NSCA condemns threat on Dr. Jamir KOHIMA, JUN 25 (NPN): Nagaland Senior Citizen’s Association (NSCA) has expressed concern over the threat received by Odisha governor Dr. S.C. Jamir allegedly from outlawed CPI (Maoist). In a press release, NSCA said the threat came at the time when the global leaders under the aegis of United Nations were striving to make the world “a happy place of habitation, peaceful co-existence and to bring progressive change in all fronts by putting all out efforts.” Asserting that “better and good sense should prevail and so called threats against the governor should be withdrawn”, the NSCA said if there was any misunderstanding, it should be discussed and resolved amicable in the interest of both the parties.
Govt flip-flop on draft forest policy
NEW DELHI, JUN 25 (PTI): In a flip-flop, the Environment Ministry Saturday said it had “inadvertently” uploaded a “study” and “not issued” any draft forest policy, days after it put up a document, titled the Draft National Forest Policy 2016, on its website and sought public opinion. The Ministry said the study done by Indian Institute of Forest Management (IIFM) in Bhopal was “inadvertently” uploaded on its website as draft forest policy. “The Ministry has not issued any draft notification on National Forest Policy. What has been uploaded on the website was a study done by Indian Institute of Forest Management, Bhopal. The study has not been evaluated by the Ministry. “The Ministry has not taken any decision on draft forest policy. The study report prepared by IIFM, Bhopal was inadvertently uploaded as draft forest policy on the website,” said S S Negi, Director General, Forest, and Special Secretary, Environment Ministry. The Ministry had uploaded the draft national forest policy on its website which, once ratified, would have replaced the 1988 policy. The document, a copy of which is in possession of PTI, said “the draft of the National Forest Policy, 2016, has been prepared by the Indian Institute of Forest Management, Bhopal (IIFM) based on village level focus group discussions... regional and national level consultations, inputs from various stakeholders and analysis of primary and secondary datasets carried out during the years 2015 and 2016.” There were also reports in a section of media that the Ministry, after uploading the document, had given very little time for stakeholders to comment on it. Negi said the Ministry has an elaborate procedure of preparing a draft policy and no such process has been undertaken by it. “As Director General Forest, I would like to clarify that this document is not the draft forest policy. The Ministry has an elaborate procedure for preparing draft policy document, which takes into account multiple inputs from all stakeholders, state governments, think tanks and public consultation.

Terrorists kill 8 CRPF men in J&K

Eight CRPF personnel and two militants were killed in the shoot out. (PTI) SRINAGAR, JUN 25 (PTI): In the deadliest attack on security forces in three years, eight CRPF personnel were killed and 21 others critically wounded when terrorists rained bullets on a bus carrying them in South Kashmir’s Pulwama district today. The suspected LeT terrorists sprayed a bus carrying the personnel of 161 battalion of CRPF with bullets at Frestbal, 14 KMs from here, officials said. The CRPF’s Road Opening Party (ROP) engaged the
terrorists and killed two of them. According come accounts, two more militants were involved in the attack but there was no official confirmation. The area has been sealed and message flashed about the possibility of two terrorists having fled the spot in a car towards Srinagar. The injured were rushed to the hospital where doctors declared five of them having been brought dead, while the condition of four of the 21 personnel was stated to be critical.
After the encounter was over, bodies of three more CRPF personnel were found on the back seats of the bus raising the death toll to eight. The terrorists appeared to have carefully chosen the spot for the ambush as every vehicle has to slow down there because of a sharp curve on the road. Security agencies suspect a reconnaisance might have preceded the assault. This is the third terror strike in three weeks targeting security personnel and the deadliest after the June 24,
2013 attack on Army personnel at Hyderpora on the outskirts of Srinagar in which nine armymen were gunned down. Inspector General of CRPF Nalin Prabhat rushed to the spot and was leading the combing operations. “We have eliminated two terrorists who are believed to be from Lashkar-e-Taiba,” he said. Jammu and Kashmir Director General of Police K Rajendra, who visited the spot, said the two terrorists had been neutralized but “unfortunately we have suffered some causalities too”. Asked whether the slain terrorists were from across the border, Rajendra said, “In all probability they seem to be from Pakistan.” Director General of CRPF Durga Prasad will visit the scene of encounter tomorrow. In Delhi, Home Minister Rajnath Singh expressed deep anguish over the killing of the CRPF personnel. “My heart goes out to the families of the CRPF men who lost their lives in Pampore. I also pray for the speedy recovery of the injured,” he said in a tweet. This is the second attack on a bus carrying security personnel within three weeks. On June 3, terrorists had fired at a bus carrying BSF personnel in Bijbehara, killing two of them. On June four, terrorists had gunned down three policemen at general bus stand.

PM launches Smart City projects PUNE, JUN 25 (IANS/ AGENCIES): Prime Minister Narendra Modi on Saturday evening inaugurated various ‘Smart City Projects’ under the Smart Cities Mission at a function here. Modi launched 84 such projects including 14 for Pune, for various other cities across the country, at an investment of around Rs 2,000 crore. The 20 selected Smart Cities were linked to the Pune venue through videoconferencing wherein their states’ Chief Ministers and other leaders gave details of their plans for the Smart Cities in their states and interacted with the PM. The launched came exactly a year after he set off the mission by releasing the Mission Guidelines. Speaking on the occasion to a packed audience in the 5,000 capacity Shiv Chatrpati Sports Complex in Pune, Prime Minister said that Smart City Mission is now succeeding as a people’s movement as envisaged. He expressed satisfaction over citizen participation in preparation of smart city plans of various cities with over 25 lakh people giving serious suggestions on MyGov.in. Modi clarified that the central government did not select the smart cities but it was the citizens who enabled their selection in the ‘City Challenge Competition’. He complimented the team led by Minister of Urban Development M.Venkaiah Naidu. During his 35 minute address, Prime Minister elaborated on the concept of smart cities and the advantages that follow from it. Speaking on the occasion, Minister of Urban Development M.Venkaiah Naidu said that the smart city projects launched today were the first shoots of urban renaissance taking place in the country as a result of paradigm shift in the approaches to urban development ushered in by the government. He further said that the journey towards the much desired urban transformation has begun in a Team India spirit with the collective effort of people, urban local bodies and State Governments. This transformation is an integral part of ‘Making of Developed India’, he said. DIMAPUR, JUN 25 (NPN): Against the backdrop of civil societies standing up against illegal taxation, corruption and other issues plaguing the state, retired Supreme Court Judge, H.K Sema said “intellectual associations and bodies” in Nagaland were fearlessly raising their voices and remarked that “this is what we need in a society.” He said this at the oneday consultation on “using the law to ensure reproductive and sexual health”, Saturday at conference hall, DBIDL, Don Bosco School Campus, here organised by Human Rights Law Network (HRLN) and supported by CAN Youth organisation. Dwelling on various aspects of “rights” in the context of Nagaland, Sema pointed out that freedom of speech and expression included formation of an organisation/association to ventilate the grievances of the public.

IMPHAL, JUN 25: All political parties of Manipur on Saturday suggested the state government to draft a new bill for protection of indigenous communities in the aftermath of President withholding The Protection of Manipur People Bill-2015 for introduction of inner line permit system (ILPS) in the state. This was decided at a meeting of all political parties held under the presidentship of chief minister O Ibobi Singh. Apart from Naga People Front (NPF), Lok Jana Shakti Party (LJP) and Janata Dal (Secular), representatives of all political parties, including recently opened unit of the National People’s Party (NPP) took part in the meeting held at CM’s residence. The meeting was convened by the state government to discuss the issue of protection of indigenous people of Manipur in view of continuous protest and counter-protest over the issue
Lotha Hoho asked not to mislead people DIMAPUR, JUN 25 (NPN): Denying the claim of Lotha Hoho (LH) that the Lotha legislators had submitted memorandum to the state government in 2008 on oil issue, the Nagaland home minister Y.Patton and three former legislators from Lotha community have urged the hoho not to mislead people with wrong information. In a joint press statement, home minister Y.Patton, former minister Dr. Chumben Murry, former deputy speaker RalanthungYanthan and former parliamentary secretary Er. W. Kithan said while the matter of petroleum and natural gas issue was sub judice as a result of the PIL filed by members of Lotha Hoho on the matter, they said a clarification of the Lotha legislators of the 11th NLA (2008-13) was being issued to allay any confusions or misunderstanding that may have resulted. The signatories pointed out that as all the four legislators of the district were in the treasury bench of the govern-
ment then, the Lotha community raised hopefulness that its legislators would take good initiatives and leadership for all round development of the district and in particular, to revive exploration and extraction of oil in the district. Accordingly, they said on this issue of oil exploration and extraction, multiple meetings were held with the Lotha gazetted officers’ union, the Kyong Hoho and its frontal units, LLRPO, Kohima and Dimapur Lotha Hohos, Kyong students’ union, the concerned land owners etc. After deliberations, they said consensual points specially related to installation of mid downstream facilities and protection of the rights of the landowners in terms of rehabilitation, employment and land use were hammered out. “These were summarized into a concise charter and a DO Letter was written to the Principal Secretary Department of Geology and Mining; Govt. of Nagaland on 15th July 2008 by the four Legislators on behalf of the
Lotha Community (barely four months after the formation of the 11th House of the NLA),” they stated. They also highlighted how the Nagaland P&NG Regulations 2012 was passed in the Assembly on September 22, 2012 and the Nagaland P&NG Rules 2012 was framed and notified on December 7, 2012 after a process of consultations involving Tribal hohos. Following laying of the draft Regulations for discussion, they said Lotha community leaders raised points of shortfalls and for inclusion in the Regulations. Therefore, the signatories said a meeting of Wokha district legislators, Lotha gazetted officers’ union, Kyong Hoho, LLRPO, Kohima Lotha Hoho, Dimapur Lotha Hoho, CLOU, Kyong Eloe Hohoand Kyong Students’ Union was convened on September 9, 2012 at Hotel Japfu. At that meeting, they said a five-point charter of demands were filtered and
agreed upon by raise of hands and the same with appended signatures were submitted to Convener Cabinet SubCommittee (CSC) on oil the same night. They said CSC convener was very receptive as all the demands made were duly taken into consideration except revenue sharing, which the convener purportedly said was done after much research and rates laid were minimum and base point subject to variability on bidding. After all those participatory approach, they said many Lothas were taken by surprise by the PIL. “Let it be known that the present PIL is not a conscious decision of Lotha Tribe but a decision of a handful of people from the Tribe…” the signatories asserted. In the light of the above, the signatories urged the Lotha Hoho to withdraw the PIL on P&NG as it tantamount to challenging the constitutional authority of Nagaland Legislative Assembly as provided under Article 371 A. The new bill will be drafted in consultation with all groups and communities of the state so that it will be accepted by all sections of people of the state,” a statement signed chief minister O Ibobi Singh as chairman of the all party meeting stated. The meeting adopted three-point resolutions for introduction of the new bill in the next session of the Manipur Legislative Assembly. In another resolution, the meeting entrusted the state government for drafting the bill in consultation with legal and constitutional experts for protection of indigenous communities in the state. The bill will be prepared looking into all aspect of hills and valley people of the state. “The the draft copy of
the bill will be finalised with due consultation with all stakeholders of hills and valley people of Manipur,” the second resolution of the meeting stated. Representatives of all political parties present at the meeting appealed to all citizens of the state to maintain peace as all necessary works for preparation of the new bill for introducing on the floor of the Assembly has been initiated by the government. The meeting also urged all sections of the people of the state to extend their full help and co-operation to the efforts of the political parties and the state government towards the accomplishment of the exercise to have a new legislation, the statement added. It may be mentioned here that on the advice of the Ministry of Home Affairs, the President of India has refrained from giving assent to the three bills passed by the state Assembly on August 31, 2015 for introduction of

LONDON, JUN 25 (IANS): Over one million Britons have signed a petition calling on the British Parliament to hold a new referendum on Britain’s membership of the European Union (EU). The petition, set up by William Oliver Healey, called for implementing the rule that “if the Remain or Leave vote is less than 60 per cent based on a turnout less than 75 per cent, there should be another referendum”. Parliament released a message on its official website that it will consider the request for a discussion, as parliament is committed to consider any request or initiative with more than 100,000 signatures. The committee concerned with petitions will meet on Tuesday in this regard. A total of 51.9 per cent of Britons voted on Thursday to leave the EU in a referendum, nicknamed “Brexit” with the participation of 72.1 per cent of voters.
DIMAPUR, JUN 25 (NPN): Twenty villages students’ union under Longleng Sadar has termed as “false and bias” the statement of Yongnyah Area Students’ Union (YSAU), published on June 25, 2016, saying the statement attempted “to strangulate the minds of the peoples.” In a press release, 20 villages students’ union convenor B. Ating Phom and secretary M.Chaupong Phom expressed resentment over selecting the site at Yungho under Yongnyah village for establishment of polytechnic institution. They questioned YASU as to how site at Yungho could be feasible when there was no facilities such as electricity, postal service, banking, medical, security etc. The signatories asserted that the site would not benefit the student community as the proposed site was “too far away” – 30km from district headquarters Longleng. They also expressed surprise at how the department recommended Yungho site for setting up polytechnic despite “fully aware” of the government notification that “such a

The union cautioned against violating the resolution, which it said was jointly adopted by federating students’ union of Longleng district.
