bats for postponement Governor RN Ravi steps in on law & order BJP of delimitation exercise deputy chief minister and home minister including the chief secretary on November 14,2019. Ravi said he had urged upon Rio to “rein in the miscreants and restore rule of law in the state” but regretted that his urgings and advices at the political and bureaucratic levels went unheeded. Ravi further mentioned that law abiding citizens from daily wage earners, petty vendors, businessmen, shopkeepers, restaurant owners, road construction firms, entrepreneurs or government servants were made miserable by rampant extortions and violence by armed gangs. He said even government development departments were under duress to pay regular ransom to armed gangs. He said the ‘Town Commands’ of these gangs keep people “terrorised and the brazen display of “fire power by rival gangs for turf control” caused panic among public. Ravi said the situation has deteriorated to such an extent, that “armed miscreants” even appoint their own dealers for every commodity from salt to con-

struction materials coming to Nagaland besides levying taxes on every item. He also mentioned that these elements run ‘syndicates’ for smuggled contraband items such as alcohol and also operate check gates for collection of taxes at various entry points with the knowledge of the state law and order machinery. Due to such rampant collection, Ravi said commodities in Nagaland have become exorbitantly expensive and also strangulated local entrepreneurship. Even transporters had complained that cost of transportation has escalated to over 200% since goodsladen truck were forced to pay extortions at gun point by the armed miscreants. The Governor also pointed out that civil society organisations have been raising their voices against blatant unlawful activities of armed gangs at great personal risks. Ravi said he received several representations from public for intervention and relief since “the state law and order machinery does not act.” (Cont’d on p-8)

5 frontline workers test positive for COVID

Total lockdown of Mon distt for 4 days

DIMAPUR, JUN 25 (NPN): Making it clear that he can no longer tolerate the near-total collapse of the law and order machinery in Nagaland in the face of “unrestrained depredations” by over half a dozen “armed gangs” who were “brazenly running their so-called governments” and challenging the legitimacy of the state, Nagaland Governor R.N. Ravi, in a strong missive to chief minister Neiphiu Rio, informed the latter that he has decided to uphold his constitutional obligation to effect law and order in Nagaland under Article 371A(1)(b). In this regard, Ravi said he proposed that henceforth, important law and order decisions pertaining to posting of officials entrusted with the maintenance of law and order responsibilities of officials above the district level will be “after approval of the Governor”. Ravi also informed the chief minister that he proposed to periodically review the law and order situation in the state and issue required lawful directions besides preferring to also review the annual per-

Ravi in his letter dated June 16,2020 informed Rio that he has been observing the state of affairs since he took over as Governor since August 2019 and was appalled at the grim scenario where the law and order has collapsed and where the constitutionally established state government was being challenged daily by “armed gangs who question the sovereignty and integrity of the nation, while the instruments of law and order remain totally unresponsive.” He also reminded the chief minister of his letter dated August 23,2019 and a special meeting with the latter in presence of the

since they were on duty at the quarantine centres, there was no need for containment of the localities they reside in. returnees in the State to non-adherence Standard Operating Protocols like social distancing, not following proper hygiene, etc. Interacting with media persons here Thursday, Suokhrie said returnees from Mokokchung and Longleng districts had set a perfect example of strictly following the protocols on social distancing and maintaining personal hygiene even during their journey and in quarantine centres. The way the returnees from the two districts maintained and followed protocols was a lesson for all to learn, he added. On the number of days that returnees had to spend in quarantine centres, in addition to the 14 days institutional quarantine at local, colony or village quarantine centres, the PD commented that communities should try to understand the scientific

reasons, because isolating somebody for 14 days in institutional quarantine followed by quarantine in village/colony was not easy. Suokhrie attributed fast recovery of COVID-19 patients in the State to the agegroup. He explained that 90% of the patients were in the age group of 20-40 years, did not have comorbidity and had strong immune system, leading to faster recovery. He added that, unless necessary, they were not given treatment other than immunity boosters. The PD informed the media that the department had started discussions to see if lockdown could be lifted and was doing micro planning like the areas that could be unlocked first. He hoped that by next week the department would be able to come out with more recommendations and sugges(Cont’d on p-8) tions.

NSCN (R) reacts to DCCI accusation
