NEW DELHI, JUN 28 (AGENCIES): Thousands of people across the country Wednesday took to the streets in a citizens protest named Not in My Name against the recent incidents of mob killings. Holding placards that read: “Break the Silence”, “No Place for Islamophobia” and “Shed Hate not Blood” among others, the protesters said they had gathered to send out a message that there is a need to unite for a cause. At the Jantar Mantar in the national capital, among those who took part were family members of 17-yearold Junaid, who was stabbed to death on June 22 onboard a train, which he had taken with his two brothers after Eid shopping in Delhi. Khriehu appointed as advisor to CM DIMAPUR, JUN 28 (NPN): Khriehu Liezietsu, who had recently vacated the 10-Northern Angami-I A/C seat for his father and incumbent chief minister, Dr. Shürhozelie Liezietsu, has been appointed as advisor to chief minister in the rank and status of a cabinet minister with the portfolio of Music Task Force. This was stated in a notification issued by the cabinet secretary, Pankaj Kumar. It may be mentioned that Khriehu was earlier holding the charge as parliamentary secretary Music Task Force and State Lotteries.

In the lines of INTERPOL, NE states to have NEPOL GUWAHATI, JUN 28 (AGENCIES): In the lines of International Police Organization (INTERPOL), North eastern states including West Bengal will come up with NEPOL which will facilitate cooperation between the states of the region in tackling insurgency, cross border crime and smuggling. Two-day DGP/IGP conference of North eastern states which will kick start on July 29 will see the launch of NEPOL and cyber dome. The 24th conference will be attended by heads of Central police organisations operating in Northeast India. In Mumbai, people braved rains to come out in large numbers. Actors Shabana Azmi, Konkona Sena Sharma, Rajat Kapoor and Ranvir Shorey and social media activist Arpita Chatterjee were among those who participated in the protest. Azmi said these are not isolated incidents and there is a need for a stringent law against the perpetrators. “We are demanding a law against mob lynching,” she said. In Kolkata, among the protesters was filmmaker Aparna Sen. She said she was protesting against something which “we do not support and that is attacking any religious community”. Protests were also held in cities like Allahabad, Chandigarh, Jaipur, Kochi, Lucknow, Patna and Thiruvananthapuram.

DIMAPUR, JUN 28 (NPN): Nagaland chief minister and NPF president, Dr. Shürhozelie Liezietsu on Wednesday while admitting that the demand for integration of entire Nagainhabited areas in the region could be difficult at present, however, said that coming together under the umbrella of the NPF could be the first step to integrate the people emotionally and politically. CMO media cell in a press note said, Dr. Liezietsu, addressing over two hundred party workers from Arunachal Pradesh at a consultative meeting at NPF Central Hq, Kohima, maintained that NPF party should be introduced not only to all the Naga inhabited areas but to all tribal
areas in the region. Dr. Liezietsu said after NPF party was introduced in Manipur and Arunachal Pradesh, Nagas living in the two states could now feel a sense of belongingness as one Naga family. Advising the party leaders to work hard, the chief minister said NPF must participate in the next Arunachal Pradesh government so as to address the developmental issues faced by the Naga people in the State. He also urged Arunachal party leaders to be the torch bearers and spread the good news of the NPF party that “only through NPF the voice of the Naga people can be heard in the government.” Dr. Liezietsu reiterated that Naga People’s
Front (NPF) was “the natural ally of the BJP” and that it was the only political party which represents Nagas and could preserve their identity. Recalling the association of the party, which has been oldest in the North Eastern region with the BJP, Dr. Liezietsu said NPF has been aligned with the nonCongress national party as early as 1977. Citing the example of Manipur, he said NPF has sent four MLAs in the government and was now recognized in the Manipur Assembly. NBCC appeals citizens to take Panel headed by retired judge part in special drive for e-rolls to look into golf club incident DIMAPUR, JUN 28 (NPN): Nagaland Baptist Church Council (NBCC) has appealed to all the citizens of Nagaland to actively participate in the nation-wide “special drive” that was being initiated by the Election Commission of India (ECI) from July 1-31, 2017. The purpose of the special drive was to enrol new voters who were between 18-19 years and to purify the existing e-roll. In a press statement, NBCC appreciated the work being carried out under the chief electoral officer (CEC) Nagaland and impressed upon all citizens to “seize this timely opportunity for coming up with a clean e-roll in the State.” According to NBCC, the first and foremost requirement in a democratic election process was to have
a clean e-roll. In this regard, NBCC has requested the CEO, electoral registration officers, district election officers and the booth level officers (BLOs) to conduct the special drive in the right manner, and with professionalism and utmost sincerity. The church particularly requested the BLOs to reach out to every section of people under their jurisdiction and initiate work by taking the confidence and support of community leaders. Further, NBCC requested individuals, families, and leaders (of village/ ward, institutions, NGOs, churches) to extend full cooperation to the election department and at the same time hold them accountable in coming out with a clean e-roll in their respective ar-
eas. NBCC particularly requested leaders of different bodies (student, women, hoho, church, educational institutions, civil society) to educate young people between 18-19 years for enrolling their names and call upon the people to remove the following: dead electors, multiple voter names, underage voters, and transferred out names. It also appealed to all communities to act on the special drive with integrity, without giving in to shortterm calculation and narrow self-interests. M e a n w h i l e, t h e Church asked all believers to pray for the state election officials and community leaders so they could execute their responsibilities by following the right procedure and without any obstacle.
NEW DELHI, JUN 28 (PTI): Justice (retired) Mukul Mudgal will head a committee to look into a Meghalaya woman’s charge that she had been turned out of the dining room of The Delhi Golf Club because her traditional Khasi attire looked like a “maid’s uniform” to the staffers. The three-member panel, set up by the club Wednesday, will include lawyer Renu Sehgal and journalist Sunayana Arora Singh, the CEO and founder of an NGO, Organ India. “Since there are conflicting versions of the incident, it is deemed appropriate to institute an inquiry by independent persons who are not members of the club,” the club said in a statement. Tailin Lyngdoh, who was wearing a ‘jainsem’, a traditional Khasi dress, told reporters she was asked
to leave a lunch hosted by a member of the club in the heart of the capital on June 25. Lyngdoh said the manager informed her that the outfit she wore was not allowed in the club. The club, an elite golfing establishment situated in acres of rolling greens said: “The club shall take further action in this regard after receiving the report of the inquiry committee,” it said. Union MoS for Home Kiren Rijiju Tuesday termed the incident a “case of racial discrimination” and asked Delhi police chief to take appropriate action on it. Urban Development ministry also sought a report from the club on the issue. Mudgal, retired Chief Justice of Punjab and Haryana High Court, had earlier headed a committee to probe into allegations of corruption in the IPL.
Aadhaar-PAN linking must from July 1: Govt Cab okays 7th PC recommendations with changes NEW DELHI, JUN 28 (PTI): Individuals having Permanent Account Number (PAN) will have to link it to their existing 12-digit biometric Aadhaar number from July 1, a government notification said. Aadhaar number or Aadhaar enrolment ID will also have to mandatorily quoted while applying for Permanent Account Number (PAN), which is a must for filing tax returns, opening of bank accounts and financial transactions beyond a threshold. Union Finance Minister Arun Jaitley through an amendment to tax proposals in the Finance Bill for 2017-18 had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to check tax evasion through use of multiple PAN cards. The Supreme Court had earlier this month upheld the validity of an Income Tax Act provision making Aadhaar mandatory for allotment of PAN cards and ITR filing, but had put a partial stay on its implementation till a Constitu-
tion bench addressed the issue of right to privacy. Following the Supreme Court ruling, the revenue department has notified amendments to the income tax rules dealing in PAN application, which will come into effect from July 1, 2017. The department said “every person who has been allotted PAN as on July 1, 2017, and who in accordance with the provisions of sub-section (2) of section 139AA is required to intimate his Aadhaar number... to the principal director general of income tax (systems) or DGIT (systems)”. Besides, it entrusted principal DGIT (systems) or DGIT (systems) with specifying the format and standard along with procedure for verification of documents filed with PAN application or intimation of Aadhaar. As many as 2.07 crore taxpayers have already linked their Aadhaar with PAN. There are over 25 crore PAN card holders in the country while Aadhaar has been issued to 115 crore people.
Referring to the Supreme Court ruling, the Central Board of Direct Taxes (CBDT), the apex policy-making body for the I-T department, had then said the linking of Aadhaar and PAN will be a “must” for filing of income tax returns (ITR) and obtaining PAN from July 1. The apex court order had only given a “partial relief ” to those who do not have an Aadhaar or an Aadhaar enrolment ID, and the taxman, hence, “will not cancel” the PAN of such individuals, it had ruled. “Only a partial relief by the court has been given to those who do not have Aadhaar and who do not wish to obtain Aadhaar for the time being, that their PAN will not be cancelled so that other consequences under the I-T Act for failing to quote PAN may not arise,” the CBDT had said. While Aadhaar is a biometric authentication issued by the UIDAI, PAN is a 10-digit alphanumeric number alloted by the I-T department to individuals and entities.
N ew D elhi , J U N 2 8 (Agencies): The Union Cabinet on Wednesday approved the recommendations of the 7th Pay Commission on Allowances after making 34 modifications. The revised rates will take effect from July 1, 2017. The revised allowances will benefit at least 47 lakh employees. The increased allowance will impose an additional annual burden of Rs 30,748 crore on the exchequer. The modification, which is based on the recommendations of Committee on Allowances, will result in additional burden of Rs 1,448 crore over and above suggestions made by 7th Central Pay Commission. Among the recommendations made by the 7th Pay Commission, house rent allowance will be at the rate of 27 per cent, 18 per cent and 8 per cent when the dearness allowance crossed 50 per cent and further increased 30 per cent, 20 per cent and 10 per
cent when it crosses 100 per cent. Employee unions have demanded HRA at the rate of 30 per cent, 20 per cent and 10 per cent. The government has decided not to abolish 12 of the 53 allowances which were recommended to be abolished by the 7th Pay Commission. The decision to retain these allowances has been taken keeping in view the specific functional requirements of Railways, Posts and Scientific Departments such as Space and Atomic Energy. It has also been decided that 3 of the 37 allowances recommended to be subsumed by the 7th Pay Commission will continue as separate identities. This has been done on account of the unique nature of these allowances. The government had last year accepted the recommendation of Justice AK Mathurheaded Seventh Pay Commission in respect of the hike in basic pay and pension.
For allowances, the government had constituted a committee under Finance Secretary Ashok Lavasa to review the recommendations. This, following protests by government employees that the pay revision was not adequate. The panel submitted its report to the Department of Expenditure, which conducted the first round of review, following which it was presented before the Empowered Committee of Secretaries. The Committee then forwarded the report to the Cabinet. If the Cabinet does indeed take a decision today, government employees will see their July salary increase. Key among the demands made by central government employees is a revision in the House Rent Allowance or HRA. As of now, the existing rates of HRA for Class X, Y and Z cities and towns are 30 per cent, 20 per cent and 10 per cent of an employee’s basic pay. K Y M C
