State police highlight achievements 95% of criminal cases registered as suo-moto FIRs Correspondent

KOHIMA, JUN 26 (NPN): Close on the heels of the letter of the Nagaland Governor R.N. Ravi addressed to the chief minister, which was widely publicised even by the national media, in which he expressed deep concern at the collapse of the law and order machinery in the state; IGP (Range) Limasunep Jamir, IPS held a press briefing at the PHQ Friday afternoon. The IGP (R) said he was directed by DGP Nagaland to address the press on emerging issues as Nagaland even as it has begun a phase-wise unlocking and at a time when “anti-social elements” were taking advantage of the fragile situation. In his presentation, Limasunep disclosed that of the total number of cases registered against armed elements/underground, extortion-related cases made up a majority of the offences. Further, the IGP(R)

WSH demands probe into Ganesh Nagar QC incident DIMAPUR, JUN 26 (NPN): Expressing deep concern and dismay over the purported violence that occurred at the Ganesh Nagar quarantine centre, the Western Sumi Hoho (WSH) has demanded thorough investigation into the matter so such incidents did not occur again. Lamenting the behaviour of “some unruly youths” in the quarantine centres, the hoho has, however, questioned the quality of food supplied in some of the government run quarantine centres. WSH stated that the incidents could have been avoided had quality food been supplied and delivered to the inmates on time. It stated that catering company supplying stale food should be responsible. According to WSH, several incidents of serving half cooked and stale food to the inmates have been doing rounds on social media raising questions on the credibility of caterers as “this has been found to be the root cause for all the incidents.” Since enough funds had been provided, the hoho stated that at least proper cooked and fresh food be provided to the inmates.

the details of the sequence of the June 23 incident when two persons were confronted by Kohima police. He said one was arrested while the other succumbed to bullet injury. On June 24, during a joint operation conducted by Assam Rifles and Nagaland Police, four persons of NSCN (Khango) were arrested and arms, extortion slips and ammunitions recovered. In a stout defence of the police working under trying circumstances, Limasunep highlighted that in extortion cases, more than 95% were registered suomotu (no formal complaint lodged by the aggrieved party against the extortionist). He said this went on to show the initiative and proactiveness of the police and the security forces where maximum of the extortion cases have been registered and arrests made. The IGP (R) said when extortion victims refuse to lodge complain, it “stabs at the heart of the criminal justice system” since the victims do not find it as part of their duty and responsibility to file a formal complaint in a police station to share the

SH demands probe into Jun 23 incident DIMAPUR, JUN 26 (NPN): Sümi Hoho (SH), the apex Sümi organisation, has condemned the June 23, 2020 incident at Kohima town where one Khehuto I. Assumi, lance havildar, 164 TA Bn, was “shot dead in cold blood by the Kohima police antiextortion unit” Media cell of SH appealed to the state government to initiate proper investigation into the incident. The hoho asserted that no one deserved to suffer “such capital punishment without a fair trial, even if he was accused of something criminal in the eyes of the law.” Further, the SH stated that gunning down of the suspect in broad daylight was “nothing short of murder” and urged the government to leave no stones unturned in its investigation on the incident.

facts and circumstances of crime. He said this only encouraged and emboldened criminals, when the victims become pliant and submit to such illegal demands, without reporting the matter to the police. The IGP (R) also credited Nagaland Police for not under reporting on cases or non-registration of cases . He said police stations were prompt in taking cognisance of any complaints that came as there were enough supervisory officers to ensure that action was taken. Appeal to public: The IGP (R) appealed to citizens to be more forthcoming with criminal complaints and to take it upon as their duty and responsibility to come forward and assist the police in tackling the menace of extortion. He also pointed out reports of Police researches, which show that it was not possible to prevent and detect crime without community and support. He said it was only on the basis of active, participative and responsive community and citizenry that a crime can be prioritized and rooted out from society.

2-week lockdown in Guwahati from Monday: Sarma

Guwahati, Jun 26 (IANS): Alarmed by sudden spike in Covid-19 cases, the Assam government has decided to promulgate 14day ‘total lockdown’ from Monday midnight in Guwahati, night curfew in the entire state and ‘complete lockdown’ on Saturdays and Sundays in major cities and towns. Briefing the media, Health Minister Himanta Biswa Sarma said that all government and non-government offices, markets, commercial and industrial units would be shut and no public or private transport would be allowed to operate in Guwahati. He said 12-hour night curfew from 7 p.m. to 7 a.m. would be imposed from Friday evening and strictest lockdown measures would be maintained in the first seven days of the 14-day lockdown. Medicine shops, hospitals, physiotherapy centres, railways, airliner services, banks, ATMs, telecom, power and transmission, transportation of essential goods, petrol pumps, media and hotels with quarantine facilities (Cont’d on p-8) would remain functional.

PAC serves deadline for enacting law to curb crime DIMAPUR, JUN 26 (NPN): Public Action Committee (PAC) of Naga Council Dimapur has served an ultimatum on the state government till August 31, to initiate an anti-crime act similar to the “Maharashtra Control Of Organised Crime Act (MCOCA)” or the “Goonda Act’ to control organised crime rampant in Nagaland and warned that failure to do so would compel it to initiate action in the form of protest till its demand was met. This was contained in a representation addressed to Governor R.N. Ravi, stated PAC convenor V. Nyekha and secretary Hilo Semp. They said this was resolved at the June 25 meeting of the PAC held in Dimapur. PAC regretted that with gradual relaxation of lockdown when business was “slowly limping back to normalcy” and when police were deployed for COVID19 duties, “various NPGs, have taken undue advantage and started random illegal collection” from all and sundry “through threats and intimidations.” PAC pointed out that the business com-

DIMAPUR, JUN 26 (NPN): To contain the spread of COVID-19, Mon district on Friday went under total lockdown for four days. Deputy Commissioner (DC) Mon, Thavaseelan K, in an order on Thursday total lockdown was necessitated following “certain emerging circumstances and

with a view to contain the spread of COVID-19.” During the lockdown, movement of public has been restricted except for medical emergencies, all shops would remain closed except pharmacies and no private vehicles allowed to ply. Meanwhile, DC Mon on Friday issued Standard Operating Procedure (SOP)

for special categories of people entering Mon for urgent essential works or for unavoidable reasons and for people entering Mon district from other districts of Nagaland. The order cautioned that any person entering Mon without prior approval from DC Mon would be prosecuted under relevant provisions of the law.

munity and transport agencies were most affected as they had to pay taxes to nine or ten groups and ultimately the taxes had to be borne by the consumers and public. PAC said collection of money in the name of NPGs have tripled after cease fire, as it has emboldened them. In this regard, PAC said the cease fire has instead “granted license to NPGs and anti-social elements to act with impunity.” PAC said these elements have no fear of the law as Dimapur city is being run by “organised thugs with guns and protected by the cease fire and peace talk.” While expressing deep appreciation of the concern shown by Governor to the plight of the public by taking up the matter with the state government, PAC urged Ravi who is also Interlocutor of the government of India for Naga talks, to conclude the ongoing Naga issue through an honourable solution without further delay. They said solution was an urgency since the problem was directly linked with Naga peace talks and as public were the worst affected.

out again since it was for the common interest of all Nagas. Pointing out that the Naga political settlement and delimitation were entirely two different issues and linking the two was being done with vested interests, LH observed that all Nagas had been given to understand long ago that the Naga settlement was within the India constitution. The hoho said it had issued press statements earlier supporting the delimitation exercise in Nagaland and reiterated its earlier stand. Since the Delimitation Act was passed by the Indian Parliament and the Delimitation Commission was constituted by the BJP-led government at the Centre, LH said Along should be removed from his party and disciplinary action against him for opposing his own government’s decision.

ment of the proposed delimitation exercise, Lotha Students’ Union (LSU) has demanded that the process should be carried out and completed within the stipulated timeline as mandated by the Constitution of India based on “truth, fact and logic”. Union’s president Ashanthung Humtsoe and general secretary Pithungo Shitio in a release warned that those inciting oppressive “tribalism tactics” would not be tolerated and even threatened to take strong steps if its “liberal and civilised approach of reasoning” was neglected. They said the deceitful step taken by the leadership had deeply hurt the sentiments of the younger generation of Lothas and fellow tribes affected by the disproportionate distribution of Assembly seats. LSU stated that it would be extremely unwise for the Central government and Election Commission of India (ECI) to take inputs from only a few vested individuals while disregarding the voices of the suppressed Naga tribes and discrediting the constitutional mandate by recommending postponement of the delimitation (Cont’d on p-8) exercise.

DIMAPUR, JUN 26 (NPN): Eastern Naga Students’ Federation (ENSF) and Naga Students’ Federation (NSF) have asked the State government to honour the June 12, 2018 agreement it had reached with Nagaland Sarva Shiksha Abhiyan Teachers’ Association 2010 & 2013 (NSSATA) and the subsequent October 5, 2018 cabinet decision by bringing all 2010 and 2013 batch SSA and RMSA teachers into the school education cadre in the larger interest of teachers and students. In an order, Tetseo informed that the May 17 order and all car passes issued by Dimapur Police “ON COVID 19 DUTY” will be invalid with effect from June 28, 2020. Further, CP said that the ‘odd-even’ traffic system in Dimapur will continue, except on Sundays. Exempted: Those vehicles under essential services category, as notified earlier

It also said that lack of testing facilities and dedicated COVID-19 hospitals had initially hampered the fight against the dreaded virus in the eight northeastern states, but the infrastructure has been bolstered since then. As on date, the number of recoveries at 5,715 exceed the active cases which stand at 3,731. The death toll in the entire region is 12, the Union health ministry said. Manipur Congress calls NPP ‘cheater’ Correspondent IMPHAL, Jun 26: NPP leaders are “cheaters”, said Manipur Congress blaming the party (NPP) leaders for the recent political unrest in the state. The NPP had not only assassinated the political careers of some BJP MLAs but also pulled down all the MLAs of the state to the status that people would spit on them, Congress spokesperson MLA Kh Joykishan told reporters on Friday. Congress’s strong criticism came up after the NPP rejoined the BJP-led coalition government after a series of negotiations at the level of national leaders of both NPP and BJP. “Congress was not behind the recent political unrest but the party was provoked by the NPP and some MLAs of the ruling BJP,” Joykishan revealed after giving a detailed account on how Congress was provoked. Congress has now realised that they provoked the party after their plans to dethrone N Biren Singh as chief minister were foiled repeatedly. “Now we came to know that NPP used the Congress and some BJP MLAs only for their own political gain. They (NPP) had also assassinated po-

2 more COVID-19 cases in Mizoram; total tally 147 Aizawl, Jun 26 (PTI): Two more persons, including a three-year-old girl, have tested positive for COVID-19 in Mizoram in the last 24 hours, taking the state’s tally to 147, government sources said. According to a statement issued by the information and public relations department, a total of 1,140 samples were tested at Zoram Medical College (ZMC) and Lunglei Civil hospital on Thursday, following which a three-year old girl and a 23-year-old woman, both from Aizawl, were found to have contracted the disease. Both of them were undergoing institutional quarantine, upon their arrival in the state from Maharashtra, the statement said. They were admitted to ZMC on Friday morning, it added. At least 17 people -eight men and nine women – were discharged from ZMC and another Covid19 Care Centre (CCC) in Lawngtlai on Friday. All of them have been advised to monitor their health over the next seven days. Mizoram currently has 100 active COVID-19 cases, while 47 people have recovered from the disease so far. The state has not reported any death due to coronavirus. According to a health official, altogether 11,672 samples have been tested till Thursday in the state, -- 11,426 at ZMC, 188 at Lunglei civil hospital and 58 samples were examined at facilities outside the state.

litical careers of some BJP MLAs,” he said. Earlier, Congress had no plan to topple the coalition government despite their (NPP’s) repeated provocation to chalk a strategy to topple the saffron-led government. The four NPP MLAs along with three MLAs of BJP and two other MLAs from the ruling side came to Congress after they withdrew support to the coalition government. The four MLAs came after tendering resignations from being cabinet ministers. In a similar way, the three BJP MLAs resigned as members of the state Assembly. “Who would not believe them when they approached us after such extreme steps,” he asked. After withdrawing support to the Biren government on June 17 last, nine MLAs –four NPP, three BJP, one AITC and an Independent MLA – joined hands with the Congress to form a new government. The four NPP MLAs tendered their resignations as cabinet ministers while the three BJP MLAs resigned from being members of the state legislative Assembly and formed a new ally, Secular Progressive Front (SPF) led by the Congress. The new front

had even demanded the Governor to invite them to form the next government while claiming the BJP-led coalition government was reduced to a minority. However, with NPP rejoining the coalition government, the eight days long political drama came to an end, leaving the fate of SPF at uncertainty. The latest development on the part of the NPP showed the morale standard of the party leaders. They could not stand by their words even for a week. Their lack of integrity and principle has dragged down the MLAs and politicians of the state into the ditch full of garbage. Now, people would like to spit on the faces of the MLAs, Joykishan said. Reiterating that NPP MLAs have provoked Congress, he said that they had visited residence of Congress MLAs repeatedly to convey their desires to join hand with the party (Congress) after withdrawing support to the incumbent government. They even convinced Congress leaders that if they continue as partners of the BJP, party position will not be good in the next elections. They lost hope of winning the next election in the present form of partnership, he recalled.

The Ministry of External Affairs Thursday said “continuation of the current situation would only vitiate the atmosphere for the development of the relationship” between India and China. MEA spokesperson Anurag Srivastava said “both sides remain deployed in large numbers in the region” of the Galwan Valley “while military and diplomatic contacts are continuing”. His statement came as satellite images were released revealing Chinese structures back at the site of the June 15 clash in Galwan Valley, in which 20 Indian Army personnel were killed, and massing of PLA troops in the Depsang plains.

MEA said, had to obviously undertake counter deployments and that “the resulting tension has thereafter expressed itself ”. On Wednesday, the Chinese Defence Ministry had echoed Beijing’s claim to the Galwan Valley. That was the first time that the Chinese armed forces staked claim to an area that is well within Indian territory. To this, the MEA said, “The deployment of large body of troops and changes in behaviour has also been aggravated by unjustified and untenable claims. The recent shift in the Chinese position on the Galwan Valley is one example.” New satellite images have revealed Chinese structures back at Galwan Valley, the site of the June 15 clashes that left 20 Indian soldiers dead. Top sources in the Army told The Indian Express “the tent which was removed on June 15 has been reported back by our ground troops at PP-14 (Patrolling Point 14)”. The structures have been built between June 16 and June 22 because Planet Labs satellite images of the location on June 16, a day after the clashes, do not show any such infrastructure.

JAIPUR, JUN 26 (PTI): Rajasthan’s Health Department has served a notice to NIMS hospital here seeking an explanation on conducting trials of Patanjali Ayurved’s drug Coronil on coronavirus patients, an official said on Friday. “We served notice to the hospital on Wednesday evening seeking explanation in three days. The hospital did not inform the state government nor sought permission,” Chief Medical and Health Officer, Jaipur, Dr Narottam Sharma said. He said the reply from National Institute of Medical Science (NIMS), Jaipur is awaited. The launch of the drug by yoga guru Ramdev on Tuesday triggered a debate after which the Ayush Ministry sought all information on its trial and put a ban on advertising it as a drug to cure coronavirus. The Rajasthan government has clarified that the drug cannot be not used as a medicine in the state without the permission of the Ministry of AYUSH. State Health Minister Raghu Sharma had said on Wednesday that strict action would be taken against the seller as per the rules in case of sale of any

NIMS hospital, Jaipur. drug as a medicine to treat the coronavirus infection. At the Coronil launch, the company had claimed that its medicine can cure the contagious disease within seven days. It said Coronil, taken along with another product developed by it, had shown a 100 per cent success rate in clinical trials on infected patients, except those on life support. Ramdev said the medicines were developed by Patanjali Research Center, Haridwar in association with privately-owned National Institute of Medical Science (NIMS), Jaipur. The Uttarakhand government will serve a notice to Patanjali Ayurved for launching a drug claiming

to be a cure for COVID-19 when it had only applied for a licence to manufacture an immunity booster against cough and fever. Apart from the notice from the Uttarakhand government, the Haridwar-based firm could also face litigation in Bihar. A complaint has been filed against it in a Muzaffarpur court over its claim. A complainant approached the court seeking the registration of an FIR against Ramdev and company chairman Acharya Balkrishna, alleging that they put at risk the lives of lakhs of people by claiming to have developed a COVID-19 cure. Chief Judicial Magistrate Mukesh Kumar posted the matter for hearing on June 30.

Srivastava also confirmed that the first faceoff in Galwan between Indian and Chinese troops was in the first week of May. “In early May, the Chinese side had taken action to hinder India’s normal, traditional patrolling pattern in the Galwan Valley area. The resulting face-off was addressed by the ground commanders as per the provisions of the bilateral agreements and protocols,” he told reporters. In other news, industry associations have hinted that a “blanket ban” on Chinese products may not be fea-

sible. From pharmaceuticals to telecommunications and automobiles, industry associations say the “knee-jerk” offensive against China till alternative domestic vendors are finalised will hurt companies and the economy. Holding Beijing responsible for the violent faceoff in the Galwan Valley of Ladakh, the Ministry of External Affairs (MEA) Thursday said that China has been amassing a large contingent of troops and armaments along the Line of Actual Control (LAC) since early May and that the conduct of Chinese forces

has been in “complete disregard of all mutually agreed norms”. “At the heart of the matter is that since early May, the Chinese side has been amassing a large contingent of troops and armaments along the LAC,” said MEA spokesperson Anurag Srivastava. “This is not in accordance with the provisions of our various bilateral agreements, especially the key 1993 Agreement on the Maintenance of Peace and Tranquility along the Line of Actual Control in the India-China Border Areas.” The Indian side, the

P Jayaraj and his son Fennix. Chennai, Jun 26 (PTI): The DMK on Friday targeted the AIADMK government over the death of a father-son duo after alleged torture by police in Tuticorin district, accusing it of allowing the personnel to take “law into their own hands”. DMK president M K Stalin also announced a solatium of Rs 25 lakh to the family of the two. The alleged brutal assault on the two men days ago by police was “a result of the AIADMK government allowing them to take law into their own hands at a time when they have to ensure the safety of the public during the lockdown,” he allegd in a statement here. P Jayaraj and his son Fennix, arrested for ‘violat-

ing’ lockdown norms over business hours of their cellphone shop, died at a hospital in Kovilpatti on June 23, with the relatives alleging that they were severely thrashed at the Sathankulam police station by police personnel earlier. The incident had triggered a furore in the state, leading to the suspension of four policemen, including two sub-inspectors. Stalin, Leader of the Opposition in the state Assembly, said all those responsible for the alleged ‘barbarity’ should get tough punishment and his party would support all legal action for it. Expressing sympathies to wife of Jayaraj, he announced Rs 25 lakh financial assistance to the family by the DMK.

Nashik (Maharashtra), June 26 (IANS): Yusuf Memon, one of the convicts of the March 1993 Mumbai serial blasts, died in the Nashik Central Jail on Friday, officials said. The younger brother of absconding prime conspirator Tiger Memon, Yusuf Memon was convicted for the terror strikes and was serving a life sentence. The exact cause of the death is not yet clear and his body has been sent for an autopsy to a Dhule hospital, said an official. Among other things, Yusuf Memon was found guilty of allowing the use of his premises in Mumbai for terror activities to Tiger Memon, who allegedly masterminded the attacks along with the fugitive mafia don Dawood Ibrahim Kaskar and others. Incidentally, another of their brothers - Yakub Memon who was convicted and awarded a death penalty in the same case - was hanged in 2015 at the Nagpur Central Jail. At least 315 persons were killed when 12 strategically bombs exploded in quick succession at various strategic locations like hotels, the BSE, the gold jewellery hub of Zaveri Bazar, Regional Passport Office, Shiv Sena Bhavan and other sites, on March 12, 1993, considered among the biggest terror acts

Chinese occupied 18 km inside LAC: Cong leader Pallam Raju New Delhi, Jun 26 (IANS): Senior Congress leader and former Minister of State for Defence Pallam Raju on Friday claimed that Chinese troops had occupied Indian territory up to 18 km inside of the Line of Actual Control in the Depsang plains. Addressing a press conference, Pallam Raju said: “In an alarming threat to our national security and territorial integrity, China has now occupied our territory up to 18 km inside the LAC, in the Depsang plains, up to the Y-Junction or the bottleneck, as per multiple reports.” “The Chinese forces are now 7 km short of the Ladakhi town of Burtse, on the Darbuk-Shyok-Daulat Beg Oldie Road. Reports also suggest that China has come as close as 25 km from the crucial airstrip of Daulat Beg Oldie (DBO), that is within their artillery range,” Raju added.

Both Raju and another Congress leader and former Union MoS Jitendra Singh said that Congress again asked why the Modi government was afraid to acknowledge Chinese incursion in the Galwan Valley and Depsang plains. “The Chinese had made incursions in Depsang plains in 2013 also. The then UPA government stood firm and ensured the withdrawal of the Chinese forces to reclaim our LAC. The current government unfortunately refuses to even acknowledge any incursion, thereby weakening the morale of our soldiers,” Jitendra Singh claimed. The party said that satellite images suggested that China had made fresh transgressions and new constructions between June 6 and June 24. Asserting that the nation stood with the brave Indian Army, the party questioned “why was the

Modi government demoralizing our brave solders by issuing contradictory statements”. “This government’s diplomacy is not helping in protecting and restoring India’s territorial integrity,” the party said. Both leader also questioned what all had India gained from the Prime Minister’s personal outreach to various countries in general and China in particular. The Congress also wanted to know benefits to India from five trips of Modi to China, three trips of the Chinese leadership to India and 18 meetings between Modi and Xi Jinping. The Congress is observing Friday as ‘Shaheed Samman Diwas’ and its leaders are participating in ‘speak up for jawan’ campaign to corner the NDA government on Chinese transgression in Ladakh and other places.

New Delhi, Jun 26 (IANS): The Supreme Court on Friday accepted the draft notification issued by the CBSE in connection with the assessment scheme for the Board examination cancelled for Class 10 and Class 12. The Central Board of Secondary Education filed an affidavit in the top court detailing the assessment scheme. According to the notification, for students who have appeared in the examinations in more than three subjects, the average of the marks obtained in the best three performing subjects will be awarded in the subjects whose examinations have not been conducted. Solicitor General Tushar Mehta, representing the Centre in the matter, also said: “For students who have appeared in the examinations in only threee subjects, the average of the marks obtained in the best two performing subjects will be awarded in the subjects whose examinations have not been conducted.” The CBSE said that there are very few students of Class 12, mainly from Delhi, who have appeared in the examinations in only one or two subjects. “Their results will be declared based on per-

formance in the appeared subjects and performance in internal/practical/project assessment. These students will also be allowed to appear in the optional examinations conducted by CBSE to improve their performance, if they desire to do so. “Results of these students will also be declared along with other students,” said the draft notification submitted in the apex court. The Council for the Indian School Certificate Examinations, which holds the Class 10 ICSE and the Class 12 ISC exams, also told the bench its exams have also been cancelled and they will publish the assessment soon. Taking note of these contentions on record, a bench comprising Justices A.M. Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna disposed of the petitions, along with other similar pending cases in the High Courts. “After perusing the same and taking into account the suggestions given by the counsel appearing for the concerned parties, we see no difficulty in permitting the CBSE to issue the said notification forthwith... all these petitions pertaining to CBSE examinations pending in this Court or any

other Court shall be deemed to be disposed of in terms of the proposed notification to be issued by the CBSE,” said the top court. The response from the CBSE came on petitions filed by a group of parents who moved the top court against its decision to conduct the remaining Board examination in July. The apex court was informed that both the CICSE and the CBSE will declare results together by mid-July. The CBSE told the apex court that its decision is pro-students. The CICSE told the apex court that they may give option to Class 10 students to give exams at a later stage, and their averaging marks formula is different from the CBSE. For the CICSE, the top court noted that two aspects have been highlighted during the hearing by its counsel. First, the board may consider conducting optional examinations for Class 10 as well and abide by the same terms as regards the optional examination regarding Class 12 referred to in the draft notification of the CBSE, reproduced above. Secondly, that the assessment scheme of the CICSE is different, which would be notified within one week from today on its website.

New Delhi, Jun 26 (PTI): The aviation regulator DGCA said on Friday it is extending the suspension of scheduled international passenger flights in the country till July 15 but added that some international scheduled services on selected routes may be permitted on a case to case basis. Scheduled international passenger flights were suspended in India on March 23 due to the coronavirus pandemic. “The competent authority has decided that scheduled international commercial passenger services to or from India shall remain suspended till 2359

hrs IST of July 15, 2020,” said the DGCA circular. “However, international scheduled flights may be allowed on selected routes by the competent authority on a case to case basis,” said the circular by the Directorate General of Civil Aviation (DGCA). Air India and other private domestic airlines have been operating unscheduled international repatriation flights under the Vande Bharat Mission, which was started on May 6 by the Central government. India resumed scheduled domestic passenger flights on May 25, after a gap of two months.

Course correction

n the aftermath of the t total state wide cease work on June 14 called by the National Health Mission Employees Association Nagaland(NEAN) in protest against the appointments to 27 posts of medical officers (Class-I Gazetted) on contingency and then regularised soon after when some of the appointees had not even joined work, the state cabinet on June 23 had to back down by revoking its June 6 decision. The cabinet decision arose after the minister of health & family welfare S.Pangnyu Phom held a meeting with NEAN members earlier on June 16. In the meeting with NEAN executive members, the minister and assured them of taking their case with the department for onward submission to the cabinet. It may be recalled that NEAN struck work after the department of health & family welfare appointed 27 doctors on contingency basis for 12 months but flouted the service rules by regularising their services. NEAN employees are appointed under NHM on contract but most have rendered ten or more years of commendable service. NEAN member felt, that at least their services ought to have been regularised if services of newly appointed doctors were regularised instantly though appointed only for a 12-month period. The issue of regularisation and claims that the posts advertised were newly created owing to the exigency had the medical fraternity raise Cain. The Nagaland Junior Doctors Association (NJDA) and the Nagaland Medical Students Association (NMSA) strongly objected at how existing rules and regulations regarding appointments were flouted. The cease work by over 1800 NEAN members directly threatened the already overworked ‘frontline workers’ involved with containing COVID-19 pandemic in the state. The Cabinet had okayed the proposals to appoint doctors on contingency and with utmost urgency in view of acute shortage of doctors in the current COVID-19 pandemic. In addition, the cabinet also “empowered” the Department of Health & Family Welfare (DoHFW) to have a free hand to appoint scores of doctors on contractual “one time basis”. The “free hand” apparently led to transgression into regularisation of service. At the height of the cease work by NEAN and the series of outrage from the medical fraternity, the state government did not respond positively. Instead, the state government only went on to explain that the services and rules governing appointments and remuneration etc were vastly different between those employed under NHM under contract and those employed by the state government under DoHFW. The government’s response went off on a tangent and instead of being convincing, it only led to suspicions that there was something not quite right. The questions arose as to whether the cabinet was well informed about the entire issue while making the decision or did the DoHFW go a step further than what was permitted? The matter was thankfully resolved after the cabinet had to do a course correction on June 23 by revoking its earlier decision and sticking to the rule that the services of the appointees would be on contract basis and not on regular basis. This issue including the controversial purchases by the department under the plea of COVID-19 pandemic explains why the system that deals with healing is itself ailing.

DailyDevotion Drawing on the Grace of God— Now

We…plead with you not to receive the grace of God in vain. —2 Corinthians 6:1 The grace you had yesterday will not be sufficient for today. Grace is the overflowing favor of God, and you can always count on it being available to draw upon as needed. “…in much patience, in tribulations, in needs, in distresses”— that is where our patience is tested (2 Corinthians 6:4). Are you failing to rely on the grace of God there? Are you saying to yourself, “Oh well, I won’t count this time”? It is not a question of praying and asking God to help you— it is taking the grace of God now. We tend to make prayer the preparation for our service, yet it is never that in the Bible. Prayer is the practice of drawing on the grace of God. Don’t say, “I will endure this until I can get away and pray.” Pray now — draw on the grace of God in your moment of need. Prayer is the most normal and useful thing; it is not simply a reflex action of your devotion to God. We are very slow to learn to draw on God’s grace through prayer. “…in stripes, in imprisonments, in tumults, in labors…” (2 Corinthians 6:5)— in all these things, display in your life a drawing on the grace of God, which will show evidence to yourself and to others that you are a miracle of His. Draw on His grace now, not later. The primary word in the spiritual vocabulary is now. Let circumstances take you where they will, but keep drawing on the grace of God in whatever condition you may find yourself. One of the greatest proofs that you are drawing on the grace of God is that you can be totally humiliated before others without displaying even the slightest trace of anything but His grace. “…having nothing….” Never hold anything in reserve. Pour yourself out, giving the best that you have, and always be poor. Never be diplomatic and careful with the treasure God gives you. “…and yet possessing all things”— this is poverty triumphant (2 Corinthians 6:10).

Post-mortem

Rejoinder by former Delimitation Commissioner A

ny reaction is better than no reaction. But distortion of fact/truth is dangerous like the Joint Action Committee (JAC), twisting of facts of what were written by T.N Mannen former Add Chief Secretary who was the then EX-officio Delimitation Commissioner for Nagaland. As published in the local papers on 23rd June 2020, the JAC of some tribal Hohos in their meeting on 22/6/20, had alleged that I, as the Exofficio Member of the Delimitation Commission during the last Delimitation Exercise, had ‘confused the Commission by providing fabricated reasons’ etc. This blatant baseless accusation is unfortunate and uncalled for. Thus, I would like to clarify by emphasising that there is no such incriminating or discriminatory materials to qualify such blatant accusation in my recent write up/article under the caption ‘Delimitation Exercise and its likely impact on the Nagas” published in local esteemed dailies, on 18-19/6/20 in Eastern

O

Mirror, Nagaland Post and Morung Express. It was not targeted against any tribe or group but given a brief narration of what and how it had happen at that time. There is no such tribelistic content as implicated. The JAC members may kindly go through the article minutely to appreciate the content in its right perspective. In fact, the various points that I had mentioned relating to the demand for deferment or exemption of the delimitation in the state of Nagaland, such as, protection under the special constitutional provision under Art. 371A, sensitivity of tribal equation, formation of districts on tribal traditional line, law and order situation, priority of political settlement, the unrealistic exaggeration of census 2001, and so on, were not my personal opinion but only the summarised narrative of the points and demands made by various Civil Societies, Tribal Hohos. The collective views of the Delimitation Associate members from Nagaland

consist of the two MPs and 4(four) MLAs, Shri Wangyuh, Late Khekiho, and Shri Thenocho. Tiameren, H Chuba Chang, and Late Neiwang Konyak.) The considered view of the state government fully endorsed through a unanimous Resolution passed in the State Assembly. Since I was aware of the actual development at that time relating to the Delimitation exercise, those points were highlighted for the benefit of the people to recapitulate their earlier stand and to consider rationally whether they are still relevant now or not, after a lapse of 13 years. Among all the points, the unreliability of the 2001 Census Figure as a whole was the main issue of concern and protest. Against the adoption of this Census as the basis, among other reasons, the Chakesang Public Organisation (CPO) had filed a PIL in Guahati HC. Consequently, an Interlocutory Stay Order was obtained from the Court which was later confirmed by another

judgement. The Court final Judgement Order dated 16/08/2007, (Case No PIL6712007), has clearly recorded,(Quote); “So far as the state of Nagaland is concerned, the legislative assembly of Nagaland has passed an unanimous resolution objecting to the data published by the census commission where irrational patterns of demographic shift were recorded in the census of 2001. It is, therefore, contended that proceeding on the basis of such data would have constitutionally undesirable fall out on the electoral process...” with such reasons, the process of delimitation was opposed through the resolution and put a request to the central government not to conduct the exercise in the present form. In another Para, it was also recorded concerning Nagaland that; ’’ the commission (Delimitation) has already brought on record taking stand that districtwise allocation of seats will not be disturbed due to the delimitation exercise”

Shift in policy tectonics

ff late, the state policy makers ascribed priority to the hitherto unexplored fields of arts and capacitybuilding among local talents. Accompanied with this newly discovered interest is the role of state in sponsoring and honing the inherent skills of the upcoming local talents. This youthoriented policy intervention of the state government is primarily precipitated by instinct abilities that lie dormant among our local talents (and need to be tapped to the best of abilities) as well as the opportunities and successes of various artists at the global stage (and earning independently). The policy is, nevertheless, dampened by, inter alia, two existing cardinal structures that differentiate our young society from advanced societies. Firstly, our living standard is still rudimentary and our infrastructures are unlikely to instate a desirable environment where artists and audience complimentarily confluence and support each other as far as entertainment industry is concerned. Secondly, the policy makers overlooked the fact that Nagaland is made up of villages and majority of its population either dwells in, or comes from, villages. Thus, the push for excellence in entertainment sector along with the resources pooled towards the aforesaid purpose appears to benefit the few elites, defeating the very purpose of uplifting the in-need-of-assistance local talents. The current pandemic has further exploited the vulnerabilities of lopsided policy visions. Nagaland was caught unprepared when nationwide lockdown had been promulgated. Activities that directly linked with earning had been put on halt. It was the daily wage earners, skilled and unskilled work force, small-time entrepreneurs and commercial establishments that were hit hard. The government agencies, philanthropic individuals and organizations came to their rescue and rendered the most noble job of feeding the hungry. However, the situation reached a saturation point and had it not been the magnanimous openness of the rural Nagaland in unconditional distribution and sharing of its resources, our society would have experienced a much uglier socioeconomic catastrophe. The rural Nagaland received its urban returnees even when the wave of migration was reversed amidst the pandemic-induced crisis. It offered economic and livelihood opportunities to the vast majority of its people who had been rendered jobless. Forests resources in villages of Nagaland became the bases in supply chain when urban Nagaland was reportedly running low on essentials. Its granaries play a vital role in reassuring the people of Nagaland when the whole country is gripped in uncertainty. The training agencies imparting skills to our youth mostly

concerned with jobs in service sector. There is hardly any institute in Nagaland that dedicates itself to the revitalization of agricultural practices, apart from the lone formal agricultural school. Despite the rice being a staple food of our state, change in land-use pattern and bulk migration to urban settings in search of the so-called ‘better opportunity’ have been affecting optimal management of our ancestral terraced paddy fields (in districts where it is endemic to) and are gradually becoming wastelands. Wet terraced paddy fields, simultaneously serving two fundamental objectives – as paddy fields and as small-scale inland fishery ponds – are disappearing due to the combined effects of mismanagement and climateinduced diminished moisture in such areas. Skills on rainwater harvesting and conservation (emphasis on traditional knowledge and documentation interjected with modern techniques), management of terraced paddy fields for optimal yield through application of green-based manures and an incentive to small time farmers may be exploited. Switching over to the service-based economy is welcoming but not at the cost of our time-tested agricultural foundation as the collapse of agriculture could bear wide ramifications. It is an acknowledged truth that the resilient rural Nagaland has so much to offer. Despite this potentiality that is in store, the current policy direction orients an indifferent approach to the development of rural Nagaland. One instance that indicates lackadaisical approach of the policy makers in developing villages is the lack of research on rural Nagaland. All the research works on rural Nagaland are presumed to be a superstructure mounted upon earlier frameworks and therefore not incorporated the demanding exigencies in present rural Nagaland. Hence, we could not expect the policy makers to arrive at a befitting policy decision in developing rural Nagaland in the absence of proper data and in-depth research works (to be relied on). Development of warehouses at the village level and small barns at the household level is a point. The agricultural produce postharvest in villages are stored at the mercy of rodents. In extreme cases, pervasive rodents shared the grains with its human hosts throughout the year, and this phenomenon is attributable to ineffective storehouses. Increase production of horticultural crops and fruits further warrant cold storage facilities in rural Nagaland. Fruits and vegetables are seasonal and easily perishable. Local farmers are presented with their most abominable nightmare when their produce could not be marketed because of unstable means of transportation as well as nonavailability of immediate access point to market. This is further

compounded by lack of storage facilities. As such, the normal produce and even the surplus are either left to rot or dispense at a rate much lower than the cost of labour engaged from production to the point of access. Documentation and propagation of species of wild edible leaves found in villages need to be adopted. Rampant clearance of jungles and excessive hunt for delicious species threaten the very existence of such resources in the wild. Our natural resources needed some protection from excessive anthropogenic activities. The rural Nagaland having endowed with much resource that still lies untapped, it is dismal to notice the disproportionate policy-push and research and development (R&D) on rural Nagaland. Rural Nagaland is still bare-footed; it’s still hardly surviving on its own even when endowed with natural resources. It could still emerge as the base of supply chain in Nagaland when target-oriented and researchbased policies and follow-up implementation in rural Nagaland are meticulously adopted. Public establishments with rural essence could be based and set up in rural areas to mitigate problems associated with uneven demographic distributions bring about by migration. Setting up of mini-museums in rural areas for conservation of rare artefacts dated back to early societies of our forefathers will boost rural tourism and generate additional revenue. Steps may have to be taken to revamp the existing operational scope of the State Institute of Rural Development (SIRD) so as to encompass the area of research in its functioning (if research subject is currently outside the purview of the SIRD or if it needs reinvigoration). Its faculty may be drawn from persons of diverse backgrounds and people with expertise in rural Nagaland including teachers in private colleges, imminent social workers at the community level, or any other personalities towards the successful realisation of the stated objective. Alternatively, establishment of PPP-funded study centres in the state offers opportunity for both the government and private players to invest in rural research and its development. Rise of Nagaland will closely be associated with rise of our rural Nagaland as a whole. Nagaland cannot be construed as developed so long as its villages dwell in perpetual dependency mode. Any study centre or research foundation that may be established in near future on PPPmode / private funding/public funding could have far reaching effects on wide range of policy formulations, besides consequential impacts on rural Nagaland. Tectonic shift in policy formulation by Kohima-based policy heavyweights is imperative. Nukhosa Chüzho, Kohima Reader’s note: Articles or letters published in any of the columns do not reflect the

Subsequently, An Order was issued by the Ministry of Law and Justice, GOI, dated 8th February 2008. Since population is the main key factor in determining the seat allocation and distribution thereof, in the order, it was S remarked on the issue of Census of 2001 (Quote) ” And whereas the delimitation work in respect of Nagaland was suspended in pursuance of the stay order of the Guahati High Court in Chakesang Public Organisation Vs Union of India & others(W.P. No 67 of 2006) alleging that there was abnormal growth of population registered at the Census in some areas to get more Assembly seats” The order has clearly explained the consequential repercussion as a result of affecting redistribution of Assembly seats on the basis of such abnormal data. It is mentioned that, it may upset the tribal delicate equilibrium, may involve transfer of seats from one tribal/linguistic zone to another, thereby alienate from each other.

To obviate such problems the President has defer the delimitation exercise in the state of Nagaland. Only in concluding paragraphs of the article, I had expressed my personal considered observation and views as to what could be the best possible action at this moment in common interest of all the Nagas without targeting any particular subjective interest of any particular person or group. My honest suggestions or observation may not be to the liking of many for whatever reason. But I am entitled to my fundamental right to express what I strongly feel pertinent on the basis of the relevant facts available relating to the matter. If someone do not subscribe to it or do not like it, i have nothing to say. But do not misunderstand or distort the content and mislead the public in general. I have no hesitation to clarify and discuss at any forum or with any person on this matter with relevant documents if so required. T. N. Mannen (IAS Rtd)

Thoughts on Naga self-reliance

W

e Nagas can no longer continue to make policies for ourselves in our state, our tribal ranges, districts and our villages on the basis of whatever Union of India gives us- this concept can no longer be applicable. Our responsibility is to charter a path which is all about how we can develop our state on our own as a full-fledged federal unit. It is not right for a state like ours 57years after statehood to still have its health, education and infrastructure budgets getting financed on the basis of the generosity and charity of the Indian tax payers. By now we must have been able to stand on our own feet and raise appropriate revenues to finance our basic needs ourselves. If we are going to look at the upcoming years as a period of ‘Transition’ where we can stand on our feet, our perspectives shouldn’t be what the Indian tax payers decide to do whatever surplus they have in Indian mainland, whatever interventions of the Indian tax payers through the central government to make us are welcomed and appreciated. But we should no longer be a gift horse in their mouth but this contention that existed is still capturing our mindsets today!! We have a repository of a commendable percentage of rich resources among Indian states. We are a state with vast arable and fertile lands, and a huge quantum of forest and mineral resources, in addition to our possessing a young and prosperous Naga population ,So it has both the energy and dynamism. We are the NAGAS. The Naga youths are showing up so much of resilience and ingenuity in crossing the barriers and finding a way out with dynamism across the Indian mainland. We want those people to have it in our own state working inside our own native lands and we’re going to have these energies working in our state only if we begin to build a system that tells the youths of the state that there are hopes and opportunities right here with us. Migration and movement of the people is being presented in a manner that we suggest as an old phenomenon..it is as old as human civilization. It is always associated with failures of native land to provide opportunities for survival and prosperous living. The biggest wave of immigration during the 19century Europe and latter

part came from Ireland and Italy. Waves and generations of Italians and Irish left their countries to seek the American Paradise blossom because their countries were not working. But today we don’t hear it anymore. Italian youths love to be in Italy and the Irish in their own land. We want young Nagas to stay in Nagaland but how can they do???it means that we need to get away from this mindset of “DEPENDENCE”-the mindset about what will Indians do for us???India will do whatever it needs to do for its own sake and if it coincides with us..?? we seek (favour) “EHSAAN” is what Indian people say,. But our main responsibility as indigenous citizens is that we need to build our own state , The institutions that work will allow us to have good governance, accountable government in the state to ensure that the public money is spent and properly utilised for the welfare and uplift of citizens but never for embellishment of leaders and bureaucrats. We must have proper systems and guidelines that allow for accountability and diversity of people to be able to express themselves and contribute to fashioning the public will and public interest. Our concern should be within what we need to do in this 21st century to win Nagaland away from being a cap in hand and begging for aid and charity for handouts at the doorsteps of the Union government. Having assessed our resources, zeal and potentiality in our own state, we need to build up a mindset that says “We can do it, others have done it, and we can also do it”. Once we acquire such a mindset we shall witness a liberating feel for ourselves. I strongly believe that if we could change the notion of DEPENDENCE, which is contingent on aid and charity, we shall witness in forth coming decades a full flowering Nagas as a will productive community. New generation of Nagas shall self-propel and create a condition as would allow our youths to forego their hazardous thought of dependency. It is strongly hoped that they shall move ahead with enthusiasm for self reliance. Tiaakum, Ex-general secretary, Salt Christian College

Sir,

Discipline in quarantine centres

It is heartening to read the recent report on how inmates of quarantine centres in Mokokchung and Longleng have set an example in following Standard Operating Procedures laid down by the government. I hope the other quarantine centres also follow suit so that there are no chances of transmission in quarantine centres. Also, those how have been discharged should also further undergo the additional 14 days home quarantine. We must do our best to ensure there is no community transmission. If we succeeding in ensuring there is no community transmission, we will be able to succeed in bringing the active cases down. Want Modi to fight China, but fighting us: Cong

New Delhi, Jun 26 (IANS/ PTI): The ruling BJP has alleged that the previous Congress government had allocated Rs 100 crore to the Rajiv Gandhi Foundation (RGF) when Manmohan Singh was Finance Minister in 1991, but the funds could not be disbursed. The Congress hit back at the BJP and Prime Minister Narendra Modi, as party spokesperson Pawan Khera said “We want the Prime Minister to fight with China and drive back Chinese troops from our territory but he is fighting the Congress, the BJP is coming out with allegations daily which have no ground.” The BJP alleged that the Budget speech of 1991-92 by Manmohan Singh as Finance Minister on July 24, 1991 has the details of the funds to RGF. “The Rajiv Gandhi Foundation has been established to perpetuate the memory of the great leader and to promote the ideals and objectives for which he lived and laid down his life,” the BJP quoted Singh as having said in the speech. The Congress on Thursday alleged that BJP is using “diversionary tactics” after BJP levelled allegations that RGF received donations from the Chinese Embassy. lying to the nation,” Raju asked, alleging that there has been a diplomatic and intelligence failure. “Why is the Modi government afraid of acknowledging Chinese incursion in Galwan Valley and in the Depsang plains? Why is the Modi government demoralizing our brave solders by issuing contradictory statements? Why is the Modi government’s diplomacy not helping in protecting and restoring India’s territorial integrity,” the former union minister asked. “What has India gained from the prime minister’s personal outreach to various countries in general and China in particular,” Raju asked. Former Minister of State for Defence Jitendra Singh said this is the same Depsang area, called ‘Bottleneck or Y-junction’, where the Chinese had made incursions in 2013 during UPA but had to withdraw. “The Modi government is a weak government as it unfortunately refuses to even acknowledge any incursions, thereby weakening the morale of our soldiers,” he said. Khera alleged that while the nation has confidence in the country’s armed forces to throw out the Chinese from Indian territory, there is doubt in the party about this government’s political will. “The sad part is that the prime minister does not even accept the reality,” he said. PTI SKC

NEW DELHI, JUN 26 (PTI): BJP president J P Nadda said on Friday the Prime Minister’s National Relief Fund donated money to the “family-run” Rajiv Gandhi Foundation when the Congress-led UPA was in power, claiming it was a “brazen fraud” and big betrayal of the people of India. Nadda, who on Thursday targeted the Congress and the Gandhi family for allegedly accepting donation to the foundation from the Chinese embassy, also posted a photograph of documents to back his fresh charge. But Congress chief spokesperson Randeep Surjewala accused BJP and Nadda of playing a “diabolical game of deception” to divert attention from the alleged Chinese occupation of Indian territory. The BJP and the Congress are locked in a bitter war of words over the two issues. “PMNRF, meant to help people in distress, was donating money to Rajiv Gandhi Foundation in UPA years. Who sat on the PMNRF board? Smt. Sonia Gandhi. Who chairs RGF? Smt. Sonia Gandhi. Totally

said, “Please stop living in 2005 and start answering questions in 2020”. The chairperson of the RGF’s board of trustees is party interim chief Sonia Gandhi , while its board includes former Prime Minister Manmohan Singh, former Congress President Rahul Gandhi, former Finance Minister P. Chidambaram and Congress General Secretary Priyanka Gandhi, among others. The controversy erupted after BJP alleged that “Donations showed results soon after. RGF did not just one but several studies on how a Free Trade Agreement between India and China is desirable and required. Studies argued that India needs the FTA much more than China and should pursue it as part of its efforts to improve bilateral relations,” said Amit Malviya, head of the BJP’s IT cell.

The Congress also said the intelligence and diplomacy of the Modi government has failed to stop Chinese incursions in Ladakh and asked whether Prime Minister Narendra Modi was lying to the nation by saying no one has occupied Indian territory. The party said by denying Chinese incursions in eastern Ladakh the government has lowered the morale of the armed forces. Addressing a joint press conference, Congress leaders MM Pallam Raju, Jitendra Singh and Pawan Khera said according to reports China has occupied Indian territory up to 18 km inside the LAC in Depsang plains, posing an alarming threat to India’s national security and territorial integrity. They said satellite images suggest China has made fresh transgressions and new constructions between June 6 and June 24 and has reoccupied PP-14 in Galwan Valley, the area that witnessed violent clashes on the night of June 15 in which 20 Indian soldiers were killed. Raju said reports and observations by retired generals and defence experts with the help of satellite imagery suggest the Chinese forces are now 7 km short of the Ladakh town of Burtse, on the Darbuk-Shyok-Daulat Beg Oldie road, and have come as close as 25 km from the crucial airstrip of Daulat Beg Oldie (DBO), that is within artillery range. “Is the prime minister

Army docs to treat COVID patients at Delhi rly station

The arrangements have been made as per agreement between Ministy of Railways and the state government.

New Delhi, Jun 26 (IANS): Three Indian Army medical teams have been deployed at the Covid care facility on wheels of the Delhi government at the Shakurbasti railway station. “Each Indian Army medical team comprises a medical officer, two nursing assistants and an ambulance,” said the Army. The Indian Railways has converted rail coaches into an isolation centre at Shakurbasti railway station to extend a helping hand in combating the Covid-19 pandemic. The railway coaches in Shakurbasti have been stationed in a shed to protect them from direct sunlight.

On Wednesday, two coronavirus infected patients were admitted to these railway coaches-turned- isolation wards at the station. These rail coach isolation facilities can be moved to any part of the country at short notice. On June 17, on the demand of the Delhi government, the Northern Railway installed 503 isolation coaches at nine railway stations in the national capital. These coaches will be used to house patients with less acute symptoms. The arrangements have been made as per the agreement between the Ministry of Railways and the state government.

It doesn’t even have proper health infrastructure. “The situation has only worsened during the pandemic as general medical practitioners have shut their clinics fearing the virus spread,” said Ausaf Ahmed Falahi, president of the JIH’s Bhiwandi chapter. As a majority of people here lack awareness about the viral disease and are unable to afford treatment, a facility like this one was the need of the hour, he said. Over 70 persons have benefited from this facility, which has two doctors, while 15 oxygen cylinders have been delivered to the homes of eight COVID-19 patients, Falahi said. People irrespective of their religion have been availing treatment at the mosque, he added. “Makkah Masjid has been shut for prayers since the lockdown. So, we decided to use a part of the premises to help those who can’t avail treatment elsewhere,” said Qaiser Mirza of the Shanti Nagar Trust.

New Delhi, Jun 26 (PTI): Congress leader and party spokesperson Abhishek Singhvi has home quarantined himself after testing positive for COVID-19, sources close to him said on Friday. While he has mild symptoms like fever, the sources said, his wife has also tested positive for the virus and has isolated herself at home as per the government guidelines. After Singhvi tested positive, his son and other family members and staff are also being tested for the virus. Singhvi is the second Congress leader after Sanjay Jha to test positive for COVID-19. Diverting the hardearned money of the people of India to a family-run foundation is not only a “brazen fraud” but also a “big betrayal” of the people, he added. “One family’s hunger for wealth has cost the nation immensely. If only they have devoted their energies towards more constructive agenda. The Congress’ Imperial Dynasty needs to apologise to the unchecked loot for self-gains!” the BJP chief said. Later, BJP spokesperson Sambit Patra demanded a response from Congress president Sonia Gandhi, saying she is “no queen” and should explain the charge. He also alleged that Gandhi

‘I am Indira’s granddaughter’: Priyanka dares UP government New Delhi, Jun 26 (PTI): “I am Indira Gandhi’s granddaughter, not an undeclared BJP spokesperson like some of the opposition leaders,” Congress general secretary Priyanka Gandhi Vadra on Friday said, as she alleged that the Uttar Pradesh government is threatening her through various departments for speaking the truth. Priyanka Gandhi’s dare to the Uttar Pradesh government came a day after the Uttar Pradesh child rights panel issued a notice to her, asking her to file a reply within three days for her “misleading” comment on the Kanpur shelter home. The Congress leader in a Facebook post on Sunday had attacked the BJP government in Uttar Pradesh over a media report about two girls being found pregnant at the state-run child shelter home, saying it shows that facts were being suppressed in the name of investigation at such facilities. “As a servant of the people, my duty is towards the people of Uttar Pradesh. propaganda. The UP government is wasting its time by threatening me through its various departments,” Priyanka Gandhi said in a tweet in Hindi on Friday “They can take whatever action they want, I will keep putting forth the truth. I am Indira Gandhi’s granddaughter not an undeclared BJP spokesperson like some of the opposition leaders,” she said. Her remarks also come days after the Agra administration asked her to withdraw the claim of high coronavirus deaths in the district. The Congress general secretary in-charge UP East has accused the Yogi Adityanath government of indulging in propaganda instead of dealing with the pandemic.

Over 5 commit suicide daily in J’khand

RANCHI, JUN 26 (IANS): The mental depression is proving to more dangerous than coronavirus in Jharkhand these days. If data of suicides is taken into consideration during lockdown and Unlock 1.0, the average of people committing suicide everyday is 5.5. According to data of the state government, 449 people have committed suicide in March, April and upto June 25. In June itself 134 people have committed suicide. One person is committing suicide every 4.50 hours. Psychiatrists say that the depression due to lockdown has made deep impact on minds of the people. “During lockdown and Unlock 1.0 around 1,200 people suffering from depression have approached our institute. During lockdown we were getting more than 150 phone calls everyday from people suffering from depression. There were 20 per cent people who had given up hope to live and wanted to end their life,” said a doctor at the Central Institute of Psychiatry here. Dr Sanjay Kumar Mandal, a psychiatrist of CIP admitted a large number of people approached the institute during lockdown suffering from depression.

In state capital Ranchi, 55 people committed suicide from April 1 to June 25. Psychiatrists say that economic slowdown, fear of losing jobs, unemployment and other factors caused deep depression among people. The sense of insecurity prompted many people to commit suicide. “People were locked in-

side homes during lockdown which led to rise in disputes among family members, and domestic violence witnessed spurt. These factors promoted many people to commit suicide as they were unable to control their emotions. The right counselling within family could have saved many lives” said psychiatrist Ajay Kumar.

The Congress has become synonymous to corruption and conspiracy, he told reporters, and alleged that the Gandhi family floated “shell companies” like the RGF to become “rich”. Hitting back, Surjewala said, “The diabolical game of deception, diversion and disinformation is being played out by the BJP and J P Nadda to divert the attention of the country from the Chinese occupation of Galwan Valley, Pangong Tso and now Depsang up to the Y-junction, 18 kms inside the LAC.” “This is the greatest disservice that the BJP and PM Narendra Modi are doing to the country. Instead of fighting China and defending our country, they are fighting the Congress party and undermining India’s territorial integrity,” Surjewala alleged. Patra said the PMNRF donated money to RGF thrice when the UPA was in power. Gandhi as Congress president was on the board of the PMNRF and also headed the RGF, Patra said.

Process should be carried out: LSU (From p-1) The union asked BJP to be extremely cautious before making such careless and insensitive utterances in public domain without understanding the history of Naga people. It warned that the youth would not remain silent spectators anymore and take it to the streets, if BJP leaders instigated the ugly side of tribalism at a time when they should be working for creating harmony and unity among Naga people. According to LSU, the shameful and shady politics being played upon tribalism was evident from the fact that leaders were building a disunited Nagaland. The statement clarified that the Lothas were not asking for anything beyond reasonable and

give them what rightfully belonged to them. “We are not asking for anything which is unfair but only seeking truth and justice. No amount of justification can deny this right and we shall demand by using whatever means necessary. Justice is all we seek and we appeal to all our Naga brothers and sisters to honour this request as this will go a long way in building a stronger bond among ourselves as Nagas,” the release emphasised. LSU asserted that the delimitation exercise was a constitutional mandate and must be respected to build a political system based on truth, facts and legitimacy. in the region, the union declared that it would do whatever it takes to make sure that dirty politics did not destroy the fabric of Naga society. Alleging that persons with vested interests were manipulating the minds of “our people” by mixing the two completely independent issues of solution and delimitation, LSU appealed not to create a delusional paradox by juxtaposing two unrelated issues. It demanded that delimitation should be implemented as stipulated by the Constitution of India and Naga solution should be implemented as agreed upon by the Government of India and Naga people. “We, the young generation, are not fools to be manipulated by naïve excuses to postpone the delimitation exercise,” the union added.

The countries ranked higher than India also include Kenya (74th), Mauritius (68th), New Zealand (67th), Venezuela (61st), Ukraine (58th), Philippines (51st), Malaysia (49th), Seychelles (45th), Indonesia (44th), South Korea (41st), Thailand (37th), Canada (36th), Israel (28th), Turkey (26th), Mexico (26th), Taiwan (24th), Saudi Arabia (19th), Australia (18th), Italy (16th), UAE (14th), Netherlands (13th), Japan (12th) and Guernsey (11th). However, several of India’s neighbouring nations are ranked lower, with Pakistan ranked 99th, Bangladesh 85th, Nepal 118th, Sri Lanka 148th,

Myanmar 186th and Bhutan 196th. All these countries recorded decline in their figures for 2019. A number of countries have seen their funds falling in Swiss banks in recent years amid a global clampdown against the erstwhile banking secrecy walls in the Alpine nation. In terms of percentage change in the aggregate amount during 2019, Central African Republic saw the biggest increase of over 3,600 per cent, while Iraq and North Korea also figured among the top-ten countries in terms of rise in their figures of nearly 500 per cent and 110 per cent, respectively. The decline was highest for Maldives at over 97 per cent. It has been often alleged that Indians and other nationals seeking to stash their illicit wealth abroad use multiple layers of various jurisdictions, including tax havens, to shift the money to Swiss banks.

Further, WSH also questioned why police had to resort to such violent form of controlling the inmates when the matter could have resolved through a more mature and better approach. “These inmates are all our own children and proper guidance, counselling and care should be taken instead of treating them like some hardened criminals,” the hoho remarked. Meanwhile, WSH has warned that if any Sumi youth was found indulging in unwanted and rowdy behaviour at quarantine centres, strict action against them would be taken. It has also asked the parents and guardians to advise their children and wards to behave properly.

Covid-19 to shrink India enterprise software market

New Delhi, Jun 26 (IANS): The disruption cased by Covid-19 would cause a significant decline in India’s enterprise software market this year, tapering down the growth to mere 3.8 per cent (year-on-year), a new IDC report said on Friday. The pandemic has forced enterprises to relook at their IT spend. Enterprises at this point are focusing on operational resiliency, return on investment (ROI), business continuity plans, and parking aside all noncritical projects for the next three to six months at least, according to the report. However, there has been an increase in spending on remote work enablement and cloud adoption. There will be heightened demand for collaborative applications, application platforms, security software, system and service management software, and content workflow and management applications, said IDC. As per IDC’s latest Worldwide Semiannual Software Tracker, 2H19 (JulyDecember), the India software market grew by 16 per cent year over year (YoY) in 2H19 compared to 2H18. For 2019, the India software market achieved a revenue of $6.48 billion.

“India stands as the second-largest software market in Asia/Pacific (excluding Japan and China) and also managed to keep its growth pace stronger than some of the major economies in the region,” said Mohsin Baig, market analyst, enterprise software, IDC India. “The growth was shaped by demand for cloud application, application modernization, increasing IT spend by the small and medium-sized business (SBM) segment, cloud-native software start-ups, and government initiative for data localization,” he added. The majority of India enterprises have digital transformation (DX) initiatives in place or plan to implement in the next 1224 months. Modernising legacy applications, using as-a-service model, and harnessing emerging technologies to enhance customer and employee experience are some of the key DX initiatives, which are acting as the driving factors for the software market in India. The ongoing pandemic has pushed many enterprises to implement work-from-home (WFH) policies for the first time, and this has created a demand for collaborative applications as well as an increase in security threats.

State police highlight achievements

(From p-1) In this regard, Limasunep urged the citizens to follow police Facebook page and twitter handles and post any complaints. He also shared police WhatsApp number (+916009678710/+918794833041) at PHQ meant to post any complain. He said these will be monitored by a team of officers at PHQ headed by SP (Crime) and assured that confidentiality will be maintained if desired. Limasunep also cautioned that submission to illegal demands of extortions by various UGs, notwithstanding any justification, can be harmful to the person who pays. He said when one gives in to such demands, it would lead to a trail of terror funding, offence against the state, abetment to criminal offenceand many other provisions of law that have happened in the past and which will also invoke the attention of the National Investigation Agency(NIA). He also said it was imperative that the criminal justice system was set into motion at a local police station so that justice will be delivered. Limasunep admitted that there were cases where extortionists were bailed out leniently and more so because there was no official complainant. He pointed out that when an FIR is filed by a complainant, it has substance and becomes strong, but an FIR filed suo-moto could cast aspersion on police. Limasunep admitted that at every level, be it investigation, judicial process or prosecution, it needs a lot of improvement. To queries, he said extortions in other districts were not as high as compared with Kohima or Dimapur owing to economic activities. SP (Crime) Manoj was also present at the press conference.

However, the duo regretted that the third point in the agreement that called for rectifying the nature of appointment of SSA teachers of 2010 and 2013 batches and the cabinet meeting held on October 3, 2018, which approved and decided in principle to bring all the teachers of the 2010 and 2013 batches into the school education cadre, had not been fulfilled till date despite repeated appeals from the signatories of the agreement.

Gold may hit Rs 52,000 by Diwali New Delhi, Jun 26 (IANS): With looming uncertainty and no likelihood of an early economic recovery in sight, the bull run in gold prices is here to stay. Analysts expect domestic futures to touch Rs 52,000 per 10 grams in the next few months, till Diwali. Experts also predict that with the current trend, gold may reach historic levels around Rs 65,000 per 10 grams in two years time. Futures of the yellow metal have touched new highs in India off late. On Wednesday, the August contract of gold futures on the Multi-Commodity Exchange (MCX) touched an all-time high of Rs 48,589 per 10 grams. It has, however corrected since and is currently trading at Rs 48,057 on the MCX, higher by Rs 116 or 0.24 per cent from its previous close. Market experts are of the view that both domestic and inter national gold prices are yet not done breaching records and will touch new highs in days to come. The resurgence in the number of new cases of coronavirus infection across the globe has added to the uncertainty and fears. Speaking to IANS, Anuj Gupta, DVP for Commodities and Currencies

Research at Angel Broking, noted, “In short term we are expecting it to reach Rs 48,800-49,000 and for long term, we are expecting Rs 51,000-Rs 52,000 till Diwali.” On the prices in the international market, he said that it may reach around $1,790 per ounce in the near term from the current levels of $1,762 and the long term, it is likely to be around $1,820-1,850 per ounce. Gupta noted that with International Monetary

Fund’s (IMF) latest downward revision of economic outlook, both global and of India, and the rising number of cases and high demand by gold exchange traded funds (ETF) have led to this record breaking rise in gold prices.

US reviewing force posture to Covid rising in countries with big populations counter China’s threat: Pompeo Rome, Jun 26 (AP): While China moved closer to containing a fresh outbreak in Beijing, the coronavirus took a stronger hold elsewhere, including the United States, where surging infections across southern states have highlighted the risks of reopening economies without effective treatment or vaccines. Another record daily increase in India on Friday pushed the caseload in the world’s second most populous nation toward half a million, and other countries with big populations like Indonesia, Pakistan and Mexico grappled with large numbers of infections and strained health care systems. South Africa, which accounts for about half of the infections on the African continent with 118,375, reported a record 6,579 new cases, as transmissions increase after it loosened what had been one of the world’s strictest lockdowns earlier this month. Britain’s health secretary, Matt Hancock, warned that the government has the power to act to prevent overcrowding that could cause new infection spikes. He was responding to scenes of packed beaches and trains heading to coastal resort towns a day earlier and throngs of jubilant fans celebrating Liverpool’s first English soccer league title in 30 years. Hancock told TalkRa-

Visitors wearing masks at the Alamo, which remains closed, in San Antonio, Texas.

dio that he was “reluctant” to close public spaces as “people have had a pretty tough lockdown.” However, he said “we will take action” if there is a spike in the number of coronavirus cases. Italy, one of the hardest hit European nations, battled to control an outbreak among Bulgarian seasonal crop pickers near Naples. The governor of southern Campania region insisted that the workers who live in an apartment complex with dozens of COVID-19 cases must stay inside for just over two weeks, not even emerging for food — authorities will deliver groceries to them. The complex must be kept in “rigorous isolation,” Gov. Vincenzo De Luca said. That means that for 15 days, “nobody

leaves and nobody enters” the apartments, where some 50 cases have been confirmed among about 700 residents. Sweden’s chief epidemiologist, Anders Tegnell, lashed out at the World Health Organization on Friday, calling it “a total mistake” to put his nation on a list of countries where “accelerated transmission” could overwhelm health systems. “This is unfortunately a total misjudgment of the Swedish data,” Tegnell told Swedish radio. A report by the WHO’s Europe office on Thursday named 11 countries, including Sweden, Armenia, Albania, Kazakhstan and Ukraine. Sweden has seen a steep rise in the number of COVID-19 cases but this has been attributed to an increase in testing.

In China, where the pandemic originated in December, authorities have mobilized resources for mass testing and locked down parts of Beijing this month due to an outbreak that has infected 260 people. The 11 new cases reported in the capital Friday continued a downward trend that suggests transmissions have been largely brought under control. The United States, which counts the most infections in the world, is seeing daily jumps in COVID19 cases nearing the peak reached in late April. Arizona’s 3,056 additional infections reported Thursday was the fourth day in a week with a increase over 3,000. Transmissions have spiked following Republican Gov. Doug Ducey’s decision to

lift stay-home restrictions in May. D e a t h s t o l l s h ave dropped even as the number of infections have increased, possibly reflecting better medical treatments and better efforts to prevent infections among the most vulnerable, like nursing home residents. A rising proportion of cases in the U.S. is among younger people, who are more likely than their elders to survive a bout with COVID-19. “This is still serious,” said Dr. Robert Redfield, director of the Centers for Disease Control and Prevention, but “we’re in a different situation today than we were in March or April.” India, which has the world’s second-largest population, has seen regular record daily increases. The 24-hour spike of 17,296 new infections reported Friday raised the confirmed national caseload past 490,000, including 15,301 fatalities. In India and in neighbouring Pakistan, government leaders have resisted new restrictions, citing concerns they could further hurt their struggling economies. A comeback of the virus is also erasing hardwon gains in South Korea, which reported 39 newly confirmed cases on Friday, mostly from the densely populated capital area that had escaped the worst of the country’s outbreak in February and March.

Washington, Jun 26 (PTI): The Trump administration is reviewing its global deployment of forces to ensure it is postured appropriately to counter the People’s Liberation Army, given the increasing threat posed by China to countries like India, Malaysia, Indonesia, and the Philippines in Asia, US Secretary of State Mike Pompeo said on Thursday. Pompeo made those remarks in response to a question during the virtual Brussels Forum 2020 of the German Marshall Fund. “We’re going to make sure we’re postured appropriately to counter the PLA. We think that the challenge of our times, and we’re going to make sure we have resources in place to do that,” Pompeo said in response to a question. The force posture review is being done at the direction of President Donald Trump, as part of which the US is reducing the number of its troops in Germany from about 52,000 to 25,000, he said. Pompeo said that the force posture would be dictated by the ground realities. “In certain places there will be fewer American resources. There’ll be other places - I just talked about the threat from the Chinese Communist Party, so now threats to India, threats to Vietnam, threats to Malaysia, Indonesia, South China

Sea challenges, the Philippines,” he said. “To the extent that that changed, the difference in what the US decided to do impacts adversely a threat some place, it may be that other nations need to step up and take responsibility for their own defense in ways that they hadn’t done previously. So, we want to do this in full consultation with all of our partners all around the world, and certainly our friends in Europe,” Pompeo said. President Trump is being criticised for reducing troops from Germany. His critics say that this will increase the threat from Russia to Europe. Pompeo, however, did not agree with that argument. It has been a long time since there has been a strategic review of our force posture all across the world. The US undertook that starting about 2.5 years ago, whether that was our forces in Africa, our forces

in Asia, the force we have in the Middle East and in Europe, he said. “We began to say these are often decisions that were made in a different time. Should we reallocate those a different way? Should we have a different composition of those forces? Everyone always wants to talk about ground troops. I get it. I was a young tank officer. You described that. There’s nothing I like as much as a good M1 tank. “But it’s often the case that the capacity to deter Russia or other adversaries isn’t determined any longer by just having a bunch of folks garrisoned someplace. So, we really went to back fundamentally relook, what is the nature of the conflict, what’s the nature of the threat, and how should we allocate our resources, whether that’s our resources in the intelligence community, our resources from the Air Force or the Marines and Army,” Pompeo said.

US House Vietnam and Philippines warn of passes 3 feared dead in Glasgow stabbing; suspect killed sweeping ‘alarming’ South China Sea incidents policing bill

HANOI, Jun 26 (Agencies): Vietnam and the Philippines warned of growing insecurity in Southeast Asia at a regional summit on Friday amid concerns that China was stepping up its activity in the disputed South China Sea during the coronavirus pandemic. Both Hanoi and Manila lodged protests with China in April after Beijing unilaterally declared the creation of new administrative districts on islands in the troubled waterways

to which Vietnam and the Philippines also have competing claims. “Even as our region struggles to contain COVID19, alarming incidents in the South China Sea occurred,” Philippine President Rodrigo Duterte told an online meeting of Association of Southeast Asian Nations (ASEAN) leaders on Friday. “We call on parties to refrain from escalating tensions and abide by responsibilities under international law,” he said.

Pak summons Indian diplomat

14 held in HK security law demonstration

Islamabad, Jun 26 (PTI): Pakistan on Friday summoned a senior diplomat from the Indian High Commission to register its protest over the alleged ceasefire violations by the Indian forces along the Line of Control. The Foreign Office claimed that the Indian forces started “indiscriminate and unprovoked firing” in Karela Sector on Thursday, resulting in serious injuries to a 28-year-old villager. “The Indian forces along the LoC and the Working Boundary (WB) have continuously been targeting civilian populated areas with artillery fire, heavy-caliber mortars, and automatic weapons and so far committed 1,487 ceasefire violations in 2020 resulting in 13 deaths and serious injuries to 106 innocent civilians,” the Foreign Office alleged. “These egregious violations of international law reflect consistent Indian attempts to escalate the situation along the LoC and are a threat to regional peace and security,” it claimed.

Hong Kong, Jun 26 (IANS): At least 14 people were arrested in a Hong Kong mall during a “shopping protest” against Chinas impending national security law tailor-made for the city, it was reported. Nine males and five females aged 14 to 55, were arrested on Thursday evening for illegal assembly, police said, after protesters marched around the Yoho Mall shopping centre in Yuen Long chant-

ing slogans, which caused customers to flee and stores to close on what was a public holiday, reports the South China Morning Post. Trouble flared again later in the night after two protesters who were waving a colonial flag and chanting slogans in the mall’s atrium were taken away by plainclothes officers, sparking the anger of a small group of demonstrators nearby. The officers then fired

pepper spray to keep the group at bay. Riot police quickly arrived to provide back up and also used pepper spray. Beijing is drafting legislation for Hong Kong, which will ban secession, subversion, terrorism and collusion with foreign and external influences to threaten national security. The controversial law, of which only a broad outline has been revealed, could be passed as early as June 30.

Washington, Jun 26 (IANS): The Democrat-led US House of Representatives passed a sweeping policing reform legislation largely along party lines, in the wake of a national outcry against police brutality and racism after the killing of an unarmed black man by a Minneapolis police officer. The bill, titled George Floyd Justice in Policing Act of 2020, was named in honour of the 46-yearold African-American man who pleaded “I can’t breathe” before dying in police custody on May 25, reports Xinhua news agency. His death has prompted weeks of protests and civil unrest in at least 140 cities across the US since then. The bill was passed in a vote of 236-181 on Thursday night, with three Republicans crossing party lines to vote on the Democratic side.

According to yet to be confirmed reports, three people died following a stabbing on a stairwell inside the Park Inn hotel in what is usually a busy shopping district in the heart of Glasgow. However, due to the coronavirus lockdown, the hotel is not believed to be functioning in its usual capacity and was possibly being used as some sort of a shelter. British Prime Minister Boris Johnson and UK Home Secretary Priti Patel both took to social media to praise the brave police officers and to urge the public to avoid the scene of the incident. “Deeply saddened by the terrible incident in Glasgow, my thoughts are with all the victims and their families. President Rodrigo Duterte gives his speech during the virtual 36th ASEAN Summit on Friday.

China has been pushing its presence in the Exclusive Economic Zones of other countries while claimants are preoccupied tackling the COVID-19 pandemic, prompting the United States to call on China to stop its “bullying behaviour” there. In early April, Vietnam said one of its fishing boats was sunk by a Chinese maritime surveillance vessel. China said that Vietnam’s claims in South China sea are illegal and “doomed to fail”. In his opening remarks at the ASEAN Summit, Vietnamese Prime Minister Nguyen Xuan Phuc said international institutions and internationl law had been seriously challenged during the global crisis. “The pandemic is fanning the flames of dormant challenges within the political, economic and social environment of the world and in each region,” Phuc said.

The Dixie Chicks change name to ‘The Chicks’

Bieber sues two social media users over sexual assault allegations

J

T

he Dixie Chicks have become the latest band to undergo a name change due to potentially racist connotations, now going by The Chicks. The band released a short statement on their website regarding the name change. “We want to meet this moment.” As per a press release, the band also said, “A sincere and heartfelt thank you goes out to ‘The Chicks’ of [New Zealand] for their gracious gesture in allowing us to share their name. We are honoured to co-exist

together in the world with these exceptionally talented sisters. Chicks Rock!” T h e y h ave s i n c e changed their social media handles to reflect the name change. Jeremy Helligar wrote for Variety that the word ‘Dixie’ has connotations anchored in the slavery era of America, saying, “‘Dixie,’ for the record, is the epitome of white America, a celebration of a Southern tradition that is indivisible from Black slaves and those grand plantations where they were forced to toil for free.”

In addition to the name change, the band have also released their new single ‘March, March’, which is fittingly a protest song. Listen to it below. ‘March, March’ is the third cut we’ve heard from the band’s forthcoming album ‘Gaslighter’ set for release next month. It follows the release of the title track and ‘Julianna Calm Down’. The name change of the band also follows that of Lady A, formerly known as Lady Antebellum, who changed their name for similar reasons. However, Lady

A then came under fire from a Seattle blues singer who has been performing under ‘Lady A’ for two decades. “This is too much right now. They’re using the name because of a Black Lives Matter incident that, for them, is just a moment in time,” Lady A, real name Anita White, said at the time. “If it mattered, it would have mattered to them before. It shouldn’t have taken George Floyd to die for them to realise that their name had a slave reference to it.” (NME)

ustin Bieber is suing two social media users after they accused him of sexual assault online in 2014 and in 2015 respectively. According to Pitchfork, Bieber’s claim against both accusers – named Danielle and Kadi – is that they “fraudulently schemed to seek attention and fame by maliciously posting despicable, blatantly false, fabricated, defamatory accusations that Justin Bieber engaged in sexual assault.” The suit also claims that “it is abundantly clear that these two individuals are trying to capitalize on the climate of fear permeating the entertainment industry.” The allegations surfaced on Twitter earlier this week, with Bieber responding with a series of tweets saying that he was planning to take legal action. “Every claim of sexual abuse should be taken very seriously and this is why my response was needed,” Bieber tweeted. “However this story is factually impossible and that is why I will be working with twitter and authorities to take legal action.” (NME)

Metallica fans have voted for the band’s greatest song

M

etallica fans have been busy voting for the band’s greatest ever song, and the results are in. The month-long tournament has finally come to an end, and it’s ‘Master of Puppets’ that has scooped the top spot after fending off some fierce competition. The title-track from the band’s 1986 album faced off against ‘Dyers Eve’, ‘Atlas’, ‘Rise!’, ‘Ride The Lightning’, ‘Sad But True’, and ‘Fade To Black’ throughout the tournament, but emerged victorious after beating ‘One’ in the fan vote. “The people have spoken and single song stands

alone above the rest,” Metallica said. “Your champion is – drum roll please – Master Of Puppets!” “Along the way it defeated Dyers Eve, Atlas, Rise!, Ride The Lightning, Sad But True, and Fade To Black and One in head to head match-ups… no wonder that thing is in the Library of Congress! Thanks for playing along with us! #ObeyYourMaster #SomeKindOfBracket.” Of course, that decision could soon be up for debate after the band revealed they’re working on new material during lockdown. Speaking in April, dr ummer Lars Ulrich said that there was “a

very good chance” the band would utilise their extra downtime to produce a “quarantine record”, which would follow on from 2016’s ‘Hardwired… To Self Destruct’. Speaking to Swedish talk show host Fredrik Skavlan, Ulrich has now explained that Metallica had been “exchanging some ideas” over Zoom of late. “So far, at least the sonic side of it and the practical elements are in surprisingly good shape, actually,” he said. “So now we’ve just gotta figure out how much we can create without being in the same space.” (NME)

Most of them have been waiting for this green signal, and now in turns, most will begin work. There is a bit of chaos and fear around but the cast and crew are learning to get used to the new normal. I experienced the same emotion like I did on the first day of my shoot on this show. The moment we reached the sets, our temperature and body oxygen levels were checked. We welcomed each other with a namaste, followed by a quick catching up session. There were limited people on sets, and they were wearing masks, including me. Around the sets, there were umpteen number of sanitiser bottles and sprays. It was quite a unique experience, but I am sure with time, we all will get used to it.” Naagin 4’s leading lady Nia Sharma 4 shared photos from her vanity room. She wrote, “Cut to- 3 months later… back to set, my Vanityyyyyyyyyyyyy!! #naagin4 (Jaan hatheli pe lekar)”. The cast and crew have been strictly following safety guidelines set by the government. The actors are only allowed to remove their mask during the shoot. While most have been told to get ready at home, a makeup assistant is available to do touch-ups. Earlier this year, the film was moved from its scheduled July 17 opening date to July 31 with an anticipation that theatres would reopen in July. But as spikes in COVID-19 cases continue, Warner Bros. has released a new date for the film. “Tenet” has now been pushed to August 12, reports hollywoodreporter.com. “Warner Bros. is committed to bringing ‘Tenet’ to audiences in theatres, on the big screen, when exhibitors are ready and public health officials say it’s time. La Liga: Eibar ease relegation fears Platini now a suspect in Swiss case

M A DRID, J u n 2 6 (Agencies): Eibar took full advantage of a fortuitous first-half own goal to ease their relegation worries as they beat Valencia 1-0 at home in La Liga on Thursday to deliver a harsh blow to the visitors’ hopes of playing in Europe next season. Valencia midfielder Geoffrey Kondogbia had little idea when the ball struck him on the foot and deflected into his own net as he tracked back to help defend a corner in the 16th minute. Eibar remain one place above the relegation zone with 32 points but are now six clear of Mallorca immediately below them with seven matches remaining. Valencia stayed in eighth place on 46 points, s eve n a d r i f t a C h a m pions League berth and two points off the Europa League places. Valencia looked for a quick response after conceding but Jose Luis Gaya, who had time and space after a clever dummy by Goncalo Guedes, dragged his 21st minute effort off target. ry, shortly afterwards, for promising talent Ferran Torres after he had opened up the home defence with some clever footwork. Eibar responded when Pedro Leon flashed a powerful shot wide on the stroke of halftime at the Ipurua Stadium. Multiple second-half substitutions did little to

change the contest, which became even tighter as the foul count increased and the flow of the game was compromised. But Valencia goalkeeper Jasper Cillessen had to make a sharp reflex save to keep out a glancing header from Edu Exposito with seven minutes remaining as Eibar came close to another

goal. A se c o nd c a utio n for French international Eliaquim Mangala saw the Valencia defender sent off in the last minute. Espanyol’s plight at the bottom of La Liga was intensified after Thursday’s later game as they lost 1-0 at Real Betis. Marc Bartra head-

ed home the winner at a corner in 48th minute to move Betis well clear of the relegation zone but leave Espanyol still on 24 points and running out of games to try and conjure up a rescue. Meanwhile, Marc Bartra netted Real Betis’ first goal in the post-Rubi era as the Andalusian side beat Espanyol 1-0 at the Estadio Benito Villamarin. The home side started off better in the first half and missed their first notewor thy chance 22 minutes into the game when Sergio Canales’ effort went just wide. Betis finally took the lead just after the interval through Bartra who outjumped the Espanyol defence to head home. The Catalans pushed for an equaliser but Victor Campuzano was unable to hit the target, while Betis came close twice to scoring a second but neither Canales nor Nabil Fekir could beat Diego Lopez. Espanyol tried but failed to worry the Andalusians in the remainder of the game and they now sit bottom of the LaLiga Santander table, eight points from safety.

G e n e va , J u n 2 6 (Agencies): French soccer great Michel Platini has been formally placed under investigation in Switzerland in relation to a $2 million payment he got from FIFA in 2011. Swiss federal prosecutors this month extended their open criminal proceedings into then-FIFA president Sepp Blatter’s role in the payment to include Platini, according to a document seen Friday by The Associated Press. Platini, who was the president of European soccer body UEFA at the time, is suspected of being an accomplice to criminal mismanagement, misappropriation and forgery, the document states. The former France national team captain submitted invoices to FIFA in January 2011 seeking payment for an uncontracted salary when working as a presidential adviser in Blatter’s first term, from 1998-2002. He was paid the next month. Five different courts and tribunals — including the FIFA ethics committee, the Court of Arbitration for Sport and the European Court of Human Rights — have ruled against Pla-

Michel Platini

tini since Swiss prosecutors revealed the allegation in September 2015. Platini and Blatter, who were both banned by FIFA, deny wrongdoing and have not been charged by Swiss prosecutors. The Swiss attorney general’s office did not immediately respond to a request for comment. Platini’s four-year ban expired in October and he has been planning to return to the sport. The long-standing allegation was revived two years after Platini said Swiss prosecutors told him he had been cleared of wrongdoing. However, a new prosecutor was appointed to lead some investigations last year in the wider Swiss probe of corruption allega-

tions in international soccer that began in 2014. Prosecutor Thomas Hildbrand’s name appears on official documents relating to Platini’s case that have been seen by the AP. Hildbrand also extended criminal proceedings against Blatter this month for suspected criminal mismanagement to include a $1 million loan FIFA made to the Trinidad and Tobago soccer federation in 2010. That money went into the control of then-FIFA vice president Jack Warner, who was campaigning in the Caribbean nation’s general election at the time. Warner has since been banned by FIFA and is fighting extradition to the United States, where he was indicted on financial corruption charges five years ago.

Fed Cup finals postponed until 2021 Aus, NZ named hosts for 2023 Women’s WC

Paris, Jun 26 (Agencies): The Fed Cup tennis finals in Budapest have been rescheduled for April 13-18, 2021 after they were postponed indefinitely due to the coronavirus pandemic, the ITF announced Friday. The revamped 12team women’s competition was initially due to take place on indoor clay in the Hungarian capital in April but was called off in response to the virus outbreak. “Due to the ongoing challenges presented by the COVID-19 pandemic, it has not been possible to reschedule the postponed Finals in 2020,” the ITF said in a statement. “In addition to the Laszlo Papp Arena being unavailable over the latter part of the year, there re-

main significant logistical and regulatory challenges that mean hosting an indoor mass gathering while guaranteeing the health and safety of all involved will not be feasible.” Eight Fed Cup playoff ties to be held at various venues around the world were also put on hold in March. They will be played next February. “While it is regrettable that the Finals will not be able to take place this year, we are confident that we will be able to host a superb event in Budapest in April 2021,” said ITF president David Haggerty. “In these extraordinary times, we believe that the best way forward in order both to protect the health and safety of all involved and to best respect the integrity of the compe-

tition is to extend this year’s Fed Cup into 2021, with the event returning to an annual basis the following year.” The move to reform the Fed Cup followed a similar overhaul of the Davis Cup in men’s tennis, with Madrid hosting the inaugural finals in Madrid last November. The previous format, which saw the eight-team World Group decided over three ties separated over the course of the season, was criticised for being too protracted and for not protecting player welfare which led many top players to stop representing their countries. The new-look tournament will offer a total prize pot of $18 million with $12 million going to players and $6 million to national tennis associations. The finals will feature four groups of three teams, with the winners progressing to the semi-finals and final. All matches will consist of two singles and one doubles. France won last year’s competition after beating Australia 3-2 in the final in Perth.

Zurich, Jun 26 (Agencies): Australia and New Zealand were handed the right to host the 2023 Women’s World Cup soccer tournament by a comfortable margin after a vote by the FIFA Council on Thursday. Their joint proposal beat a rival bid from Colombia to host the tournament which is being expanded to 32 teams. Japan, who had also put forward a bid to stage the event, pulled out on Monday after they were ranked below the joint bid by world governing body FIFA’s evaluation report. The report highlighted the infrastructure and organisational advantages of the Australia/New Zealand bid which FIFA believed would make for a commercially successful tournament. “The FIFA Women’s World Cup 2023 in Australia and New Zealand will be ground-breaking in many ways,” said a delighted Chris Nikou, president of Football Federation Australia (FFA). “Not only will it be the first ever co-confederation

Van Ginkel signs new 1-year Chelsea contract

Marco van Ginkel

Lo n d o n, J u n 2 6 (Agencies): Marco van Ginkel has been given another chance to prove himself for Chelsea after being handed a new one-year contract at Stamford Bridge. The 27-year-old has spent eight years as a Blues player after joining from Vitesse in 2013 for £8 million, and was dubbed the ‘next Frank Lampard’ by the Dutch club’s former boss Peter Bosz. However long-term inK Y M C

juries and spells out on loan have limited his chances of making an impact on the Chelsea first team. The Netherlands international midfielder suffered a cruciate knee ligament injury two months into his Blues career - after making what are only his four first-team appearances for the club so far - and after recovering spent the whole of the 2014-15 campaign on loan with AC Milan. In the following cam-

paign, the central midfielder had a further two loan spells, with Premier League side Stoke City and then back in the Eredivisie at PSV. He impressed in Eindhoven, scoring eight goals in 16 matches to win his temporary side the league title and earn himself a recall to the national team. He has spent more time on loan at PSV since, however in July 2018 he needed an operation on his

knee and he has not played a professional game since, but he had finally returned to full training before the 2019-20 season was postponed due to the coronavirus outbreak. Chelsea manager Lampard seems keen to give Van Ginkel a chance to resume his career at the top level, and the player recently spoke about his positivity of getting a new Stamford Bridge deal and of proving himself capable of starring for the club. He told Dutch publication AD, “My agent, Karel Jansen, is in talks with Chelsea about a new contract for me. I am very happy at this show of confidence in me by the club.” “It is quite something when a club tries to keep a player who has been out injured so long and in these uncertain times as well. If a deal can be done I expect to make my comeback in Chelsea’s Under-23 side.” “The prospects look very good. I have worked really hard to come back. I can now train four to five times a week. I was on the point of re-joining group training in March before the coronavirus outbreak.”

hosted FIFA World Cup and the first ever FIFA Women’s World Cup in the Asia-Pacific region, but we will unlock the huge potential for growth in women’s football in the Asia-Pacific region.” There had been media reports that the vote could be tight with UEFA’s European representatives backing Colombia but in the end the margin of victory was wide with Australia and New Zealand gaining 22 votes to Colombia’s 13. The 2019 World Cup in France was hailed as a watershed for global interest in the women’s game and FIFA President Gianni Infantino personally drove the campaign to increase the field to 32 teams from 24 for 2023. Infantino had also expressed a preference for the successful Australia/New Zealand bid during the FIFA Council meeting. Colombia, who were hoping to become the first South American nation to hold the tournament, were disappointed at the decision but vowed to keep fighting to host a major FIFA event.

CONMEBOL WC qualifiers from Sep Zurich, Jun 26 (IANS): The FIFA Council has approved the plans by the South American Football Confederation (CONMEBOL) to begin its 2022 World Cup qualifiers in September. In a statement, FIFA however added that the September start remained subject to “continued monitoring” of the COVID-19 pandemic and travel restrictions in the region. The intercontinental playoff has been postponed from March to June 2022, FIFA said. The South American qualifiers were postponed just days before their scheduled start in March because of the global health crisis, which has claimed more than 4.5 lakh lives across the world thus far. CONMEBOL has since stated that it hopes to begin the tournament in September. The FIFA Council also supported a pan-Arab tournament to be played in 2021: an invitational competition for men’s national teams that will be contested by Arab nations from Africa and Asia.

Australia and New Zealand were handed the right to host the 2023 Women’s World Cup soccer tournament.

“We wanted the seat of the Women’s World Cup 2023 for Colombia and we gave everything to get it,” the country’s sports Ministry wrote on twitter. “We will work more strongly to bring another World Cup to Colombia. With the efforts of all, women’s soccer (here)...

will keep growing.” Infantino said the wo m e n’s t o u r n a m e n t should head to South America soon and suggested that increasing the regularity of the tournament to every two years, instead of a four-year gap, was worth considering. “It is something we

will look at,” he told reporters after praising the bid process’s transparency. FIFA published details of their bid evaluation process and released all the individual votes of members of the FIFA Council, in contrast to the secrecy of some of the hosting votes in the past.

FA Cup can be catalyst for future Man Utd success: Ole

L o n d o n, J u n 2 6 (Agencies): Ole Gunnar Solskjaer says winning the FA Cup could be a catalyst for further success as Manchester United prepare to face Norwich in the quarter-finals on Saturday. United have not won a trophy since lifting the League Cup and Europa League in 2017, and witnessed rivals Liverpool claim their first Premier League title on Thursday night. However, Solskjaer has led United on a 13match unbeaten run in all competitions, and four points from their first two matches since lockdown - as well as the return to fitness of Paul Pogba and Marcus Rashford - has stoked optimism at Old Trafford. United go into their game at Carrow Road as strong favourites, and Solskjaer said: "The FA Cup is a fantastic tournament and it's a fantastic final to play a part in. It's a fantastic trophy to lift. "Our team now is a new team, and to get our hands on the first tro-

phy and to win a first title would be fantastic, and hopefully a catalyst for things to come." Solskjaer won the FA Cup twice as a United player - in 1999 and 2004 - and memorably scored the winner against Liverpool in the fourth round during their Treble-winning season. He rates that goal - as well as walking out at the old Wembley for the 1999 final against Newcastle - as his greatest moments in the competition. "The FA Cup's fantastic," Solskjaer explained. "When I was a young boy back home, it was always the last game and the cli-

max of the season. It was a game to look forward to and broadcast live in Norway.” "That goal against them [Liverpool] was probably the best moment in the FA Cup for me - apart from, of course, when you walk out at old Wembley. That was a proud moment for me, and my dad was in the stands.” "I've lifted it twice as a player, so hopefully I can get a chance to walk out at Wembley again. I'm not sure if the youngsters nowadays really understand how much it means. But I think our players have certainly realised." K Y M C

Liverpool win Premier League title after 30 years

L O N D O N , J un 2 6 ( Agencies ) : T h i r t y years of hurt came to an end for Liverpool when they were confirmed as Premier League champions on Thursday courtesy of second-placed Manchester City’s 2-1 defeat by Chelsea. The result at Stamford Bridge means Liverpool have an unassailable 23point lead over City with seven games left. Liverpool were last champions of England when they won the old First Division title in 1989-90 after which a decline in fortunes saw Manchester United and Arsenal, then Chelsea and Manchester City seize power. Inspirational manager Juergen Klopp has rekindled the Anfield flame though and delivered the club’s 19th top-flight title, one behind arch-rivals United’s record of 20, after finishing runners-up to City in a thrilling race last season. As the Chelsea game moved into stoppage time at an empty stadium in London, 350km away outside Anfield Liverpool fans began lighting red flares as the celebrations began in earnest. Also watching from afar was an emotional Klopp. “I have no words, it’s unbelievable and much more than I ever thought would be possible,” he told Sky Sports after being congratulated by Liverpool great Kenny Dalglish, manager of the 1989-90 title winners. “It’s easy to motivate this team because of our great history. It’s pure joy for me to coach them.” In the last 12 months Liverpool have won the Champions League, the

UEFA Super Cup and World Club Cup, but regaining their status as top dogs in England, something that was almost a given in the 1970s and 1980s, was the priority. Despite the COVID-19 pandemic forcing a threemonth suspension of the season and delaying Liverpool’s coronation, they have won the title with a record seven games to spare. They eclipsed the mark jointly held by Manchester United (2000-01) and Manchester City (2017-18), who sealed their respective titles with five games left. City manager Pe p Guardiola paid tribute to Liverpool. “Big congratulations for Liverpool,” said the Spaniard, whose title-winning side finished 25 points ahead of Klopp’s team two seasons ago and pipped them by a point last term. “After 30 years without the title they played every

game this season like it was their last with incredible focus. We were not consistent enough,” he added. Had it not been for the unprecedented stoppage Liverpool were on course to smash the record for the earliest clinching of the league title. Instead, they are now the first team to lift the coveted trophy as late as June. Liverpool finished last season with nine straight league wins and, after claiming the Champions League by beating Tottenham Hotspur in Madrid, began the new campaign in relentless fashion to leave rivals trailing in their wake. With 28 wins and one defeat in 31 games, Liverpool have set a recordbreaking pace and were 25 points clear in February — the biggest lead in Premier League history. When they beat West Ham United that month it was their 18th successive

top-flight win, matching Manchester City’s record, before their hopes of an unbeaten season were dashed by a 3-0 defeat at Watford, a result that was merely a blip. Leading the charge has been Mohamed Salah, the Egyptian forward who is the first Liverpool player to score at least 20 goals in all competitions in three consecutive seasons since Michael Owen at the start of the millennium. Salah scored on Wednesday as Liverpool thrashed Crystal Palace 4-0 at Anfield, a result that meant City had to beat Chelsea to delay the inevitable for a while longer. City were the first team to breach the 100-point barrier in the Premier League two seasons ago but Liverpool are on course to shatter that mark, as well as records for most points at home (55) and most wins in a season (32).

Chelsea beat Manchester City 2-1

Christian Pulisic scored for Chelsea in a 2-1 win over Manchester City at Stamford Bridge on Thursday in the Premier League with the visitors finishing with 10 men. The result means that Liverpool, who thrashed Crystal Palace on Wednesday, have clinched a firstever Premier League title and a first in England’s top flight in 30 years as Man City can no longer mathematically catch the leaders, whom they trail by 23 points. Manchester City dominated possession in the opening half-hour, but couldn’t find a goal as the hosts continued to grow into the match. A mix-up at midfield by the City defence allowed Pulisic to rush on to a loose ball, with the U.S. international charging in on goal and calmly slotting past Ederson to put Chelsea ahead in the 36th minute. The goal was Pulisic’s second in as many games and seventh in the Premier League this season as Chelsea took a 1-0 lead into half-time. Man City drew level early in the second half on the back of a

phenomenal free kick from Kevin De Bruyne after N’Golo Kante had fouled Riyad Mahrez just outside the penalty area. Pulisic looked to have had his second on the night to restore Chelsea’s lead, but an incredible defensive effort from a sliding Kyle Walker kept the ball from crossing the goalline. More goalline heroics from Ederson and the City defence looked to have kept Chelsea from taking the lead, but VAR intervened to award a penalty to Chelsea for handball on Fernandinho, with Willian stepping up to dispatch the spot kick for 2-1. Fernandinho was shown a straight red for having swatted Tammy Abraham’s goal-bound shot away on the goalline and Man City could not find a way back into the match as they finished down a man. Title-implications aside, the win was also a massive boost to Chelsea’s quest to finish in the Champions League places, solidifying the team’s hold on fourth place in the table with 54 points.

Loan players may be eligible for clubs in EFL London, Jun 26 (IANS): English Football League clubs, who are ravaged by injuries to players, have been given a shot in the arm following a rule change concerning expired loan deals. This essentially means that some players who were loaned out earlier in the season will now be eligible to play for their parent outfit, said a BBC Sport report. The report further said that rule only applies to players whose loan club’s season has been curtailed. A Birmingham statement said: “After a change in EFL rules, voted for by clubs, it means players loaned out on standard and international loans who have returned to their parent side are eligible for them again. “Previously players were registered with their loan club for the duration of the loan, whether six months or 12 months.”

Aaron Finch

S y dne y, J un 2 6 (IANS): Australia limitedovers captain Aaron Finch has said that he already has set his eyes on the 2023 World Cup and is constantly thinking about the 2020 T20 World Cup. Finch’s team last played in March in a closed-door ODI match against New Zealand at the Sydney Cricket Ground before the series became one of many that were called off or postponed due to the coronavirus pandemic. I’m a cricket nuffy so you are always thinking about it, especially being captain and with what’s coming up with the T20 World Cup, whenever that might be, and there’s a couple of them and looking forward to the 2023 50over World Cup in India,” Finch told SEN Radio. “We are just in the processing of nutting out

how we go about winning that, what we’ll need to do down the track to be successful in those three tournaments.” The T20 World Cup, scheduled to be held from October 18 to November 15 this year in Australia, is under a shadow of doubt due to the pandemic. Finch however said that the planning for the tournament or the 2023 event has always been on. The 2023 World Cup is scheduled to be held in India between February and March. Australia are the most successful side in the tournament having won it five times. They had lost in the semi-final to eventual champions England in the 2019 edition. “In the 50-over space it’s about working back from that 2023 World Cup and really getting a detailed plan of how we think we’ll

have to win it, what’s the structure of the side we’ll need in India,” said Finch. “Is it going to be two spinners, is it going to be an extra all-rounder, and kind of work back from there.” “If there’s someone new we identify who could perhaps have a big impact... make sure they have enough experience so in a high-pressure semi-final you aren’t going in hoping they’ll do well, you know they have the form and enough experience behind them to make sure they are comfortable with international level. “It’s not rocket science, it’s going through data, a bit of gut instinct of what you feel will be the trends of one-day cricket. Will it be 400, or will it be that 320-mark with some wearing pitches in India and a couple of spinners in your side?” he wondered.

Inter Milan’s Skriniar handed 3-match ban Rome, Jun 26 (IANS): Inter Milan’s defender Milan Skriniar will miss the following three Serie A games as the Slovakian has been handed a three-match ban don account of his misbehaviour in the league. The 25-year-old was irritated and expressed his anger to the referee after being sent off in the Inter Milan 3-3 draw against Sassuolo, reports Xinhua news agency. The Disciplinary Commission pointed out besides the one-match ban for the red card, deciding to suspend Skriniar for another two games, meaning the starting defender will miss Inter Milan’s trip to Parma and two home games against Brescia and Bologna. In addition, the coach of Inter Milan Antonio Conte will also be banned for one match after collecting his fifth warning.
