WASHINGTON, JUN 26 (IANS): Projecting his government’s success in the areas of fighting terror and graft, Prime Minister Narendra Modi has said that there has not been a single blot of corruption against his regime and no country has questioned the surgical strikes conducted across the border. Addressing the Indian diaspora here, he also promised a supportive environment for developing the country matching the progress in the US. Calling corruption as the root cause for which previous governments were changed in India, Modi said his government has emerged corruption-free in the past three years. “Governments were changed because of corruption. EDSC serves ultimatum on contractor DIMAPUR, JUN 26 (NPN): East Dimapur Sumi Council (EDSC) has served a two-month ultimatum on contractor to complete the under construction footbridge at Old Dhansiri River bridge site. In a press note, EDSC chairman, Dr. Hitoca Achumi, and secretary, Tokihe Awomi, warned that the council would take its own course of action against the contractor if the footbridge was not completed by August 2017. EDSC said when the council visited the construction site at Old Dhansiri River Bridge they noticed that the dangerous old and conked out footbridge was being used as the only means by the students and commuters to cross the river. EDSC also claimed that after numerous requests by the organisations and individuals the contractor promised to construct a footbridge, but was delaying the construction of the footbridge citing one reason or the other. In this regard, the council cautioned that if anybody was injured while plying the rusted old footbridge, the concerned contractor would be held responsible and should compensate appropriately.

A few hours before Prime Minister Narendra Modi met President Donald Trump at the White House, the US Department of State has declared Syed Salahuddin, chief of the terrorist group Hizb-ul-Mujahideen, a Specially Designated Global Terrorist. Syed Salahuddin operates out of Pakistan. A US State Department statement on Monday said the order would prohibit US nationals from engaging in transactions with Salahuddin. APO expressed appreciation at the formation of the Working Group by six NNPGs and declared that the unity of all Nagas was also the ardent desire of the

KOHIMA, JUN 26 (NPN): Election Commission of India (ECI) is likely to announce By-election in Nagaland which may be held after the July 17 presidential polls. NPF party sources informed Nagaland Post that the notification for the by election had been delayed for Nagaland, Uttar Pradesh and Goa since they could not be held before the presidential election. The by election in Nagaland will be held for the 10-Northern Angami-I constituency which was vacated by sitting MLA Khriehu Liezietsü in order to enable chief minister Dr. Shürhozelie Liezietsü to become a member of the 12th Nagaland Legislative Assembly within six months after being sworn-in. Chief Minister Dr. Shürhozelie Liezietsu who is also president of the ruling party NPF, was sworn-in as chief minister on February 22 after previous incumbent T.R. Zeliang had to step down under intense public demand following the turmoil and violence after elections to the ULBs were called.
DDCC also demanded action against retired officials who were still using government registered vehicles of department. Backdoor appointments: DDCC based on an RTI response (filed by one former Highway Area Sumi Students Union president, Vikato S. Aye) alleged that the Excise department had made 21 backdoor appointments during 2015-17. Demanding a thorough probe by a Special Investigation Team, DDCC revealed that among the 21 employees (three appointed on compassionate ground in 2015-16) included- one Assistant Inspector Excise (AIE), two LDA, three head constables, 11 constables, one steno, one driver and two peons. During 2016-17, Kughato Aye said 40 employees retired from service-four AIE, 30 head constables and six constables. However, the same vacancy has not been filled up, he said. In this regard, DDCC demanded that the all vacant posts be requisitioned and advertised for open recruitment and open exams. DDCC said it was also shocked to learn that the PIO, in the RTI reply, mentioned that uniform personnel with disability were engaged in excise field duties for detection and seizure of liquor and drugs. To this, DDCC went on to hit out at the department for not maintaining any reservation/provision for people with disabilities/ handicapped. It rather made known that employees with disability should be deputed for clerical jobs and not to man check gates, saying it was in total violation of human rights.
LDDU takes on PWD for deplorable road DIMAPUR, JUN 26 (NPN): Drawing attention to PWD (National Highway) on the deplorable road condition of the 30 km stretch between NH 702 LonglengChangtongya, the Longleng District Driver’s Union (LDDU) has urged the department to take up the repairing work at the earliest. In a statement, LDDU president O. Alemtetba Phom and general secretary Lakba Phom, cautioned that the union would be compelled to go for agitation in the event the department failed to take up repairing and clearing of the road within this week. KOHIMA, JUN 26 (NPN): As per data given at the International Day Against Drug Abuse and Illicit Trafficking held at Hotel Japfü Kohima on Monday, 16,441 Intravenous Drug Users (IDU) registered under 45 Targeted Interventions (TI) projects in the state were given care, support and treatment (CST) from April 2016 to March 2017. Nagaland State AIDS Control Society (NSACS) project director, Dr. Ngangshimeren, highlighting the activities conducted by the organisation also stated that out of 4007 IDUs registered under 31 TI- Opioid Substitution Therapy (OST) centres in the state, 614 completed the treatment during this period. Further, NSACS project director stated that out of the 22, 519 tested in TI-Integrated counselling
and testing centres (ICTC), 22 were tested positive and started Anti-Retroviral Treatment (ART). Under TI-STI, 54,179 UDUs attended and 67 treated, under TI-condom, 8,15,000 condoms were distributed to IDUs and under needle syringe exchange programme, 15,04,210 were distributed to IDUs. Meanwhile, speaking as chief guest on the occasion, Dr. Nicky Kire, MLA urged upon society to combat the menace through a united effort with a proper plan and budget as envisaged in the Nagaland State Substance Abuse Prevention and Treatment Police 2016 which was passed by the state assembly Dr. Kire stressed on the need for more detox and drug treatment centres in the state to combat drug abuse. He reminded that everyone has a stake in com-
bating the menace of drugs and illicit trafficking and in particular, urged organizations to play their role and ensure that government fully implemented the Act that was passed in the assembly. The programme held on the theme “Listen First” was organized by RRTC NE-11, Kripa Foundation Nagaland, in collaboration with the Ministry of Social Justice and Empowerment, Nagaland Social Welfare Department, Nagaland Police (Narcotic branch), Nagaland Users Network and FHI360. NSACS project director, Dr. Ngangshimeren, in his address, enunciated that the objective of the programme should be to reach out to the masses and educate everyone about the dangers of substance abuse and its addiction. He said the problem of drug trafficking required a
two-pronged approach: cutting the supply chain by law enforcement agency and reducing the social demand of abusive drugs by creating awareness about the ill effects of drug abuse among the population both at government and NGO levels. IGP (Crime) Kewetso Mero in his address, informed that the state police has arrested 560 people for smuggling liquor and banned drugs during the past 18 months. He pointed out that 9711 kg of ganja, 63.75 kg of opium, 12 grams of heroin, 4.5 kg of brown sugar, 1 kg of Yaba, 5,27,626 spasmo proxyvon capsules, 12,297 bottles of cough syrup and 2,02,919 bottles of India Made Foreign Liquor were seized during this period. Mero opined that organizing such programmes would sensitize the masses against the effects of drug abuse.

NEW DELHI, JUN 26 (NPN): Barely four days left for the Central government to roll out the Goods and Services Tax (GST) on midnight of June 30 and July 1, Union minister of state for Development of North Eastern Region (DoNER), Dr. Jitendra Singh on Monday stated that the eight North Eastern states were among other states which are likely to benefit. Contrary to certain misconceived notions in certain quarters, GST would offer North Eastern states an opportunity to realize fiscal growth in tandem with the more developed states of India and thus make up for their own shortcomings, Dr. Singh told media persons here. Earlier, while addressing a congregation on the (Cont’d on p-7) theme “Development of
North-Eastern Region” organized by National Housing Development Organization at Pragati Maidan, he said, the Central government’s target of “Housing for All by 2022” would also gain momentum through reinforced state ex-chequer, consequent to the supplementation of the tax-pool following the implementation of GST. Recalling the history of 70 years of independent India, Dr. Singh said, GST was perhaps one of the most meticulously and diligently worked out reform which took several months and years before it assumed its present, final shape. It is also perhaps for the first time, he said, that the Union Finance minister sat side-by-side with the Finance ministers of each State and each Union Territory of India to work out the smallest and minutest details with absolute una-
nimity. In case where the absolute unanimity was not forthcoming on a certain point, a series of meetings were held to achieve consensus, he added. He said the Central government has been able to establish a new benchmark in decision making by following a formula of 3/4th majority in GST Council, out of which 2/3rd essentially has to be represented by the States. When asked about the possible inconveniences during the early transition phase after July 1, Dr. Singh assured that there was no need to panic. “It is only like any other transition in one’s routine happening at any other level as well, like, for example, whenever an individual or family changes the place of residence, in that case too, there are initial hesitations and it takes time to get used to the new order,” he said.
