DIMAPUR, JUN 1 (NPN): With several committees at the state and district levels on COVID-19, these have added to administrative overreach and resultant confusion as the state attempts to strategise the fight against COVID-19 in Nagaland. In the latest development, a High Powered Committee chaired by the chief minister and chief secretary as member-secretary along with other ministers and advisers had been constituted to be overall incharge for COVID-19. Earlier at the suggestion of the Governor of Nagaland during the second week of April, an apex ‘COVID-19 War Room’ was constituted, headed by the chief secretary and comprising of other top officials. In addition there are various other committees such as the Advisory Committee on COVID-19 set up by the State Disaster Management Authority (SDMA) supposed to comprise of experts in medicine, socio-economy, supply chain, disaster management

Lockdown guidelines to remain: CS

DIMAPUR, JUN 1 (NPN): State chief secretary, Temjen Toy, has reiterated that all the existing guidelines with regard to the lockdown in all parts of the state would continue to remain operative till further orders. Revised SOP for returnees: Meanwhile, the state government on June 1 issued a revised Standard Operating Procedure (SOP) for returnees to Nagaland. As per the new SOP, those returnees from Chennai, who are still in Kohima and Dimapur quarantine centres, will continue to remain until the COVID-19 tests are carried out. However, those persons who test negative will be sent to their home district and those who test positive, but do not require hospitalization and are fit to travel, will be sent to their home districts to be kept at COVID-19 Hospitals for treatment. Returnees who have arrived from the Green Zones of the North East states before May 18, and have completed 14 days institutional quarantine and not exhibiting any symptoms will be immediately released for undergoing home quarantine for another 14 days without the mandatory testing. The confusion with regard to the overall handling of COVID-19 is exemplified in the case with returnees from Chennai who returned on May 22. Even with regard to period of quarantine, virologists have said that since the coronavirus can survive inside the infected human body for at least 37 days, a safe period for quarantine should be for 40 days. This has been adopted in various states such as Kerala, Odisha etc. If a special panel of scientists or medical specialists specifically for COVID-

19 was formed , this advise would be in their menu to prevent community transmission especially in rural areas. There were reports that the special Shramik train which brought the stranded returnees from Chennai on May 22 may not have been sanitised before returning with hundreds of migrant labourers to Bihar on May 23. This is in the light of suspicions that two of the returnees from Chennai had very high viral load which is considered highly infectious to surroundings.

Over 3000 expected to arrive

Over 3000 stranded citizens of Nagaland were expected to arrive state in the coming days. This include around 600 from Maharashtra, 1600 from Bangalore, 1000 from Delhi- 1000 and 500 from Kerala. CM to head new HPC on COVID-19 Correspondent

KOHIMA, JUN 1 (NPN): The cabinet constituted a High Powered Committee (HPC) with chief minister Neiphiu Rio as chairman/ convener, deputy CM, Y Patton as co-chairman and health & family welfare minister Pangnyu Phom as spokesperson. Informing this to a section of media persons here after a cabinet meeting at the civil secretariat Monday, Rio said the cabinet also decided to appoint planning & coordination minister Neiba Kronu and IT&C adviser Mmhonlumo Kikon as members of the committee and spokespersons of the state government. State chief secretary has been made as member secretary. HPC will look into policy matters relating to COVID19, including supervision of the State War Room. On arrival of huge number of returnees, Rio said the State government has decided to move out the returnees that are already in quarantine centre, tested negative and had come from green zone of North-eastern State so that fresh returnees could occupy the quarantine centres.

Govt relying on bureaucrats, not epidemiologists: Health experts NEW DELHI, JUN 1 (AGENCIES): The Narendra Modi government has come under heavy criticism from three major medical professional associations for its handling of the coronavirus pandemic, even as the country readies itself for ‘unlock phase 1‘. A joint statement issued by the Indian Public Health Association, Indian Association of Preventive and Social Medicine, and Indian Association of Epidemiologists on 25 May says that community transmission has already set-in. “It is unrealistic to expect that Covid-19 pandemic can be eliminated at this stage given that community transmission is already well-established across large sections or sub-populations in the country,” the health experts have said. This is in stark contrast to the Modi government’s claims that there is no community transmission in the country yet. On Sunday, the total Covid-19 cases in India crossed the 1.83 lakh-mark. Some of the notable signatories of the state-

ment include Dr Shashi Kant from the Centre for Community Medicine, All India Institute of Medical Sciences, and Dr D.C.S Reddy, former professor at Banaras Hindu University. While Reddy chairs the Indian Council of Medical Research’s group on epidemiology and surveillance for Covid-19 that was constituted in April, Kant is a member of it. Calling India’s lockdown “draconian”, the experts have also said that India has been adversely impacted by a “catastrophic double burden”. “The lockdown cannot be enforced indefinitely as the mortality attributable to the lockdown itself (primarily because of total shutdown of routine health services and livelihood disruption of nearly the entire bottom half of the Indian population) may overtake lives saved due to lockdown mediated slowing of Covid19 progression,” it adds. Reliance on bureaucrats, not epidemiologists: The health experts have claimed that the government is relying overwhelm-

ingly on “general administrative bureaucrats” and not experts in epidemiology or preventive medicine. “Had the Government of India consulted epidemiologists who had better grasp of disease transmission dynamics compared to modelers, it would have perhaps been better served,” the statement reads. It further says: “From the limited information available in the public domain, it seems that the government was primarily advised by clinicians and academic epidemiologists with limited field training and skills. “Policy makers apparently relied overwhelmingly on general administrative bureaucrats. The engagement with expert technocrats in the areas of epidemiology, public health, preventive medicine and social scientists was limited.” The experts have also said had the migrant workers been allowed to go home at the beginning of the epidemic, when the disease spread was slow, things would have been different (Cont’d on p-10) today.

NEW DELHI, JUN 1 (PTI): Nationwide tally of confirmed COVID-19 cases crossed 1.9 lakh on Monday after thousands more tested positive across states, but recoveries also rose further to nearly 95,000. The death toll rose to 5,394 after a record singleday spike of 230 fatalities in

the 24 hours since Sunday 8 AM, the Union Health Ministry said in its morning update. It showed the number of confirmed cases rising by 8,392 to 1,90,535. However, a PTI tally of figures announced by states and union territories, as of 9.35 PM, showed a higher death toll of 5,501.

DIMAPUR, JUN 1 (NPN): After 43 COVID-19 positive cases reported in the state till May 31, there was no report of any positive case till June 1. Meanwhile, out of 2782 cumulative COVID19 suspected samples sent for testing, results of 1656 samples were negative and 43 positive till date while, results for 1083 samples were awaited. Further, all 88 samples tested by TrueNat machine have turned out negative.

In an order, DC Dimapur, Anoop Khinchi, however, stated that all shops in New Market, Hong Kong Market, Hazi Park, Millennium Market, Railway bazaar, vegetable market at Purana Bazar and all weekly bazaar would remain closed. All shops including shops in residential complex and market complexes except shops at multi brand and single brand malls, outside the limits of municipalities and town councils with 50% strength, would be permitted to open. Protests engulf US with nearly 40 cities under curfew

DIMAPUR, JUN 1 (NPN): Affirming solidarity with any group that strived to bring transparency in the functioning of the department, the Nagaland In-Service Doctors’ Association (NIDA) has, however, expressed its strong displeasure over the public interest litigation (PIL) filed against “selective department officials by name.” In a press release, NIDA president Dr. Ritu Thurr and secretary Dr. Ahu Sekhose said that such selective action adversely affected the moral and motivation of not only the concerned officials, but also the rank and file of the department. Nagaland In-Service Doctors’ Association said filing of RTI or PIL cannot be stopped, but maintained that compilation of detailed information was causing disruption in the functioning of the office when the entire department machinery was fully engaged in hectic preparation and combating COVID-19 pandemic with time being the most crucial factor. Therefore, the association has

appealed to all responsible parties “to take this critical situation into consideration.” Meanwhile, commenting on the issues pertaining to personal protective equipment (PPE), the association said that in the initial period there was shortage of PPE all over the world and there was widespread apprehension even of the availability of the products. In view of the urgency, NIDA said the department procured the PPE that was available in the market at that particular point in time. The association said other States have also procured the same kind of PPE and have been put to use effectively. It stated that due to timely procurement, coupled with rigorous training on PPE, the department was now in a better position to face the unfolding challenges of COVID-19 pandemic. Nagaland In-Service Doctors’ Association has expressed gratitude to the people of the state for extending cooperation in the fight against the pandemic.

Non-subsidised First flight brings 109 returnees LPG rate hiked NEW DELHI, JUN 1 (IANS): Oil marketing companies have hiked the prices of non-subsidised cooking gas and aviation turbine fuel with effect from Monday. The price of the 14.2 kilogram cylinder of nonsubsidised LPG gas in Delhi has been raised by Rs 11.50 from May to Rs 593 per cylinder. The government currently subsidises 12 cylinders of 14.2 kilograms each per household in a year. Additional purchases have to be made at the market price. In a statement on Sunday, Indian Oil Corp said that the retail selling price of LPG in Delhi market for the month of May 2020 was reduced from Rs 744 to Rs 581.50 per cylinder for all consumers in line with drop in International prices.

DIMAPUR, JUN 1 (NPN): The first passenger flight from Kolkata since relaxation of lockdown– Air India-709 landed at the airport here on Monday with 109 passengers, including two Assam-bound passengers. police commissioner R. Tetso, Dimapur chief medical officer Dr Tia Pongener, a medical team, police personnel and members from district administration. Dimapur Christian Forum chairman Rev Moses Murry offered a prayer on the occasion. Of the 109 passengers, 36 were sent to Kohima by buses, two were sent to Bokajan, Assam, and the rest were taken to Agri Expo here for being quarantined.
