DIMAPUR, JUN 28 (NPN): NSCN (I-M) chairman/Yaruiwo Isak Chishi Swu, who began his life’s journey in the quest for Naga freedom, died after a protracted ailment at Fortis Hospital, Delhi Tuesday at around 12.40 p.m. He was 87 and leaves behind his wife Khulu, five sons, one daughter and two grand daughters. The chairman of the NSCN (I-M) and veteran Naga nationalist leader was also a signatory to the August 3, 2015 Naga Peace Accord which held the blueprint of a Framework Agreement to be finalized between the group and the government of India. NSCN (I-M) sources said that the body would be brought to Dimapur on June 30 by a special chartered plane and taken straight to Hebron camp. On July 1, the NSCN (I-M) will accord a state funeral. On July 2, late Isak’s body will be taken to his native Chishilimi village. Final decision on the funeral and burial service was yet to be finalized. On June 29, a brief condolence service would be held at Delhi organized by the Naga Forum Delhi. Hopeful of solution soon says Muivah NEW DELHI, JUN 28 (PTI): NSCN (I-M) Tuesday hoped that a solution to the decadesold Naga insurgency problem will be found soon, Th. Muivah said. “Government of India is serious and we are also serious. Our commitment is there. We are hopeful for a solution soon,” NSCN-IM general secretary Th. Muivah told reporters after paying glowing tributes to his long-time colleague and the chairman. Muivah said progress has been made in the ongoing peace dialogue between the NSCN-IM and the government’s emissary. Muivah said Swu’s demise was a shock but could not be avoided. “The departure of the chairman is a shock but this is what we can’t avoid. We wanted him to be with us till the end of the solution. My tribute,” he told reporters here.
NLSF sit-in to demand for govt law colleges
DIMAPUR, JUN 28 (NPN): As part of its phase-I agitation, the Nagaland Law Students’ Federation (NLSF) has resolved to hold sit-in protest in all the respective college premises on July 7, 10am to 12 noon. In a press release, NLSF president, Lanusowa, and vice president, Wekhrope Marhu, stated that the objective of the protest was to put pressure on the government to set up Government Law Colleges and to give equal importance to the subject of law on a par with other professional studies in the state.

He did his early education at American Mission School at Chishilimi and later continued his studies at Government High School, Kohima and graduated with Political Science honours from St. Anthony’s College, Shillong Late Isak joined the Naga movement in the late 1950’s and served as NNC Foreign Secretary (1959-66), chaplee kilonser (1966-76) and NNC vice president from 1976-1980. Isak Chishi Swu, Th Muivah and S.S. Khaplang were instrumental in forming the National Socialist Council of Nagaland (NSCN) on January 31, 1980 opposing the Shillong Accord signed by Naga National Council (NNC) with the Government of India. However, following a disagreement within the group, they further split into two factions, one led by Khaplang (NSCN-K) and the other led by Isak Chishi Swu and Th. Muivah as (NSCN-IM). PEREN, JUN 28 (NPN): The Court of Judicial Magistrate First Class (JMFC) Peren on Tuesday “reserved” the order of the final hearing on the “issue of limitation” pertaining to Nagaland chief minister, T.R. Zeliang’s education row. In the proceeding that stretched on for more than four hours, counsels’ of both complainant and defendant argued their case to the magistrate. The defendant’s counsel, K. Zhimomi through a “written objection” signed by T.R Zeliang, argued that the case against his client be dismissed as complaint against Zeliang was filed after more than two years, which was beyond the period of limitation-one year period. With regards to “knowledge of offence” in the issue of limitation, Zhimomi argued that affidavit and other details of election candidates were made public through various means in February 2013. Zeliang’s counsel also stated that the complainant, a supporter of his client’s political rival, was politically motivated. Representing the complainant, former advocate general of Nagaland, KN Balgopal, argued that limitation, as per section 469 CrPC a, b, and c, would commence either from the date of commission of the offence, or from the date of knowledge of the offence or from the date of identification of the offender. He stated that all these

three ingredients had to be present for fixing the period of limitation, and, therefore, argued that if an offence was committed on a particular date but there was neither knowledge nor identification of the offender, the limitation would commence only after establishing both. He also argued that even after knowing both date and knowledge of offence, if the offender was not identified, the limitation would start only after offender was identified. Emphasising his point, Balgopal remarked, “People would make a mockery of criminal proceedings because all an offender has to do is commit an offence, disappear and re-appear only after the period of limitation expires.” He also pointed out the respondent had made an addition to the Supreme Court order in his written objection so as to prejudice the court

To express solidarity with their leader, nearly one thousand NPF youth members and party workers were present outside the court premises till the end of hearing. misleading and misguiding those elements whereby their issues were even brought up and discussed at the cabinet level.” KU also appealed and warned the entire Konyak populace and “those currently wooed into SRF with magnificent profiles to immediately denounce it.” It also appealed to citizens to join the common platform actively. “Any individual or group who tries to dismantle the integrity and unity that had been cradled by our ancestors shall not be tolerated even by the God of the Konyaks,” KU said. Alleging involvement of the third party in polluting the sanctity of the tribal institution and society, KU has asked those responsible to restrain/ refrain from fooling and wooing those poor public with fictitious plan/information immediately. KU said it would not hesitate for any action if its appeal was not adhered to. Konyak Union has informed that another round of meeting would be held on June 30 at Mon town and asked all the units under the umbrella of the KU to attend.

DIMAPUR, JUN 28 (NPN): Konyak Union has declared the “self proclaimed Sovereign Republic of Freeland (SRF)” as “un-mandated and illegal within Konyak soil.” In a press release, KU president Manlip Konyak and general secretary Honang Konyak said the proposed conference of SRF scheduled on June 28, 2016 at Mon town had been barred by the citizens of Mon Town on the midnight of June 27. Upholding its standing resolution on “One Code”, KU has outrightly condemned the activity of the “so called SRF within its tribal Institution.” The union warned that henceforth, any individual/ group who attempted to disrupt/disturb the “existing social harmonium established under the code of law” would not be tolerated at any cause. Acting on the report that NST bus carrying SRF activists were travelling towards Mon and on confirmation of their intention, KU said it strongly opposed the move as per the aspiration and stand of the people. KOHIMA, JUN. 28 (NPN): NPF president, Dr. Shurhozelie Liezietsu said “Nagas belongs to the same family, by blood and not by choice and it is our birth right and fundamental right to live together under same administrative units”. He said this while addressing the one day political conference cum interface of the NPF Manipur state unit (MSU) at indoor stadium Senapati, Manipur on Tuesday. Addressing a mammoth gathering of NPF party workers, Dr. Shurhozelie stated that there was nothing wrong against anyone, if members of the same family express their desire to live together. He recalled that for the Naga integration, the Nagaland legislative Assembly had passed resolution on four occasions on December 12 1964, August 28 1970, September 16 1994 and December 18 2003. He said that the recognition given by the ECI
after NPF bagged four seats in Manipur was a big boost for the party to set its foothold and reach out to the people for a change. He said that the resignation of the four MLAs against the three bills, passed by the Manipur Assembly, was the highest sacrifice. This clearly demonstrated the party’s policy for Naga and the hill people, he added. On the forthcoming election in Manipur due to be held in 2017, Shurhozelie urged the party men to reach out to the people and set its priorities without further delay. He further slammed the Ibobi led government for playing divisive politics that resulted in creating an atmosphere of hatred between different sections of the people. DIMAPUR, JUN 28 (NPN): District and Sessions Judge, Dimapur, Neiko Kanuo, on Tuesday has passed conviction order against the accused Vitoka in connection with the rape of a minor girl in Dimapur on December 14, 2011. In a press release, public prosecution H. Kughashe Swu said that the judge pronounced the verdict after considering that the prosecution has proved their case beyond all reasonable doubt. The court observed that the convict person did not deserve leniency, but deserved maximum rigorous punishment to hear the cry of justice. Public prosecution said the accused was found guilty of the offence u/s 376 (2) (f) of IPC and was convicted and sentenced to suffer rigorous imprisonment for 10 years and to pay a fine of Rs. 2000 and in default of payment to suffer further imprisonment for another two months. The judge also recommended proper relief under section 357-A of Cr.PC to victim minor to rehabilitates as per Victim Compensation, 2012. K Y M C

NBCD bans; informs
DIMAPUR: Notun Bosti Council Dimapur (NBCD) has directed all alcohol/local brew sellers within its jurisdiction to close shop within 25 days of this notification. In a press note, NBCD chairman E Jon Ezung and secretary Kavito N Ayemi informed that the council has banned bootlegging and sale of tobacco products within the colony warning that defaulters would be fined Rs. 5000. The union stated the resolution was decided and approved in the general body meeting keeping in view the health hazards and menace associated with such products. Further, NBCD also informed dog owners to properly chain and control their pets warning that it would impose fine for failure to comply with the order in the first offence. In case of repeated failure to comply with the order, the union warned of shooting the dog and in the event of the dog biting a person, the owner would be fined Rs. 5000 for medical expenditure.

SVSU, RMSA contractor settle issue Correspondent
KIPHIRE, JUN 28 (NPN): Seyochung Village Students’ Union (SVSU) has withdrawn the FIR lodged against the contractor of Rashtriya Madhyamik Shisha Abhiyan (RMSA) Nagaland which was filed on June 17 at Police station Kiphire. This settlement has arrived after the RMSA contractor (M/s. Khedi Development Agency) and SVSU held a joint sitting at Seyochung village. In the meeting, RMSA contractor has given an assurance to start constructing the high school building beginning by July 1, 2016 and to complete the same within one year. The contractor also assured to construct as per the government specification norms for the building construction and the remaining payment to seek after obtaining clearance certificate

L O N G L E N G, J U N 2 8 (NPN): One minor boy was reportedly drowned in a fishery pond when a group of friends went for a swimming Tuesday evening.
According to reports, 12 year old L. Bangkan Phom son of Longei Phom of Bhumnyu village under Longleng sadar and presently residing at Muli ward Longleng went out for swimming along with his friends (all minors) when
the incident occurred. The deceased a student of St. Joseph’s school Longleng was studying in class V. As soon as the words spread of the boy being drowned, nearby residents rushed to the site and fished out the body.

In his condolence message, the chief minister said “on the several occasions that I have had the privilege to interact with him I have always been impressed by his dedication to the cause of the Naga people – the cause for which he had forsaken the numerous opportunities of personal comfort he could have easily availed as one of the few Naga graduates in the 1950s.” Describing late leader as “a thorough gentleman, soft spoken and God-fearing”, Zeliang said he always had a word of guidance for the younger Naga leaders that the fear of the Lord should be, and must be, the guiding spirit for any leader so as to lead the people in the right direction. “If God is on our side, no problem is too big to be insurmountable, he had been quoted on several occasions,” chief minister said. Zeliang opined that under Isak’s leadership, the organization was greatly enriched with Christian principles, and the followers too could imbibe themselves with piety that the leader exuded. “As the fatherly figure that he was to many of us, it was always comforting to be in his presence and interactions with him were always enlightening and beneficial – his narrations of personal experiences never failed to captivate us and we could not help but be amazed at the sacrifices he had made for the cause of the Naga people, and the tears and sweat he went through for the cause which he held so dear to his heart,” the chief minister said. Zeliang said Isak’s death at this crucial juncture when the Naga Political problem appeared to be on the verge of being solved once and for all, was all the more lamentable. “But since the Almighty has predetermined period of time for all of us in this world, we have to be content with the divine plans. However, to ensure the memory, life and contributions of our legendary leader do not go in vain, we the living must endeavour to fulfil the precious dream he could not witness when alive: Let all sections of the
Naga people come together, sink our differences and concertedly work to bring about an early solution to the Naga problem,” Zelaing said. Further, Zeliang maintained “Let the living also learn from the testimony of uncle’s life: Though he had taken up armed struggle when the Naga movement was at its peak, he had realized the futility of violence to solve any political problem and he had opted for peaceful negotiations to find a solution.” And to uphold his aspirations and in his memory, the chief minister called upon all to resolve to fulfil his cherished dream to bring a peaceful and negotiated settlement as early as possible so that “we Nagas can hold our heads high in the comity of peoples and Nations.” He also prayed that the departed soul find eternal solace. NLA Speaker: Speaker Nagaland Legislative Assembly and Chairman Nagaland Legislative Forum, Chotisuh Sazo has expressed sadness at the demise of Lt. Isak Chishi Swu. Sazo said in his demise Nagas have lost a true patriot and leader who have made a lifelong sacrifice to the cause of the Nagas. Under his leadership, The Speaker said the framework agreement signed with the government of India on 3 August 2015 was made possible. While anticipating an honourable outcome to this agreement, his demise at this point of time has caused a huge vacuum, stated Sazo and added that his indomitable spirit and sacrifices would however be cherished by our people. Further, the speaker has prayed to the Almighty God to grant peace and serenity to the bereaved family at this hour of grief and for the departed soul to rest in eternal peace. Home Minister: State Home Minister Y.Patton has mourned the untimely demise of NSCN (I-M) chairman Isak Chishi Swu terming it as “very tragic” for the Naga society at this crucial juncture when the Naga peace talk under his visionary leadership was at its crucial stage. Patton, said since late 1940s, Isak has sacrificed his entire life in rendering selfless service for the good cause of the Naga nation and that his death has certainly caused great void in the struggle for fulfilling the Nagas aspirations to live in self determination. The Home minister further hoped that the legacy he has left behind will be carried forward and cherished by the Naga generations in years to come. The Forum said Isak Chishi Swu who was not only a friend and leader of the Nagas, but also of the world’s community. FNR then stated just as chairman Swu passionately gave unreserved support to Naga reconciliation, in his death, let all Nagas conquer and abolish alienations. NSCN (R): NSCN (Reformation) president Y.Wangtin Naga has expressed deep pain and described late Isak Swu as a big star among the stars, an unmatched Naga leader who led the Naga struggle his whole life, accepting the challenging daily ups and downs in politics but he never parted from Naga history. Wangtin described late Isak as a great warrior who had led Naga struggle during the toughest political crisis between 1960’s and 1990’s and ultimately bestowed peace in Naga country. He also stated that during Isak’s lifetime the NSCN (I-M) attained the membership of
UNPO on behalf of Nagas and recent “Framework Agreement” with government of India. The Naga people had been blessed with a leader like Isak Swu and his death was a great loss for the Nagas, stated Wangtin. KOHIMA, JUN 28 (NPN): Minister for Environment, Forest & Climate Change, Dr. Neikiesalie (Nicky) Kire has called upon concerned department and community to work together in creating awareness and implement various policies for conservation. He was speaking at the launching of state wide awareness campaign on humananimal conflict--“Awareness Seminar on Mitigation of Human-Animal Conflict” at PCCF conference hall, Tuesday. The campaign is organized by wildlife with Nagaland department of environment, forest and climate change in collaboration with
Fingerprint Nagaland and Castle Group sponsored by ministry of environment, forest and climate change government of India Appreciating the community participation in the state, Dr. Nicky said even if the department lay down various policies it would be futile unless the community come forward and participate. Acknowledging that man-elephant conflict was more reported in districts like Wokha, Zunheboto and Mokokchung, the minister highlighted on the need to provide necessary plantation and corridor for the elephants. On conservation of the migration bird Amur Falcon, Dr. Nicky lamented that the same could not be imple-
mented 100% as even in the year 2015, reports of the bird being killed emerged. The minister also expressed concern on the need to check selling of bird and animals along the National highway. Delivering short speech, PCCF and HoFF Lokeswara Rao observed that humananimal conflict was occurring because of habitat destruction. In regard to elephant destruction problem in Wokha, he said that to tackle the issue it was better to restore the habitat of the elephants with constant monitoring and time to time interaction with people. Rao also pitched on the idea to recognize Dzuku valley, Doyang or Saramti as a
biosphere reserve or heritage site during discussion with UNESCO on June 27. Lauding the role of churches in spreading awareness on conservation of forest and wildlife, he further urged Fingerprints to take up the issue of coal mining, so that coal mining could be done in a scientific way. Delivering keynote address, chief wildlife warden, Satya Prakash Tripati informed that with the support of ministry and state government had sent 15 persons to Bangalore to be trained on how to guard crop against elephant. He said that this year 4-5 persons from Wokha district would be trained. The gathering was enthralled through a special song by Tali Angh, campaigners note was delivered by N. Stating that there are many provisions and facilities to assist and aid the differently abled persons such as constructing ramps in public places, the DC however lamented that the same was not implemented in the society. He also urged the parents to come forward and register their differently abled children with the special medical board, set up by the government so that they could avail the benefits and schemes offered by the government. BJP will not be able to topple Ibobi govt: Cong Less than 10 MLAS have tendency to desert congress
Correspondent IMPHAL, JUN 28: Amid reports of 28 Congress MLAs holding meeting with national leaders of BJP for joining the saffron camp, Manipur Congress Tuesday said BJP will not be able to topple chief minister O Ibobi Sing-led Congress government in the state. “It will not be possible for a party like BJP to topple the Ibobi led Congress government so far as the number game in the state Assembly was concerned,” said a senior leader of the Congress party who is also a cabinet minister of Ibobi government. He said it was not 28, but less than 10 MLAs have the tendency to desert the party. Notably, Nagaland Post, in the last week, carried a report that 28 Congress MLAs held several rounds of meeting with BJP central executive member and Assam health minister Dr Himanta Biswa Sarma and national general secretary Ram Madhav Das expressing their willingness to joing the BJP. He claimed that the Congress party had prior information on such meetings and it has been monitoring the whole situation. On the other hand, Manipur Pradesh Congress Committee (MPCC) president TN Haokip said that he was out of belief that Congress MLAs leaving the party in the

Unwilling to let-off such an opportunity if any Amit Shah is scheduled to come to Manipur in August this year with the objective of working out election strategies and overdrawing Congress government in the state. ITANAGAR, JUN 28 (PTI): Thirty-two Delhi hospitals have agreed to provide subsidised treatment to the people of the northeastern region living in the national capital under a reach-out programme. Delhi IGP Robin Hibu, who is also a nodal officer for the people from the northeast, told PTI over phone that he has been pursuing it with top hospitals including Fortis, Medanta, Apollo, Max Health Care and many others to provide subsidised treatment to the people of the northeast. More than 11 lakh people from the northeast are either working in private sectors or studying in Delhi and the National Capital Region and most of them do not have any medical insurance or facilities, nor they can avail the central government health scheme (CGHS) like government servants. “The NE people working in Delhi or NCR have to pay for their medical treatments from their meagre salaries, leaving no scope for them to save money or send money to their old parents back home,” Hibu said. On modalities for availing the concession, he said the people have to have a referral letter from his office to be sent with attested ID card to particular hospital as per the patient’s choice with his/her original identity card, to avoid any impersonation. “This facility can be availed only by NE employees in any private companies/ shops and NE students studying in Delhi, not for CGHS beneficiaries,” he added.

The university was established under the Manipur University of Culture Act2015 which was enacted by the state government from 2015 with the sole proposed of setting Manipur University of Culture. MNF to attend launching of NEDA AIZAWL, JUN 28 (PTI): The opposition Mizo National Front (MNF) national executive council today decided to attend the formal launching of the North East Democratic Alliance (NEDA) at Guwahati on July 13 as the party is the only member of the alliance from Mizoram. The MNF also decided that the party, if voted to power in the state Assembly polls to be held in 2018, would scrap the Mizoram Liquor Prohibition and Control Act and again impose the stringent prohibition law. The party slammed the state government for the outbreak of the Porcine Reproductive and Respiratory Syndrome (PRRS) in five districts of Mizoram, which claimed thousands of pigs and attributed the outbreak to the permission by the state Animal Husbandry and Veterinary Minister C Ngunlianchunga for import of pigs and piglets from Myanmar.

Centre assures fund to set up textile park in Arunachal
ITANAGAR, JUN 28 (PTI): The Centre has assured Arunachal Pradesh of funds for establishment of a textile park in the state. Union Textile Minister Santosh Kumar Gangwar gave assurance to Deputy Chief Minister Kameng Dolo for a textile park yesterday, an official release said here today. Stating that the state government would be informed as and when the proposal would be cleared by the ministry, Gangwar advised government (of Arunachal Pradesh) to submit a detailed project report (DPR) at the earliest, it said. Gangwar has said he would be visiting the state next month to inaugurate the garment manufacturing unit at Pasighat in East Siang district. During his visit, the union minister said, he would
announce some developmental packages for the state in the textile and handloom sectors. During the meeting Dolo, who also holds the Textile and Handicrafts portfolio, expressed willingness to establish weaver service centre in Itanagar so that poor weavers of Arunachal, are benefited, the release said. At present, the Weaver Service Centre at Guwahati has been providing services to the state. Manipur and Nagaland too have such centres. The deputy chief minister informed Gangwar that permission for single brand under ‘Make in India’ programme has been obtained from the IKEA, a Sweden based company, for bamboo products and its technical advisor Pratap Goswami is working on the project.
Centre to invest Rs 1,000 cr for 750-bedded AIIMS in Assam
GUWAHATI, JUN 28 (PTI): The Centre will invest around Rs 1,000 crore to set up a 750-bedded All India Institute of Medical Sciences in Assam, the land for which was handed over by the state government on Tuesday. “The AIIMS in Assam will be a 750-bedded hospital. We have got the land today from the state government. Now once the Union Cabinet approves the plan, we will start work,” Union Health and Family Welfare Additional Secretary Arun Kumar Panda told PTI here. The AIIMS, to be set up in Kamrup district, will house 18 super-speciality departments, he said. Responding to a question about financing, Panda said: “It is likely to incur an investment of around Rs 1,000 crore for the construction and equipment set up work. This amount will be spent by the Centre.” Assam Chief Minister Sarbananda Sonowal today handed over to Panda more than 571 acres of government land at Changsari area of Kamrup district. “This is a historic day for people of Assam as a long- pending dream is about to come true. People have struggled a lot democratically for this institute in the state,” Sonowal said at the function. With setting up of the AIIMS in the state, Assam will now figure in the the list of healthcare destinations of the country, he said. Referring to the ongoing protest by people of Nagaon and middle Assam for not selecting Raha as the place for AIIMS, the chief minister said: “We do not have any role in selecting the place. We showed seven locations, including Raha, to experts from the Centre and they chose Changsari in lower Assam.” He also said the state government will work towards giving better healthcare facilities to hill districts and Barak Valley in future.

Suklabaidya also said that to perpetuate the memory and highlight the contributions of late doyen of Assam’s mobile theatre industry, Achyut Lahakar, concerted steps will be taken at his native village in Barpeta district. “The Cabinet has also decided to preserve the house of martyr Kushal Konwar at Sarupathar and convert it to a Heritage Building. Similarly, the Cabinet has also given its nod to develop the house of music maestro Bhupen Hazarika at Kuthari in Nagaon District as a unique and prized memorial,” he said. It was also decided to grant one time ex-gratia compensation of Rs 3 lakh to the next-of-kin of 45 journalists who had lost their lives in various incidents of violence in the state. The cabinet also decided that the budget session of the assembly will begin on July 18 and go on till August 12. “The vabinet also congratulated Angaraag Mahanta (Papon) on winning the best Playback Singer (Male) Award at IIFA 2016 and conveyed its best wishes for all his future endeavours,” he said.

G U WA H AT I , J U N 2 7 (IANS): The first cabinet meeting of the BJP-led government in Assam on Monday decided to fulfill poll promises, including a special task force to stop poaching of one-horned rhinos and upgrade the state’s river Island Majuli to a district. State Excise and PWD minister Parimal Suklabaidya, speaking to media persons after the cabinet meeting, also announced other key decisions such as appointment of 10,000 TET qualified teachers in different schools and appointment of 700 doctors in government run hospitals by next year. “The cabinet has decided to upgrade Majuli Sub-Division to a full-fledged district and inaugurate it before August 31 this year,” he said. Chief Minister Sarbananda Sonowal, represents the river island constituency in the state assembly. “In line with recommendations of Jahnu Barua Committee, it decided to rationalize entertainment tax and service charge for exhibition of cinema. The cabinet decided to reduce the service charges from Rs 40 per ticket to Rs 8 per ticket for non-AC cinema halls and Rs 12 per ticket for AC cinema halls. This would increase the proportion of proceedings of admission charges due to producers while the owners of cinema halls are duly compensated,” said Suklabaidya. He said that the cabinet also decided to constitute “Silpi and Kalakaushali Kalyan Nidhi” (welfare trust for artistes) for which Re 1 to be collected from every cine-goer.

Police detain Telangana lawyers who were holding a protest in front of the High Court demanding separate high court for Telangana in Hyderabad on Tuesday. HYDERABAD, JUN 28 (PTI): Nine more lower court judges were Tuesday suspended by the High Court on disciplinary grounds as the agitation against provisional allocation of judges between Andhra Pradesh and Telangana intensified with 200 judicial officers in Telangana going on mass leave for 15 days. The Telangana Judges Association also called for a `High Court Bandh’ on Wednesday. The development also escalated the row between Telangana Government and the Centre, with the TRS blaming the Centre for not bifurcating the HC following carving out of Telangana from undivided Andhra Pradesh in 2014. Protesting the action taken by the High Court today, about 200 judicial officers working across the state decided to go on mass leave for 15 days beginning on Tuesday. The HC had yesterday suspended two lower court judges after over 100 of them
took out a procession and submitted a representation on their demands to the Governor on Sunday under the banner of the Telangana Judges Association. The ruling TRS today alleged that the Centre was being “insensitive” in not bifurcating the High Court so far. TRS Lok Sabha member K Kavitha said her father and Chief Minister K Chandrasekhar Rao even proposed to hold a protest dharna in Delhi over the issue. However, Union Law Minister D V Sadananda Gowda said the Centre had no role in the bifurcation of a high court. The state government blaming the Centre on the issue was “unacceptable and intolerable”, Gowda said. He also rubbished the TRS charge that the Centre was under political pressure from Andhra Pradesh Chief Minister Chandrababu Naidu. “Creation of new high court for Telangana...it’s in
the hands of Chief Minister and Chief Justice of that high court (which is common for two states at present),” Gowda told PTI. “If the Chief Minister provides all the infrastructure and other things, rest of the things high court will take care. Simply putting the blame on the Centre, its not fair on anybody,” Gowda said. “Central government has no role to play. It’s not in our hands. Ministers can give 7-yr foreign posting tenure to babus: Govt NEW DELHI, JUN 28 (PTI): IAS and IPS officers can now stay on foreign posting for seven-years at a stretch from existing five years with due permission from the ministers concerned. The Department of Personnel and Training (DoPT) has relaxed rules to allow any ministry to further extend the tenure of an officer beyond seven years provided “recruitment rules for such deputation post” are amended accordingly. The move comes after various ministries approached the DoPT for relaxation of the five-year deputation tenure condition citing exigencies,
officials said. It has now been decided with the approval of the competent authority that if the administrative ministries or departments and other borrowing organisations wish to retain an officer beyond five years, they may extend the tenure of deputation where absolutely necessary in the public interest, upto a period not exceeding seven years at a stretch, the new rules said. “This shall be done with the approval of the Minister of the borrowing ministry or department concerned and in respect of other organisations with the approval of the Minister of the borrowing ministry or department with

MUMBAI, JUN 28 (PTI): In yet another attack on ORF chairman Sudheendra Kulkarni, Shiv Sena activists Tuesday tried to disrupt his press conference in South Mumbai for inviting Pakistani photo journalists to the city under a peace initiative. The incident occurred at Press Club when Sena workers barged in at the venue despite the security arrangement and raised slogans against Kulkarni and against Pakistan for sponsoring terrorism. The Pakistani photo journalists were also present at the presser when the incident occurred. The handful of activists were immediately detained by police and taken to Azad Maidan police station. The Sena activists had last year smeared Kulkarni’s face with black ink for organising a function to launch a book written by former Pakistan foreign minister Khursid Mehmood Kasuri. Kulkarni’s Observer Research Foundation (ORF) has launched a project ‘Tasveere-Karachi’ ‘Tasveer-e-Mumbai’ under which five photographers visit each other’s countries as “messengers of peace”. While the five photo journalists from Pakistan arrived in the city on June 20 and will return on June 30, the Indian contingent is expected to travel to Karachi in the first week of July. Unfazed by the ruckus, Kulkarni, erstwhile speech writer of BJP patriarch L K Advani, said, “They (Shiv Sena) threatened us saying we should not allow any Pakistani to enter Mumbai. 235 crore person days’ work generated by MGNREGA: Govt NEW DELHI, JUN 28 (PTI): Often under attack over alleged poor execution of MGNREGA scheme, Government Tuesday claimed the average person days employment generated per household last fiscal was highest in eight years at 49 days even as there was improvement in timely payment of wages under the livelihood programme during the span. In its report titled, ‘Performance, Initiatives and Strategies FY 2015-16 and FY 2016-17’, the government claimed that a total of 235 crore person days’ work were generated last year. The programme, the report said, could reach irrigation potential in 46.43 lakh hectares with a range of natural resource
Rajnath reviews security situation in Jammu and Kashmir NEW DELHI, JUN 28 (PTI): Home Minister Rajnath Singh Tuesday reviewed the prevailing situation in Jammu and Kashmir, which witnessed a deadly attack on a CRPF convoy that left eight personnel dead, and directed security forces to intensify vigil in the state. During the hour-long meeting, the Home Minister was briefed about the internal security situation in Jammu and Kashmir as well as in the rest of the country and the steps taken to ensure peace. The meeting, attended by National Security Advisor Ajit Doval, Union Home Secretary Rajiv Mehrishi, chiefs of intelligence agencies and other senior officials, analysed the inputs, including on infiltration from across the border, received from various agencies and steps taken on them, official sources said. While voicing concern over the killing of the eight CRPF men by militants in Pulwama on Saturday, Singh directed the officials to strengthen the security arrangement and intensify vigil across Jammu and Kashmir, the sources said. The Home Minister has already set up a three-member team which will look into lapses, if any, in the Pulwama incident so that corrective steps could be taken. The team would also look into the possible increase of cross border infiltration and practices being followed during the movement of paramilitary forces convoy in Jammu and Kashmir. Eight CRPF personnel were killed and at least 25 others injured when two militants attacked a CRPF convoy in Pulwama district on Saturday.

So, the expenditure is additional Rs 6,000 crore. 235 crore person days is also a five-year record,” Singh told reporters. He added, “What I want to say is the MGNREGA beneficiary - who had distanced himself from the scheme, because of delay in payment, frauds committed, resulting in falls in man days from 212 crore man days to 153 crore man days - he has again taken interest in the work with the man days going up to 235 crore.”

Shocking but true
W
hen volunteers of ACAUT Nagaland along with district administration and police conducted raids at some locations in and around Dimapur on Monday, they stumbled upon a well organised racket involving adulteration of petrol fuel. Such a racket was not unknown in the past as some were busted but due to the extremely high volume and windfall profits, the trade continues to thrive. In the raids conducted on Monday across Dimapur, the joint team discovered that the main medium was kerosene( a PDS item). Several thousand litres of kerosene were found stocked in huge barrels and tankers. Kerosene was mixed with red sulphate and other chemicals to make it appear like petrol. Then the entire lot is mixed with petrol in a proportion, such that it is not easy to detect the actual content and composition without a scientific detector. Then, the petrol, mixed with the adulterated mixture( blue kerosene that has turned golden yellow like petrol after adding with chemicals) is then transported to various petrol pumps. The unimaginable profit through sale of such adulterated petrol certainly would be an irresistible temptation for many pump operators. The adulterated stuff from Dimapur is then transported to various pumps both within Nagaland and Manipur. The entire criminal racket raises issues beyond mere adulteration. First, how did the offenders get hold of several thousand litres of kerosene which is supposed to be sold as a subsidised PDS item to the card holders? ACAUT had, at the press conference on Monday, strongly hinted at suspicion that some within the Food & Civil Supplies department are involved. Secondly, it also exposes the inability of those involved with checking the quality of petrol or diesel sold through the retail outlets across the state. Had there been stringent checks by the oil authorities, then such massive adulteration racket could have been detected and acted as a strong deterrent. Thirdly, it also raises questions about the long held suspicion, that some oil outlets are involved in adulteration as well as transportation and sale of the item in order to make tremendously very high profits. Fourthly , there is also the issue involving some outlets that do not purchase oil from depot within Nagaland. When oil is purchased from outside Nagaland and brought in, there have been allegations of those involved not paying sales tax to the state government. It is up to the state government to do its own research to find out if there are some outlets that evade payment of sales tax. The amount runs into a few hundred crore rupees a year. It is the state government’s duty to fund out how this is possible and who are involved. Fifthly, the use of adulterated petrol causes ultimate damage to engines of vehicles that are purchased at very high costs. The unknowing customers who purchase adulterated petrol or oil from various pumps are not only being cheated but made to bear a very high price. It is for the department involved to ascertain where such adulterated fuel is being sold. During Monday’s raids, it was also not very surprising to find some factions writing to pump owners in acknowledging receipt for “tax” on sale of kerosene. Another faction had also demanded “contribution” on sale of, what it described as “2nd Class Business (Petrol Mixture)” from one pump operator. The entire racket involves almost everybody from state, central and even undergrounds and that itself is a shocking picture indeed.

Post-mortem Naga problem; silver lining
eing neither Hindu nor Mohammedan” was what the Naga Club represented to Simon Commission at Kohima (1929). It was a step direct or indirect by Flanders Labor Corps heroes of D-day in France towards end of WWI knowing well the ground reality obtaining in Naga Hills and the infamous British Divide and Rule policy that was earlier tested by partitioning Irish Catholic and Protestant areas. From that memorandum and August 3 2014 Framework agreement it is a long story of “blood and tears” more or less of both parties. The movement changed colour with passing time. Undesirable elements became prominent and naturally the revolutionary spirit gave rise to factionalism and harmful tribalism. History became “his story” of self seeking individuals in general thus compelling this silent observer who loves the Nagas to touch the mystery or my story. Nowadays no one wants to even remotely acknowledge Shillong Accord (1975). The blame is squarely put on the shoulders of Keviallay, Ramyo, Biseto, Temjen etc. Governor LP Singh and his secretary Ramunny did a nice job of solving the problem on behalf of New Delhi under Indira Gandhi. Prior to the accord Army marked a few tribes for extinction- those were daily brutalised increasing the number of invalid persons and size of previously unknown Red light areas in towns. Nowhere in the world an army stands for sissies and so it was. The enemy was pressured to come down on its knees. However the joy of peace was short lived. A huge communication gap among the leaders occurred. Phizo abroad was surprisingly incommunicado and despite later day statements the Nagas were out of touch with both London and Beijing. The internal misunderstanding gathered momentum by the day. Naga Socialist Council came (1980) with the trio Isak- Muivah- Khaplang and again the leaders fell out (1988) among them. Naga Nationalist Conference (NNC) of which every Naga is a member remained on paper and in the minds of villagers but lost irre-
trievably for all practical purposes. A faction was followed by another each claiming monopoly while calling others names. Indian policy makers were amused. For most from the plains, more the merrier. The days were too sad for Nagas. In the crowd of “national workers” PM Rao wanted to talk to Nagas (mid 90s). He was convinced that NSCN (IM) alone should be sounded. In the past New Delhi tried to reach it but failed due to various reasons. Nagas found Nehru a dictator, Indira found Nagas as uneducated and strong headed and Morarji offered the GB team at Kohima Raj Bhavan a repatriation package for return to native SE Asia. Rajiv could not last long else he too worked overtime to find educated local go betweens. Rao decided to meet Muivah and the process took shape later (1997). Accordingly the revolving stage began to move. More and more heroes and villains staked their claim. Finally groups indulged in fighting for supremacy. It may be added that to a nonlocal, Nagaland appears to be an absolutely lawless state which means that IPC, CrPC etc are absent, the law and order machinery is weak and all that but persons really knowing the position find that the once wild tribes have got their own codes of conduct practised among themselves down the ages, The same belongs to their Unique history. If rape, molestation, defamation and so on are unknown then the so-called laws from elsewhere are redundant. In the Anglo Angami Peace accord (1879) at Khonoma village Pelhu in ‘mourning dress’ told would be Victoria Cross winner British Captain that the foreigners could set up camps but they should not interfere in Naga affairs. T Muivah was a PG student of Political Science in Shillong. He arranged to educate his own Tangkhul tribe in Ukhrul (Manipur). In history Tangkhul played second fiddle to the royal Meitei. A dedicated few Tangkhuls like Atem, Raising, Hangshi, Phunthing, Horam etc form a close circle. Such things do happen but a leader knows that the enemy would project it as tribalism
Are we safe
(From previous issue) I am neither a legal expert nor a law professor but I am sure this is the need of the hour as the majority of us still sticks to old customs and has no respect for laws as there is no laws to respect. In this matter many renowned jurists have rightly pointed out that law also changes according to time and need of the society but we have remain paralyzed to do anything about our law. To make my stands clear, I Respect our customs and never opposed to it but we cannot go on without improvisation and developing our customary law for the situations itself compels the need for a codified law and implement it judiciously. Failing to do it, we better follow IPC, CRPC, CPC, Indian Evidence Act and any other major Acts extensively for time being to administer justice in both civil and criminal cases. To supplement my views, let me cite an example of the way theft cases are handled in Nagaland. Say Mr. A who is a thief is caught, he will be thrashed mercilessly by the youths of the colony or village leaving him with deformities or sometimes succumbing to injuries days or weeks after he is thrashed. Thereby creating more conflicts and enmity instead of administering justice. Coming back to Naga Freedom Movement thousands of precious lives have been sacrificed for freedom with strong belief and hope that all the Nagas will live together under our own Sovereign Government however the movement bore a different outcome. Now the question arises are we prepared to let their “lost soul” rest in peace. To let the cat out of the bag, as far as I can see and hear, we may be ever ready to live under one administration for that has been our demand since 1929. But if we check the ground reality, the ground we are standing now is shaky for we never had solid ground to hold us as a unit, and all this compel me to think that we might be heading to another man made calamities which is none other than the internal conflict plaguing us, which ultimately will cost us dear for the price is too heavy to pay for such conflicts

and so maintain impartiality which should be visible. Otherwise Tangkhuls kill their own first cousins under order. Their women are good looking and sober like other Nagas. Muivah happens to be indispensable with so many mediocres. The intellectuals of some tribes are all dead- many slaughtered owing to sheer tribalism and false reports. Back in his own Meitei dominated state, the government declared him a fugitive from law and is ready to jail him though the Nagas there regard him as their true leader. He tried to merge all Naga areas in Assam, Arunachal, Manipur and Nagaland. Phizo defined Nagalim (Naga territory) as the land from the Brahmaputra in Assam to Chindwin river in Myanmar and the same still holds in local minds though none else outside would accept it today. The British Empire fell causing so many changes in geography and demography – the wearer alone knows where the shoe pinches. The creation of East Pakistan and its liberation (1971) did happen. An expansionist Red China is a factor with Pakistan in attendance. From August 3 onwards almost a year is gone by. Many are restive to know the nature of the agreement! The same agreement enjoys full support from all sections however all are anxious to know the character. Sovereignty is not in question as neither party can give it – a small concession of land from another state even is subject to sanction or ratification of the parliament. On this point both are agreed but Nagas have not been briefed. During my decades with Nagas of many varieties, I did find the Nagas as honest, truthful, sympathetic and what not yet they are mostly uneducated and a wild streak runs in their blood. They would only listen to their own tribal leaders like African Masai or Andamanese Jarwa tribe. All Indians are suspect and white foreigners are demi gods. Now Nagas must join together. Muivah should be allowed a free hand to work out what best he can bring out of it. He should meet others too on normal terms. New Delhi wrote off Adino Phizo citing Shillong Accord yet she is
as our history has prove it, it is inevitable as we are still holding the values of the old and dangerous principle of, “Your Tribes Comes First before Naga And Not Naga Before Your Tribe”. Thus we still witness inter tribes conflict even today no matter how educated we may be, we still present ourselves as the old primitive and violent Naga head hunters in our actions. Many have already recognised our Naga history as unique but so far, our story has fail to uphold its uniqueness for we all know what went wrong, so it is high time for the younger generation to turn the table and do the needful to make our story unique. Wake up my beloved Naga brethren let us all choose the right path, for we still have a long way to go... Having spoken my mind out, I still believe we are not what we are at present and how outsiders portrays us, we have many uncountable good qualities but our goodness has fail totally to materialised and we are forced to only witness conflicts and conflicts one after another. I pray that we will be ‘ONE’ again soon and hope that happen in my lifetime. Our biggest weakness is that we fail to respect each other opinions and beliefs which in turn results into personal/ groups enmity and this evil phenomena has ruin us beyond measure. Those past or present leaders who joined Indian union committed a big blunder by regarding their brothers in the freedom movement as misguided instead of solving the disputes through diplomatic skills and God given wisdom in employing all means to avoid more killings among us. I don’t mean our Elected Leaders, Church Leaders and Civil Society leaders have not tried, they have and because of them we are at peace. But we had witness too many killings among our people I pray it never happen again. They should decide the course as it is Naga political problem. Things as wanted by them would decide the over ground politics. They should insist on New Delhi’s reciprocation. So long as Muivah is there, there is hope of a proper solution. Like our PM Modi he too does not have a mean self interest so no axe to grind or hidden agenda. Naga greed for money is well known. Mammon rules, Black money can change equations. Some are still talking about passport, flag etc. The agreement is hard earned. It does not take much time to go back to square one here. Many wish to perpetually fish in troubled water. The author‘s apprehension is that from the behaviour ongoing of different leaders is not conducive for a smooth solution. The over ground or state politicians are a product of the struggle and sacrifice. The long bitterness has seen the formation of a class of suckers who lack a will to improve the Nagas and their own spines. Even professional Christians dither after studying the situation. FNR, NMA etc have their own limitations, particularly in handling an undisciplined mob of vested interest groups. Honestly speaking these are all results of a protracted revolution. In all probability, Centre would have to supervise the final stage actively. The IPS officer is sharp and present central government appear to be positive. He who knows the problem is tired like a log of wood. All pray that the leaders should call it a day as early as possible. Else peace and normalcy may not at all come, We Indians are allowing a far larger share to Nagas(like in Kashmir valley) depriving the poor in the plains, (wish) someone should bring the list before Naga public so that they too realise what exactly goes on in an atmosphere lacking integrity. commoner travelling to the interior parts of the deserted 329 km SARDP-NE (Special Accelerated Road Development ProgrammeNorth East) project in Nagaland will feel the bitter taste of what the respected and honourable Hyderabad-based Maytas-Gayatri Company (Joint Venture) has done to our roads. The former roads were pliable to some extent but the road projects undertaken by the said company have entirely deteriorated the roads to such an un-pliable state. The detour of travelling to the destination has caused much pain and trouble to the publics for months and years. Thanks to the central government for pouring their money into the company’s lap. But the works still stands incomplete. The five tribes namely-Phom, Sumi, Chakhesang, Ao and Konyak have been so patient in prolonging their grace period for more than 2 years but the company has not made any rectifications yet. The memorandum submitted by the mentioned tribal organisations to the prime minister on June 23rdvia the governor is duly esteemed and laudable. The pressing question of the signatories is the voice of the public, “We’re not concerned with what might be the internal problem. All we want is the completion (of the project).” The lifeline of five districts has completely being blocked and choked till date. The villagers can do nothing but bear the inconvenience created by the callous company project. Now, on unforeseen note, the central government awarded Maytas&Gayatri Company the work of the NH-2 (erstwhile -39) 4-lane Dimapur-Kohima road. The prompt rejoinder of the local Nagaland Contractors’ and Suppliers’ Union (NCSU) in retaliation against them with a stipulation (that they should first complete the SARDP-NE project) was also a reassuring voice for the public. The publics stand in complete support of the NCSU if they are true to their pledge. But the apprehensive predictions if it comes to pass may result in the betrayal of the public. The NCSU appeal may simply be a baby’s cry for some sub-contract business deals with the forged Company. If that happens, then the subcontract works may certainly fall into the hands of the local contractors and their mouths will be zipped in probing the company to finish the SARDP-NE road project. In that, the publics will moan silently and the roads to these five districts will never be completed. Therefore, as a concerned citizen, I sincerely appeal to the ACAUT to take this issue on their agenda and press the company to finish the incomplete project for the welfare of the people. The ACAUT have been trustworthy in exposing the lies of the corruption within the state’s functionary. When angel visited the ‘Land of Christ’

ngels and redeemed congregated in heaven. All were filled with bliss, as they had beatific vision of God.Cherubim and Seraphim sang praises to God in perfect harmony. But, lo and behold, “I must go down to earth to see people and land dedicated to Christ.”said angel Gabriel. They say, “Nagaland for Christ” exists on planet earth. At this moment, heaven was filled with pin drop silence. Perhaps, the name elicited interest in the hearts of angels and redeemed. When all lend their ears, Gabriel pleaded Almighty God to grant him a day’s leave from heavenly kingdom. He also nudged Michael and Raphael to persuade God to condescend to his request. And they did it. Conceding to the Archangels entreaty, God permitted this unusual visitation. Gabriel thanked God profusely and flew right away to the “Land of Christ”. His arrival day happened to be on Sunday. He was eager to witness the events about to unfold. Being an angel, he had a visual view of the “Land of Christ” in all its length and breath. Now, it was late morning between 9 a.m. and 10 a.m. good many faithful dressed immaculately hastened to the churches. Gabriel was pleased. Meanwhile, he saw the rest of the non-church goers in a bad state. “This is abomination” he said to himself. Then, he recalled the cities and people God once destroyed. An hour later, church goers came out chattering among themselves causing a great din. He wondered for a moment, thinking what they might be discussing. He tired intently, to listen
to their conversation but couldn’t understand despite being an angel. For they were too many denominations speaking different things about the Bible, Christ and God. Then, he remembered “The Tower of Babel.” Gen 11:1-9. At noon, all withdrew from their engagements to have lunch. Many guzzled glasses of beer and hot drinks before food. Gabriel marveled, for he was informed that “Land of Christ” is a dry state. Never mind, many get wet before meals to keep dehydration at bay. In fact, bit discouraged, but the angel wanted to see the proceedings of that day. The next one hour was dull as many were tired and retired for a short nap. However, by 3 p.m. all the towns and villages in the “Land of Christ” resurrected to life. Little children in playgrounds, youth gathered in groups, and parents taking a walk to neighbours’ houses. A little bit of amusement seeing children play different games. But depressed hearing youth talk about, Corruption, Atheism, Satanic Worship, Unemployment, secret plan to extort and eliminate the rivals without any sense of fear of God. He also heard elders’ conversations, mostly on different organizations like, Naga Hoho, Tinimiye, NPF, NTC, CNTC, ENPO, NSF, ENSF, different NPGs litany goes on. They said these numerous independent bodies are crippling our society. They make brotherhood and unity sheer impossible task for the people of the “Land of Christ”. All throughout, Gabriel was left dazed wondering what would be the full form of these acronyms. Meanwhile, in the midst of

He had untold wealth but although he was rich, he did no give even a single paisa to God for the extension of God’s kingdom nor did he give even a single paisa to the poor, lame, blind, disabled people in his life. As time passed, the miserly man became old and one night as he slept, he had a curious dream. In his dream, the miserly man saw that he lost his eyesight and was not able to see. He consulted several doctors but nothing could be done to get back his sight. The he heard of a righteous saint who resided on a nearby hill. He went to the saint and told him, “I am not able to see, I want my eyesight restored.” The saint replied “If you give me 25 lakhs of rupees I will use my power to restore your sight back.” The rich man

I can work hard and earn my daily bread.” The saint laughed and told him, “I did not even take a single paisa from your money but have deposited the one crore of rupees from where I will form a trust and use that money to help poor, aged, blind, lame and disabled people. Please work as the manager of the proposed trust.” The dream ended on this note and when the miserly man woke up, he learnt a lesson of his past life. He formed a trust with his wealth and spent the rest of his life happy by serving the poor, sick, blind, lame and disabled people. After some years he passed away peacefully and his noble son followed in his father’s footstep and lived happily. Is there some person who is wealthy but miserly like the rich man? The Bible tells us, “it is hard for a miserly person to enter
into the kingdom of heaven. It is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of heaven (Math 19:23-24.) Moral: Spend a reasonable portion of wealth to help the suffering people and also give not grudgingly for God loveth a cheerful giver (2 Corinth 9:7). As human came forth of the mother’s womb, naked shall return to go as they came and shall take nothing of their labour, which they labour, which they may carry away in their hands. (Eccles 5:15). Many people do not know how to read the Bible words of God that is why violation, breach word of God committed corruption and die. And in most cases, prayer ended with handshakes with an envelope passed on from house owner to shepherds. While the weak and needy have no succour coming their way. At this juncture, Gabriel remembered the passage from the book of Amos 2:6-8. Now, the day was drawing to a close. He was desperate to witness a noteworthy event to take back to heaven. No sooner, had he finished pondering the prophet’s words than he saw a commotion in a big city in the “Land of Christ”. A colony ward was cordoned off by the armed personnel. They said some terrorists were carrying out illegal activities. Emboldened with AFSPA they cared for nothing, crossing all limits they execute their search. An angel thought, this is utter madness. For individuals created in God’s image and likeness have complete freedom to live dignified life as equal and not as rulers and ruled. By now, hope began to fade. Confrontation in big city was going out of control. This made the angel eerie. Realizing he would not get good tidings to take back home, he took flight instantly. Up in mid sky recalling what he saw that day the angel said to himself “If Sunday observation is such, how will it be on weekdays.” On reaching heavenly abode he was asked about the ‘Land of Christ’. Long live the king Sir,
I am saddened to learn the sad demise of our great yet humble Naga freedom fighter, Isak Chishi Swu. Infact I have no personal lineage with him nor do I write this as a Sumi Naga. I write this to you with utter grief and pain at heart that when we Nagas are at the threshold of chaos and leadership crisis, we lost a very disciplined, humble and a God Fearing leader who was suppose to be at the forefront amidst hurdles in the way. What can man do, for life and death is not under our domain. My only wish is for Heavenly father to be with him in the lights. As it will be the prayers of every Naga, my prayers also remains that no further clash of ideas or leadership occurs with the death of the charismatic and humble leader amongst the Naga freedom fighters. DIMAPUR: Four-day “trainer’s training on scientific backyard poultry farming for anganwadi workers of Nagaland” was organized from June 22 to 25 by ICAR Nagaland Centre and KVK Dimapur in collaboration with department of Social Welfare, Nagaland at ICAR Nagaland Centre, Jharnapani. The patient, Simon Ghukiye village, was admitted in the district hospital and diagnosed with renal failure and was in urgent need of three units of blood within a short span of time. As the required blood was not available in the hospital, the Club and Assam Rifles came to help out the patient. For 2-3 hours long, only one staff nurse was present along with some attendants and the blood laboratory technician but no doctor (s) were seen.

DIMAPUR: Five organisations of Ruzazhomi village namely Ruzazho Village Council, Ruzazho Welfare Union Kohima, Ruzazho Village Women Society, Ruzazho Youth Federation, and Ruzazho Students’ Union have condemned the rape of a minor girl by her stepgrandfather, Khwushopra Veswuh. In a condemnation letter, the organisations termed the act as “beastly” and “foreign to its citizens” saying the “inhuman act have crushed and insulted the conscience and sentiments of all its citizens.” The organizations also clarified that though the alleged accused was a bonafide citizen of Ruzazhomi Village, Khwushopra Veswuh does not represent the village in any manner. The organisations also stated they shall not tolerate, in any manner, intimidation and threat to life with weapon by taking advantage of being a member of Naga Political Group. Demanding that the rapist be booked as per law without any reservation or leniency, the organisations said the alleged accused should not be grant bail as doing so would endanger the life of the victim and family. The organisations also cautioned that the citizens of Ruzazhomi would take their own course of action against the alleged rapist and the concern authorities would be held responsible in the event of failure to heed their appeal. Further, the organisations also appreciated the timely intervention and action of (NSCN I-M) and all the other organizations and authorities.

Come clean: FM to black money holders New Delhi, Jun 28 (PTI): Offering black money holders one last chance to come clean, Finance Minister Arun Jaitley today said information on assets disclosed during the one-time compliance window will not be shared with any other authority. Jaitley, who met industry chambers, CAs and tax professionals to clear any misgivings about the four-month compliance window provided to domestic black money holders to pay their taxes and escape harsher penalties, said there will be no extension of the scheme. “People who have (undisclosed) income and have stayed outside the income tax net, this is the last chance to declare them and sleep peacefully,” he told reporters after the meet. Black money holders who do not avail of the government’s offer and continue to hide wealth will be shown “consequences” of doing so, he said. “There is a... (new black money law) and whosoever comes within its purview will be told about consequences (of holding black money),” he said. The minister said any declaration made under the law will be protected. “That information is not to be shared with any other authority. It won’t be

(PTI) made public, it won’t be shared with anybody.” The Income Declaration Scheme or IDS, which opened on June 1, allows domestic black money holders to declare ill-gotten wealth, pay a total of 45 per cent in tax and penalty and escape prosecution. “The compliance will remain open from June 1 to September 30 and people who have such (undisclosed) income, which has not come under assessment they can disclose such incomes and legitimise by paying 45 per cent tax and penalty,” he said. The meeting called to popularise the scheme and get best results, was also attended
by Commerce and Industry Minister Nirmala Sitharaman, Power and Coal Minister Piyush Goyal, Oil Minister Dharmendra Pradhan and Minister of State in Prime Minister’s Office Jitender Singh. “This is not an immunity scheme. Immunity scheme is one where there is no penalty. In IDS there is penalty,” Jaitley said adding the Income Tax Department may come out with a third set of clarifications on the scheme in form of frequently asked questions (FAQ) based on inputs from today’s meeting. The trade bodies, he said, have suggested that the tax should be allowed to be paid in
installments. “We will consider this and we will come out with FAQs.” “We have nothing to do with any investigation under any law but any declaration made under this law is protected. That information is not shared with any other authority. It won’t be made public, it won’t shared with anybody,” Jaitley said. “In such disclosures we do not ask for source of income and no enquiry takes place.” Today’s meeting was called by the Revenue Department as well as the Central Board of Direct Taxes (CBDT) with industry chambers, trade bodies, CAs and tax professionals to discuss the income disclosure scheme.
Mumbai, Jun 28 (PTI): The rupee washed out its initial gains against the US currency and ended steady at 67.95 a dollar on fag-end dollar demand from banks and importers in view of uncertainty in the currency market. The rupee opened sharply higher 67.77 a dollar against yesterday’s closing level of 67.95 at the Interbank Foreign Exchange (Forex) and moved up further to 67.71 a dollar on initial selling of dollars by banks and exporters due to weakness of dollar in the overseas market. However, it washed out initial gains and dropped to 67.96 on fag-end dollar demand from banks and importers before ending at 67.95 per dollar, showing no change from last close. The domestic unit hovered in a range of 67.71 and 67.96 during the day. The dollar index was trading lower by 0.45 per cent against a basket of six currencies in the late afternoon trade. The Reserve Bank fixed the reference rate for the dollar at 67.8867 and for the Euro at 75.0623. In cross-currency trades, the rupee dropped against the pound sterling to finish at 90.76 from 89.76 yesterday and also fell against the euro to settle at 75.32 from 74.78.

Banks’ gross NPAs may worsen to 9.3% by March: FSR Mumbai, Jun 28 (PTI): Foreseeing worsening situation of bad loans in the country, Reserve Bank today said the gross non- performing assets of the banks can rise to as high as 9.3 per cent in 201617 after hitting 7.6 per cent in March 2016. Banks’ gross NPA had stood at 5.1 per cent in September 2015, a report released by RBI said. “Gross NPAs of banks’ sharply increased to 7.6 per cent of gross advances from 5.1 per cent between September 2015 and March 2016 after asset quality review,” according to the Financial Stability Report (FSR) released by RBI. Net non-performing advances as a percentage of the total net advances increased to 4.6 per cent in March 2016 from 2.8 per cent in September 2015. The report said macro stress tests suggest that under the baseline scenario, the GNPA ratio of banks may rise to 8.5 per cent by March 2017 from 7.6 per cent in March this year. “If the macro scenarios deteriorate in the future, the GNPA ratio may further increase to 9.3 per cent by March 2017 under at severe stress scenario,” the report said. RBI conducted asset
quality review (AQR) during the second half of 2015-16 and it covered 36 banks (including all PSBs), which accounted for 93 per cent of the banks’ gross advances. The sample reviewed in AQR constituted over 80 per cent of the total credit outstanding and 5 per cent of the number of accounts of the banking system reported through CRILC. The main objective of AQR was to examine the assessment of asset quality at the bank level and at the system level as a whole and to uniformly deal with cases of divergence in identifying NPAs and additional provisioning across banks. RBI said among the banks, PSBs may continue to register highest GNPA ratio. Under the baseline scenario, PSBs GNPA ratio may go up to 10.1 per cent by March from 9.6 per cent as of March 2016. However, under a severe stress scenario, it may increase to 11 per cent by March 2017. The r e po r t sa id the GNPA ratio of private sector banks, under the baseline scenario, may rise to 3.1 per cent by March 2017 from 2.7 per cent as of March 2016, which could further increase to 4.2 per cent under a severe
stress scenario. The report further said there was a sharp reduction in restructured standard standard advances ratio to 3.9 per cent in March from 6.2 per cent in September. PSBs continued to hold the highest level of stressed advances ratio at 14.5 per cent, whereas, both private sector and foreign banks, recorded stressed advances ratio at 4.5 per cent. Amongst the major sectors, industrial showed a decline in the stressed advances ratio from 19.9 per cent to 19.4 per cent between September 2015 and March 2016, though the GNPA ratio of the sector increased sharply to 11.9 per cent from 7.3 per cent. Among the major subsectors within industrial sector, basic metal and metal products accounted for the highest stressed advances ratio as of March followed by construction and textiles. The stressed advances ratio of the infrastructure sector declined to 16.7 per cent from 21.8 per cent between September 2015 and March 2016. FSR further said share of large borrowers’ in total loans increased from 56.8 per cent to 58 per cent between September 2015 and March 2016.

Mumbai, Jun 28 (PTI): Stressing on need to continue with sound domestic policies and reforms, RBI Governor Raghuram Rajan today said banks’ asset quality stress has to be dealt first in order to revive the credit growth. “The stress in the banking sector, which mirrors the stress in the corporate sector, has to be dealt with in order to revive credit growth,” Rajan said in his foreword to the Financial Stability Report (FSR) released by the Reserve Bank. “We need to deal with legacy issues that hold back growth and bring changes to enhance the efficacy of our business processes and conduct,” the outgoing Governor said. Rajan said that in the global context, the country “stands out” in terms of relatively stronger growth and improved economic fundamentals but we need to stay on the path of “sound domestic policies and structural reforms”.

New Delhi, Jun 28 (PTI): N S Vishwanathan is set to become new deputy governor of the Reserve Bank, replacing of H R Khan whose term will end next week. Vishwanathan has been an Executive Director at Reserve Bank of India since April 2014. Appointments Committee of the Cabinet, headed by Prime Minister Narendra Modi, has cleared his elevation as Deputy Governor, sources said. The notification on this is expected soon, they said. As per the RBI Act, the central bank has to have four deputy governors. Vishwanathan was earlier Principal Chief General Manager in the Department of non-banking supervision at Reserve Bank of India.
“It in most likelihood will come up before the Cabinet tomorrow,” the official said. The gover nment had in January set up the highpowered panel to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of nearly 50 lakh central government employees and 58 lakh pensioners. The Commission had recommended 23.55 percent overall hike in salaries, allowances and pension involving an additional burden of Rs 1.02 lakh crore or nearly 0.7 per cent of the GDP.

New Delhi, Jun 28 (PTI): India is posed for a “big leap” in growth which could touch 8 per cent in the current fiscal on the back of normal monsoon, Economic Affairs Secretary Shaktikanta Das said today. “India today is poised for a big leap in terms of growth. Last year we recorded a growth of 7.6 per cent. This year with the monsoon, which I hope will be normal, I think we are looking at touching 8 per cent,” Das said at a CNBC TV18 event here. In 2015-16, the country’s economy expanded at 7.6 per cent. The Finance Ministry’s Economic Survey had projected a growth rate of 7-7.75 per cent for the current fiscal while RBI has forecast it at 7.6 per cent. Police spokeswoman Luba Samri said riots broke out on Tuesday as well, with youths hurling stones and objects at the police. She said five Palestinians were arrested on Tuesday for “rioting”, and 11 others on Monday. Olympics could be big failure amid crisis: Rio Governor Brasilia, Jun 28 (IANS): Rio de Janeiro’s interim Governor Francisco Dornelles has admitted the upcoming Olympic Games could be a “big failure” if there were no appropriate measures taken in regards to security and transport. Dornelles declared an unprecedented “state of public calamity in financial administration” earlier this month with less than 50 days until the opening ceremony, which could threaten “the fulfilment of the obligations as a result of the Olympic and Paralympic Games Rio 2016”, Xinhua news agency reported. Brazil’s federal g ove r n m e n t h a s a l r e a dy reportedly agreed to disburse federal funds to cover Rio’s shortfall, prioritising any projects considered necessary for the Games. However according to Dornelles, the funds have not yet reached the state. Murray eases past Broady
Andy Mur ray made short work of his first ever British opponent at Wimbledon as he swept past wild card Liam Broady in the opening round. Croatia’s Petar Gorsa clinched the gold medal with 457.5, while Hyeonjun Kim of Korea bagged the bronze after shooting 445.5. The 35-yearold Indian finished seventh in the qualification with a score of 1167 in kneeling, prone and standing positions.
