A H M E DA BA D / N E W DELHI, JUN 29 (AGENCIES): In a tough message against cow vigilantism and mob lynching, Prime Minister Narendra Modi Thursday said killing people on pretext of protecting cows is not acceptable and warned that no one has the right to take law into his hands. Addressing a public meeting to mark the centenary of the Mahatma Gandhi’s Sabarmati ashram here, Modi said indulging in violence in the name of “gau bhakti” goes fully against the ideals of the Father of the Nation. Voicing his concern on the spate of incidents of lynching and violence over cows’ protection, the prime minister said nothing would be achieved from such acts.

Oppn parties to skip GST launch NEW DELHI, JUN 29 (PTI): The Congress today said it would skip the governments June 30 midnight session for the launch of the Goods and Services Tax (GST), prompting more and more opposition parties to jump on the boycott bandwagon. While the Congress, Trinamool Congress, RJD, Samajwadi Party and Left parties announced they would not attend the special celebrations announced by the government, the JD(U) said it would leave the decision to its MPs. The Congress, in an all-out attack on the GST meet, called it a “grand self-promoting tamasha (gimmick)” to gain publicity. It also accused the government of “insulting” Indias freedom struggle, as the previous three midnight functions held in the central hall of Parliament were related to the country’s independence. This was a reason why it had decided not to attend the session, leaders said. TMC was the first to announce its boycott. But the JD(U) walked a tightrope, and said it had left the decision to its MPs, even as its two allies in Bihar announced they were staying away from the GST celebrations.

acceptable,” he asserted, saying “this is not something Mahatma Gandhi would have approved.” Modi said “no person in this nation has the right to take the law in his or her own hands.” On Wednesday, protests were held in several cities across India under the banner of “#NotInMyName” to denounce lynching of innocent people in the name of religion and protection of cows.

Court discharges affidavit case against Neiphiu Rio Staff Reporter

DIMAPUR, JUN 29 (NPN): In a significant development, Chief Judicial Magistrate Dimapur Ajongba Imchen, discharged Neiphiu Rio from the 2014 BA (Hons) affidavit case under Section 471 IPC and the other co-accused Zetso Sakhri under Section 197 IPC. The BA (Hons) provisional certificate was wrongly issued by the vice principal who also admitted the inadvertent mistake. On the request of Neiphiu Rio, a correct certificate BA (simple pass) was issued on October 15,2015. Based on a complaint filed by two persons police filed FIR on February 2,2016 against Neiphiu Rio alleging that he committed offences U/S 465/468/471/417 IPC read with section 125-A of the Representation of People Act 1951. Withdraw troops to avoid escalation, China warns India BEIJING, JUN 29 (IANS): China on Thursday warned India it will escalate the current border row if it did not withdraw troops from “Chinese territory” and said this was a “precondition” for a “meaningful dialogue” with New Delhi. Beijing said it had pictures of Indian troops “trespassing” the Chinese border. Talking to the media, Foreign Ministry spokesperson Lu Kang displayed the “photos” from the lectern for a few seconds. Lu said these will be put up on the Foreign Ministry website after the press briefing. “We again urge the Indian side to abide by historical boundary convention, respect Chinese territorial sovereignty and withdraw the troops to the Indian side of the boundary to avoid further escalation. “This is the precondition for the settlement of the incident and also the basis for us to conduct a meaningful dialogue.” By Chinese territory, Lu meant Donglong or Doklam, a disputed territory between China and Bhutan where troops from the PLA and Indian Army had scuffled.

By-poll to 10-Northern Angami-I A/C on July 29 Correspondent

KOHIMA, JUN 29 (NPN): Election Commission of India (ECI) on Thursday announced the schedule for by election to the vacant 10 Northern Angami-I Assembly Constituency. The by-election will be held on July 29, 2017, ECI secretary Sumit Mukherjee stated in a communiqué. According to ECI secretary, polling will be held on July 29 from 7 a.m. to 4 p.m. after taking consideration of various factors like local festivals, electoral rolls, weather conditions etc. Accordingly, the ECI would issue the notification on July 5. The last date of nominations will be on July 12, scrutiny of nominations on July 13, last date of withdrawal of candidatures on July 15. Counting will be on August 3, and all process of election will be completed by August 5, ECI stated. It has also informed that the Commission has decided to use EVMs in the by-election in all polling stations and all steps taken to ensure that the polls are conducted smoothly. It may be noted that the

For identification of voters, EC stated that in consonance with the past practise, the it has decided that the voter’s identification shall be mandatory in the by-election at the time of poll and EPIC shall be the main document of identification of a voter. However, EC said to ensure that no voter is deprived of his/her franchise, if his/her name figures in the E-Roll, separate instructions would be issued to allow additional documents for identification at the time of poll in the by-election. MCC: With the announcement of the by-elections, the election Model Code of Conduct (MCC) has come into force with immediate effect throughout Kohima district. This was stated by District Election Officer, Rajesh Soundararajan in a notification. He informed all political parties, intending candidates, government departments/ establishments and general public to adhere strictly to the model code of conduct and extend cooperation to the district election machinery.

KOHIMA, JUN 29 (NPN): State Election Commission has reportedly detected 19,727 duplicate names/ multiple entries in the Electoral Roll (e-roll) with Mon district topping the list with 7437. (See table) Addressing a press conference at his office chamber here on Thursday, officiating chief electoral officer (CEO), N. Moa Aier, said those detected would forward to the respective electoral registration officers (EROs) for necessary action, either to be deleted or rectified. Disclosing that 50% could be deleted, the officiating CEO said the activity would, however, continue as the election office has been putting all effort to cleanse the e-roll. New Delhi, Jun 29 (IANS): Election for India’s next Vice President, to succeed M. Hamid Ansari, will be held on August 5 and counting of votes will be done on the same day, the Election Commission announced on Thursday. Chief Election Commissioner (CEC) Nasim Zaidi said, “The date of polling, if required, will be August 5. Counting, if required, will be done on August 5.” Zaidi said the election will be held between 10 a.m. to 5 p.m. CEC said that filing of nomination will begin on July 4 with the issue of notification. The last date for filing nomination is July 18, while scrutiny of nomination papers will take place on July 19. The last date for withdrawal of nomination is July 21. Zaidi said the Vice President is elected by members of the Electoral College consisting of members of both houses of Parliament in accordance with the system of proportional representation by means of a single transferable vote. He said the nominated members of Lok Sabha as well as Rajya Sabha are also eligible to be included in the Electoral College .

NPCC flays Khriehu’s appointment as advisor to CM CGBU concerned over ‘random DIMAPUR, JUN 29 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Thursday said that it condemned the unprecedented action of Nagaland chief minister & NPF president, Dr. Shürhozelie Liezietsu in appointing his son Khriehu Liezietsu as advisor with cabinet status and retaining the earlier portfolio of Music Task Force. In a press note, NPCC media cell alleged out that the “unmandated father son duo has taken nepotism in the state to greater heights.” While stating that it had no issue of Dr. Liezietsu and Khriehu, running the affairs of the NPF party as their personal fiefdom, NPCC however maintained that “the affairs of the government cannot be allowed to be turned, twisted and manipulated to suit the interest of father-son combine.”

NPCC said NPF under Dr. Shürhozelie and TR Zeliang was yet to face an acid test of achieving victory in electoral battle under their leadership. encroachment’ along highway DIMAPUR, JUN 29 (NPN): Expressing deep concern over “random encroachment” of the highway stretch between Dimapur and Chumukedima, the Chakhroma GBs’ Union (CGBU) advised the land owners to make provision for future road expansion while undertaking construction works along the highway. In a press release, Chakhroma GBs’ Union president, Thepfukedo Kuotsu, said without adhering to the government’s notification to leave a space of 30 feet from the road, concrete structures were being erected by private individual. “It is being observed that some buildings were constructed so close to the road that there was hardly any space left for drainage, resulting in early erosion of

the roads,” said Chakhroma GBs’ Union. Even though four-lane highway project has been diverted to another route, the union said the programme for widening of the present highway was still in the pipeline. In this regard, the union cautioned the land owners that in the event of the widening of the highway, those structures that were within the earmarked area would be dismantled and there would be no compensation for the same. Fur ther, the GBs’ union also appealed to all responsible not to dump any building materials and other goods along the highway to ensure smooth flow of traffic. “It is seen that some building materials such as stones, bricks and sand etc are dumped near
