DIMAPUR, JUN 28 (NPN): NSCN (I-M) chairman/Yaruiwo Isak Chishi Swu, who began his life’s journey in the quest for Naga freedom, died after a protracted ailment at Fortis Hospital, Delhi Tuesday at around 12.40 p.m. He was 87 and leaves behind his wife Khulu, five sons, one daughter and two grand daughters. The chairman of the NSCN (I-M) and veteran Naga nationalist leader was also a signatory to the August 3, 2015 Naga Peace Accord which held the blueprint of a Framework Agreement to be finalized between the group and the government of India. NSCN (I-M) sources said that the body would be brought to Dimapur on June 30 by a special chartered plane and taken straight to Hebron camp. On July 1, the NSCN (I-M) will accord a state funeral. On July 2, late Isak’s body will be taken to his native Chishilimi village. Final decision on the funeral and burial service was yet to be finalized. On June 29, a brief condolence service would be held at Delhi organized by the Naga Forum Delhi. Hopeful of solution soon says Muivah NEW DELHI, JUN 28 (PTI): NSCN (I-M) Tuesday hoped that a solution to the decadesold Naga insurgency problem will be found soon, Th. Muivah said. “Government of India is serious and we are also serious. Our commitment is there. We are hopeful for a solution soon,” NSCN-IM general secretary Th. Muivah told reporters after paying glowing tributes to his long-time colleague and the chairman. Muivah said progress has been made in the ongoing peace dialogue between the NSCN-IM and the government’s emissary. Muivah said Swu’s demise was a shock but could not be avoided. “The departure of the chairman is a shock but this is what we can’t avoid. We wanted him to be with us till the end of the solution. My tribute,” he told reporters here.

NLSF sit-in to demand for govt law colleges

DIMAPUR, JUN 28 (NPN): As part of its phase-I agitation, the Nagaland Law Students’ Federation (NLSF) has resolved to hold sit-in protest in all the respective college premises on July 7, 10am to 12 noon. In a press release, NLSF president, Lanusowa, and vice president, Wekhrope Marhu, stated that the objective of the protest was to put pressure on the government to set up Government Law Colleges and to give equal importance to the subject of law on a par with other professional studies in the state.

He did his early education at American Mission School at Chishilimi and later continued his studies at Government High School, Kohima and graduated with Political Science honours from St. Anthony’s College, Shillong Late Isak joined the Naga movement in the late 1950’s and served as NNC Foreign Secretary (1959-66), chaplee kilonser (1966-76) and NNC vice president from 1976-1980. Isak Chishi Swu, Th Muivah and S.S. Khaplang were instrumental in forming the National Socialist Council of Nagaland (NSCN) on January 31, 1980 opposing the Shillong Accord signed by Naga National Council (NNC) with the Government of India. However, following a disagreement within the group, they further split into two factions, one led by Khaplang (NSCN-K) and the other led by Isak Chishi Swu and Th. Muivah as (NSCN-IM). Prior to joining the Naga movement he was one of the champions to restore peace in the troubletorn Nagaland in the late fifties. As a matter of fact, he and late Gohovi Sumi were sent as peace emissaries to the Naga Federal Government but they never returned back from there. CM education row: Judgement reserved Staff Reporter

PEREN, JUN 28 (NPN): The Court of Judicial Magistrate First Class (JMFC) Peren on Tuesday “reserved” the order of the final hearing on the “issue of limitation” pertaining to Nagaland chief minister, T.R. Zeliang’s education row. In the proceeding that stretched on for more than four hours, counsels’ of both complainant and defendant argued their case to the magistrate. The defendant’s counsel, K. Zhimomi through a “written objection” signed by T.R Zeliang, argued that the case against his client be dismissed as complaint against Zeliang was filed after more than two years, which was beyond the period of limitation-one year period. With regards to “knowledge of offence” in the issue of limitation, Zhimomi argued that affidavit and other details of election candidates were made public through various means in February 2013. Zeliang’s counsel also stated that the complainant, a supporter of his client’s political rival, was politically motivated. Representing the complainant, former advocate general of Nagaland, KN Balgopal, argued that limitation, as per section 469 CrPC a, b, and c, would commence either from the date of commission of the offence, or from the date of knowledge of the offence or from the date of identification of the offender. three ingredients had to be present for fixing the period of limitation, and, therefore, argued that if an offence was committed on a particular date but there was neither knowledge nor identification of the offender, the limitation would commence only after establishing both. He also argued that even after knowing both date and knowledge of offence, if the offender was not identified, the limitation would start only after offender was identified. Emphasising his point, Balgopal remarked, “People would make a mockery of criminal proceedings because all an offender has to do is commit an offence, disappear and re-appear only after the period of limitation expires.” He also pointed out the respondent had made an addition to the Supreme Court order in his written objection so as to prejudice the court

misleading and misguiding those elements whereby their issues were even brought up and discussed at the cabinet level.” KU also appealed and warned the entire Konyak populace and “those currently wooed into SRF with magnificent profiles to immediately denounce it.” It also appealed to citizens to join the common platform actively. “Any individual or group who tries to dismantle the integrity and unity that had been cradled by our ancestors shall not be tolerated even by the God of the Konyaks,” KU said. Alleging involvement of the third party in polluting the sanctity of the tribal institution and society, KU has asked those responsible to restrain/ refrain from fooling and wooing those poor public with fictitious plan/information immediately. KU said it would not hesitate for any action if its appeal was not adhered to. Konyak Union has informed that another round of meeting would be held on June 30 at Mon town and asked all the units under the umbrella of the KU to attend.

DIMAPUR, JUN 28 (NPN): Konyak Union has declared the “self proclaimed Sovereign Republic of Freeland (SRF)” as “un-mandated and illegal within Konyak soil.” In a press release, KU president Manlip Konyak and general secretary Honang Konyak said the proposed conference of SRF scheduled on June 28, 2016 at Mon town had been barred by the citizens of Mon Town on the midnight of June 27. Upholding its standing resolution on “One Code”, KU has outrightly condemned the activity of the “so called SRF within its tribal Institution.” The union warned that henceforth, any individual/ group who attempted to disrupt/disturb the “existing social harmonium established under the code of law” would not be tolerated at any cause. Acting on the report that NST bus carrying SRF activists were travelling towards Mon and on confirmation of their intention, KU said it strongly opposed the move as per the aspiration and stand of the people. KOHIMA, JUN. 28 (NPN): NPF president, Dr. Shurhozelie Liezietsu said “Nagas belongs to the same family, by blood and not by choice and it is our birth right and fundamental right to live together under same administrative units”. He said this while addressing the one day political conference cum interface of the NPF Manipur state unit (MSU) at indoor stadium Senapati, Manipur on Tuesday. Addressing a mammoth gathering of NPF party workers, Dr. Shurhozelie stated that there was nothing wrong against anyone, if members of the same family express their desire to live together. He recalled that for the Naga integration, the Nagaland legislative Assembly had passed resolution on four occasions on December 12 1964, August 28 1970, September 16 1994 and December 18 2003. He said that the recognition given by the ECI

after NPF bagged four seats in Manipur was a big boost for the party to set its foothold and reach out to the people for a change. He said that the resignation of the four MLAs against the three bills, passed by the Manipur Assembly, was the highest sacrifice. This clearly demonstrated the party’s policy for Naga and the hill people, he added. On the forthcoming election in Manipur due to be held in 2017, Shurhozelie urged the party men to reach out to the people and set its priorities without further delay. He further slammed the Ibobi led government for playing divisive politics that resulted in creating an atmosphere of hatred between different sections of the people. DIMAPUR, JUN 28 (NPN): District and Sessions Judge, Dimapur, Neiko Kanuo, on Tuesday has passed conviction order against the accused Vitoka in connection with the rape of a minor girl in Dimapur on December 14, 2011. In a press release, public prosecution H. Kughashe Swu said that the judge pronounced the verdict after considering that the prosecution has proved their case beyond all reasonable doubt. The court observed that the convict person did not deserve leniency, but deserved maximum rigorous punishment to hear the cry of justice. Public prosecution said the accused was found guilty of the offence u/s 376 (2) (f) of IPC and was convicted and sentenced to suffer rigorous imprisonment for 10 years and to pay a fine of Rs. 2000 and in default of payment to suffer further imprisonment for another two months. The judge also recommended proper relief under section 357-A of Cr.PC to victim minor to rehabilitates as per Victim Compensation, 2012. K Y M C
