 2015,
such trains will continue to run. The waitlisted ticket in such trains is also available. Provision of partial refund in case of Suvidha Train Tickets is available right from the beginning of the scheme. It further clarified that railways have notified new refund rules in November, 2015 and these rules are still continuing and there is no change in them. There is no proposal to discontinue paper tickets for Shatabdi and Rajdhani trains and for that matter in any class of train. However, for passengers booking tickets online (i.e. E-Tickets) the tickets received by SMS is a valid authority for travel along with permissible proof of identity, NFR said in the release. The booking time for Tatkal tickets was changed last year with booking for AC classes opening at 10 a.m. and for non-AC classes at 11 a.m., one day in advance of actual date of journey excluding date of journey. Ningombam Nabachandra alias Nongdrenkhomba (57) and his aide Leishangthem Sanjit alias Chingkhei (41) were found murder at their lodging place inside the complex of the 7th Manipur Rifles in Imphal’s Khabeisoi where they taking shelter after surrendered to the government around two year ago. A statement of the PREPAK issued to the local media today said that the former chairman of PREPAK (VC) and his aide were shot dead by cadres of its Red Army by intruding into the 7th MR

Sonowal asks BDOs to prepare list of poor persons
GUWAHATI, JUN 24 (PTI): Assam Chief Minister Sarbananda Sonowal has asked Block Development Officers to prepare a list of poor persons in consultation with local MLAs and submit it to the Panchayat and Rural Development Department within 15 days. Sonowal asked officials to transform BDO offices into a model one as “our government wants to make every development block a model office so that poor people get proper treatment and don’t have to face harassment in getting their work done”. Sonowal said the BDOs have to ensure no poor person encounters any sort of problem in course of filing of complaints or grievances, an official release said today. He directed BDOs to put up complaint box at their offices and to dispose of complaints without delay. KOLKATA, JUN 24 (IANS): West Bengal Finance Minister Amit Mitra on Friday proposed no new taxes while increasing Plan Expenditure to Rs 57,905 crore after its actual Plan Expenditure surpassed the estimated figure last year as he presented the budget for 2016-17. “I propose to increase the Plan Expenditure to Rs 57,905 crore for 2016-17. Our aim is to work for financial and social development for the people of Bengal, particular for those who remain financially and socially backward,” Mitra said during his budget speech in the Assembly. In the last fiscal (2015-16), the state’s actual Plan Expenditure surpassed the estimated allocation by seven per cent. While the budget estimate was Rs 49,507 crore, the actual expenditure was Rs.53,010 crore -- almost Rs.4,000 crore more. On Friday, Mitra estimated the budget deficit at Rs 8 crore in the current fiscal. He did not propose any fresh taxes. The minister said fiscal deficit was brought down to 2.68 per cent in 2015-16 from 4.24 per cent in 2010-11, while revenue deficit was reduced to 1.03 per cent in 2015-16 from 3.75 per cent in 2010-11. Mitra said the state borrowed Rs.1,13,104 crore in the last five years. But out of that, Rs.94, 533 crore was drained out only for debt servicing of the debt taken by the previous government. “We borrowed about Rs
18,571 crore for development in the last five years, that is, a yearly loan of only Rs 3,718 crore,” he said. The minister proposed a slew of finance and tax reforms. He proposed to raise the exemption limit for professional tax from Rs 8,500 to Rs 10,000 per month to give relief to employees and wage earners. The minister said following measures taken by the Trinamool Congress government to reduce pending litigation under VAT, the number of assessments have drastically come down from 2 lakhs for any assessment year is now less than 20,000. “The Fast Track Courts have disposed more than 8,000 cases,” he said. He also proposed abolition of the Settlement Commisison for settling outstanding VAT/Sales Tax liabilities in view of the large disposal of old pending cases through Fast Track Courts. “I propose to abolish the Commission with effect from July 1,” he said. In order to further bring down the litigations, the state would not go for litigation where the disputed amount in appeal order was less than Rs 1 lakh. “This will provide relief to thousands of tax payers and also bring down administrative costs of collection of revenue,” he said. The minister also proposed to do away with manual furnishing of TDS certificate that was so long mandatory for getting such benefit under VAT law.

The Appointments Committee of Cabinet (ACC) has declined the proposal for intercadre deputation of Chaturvedi from Uttarakhand cadre to the Government of National Capital territory of Delhi, an order issued recently by Department of Personnel and Training (DoPT) said. The decision comes after an order by Central Administrative Tribunal on June 2 directing the ACC to decide within three weeks on the deputation of the officer. After his induction into the service, Chaturvedi was allocated Har yana cadre. However, he sought change
in the cadre citing “extreme personal hardship”. The ACC had approved the inter-cadre transfer of Chaturvedi from Haryana to Uttarakhand in August 2015. However, in February this year, Uttarakhand government rejected a representation of Chaturvedi seeking a No-Objection Certificate for inter-cadre deputation stating “if government of India grants waiver of cooling off condition, Uttarakhand has no-objection for inter-cadre deputation”. NEW DELHI, JUN 24 (PTI): A day after Delhi Assembly summoned LG Najeeb Jung for questioning in alleged scam cases, the Centre Friday gave a veiled warning to the AAP government of taking action if it does not work within the framework of the Constitution. “No one should forget that Delhi is the capital of the country. Everyone has to work within the ambit of the Constitution. If anyone exceeds the limit, he should be dealt with as per the provisions of the Constitution,” Union Minister of State for Home Kiren Rijiju told reporters here. Rijiju was responding to a question on Delhi Assembly Deputy Speaker Rakhi Birla summoning the LG to the House for “questioning” in connection with four cases pertaining to alleged scams during Sheila Dikshit rule. The Minister alleged Arvind Kejriwal government was doing politics in the case by involving the LG. Asked about AAP’s demand that there should be a referendum on granting full statehood to Delhi, Rijiju said the city government was swayed by the BREXIT referendum. Birla had said Jung and Delhi Anti-Corruption Bureau (ACB) chief M K Meena will be summoned by the Petitions Committee of the Assembly, which looks into complaints received from common public.
NEW DELHI, JUN 24 (PTI): The Delhi Commission for Women (DCW) Friday raised doubts over credibility of Delhi Police’s probe into the death of a 13year-old girl whose parents alleged she was raped and murderd while the police suspected it to be a case of suicide. The mother of the deceased girl has alleged that instead of heeding to her pleas, police facilitated the cremation of the body and prevented the mother from witnessing the cremation. Police also refused to record the statements of the mother and other family members of the victim despite their repeated requests. Police dismissed the allegations and said that the girl’s father had himself sought financial support for the cremation and he had given his consent for the same not only to the police but also to the priest at the cremation ground. “The girl’s mother was counselled by a group of doctors and she was taken along to the cremation ground,” DCP (southwest) Surender Kumar said. Yesterday, the girl was found dead in her home in Inderpuri and a post-mortem of the deceased was conducted today. According to the mother of the deceased, it was conveyed to the parents by the police that the post mortem did not show the
ocurrence of rape, the DCW said in its statement. “The mother demanded that police repeat the postmortem but the police immediately put the body in a jeep along with the father of the victim and drove to Green Park shamshan ghat. The mother has alleged that the police did not allow her to be present in the jeep and that they took away the phone of the father of the deceased so she was unable to contact him. “The mother later realized that the police jeep is going towards shamshan ghat and reached the spot and begged the police not to burn the girl. It is alleged that instead of heeding to the pleas of the aggrieved mother, the police facilitated the cremation of the dead body and prevented the mother from witnessing the cremation,” said the Commission. DCW chief Swati Maliwal, along with the DCW Rape Crisis Cell in-Charge, Neelam Narang, immediately reached the ghat and were appalled to see the condition of the mother. “It was shocking to note that not only was the ACP present on the spot but also that there was an SHO and several police officers. This generally is not the case as the duty of the police is limited to handing-over the body of the deceased to the family members after the post-mortem,” the Commission said.

Blow to a nuclear dream
C
hina dealt a big blow to India’s years of efforts to become a member of the Nuclear Suppliers Group(NSG) by blocking its entry at the meeting in Seoul on Thursday. Membership to NSG is through consensus and when several nations such as China including Austria, Switzerland, Norway, Ireland, and New Zealand, expressed reservations about the lack of conditions in the proposed exemption; it was a lost cause for India. For Prime Minister Narendra Modi, the failure was certainly a huge setback personally as he had been lobbying for India’s membership across nations. He had met Chinese president Xi Jinping as a last ditch effort but the giant neighbour did not relent. China was not the sole opponent to India`s member ship to the NSG, but Brazil, Austria, Ireland, Turkey and New Zealand too have opposed India`s entry, citing it`s not being a signatory of the NPT for nuclear weapons and weapons technology. Forty three countries who are signatories of the Nuclear Non Proliferation Treaty (NPT), came into force in March 1970, with the objective of seeking to inhibit the spread of nuclear weapons. India is not a signatory to the NPT which it calls discriminatory. There are presently 190 member-states who are signatories. India’s position with regard to membership to the NSG but not being a signatory of the NPT is a dichotomy of interests of a nation. For years, India has been trying to gain entry into the Nuclear Suppliers Group (NSG), a 48 member grouping that was formed in the aftermath of India’s 1974 Pokhran nuclear test. The formation of NSG was aimed at ensuring non-proliferation of nuclear weapons and nuclear technology and so the formation of the group was to deny India access to sophisticated technology. The 48 members of the NSG include the five nuclear weapon states, US, UK, France, China and Russia. Why it would be beneficial to be a member of NSG is that India would gain access to technology for a range of uses from medicine to building nuclear power plants which is essentially a traders’ cartel. India has its own indigenously developed technology but to get its hands on state of the art technology that countries within the NSG possess, it has to become part of the group. With India committed to reducing dependence on fossil fuels and ensuring that 40% of its energy is sourced from renewable and clean sources, there is a pressing need to scale up nuclear power production. The main reason for India failing to get NSG membership was not being a signatory of the NPT. If India could sign the NPT then it would be able to gain membership of NSG which would in turn, provide access to all nuclear technology but that would also meant India would have to give up its entire nuclear arsenal. India wants to have access to latest technology, so that it can commercialize the production of nuclear power equipment. This would also enable India to start building updated versions of its own fast breeder reactor and sell it to countries such as Sri Lanka or Bangladesh. The high optics of Modi lobbying for NSG membership will be to take a back seat as a review of the strategies is the order of the day.

You may talk about the lofty virtues of human nature, but there is something in human nature that will mockingly laugh in the face of every principle you have. If you refuse to agree with the fact that there is wickedness and selfishness, something downright hateful and wrong, in human beings, when it attacks your life, instead of reconciling yourself to it, you will compromise with it and say that it is of no use to battle against it. Have you taken this “hour, and the power of darkness” into account, or do you have a view of yourself which includes no recognition of sin whatsoever? In your human relationships and friendships, have you reconciled yourself to the fact of sin? If not, just around the next corner you will find yourself trapped and you will compromise with it. But if you will reconcile yourself to the fact of sin, you will realize the danger immediately and say, “Yes, I see what this sin would mean.” The recognition of sin does not destroy the basis of friendship— it simply establishes a mutual respect for the fact that the basis of sinful life is disastrous. Always beware of any assessment of life which does not recognize the fact that there is sin. Jesus Christ never trusted human nature, yet He was never cynical nor suspicious, because He had absolute trust in what He could do for human nature. The pure man or woman is the one who is shielded from harm, not the innocent person. The so-called innocent man or woman is never safe. Men and women have no business trying to be innocent; God demands that they be pure and virtuous. Innocence is the characteristic of a child. Any person is deserving of blame if he is unwilling to reconcile himself to the fact of sin.

Post-mortem Envisioning a value-added education I will not be ashamed to speak A I
would like to redirect our attention to what we know and think about our educational system with a very specific qualifier. Education in the sense conveyed here is not only about fundamental learning and vocational skills which should go hand in hand, a higher technical spreading of knowledge tied with a robust primary and secondary, collegiate and university education. Indeed, education often escapes the walls of its institution and the binds of its books. What I mean here is reflective thinking in education and more importantly, the response to such thinking. Why does the perceived gap between technical insight and the analytical mode in learning seem to be increasing? I believe that this mode of inquiry has become necessary as a result of the upheavals we are encountering today in universities around the country. Whether it may be the Jawaharlal Nehru University (JNU) incident, the contentious cases of students’ protests and the tragic suicide cases in central universities across Hyderabad or the consequential spirit of protest that has emerged in our nation today, the overall feeling one could surmise is most definitely an apparent sense of dissension from the student community. However, notwithstanding the political debates, what I wish to deduce from these incidents strongly dwells on one question alone: What is the future of our Educational System? Sir Ken Robinson, an educator and creativity expert, in one of his TED talks remarks about the importance of creativity to be part of a school curriculum, and his contention was that creativity is as important in education as literacy . So the consensus now is that technical acumen be combined with vocational skill building and a more holistic approach to all levels of education. For the most part, I agree with Sir Ken’s argument,
but I should like to re-evaluate the two aspects of education – literacy and creativity, and consider them within the Indian educational context. The overall aim of literacy, if we can narrow it down, is confined to the teaching of reading, writing and mathematical skills while creativity enables the literacy process to be more effective. I believe Maria Montessori has already attested to this educational methodology, or rather, pedagogy. Yet, the tipping of one aspect over the other could result in consequences rather alarming, for instance, the focus on study and syllabus alone could bore the learner, resulting in a lack of interest or unnecessarily alienate students from the learning process. On the other hand, the focus on creativity alone could result in a lack of foundational knowledge and an unsystematic frame of thought in learning. Today, as methods of teaching and learning are constantly evolving much like the technological changes around us, there is a possibility for learners to lose their way in the excess of free information. Learners today would rather ‘Google search’ answers than take that extra hour to prepare on lessons by referring books. Understandably, given this scenario, therefore publishing houses are turning to digitalizing their book publications for easier access, however there remains the fact that such resources are cast aside and ready-made answers, summaries or theories are sought after, with blatant plagiarism (the culture of copy-paste) plaguing our educational system. The other problem is one of access, ironically affixed to ‘free information’ (the catch phrase!). It appears that learners today have creatively mutated the art of the Internet. There can be no shortcut to learning and even if one has managed to survive so far through such methods, there will come a point in life when one’s knowledge in learning
will be tested and it would not do to be found wanting. How then should we address the future of our education? From Aristotle to Rousseau, from Thoreau to Phule, every one of us are invested in education. Parents would like their children to get the best education, teachers would like their students to gather value-added education. Education is not just confined to books or finding knowledge in books nor is creativity in learning confined to an unleashing of artistry alone. It requires a bit of both and depending on the circumstances the balance tips over to one side or the other. For instance, a good grasp on the creative use of language becomes a necessary skill in order to write an answer differently. This is where skill development courses also add value to education. Yet again, an over-emphasis on skill development could result in a weak foundational grasp on the stream of study; say English Literature, Political Science or Economics, etc. So, now it must clearer that debating about education as well as standardizing pedagogy is rather tricky – and in our country, the changing governments at the Centre has markedly kept us educators on our toes with every new policy on education (in a bid for standardization). Governments will change, policies will change, pedagogy will be infinitely redefined, and education will creatively re-emerge in new avatars, however, I would argue that one outcome should remain constant in the din. That is, education, no matter how high, should make a better human being of us all with upright moral and ethical values that can be experienced and shared. That the righteousness of the law might fulfilled in us who walk not after flesh, but after the spirit.” Romans 8:6-8 Paul divided the people in two categories. “The mind of sinful men is death, but the mind controlled by the spirit is life and peace. The sinful mind is hostile to God. It does not submit to God’s law, nor can it do so. Those controlled by the sinful nature cannot please God.” There cannot be any repentance after death and there cannot be confession after death also. So while we are still alive, we admit our guilt and confess our sins with our mouth and ask for forgiveness. And come out to the wonderful light and become one of the strong and powerful agents of converting another sinner to the way of righteousness and become the children of God. James 5:20 says: “Remember this: whoever turns a sinner from the error of his way will save him from death and cover a multitude of sin” When we repent and turn to God, God’s seed remain in us and if God’s seeds remain in us we will never commit sin. This is what the Bible said. Mark 8:38 says: “If anyone is ashamed of me and my words in this adulterous and sinful generations the Son of men will be ashamed of him when he comes in his Father’s glory with the holy angels.” So we should not be ashamed to speak about our Lord Jesus Christ and His words to the people of these generations. Remembering two English Bible translators
I
love the Bible! Without it, the world would have been in complete disarray and in a decomposed state.I concur with Abraham Lincoln when he said, “I believe the Bible is the best gift God has ever given to man. All the good from the Saviour of the world is communicated to us through this book.” The Bible has survived through severe testing and challenges yet has stood the fiery trial of times. French philosopher and acclaimed atheist, Voltaire called for its extinction yet he himself was eaten by worms. The Bible rose to prominence yet again. Indeed, the truth cannot be buried; it always endures from its scaffold. The history of English Bible is one that is so rich and a slight glimpse into the making of the Bible will wake and stir our lazy minds to treasure it more affectionately. Little is known about the two Bible translators who traded their lives for one single task: to translate the Bible into English language. I’m talking about John Wycliffe and William Tyndale. Wycliffe translated the Latin Bible into English in the year 1382. He died of paralysis stroke two years after completion of his translation project. The Wycliffe Bible opened the eyes of ignorant and simple minds.
The common people were being swayed by the traditions, superstitions and corruptions of the Church in this period of Church history (Late Middle Ages). Bible illiteracy was one sole reason behind this malaise. The practice of selling of indulgences (purchasing of ticket to heaven), idolatrous worship of saints, praying for the dead, petitioning in heaven and so on were the outcome of ignoring the Biblical truth of God’s book. Thanks to Jerome who translated the Hebrew and Greek Bible into Latin in 405 AD but following the succeeding centuries, the Latin language became out-dated. Only the higher authorities in the clergy ranks could understand the archaic language. The people attended the Church meetings but were foreign to what was happening in the service. In such a milieu, God raised this one man, Wycliffe, who studied meticulously and translated the Latin Bible into English. The Church was not supportive of this translation work as they thought it is tampering and corrupting the Holy Scriptures. Nonetheless, the translation works was finished. It was through this English Bible that propelled a wave of reawakening in the lives of many people to understand
and realize the ignorance of their blind beliefs and practices. It gave a huge setback to the Church authorities from making money and brought misunderstanding and confusion among the people. This was just the beginning of a huge reformation movement that was about to climaxed in the 16th century. But for now, the Churches tried to quench the movement by calling forth the Council of Constance in 1415 and pronounced John Wycliffe as heretic and a forerunner of anti-Christ. His works were burned. They even went to the extent of digging out the grave of Wycliffe and exhumed his corpse and burned into ashes casting that into the river Swift. The motivation behind all these cold-hearted drudgery was unmistakably the enemies’ work. The truth now has triumphed once again after being suppressed for some time. Although the work was commendable; since the translation work of Wycliffe had some minor discrepancies and inconsistencies. Adding to that, it was translated from Latin language. Therefore, in the 15th century, God raised a man named William Tyndale. From his early age, he was addicted to the reading of Scriptures. He translated the Bible from the original Bible
languages, Hebrew and Greek into English. He was a genius as he mastered seven languages distinctively. He started the translation process in England but due to threats from the royal indictment, he had to flee from his own home to Germany. Tyndale came into contact with Martin Luther and he completed the translation work in the year 1525. The prints of these copies were shipped into London and it spread like wild fire. People bought it and spend the whole night listening and reading it. They even paid to hear portions of the letters of James and Paul being read in English. Nevertheless, as the news reached the higher authorities, the copies were all seized from every house and localities. They burned it publicly. Only two copies survived out of all the thousand copies printed. It was such distressing news for Tyndale but he persevered even to this end. When his work was burnt in London, Tyndale wrote: “In burning the New Testament they did no other thing than I looked for; no more shall they do if they burn me also, if it be God’s will it shall be so. Nevertheless, in translating the New Testament I did my duty.” He did not stop the work. An Englishman, Henry
The haunting experience of house hunting in the state capital

s we see, the life of a man dies in the mother’s womb. Some were born alive, but they die even before naming, some die before they become boyhood or girlhood. And some die while they are at the prime of their youth. Some die after marriage engagement. And some get married but before living together they die; and some die after living with their family for a few years, leaving 3 or 4 children and their partner. All these are mysterious that a common man cannot understand except God who knows everything. For somebody, they live many years and do many good things for the family, for the community as well as for the church, and for the glory of God. While somebody live for a short time but they also do many good things for the family as well as humanity. And the people remember them for their good deed. On their death, the loved one expressed in grief saying “Huoh! If you live longer, you would have done many more good things but you have died so soon and your untimely death is a great loss to us.” Our good work is our testimony. We never know how long we will live in this world. Life is in the hand of God. Therefore, when our hands and legs are good and fit for walking, strong enough to work and our mind and our brain normal and mentally sound, healthy and able to plan and work while we are alive, we should try our best to do anything good for the family and for the community, and devote our time for the glory of God who is all the time helping us in many ways. When we are young at times, we commit sins against man and God. When we are in active service, our mind and our hands are not clean and we need to clean it up. We must admit our guilt and confess our sins before man and God while we are

If you are someone who is on a lookout for a temporary or permanent domicile, Kohima is definitely the ultimate destination where country roads from all over Nagaland will lead you to. By virtue of being the state capital, which houses all the administrative establishments, the growing educational institutions, the booming business enterprise, medical facilities, and a host of other attractions, Kohima continues to draw hundreds and thousands of new citizens each year from all walks of life. As you will notice, like any other growing cosmopolitan city, the demographic landscape of this quiet township is being changed rapidly within the past couple of decades. People from within and without the state of Nagaland continue to migrate to Kohima for a number of reasons, and they all need a house which they wish to call “home.” This is a trend that is bound to grow. The question is whether or not Kohima and its citizens will be magnanimous enough to spread their wings of benevolence and play a good host by
welcoming their new inhabitants and by being hospitable to them. Despite its natural bounty, Kohima suffers from a number of manmade sicknesses - unplanned development resulting in mammoth traffic jam due to non-existence of proper road facility, poor water contribution system, erratic power supply, to name a few. Among the myriad ailments Kohima is marred with, finding a descent house for rent is a very disheartening and humiliating escapade one has to undergo. Forget about the price tag of monthly rental fees, if one is lucky enough to stumble upon a potential house, the normal response of the owner is that someone else has already booked the place, implying that he is not interested in renting out his house to you. Unless one is a close relative or a known friend of some landlords, no one gets his jackpot in a single shot. The intention is understandably to double-check the identity and ascertain the background of the vagabonds, but most house hunters get double-crossed in the process. House hunting in the state capital takes a heavy toll on the economic, mental, and physical tenacity of a person. The experience is not only daunting but also haunting.
While we complain to others about our anguish of not having given a proper place for accommodation by residents in cities like Delhi, Mumbai and Bengaluru, many of us still struggle to find a place to hide our heads in our own land. Let alone the people from other parts of the country, the Nagas from Nagaland struggle to find a descent place to rent and live in places like Kohima and Dimapur. We love to broadcast to the world by inviting them to come and savor our hospitability, but we look at each other with suspicion and refuse to share our space with our own brothers and sisters in need. The number of people seeking accommodation in the capital will grow more and more each year and the struggle to find a roof above our head will grow in equal proportion. This is one issue which should not escape the attention of policy makers in the government. No right-thinking leader can afford to wash his hands off the responsibility of providing his fellow citizens one of the most basic needs of life. The government and its agencies should join their heads together and find ways to address this pressing concern. After all the right to shelter is a legitimate human right. Rümatho Nyusou

Ultimately, Tyndale was strangled and burned at stake. His last words rang, “Lord, open the King of England’s eyes.” Two years after his death, the prophetic prayer of Tyndale was fulfilled. King Henry VIII ordered that the Great Bible of Tyndale’s work be disseminated to all the Churches in England for the purpose of preaching, teaching and reading. He set the stage for the reformation in the persons of Martin Luther, John Calvin, Zwingli and others. Praise God! The 1611 King James Version which was a work of 54 scholars (some say 47 scholars) was a complete dependence on the translation work of William Tyndale. It was through these two towering personalities that the English Bible was completed. Today, we are enjoying the fruit of their labours. May their souls be remembered and praise given to God for his unchanging, flawless, infallible and inspired book transmitted to the present generation intact and unbroken. In the bygone days, scores of precious souls have been burnt at stake and martyred
for teaching and preaching the Bible. Even today, there are places in the world where Bibles are restricted and Christian missionaries are smuggling the Bible into these countries and regions. Conversely, God has been so good to us! We have dozens of Bibles in our possessions and our book shelves are flooded with it. But that don’t mean a thing if we don’t care enough to open the pages of the inspired text. We take pride in that the Bible is the best-selling book in the world but the recent survey shows that the Bible is the least read book even among the Christian communities. Not surprised at all!! The weak state of our Churches is apparent as God’s book is less underscored by many Christians. May I then propose that if Christians in our land are saturated andsteeped in the Bible, it will certainly give birth to reformation! Therefore, the sound of reviving the Scriptures in our Churches should be the cry of every awakened soul. One key to overcome materialism over spiritual values will be through the recovery of God’s word in our Churches. Kudos to Acaut Nagaland
While appreciating the ACAUT Nagaland in it’s efforts of cleaning corrupt system that is ruining our society for long. My strong support and congratulation goes to the team for taking tough stand on anti-graft campaign against established power that are responsible for crippling our society. This palpably brought new dawn and hope to our generation. The present exposures and reactions by responsible organisation have both good and bad taste for our concerned new naga generation who, by and large dream to live in a fair and just society. I only wish that all our leaders put efforts in delivering corrupt free society. Of late, the ACAUT exposures of anomalies detected that published in Nagaland Post dated 14th June under the caption, “Anomalies in PWD(R&B) Dimapur division”, my intuition quickly dashed into my conscience to write this article on the related matter. Taking into account of various considerations and examination of the present transformative trends, I as a concerned citizen hailing from satoi under satakha constituency is grieved and constrained to place this public grievances that various projects and schemes under Central Sponsored Scheme (CSS) and state projects during the period of Shri. Kaito Aye as PWD minister (R&B, mechanical and Housing and National Highway) from 2008 to 2013, no tangible and actual developmental works has been done though in paper records, the numerous Central Sponsored Scheme (CSS) like NLCPR, PMGSY, CRF and other state programmes and schemes were shown to have completed and drawn the money but the actual live conditions of the roads are still in a primitive condition as no actual works had taken place and public are suffering for many decades under this area. To obtain detail information I had collected some information through RTI though it was unsatisfactory information furnished to me by Executive Engineer PWD Zunheboto on the behest of Chief Engineer Kohima. My question is, when hundreds of crores have been drawn from roads under one PWD subdivision, I wonder to imagine the amount involved throughout the state as the condition of roads remain same story. At this point, I would like to draw attention of ACAUT to also look into deeper anomalies created by the past ministers similar to the present exposures. Corruption should be eradicated from our society hence all the corrupt leaders should be brought to booked and no one should be spared from this naked practices of corruption. My second measures of concern which I wish ACAUT to come out openly is the silence on the fuel adulteration which is going on openly in the commercial hub Dimapur. As this is affecting everyone and no administration, police or government for that matter and underground organisation has not taken any drastic steps to stop this illegal activities in the market which is run by non-locals with the kerosene oil which are meant for public distribution system are been black marketed. MUMBAI, JUN 24 (PTI): Bombay High Court Friday observed that an accused has the right to get a copy of a confessional statement of a co-accused in a case and asked CBI to file an affidavit in response to a petition filed by Sheena Bora murder case accused Sanjeev Khanna. Khanna, arrested in connection with the sensational murder of his former wife Indrani Mukerjea’s daughter Sheena, has sought a copy of the confessional statement of Indrani’s former driver Shyamvar Rai, who was recently granted pardon and made an approver in the case. NEW DELHI, JUN 24 (IANS): As India’s bid for membership of the Nuclear Suppliers Group (NSG) came a cropper, the Congress on Friday said the Narendra Modiled government had shown “unnecessary desperation” to become a member of the bloc and embarrassed the country in the process. “Diplomacy is always done by wisdom and silence. We have never seen diplomacy being conducted in this manner, making it very clear whom you are lobbying with and whom you are petitioning with,” senior Congress leader and Deputy Leader of Opposition in Rajya Sabha Anand Sharma told reporters at the party headquarters here. “It is an embarrassment for India to do what was not required. This kind of intense lobbying by Prime Minister Modi and his government, we can understand, should have been done for UN Security Council membership,” Sharma said, insisting there was no need to show desperation that led India to be equated with Pakistan in the NSG case. “Why did the Prime Minister and this government make so much of noise about it, and the kind of hectic campaigning and lobbying for it? In 2008, NSG had given India specific waiver which allowed India’s integration with the nuclear mainstream after decades of isolation,” he added. Dimapur, Jun 24 (NPN): A Naga youth was found dead on June 23 at Sunderbani, 80 kms from Jammu city in Jammu and Kashmir. The youth, suspected to be murdered, was identified as one Jisietho Nyuwi, aged 27 from Meluri village, Phek district was a Hindi graduate and had been working part-time in 4G installation in Jammu area. KOCHI, JUN 24 (PTI): In a relief to former Chief Minister Oommen Chandy and former Power Minister Aryadan Mohammed, the Kerala High Court Friday quashed proceedings initiated by the Vigilance Court in Thrissur against them in connection with bribery charge in the solar scam. Justice B Kemal Pasha, allowing a petition by Chandy and Mohammed, said the vigilance court had acted in a haste and the complaint does not disclose anything even for a quick verification. On January 28, Inquiry Commissioner and Special Judge Thrissur S S Vassan had directed Vigilance and Anti-Corruption Bureau Director to register an FIR on a private complaint by a social worker on bribery charges against Chandy and Mohammed levelled by solar scam prime accused Saritha S Nair before a judicial commission probing the matter. The high court in an interim order on the very next day suspended the Vigilance court order, observing that it had acted mechanically without knowing the nature and extent of its powers. Saritha, while deposing before the Justice G Sivarajan Commission, had alleged that she had paid bribes to the tune of Rs 1.90 crore to a close aide of Chandy and Rs 40 lakh to Mohammed.

NEW DELHI, JUN 24 (PTI): UGC has come out with guidelines that provide a framework for transfer of marks scored in approved online courses to regular classroom courses. The University Grants Commission (credit framework for online learning courses through Swayam) Regulation, 2016, which was passed at a recent meeting of the Commission and received the approval of the HRD Ministry, will be notified soon, official sources said. The guidelines have been framed keeping in mind the HRD Ministry’s massive open online courses (MOOC) platform Swayam (Study Web of Active Learning by Young and Aspiring Minds). 2,000 such courses are expected to be launched for three crore learners under the government’s ambitious Swayam project. Through this project, students from the backward rural areas can access to teaching facilities of best institutes which will offer online courses, thereby raising the overall standard of higher education in the country. According to the new UGC norms, institutions can, keeping in view their academic requirements, decide upon the courses which they shall permit for

H y d e r a ba d, J u n 2 4 (PTI): India continues to get the “lion’s share” of the H-1B visas from the US government despite the fee hike, US Ambassador to India Richard Verma said today. “India continues to receive the lion’s share of H-1B and L1 and even after the fee increase, they continue to get 70 per cent of those H-1B visas,” Verma said on the sidelines of ‘The Future is Now: From COP21 to Reality’ conference here. “We understand the concern about the fee hike. I think there is an ongoing conversation. We also know this is an important part of travel and commercial enterprise in the US”. “And again, there is an increase in the number of visas issued, in fact, there is a slight increase,” he added. The US, under the 9/11 Health and Compensation Act, has imposed a special fee of USD 4,000 on certain categories of H-1B visas and USD 4,500 on L1 visas. Almost all Indian IT companies would be paying between USD 8,000 and USD 10,000 per H-1B visa as per the hike. According to Nasscom, this is expected to have an impact of about USD 400 million annually on India’s technology sector. New Delhi, Jun 24 (PTI): Reserve Bank Thursday released its framework for ‘Payment and Settlement Systems in India’, with a view to moving towards “less-cash” society and ensuring access of mobile banking services to even basic phone users. The Vision-2018 reiterates commitment of RBI to encourage greater use of electronic payments by all sections of society so as to achieve a “less-cash” society, RBI said. “The policy efforts will also focus on ensuring that access to mobile banking services is seamlessly provided to the large number of users of non-smartphone handsets in multiple languages,” it said. Mumbai, Jun 24 (PTI): Spooked by Brexit impact, the rupee plunged as much as 71 paise to settle at a 4-month low of 67.96 against the dollar on fresh demand for the US currency as the latter rose overseas amid a sharp fall in equities. The rupee opened sharply lower at 67.91 against yesterday’s closing level of 67.25 at the Interbank Foreign Exchange (forex) market and went down further to 68.22 on initial heavy dollar demand from banks and importers. But intervention of the Reserve Bank (RBI) coupled with rebound in equities meant the domestic unit recovered to 67.78 before ending at a 4-month low at 67.96, a loss of 71 paise, or 1.06 per cent -its biggest single-day fall since August 24, 2015. The rupee had last ended at around this level -- 68.42 -- was on February 29. The domestic currency hovered in a range of 67.78 and 68.22 during the day. The dollar index was trading up 2.80 per cent against a basket of six currencies in the late afternoon trade. RBI fixed the reference rate for the dollar at 68.01 and euro at 75.10. In crosscurrency trades, the rupee recovered sharply against the pound sterling to finish at 93.13 from 100.20 yesterday and also rebounded against the euro to settle at 74.80 from 76.57.

Guwahati, Jun 24 (PTI): Public sector oil firms will invest Rs 6,000 crore in Assam during the current financial year on various activities, Petroleum Minister Dharmendra Pradhan today said. “In this fiscal, Rs 6,000 crore investment will be made in Assam by all public sector oil firms. This amount will be invested for implementing various plans, including capacity expansion. We have already started the work,” Pradhan told reporters here. The investment will be made by the companies for EMP, setting up new pipelines, expanding capacities and marketing among others, he added. “As per the Hydrocarbon Vision 2030 for North East India, a total of Rs 1,30,000 crore will be invested in the region. Out of this, Rs 80,000 crore will be spent in Assam,” the minister said. As part of its plans to develop Assam’s hydrocarbon sector, the Centre will put 12 small oilfields of the state under auction along with 55 other such discoveries across the country, he added. “All these 67 oilfields were discovered during the last 8-40 years and are with Oil India and ONGC. As these are small oilfields, they were not so financially viable. Now we are targeting to garner Rs 30,000 crore from the auctioning of these 67 blocks,” Pradhan said. Beijing, Jun 24 (PTI): Making a strong pitch for Chinese investments in India’s expanding infrastructure sector, Finance Minister Arun Jaitley today said India will be the only economy in the world which is poised to grow at 7.5 to 8 per cent in an “unsupportive global environment”. Addressing ‘Invest in India’ Business Forum here, Jaitley said “in the immediate future we will certainly maintain the growth rates which we have”. “Hopefully if there is good monsoon this year, which is expected to be, we have a potential to improve upon those growth rates. Even in an unsupportive global environment we probably would be only economy which moves up towards 7.5 per cent and more towards the eight per cent growth rate,” he said referring to the IMF downgrading global economic growth. “In a supportive global environment if things change for the better I do not know what the rate itself would be. But I am assuming that the global environment would remain the same,” he said laying out a detailed roadmap for massive development of rural and urban infrastructure across India. “Therefore India in these roadmaps offers an attractive opportunity,” he said at the meeting attended by a large

SEOUL, JUN 24 (PTI): India Friday failed in its determined bid to clinch membership of Nuclear Suppliers Group (NSG) in the face of strong China-led opposition after which it gave vent to its unhappiness over the hurdles created by Beijing. In a clear setback to its efforts to join the 48-nation grouping, a two-day NSG plenary ended here after deciding against accepting India’s membership application. China, which had made no secret of its opposition, succeeded in scuttling India’s bid despite a significant majority backing the Indian case. Thirty-eight countries supported India, according to Indian officials. Beijing was unrelenting in thwarting India despite Prime Minister Narendra Modi urging Chinese President Xi Jinping during a meeting in Tashkent yesterday to support India’s case on its merits. An upset India later accused “one country”, a clear reference to China, of persistently creating procedural hurdles during the discussions on its application. “We understand that despite procedural hurdles persistently raised by one country, a three-hour-long discussion took place last night on the issue of future participation in the NSG,” External Affairs Ministry Spokesperson Vikas Swarup said. “The NSG plenary in Seoul earlier in the day decided against granting India

Defending its opposition to entry of non-NPT countries like India into NSG, Chinese Foreign Ministry said it was guided by the rules of the 48-nation grouping which were not directed against any specific country.

WASHINGTON, JUN 24 (PTI): President Barack Obama Friday said that the US respects the decision of British people to exit from the European Union and hoped that the United Kingdom and EU will remain “indispensable partners” of America. “The people of the UK have spoken, and we respect their decision,” Obama said in a statement in his first reaction to the result of the historic referendum. “The special relationship between the United States and the United Kingdom is enduring, and the United Kingdom’s membership in NATO remains a vital cornerstone of US foreign, security, and economic policy,” he said. So too is America’s relationship with the European Union, which has done so much

he first of its kind in North East India, a specialist course for music teachers got underway at Music Academy Kohima (MAK) IG stadium road with Tim Palmer musician, animateur and music education consultant from Trinity Laban summer Academy as the resource person on Friday. The 6-day specialist course would conclude on June 25. Interacting with the me-
dia persons, Palmer said the course would explore contemporary music education to improve teaching for the music teachers. He also informed of an online course for P.G. certificate in specialist course for music teachers. Palmer who came to Nagaland for the first time opined that Nagaland had many committed music teachers and was happy to see many young
people involved in the music industry. He reminded the musicians that music learn by practicing. He expressed his confidence that the trained music teachers would train another 200 students in future. Director MAK, Khyochano TCK said the course was exploring and enriching the music teaching community. Amei üsou, a music teacher, shared that the course was
helpful to reflect on improving the way of teaching. Akhrou, a music director in a church, said the special course would help teaching music better with more motivation. Mhasi a music teacher in school said she learned better methods of dealing with students. Independent music teacher Shonron said she learned how to understand students individually better. Altogether 12 music teachers from schools, music institutions, church and independent teachers are taking this special-
ist course with practical and theory sessions. It may be mentioned that Tim Palmer holds a senior lectureship in music education at Trinity Laban, where he leads teaching and research into the role of the musician in education settings and into creative teaching in music in higher education. He is active as an animateur and music education consultant and has devised and led education projects for many major arts organizations. (Correspondent)

NEW DELHI, Jun 24 (PTI): Three Indians, including WBC Asian title-holder Neeraj Goyat, have registered for the Inter national Boxing Association’s (AIBA) Olympic Qualifying tournament for professional boxers scheduled to be held in Venezuela from July 3 to 8. Neeraj, who will be defending his WBC title next month, will compete in the welterweight 69kg division as no Indian boxer has qualified in this category. Gaurav Bidhuri (52kg) and Dilbag Singh (81kg) have also thrown their hats in the fray. “I have completed the registration for the event and I hope to make the Olympics from there,” said Gaurav, who is eligible for the event owing to his participation in the AIBAbacked semi-professional World Series of Boxing (WSB), where he won four and lost an equal number of bouts during his stint.

In an interview to IANS, he said a beginning can be made by way of futsal -- a variant of football played in a smaller field, indoors -- which will help the children with their skills. “I think first you need to give a chance to the children to play. That’s why futsal is so important. Futsal is important if you want to be a professional footballer. Futsal will help you a lot with skills. The key is to give opportunity to the children to perform, motivate them to play and show them how the game is played,” Deco told IANS. Salgaocar, SC Goa pulls out of I-League
New Delhi, Jun 24 (PTI): Two of Indian football’s traditional outfits, Salgaocar FC and Sporting Clube de Goa, today decided to “withdraw” from the forthcoming season of I-League over the AIFF’s decision to restructure the domestic league system. The decision was made public in a joint statement issued by the two Goa-based clubs. The AIFF, which on May 17 met various stakeholders, including its marketing partners IMG-Reliance, virtually recognised ISL as the country’s premier league as per its draft plan, while deciding to form a three-tier football system in India from 2017-18. “Over the past few weeks, Salgaocar Football Club and Sporting Clube de Goa have had several rounds of discussions and have deliberated the impact that the May
17th proposal will have on the state of the sport. It is clear that the proposal is highly discriminatory, goes against sporting merit, is unworkable for I-League clubs and hampers Goa, which is the best represented state in the I-League, the most,” the two clubs said in a statement. It added, “Therefore, rather than waiting for another year to face the inevitable, Salgaocar Football Club and Sporting Clube de Goa have decided to take the painful decision to withdraw from the forthcoming edition of the I-League.” The AIFF has also faced opposition to its proposed plans from legacy clubs such as Mohun Bagan and East Bengal. The exit of Salgaocar and Sporting Clube de Goa will come as another blow. Detailing the sequence of events from the May 17
meeting, the two Goan heavyweights called AIFF’s proposals ‘shocking’ and ‘disheartening’. “At this meeting a detailed proposal was presented, which is heavily biased against the I-League and its clubs. Not only does it relegate the ILeague to a second tier league, but also does away with promotion, thereby replacing merit with a franchisee fee as the primary criteria for participating in the top league. “The ISL, hitherto termed as only a tournament by the AIFF, would leapfrog the I-League to become the nation’s top league, with no relegation. This was shocking and disheartening, especially considering the repeated claims made by representatives of AIFF and FIFA that the I-League was the premier league competition in the country.”

Till the 14th shot of the 20 shot final, Pooja looked to be headed towards a first ever World Cup medal, when she was in firm third place, 0.7 points clear of her fourth-placed rival from Korea, Hae Mi Park. A 9.6 in the 15th shot to Park’s 10.0 meant the gap had closed to just 0.3. Park’s 16th shot came in at 10.8 to Pooja’s 10.3, which meant that she lost out on the bronze by a mere 0.2 points to be eliminated. China’s Bei Du clinched the gold while countrywoman Mengyao Shi took the silver. Park settled for the bronze. Anjum Moudgil of India narrowly missed the final, shooting a score of 416.4 to finish in the ninth place on countback. The day also witnessed the first precision leg of women’s 25m Pistol event, where another Rio hopeful Heena Sidhu registered the highest score of 296 out of 300 while Anisa Sayyed with 283 and Surbhi Pathak with 280 were quite a distance behind. Heena will be shooting the Rapid Fire Stage on Saturday, hoping to make it to the finals.
