KOHIMA, JUN 26 (NPN): Despite stringent laws being implemented in the state-- Narcotic Drugs and Psychotropic Substances Act (NDPS) and Nagaland Liquor Total Prohibition Act (NLTP)-- Nagaland has recorded an increase in smuggling of illicit liquor and drugs to the state. This was highlighted during the programme held at hotel Japfu conference hall to mark the “International Day against Drug Abuse and Illicit Trafficking” under the theme “Listen First”, organized by Kripa foundation Nagaland. Speaking as the chief guest, minister of Social Welfare, Kiyanilie Peseyie informed that the cabinet has already cleared the deck for the “Nagaland State Drug Abuse Prevention and Treatment Policy” drafted by various

New category visa to attract tourists and boost trade New Delhi, Jun 26 (PTI): India may soon roll out a long- term multiple-entry comprehensive visa by merging tourist, business, medical and conference visas into one to attract more visitors and boost trade. Tourists, businessmen or people coming for treatment or to attend conferences or even for film shoots can be covered under the proposed new category, which was first mooted by the Commerce Ministry following a suggestion by the PMO to boost services trade. The long-term, multipleentry visa is likely to be given upto 10 years but under this category the visitor will not be allowed to work or stay permanently, a government official, who is part of the deliberations, said. As per the proposal, if a foreigner is granted long-term, multiple-entry non-working or non-permanent stay visa and his or her stay is restricted to 60 days on a visit, the government may waive the visa fee as well. However, the visitors have to give biometric details and fulfil certain security obligations, the official said. The Home Ministry is working on the proposal and, hopefully, it will be implemented soon, the official said. The plan is part of the Commerce Ministry’s initiatives to boost India’s services trade. India is said to be missing out on a huge opportunity worth about USD 80 billion annually in terms of attracting foreigners and foreign exchange.

As per information he said there were mobile laboratories in Myanmar, while cultivation of ganja and opium has increased in Manipur. Aier highlighted that the usage of opium especially in Mon and Longleng has seen a decline. However, he said Mokokchung, Dimapur and other districts have seen an increase in opium users. IMPHAL, JUN 26: With Congress facing a bleak prospect of holding on to its bastions in the North East, the Ibobi led Congress government in Manipur is under threat from 28 dissidents who plan to defect to BJP. Manipur chief minister Ibobi is however not new to dissidence and so far, he has maintained a stoic silence about the reported meeting of 28 Congress legislators with BJP national leaders including the North East Democratic Alliance (NEDA) Convenor and Assam finance minister Himanta Biswa Sarma in Guwahati. The Congress, under Ibobi won the 2012 election for its third consecutive term and got 42 seats in a house of 60 after defying a strong anti-incumbency factor. After merger with MSCP, the Congress raised its tally to 47. The Congress rebels are four short of the required 32 MLAs to split the Congress legislature in Manipur to avoid disqualification under the Anti Defection Law. In Manipur, though the Congress dissidents are more than eager to jump to the BJP and want to in power even for a little over six months till elections are held next year; there has been lukewarm response to this from the BJP. BJP sources said the party was not keen in attempting to creep to power at a time when anti-incumbency against the government was strong. They said BJP will make all out efforts to come to power on its own or in alliance with like-minded parties. Prime Minister Narendra Modi and BJP president Amit Shah have repeated the vow of “Congress-Mukht Bharat” (Congress-free India). Accordingly, the BJP has pursued the policy with determination. The Congress government in Arunachal headed by Nabam Tuki was dismissed under controversial circumstances and the case is still to be decided by the Supreme Court. The dissident leader Kalikho Pul was made the chief minister and the growing number of dissidents later formed the PPA government.

NEW DELHI, JUN 26 (IANS): Delhi’s Deputy Chief Minister Manish Sisodia and 51 other AAP MLAs were detained on Sunday while marching towards Prime Minister Narendra Modi’s residence and freed after some four hours, police said. All the legislators were taken to the Parliament Street police station in the heart of Delhi after being stopped just over one kilometre from Modi’s residence. Accusing Delhi Police of arresting Aam Aadmi Party MLAs on fake charges, Sisodia said they wanted to go to Modi’s residence to offer themselves for en masse arrest. “We will all go and surrender ourselves to Narendra Modi. There is an attempt by the BJP (Bharatiya Janata Party) to prevent the AAP government from working,” he said. “Every day they are arresting our MLAs.” “Since they are doing the politics of arresting and harassing us one by one, why not arrest all of us at one go?” he told reporters before setting out to the prime minister’s residence. The AAP decision came a day after one of its legislators, Dinesh Mohaniya, was arrested from a press conference on charges of “sexual harassment” - a charge he has denied. At the Parliament Street police station, the AAP MLAs dramtically began cleaning the complex, one of the MLAs said. Eventually, just before 3 p.m., police released all of them. “All the MLAs including Sisodia have been released,” Deputy Commissioner of Police Jatin Narwal told IANS. Sisodia later accused Modi of sabotaging the Delhi government’s bills including on regulating fees in private schools, increasing the wages of labourers and ending the no detention policy in schools. On Saturday, the president of the Ghazipur Vegetable Market Association here submitted a complaint against Sisodia, accusing him of intimidating traders during his official visit.

Declare undisclosed income by Sept 30: PM warns AASU threatens Centre on grant of New Delhi, Jun 26 (PTI): Prime Minister Narendra Modi Sunday asked people to declare their undisclosed income by September 30, making it clear that this is the last chance to avoid problems that will follow after the window of opportunity closes. He said no questions would be asked about the source of the undisclosed income or assets if the declaration is made voluntarily by September 30. “For those having undisclosed income, the government has provided a special chance to declare it by September 30,” Modi said in his monthly radio programme ‘Mann Ki Baat’. He said by paying a penalty, those having undisclosed money can free themselves from various kinds of burden. “I have promised that there will be no inquiry into the source of the undisclosed income and assets if the declaration is made voluntarily. That is why I am saying it is a good chance for becoming a part of transparent system,” he said. “Let me tell the countrymen that this chance is till

Option in rly for sr. citizens NEW DELHI, JUN 26 (PTI): Eager to reduce its huge subsidy burden, the Indian Railway has now given senior citizens the option of foregoing concession on purchase of reserved class tickets. Besides, it has started printing the real cost involved in the train journey on the tickets to make passengers aware of the subsidy borne by the public transporter. Subsidies cost the public sector behemoth about Rs 1600 crore in the last fiscal on account of concessions extended to passengers in various categories including senior citizens, sports awardees and cancer patients, among others. There are 55 categories of passengers who are eligible for availing of concession on purchase of train tickets. The maximum number of concessions are availed by the senior citizens which alone put a subsidy burden of Rs 1,100 crore on the transporter last year, said a senior Railway Ministry official. The senior citizen’s concession is 50 per cent for women passengers and 40 per cent for men. While

a female passenger is eligible for availing it at the age of 58, for men the permissible age is 60 years. Earlier, a senior citizen would automatically get the concession upon filling up agerelated information in the form for buying tickets, but now they have the option of giving it up. “Now there is an option being provided to a passenger before purchasing the ticket. If anyone wants not to avail the senior citizen’s concession and is ready to pay the full fare, then he or she can do so. The software has been modified accordingly,” the official said. Indian Railway recovers only 57 per cent of the cost of travel on an average in nonsuburban service and 36 per cent in the suburban segment. This is now being reflected on passenger tickets purchased from counters or online, he said. Reserved category passengers constitute only six per cent of people travelling by trains. But this six per cent contributes about 60 per cent of the total revenue from passengers.

G U WA H AT I , J U N 2 6 (AGENCIES): All Assam Students Union (AASU) has threatened to hit the streets if the Modi government went ahead with the plan to grant Indian citizenship to hundreds of Hindu immigrants from Bangladesh by Independence Day, this year. In keeping with its poll promises made to Bangladeshi Hindu immigrants in Assam to accord them refugee status, the Modi government has almost cleared the decks to eventually grant Indian citizenship to hundreds of Hindu immigrants from Bangladesh. According to highly placed sources, the Home ministry was fine-tuning some changes in the vital clauses of the Indian Citizenship Act 1955 to enable these migrants to stay in the country. The entire task is expected to end before August 15. If the amended Act is cleared in Parliament so that refugees from Bangladesh and

Pakistan would be able to stay in the state. However, AASU has made it clear that it will not allow that to happen. AASU president Dipanka Kumar Nath said if the Centre makes such a move before August 15, the students’ union would have no other option but to hit the streets. “In case the Centre does make such a move, it will jeopardise the very existence of the state’s indigenous populace. The Centre must immediately withdraw last year’s notification. Under no circumstances will Assam take additional burden of illegal foreigners who entered the state after 1971,” Nath said. A statement issued by AASU, which led a six-year long anti-foreigners’ movement in the state, said as per the Assam Accord, all migrants, irrespective of religious affiliation, who had entered the state after March 24, 1971, will have to be detected

and deported. “The Centre’s notification to grant asylum and citizenship to illegal Hindu migrants from Bangladesh has already gone against the Assam Accord and is not acceptable to AASU,” the statement said. The notification permits the stay of non-Muslim migrants from Bangladesh who entered India on or before December 31, 2014, without proper documents. Former Assam chief minister Tarun Gogoi, too, questioned the latest move of the Centre. “At a time when the Modi government is resorting to delaying tactics on the issue of granting ST status to six ethnic communities, it is showing unwanted urgency to grant citizenship to Hindu migrants from Bangladesh. The Congress has no issue allowing such migrants to stay in India on humanitarian ground. But we have reservation on the issue of granting citizenship,” he said.

Virtual heart reveals new clues to heart failure

WASHINGTON, JUN 26 (AGENCIES): Congestive heart failure (CHF) is a leading cause of death. According to the Centers for Disease Control and Prevention (CDC), around 5.7 millionAmericans have heart failure. About half of the people who are diagnosed with this condition die within 5 years of diagnosis. Heart failure does not mean that the heart has stopped, or will stop, completely. It refers to a condition in which the heart is not able to pump enough blood for the body to function properly. As a result of heart failure, fluid and blood can back up into the lungs, the person may experience tiredness, breathlessness, and edema, or a build up of fluid in the legs, ankles, and feet. Heart failure can happen as a result of coronary artery disease, high blood pressure, and diabetes. It is more likely to affect people over the age of 65 years, and especially those who are overweight. People

who have previously had a heart attack are more at risk. It tends to affect men more than women. However, the mechanisms that cause it, including its electrophysiological (EP) mechanisms, are not well understood. It is hoped that the new “virtual heart” could benefit the development of new drugs to treat the disease. Tweaking an existing model gives insight into heart’s workings The researchers, from the University of CaliforniaSan Diego, CA, modified an existing model of a healthy rabbit heart to create their simulation. The model is able to simulate small changes in the heart, from the cellular and tissue levels, up to the whole heart. An electrocardiogram (ECG) is a tool commonly used by doctors use to diagnose heart abnormalities. The team hopes to use the numerical model they have created to link changes that occur at the cellular and tissue level when a heart fails

At the cellular and tissue levels, the model can replicate the heart’s reactions to changes in the levels and flow of calcium, sodium, and potassium. At the whole-heart level, it can also show what happens in a healthy, working heart as a result of variations in the different critical chemicals and electrophysiologic components. New insight into VF VF is a common cause of sudden death. During VF, the electrical waves that occur in the heart break up chaotically. When this happens, it affects the timing of the heart’s pumping action. The heart can no longer contract and pump blood to the rest of the body. Using the new model, researchers in the current study found that this fragmen-

tation and loss of coordination can be caused by a slowdown in cellular processes at the top of the heart. This can lead to heart failure. To learn more about the causes of VF in a person with heart failure, the team set up a test that would simulate a person with heart failure performing physical exercise. The results suggest that a patient with heart failure who experiences a fast heart rate and variable pacing will be more susceptible to VF. This, they say, is because of a newly identified mechanism that blocks conduction. The researchers have shown that the model can be used to plan a new drug strategy to prevent the type of fibrillation that is associated with heart failure. For patients with chronic heart failure, daily supplementation with vitamin D-3 may improve heart function. This is the conclusion of a new study recently presented at the American College of Cardiology 65th Annual Scientific Session & Expo in Chicago, IL. K Y M C
