NSCA condemns threat on Dr. Jamir KOHIMA, JUN 25 (NPN): Nagaland Senior Citizen’s Association (NSCA) has expressed concern over the threat received by Odisha governor Dr. S.C. Jamir allegedly from outlawed CPI (Maoist). In a press release, NSCA said the threat came at the time when the global leaders under the aegis of United Nations were striving to make the world “a happy place of habitation, peaceful co-existence and to bring progressive change in all fronts by putting all out efforts.” Asserting that “better and good sense should prevail and so called threats against the governor should be withdrawn”, the NSCA said if there was any misunderstanding, it should be discussed and resolved amicable in the interest of both the parties.

Govt flip-flop on draft forest policy

NEW DELHI, JUN 25 (PTI): In a flip-flop, the Environment Ministry Saturday said it had “inadvertently” uploaded a “study” and “not issued” any draft forest policy, days after it put up a document, titled the Draft National Forest Policy 2016, on its website and sought public opinion. The Ministry said the study done by Indian Institute of Forest Management (IIFM) in Bhopal was “inadvertently” uploaded on its website as draft forest policy. “The Ministry has not issued any draft notification on National Forest Policy. What has been uploaded on the website was a study done by Indian Institute of Forest Management, Bhopal. The study has not been evaluated by the Ministry. “The Ministry has not taken any decision on draft forest policy. The study report prepared by IIFM, Bhopal was inadvertently uploaded as draft forest policy on the website,” said S S Negi, Director General, Forest, and Special Secretary, Environment Ministry. The Ministry had uploaded the draft national forest policy on its website which, once ratified, would have replaced the 1988 policy. The document, a copy of which is in possession of PTI, said “the draft of the National Forest Policy, 2016, has been prepared by the Indian Institute of Forest Management, Bhopal (IIFM) based on village level focus group discussions... regional and national level consultations, inputs from various stakeholders and analysis of primary and secondary datasets carried out during the years 2015 and 2016.” There were also reports in a section of media that the Ministry, after uploading the document, had given very little time for stakeholders to comment on it. Negi said the Ministry has an elaborate procedure of preparing a draft policy and no such process has been undertaken by it. “As Director General Forest, I would like to clarify that this document is not the draft forest policy. The Ministry has an elaborate procedure for preparing draft policy document, which takes into account multiple inputs from all stakeholders, state governments, think tanks and public consultation.

Terrorists kill 8 CRPF men in J&K

Security forces inspecting the CRPF bus which was attacked by militants on SrinagarJammu National High Way at Pampore on the out skirts of Sringar on Saturday. Eight CRPF personnel and two militants were killed in the shoot out. (PTI) SRINAGAR, JUN 25 (PTI): In the deadliest attack on security forces in three years, eight CRPF personnel were killed and 21 others critically wounded when terrorists rained bullets on a bus carrying them in South Kashmir’s Pulwama district today. The suspected LeT terrorists sprayed a bus carrying the personnel of 161 battalion of CRPF with bullets at Frestbal, 14 KMs from here, officials said. The CRPF’s Road Opening Party (ROP) engaged the

terrorists and killed two of them. According come accounts, two more militants were involved in the attack but there was no official confirmation. The area has been sealed and message flashed about the possibility of two terrorists having fled the spot in a car towards Srinagar. The injured were rushed to the hospital where doctors declared five of them having been brought dead, while the condition of four of the 21 personnel was stated to be critical.

After the encounter was over, bodies of three more CRPF personnel were found on the back seats of the bus raising the death toll to eight. The terrorists appeared to have carefully chosen the spot for the ambush as every vehicle has to slow down there because of a sharp curve on the road. Security agencies suspect a reconnaisance might have preceded the assault. This is the third terror strike in three weeks targeting security personnel and the deadliest after the June 24,

2013 attack on Army personnel at Hyderpora on the outskirts of Srinagar in which nine armymen were gunned down. Inspector General of CRPF Nalin Prabhat rushed to the spot and was leading the combing operations. “We have eliminated two terrorists who are believed to be from Lashkar-e-Taiba,” he said. Jammu and Kashmir Director General of Police K Rajendra, who visited the spot, said the two terrorists had been neutralized but “unfortunately we have suffered some causalities too”. Asked whether the slain terrorists were from across the border, Rajendra said, “In all probability they seem to be from Pakistan.” Director General of CRPF Durga Prasad will visit the scene of encounter tomorrow. In Delhi, Home Minister Rajnath Singh expressed deep anguish over the killing of the CRPF personnel. “My heart goes out to the families of the CRPF men who lost their lives in Pampore. I also pray for the speedy recovery of the injured,” he said in a tweet. This is the second attack on a bus carrying security personnel within three weeks. On June 3, terrorists had fired at a bus carrying BSF personnel in Bijbehara, killing two of them. On June four, terrorists had gunned down three policemen at general bus stand.

PM launches Smart City projects PUNE, JUN 25 (IANS/ AGENCIES): Prime Minister Narendra Modi on Saturday evening inaugurated various ‘Smart City Projects’ under the Smart Cities Mission at a function here. Modi launched 84 such projects including 14 for Pune, for various other cities across the country, at an investment of around Rs 2,000 crore. The 20 selected Smart Cities were linked to the Pune venue through videoconferencing wherein their states’ Chief Ministers and other leaders gave details of their plans for the Smart Cities in their states and interacted with the PM. The launched came exactly a year after he set off the mission by releasing the Mission Guidelines. Speaking on the occasion to a packed audience in the 5,000 capacity Shiv Chatrpati Sports Complex in Pune, Prime Minister said that Smart City Mission is now succeeding as a people’s movement as envisaged. He expressed satisfaction over citizen participation in preparation of smart city plans of various cities with over 25 lakh people giving serious suggestions on MyGov.in. Modi clarified that the central government did not select the smart cities but it was the citizens who enabled their selection in the ‘City Challenge Competition’. He complimented the team led by Minister of Urban Development M.Venkaiah Naidu. DIMAPUR, JUN 25 (NPN): Against the backdrop of civil societies standing up against illegal taxation, corruption and other issues plaguing the state, retired Supreme Court Judge, H.K Sema said “intellectual associations and bodies” in Nagaland were fearlessly raising their voices and remarked that “this is what we need in a society.” He said this at the oneday consultation on “using the law to ensure reproductive and sexual health”, Saturday at conference hall, DBIDL, Don Bosco School Campus, here organised by Human Rights Law Network (HRLN) and supported by CAN Youth organisation. Dwelling on various aspects of “rights” in the context of Nagaland, Sema pointed out that freedom of speech and expression included formation of an organisation/association to ventilate the grievances of the public.

IMPHAL, JUN 25: All political parties of Manipur on Saturday suggested the state government to draft a new bill for protection of indigenous communities in the aftermath of President withholding The Protection of Manipur People Bill-2015 for introduction of inner line permit system (ILPS) in the state. This was decided at a meeting of all political parties held under the presidentship of chief minister O Ibobi Singh. Apart from Naga People Front (NPF), Lok Jana Shakti Party (LJP) and Janata Dal (Secular), representatives of all political parties, including recently opened unit of the National People’s Party (NPP) took part in the meeting held at CM’s residence. Lotha Hoho asked not to mislead people DIMAPUR, JUN 25 (NPN): Denying the claim of Lotha Hoho (LH) that the Lotha legislators had submitted memorandum to the state government in 2008 on oil issue, the Nagaland home minister Y.Patton and three former legislators from Lotha community have urged the hoho not to mislead people with wrong information. In a joint press statement, home minister Y.Patton, former minister Dr. Chumben Murry, former deputy speaker RalanthungYanthan and former parliamentary secretary Er. W. Kithan said while the matter of petroleum and natural gas issue was sub judice as a result of the PIL filed by members of Lotha Hoho on the matter, they said a clarification of the Lotha legislators of the 11th NLA (2008-13) was being issued to allay any confusions or misunderstanding that may have resulted. The signatories pointed out that as all the four legislators of the district were in the treasury bench of the govern-

ment then, the Lotha community raised hopefulness that its legislators would take good initiatives and leadership for all round development of the district and in particular, to revive exploration and extraction of oil in the district. Accordingly, they said on this issue of oil exploration and extraction, multiple meetings were held with the Lotha gazetted officers’ union, the Kyong Hoho and its frontal units, LLRPO, Kohima and Dimapur Lotha Hohos, Kyong students’ union, the concerned land owners etc. After deliberations, they said consensual points specially related to installation of mid downstream facilities and protection of the rights of the landowners in terms of rehabilitation, employment and land use were hammered out. “These were summarized into a concise charter and a DO Letter was written to the Principal Secretary Department of Geology and Mining; Govt. of Nagaland on 15th July 2008 by the four Legislators on behalf of the

Lotha Community (barely four months after the formation of the 11th House of the NLA),” they stated. They also highlighted how the Nagaland P&NG Regulations 2012 was passed in the Assembly on September 22, 2012 and the Nagaland P&NG Rules 2012 was framed and notified on December 7, 2012 after a process of consultations involving Tribal hohos. Following laying of the draft Regulations for discussion, they said Lotha community leaders raised points of shortfalls and for inclusion in the Regulations. Therefore, the signatories said a meeting of Wokha district legislators, Lotha gazetted officers’ union, Kyong Hoho, LLRPO, Kohima Lotha Hoho, Dimapur Lotha Hoho, CLOU, Kyong Eloe Hohoand Kyong Students’ Union was convened on September 9, 2012 at Hotel Japfu. At that meeting, they said a five-point charter of demands were filtered and

agreed upon by raise of hands and the same with appended signatures were submitted to Convener Cabinet SubCommittee (CSC) on oil the same night. They said CSC convener was very receptive as all the demands made were duly taken into consideration except revenue sharing, which the convener purportedly said was done after much research and rates laid were minimum and base point subject to variability on bidding. After all those participatory approach, they said many Lothas were taken by surprise by the PIL. “Let it be known that the present PIL is not a conscious decision of Lotha Tribe but a decision of a handful of people from the Tribe…” the signatories asserted. In the light of the above, the signatories urged the Lotha Hoho to withdraw the PIL on P&NG as it tantamount to challenging the constitutional authority of Nagaland Legislative Assembly as provided under Article 371 A. The meeting adopted three-point resolutions for introduction of the new bill in the next session of the Manipur Legislative Assembly. In another resolution, the meeting entrusted the state government for drafting the bill in consultation with legal and constitutional experts for protection of indigenous communities in the state. The bill will be prepared looking into all aspect of hills and valley people of the state. “The the draft copy of

the bill will be finalised with due consultation with all stakeholders of hills and valley people of Manipur,” the second resolution of the meeting stated. Representatives of all political parties present at the meeting appealed to all citizens of the state to maintain peace as all necessary works for preparation of the new bill for introducing on the floor of the Assembly has been initiated by the government. The meeting also urged all sections of the people of the state to extend their full help and co-operation to the efforts of the political parties and the state government towards the accomplishment of the exercise to have a new legislation, the statement added. It may be mentioned here that on the advice of the Ministry of Home Affairs, the President of India has refrained from giving assent to the three bills passed by the state Assembly on August 31, 2015 for introduction of

LONDON, JUN 25 (IANS): Over one million Britons have signed a petition calling on the British Parliament to hold a new referendum on Britain’s membership of the European Union (EU). The petition, set up by William Oliver Healey, called for implementing the rule that “if the Remain or Leave vote is less than 60 per cent based on a turnout less than 75 per cent, there should be another referendum”. Parliament released a message on its official website that it will consider the request for a discussion, as parliament is committed to consider any request or initiative with more than 100,000 signatures. The committee concerned with petitions will meet on Tuesday in this regard. A total of 51.9 per cent of Britons voted on Thursday to leave the EU in a referendum, nicknamed “Brexit” with the participation of 72.1 per cent of voters.

DIMAPUR, JUN 25 (NPN): Twenty villages students’ union under Longleng Sadar has termed as “false and bias” the statement of Yongnyah Area Students’ Union (YSAU), published on June 25, 2016, saying the statement attempted “to strangulate the minds of the peoples.” In a press release, 20 villages students’ union convenor B. Ating Phom and secretary M.Chaupong Phom expressed resentment over selecting the site at Yungho under Yongnyah village for establishment of polytechnic institution. They questioned YASU as to how site at Yungho could be feasible when there was no facilities such as electricity, postal service, banking, medical, security etc. The signatories asserted that the site would not benefit the student community as the proposed site was “too far away” – 30km from district headquarters Longleng. They also expressed surprise at how the department recommended Yungho site for setting up polytechnic despite “fully aware” of the government notification that “such a

Women talk about peace & challenges

DIMAPUR, JUN 25 (NPN): Trying to reform the society, build bridges, maintain peace and stand firm and calm in times of conflict what mothers/women in Naga society have been doing for several decades and whether society acknowledged the contributions these women (mostly mothers) who left behind their families and walked miles for days-risking their lives so peace was maintained in Naga society? These were thoughts and question raised by two Naga mothers and former presidents of Naga Mothers Association (NMA) -Neidonuo Angami and Khesheli Chishi- as they shared about their experiences as NMA leaders. Each of them spoke on their perspective on the formation of NMA and challenges women faced in mid 1980s and early 1990s during when drugs and pornography and killings amongst the Naga groups were at the peak. The event on “stories of women in peace” was organised by The Morung Lecture -- an initiative of The Morung for Indigenous Affairs & Just Peace and The Morung Express, at DABA Elim Hall, Duncan Basti. founding members of NMA, admitted that initially the association was formed to check “social evils” such as drug addiction and rampant sale of pornography videos and check such screenings in the video halls which she said was very prevalent in the 80s. “We did not recognise our role as peacemakers those days but eventually as we worked for peace, we realised the roles of mothers/women in peacemaking”, said Neidonuo. She said initially NMA along with the law enforcing agencies was more focused on preventing drug trafficking and helping the drug addicts, mostly youth, for rehabilitation. However, in early 1990s when Nagaland experienced “maximum factional killings”

she said, as mothers, people started to look upon them to be facilitators. Though the mothers had to walk for days without proper food and equipments, she said they were determined and was not ready to give up as they wanted peace to prevail in Naga society. “We laughed, we cried but we did not give up because we wanted peace to prevail and that motivated us”, said Chishi. She admitted that Nagas in that part of the region was

living in a “pathetic condition” and the realisation that half the population of Nagas were living miserably was also one of the reasons that motivated the members. Chishi also briefed about NMA delegates meeting with leaders of the neighbouring states and highlighted on the need to maintain peace and cordial relationship. “How can we yearn for peace while our neighbours are crying?” questioned Chishi and added that this motivated NMA to approach the neighbouring states. During the discussion session, NMA advisor Rosemary said absolute peace could be achieved when there was social justice and women were empowered. Incumbent NMA president Abei-Ü Meru also agreed that peace was a continuous process and has no boundary. Neidonuo rightly summed up the struggle of mothers for peace saying “peacemaking is an ongoing process and an effort of all Naga women” and added that NMA alone should not take the credit. Making a clarion call to Naga women, Neidonuo said “I want all Naga women to understand that you are all part of the peacemaking and we should all keep up the process”.

Moreover, they do not think of the future of the generation,” he lamented. Expressing concern over excessive use of social media, he was of the view that there was “something wrong going” with younger generation and that the impact of social media on youths should be examined seriously. Saying that the youth have to choose their career at the right time, Naga Hoho president said it was observed that many parents try to impose their own ideas on their children in choosing their career. He lamented that this practice has damaged the personal growth of many children in the state. Stating that many parents advised their children to choose their career option depending on their results on performance on secondary schools, Ozukum said this practice was not good and that the parents should see the interests of the children at first for choosing their options. ZUNHEBOTO, JUNE 25 (NPN): Residents of Zunheboto DC Hill (East) on Saturday conducted a social work by repairing the colony road that had become like a stream. Under the supervision of DC Hill (E) GB Vitozhe Awomi and former Zunheboto Town Council (ZTC),

councillor Mughato Zhimomi, residents filled up the gigantic potholes and cleared the drainage. The route which used to be the busiest road is now hardly plied due to the pathetic road condition. One of the parents during the social work rued “the taxi drivers refused to ply the route which added more miseries to us and our school going children”.

DIMAPUR: NSCN (I-M) through its secretary to the GPRN ministry of kilo affairs has informed that thorough investigation by the CAO Rengma region and commander Tseminyu town command had concluded that Kunri Tep, son of Humpo Tep and Shayhenlo Magh, son of late Ndayhun Magh of Tesophenyu village masquerading as NSCN who had harassed national BJP (ST Morcha) vice president, Johny G. Rengma at Kandinu on June 19 were just villagers and not NSCN cadres. It stated that the government strongly condemns such acts of impersonation and harassing innocent people and has declared the duo as wanted. Meanwhile the two arrested are currently lodged under the custody of Kohima police.

Excise destroys confiscated items

DIMAPUR: All Nagaland District Ministerial Service Association (ANDMSA) has reiterated its earlier demand for amalgamation of directorate and district ministerial cadre into common ministerial cadre as recruitment policy and criteria of both the cadre were same. In a press note ANDMSA president Shilumenba Alinger and general secretary, T. Limhachan Kithan while appreciating the government for constituting a committee to frame the service rules of the district ministerial service also reiterated its charter of demand submitted earlier to the committee/government on 8/3/2016 and 18/03/2016. ANDMSA also demanded elevation of HA/Sr. HA to that of district superintendent class-I and SDHA to that of class-II; creation of district superintendent class-I and assistant district superintendent classII in all the independent DDOs of districts and sub-divisions. In this regard, ANDMSA has urged the government to take up the case on priority and fulfill its demand.

ANAHTA Wokha unit appeals for release of pending salaries

DIMAPUR, JUN 25 (NPN): Atal Mission for Rejuvenation and Urban Transformation (AMRUT) first anniversary organised by Dimapur Municipal Council (DMC) was observed Saturday at DMC office premises. Speaking on the occasion, DMC Administrator, H. Atokhe Aye highlighted the various activities being to be undertaken by DMC under the scheme. The municipal body has tied up with PHED to provide water supply to every household in Dimapur, informed Aye.

He further enlightened the gathering that DMC along with PHED would work on creating networked underground sewerage systems, including augmentation of existing sewerage systems. On urban transport, building of two new foot flyover is in the offing, said Aye. In these regard, the council has identified two locations at Deluxe Point and Dhobinalla for the construction of foot flyover bridges. DMC would also develop child-friendly green space and parks under the scheme informed Aye and added that the municipal council has al-

ready adopted a park at PWD colony. While maintaining that DMC was committed to help the citizens of Dimapur in every possible way, the administrator has also sought support and cooperation of the public while carrying out developmental work. He further appealed to the citizens to inculcate civic sense especially with regard to throwing of garbage. DIMAPUR: All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) Wokha Unit has appealed the department of School Education (DoSE) to release pending salaries of 2016. A press note by ANAHTA Wokha unit president stated that teachers were facing lot of problems even to maintain family and children’s education. It also stated that many teachers were posted in the remote areas of the state and need their salaries to be released on time. The aggrieved teachers have therefore requested the directorate of school education to release the pending salaries upto June 2016 at the earliest and redress the reason mentioned above. It also cautioned that if the genuine grievances were not redressed, it would take its own course of action for which the department would be solely held responsible.

Also speaking at the programme, additional commissioner of Excise, Dimapur Pitongse Sangtam lamented that the Excise department has less manpower which he said was a major hindrance in executing the duty effectively. He also admitted that though implementation of NLTP has been more or less successful in other districts the department has not been able to check the inflow of liquor in Kohima and Dimapur districts effectively. Sangtam attributed existence of many “entry points” to these

districts and less manpower to check this “entry points” as one of the major factors. Therefore, he appealed the public to continue to extend cooperation and support towards the department to work for the welfare of the society. Earlier, the programme was chaired by deputy commissioner of excise (HQ), Dimapur Lanuwati Jamir and invocation prayer by Lotha Baptist Church Dimapur (LBCD) Pastor Reverend Chumben Kyong. UPF decries detention of KNF activist, assault on women by AR

IMPHAL, JUN 25: United People’s Front (UPF), one of the two apex bodies of Kuki militant groups under suspension of operation (SoO), has expressed strong resentment over the recent detention of four activists of its constituents Kuki National Front (KNF) by Assam Rifles and alleged assault on the womenfolk protesting against the detention. On June 21, troops of 35 Assam Rifles posted at Henbung of Senapati district detained four activists of KNF who were deputed as personal security guard of UPF chairman ST Thangboi. On the following day, womenfolk of Henbung area who stormed the Assam Rifles camp clashed with the troops, resulting in the injury of over 50 women. UPF said in a statement on Saturday that the detention

and assault were an insult to the significant “tripartite political dialogue” which was held recently in New Delhi among the representatives of the Centre, state and UPF and KNO. “It is also an insult to the whole Kuki community and UPF will not tolerate any insult to the political talks and the Kukis,” UPF said. Recalling the very day, it alleged that top leaders of KNF including its president, ST Thangboi were on official meeting in connection with the tripartite talks at Hengbung on June 21 was eventually disrupted by the Major Gulati, post commander of 35 AR Hengbung post by apprehending four PSOs of the UPF chairman at the meeting place. The “tripartite dialogue” which began on June 15 in New Delhi between the two conglomerates of the Kuki militant groups and the governments since the signing of

The peace loving UPF in its endeavor to bring peace and lasting solution towards the Kuki political issue had hailed the initiative of the governments for dialogue and welcome any constructive suggestions and efforts from all walks of life for its fertile accomplishment, it stated.

Ingti said KADCC president and EM Mangal Singh Timung has submitted his resignation letter to the party but none of others has intimidated anything to the party. The joining of Ronghang and his 18 aides to the saffron camp is considered to be a major blow to the Congress party. However, DCC meeting did not take the issue seriously and said that the party workers should not demoralise with it

and they should carry forward its policy and principles, said former APCC general secretary Bidya Sing Engleng. “We are not surprise at the prevailing situation. ASDC (now Hill State Demand Council) during the spilt with the CPI (ML) in 2000 had faced similar crisis. BSF stops 250 Bangladeshis from entering Tripura AGARTALA, JUN 25 (IANS): Around 250 Bangladeshi nationals, who tried to enter Tripura on Saturday returned back from the border, police said. These Bangladeshi Hindu tribals were evicted from their habitation by the forest guards of that country. “After a flag meeting between the officials of BSF and Border Guards Bangladesh, the latter took these Bangladeshis back from the border to provide rehabilitation in their villages,” Khowai district police chief Jayanta Chakraborty told IANS over phone.

AAP MLA Mohaniya arrested; Arvind Kejriwal slams Modi

Police detain AAP MLA Dinesh Mohaniya in New Delhi on Saturday for allegedly misbehaving with a group of women who had gone to him to complain about water crisis. (PTI) of Police(south East) RP Upadhyay. Reacting sharply to the arrest of the party MLA, Kejriwal said in a tweet, “Modi declares emergency in Delhi. Arresting, raiding, terrorising, filing false cases against all those whom Delhi elected (sic).” In another tweet, the Delhi CM said, “Dinesh mohaniya arrested from his press conference in front of all TV cameras. What msg does Modi want to give to everyone?” Mohaniya is the eight AAP MLA to be arrested by Delhi Police since the party came to power for the second time in Delhi February 2015. The MLA was booked on June 23 for allegedly misbehaving with a group of women, who approached him with a complaint regarding water crisis in their locality. An FIR under Sections 323, 506 and 509 was registered in south Delhi’s Neb Sarai police station. The police added Sections 354 (assault or criminal force on woman), 354 A (making sexually coloured re-

marks), 354 (assault or use of criminal force to woman with intent to disrobe) and 354 C (Any man who watches, or captures the image of a woman engaging in a private act) of IPC after two of the complainants presented themselves before a magistrate yesterday and their statements were recorded under Section 164 of CrPC. In their statements, the women alleged that Mohaniya also molested them during the tussle on June 22 as they had gone to complain to him against water problem faced by them. In their complaint, they had earlier told police that the MLA and his men had verbally abused them and threatened them. Another case has been registered against Mohaniya at Govindpuri Police Station for allegedly slapping a 60year-old man in Tughlaquabad area yesterday.

Shah sounds poll bugle in U’khand, slams Rawat, Cong HARIDWAR, JUN 25 (PTI): Describing the Harish Rawat government in Uttarakhand as “one steeped in corruption”, BJP president Amit Shah Saturday asked the people to dislodge it from power and help the lotus “bloom” in the state. “With a BJP government at the Centre, it would be ideal if there is a BJP government in the state as well. That would ensure smooth implementation of development schemes conceived for the state by the Centre,” he said sounding the poll bugle from the party’s Shankhnad rally at Rishikul Maidan here. Asking the people to get rid of a “corrupt government embroiled in scams”, Shah said if they were looking for development, they should overthrow it in the 2017 Assembly polls in the state and let the lotus bloom. Mocking at Congress for accusing BJP of “murdering democracy” in the hill state, Shah urged the people never to forget June 25, the date on which former Prime Minister Indira Gandhi had declared Emergency and “muzzled the whole nation”. “You should never forgive those who imposed Emergency and murdered democracy silencing a whole nation and reducing the media to a helpless mouthpiece of those in power,” he said. Assuring that Prime Minister Narendra Modi had “grandiose” plans for Uttarakhand, Shah said it was necessary to have a BJP government in the state to help those plans materialise. Taking a dig at Congress vice president Rahul Gandhi for “repeatedly asking” what has the BJP government done in the last two years, he said the party has given the country an “audible” Prime Minister in place of “one who was audible only to Sonia and Rahul Gandhi”. “You ask us what did we do? You better ask that question to your Harish Rawat whom the whole country saw negotiating a deal to buy back the support of disgruntled MLAs for Rs 5 crore each,” said Shah referring to the sting CD controversy involving the Uttarakhand Chief Minister. Security of CRPF camp tightened due to threat

J A M S H E D P U R (JHARKHAND), JUN 25 (PTI): Security have been beefed up in a CRPF camp and some police stations of Maoisthit Ghatsila sub-division in East Singhbhum district following information provided by a youth who managed to escape after being abducted by the rebels. “We have made tight security arrangements around Musaboni CRPF camp and some police stations of the sub-division based on the inputs provided by the youth,” Superintendent of Police (Rural), Md. Arshi, said. The youth told his interrogators that at least 50 Naxals including women with sophisticated firearms assembled in the jungle to attack the CRPF camp and some police stations, he said. Some of the Naxals seemed to have come from outside Jharkhand as they were speaking in Bengali and Odiya, the youth told police. Arshi said, “We have been receiving such threats from the Maoists but it was authenticated following the disclosure by the youth.”

Govt should tell why India didn’t get NSG berth: CPI(M) BHUBANESWAR, JUN 25 (PTI): CPI(M) today questioned the Modi government why India failed to become a member of NSG and how New Delhi’s case was presented in the plenary of the 48-member group. “We have asked the government about the reason behind India failing to get an NSG spot and are awaiting a reply,” CPI(M) General Secretary Sitaram Yechury told reporters here. Reports say some countries like Mexico and Switzerland did not support India’s bid despite their assurances. Even Brazil and South Africa did not push India’s case, he said. “We want to know how India’s case was presented and the reason why the bid failed,” Yechury, a member of Parliament’s Consultative Committee, said. Attacking the Modi government’s economic policies, he said one of the reasons why RBI Governor Raghuram Rajan wants to return to academics after completing his tenure could be a difference

Issue of immigration

ritish prime minster David Cameron lost the referendum when the British people rejected his call to remain with the European Union by voting to leave, at the historic vote and for which he had to take moral responsibility and resign. The decision in favour of Brexit(Leave) , following a bitterly close electoral race, represents the biggest shock to the political establishment in Britain and across. The vote also exposed underlining cracks within the UK when Scotland vote by majority to Stay as also Northern Ireland. The referendum on Brexit has been increasingly contentious and emotional. Among the most deeply felt issues has been immigration. Leave campaigners say there has been a net migration increase. Net migration’ is the number of people immigrating to the UK minus those emigrating from it Britons feel that immigrants working in UK on certain jobs is good but that their continued stay is not welcome. Those who favoured Leave felt that immigration was a cause of concern under the EU as people from all of Europe were entitled to work and stay in any part of EU. The recent wave of immigration from largely Muslim countries in West Asia and Africa has suffered a totally negative and hostile perception notably due to the spate of terror attacks in France, Belgium, Germany. Considering the statistics that there are 30 lakh immigrants in the UK who make up 6.6 % of the work force and that 71% of them qualify for permanent residence. The other issue involved is on whether the resident immigrants can bring their family members to the UK ? Germany receives the highest number of immigrants most of who gain entry under the plea of seeking asylum. In 2015 alone Germany took in more than 4.76 lakh and over half a decade more than ten lakh immigrants have entered the country and staying on under the plea of political asylum. Europe has been flooded by millions of immigrants from West Asia, Africa and Asian during the recent decade and more are still pouring in. With rise in radicalisation of Islam and thousands lured by Islamic terrorism, there is much disquiet in many parts of Europe. It is therefore, not difficult to understand how the issue had dominated the Brexit vote. The issue of extremismimmigration has also become another big issue in the United States where presumptive candidate of the Republican party Donald Trump has raised the decibel level. It is reported, that in the USA there are 1.1 to 1.2 crore illegal immigrants most of who are Latino and Mexicans. America’s exceptional status as a “nation of immigrants” is being challenged by globalization, which is making both migration and terrorism much easier. The biggest challenge for policymakers is distinguishing illusory immigration problems from real problems. Illegal immigration into the United States is massive in scale. More than 10 million undocumented aliens currently reside in the U.S., and that population is growing by 700,000 per year. Incidentally, the issue of illegal immigrants, was highlighted during the Assam students agitation during the 70s. Most north eastern states in India are also faced with the problem. The immigrant problem in the region is accentuated by the distinction made between refugees and aliens which essentially borders on religious lines. However, the issue is bound to become a serious issue in the near future, if not handled sensibly.

You cannot find or receive yourself through success, because you lose your head over pride. And you cannot receive yourself through the monotony of your daily life, because you give in to complaining. The only way to find yourself is in the fires of sorrow. Why it should be this way is immaterial. The fact is that it is true in the Scriptures and in human experience. You can always recognize who has been through the fires of sorrow and received himself, and you know that you can go to him in your moment of trouble and find that he has plenty of time for you. But if a person has not been through the fires of sorrow, he is apt to be contemptuous, having no respect or time for you, only turning you away. Post-mortem Response on ‘LH clarifies to NGBF’s appeal’ T

his press release is in response to the news item “LH clarifies to NGBF’s appeal on oil exploration” which appeared on 7th June issue of your esteemed daily. While the matter of Petroleum and Natural Gas issue is subjudiced as a result of the PIL filed by members of Lotha Hoho on the matter, the undersigned are compelled to issue this press release as it is deemed that the 2nd last paragraph of the news item will invariably create confusion in the minds of the general public both within and outside the Community (Lotha). It is mentioned that six memorandums and appeals, including that of Lotha Legislators in 2008 have been submitted to the Government and that response was being awaited. The Legislators submitted no memorandum in 2008 as implied. Therefore, this is a clarification of the Lotha Legislators of the 11th NLA (2008-13) to allay any confusions or misunderstanding that may have resulted. In view of the fact that all the four Legislators of the District were in the treasury bench of the Government, Lotha Community raised hopefulness that its Legislators will take good initiatives and leadership for all round development of the District and in particular, to revive exploration and extraction of oil in the District. Accordingly, on this issue(oil exploration and extraction) multiple meetings were held with the Lotha Gazette Officers’ Union, the Kyong Hoho and its frontal Units, LLRPO, Kohima and Dimapur Lotha Hohos, The Kyong Students’ Union, the concerned Land Owners etc. Discussions mainly focused on Changpang oil fields, which are already producing fields. After these deliberations, consensual points specially related to installation of mid downstream facilities and protection of the rights of the landownersin terms of rehabilitation, employment and land usewere hammered out. These were summarized into a concise charter and a DO Letter was written to the Principal Secretary Department of Geology and Mining; Govt. of Nagaland on 15th July 2008 by the four Legislators on behalf of the Lotha Community (barely four months after the formation of the 11th House of the NLA). The wish of the people of Wokha District was also brought to the notice of the then Chief Minister Shri Neiphi-u Rio with whom the Legislators had a very progressive discussion. With this consensus among different Lotha leaders and the landowners,the issue was taken up for Cabinet discussions. This in time led to the formation of a Cabinet Sub-Committee on oil led by Shri T. R. Zeliang, the then Minister Planning and present Hon. Chief Minister of the State. Shri Y. Patton Hon. Minister Home who was the then Parliamentary Secretary holding the charge of Geology and Mining was also made a member of the CSC. The first step taken by the CSC was to advice the Cabinet on the need to pass an assembly Resolution on Article 371 A. Accordingly the 26th July 2010 Assembly Resolution on Article came into being which is now a history. The CSC painstakingly researched into all aspects of oil exploration& Extraction searching out worldwide experiences by involving experts in the field, but always keeping Article 371 A in the picture making it the basis of all discussions. Ultimately, after a process of consultations involving Tribal Hohos, the Nagaland P&NG

Regulations 2012 was passed in the Assembly on 22nd September 2012 and the Nagaland P&NG Rules 2012 was framed and notified on 7th December 2012. Again, following laying of the draft Regulations for discussion, Lotha Community leaders raised points of shortfalls and for inclusion in the Regulations. Therefore a meeting of Wokha District Legislators, Lotha Gazetted Officers’ Union, Kyong Hoho, LLRPO, Kohima Lotha Hoho, Dimapur Lotha Hoho, CLOU, Kyong Eloe Hohoand Kyong Students’ Unionwas convened on the 9th September 2012 at Hotel Japfu. All but Dimapur Lotha Hoho attended the meeting. The five hour long meeting which started at 02:00 pm deliberated on revenue sharing, infrastructure, employment opportunities, issue related to land use and the need for inclusive and consultative approach. Finally, a 5 (five) point charter of demands were filtered and agreed upon by raise of hands and the same with appended signatures were submitted to the Convener CSC the same night. The Convener CSC was very receptive as all the demand made were duly taken into consideration except the revenue sharing which the convener said was done after much research and rates laid were minimum and base point subject to variability on bidding. Meaning, the shares will be invariably more than what has been laid in the Regulations. After all these participatory approach, many Lothas were taken by surprise by the PIL. Let it be known that the present PIL is not a conscious decision of Lotha Tribe but a decision of a handful of people from the Tribe. Importantly, it (the PIL) also does not have the will of the landowners of the District at stake. The following excerpts from the Nagaland P&NG Regulations 2012 & The Nagaland P&NG Rules 2012will make clear how diligently the Regulations and Rules explicated Article 371 A and sought in all possible ways to protect Naga Customary Law and the rights of the landowners and importantly an inclusive approach involving Tribal Hohos. 1. Indicators of protection of Naga Customary Law. Regulation 5 No owner of land or oil and gas well in Nagaland, whether an individual or a village body or the State Government shall alienate land or such well in favour of a non-Naga or a Company but may give consent to a non-Naga or a Company to access land or oil or gas well for pre-production, production and post-production operation in a zone, which shall revert to the owner at the end of the operations. Regulation 12 (f) The Company should have trust in Nagas, their culture, customs and way of life. Regulation 16 The company operating under these Rules shall name all petroleum and natural gas products and by-products by prefixing to the name of every such product or by product the Brand Name “Naga”…… Regulation 22 (1) Every company, before being issue with a permit for pre-production production or post-production operations shall give an undertaking to the State Government that it shall bind itself to the Naga customary practices of the respective Tribes. Rules 9 (2)(iii) Every expression of interest shall contain… An undertaking that the company shall bind itself to the

Naga customary practices of the respective tribes as required under Regulation No. 22. Rules 24 (2) T h e Hoho(s) will have primordial responsibility in adjudging the ground situation in the Zones and in serving as a link between the State Government and the Land owners and the Village Councils, so that the customary practices of the Nagas and the corporate practices of the companies are harmonized in the best ways with the least detriment to each other. 2. Indicators of the inclusive nature of The P&NG Regulation & Rules2012 and delegation of authority to Tribal Hohos and Village Councils. Regulation 4 (1); 3 An individual owner of oil or gas well in Nagaland and /or lands in a zone shall be certified to be so by the village council concerned. Regulation 13 (3) No permit for pre-production or postproduction operations shall be issue to a company and no renewal of permit or fresh issue of permit shall be done, without an agreement providing for the land access annually in advance to the land owners, being signed between the Government on behalf of the landowners, and the company, with the Tribal Hoho(s) and the Village Councils concerned as witnesses. Regulation 13 (4) Immediately upon signing of the Agreement as in clause 13(3), another Agreement shall be signed between the land owners and the company for handing over the land for access to the company for the requisite period, with the Village Council concerned as witness. Regulation 14 (5) No permit for production operations shall be issued to a company without an agreement to the aforesaid revenue sharing arrangement signed between the Government on behalf of the landowners, and the company, with the Tribal Hoho(s) and the Village Councils concerned as witnesses. Regulation 23 (2) Monitoring and Reporting: There shall be a Committee at the District level of the Zone(s) concerned with Deputy Commissioner as the Head and the President(s) of Tribal Hoho(s) as members with representatives drawn from the private landowners and village councils. Regulation 24 (4) The Government of Nagaland shall consult the Tribal Hoho(s) while framing rules under the provision. Rules 5 The President of Naga Hoho and the President ENPO shall be ex-officio permanent invitees to the Meeting of the Board (Nagaland P&NG Board). There is objection to this clause from certain sections because of the fact that Naga Hoho jurisdiction has expanded to areas outside Nagaland and therefore the awkward possibility of a Non-Nagaland Naga holding the post of Naga Hoho president. This is not a big issue, the State Government of Nagaland can direct Naga Hoho and ENPO to create a Committee on P&NG in their respective Organizations with members comprising of Nagas of Nagaland only. The Conveners of the two Committees can be made the permanent ffxinvitees to the Nagaland P&NG Board. Rules 12 (2), Rules 19 (7), 21 (4) may also be accordingly amended. Rules 12 (2) The President of Naga Hoho, the President of ENPO and the Presidents of respective Tribal Hoho(s) of the Zone(s) may be invited as special invitees to the meeting. (of the Ministerial Group). Rules 13 (1) The Chair-

man of the Board will request the President of Naga Hoho/ ENPO to obtain consent of the land owners in writing in the form of a “no objection certificate” for undertaking the operations. Rules 15 (2) …. Immediately upon signing Agreement under Regulation 14 (5), another Agreement shall be signed between the land owners and the company for handing over the land for access to the company for the requisite period, with the village council concerned as witness…. Rules 17 (2) The Deputy Commissioner shall, before finalizing the list of land owners, shall consult (i) the Village Councils; (ii) the Tribal Hohos concerned …… Rules 19 (7) (Land Access Fee): All disputes relating to payment or nonpayment of moneys in this behalf by the company and to the land owners shall be dealt with by the Board at special sittings convened for the purpose during which the President of Naga Hoho/ENPO and the Presidents of Hohos of the Zone(s) concerned shall assist the Board. Rules 21 (4) (revenue share): All disputes relating to payment or nonpayment of moneys in this behalf by the company and to the land owners shall be dealt with by the Board at special sittings convened for the purpose during which the President of Naga Hoho/ENPO and the Presidents of Hohos of the Zone(s) concerned shall assist the Board. Rules 24 (1) Hoho(s) to play lead role: The Naga Hoho, the ENPO and the respective Tribal Hoho(s) shall have a lead role in maximizing economic benefits for the landowners, a sustainable development of the areas under operations and other infrastructure and commercial investments in the zones and the State as a whole. Rules 24 (2) ( s t a t e d above) 3. Indicators that the rightsand benefits of the landowners have been duly considered. …..the State Government shall carefully keep in view … Regulation 12 (b) The plan of the Company in regards to corporate social responsibility especially for providing a sustainable income generation ambience to the people of the areaconcerned and for promoting health, education and infrastructural development. Regulation 12 (c) The utmost care the company takes in environmental protection issue. Regulation 12 (d) The trust the company enjoys in the eyes especially of the landowners. Regulation 12 (e) The Company’s ability to set up refineries, other ancillary industries and in utilizing gas. Regulation 13 (1) …… a company shall pay to the State Government for further disbursement to the landowners, a land access fee for using their land at such uniform rates as are currently applicable in the State for such land… Regulation 14 (1) (a) Share of revenue:Not less than two percent both in case of petroleum and natural gas collectively to the individual land owners who owns oil or gas wells in a zone. uring my tenure as MP (LS) I had physically visited Tuli paper mill to ascertain the position of the mill on that day where I was accompanied by the present minister RD, C. L.John. After visiting the TPM (Pvt. Ltd) I had taken up in with many concern ministry for revival of Tuli paper mill. Now, I have seen in all local news paper that, government of India assured to sanction Rs. 30 crore to Hindustan Paper Corporation and Rs. 12 crore would be made available to Nagaland Pulp & Paper Company Limited (NPCC Ltd.) to clear machineries repair. Yes, this topic may be new to this government

while taking up the matter. However, let me give detail reason for consumption of the government. Basing on my request government of India has taken up the matter with concern ministry and the department. Accordingly Mukesh Nigam department of Heavy Industry had a letter vide letter No. 8(38) 2004-PE VII dated 29 December 2005 to R.C Thamlani advisor (IBVSE) of Planning Commission, subsequently department of heavy industry made a presentation in planning commission on revival scheme of NPPL. These excer pts from the Regulation and Rules are enough indicators that all due consideration have been given to our customary practices and the rights of landowners. Also that, the Tribal Hohos and Village Councils of the producing zones are empowered.The landowners stand to have multiple benefits viz. from the revenue share, the land access fee, employment and from corporate social actions and also not forgetting by reversion of the land to the respective owners on completion of operations. Fellow Nagas,its high time truth goes into our minds and understand without confusion that,notwithstanding anything laid in the Constitution of India, Article 371 A, only seeks to empowers the State Legislative Assembly to resolve on whether or not to accept any Acts of Parliament in respect of (i) Religious and Social practices of Nagas, (ii) Naga customary law and procedure, (iii) administration of civil and criminal justice involving decisions according to Naga customary law. (iv) ownership and transfer of land and its resources. In regards to P&NG,this means that, Indian Petroleum Act 1934 and the Indian Petroleum Rules 1976 should not be applicable to the State of Nagaland ifNagaland State Assembly resolves not to. Otherwise our State will continue to be bound by the same Indian Act & Rules on P&NG. Framing of Nagaland P&NG Regulations and Rules 2012 was therefore in the right direction and constitutional. The opening statement of the Nagaland P&NGRegulation 2012 is quoted here for readers’ understanding; “…WHEREAS the Nagaland Legislative Assembly, in exercise of its powers under Article 371-A(1)(a) of the Constitution of India, had unanimously passed a Resolution on the 26th July 2010 rendering inter alia all Acts of Parliament governing petroleum and natural gas inapplicable to the State of Nagaland…. … NOW THEREFORE, in continuation of the legislative affirmation as contained in the Resolution dated the 26th July, 2010 and in exercise of its special Constitutional powers conferred upon it by the provisions in article 371-A(1)(a) of the Constitution of India, the Nagaland Legislative Assembly hereby resolves to re-state the customary practices of Nagas to “ownership of land and its resources” particularly in relation to petroleum and natural gas within the territory of Nagaland by enacting the following Regulations.” In conclusion the undersigned also urge the Lothahoho to withdraw the PIL on P&NG as it tantamount to challenging the constitutional authority of Nagaland Legislative Assembly as provided under Article 371 A .And also not to mislead people with wrong information. That by the grace of the Almighty God the door of the Naga political final settlement is opened to us and for which I thankful to prime minister, Narendra Modiji that there shall be no more war between the GoI and the Nagas and signed a peace accord on 3rd August 2015 between the two nations by the GoI and the Nagas led by NSCN (IM) and now the process of amicable and honourable settlement is on the way which will be involved with all section of the Nagas that the overground and underground Nagas to settle the issue as one and for all. That madam, you are well aware that the Nagas have greatly changed their living standard during the last 50-60 years due to Naga political issue based on 1951 Naga plebiscite conducted under the leadership of your father A. Z. Phizo, the president of NNC who already gave his life for the Nagas during the 1990 and the Nagas buried him at Kohima and written his name as the father of Naga nation on his memorial stone at new secretariat area Nagaland. That to speak the truth, that due to non settlement of Naga political issue the Naga national political group (NNPG) has divided into many factions, but all of them are from the offshoots of the NNC only. And as such, no faction or group have right to claim that he/she is the right group for the Nagas and the other factions or groups are wrong party. All of them must come together into one conclusive point while the final settlement is to take place. And now this is the right time for the whole Nagas to achieve the Naga common goal as endorsed by the Nagas. That madam, by the grace of Almighty God, the time of the Naga political final settlement has come to us during your leadership and your life time we are to achieve the final goal of the NNC which field is already ripe. Come forward and settle the issue with the other NNPG and fulfil the dream of your father. During the life time of your father A. Z. Phizo the father of Naga nation, he said that though you have demanded rupee one you may be sold out at 75 paisa if the same amount is reasonable for the Nagas. I on my behalf and on behalf of the whole Naga village chief (GB) would like to appeal you and your government to fulfil the dream of your father for the Nagas during your presidentship as desired by the Nagas and your authority of presidency ship should not be handed over to any new leader while the opportunity is at in your hand. Our appeal for the road diversion under the CRF road construction from Phuye New to AichiSaghe village against the Suruhuto Medical Colony to Kitsakita road was utterly neglected and turned to deaf ears, without any intimations or consultations since a year ago. Neither our appeal demanding for road diversion of Phuye New to AicheSaghe village nor the officially sanctioned road project upgradation i.e Suruhuto Medical Colony to Kitsakita road were never maintained nor upgraded yet. However, we had learnt that all the money/funds meant for the road upgradation had already been sanctioned and withdrawn, whereas the construction, development or roads upgradation was never initiated or visible till date. In this connection, we, the ASVC held numerous marathon meetings including all concerned Kükami/GBs, council members and elders as per the direction of the EE PWD (R&B), Atoizu, but the concerned nodal department, contractor (s) or the local MLA failed to attend the meeting nor deputed any representatives on various occasion since last year till date. As per the directives of the concerned department. Therefore, We are constrained and compelled to seek an open explanation of all the failures, non development or road upgradations; we want to know, where has all the money/funds sanctioned and withdrawn year long ago in 2014-2015 financial year gone or vanished? NEW DELHI, JUN 25 (AGENCIES): With the draft of the Full-Statehood Bill already in the public domain for suggestions, Chief Minister Arvind Kejriwal on Friday said that there will be a referendum on the full statehood for Delhi soon. Taking a cue from Britain, which held a referendum on Thursday whether to remain or exit the European Union, Mr. Kejriwal said that Delhi will go through the same. Expressing his views he tweeted, “After UK referendum, delhi will soon have a referendum on full statehood (sic).” The demand of full statehood to Delhi was AAP’s poll plank and with the Centre and Delhi government constantly at loggerheads for control over Delhi Police, Land and transfer or posting of officials, Mr. Kejriwal in the past had also sought legal opinion on holding a referendum in the city. When in 2015 Greece held a referendum, Mr Kejriwal had asked officials to explore the option for Delhi. Meanwhile, Delhi Congress president Ajay Maken said his party was opposed to the idea of holding a referendum, which he termed a “dangerous” one. “The Constitution does not provide for holding any kind of referendum. MOTIHARI, JUN 25 (PTI): Two Union ministers, hailing from Bihar, today demanded speedy trial in the attempt to rape case in East Champaran district and stern action against the accused. Union Agriculture and Farmers’ Welfare Minister Radha Mohan Singh and Union Minister of State for Human Resources Development Upendra Kushwaha met the family members of the victim and enquired about the condition of the girl who is admitted to Motihari Sadar Hospital. Both the ministers later visited the hospital to enquire about the victim’s health. The girl, in her complaint, had alleged that her neighbour Samiullah had raped her on June 13 at Jamai Tola village of East Champaran district. She informed her mother of the incident and lodged a complaint on June 15 in this regard at Ramgarhwa police station of the district. Comparing the incident with Delhi’s Nirbhaya rape incident, Singh said, “This is the repetition of Nirbahaya incident... NEW DELHI, JUN 25 (PTI): In a boost to India’s air strike capability, frontline fighter aircraft Su-30 MKI today flew with an integrated BrahMos supersonic cruise missile that has a range of over 290 kms, making IAF the only air force in the world in possession of such a system. With this successful flight, the BrahMos air version programme now inches closer towards actual test firing when a 2,500 kg BrahMos air-to-ground missile will be fired from Sukhoi-30 in coming months. Integration of BrahMos with Su-30 MKI will render the weapon a multi-platform capability while making the IAF the only Air Force in the world in procession of a supersonic cruise missile system. The Indian Air Force is elated about the enhancement of the firepower and the range this deadly combination of Su30 with Brahmos will provide to them, an official statement said. The powerful missile will enable the IAF penetrate deep inside enemy territories to deliver a deadly blow to their vital installations from stand-off ranges. Mumbai, Jun 25 (IANS): Britain’s exit from the European Union (Brexit) is likely to keep the Indian rupee under a tight bear grip of around Rs 67-68 to a US dollar in the very near-term. According to experts, the negative impacts of Brexit will further divert foreign funds from the bourses and currencies of India and other emerging markets (EMs) to more stable investment options like gold, silver and the US dollar. The Indian rupee is predicted to range between 67.2068.20 in the very near-term. “Now that Brexit is over, equities and currencies have pulled back a bit before close. Rupee looks forward to monsoon, and the monsoon session (of parliament),” Hiren Sharma, Senior Vice President, Currency Advisory at Anand Rathi Financial Services, told IANS. “Rupee is expected to be in a range of 67.20/66.80 to 67.80/68.20 in the very near-term.” Experts further said that the extreme volatility of “Black Friday” -- June 24, 2016 -- when Britain decided to exit the EU will be overcome eventually, though investors are expected to be “very cautious before taking on any fresh positions.”

On Friday, the Indian rupee weakened by 71 paise to 67.96-97 against a US dollar from its previous close of 67.25-26 to a greenback. It had dived over 1.4 per cent to an intra-day low of 68.22 to a US dollar. The barometer 30-scrip sensitive index (Sensex) of the BSE closed on Friday at 26,397.71 points, down 604.51 points, or 2.24 per cent. The Nifty of the National Stock Exchange (NSE) recouped some losses and ended at 8,088.60 points, down 181.85 points, or 2.20 percent. New Delhi, Jun 25 (PTI): Making a contrarian pitch, Mahindra & Mahindra (M&M) Group Chairman Anand Mahindra today said Brexit is an “exaggerated” Tsunami alert to the world which needs to “take a tranquiliser”. A day after Britain voted to leave the European Union, Mahindra tweeted: “Brexit is a Tsunami alert to the world that I believe is exaggerated. The world needs to take a tranquiliser.” Explaining the rationale, he said: “The European experiment was akin to rolling a boulder uphill in the absence of complete political and fiscal union.” Mahindra feels that the post-Brexit negotiations are an opportunity to design a more practical global template for common markets and travel access. Yesterday, industry leaders had cautioned that India cannot be in a denial mode as the referendum has opened a “Pandora’s box of grave uncertainties” and Indian companies, especially those in the information sector, will have to rework their strategies for the region.

Ne w D e l h i , J u n 2 5 (IANS): Telecom Regulatory Authority of India (TRAI) on Friday issued a consultation paper on Digital Terrestrial Broadcasting in India which it is planning to open to private players, aimed at reaching larger audiences. The objectives of the consultation paper is to address issues which include examining the viability of the Digital Terrestrial Transmission (DTT) services in the context of existing multiple digital TV distribution platforms, developing a road map for the transition to DTT and formulate methodology for digitisation of terrestrial TV networks. Others include assessing spectrum utilisation for existing and future digital terrestrial broadcasting services and setting up a regualtory framework to encourage migration to DTT/Mobile TV channels while ensuring transparency. TRAI is expecting comments and counter-comments from stakeholders by July 22, 2016.

New Delhi, Jun 25 (PTI): Gold prices fell from a 26month high by plunging Rs 485 to Rs 30,400 at the bullion market today on considerable fall in demand from jewellers at prevailing higher levels amid profit-selling by stockists, even as the metal strengthened overseas. However, silver continued its upward journey and advanced by Rs 90 to Rs 42,390 per kg on increased off take by industrial units and coin makers. Traders said slowdown in buying by jewellers at existing higher levels at domestic markets, mainly led to fall in gold prices. Besides, some retailers selling old gold further influenced trading sentiment, they added. Rio de Janeiro, Jun 25 (IANS): The World AntiDoping Agency (WADA) has suspended the license of a drug laboratory slated to test athletes during the Rio 2016 Olympic Games in August. In a statement on its website on Friday, WADA said the decision was based on the facility’s “non-conformity” with its international standards, reports Xinhua. The Brazilian doping control laboratory, or LBCD, as it is known, is expected to appeal the decision to the Court of Arbitration for Sport (CAS). An LBCD spokesperson could not immediately be reached for comment.

No offers for Pellegrini to coach Russia Moscow, Jun 25 (IANS): Chilean football coach Manuel Pellegrini did not receive an offer from the Russian Football Union (RFU) to helm the national team, his agent Jesus Martinez has confirmed. A Spanish sports daily reported earlier in the week that Pellegrini had received an offer from the RFU to work as the head coach of the Russian team and the former Manchester City coach was considering the proposal, reports Tass. “The Russian Football Union did not make any offers to Pellegrini,” Martinez said in an interview with TASS. Nicknamed ‘The E n g i n e e r, ’ 6 2 - y e a r - o l d Pellegrini was the head coach of Manchester City since 2013 leading the club to the English Premier League (EPL) title in the 2013/2014 season. Two-time defending champions Spain’s preparations for their Euro 2016 last 16 clash with Italy were disrupted as 10 players were forced to take an anti-doping control by UEFA on Saturday. “On Saturday morning, 10 internationals were required by officials from UEFA’s anti-doping control to do an out of competition test at their hotel base in Isle de Re,” the Spanish football federation said in a statement. New Delhi, Jun 25 (PTI): Ace sprinter Dutee Chand today became the first Indian female athlete to qualify for the 100m dash in Olympics in 36 years as she booked a Rio Games berth at the 26th G Kosanov Memorial Meet in Almaty, Kazakhstan. 20-year-old Dutee clocked 11.30 seconds in the women’s 100m heats and then ran an even better 11.24 seconds in the finals to win a silver medal in the Kazakhstan Meet too book the Rio Olympics ticket. In the process, Dutee bettered her own national record of 11.33secs which she set at Federation Cup National Championships here in April. The qualifying mark for the Rio Olympics was set at 11.32 seconds. PUNE, Jun 25 (Agencies): A 10th place finish in 50m pistol qualification on Friday was compensated by a silver in the 10m air pistol by Jitu Rai as the Indian secured a podium finish at the ISSF World Cup in Baku, Azerbaijan on Saturday. This was Jitu’s sixth World Cup medal overall. Jitu had an average start to the qualification round, as he totaled 95 in the first series. But he stabilized soon and shot impressive series of 97, 97, 98, 96 and 97 to total 580 in the qualification round. But there was more drama in store. Jitu was not alone to score 580, there were six more shooters who had reached the score. But because Jitu had shot more inner 10s (22) than the other six, he was placed sixth in the qualification round.

Overall, four Indian women have taken part in the 100m dash in the Olympics -- Nilima Ghosh and Mary D’Souza (1952), Mary Leela Rao (1956) and Usha (1980). Dutee is the 20th Indian track and field athlete to have qualified for Rio Games. For Dutee, it is a remarkable achievement to qualify for Olympics as she had to fight her way back to an international career by winning a landmark ‘gender’ case last year.

She was banned mid 2014 and dropped from the Commonwealth Games as she was found to have a higher level of testosterone (male hormone) than was permissible in a woman athlete, according to the IAAF hyperandrogenism rules. Dutee lost an entire year of training and competition but faced the turmoil bravely and fought the ban at the Court of Arbitration for Sports (CAS) in Switzerland. In July last year, in a historic verdict, the CAS partially upheld her appeal and allowed her to resume her career. “I am really happy to have qualified for the Olympics. It has been a tough year for me. My hard work and that of my coach (N Ramesh) has paid off,” Dutee said after booking the Rio berth. “I could qualify for the Olympics due to blessings of a lot of people. I want to thank Sports Authority of India, Sports Ministry, Athletics Federation of India for their support. I will continue to work hard and hope to bring a medal for the country,” she added.

In the final, Jitu had a desirable start. Despite shooting a 9.8 in his first shot, he shot a 10.2 and 10.5 in the first series of three shots to top the scores with 30.5. He maintained the lead till the 10th shot (98.9) but a 9.7 in the 12th shot put him joint second. He was going neck and neck with the eventual gold medallist Brazil’s Felipe Almeida Wu and Korean legendary shooter Jin Jongoh. While the Brazilian shot 200 after 20 shots to win gold, Jitu was just 0.5 point behind to claim the silver. Jongoh on the other hand won the bronze with 178.8. Jongoh had won gold in 50m pistol on Thursday. Other Indians in fray, Omkar Singh scored 575 to be placed 28th, while Rio-bound Gurpreet Singh was 42nd with a poor 569.
