Non-subsidised LPG, jet fuel rates hiked

NEW DELHI, JUN 1 (IANS): State-run oil marketers on Wednesday hiked prices of non-subsidised cooking gas and aviation turbine fuel (ATF), a day after increasing petrol and diesel prices. The price of nonsubsidised cooking gas, which consumers buy after exhausting their quota of 12 cylinders per year, has been raised by Rs 21 per 14.2-kg cylinder. The hike comes after another hike the previous month. Prices were raised by Rs 18 on May 1. The price of aviation turbine fuel (ATF), or jet fuel, was also increased by 9.2%. The much steeper hike comes after 1.48%, or by Rs 627 per kl on May 1. The petrol price was hiked by Rs 2.58 a litre and diesel by Rs 2.26 per litre late on Tuesday.

ANTSA, NSSFOF resume agitation

KOHIMA, JUN 1 (NPN): All Nagaland School Teachers Association (ANSTA) and Nagaland Secondary School Field Officer’s Forum (NSSFOF) have resumed the phaseII agitation, total cease of work from Wednesday, in protest against government’s failure to fulfil their demand. ‘Dharna’ at NU against May 19 assault case

MOKOKCHUNG/LUMAMI, JUN 1 (NPN): Members of Nagaland University Teachers Association, Lumami (NUTA-L), Nagaland University Non-Teaching Staff Association (NUNTSA) and Post Graduate Students’ Union (PGSU), Lumami, on Wednesday staged a “dharna” by wearing black badges at the Nagaland University (NU) Lumami campus against the “dismal apathy” of the district administration and NU authority. They demanded that the miscreants involved in harassing the students, faculty and staff of NU and assaulting a professor on May 19 should be booked at the earliest. NUTA (L) president, Lanusashi Longkumer, said on May 19, a group of youth in an inebriated state waylaid the University bus at Ao Settsu and harassed the students, faculty and staff members while Dean of students’ welfare was physically assaulted. Therefore, they submitted representations to the district administration and NU, demanding necessary and appropriate steps but no action was initiated. In this regard, NUTA (L) has sought the intervention of Chief Rector, NU Raj Bhavan, Kohima for justice. The miscreants also entered the university campus on May 26 and threatened one of the teaching faulty with “dire consequences” if complain was not withdrawn, NUTA (L) alleged.

NPF endorses suspension orders

DIMAPUR, JUN 1 (NPN): N P F L e g i s l a t u r e Pa r t y spokesperson, Yitachu has stated that the party during its joint meeting on Wednesday resolved to fully endorse the suspension of Lok Sabha MP, Neiphiu Rio and MLA Imkong L. CM education row: Hearing on June 14 DIMAPUR, JUN 1 (NPN): The hearing of the case pertaining to chief minister T.R. Zeliang’s education qualification issue would be held on June 14, 2016. NEW DELHI, JUN 1 (AGENCIES): Congress vice president Rahul Gandhi would soon be made the party chief, bringing an end to a long running debate on what should be the perfect timing for his ascension to the top of India’s Grand Old Party. His new assignment, said by top sources in the party to be imminent, will end one of the most debated topics in Indian politics in recent times. It will also herald a generational shift in the Congress that is struggling for relevance following a series of electoral defeats. “You cannot have this confused twin leadership for long,” said a top functionary, asking not to be identified. Sources said Rahul’s accession as Congress president would be accompanied by an overhaul of party structures to populate them with younger people. Older party functionaries will be asked to step down and make way for a new order, they said. The decision, which

will see him take over the reins of the Grand Old Party from his mother Sonia Gandhi, has been hanging in the air ever since he became Congress vice president in 2013. But there exists deep divisions in the Congress on whether he should be appointed party president. Manipur govt orders schools to close till June 2

IMPHAL, JUN 1 (AGENCIES): Manipur government on Monday ordered all colleges, schools to shut down from May 31 to June 2 following threat from students’ organizations to hold protests against the delay implementing the anti-migrant bills. The decision was taken at an emergency meeting of the council of ministers on Monday. Chief Minister Okram Ibobi Singh will lead the delegates of all political parties, said government spokesperson Moirangthem Okendro. The meeting discussed the worsening law and order situation in the state as a result of the burgeoning agitation demanding enactment of the three pending bills. The activists are saying that the political leaders should go to Delhi to pressurize the central leaders on the issue. Though it was planned that the team would leave on May 16, it was delayed as the agitationists said that they must return victorious or face the wrath of the people.

NPCC to seek disqualification of 8 MLAs

NEW DELHI, JUN 1 (IANS): In the wake of court ruling on the disqualification of nine Uttarakhand legislators, the Congress leaders in Nagaland are now optimistic about the disqualification of eight other party lawmakers who defected last year and backed the T.R. Zeliang government in the northeastern state. “Eight Congress MLAs had voted in favour of the Zeliang ministry on February 5, 2015, during a trial of strength. Later, they defected from the Congress and joined the ministry. We will cite the Uttarakhand precedence and pray for their disqualification once the case comes up for hearing in the Supreme Court in July,” a Nagaland state Congress source said here. The party has enlisted the services of senior counsel and party leader Salman Khurshid to take up the case in the Supreme Court. “It is a good case for us to win,” the source said. The Supreme Court on May 9 refused to put on hold the disqualification of nine rebel Uttarakhand Congress legislators and ruled that they could not be allowed to participate in the trust vote sought by the Harish Rawat government. In Nagaland, Congress sources earlier alleged that eight separate petitions submitted to the assembly speaker for their disqualification did not yield result.

Maneka calls for stir to end cow slaughter NEW DELHI, JUN 1 (AGENCIES): Union Women and Child Development Minister Maneka Gandhi on Wednesday called for a nationwide online protest for ending cow slaughter and suggested banning zoos across the country. During an hour-long live interaction on social media, she took questions from online users on a range of subjects. It was held to discuss the ministry’s achievements on completion of two years of Modi government in office. “I am trying desperately to stop it (cow slaughter). The root of all this lies in banning the oxytocin injection and I am at the Health Minister’s door every day asking him to have it totally banned. “You will see that cows will not be sold for slaughter then. We need a nation-wide protest through the net to stop this,” she said in response to a question. ACIF alleges manipulation in food, supply items DIMAPUR, Jun 1 (NPN): Anti-Corruption and Crime Investigation Front (ACIF), Nagaland alleged that most of the food/supply items do not reach the poor beneficiaries, but were sold in open markets/mills by government approved contractors or suppliers. ACIF general secretary, N. Mar Longkumer also alleged that some HoDs were involved in anti-poor activities. In this regard, ACIF said it was determined to eradicate all anti-social activities taking place in the society. The organization also warned of befitting action by way of imposing penalty and non-

bailable imprisonment or suspension of any officials found involved. It also warned business communities and individuals of similar action. Further, the organization warned that no business association/union would be allowed to interfere in case of any shop/mill owners found guilty and that individual would be solely held responsible as the business was run individually. Mishikito Village Council refutes TVC’s allegations

DIMAPUR, JUN 1 (NPN): A day after Thilixu village set 48-hour deadline to DC Dimapur for the arrest of the accused, D. Kughaho Chophy and Khekiye D Chophy, the Mishikito Village Council (MVC) Wednesday demanded that the responsible authority should summons the complainant and clarify the matter in the presence of both the party concerned. In a complain letter to DC Dimapur, MVC chairman, L. Atoshe Yeptho alleged that Kughaho Chophy and Khekiye D Chophy were “maliciously” dragged into the case with an intention to inflict injury because of “personal grudges”. MVC also alleged that incident of May 16 “began and ended” by the decision of

MVC therefore, said if required, the accusation should be levelled against the Mishikito public. However on May 16, an illegal sign board, “Daily Market-Thilixu village blockIII” was found erected at the inaugural function of the said

Since the erection of the signboard inside somebody else’s jurisdiction being illegal, and sensing the impending trouble, the organizers ordered that the signboard be demolished, where Mishikito public also participated, MVC alleged. When the demolition was in progress, MVC alleged that one person, Hokheto grabbed Kughaho Chophy (head GB Mishikito village) by the “collar” and “dragged” him around, which infuriated the Mishikito public and resulted in wild “momentary scuffle”. During the scuffle, a body guard of a parliamentary secretary present at the function

opened fired from his service weapon, which provoked “reciprocal” blank firing from Mishikto side. Thereafter, the commotion ended without any serious casualties on either side, MVC alleged. The council also alleged that the whole incident could have been prevented had the enforcement agency acted as informed. After the incident, on May 16, at around 9 pm, MVC alleged that unidentified “miscreants suspected to be from Thilixu village” attempted on the life of Kughaho Chophy by firing inside his private residence followed by another firing towards the residence of chairman and vice-chairman of Mishikito village. MVC also claimed that firing was reported and verified by East police personnel reported on the spot. With regard to May 28 incident at the residence of GB Tokishe Achumi of Thilixu village, the MVC claimed that the individual involved acted on his own behalf and that he was not a resident of Mishikito village. In a press release, Thomas Magh, president, minority cell BJP Nagaland, said the pre-metric scholarships for class I to X standards should be made available to all the deserving students belonging to minority communities. The cell said there are allegations that many genuine students have not been receiving the scholarships for which the minority cell BJP requested both private and government school authorities to help those deserving students to receive scholarships. TO UPGRADE QUALITY WORKS & SERVICES IN PUBLIC DEVELOPMENT, NAGALAND STATE GOVERNMENT HAD MADE THESE STATUTORY RULES WHICH HAD BECOME EFFECTIVE FROM 06.11.2012. No. WH/W-SLQC/2008 (Pt): In exercise of the powers conferred under Article 162 of the Constitution of India, the Governor of Nagaland is pleased to make the following Rules, namely: (1) Short title and commencement i) These Rules may be called the Nagaland Public Works and Accounts Rules, 2012. ii) These Rules will come in to force from the date of Notification in the Official Gazette. (2) Definitions 2.1 Unless there is something repugnant in the subject or context, the terms defined in this chapter are used in these rules in the sense hereinafter explained. 2.2 (a) ADMINISTRATIVE APPROVAL: Formal acceptance by the concerned Administrative Department of the Government of the proposals for incurring any expenditure in the Public Works by any other department of the Government on a work initiated. (b) A sanctioned project becomes invalid if the execution is not started within a year from date of sanction. (c) If a sanctioned project cost is exceeded by 10% of the total sanctioned amount during execution, a revised project report shall be proposed to the Government for sanction. In case it is below 10% the Head of the Department shall sanction it. 2.3 TECHNICAL SANCTION: Administrative approvals and expenditure sanctions given by the Government for any work are again given technical sanction by the Head of Department after deducting establishment charges in the sanctioned estimated cost and thereafter endorsed to the executing agency showing the limit of expenditure against a particular project. 2.4 ESTIMATED COST: It is the total cost of a work at prevailing schedule of rates of materials and labour or through appropriate cost analysis based on prevailing market rates of materials and labour that will enable completion of work started as per proposed time schedule projected in the Bar Chart. 2.5 RATES: Unit cost of materials/labour/services. 2.6 DETAILED PROJECT REPORT: It is the final shape of any project/ work which shows background history, scope, benefit, detailed technical information viz survey data, design parameters adopted, technical design, drawings, total quantity of construction materials/ labour/services involved, time of completion and total cost at prevailing rates for completion. The total cost of the project will invariably include all taxes, levies, cess etc. which may be notified by the Government from time to time.. 2.7 BUREAU OF INDIAN STANDARDS (BIS): Indian standard specifications of any construction materials, manufacturing procedures, installation procedures, fabrication procedures, technical analysis, design parameters, selection procedures, technical designs and quantity estimation of materials/labours/ services. 2.8 INTERNATIONAL STANDARD ORGANIZATION (ISO): For similar purpose of BIS. 2.9 COMPLETION OF PROJECT: This includes completion of any project as per DPR specifications. 2.10 Contractor, syndicate or firm, not being a Government servant/ undertaking entrusted for supply, construction, maintenance, services of Government works with certain well defined terms & conditions agreed upon by both parties. 2.11 Government means the Government of Nagaland. 2.12 Head of the Department means an authority designated by a Government order to head a department. 2.13 Directorate Office: An office headed by a Chief Engineer or Engineer-in-Chief as head of the Department under whom are one or more Circles headed by Superintending Engineers, one or more Divisions and Sub-divisions headed by Executive Engineers and Sub-divisional Officers respectively. 2.14 Treasury means any Treasury or Sub-Treasury of the State Government. 2.15 Issue Rates: 3% of stock purchase rates are added to purchase rates to arrive issue rates to meet stacking and handling expenditures. 2.16 Suspense Head of Account: When construction materials are purchased in advance before projects/schemes are formally sanctioned to save time to help timely execution of sanctioned projects, expenditure is booked under this account. 2.17 Contingency: The total estimated cost of a project can never be 100% assured in practice due to incidental expenses of miscellaneous character. Hence 3% of the total estimated cost is added to arrive at the final cost of a project. 2.18 Deposit Works: These are works undertaken by Government departments on behalf of private parties for which the required fund is to be deposited by private parties to the Government account. 2.19 Secure Advance: When a contractor brings all or part of construction materials to the site of work some advance payment may be given as secure advance. 2.20 Running Account Payment: Before completion of work an advance payment equivalent to 75% of the work executed may be paid. 2.21 Liabilities: When works are completed in all respects as per terms & conditions of work order/ agreement but all or some part of payment remain outstanding. 2.22 Metric units only will be used. 2.23 Original Works: All schemes/projects newly sanctioned by Government which may be funded through Plan or Non-Plan funds. 2.24 Repair Works: Existing public assets requiring renovation, repairs and maintenance which may be funded through Plan or Non-Plan funds. CHAPTER – 1 Establishment: The existing Engineering departments of the State Government consist of the following offices - Engineer-in-Chief, Chief Engineer, Additional Chief Engineer, Superintending Engineer, Executive Engineer and Sub-Divisional Officer. The functions of the Additional Chief Engineer’s office are similar to that of the Chief Engineer’s office if it is declared as Head of the Department. However, the Government may bifurcate duties and responsibilities from time to time. Incumbency lists in all offices are to be distinctly maintained. The Government had banned Work Charged establishments by banning appointment of new work charged staff. However work-charged staff continue to remain with many departments and their wages paid. But their wage expenditures are not fully charged to works, and the State Government has been prescribing chargeable heads of account from time to time. In addition, provision of 2% of total estimated cost in all new projects will be kept towards payment of salaries of work-charged employees. Establishment matters may not be considered as statutory rules but incumbency list is mandatory in all offices since it has bearing on the accounting system and accountability. Chapter – 2 Duties & Responsibilities of Officers A. Engineer-in-Chief/Chief Engineer as head of the Department (H.O.D.): The success of Government development programmes for public services are fully dependent on the Head of the Department who is a bridge between the Government and the department. 2.a.1 Administration: All gazetted officers of the department require the recommendation of the Head of Department for promotion, transfer, posting, disciplinary action, leave and awards to be submitted to the Government for consideration. In the case of all non-gazetted staff, these powers are vested with the Head of Department. The Annual Confidential Reports of all gazetted officers are to be submitted to Government at the end of each calendar year. For non-gazetted staff it will be kept ready at all times in the HoD’s office. Quarterly disposition returns of all officers and staff in various offices under his/her control are to be monitored carefully and regularly. A quarterly disposition return form will contain the following columns: (1) Serial No. (2) Name of officer/staff (3) I.D. No. (4) Tribe (5) Permanent address (6) Date of birth (7) Date of appointment (8) Present designation (9) Scale pay (10) Total Pay (11) G.P.F. Deposit (12) G.I.S. deposit (13) Loan deduction (14) Net monthly pay. Grand total of column (10) to (14) in each office. The Annual Confidential Reports of all gazetted officers require the HoD’s comments before being forwarded to Government. Training of technical staff on engineering practices and accounts shall be carried out every alternate year for updating the professional caliber and corresponding departmental professional examination up to Executive Engineer level. Executive Engineers who do not pass professional/departmental examinations will not be proposed to the Government for holding charge of independent working divisions. Any report/proposal submitted to the Government is his/her personal opinion and not the endorsement of the views and opinions of subordinate officers. Therefore, the endorsement of subordinate officer’s letter/view/opinion is not acceptable. 2.a.2 Planning & Budgeting: The Head of a Department is fully responsible for planning and budgeting of developmental programmes for the department in every financial year. The State Planning & Coordination Department communicates yearly budget allocations or anticipated budget allocations in advance to help prepare departmental budgets for various sectoral outlay and work programmes thereof for the coming year K Y M C

which will be presented in the State Legislative Assembly for passing. Budget requirements for establishment expenditures and O&M are also prepared based on Government prescribed rates of growth and submitted to the Government in advance. Ongoing sanctioned projects which are not likely to complete during the current year are given priority in the projectwise budget allocation to deliver public service early. Budget provision against each project is monitored closely to ensure its completion within a specified time period to avoid price escalation. For any new schemes to be included in the departmental programmes, proposals are sent to the Government for approval keeping in mind anticipated resources likely to be available with the Department in the years to come. The head office also keeps records of new projects of public interest that may be considered in future. The Head of Department must keep well planned manpower for efficient execution of works both in office as well as in the field. Tools and plants, machineries and construction materials which are normally required in the project are assessed and procured in advance and charged to suspense head/stock to avoid delay in project execution. However, all such expenditures must be charged to sanctioned schemes by crediting to stock and debit to project within the same financial year. 2.a.3 Technical: Sustainability, stability, economy, durability and efficiency of public service are mostly determined by technical decision. The HoD is the overall in-charge of all technical decisions for any new project preparation as well as operation and maintenance of existing assets for optimum public service. Before detailed project report is prepared design parameters are duly approved which will include Bureau of Indian Standard and International Standard Organization specifications. The HoD will update himself with all Indian Standard and International Standard Specifications in construction materials and construction procedure technologies, and communicate them to subordinate officers by way of training and meetings as may be deemed appropriate. Any scheme, project or technical proposal must be thoroughly scrutinized in respect of design parameters adopted, structural load analysis, design calculations, engineering drawings, estimated quantities of materials and estimated cost at appropriate rates of materials and labour before conveying approval. 2.a.4 Accounts: The Head of the Department keeps track of all departmental expenditure under all heads of accounts and keeps them upto date through monthly accounts received from Circles and Divisions. These are reconciled with release of funds every month, and discrepancies detected are noted and suitable action initiated. The Head Office maintains fund allotment receipts and utilization registers to watch the department’s fund position/status at any point of time. Year ending accounts for March preliminary on all cash transactions are submitted within 10th April to Finance Department and Accountant General’s office Nagaland. However, March supplementary accounts including stock adjustments if any, are submitted within 10th June or as per amendment notification issued by the Accountant General Nagaland from time to time. Government revenue monitoring, effective operation of public assets and maintenance devices for smooth public service are responsibilities of the Head of Department. Accountable and auditable records are Detailed Project Reports, Government sanction orders, tender papers, work order copies, agreement copies, approved estimate copies, technical sanction copies, Government revenue account registers, taxes and duties register, monthly accounts, quarterly staff disposition return copies, meeting attendance and minutes registers, Government asset registers, post creation records, transfers & posting of officers/staff records, handing and taking over memos of all officers/staff, annual and special confidential report submission files, receipt and issue registers, peon books, Directorate sanction orders, travelling allowance grants and tour diaries of all officers and staff, monthly accounts of all head of expenditures, monthly stock accounts, training and placement records, various Government notifications/memorandums, Assembly business records, all correspondences with Government, other departments, public and department officers and staff, roster duty orders, directorate officers and staff work distribution and responsibility assigned records, recruitment records, vehicle log books. 2.a.5 Physical & Financial Progress Report: Monthly physical and financial progress reports of all Plan/ Non-plan projects, establishment expenditures, operation and maintenance expenditures, revenue collection, officers and staff quarterly disposition returns are routine works to be sent to Government. Any S.E./E.E. defaulting in timely submission of these reports are given short written notice for necessary action. If undue delay is detected, the Head of Department organizes internal audit immediately for suitable follow-up action. According to the nature of projects, progress report forms can be re-framed but in general, bar charts are given in all major project reports. 2.a.6 Inspection: All major projects must be inspected at least once a month depending on the nature of work and note wherever special attention is required by developing appropriate monitoring mechanisms. Underwater/underground concrete structure constructions such as irrigation dams, power generation dams, water supply dams and buildings are not allowed to start unless foundation soil condition and water sealing arrangements are tested and appropriately verified. Stock construction materials supplied are verified by an Inspection Board headed by S.E. as Chairman, E.E. Store as Member Secretary and three other E.E.s as Members constituted by the Head of the Department as per the format at Annexure and report to the HoD. No payment is allowed unless supplied materials are accepted and taken into regular account. The HoD will issue payment orders after he/she is satisfied with the quality and quantity as per specifications given in the supply/work order. For a major project, site inspection register is maintained where officers in-charge of projects require to sign and record their observations in respect of physical progress every week. For concrete work, daily concreting quantity and specifications are noted. Concrete samples are collected and tested as per IS specifications. For supply of tools and machineries manufacturer’s guarantee or warranty is ascertained 100% by the Inspection Board and certified. In the case of items such as turbines and generators, steam engines, diesel engines etc. for power generation and water/sewage pumping, supplies are given responsibility of commissioning and running upto 1000 hours as part of the contract agreement. 2.a.7 Audit: The Accountant General Nagaland serves advance notice for auditing any office. The HoD endorses this notice to the concerned officer for keeping ready all auditable documents. All audit paras are countersigned on all pages by both auditors and Drawing & Disbursing Officers before they are forwarded to the head office. These are then checked and replies furnished to the Accountant General Nagaland within the time prescribed by the Accountant General. 2.a.8 Meetings: Regular quarterly meetings of all gazetted officers of the department are called by the HoD to discuss important issues related to public service that require personal interaction, sharing of experiences and noting productive suggestions/proposals for adoption. During such occasions meeting attendance registers are maintained containing particulars of the officers of the following parameters : Name, designation, present office, date of posting to present office, date of initial appointment, date of promotion to the present grade, date of birth and signature of the concerned officers. Superintending Engineer: The Superintending Engineer is the head of a Circle under whom one or more working Divisions exist. It is a supervising office of all working divisions under its charge in respect of all development works and manpower management. 2.b.1 Administration: The functioning of all officers and staff under a Circle are monitored closely by the Superintending Engineer to ensure efficient control over them. The Annual Confidential reports of all officers and staff up to Grade-III pass through the Superintending Engineer with his/ her comments and thereafter sent to the Head Office. All proposals, reports and returns to the Head Office are deemed to be his/her views, remarks or comments and no endorsement the views of the of the subordinate officers are to be made to the Head of the Department. Disciplinary action against defaulting officers and staff are recommended to the Head of

Department supported by clear justifications in the form of a confidential report. During transfer and posting of officers and staff under his/her Circle, handing and taking over memos are thoroughly checked and verified before being forwarded to the Head Office. The Superintending Engineer initiates proposals for transfer and posting of officers and staff under his/ her Circle as and when required in the interest of the public and forwards the proposal to the Head of the Department in the form of a confidential report. Quarterly disposition returns from Divisions are checked before being sent to the Head Office to ascertain the status of officers and staff service parameters. 2.b.2 Technical: The Superintending Engineer is responsible for preparation of Detail Project Reports as well as working estimates within and above his/her financial delegation of powers for all works under his/ her Circle. The Head of the Department orders list of new projects for reconnaissance survey, preliminary survey and detail survey for DPR preparation. The Superintending Engineer will give written instructions to working Divisions for conduct of surveys mentioning the list of survey parameters against each project depending on nature and need. On the basis of these survey data/ parameters prescribed the Superintending Engineer will inspect sites for confirmation. Then with accepted survey data/parameters having various options and alternatives, reports are officially sent to the Head of the Department for approval of specific design parameters which will be used for DPR preparation. Detail Project Reports as well as preparation of working estimates must take into account various criteria viz. safety, economy, durability, convenience during utilization, operation and maintenance, construction and installation as well as aesthetic factors. While fixing design parameters BIS/ISO standards must be quoted clearly and lump sum estimate cost of any item avoided. 2.b.3 Planning & Budgeting: The physical and financial status of all works under his/her Circle are maintained and updated every month through Monthly Progress Reports submitted by the Executive Engineers. By December of every year, projects which are likely to be completed within March are marked including spillover projects, and are reported to the Head of Department stating requirement of funds corresponding to each project. Budget requirements of establishment expenditures, operation & maintenance office-wise under his/her Circle are submitted to HoD within January for allotment of fund in the subsequent financial year. Efficient and effective utilization of available officers and staff through appropriate work distribution plan is the duty of the Superintending Engineer. Under the same Head of Account, fund diversion from one project to another is possible with formal approval of Head of the Department if a particular project encounters a problem that may take some time to arrive at a solution. 2.b.4 Accounts: The Superintending Engineer’s office is a Directorate office without work expenditures. The expenditure of all offices under each Circle are required to be closely monitored through monthly accounts received from the Executive Engineers. Any deficiency detected during scrutiny of reports are referred to the reporting officers for clarification. In case of serious irregularities, disciplinary action against the defaulters is recommended to the Head of the Department with clear justifications. All accountable and auditable records listed under the head of Department’s para 2a4 relevant to Superintending Engineer’s offices are securely maintained. 2.b.5 Physical & Financial Report : The monthly accounts reported by the Executive Engineers consists of ongoing physical and financial progress reports of sanctioned projects under execution, operation & maintenance expenditures, revenue collection, stock materials at hand and consumption status and establishment expenditures. These reports are scrutinized, and defective reports are returned for correction wherever required. After corrections only the reports of all offices along with expenditures under the Circle are forwarded to the Head of Department. 2.b.6 Inspections: Inspection of projects under execution, operation & maintenance of existing public assets at hand for efficient delivery of public services, and offices of Executive Engineers under the Circle are routine duties and responsibilities of the Superintending Engineer. Frequency of visit of ongoing projects under active execution depends on sensitivity of works. A Project Inspection Register is maintained at site to record all important observations, duly signed with date and time of inspection. All underwater/ underground constructions such as foundation of buildings, bridges, dams for irrigation, power generation and water supply are 100% inspected before foundation works are started. Under no circumstances casting of reinforced cement concrete or plain cement concrete works are permitted without the physical presence of EE/SDO at site. For underwater concrete works the Superintending Engineer must be personally present at the site, who will also prepare a roster duty among E.E.s/S.D.O.s to monitor quality concreting. For large project works such as dam constructions continuous concreting day and night may be necessary where 100% monitoring is required. In the case of all intermediate concreting, a mark is kept at last concreted edge to prevent further concreting in the absence of departmental officers. At suitable scheduled intervals, concrete test samples are collected and tested as per BIS specifications and recorded in the Project Inspection Register. Every quarterly inspection of E.E.’s office will include check of all important documents viz cash transaction registers, monthly cheque drawal reconciliation records with banks, acquittance rolls, staff attendance register, bill register, work recording book in use, work order and supply order files, stock account, site account, revenue register, deposit work register, public asset registers. There will also be quarterly inspection of existing public assets to improve efficiency of operation and maintenance. 2.b.7 Audit: The Circle office is a directorate office and only establishment expenditures are maintained for cash transactions. However, auditable documents as mentioned in Sl. No. 2.a.4 are to be kept ready. Superintending Engineers will be in-charge of coordinating audit parties and Division officers under his/her Circle to facilitate convenience of audit and to ensure that the signature of the D.D.O. and Audit Party are obtained on all pages of audit paras/documents before forwarding them to the head office. 2.b.8 Meetings: Quarterly meetings are to be held with all officers once a year to discuss common issues and exchange experiences and ideas to save time and resources. Any problem discovered during inspection requiring common approaches are discussed to arrive at an appropriate solution. Meeting agendas and minutes recorded are securely kept for follow-up action and monitoring thereof which are auditable. C. Working Division Executive Engineer: Divisions are primary units for execution of all Government development programmes in a department. 2.c.1. Administration: A working Division has the largest number of field officers and staff who function under the direct control of an Executive Engineer. He is vested with the responsibility of efficient & effective execution of sanctioned projects as well as operation & maintenance of public assets under the Division. Manpower management is a daily duty of Executive Engineers, and they are required to closely monitor the activities of all officers and staff under their charge. Annual Confidential Reports of officers and staff reported by the Executive Engineer are to reflect the true quality and capacity of technical officers in respect of executing efficiency through appropriate comments and recommendations in their ACRs. All works funds transacted through the Executive Engineer requiring clear accounting records both for physical and financial progress, and reports are required to be submitted every month to the Accountant General Nagaland as well as the Head of Department through the Superintending Engineer. Handing and taking over memos during transfer and postings should reflect distinct records to avoid controversies between the officers handing over and taking over charge. Quarterly deposition return of officers and staff under the Division as per prescribed format are to be carefully scrutinized before forwarding to the Superintending Engineer to prevent disputes about service related discrepancies. Proposals for transfer and posting as well as disciplinary action against any officer or staff under the Division can be proposed to the Superintending Engineer through confidential reports as and when required. 2.c.2. Technical: It is expected that a person holding a Division has sufficient experience in both technical and account matters. The Superintending Engineer in-charge of a Circle prepares detailed project reports and working estimates also as and when required. The Executive Engineers are also personally responsible for collection of all required survey data and design parameters through field surveys with his officers. A Executive Engineer must understand fully any project presented to the Government by a department regarding engineering design parameters, analysis of loads on structures, design of all components, engineering drawings & specifications, estimating quantity of construction materials, labour and costing of projects. Once Government sanction is received for a project, a final timeline as per time schedule given in the DPR is laid down to be followed strictly. Technical skills for operation and maintenance are also necessary for efficient public service. 2.c.3. Planning and budgeting: Planning and budgeting works in the head office of the project/scheme are based on physical and financial progress reports submitted by executing Divisions showing status of each project to help ascertain the pace of progress according to the Bar Chart or CPM chart so that subsequent year plans are determined with high degree of efficiency and accuracy. Accounting for materials, labour and manpower requirements in addition to funds is a priority in planning.

Existing executing officers and staff efficiency records are monitored carefully in planning and work distribution according to their expertise in particular work items. These exercises are applicable for executing new project works as well as in operation and maintenance of public assets in hand. Government revenue collection plan is updated from time to time to improve collection efficiency and growth thereof. 2.c.4. Accounts: The Executive Engineer of a working Division is in-charge of drawing and disbursing of all work funds under various Heads of Accounts, including Division establishment expenditures in a Division. Systematic record keeping is the only way to present transparent accounts to any audit party whenever requisitioned. In a Division, auditable records are detailed project reports, working estimated cost of all works (if any), tenders and quotations, agreements, work orders issued by HoD/S.E., all sanction copies, measurement books, bill registers, cash books, monthly accounts, monthly stock and site accounts, year ending stock accounts, records of tools and plants, quarterly staff disposition return copies, staff attendance registers, project inspection registers, all correspondences with authorities, public and private parties, annual and special confidential reports forwarding copies, Government cheque or bank cheque payment reconciliations with bank copies, deposit registers, revenue registers, fund received and utilized registers, taxes and duties registers, public asset register, meeting attendance and minutes registers, post creation records, transfer and posting orders, handing and taking over memos, receipt and issue registers, peon books, all important Government notifications and memorandums, roster duty orders and registers, officers and staff work distribution registers, tour diaries and T.A. records, training and placement and vehicle log books. 2.c.5. Progress Reports: Monthly accounts include physical and financial progress reports of all works under all Heads of Accounts along with expenditure records of all types of expenditure in a Division and revenue collections. For different projects, report forms may differ, and are developed suitably in consultation with the S.E. and HoD or funding agency. Time schedules proposed in detailed project reports are taken into account in every progress report submitted. While monthly accounts take care of stock material consumption and balance every month, surplus material if discovered during execution in site account shall be transferred to stock account and submitted subsequently. 2.c.6. Inspection: Inspection of works - whether plan works or operation and maintenance are major responsibilities of Executive Engineers who are prime executing officers in field works. An Executive Engineer should always carry detailed engineering drawings and specification copies during inspections to ensure compliance in technical specifications. For pre-fabricated materials such as roof trusses, bridges, girder beams, cranks, poles and towers, onsite inspections during fabrication is required to ensure riveting, welding and bolting qualities. Specimen materials are collected at suitable intervals from different units, tested, certified and kept with DPR for permanent record. All underwater/underground works viz bridge piers, dams, building foundations, irrigation dams and channels etc. require 100% inspection before installation works begin. No concreting works are allowed for any structure whether underwater or overwater installations works without all time physical presence of departmentally trained engineers through appropriate roster duties framed by S.E. & E.E. Continuous concreting day and night may not be required in some projects. In such cases last point of concreting is marked and measured to prevent further concreting. Depending on sensitivity of works, frequency of inspection is tabulated. Project Inspection Register with all findings and observations are securely maintained till completion. This will be auditable in future and become a permanent record with the DPR. For concrete works samples are collected and tested at regular intervals as per BIS specifications, and results are kept permanently. Any adverse reports are noted and immediate rectification is made. Standard ordinary portland cement used should never be older than ninety days from the date of manufacture. Inspection registers for operation and maintenance of created public assets are also maintained to facilitate smooth public service, and frequency of inspections will be determined according to the nature of installation in consultation with S.E. and HoD. Motor vehicular road constructions of various types and specifications as specified by the Indian Road Congress, electric power transmission cable towers and line installations, irrigation channel constructions etc. require presence of departmentally trained engineers at all times. Quarterly inspections are to be made of Sub-Division Offices including check of staff attendance register, measurement books, stock & site accounts, bill registers and work inspection diaries. The Executive Engineer of a Work Division is in-charge of collection of survey parameters for any new project report preparation which may include reconnaissance survey, preliminary survey and detailed survey. The survey data collected are then analyzed and various alternative proposals are forwarded to the S.E. 2.c.7. Audit: Normally, audit notices are served by the Nagaland Accountant General in advance to help prepare all necessary auditable documents and records listed in para 2.c.4 to be kept ready before the audit team arrives. Audit paras raised by audit parties are discussed in detail before the final draft is prepared, and those paras which are cleared dropped. Final audit paras must be signed on all pages by both the Audit Officer and the Executive Engineer and forwarded to the head office with copies to the Superintending Engineer. The Sub-Divisional Officers under the Division are kept informed of the audit period to note whenever their services will be required. 2.c.8. Meeting: The Executive Engineer in-charge of a Works Division is required to hold meetings every month with subordinate officers, and more frequently when major projects are under execution. All formal meeting notices, agendas, minutes records and attendance registers are securely kept to help in subsequent follow-up action. All technical and administrative problems are presented for discussion in the meetings and clarified. There is also review of all duties and responsibilities given to officers and staff, and outcome results analyzed for better output. All meeting records and documents are auditable. D. Sub-Divisional Officer (S.D.O.): Sub-Divisional Officers are in-charge of monitoring of detailed physical progress of ongoing project works as well as operation and maintenance of public assets for effective public services. All field staff are directly controlled by the S.D.O. 2.d.1. Administration: Work distribution for each Junior Engineer, Sectional Officer and Assistant Sectional Officer are the responsibility of the SDO, and these are reviewed from time to time. Roster duties during public holidays for operation and maintenance are kept in order. For major project constructions where works are to continue 24 hours eg. underwater works, renovation/repairing at crowded public places, special arrangements are needed. Attendance registers of field staff are maintained separately according to nature of work and site of work. Annual Confidential Reports of officers and staff must reflect their skills in a particular field to promote it. Proposals for transfer and posting of officers and staff can be initiated through confidential reports to the Executive Engineer. 2.d.2. Technical: The Sub-Divisional Officers are technically equivalent to all officers above their rank except in experience and skill which has been decided during recruitment/promotion. Accordingly they are required to be thorough in engineering works. All major projects likely to come in Government work programmes are surveyed by the S.D.O. which could be reconnaissance survey, preliminary survey or detailed survey for preparation of Detailed Project Reports. They are required to be conversant with all Bureau of Indian Standard specifications, and their reports should be consistent and suggestive. 2.d.3. Planning & budgeting: Being a detailed physical monitoring officer of all works under a Sub-Division, planning of executing programmes corresponding to budget provision and exercises are carried out more accurately at Sub-Divisional level. Material and manpower requirement for ongoing projects, new projects and operation and maintenance are estimated and forwarded to the Executive Engineer. A well defined time schedule for conducting survey work for new projects likely to be included in the subsequent year’s Works Programme are kept ready. All requirements of materials and manpower are worked out within the budget provision or anticipated budget provision to complete sanctioned works within available budget provision and time schedule to help avoid price escalation. 2.d.4. Accounts: Monthly accounts to be submitted to the Executive Engineer are work expenditures, establishment expenditures, stock and site, T & P account of materials, revenue collection, physical and financial progress reports of ongoing projects in prescribed formats. Other permanent records in a Sub-Division are DPRs, Government sanction copies, work orders, agreements, quotation & tender notices, work recording book till all pages are utilized and submitted to the Executive Engineer’s office, ledgers, bill registers, approved estimate copies, survey records, staff attendance registers, tool & plants registers, roster duty registers, public asset registers, inspection registers, tour dairies, ACR forwarding registers, receipt and issue registers, peon book, vehicle log book, all Government notifications, transfer and posting work memos, work distribution registers, meeting agenda & minutes records, all correspondence records with Government, public leaders, private parties and T.A. bill records. 2.d.5. The frequency of progress reports may be shorter for some projects which is determined according to sensitivity and nature of project. Survey and investigation works for new projects under consideration could also be a part of monthly reports. Special short frequency progress reports may be required for major projects such as underwater constructions, long span bridge installations, long span roof truss installations, dams and barrages for power generation, irrigation, water supply and flood control. Stock and site accounts, staff attendance register and revenue collection are also reported monthly to the Executive Engineer. 2.d.6. Inspection: For normal operation and maintenance works weekly inspections are prescribed. But for delicate works such as power generation machinery, power transformer station, water supply pumping machinery, discharge regulator in power generation, irrigation and water supply, frequency in inspections will be determined separately according to the need and requirement. The Sub-Division in-charge will check major stock materials, daily receipts and issues and re-confirm ground balance of materials. If two or more major projects are undertaken, inspection timetable schedule is prepared and forwarded to the Executive Engineer along with field staff in-charge of projects. An inspection register is maintained for major projects where physical progress is noted in detail. Other inspection duties of Executive Engineers are equally applicable to SDOs also wherever relevant. 2.d.7. Audit: During audit of Executive Engineer’s office, the S.D.O. is required to keep all accountable documents ready and produce them to the audit party in person whenever requisitioned. For Sub-Division in-charge of stock materials and large revenue collections, separate auditing of the Sub-Division is also done. All pages of audit paras require to be signed both by the S.D.O. and Auditors before formally forwarding them to the Executive Engineer in three copies. 2.d.8. Meeting: Monthly formal meetings with all field officers and staff are required to review works execution and sharing of experiences. The issues discussed are minuted for follow-up action. All meeting notices, minutes and attendance registers are kept securely and are auditable. E. Junior Engineer: There is no formal office for the Junior Engineer under the State Government establishment setup of engineering departments. However, informal offices are sometimes required for convenience of work, and are established on need basis. Junior Engineers are spot officers in-charge of work and carry attendance registers if works are executed by departmental field staff. All materials at site account are maintained by the Junior Engineer, and monthly site account of materials at site are submitted to the S.D.O.s office. Junior Engineers posted at stores maintain monthly stock accounts of the office of S.D.O. Store and help the S.D.O. in submission of monthly stock accounts to the Executive Engineer’s office. Junior Engineers also maintain work recording books for recording work measurement and prepare bills in the S.D.O.s office within the delegated powers of the SDO. Junior Engineers conduct all engineering survey works under the guidance of the S.D.O. F. Handing & Taking over memo: The following documents must be jointly signed by both handing and taking over officer before assuming office - General history of concerned office, general history of important projects under execution as well as maintenance, progress report of projects in detail showing Government sanction orders, estimated cost, expenditure up to date of each project and corresponding physical progress report. Quarterly staff disposition return report, cash book, cheque book, preceding monthly account, list of public assets under the office and jurisdiction of office. Chapter – 3 Project Report Project report preparation is generally expensive and time consuming. It proceeds in three stages. At the end of each stage a certain decision is taken whether to proceed to the next stage. Identification Report: All projects are for public service and therefore, identification of a project must take into account benefit factors to public such as population to be benefitted in terms of economic growth, commercial activities, industrial potentials, educational facilities, social impact, cultural and religious importance and likely effect in neighbouring areas/districts. Identification report should provide an idea of investment requirement to help decide whether further investigation will continue which will also involve fund provision. Reconnaissance survey is required to ascertain the project area and its physical environment. Various alternatives/options are presented to help decision makers visualize the prospective from different angles and decide. The report should reflect long term effects and future expansion, modification, renovation, augmentation potentials and existing infrastructure along with map. Preliminary Project Report: Once identification reports help deciding authorities to go for further study of various options given, a preliminary study is carried out under various terms, references and scope set out towards the first stage of comprehensive feasibility study to help screening and making of all project alternatives and to select an appropriate alternative for carrying out detailed feasibility study. Preliminary report must comprise following information:Executive Summary: At the beginning the report gives essential features, basic strategy, approach adopted in developing study, salient features of financial and administrative aspects. Introduction: Describe how the project originated, explain previous studies if any on the project including brief project identification report, explain how the project fits into the regional development plan, its long term effects and land use plan etc., how the study was carried out, describing various elements of work, data limitation and interim reports prepared during study. Project area and need: Geographical description of the project area with reference to map, describing features like topography, climate, culture, religion, population growth within project area and region population migration which will effect project design, implementation, operation & maintenance, economic and social conditions, existing infrastructure history and present status, need and justification of the project. Estimated Cost Aspects: This involves factors such as availability of construction materials at project site, electric power, vehicular approach road, manual labour, market for essential commodities, transportation facilities, security, people participation, anticipated likely cost of project at prevailing market rates of construction, materials and labour. Recommendation: It should cover all actions required to be taken to complete project preparation and implementation, detailed timetable for actions to be taken and likely technical and administrative problems that may be encountered. On the basis of preliminary project reports a final decision is arrived out of various alternatives presented for preparation of detailed project report of the accepted one. Hence preliminary report should highlight all potential advantages and disadvantages. Penalty: When the Contractor completes the work within stipulated time duly certified by the competent authority but the Government fails to make payment within three months from the date of completion certified, then the Government is liable to reimburse to the Contractor interest equal to the interest paid by the State Bank of India at prevailing rates on fixed deposits beyond three months delay period. If a Contractor fails to start the work effectively within three months from the date of issue of work order, a notice is served to the Contractor for the delay and acknowledgement received. The Government will not entertain any compensation on account of accidental losses of any type except major damages due to earthquake. 10. WRB should have permanently printed serial number and each book must have 100 pages that should be utilized till the last page after which it should be kept in safe custody of the Executive Engineer’s office from where it was issued till destruction time of 50 years from date of issue. The Executive Engineer’s office should maintain permanent register of WRB with these particulars:- Serial number, WRB number, name of authorized officer in BLOCK LETTERS to whom WRB is issued, his/ her signature and seal, Name in BLOCK LETTERS of Executive Engineer who issued the WRB with signature, seal and date of issue. Dadri report sparks fresh political sparring

LUCKNOW/NOIDA, JUN 1 (PTI): The Dadri lynching sparked fresh political sparring Wednesday over a forensic report on a meat sample that led to the attack with BJP leaders from Uttar Pradesh targeting the ruling SP after Chief Minister Akhilesh Yadav questioned its authenticity. With a clarity from where exactly the meat sample was found yet to emerge, a report prepared by a forensic lab in Mathura concluded that it was beef, eight months after the attack set off a fierce debate over intolerance and political slugfest. The meat was said to have been found in a garbage dump outside the victim’s house while some reports said it was recovered from the freezer inside. The finding was in contrast to the preliminary report of an enquiry by the Uttar Pradesh Veterinary department which said the meat over which Mohammad Akhlaq, 52, was lynched on September 28 last in Dadri on rumours that his family stored and ate beef was mutton of ‘goat progeny’. With UP headed for a crucial assembly polls next year, BJP MP Yogi Adityanath hit out at the Samajwadi Party(SP) for questioning the authenticity

Same difference again

A

fter the poor performance of the party in the recent assembly elections, some senior leaders cannot be faulted for demanding that Rahul Gandhi should be anointed to lead the Congress from the front and he should act in more decisive manner in dealing with organisational issues paralysing the party. The grand old party seems continues to be in ICU ever since it’s worst ever performance in 2014 Lok Sabha Elections and media suggests it survives in the Rajya Sabha only. No honest attempt was made to do DNA and take corrective measures. Several exCongress leaders including former Uttarakhand Chief Minister Vijay Bahuguna and Arunachal Chief Minister Kalikho Pu have lamented that they had no other alternative but to leave the party after failing to meet the number one number two in the organisation after waiting for months. There are other senior leaders who are still waiting for meeting with their high command. Is this scenario congenial for the party? Another allegation what is made is that the so-called senior and manipulative leaders who have never been successful in winning elections are accommodated in the Rajya Sabha and given important assignments. Yes, introspection is needed and corrective surgery, even if it required amputation for removing important limbs should be undertaken. It is not in national interest that the Congress should stand behind a hotchpotch combination of ideologically desperate regional groupings. The grand old party should be given a new lease of life to Congress should be developed into a well structured party comprising a galaxy of leaders with unquestionable antecedents. It must have thought twice before antagonising a powerful satrap like Mamata Banerjee in Bengal to grab the hand of a political outfit whose ideology have become irrelevant across the globe including Russia and China which abandoned communism long ago. Its past leaders including Rajiv Gandhi are synonymous with progressive ideas and values. But now, for a few seats the party does not hesitate to join hands with regressive forces. Such a policy is not only short sighted but also not in national interest. With the crescendo of voices for Rahul’s final anointing as president of the AICC; there are mixed opinions about the Gandhi scion’s ability to provide the inspiration and leadership to a party that has been on the decline. Rahul was appointed general secretary in 2007 (and no ordinary one too; considering the fact that he was the de facto heir apparent to Sonia).His goal to revive and democratise the NSUI and Youth Congress could hardly make much impact with his penchant for holding interactions with select groups of youth along with his coterie or having tea or food in houses of dalits or tribals etc. Other lesser mortals would have been literally tossed by the wayside but not Rahul. He was again anointed as party vice president in 2013 and expectations that he would help the party retain power in 2014. Instead, the Congress faced a shattering humiliating defeated when its tally plummeted from 206 to a double-digit 44 in the Lok Sabha. At a postelection press meet and with a sheepish grin, Rahul said his party “did pretty badly.” Despite a proven inability, Rahul is again to be anointed as president of the party. Hence, Secondary education has the single most significance to National development. Higher education that guards the development of frontiers of our nation stands on the shoulder of secondary education. It forms as connecting link between the lower & higher education in the educational structure for which special attention has to be given to this crucial stage of education. Presently, the department of School Education has 294 GHS, 626 GHS and 1150 GPS altogether 2070 school under Secondary, Elementary & Primary sectors. On account of its vastness, proper monitoring and supervision could not be carried out and failure of monitoring and supervision mechanism leads to poor results and quality is suffered in the formative stages. As a result, the system is getting deteriorated in the concerned levels which is clearly visible by all the stake holders Education. In order to revive, rejuvenate and to being qualitative improvement in the formative stage of education one has to go back to the root and revisited the areas of where it has gone wrong. Thus by creating a separate set up for each stage, special attention may be given to the defective sections for its overall quality improvement which is declining in

the foundational stages. Hence, segregation of department into separate establishments by allowing respective segments to look after its own affair is the need of hour. Therefore, we a view to improve & revamp the formative stage of Education the Association has been demanding for bifurcation of Secondary/Elementary from the higher Secondary so as to Promote smooth functioning & efficient management of the department towards Quality & systematic Education in the State. Bifurcation is a Continuous Process and the time has come for Education department to bifurcate it into different segments for better management & for better results. Assam, the mother state for all other north east states has a separate set up for Directorate of Elementary Education, separate establishments for Secondary & Higher Secondary Education respectively for which the department of School Education of Assam is functioning smoothly. Since Govt. is given due importance to the development & improvement of higher education, HSSLC results in all the 3-streams are encouraging which deserves due recognition from all the stake holding agencies. In the same way, the Welfare Govt. should give the same importance to the formative levels of education by Creating separate set up for each establishment to look after its own affair. he NNC parent body have to state again that Indian leaders in Delhi were and are all timid and afraid of their Armed Forces since whoever are in Government cannot exercise their political power in speaking out the truth about excesses committed by the Armed Forces under AFSPA of 1958. And failed to repeal this black law even though recommended by their constituted commission, human right organizations and the United Nations body but they ever complied to their Forces of draconian law of Armed Forces rule in the North East region especially in Nagaland from 1958 till date to suppress and oppress Naga people in particular of their inalienable right to freedom and the North East people of their political rights. And these are all inhuman and barbaric way of dealing with human problem for the last more than 60 long years being the largest democracy in the world. Regarding the defense minister of India Manohar Parrikar who said that without the law of AFSPA of 1958,the Armed Forces cannot go to civilian areas was indeed a lie as their Forces are well stationed in the best area/places of city, town, and even villages in the Northeast region. Their forces are well stationed in the very heart of all these above mentioned places with immunity creating fear psychosis to the people and carrying out their very policy since 1958 who were and are suppose to station in the border areas are in fact stationed in public and populated places in the region this far. These are all policy of political suppression and oppression of the peoples’ right for freedom. The Northeast people and the Naga people in particular suffered the most under this black law of the Indian Government for the last 58 years in the hand of their Armed Forces. The NNC once again earnestly appeal to the people of the world to condemn and be done away with this draconian law of GoI for peace and freedom to prevail in the region. e said “Bifurcation is against the interest of the students.” He did not justify his statement as he does not know classroom situation. Whereas the associations say it is in the interest of the students as rooms of high school section were reduced for want of rooms for higher secondary accommodation. Moreover, as the two sections has different pattern of class running the two disturb one another. There is tussle in the schools between the two sections for which secondary section teachers are gradually losing their interest which will have far reaching impact upon the students as there is no peaceful environment in the School. The demand is purely in the interest of students and the teachers. Let him justify why it is against the interest of the students as a statement does not end in itself. The demand is against the composite school policy: He proposes to form composite school for class 10 and below as many schools are not having enough students. The bifurcation demanded is for elementary-secondary (1-10) from higher secondary. As the classes from 1-10 is of the same class running system with the same academic session, composite policy is not disturbed provided the village communities have accepted the policy. The composite problem is only between higher secondary and secondary as they have separate academic session an the system of running classes. The demand will be a wasteful expenditure: We have provided an expenditure free bifurcation notification model on the request of the commissioner & secretary initially. As committed by us to wait for the government in respect of separate infrastructure and appointment of ministerial staff for higher secondary establishments in the state, we will stand by our commitment. Everyone should fit into the system and not system in us: the system is manmade and is wrong so it is not possible to accept the system and for which bifurcation is being demanded since secondary section officers and teachers are discontented and the problem has been prolonged right from the inception of higher secondary upgradation. Should Exhaust all options before

launching agitation: Milder approach as in the form of assignment distribution was demanded but not done properly which was lopsided and too bias as per the notification dated 15 th February 2016. Again we demanded for rectification, however turned to a deaf ear on the request. Hence the situation was made to ripe faster. Bifurcation issue need to study properly: We have studied minutely about its feasibility and demanded accordingly. However parochial attitude on his part is the problem to concede to any demand as it is. Hence we are compelled to stick to what is demanded till Notification is issued as we have no trust of any commitment now and have no second option. What ever he offers such as cadre review, post upgradation, graduate scale for primary graduate teachers and son on are not going to happen in his tenure as minister, as experience shows so far which are talked about from the beginning he assumed office. Be sure that no promise is so far fulfilled. Different false promises to different associations: To divide and rule the department different promises were given to different groups and believing which the groups withdrew from ANSTA however not fulfilled as he failed to understand the practical aspect. The funniest promise being announced was on 2014 teachers ‘day where he promised to give maths and science teachers to private schools. Now he is playing against the two associations (ANSTA & NSSFOF) with other associations as his tool. His divide and rule policy for which ANSTA was fragmented will go down to the annals of ANSTA history. Other associations final journey except NGHSSEA is to ANSTA only in future. NGHSSEA is playing a dirty game against ANSTA & NSSFOF like a mandatory clause in their service rules. One side talked about excess number of teachers on the other side teacher post advertisement: On the public platforms he talked about excess teachers even upto the tune of 5500 on the other hand advertised teacher posts district wise in 2015. Was it not contradicted. About poor result: He talked about poor result in Govt. schools but number of nil school increases in his

regime as he converted over 150 posts of graduate teacher into post graduate posts for higher secondary schools he upgraded without any replacement and many rural school s were badly affected by this policy. this was followed by freezing of posts after retirement in all schools. (means appointment was stopped against retirement vacancies in all schools except for some cases for himself and his friends). Critical about randomly establishing schools: He was critical about the practice of randomly establishing Schools in Nagaland. Whose creation is this? Without his approval? Govt. schools can not be created by association or community without government approval either PAB at Delhi or state government. He spoke as if it was created by associations or the Village communities. Who is responsible for all the multiple problems in the Department?: All these are the creation of the government. The association has no power to touch these files and only when wrong policies were formulated or wrong actions were taken which come to our notice we submit representations however representations were never addressed in time and in proper manner hence accumulated to

this magnitude. The latest problem created was the promotion of two headmasters outside the legal seniority list in the month of may itself testing our patience: The seniority list no.29 and 129 were promoted to SDEO, might be under blindfolded. Otherwise promotion is considered by checking the specific position in seniority. If this is not cancelled another issued is left with him. This way problem are created. Slowly and gradually all will come out for public consumption now as we confront. Many vacancies but no promotion: Promotion is so stagnant for secondary section but vacancies were not filled up and many retired with heavy heart without getting their due shares of promotion. What a pity. This itself he made a reference in the past saying, “if that was the situation; how they can become a contributing senior citizen after retirement”. However nothing was done so far and the officers continue to retire without getting their due shares of promotion. Longsa village has recently been blessed with the first DC from Longsa in the person of Zarenthung Ezung, first field secretary Lotha Baptist Association Vankhosung Mission Compound, Nyanchumo Lotha and Rev Father Lucas Mhonchan, the first priest from Catholic community of Longsa village. I would like to caution these achievers to be judicious in their recent appointments for their good works will reflect on the village itself. It is essential for administrators (in any field) to cultivate the good points, such as punishing the wicked, rewarding the good, impartial judgement, protection of the dependents and to fill up the treasury for the right cause. NEW DELHI, JUNE 1 (AGENCIES): The plan, which aims to make India disaster resilient and reduce loss of lives, covers all phases of disaster management Prevention, Mitigation, Response and Recovery. Prime Minister Narendra Modi today released the National Disaster Management Plan (NDMP). This is the first ever national plan prepared in the country. The plan aims to make India disaster resilient and reduce loss of lives. The plan is based on the four priority themes of the “Sendai Framework,� namely: understanding disaster risk, improving disaster risk governance, investing

in disaster risk reduction (through structural and nonstructural measures) and disaster preparedness, early warning and building back better in the aftermath of a disaster. The plan covers all phases of disaster management: Prevention, Mitigation, Response and Recovery. It provides for horizontal and vertical integration among all the agencies and departments of the Government. The plan also spells out the roles and responsibilities of all levels of Government right up to Panchayat and Urban local body level in a matrix format. The plan has a regional approach, which will be beneficial not only for

disaster management but also for development planning. It is designed in such a way that it can be implemented in a scalable manner in all phases of disaster management. It also identifies major activities such as early warning, information dissemination, medical care, fuel, transportation, search and rescue, evacuation, etc. to serve as a checklist for agencies responding to a disaster. It also provides a generalised framework for recovery and offers flexibility to assess a situation and build back better. To prepare communities to cope with disasters, it emphasises on a greater need for Information, Education and Communication activities.

Pulgaon (Maha) June 1 (PTI): Three more bodies were today recovered from the site of the fire mishap at the Central Ammunition Depot at Pulgaon in Maharashtra, taking the death toll to 19.�Three bodies charred beyond recognition have been recovered from the accident site today,� Defence sources said. All the three belonged to Defence Security Corps, the sources added. Seventeen persons including a senior CAD official were yesterday rushed to the Acharya Vinoba Bhave Rural Hospital in Sawangi Meghe as they sustained injuries in the blaze that broke out at one of Asia’s biggest ammunition depot, which houses the largest stockpile of weapons in the country. Hospital in Pune today, a hospital spokesperson said. They include Deputy Commandant of the CAD, Col Ganendra Singh and two other officers-- Sharad Yadav and Jagdish Chandra. Yadav has suffered some injuries on his face and arm caused by flying splinters and Chandra suffered burn injuries, the spokesperson told PTI. Defence Minister Manohar Parrikar along with Army Chief General Dalbir Singh had visited the hospital yesterday after inspecting the fire site. The Army has instituted an inquiry into the incident. Parrikar had said that there was no sabotage involved in the fire at the ammunition depot but the exact cause would be known only after inquiry.

Strong dollar overseas and renewed capital outflows also weighed on the rupee trade. The domestic currency had opened a tad higher at 67.24 from yesterday’s closing level of 67.26 at the Interbank Foreign Exchange (Forex) market on bouts of dollar selling from banks and exporters. Maintaining its solid rising momentum, it touched a fresh intra-day high of 67.1125 following a sharp rebound in local equities even encouraging macroeconomic indicators supported the early move.

Saying UNHCR has “better figures now,” Spindler cited new estimates that about 100 people died in a shipwreck Wednesday, some 550 others died in another capsizing Thursday and a third sinking on Friday left 170 others missing and presumed dead. UNHCR said survivors who landed in Augusta, Italy, over the weekend indicated that 47 other migrants were

missing at sea in a separate incident after a raft carrying 125 migrants deflated. “Eight others were reported separately to have been lost overboard from another boat, and four deaths were reported after fire on aboard another,” UNHCR said. Spindler said authorities were still trying to understand the jump in deaths, even as they know the region is moving into its high season for human trafficking. UNHCR cited unconfirmed accounts that smugglers might be tr ying to “maximize income” before the Ramadan holy month, which begins in the first week

using such risky tactics as having one overloaded boat tow another one overflowing with hundreds of people. Joel Millman, spokesman for the International Organization for Migration, also pointed to a new tactic used by smugglers in recent weeks. “Traffickers and smugglers working out of Libya are using much bigger boats now, carrying as many as 750 people, where for the last 12 months, we’ve been seeing a lot of smaller rubber inflatable dinghies,” Millman said at a Geneva news conference alongside Spindler.

I S L A M A B A D, J UN 1 (AGENCIES): Pakistan President Mamnoon Hussain on Wednesday accused India of “running away” from talks despite Islamabad’s offer of joint probe in the Pathankot terror attack. Raking up the Kashmir issue, he called it an “unfinished agenda of partition” and the main cause of regional tension. Addressing the joint session of Parliament at the start of the fourth year of the present House, Mr. Hussain said, “Despite Pakistan’s efforts for resumption of talks [with India] and its offer of joint probe in the Pathankot attack, the foreign secretary- level talks are still suspended. Pakistan is concerned about it.” He said: “We believe the main cause of tension in the region is the Kashmir issue. It is part of unfinished agenda of partition of the sub-continent. Unless Kashmir issue is settled according to the wishes of people of Kashmir and UN resolutions, the problems of this region cannot be resolved. “Pakistan is a peaceful country and wants its foreign policy to be based on friendship and brotherhood with all nations”.

Cairo, Jun 1 (PTI): A French vessel has picked up signals believed to be coming from the black boxes of EgyptAir plane which crashed last month killing all 66 people on board, authorities here said today, raising hopes of finding the cause of the disaster. The vessel “La Place”, which is belonging to the French Naval forces and is participating in the search for the plane that crashed last month, has picked up signals coming from deep in the sea and believed to be from one of the black boxes of the plane, which crashed into the Mediterranean, a statement from the committee investigating the crash said. An intensive search is currently underway to locate the precise position of the black boxes. A second ship, John Lethbridge affiliated with the Deep Ocean Search firm, will join the search team later this week, it said.

The deadliest known tally in over a year could foreshadow disasters ahead in the next few months during the region’s traditional summer-fall spike in human trafficking as the weather and water grow warmer. UNHCR spokesman William Spindler said this year is proving to be “particularly deadly” on the Mediterranean, with some 2,510 lives lost compared to 1,855 in the same span a year ago. illspraise Music Academy together with High Praise Music & Art Academy organized a promotional musical concert for their students at Kids Worship Centre, Anaki building Dimapur, Tuesday Evening. Music students belonging to different age groups and grades performed during the concert. The students showed great prowess as they took turns in showcasing their talents in different subjects including drums, piano, guitar, violin and vocals. The older students gave good performances, but the real fun was watching the little kids performing with total concentration and not missing

even a single beat as they take the first steps into becoming the musicians of tomorrow. Hillspraise Music Academy was headed by Manen Jamir and Akok Imsong while the High Praise Music and Art Academy was headed by Robert Longkumer. The concert was hosted by Moalemla Aier while gratitude and invocation was done by Robert Longkumer. The audience comprised on the parents and family of the students. enowned Naga female vocalist and front-lady of the band Purple Fusion Lamtsala H Sangtam passed away Wednesday night following a prolonged battle with cancer. Soon after the news of her death spread, people from all walks of life started posting their condolence messages on Facebook and Watsapp groups. People had known her for her vocal capabilities but she became an exemplary figure through her zeal and the will power to live and her head-on battle against cancer. She was married to her bandmate and bassist of Purple Fusion, Mhathung Odyuo. A recipient of Governor’s award in the field of music (folk fusion), Lamtsala has also won other numerous awards including the Akadamia Award-best folk album 2014, Loa Angeles with her band. Nadal withdraws from Aegon Championships London, Jun 1 (IANS): World No.5 Rafael Nadal withdrew from the Aegon Championships tennis tournament on Wednesday. He pulled out because of the wrist injury that curtailed his pursuit of a 10th French Open title in May. Nadal announced earlier that the injury, which began to cause him problems in Madrid Open, could worsen significantly if he continued to play. He has been advised to rest his wrist in the short-term, forcing him to pull out. “I am very sad that my wrist injur y means that I cannot play at The Queen’s Club this year,” said Nadal in a release, who won the title here in 2008.

NEW DELHI, Jun 1 (Agencies): Defending champions India will begin their ICC Champions Trophy campaign against rivals Pakistan at Edgbaston on June 4, 2017. India, seeded second in Group B, will also clash against South Africa and Sri Lanka , while the opening clash will feature hosts England and Bangladesh at the Oval. The seventh edition of the ICC Champions Trophy will see participation from top eight ODI teams scheduled to play each other over a course of 18 days. World Cup 2015 finalists New Zealand will meet their Trans-Tasman rivals Australia in group A two days before the India-Pakistan contest. The top two sides from each group will progress to the semi-finals, which will be played at Cardiff and Edgbaston on 14 and 15 June respectively. The 15-match tournament will culminate at the Oval on June 18, which will also be the venue for the South Africa-Sri Lanka clash. “The ICC Champions Trophy is a short and sharp event, which is followed and enjoyed by the spectators and players alike. Under legislation, our federation must be accredited,” Shlyakhtin said. “All international starts are authorised through accreditation of the international federation,” the athletics chief added. Striker Poonam Rani scored India’s lone goal in the seventh minute while Hazuki Nagai equalised it for Japan in the 19th minute as the match ended in a tame draw. Japan started off strongly, holding possession and penetrating the Indian circle several times. But the Indians weathered the storm and were quick in the ascendancy, establishing control over the game.
