KOHIMA, JUN 26 (NPN): Despite stringent laws being implemented in the state-- Narcotic Drugs and Psychotropic Substances Act (NDPS) and Nagaland Liquor Total Prohibition Act (NLTP)-- Nagaland has recorded an increase in smuggling of illicit liquor and drugs to the state. This was highlighted during the programme held at hotel Japfu conference hall to mark the “International Day against Drug Abuse and Illicit Trafficking” under the theme “Listen First”, organized by Kripa foundation Nagaland. Speaking as the chief guest, minister of Social Welfare, Kiyanilie Peseyie informed that the cabinet has already cleared the deck for the “Nagaland State Drug Abuse Prevention and Treatment Policy” drafted by various
New category visa to attract tourists and boost trade New Delhi, Jun 26 (PTI): India may soon roll out a long- term multiple-entry comprehensive visa by merging tourist, business, medical and conference visas into one to attract more visitors and boost trade. Tourists, businessmen or people coming for treatment or to attend conferences or even for film shoots can be covered under the proposed new category, which was first mooted by the Commerce Ministry following a suggestion by the PMO to boost services trade. The long-term, multipleentry visa is likely to be given upto 10 years but under this category the visitor will not be allowed to work or stay permanently, a government official, who is part of the deliberations, said. As per the proposal, if a foreigner is granted long-term, multiple-entry non-working or non-permanent stay visa and his or her stay is restricted to 60 days on a visit, the government may waive the visa fee as well. However, the visitors have to give biometric details and fulfil certain security obligations, the official said. The Home Ministry is working on the proposal and, hopefully, it will be implemented soon, the official said. The plan is part of the Commerce Ministry’s initiatives to boost India’s services trade. India is said to be missing out on a huge opportunity worth about USD 80 billion annually in terms of attracting foreigners and foreign exchange.

Data: As per the data, the total number of cases registered in connection with seizure of illicit drugs and liquor for the past five years were shown as-- 130 in 2012, 244 in 2013, 309 in 2014, 306 in 2015 and 123 in 2016 (January to May). (See table) Addressing the gathering, IGP (Crime), I. Toshitsungba Aier (IPS) said it clearly indicated that “when there is demand there will be supply”. On drug trafficking, he said there were two types/ fronts from where it was being smuggled, Eastern sector (Myanmar) and Western sector (Assam). He said medicinal drugs are being brought by trucks through Assam from Namtola, Tizit, Mariani, Amguri and Bhandari. In the Eastern front, he said drugs are smuggled from Moreh, Thoubal, Imphal, Mao, Maram and Jalukie, Peren. Aier also informed that a new route has started at Tobu, Pangsha and Mimi side. As per information he said there were mobile laboratories in Myanmar, while cultivation of ganja and opium has increased in Manipur. Aier highlighted that the usage of opium especially in Mon and Longleng has seen a decline. However, he said Mokokchung, Dimapur and other districts have seen an increase in opium users. IMPHAL, JUN 26: With Congress facing a bleak prospect of holding on to its bastions in the North East, the Ibobi led Congress government in Manipur is under threat from 28 dissidents who plan to defect to BJP. Manipur chief minister Ibobi is however not new to dissidence and so far, he has maintained a stoic silence about the reported meeting of 28 Congress legislators with BJP national leaders including the North East Democratic Alliance (NEDA) Convenor and Assam finance minister Himanta Biswa Sarma in Guwahati. The Congress, under Ibobi won the 2012 election for its third consecutive term and got 42 seats in a house of 60 after defying a strong anti-incumbency factor. After merger with MSCP, the Congress raised its tally to 47. The Congress rebels are four short of the required 32 MLAs to split the Congress legislature in Manipur to avoid disqualification under the Anti Defection Law. In Manipur, though the Congress dissidents are more than eager to jump to the BJP and want to in power even for a little over six months till elections are held next year; there has been lukewarm response to this from the BJP. BJP sources said the party was not keen in attempting to creep to power at a time when anti-incumbency against the government was strong. They said BJP will make all out efforts to come to power on its own or in alliance with like-minded parties. Prime Minister Narendra Modi and BJP president Amit Shah have repeated the vow of “Congress-Mukht Bharat” (Congress-free India). Accordingly, the BJP has pursued the policy with determination. The Congress government in Arunachal headed by Nabam Tuki was dismissed under controversial circumstances and the case is still to be decided by the Supreme Court. The dissident leader Kalikho Pul was made the chief minister and the growing number of dissidents later formed the PPA government.

NEW DELHI, JUN 26 (IANS): Delhi’s Deputy Chief Minister Manish Sisodia and 51 other AAP MLAs were detained on Sunday while marching towards Prime Minister Narendra Modi’s residence and freed after some four hours, police said. All the legislators were taken to the Parliament Street police station in the heart of Delhi after being stopped just over one kilometre from Modi’s residence. Accusing Delhi Police of arresting Aam Aadmi Party MLAs on fake charges, Sisodia said they wanted to go to Modi’s residence to offer themselves for en masse arrest. “We will all go and surrender ourselves to Narendra Modi. There is an attempt by the BJP (Bharatiya Janata Party) to prevent the AAP government from working,” he said. “Every day they are arresting our MLAs.” “Since they are doing the politics of arresting and harassing us one by one, why not arrest all of us at one go?” he told reporters before setting out to the prime minister’s residence. and some other AAP MLAs were not part of the group led by Sisodia. The AAP has 67 members in the 70-seat Delhi assembly. The AAP decision came a day after one of its legislators, Dinesh Mohaniya, was arrested from a press conference on charges of “sexual harassment” - a charge he has denied. At the Parliament Street police station, the AAP MLAs dramtically began cleaning the complex, one of the MLAs said. Eventually, just before 3 p.m., police released all of them. “All the MLAs including Sisodia have been released,” Deputy Commissioner of Police Jatin Narwal told IANS. Sisodia later accused Modi of sabotaging the Delhi government’s bills including on regulating fees in private schools, increasing the wages of labourers and ending the no detention policy in schools. On Saturday, the president of the Ghazipur Vegetable Market Association here submitted a complaint against Sisodia, accusing him of intimidating traders during his official visit.
Declare undisclosed income by Sept 30: PM warns AASU threatens Centre on grant of New Delhi, Jun 26 (PTI): Prime Minister Narendra Modi Sunday asked people to declare their undisclosed income by September 30, making it clear that this is the last chance to avoid problems that will follow after the window of opportunity closes. He said no questions would be asked about the source of the undisclosed income or assets if the declaration is made voluntarily by September 30. “For those having undisclosed income, the government has provided a special chance to declare it by September 30,” Modi said in his monthly radio programme ‘Mann Ki Baat’. He said by paying a penalty, those having undisclosed money can free themselves from various kinds of burden. “I have promised that there will be no inquiry into the source of the undisclosed income and assets if the declaration is made voluntarily. That is why I am saying it is a good chance for becoming a part of transparent system,” he said. “Let me tell the countrymen that this chance is till
September 30. Consider this as the last chance,” the Prime Minister asserted during the programme. He said he has told BJP MPs that if anybody faces any problem after September 30 for not abiding by the rules, no help should be provided to them. “It will be better that you take advantage of the window provided and save yourself from the difficulties that you can face after September 30,” he said. Modi said there was a time when taxation rules were such that people would tend to avoiding paying taxes. “But gradually, times changed. Now, for a taxpayer, it is not much difficult to abide by the government rules. Option in rly for sr. citizens NEW DELHI, JUN 26 (PTI): Eager to reduce its huge subsidy burden, the Indian Railway has now given senior citizens the option of foregoing concession on purchase of reserved class tickets. Besides, it has started printing the real cost involved in the train journey on the tickets to make passengers aware of the subsidy borne by the public transporter. Subsidies cost the public sector behemoth about Rs 1600 crore in the last fiscal on account of concessions extended to passengers in various categories including senior citizens, sports awardees and cancer patients, among others. There are 55 categories of passengers who are eligible for availing of concession on purchase of train tickets. The maximum number of concessions are availed by the senior citizens which alone put a subsidy burden of Rs 1,100 crore on the transporter last year, said a senior Railway Ministry official. The senior citizen’s concession is 50 per cent for women passengers and 40 per cent for men. While
a female passenger is eligible for availing it at the age of 58, for men the permissible age is 60 years. Earlier, a senior citizen would automatically get the concession upon filling up agerelated information in the form for buying tickets, but now they have the option of giving it up. “Now there is an option being provided to a passenger before purchasing the ticket. If anyone wants not to avail the senior citizen’s concession and is ready to pay the full fare, then he or she can do so. The software has been modified accordingly,” the official said. Indian Railway recovers only 57 per cent of the cost of travel on an average in nonsuburban service and 36 per cent in the suburban segment. This is now being reflected on passenger tickets purchased from counters or online, he said. Reserved category passengers constitute only six per cent of people travelling by trains. But this six per cent contributes about 60 per cent of the total revenue from passengers.

G U WA H AT I , J U N 2 6 (AGENCIES): All Assam Students Union (AASU) has threatened to hit the streets if the Modi government went ahead with the plan to grant Indian citizenship to hundreds of Hindu immigrants from Bangladesh by Independence Day, this year. In keeping with its poll promises made to Bangladeshi Hindu immigrants in Assam to accord them refugee status, the Modi government has almost cleared the decks to eventually grant Indian citizenship to hundreds of Hindu immigrants from Bangladesh. According to highly placed sources, the Home ministry was fine-tuning some changes in the vital clauses of the Indian Citizenship Act 1955 to enable these migrants to stay in the country. The entire task is expected to end before August 15. If the amended Act is cleared in Parliament so that refugees from Bangladesh and
Pakistan would be able to stay in the state. However, AASU has made it clear that it will not allow that to happen. AASU president Dipanka Kumar Nath said if the Centre makes such a move before August 15, the students’ union would have no other option but to hit the streets. “In case the Centre does make such a move, it will jeopardise the very existence of the state’s indigenous populace. The Centre must immediately withdraw last year’s notification. Under no circumstances will Assam take additional burden of illegal foreigners who entered the state after 1971,” Nath said. A statement issued by AASU, which led a six-year long anti-foreigners’ movement in the state, said as per the Assam Accord, all migrants, irrespective of religious affiliation, who had entered the state after March 24, 1971, will have to be detected
and deported. “The Centre’s notification to grant asylum and citizenship to illegal Hindu migrants from Bangladesh has already gone against the Assam Accord and is not acceptable to AASU,” the statement said. The notification permits the stay of non-Muslim migrants from Bangladesh who entered India on or before December 31, 2014, without proper documents. Former Assam chief minister Tarun Gogoi, too, questioned the latest move of the Centre. “At a time when the Modi government is resorting to delaying tactics on the issue of granting ST status to six ethnic communities, it is showing unwanted urgency to grant citizenship to Hindu migrants from Bangladesh. The Congress has no issue allowing such migrants to stay in India on humanitarian ground. But we have reservation on the issue of granting citizenship,” he said.
Virtual heart reveals new clues to heart failure
WASHINGTON, JUN 26 (AGENCIES): Congestive heart failure (CHF) is a leading cause of death. According to the Centers for Disease Control and Prevention (CDC), around 5.7 millionAmericans have heart failure. About half of the people who are diagnosed with this condition die within 5 years of diagnosis. Heart failure does not mean that the heart has stopped, or will stop, completely. It refers to a condition in which the heart is not able to pump enough blood for the body to function properly. As a result of heart failure, fluid and blood can back up into the lungs, the person may experience tiredness, breathlessness, and edema, or a build up of fluid in the legs, ankles, and feet. Heart failure can happen as a result of coronary artery disease, high blood pressure, and diabetes. It is more likely to affect people over the age of 65 years, and especially those who are overweight. People
who have previously had a heart attack are more at risk. It tends to affect men more than women. However, the mechanisms that cause it, including its electrophysiological (EP) mechanisms, are not well understood. It is hoped that the new “virtual heart” could benefit the development of new drugs to treat the disease. Tweaking an existing model gives insight into heart’s workings The researchers, from the University of CaliforniaSan Diego, CA, modified an existing model of a healthy rabbit heart to create their simulation. The model is able to simulate small changes in the heart, from the cellular and tissue levels, up to the whole heart. An electrocardiogram (ECG) is a tool commonly used by doctors use to diagnose heart abnormalities. The team hopes to use the numerical model they have created to link changes that occur at the cellular and tissue level when a heart fails
to a numerically computed ECG. This, they hope, will help to pinpoint what it is that triggers ventricular fibrillation (VF), and to identify the risk of VF. At the cellular and tissue levels, the model can replicate the heart’s reactions to changes in the levels and flow of calcium, sodium, and potassium. It also can take into account the speed at which the ion channels - which take in those ions - function. At the whole-heart level, it can also show what happens in a healthy, working heart as a result of variations in the different critical chemicals and electrophysiologic components. New insight into VF VF is a common cause of sudden death. During VF, the electrical waves that occur in the heart break up chaotically. When this happens, it affects the timing of the heart’s pumping action. The heart can no longer contract and pump blood to the rest of the body. Using the new model, researchers in the current study found that this fragmen-
tation and loss of coordination can be caused by a slowdown in cellular processes at the top of the heart. This can lead to heart failure. To learn more about the causes of VF in a person with heart failure, the team set up a test that would simulate a person with heart failure performing physical exercise. The results suggest that a patient with heart failure who experiences a fast heart rate and variable pacing will be more susceptible to VF. This, they say, is because of a newly identified mechanism that blocks conduction. The researchers have shown that the model can be used to plan a new drug strategy to prevent the type of fibrillation that is associated with heart failure. For patients with chronic heart failure, daily supplementation with vitamin D-3 may improve heart function. The DC reminded the AEROs and supervisors to relook Electoral Population (EP) ratio of their respective A/Cs and supervise their subordinate officers’ accordingly. DIMAPUR: Three-day vocational training programme for rural youth skill development was conducted by Krishi Vigyan Kendra, Nagaland University (KVK, NU) at Lumami village. At the training programme, SMS (Horticulture), Edenly Chishi imparted training and demonstration for income generation through cultivation of horticultural crops. Home science, programme assistant, Narola Anichari, imparted training and demonstration on value addition of seasonal fruits and vegetables which will help the rural youth to generate income and make them self reliant.
Meanwhile, in the valediction session, village council chairman Hukato thanked the KVK for imparting training and demonstration for the benefit of Rural Youth. He encouraged the youths to come forward to adopt the technologies so that they can be self employed. Sr. Scientist & Head, Dr. Rakesh Kumar Chaurasia, in his valedictory message urged the youths to become messengers for transfer of technologies so that it has a multiple impact on the society and that the available natural resources can be converted into valued products. Later, participants were provided certificates for attending the programme.

For TSP on food processing on community basis, programme assistant (H/S) Thungchano S Ezung conducted trainings on processing and value addition and input materials like OTG oven, Mixer/grinder for processing of soymilk, soya biscuit, cake and hand juice extractor for processing of different fruit beverages were distributed to number of interested trainees comprising of SHGs, individual practicing farmers covering 12 villages under Longleng district.

DIMAPUR: Ag riculture Technology Management Agency (ATMA) Wokha organized mobilization and capacity building of farmers’ groupcum-linkages with financial institutions for micro-credit in association with Nagaland State Cooperative Bank Wokha on June 23 at fishery training hall Wokha. During the programme, BM NSCB, Masheto spoke on the topic micro-credit linkages and said that NSCB is a rural bank for the rural people. He urged the SHGs/ CIGs to go to the bank instead of the money lenders as the latter has very high interest rate. Masheto said that having bank account was not only for safe keeping of the money but also earns interest and that one could also avail facilities from the bank through the account. MON, JUN 26 (NPN): As Nagaland wrestles to enforce Nagaland Liquor Total Prohibition Act 1989 stringently in the entire state, Deputy Commissioner (DC) Mon, W. Honje Konyak observed that a strong mechanism with effective strategies and action plan was the need of the hour to implement the same. For this, the DC said state government agencies, churches, NGOs and civil societies should take the ownership of the problem and initiate a joint venture and be the driving force to lead that mechanism to tackle
the issues. The DC was speaking in a programme commemorating the “International Day against Drug Abuse & Illicit Trafficking” observed under the theme “Listen First” at main bazaar junction Mon town, Sunday. Despite various efforts and initiatives taken by the Church, NGOs and state government to implement the Act, Konyak lamented that drugs and liquor was still available in the state as the same was openly available in the neighbouring states and borders without restriction. He lamented that the drugs and liquor were smug-
gled into the state by “our” brothers and sisters using various means of transportation. Pointing out that usage of drugs was not a new thing for the people of Konyak, he recalled the initiative taken by the Konyak Students Union (KSU) against usage of opium and the initiative taken by KNSK against Indian Made Foreign Liquor (IMFL in the district which eventually led to creation of Nagaland Liquor Prohibition Act and which is still enforced in the state. He then urged upon the students’ organization to take the lead to mould and shape
the destiny of the youths who are easily prone to drugs and opium. The programme was jointly organized by the district administration, DEF, DWO, Excise, 33 Assam Rifles, World Vision India, KNSK, KSU, MTSU, DAPCU, Shamshan Organization and Mon Users Network (MUN). To mark the occasion, illegal consignments like opium, SP & Nitro tablets, assorted IMLF worth more than Rs. 3 lakhs seized by the KNSK on various occasions were destroyed after the formal programme. KFA demands probe into corruption
DIPHU, JUN 26: Karbi Farmers Association (KFA) has demanded a high level probe in to the alleged corruption in Irrigation Department in implementing various centrally-funded schemes and programmes in Karbi Anglong district during Congress government. A delegation of KFA has met Assam Irrigation Minister Ranjit Dutta in Guwahati and submitted a memorandum, where they alleged that the funds provided by the Centre for implementation of various schemes in the hill district were not utilised properly. JORHAT, JUN 26 (AGENCIES): Expressing concern over the ill effects of rampant privatisation of education in the State, Governor Padmanabha Balakrishna Acharya on Friday urged the people’s representatives and Government officials to take strong measures to control the situation. Acharya was holding a meeting with the MLAs of Teok, Dergaon and Mariani, officials of the Jorhat district administration and representatives of NGOs, Assam Agricultural University (AAU) and some other Government institutions here. He suggested ways to improve government schools and implement Government schemes for the allround development of the district. The Governor called for the enactment of a new law to regulate private educational institutions so that no student from a poor economic background is deprived of proper education in any institution. As Acharya stressed the need of enactment of a new law to curb rampant privatization of education across the State, the three MLAs – Bhabendra Nath Bharali, Renupoma Rajkhowa and Rupjyoti Kurmi – showed a keen interest in the issue. “Our society has many weak links. For overall social development, these links should be strengthened,” said the Governor. According to him, Government schools, tea garden workers, communities belonging to scheduled castes and scheduled tribes constitute such weak links, which need to be strengthened to usher in development of Assam.
Former Chief Minister Tarun Gogoi today opposed the Centre’s move to auction the 12 marginalised oilfields, reasoning that it would be better if the marginal oilfields are kept with the State’s own hydrocarbon setup, like the Assam Hydro Carbon and Energy Company Limited, as it has been done successfully in Gujarat. Gogoi, at a press conference, claimed that by auctioning the small oilfields, the State is not going to gain anything. “Besides, the State also has Assam Gas Company Limited and Assam Power Generation Co Limited to be considered, which would help the State in the form of increased revenue generation,” Gogoi said. Gogoi also urged the Petroleum Ministry to ensure that Assam, too, gets oil royalty at par with Gujarat. “As far as augmentation of refining capacity of NRL is concerned, the proposal was already there,” Gogoi said, referring to the Union Ministry’s proposal to augment the refining capacity of all the four refineries in the State. The senior Congress leader also flayed the Centre for not showing keen interest in granting citizenship to post1971 non-Muslim Bangladeshi migrants, while intentionally dragging its feet on the issue of granting Scheduled Tribes status to the six indigenous communities of Assam. “The Centre should show equal keenness in facilitating the Sixth Schedule status to the indigenous communities like it is doing on the issue of granting citizenship status to the refugees,” Gogoi said.

Pradhan launches road show for small oilfields’ auction, farmers’ body protests G U WA H AT I , J U N 2 6 (IANS): Petroleum and Natural Gas Minister Dharmendra Pradhan on Saturday said that the central government will start the global bidding process for 12 small oil and gas fields in Assam along with 55 others even as Assam’s prominent farmers’ body Krishak Mukti Sangram Samiti (KMSS) protested against the move and demanded the state fields be excluded. Pradhan, who was on a tour of the state, also inaugurated a road show at a hotel here to attract bidders for the 67 oilfields across the country. Close to 100 agitators shouted slogans outside the hotel against the Union Minister and the BJP central and state governments, demanded that the 12 discovered oil fields in Assam should be excluded from the bidding process and FDI in oil sector be stopped. Police, however, later carried out a baton charge to disperse the crowd. Some of the agitators were also taken into detention to contain the situation but released later in the evening. Pradhan, who interacted with the media after inaugurating the road show and interacting with over 200 industry leaders there, said that the 12 fields in Assam have been clubbed into eight clusters. “The fields hold estimated reserve of 21 million metric tonnes (MMT) of oil and oil equivalent gas. The rest of fields are mostly spread across Mumbai offshore and Krishna-Godavari basin. These 67
fields, including the 12 from Assam, were discovered some 20-30 years back and are lying undeveloped with either the Oil India Limited (OIL) or Oil and Natural Gas Corporation Limited (ONGC),” he said. The minister further highlighted that Assam contributed about 10 per cent of the country’s total crude Oil and Natural Gas production and within the present resources available, 44 per cent has been tapped, leaving an opportunity to establish and develop the remaining 56 per cent resource base in the region. “The ‘Discovered Small Fields Bid Round 2016’ is an investor-friendly policy which offers 46 Contract Areas consisting of 67 different small fields across 9 sedimentary for extraction and exploration of oil and gas. “Some of the key features of the policy include no upfront signature bonus, freedom in oil and gas pricing, no oil cess, custom duty exemption and graded royalty rates. Investors will access information dockets through the e-bidding gateway. Also, Physical Data Centers with Interpretation Facility would be set up in the DGH office and other international locations where prospective bidders can access the data,” Pradhan added. Directorate General of Hydrocarbons (DGH) gave an elaborate presentation to highlight the features of the Discovered Small Field Round along with the details of the contract areas on offer and the bidding timelines. Representatives from ONGC and OIL India gave presentations on the infrastructure and facilities available near the offered fields.

Susheel Kumar, who came here on Friday on a threeday visit to Tripura after meeting officials in Meghalaya and West Bengal, held a meeting with Tripura Chief Secretary Yashpal Singh, senior officials of the Border Security Force, District Magistrates and Collectors of different bordering districts besides senior state government officials. “By December next year, Tripura’s 856-km border with Bangladesh would be completely fenced to check trans-border movement of terrorists, hostile
elements, prevent infiltration and check border crimes,” he said. “As per international norms, the barbed wire fencing is being erected 150 yards from the zero line of the borders. Where there are problems, the fencing is being erected at the Zero Line after taking cognisance of the Bangladesh government,” he added. The official, who will visit a few bordering areas during the next two days to assess border management, said that wherever the people’s perception is different about erecting the fencing, the concerned District Magistrate and Collectors have been asked to talk to the people. India had started erection of a fence and putting up of floodlights all along the 4,096km India-Bangladesh border in West Bengal, Assam, Meghalaya, Mizoram and Tripura several years back to stop infiltration.

Tripura is the worst affected as the 585-km NH-8 -- its only connection with the rest of India through Assam and Meghalaya -- was severely damaged in Lowerpoah (Karimganj district of Assam) and Churaibari (in northern Tripura) adjoining southern Assam. About a 20-km stretch of the NH-8 has turned into
a marshy field after the downpour, waterlogging and unfavourable soil condition. The situation worseded, as the train services in between Tripura, Mizoram, Manipur and southern Assam and rest of India were cancelled for more more than 45 days due to the damage of railway tracks in mountainous Dima Hasao district (in Assam) due to rains and lanslides. “We are trying to restore the rail line within a week. Our workers and engineers are working round-the-clock to restore rail service,” Northeast Frontier Railway (NFR) Chief Administrative Officer Ajit Pandit told IANS over phone. He said: “We have roped in engineers from Austria as well as other parts of India to use their expertise at the trouble spots. We are using all options to open the vital railway route soon.” After removal of debris and repair of railway tracks, goods trains from Guwahati to Tripura, Mizoram, Manipur and southern Assam were operated in two-three days on an experimental basis though conditions were still not conducive for running regular trains on the route. “Clearing huge mudslides apart from boulders from a large portion of the tracks at Fidhing and 11 other places in Dima Hasao district (in Assam) is a huge task,” Pandit added. Huge landslides damaged railway tracks first on April 27. Rail traffic was restored on May 6, only to be disrupted again from May 13 in Dima Hasao district.

Indo-Bangla border fencing to be completed AGARTALA, JUN 26 (PTI): Work for erection of barbed wire fencing along the IndoBangla International Border (IB) would be completed by 2017, a top official said today. “India has set a target of finishing the barbed wire fencing along the Indo-Bangla international border by 2017,” Susheel Kuman, Secretary Border Management under the Union Home Ministry said. Kumar, who arrived here on a three-day tour yesterday, is now visiting the barbed wire construction works in different parts of Tripura border with Bangladesh. He reviewed the progress of the fencing works in a meeting with officials of the state government, including the Chief Secretary Y P Singh, DGP, K Nagraj, District Magistrates and all the implementing agencies and BSF yesterday. Kumar said this issue was discussed with all the bordering state governments including West Bengal, Assam and Meghalaya earlier. “Wherever fencing is required, it would be constructed and where riverine stretches are present, no fencing would be constructed because it worked as natural barrier,” he said. Kumar said local problems would be sorted out through discussions and where fencing is required on the zero point of the border would be taken up with the Bangladesh government and the matters would be sorted out through negotiation.”

Emergency was ‘darkest night’ for democracy: Modi
NEW DELHI, JUN 26 (PTI): Recalling the “black night” of Emergency imposed on this day 39 years back, Prime Minister Narendra Modi Sunday asserted that democracy is the country’s strength and said this commitment needs to be taken further. He said the “shining example of democratic powers of a common citizen” was seen during mergency and “it should keep reminding the nation again and again. Modi spoke about the Emergency imposed by then Prime Minister Indira Gandhi on this day in 1975 as he addressed the nation through his monthly radio programme ‘Mann Ki Baat’. “Sometimes some people mock at my ‘Mann Ki Baat’ programme and even criticise it. This is possible because we are committed to democracy,” he said. “.. today when I am talking to you on June 26, we should not forget that our strength is democracy, our strength is people’s strength and our strength is every citizen. We have to take this commitment further and strengthen it,” he added. He said that the democracy, which empowers every citizen, had been suppressed on this day in 1975. “The morning of June 26, 1975, was such a black night when Emergency was imposed on the country. thousands of politicians were sent to jails,” he recalled. The Prime Minister said it is the strength of the countrymen that they have lived this democracy. “When the newspaper offices are sealed and radio speaks only voice, people on the other hand make you realise the power of democratic forces. This is a big strength for any nation,” he said in apparent reference to the Emergency days. He said there should be an attitude that people continue to realise their strengths. “I keep saying that democracy does not mean that you vote and give contract of five years for running the country. Voting is a crucial part of democracy, but there are several other aspects too. The biggest aspect is people’s participation -- the pulse of the people, the thinking of the people. The more governments associate with the people, the more is the country strengthened,” he said.
“It is the gulf between the people and the governments which is the cause of our ailments. It has been my endeavour always to take the country forward through people’s participation,” he said. Referring to completion of his government’s two years, the Prime Minister said some “modern-thinking youth” had thrown a “kind of challenge” asking him to get his government’s performance assessed by the people. He said when he mentioned this to his senior colleagues, they said it should not be done as in this age technology can be misused and the survey can be taken anywhere. “They expressed concern. But I thought the risk should be taken. A try should be given. Let us see what happens,” Modi said, adding the survey was subsequently carried out on ‘Rate my government-MyGov. in’ in different languages. Three lakh people gave answers to all the questions, he said, contending that the sample size is bigger than the ones in surveys carried out after elections. He said he will not go into the result of the survey as he left it to the media to do so. “So, did you see? national Over 9 lakh apply for 14,000 police jobs in MP BHOPAL, JUN 26 (PTI): Over nine lakh aspirants, including those with PhD, post graduate and engineering degrees, have applied for the post of about 14,000 police constables in Madhya Pradesh. Of the 9.24 lakh candidates, 1.19 lakh are graduates, 14,562 are post graduates, 9,629 engineers and 12 with Doctorate of Philosophy (PhD), according to the data of Madhya Pradesh Professional Examination Board (MPPEB), which will conduct the examination. The minimum qualification for the post is Higher Secondary. “There are candidates with PhD and engineering degrees who have applied for the post,” said Bhaskar Lakshakar, Director, MPPEB. He said the examination is scheduled to be held on July 17. “Our job is to conduct the examination. The analysis of the profile of applicants is beyond our mandate,” Bhaskar said when asked to elaborate on the profile of these degree holders. Over five lakh youth, who have passed Higher Secondary or Class XII, are also among the applicants. There are 3,438 diploma holders too. There are about 2.58 lakh aspirants, belonging to Scheduled Castes and Scheduled Tribes, who have passed classes VIII and above as eligibility criteria for them is low. The post offers a salary in the pay band of Rs 5,200 to Rs 20,200 with an additional grade pay of Rs 1,900 per month.

NEW DELHI, JUN 26 (PTI): Pakistani-American terrorist David Coleman Headley liked Osama bin Laden’s theory of having several women in one’s life but found Pakistani women to be cumbersome than those from Arab countries, says a new book. Laden’s father, Mohammed bin Laden, had at least 54 children from 22 different wives. So while Laden was attending college, he and a friend decided they would each also take several wives and have large families. Laden himself had over 20 children from six wives. “Laden later developed a theory on the advantages of having several women in one’s life. Four was the optimal number, prescribed by the Prophet Muhammad himself, according to bin Laden,” writes investigative journalist Kaare Sorensen in his new book “The Mind of a Terrorist.” “One is okay, like walking. Two is like riding a bicycle: it’s fast but a little unstable. Three is a tricycle, stable but slow. And when we come to four, ah! This is the ideal. Now you can pass everyone!” he says quoting Laden. According to the author, Headley was, as usual, very excited about Laden’s thoughts, including those on women. “Headley himself loved women. And he had many of them. He bragged to a group of friends that he had been with more black women than his entire class at the military academy combined. That was about one hundred students,”

The BJP veteran, who has often been critical of the Modi government after being sidelined in the party, said India should not have gone to the elite grouping as an “applicant” and should not accept NSG membership as it has already got what it needs. “India which has shown so much keenness and desperation in getting NSG membership, it is not required at all. We are comfortable outside NSG. If we become members of NSG, we will have more loss. There will be no gains for us. “I say this strongly that

NEW DELHI, JUN 26 (PTI): Amid the Modi government’s push for yoga, AYUSH Ministry has decided to certify institutes imparting training in the ancient discipline for physical and mental well-being to ensure quality control and check mushrooming of centres which do not meet even the basic standards. The ministry has asked yoga institutes across the country to apply for government certification by the end of this year. The module for this scheme has already been prepared by the ministry. “The scheme provides a mechanism to ensure the credibility and authenticity of the services provided,” AYUSH Minister Sripad Yesso Naik said. Secretary, department of AYUSH, Ajit M Sharan said, the Ministry is likely to issue guidelines in this regard soon. The scheme applies to both wellness centres and institutes that offer training and diploma/degree courses in yoga. The various criteria for certification will include infrastructure of a given institute,

French woman facing extradition to Chile granted bail by Delhi court
NEW DELHI, JUN 26 (PTI): A French woman, facing extradition to Chile for her alleged role in the murder of a senator there in 1991 and in judicial custody here since February last year, has been granted bail by a Delhi court which said the proceedings to extradite her would take time. Additional Chief Metropolitan Magistrate (ACMM) Shunali Gupta granted the relief to Marie Emmanuelle Verhoeven subject to furnishing of a personal bond of Rs five lakh and two sureties of the like amount. The magistrate also ordered Verhoeven to surrender her passport and not leave the national capital without its permission. The court ordered that its
decision be also forwarded to the Foreigners Regional Registration Office (FRRO) and the immigration department so that no fresh passport or exit permit is issued in her favour without its permission. It directed that a fresh look out circular be opened against the French woman who is alleged to have participated in a conspiracy leading to the assassination of Chilean Senator Jaime Guzman Errazuriz on April 1, 1991. Verhoeven’s challenge to the government’s decision to extradite had reached the Supreme Court which on April 28 held that there was a binding extradition treaty between India and Chile. The woman had contended there was no valid
extradition treaty between the two countries. She was arrested on February 16, 2015, from Uttar Pradesh on the basis of a red corner notice issued against her. The Centre had opposed her bail on the ground that she would flee the country. Seeking the relief, senior advocate Meet Malhotra and advocate Ramni Taneja, appearing for the woman, claimed she was languishing in jail for 16 months and was a “victim of political vendetta orchestrated by the government of Chile”. The court noted in its order that the French embassy had in a note verbale sent to the Indian government sought release of the woman on humanitarian grounds.

Kidney racket: 4 other recipients identified by police NEW DELHI, JUN 26 (PTI): Days after the first recipient was arrested and four others identified in connection with the kidney racket unearthed at Apollo Hospitals here, Delhi Police will be sending teams to Jaipur, Jammu and Nagpur to arrest them. The Nagpur-based recipient is a businessman and he is believed to be in a severe financial crunch after paying for three (including his own) kidney transplants in his family. The recipients based in Jammu and Jaipur are small time entrepreneurs, said an official privy to the investigation. While a 22-year-old Ghaziabad-based man, identified as Ashutosh, who is the son of a DJB junior engineer, was arrested on Thursday, another recipient who had produced forced documents showing his address as Ghaziabad before the transplant has been traced in Delhi, the official said. All four of them are absconding from their residences at the moment. While one team is looking out for the recipient traced in Delhi, teams will soon be sent to Nagpur, Jammu and Jaipur to arrest the others, the senior official added. DCP (southeast) M S Randhawa said, “Recipients in the first five cases have been identified. In other five, we have leads but the identities are yet to be established. Efforts are on to arrest them at the earliest.” The police have arrested 13 persons, including several middlemen, personal assistants of senior doctors, donors, a recipient and the racket’s kingpin Rajkumar Rao, in this connection.

Secretary, AYUSH, Ajit M Sharan said the exercise has been necessitated because of mushrooming of yoga institutes which do not meet even the basic standards. “Rishikesh has 300 yoga institutes. There have been instances when people have come from abroad and felt these institutes hardly have anything to offer. So there are instances of litigation and police complaints....Hence, there is a need to certify or give accreditation to these centres so that they
carry certain credibility. We are not regulating them but we are saying that these are the minimum required standards, if you meet them then we will certify you,” he said. The Ministry had last year announced voluntary certification of yoga professionals in collaboration with QCI in order to certify the competence level of trainers. Around 10,500 yoga professionals have since registered with QCI and 300 of them have received the certification. QCI secretary general Singh said,”We intend to homogenise the whole chain through which professionals and institutes are accredited so that there is a uniformity in the entire yoga curriculum.” He went on to add that eventually yoga centres, including those abroad, will get certified by QCI and AYUSH Ministry. The incident happened at a programme to felicitate newly elected members of zilla panchayats and taluk panchayats, organised by the Karnataka Pradesha Kuruba Sangha at palace grounds here. Standing next to Chief Minister for a group photo, Girija Srinivas, who is Tarikere Taluk Panchayat member from Amruthapura in Chikmagalur district, all of a sudden in her moment of joy gave a peck on his cheek and walked away. Siddaramaiah, visibly embarrassed by the incident, wiped his cheek with a big smile. The Karnataka Chief Minister hails from Kuruba community. Speaking to a TV channel, the woman said she was happy that the Chief Minister was also a Kuruba, and called him a “lion of the community”. “I was overjoyed by the fact that I was standing next to him. NEW DELHI, JUN 26 (PTI): All foreign and domestic-funded Non-Government Organisations (NGOs) will be under Lokpal, which will initiate an enquiry against them in the event of their involvement in corruption. Besides, both the NGOs and their top executives will have to file details of income and assets before the proposed anti-corruption body. As per the rules notified recently by Department of Personnel and Training (DoPT), NGOs receiving more than Rs one crore as government grant and donations above Rs 10 lakh from abroad will be under the ambit of the Lokpal. Under the new rules, office bearers of such NGOs will be treated as “public servants” and charged under the anti-corruption law in case of financial irregularities. These rules will apply to the NGOs, Limited Liability Partnership firms (LLPs)-which can be a law or real estate firm--or any such group partly or wholly financed by the central government. However, big corporates will be out of the ambit of Lokpal. Anti-corruption activists have expressed concern over the government’s move to allegedly ignore private sector bribery by exempting such companies from the Lokpal’s jurisdiction. “It is worrisome that the Lokpal Act and the recent notification of the DoPT relating to the monetary limit of government funding for societies, trusts, associations and LLPs to bring them under the jurisdiction of the Lokpal

Nayak said with several basic services such as power and water supply, telephone, education and health services being provided by the private sector or the increasing trend of relaxing FDI norms in crucial sectors such as agriculture, pharmaceuticals and even defence, it is imperative that private entities selling essential commodities or providing basic services to the public are also brought under the ambit of the Lokpal for the purpose of combating corruption. As per the new rules, the Home Ministry has been made the competent authority to take action against executives of foreign-funded NGOs in case they are found misutilising overseas grants. Any person who is or has been a director, manager, secretary or any other officer of a society, association of persons or trust (whether registered under any law for the time being in force or not), wholly or partly financed by the government, and the annual income of which exceeds Rs one crore will be under the Lokpal ambit, the rules said.

A serious condition
O
n the night of June 23, some unidentified person(s) travelling in a Mahindra Scorpio, fired a shot near the office gate of Nagaland Post and sped away even as the security staff went to investigate. The Editors of four Nagaland-based newspapers (Morung Express, Eastern Mirror, Capi and Tir Yimyim) expressed deep concern the incident and cautioned, that any such attempt aimed at coercion, threat or obstruction of the voice of freedom of the press would only undermine freedom and democracy. The Editors urged upon the state government to ensure that a secure environment be created for a safe working environment of journalists. The incident further serves as a reminder about the environment in Dimapur. For the ordinary, helpless and unorganised citizens they continue to face similar, if not worse, situations. For lawless elements, freedom of expression, truth, fundamental rights of citizens mean nothing but irritants to their criminal life style. As for the government of Nagaland, it is inflicted with self-paralysis that prevents it from undertaking proactive actions to prevent crimes but only but engage in fire-fighting exercises. With nearly two lakh people including a large floating population, Dimapur has lost the momentum for progress and its commercial growth is being stunted by various factors that impede positive growth. Prices of almost all items are shooting up since there is no proper check on the market brought about due to rampant tax collections and manipulative trade practices imposed through a monopoly by sharks who have formed various syndicates. Dimapur has become the crime capital of the north east. There are many gangs involved in various nefarious activities from smuggling ganja, drugs, weapons, car lifting, sex trade, extortion, mafia networks and various illegal activities. Today, the infamous Mumbai underworld activity called ‘supari’(contract) killing is also no longer an unknown phenomenon. Insecurity among the public only indicates that the authorities are yet to deal with the crime syndrome. Many heinous crimes have yet to be solved, most unfortunately. Dozens of unions, associations including underground factions are preying on truckers entering Dimapur or plying within the city and the authorities doing precious little to end the menace that is literally bleeding the public due to abnormal increase in the price of every commodity. Leaving aside goods coming from outside Nagaland, even items produced within such as bricks or wood are also subjected to taxes from both ‘authorised’(with permits)’ as well as ‘unauthorised’(without permits but who care less). The mix up of various elements living above and beyond the law and who have forged several business syndicates, certainly work against the common public, who are the end-users but who have to bear the brunt of the “extra costs”. The police commissionerate in Dimapur has been thrown the gauntlet and it will have to ensure that those involved including anyone behind the entire conspiracy are identified, arrested, booked and prosecuted. It is also hoped, that the judiciary would note that society is in need of a reprieve from criminal elements and it has to take a serious view of those accused of violent crimes. All the above paint a very unwholesome picture of criminalisation of society which lead to conclusion of a haven for criminals but a hell for other mortals.

Prayer is the most normal and useful thing; it is not simply a reflex action of your devotion to God. We are very slow to learn to draw on God’s grace through prayer. “…in stripes, in imprisonments, in tumults, in labors…” (2 Corinthians 6:5)— in all these things, display in your life a drawing on the grace of God, which will show evidence to yourself and to others that you are a miracle of His. Draw on His grace now, not later. The primary word in the spiritual vocabulary is now. Let circumstances take you where they will, but keep drawing on the grace of God in whatever condition you may find yourself. One of the greatest proofs that you are drawing on the grace of God is that you can be totally humiliated before others without displaying even the slightest trace of anything but His grace. “…having nothing….” Never hold anything in reserve. Pour yourself out, giving the best that you have, and always be poor. Never be diplomatic and careful with the treasure God gives you. “…and yet possessing all things”— this is poverty triumphant (2 Corinthians 6:10).

FDI to pour in new ‘open economy’
rime Minister Narendra Modi has virtually broken from the past and ushered in a new economy. The NDA government has allowed 100 percent FDI in defence, civil aviation, greenfield pharmaceutical projects, broadcasting carriage services – cable TV, DTH, food product e-commerce and relaxed sourcing norms for up to five years for single-brand retail trading. It also brings in ‘labour reforms” through the textile package route. It will help foreign defence firms, food marketing companies to enter India and opens up aviation sector with increased competition. Now IKEA and Apple can have a sigh of relief as they can set up stores. Foreign pharmaceutical companies can now also set up their units in the country. The Prime Minister’s Office (PMO) said the decisions will make “India the most open economy in the world for FDI”. Possibly that is correct as the country also prepares for mega telecom spectrum sale. The decision to allow 100 per cent FDI in defence marks a major push to defence manufacturing under the
‘Make in India’ initiative. The government has dropped the requirement for ‘state of the art’ technology requirement to apply for FDI relaxation above 49 per cent. This does not mean automatic approval for defence deals. Deals above 49 per cent still need government approval but now deals not involving ‘state of the art’ technology can also opt the route. It is now called ‘modern technology” While the government has been aggressively pushing global defence companies to set up manufacturing in India, one of the major limitations cited has been the 49 per cent FDI limit which meant the Indian partner holding a controlling stake in the joint venture. In the past, government has stated that relaxation above 49 per cent can be given on a case by case basis through the Foreign Investment Promotion Board (FIPB) for state-of-the-art technology and depending on the extent of technology transfer. However in the past the major Indian corporate had opposed relaxation beyond 49 per cent arguing that Indian companies should be in control to build domestic
expertise. The new decision virtually puts Indian companies at par with the foreign manufacturers. There is apprehension that since the foreign firms have technologies, they would have an upper hand. The new policy may force Indian companies Shivaji to re-look at their plans as it reduces the dependence of original equipment manufacturers (OEMs) on domestic manufacturers. That may change business dynamics. But it is possibly a clever ploy so that no company gets undue advantage in business, security and political brinkmanship. But the corporate largely sees this as a win-win situation for the country’s defence forces, local industries and international OEMs. The move, companies like Tata Motors aver, will also enhance overall R&D to develop and deploy country-specific solutions. Opening up the skies, doing away with five-year operational requirement to fly abroad will help some of the new airlines set up as joint ventures. In the long run, it virtually clears the space for entry of any foreign airlines. Competition is going to be
intense and only the fittest is likely to survive. This should have been taken as an opportunity to close down, sale or lease out the Maharaja – Air India – that drains the exchequer continuously. It’s bleeding and no amount of Sarkar infusion of funds would help it. However, the new policy does not prevent that. It would be wise on the part of this government to unshackle the Maharaja and let it decide its own fate. Severe competition is also on the cards in the broadcasting sector – cable TV, mobile TV and DTH. It would also see investments pouring in. This sector hopes to have a large Indian market. Still many regions need services of various kinds. There is expectation that high-end clients may have tailor-made needs. The market at the lower end has also scope for expansion. There is circumspection too. As the competition intensifies, possibly many groups can exit as well. It is also to be seen how pharmaceutical companies bite the bullet. With the recent curbs on prices of scores of drugs, they may be a bit slow
to invest. They are used to high profits. Social service is not in their blood. But if they decide to come, it is possible that there would be price wars to the benefit of the consumer. A major hitch for most foreign investors is the labour law, though mostly these are observed in the breach. Recently, India refused to accept WTO norms on labour. It drew flak from Bharatiya Mazdoor Sangh. The government has virtually introduced new norms as it announced the Rs 6000 crore textile package and expects creation of one crore jobs in the textile industry over next three years. The Centre also plans to invest Rs 74,000 core in textiles. It has allowed short-term employment of upto 150 days. Earlier it was for 240 days. But now these workers would get wages equal to those employed on regular basis. Besides, the employees can opt out of Employees Provident Fund (EPF) scheme. The government would also bear the cost of EPF contribution and give relief to the employers. It also announced Rs 5500 crore duty drawback for giving a boost to exports. Hardcore trade union-
ists would see it as dilution of the present norms. But in practice the industry has been doing this in different garb. The new rules would at least ensure that all those working in the industry would be mentioned in muster roll and get the legally fixed wages. The EPF norm dilution would ensure that there would not be deduction as most such cuts went into dead EPF accounts as such small contributions were difficult to claim. The policies may attract the foreign investors, who were critical of stringent laws. It also burdens the government with responsibility to protect the workers’ rights. The policies apparently were formulated with precision over a period of time. They were announced in phases as well so that the people could realize that government is in action mode. But the industry and the government have to do more to have real investment. Industry grapevines say for that strategies have to be sharpened. It is expected to have the impact in about three to five years. Followed up with élan it may change the face of India as a world manufacturing hub.

Sovereignty is non-negotiable
S
overeignty as the goal for Nagas, envisaged by our pioneer leaders was for distinct Naga nationality in her own Godgiven motherland with absolute power to govern by practicing her own time-tested laws, free from all dominions by external power(s). Before the British advent in Naga territories, Nagas were sovereign in every aspect of their live within their village territories. When the British departure from Indian subcontinent was imminent, the Nagas refused to join Indian Union and decided to restore their independent status by declaring Naga independence on August 14, 1947, a day ahead of India’s independence. The August 14, 1947 declaration was ratified by a Plebiscite conducted by Naga National Council, NNC (the only mandated public institution) on May 16, 1951 wherein, 99% gave their mandate for independent Nagaland. Thus, the sovereignty of Nagaland was not just a birthright but also a declared right. Those historic events were and are constants and not variables because history cannot be rewind. Suggestions and opinions expressed in favor of fresh referendum are unfortunate. The Government of India, consciously or subconsciously acknowledged the legitimacy of Nagaland’s independence when it entered into a bilateral ceasefire treaty with the Federal Government of Nagaland officially, on September 6, 1964. That was after the inauguration of Nagaland State on December 1, 1963, which in legal context stood annulled. Another peace accord, infamously called Shillong Accord came about in 1975 that brought split in NNC/FGN and NSCN/GPRN sprouted in 1980. The GoI signed ceasefire agreements with all NSCN groups since 1997. The GoI-NSCN (IM) finally signed the Framework Agreement on August 3, 2015 at New Delhi. Ceasefire agreements were signed with the GoI to end the undeclared war in Nagaland that started since 1955. All those ceasefire agreements proved that Nagas had negotiated with India for peace only. No country in the world
negotiates her sovereignty with another sovereign country. Nagas must be very clear that Nagas can negotiate with India for peace but not on sovereignty. The sovereignty of Nagaland is non-negotiable as much as it is so with the sovereignty of India. In recent years, many Nagas have started expressing opinions about permanent settlement/ solution with the GoI. Many had expressed their fears that Nagas may miss the bus again. Nagas mandated for sovereignty as the ultimate goal. Therefore, as per the stated national goal, sovereignty alone will bring permanent peace between India and Nagaland. There is nothing to settle on sovereignty because Nagas had declared Nagaland as independent state 69 years ago. Nagas’ only demand from India had been to acknowledge and recognize the sovereignty of Nagaland and withdraw her occupational forces out of Nagaland. This may sound utopian in present context but those were historical and political facts. Had Nagas stuck to this ‘one stand in one voice’ all through, history might have been different. It is a national tragedy that the educated Nagas are confused of the national stand and objective, and developed doubt on the stated goal. There seems to be complete confusion between peace and sovereignty. All these things have developed while trying to define sovereignty to suit one’s own philosophy. Yet, the universal definition of sovereignty is plainly clear that ‘sovereignty’ is absolute. The sovereignty of Nagaland is not relative to India and it is wrong to view from that angle. It is a national shame that people think Nagas can negotiate with India for financial largesse, development package and administrative autonomy. For the sake of regional peace, Nagas may negotiate with the GoI on these issues but only on condition, that India respects the sovereignty of Nagaland as declared on August 14, 1947 and ratified by plebiscite on May 16, 1951. Myanmar in transition and India
t is two months since the government controlled by Aung San Suu Kyi took charge in Myanmar. The elections that brought her to power were free despite western fears that the military regime would not allow freedom. The question being asked today is “to what extent will Myanmar change?” Amid what look like earth shattering events is there continuity with change? The military regime has ensured it by allocating to itself through the Constitution 25 percent of the seats in both the houses of Parliament and in the State legislatures. An amendment to the Constitution requires 75 percent plus one vote. Thus, no amendment is possible without the support of this bloc of unelected members. Secondly, the Ministers for Home, Border Areas and Defence are appointed by the Senior Military General and report to him, not to the president. Thus in practice there are two centres of power, the civilian president and the military general. That limits the power of the civilian administration. Despite this apparent continuity one sees many positive signs of freedom. Though the military regime imposed constitution prevents Suu Kyi from becoming President, the Parliament has created a post that gives her effective control over the civilian government. She has also been trying to control corruption that was rampant under the military regime. Amid these changes one can also ask whether her government is introducing all the changes required or is there continuity with change in this domain too? One tends to believe that it is the case. For example, her government has freed many political prisoners but retains the restrictions on freedom of assembly that the dictatorial regime had put in place. Some analysts believe that while freeing the enemies of the old regime the civilian government is keeping its own enemies in jail. That should be verified. Another area of concern is education that the military regime controlled. In fact, every fascist regime tries to take control of education. The Myanmar regime did it by nationalising all schools in 1965 with no compensation. It changed the curriculum to suit the needs of “one race, one language, one religion” imposed on everyone. Student
Clarification on ‘anomalies alleged in ISHDP beneficiaries lists’

propos “anomalies alleged in ISHDP beneficiaries lists” and subsequent withdrawal letter dated 09/06/16 both published in Nagaland Post dated 30/4/16 and 10/6/16 respectively, the Lengrijan village council feels constrained to respond. That this is in reference to the accusation of Aokong and industrial estate colonies issued through their respective chairman and GB that out of 76 beneficiaries selected by the authority for integrated housing & slum development programme (IHSDP), under DMC ward No. 12, those selected from Lengrijan are bogus and against house numbers belonging to other owners, the accusers are false and denied of its veracity. That benefits under the said scheme IHSDP is meant not for those who have their own residen-
tial buildings and houses, however, the scheme is meant to benefit those who could not afford to construct dwelling houses of their own or for slum dwellers. The house numbers assigned against the addresses of the applicants/beneficiaries are meant for addresses and postal communication only as because unlike others, they have no permanent dwelling houses. Therefore, the selection made by the competent authority appears to be strictly in compliance with the criteria governing the selection for the benefits under the scheme. Hence, the allegation of bogus beneficiaries is totally unfounded and also the accusation of against the house numbers of others is of no material question. That the four signatories from Aokong and industrial estate colonies as well as their respective
council members were invited by the Lengrijan village council on two different occasions by letters dated 12.05.16 and 21/6/16 for personal discussion on the accusation for mutual settlement. However, on both the occasions, they flatly refused to respond positively to the invitation letters. Hence, after thorough deliberation, the Lengrijan village council has considered the attitude and conduct of the two colony councils as extreme case of insensitivity and unbecoming of human society, and resolved to impose social contact boycott with these two colonies with effect from 27/06/2016 till contrary resolution is passed to revoke the boycott. movements were banned. There was repression as late as 2015 and the president (vice-chancellor) of Yangon University supported it fully. He has now been made Minister of Education. Despite this apparent setback one hopes that there will be more freedom in education. Religious freedom is one more area of concern. Most minorities feel more secure under the new government, with the exception of Muslims. They were hounded by the fundamentalist groups under the old regime. The State disallowed the name of “Rohingya” that they use for themselves. The usual accusations of them being illegal Bangladeshi migrants and terrorists were hurled at them. After anti-Muslim riots a large number of them are living in refugee camps, behind barbed wires in inhuman conditions, without basic rights. Aung San Suu Kyi did not choose a single Muslim candidate for her party for fear that the fundamentalist groups would use them against her. One expected change in this attitude after the elections. But the Minister for Religious Affairs has made statements that are not far from what the fundamentalist groups said in the past. However, recently the government has appointed a committee to dialogue with the Muslims in the camps and one hopes that it will pave the way for towards religious equality. Foreign policy is what matters in India. Though Myanmar is its next door neighbour and despite the “Look East Policy” India has not given it the importance it deserves. Dr Man Mohan Singh paid a successful visit to Myanmar and the President of Myanmar came to India. But Shri Narendra Modi has gone to Myanmar only for the India-ASEAN summit and has not paid a one-to-one visit to the country. As soon as Aung San Suu Kyi became its foreign minister her Italian, Canadian, Chinese and some other counterparts rushed to Myanmar to visit her but the Indian foreign minister is yet to pay her a visit. India seems to view Myanmar mainly as a place of competition with China and not as a neighbour whom it should court as a friend. Even some people in that country feel that India views it only as a place “Where India Meets China” which is the title of a book by U Thant’s grandson. That seems to remain unchanged after the elections. India needs to
develop one-to-one relations with Myanmar without being obsessed with China. It has advantages that it can use to mutual benefit. The communities in the border areas of Mizoram, Manipur, Nagaland and Arunachal Pradesh that are separated by the international boundary consider themselves one. They have regular dealings trade, cultural and social exchanges across the border. Inter-dependence is high among them. India should be encouraging such people to people exchanges in order to improve friendly relations with Myanmar. Instead, a month ago India banned barter trade on the border though official trade is moribund. As a result the people to people exchanges may be called smuggling. India has other advantages too such as middle level technology that Myanmar needs. During its transition to a new economy Myanmar can learn from its 25 years of experience of globalisation. Indian democracy has survived many challenges. Its people enjoy religious freedom despite growth of fundamentalism in the country. Its vibrant civil society is involved in peace processes so it can be an asset when the new government of Myanmar is re-launching peace parleys with the ethnic minorities that have waged an armed struggle for autonomy for six decades. In its turn at a time when the Indian government is becoming hostile to civil society and is misusing its power to punish groups that disagree with it, Indian NGOs can learn from their Myanmar counterparts who have experience of being hounded by the State. Civil society can thus play an important role in relations with the neighbour but they cannot do it without the government. State-civil society cooperation is essential to improve people to people relations too over and above official links. Unfortunately the government seems to be concerned more about competition with China than with friendship with Myanmar. China cannot be wished away. But the best way of dealing with it is to treat Myanmar as a friendly neighbour whom we need as a link with China rather than as a competitor. If Pakistan fires, we won’t keep an account of our bullets, says Rajnath
NEW DELHI, JUN 25 (PTI): Union home minister Rajnath Singh on Sunday came out strongly against Pakistan in the light of Saturday’s terror strike in Jammu & Kashmir’s Pampore in which 8 jawans were martyred while several were injured. “We won’t fire first but if Pakistan does, we won’t keep an account of our bullets,” Rajnath said. “An attempt is being made by these terrorists and our neighbouring country to destabilise India. I call upon Indian youth to stand up to face such forces and we should greet and welcome the bravery of our security people and the way they are working with such valour and courage,” Singh had earlier said without naming any country. After the Pakistan-based terror outfit Lashkar-e-Taiba claimed responsibility for Saturday’s attack on a Central Reserve Police Force (CRPF) convoy in Pampore town of Jammu and Kashmir, Rajnath Singh said the Centre will be sending a two-member committee to find out the loopholes which led to the untoward incident.

with more than 50 terrorists crossing the border in the last five months. Last year, there was zero infiltration in the first four months. The Home Minister said Indian youth should stand up to face forces which want to destabilise the country. “An attempt is being made by these terrorists and our neighbouring country to destabilise India. I call upon Indian youth to stand up to face such forces and we should greet and welcome the bravery of our security people and the way they are working with such valour and courage,”
said Singh without naming any country. The Home Minister said, “India cannot forget those security men who got martyred. They are not with us now and we pay our tributes to them.” In the deadliest attack on security forces in recent years, eight CRPF personnel were killed and 21 others critically wounded yesterday when terrorists rained bullets on a bus carrying them at Pampore, in Kashmir. The Minister stressed that the country needed brave and courageous people to face the current challenge. “But this period is going on and we need brave people in this time like Banda Singh Bahadur who were ready to lay down their lives for the country and society. Such people can protect the nation,” he said. He noted that people should take inspiration from people like Banda Singh Bahadur. “Today our country is facing many challenges and to win over these challenges, we can take inspiration from life of people like Banda Singh Bahadur,” he said.

Referendum on Delhi statehood has no statutory backing: Experts
NEW DELHI, JUN 26 (PTI): Congress Sunday appointed party secretary Asha Kumari as its in-charge of poll-bound Punjab to succeed Kamal Nath days after he resigned following an opposition uproar but the choice triggered a controversy over her conviction in a land grab case. Kumari, who is an MLA from Dalhousie in Himachal Pradesh, was given one-year imprisonment by a Chamba court in February this year but is currently on bail. Assembly elections are due in Punjab next year. Nath, a veteran Congress leader, had to quit as AICC in- charge of Punjab within three days after his appointment this month in the wake of an uproar by BJP, SAD and AAP over his alleged role in the 1984 anti-Sikh riots. Kumari has served in various capacities in the party. Party sources had earlier said that in Punjab the leadership could make a temporary appointment of an existing general secretary till a decision is taken on induction of new leaders in the AICC secretariat. Kumari was convicted on February 26 in the land grab case by a Chamba court and sentenced to one year imprisonment, besides being fined Rs 8,000.
NEW DELHI, JUN 26 (IANS): The AAP government’s move to hold a referendum in Delhi for full statehood does not have a constitutional backing, say experts and also note that there was no provision for the Delhi assembly to summon the city’s Lt. Governor. Delhi Chief Minister Arvind Kejriwal, in reference to Britain’s referendum on leaving the European Union, said on Friday that Delhi will soon have a referendum on obtaining full statehood. There also has been a move by the Delhi assembly’s Petition Committee to summon Lt. Governor

Former Lok Sabha Secretary General Subhash C. Patna, Jun 26 (IANS): Pulse prices have shot up as a result of their under-cultivation and inadequate domestic production, while the spike in vegetable prices have more to do with market forces than production, Chief Economic Advisor (CEA) Arvind Subramanian said on Sunday. Adressing an international conference on social statistics here, Subramanian said inadequate production have led to a spike in pulse prices in a context of a shift in dietary habits, in which pulses have become the core of the diet among Indians people. He said that with a view to increase production of pulses, the central government has incentivised their cultivation by raising the minimum support price (MSP), besides taking other measures to encourage farmers to produce these on preferential basis. Technology should have been put to better use to enhance pulses cultivation, he added. Referring to the recent surge in tomato prices, Subramanian said the fluctuation in vegetable prices was linked to market forces rather than cultivation.
New Delhi, Jun 26 (IANS): The participation of Indian women in the workforce fell 10 per cent in the past decade as India recorded the lowest female labour force participation rate, a joint industry chamber Assocham-Thought Arbitrage Research study showed on Sunday. “There is an urgent need to create more jobs and entrepreneurship opportunities to promote women empowerment thereby making them economically independent as female labour force participation (FLFP) rate in India has fallen significantly by 10 per cent during the last decade, Aan Assocham-Thought Arbitrage Research study noted,” Assocham said in a release here. Though there was a spurt in the number of working women in India during 20002005, increasing from 34 per cent to 37 per cent, the female labour force participation rate has reduced continuously thereafter and reached 27 per cent in 2014, the study said citing World Bank data, of the period when India’s economy was experiencing unprecedented growth. “There are certain prima-

NEW DELHI, Jun 26 (PTI): Moving ahead with the operationalization of the interest rate setting monetary policy committee, the finance ministry has said it will notify the rules “within few weeks” and thereafter appoint three government nominees. “We are already working on it (on the rules). I think it should not take more than few weeks. Its a matter of weeks I would say,” economic affairs secretary Shaktikanta Das told PTI in an interview. He was replying about the progress for setting up of the six-member monetary policy committee (MPC), which will determine the benchmark interest rates. Presently the rates are decided by the Governor of the Reserve Bank of India. Das also said that the amendments to the RBI Act have already been notified, and now “once the rules are notified, then the government will take up the selection of the three names from the government side”. The remaining three members would be from RBI with the Governor being the ex officio Chairperson.

New Delhi, Jun 26 (PTI): Consolidation among public sector lenders is expected to happen only after the completion of merger between State Bank of India (SBI) and its associates, a senior Finance Ministry official said. “Banks can consider merger and acquisition only when their financial strength improves significantly. Logically, the next round of mergers and acquisition may take place after consolidation of associate banks and acquisition of Bharatiya Mahila Bank with SBI,” the official said. Banks can only make acquisitions when they have financial might which is subdued at the moment due to clean up exercise of balance sheet, the official added. According to the official, post-March 2017, when the balance sheet clean up exercise is likely to be completed, the banks’ financial performance should consequently see an uptick. The merger of SBI with associate banks is likely to happen towards the end of this fiscal year. About arranging funding for the massive development, he said, “We realise that starting point is public finances. BEIJING, JUN 26 (PTI): In a tragic accident, at least 35 people including two children were killed and 11 others injured when a tourist bus burst into flames after crashing into the side of a road in central China on Sunday. The accident happened in Hunan province when the bus carrying 56 people crashed into the guardrails on a highway. The ensuing oil leak may have caused the fire, the county government said. Eleven people including four seriously injured have been hospitalised and rescuers are still searching the charred frame of the bus. The police have detained the driver of the bus, staterun Xinhua news agency reported. State Councilor Guo Shengkun, who is also public security minister, has ordered all-out efforts to save the injured, identify the cause of the accident, and to take measures to prevent similar tragedies from happening again.

Fallujah (Iraq), Jun 26 (AFP): Elite Iraqi forces today retook the Islamic State group’s last bastion in Fallujah, securing full control of the city after a month-long operation, a spokesman said. “Today the commander of Fallujah operations Lieutenant General Abdelwahab alSaadi announced that the city of Fallujah had been cleared after counter-terrorism forces (CTS) took control of the Jolan neighbourhood,” the force’s spokesman, Sabah alNoman, told AFP. “Jolan was Daesh’s last stronghold in the city and Fallujah is now free of the threat posed by Daesh terrorists,” he said, using an Arab acronym for IS. “It did not take more than two hours for CTS to retake Jolan. The impoverished nation remains the world’s second biggest producer of opium from which heroin is made, according to the United Nations. Decades of corrupt military rule and continuing civil wars with ethnic rebels are blamed for fuelling the drugs trade. To mark the UN’s annual anti-drugs day, seized drugs and precursor chemicals were burnt in three places across Myanmar. Over half a ton of opium and 80 kilograms (176 pounds) of heroin was torched along with 768 kg of methamphetamines and 10 million other stimulant pills, a police official told AFP, adding the haul was worth around $57 million. At a ceremony in the capital Naypyidaw, vice-president Myint Swe conceded the battle to stem drug production was far from being won. “People in very remote rural areas are trafficking drugs and cultivating poppies for a living,” he said urging greater development for the poor and conflict-hit border areas.

he’s a former Olympic swimmer and Princess Charlene of Monaco yesterday showed that she’s lost none of her prowess in the water by taking part in a paddle boarding competition. The royal, 38, was spotted at the Riviera SUP Race 2016, a Stand Up Paddle board competition that spans three countries - Monaco, Italy and France. The long distance race departed from Monaco yesterday and Princess Charlene’s doting husband Prince Albert, 58, was naturally there to support his wife and officially launch the race. More than 80 competitors took part in the 14km race, and Princess Charlene - who was accompanied by her brother Gareth Wittistock - completed the course in two hours 52 minutes. The royal represented South Africa at the Sydney Olympics in 2000 in the 3 x 100m medley relay, the same year she met Prince Albert at a swimming competition in Monaco. She retired from competi-
tive swimming in 2007 and set up the Princess Charlene of Monaco Foundation foundation in 2012. The foundation focuses on three key areas: learning to swim, water safety, and sport and education programs. It also arranges arrange amateur sporting competitions which encourage healthy, active lifestyles, the value of friendships and team spirit. In addition to her charity work, Charlene is also mother to her 19-month-old twins Prince Jacques and Princess Gabriella. It is something that I feel can grow and develop,” Singh added. The venture is expected to add to the popular tourism belt along the Durban beachfront, where the Durban film studios will be built right in the middle of existing tourism sites which starts with a huge arine aquarium and includes an entertainment casino complex that has the largest screens in South Africa showing Bollywood movies. The project will get under way early next year with studio sound stages, with the liberation heroes’ attractions expected to be completed by the end of 2016.

Griezmann double knocks Ireland out of Euro
LYON, JUN 26 (AGENCIES): Antoine Griezmann scored twice in four minutes as France came from behind to beat Republic of Ireland 2-1 and reach the quarter-finals of Euro 2016. Ireland made a perfect start in Lyon as Robbie Brady converted a penalty in just the second minute after Paul Pogba’s clumsy foul on Shane Long. It took France until the second half to respond, with Griezmann heading in an equaliser in the 57th minute and then scoring again shortly afterwards to put the hosts ahead. Shane Duffy was then shown a straight red card for a last-ditch foul on Griezmann and France held on to book a quarter-final against either England or Iceland on July 3. Neither N’Golo Kante or Adil Rami will be available for that tie after picking up bookings against Ireland. But for a while it did not look like that would matter as Martin O’Neill’s side led for most of the first half, with goalkeeper Darren Randolph rarely troubled. Having named an unchanged team to the one that beat Italy to qualify for the last 16, Ireland took the lead after two minutes, with Brady firing a penalty in off the inside of the post after Pogba fouled Long. France pressed for a quick response as Griezmann headed over the bar from Pogba’s cross. Athletes Anas, Srabani, Ankit qualify for Olympics

Anas, women’s 200 metres specialist Srabani Nanda and long jumper Ankit Sharma have secured berths in their respective pet events for Rio 2016 Olympic Games. Late on Saturday night, Mohd. Anas clocked 45.40 seconds (45.40s Olympics qualification) to qualify for the Rio Games. In the process, he also smashed his own national record of 45.44s in the men’s 400m at Poland National Athletics Championships at Bydgoszcz, Poland, according to Athletics Federation of India. In Almaty on Sunday, the 2016 Federation Cup champion in 200m, 24-year-old Srabani from Odisha clocked 23.07 seconds to realise her Rio dreams in the 200 metres. The qualifying mark for 2016 Olympics in women’s 200m is 23.20s. Long jumper Ankit smashed the
existing national record with his best effort of 8.19 metres which ensured his passage to Rio at Almaty. “Earlier, Ankit produced a jump of 8.17m which was also better than the Olympics qualifying standard of 8.15m.
