Ravi said the situation has deteriorated to such an extent, that “armed miscreants” even appoint their own dealers for every commodity from salt to con-

struction materials coming to Nagaland besides levying taxes on every item. He also mentioned that these elements run ‘syndicates’ for smuggled contraband items such as alcohol and also operate check gates for collection of taxes at various entry points with the knowledge of the state law and order machinery. Due to such rampant collection, Ravi said commodities in Nagaland have become exorbitantly expensive and also strangulated local entrepreneurship. Even transporters had complained that cost of transportation has escalated to over 200% since goodsladen truck were forced to pay extortions at gun point by the armed miscreants. The Governor also pointed out that civil society organisations have been raising their voices against blatant unlawful activities of armed gangs at great personal risks. DIMAPUR, JUN 25 (NPN): Making it clear that he can no longer tolerate the near-total collapse of the law and order machinery in Nagaland in the face of “unrestrained depredations” by over half a dozen “armed gangs” who were “brazenly running their so-called governments” and challenging the legitimacy of the state, Nagaland Governor R.N. Ravi, in a strong missive to chief minister Neiphiu Rio, informed the latter that he has decided to uphold his constitutional obligation to effect law and order in Nagaland under Article 371A(1)(b). In this regard, Ravi said he proposed that henceforth, important law and order decisions pertaining to posting of officials entrusted with the maintenance of law and order responsibilities of officials above the district level will be “after approval of the Governor”. KOHIMA, JUN 25 (NPN): Five frontline workers, stationed in Dimapur and Kohima have been infected with COVID-19 while on duty. Informing this at a press briefing, Health & Family Welfare principal director, Dr. Vizolie Z. Suokhrie said that the 5 cases included-four bus drivers on quarantine duty (two of them tested positive on June 23 and two on June 25) and a receptionist at Naga Hospital Authority Kohima, who tested positive on June 25. In this regard, Health officials activated contact tracing and also sealed entry and exit points of Upper PWD colony Thursday afternoon as the employee of NHAK was a resident of that colony, he said. Three of the drivers were employees of a private school in Dimapur and the other person, a government driver posted in Kohima. PD stated that all the five persons had contracted the virus through local transmission, as had come in contact with the high risk returnees. Meanwhile, a police personnel stationed at the Mon quarantine centre had tested positive of COVID-19 through TrueNat machine. Talking to Nagaland Post DC Mon Thavaseelan K. said that the policeman showed all the symptoms like fever, sore throat, body ache etc. He was shifted to COVID hospital and was tested through TrueNat machine, which showed positive. However, his samples were sent to Dibrugarh lab for further confirmation through RT-PCR machine.

The way the returnees from the two districts maintained and followed protocols was a lesson for all to learn, he added. On the number of days that returnees had to spend in quarantine centres, in addition to the 14 days institutional quarantine at local, colony or village quarantine centres, the PD commented that communities should try to understand the scientific

reasons, because isolating somebody for 14 days in institutional quarantine followed by quarantine in village/colony was not easy. Suokhrie attributed fast recovery of COVID-19 patients in the State to the agegroup. He explained that 90% of the patients were in the age group of 20-40 years, did not have comorbidity and had strong immune system, leading to faster recovery. He added that, unless necessary, they were not given treatment other than immunity boosters. The PD informed the media that the department had started discussions to see if lockdown could be lifted and was doing micro planning like the areas that could be unlocked first. CM, cabinet meet with Ravi

A meeting was held at Raj Bhavan, Kohima between Nagaland Governor R.N. Ravi and chief minister Neiphiu Rio along with his cabinet on June 19 in response to the request made by the Governor vide letter dated June 16,2020. Informed official sources told Nagaland Post that the Governor at the meeting, expressed displeasure over worsening law and order situation in Nagaland. The sources said Ravi also reprimanded the state government for remaining a “mute spectator” while “armed gangs ran parallel governments”. At the meeting, the Governor had reiterated issues he highlighted in his letter addressed to the chief minister. Sources said the chief minister and the Cabinet also highlighted the issues faced by the government with regard to armed cadres of various Naga political groups. They also pointed out that almost all groups were either in cease-fire or engaged in political dialogue

KOHIMA, JUN 25 (NPN): The proposed delimitation exercise in Nagaland has drawn opposition from BJP, which has called for its postponement till the final Naga deal was reached and the next census. Confirming this, BJP national general secretary Ram Madhav said based on the recommendations of the party’s State president Temjen Imna Along and chief minister Neiphiu Rio, his party had recommended postponement of the delimitation exercise and hoped the central leaders would take an appropriate decision in this regard In a brief interaction with a section of media persons on the sidelines of a virtual rally held at the BJP State office here on Thursday, Madhav said the party’s State president had recommended reconsidering the delimitation exercise and postponing it till a Naga political settlement was reached and the next census. DIMAPUR, JUN 25 (NPN): Deputy Commissioner Mon, Thavaseelan K has ordered total lockdown of Mon district with effect from June 25 till June 28. In the order, the DC said that the lockdown was necessitated following “certain emerging circumstances and with a view to contain the spread of COVID-19.” He, therefore, urged the public to abide by the order-- movement of public has been restricted except for medical emergencies; all shops to remain closed except pharmacies and no private vehicles allowed to ply. Any person found violating the order will be penalised as per the law, the order stated. It was learnt that the lockdown was imposed after a police personnel, on duty at Mon quarantine centre, tested positive of COVID19. Officials said that the policeman may have visited his home and may have come into contact with others.

NSCN (R) reacts to DCCI accusation

DIMAPUR, JUN 25 (NPN): Two days after the Dimapur Chamber of Commerce and Industry (DCCI) accused “some Naga National Political Groups (NNPGs) and other elements” of forcefully imposing and collecting taxes from shops and business establishments, the NSCN (Reformation) Thursday expressed “regret” that DCCI accused “all Naga NPGs (in general) regarding Taxation issue.” NSCN (R) through its MIP asserted that its top leaders had directed all its members not to impose any taxes on shops in and around Dimapur town during the pandemic. Making its stand clear, NSCN (R) said it had also not deputed or assigned any of its member(s) to collect tax. DIMAPUR: The State Emergency Operation Centre COVID-19 control room Kohima has issued report on law and order across the state as on June 24. According to DIPR report, joint secretary Hiazu Meru stated that, three (3) persons violated the orders of lockdown and curfew, while eight (8) persons were bound down. The report stated that, shops for food grains, groceries, and milk and medicine were opened in all the districts of Nagaland except Mokokchung. There was no report of any shortage of food grains, groceries, milk and medicine in the state. There was no restriction on movement of essential service providers like electricity, telecom facilities, medical facilities etc and personnel/workers in manufacturing units and commercial vehicles for distribution of essential commodities and e-commerce. It is also reported that, suitable arrangements have been made for providing food & shelter to migrant workers affected by the COVID-19 restrictions. The report also said that, from 1 (one) active relief camps and 1 (one) active food camps, eighty two (82) daily wagers and needy persons were provided food/ dry ration.

NSUI urges to waive off fees

DIMAPUR: Taking into account the promotion of students facing extreme uncertainties and mental pressure due to lockdown, the National Students Union of India (NSUI) has urged concerned authority to waive their fees under financial packages provided by the central government. Bridge leading to Baghjan Oil well collapses

GUWAHATI/New Delhi, JUN 25 ( AGENCIES/ IANS): Flooding caused by incessant rains since Wednesday and the collapse of a bridge are hampering efforts underway to control the raging fire at a natural gas well in Upper Assam’s Tinsukia district, reports Hindustan Times. The bridge, located on the Doomdooma-Baghjan road, nearly eight kilometres (km) from the Oil India Limited (OIL) gas well in Baghjan oilfield collapsed on Wednesday because of heavy rains that led to the flooding in the area. “The bridge is on the route of Baghjan oilfield, where the gas well that caught fire is located. It was being used to transport machinery and equipment needed to douse the fire,” said Nandita Roy Gohain, circle officer, Doomdooma. “We have provided an alternate route to ferry the equipment, but transportation work is getting affected. Flooding caused by incessant rains is a major deterrent,” she added. The gas well at Baghjan had a blowout – an uncontrolled release of gas and oil --- on May 27 during a workover operation, or major maintenance work. It caught fire on June 9, when two firefighters died

heavy rains and temperatures over 75 degrees Celsius, nearly 150 army personnel had constructed a Bailey bridge over a water body close to the well. Over 230 metric tonnes of material were transported over 400 km to construct the bridge, which will be used to deliver water needed to control the fire and plug the blowout. Plugging a blowout and fire in a gas or oil well require a lot of heavy equipment. Announcing the scheme, state Minister for Social Welfare and Social Education Santana Chakma said at least 40,000 women would benefit from the kits, each worth Rs 500. AIZAWL/KOHIMA JUN 25 (IANS): Moderate to mild four separate quakes with magnitude ranging from 2.8 to 4.5 on the Richter scale hit several parts of Mizoram, Nagaland, Tripura, Assam and adjoining areas of northeast region bordering Myanmar on Thursday, officials said. According to the officials, there was no report of any damage or casualty from any part of the North Eastern states. An official of the India Meteorological Department (IMD) said, Thursday’s two moderate earthquakes occurred within an hour with magnitudes of 4.2 and 4.5 on the Richter scale that jolted eastern Mizoram’s Champhai area and other adjoining North Eastern states. This was fifth earthquake that has hit Mizoram within three days. The IMD officials said that two more separate mild quakes with magnitudes 3.8 and 2.8 on the Richter scale hit several parts of Nagaland, Tripura and adjoining states on Thursday afternoon also. All tremors, which lasted for few seconds, and were at 58 km to 136 km depth of the earth.

The National Green Tribunal on Thursday imposed a heavy fine of Rs 25 crore on Oil India Ltd for causing damage to the environment, humans and wildlife, over its failure to stop the fire at its oil well in Assam’s Baghjan. Enormous volume of inflammable natural gas which was releasing from the Baghjan-5 oil well since May 27 caught fire on June 9, thus claiming lives of two fire-fighters. Baghjan is one of the 23 oil wells set up by OIL to tap the large gas reserves in the Brahmaputra basin and located near the Eco Sensitive Zone (ESZ) of the Dibru-Saikhowa National Park. A bench comprising Justice S.P. Wangdi and expert member Siddhanta Das pulled up the company and said: “We direct the OIL to deposit an initial amount of Rs 25 Crores with the District Magistrate, Tinsukia District, Assam and abide by further orders of the Tribunal.” The tribunal also constituted an eight-member committee headed by former high court judge B.P. Katakey to look into the matter and submit a report in 30 days. The committee has been asked to probe the cause of the gas and oil leak, extent of loss and damage caused to human life, wildlife, environment, damage and health hazards caused to the public and whether any contamination has been caused to water, air and soil of the area of the oil well and its vicinity. The blow-out left behind mixture of chemical compounds that are toxic for land and vegetation. It is not only hazardous to the health of the people but also severely affects their livelihood, mainly agriculture, fishing, and animal rearing. The plea filed by activist Bonani Kakkar pointed fingers at the failure of the OIL authorities in preventing the blowout, resulting in a massive fire causing irreparable loss to the entire biodiversity of the region and loss of lives and property. “Due to the negligence and lack of concrete effort to control the spread of the oil and gas leak, enormous fire broke-out in the area which continues to rage causing displacement of more than 1600 families,” Kakkar said. The matter will now come up for further consideration on July 29, the NGT said.

Correspondent IMPHAL, JUN 25: COVID19 infections in Manipur crossed 1000 after 86 more returnees tested positive in the last 24 hours, officials said on Thursday. With the 86 fresh cases, the COVID-19 infections tally of the state rose to 1056 with 705 active cases and 354 recoveries. The official source put the recovery rate in the state at 33.52 percent. Of the 86 fresh cases, 53 were males and remaining 33 females. The fresh cases were from 1,776 samples sample that were tested .The source added that testing of all the samples collected so far will be completed in the next two or three days. A total of 26 patients were also discharged from the COVID care facility at Churachandpur district hospital (5), COVID Care Centre at UNNANCO School (16) and RIMS (10), the source at the COVID-19 Common Control Room said. A status update data on COVID-19 of the state health department showed 14,601 returnees lodged at quarantine centres across the state. Among them, 3,556 were in the government quarantine centres, 10,595 in community quarantine centres and 450 at paid quarantine centres (government notified hotels for

quarantine). No locally transmitted case or death due to the pandemic have been reported in the state till date. NEW DELHI, JUN 25 (PTI): In a major reform in the India’s space arena, the private sector will now be allowed to carry out space activities like building of rockets, satellites and providing launch services, ISRO chief K Sivan said on Thursday. Terming this a “major reform”, Sivan said the private sector can also be part of the inter-planetary missions of the Indian Space Research Organisation (ISRO). The Cabinet on Wednesday approved participation of the private sector in the entire range of space activities, including planetary exploration missions. “The private sector will be enabled to carry out space activities like building of rockets, satellites, providing launch services on a commercial basis. “T he p riva te sec tor can also be part of interplanetary missions of ISRO. This is being planned to be done through announcement of opportunities,” Sivan said in an online briefing. He, however, added that ISRO’s activities are not going to reduce and it

The In-Space board will also have members of the industry, academia and the government. It will take six months for the system to take shape, but private companies can submit their applications to the Department of Space in the interim time. “Private companies can directly apply to InSpace which will independently evaluate and process the application. Once In-Space gives the decisions, it will be binding on all stakeholders, either private people or ISRO,” Sivan said. The ‘New Space India Limited (NSIL), a PSU under the Department of Space, will also play a role in this endeavour by re-orienting space activities from a ‘supply driven’ model to a ‘demand driven’ model, thereby ensuring optimum utilisation of space assets, Sivan said.

ith 6282 confirmed COVID-19 cases as on June 24, Assam has surpassed the total COVID-19 cases over all other seven north eastern states by three times. The total COVID-19 cases of the other seven north eastern states stand at 2925 as on June 24. Guwahati city under Kamrup(Metro) having the highest with over 500 confirmed COVID-19 cases. Guwahati has around 129 containment zones under 11 wards out of the city’s 33 wards. This has fuelled strong apprehension that COVID-19 is now at Stage 3 or community transmission. The city is witnessing a growing number of COVID-19 positive cases with people whose travel history or source of infection is not known. As per reports there are probably more COVID-19 cases inside the business centre. Thirty seven persons who tested positive for COVID-19 had a direct or indirect connection with Fancy Bazar. These people had no travel history and tested COVID-19 positive after they visited Fancy Bazar for different purposes. Guwahati has at least six hotspots that are under total lockdown. Assam health minister Himanta Biswa Sarma had earlier expressed fears that community transmission has already taken place in Guwahati but this was yet to be officially acknowledged. Sarma pointed to 144 people without travel and direct contact history who were tested positive in Guwahati since June 15. Of them, 114 people got themselves tested voluntarily. It is clear that even if it is left unsaid, the emerging situation in Guwahati clearly indicates that the parameters that describe a community transmission has already been met. It is a matter of concern not only to the people of Guwahati but also the entire north east. Guwahati is the main commercial centre of the entire north east besides being the region’s transit point. If the spread is now through community transmission then it multiplies the threat on all those going to Guwahati or transiting through. In such matters that involve not only Guwahati or Assam state but also of the entire north east including the nation of Bhutan; there is need for a unified strategy to protect all citizens. The spread of coronavirus across the north east has been accentuated by the arrival of several thousand persons to their respective states. A case in point was Nagaland which had no record, though one case was detected in Guwahati. Today from zero in March, there are 347 confirmed COVID-19 cases. Even Sikkim which had remained clean for so long, today has 79 confirmed COVID-19 cases. Neighbouring Manipur has around 921 cases and Mizoram some 142 cases. While Assam with 6282 and Tripura with 1259 are in the four-digit category(and possibly joined by Manipur if its toll rise further from 921), all other states have a three-digit COVID-19 tally. However, there is only one state that continues to defy logic and that is Meghalaya which strangely and for whatever reasons, continues to be stuck in two-digit 40s. The tally in Meghalaya for months has been hovering around 40- 46 and if the 42 recovered is considered, the state has only four active cases. It is hoped that detections in Meghalaya reflect the fact otherwise it could turn out to be catastrophic. Be that as it may, the threat of coronavirus in the region will escalate further when travel restrictions and unlock process begin.

The overlapping mistakes are the concern V ide Letter No.281/ DEL/2020 dated 29th May, 2020 of the Election Commission of India, the State of Nagaland was directed to take necessary initiatives for the Delimitation of the Assembly constituencies in Nagaland. Accordingly, the election Department of Nagaland has served notice to the 11 DCs including the ADC of Phugoboto to submit respective Census data of 2001 latest by 15.6.2020 vide order No.ELE/DELI2/2020 dated, Kohima, the 4th June, 2020. As per the given directives, the Delimitation Commission of India is set to carry out the exercises of delimitation in Nagaland along with the other 3 States, namely, Assam, Arunachal Pradesh and Manipur which were exempted in the last delimitation that took place in 2008 in India. Meanwhile, it is found that the State Government has raised objection to the scheduled delimitation citing few reasons in written to the concerned authorities and sought for deferment. The State Govt. is bound to adopt that posture for the very reason that these elected leaders who were at the helm of the previous Govt. had officially sought for rectification of 2001 Census prior to delimitation by the Assembly resolution adopted on 18.5.2005. Besides, there arose varied opinions of the tribal bodies

on the issue of the ongoing delimitation whereby initially the 11 tribal bodies are against and the other 3 are for it. Meanwhile, the other 3 seem to have gained more companions in due course of time. It is obvious that the 14 tribes of Nagaland cannot have consensus on the issue. Both the groups have its own justifications and none of which cannot be brushed aside. It is undemocratic to suppress the right of anyone and therefore better allow each group to have the liberty to pursue its demand from the competent authorities. When the delimitation in Nagaland was done in 1972, some 48 years ago taking 1971 Census as the basis, the important human factors were not perhaps taken into consideration. And under such circumstance, some of the Districts were marginalized due to disproportionate Assembly seat sharing out of political manipulation. One can imagine the magnitude of loss caused to the victimized section in terms of development and opportunities normally enjoyed by a constituency when one Assembly seat was denied to that section of people for half a century. What size of a gap could be created in terms of physical development and employment between the two sections of people, the people who lost the seat and the people who gained the seat. Dispro-

portionate representation begets disproportionate developments. Half a century is a long time, and the victimized section being caged to enjoy hardly 50% or less of such Govt. facilities of the undeservedly privileged section all through those decades and had to remain in backwardness. Thus, the discriminatory delimitation of Assembly seats 48 years ago brought immense disparity amongst the stakeholders of the State of Nagaland in respect of development and job opportunities. Whereas, when the aforementioned Delimitation Notification has to be based on 2001 Census figure, the exercise becomes contentious. We all know the detail history of how 2001 Census was carried out in Nagaland and the consequences of the resulted figures of the very census. It is therefore better not irritate one another by the highlights of those erroneous data. The Chakhesang Public Organization (CPO) objected those unrealistic and manipulated figures of 2001 Census. The CPO eventually filed PIL in the principal bench of Guwahati High Court which passed its interim order challenging the validity of 2001 Census. The CPO finally filed the same PIL in Supreme Court of India as compelled and due to the favorable intervention of the highest court the 2008

Most drugs that we buy are turned into pills in India, but at least two-thirds of the active pharmaceutical ingredient in it is imported from China. When it comes to smartphones, computers, television, microphones, speakers, cameras almost all the major components for manufacturing are sourced from China, and are only assembled in India. Made in China products are in every household. We are also dependent on China for raw materials.Traders and manufacturers are largely dependent on imports. Although they are many products Indian are dependent on China, some top imports from China are electronics, capital goods, pharmaceuticals and metal components. The basic reason for the popularity of Chinese products in India is the low

price of products. There are three basic reasons behind the low price of Chinese products -: 1. The cost of production in China is low due to the availability of cheap labour force. 2.The manufacturing sector in China gets a subsidy from the government which reduces the cost of production of the goods. 3. Chinese manufacturers produce a huge quantity of the goods which reduces the cost of per unit. Suppose if an Indian company manufacture a product with the same quality without depending any components or raw Materials from China then the price of the product will be doubled or even triple. So due to the higher cost of production Indian products cannot compete with Chinese products in India and at the international level.Thus,when it comes to buying, consumers always look for cheaper and quality choice. We import 16 per cent from them and export only 4 per cent to them while China’s per capita is almost five times than us. No matter how convincing the statement of one may be in the media, it may not necessarily fetch the desired dividend in the related issue in particular. We all know that only the competent authority will decide on every contentious issue relating to delimitation. I feel that the 14 Naga tribes remain liberal and allow anyone who feels mistreated to go and seek for redressal legally. While Nagaland is needing the most cordial intertribal cohesion amongst the indigenous tribes at this very moment in the light of the prevailing situation, how good it will be if unwarranted paper duels and provocative comments are restricted. Meanwhile, my personal attention is drawn to a statement of the esteem Lotha Hoho published in local papers dated 12.6.2020 and I quote the sentence “Such being the discrepancy in distribution of Assembly seats among the districts, the victimized districts cannot always say ‘Yes’ to those unscrupulous elements who also managed to dislodge the proposed Delimitation of 2001….” Unquote. I understand the sentiment of the Lotha Hoho well in this respect as I too belong to a district which was equally discriminated some 48 years ago. Whereas, though the respected Lotha Hoho did not specifically name CPO, it was obvious that the CPO was largely responsible for the deferment. While not naming CPO, the word ‘unscrupulous elements’ are used to denote whoever was responsible for the deferment. And everyone knows the literal meaning of ‘unscrupulous’ is unprincipled, immoral and contemptuous of what is right or honorable according to my dictionaries. The CPO would have deserved to be branded as ‘unscrupulous’ had its PIL in question failed to convince the highest courts in the country and yet the end result was otherwise. I therefore refused to accept the charge that stalling the last delimitation by CPO was due to its immorality or contemptuousness. ear Nagas please work, majority of us are not working. There are so many opportunities in Nagaland but it’s sad to say that we don’t see those opportunities like the non-locals and immigrants see it. There are many works that we can do to earn, share and live a good life. Only a government job is not the solution. If a government job is your plan A, work hard and do your best, but if you fail don’t give up, get up and go for plan B. You should also have a plan B, which can be any work other than a government job. For some people a government job is not even their plan A. If Nagas don’t work, then we will be unemployed, many of us will become backward, unskilled, dependent, and many of us will be very poor or even starve and one day we may even see Naga beggars in Nagaland. All of us are not officers, government servants, rich man, politicians, kilonsers, so all of us cannot remain unemployed and dependent always, we have to work. Why is approximately

It’s our own fault because we are lazy, and have no dignity of labour, but this does not make us superior than the hardworking and determined non-locals and immigrants. I am not trying to harm or hurt the non-locals and immigrants or encouraging others to harm them, but I am only encouraging our Nagas to work hard. We have to look around and understand the reality and the consequences of our mistakes. We have to start working, employ our people, train and skill our people, buy from Nagas, produce more food, encourage our friends, brothers, sisters, and elders, trust our people, help one another, and bring good changes in Nagaland. I know it’s not very hard, it’s not very easy also and it will take some time but it’s possible so let’s think, decide, plan and prepare and at least we should start doing from 2020 onwards. It is therefore imperative to focus on the existing democratic process and allow implementing the directives of the Central Government without further delay. Regarding apprehensions of inter tribe problems in the event of delimitation, it is a known fact that Nagaland is a tribal state having different customs, traditions and language. Each tribe has its own territorial jurisdiction and any problem which may arise within the district are decided/ solved by the local leaders themselves. The Naga tribes

maintain respect for each other and acknowledge each tribe/village’s traditional jurisdictions from time immemorial. No tribe or village irrespective of big or small impose their will or subjugate any other tribe or village. In case of inter tribe problems, the elders of the communities intervene and sort out the issues. Such is the custom and tradition of us Nagas. When the state of Nagaland came into being, the formation of Assembly Constituencies was carried out with the help of district local leaders and constituencies were demarcated according to the wishes of the local leaders and there was no inter tribal conflict. Currently Nagaland has 11 districts and unless the government re-organises and creates more districts, these 11 districts will remain for some more years. In the instant case of delimita-

Whereas, such an opportunity for correction in respect of disproportionate sharing of Assembly seats comes only by Delimitation. Therefore, delimitation has to be implemented in Nagaland only through which equitable sharing of Govt. facilities amongst the stakeholders can be ensured. Yet, the scheduled delimitation has to be based on noncontroversial and legally right census data by which the existing discrepancies are corrected. However, when the controversial census data is used as the basis for the said exercise, the history of the previous discriminatory delimitation will be repeated. In the interest of all, we better avoid committing overlapping mistakes. What I stand for is that the rational and the honest section of our people should not be further allowed to remain as the victim of any manipulation post the next delimitation. Have the delimitation by taking the correct Census figure as the basis. All the indigenous Naga tribes are the equal shareholders of Nagaland, and accordingly the proposed delimitation has to bring about very proportionate distribution of seats to the satisfaction of all.

India deploys more troops in Eastern Ladakh Kongka La and Patrol Point 17 in Hot Springs, even though they had agreed to remove defence infrastructure. Further, defying the agreed mutual consensus to disengage, the Chinese People’s Liberation Army troops have returned to Patrol Point 14 in Galwan Valley where the barbaric attack took place on June 15, in which 20 Indian Army soldiers were killed. The PLA has even set up tents and an observation point exactly where they were on June 15, sources said, adding that the Chinese have returned with huge reinforcements even after they agreed to withdraw their troops and dismantle their setups. Sources said that during the 11-hour-long Corps Commander-level talks between India and China on June 22, it was stated that there was “mutual consensus to disengage”. It was also stated that “modalities for disengagement from all friction areas in Eastern Ladakh were discussed”. The Corps Commanders of the two countries’ militaries had met at Moldo to resolve the border issue and ease tension in Eastern Ladakh. This was their second meeting after the first one on June 6. NEW DELHI, JUN 25 (PTI): A record spike in COVID-19 cases in Maharashtra, Tamil Nadu and Andhra Pradesh on Thursday triggered the biggest single-day jump of close to 17,000 infections in the country even as Maharashtra decided to undertake antigen and rapid antibody tests for the disease in the worst hit state. According to the Union Health ministry data, COVID-19 cases rose by the highest-ever number of 16,922 to reach 4,73,105, while the death toll climbed to 14,894 with 418 new fatalities. This was the sixth consecutive day when coronavirus cases increased by more than 14,000. Consequently, India has added 92,573 cases since June 20, and over 2.82 lakh this month alone since June 1. However, the recovery rate has improved to 57.43 per cent, according to the Health ministry. It also said there are 33.39 COVID-19 cases in India for every one lakh population, as against the global average of 114.67. Also, the country has 1.06 deaths per lakh population, which is amongst the lowest in the world and the global average is 6.24, it added.

Dimapur, June 25(NPN): Former vice chairman Kohima Town Committee K.Bao Sekhose passed away after a protracted ailment at around 10.28 p.m. Thursday at Oking Hospital Kohima. He was 76 and leaves behind his wife, ten children and 23 grand children. Late Bao had also served as head master of Botsa government high school and also Nerhema government high school. He also served under the PWD Secretariat after which he resigned to enter politics. He served as vice chairman KTC from 1977 to 1978. In a statement issued on Thursday, the electronic payment and settlement systems infrastructure provider, NPCI, said that the Reserve Bank of India (RBI) has authorized it as a payment system operator (PSO) of the Unified Payments Interface [UPI] platform and NPCI in its capacity as PSO authorizes all UPI participants. Washington, Jun 25 (IANS): The International Monetary Fund (IMF) has revised down its forecast for the global economy amid mounting COVID-19 fallout, warning of record debt levels in both advanced and emerging markets and developing economies. Global output is projected to decline by 4.9 per cent in 2020, 1.9 percentage points below the IMF’s April forecast, followed by a growth at 5.4 per cent in 2021, indicating a grimmer economic outlook as the pandemic continues to ripple across the globe, Xinhua news agency reported. “Compared to our April World Economic Outlook forecast, we are now projecting a deeper recession in 2020 and a slower recovery in 2021,” IMF Chief Economist Gita Gopinath said in a virtual news conference on Wednesday, noting that these projections imply a cumulative loss to the global economy over two years of over $12 trillion from the crisis.

WASHINGTON, JUN 25 (AGENCIES): The two U.S. warships in the Middle East weren’t aiming to break a record, reports New York Times. But when the coronavirus made ship stops in foreign countries too risky, the USS Dwight D. Eisenhower and the USS San Jacinto were ordered to keep moving and avoid all port visits. On Thursday, as they steamed through the North Arabian Sea, they notched their 161st consecutive day at sea, breaking the previous Navy record of 160 days. And they’re on pace to crush it, since they won’t hit land again until they get home to Virginia later this year. The milestone, Navy Capt. Kyle Higgins said, “is not one that I think we really wanted but one that the circumstances of the world thrust upon us. And we embraced it with style.” When the ships left home in January, COVID19 was just starting to emerge. By the time they crossed the Atlantic and moved into the Mediterranean Sea, the virus was escalating.

Goh, 79, who holds the honorary position of Emeritus Senior Minister, said he made the decision “after much thought and with a heavy heart”, the Channel News Asia reported. “Smooth and systematic leadership succession is key to Singapore’s political stability. I prefer to retire as Member of Parliament now whilst I am healthy and able to ease my successor’s transition into Marine Parade,” said Goh, who was Singapore’s second prime minister. Prime Minister Lee Hsien Loong has accepted Goh’s decision to retire from politics “with sadness”, according to the report. Lee noted Goh’s contributions to Singapore and thanked him for a “lifetime of distinguished service”.

Islamabad, Jun 25 (PTI): The coronavirus cases in Pakistan crossed the 192,000-mark after 4,044 new COVID-19 infections were detected in the last 24 hours, the health ministry said on Thursday. According to the Ministry of National Health Services, 148 more people died due to the deadly virus in the country, taking the death toll to 3,903. With the detection of 4,044 new cases in the last 24 hours, the coronavirus tally in the country now stands at 192,970, it said. Sindh reported maximum number of 74,070 infections, followed by 71,191 in Punjab, 23,887 in Khyber-Pakhtunkhwa, 11,710 in Islamabad, 9,817 in Balochistan, 1,365 in Gilgit-Baltistan and 930 in Pakistan-occupied Kashmir. A total of 81,307 patients have recovered so far from the disease. Health authorities have so far conducted 1,171,976 coronavir us tests, including 21,835 in the last 24 hours.

According to the police, the boat’s engine had stopped working and it seemed to be sinking with 30 minors, 49 women and 15 men onboard when it was spotted by three Indonesian fishermen on Wednesday around four miles north of the island of Sumatra, reports Efe news. However, the number of people onboard has varied in reports by different sources. The fishermen alerted the local authorities and proceeded to rescue the Rohingya, who originally set sail from Myanmar and are currently in the waters close to the Seunuddon beach waiting to be brought to land, according to the police. A police spokesperson told local media outlets that a special team had been formed to examine the health of the refugees and

New Delhi/Beijing, Jun 25 (IANS): China on Thursday once again claimed the violent face-off along the Line of Actual Control (LAC) in Ladakh was caused by India’s “betrayal of consensuses and unilateral provocations” and that it “took place on the Chinese side”. The Chinese claim is contrary to what India has said. The Ministry of External Affairs in New Delhi last week said since early May, the Chinese side has been hindering India’s normal, traditional patrolling pattern along the LAC in Ladakh. In mid-May, the Chinese side attempted to transgress the LAC in other areas of the Western Sector of the India-China border areas. The Chinese attempts were invariably met with an appropriate response from India following which, the two sides were engaged in discussions through established diplomatic and military channels to address the situation arising out of Chinese activities on the LAC. California Disneyland reopening delayed

he Eiffel Tower on Thursday welcomed back visitors after the coronavirus outbreak forced the Paris landmark into its longest period out of action since World War Two. Strict hygiene and safety measures have been put in place for the reopening. Visitors can access the 324 meters high (1,062 feet) tower only via staircases until early July, with elevators off-limits for the time being because of safety considerations. In addition, visitors are not allowed to go any higher than the second floor of the tower, and anyone over the age of 11 is required to wear a face covering. alt Disney Co’s reopening of theme parks and resort hotels in California will be delayed until Disneyland receives approval from the state, the company said on Wednesday. Disney had originally planned to reopen the Disneyland Park and Disney California Adventure Park on July 17. “California has now indicated that it will not issue theme park reopening guidelines until sometime

after July 4,” Disney said in a statement, of one reason for the delay. The company had also received pushback from unions representing 17,000 workers at its Disneyland Resort in Southern California, who said they were not convinced the theme park would be safe enough to reopen by the company’s target date. Disney began closing its theme parks around the world in January in response

to the spread of the novel coronavirus. Disney in early May said that measures to contain the pandemic had cuts its profits by $1.4 billion, most from its shuttered theme parks. Disney began reopening its theme parks in May, starting with Shanghai Disneyland, and last week reopened Hong Kong Disneyland. A Sports Ministr y source confirmed that Chanu will be conferred with the Arjuna award as per a 2018 Delhi High Court order, which directed the selection committee to consider her and keep the decision in a sealed cover to be disclosed only if she was absolved of the doping charges. “Sanjita (Chanu) is absolved of all the doping charges by the international federation, so we will have to abide by the Delhi High Court order and consider her for the Arjuna award,” the ministry source told PTI. After she was ignored for the 2017 Arjuna Awards, Chanu had filed a writ petition before the Delhi HC challenging the decision to exclude her from the list of those recommended for the coveted honour. During the pendency of the case, she tested positive for a banned substance in May 2018. New York, Jun 25 (Agencies): U.S. Open organisers said on Wednesday they will include a wheelchair tournament at this year’s Grand Slam following a player backlash over their decision to scrap the event as part of measures to curb the spread of COVID-19. The United States Tennis Association’s announcement comes five days after the national governing body said it was rethinking their decision and that it could have better communicated with wheelchair athletes. “The decision was made following multiple virtual meetings with a group of wheelchair athletes and the International Tennis Federation over the last week,” the USTA said in a statement. “The 2020 U.S. Open Wheelchair Competition will feature men’s and wom-

(IANS): Following the Delhi High Court’s order, the Sports Ministry has withdrawn the annual recognition granted to 54 National Sports Federations (NSFs). On Wednesday, the High Court directed the ministry to revoke the provisional recognition it had given to 54 NSFs on May 11. The court had said that the ministry by doing so has not complied with an order that was issued on February 7 this year. The order had required the ministry and the Indian Olympic Association (IOA) to “inform the court in advance” while taking “any decision in relation to the NSFs.” Sports Ministry Deputy Secretary S.P.S. Tomar on Thursday wrote a letter to SAI Director General Sandeep Pradhan saying: “I am directed to refer to this Ministry’s letter of even dated 02.06.2020 regarding renewal of annual recognition of National Sports Federations for the year 2020 and to say that in compliance of the order dated 24.06.2020 passed by the Hon’ble Delhi Court, the department’s letter of even number dated 02.06.2020 granting provisional annual recognition of 54 NSFs stands withdrawn.” The court in its order on Wednesday said that the ministry “shall issue a fresh notice within two days intimating all the 54 NSFs concerned that its order giving provisional renewal till 30.09.2020, stands recalled.” The ministry usually provides recognition until the end of the year but it has in this instance only given it provisionally until the end of the year.
